THERE ARE DETAILS ON THE WEBSITE, MIKE SOCIAL MEDIAS AND I CAN SHARE THEM DIRECTLY WITH YOU IF YOU EMAIL MY ACCOUNT. I'VE BEEN WORKING TO PUBLICIZE AND SHARE DETAILS ON SOCIAL MEDIA AND VIA EMAIL . ADDITIONALLY I WANT TO SHARE AN EXPERIENCE I HAD THIS SUMMER . I HAD THE PLEASURE OF ATTENDING THE FOUNDATION FOR INDIVIDUAL RIGHTS AND EXPRESSION FREE SPEECH LEADERSHIP SUMMIT FOR A WEEK WHERE WE EXPERIENCED COLLEGE-LEVEL LECTURES AND WORKED ON A COLLABORATIVE PROJECT RELATED TO THE FIRST AMENDMENT RIGHTS IN SCHOOLS AND I SHARED THIS WITH COLLEAGUES BUT I WANTED TO ECHO THE SENTIMENTS TODAY. WE DISCUSSED HOW ONE OF THE LARGEST PROBLEMS FACING YOUNG PEOPLE IN SCHOOLS IS THE ERODING CULTURE OF FREE SPEECH ESPECIALLY IN DAILY DISCOURSE AND ALTHOUGH OUR RIGHT TO EXPRESSION IS CONSTITUTIONALLY PROTECTED, WITHIN SCHOOLS, THEY OFTEN SHUT EACH OTHER DOWN WHEN THEY HEAR IDEAS THEY DON'T LIKE AND ALIENATE VIEWPOINTS. AS I WAS SPEAKING WITH MY PEERS THE PAST FEW DAYS AND OVER THE LAST YEAR TO GAUGE HOW WE ARE FEELING ABOUT DISCUSSING CONTROVERSIAL OR CONTEMPORARY PROJECTS IN SOCIAL STUDIES COURSES, I HEARD A LOT OF STUDENTS WERE SCARED TO SPEAK THEIR MIND IN FEAR OF BEING SHUNNED. I AM MEETING WITH OUR AMAZING SOCIAL STUDIES SUPERVISOR, MR. MACCALLUM , ABOUT HOW WE CAN MAKE STUDENTS MORE INCLUSIVE FROM ALL IDEOLOGICAL BACKGROUNDS AND I WILL BE MEETING WITH MS. LEWIS TO DISCUSS WAYS WE CAN DISCUSS INFORMATION DISSEMINATION SO STUDENTS CAN UNDERSTAND THE RECENT CHANGES TO THE CODE, UNDERSTAND WHY THEY ARE NECESSARY AND GET A PERSPECTIVE ON HOW THE RIGHTS OPERATE ON A DAY TO DAY BASIS AND FINALLY I HAVE BEEN RESPONDING TO EMAILS SO NEVER HESITATE TO REACH OUT. I'VE GOT DATES FOR THE BACK-TO-SCHOOL NIGHT ON MY CALENDAR AND I WILL TRY MY BEST TO ATTEND SO I CAN BE A RESOURCE. I'VE ALSO BEEN WORKING WITH MONTH ACROSS THE STATE FOR RESEARCH AN IMPORTANT LEGISLATION THAT WILL BE INTRODUCED IN THE UPCOMING JANUARY LEGISLATION. FINALLY WORKING ON DEVELOPING TESTIMONY AND PUBLIC GUIDELINE TEMPLATES FOR STUDENTS, SO THEY FEEL MORE COMFORTABLE WRITING TO THE BOARD. I WILL END WITH OUTSIDE MY ROLE IS SMALL, WAS RECENTLY APPOINTED TO THE MARYLAND ASSOCIATION OF STUDENT COUNCIL EXECUTIVE BOARD IS A SPECIAL ISSUES DIRECTOR AND I'M ALSO WORKING TO ORGANIZE OUR WORKSHOP FOR THE CONFERENCE IN NOVEMBER, WHICH I AM REALLY EXCITED ABOUT. AND FINALLY, WORKING WITH