[00:00:10]

>> EDUCATION MEETING TO ORDER. WE WILL START WITH THE PLEDGE OF ALLEGIANCE, FOLLOWED BY A

MOMENT OF SILENCE. >> THANK YOU. OKAY, NEXT, WE ARE GOING TO GET APPROVALS.

[2.02 Bid Approvals]

>> GOOD EVENING, ANTOINE S. WHITE, PURCHASING SUPERVISOR.

TODAY I HAVE FOUR RECOMMENDATIONS FOR YOU AND AND APPROVAL OF ONE IS $50,000. DO YOU WANT TO MEET FIRST THIS EVENING IS DR. KENNY ANDERSON, DIRECTOR OF SPECIAL EDUCATION OF THE FIRST REQUEST, WHICH IS TO USE THE PUBLIC SCHOOLS CONTRACT AS NCPS 023S PCS FOR SPEECH LANGUAGE SERVICES. THE USE OF THIS CONTRACT IS SPEECH SERVICES FROM DIANA LEWINSKY.

THE CONTRACTED RATE OF $30.85 PER HOUR. DEALING WITH THE SPECIAL EDUCATION DEPARTMENT THAT OUR SERVICES COULD NOT STAFF. FUNDING FOR THIS REQUEST WILL BE THROUGH THE MEDICAID GRANT FUNDS. WE RESPECTFULLY RECOMMEND THAT THE BOARD APPROVE LEWINSKY AT $80.46 PER HOUR.

>> MOTION TO APPROVE. IN ONE SECOND.

>> MOTION AND A SECOND. >> I HAVE A QUESTION, PRESIDENT WHITE. I THOUGHT THAT WE APPROVED A REGISTER TO SELECT FROM FOR SPEECH SERVICES. IF WE DID, IS THIS ONE OF THE INDIVIDUALS THAT IS ON THIS REGISTER? IT APPEARS THAT WE ARE GOING TO RIDE A CONTRACT FROM ST. MARY'S PUBLIC SCHOOLS. I AM A LITTLE CONFUSED.

>> WE DID EVERY MULTIPLE CONTRACTORS THEY DON'T ALWAYS HAVE CANDIDATES FOR US BECAUSE THERE IS A NATIONWIDE SHORTAGE.

WE ARE GOING TO HAVE TO PIGGYBACK ON THE ST. MARY'S CONTRACT. SO, FOR MY UNDERSTANDING, YOU WERE SAYING THAT OUR REGISTER, THAT WAS ALREADY APPROVED, NO ONE ON THAT LIST HAD CANDIDATES TO PROVIDE FOR US TO PROVIDE THESE SERVICES? NO, WE ARE GOING TO RIDE A CONTRACTOR NEIGHBORING

COUNTY? >> THAT IS CORRECT.

>> OKAY, THANK YOU. WE ARE COMPETING WITH ST. MARY'S?

>> TYPICALLY W■HAT HAPPENS S THIS CANDIDATE DID NOT FIT IN OUR PROCESS. WE ARE JUST PIGGYBACKING INTO OUR BID PROCESS IN THE ABSENCE HAVING VIABLE CANDIDATES. I WOULD SAY, WHERE DOES HER RATE FALL WITHIN THOSE THAT WE PREVIOUSLY

APPROVED? >> WE PREVIOUSLY APPROVED A

RATE OF $90 PER HOUR. >> THANK YOU.

>> ANY OTHER DISCUSSIONS? ALL IN FLAVOR? -- EVA?

>> OPPOSE? THE MOTION PASSES 5-0.

>> THANK YOU, THANK YOU. >> PURSUING 25510, BOARD APPROVAL IS REQUIRED JUST UNDER 50,000. ONE APPROVAL FOR A

[00:05:04]

WITH THE BOARD MEMO AND OUTLINED AS RECOMMENDATION TO SKYLINE TECHNOLOGY SOLUTIONS TECHNOLOGY WITH $3000.08 WITH FUNDING THROUGH THE I.T. GENERAL FUND. WITH THE I.T.

WITH FUNDING FOR THE SPECIAL EDUCATION FUND. WITH THE KENNY VENTO HOMELESS AND FOSTER CARE FOR THE PURCHASE OF THE 24 FOUR WITH THE AMERICAN RESCUE PLAN.

>> I MOVED TO APPROVE THE RECOMMENDATIONS OF STAFF, OR CONTRACTS RELATED TO ITEMS BEING PURCHASED BETWEEN 25,000 AND $50,000. AND WHEN I SECOND HAD

>> THERE HAS BEEN A PROPER MOTION. DISCUSSION.

>> I HAVE BEEN ON THE BOARD FOR SEVERAL YEARS IN THE PAST I HAVE ALWAYS ASKED FOR LOCAL AREA BUSINESSES. IT WAS VERY NICE TO SEE THAT PROJECT MOVING FORWARD ON THE BED FOR THE SCHOOL SYSTEM. SO, THANK YOU TO STAFF FOR HEARING MY WORDS AND MAKING SURE TO KEEP IT HERE, IN OUR COUNTY, THAT COMES BACK TO

SUPPORT OUR COUNTY. >> ANY OTHER DISCUSSION? ALL IN

FAVOR? >> GO AHEAD.

>> I THOUGHT WE WOULD HAVE THE OPPORTUNITY TO ASK QUESTIONS FOR THESE THREE THINGS. SO, BEAR WITH ME FOR A SECOND. IS THERE ANYBODY HERE THAT CAN SPEAK ABOUT THE GOLD BOOK?

>> DR. ANDERSON IS HERE WITH GOALBOOK.

>> WE HAVE BEEN WITH THEM THE TRAINING AND EVERYTHING. MY QUESTION IS, IS IT A MUCH BETTER PRODUCT? DO YOU FEEL IT

IS A MUCH BETTER PROJECT? >> WE LOOKED AT OTHER OPTIONS THEY AREN'T AT THE DEPTH OF INFORMATION THAT THEY TRY TO SUPPORT TEACHERS WITH SETTING GOALS AND THOSE PIECES. SOME OF THOSE RELY FULLY ON ARTIFICIAL INTELLIGENCE. SOME SECURITY ISSUES WITH THAT. AS INNOVATION HAPPENS, YOU DON'T WANT TO JUST STAY WITH A PRODUCT BECAUSE YOU HAVE ALWAYS HAD IT.

RIGHT NOW IT IS THE PREMIER PRODUCT.

>> OKAY, THANK YOU. >> I KNOW WE HAD COFFEE WITHOUT

KENZIE. >> I AM IN THE FINAL STAGES OF

THIS. >> I WILL SEE YOU SATURDAY.

>> THANK YOU. ALL IN FAVOR? OPPOSED? THE MOTION PASSES 5-0.

>> THANK YOU. >> NEXT WE HAVE THE ENDCAP

[2.03 MCAP Scores Update]

SCORE UPDATE WITH JACKIE JACOBS. BEFORE WE GET STARTED, I WOULD LIKE TO ADDRESS EVERYONE AND MAKE AN APOLOGY TO MISS MARCY GRUBER LAST WEEK WHEN WE HAD OUR MEETING AND WE

[00:10:02]

WENT INTO CLOSED SESSION ABRUPTLY AND CAME BACK. IT WAS ABSOLUTELY NO REFLECTION ON EUROPE WOMEN WOULD THIS IS ADMINISTRATIVE STUFF THAT WE WENT THROUGH. I JUST WANTED TO

BE ON RECORD APOLOGIZING. >> GOOD EVENING, DOCK DEREK TOWNSEND, BOARD OF EDUCATION, MY NAME IS JACKIE JACOBS, CHIEF ACADEMIC OFFICER OF YOUR JOINING YOU THIS EVENING ARE JULIE MORRISON, ON ENTRY SUPERVISOR.

>> JOE SUTTON, ELEMENTARY MATH SUPERVISOR.

>> PRESIDENT OF ELEMENTARY E.R.A.

>> SUPERVISOR OF SECONDARY ELA. TONIGHT WILL BE PRESENTING THE ASSESSMENT PROGRAM, MCAT, DATA RESULTS FOR THE 2023, 2024 SCHOOL YEAR. OUR FOCUS WILL BE ON THE PERFORMANCE OF MATT HEADACHES AND ENGLISH LANGUAGE ARTS OR ELA FOR GRADES THREE THROUGH EIGHT, AS WELL AS OUR KEY HIGH SCHOOL FORCES LIKE ALGEBRA ONE AND ENGLISH 10. WE WILL SHARE DATA AT BOTH THE STATE LEVEL TWO CALVERT COUNTY PUBLIC SCHOOLS HIGHLIGHTING AREAS OF SUCCESS AND AREAS FOR IMPROVEMENT. THE DATA PRESENTED ON THE NEXT TWO SLIDES SHARED DURING THE STATE BOARD OF EDUCATION MEETING ON OCTOBER 27TH. OVERALL, THE DATA TREND OF THE STATE LEVEL FOR 2023-2024 SCHOOL YEAR. SHOWS A SLIGHT INCREASE IN STUDENT PROFICIENCY FOR ALL TESTS COMBINED COMPARED TO THE PREVIOUS YEAR. STATEWIDE MATHEMATICS EFFICIENCY RATE FOR ALL TESTS COMBINED SLIGHTLY INCREASE 23.3% TO 24.1% IN SCHOOL YEAR 23-24. PROFICIENCY VARIED SLIGHTLY BY TEST. TO 40% IN MATH THREE. THERE WERE NOTABLE VARIATIONS IN MATHEMATICS PROFICIENCY ACROSS THE DIFFERENT SCHOOL DISTRICTS WITH RATES FROM 9.8% THAT YOU CAN SEE ON THE SCREEN TO 41.1%. CHANGES IN MATHEMATICS PROFICIENCY IN SCHOOL YOUR 20 DO TO 23 TO 24. ALSO VARY BY DISTRICT. CAROLINE AND HERE IN CALVERT COUNTY WITH A 3.9 PERCENT RISE. AS SEEN ON THIS SLIDE, RANKED AT 32.8% FOR ALL TESTS COMBINED. THE FOLLOWING DATA HIGHLIGHTS WITH DIFFERENT STUDENT GROUPS AT THE STATE LEVEL. AS SEEN WITH PROFICIENCY GAPS IN STUDENT GROUPS, WITH MATHEMATICS AND ALL TESTS COMBINED. EFFICIENCY RATES VARIED WIDELY FROM 6.2% PER MULTILINGUAL AND 46.4% FOR ASIAN STUDENTS. MULTILINGUAL STUDENTS, ECONOMICALLY DISADVANTAGED STUDENTS AND STUDENTS WITH DISABILITIES HAD LOWER PROFICIENCY RATES COMPARED TO THE OVERALL STUDENT POPULATIN OF THE STATE. WHEN WE LOOK AT A YEAR-TO-YEAR COMPARISON AT THE STATE LEVEL, WITH MOST STUDENT GROUPS MET PROFICIENCY AND-2024 MEETING SIMILAR TO THE PREVIOUS YEAR. IMPORTANTLY, NO STUDENT GROUP EXPERIENCED A DECLINE AT STATE EFFICIENCY AT THE STATE LEVEL.

AT THIS TIME, WE WILL PROVIDE A DIVISIONAL -- ADDITIONAL INFORMATION WOULD BE COUNTY PUBLIC SCHOOLS.

>> GOOD EVENING. THIS SLIDE REPRESENTS THE STUDENT GROUP.

