[5.01 Grace Minakowski]

KEEP IT MOVING. NEXT WE HAVE THE STUDENT MEMBER OF THE

BOARD, MS. GRACE MINAKOWSKI . >> IN AFTERNOON, EVERYONE. I HOPE EVERYONE IS DOING WELL AND ENJOYING THEIR OCTOBER. IT IS CRAZY TO SEE HOW FAST THIS MONTH IS ONLY FLANKED BY , AND I BEEN SO EXCITED BY ALL THE AMAZING SPORTS, ARTS, AND EXTRACURRICULAR FAR. I ALWAYS LOVE TO SEE THE ACCOMPLISHMENTS OF OUR STUDENTS AND HOW VIBRANT THEY MAKE OUR SCHOOL SYSTEM, ESPECIALLY FOR THOSE OF YOU CAMINO, IT WAS PRETTY IMPRESSIVE. THIS PAST TUESDAY I HAD THE HONOR OF ATTENDING THE MARYLAND ASSOCIATION OF BOARDS OF EDUCATION ANNUAL CONFERENCE IN ANNAPOLIS, AND I GOT TO PARTICIPATE ON THE STUDENT MEMBER PANEL TO SHARE MY EXPERIENCES . WHILE ON THE PANEL WE GOT TO RESPOND TO QUESTIONS FROM ADULT MEMBERS FROM ALL ACROSS THE STATE HIGHLIGHTING PERTINENT ISSUES FACING STUDENTS ON THE LOCAL, STATE, AND NATIONAL LEVEL, AS WELL AS SETTING SOLUTIONS TO ADDRESS ISSUES. TAKING A MOMENT TO ADDRESS ON THE HIGHNESS OF THE PANEL, TWO THINGS STOOD OUT TO ME FIRST, ACROSS THE STATE THEY DISCUSS THE RELEVANCE OF THE ACHIEVEMENT GAP AMONG STUDENT POPULATIONS AND HOW IMPORTANT COMMUNITY WAS IN ADDRESSING SAID GAP. STUDENTS WHO ARE FALLING BEHIND REQUIRE NOT JUST ACADEMIC ACCOUNTABILITY, BUT SUPPORT FOR THEIR SOCIAL AND EMOTIONAL WELL-BEING. THIS INCLUDES ACCESS TO RELIABLE TRANSPORTATION , TECHNOLOGY TO SUPPORT LEARNING, MENTAL HEALTH SUPPORT, AND EXTRACURRICULARS.

ACHIEVEMENT DOES NOT DECLINE OVERNIGHT , AND IT REQUIRES A HOLISTIC LENS TO IDENTIFY VULNERABLE STUDENTS AND KEEP THEM FROM FALLING THROUGH THE CRACKS. BUT SECONDLY, WE EMPHASIZED THAT CLOSING THIS ACHIEVEMENT GAP DOES NOT MEAN LOWERING THE BAR FOR STUDENTS. IT MEANS RAISING STUDENTS TO THAT BAR . I GOT TO POINT OUT SOME OF THE AMAZING THINGS THAT ARE GOING ON IN CALVERT COUNTY , INCLUDING OUR HIGH SCORES, SUCCESSFUL CELL PHONE POLICY, AND VIBRANT ART AND SPORTS COMMUNITY TO SHOW HOW WE ARE CONTINUING TO MEET THE BAR, RAISE THE BAR, AND EXCEED THE BAR. THAT IS OF COURSE THANKS TO OUR AMAZING TEACHERS, STUDENTS, AND ADMINISTRATION PICKETT WAS REALLY WONDERFUL TO REPRESENT CALVERT COUNTY ON THIS PANEL AND HEAR FROM OTHER INCREDIBLE MEMBERS WHO INSPIRE ME TO BE BETTER. RECENTLY I MET WITH THE WONDERFUL MS. CECELIA LEWIS TO FINALIZE OUR DETAILS OF THE STUDENT RIGHTS AND RESPONSIBILITIES WORK THAT WE ARE PIONEERING. WE HAVE COLLABORATED OVER THE PAST FEW MONTHS TO DISCUSS HOW WE CAN BEST INFORM STUDENTS ABOUT THEIR RIGHTS AND DUTIES OUTLINED IN THE CODE OF CONDUCT, ENGAGE THEM IN AN ONGOING CONVERSATION ABOUT STUDENT POLICY , AND MAINTAIN A CULTURE OF EXCELLENCE AS IT RELATES TO STUDENT CONDUCT. WE WILL BE REACHING OUT TO HIGH SCHOOL ADMINISTRATORS TO FIND A DIVERSE SLATE OF STUDENT LEADERS FOR THE WORKGROUP, AND I'M EXCITED TO KEEP EVERYONE UPDATED ON THIS ENDEAVOR.

