I FOUND THIS INTERESTING THAT SOMETIMES WE DON'T GIVE ENOUGH CREDIT WHEN WE THINK ABOUT OUR CAREER AND TECH EDUCATION, WE THINK ABOUT THE CAREER AND TECHNICAL ACADEMY, TECHNICAL ACADEMY, BUT IT REALLY STARTS IN MIDDLE SCHOOL.
AND SO I HAD THE OPPORTUNITY TO SEE THESE STUDENTS WITH SOME REAL WORLD HANDS ON EXPERIENCES IN THEIR CLASSROOMS. THIS WAS AT MILL CREEK MIDDLE. SPEAKING OF PURPLE STAR SCHOOLS THIS IS THE FIRST SCHOOL SYSTEM THAT I'VE BEEN IN WHERE THERE'S SUCH HIGH RECOGNITION FOR MILITARY SIGNINGS.
AND SO MISS GREENWICH WAS AT ALL OF THESE EVENTS, HERE WE WERE AT.
HUNTINGTOWN HIGH SCHOOL TO WITNESS THE SIGNING OF SOME OF OUR STUDENTS GOING INTO THE MILITARY AND JUST A FEW SHORT MONTHS. WE ALSO WERE AT PATUXENT HIGH SCHOOL WHERE WE ALSO HAD STUDENTS. WE WITNESSED THEIR SIGNING CEREMONY.
THIS IS JUST A SHOT OF THE MANY FACULTY MEETINGS THAT WE GET TO ATTEND EVERY MONTH.
YESTERDAY I HAD THE OPPORTUNITY TO DROP IN AT HUNTINGTOWN TO SEE THE FELLOWSHIP OF CHRISTIAN ATHLETES WHICH IS A STUDENT LED ORGANIZATION. AND LISTENING TO THESE STUDENTS, IT GIVES US GREAT HOPE FOR OUR FUTURE.
THIS WAS ONE OF THE MORE UNIQUE PLAYS THAT I WENT TO IN THE WOODS AT CALVERT HIGH SCHOOL.
IT WAS IT WAS PRETTY FASCINATING. THE STUDENTS DID AN OUTSTANDING JOB.
WE ALSO HAVE AMAZING PRODUCTIONS AT THE ELEMENTARY LEVEL.
LAST WEEK I WAS ABLE TO GO OVER AND WITNESS, I MAY HAVE BEEN TWO WEEKS AGO THE ALADDIN PRODUCTION.
AND AS YOU CAN SEE, THE STUDENTS WERE MESMERIZED AT THEIR CLASSMATES WHO PERFORMED, YOU KNOW, A LOT OF WORK GOES ON BEHIND THE SCENES THAT WE DON'T EVEN THINK ABOUT. AND I JUST CAUGHT SOME OF THE PRODUCTION CREW THE LIGHTING STAFF AND SOUND CREW WORKING BEHIND THE SCENES INCLUSIVE TRACK DAY.
I WANT TO THANK ALL OF OUR STUDENTS AND OUR STAFF WHO WORKED WITH OUR STUDENTS.

SO I WILL BE BACK BEFORE YOU IN SEPTEMBER TO REVIEW THE CIP IN MUCH MORE DETAIL.
MASTER PLAN UPDATE. AS YOU CAN SEE, THE COUNTY POPULATION RESIDENTS 65 AND OLDER IS INCREASING AS A PERCENTAGE OF THE TOTAL POPULATION, AND OUR RESIDENTS 0 TO 14 AGE ARE DECREASING FROM 2010 TO 2024.
YOU CAN SEE THESE TRENDS. ESSENTIALLY, OUR RESIDENTS ARE AGING IN PLACE.
FOR THE FIRST TIME IN TEN YEARS, THE RATIO OF BIRTHS TO DEATHS HAS GONE BELOW ONE.
