AND IF I MAY TAKE A MOMENT OF EXECUTIVE PRIVILEGE, COLLEAGUES, I'D LIKE TO READ SOMETHING BEFORE WE MOVE INTO THE PLEDGE OF ALLEGIANCE AND A MOMENT OF SILENCE. THE CALVERT COUNTY BOARD OF EDUCATION REAFFIRMS OUR SHARED COMMITMENT TO SUPPORTING EVERY STUDENT AND FAMILY IN OUR COMMUNITY. DURING THIS CHALLENGING TIME. WE BELIEVE FREE SPEECH IS A PILLAR OF BOTH OUR NATION AND OUR PUBLIC SCHOOLS. WE RECOGNIZE THAT OUR COMMUNITY HOLDS DIVERSE PERSPECTIVES AND WE WELCOME THE RESPECTFUL EXPRESSION OF THOSE VIEWS. AT THE SAME TIME, WE ENCOURAGE STUDENTS, STAFF, PARENTS, AND COMMUNITY MEMBERS, TO MODEL COURTESY, COMPASSION, AND RESPECT. WE ALSO RECOGNIZE THAT RECENT EVENTS INCLUDING TRAGIC ACTS OF VIOLENCE MAY WEIGH HEAVILY ON OUR STUDENTS.

AS A COMMUNITY, WE CAN FIND UNITY THROUGH ACTS OF REMEMBRANCE. VOLUNTARY MOMENTS OF SILENCE IN OUR SCHOOLS, ON OUR ATHLETIC FIELDS, AND DURING COMMUNITY GATHERINGS OFFER STUDENTS AND STAFF RESPECTFUL OPPORTUNITY TO PAUSE, REFLECT, AND HONOR THOSE AFFECTED BY TRAGEDY. SUPERINTENDENT'S REPORT. DR. NEWSOME. WELCOME TO YOUR FIRST OFFICIAL MEETING. WE'RE HAPPY THAT YOU'RE HERE.

>> I'VE BEEN CALLED WORSE. >> MEMBERS OF THE BOARD AND COMMUNITY. THANK YOU FOR THIS OPPORTUNITY TO SERVE HERE IN SUCH AN AMAZING COMMUNITY AND AN AMAZING SCHOOL SYSTEM. OVER THE LAST SEVERAL WEEKS, I'VE HAD THE OPPORTUNITY TO VISIT ALL OF OUR SCHOOLS AND I'VE BEEN WELCOMED WITH OPEN ARMS FROM OUR STUDENTS, OUR STAFF, AND EVEN SOME OF OUR COMMUNITY MEMBERS THAT I HAVE HAD THE OPPORTUNITY TO MEET. I'VE ALSO OBSERVED SCHOOLS THAT HAVE BEEN ON TASK. STUDENTS READY FOR LEARNING, TEACHERS ENGAGED, AND PARENTS WHO HAVE BEEN SUPPORTIVE. I ALSO WANT TO THANK SPECIFICALLY OUR 11 AND 12 MONTH EMPLOYEES WHO WORK DILIGENTLY THROUGHOUT THE SUMMER TO MAKE SURE THAT SCHOOLS WERE READY TO RECEIVE CHILDREN. SO TO THE BOARD, I WOULD LIKE TO TAKE A FEW MOMENTS TO SHARE WITH YOU A BRIEF POWERPOINT PRESENTATION THAT I THINK BEST DEPICTS MY OBSERVATIONS OF THE SCHOOL SYSTEM OVER THE LAST SEVERAL WEEKS.

>> I PROVIDED THE BOARD WITH A VERY DETAILED LIST OF TASKS THAT HAVE BEEN COMPLETED. WHAT YOU'RE ABOUT TO SEE NOW IS JUST ONE OR TWO OBSERVATIONS FROM EACH OF OUR MAJOR DEPARTMENT, STARTING WITH OUR FACILITIES THAT COMPLETED SUMMER CLEANING WITH INSPECTION SCORES BETWEEN 80% AND 97.5% IN ALL 25 OF OUR

FACILITIES. THIS IS WITHIN THE ACCEPTABLE RANGE. THE DISTRICT HIRED AND UNBOARDED 258 LICENSED PROFESSIONALS AND SUPPORT STAFF AND FACILITATED PROFESSIONAL LEADERSHIP DEVELOPMENT THROUGHOUT THE SCHOOL SYSTEM. PLANNING AND CONSTRUCTION, MANAGE AND SUCCESSFULLY COMPLETED THE FOLLOWING CONSTRUCTION PROJECTS YOU'LL SEE THERE. THEY ALSO SECURED $1 MILLION IN GRANTS FOR SECURITY AND FACILITY IMPROVEMENTS AND COMPLETED THE MASTER STUDY FOR FUTURE FACILITIES, PLANNING YOU'LL HEAR MORE ABOUT. IT DEPARTMENT TRANSITIONED TO A NEW INTERNET PROVIDER. THE UPGRADED THE NETWORK BAND WIDTH. WE PLACED OUTDATED EQUIPMENT AND DISTRIBUTED 2300 LAPTOPS TO OUR INCOMING 6 AND 9TH GRADE STUDENTS AS WELL AS THE EXPANSION OF CYBER SECURITY EFFORTS. IN OUR TRANSPORTATION DEPARTMENT, THEY IMLIMITED NEW SOFTWARE THAT SOME OF YOU PROBABLY SAW SOME ADJUSTMENTS AND I WANT TO THANK OUR TRANSPORTATION STAFF FOR TRYING TO FIX ANY OF THE GLITCHES THAT WE EXPERIENCED IN THE FIRST FEW WEEKS OF SCHOOL. THEY ALSO RECEIVED UPGRADES TO HIGH DEFINITION CAMERA SYSTEMS WITH ENHANCED FEATURES, INCLUDING LIVE VIDEO MONITORING. THE BLUEPRINT CONTINUES TO DEVELOP STRATEGIC COMMUNICATION PLAN AND ON TARGET TO MEET BLUEPRINT REQUIREMENTS. OUR INSTRUCTIONAL ENGAGED IN CURRICULUM DEVELOPMENT, PROFESSIONAL LEARNING, COMMUNITY PARTNERSHIPS, TO ENHANCE LEARNING OPPORTUNITIES AND THOSE DEPARTMENTS ARE LISTED THERE.