FINALLY TODAY, THE CALVERT ASSOCIATION OF STUDENT COUNCILS HELD THEIR FIRST GENERAL ASSEMBLY OF THE YEAR AT NORTHERN HIGH SCHOOL , WHERE STUDENT GOVERNMENT STUDENTS IN MIDDLE SCHOOL AND HIGH SCHOOL FROM ALL ACROSS THE COUNTY CAME TOGETHER TO ENGAGE IN WORKSHOPS AS WELL AS ROUNDTABLE DISCUSSIONS I ALWAYS LOVE OUR GENERAL ASSEMBLIES. IT IS SO FUN TO SEE THE MENTORSHIP BETWEEN THE HIGH SCHOOLERS AND MIDDLE SCHOOLERS . THE LAST THING I WANT TO REMIND STUDENTS IS THAT MY STUDENT ADVISORY COUNCIL AS ALWAYS IS OPEN TO ALL STUDENTS ARE GOING HAVE TO DO IS FILL OUT THE FORM. WE ARE GOING TO BE MEETING NEXT WEDNESDAY. THAT IS THE NEXT VIRTUAL MEETING. I'M REALLY EXCITED TO SEE EVERYONE THERE,

[6.01 Dr. Andrae Townsel]

AND THANK YOU SO MUCH. >> THANK YOU, GRACE . NEXT, DR.

TOWNSEL . >> THANK YOU, PRESIDENT WHITE.

FIRST I WANT TO CONGRATULATE ALL OF OUR TEACHERS,

[00:05:04]

ADMINISTRATORS, STUDENTS, PARENTS, OUR BOARD OF EDUCATION, FOR THE AMAZING ACADEMIC YEAR 2024. AS YOU KNOW, WE RECEIVED OUR STANDARDIZED ASSESSMENT RESULTS, AND ALTHOUGH THERE IS A LOT OF WORK TO BE DONE , NOT ONLY AS A STATE, BUT HERE AT CALVERT COUNTY PUBLIC SCHOOLS IN REGARDS TO YOUNG PEOPLE BEING PROFICIENT AND ADVANCED IN ENGLISH AND MATHEMATICS AND SCIENCE AND EVERYTHING, WE CAN STILL INCREASE THOSE NUMBERS, BUT WHILE WE ARE WORKING HARD THROUGH THAT PROCESS, CALVERT COUNTY IS STILL WEEDING AND SHINING , AND YOUNG PEOPLE ARE PERFORMING BETTER THAN THEIR PEERS THROUGHOUT THE STATE. I DO WANT TO ACKNOWLEDGE THE HARD WORK OF OUR STAFF AND FACULTY AND ENGAGE CITIZENS WITH CALVERT COUNTY PUBLIC SCHOOLS . MOST RECENTLY , A DATA REPORT THAT RANKED ALL SCHOOLS IN THE STATE OF MARYLAND AND ACROSS THE COUNTRY HAVE RANKED CALVERT COUNTY AS THE NUMBER FOUR BEST SCHOOL DISTRICT IN THE STATE OF MARYLAND. THAT IS A MAJOR ACHIEVEMENT. IN TWO YEARS WE BECAME NUMBER FOUR, AND I DO BELIEVE THAT IF WE CONTINUE TO WORK HARD HERE, ESPECIALLY WITH THE NEW POLICIES THAT WE HAVE IN PLACE, WE COULD EASILY BE TOP THREE, IF NOT ONE OR TWO WITHIN THE NEXT YEAR OR SO.

SHOUT OUT TO THOSE EDUCATORS WORKING EXTREMELY HARD EVERY SINGLE DAY. ON THURSDAY, THE CALVERT COUNTY SCHOOL FOUNDATION AND CAREER TECHNOLOGY ACADEMY HOSTED THE CHAMBER OF COMMERCE CONNECT EVENT. ATTENDEES TOURED THE ACADEMY AND LEARNED ABOUT 14 OF OUR 24 CAREER TECHNICAL EDUCATION PROGRAMS OFFERED HERE IN THE DISTRICT . THROUGHOUT THE EVENING, GUESTS ENJOYED DELICIOUS FISH FAIR PERFORMED BY CHEF O'DONNELL'S CULINARY ARTS STUDENTS WITH SUPPORT FROM BURESH'S CAMPAIGN -- CAFE. THEIR PROGRAM , IT WAS IMPORTANT TO SHOW THAT THEY WERE RECENTLY RECOGNIZED AS AN AMERICAN CULINARY FEDERATION EXEMPLARY PROGRAM AND THE STUDENTS DID AN AMAZING JOB. SO SHOUT OUT TO OUR CULINARY ARTS STUDENTS AND THE TEAM OVER AT CAREER TECH. ALSO WANTED TO SHARE THAT LAST FRIDAY EVENING WAS DEDICATED TO CELEBRATING TEACHERS OF THE YEAR FOR MARYLAND SCHOOLS. I WAS DELIGHTED TO JOIN MS. JEFFRIES, HER HUSBAND, FRIENDS, AND STAFF, AND SHE WAS HONORED AS CALVERT'S TEACHER OF THE YEAR.