THAT MEANS THAT IN 2023, WHICH IS THE LATEST DATA THAT WE HAVE FROM MARYLAND DEPARTMENT OF HEALTH VITAL STATISTICS, THERE WERE LESS BIRTHS IN CALVERT THAN PEOPLE WHO DIED IN THE COUNTY.
FYI, THESE BIRTHS ARE GEOCODED TO THE MOTHER'S ADDRESS.
SO THESE ARE IN FACT CALVERT'S BIRTHS. MOVING ON TO HOUSING DATA, 2025 REPRESENTED THE LOWEST ON RECORD FOR RESIDENTIAL PERMITS ISSUED. YOU CAN SEE IN 2025, THERE WERE A TOTAL OF 52 PERMITS COMPARED TO 2016 WHEN THERE WERE 226. NOW, WE FULLY ANTICIPATE THAT THE NUMBER OF PERMITS ARE GOING TO GO UP BECAUSE WE HAVE A NUMBER OF DEVELOPMENTS THAT ARE IN THE PIPELINE AT THIS POINT, BUT THIS IS THE DATA AS OF RIGHT NOW. MOVING ON TO COUNTY HOME SALES ONCE AGAIN, CALVERT'S MEDIAN HOME SALES PRICE WENT UP COMPARED TO 2024. THE SALES PRICE WENT UP BY 8.8% AT $489,500. AS THE MEDIAN SALES PRICE. CALVERT WAS THE SIXTH MOST EXPENSIVE COUNTY IN MARYLAND AND THE MOST EXPENSIVE IN SOUTHERN MARYLAND. THE TOTAL HOME SALES ALSO DROPPED IN 2025, COMPARATIVELY TO 2024 BY 4%.

THE COUNTY PLANNING AND ZONING DEPARTMENT PRODUCES AN ANNUAL POPULATION ESTIMATE FOR JANUARY 1ST OF THE CURRENT YEAR, ON AN ANNUAL BASIS. THE 2026 ESTIMATE, AS YOU CAN SEE HERE, SHOWS A DECREASE OF 430 RESIDENTS FROM 2025.FYI, OUR ENROLLMENT PROJECTIONS ARE REQUIRED TO BE WITHIN 5% OF MARYLAND DEPARTMENT OF PLANNING'S PROJECTIONS FOR CALVERT EVERY YEAR, SO THAT WE CAN USE THEM FOR OUR CIP PLANNING PURPOSES.
THIS NEXT SLIDE, BEFORE YOU BREAKS DOWN THE ENROLLMENT PROJECTIONS ACROSS THE THREE REGIONS OF OUR COUNTY RELATIVE TO THE TOTAL CAPACITY FOR EACH OF THE THREE REGIONS THE NORTH, THE SOUTH, AND THE CENTRAL REGION.
THE RED BAR HERE THAT YOU SEE REPRESENTS THE REGIONAL CAPACITY, WITH THE BLUE LINE INDICATING THE PROJECTED ENROLLMENT FOR THAT REGION. THESE NUMBERS INCLUDE PRE-K PROJECTIONS, BUT CALVERT COUNTY SCHOOL IS NOT LOCATED OR IS NOT INCLUDED IN ANY OF THESE REGIONS.
IF A SCHOOL'S ENROLLMENT IS GREATER THAN 100% OF THE COUNTY'S CALCULATED CAPACITY FOR THE SCHOOL, ANY MAJOR RESIDENTIAL SUBDIVISIONS AND SITE DEVELOPMENT PLANS WITHIN THAT SCHOOL BOUNDARY ARE PUT ON PAUSE.
FROM BEING RECORDED FOR A PERIOD OF SIX YEARS.
AS WE DEVELOP A PLAN FOR CSPS FACILITY NEEDS, IT'S IMPORTANT TO RECOGNIZE THAT WE FACE A SIMILAR SITUATION THAT MANY OTHER SCHOOL DISTRICTS DO. OUR POPULATION IS AGING IN PLACE, AND OUR BIRTH RATES AND ENROLLMENT ARE SLOWLY DECLINING.