OUR DISTRICT SENATOR MICHAEL JACKSON TO PROVIDE ANOTHER EVENT IN AUGUST AND ASSIST WITH HIS LEGISLATIVE RESEARCH AND TASKS . I'M SORRY, THAT WAS KIND OF A [6.01 Dr. Andrae Townsel] LONGER PORT, BUT I THANK YOU FOR YOUR TIME AND I HOPE EVERYONE IS HAVING AN AMAZING SUMMER. >> THANK YOU. NEXT, WE HAVE DR. I MET HER ABOUT AN HOUR AGO . >> I WASN'T SURE IF I SHOULD SAY WHY I WAS HERE OR JUST WAIT UNTIL NOW. ALL RIGHT, GOOD AFTERNOON, DR. TOWNSEL , PRESIDENT WHITE , MEMBERS OF THE BOARD. THANK YOU FOR THE OPPORTUNITY TO SERVE AS ASSISTANT PRINCIPAL AT A SCHOOL I KNOW AND LOVE SO MUCH. I AM SO EXCITED ABOUT TAKING THIS NEXT STEP IN MY CAREER WITH STAFF AND ADMINISTRATIVE TEAM. I DEEPLY RESPECT AND WITH SO MANY STUDENTS AND FAMILIES THAT I'VE HAD THE PLEASURE OF SERVING, I LOOK FORWARD TO CONTINUE TO SERVE. THANK YOU SO MUCH FOR THIS APPOINTMENT. >> [7.01 Policies for Review] >> THAT CONCLUDES THE SUPERINTENDENT'S REPORT . >> THANK YOU, DR. TOWNSEL. NEXT, POLICIES FOR REVIEW. WE WILL START WITH POLICY 19.20, RECORDS RETENTION. DR. JOHNSON? >> GOOD AFTERNOON, PRESIDENT WHITE, MEMBERS OF THE BOARD OF EDUCATION, DR. TOWNSEL . I AM SUSAN JOHNSON, CHIEF OPERATIONS OFFICER AND I'M HERE TO PRESENT POLICY 19-20 FOR REVIEW. STAFF HAVE REVIEWED THIS POLICY. THIS POLICY AFFECTS MANY OF OUR DEPARTMENTS, SO WE HAVE MANY EYES ON THIS POLICY AND AT THIS TIME , IT IS ALL ENCOMPASSING [00:30:02] OF ALL OUR DEPARTMENTS THAT MAINTAIN RECORDS AND ARE SCHOOLS THAT MAINTAIN RECORDS SO WE'VE ONLY SUGGESTED A MINOR EDIT, A, AN EDIT FOR PUNCTUATION AND THAT IS OUR ONLY ITEM ON THIS POLICY. >> ANY DISCUSSION? >> I JUST HAVE A QUESTION. THIS IS FOR STUDENT RECORDS OR ANY RECORDS? >> ACTUALLY IT'S ALL RECORDS. THIS -- WHEN YOU LOOK AT THE PROCEDURES, EVERYTHING THAT FALLS UNDER THIS POLICY INCLUDES MINUTES TO BOARD MEETINGS, MINUTES TO SUPERINTENDENT MEETINGS, PERSONNEL RECORDS, STUDENT RECORDS . IT INCLUDES A PROCESS FOR IEP'S . ANYTHING YOU CAN THINK OF THAT AS AN OFFICIAL DOCUMENT IS ENCOMPASSED IN THIS POLICY. >> ARE THERE OTHER STATE LAWS OR REGULATIONS THAT SHOULD BE CITED? THE ONLY ONE THAT IS CITED IS FOR STUDENT RECORDS. >> THE CITATION FOR THE STATE LAW IS THE CITATION FOR ALL OF THE ADULT RECORDS. >> THANK YOU. >> ANY OTHER DISCUSSION? OKAY. THE MOTION WILL BE POSTED FOR 30 DAYS. >> YES, THANK YOU. >> NEXT, 1119 , GANGS. MS. CECILIA LEWIS? >> GOOD