THE YEAR THE EVENT TOOK PLACE AT VALLEY MANSION BY MARGINS AND HUNT VALLEY. IT WAS VERY NICE TO SEE MS. JEFFRIES AND A LOT OF MEMBERS OF OUR TEAM ALSO PRESIDENT WHITE WAS THERE. IT WAS A GREAT TIME. I HOPE EVERYONE HAS THE OPPORTUNITY TO ENJOY THE CALVERT COUNTY FAIR AND STOP BY NOT ONLY THE CALVERT COUNTY TABLE, BUT ALL OF THE VENDORS THAT WERE THERE.

I HAD A GREAT TIME WITH OUR YOUNG PEOPLE. IT WAS USED TODAY , AND WE SPENT AN AMAZING SUNDAY, I WAS THERE SUNDAY WITH MY FAMILY. I GOT MY WIFE AND KIDS ARE THERE. THAT WAS GREAT TIME. SO SHOUT OUT TO CALVERT COUNTY FOR ANOTHER GREAT FAIR.

THE WEATHER DIDN'T COOPERATE IT, BUT THE FAIR WAS FUN. THE STUDENT SAFETY AND WELL-BEING ADVISORY COMMITTEE , WHICH IS A COMMITTEE OF THE BOARD OF COUNTY COMMISSIONERS, HAD THEIR INAUGURAL MEETING YESTERDAY, OCTOBER 9. I HAD THE OPPORTUNITY TO BE PRESENT. I AM GOING TO LEAN IN AND LISTEN, ADD VALUE TO THAT COMMITTEE , AND MY HOPE IS TO SHARE THE RECOMMENDATIONS THAT COME FROM THE COMMITTEE WITH OUR BOARD OF EDUCATION, AND YOU KNOW, I REALLY , I TAKE PRIDE IN BEING A TEAM PLAYER. I BELIEVE ALL AGENCIES , OUR TEAM HERE IN CALVERT COUNTY, AND IF THERE IS AN OPPORTUNITY FOR US TO LEAN IN AND ADD VALUE, THAT IS WHAT I LIKE TO DO ALL THE TIME. I'M VERY EXCITED TO SHARE RECOMMENDATIONS THAT COME FROM THAT COMMITTEE WITH OUR BOARD OF EDUCATION AS WE ALL DEVELOP A SAFER CALVERT COUNTY COMMUNITY AND CALVERT COUNTY PUBLIC SCHOOLS . THE BOARD TO KNOW THAT, THAT I WAS APPOINTED BY THE GOVERNOR LAST YEAR TO SERVE ON THE JUVENILE SERVICES AND EDUCATION PROGRAM, AND WE HAD OUR FIRST BOARD RETREAT. SO THE JUVENILE SERVICES EDUCATIONAL PROGRAM , THAT'S THE EDUCATION PROGRAM FOR EVERY YOUNG PERSON IN THE STATE OF MARYLAND WHO GOES INTO THE JUVENILE SYSTEM , SO THEY GET LOCKED UP FOR A SERIOUS CRIME, THEY STILL MUST BE EDUCATED IN THE STATE. I DO SERVE ON THE BOARD. IT IS VERY IMPORTANT TO UNDERSTAND THE CHALLENGES OF BEING PEOPLE GO THROUGH , AND ALSO THE TYPE OF EDUCATION THAT THEY RECEIVED, BECAUSE IT IS IMPORTANT TO KNOW THAT WHEN A YOUNG PERSON, FOR EXAMPLE, THEY ARE A YOUNG PERSON THAT IS IN CALVERT COUNTY PUBLIC SCHOOLS, AND THEY GRADUATE FROM THE JUVENILE EDUCATION SERVICES PROGRAM THEY STILL RECEIVE A CALVERT COUNTY PUBLIC SCHOOLS DIPLOMA . SO, YOU KNOW , YOUNG PEOPLE THAT ARE THERE, NOT ONLY DO WE KNOW , BUT I HAVE A DEEPER INSIGHT OF THAT PROGRAM.

SO WE HAD OUR RETREAT LAST WEEK, AND I WILL KEEP THE TEAM UPDATED ON OPPORTUNITIES THERE. AT THIS TIME , PRESIDENT WHITE , I WOULD LIKE TO MAKE A PIGMENTATION TO THE BOARD OF EDUCATION ABOUT APPOINTING FOR A POSITION OF A DIRECTOR OF SYSTEM AND STRUCTURAL PERFORMANCE. SO I WOULD LIKE TO

[00:10:02]

APPOINT SCOTT MCCOMAS OUR DIRECTOR OF SYSTEM AND INSTRUCTIONAL PERFORMANCE. MR. MACOMB HAS BEEN THE SUPERVISOR OF SOCIAL STUDIES SINCE JULY 2019 . YOU HAVE MY WORD THAT I WILL WORK AS HARD AS I POSSIBLY CAN ON BEHALF OF THE STUDENTS AND HALF OF CALVERT COUNTY PUBLIC SCHOOLS , AND I ONCE AGAIN WANTS TO THANK YOU FOR THE OPPORTUNITY.