AND OUR STUDENT SERVICES DEPARTMENT, SPECIAL EDUCATION DEPARTMENT, THERE WAS A FOCUS ON LEGISLATIVE UPDATES, SOCIAL, EMOTIONAL LEARNING, ATTENDANCE, COUNSELING, SAFETY, COMPLIANCE, AND ALTERNATIVE EDUCATION AND ALSO SERVED OVER 200 STUDENTS IN OUR SUMMER PROGRAM. WE HAVE OUR EQUITY SUPERVISOR WHO WAS A SUPERSTAR IN GOING THROUGHOUT THE COUNTRY, LEADING KEYNOTE SPEECHES AND MESSAGES TO ADDRESS COLLABORATION AND SHE WORKS HERE WITH NEW TEACHER ORIENTATION, LEADERSHIP DEVELOPMENT, AS WELL AS GRANT WRITING AND EMPHASIZING EMOTIONAL INTELLIGENCE.

INTELLIGENT TEACHING, AND INCLUSIVE PRACTICES. AND FINALLY, OUR OPERATIONS DEPARTMENT CHILD NUTRITION, UPDATED MENUS. TRANSITION INVENTORY SYSTEMS, AND ENSURE COMPLIANCE WITH HEALTH AND SAFETY STANDARDS AND NOW WE ALSO HAVE AN UPDATED BUDGET FOR FY2026, THAT SHOULD BE AVAILABLE ON THE WEBSITE. NEXT, WE HAVE SOME PICTURES THAT I HAPPEN TO TAKE AS I WALK AROUND THE COMMUNITY AND SCHOOLS. SO THIS IS JUST A QUICK MONTAGE OF CCPS THROUGH MY EYES RIGHT HERE IN THIS ROOM. WE HAVE THE SUMMER SCHOOL GRADUATION. WE SEE OUR CADETS WHO ARE HERE TO PRESENT THE COLORS. WE HAVE OUR LARGEST ENROLLMENT IN THE COLLEGE OF SOUTHERN MARYLAND DUAL ENROLLMENT PROGRAM, WHERE OUR STUDENTS WILL BE GRADUATING WITH AN ASSOCIATED DEGREE. THIS IS OUR NEW TEACHER ORIENTATION.

EVERYONE IS HAPPY AND ENJOYING THE NEW JOBS AND NEW ASSIGNMENTS. WE ALSO HAD SUPPORT FROM THE CALVERT EDUCATION ASSOCIATION. THESE ARE SOME OF THE MEMBERS AND THEY ALSO PROVIDED OUR TEACHERS, OUR NEW TEACHERS WITH SUPPLIES FROM THEIR FREE TEACHER SUPPLY STORE. HERE WE HAD OUR PRESCHOOL STAFF MEETINGS AND OUR TEACHERS WERE EXCITED TO COME BACK AND START A NEW SCHOOL YEAR. OUR BOARD MEMBERS WERE EXCITED AS WELL.

THIS IS A 9TH GRADE ORIENTATION AT NORTHERN HIGH SCHOOL. AND ALWAYS ENJOY SEEING OUR 6TH GRADE STUDENTS TRYING TO LEARN HOW TO MANAGE THEIR LOCKERS WITH THEIR NEW COMBINATIONS. THE CONSTRUCTION IS GOING WELL. IT SEEMS TO BE ON SCHEDULE AT NORTHERN MIDDLE SCHOOL. THIS WAS THE FIRST DAY OF SCHOOL. THIS WAS THE FIRST SCHOOL I VISITED. THE FIRST DAY. THE HIGH SCHOOL IS A BEAUTIFUL FACILITY, AND THE STUDENTS, STAFF, WERE RIGHT ON TARGET, RIGHT ON TASK. I WANT TO COMMEND THE STAFF FOR THE CLEANLINESS AND THE ORGANIZATION OF THE BUILDING THIS IS AT ONE OF OUR ELEMENTARY SCHOOLS. A FEW FAMILY WHO JUST MOVED HERE TO

THE COMMUNITY. MILITARY FAMILY, AND I WAS SO FASCINATED BY THE FATHER'S JOB, THAT I ASKED HIM IF HE WOULD COME BACK ON CAREER DAY. I THINK OUR STUDENTS WOULD GET A KICK OUT OF LEARNING ABOUT HIS WORK IN THE MILITARY. AND THERE YOU SEE THREE DAUGHTERS.

MOM IS STANDING TO THE SIDE. SHE SAID SHE WAS NOT PHOTO READY THAT EARLY IN THE MORNING. THIS IS DONALD ELEMENTARY, FIRST DAY.

THIS IS A FIRST YEAR TEACHER. AS YOU SEE, SHE HAS HER STUDENTS WELL ORGANIZED, MOVING ON TO THE NEXT CLASS. AND THEN THESE ARE JUST A FEW SNAPSHOTS. FIRST DAY ACTIVITIES. TEACHERS WERE ESTABLISHING ROUTINES FOR THE SCHOOL DAY AND FOR THE SCHOOL YEAR. THIS IS AN EXAMPLE OF STUDENT VOICE AND I REALLY ENJOYED READING SOME OF THE FEEDBACK OF WHAT STUDENTS FEEL A GREAT CLASSROOM SHOULD LOOK LIKE, SOUND LIKE, AND FEEL LIKE.