THE YELLOW BAR IS CALVERT COUNTY. OUTPERFORM THE STATE IN ALL STUDENT GROUPS, EXCEPT FOR DIFFERENCES OF 5% 2% COULD BE CONTINUE TO ANALYZE OUR COUNTY AS A WHOLE TO ENSURE THAT EVERY

STUDENT -- STUDENT STANDARDS. >> THANK YOU FOR ALLOWING ME TO SHOW THE STRENGTH OF CALVERT COUNTY PUBLIC SCHOOLS STUDENTS, TEACHERS, STAFF. ELEMENTARY MATHEMATICS. IN GRADES THREE, FOUR, FIVE PUBIC -- WE CONTINUE TO OUTPERFORM THE STATE. WE MAINTAIN 57% PROFICIENCY 17% WITHOUT THE STATE. LET'S HOPE

[00:15:09]

THAT WILEY MAINTAINED OVERALL PROFICIENCY. ADDITIONALLY ABLE TO SEE 4% OF STUDENTS MOVE FROM LEVEL ONE TO LEVEL TWO. SCORING DISTINGUISHED BY 1%. WHILE IT IS NOT SHOWN ON THE CHART, THERE IS MOVEMENT UNDERNEATH THE CHART. PROFICIENCY MOVED TO 52 TO 52%, WE CONTINUE TO BE RANKED THIRD-PLACE OF 24 COUNTIES AND ARE SCORING 17%. THE STATE INCREASED BY ONLY 1.8% WHILE CALVERT COUNTY PUBLIC SCHOOLS SCHOOLS -- TO 13.2% ABOVE STATE PROFICIENCY RATE. WE ARE CONTINUOUSLY ANALYZING OUR DATA TO PROVIDE THE BEST INSTRUCTION ON OUR STANDARDS. WITH THE USE OF OUR HIGH QUALITY INSTRUCTIONAL MATERIALS AND PERSONALIZED INSTRUCTION FOR EACH STUDENT, WE ANTICIPATE COMMERCIAL GROWTH OR INCREASED RATES IN OUR PROGRAM. THIS SLIDE SHOWS THE PERCENT OF STUDENTS SCORING DISTINGUISHED LEVELS IN GRADES THREE, FOUR, FIVE. THE YELLOW BARS REPRESENT CALVERT COUNTY PUBLIC SCHOOLS, IN THE BART REPRESENTS THE STATE. IN GRADE 3, COUNTY PUBLIC SCHOOLS INCREASE PERFORMANCE BY 1% AND WE ARE 4% HIGHER IN THE STATE.

IN GRADE 4, WE SCORED 5% AND ARE 1% HIGHER THAN THE STATE.

IN GRADE 5, THE RATE REMAINED THE SAME AND WE INCREASED BY 1% TO BE EVEN WITH THE STATE. AT EACH GRADE LEVEL, CALVERT COUNTY PUBLIC SCHOOLS SCORES AT OR ABOVE THE STATE. I CELEBRATE OUR SUCCESS AND CONTINUE TO WORK TO INCREASE THE NUMBER OF STUDENTS AT A DISTINGUISHED LEVEL.

>> IN 2022 AND 2023, CALVERT COUNTY PUBLIC SCHOOL STUDENT WERE SERVING HIGHLY PROFICIENT IN THE STATE. IN 2024, SIX GRADE STUDENTS SCORED ON PAR. SEVENTH AND EIGHTH GRADE PROFICIENCY SAW ALGEBRA ONE GROWTH MOVING FROM 10TH PLACE IN THE STATE UP TO FIFTH PLACE IN THE STATE. WE ARE ENCOURAGED AND EXCITED ABOUT THE GROWTH THAT THE ALGEBRA LEVEL. WE ARE INVESTIGATING THE OTHER GRADE LEVELS TO SEE IF WE CAN MAKE UNCOMMON GROWTH SO WE CAN REPLICATE THOSE RESULTS. HIGHER THAN STATE AVERAGE GROWTH WITH 6 1/2 ASSESSMENT THAT WE ARE IN THE PROCESS OF LEARNING WHY WE WERE NOT ABLE TO ACCOMPLISH THIS AT THE SECONDARY LEVEL LAST YEAR. FOR US AND ACROSS THE STATE, WE SEE A DROP IN PROFICIENCY RATES AFTER SEVENTH GRADE. BUT THE PAST, WE SUPPORT THE DYNAMICS THAT LED TO THIS.

IN 2024, MANY STUDENTS MOVED INTO OUR ACCELERATED MATH COURSE. THAT IS GOING TO BE SKIPPING OVER THE TESTING TAKING THE ALGEBRA ONE TEST. 76% OF THE STUDENTS IN MATH A LAST YEAR WERE NOT YET AT PROFICIENCY, THEY SCORED HIGHER THAN THEY DID AND CLOSER TO PROFICIENCY FOR THE REST OF THE STATE IS COLLABORATIVELY WRESTLING WITH HOW TO IMPROVE PROFICIENCY ON THE MATHEMATICS TEST. WE ARE GLAD TO BE A HIGH RENT SYSTEM AVERAGE GROWTH NUMBERS THAT OTHERS ACROSS THE STATE HAVE GONE TO FOR THEIR OWN IDEAS AND THEORIES OF ACTION. THIS SLIDE SHOWS A PERCENTAGE OF STUDENTS IN CALVERT COUNTY IN THE STATE SCORING AT A DISTINGUISHED LEVEL AT THE 2023 AND SPRING 2021. CALVERT COUNTY STUDENTS ARE REPRESENTED BY THE YELLOW BAR. THERE WAS A STATEWIDE CONVERSATION ABOUT WHY NO MORE THAN 2% STUDENTS ARE ABLE TO REACH THE DISTINGUISHED LEVEL FOR ANY OF THE MATH ASSESSMENTS THROUGH GRADE 5 AND OUT THE DATA SUGGESTS THAT THE TEENS THAT HAD THE NUMBERS CLOSER TO THIS COURT AND AMPLE TIME MODELING AND REASONING THROUGH SIMPLE TESTS. BE AS AUTHENTIC HIGH LEVERAGE PRACTICES INTO THE MATHEMATICS EXPERIENCE FOR

OUR STUDENTS. >> ON THIS SLIDE, PLEASE NOTE THAT OUR THIRD, FOURTH, AND FIFTH GRADE STUDENTS ARE OUTPERFORMING THE STATE AND ARE RANKED FOURTH IN GRADES THREE

AND FIVE AND 30 IN GRADE 4. >> THE MATH PROGRAM IS RANKED

[00:20:04]

TOP 10 NATIONWIDE. THE ELEMENTARY MATH IN THE TOP FIVE. WE ARE EXCITED TO SEE HOW THESE PROGRESS THROUGHOUT OUR PROGRAM. THE PUBLIC SCHOOLS WITH ALL TESTS COMBINED ARE RANKED FIFTH IN THE STATE. WE KNOW FROM PREVIOUS ERRORS IN TESTING, THE MOST EFFECTIVE WAY TO INFECTIONS WITH OUR DATA IS TO DRILL DOWN WHERE WE ARE AND WHERE WE ARE NOT SUCCEEDING. TO DO THIS, WE LOOK AT WHICH LEVELS HAVE MORE OR LESS THAN HIGHER LEVELS OF PROFICIENCY WITH CROSS-SECTIONS OF OUR STUDENTS. WE WANT TO SPREAD PRACTICES THAT WE SEE LEADING TO UNCOMMON SUCCESS AND INTERRUPTS UNCOMMON GROWTH. WE HAVE REDISTRIBUTED TIME, RESOURCES AND LEARNING EXPERIENCES TO MAXIMIZE TEACHER AND STUDENT GROWTH. IT IS REALLY IMPORTANT THAT WE SEE HOW CONTEXT CAN AVOID KNEE-JERK REACTIONS. AS AN EXAMPLE, MATH EIGHT, IT LOOKS LIKE IT IS GOING TO BE ON PERFORMING FOR THE PROFICIENCY AS IT IS ON THE PREVIOUS SLIDE. WE ARE GROWING STUDENTS TO THE NEXT LEVEL. WE ONCE AGAIN HAVE A REQUEST IN FOR THOSE NUMBERS. WE CAN ASCERTAIN WHERE OUR GROWTH THE STATE AND WHERE WE MIGHT TARGET IMPROVING ISSUES. WE WILL CONTINUE TO ANALYZE FROM TEACHERS, TEAMS AND LEADERS. ONE OF THE MANY WAYS THAT WE UNPACK OUR DATA TO GENERATE AND SEE FOR NEXT STEPS WITH OUR TEACHERS AND OUR LEADERS. ANY QUESTIONS?

>> DAWN C. BALINSKI? >> THANK YOU FOR GETTING US TO TOP FIVE, AS USUAL. I DID HAVE QUESTIONS ON MATH EIGHT. THERE WAS A LOT OF DATA THROWN AT US. I UNDERSTAND THOSE THAT ARE EXCELLING IN GRADE 7 MATH CAN MOVE RIGHT INTO ALGEBRA. DO WE HAVE A PERCENTAGE OF HOW MANY KIDS GO TO EIGHTH GRADE MATH? .

MONDAY NUMBER OF KIDS I GO DIRECTLY INTO ALGEBRA IS

SOMETHING LIKE 40%. >> 40? OKAY. ACTION.

>> WE HAD A LARGE REDUCTION. BUT OF THOSE WHO ARE TAKING MATH A, -- EIGHT, THERE WERE 76% SOMETHING. WHAT DID HE SAY?

>> FIRST OFF, I WILL TALK ABOUT THE DISTINGUISHED , I WANT YOU TO NOTICE THE SCALES ON THESE, EVERYONE IS RUN ONE OR 2%.

THOSE CHANGES WOULD BE MARGIN OF ERROR. WE ARE NOT AS WORRIED ABOUT THAT AND OTHER THINGS. BUT I SAID EARLIER HAS TO STUDENT GROWTH. 6% OF THE STUDENTS HAD A HIGHER SCORE ON THAT SUBTEST ENCOURAGES US BECAUSE WE HOPE TO MOVE THEM FORWARD TO THAT PROFICIENCY LEVEL YEAR-OVER-YEAR. IN MATH A -- EIGHT, WE HAD QUITE A BIT OF SUCCESS DOING THAT EVEN IF THEY

DID NOT HAVE THE PROFICIENCY. >> OKAY, I THINK I UNDERSTAND.

MY LAST QUESTION IS PROBABLY GOING TO COME BACK UP IN OTHER AREAS, BUT WHAT CAN WE DO TO CLOSE THE GAP? IT IS SO STUBBORN AND SO APPARENT THAT AFRICAN-AMERICANS ARE 25% LOWER IN PROFICIENCY. WE CANNOT SEEM TO REDUCE THAT GAP. HAVE WE SEEN ANY PROGRESS IN THAT AREA?

>> I THINK A LOT OF THE WORK THAT WE DO WITH TEACHERS AND LEADERS IS TO MAKE SURE THAT THE MEDICAL EXPERIENCE IS ENGAGING AND REACHING ALL OF OUR STUDENTS. I LOST MY TRAIN OF THOUGHT. MOST OF OUR WORK IS CREATING INCLUSIVE ENVIRONMENT WITH HIGH-LEVEL CONSTRUCTIONAL PRACTICES. WE ARE SEEING PROGRESS OF WHEN WE LOOK AT STUDENTS MOVING FROM LEVEL ONE

[00:25:07]

TO LEVEL TWO INCIDENTS THAT ARE ON LEVEL TWO THAT DID NOT GET LEVEL THREE. A NUMBER OF STUDENTS AT THE CUSP OF PROFICIENCY. WE ARE LOOKING TO SEE IF WE CAN IDENTIFY GETTING STUDENTS RIGHT UP TO THAT LEVEL. IT DOES HELP US GET CLOSE AND HOW CAN WE DO THAT MORE SO THAT MORE AND MORE STUDENTS TO REACH PROFICIENCY AND DON'T JUST GET TO THE BAR?

>> I WOULD LIKE TO ANSWER FOR ELEMENTARY IF THAT IS OKAY. WE HAVE SOME DATA WHERE WE LOOK AT THIRD AND FIFTH AND WE COMPARED 2023 TO 2024 FOR OUR AFRICAN-AMERICAN STUDENTS, WE HAVE SEEN A SLIGHT INCREASE. DUE TO A COUPLE DIFFERENT THINGS. CANNOT SAY THAT IT IS ABSOLUTELY THIS, BUT IN ELEMENTARY, WE USE A LOT OF DISCOURSE IN OUR CLASSROOMS, SO STUDENTS ARE ABLE TO TALKED ABOUT -- TO ONE ANOTHER. THEY TRY A PROBLEM AND THEY ARE ABLE TO TALK TO OTHERS. AND THEN THEY TALK TO A CLASS. THEN THE MATH WE WANT THEM TO LEARN. THE OTHER PIECE OF THAT, WE ALSO HAVE PERSONALIZED INSTRUCTION.

WITH DIAGNOSTIC, THEY HAVE HALF DETERMINED, SO STUDENTS ARE WORKING REGARDLESS THEY CAN TAKE A STUDENT WHO IS ALREADY DISTINGUISHED. I THINK AS WE WORK THROUGH ELEMENTARY WILL SEE THAT DATA GO THROUGH TO MIDDLE SCHOOLS.