>> AS MR. MACOMB GOES BACK TO HIS SEAT, BEHIND JUST ABOUT EVERY OUTSTANDING PROJECT THAT TAKES PLACE IN CALVERT COUNTY , WHEN THE SMOKE CLEARS AND THE CURTAIN IS PULLED BACK , HE IS STANDING THERE, NOT YELLING AND SCREAMING LOOK AT ME, BUT HE IS JUST THERE. AND I WATCHED AS OUR AMAZING SMO B GAVE HER REPORT, THE WAY THAT SCOTT WAS SITTING THERE PROUD BECAUSE SHE IS A DIRECT RESULT OF SOME OF HIS WORKS. WHEN HE WAS RECEIVING HIS AWARDS HE WAS DOING THE SAME. SO THANK YOU FOR EVERYTHING THAT YOU ARE DOING AND THAT YOU WILL DO FOR

OUR SYSTEM. >> A COUPLE OF MORE REMINDERS, PRESIDENT WHITE. ON MONDAY OCTOBER 14, THERE IS A TWO HOUR DELAY EXCUSE ME, A TWO HOUR LATE ARRIVAL FOR STUDENTS FOR THE PURPOSE OF PARENT CONFERENCES. AS SUCH THESE PROCEDURES ARE REQUIRED TO BE APPROVED BY THE BOARD OF EDUCATION. MR. SHELDON. >> IN AFTERNOON PRESIDENT WHITE , DR. TOWNSEL, MEMBERS OF THE BOARD. MY NAME IS SHELDON TAYLOR. I'M THE SUPERVISOR PURCHASING. TODAY HAVE ONE RECOMMENDATION FOR YOUR CONSIDERATION. LEARNING ME TODAY IS MS. WARNER, ROGER PLANNING AND CONSTRUCTION, FOR THE RECOMMENDATION TO AWARD THE CONTRACT FOR GMP ONE ASSOCIATED WITH EARLY PROCUREMENT OF ELECTRICAL SWITCHGEAR AND PERFORMANCE OF EARLY SITE RELATED WORK REGARDING THE NORTHERN MIDDLE SCHOOL REPLACEMENT PROJECT.

>> IN AUGUST OF 2023, CALVERT COUNTY PUBLIC SCHOOLS POSTED A REQUEST FOR TECHNICAL PROPOSALS FOR CONSTRUCTION MANAGER AT RISK SERVICES AS A PROJECT DELIVERY METHOD FOR REPLACEMENT OF THE NORTHERN MIDDLE SCHOOL FACILITY AND RELATED SITE IMPROVEMENTS . AT THE MEETING HELD ON OCTOBER 23 , OCTOBER 26 , 2023, THE BOARD OF EDUCATION OF CALVERT COUNTY AWARDED THE CONTRACT FOR PHASE ONE OF THE CONSTRUCTION MANAGEMENT SERVICES ASSOCIATED WITH THE REPLACEMENT OF NORTHERN MIDDLE SCHOOL , FOR PRECONSTRUCTION SERVICES TO KELLER CM THE FINAL PHASE OF THESE SERVICES CONTINUES WITH THE DEVELOPMENT OF A GUARANTEED MAXIMUM PRICE, OR GMP POZO. WE RESPECTFULLY REQUEST, WE RESPECTFULLY RECOMMEND THAT THE BOARD WHERE THE COMPACT FOR GMP 1 RELATED TO THE NORTHERN MIDDLE SCHOOL REPLACEMENT PROJECT, KELLER CM FOR $379,529.

>> MOVED TO APPROVE. >> SECOND.

>> WE HAVE A PROPER MOTION AND A SECOND. DISCUSSION? ALL IN

FAVOR? MOTION PASSES 3-0. >> THANK YOU.

[7.04 Financial Reports]

>> NEXT WE ARE MOVING TO FINANCIAL REPORT , MR. SCOTT

JOHNSON. >> THANK YOU, PRESIDENT WHITE,

[00:20:08]