AND THEN OUR CAREER AND TECHNICAL ACADEMY, THIS IS THE FIREFIGHTER EMT CLASS AND THE YOUNG MAN RIGHT IN THE MIDDLE WHO IS WAVING AT ME, HE WAS NUMBER TWO IN THE COUNTRY IN THE SKILLS U.S.A. COMPETITION. AND HE IS GOING FOR NUMBER ONE THIS YEAR. PLUMBING AND HEATING, VENTILATION AND AIR-CONDITIONING, ELECTRICITY. AND THEN LAST WEEK, WE WERE FORTUNATE TO HAVE A VISIT FROM DR. WRIGHT, THE STATE SUPERINTENDENT, ALONG WITH THE PRESIDENT OF THE STATE BOARD OF EDUCATION AND OTHER OFFICIALS WHO HAD A GREAT VISIT TO OUR SCHOOLS. THAT CONCLUDES MY PRESENTATION.

>> SO, AS I CONCLUDE, I JUST WANT TO SHARE THAT I BELIEVE OUR SCHOOLS ARE A REFLECTION OF THE COMMUNITIES THEY SERVE. I HAVE NEVER SEEN A LOW PERFORMING SCHOOL IN A HIGH FUNCTIONING COMMUNITY. ALSO, OUR CHILDREN ARE A REFLECTION OF THE ADULTS IN THEIR LIVES. AND SO IF OUR ADULTS SPEAK WITH COMPASSON, KINDNESS, AND CIVILITY, THEN WE GROW STUDENTS WHO SPEAK THE SAME WAY. AND SO I JUST ENCOURAGE US TO REMEMBER THAT WE ARE ALWAYS MODELS, WHETHER WE ARE TEACHERS, ADMINISTRATORS, CAFETERIA WORKERS. NO MATTER WHAT WE ARE IN THE SCHOOL SYSTEM, WHETHER WE ARE PARENTS OR JUST COACHES OR ANYONE ELSE WHO SUPPORTS STUDENTS. REMEMBER THAT WE ARE ROLE MODELS FOR THEM. FINALLY, I WOULD LIKE TO SHARE THAT I KNOW, I THINK WE ALL REALIZE HOW DIVIDED THIS COUNTRY IS. SOMETHING WE ALL HAVE IN COMMON, WHETHER IT BE POLITICAL PARTY, RACE, ETHNICITY, GEOGRAPHIC LOCATION, RELIGIOUS BELIEFS, WE ALL LOVE OUR CHILDREN. AND WE CAN ALL FOCUS ON THAT. ASKING THE BOARD TO APPROVE ADVANCING POLICY 3920, REVIEW DATE OUTSIDE OF ITS NORMAL TIME LINE, TO MEET THE REQUIREMENTS OUTLINED IN HOUSE BILL 78. HOUSE BILL 78 IS A STATE LAW DESIGNED TO PROTECT PUBLIC SCHOOL STUDENTS WITH SEVERE FOOD ALLERGIES. STATE LAW PREVIOUSLY REQUIRED THE DESIGNATION OF A NUT-FREE TABLE IN THE CAFETERIA. THAT REQUIREMENT HAS CHANGED IN THE LAW TO NOT BE SPECIFIC TO TREE NUTS AND PEANUTS AND INSTEAD, ACCOMMODATE STUDENTS WITH SEVERE ALLERGIES TO ANY OF THE TOP NINE MAJOR ALLERGENS, INCLUDING MILK, EGG, FISH, SHELLFISH, TREE NUTS, WHEAT, PEANUTS, SOY, AND SESAME.

EACH COUNTY BOARD IS REQUIRED TO ADOPT AND IMPLEMENT GUIDELINES IN ACCORDANCE WITH THE MARYLAND STATE HEALTH SERVICES GUIDELINES TO REDUCE THE RISK OF EXPOSURE, TO MAJOR FOOD ALLERGENS IN CLASSROOM AND COMMON AREAS. EDUCATIONAL ARTICLE STATE STATUTE 7-426.1 DETAILS THE MINIMUM REQUIREMENTS FOR THESE GUIDELINES. WHICH INCLUDES TO DEVELOP A SYSTEM TO DISCLOSE THE MAJOR FOOD ALLERGENS CONTAINED IN THE FOOD SERVED IN THE SCHOOL DESIGNATION OF FOOD-FREE AREAS. DESIGNATION OF CAFETERIA TABLES FOR STUDENTS WITH SEVERE FOOD ALLERGIES. AN INCLUSION OF STUDENTS WITH SEVERE FOOD ALLERGIES IN FIELD TRIPS. UPON REVIEW, WE DETERMINED THE REQUIRED GUIDANCE OUTLINED IN HOUSE BILL 78 ON REDUCING THE RISK OF EXPOSURE TO MAJOR FOOD ALLERGENS IN SCHOOLS BEST ALIGNS WITH OUR CURRENT POLICY STATEMENT 3920, REGARDING AVAILABILITY AND USE OF AUTOINJECTABLE EPINEPHRINE. SINCE THIS POLICY ALREADY ADDRESSES EXPOSURE TO A VARIETY OF OTHER ALLERGENS, WE ADDED THE PURPOSE OF HOUSE BILL 78 TO THE EXISTING PURPOSE OF POLICY 3920, AND THE APPLICABLE DEFINITIONS RELATED TO MAJOR FOOD ALLERGENS TO WHICH STUDENTS MAY BE EXPOSED. THE CIP IS DEVELOPED ANNUALLY AND INCLUDES CAPITAL BUDGET EXPENDITURES FOR THE UPCOMING FISCAL YEAR AND A FIVE-YEAR CAPITAL IMPROVEMENT PROGRAM FOR FUTURE YEARS.

PROJECTS ARE FUNDED JOINTLY BY THE STATE AND LOCAL COUNTY GOVERNMENTS OR THEY ARE FUNDED ENTIRELY BY OUR LOCAL COUNTY.