AFTERNOON, PRESIDENT WHITE, DR. TOWNSEL, MEMBERS OF THE BOARD OF EDUCATION. I AM CECILIA LEWIS, DIRECTOR OF STUDENT SERVICES. OUR FIRST POLICY TODAY IS 1119 REGARDING GANGS, GANG ACTIVITY, SIMILAR DESTRUCTIVE OR ILLEGAL GROUP BEHAVIOR . THE PURPOSE OF THIS POLICY IS TO ENSURE THAT WE HAVE POSITIVE ENVIRONMENTS CONDUCIVE TO LEARNING BY PROHIBITING GANG ACTIVITY AND ANY SIMILAR DESTRUCTIVE GROUP BEHAVIOR. ON SCHOOL PROPERTY, OR AT ANY SCHOOL SPONSORED EVENTS OR ACTIVITIES. OUR TEAM HAS REVIEWED THE POLICY AND HAS REFERRED TO ALL LEGISLATIVE AND REGULATORY GUIDANCE AND AT THIS POINT , WE DO NOT MAKE ANY RECOMMENDATIONS FOR CHANGE. >> ANY DISCUSSION? >> YES . IS -- HAVE WE EVER HAD ISSUES WITH GANGS IN OUR SCHOOLS IN THE LAST 5 TO 10 YEARS? DO WE KNOW? >> WE HAVE HAD SOME GANG -- I WOULD SAY BEHAVIORS AT THE SCHOOLS WE HAVE LAW ENFORCEMENT AND WORK WITH THEM, HOWEVER THEY DIDN'T MEET THE DEFINITION OF THE LAW OF GANGS BUT WE THOUGHT WE SHOULD BRING THAT TO THE ATTENTION OF THE LAW ENFORCEMENT OFFICERS TO INVESTIGATE WHAT WAS HAPPENING OUTSIDE THE DISTRICT TO SEE IF WE HAD A CONCERN WITH THAT, SO -- >> I WAS JUST WONDERING IF IT COMES UP MORE IN THE CODE OF CONDUCT WITH THE CLOTHING POLICY OR, YOU KNOW, WE SAY THAT IT IS ILLEGAL , OR WE DO NOT -- WE PROHIBIT ANY KIND OF ASSOCIATION AND IF IT SHOWS UP IN CLOTHING, IS THAT -- YOU KNOW, WITH COLORS OR WHATEVER THE ISSUE IS? >> YES, BUT IT'S NOT JUST ISOLATED TO COLORS. WE WOULDN'T SAY BECAUSE YOU HAVE ON A PARTICULAR COLOR THAT WOULD BE ASSOCIATED . NATURALLY THERE WOULD NEED TO BE OTHER INDICATORS, HOWEVER THE SCHOOL SYSTEM ALTHOUGH WE ADDRESS IT THROUGH THE CODE OF CONDUCT IT IS LAW ENFORCEMENT BECAUSE THEY ARE THE ONLY AGENCY THAT COULD DESIGNATE SOMETHING OFFICIALLY AS A GANG. >> OKAY, THANK YOU. >> ANY OTHER DISCUSSION? OKAY, THANK YOU. IT WILL BE POSTED FOR 30 DAYS. >> THANK YOU. I HAVE OTHER POLICIES. >> SURE. >> OUR NEXT POLICY FOR REVIEW AND APPROVAL IS POLICY 3730 REGARDING THE EDUCATION OF HOMELESS CHILDREN AND YOUTH. THIS POLICY IS IN PLACE TO ENSURE THE IDENTIFICATION, REGISTRATION, ENROLLMENT, COORDINATION OF SERVICES, TRANSFER , AND WITHDRAWAL OF CHILDREN AND YOUTH EXPERIENCING HOMELESSNESS IN CALVERT COUNTY PUBLIC SCHOOLS. OUR TEAM HAS VIEWED THIS POLICY . WE HAVE ALSO REFERENED ALL LEGISLATIVE AND REGULATORY GUIDANCE AND AT THIS TIME, WE ARE NOT MAKING ANY RECOMMENDATION