DR. TOWNSEL, AND MEMBERS OF THE BOARD. MY NAME IS SCOTT JOHNSON AND I'M THE DISTRICTS CHIEF FINANCIAL OFFICER THIS AFTERNOON I WILL PRESENT THE AUGUST FINANCIAL REPORT, PRESENTING THE REPORTS, THOUGH, IT MAY BE HELPFUL TO NOTE THAT THE BUDGET TRANSFERS THAT WERE APPROVED LAST MONTH WERE POSTED IN SEPTEMBER. FOR SOME OF THE ACCOUNT OVERAGES THAT YOU SEE ON THESE AUGUST REPORTSHAVE ALREADY BEEN RESOLVED THROUGH THE BUDGET TRANSFERS MADE IN SEPTEMBER . IT MAY ALSO BE HELPFUL TO NOTE THAT THESE BUDGET REPORTS THAT ARE BEING PRESENTED TODAY ARE FOR AUGUST, AND THAT IS ONLY THE SECOND MONTH OF THE FISCAL YEAR, SO BUDGET REPORTS PRESENTED THIS EARLY IN THE FISCAL YEAR ARE LESS USEFUL THAN THE BUDGET REPORTS THAT WILL BE PRESENTED LATER IN THE FISCAL YEAR. WITH THAT, LET'S WALK THROUGH THE AUGUST FINANCIAL REPORTS. ON THE FIRST BUDGET REPORT , PAGE TWO, IT IS THE GENERAL FUND REVENUE TO BUDGET ACTUAL REPORT . AS OF AUGUST 31, THE DISTRICT RECEIVED $28.6 MILLION REPRESENTING 10.3% OF THE TOTAL REVENUE BUDGET FOR THE UNRESTRICTED FUND. LOOKING AT THE SECOND REPORT, PAGE THREE, THIS IS A REPORT BY BUDGET CATEGORY, AND THIS REPORT SHOWS THAT THE AUGUST 31 PALANCE , I'M SORRY, THE EXPENDITURE MEANT WAS $19.8 MILLION UP THROUGH AUGUST 31 , AND THE ENCUMBRANCE AMOUNT WAS FOR $180.6 MILLION. AND COMBINED, THESE TWO REPRESENT 72% OF THE TOTAL GENERAL FUND EXPENDITURE BUDGET FOR THIS FISCAL YEAR.

LOOKING AT THE THIRD REPORT, PAGE FOUR, THIS IS AN EXPENDITURE BUDGET TO ACTUAL REPORT THAT IS A SUMMARY BY TYPE OF EXPENSE OR OBJECTS. THIS REPORT , WE SEE , LIKE THE AFOREMENTIONED REPORT , THAT THE ENCUMBRANCES OF $139.8 MILLION OF THE AWARDED $180.6 MILLION ARE FOR SALARIES . ON THE FOURTH REPORT, PAGES 5 TO 7, THIS IS A BIRD'S-EYE BUDGET TO ACTUAL SUMMARY FOR EACH OF THE BUDGET CATEGORIES THAT IT IS PRESENTED BY TYPE OF EXPENSE CALLED OBJECT. I WILL PAUSE HERE TO ASK IF THE BOARD WOULD LIKE ME TO WALK THROUGH THE MEMBER MEETING SEVERAL REPORTS ARE TO DEFER REVIEW OF THE SUBSEQUENT REPORTS INTO LATER MONTHS WHEN THE REPORTS BECOME MORE USEFUL FOR THE FISCAL YEAR?

>> ANY DISCUSSION? >> COULD YOU REPEAT THAT

QUESTION ? >> SURE . I WILL PAUSE HERE TO SEE IF THE BOARD WOULD LIKE ME TO CONTINUE THROUGH THE REST OF THE REPORTS, OR IF YOU WOULD PREFER ME NOT TO DO THAT, SINCE IT IS SO EARLY IN THE FISCAL YEAR THAT THE FIRST TWO MONTHS REALLY DON'T PROBE PROVIDE A LOT OF HIGHLY USEFUL DATA SO

EARLY. >> WE ARE FINE WITH THAT , WITH

FOUR GOING THAT. >> ARE THERE ANY QUESTIONS ?

[8.01 Comments by the Board]

>> NO QUESTIONS. THANK YOU VERY MUCH. NEXT WE WILL GO INTO BOARD COMMENT. MS. MINAKOWSKI .

>> I WANT TO START BY SAYING HAPPY BREAST CANCER AWARENESS MONTH. THIS IS A MONTH THAT IS REALLY SPECIAL TO ME. IT ALWAYS FILLS MY HEART TO SEE STUDENTS IN SPORTS AND ARTS GETTING OUT IN PINK. I LOST MY MOM TO METASTATIC BREAST CANCER IN 2021, SO FOR ANY STUDENT OUT THERE MAY HAVE LOST A LOVED ONE OR PARENT TO BREAST CANCER ANY FORM OF CANCER, JUST KNOW YOU HAVE A REALLY AMAZING SCHOOL SYSTEM RALLYING AROUND YOU.

NEXT WEEK AT NORTHERN HIGH SCHOOL AT 6:00 P.M. , THERE IS A COLLEGE AND CAREER FAIR THAT I WOULD ENCOURAGE ALL STUDENTS AND FAMILIES TO ATTEND . IT IS GOING TO BE A REALLY GREAT OPPORTUNITY TO SEE SOME SCHOOLS, TO CONNECT WITH ADMISSIONS OFFICERS, ESPECIALLY FROM SOME OF THE BIG STATE SCHOOLS IN MARYLAND, AND IT IS A REALLY WONDERFUL OPPORTUNITY.