THE CIP FOR FY27-32 CONTINUES THE SAME THEME FROM LAST YEAR. A MAJORITY OF OUR PROJECTS ARE RENOVATION TYPES, SUCH AS ROOFS, WINDOW REPLACEMENTS, HVAC, THERE ARE NOTABLE CHANGES. AS I PRESENTED TO YOU LAST MONTH DURING THE OVERVIEW OF THE BROOKS, CALVERT ELEMENTARY AND CALVERT COUNTRY MASTER STUDY PRESENTATION, IN ORDER TO RECEIVE APPROVAL AND FINANCIAL SUPPORT FROM THE STATE FOR THE CALVERT COUNTRY SCHOOL PROJECT, IT WILL NEED TO BE COLOCATED WITH CALVERT ELEMENTARY. THIS IS REFLECTED WITHIN THE FY27-32. CALVERT ELEMENTARY AND CALVERT COUNTRY ARE COMBINED AS A SINGLE PROJECT, RATHER THAN BACK TO BACK DESIGNS AND BUILDS. THIS HAS BEEN COORDINATED WITH THE STATE AND IS ACCEPTABLE TO HAVE IT SHOWN THAT WAY. SECONDLY, DUE TO MULTIPLE ROOFS AND HVAC SYSTEMS BEING LONG OVERDUE FOR REPLACEMENT, MANY OF THESE PROJECTS ARE BEING REQUESTED DURING THE SIX-YEAR CYCLE. AND FINALLY, DUE TO TARIFFS, THE BUDGETS FOR THESE PROJECTS HAVE BEEN UPDATED TO REFLECT THE MARKET CONDITIONS THAT WE FACE. AS YOU KNOW, OUR CIP IS DIVIDED INTO FIVE SECTIONS AS SHOWN ON THE SCREEN. BEFORE WE GO INTO SPECIFIC PROJECT TYPES, I'D LIKE TO BRIEFLY RECAP HOW PROJECTS BECOME ELIGIBLE AS PART OF THE CIP AND MOVE INTO A SUMMARY OF NOTABLE PROJECTS THAT ARE INCLUDED AS PART OF THIS YEAR'S UPDATE. SO, HOW DO PROJECTS BECOME ELIGIBLE? WELL, THIS HAPPENS THROUGH A COMBINATION OF VARIOUS ASSESSMENTS. INTERNALLY, WE LOOK AT THE COMPREHENSIVE MAINTENANCE PLAN. YOU APPROVED THAT IN THE CONSENT AGENDA TODAY, AS WAS PRESENTED BY FACILITIES. SO ANY ASSETS THAT ARE SHOWN FOR REPLACEMENT ARE ALIGNED WITH THE CAPITAL IMPROVEMENT PROGRAM. WE LOOK AT WORK ORDER HISTORY. WE LOOK AT THE ENERGY CONSUMPTION.

SO BENCHMARKING AN ENERGY CONSUMPTION DATA. WE ENGAGE FOR STAKE HOLDER GROUPS. SUCH AS PLAYGROUND REPLACEMENTS, FOR EXAMPLE, AND THEN WHEN WE DEVELOP EDUCATIONAL SPECIFICATIONS FOR A NEW PROJECT, STAKE HOLDERS ARE ENGAGED IN THAT PROCESS AS WELL. AND THEN LASTLY, OF COURSE, IF THERE ARE ANY EMERGENCIES OR IMPENDING FAILURES, UNLESS WE DO THAT THROUGH A DIFFERENT MEANS IF WE CAN, WE'LL TRY TO PUT THAT IN THE CIP RIGHT AWAY. EXTERNALLY, WE LOOK AT DATA FROM THE STATEWIDE FACILITY ASSESSMENTS. THEY ASSESS OUR FACILITIES EVERY YEAR, SO EVERY FOUR YEARS, ALL OF THAT DATA IS REFRESHED AND UPDATED. THIS INDEX WIDELY KNOWN AS THE FCI, IS A MEASURE OF REALLY THE REMAINING USEFUL LIFE OF AN ASSET. IT IS EXCELLENT DATA FOR US TO RELY ON. AND THEN LASTLY, THE EDUCATIONAL SUFFICIENCY STANDARDS THAT HAVE BEEN DEVELOPED BY THE STATE AS A MINIMUM STANDARD FOR WHAT A FACILITY SHOULD HAVE IN TERMS OF LEARNING, SPACES, THOSE TYPES OF THINGS ALSO GO INTO OUR ASSESSMENT AS WELL. OUR CIP IS COMPRISED OF PROJECTS THAT ARE ELIGIBLE FOR STATE FUNDING AS WELL AS PROJECTS THAT REQUIRE 100% LOCAL FUNDING. OUR FUNDING FORMULA FOR THIS YEAR HAS BEEN REDUCED DUE TO LAST YEAR'S FOUNDATION GRANT CALCULATION FOR CALVERT COUNTY. THEREFORE, FOR THIS YEAR, OUR STATE SHARE GOES DOWN FROM THE PREVIOUS 56% TO 54%. IN FY28, AS YOU CAN SEE HERE, THE STATE SHARE IS FURTHER REDUCED TO 51%. THE LOCAL SHARE IN TURN IS BUMPED UP TO 46% IN FY27 AND 49% IN FY28. IN ADDITION TO CONSTRUCTION FUNDING, THE STATE CONTINUES TO PROVIDE COSTS FOR DESIGN AT A MAXIMUM 10% CAP, AS CALCULATED AS A PERCENTAGE OF CONSTRUCTION BUDGET. AND THEY ALSO PARTICIPATE IN FFE, OR FURNITURE FIXTURES AND EQUIPMENT. THIS IS FOR REPLACEMENT AND RENOVATION ADDITION PROJECTS. THAT'S MAXED OUT AT 5%. ALL OF THESE COSTS ARE ELIGIBLE AT THE NOW REDUCED STATE PERCENTAGE. ON THE LOCAL SIDE OF THE STATE ELIGIBLE PROJECTS, THE COUNTY IS RESPONSIBLE FOR 49% OF THE COSTS AS WELL AS THE PROJECT