FOR CHANGES. >> ANY DISCUSSION? THANK YOU. WILL BE POSTED FOR 30 DAYS. >> I'M SORRY. I DO HAVE SOMETHING. DO -- HOW DO WE GET NOTIFIED TO THE FACT THERE ARE HOMELESS CHILDREN IN OUR [00:35:01] COUNTY? >> SURE . DURING THE REGISTRATION PROCESS OR AT ANY POINT WHEN THE STUDENT IS ENROLLED IN CALVERT COUNTY PUBLIC SCHOOLS, WE WOULD HAVE A NOTIFICATION VIA THE PARENT OR GUARDIAN AND THAT WOULD TRANSFER TO OUR PBW, WHO WOULD GO THROUGH THE PROCESS AND COORDINATE WITH OUR COORDINATOR TO ENSURE THEY MEET THE QUALIFICATIONS, SO IT IS BASED ON REVIEW OR BASED ON NOTIFICATION DIRECTLY FROM THE PARENT OR GUARDIAN OR RECORDS INDICATING THAT THERE IS A POTENTIAL THAT STUDENT COULD BE HOMELESS. >> YEAH, I WAS JUST TRYING TO THINK , YOU KNOW, IF OUR POLICY NEEDS TO, YOU KNOW, IF SCHOOL SYSTEMS ARE EXPECTED TO TAKE OWNERSHIP OF HELPING THAT STUDENT TRANSITION TO BEING NOT HOMELESS, BUT OUR RESPONSIBILITIES END AT TRANSPORTATION AND EDUCATION, CORRECT? I MEAN, WE WOULD HELP THEM CONNECT TO RESOURCES, BUT THAT IS NOT OUR RESPONSIBILITY, RIGHT? >> CORRECT. OUR RESPONSIBILITY IS ENSURING THEY ARE REFERRED TO THE APPROPRIATE SERVICES AND RESOURCES TO INTERAGENCY PARTNERSHIPS AND TO ENSURE THAT THEY HAVE EQUITABLE ACCESS TO EDUCATION AND IF NECESSARY, TRANSPORT TO AND FROM. WE DO SPEND QUITE A BIT OF MONEY THROUGH GRANTS ON PROVIDING TRANSPORTATION TO OUR STUDENTS WITH THAT STATUS, BUT WE ARE NOT INVOLVED IN SECURING HOUSING OR ANY RESIDENTIAL COMPONENT OF THAT. >> OKAY. THANKS. >> ANY OTHER DISCUSSION? THANK YOU. IT WILL BE POSTED FOR 30 DAYS . >> OKAY, OUR LAST POLICY, POLICY 8110 REGARDING THE USE OF SCHOOLS AS EMERGENCY SHELTERS. THIS POLICY IS TO ENSURE THAT CALVERT COUNTY PUBLIC SCHOOL BUILDINGS AND OUR FACILITIES ARE AVAILABLE FOR USE BY THE PUBLIC AS EMERGENCY SHELTERS IN TIMES OF EMERGENCY, CRISIS , OR DISASTER. OUR TEAM HAS REVIEWED THIS POLICY. WE HAVE CONFERRED WITH OUR LEGISLATIVE AND REGULATORY GUIDELINES AND HAVE DETERMINED WE ARE NOT MAKING ANY RECOMMENDATIONS AT THIS TIME. >> ANY DISCUSSION? SEEING NONE, IT WILL BE POSTED FOR 30 DAYS. THANK YOU. NEXT , WE WILL MOVE INTO POLICY 6024 , ASSAULT LEAVE. MR. STEPHEN WILLIAMS? >> GOOD AFTERNOON, PRESIDENT WHITE , DR. TOWNSEL, MEMBERS OF THE BOARD. STEVE WILLIAMS, HUMAN RESOURCES. I AM HERE THIS AFTERNOON TO REVIEW POLICY 6024, CALVERT COUNTY PUBLIC SCHOOL POLICY REGARDING ASSAULT LEAVE. THE