>> LISA M. GRENIS? >> IT IS ENCOURAGING TO SEE THE CCPS AMONG THE STATES TOP FIVE COUNTIES. OUR SQUARES REPRESENT A SERIOUS DEFICIT. TWO THIRDS WERE 67.2% WHERE OUR STUDENTS ARE NOT PROFICIENT IN MATH AND MORE THAN ONE THIRD, 37.7% ARE NOT PROFICIENT IN READING THESE SCORES SHOW LITTLE TO NO IMPROVEMENT OVER THE 2022 AND 2023 SCHOOL YEAR. SORRY, I MEAN SCORES. DR. ANDRAE TOWNSEL, I KNOW OUR STUDENTS AND STAFF ARE DOING AN AMAZING JOB AT HOW TO BE EXPLAINED THESE LOW SCORES? IS IT A SHORTAGE OF TEACHERS OR ASSISTANCE OR SUBSTITUTE? ARE THE TEACHERS SPREAD TOO THIN? BEHAVIORAL INSTRUMENTS THAT ARE INTERRUPTING INSTRUCTION? WHAT ARE YOUR THOUGHTS?

>> I DO KNOW IN THE PAST, THAT WE RECENTL MODIFIED POLICY CELLULAR PHONE USE. I AM ENCOURAGING MORE ATTENTION TO DETAIL. 223% INCREMENTAL GROWTH OVER THE YEARS IS REALISTIC. SO WE ARE HAPPY TO SEE A 2% INCREASE LEADING OVER 60% WITH THE CONSUMER THAT WE HAVE. HAVING THE OPPORTUNITY TO WORK WITH THE STATE SUPERINTENDENT ON THE ASSESSMENT THAT IS COMING UP HAS THE ADDED ADVANTAGE WITH WHAT IS GOING ON

AND BETTER PREPARED. >> WHAT STEPS ARE WE TAKING FOR

THE SCHOOLS? >> WHERE ARE WE SEEING STUDENTS PROJECTING TO THAT LEVEL PROJECTING TO INCREASE TOWARDS A HIGHER PROFICIENCY. WE WORK WITH OUR TEAMS AND IDENTIFY THE STANDARDS . THEY LEAD TOGETHER AS A TEAM IDENTIFY WHERE DO WE HAVE OPPORTUNITIES FOR GROWTH. FROM THERE, WE DEVELOP EACH TEAM. WE WILL BE WORKING ON ONE THING. WE ARE WORKING TO EMPOWER EACH OF THOSE TEAMS TO FIGURE OUT WHAT IS IT THAT WE WILL BE DOING A LITTLE BIT BETTER. THE RESOURCES THAT ARE

RELEVANT TO THEIR GROWTH. >> WOULD IT BE HELPFUL IF WE

[00:30:02]

CONDUCTED A TEACHER SURVEY FOR THOSE IDEAS?

>> THAT IS ALWAYS HELPFUL , SOMETHING THAT WE CAN FORM

TOGETHER, TOO. >> THANK YOU.

>> MY QUESTION IS ABOUT THE DATA THAT IS BEHIND THE CHART .

IF WE GO TO THE CHART IN THE PIT SLIDE, FOR EXAMPLE. WHAT I BELIEVE IS BEING SHOWN IS 2022, GRADE 3 STUDENTS AND 2022, GRADE 4 STUDENTS. 2022, GRADE 3 STUDENTS. THE GRADE 5 STUDENTS.

IS THERE A WAY TO SHOW HOW STUDENTS WHO ARE SHOWN IN GRADE

4, WHAT THEY DID FOR GRADE 3? >> YES. IF YOU ARE LOOKING AT THIS PARTICULAR CHART, IF YOU ARE LOOKING AT GRADE 4, THAT IS THE LIGHT BLUE BAR IN THE GRADE 4 SECTION. THERE IS DARK BLUE, MEDIUM BLUE, LIGHT BLUE. THAT IS THE CURRENT, 2024. IF YOU GO BACK TO GRADE 3 AND LOOK AT THAT MEDIUM BLUE, THAT WOULD BE

THEIR PERFORMANCE LAST YEAR. >> SO, THE SAME STUDENTS?

>> CORRECT. THEY WERE FOURTH-GRADERS. LAST YEAR'S FOURTH-GRADERS AND THIRD-GRADERS THE YEAR BEFORE

THAT. >> SO, ARE WE LOOKING AT WHY STUDENTS ARE -- WHY STUDENT PERFORMANCE IS GOING DOWN AS THEY GO FROM GRADE 3 TO FOUR TO FIVE? ONCE WE LOOK AT THAT, IT SOUNDS LIKE YOU ALL OR -- ARE ANALYZING THE DATA TO SEE WHAT STUDENTS ARE ON THE COST THAT ARE NOT PROFICIENT TO PROFICIENT. WORKING WITH THE STUDENTS TO TRY TO GET THEM TO PROFICIENCY. WE ARE MISSING THE GROUP OF STUDENTS THAT MAY NOT EVEN BE CLOSE TO BEING PROFICIENT, THAT ALSO NEED TO BE BROUGHT ALONG TO PROFICIENT.

>> WHEN I REFERENCE STUDENTS OF THE PAST COUPLE MONTHS WERE CLOSE. THAT IS OUR ANALYSIS TO FIND OUT WHERE SUCCESS HAPPENED. WE DON'T THEN TAKE THOSE STRATEGIES AND ONLY OFFER THEM TO STUDENTS AT THE CUSP, WE OFFER THEM TO STUDENTS AT ALL LEVELS, BECAUSE WE ALWAYS TRY TO RECOMMEND , WE DON'T JUST FOCUS ON STUDENTS WHO ARE JUST RIGHT THERE. IF YOU ONLY FOCUS ON RIGHT THERE, THE STUDENTS JUST ABOVE THE PASSING THRESHOLD WILL FALL BACK. SO, IT IS PERFORMANCE LEVEL DESCRIPTORS AND FIGURING OUT WHERE IS EVERY STUDENT AND WHAT

IS THE NEXT UP? >> THANK YOU FOR THAT GOOD I ASKED THOSE TWO QUESTIONS. WHEN WE POOREST -- GOES TO THE BOARD DOCUMENTS, WE GET QUESTIONS ABOUT THE. WHAT ABOUT THIS, WHAT ABOUT THAT. THE HARDEST PART, WE ARE COACHING THE COMMUNITY THROUGH WHAT I SEE, AND THEY WANT TO HEAR IT FROM THE EXPERTS., SOMETIMES WHEN I ASKED QUESTIONS, JUST SO YOU KNOW, IT IS NOT BECAUSE I DON'T KNOW THE ANSWER. IT IS BECAUSE I WANT THE COMMUNITY TO HEAR IT FROM YOU ALL. YOU ARE THE EXPERT, I AM NOT IN THE CLASSROOM. IT HELPS EXPLAIN TO THOSE WHO WATCH OUR MEETINGS, WHERE OUR DATA IS COMING FROM, WHAT WE ARE DOING. SO THERE IS TRUST IN THE RELATIONSHIP.

>> I HAPPY TO CLARIFY. >> TWO SKIP ON SLIDE FIVE AND SEVEN. THE BAR GRAPHS ARE VERY SIMILAR IN SCALE. WE ACTUALLY LOOKED AT SCALE THROUGH THIRD THROUGH FIFTH GRADERS WITH PROFICIENCY. WHEN HE GETS TO HIGH SCHOOL, NO ONE IS TOUCHING 30% PROFICIENCY. I RECOGNIZE A LOT OF THAT IS DUE TO THE FACT THAT THESE TESTS ARE GETTING HARDER. IN ALGEBRA TRUST -- TEST IS A LOT HARDER THAN A GRADE 2 TEST. WHAT ARE WE DOING TO SUPPORT STUDENTS IN MIDDLE SCHOOL TO HIGH SCHOOL? JUST CURIOUS ABOUT THE WAY THAT STUDENTS RESPOND TO CERTAIN TEACHING TYPES AND HOW WE ARE LOOKING AT THAT.

>> SO, THAT IS A GOOD OBSERVATION. THAT IS SOMETHING

[00:35:03]

THAT HAS BEEN A CONVERSATION, WHY ARE THEY GOING FROM GRADE 3 UP THROUGH GRADE 8 AND GETTING PROGRESSIVELY LOWER. WE ARE OUTPACING THE STATE. IT IS RAISING SOME SERIOUS QUESTIONS COLLABORATIVE ACROSS THE STATE AND ACROSS THE PROGRAM. WE ARE GOING TO HAVE A LOT MORE MEETINGS BY DEFAULT MAP TEAMS SHOWING EACH OTHER WHAT ARE THE ASSESSMENTS WE ARE USING AND HOW DO WE TAKE THE STRENGTH THAT THOSE HAVE TO MAKE SURE WE HAVE THE STRENGTH IN THOSE. I WOULD ALSO SAY THAT WHAT WE ARE WRESTLING WITH THE LOCKS IS, WHAT BEING PROFICIENT MEANS, IT IS ADVANCING OVERTIME. WE HAVE SOME THAT ARE VERY SIMILAR TO THIS ONE. WE HAVE THOSE ASSESSMENTS. I THINK IT IS A GOOD THING. WHAT PROFICIENCY MEANS IS MOVING FORWARD. BEING DIRECT THE TWO HIGH QUALITY OFFERINGS. SO, REALLY, ENGAGING, AUTHENTIC EXPERIENCES IN THE CLASSROOM. WHY WE ARE NOT SURE WHY THIS IS HAPPENING, I WOULDN'T CHARACTERIZE IT AS A BAD THING. REACHING PROFICIENCY IS GETTING MORE AND

MORE CHALLENGING. >> THANK YOU.

>> THANK YOU VERY MUCH. THAT IS WHAT I WAS GOING TO ASK , ALSO, BETWEEN SEVENTH AND EIGHTH GRADE. MY DAUGHTER IS IN ACCELERATED EIGHT GRADE ALGEBRA. IS THAT ONE OF THE DIFFERENCES WHY THEY ARE SEEING SUCH A DROP?

>> IS THE ACCELERATED ALGEBRA, THE STAT -- SET OF STUDENTS THAT WENT FROM MAP SEVEN INTO THE ALGEBRA ONE. APPROXIMATELY

40% OR >> THANK YOU.

>>? >> MY FIRST YEAR ON THE BOARD, I MET WITH YOU. BUT I REMEMBER WELL. YOU ARE VERY EXCITED AND ENTHUSIASTIC ARE WE STILL USING THAT TO PREDICTED SHE DIDN'T, WHAT DO THEY LOOK LIKE? THE HYATT LEVEL MATH, WE ARE EXCITED THAT WE HAVE A MODEL THAT HELPS US PREDICT COMBINES THREE NUMBERS WITH THE UNIVERSAL SCREENER MATH TEST.

IN THE STUDENTS PREVIOUS SCORES. WHILE OPERATING THOSE MEASURES, PREDICTING WHERE THE STUDENTS WILL END UP. WHEN WE COMBINE THOSE THREE SQUARES WE GET A MORE CONCISE LOOK AT WHAT THE KIDS MIGHT BE ABLE TO DO ON THIS CONTEST. THE BETTER OUR PROJECTION MODELS ARE, THE MORE THAT WE FIND AND WE CAN REDISTRIBUTE OUR RESOURCES TO SEE WHAT HELPS US MOST.

>> DID ACCURATELY PREDICT THIS YOUR , WHAT WE ARE SEEING?

>> WE HAVE NOT RUN THAT. WE ARE JUST GETTING SOME OF THESE PIECES OF DATA FROM THE STATE. THAT IS ON THE LIST OF THINGS THAT WE WANT TO SEE, HOW STRONG WAS THE TIMELINE?

>> I WOULD LIKE TO SEE THAT WHEN IT IS AVAILABLE. SO, I BELIEVE THE NEXT STEP WOULD BE TO CONDUCT A TEACHER SURVEY. DO I NEED TO MAKE A MOTION ON THAT OR IS THAT SOMETHING YOU CAN

PUT TOGETHER? >> I ABSOLUTELY COULD. CAN YOU SHARE IT WITH THE BOARD WHEN THE RESULTS COME IN?