CONTINGENCY. SO ANY CHANGE ORDERS ARE PAID OUT OF THE LOCAL BUDGET. WE HAVE TO CARRY THE CONTINGENCY. SECTION 2 OF THE CIP, WHICH YOU WILL FIND ON PAGES 13 THROUGH 18 OF THE CAPITAL IMPROVEMENT PROGRAM SHOWS PROJECTS DIVIDED INTO TWO SECTIONS. THE TOP HALF IS PROJECTS THAT ARE COFUNDED BETWEEN THE STATE AND THE LOCAL COUNTY GOVERNMENT. THE PERCENTAGES AREN'T ALWAYS GOING TO SPLIT EVENLY BECAUSE WE DO TRY TO ASK FOR STATE SHARE EARLY IN A PROJECT TO DEPLETE THAT AND THEN WE WILL TRY TO ASK FOR THE LOCAL SHARE LATER. SO YOU WON'T NECESSARILY SEE THEM COMPLETELY EVEN. AT THE END OF THE PROJECT, THAT'S WHERE THE SPLIT WILL BE. WILL BE AT THAT STATE AND LOCAL SHARE. THE BOTTOM HALF OF THE PAGE, YOU CAN SEE THESE ARE PROJECTS THAT ARE FUNDED SOLELY BY THE LOCAL COUNTY GOVERNMENT.

NOW MOVING ON TO NOTABLE PROJECTS FOR THIS SIX YEARS. AS I SAID EARLIER, I'M NOT GOING TO GO PAGE BY PAGE TO HIGHLIGHT NEW OR UPDATED PROJECTS, BUT I WILL HIT ON THE HIGHLIGHTS IN ORDER TO SUMMARIZE THE RECOMMENDED PRIORITIES ASSOCIATED WITH FUNDING AND OVERALL PROJECT IMPLICATIONS. SO WE CONTINUE TO ASK FOR FUNDING FOR NORTHERN MIDDLE SCHOOL, AS YOU KNOW, THAT IS UNDER CONSTRUCTION. THAT WILL CONTINUE THIS FISCAL YEAR AS WELL AS IN FY28. WE ALSO HAVE CALVERT ELEMENTARY AND CALVERT COUNTRY SCHOOL WITH SPECKS AND DESIGN OCCURRING IN FY27 THROUGH 28, WITH CONSTRUCTION IN 29 THROUGH 31. AND THEN LASTLY, OUR FINAL MARQUEE PROJECT IS MOUNT HARMONY ELEMENTARY SCHOOL WITH A FEASIBILITY STUDY IN FY22030.

YOU SEE IN ITALICS, THE SWING SCHOOL, WHICH IS THE EXISTING CALVERT ELEMENTARY SCHOOL. IS NOTED AND LOCATED IN THE CIP NOW AND THAT INCLUDES DESIGN AND LIGHT RENOVATIONS. THAT'S JUST SO WE CAN GET THE OLDEST SECTION OF THE ROOF REPLACED AND SOME HVAC AIR HANDLERS TAKEN CARE OF IN ORDER TO BE ABLE TO POTENTIALLY UTILIZE THAT AS A SWING SPACE FOR MOUNT HARMONY.

WE FOLLOW A DESIGN SLATED IN FY32 AND CONSTRUCTION OF MOUNT HARMONY ELEMENTARY IN 2033 AND 2034. THE REGIONAL PROGRAM FACILITY THAT I SPOKE ABOUT LAST MONTH IS NOT INCLUDED IN THE CIP. THAT IS BECAUSE WE NEED TO SEAT A STAKE HOLDER COMMITTEE AND WILL REPORT BACK WITH THE FINDINGS. THAT IS CURRENTLY NOT LOCATED IN THE CIP. CONTINUING ON TO OTHER PROJECTS. ATHLETIC PROJECTS THAT ARE LISTED HERE ARE NO DIFFERENT THAN THEY WERE LAST YEAR. AND THEN ADDITIONALLY, OUR CAPITAL MAINTENANCE PROJECTS DO INCLUDE MONEY FOR PAVING AND PLAYGROUND REPLACEMENT. SO, TO SUMMARIZE, WE HAVE FOUR BUILDINGS THAT ARE PART OF OUR MARQUEE PROJECTS, NORTHERN MIDDLE SCHOOL, CALVERT ELEMENTARY, AND CALVERT COUNTRY, MOUNT HARMONY ELEMENTARY SCHOOL.

WE HAVE 15 RENOVATION PROJECTS, INCLUDING HVAC, REROOFING, STORE FRONT SKYLIGHTS AND WINDOWS. THIS IS OCCURRING AT 12 SCHOOLS, BUT A TOTAL OF 15 PROJECTS, AND THE TOTAL ESTIMATED PROJECT COST FOR THIS SIX-YEAR CYCLE IS $172.4 MILLION. THE STATE SHARE IS $61.8 MILLION. AND THE LOCAL SHARE IS $110.6 MILLION AND THE REASON THAT IS $110.6 IS BECAUSE THE LOCAL SHARE REPRESENTS NOT ONLY THE STATE FUNDED PROJECTS WHERE THE LOCAL SIDE IS PICKING UP THAT PORTION, BUT THEY ARE ALSO PICKING UP 100% OF THE LOCALLY FUNDED PROJECTS. SO, NOW JUST LOOKING AT WHAT WE'RE ASKING FOR THIS YEAR IN FY27, NUMBER ONE PRIORITY, CONTINUED FUNDING FOR NORTHERN MIDDLE SCHOOL, NUMBER TWO IS SUNDERLAND ELEMENTARY SCHOOL. THERE'S NO LOCAL ASK FOR THIS. WE REQUESTED AND RECEIVED LOCAL FUNDING LAST YEAR. WE ALSO RECEIVED ALMOST A MILLION DOLLARS IN MARYLAND ENERGY ADMINISTRATION GRANT MONEY, BUT WE STILL NEED SOME MONEY AND SO WE ARE REQUESTING A LITTLE OVER $700,000 FROM THE STATE. WE'RE ALSO ASKING FOR EARLY DESIGN FUNDING AND THAT IS SHOWN FOR CALVERT ELEMENTARY AND CALVERT COUNTRY. AND LASTLY, WE ARE REQUESTING MONEY FOR THE PLUM POINT MIDDLE SCHOOL CURTAIN SKY LIT REPLACE PROJECT. THIS WILL BE THE THIRD YEAR IN A ROW THAT WE'RE REQUESTING MONEY FROM THE STATE AND THE COST HAS GROWN FOR THIS PROJECT, WHICH IS WHY WE HAVE A LITTLE BIT OF LOCAL FUNDING AS WELL. WE DO HAVE A BACKUP PLAN, THOUGH, WE'RE GOING TO BE APPLYING FOR ANOTHER MARYLAND ENERGY ADMINISTRATION GRANT IN ITS ENTIRETY FOR THIS PROJECT AND WE SHOULD KNOW IF WE GET THAT BY