DIRECTOR OF HR AND I HAVE REVIEWED THIS POLICY AND AT THIS TIME WE ARE NOT RECOMMENDING ANY CHANGES. >> ANY DISCUSSION? >> I'M JUST WONDERING, DOES THIS COVER BOTH PHYSICAL AND PSYCHOLOGICAL ISSUES , OR IS IT JUST IF THEY HAVE PHYSICAL ? >> IT IS ONLY PHYSICAL. >> WOW. >> ANY OTHER DISCUSSION? YES, GRACE? >> I AM JUST CURIOUS, HAVE WE SEEN ANY INCREASE IN TEACHER ASSAULTS ? LIKE ASSOCIATED WITH ANYTHING DUE TO GANGS OR OTHER STUDENT BEHAVIOR, LIKE IN THE PAST THREE YEARS, SINCE THE PANDEMIC? >> I DON'T HAVE THAT INFORMATION. >> NO WORRIES. I WAS JUST CURIOUS . THANK YOU. >> I COULD PROBABLY ADD TO THAT A BIT. IN 2019 WHEN WE WERE LOOKING INTO INCLUSION, WE HAD MANY STAFF ASSAULTS WITH REGARD TO STUDENTS WHO WERE HAVING TROUBLE MANAGING AND REGULATING THEIR BEHAVIOR. SO, SINCE THAT TIME, OF COURSE WE WENT THROUGH THE PANDEMIC AND WE'VE ACTUALLY SEEN A DECREASE IN THE NUMBER OF STAFF THAT ARE BEING INJURED, HOWEVER WE DO HAVE THAT FROM TIME TO TIME AS WE KNOW FROM DIFFERENT EVENTS THAT HAVE HAPPENED THIS YEAR. WHEN WE LOOK AT THOSE NUMBERS FROM 2019 UNTIL NOW , WE DEFINITELY HAVE SEEN A DECREASE BUT WE ARE ALWAYS CONCERNED ABOUT ENSURING WE HAVE EFFECTIVE TRAINING AND WORKING WITH STUDENTS TO LEARN HOW TO REGULATE THEIR BEHAVIOR. >> I WAS WONDERING, DR. TOWNSEL, AS FAR AS THIS COVERS PHYSICAL AND I KNOW THAT IS IMPORTANT BUT MENTAL WELL-BEING IS JUST AS IMPORTANT TO ME. I KNOW THAT WITH THE TEACHERS AND EDUCATORS AND STAFF GOING THROUGH THE BUILDINGS WITH A [00:40:01] PHYSICAL INJURY THAT HEALS, BUT I ACTUALLY WITNESSED SOMETHING AND IT TOOK ME ABOUT AN HOUR JUST TO CALM MY MIND DOWN. SO IS THERE A WAY OF POSSIBLY LOOKING INTO THIS AND ACTUALLY MAKING SURE THAT THEIR MENTAL WELLNESS IS TAKEN CARE OF, BUT ALSO SOMETIMES SOMEONE NEEDS A BREAK, SO NOT ONLY PHYSICALLY, BUT MENTALLY . IF THAT IS SOMETHING WE COULD LOOK AT, I WOULD APPRECIATE THAT. >> DR. JOHNSON, YOU WERE SAYING THERE HAS BEEN A DECREASE IN THE ASSAULTS? IS THAT BECAUSE OF THE -- IS THERE ACTUALLY LESS ASSAULTS OR BECAUSE OF THE DEFINITION -- NOT DEFINITION, BUT THE NEW STANDARD OF WHAT AN ASSAULT IS? YOU KNOW, SOME CHILDREN CANNOT CONTROL THEIR EMOTIONS. IT'S A DIFFERENT TYPE OF AN ASSAULT THAN A CHILD WHO LITERALLY -- >> I THINK MY COMMENT IS THE AMOUNT OF PEOPLE ACCESSING ASSAULT LEAVE, NOT NECESSARILY THE NUMBER OF PEOPLE WHO MIGHT BE INJURED, WHICH MIGHT GO