THE SCOPE OF SERVICES THAT WE WERE IN GAUGE TO PERFORMED WAS THE AUDIT OF THE JUNE 30 2024 FINANCIAL STATEMENTS FOR THE SCHOOL SYSTEM, IN ADDITION BECAUSE OF THE AMOUNT OF FEDERAL FUNDING THE SYSTEM RECEIVES, THE SYSTEMS ALSO REQUIRED TO GO THROUGH A UNIFORM GUIDE AND SINGLE AUDIT. THAT IS A FEDERALLY MANDATED AUDIT THAT IS COMPLETED ON AN ANNUAL BASIS. WE HAVE COMPLETED THE FINANCIAL STATEMENT AUDIT AND THAT HAS BEEN ISSUED TIMELY AND SUBMITTED TO THE STATE. THE DEADLINE IS SEPTEMBER 30TH FOR THIS FINANCIAL STATEMENTS AND WE HAVE ISSUED WHAT IS TERMED A CLEAN OR UNMODIFIED OPINION ON THE FINANCIAL STATEMENTS AND THAT WOULD BE THE BEST OPINION WE COULD GIVE UNDER PROFESSIONAL STANDARDS. WE DID NOT DISCOVER IN MATERIAL WEAKNESSES IN THE INTERNAL CONTROLS AND I WILL HAVE A SLIDE COMING UP WALKS THROUGH THE SIGNIFICANT PROCESSES THAT WILL RELY ON THE FINANCIAL STATEMENT AUDIT. WE ARE JUST UNDERWAY WITH COMPLETING THE SINGLE AUDIT. THE SINGLE AUDIT IS DUE AT THE END OF DECEMBER AND THERE SHOULD BE NO ISSUE WITH US MEETING THAT DEADLINE. WE HAVE CONCLUDED THAT THERE IS AN EFFECTIVE ENVIRONMENT FOR THE PERIOD OF AUDIT. TYPICALLY IF THERE IS NOT AN EFFECTIVE ENVIRONMENT WE HAVE GOT JOURNAL ENTRIES. WE HAVE MATERIAL WEAKNESSES. WHAT ENDS UP DIFFICULT TO PROJECT FOR SCHOOL SYSTEMS. THE FEDERAL REVENUE AND THE RESTRICT FUND -- ONE OF THOSE DOLLARS GOING TO BE SPENT. IT IS NOT UNCOMMON TO BE SOME SIGNIFICANT VARIANCES FROM A RESTRICTED PER SPEC. THIS PICTURE HERE SHOWS ON RESTRICT IT PLUS RESTRICTED -- WERE THE PREVIOUS SLIDE WAS JUST ON RESTRICT IT. ON MY RECENT TRIP WITH THE COOLIDGE FOUNDATION, I ATTENDED A LECTURE FROM THE FORMER GOVERNOR OF VERMONT , JAMES DOUGLAS ABOUT FREE SPEECH ON COLLEGE CAMPUSES AND TOGETHER WE HAD AN INCREDIBLE DISCUSSION AFTERWARDS ABOUT HOW A LARGE PART OF UNREST IN HIGHER EDUCATION TODAY IS DUE TO THE FACT THAT STUDENTS ARE NOT EQUIPPED TO DISCUSS CONTROVERSIAL ISSUES IN THEIR K-12 YEARS. WHILE THERE ARE NO FLAWS IN THE PRODUCTIONS OF STUDENT FREE SPEECH LAID OUT IN HER CODE OF CONDUCT WHICH ARE ALSO IN ACCORDANCE WITH FEDERAL [00:30:03] SUPREME PRECEDENT, THE DEEPER ISSUE WITH DISCOURSE IN OUR SCHOOLS IS THE CULTURE SURROUNDING SPEECH. WHILE STUDENTS ARE NOT OUT SHORT DOWN WHEN DISCUSSING ISSUES IN THE CLASSROOM, THERE IS FEAR STUDENTS WITH LESS POPULAR VIEWPOINTS THAT THEY WILL BE SEAN WINCH -- CLASS CONVERSATION IS OVER. I REACHED OUT TO STUDENTS INCLUDING TO MY ADVISORY COUNCIL TO GAUGE THE THOUGHT THAT I WAS QUITE CONCERNED WITH WHAT I HEARD. I HEARD FROM ONE STUDENT WHO DID NOT FEEL COMFORTABLE PARTICIPATING IN A CLUB BECAUSE THEY IDENTIFIED AS A REPUBLICAN AND THEIR TREATMENT BY PEERS IN THAT CLUB LED THEM TO QUIT. MULTIPLE STUDENTS TOLD ME THAT AFTER HAVING DISCUSSIONS IN THEIR GOVERNMENT ARE CIVIC