I WOULD ALSO LIKE TO POINT OUT TO STUDENTS THAT THE MARYLAND ASSOCIATION OF STUDENT COUNCILS IS HOSTING A VIRTUAL WEBINAR CALLED CONNECT WITH CONGRESS WHICH IS REALLY EXCITING. IT IS A VIRTUAL WEBINAR , WHICH IS EDUCATION ABOUT VOTER REGISTRATION . IT IS GOING TO INCLUDE A PANEL FROM THE LEAGUE OF WOMEN VOTERS , AND ALSO A PANEL OF MARYLAND CONGRESSIONAL CANDIDATES, WHICH IS REALLY EXCITING. IT IS PACIFICALLY FOR MIDDLE AND HIGH SCHOOL, AND COLLEGE STUDENTS. YOU CAN REGISTER ON THE MARYLAND ASSOCIATION OF STUDENT COUNCIL WEBSITE OR YOU CAN ALSO REACH OUT TO ME IF YOU'RE INTERESTED IN ATTENDING. AND THEN FINALLY AS WE ALREADY ALL SET, I WANT TO GIVE A BIG SHOUT OUT AND CONGRATULATIONS TO MR. MCCOMB WHO HAS BEEN AN AMAZING MENTOR TO ME AND HIS APPOINTMENT IS BEYOND WELL-DESERVED. THANK YOU.

>> MS. GRENIS . >> WE RECENTLY HAD A SERIOUS ISSUE INVOLVING A BUS. THIS IS HIGHLY CONCERNING ON TWO

[00:25:05]

LEVELS. FIRST, THE SAFETY OF OUR STUDENTS, AND SECONDLY , HOW WE MANAGE THE HIRING, TRAINING, AND MANAGEMENT OF OUR DRIVERS. STUDENTS BEING DROPPED OFF AT A RANDOM LOCATION IS TOTALLY UNACCEPTABLE. WE NEED TO KNOW EXACTLY HOW THIS HAPPENED IN THE FIRST PLACE, WHAT PART OR PARTS OF OUR TRANSPORTATION SYSTEM FAILED . IF MISTAKES ARE BEING MADE, WE NEED TO HOLD OUR TRANSPORTATION TEAM AND DRIVERS ACCOUNTABLE AND MAKE CHANGES WHERE NEEDED IMMEDIATELY . I KNOW DR.

TOWNSEL IS LOOKING INTO THIS MATTER AND WILL TAKE STEPS TO MAKE SURE THIS NEVER HAPPENS AGAIN. ON A SEPARATE FRONT, I AM PLEASED TO SEE HOW EFFECTIVE OUR NEW CELL PHONE POLICY IS WORKING IN HELPING TO IMPROVE THE LEARNING EXPERIENCE AT OUR SCHOOLS. CONSISTENT ENFORCEMENT OF THE POLICY, HOWEVER, WILL BE KEY TO ITS SUCCESS. DURING MY RECENT VISIT TO NORTHERN HIGH SCHOOL , I WAS WALKING THE HALLS WITH PRINCIPAL SIMMONS, AND HE NOTICED A COUPLE OF STUDENTS USING, WELL, THEY HAD THEIR CELL PHONES IN THEIR HANDS DURING TRANSITION TIMES .

HE INFORMED THE STUDENTS THEY WERE BREAKING THE CELL PHONE RULE AND TOOK THE PHONES AWAY . HE ALSO ADDED THE STUDENTS NAMES TO HIS PERSONAL LIST OF VIOLATORS. THIS BROUGHT TO MY ATTENTION THE NEED FOR I.T. TO CREATE A CONSISTENT METHOD FOR ADMINISTRATORS TO TRACK VIOLATORS . IF WE ARE GOING TO IMPLEMENT PROGRESSIVE DISCIPLINE , EACH ACCOUNT NEEDS TO BE DOCUMENTED. DR. TOWNSEL, PERHAPS YOU CAN DISCUSS THIS WITH ADMINISTRATION AND I.T. TO SEE HOW BEST TO IMPLEMENT SOMETHING LIKE THIS. OUR POLICIES ARE ONLY EFFECTIVE WHEN OUR STAFF AND ADMINISTRATORS TAKE THE TIME TO FOLLOW AND REINFORCE THE CODE OF CONDUCT, SO HATS OFF TO NORTHERN HIGH SCHOOL. I ALSO WANT FAMILIES TO KNOW THAT CTA WILL BE HOLDING TREATS WITH THE TRADES ON OCTOBER 24 FROM 5:30 TO 7:00 . IT IS AN AMAZING OPPORTUNITY FOR PARENTS TO SEE WHAT ACTUALLY GOES ON IN THE CTA ACADEMY. IT IS SO MUCH BEYOND VO-TECH, WHICH MANY PEOPLE MIGHT BE FAMILIAR WITH, AND I THINK IT IS A GREAT OPPORTUNITY FOR STUDENTS TO MATTER WHAT THE AGE TO SEE WHAT OPPORTUNITIES THEY HAVE IN THAT

BUILDING. THANK YOU. >> MS. POST.