THESE ACTIONS ADVERSELY AFFECT THE WELL BEING OF OUR CHILDREN AND HINDER THEIR ACADEMIC SUCCESS. AT THE END OF THE LAST MEETING, ONE OF THE BOARD MEMBERS STATED THAT 27,000 VOTERS IN OUR COUNTY VOTED FOR HIS PLATFORM AND FURTHER STATED THAT IT IS IMPORTANT TO VOTE. WHILE WE WHOLEHEARTEDLY AGREE THAT VOTING IS IMPORTANT AND VOTERS SHOULD BE EDUCATED ABOUT THE CANDIDATES BEFORE THEY VOTE. WE TOOK A LOOK AT THE PLATFORM PRESENTED DURING THE LAST ELECTION TO VOTERS HERE IN CALVERT COUNTY. THE LEAGUE OF WOMEN VOTERS HAVE 411, WHERE THEY INTERVIEW ALL OF THE CANDIDATES IN A VARIETY OF AREAS. SO WE TOOK A LOOK AT THIS CANDIDATE'S POSITION ON DEI.

AND THIS IS HIS DIRECT QUOTE. DEI IS IMPORTANT BECAUSE ALL PEOPLE MATTER. DIVERSITY OF THOUGHT IS IMPORTANT AS WE HELP OTHERS UNDERSTAND THAT THERE ARE WAYS OF THINKING THAT ARE DIFFERENT AND WORTHY OF RESPECT. IT'S IMPORTANT AS WE SHOULD ALL HAVE THE OPPORTUNITY TO SEE AND IF WE CHOOSE, EXCEED BY WORKING HARDER THAN OTHERS. MY YOUNGEST DAUGHTER HAS A DISABILITY. AND I WANT TO TALK TO YOU ABOUT A QUOTE THAT SHE WOULD COME HOME WITH ON SEVERAL OCCASIONS WHERE SHE FELT EXCLUDED. AND THAT QUOTE IS ONE I THINK WE CAN ALL THINK ABOUT.

THAT IS, I AM MORE LIKE OTHER PEOPLE THAN I AM DIFFERENT. THE COALITION WOULD LIKE TO CLEARLY STATE, THEY SEE -- FOR THOSE THAT ARE UNFAMILIAR WITH CLOSING THE GAP, OUR MISSION STATEMENT AS A COMMUNITY PARTNER, CLOSING THE GAP COALITION SUPPORTS THE CALVERT COUNTY PUBLIC SCHOOL SYSTEM, PARENTS, AND FAMILIES, TO ADDRESS THE SYSTEMIC BARRIERS TO ACHIEVE FOR ALL STUDENTS. INCLUDING THE STUDENTS WHO LOOK LIKE ME. THE HISTORY OF CLOSING THE GAP VERY, VERY BRIEFLY, WE WERE ESTABLISHED IN 2012, ON JANUARY 7. THE COALITION'S INITIAL EMPHASIS WAS HEAVILY FOCUSED ON THE FINDINGS FROM THE 2011 CALVERT COUNTY PUBLIC SCHOOLS ANNUAL REPORT, WHICH INDICATED VERY QUICKLY AFRICAN AMERICAN MALES WERE MORE LIKELY TO PERFORM ON LOWER LEVELS ON STATE AND NATIONAL ASSESSMENTS.

LEAVING OUT A COUPLE OF THINGS, AFRICAN AMERICAN STUDENTS WERE SUSPENDED FROM SCHOOLS AT HIGHER RATES. SINCE 2012, WE HAVE BEEN WORKING VERY, VERY CLOSELY WITH CALVERT COUNTY SCHOOL SUPERINTENDENT AND WE WELCOME THAT INVITATION TO YOU AS WELL.

IT IS OUR HOPE THAT THE BOARD GIVES VERY SERIOUS, VERY SERIOUS CONSIDERATION TO REESTABLISHING THIS POLICY. EDUCATION IS A KEY

ALPHA FRATERNITY FOUNDED IN 1906, HAS ALWAYS STOOD FOR SCHOLARSHIP, LEADERSHIP, AND SOCIAL JUSTICE. ITS MEMBERS INCLUDE GIANTS SUCH AS DR.

MARTIN LUTHER KING, JR., AND JUSTICE SIR GOODE MARSHALL, WHO DEVOTED THEIR LIVES. THAT LEGACY LIVES ON IN OUR LOCAL CHAPTER HERE IN SOUTHERN MARYLAND. THROUGH OUR MENTORING PROGRAMS AND YOUTH INITIATIVES, WE SEE FIRSTHAND HOW CRITICAL IT IS FOR SCHOOLS TO PROVIDE SAFE, INCLUSIVE ENVIRONMENTS WHERE ALL STUDENTS CAN THRIVE. AS CHAIR OF THE SOUTHERN MARYLAND MINORITY CHAMBER OF COMMERCE, I BRING A PERSPECTIVE OF THE BUSINESS COMMUNITY. E KNOW THAT EQUITY AND INCLUSION ARE NOT ABSTRACT IDEAS, THEY ARE PRACTICAL NECESSITIES. BUSINESSES THAT EMBRACE FAIRNESS GROW STRONGER. THOSE THAT IGNORE IT FALL BEHIND. IT'S THAT THE POLICY USES WORDS LIKE WHITE PRIVILEGE, AND WHITE SUPREMACY. AND THAT MAKES YOU FEEL UNCOMFORTABLE. DEFENSIVE EVEN. BECAUSE YOU SAY TO YOURSELF, I'M NOT RACIST.