CLASSROOMS. THEY WERE LABELED DISCRIMINATORY NAMES, CALLED WOE, CALLED OUT ON SOCIAL MEDIA ARE TREATED DIFFERENTLY IN THEIR FRONT GROUPS FOR EXPRESSING DIFFERENT VIEWS. THE BIGGEST THING THESE DISCUSSIONS UNDERSCORE FOR ME WAS THAT THE ISSUE WITH DISCOURSE IN SCHOOLS IS NOT PART IS ON OR DISPROPORTIONALLY HARMING WHAT DEMOGRAPHIC. STUDENTS GENERALLY LACKED PLAQUE -- RESPECT AND ENGAGING WITH IDEAS NEW OR DIFFERENT IS NOT WORTHWHILE. TO ASSIST WITH THE SITUATION, I WOULD LIKE TO PROPOSE A BOARD RESOLUTION RELATED TO FREE EXPRESSION. WITH THE ASSISTANCE OF MR. MACOMB, I PREPARED A DRAFT FOR THE BOARD'S CONSIDERATION AND I FEEL SUCH A RESOLUTION WOULD BE AN IMPORTANT STEP IN ADDRESSING SPEECH SUPPRESSION AND ENCOURAGING A HEALTHY EXCHANGE OF IDEAS. TOGETHER WE RESEARCH THE MODELS OF OTHER SCHOOL SYSTEMS WHO HAVE ADOPT RESOLUTIONS LIKE THE ONE PROPOSED. I REACHED OUT TO EDUCATIONAL PROGRAM DIRECTOR AT THE FOUNDATIONAL -- FOR INDIVIDUAL RIGHTS AND EXPRESSION AND HE POINTED TO THE UNIVERSITY OF CHICAGO COMMITTEE OF FREE EXPRESSION REPORT WHICH HAS BEEN ADOPTED BY HUNDREDS OF OTHER EDUCATIONAL INSTITUTIONS AS A FRAMEWORK. WE ALSO REVIEWED OUR CCPS STRATEGIC PLAN DRAFT AND FELT THE RESOLUTION WOULD ALIGN PERFECTLY WITH THE STATEMENTS REGARDING CRITICAL THINKING AS AN EXPECTATION FOR GRADUATES. I WOULD LIKE TO UNDERSCORE THE POINT OF A RESOLUTION WOULD NOT BE TO ENCOURAGE DISRUPTIVE SPEECH OR PROTEST THAT ARE PROHIBITED IN OUR STUDENT CODE OF CONDUCT. IN NO WAY WITH A RESOLUTION CONTRADICT CURRENT BOARD POLICY OUR PRECEDENTS -- WHICH RECOGNIZE PUBLIC SCHOOLS ARE NOT OPEN FORUMS OR SCHOOL OPERATIONS. ADDITIONALLY -- THE RATIONAL IS BASED ON STUDENTS WHO LEARN IN AN OPEN AND FREE ENVIRONMENT -- TAKE ON COMPLEX SOCIETY. WE WANT IDEAS TO BE TESTED AND THE MARKETPLACE OF IDEAS RATHER THAN SHUTDOWN THE STUDENTS LEARN TO ENGAGE WITH IDEAS RATHER THAN RETREAT. THE PURPOSE IS TO INCREASE STUDENT ACHIEVEMENT AND IMPROVE EDUCATOR QUALITY AND INCREASE ACCESS. THE GOALS, WHAT WE LOOK AT FOR THIS PROGRAM IS TO ENHANCE OUR INSTRUCTIONAL PRACTICE, LEADERSHIP DEVELOPMENT AND EQUITY WITHIN EDUCATION. FUNDING THROUGH TITLE TWO AND FY 2024 FOCUSED ON LEARNING FOCUS PROFESSIONAL LEARNING WHICH TALKS ABOUT THE PLANNING PROCESS PROVIDED TO ALL NEW HIRES WITHIN THE SCHOOL SYSTEM . WE UTILIZED FUNDS FOR LITERACY PROFESSIONAL LEARNING, ELEMENTARY MATHEMATICS PROFESSIONAL LEARNING AND OUR GROW YOUR OWN LEADERSHIP WHICH IS AN OPPORTUNITY TO -- FOR TEACHER LEADERS AND SCHOOL LEADERS TO COME AND GROW THEIR OWN LEADERSHIP CAPACITY WITHIN CALVERT COUNTY PUBLIC SCHOOLS. FUNDING OUT OF TITLE III GOES -- HAS BEEN USED IN FY '24 FOR PURCHASING A DATABASE FOR MULTILINGUAL DATA PROVIDING SUBSTITUTES FOR OUR ESSA TEACHERS TO ATTEND PROFESSIONAL LEARNING, OFFERING DEVELOPMENT TO ALL