>> SO I, TOO, LIKE LISA, HAD AN OPPORTUNITY TO VISIT THE HIGH SCHOOL THIS WEEK , AND WOULD ALSO LIKE TO COMMEND THE ADMINISTRATION AND TEACHERS FOR A JOB WELL DONE ON MAKING SURE THAT THE CELL PHONE POLICY IS ADHERED TO. I ESPECIALLY WANT TO THANK THE STUDENTS WERE BEING SO COOPERATIVE , BECAUSE IN THE INTERACTIONS OF ANY THAT WE SAW, THERE WASN'T A LOT OF DRAMATICS , NO CURSING, AND NO, YOU KNOW , ANGER AND EVERYTHING. THEY JUST KIND OF UNDERSTOOD THAT THEY KNEW WHAT THE ROLE WAS, THAT THEY HAD IT OUT AND WERE BUSTED AND THEY KNEW IT, AND THEY WERE MOVING ON AND THEY WOULD GET THEIR PHONE BACK AT THE END OF THE DAY OR WHATEVER IT IS. SO, I, I COMMEND EVERYBODY IN THE SCHOOLS. IT CERTAINLY HAS BEEN AN IMPROVEMENT. I WILL ALSO SAY THAT IN THAT CONVERSATION, HAVING AN OPPORTUNITY TO REALIZE THAT WHEN YOU ADD SOMETHING LIKE THIS, IT MAY, YOU KNOW, AND WE DON'T ADD OTHER RESOURCES LIKE PEOPLE, IT SOMETIMES TAKES AWAY FROM SOME OF THE OTHER THINGS THAT MIGHT BE HAPPENING, SO MAYBE THERE IS MORE POLICING OF CELL PHONES AND OTHER THINGS AND MAYBE LESS TIME BEING ABLE TO BE SPENT IN BATHROOMS OR THINGS LIKE THAT.

I KNOW WE HAVE HAD CONVERSATIONS ABOUT THE VAPE DETECTION SYSTEMS AND THINK THAT IT IS GOING TO BE ON MY RADAR TO SEE WHAT WE CAN DO TO NOT ONLY MAKE SURE THOSE ARE IMPLEMENTED AS WE HAVE DISCUSSED AND APPROVED FOR THE MIDDLE SCHOOLS, BUT HOW WE CAN MANAGE TO GET THOSE BACK INTO HIGH SCHOOLS TO PROVIDE THOSE ADDITIONAL SETS OF RESOURCES FOR THE STAFF IN THOSE SCHOOLS. I ALSO WANT TO TAKE A MINUTE TO COMMEND DR. SIMMONS, BECAUSE HE HAS REARRANGED THE SCHEDULE FOR THOSE HIGH SCHOOLERS AT NORTHERN HIGH SCHOOL SPECIFICALLY AND CHANGED THE TIMING IN WHICH LUNCH OCCURS , BUT DOING SO ALLOWS, ALLOWED HIM TO MINIMIZE THE NUMBER OF STUDENTS THAT WERE IN THE HALLWAYS AT ANY GIVEN TIME. IT WAS BRILLIANT. AND I HOPE THAT THERE IS AN OPPORTUNITY , I KNOW THERE IS A LOT OF THINGS THAT HAPPEN, THAT HE HAS THE

[00:30:01]

ABILITY TO SHARE THAT WITS, WITH OTHER BUILDING ADMINISTRATORS, BECAUSE THAT IS A BIG HIGH SCHOOL , AND IT MIGHT CERTAINLY BENEFIT AND WORK IN OTHERS. I THOUGHT THAT WAS REALLY AWESOME. LAST I WILL SHARE THAT THERE IS A FAFSA, THE FINANCIAL AID WORKSHOPS THAT IS HAPPENING. THERE WAS ALREADY ONE THAT CONCLUDED AT HOWARD HIGH SCHOOL ON THE 30TH, BUT IMPORTANT TO NOTE, I AM BROKE JUST PAYING FOR COLLEGE APPLICATIONS RIGHT NOW, SO I'M GOING TO NEED ALL THE FAFSA I CAN GET AS WELL, BUT THERE IS ONE ON, THERE IS A WORKSHOP ON NOVEMBER 9 AND NORTHERN HIGH SCHOOL AT 9:00 A.M. , HUNTING TOWN HIGH SCHOOL NOVEMBER 13 AT 6:00 P.M. IF YOU CAN'T GET TO A DAYTIME ONE. AND THEN AGAIN, NOVEMBER 20 AT 6:00 P.M. SO THERE IS LOTS OF OPPORTUNITY FOR EVERY, EVERY PARENT TO BE

ABLE TO ATTEND. THANK YOU. >> THANK YOU, MS. POST. WE ARE ON TRACK TO HAVE THE FASTEST BOARD MEETING EVER. SO I WILL SAY , ECHOING WHAT OTHERS HAVE SAID ABOUT THE CELL PHONES, THE STUDENTS ARE TALKING MORE . THE TEACHERS ARE POLICING IT MORE .