>> WOULD YOU LIKE TO WORK TOGETHER TO DEVELOP THE SURVEY SO IT HAS QUESTIONS YOU ARE INTERESTED IN? WOULD YOU LIKE TO WORK WITH ME? I WOULD ABSOLUTELY. THANK YOU.

>> I WOULD BE EXCITED TO DO THAT.

>> INEZ N. CLAGGETT? >> THANK YOU. CAN YOU ALSO PROVIDE TO ME, IT MIGHT TAKE SOME TIME TO PUT TOGETHER, WHAT THE STAFF-STUDENT RATIO IS FOR EACH OF THE COUNTIES SHOWN ON THE VERY FIRST SLIDE? IT IS VERY INTERESTING TO ME WITH HOW THE PERFORMANCE OF THE COUNTIES IS GOING. I WOULD LIKE TO SEE WHAT THE STAFF-STUDENT RATIO IS ON AVERAGE.

>> YES. I BELIEVE THAT WE CAN ACCESS THAT DATA.

>> YOU ARE TALKING ABOUT NOT JUST MATH CLASSES?

>> IN THE LEFT SORRY, I DIDN'T SAY THAT OUT LOUD AND RELATED

TO MATH. >> OKAY. YOU ARE LOOKING FOR STUDENT TO TEACHER RATIO AVERAGE BY DISTRICT?

>> EXACTLY. I AM JUST INTERESTED IN, LOOKING TO SEE

[00:40:01]

IF I FEEL LIKE STAFF TO STUDENT RATIO IN THE CLASS IS IMPACTING WHY SOME SO MUCH BETTER THAN OTHER COUNTIES. I KNOW THAT THERE ARE OTHER THINGS LIKE ECONOMICS AND OTHER THINGS THAT

FACTOR OTHER THAN CLASS SIZE. >> WE HAVE MEETINGS, THE GROUP IS OFTEN EXCITED WITH WHAT WE ARE LOOKING AT, SO WE WILL

PROMOTE THAT. >> ALL RIGHT. THE DATA PRESENTED ON THESE NEXT TWO SLIDES WAS SHARED AT THE STATE BOARD OF EDUCATION MEETING ON AUGUST 27TH. OVERALL, THE DATA TREND OF THE STATE LEVEL FOR THE 2023-2024 SCHOOL YEAR SHOWS A SLIGHT INCREASE IN STUDENT PROFICIENCY FOR ALL TESTS COMBINED COMPARED TO THE PREVIOUS YEAR IN ELA. STATEWIDE LANGUAGE ARTS PROFICIENCY RATES FOR ALL TESTS COMBINED SLIGHTLY INCREASED FROM 47.9% IN SCHOOL YEAR 22-23 TO 48.4% IN SCHOOL YEAR 2023-2024. PROFICIENCY RATES AND ELA VARIED BY TEST, RANGING FROM 42.2% AND 55.3% IN ELA 10. THERE WAS A NOTABLE VARIATION IN PROFICIENCIES ACROSS SCHOOL DISTRICTS WITH RATES RANGING FROM 27.7% AS SHOWN ON THIS SLIDE TO 69.4%.

CHANGES IN ELA PROFICIENCY FROM SCHOOL YEAR 2023 TO 2024 TO 2022 TO 2020 24 ALSO VARIED BY DISTRICT AND THE SCHOOL DISTRICTS WITH THE LARGEST CHANGE IN ELA PROFICIENCY WERE PRINCE GEORGE'S COUNTY WITH A 2.6 PERCENTAGE POINT DECLINE AND CALVERT COUNTY WITH A 2.9 PERCENTAGE INCREASE. ON THIS SLIDE, CALVERT COUNTY PUBLIC SCHOOLS IS RANKED FOURTH WITH AN OVERALL PROFICIENCY RATE FOR ALL TESTS AT 62.6%. THE FOLLOWING DATA HIGHLIGHTS PROFICIENCY GAPS WITH ELA AT THE STATE LEVEL. AS SEEN WITH SIGNIFICANT PROFICIENCY GAPS EXIST AMONG STUDENT GROUPS. THEY PERSISTED IN ELA FOR ALL TESTS COMBINED. PROFICIENCY RATES VARIED WIDELY FROM 10.7% FOR MULTILINGUAL LEARNERS TO 74.8% FOR ASIAN STUDENTS.

MULTILINGUAL STUDENTS, ECONOMICALLY DISADVANTAGED STUDENTS AND STUDENTS WITH DISABILITY HAD LOWER PROFICIENCY RATES COMPARED TO THE OVERALL STUDENT POPULATION OF THE STATE. WHEN WE LOOK AT YEAR-TO-YEAR COMPARISONS AT THE STATE LEVEL, FOR MOST STUDENT GROUPS, ELA PROFICIENCY IN SCHOOL YEAR 2023-2024 REMAINS SIMILAR TO THE PREVIOUS YEAR.

ELA PROFICIENCY INCREASED BY .6 TO 1.7 PERCENTAGE POINTS FOR ALL STUDENT GROUPS EXCEPT FOR LATINO -- HISPANIC, LATINO, ASIAN, AND MULTILINGUAL COMMUNITIES WHICH EXPERIENCED DECLINES. WE WILL PROVIDE ADDITIONAL DATA INSIGHTS FOR THE IMPACT ELA ASSESSMENT SPECIFIC TO CALVERT COUNTY

PUBLIC SCHOOLS. >> GOOD EVENING. THIS SLIDE SHOWS CCPS ELA PROFICIENCY BY STUDENT GROUP COMPARED TO THE STATE FOR THE SCHOOL YEAR OF 2023 TO 2024. THE YELLOW BAR REPRESENTS CALVERT COUNTY AND THE BLUE BAR REPRESENTS THE STATE. PUBLIC SCHOOLS OUTPERFORM THE STATE AND -- IN ALL OF THE STUDENT GROUP RESULTS. WE CONTINUE TO ANALYZE THE COUNTY DATA AS A WHOLE AND FOR STUDENT GROUPS TO ENSURE EVERY STUDENT RECEIVES THE INSTRUCTION THEY NEED TO REACH

GRADE LEVEL STANDARDS. >> GOOD EVENING. ELEMENTARY ELA DATA COMPARED TO THE STATE FOR 2024 SHOWED THAT EACH GRADE WAS HIGHER THAN THE STATE PACKAGE. I WOULD LIKE TO NOTE THAT OUR FIFTH GRADE INCREASE BY 12 PERCENTAGE POINTS OVER TWO YEARS. THIS IS THE HIGHEST REASON SCORES THAT CCPS HAS HAD SINCE PRE-PANDEMIC DATES. EVIDENCE TO THIS DATA IS OUR USE FOR HIGHLY KNOWLEDGEABLE AND SKILLED TEACHERS WITH PANDEMIC LEARNING LOST. OUR FOCUS FOR THE PAST THREE YEARS HAS BEEN PROVIDING STRONG PROGRAMS. FROM OUR TEACHERS AND

[00:45:05]

ADMINISTRATORS. THIS IS THE PERCENTAGE OF STUDENTS SCORING AT THE DISTINGUISHED LEVEL ON ELA FOR 3RD, FOURTH, FIFTH GRADE LAST SPRING. STUDENTS ARE REPRESENTED BY THE YELLOW LINE.

THIS IS ONE OF THE DATA POINTS THAT WE MONITOR EACH YEAR.

THIRD AND FIFTH GRADE PERCENTAGE WAS HIGHER THAN THE STATE AT THE DISTINGUISHED LEVEL. FOURTH GRADE WAS LOWER, HOWEVER, THE NUMBER OF STUDEN FROM THIRD GRADE IN 2023 TO MOVING TO FOURTH RATE IN 2024 STAYED RELATIVELY THE SAME.

>> THIS SLIDE SHOWS THOSE GRADE LEVEL PERFORMANCE DATA AND STUDENT DATA FROM GRADES THROUGH SIX THROUGH 10 FOR SPRING 22 ELA TO SPRING 2024. PLEASE NOTE THAT ELA DOES NOT EXIST FOR GRADE 9. LET'S CONSIDER GRADE LEVEL PERFORMANCE DATA, FIRST. FOR THE 2022-2024 SCHOOL YEAR, GRADE 6 WAS 60% PROFICIENT. GRADE 7 WAS 59% PROFICIENT.

GRADE 8 WAS 61% PROFICIENT. GRADE 10 IS 80% PROFICIENT.

LET'S NOW CONSIDER STUDENT HOPE AND GROWTH. THE SECONDARY ELA TEAM AND I ARE VERY INTERESTED IN WHAT HAPPENS FOR STUDENTS OVER TIME AS THEY EXPERIENCE MIDDLE AND HIGH SCHOOL ENGLISH. WHEN WE CONSIDER COVERT DATA, MEANING THE SAME GROUP OF STUDENTS FROM YEAR TO YEAR FROM 22. WE HAVE SEEN NET GAINS FOR STUDENTS RANGING FROM 10 PERCENTAGE POINTS TO 24 PERCENTAGE POINTS. I AM PROUD OF ALL STUDENTS AND TEACHERS OF THE HARD WORK AND LEARNING THE STATE OF REFLECT.

I AM LOOKING FORWARD TO THIS SCHOOL YEAR'S RESULTS SO WE CAN IDENTIFY TRENDS AND CONTINUE TO CONFIRM THAT AS STUDENTS MOVE THROUGH MIDDLE AND HIGHEST WILL LANGUAGE EXPERIENCE, THEY EXPERIENCE NET GAINS. LIKE MY COLLEAGUES IN THE DEPARTMENTS OF CONSTRUCTION AND SPECIAL EDUCATION, THE FOCUS OVER THE LAST THREE YEARS HAS BEEN ON PROVIDING A STRONG TIER ONE PROGRAM COUPLED WITH PROFESSIONAL LEARNING ALIGNED TO THAT PROGRAM. OUR GOAL IS PROVIDING AID ENGLISH-LANGUAGE ARTS EXPERIENCE FOR ALL STUDENTS CAN REACH OUR FULL POTENTIAL. OUR PROGRAM IS DESIGNED TO LET LEARNING OCCUR THROUGH AUTHENTI OPPORTUNITIES FOR INTERACTION WITH THE CONTENT, WHERE STUDENTS CREATE PRODUCTS OF LEARNING WHICH DEVELOP AND DEMONSTRATE THEIR LITERACY SKILLS FOR UNDERSTANDING. STUDENTS ENGAGED WITH THE RELEVANT TEXTS AND WRITE FOR REAL-WORLD PURPOSES WILL PROVIDE RESEARCH READING AND WRITING TO THAT ALL STUDENTS CAN USE INDEPENDENTLY SO THEY CAN GROW THEIR LITERACY YEAR AFTER YEAR. WE ENVISION STUDENTS BECOMING MORE COMFORTABLE AND CONFIDENT HANDLING INCREASINGLY COMPLEX TESTS AND WRITING TASKS EACH SUBSEQUENT YEAR. THIS SLIDE SHOWS THE PERCENT OF STUDENTS IN CALVERT COUNTY AND THE STATE SCORING AT THE DISTINGUISHED LEVEL ON ELA FOR GRADES SIX THROUGH EIGHT AND 10 FOR SPRING 2023 AND SPRING 2024. CALVERT COUNTY STUDENTS ARE RECOMMENDED BY THE YELLOW MARKERS 7% OF STUDENTS WERE AT THE JUST WISH LEVEL. FOR GRADE 7, 6% OF STUDENTS SCORED AT THE DISTINGUISHED LEVEL. FOR A'S, A PERCENT OF STUDENTS SCORED AT THE DISTINGUISHED LEVEL AND FOR GRADE 10, 23% OF STUDENTS SCORED AT THE DISTINGUISHED LEVEL. THERE FOR ALL GRADES ON THIS SLIDE, WE EITHER PERFORMED AT THE SAME LEVEL OR AT A HIGHER LEVEL THAT -- AT THE STATE THEN STUDENTS THAT WERE

PROFICIENT. >> OUR OVERALL RANKING FOR GRADES EIGHT 10 IS EIGHTH -- FOURTH IN THE STATE FOR 24 DISTRICTS. THIS SLIDE SHOWS GRADE LEVEL FOR SPRING 2024.

GRADE THREE IS RANKED THIRD OUT OF 24 DISTRICTS IN THE STATE.