THROUGH WORKERS COMP PROCESS. WHEN WE ARE THINKING ABOUT THE STAFF WHO ARE ACCESSING ASSAULT LEAVE BECAUSE OF DYSREGULATION FROM A STUDENT BREAKING UP A FIGHT, THOSE TYPES OF THINGS WHERE THEY HAVE BEEN INJURED AND HURT PHYSICALLY THAT THEY NEED THAT LEAVE . WE HAVE SEEN A DECREASE IN THAT. >> OKAY , THANK YOU. >> ANY OTHER DISCUSSION? THANK YOU. WE ARE POSSIBLY LOOKING INTO THAT, BUT WE WILL POST IT FOR 30 DAYS. THANK YOU. >> I AM ALSO HERE TO REVIEW POLICY 6030 REGARDING HIRING AND AT THIS TIME, WE ARE NOT RECOMMENDING CHANGES TO THE POLICY. >> ANY DISCUSSION? >> YEAH . I HAD -- I LOOKED TO SEE IF THERE WERE OTHER POLICIES THAT WE HAVE ON THE HIRING SIDE THAT DID MORE THAN JUST FAIR, EQUITABLE, AND NONDISCRIMINATORY . THINGS THAT WERE CONSISTENT IN OUR APPROACH. JUST HIRING IN GENERAL. I COULDN'T REALLY FIND ANYTHING, SO I'M JUST WONDERING , THIS SEEMS TO BE SORT OF NARROW AND I DON'T KNOW IF WE WANT TO , YOU KNOW, SAY AND WIDEN IT TO SAY THINGS LIKE WE HAVE ADEQUATE MEASURES TO WEED OUT , YOU KNOW, PEOPLE WHO SHOULD NOT HARMED. OR PEOPLE WHO SHOULD NOT BE HIRED, WHO COULD POTENTIALLY HARM OUR STUDENTS OR THEIR TEACHERS. SO THE SCREENING PROCESS AND THE CONSISTENCY OF HIRING, THAT WE ARE CONSISTENT IN OUR PARAMETERS OF HIRING. THAT'S BEEN IN THE NEWS RECENTLY, THERE HAS BEEN INCONSISTENCIES THAT SCHOOL SYSTEMS GET CRITICIZED FOR. BUT ALSO THAT IT'S NOT JUST FAIR, EQUITABLE, AND NONDISCRIMINATORY . WE ARE SCREENING TO MAKE SURE THAT WE HAVE ELIGIBLE AND ADEQUATELY SCREENED EMPLOYEES . THAT IS JUST MY SUGGESTION. >> OKAY. ANY OTHER DISCUSSION? SO WITH THAT TOPIC THAT MS. BALINSKI BROUGHT UP, WE WILL POST IT FOR 30 DAYS . THANK YOU. NEXT, WE WILL MOVE INTO [7.02 Bid Approvals] BID APPROVALS. MR. TAYLOR? >> GOOD AFTERNOON, PRESIDENT WHITE, DR. TOWNSEL, MEMBERS OF THE BOARD . I AM THE PURCHASING SUPERVISOR . TODAY I HAVE TWO REQUESTS FOR YOUR CONSIDERATION. JOINING ME FIRST, SUPERVISOR OF INFORMATION TECHNOLOGY FOR THE FIRST REQUEST , TO GAIN APPROVAL FOR USING THE PENNSYLVANIA EDUCATION PURCHASING PROGRAM FOR COMPUTERS COOPERATIVE PROJECT. IT'S FOR THE RENEWAL OF THE DISTRICT'S EXISTING INVENTORY SOFTWARE FOR FY25. THE EASY OFFICE INVENTORY SOFTWARE WAS IMPLEMENTED IN 2024 AND ENABLES SEE CPS TO TRACK STUDENT AND STAFF LAPTOPS , DESKTOPS, OTHER ASSETS. IT SEAMLESSLY INTEGRATES USED BY THE CCPS HELP TEAM PROVIDING A STREAMLINED