THE BIGGEST PROBLEM THAT WE HAVE IS THAT WE HAVE TWO POINT 5,000,000FT² OF FACILITY SPACE, AND NOT ENOUGH CAPITAL MAINTENANCE DOLLARS FOR THE PROJECTS THAT THESE FACILITIES NEED.
FOR. BACKGROUND. WHILE MANY JURISDICTIONS IN MARYLAND FACED A BOOM AND GROWTH IN THE 1970S, CALVERT SAW ITSELF AS THE FASTEST GROWING COUNTY IN THE 1990S.
BETWEEN 1990 AND 2000, OUR COUNTY POPULATION GREW BY 45%, WHICH THEN RESULTED IN OUR SQUARE FOOTAGE.
BECAUSE WE GOT A LOT OF NEW STUDENTS, A LOT OF NEW KIDS.
IT GREW BY 44% IN THE 2000. OUR GROWTH RATE DIDN'T CONTINUE AT SUCH A HIGH RATE, BUT IT WAS STILL 19% GROWTH RATE. PLUS, WE HAD THE MANDATE OF FULL DAY KINDERGARTEN, SO WE ADDED AN ADDITIONAL 33% TO OUR INVENTORY.
SO THE INVENTORY FROM THE 90S AND 2000 IS COMING DUE FOR NEEDED PROJECTS.
SO WHAT DOES THIS MEAN IN ACTUAL DOLLARS AND CENTS.
THESE ARE ESSENTIALLY PROJECTS THAT SHOULD BE IN THE CIP OR SHOULD HAVE BEEN IN THE CIP, BUT HAVE BEEN DEFERRED BECAUSE WE DON'T GET ADEQUATE FUNDING FROM THE STATE AND WE HAVE LIMITED COUNTY CIP FUNDING. SO THIS IS THE DEFERRED MAINTENANCE.
THESE ARE ASSETS THAT INCLUDE ROOFS, EXTERIOR WALL SYSTEMS, HVAC AND DISTRIBUTION, PLUMBING, ELECTRICAL, FIRE ALARM WINDOWS, DOORS, SITE WORK LIKE APPEAL ELEMENTARY, FOR EXAMPLE.
THIS SLIDE REALLY PUTS THINGS IN BETTER CONTEXT.
SO OUR CURRENT BACKLOG IS $76 MILLION BASED ON THE AVERAGE OF THE LAST SEVEN YEARS, 2020 TO 2026.
WE HAVE RECEIVED CAPITAL MAINTENANCE ALLOCATION WITHIN OUR CIP OF $5.1 MILLION.
YOU DO THE MATH. IT TAKES 14.9 YEARS TO GET THROUGH THIS DEFERRED MAINTENANCE.
NOW, THAT'S ASSUMING THAT THE PRICE TAG FOR THAT DEFERRED MAINTENANCE DOESN'T GO UP.
AND WE ALSO KEEP ADDING MORE ROOFS, HVAC WINDOWS, DOORS THAT KEEP COMING DUE.

I MEAN, IF WE'RE TALKING ABOUT OUR FACILITIES, IT IS I THINK IMPORTANT SO THAT WE ULTIMATELY CATCH UP TO BE ABLE TO HAVE SOME KIND OF A CASH FLOW INFUSION. A COUPLE OF YEARS AGO, WE WENT THROUGH THE P-3 ANALYSIS.
BUT TO BE HONEST, THAT REALLY MOSTLY ADDRESSES WHEN YOU HAVE ENROLLMENT CAPACITY.
WE HAVE FACILITIES WHERE WE DON'T HAVE ENROLLMENT GROWTH.
WE'RE JUST TRYING TO REALLY MAINTAIN THESE. I THINK WE NEED A LARGER INFUSION OF CAPITAL FROM SOME KIND OF SOURCE WHETHER IT BE COUNTY, WHETHER IT BE THE STATE.
IT'S OTHERWISE THIS IS NOT REALLY A TENABLE SITUATION.