IT WAS INTERESTING TO HAVE A BREAKOUT SESSION ABOUT CELL PHONES AND POSSIBLY THINKING ABOUT IMPLEMENTING IT, BUT WE HAVE ALREADY DONE IT, SO WE ARE AHEAD OF THE CURVE. THANK YOU VERY MUCH DR. TOWNSEL AND STUDENT SERVICES FOR MAKING SURE THAT HAPPENED. I ALSO WAS ABLE TO ATTEND THE LOCAL ADVISORY COUNCIL AT THE CTA , AND THERE WERE PROBABLY ABOUT 20 TO 30 PEOPLE THERE , AND DIFFERENT PRINTERS THROUGHOUT THE COMMUNITY REALLY MAKING SURE THAT OUR STUDENTS ARE COLLEGE AND CAREER READY AND I WAS ALSO ABLE TO PARTAKE OF THE BARBECUE . BULL RUSHES , IT WAS SIMPLY AMAZING. I WAS ALSO, I AM PART OF THE RACIAL AND SOCIAL JUSTICE COMMITTEE WITH CHELSEA AND MS. MARGO GROSS. WE HAD OUR FIRST MEETING, REALLY TALKING ABOUT THE FUTURE OF CALVERT COUNTY AND WHAT WE CAN DO TO ENSURE THAT WE SERVE ALL STUDENTS. I WAS ABLE TO SUPPORT THE TEACHER OF THE YEAR AT THE GALA, WHICH WAS FANTASTIC I ALSO HAD THE OPPORTUNITY TO ATTEND THE MAY CONFERENCE THIS WEEK. A FEW OF US WERE REGISTERED OR ATTENDED THAT, AND IT WAS NICE TO HEAR THE STATE SUPERINTENDENT , DR.

CARRIE WHITE , SHOUT OUT OUR SUPERINTENDENT AND TALK ABOUT THE WORK THAT HE IS DOING, AND ACTUALLY TALKING ABOUT THE INITIATIVES THAT HE IS A PART OF. SO IT IS NICE TO BE 6'5" AND GROW ANOTHER FEW INCHES WALKING AROUND THE CONFERENCE KNOWING THAT WHEN THEY KEPT TALKING ABOUT THE TOP FIVE, THE TOP FIVE, THAT THEY WERE TALKING ABOUT US. SOME ACTUALLY GOING TO , AT THE NEXT MEETING, ACTUALLY, ALSO, THOSE OF US WHO WERE THERE, ACTUALLY REPORT OUT, BECAUSE THERE WERE A LOT OF GREAT THINGS, INITIATIVES THAT THEY WERE TALKING ABOUT, AND THEY REALLY HUMORED ON THE BLUEPRINT, ALSO, SO I WANT TO MAKE SURE THAT I PUT SOMETHING TOGETHER TO PRESENT TO EVERYONE. AND YOU KNOW, WITH THE BUSES , THAT WITH A HECK OF A WEEK THAT WAS TAKING PLACE. WITH THE BUS CONTRACTORS, YOU KNOW, THEY ARE THE ONES THAT HIRE AND FIRE. THAT IS SOMETHING THAT IS ON THEM. THE ATTENDANCE , BUT NOT THE ACTUAL BUS DRIVERS AND THINGS LIKE THAT . SO I DO THINK THAT DR.

TOWNSEL AND HIS STAFF ARE REALLY LOOKING INTO IT AND ALSO MAKING SURE THAT THAT DOESN'T HAPPEN AGAIN, BECAUSE THAT WAS REALLY TOUGH. IT WAS JUST A DAY FOR BUSES, BECAUSE I WAS AT THE CTA AND A BUS BROKE DOWN, SO I WATCHED THAT TEAM SCRAMBLE TO GET KIDS WHERE THEY NEEDED TO GO PICK SOME HEAD GAMES. SOME HAD THINGS TO TAKE CARE OF, AND CARRY AND HER STAFF REALLY SCRAMBLED TO MAKE THINGS HAPPEN. THEY SAY THINGS NORMALLY HAPPEN IN THREES, BUT THANK GOD WE ONLY HAD TWO.

THANK GOODNESS WE ONLY HAVE TWO THINGS THAT HAPPENED THAT DAY.

SO WITH THAT BEING SAID, THANK YOU BOARD MEMBERS. THANK YOU STAFF FOR EVERYTHING THAT YOU GUYS DID TODAY, AND THAT YOU CONTINUE TO