FOR HIS FOUR. FIVE WAS 12TH IN THE STATE TWO YEARS AGO. LASTLY THEY MOVED TO THIRD IN THE STATE.

>> GRADE6 IS RANKED SEVENTH. GRADE 7 IS RANKED SIXTH. GRADE 8 IS RANKED FIFTH. AND GRADE 10 IS RANKED FIRST FOR THE THIRD

[00:50:09]

CONSECUTIVE YEAR. THIS SLIDE SHOWS CHANGE IN PERFORMANCE LEVEL FOR ALL STUDENTS IN A GRADE LEVEL FOR ELA MCAP. WE ALSO USE THE MCAP DATA STATISTICALLY TO IMPROVE OUR STUDENT ATHLETE OUTCOMES. DR. GRUBER AND I ARE PROUD OF CALVERT COUNTY PUBLIC SCHOOLS STUDENTS , TEACHERS, AND ELA PROGRAMS FOR CONTINUING TO OUTPERFORM THE STATE. OUR MCAP DATA SHOWS THAT CALVERT COUNTY PUBLIC SCHOOLS IS AN EXCELLENT SCHOOL DISTRICT THAT VALUES LEARNING. THANK YOU.

>> INEZ N. CLAGGETT? >> THANK YOU, PRESIDENT WHITE.

DOES THE STATE PROVIDE DATA STUDENT GROUP COHORT

YEAR-OVER-YEAR? >> HE WOULD BE ABLE TO PULL

THAT DATA FOR YOU. >> OKAY. CAN YOU PROVIDE THAT? I WOULD LIKE TO SEE HOW THE STUDENT GROUP COHORTS PERFORMED YEAR AFTER YEAR. JUST TO ENSURE THAT THERE IS NOT ONE STUDENT GROUP, NECESSARILY, CARRYING THIS PROFICIENTLY HIGHER THAT MAY BE ANOTHER'S GROUP IS BEING LEFT BEHIND. JUST FOR AWARENESS. IF THAT CAN BE DONE ON THE MATH SIDE, ALSO, THAT

WOULD BE APPRECIATED. >> GRACE MINAKOWSKI?

>> THANK YOU. I JUST HAD A QUICK QUESTION ABOUT THE ELA PROFICIENCY RATES FOR MALES VERSUS FEMALES. WHEN WE LOOK AT THE MATH PROFICIENCY RATES, MALES ARE SLIGHTLY OUTPERFORMING FEMALES BY 3%. WHEN HE LOOKED TO ELA, IT IS A 9% DIFFERENCE. I BY NO MEANS THINK THAT WOMEN HIGHLY ACADEMICALLY IS A POOR THING, I AM JUST WONDERING IF WE HAVE CONSIDERED THE IMPLICATIONS THAT THIS TREND, WHAT CAN BE BEHIND IT. JUST MAKING SURE THAT FALLING BEHIND IN ELA IS

EXTREMELY IMPORTANT. >> YEAH, THAT IS A NATIONAL TREND, THE GENDER GAP IN ELA, WHERE FEMALE STUDENTS OUTPERFORM MALE STUDENTS. I THINK IT IS ONE REASON WHEN WE SHIFT TO MIDDLE AND HIGH SCHOOL, WE ARE TRYING TO LEAN INTO OPPORTUNITIES FOR MAKING THINGS RELEVANT AND AUTHENTIC.

SO, CAN WE HAVE OPTIONS TO CHOOSE TESTS BY WRITERS WHO ARE MORE INTERESTED IN TOPICS THAT WE ARE INTERESTED IN AND CHOICE TOPICS TO WRITE ABOUT. ALL STUDENTS THAT IDENTIFY AS MILK AND SEE THEMSELVES IN THE TEXT THEY ARE READING AND WHAT THEY ARE WRITING. BUT, IT IS A STUBBORN NATIONAL TREND. I WAS HAPPY TO SEE IN THE SIX THROUGH EIGHTH BAND, I THINK IT WAS. WE DID HAVE A SLIGHT INCREASE IN MALE PERFORMANCE, BUT THAT IS COUPLED WITH A SLIGHT DECREASE IN FEMALE PERFORMANCE THAT I WOULD NOT COUNT THAT AS A SHIFT.

>> THANK YOU. >> ANY OTHER DISCUSSION?

>> CONGRATULATIONS. >> THANKS.

>> THANK YOU VERY MUCH. >> THANK YOU.

>> CONGRATULATIONS. >> THANK YOU.

>> THIS IS AMAZING STUFF. >> I AM LOOKING FORWARD TO

[2.04 Blueprint Update]

GOING TO OUR CONFERENCE NEXT MONTH TO WALK IN THERE AND STAND PROUD BECAUSE OF WHAT YOU GUYS ARE DOING. THANK YOU. NEXT YOU HAVE THE BLUEPRINT OF DATE, DR. JOHNSON?

>> GOOD EVENING, PRESIDENT WHITE. I AM THE CHIEF OPERATIONS OFFICER, TONIGHT, I AM PROVIDING AN UPDATE ON THE PROGRESS OF OUR EFFORTS WITH THE BLUEPRINT FOR MARYLAND SCHOOLS. BEFORE I GET INTO THE PRESENTATION, I WOULD REALLY LIKE TO GIVE A LOT OF PROPS AND ACCOLADES TO DR. SAMPSON FOR HIS EFFORTS THE PAST TWO YEARS. HELPING US MOVE FORWARD AND WORKING AND COMPLYING WITH THE BLUEPRINT FOR MARYLAND'S FUTURE. HIS WORK AND THE WORK OF THE COMMITTEES HAS BEEN

[00:55:01]

TREMENDOUS IN MEETING OUR EXPECTATIONS AS WE GO THROUGH AND MEET WITH THE AIB AND MSD STAFF. SO I DO APPRECIATE ALL THAT HE DID IN ORDER TO MOVE OUR SYSTEM FORWARD. SO, WE FELT LIKE IT WAS IMPORTANT TO HAVE, FOR THE BOARD TO HEAR WHERE WE ARE. WHAT HAS BEEN GOING ON AND HOW MOVING FORWARD WITH THE IMPLEMENTATION IN THE BLUEPRINT. OUR STAFF HAS BEEN VERY BUSY THIS SUMMER. OUR IMPLEMENTATION PLAN ADMITTED TO THE AIB AND IT IS REVIEWED BY BOTH THE AIB AND MSD STAFF.

BOTH ORGANIZATIONS OFFERED QUESTIONS THAT WE CLARIFIED. WE MAKE SURE THAT WHEN ANYTIME THEY ASKED FOR FEEDBACK , THAT WE WERE MEETING AS A TEAM AND FIND AND NOT FEEDBACK, MAKING SURE THAT WE WERE ANSWERING THE QUESTIONS CLEARLY. TWO QUESTIONS CAME UP AS A SPECIFIC CONCERN, QUESTION 18 CAME BACK AGAIN FOR A THIRD TIME WHERE WE HAD TO PROVIDE ADDITIONAL INFORMATION. IT HAD TO DO WITH DATA THAT MSD PROVIDED ABOUT THE ALTERNATE ASSESSMENT. THESE ARE THE STUDENTS WITH DISABILITIES WHO DO NOT TAKE THE MCAT ASSESSMENTS. THEY DID NOT SEE IN QUESTION 18 THAT OUR AND REFLECTED THAT DATA. SO, THE DPS SPECIAL EDUCATION DEPARTMENT RESPONDED TO THAT QUESTION. AFTER A MEETING WITH MSDE AND AIB, AND WE RESUBMITTED THAT RESPONSE. THE OTHER QUESTION THAT POSED SOME QUESTIONS FROM THE AIB HAS TO DO WITH QUESTION 23, THAT IS BUDGET ALIGNMENT. SO, QUESTION 23 FOCUSES ON HOW NEW RESOURCES ARE BEING ALLOCATED AND HOW EXISTING RESOURCES ARE BEING REALLOCATED TO ADDRESS BLUEPRINT PRIORITY IS. A MULTIYEAR BLUEPRINT PLAN WITH ESTIMATE ALLOCATION PILLARS AND/OR PROGRAMS. THE END OF THE VACATION AND DESCRIPTION OF STRATEGIES TO INCREASE THE NUMBER OF SCHOOLS MEETING THE MINIMUM SCHOOL FUNDING REQUIREMENT WHERE THE MONEY FOLLOWS THE STUDENT. ALL OF THE DISTRICTS FROM ACROSS THE STATE MET WITH AIB AND MSDE TO DISCUSS THE CRITERIA OF THAT QUESTION AND HELP US TO SUPPORT US IN THE RESUBMISSION OF QUESTION 23. WE ARE REVIEWING THE ANSWERS TO QUESTION NUMBER THREE BY THE SIX COUNTIES WHO ACTUALLY WERE APPROVED AND POSTED ON THE IMPLEMENTATION. WE ARE REVIEWING THOSE RESPONSES TO THEM RESUBMIT OUR ANSWER IN OCTOBER. ADDITIONALLY THIS SUMMER, WE PROVIDED SPECIFIC REPORTS FOR VERIFICATION OF THE 10% SALARY INCREASE, WE HAVE SUBMITTED OUR CAREER LADDER. WE HAD TO ACCOUNT FOR THE NBC ALLOTMENTS AND RENEWABLES. WE HAD TO PRESENT THE CAREER COUNSELING REPORT, PART ONE. OUR COMPREHENSIVE LITERACY PLAN WAS SUBMITTED. WE TURNED IN OUR DATA FOR THE NINTH-GRADE TRACKER AND WE ALSO DID OUR NBC DATA SUBMISSION. SO, WHAT IS NEW? RIGHT NOW, WE HAVE FIVE NEW PLACE FOR THE BLUEPRINT, INCLUDING A STRATEGIC FACILITATOR EXTENSION.

STRATEGIC PARTNER FOR TECHNICAL ASSISTANCE. SHIFTING FROM PILLARS TO PRIORITIES. ALIGNING OUR BLUEPRINT RESPONSES TO OUR STRATEGIC PLAN. PREPARING FOR EXPERT REVIEW TEAM VISITS. AND THEN, BRINGING ON BOARD NEW PEOPLE WHO ARE PURSUING THEIR NATIONAL BOARD CERTIFICATION. SO, WHEN WE LOOK AT SUPPORT, WE HAVE HAD THE SUPPORT OF OUR TECHNICAL ASSISTANCE, OR TEACHING FACILITATOR, BRADLEY DUNN. HIS CONTRACT HAS BEEN EXTENDED BY AIB, CONTINUE TO WORK WITH US. HOW DO YOU MOVE THIS FROM WHAT IS WRITTEN TO IMPLEMENTATION. ADDITIONALLY, WE HAVE ANOTHER GRANT THAT IS PAID THREE AIB, THAT OFFERS TECHNICAL ASSISTANCE, WE HAVE PARTNERED WITH AFTON PARTNERS.

THEY ARE A STRATEGIC FACILITATOR THAT IS GOING TO BE WORKING WITH OUR FINANCE OFFICE AND SUPPORTING ALL OF THE COMPLIANCE OPTIONS THAT I JUST READ OUT IN QUESTION 23. THEY ARE GOING TO HELP US MAKE SURE THAT WE ARE REACHING FULL COMPLIANCE OF THE BLUEPRINT, 75 REQUIREMENT. AS WELL AS MODELING PAY STRUCTURES AND WHAT THOSE IMPACTS WILL BE. SO, WE ARE ANXIOUS TO GET STARTED WITH THAT GROUP IN ORDER TO HELP SUPPORT THE BLUEPRINT IMPLEMENTATION. WHEN WE SHIFT FROM PILLARS TO PRIORITIES, EACH OF OUR ANSWERS IN THE

[01:00:02]

IMPLEMENTATION PLAN WAS FOCUSED ON A PILLAR. THE QUESTIONS FOCUSED ON SPECIFIC IDEAS LATE IN THOSE PILLARS. WE LOOK AT THE PILLARS TO FIND THE COMMONALITIES BETWEEN THE PILLARS. NOW YOU START TO LOOK AT HOW WE ARE GOING TO MOVE FORWARD IN THE STRATEGIC IMPLEMENTATION OF THE BLUEPRINT, WE ARE LOOKING AT THOSE PRIORITIES. SO, WE WILL CONTINUE THE PRIORITY OF PILLAR ONE, WHICH IS MIXED DELIVERY SYSTEM FOR PREKINDERGARTEN. PILLAR TWO HAS SHIFTED FROM JUST BE CAREER LADDER, BUT THINKING ABOUT HOW WE ARE PROVIDING PROFESSIONAL LEARNING FOR TEACHERS AND LEADERS. WHAT IS OUR TEACHER PREPARATION AND INDUCTION LOOK LIKE? HOW DO WE CONTINUE TO EXPAND THE CAREER LADDER SO WE CAN MEET THE RETIREMENTS OF THE BLUEPRINT? PILLAR THREE AND FOUR ARE BEING SHIFTED PUT TOGETHER, SO TO SPEAK, SO MANY OF THE THINGS IN THREE AND FOUR COMPLEMENT EACH OTHER. WE ARE FOCUSING ON THAT INSTRUCTION, WHICH YOU HEARD IS FROM THE TIER ONE INSTRUCTION.