ESSENTIALLY WAITING FOR THERE TO BE A COMPLAINT OR INCIDENT. UNLIKE BEING NOT RACIST, WHICH IS A PASSIVE STANCE. WHEN STUDENTS ARE ASKED, WHERE ARE YOU FROM, REALLY, OR HAVE CLASSMATES TOUCH THEIR HAIR WITHOUT PERMISSION, THESE INCIDENTS RARELY GET REPORTED AS DISCRIMINATION. WHY GENERAL POLICIES AREN'T ENOUGH, STUDENTS OF COLOR FACE SUSPENSION RATES TWICE AS HIGH AS WHITE PEERS FOR IDENTICAL BEHAVIORS. THEY ARE UNDER REPRESENTED IN HONORS COURSES, AND OVER REPRESENTED IN DISCIPLINARY REFERRALS. THIS ISN'T HAPPENING BECAUSE OF OVER DISCRIMINATION OUR CURRENT POLICY WOULD CATCH. IT'S HAPPENING BECAUSE OF UNCONSCIENCE BIAS, SYSTEMIC PRACTICES, AND SUBTLE EXCLUSIONS THAT POLICIES DON'T RECOGNIZE OR ADDRESS. POLICY 1018 SPECIFICALLY TACKLED THE ROOT CAUSE LIKE PROACTIVE BIAS TRAINING, DATA TRACKING BY RACE, CURRICULUM REVIEW, RESTORATIVE PRACTICES, AND CLEAR PROTOCALLS. THE LAWSUIT SOUGHT TO ELIMINATE EDUCATION ABOUT RACISM AND DIVERSITY IN CALVERT COUNTY PUBLIC SCHOOLS. THE LAWSUIT ALSO SOUGHT AN AWARD OF $75,000. THE LAWSUIT COST THE BOARD OF EDUCATION MONEY FOR LEGAL SERVICES AND THE BOARD'S TIME, WHICH WAS PAID FOR WITH OUR TAX DOLLARS. THE CASE WAS DISMISSED FOR LACK OF STANDING. THEY COULD NOT SUBSTANTIATE ANY OF THEIR CLAIMS. ONE OF THE PLAINTIFFS IN THIS LAWSUIT WAS MELISSA GOSHORN WHO NOW SITS ON THE BOARD. I BELIEVE THE ARGUMENT SHE MADE IN THE LAWSUIT AND THE ACTION SHE HAS TAKEN ON THIS BOARD DEMONSTRATE EXTREME PREJUDICE AND THIS DISQUALIFIES HER AUTHORITY TO MAKE POLICY DECISIONS FOR A SCHOOL SYSTEM WITH A DIVERSE POPULATION. THIS IS A CONFLICT OF INTEREST.

SHE'S CLEARLY DEMONSTRATED THAT SHE IS INCAPABLE OF SERVING THE COUNTY SCHOOL FAMILIES AND TAXPAYERS WITH IMPARTIALITY, BECAUSE SHE IS TOO BUSY PUSHING HER OWN AGENDA. BECAUSE OF THESE REASONS, I'M CALLING ON YOU TO RESIGN, MELISSA GOSHORN.