POTENTIAL TEACHERS THAT CREATE INTERACTIVE LANGUAGE RICH CLASSROOMS ALLOCATING FUNDS FOR FAMILY ENGAGEMENT SESSIONS AND PURCHASING SUPPLIES LIKE BACKPACKS, HYGIENE ITEMS FOR NEW IMMIGRANT STUDENTS. MOVING IN TO TITLE FOUR, TITLE IV FUNDING AIMS TO ENHANCE STUDENT ACADEMIC ACHIEVEMENT BY PROVIDING ACCESS TO A WELL-ROUNDED EDUCATION, IMPROVING SCHOOL CONDITIONS FOR STUDENT LEARNING AND ENHANCING THE USE OF TECHNOLOGY. WHEN WE LOOK AT HOW TITLE FOUR FUNDS ARE USED IN FY '24, THIS WENT TOWARDS THE COLLABORATIVE AND PROACTIVE SOLUTIONS, THREE SCHOOL SYSTEM EMPLOYEES RECEIVED PRECERTIFICATION TRAINING AND THEY WILL CONTINUE WITH THAT TRAINING IN FY '25, THERE WAS A TEACH TRAINING FOR PROFESSIONAL LEARNING WHERE 100 STAFF MEMBERS INCLUDING ELEMENTARY COUNCILS, SCHOOL SOCIAL WORKERS, SCHOOL PSYCHOLOGIST AND SPECIAL EDUCATION TEACHERS RECEIVED TWO TO THREE DAYS TRAINING WHEN TEACHING APPROACHES AND BEHAVIOR SUPPORTS FOR STUDENTS WITH AUTISM. WE ALSO UTILIZE THE FUNDS FOR RENEWED TRAINING WHERE WE HAD FIVE HIGH SCHOOL STAFF MEMBERS TRAINED IN RENEW WHICH IS A TIER THREE BEHAVIOR INTERVENTION. FIVE MORE STAFF MEMBERS WILL BE TRAINED IN FY 2025 AND IN ADDITION TO THIS THERE IS A FIVE -- FINE ARTS COMPONENT THAT WE'VE UTILIZED OVER THE LAST SEVERAL YEARS, WINDOWS, MIRRORS AND SLIDING DOORS SO THAT STUDENTS SEE THEMSELVES IN THE MUSIC AND THE WORK OF FINE ARTS AND IN ADDITION, RESOURCES AND A LESSON PLATFORM FOR OUR TEACHERS. THE KIDS WERE OUT CLAPPING, WAITING AS PEOPLE CARRIED BOX AFTER BOX AFTER BOX INTO SCHOOL FOR THOSE BOOKS SO THAT WAS ALSO A HUGE THANK YOU AND I WOULD LIKE TO GIVE A HUGE THANK YOU TO CONSTELLATION AND IT WAS JUST A GREAT BOOK WARMING EVENT FOR THAT ELEMENTARY SCHOOL. AND THEN WE GOT -- WE WERE ABLE TO GET FROM STAFF THIS PAST WEEK SOME OF THE M CAP STANDARDIZED TESTING PERFORMANCE SCORES AND I DON'T KNOW IF NOBODY SAID ANYTHING ABOUT IT TODAY SO I WOULD LIKE TO READ A COUPLE THINGS WE WERE GIVEN I IMAGINE WE WILL BE GETTING MORE PRESENTATIONS ON THESE BUT IT SAYS CCPS RANKED FIRST IN MARYLAND ON THE ENGLISH LANGUAGE PROFICIENCY ASSESSMENT DOUBLING THE PROFICIENCY RATE FOR ALL OF MARYLAND. CCPS AGAIN RANKED FIRST IN MARYLAND FOR GOVERNMENT IN CAPS SCORES, 71% OF CCPS STUDENTS WERE PROFICIENT VERSUS 42.2% FOR MARYLAND AS A WHOLE, CCPS IMPROVED FROM EIGHTH TO THIRD PLACE ON HIGH SCHOOL SCIENCE ASSESSMENT, THE STUDENTS PROFICIENCY RATE GROUP BY NEARLY 14%, SOCIAL STUDIES EIGHT, I GUESS THAT'S EIGHTH GRADE SCORES WERE RELEASED AS THE DATA DOWNLOAD CCPS RANKED THIRD IN THE STATE WITH 56% PROFICIENT. SO, JUST SO PROUD AND I'M SURE EVERYBODY HAS SOME IMPROVEMENT BUT WE HAVE MADE A GREAT SHOWING THIS YEAR SO CONGRATULATIONS, COUNSEL AND OUR WONDERFUL CHIEFS THERE FOR HELPING US TO ACHIEVE THAT AND HAPPY THANKS GIVING TO EVERYONE.