WHAT SHOULD WE BE SEEING IN OUR CLASSROOMS. THEY ARE ALSO FOCUSED ON HIGH-QUALITY INSTRUCTIONAL MATERIALS, THAT IS AN EXPECTATION FOR BOTH MATH AND ELA THAT THEY TALK ABOUT.

THERE WAS HIGH-QUALITY INSTRUCTIONAL MATERIALS THAT WERE REQUIRED. THE NEXT FOCUS THAT WE ARE CURRENTLY WORKING ON IS THAT ROBUST MTS AS, MULTITIERED SYSTEM OF SUPPORT THAT FOCUSES ON TIER TWO AND TIER THREE. AS WE IDENTIFIED WHAT A STRONG TIER ONE CLASSROOM LOOKS LIKE FOR ACADEMICS, SOCIAL AND EMOTIONAL LEARNING AND BEHAVIOR. WE ALSO NOW NEED TO TALK ABOUT WHAT HAPPENS WHEN THAT DOESN'T WORK? HOW ARE WE PROVIDING THAT SUPPORT AND WHAT YOU TIER TWO INTERVENTIONS IS LIKE WE ALSO WANT TO ADDRESS THE OVER IDENTIFICATION AND DISCIPLINE PROPORTIONALITY AS WELL AS THE CONTINUATION OF THE DEVELOPMENT OF OUR COLLEGE AND CAREER PATHWAYS, WHETHER IT IS A D PATHWAY, THE DUAL ENROLLMENT PATHWAY, OUR CTE PATHWAY IN THE SUPPORT PATHWAY. ADDITIONALLY, WE SPENT SOME TIME WITH OUR STRATEGIC PLAN, AND THAT WE THINK ABOUT WHAT IS GOING ON WITH THE PRIORITY AREAS OF OUR STRATEGIC, WE ALSO HAD OUR TEAMS TAKE THE BLUEPRINT AND MAKE ALIGNMENT TO OUR STRATEGIC PLAN OF WHERE DOES THE BLUEPRINT VENT WITH THIS PRIORITY AND STRATEGIC PLAN? THAT WORK IS CURRENTLY BEING DONE TO MAKE SURE THAT BOTH OF THESE PLANS ARE IMPLEMENTED. THAT WE ARE MAKING THOSE TIES IN ALIGNMENT SO THAT EVERYBODY SEES THE ALIGNMENT. COMING UP THI YEAR, WE DO HAVE AN EXPERT REVIEW TEAM VISIT. THE STATE DETERMINES EXPERT REVIEW TEAM VISITS BASED ON SEPARATE CRITERIA. THE FIRST CRITERIA IS LOWEST PERFORMING SCHOOLS. THEY RANK ALL OF THESE SCHOOLS FROM LOWEST TO HIGHEST AND THEY CHOOSE THE 20 LOWEST PERFORMING SCHOOLS FOR READING AND MATH, THE EXPERT REVIEW TEAM VISIT. THE SECOND ONE IS DETERMINE LOWER PERFORMING SCHOOLS. THEY RANK ALL OF THE SCHOOLS FROM LOWEST TO HIGHEST AND THEY LOOK AT THE CHANGE IN PERCENT PROFICIENT AND THEY IDENTIFIED THE TOP 20 SCHOOLS IN BOTH READING AND MATH. SELECTED FOR EXPERT REVIEW VISIT. THE THIRD CRITERIA IS HIGHEST PERFORMING. THEY RANK ALL OF THESE SCHOOLS AND THEY LOOK AT THE ELA AND MATH SCORES SEPARATELY AND THEN THEY TAKE THE TOP 10 SCHOOLS IN THE STATE WITH THE HIGHEST INCREASES IN EACH SUBJECT AND SELECT THE IN EXPERT REVIEW VISIT. THEN THEY LOOK FOR CRITERION FOR TO DETERMINE THE HIGHER PERFORMING SCHOOLS. SO, THEY TAKE THE LOWEST -- HIGHEST TO LOWEST IN THE ARE LOOKING AT THE LARGEST INCREASES IN MATH AND ELA ACROSS THE STATE. THAT IS HOW THEY SELECT THOSE SCHOOLS. CRITERION FIVE, LOW PERFORMING STUDENT GROUPS WITH STUDENTS WITH DISABILITIES. THESE ARE SCHOOLS THAT HAVE LOWEST LOOKING OVER UNWEIGHTED AVERAGES FOR TWO YEARS OF DATA.

PRIORITY SIX IS LOOKING AT THE LOW PERFORMING MULTILINGUAL INTEREST. THEY ARE LOOKING AT THE EIGHT LOWEST PERFORMING SCHOOLS IN ELA AND MATH THAT ARE SELECT IT. CALVERT COUNTY DID NOT HAVE ANY SCHOOLS THAT MET ANY OF THAT CRITERIA. SO, OUR SELECTION IS ACTUALLY CRITERIA SEVEN. CRITERIA SEVEN IS AND ELA THAT DID NOT HAVE ANY SCHOOLS IDENTIFIED, THEY ARE SELECTION BY THE LOWEST ELA OR MATH PROFICIENCY ELA. SO,

[01:05:02]

EVERY SCHOOL SYSTEM IS RECOMMENDED BY AN EXPERT REVIEW BOARD. SO, WE ARE GOING TO BE HAVING AN EXPERT REVIEW TEAM VISIT WITH PAC ELEMENTARY AND THEY WERE SELECTED BECAUSE THEY HAD THE LOWEST MATH PROFICIENCY IN OUR COUNTY. THEY ARE GOING TO BE COMING IN THIS WINTER TO DO THAT EXPERT REVIEW TEAM. THE PRINCIPAL AND HER TEAM HAVE ALREADY BEEN CONNECTING DATES FOR SETTING UP THAT. FINALLY, NBC. DR. SAMPSON CREATED A PROCESS ALL APPLICANT TRACKING SYSTEM TO TRACK WHO WILL BE WORKING TOWARDSTHEIR CERTIFICATION INTO IS WORKING FOR THEIR MOC'S. THIS REALLY ALLOWS CCPS TO HAVE ALL OF THE STATE IN ONE LOCATION. SO, MOST OF THE REGISTRATION FOR NBC HAPPENED LAST SPRING. WE DID HAVE INFORMATION SESSIONS ON SEPTEMBER 17TH, WHERE 53 PEOPLE LISTENED IN AND LEARNED MORE ABOUT THE NBC PROGRAM. WE HAVE 46 CURRENT NBC CANDIDATES THAT WILL BE CONTINUING THE PROCESS AND WE HAVE 72% SALT -- POTENTIAL CANDIDATES. WE HAVE ONE THAT IS WORKING TOWARDS THE MAINTENANCE OF CERTIFICATION. IF WE HAVE ALL OF THESE CANDIDATES ACTUALLY ACHIEVE NBC THIS YEAR, THAT WOULD BE 126.

THAT WOULD BE ONE TO SIX TIMES $10,000 THAT WOULD BE ADDED TO OUR BUDGET IF THEY ARE NOT I WANTED TO DO THE MATH MYSELF JUST TO SEE WHAT THAT NUMBER WAS. BECAUSE THAT IS A TREMENDOUS NUMBER WHEN YOU WERE TALKING ABOUT IF ALL OF THESE

CANDIDATES EARN IT. >> NOT ALL CANDIDATES ARE PURSUING ALL FOUR AREAS. IN HUMAN RESOURCES, THEY WILL LOOK TO SEE WHO THOSE ARE AND AS WE GO THROUGH THE BUDGET CYCLE, THEY WILL BE ABLE TO PROJECT HOW MANY COULD BE IN THAT.

ADDITIONALLY, OUR HUMAN RESOURCES DEPARTMENT DID RECEIVE THE NBC SUPPORT GRANT FROM THE STATE, WHICH TOTALED $23,752 IN THIS GRANT WILL ACTUALLY SUPPORT STIPEND POSITION FOR NBC FACILITATORS, LEAD FACILITATORS, AND THE LEAGUE ATLAS FACILITATOR IN ORDER TO SUPPORT ALL OF THESE CANDIDATES THAT ARE GOING THROUGH. THOSE POSITIONS ARE BEING POSTED RIGHT NOW. ATLAS IS THE ONLINE PROFESSIONAL LEARNING PROGRAM THAT THEY HAVE AT THE STATE AND THROUGH THIS GRANT AT 100 LICENSES THAT THE CANDIDATES CAN USE AND GO IN AND ACTUALLY SEE HOW TO RESPOND TO WHAT THEY ARE GOING TO BE LOOKING FOR ON A VIDEO WHEN THEY ARE DOING THE VIDEO OF THE CLASSROOM. SO, IT IS A NICE RESOURCE FOR THE CANDIDATES GOING TO THE NBC PROCESS. IF WE NEED MORE, WE ACTUALLY HAVE ACCESS TO MORE OF THOSE LICENSES. SO, WITH THAT, WE DO HAVE A FEW UPCOMING REQUIREMENTS. OUR MATH DEPARTMENT HAS BEEN WORKING ON THE ELEMENTARY COMPREHENSIVE MATH PLAN, THAT IS GOING TO BE SUBMITTED ON MONDAY. PRIVATE PRE-K PROVIDER M.O. YOU SUBMISSIONS. THE FIRST SUBMISSION IS DUE ON OCTOBER 4TH. THIS IS THE CANDIDATES THAT ARE INTERESTED SAYING YES, I'M GOING TO GO THROUGH FOR IT AND I AM GOING TO TAKE PART IN THE FEE INCENTIVE PROGRAM AND THEN THE GROUP COUNSELING REPORT THAT IS DUE IN THE MIDDLE OF OCTOBER THAT FOCUSES ON THE FISCAL BUDGET. OUR STEERING COMMITTEE IS AS WE MOVE FROM ACTION PLANNING HOW WE ARE GOING TO PUT THAT INFORMATION OUT. WE ARE WORKING WITH OUR TEAMS TO MAKE SURE THAT WE ARE MONITORING THE BUDGET. THERE ARE A LOT OF QUESTIONS THAT ARE COMING OUT ABOUT WHAT THE BLUEPRINT IS GOING TO COST AND HOW THAT WILL IMPACT THE LOCAL BUDGET. SO OUR COMMITTEE IMPLEMENTATION PLANS ARE LOOKING AT AND ASKING QUESTIONS ABOUT THE BUDGETARY IMPACT OF SOME OF THE THINGS THAT ARE LISTED THERE. WE ARE GOING TO BE WORKING WITH AFTON PARTNERS TO MAKE SURE THAT WE HAVE JOINT COMMISSIONS WITH CEA FOR THE ASSISTANT REVIEW PROCESS WHICH IS PART OF THE BLUEPRINT MANDATE. WE ALSO JOINED WITH EA AND CASTLE ON THE DEVELOPMENT OF THE LEVEL FOUR OF THE CAREER LADDER. THOSE THINGS ARE BOTH DUE BY THE END OF THE YEAR. THAT IS TO THE AIB. FINALLY, WE WILL

[01:10:04]

CONTINUE TO EXPLORE HOW WE CAN IMPLEMENT ANY TYPE OF DURING THE DAY TUTORING PROGRAMS AND SCHOOL SCHEDULES THAT WOULD HELP ACCOMMODATE THE 60-40 SPLIT REQUIREMENT OF THE TEACHERS. WE HAVE A LOT OF WORK AHEAD OF US IN THIS ENDEAVOR. I THINK WE ARE ALL TRYING TO MAKE SENSE OF IT. ANY QUESTIONS?