IN THE AFTERMATH OF GEORGE FLOYD, MANY SYSTEMS TOOK A SHARP POLITICAL TURN THAT ULTIMATELY WEAKENED INSTITUTIONS, VILIFIED LAW ENFORCEMENT, AND FAILED OUR STUDENTS. THIS BOARD CHANGED THAT. THEY SET BOUNDARIES, ESTABLISHED NEW POLICY TO REMOVE POLITICAL ACTIVISM WITHIN CCPS AND REPEALED A DISCRIMINATORY ANTIRACISM POLICY, ALIGNING WITH EVERY OTHER COUNTY IN MARYLAND. WE ALL WANT OUR CHILDREN TO BE COLLEGE AND CAREER READY AND I BELIEVE THESE POLICIES CHANGES ARE MOVING US IN THE RIGHT DIRECTION, AWAY FROM SOCIAL JUSTICE, AND TOWARDS THE MISSION OF EDUCATION. IT WAS TROUBLING TO SEE RAINBOW FLAGS AND BLM FISTS DISPLAYED IN CLASSROOMS. THAT FELT MORE LIKE ACTIVISM THAN TEACHING. I FULLY SUPPORT INDIVIDUALS SPEAKING OUT AND STANDING FOR THEIR BELIEFS, BUT STUDENTS SHOULD NEVER KNOW THE POLITICAL LEANINGS OF THEIR TEACHERS. THAT CROSSES A PROFESSIONAL BOUNDARY AND IS UNETHICAL. I APPRECIATE THE ADDITION OF THE POLITICAL NEUTRALITY POLICY BECAUSE NOTHING STIFLES FREE EXPRESSION MORE THAN STUDENTS FEARING THEIR GRADES MIGHT BE AFFECTED BY HOLDING A DIFFERENT OPINION FROM THEIR TEACHER. I WAS ALSO DISAPPOINTED TO SEE SUPPORT FOR THE ANTIRACISM POLICY. THIS POLICY IS GYM DISCRIMINATION AGAINST WHITE STUDENTS. THE REAL PROBLEM IS STANDING UP FOR FAIR TREATMENT. ECONOMISTS, THOMAS, PUT IT WELL. WHEN YOU TRY TO MAKE PEOPLE EQUAL IN OUTCOMES, YOU HAVE TO TREAT THEM UNEQUALLY IN OPPORTUNITIES. THAT IS DISCRIMINATION, NO MATTER HOW YOU DRESS IT UP. SOME OF YOU MIGHT KNOW THIS MAN, DAVE CHAPPELLE. I OFTEN JOKE ABOUT HIM BEING MY SPIRITUAL GUIDE, WHICH IS OBVIOUSLY NOT TRUE, BUT IN ALL SERIOUSNESS, I DO THINK HE IS ONE OF THE GREATEST COMEDIANS OF MY TIME AND CERTAINLY, ALTHOUGH HE IS SHARING INFORMATION AND DOING IT THROUGH COMEDY, A LOT OF THE THINGS HE SAYS RESONATE AND MAKE A LOT OF SENSE. AT A COMEDY SPECIAL THAT HE HAD DONE, I THINK IT WAS ON NETFLIX A FEW YEARS AGO, HE TALKED ABOUT BEING 12 YEARS OLD AND I THINK HE HAD ASKED A PERSON IN THE AUDIENCE HOW OLD THAT PERSON WAS AND OF COURSE, HE COMMENTED ABOUT HOW HE DOESN'T KNOW ANYTHING ABOUT WHAT IS HAPPENING. I WON'T USE ALL THE WORDS THAT DAVE CHAPPELLE USES, THEN I'LL REALLY BE IN THE NEWSPAPER. HE TALKED ABOUT NOT REALLY KNOWING WHAT DAVE CHAPPELLE EXPERIENCED AND HE SAID, YOU KNOW, FOR EXAMPLE, HE LIVED IN A TIME WHERE HE HAD TO PICK UP THE PHONE AND HE DIDN'T KNOW WHO WAS ON THE OTHER END UNTIL HE ANSWERED IT. WHICH I THOUGHT, YEAH, SAME. BUT WHEN HE WAS 12 YEARS OLD, HE WAS IN THE CLASSROOM WHEN HIS TEACHER ROLLED IN A TV CART AND FOR THOSE OF US, SOME OF US ARE OLD ENOUGH WHEN A TEACHER ROLLED THAT IN ON THE CART, THE AV CART, AND THE TEACHER WAS DOING SO, SAID THEY COULD WATCH THE SPACE SHUTTLE CHALLENGER THAT LAUNCHED. AND ALL OF THE CHILDREN SAT IN THE CLASSROOM AS THEY WATCHED THE SPACE SHUTTLE EXPLODE ON LIVE TELEVISION. AND YOU KNOW, IN SOME WAYS, IT WAS SO DEVASTATING THAT THE TEACHER JUST LOOKED AND SAID, YOU CAN ALL GO HOME. THE POINT THAT HE WAS TRYING TO MAKE, WHICH I THOUGHT WAS TRUE AND SAD ALL AT THE SAME TIME, IS THAT TODAY, IT'S LIKE THE SPACE SHUTTLE BLOWS UP EVERY SINGLE DAY. AND IT IS THE HALLMARK OF THIS GENERATION, BECAUSE THERE IS INFORMATION EVERYWHERE ALL THE TIME. AND THERE IS NEVER AN OPPORTUNITY TO DECOMPRESS, TO PROCESS WHAT HAPPENED, BEFORE SOMETHING ELSE HAPPENS. AND THEN ANOTHER TRAGEDY HAPPENS AND ANOTHER TRAGEDY HAPPENS AND ANOTHER. AND HE SAYS HOW CAN YOU CARE ABOUT ANYTHING WHEN YOU KNOW ABOUT EVERYTHING? AND AS THE EVENTS OF THE LAST WEEK HAVE UNFOLDED WITH THE UKRAINIAN INDIVIDUAL AND THEN THE ASSASSINATION OF CHARLIE KIRK, AND MY OWN CHILDREN WHO HAVE ACCESS TO SOCIAL MEDIA AND THIS IS THEIR GENERATON AND HOW THEY HAVE ACCESS TO EVERYTHING. I THOUGHT TO MYSELF, HOW IS IT THAT ANY CHILDREN CAN PROCESS THESE THINGS? BECAUSE AT SOME POINT, IT LEAVES YOU FEELING NUMB, OVERWELMED, AND EVENTUALLY, DESENSITIZE. YOU JUST WANT TO FORGET ABOUT ALL OF IT. AND SO IN THINKING ABOUT THAT, AND THEN TRYING TO HAVE A CONVERSATION WITH MY OWN CHILDREN, I THOUGHT WELL, WHAT CAN YOU DO TO NOT BE DESENSITIZED? SO OF COURSE, I DID WHAT ANY RESPONSIBLE PARENT WOULD DO, AND I GOOGLED IT. THEN AIED IT AND CHAT GPTED IT AND ALL THE THINGS. ONE OF THE THINGS THAT CAME UP WAS WHAT WE CAN DO AS ADULTS IS WE CAN REMIND, EVEN AS ADULTS WE NEED TO REMIND OURSELVES THAT WE NEED TO LOOK FOR THE HUMAN BEHIND THE HEADLINES. THAT SOMETIMES WE CAN STEP AWAY FROM SOCIAL MEDIA WHEN IT BECOMES TOO HEAVY AND WE CAN TAKE TIME FOR SELF-CARE. SO AS WE MOVE FORWARD FOR THIS SCHOOL YEAR AND IN THIS LIFE AND WE HAVE ACCESS TO ALL OF THE INFORMATION, I ENCOURAGE EACH ONE OF US TO PRACTICE THESE HEALTHY HABITS AND TRY TO STAY CONNECTED TO YOUR EMOTIONS AND TO THE EXPERIENCES OF OTHERS, EVEN IN THIS WORLD WHICH SEEMS TO NEVER STOP MOVING FROM ONE CRISIS TO THE NEXT.