>> INEZ N. CLAGGETT? >> THANK YOU, PRESIDENT LIGHT.

>> WITH THE EXPERT VISIT, WHAT TYPE OF VISIT IS PROVIDED BY THE LDA REGARDING THOSE VISITS? PRINT ON THE EXPERT REVIEW TEAM PROCESS INCLUDES FOCUS INTERVIEWS, CLASSROOM OBSERVATIONS. THEY MEET THE TEACHERS AND STUDENTS AND ADMINISTRATION. I DON'T KNOW IF THEY MEET WITH PARENTS WERE NOT. THEN THEY DO CLASSROOM VISITS. SO, LOOKING AT ALL OF THE DATA, WHAT THEY PROVIDE BACK TO THE SCHOOL IS A REPORT OF WHAT INFORMATION THE SOAP -- FOCUS TEAMS ARE SAYING ABOUT THEIR EXPERIENCE IN THE SCHOOLS AND THEN THEY ARE LOOKING AT THE CLASSROOM OBSERVATIONS TO SHARE INFORMATION ABOUT THESE STRATEGIES THAT THEY SAW AND STRENGTHS AND WEAKNESSES OR

AREAS OF GROWTH. >> OF THE HUNTINGTON HIGH SCHOOL HAD THE EXPERT REVIEW VISIT. HAS THAT REPORT BEEN

PROVIDED BACK TO US? >> YES.

>> IS NOT SHARED WITH THE GROUP?

>> IT HAS NOT BEEN. >> WILL NOT BE SHARED WITH THE BOARD AT SOME POINT? WILL THERE BE A PRESENTATION ON IT? WHAT IF WE WANT TO READ IT OR ASK QUESTIONS? HAS THE INFORMATION BEEN REVIEWED, DISCUSSED? OKAY. I WOULD LIKE TO ASK PRESIDENT LIGHT IF THE BOARD COULD BE BRIEFED ON THE RESULTS OF THAT REPORT AT A FUTURE MEETING BEFORE DECEMBER 21ST.

>> YES. IT CAN HAPPEN. ANYONE ELSE? OKAY.

>> I HAVE A LOT GOOD I WAS JUST TRYING TO LET OTHER PEOPLE GO

FIRST. >> SPEAK OF THE EXPERT REVIEW , I AM SO GLAD THEY HAVE CHOSEN PAC ELEMENTARY. I THINK WE ALL KNOW, THAT SCHOOL HAS UNIQUE CHALLENGES AND THEY ARE LARGER THAN THE MIDDLE SCHOOLS, DOWN THERE. THEY HAVE SPLIT BUILDINGS WITH VERY DIFFERENT POPULATIONS. SO, I AM HOPING THAT THIS EXPERT REVIEW TEAM, THEY WILL PROBABLY HIGHLIGHT THE ISSUES THAT ARE GOING ON AT THAT SCHOOL. I AM HOPING THAT WE LISTEN VERY CAREFULLY TO IT AND WHEN THEY HAVE FINDINGS OR AUDITS, OR BE REQUIRED TO RESPOND IN ANY CERTAIN POINT OF

TIME? >> THEY PRESENT THE REPORT BACK FOR US TO REVIEW AND IF WE HAVE ANY QUESTIONS OR COMMENTS, WE CAN MAKE THOSE COMMENTS AND THEN THEY GIVE US A FINAL REPORT AFTER THAT. IT IS INCUMBENT UPON US TO TAKE THAT INFORMATION AND MAKE SENSE OF IT AND IMPLEMENT THOSE SUGGESTIONS THAT THEY HAVE PROVIDED FOR US.

>> OKAY. >> NOT TO INTERJECTING THAT YOU OFF, DR. ANDRAE TOWNSEL SHARED THAT THE SCHOOL SYSTEM SHOWS

PAC ELEMENTARY. >> WE DON'T MEET THE --

>> I AM HAPPY TO SEE THAT. JUST TO SEE IF THEY HAVE ANY RECOMMENDATIONS FOR ADMINISTRATIVE ORGANIZATION THAT MIGHT HELP US. I AM GLAD YOU ASKED YOU BECAUSE WE NEED TO SEE WHAT IS BEING REPORTED TO THE STATE. I AM ALSO GLAD YOU TALKED ABOUT THE STEERING COMMITTEE IS LOOKING AT BUDGETARY IMPACT. ONE OF THE THINGS THAT WE TALK TO DR.

COUNCIL ABOUT, BUILDING THIS UPCOMING BUDGET FOR NEXT YEAR.

WE WANT TO BE ABLE TO BUT FLAT OUT NUMBERS AS FAR AS WHAT EVERY PIECE OF THE BLUEPRINT IS COSTING US. WE WERE TOLD FOR THE LAST FOUR OR FIVE YEARS THAT, YES, WE ARE FULLY FUNDING THE BLUEPRINT, THEORETICALLY, BUT THEY ARE REDUCING OUR ANSWER -- OTHER FOUNDATIONAL PIECES AND WE ARE SUPPOSED TO DO THINGS DIFFERENTLY. THAT IS THE ANSWER. SO, WHEN THIS COMMITTEE IS DEVELOPING BUDGETARY IMPACT THAT WE WOULD

[01:15:03]

LOVE TO SEE. I WOULD LOVE TO SAY THAT WE ARE HAVING TO PIVOT INTO THINGS DIFFERENTLY BECAUSE WE ARE NOT GETTING THE FUNDING THAT WE USED TO GET. THIS IS HARD FOR US TO UNDERSTAND THE REDUCTION IN STATE AID THAT IS NOT FULLY FUNDED WITH OUR.

INPUT BLUEPRINT INCREASE. >> QUESTION 23. ONE OF THE THINGS THAT THEY TALKED ABOUT IS HOW ARE YOU ALLOCATING NEW? THE SECOND THING IS HOW ARE YOU REALLOCATING? THAT IS THE ONE THING THAT WE CONTINUE TO STRUGGLE WITH EVERYTHING ABOUT WHAT OUR NEEDS ARE IT IS DIFFICULT TO STOP DOING. SAYING OKAY, THIS IS WHAT IS MOST IMPORTANT NOW. THE BELIEF SYSTEM THAT THESE THINGS ARE IMPORTANT, AS WELL. AS PART OF

THE STRUGGLE FOR US. >> SURE, IT HAS TO BE.

>> IT IS HARD TO QUANTIFY WHAT YOU ARE NOT BENDING. BUT IF YOU CAN, DOCUMENTED ANYWAY, IT WOULD HELP YOUR

>> THAT IS THE QUESTION 23 IS WHAT IT COULD FORECAST. IT IS GOING TO SERVE US WELL. AS A SYSTEM TO UNDERSTAND THAT

IMPACT. >> THANK YOU VERY MUCH FOR THAT. MY LAST QUESTION IS WE ARE SUPPOSED TO BE REPORTING ON COMPREHENSIVE LITERACY PLANS. WITH THE NEW STATE SUPERINTENDENT WITH ALL THE TALK ABOUT LITERACY AND REAL CHANGES WITHIN OUR SCHOOL SYSTEM. IS THAT IMPACT THE BLUEPRINT, OR HAS NOT NOT GONE DOWN THROUGH?

>> IT IS IN THE BLUEPRINT. ALL OF THE SCIENCE AND READING IS OUTLINED IN THAT HIGH QUALITY INSTRUCTIONAL MATERIAL. WHEN YOU HAVE HEARD ABOUT ALL OF THE THINGS THAT DR. COOPER HAS DONE WITH THE SCIENCE OF READING AND LEARNING TRAINING. IT IS ALL ABOUT THE FUNDAMENTAL BUILDINGS.

>> THE SCALE AND UNDERSTANDING OF HOW TO TEACH READING. I ALSO TOOK LETTERS FOR ADMINISTRATORS AT THE ADMINISTRATORS WERE BEING SUPPORTIVE OF THAT. SO, WHEN YOU SEEK OUT THE STATE SUPERINTENDENT AND HER VIEW OF THE SCIENCE AND READING, WE MIGHT USE A DIFFERENT PRODUCT, BUT IT IS HIGH-QUALITY. IT IS ONE THAT IS WELL RESPECTED IN THE SCIENCE OF READING. WE ARE STARTING TO SEE AND HEAR TEACHERS SAY THAT THEY UNDERSTAND BETTER THAN THEY DID BEFORE AND THEY ARE STARTING TO THE THOSE RESULTS COUPLED WITH THE HIGH QUALITY INSTRUCTIONAL MATERIALS. COUPLED WITH PROFESSIONAL LEARNING AND COUPLED WITH DIAGNOSTIC ASSESSMENT.

>> BE HERE ALL OF THE POSITIVE THINGS . THE STATE

SUPERINTENDENCE SAID -- >> ARE YOU REFERRING TO THE

THIRD ONE? >> THAT HAS NOT BEEN VOTED ON AS A STATE ISSUE. IT IS A CONVERSATION GOING ON.

>> YOU KNOW, EVERYONE IS GOING ALONG AND WE ARE IMPLEMENTING A

LOT A GREAT STUFF THANK YOU. >> LISA M. GRENIS?

>> I JOTTED SOMETHING DOWN, I JUST WANTED TO CLARIFY AREA 75% FIREMEN. IS THAT WHERE WE ARE OR WHERE WE ARE HEADING?

>> THAT IS WHERE WE ARE HEADING . IN OUR BUDGET WE HAVE TO REPRESENT ABOUT 75% OF FUNDS GO TO STUDENTS. LOOKING AT OUR STUDENTS WITH DISABILITIES, LOOKING AT LABELED STUDENTS, HOW DOES THAT MONEY FOLLOW THE STUDENT AND CAN OUR BUDGET ACTUALLY SHOW THAT DEMONSTRATION?

>> ANYONE ELSE? THANK YOU VERY MUCH. ONE THING AS LISTENERS,

[01:20:09]

WHEN YOU ARE TALKING ABOUT BUDGET AND EVERYTHING. ARE YOU STILL COMMUNICATING WITH THE REPRESENTATIVE FROM THE COUNTY COMMISSIONERS? WITH WHAT IS TAKING PLACE?

>> I WAS AT A COMMISSION MEETING ONGOING MONTHLY MEETINGS WITH WHAT IS GOING ON HERE

>> WE HAVE ONE SPEAKER TONIGHT . IT IS KRISTIN MORRIS.

>> MY PRINTER WASN'T WORKING, SO I APOLOGIZE. GOOD EVENING, DR. ANDRAE TOWNSEL, ANTOINE S. WHITE, AND BOARD MEMBERS. MY NAME IS KRISTIN MORRIS. I AM A STUDENT SERVICES TEAM LEAD AT CALVERT HIGH SCHOOL. FOR THOSE OF YOU UNFAMILIAR WITH MY VISION AND WORK WITH THE ADMINISTRATION, STAFF, AND STUDENTS AT THE SCHOOL. THIS STUDENT HIGH SCHOOL IS PART OF THE CAVALIERS AND MAKE ME PROUD TO WORK AT CHS. IT IS DEDICATED TO MISS YOUNG, THE ASSISTANT PRINCIPALS, THE SAFETY ADVOCATES AND THE STAFF. FINALLY, IT IS DEDICATED TO THE EFFORTS OF DR. ANDRAE TOWNSEL AND HIS TEAM, ANTOINE S. WHITE AND LISA M. GRENIS SHOWING UP TO SUPPORT US. OUR STUDENTS AND STAFF WITH ACADEMIC ACHIEVEMENT. 471 STUDENTS ARE ENROLLED IN AP CLASSES. 115 STUDENTS ARE DUAL ENROLLED IN COLLEGE LEVEL COURSES. 192 STUDENTS ARE PARTICIPATING IN THE TECHNOLOGY ACADEMY. IT 92% OF OUR STUDENTS GO TO EVERY CLASS EVERY DAY. 99.8 OF THEM ARE ON TIME. 98% OF OUR STUDENTS ARE KEEPING THEIR PHONES OFF AND AWAY WITH MINIMAL TO NO REMINDERS. OUR STUDENTS AND STAFF ARE PRIORITIZING OUR CLIMATE AND CULTURE. THERE ARE OVER 260 STUDENTS ACTIVELY INVOLVED IN FALL SPORTS. OVER 20 CLUBS MEET ON A WEEKLY BASIS DURING HOURS A DAY. WHEN I WALKED THE HALLS, THE CLASSROOMS ARE PACKED AND FULL, FULLY ENGAGE THE STUDENTS. ABOUT 90 STUDENTS ARE IN CHORUS, AND MANY OF THE STUDENTS ARE PARTICIPATING AT THE OWL COUNTY LEVEL. 30 STUDENTS MAKE UP OUR MARCHING BAND. ADMINISTRATION SPENT 60% OR MORE OF OUR TIME EACH DAY STAFF AND STUDENT THINKING. WE ARE IN THE HALLS WITH MOBILE DESKS TO BE ACCESSIBLE TO THE NEEDS OF OUR STAFF AND STUDENT NEEDS. I CANNOT TELL YOU THE HOLD -- WHOLE STORY IN THREE MINUTES. BUT, WE WILL CALL THIS

[3.02 Board Comments]

CHAPTER 1. STAY TUNED FOR CHAPTER 2.

>> THANK YOU. PRINT 11? >> THANK YOU FOR THAT COMMENT.

THANK YOU TO OUR TEACHERS, STAFF NUMBERS AND COUNSEL FOR GROWING THIS AGENCY. AS WE AND -- END TENURE OF INTERVENTION MONTH, I WANT TO SAY THANK YOU FOR THE INDIVIDUALS WITH THE OPPORTUNITY AND STAFF. NO ONE IS SLIPPING THROUGH THE CRACKS AND OCTOBER 15TH AT NORTHERN HIGH SCHOOL, THERE IS GOING TO

[01:25:01]

BE A COLLEGE FAIR. I WILL BE THERE AS THE STUDENT MEMBER.

THIS IS A REALLY GREAT OPPORTUNITY FOR THE STUDENTS IN

THE COUNTY. >> THANK YOU.

>> THANK YOU. AS WE DISCUSSED EARLIER, I AM VERY INTERESTED IN DOING EVERYTHING WE CAN TO IMPROVE OUR TEST SCORES AND I WOULD LIKE TO HELP DEVELOP A STRATEGY AND SET SOME GOALS. A TEACHER SURVEY WOULD BE A GOOD PLACE TO START. THIS WEEK, I LEARNED THAT THE CALVERT COUNTY LEAGUE OF WOMEN VOTERS IN THE COALITION IS CONDUCTING A STUDENT VOTER REGISTRATION CAMPAIGN AT ALL OF OUR HIGHEST'S. WHILE I THINK IT IS AWESOME TO INFORM AND ENCOURAGE OUR STUDENTS TO VOTE AND GET INVOLVED, I THINK WE NEED TO KEEP THE BOARD MEMBERS UPDATED TO ENSURE THAT WE COMMUNICATE ORGANIZATIONS THAT INTERACT WITH CHILDREN ON OUR SCHOOL GROUNDS. VOTER REGISTRATION TAKES PLACE THE WEEK OF OCTOBER 8TH, AND INCLUDE STUDENTS AS YOUNG AS 16. TO HELP ME BETTER UNDERSTAND THIS, I WOULD APPRECIATE DR. ANDRAE TOWNSEL SHARING MORE INFORMATION WITH THE BOARD ABOUT THIS. I WOULD LIKE TO KNOW HOW PARENTS WERE NOTIFIED . YOU KNOW, MAKING SURE THAT THIS PROCESS IS BEING MONITORED AND SUPERVISING THE REGISTRATION PROCESS. AND IF THESE ORGANIZATIONS ARE COLLECTING DATA ON OUR STUDENTS. THANK YOU. WITH THE ELECTION COMING UP, IT WOULD ALSO BE APPROPRIATE TO REMIND OUR STUDENTS, STAFF AND PARENTS OF WHAT IS ACCEPTABLE AND UNACCEPTABLE ON SCHOOL GROUNDS.

THIS WOULD INCLUDE HIS -- UNAUTHORIZED IMPEDING OR RALLIES, WEARING POLITICAL ATTIRE, POSTING SIGNS, ET CETERA. GIVEN THE CHARGED POLITICAL CLIMATE, I THINK THAT THIS WOULD BE PRUDENT. THANK YOU.

>> GOOD EVENING, EVERYONE. I AM SNIFFLING UP HERE. HOW MANY SEPTEMBER AND WE ARE OFF TO A GOOD START SPREADING ALL OF THE GERMS. SORRY, EVERYBODY. WE HAD OUR FIRST CITIZENS ADVISORY COMMITTEE MEETING THIS PAST MONDAY. I WANT TO OBVIOUSLY SAY THANK YOU TO KAREN. SHE IS M.I.A. RIGHT NOW. SHE IS ALWAYS DOING SUCH A GREAT JOB PUTTING IT TOGETHER, BUT ALSO TO DR.

JOHNSON AND TO MISS JACOBS FOR FACILITATING AN INTERACTIVE SESSION WITH COMMUNITY MEMBERS. I THOUGHT IT WAS VERY HELPFUL WITH GATHERING INFORMATION THAT THE COMMUNITY MEMBERS MAY HAVE.

SHOT OUT TO GRACE MINAKOWSKI. WE HAD FIVE STUDENTS WHO SHOWED UP. THERE MAY BE PART OF THEM BUT THEY SHOWED UP, AND THEY WERE VERY AND THEY PARTICIPATED IN THE PROVIDED THEY LAUDED THE BACK WHICH I HAD THE OPPORTUNITY. THEY SPOKE OF ALL POSITIVE THINGS THAT ARE HAPPENING AT CALVERT HIGH SCHOOL. THAT WAS REALLY REFRESHING TO HEAR. ALL OF THE KIDS GET TO SPEND ALL OF THE PARENTS MONEY THE FAIR.

>> DAWN C. BALINSKI? >> I ENJOYED THE OPEN HOUSES I HAVE BEEN TO. I HAVE BEEN GETTING SOME GREAT REPORTS. IT SEEMS TO BE WORKING. I JUST HAVE TO APOLOGIZE, I WILL NOT BE HERE FOR THE NEXT MEETING BECAUSE MY SON IS GETTING MARRIED ON THE WEST COAST. BUT, I WILL BE BACK FOR THE SECOND

MEETING. >> DAWN C. BALINSKI -- INEZ N.

CLAGGETT? >> THANK YOU, PRESIDENT WHITE.

I JUST WANTED TO THE COMMUNITY, MAKE SURE YOU EXERCISE YOUR RIGHT TO VOTE ON NOVEMBER 5TH. MAKE SURE THAT YOU RESEARCH YOUR CANDIDATES AND MAKE WISE CHOICES. THANK YOU.

>> THANK YOU. LAST MEETING I HAD LEAVE EARLY TODAY WAS A PHENOMENAL DAY. I WAS AT 12 POINT MIDDLE SCHOOL FOR THE JUNIOR HONOR SOCIETY AND THAT. IT WAS AMAZING TO SEE THE STUDENTS THAT WERE TAKING ON THIS RESPONSIBILITY. MY

[01:30:02]

DAUGHTER IS IN THE NATIONAL JUNIOR HONOR SOCIETY AT CALVERT MIDDLE SCHOOL. WE ARE GETTING CAUGHT REMINDERS THAT THE STUDENTS HAVE REALLY STEPPED UP AND ARE DOING A PHENOMENAL JOB.

I WAS ALSO ABLE TO SPEND SOME TIME WITH THEIR PROGRAM AND SOME OF THE INSTRUCTOR IS. WITH THE AMAZING WORK THAT THEY ARE DOING. WE WERE ABLE TO HAVE THE CONVERSATION TALKING TO THEM WITH WHAT THEY NEED TO DO TO GET OUT OF THERE TO GET BACK TO THEIR SCHOOLS. FOR THE REST OF THE DAY I WAS AT NORTHERN HIGH SCHOOL. THEY HAVE THE PROJECT WHERE I WAS ABLE TO TALK TO FIVE DIFFERENT CLASSES ALONG WITH BECOMING ONE PROJECT.

MENTAL ILLNESS AND AWARENESS. ALSO TRYING TO WORK THROUGH IT.

OUR FUTURE IS BRIGHT BECAUSE OUR STUDENTS ARE WORKING HARD.

I LOVE TO SEE THE INTERACTION AND COMMUNICATION THAT WE WERE ABLE TO HAVE. THEY ACTUALLY SPOKE UP AND THEY ARE ACTUALLY TEACHING US WHAT THEY NEED IN ORDER FOR US TO HELP THEM. SO, IT WAS GREAT TO SPEND 80 THERE. CHARLIE JOHNSON PUBLISHED ONE BOOK AND THE BOOK IS CALLED SHINE LIGHT ON MENTAL FIGHTS.

THE REASON THAT SHE CAME UP WITH THIS, SHE IS WORKING ON ANOTHER BOOK AT LEAST. BUT SHE ACTUALLY WENT THROUGH MENTAL WELLNESS STRUGGLES AND SHE ACTUALLY SAW IT WITH HER YOUNGER SISTER CASEY WANTS TO MAKE SURE SHE REACHES OUT TO HELP STUDENTS THAT ARE DEALING WITH MENTAL WELLNESS STRUGGLES SHE HAS A BOOK AND I CANNOT WAIT FOR HER TO REACH OUT TO US TO SEE IF THIS IS SOMETHING THAT WE CAN POSSIBLY USE IN OUR SCHOOLS AND OUR LIBRARIES TO REACH SOME OF OUR STUDENTS. AS GRACE MINAKOWSKI SAYS, THIS YOUNG LADY, I WORK, I SHOW UP EVERYWHERE. EVERYWHERE DOING EVERYTHING, AND I LOVE TO SEE IT WITH WHAT SHE IS DOING WITH OUR YOUNG PEOPLE. I WAS ABLE TO TALK TO THEM ABOUT THE CELL PHONE POLICY. UNDERSTAND WHY WE HAVE IT AND WHAT NEEDS TO TAKE PLACE. OF COURSE, THEY ARE COMING UP WAYS TO AMEND IT . THEY ARE DEALING WITH THE REST OF IT, USING THE PHONE IN THE HIGHWAY -- HALLWAY, WITH THE LEARNING PROJECT WAS ALSO SOMETHING THAT, IT IS STILL SOMETHING THAT WE ARE TALKING ABOUT AND WAYS OF WORKING WITH THAT. WE HAVE A STUDENT THAT WANTS TO COME UP WITH A PROJECT AND TAKE IT TO THE ELEMENTARY SCHOOLS AND IT ALSO COMES FROM GOING THROUGH IT. SO, I LIKE THE FACT THAT OUR STUDENTS NOT ONLY THINK ABOUT THEMSELVES, BUT ALSO THINK ABOUT HOW THEY HELP THE YOUNGER GENERATIONS. ALSO EXCITED TO ANNOUNCE AT THE MEDIATION CENTER IS IN FIVE SCHOOLS NOW. THEY ARE ACTUALLY REACHING OUT AND THEY ARE WANTING TO HELP. I LIKE THE FACT THAT THEY ARE LOOKING AT RECOGNIZING THAT THEY NEED HELP FROM THE OUTSIDE TO DEAL WITH SOME OF THE ISSUES THAT THEY ARE HAVING. LASTLY, THANK YOU FOR COMING AND GIVING THAT REPORT ABOUT CALVERT HIGH SCHOOL. A LOT OF TIMES WE HEAR ABOUT A LOT OF THE BAD THINGS. SO, IT IS WONDERFUL TO HEAR HOW YOUR TAKING CHARGE AND HOW EVERYONE IS FALLING IN LINE WITH THAT. THANK YOU, DR. JOHNSON. THAT WAS A LOT BECAUSE THEY ARE ALREADY HOME. BUT THANK YOU FOR ALL OF THE INFORMATION. IT IS NICE FOR US TO SEE HOW CALVERT COUNTY IS DOING VERY WELL, ESPECIALLY AT THIS TIME WHEN WE ARE GOING TO THE CONFERENCE. A LOT OF SPORTING EVENTS ARE TAKING PLACE FOR THINGS LIKE THIS. WE SUPPORT OUR STUDENT ATHLETES.

THAT IS ANOTHER THING THAT WE DO WELL, I LOVE TO DO IT.

SATURDAY NIGHT, 7:00. HUNTINGTON HIGH, TWO UNDEFEATED SCHOOLS, BE THERE. WITH THAT, MEETING ADJOURNED. THANK