SUPPORT SYSTEM. IT ALLOWS YOU ACCESS TO SCHOOLS AND DEPARTMENTS ENHANCING EQUIPMENT , VISIBILITY IN THEIR RESPECTIVE AREAS . IF APPROVED, THIS CONTRACT WILL SUPPORT THE I.T. DEPARTMENT FROM JULY 1, [00:45:01] 2024 THROUGH JUNE OF 2025. THE CONTRACT WAS AWARDED USING A COMPETITIVE SOLICITATION PROCESS AND CONTAINS LANGUAGE ADVISING THE AWARDED CONTRACT MAY BE USED BY AGENCIES AND DISTRICTS. FUNDING WILL BE THROUGH THE GENERAL FUND. WE RESPECTFULLY REQUEST THE BOARD APPROVED THE PURCHASE OF ASSET INVENTORY SOFTWARE AS PROPOSED AND VERNON HILLS, ILLINOIS FOR $420,000. >> MOTION TO APPROVE? >> SECOND. >> IT HAS BEEN PROPERLY MOVED AND SECONDED. DISCUSSION ? >> SORRY, DOES THIS TECHNOLOGY HAVE ANY CONNECTION TO RAPTOR ? >> THE EZOFFICEINVENTORY HAS NO CONNECTION TO RAPTOR WHATSOEVER. >> THANK YOU. >> ANY OTHER DISCUSSION? >> THIS IS NEW? >> THIS IS . JANUARY 11TH , 2024 THE BOARD APPROVED INSULATION OF THIS OFFER TO REPLACE ANOTHERASSET MANAGEMENT SYSTEM THAT WE HAD . THIS HAD MORE FEATURES AND WAS ABLE TO INTEGRATE WITH OUR HELPDESK SYSTEM. AND IT WAS APPROVED FOR THE SIX MONTHS . THIS IS AN ANNUAL RENEWAL FOR THAT SOFTWARE. >> ALL IN FAVOR? >> AYE. >> OPPOSED? MOTION PASSED 4-0. >> THANK YOU. >> JOINING ME NEXT, MS. LEWIS, DIRECTOR OF STUDENT SERVICES, AND MR. TITUS, COMMUNITY SCHOOL SAFETY SPECIALIST FOR THE FINAL REQUEST, TO GAIN APPROVAL FOR CONTINUED SUPPORT WITH RAPTOR TECHNOLOGIES FOR THE PURCHASE OF INTEGRATED SCHOOL SAFETY SOFTWARE. THE USE OF THE ANNUAL RAPTOR EMERGENCY MANAGEMENT FULL SUITE SOFTWARE PROVIDES THE DISTRICTWIDE RESOURCE TO HELP MAINTAIN SAFE LEARNING ENVIRONMENTS FOR STUDENTS AND WORKING ENVIRONMENTS FOR STAFF . WE USE RAPTOR FOR EMERGENCY MANAGEMENT , VOLUNTEER MANAGEMENT, VISITOR MANAGEMENT, STUDENT, STAFF, VISITORS SIGN IN AND SIGN OUT . THE CONTINUED USE OF THE RAPTOR TECHNOLOGY SOFTWARE IN THE DISTRICT OVER THE LAST FOUR YEARS HAS INSURED SAFETY OF OUR STUDENTS AND STAFF AS OUR HIGHEST PRIORITY. IF APPROVED, THE SOFTWARE WOULD SUPPORT THE DISTRICT FROM JULY 2024 THROUGH JUNE, 2025. FUNDING WILL BE THROUGH THE DEPARTMENT OF STUDENT SERVICES BUDGET. WE RESPECTIVELY REQUEST THE BOARD APPROVE THE SAFETY SOFTWARE TO RAPTOR TECHNOLOGIES TO HOUSTON, TEXAS. >> MOVE TO APPROVE. >> SECOND. PERIOD IT HAS BEEN PROPERLY MOVED AND SECONDED. ANY DISCUSSION? >> YES, SO THE SAFETY ISSUE IS PEOPLE SCAN THEIR I.D.S ? THEIR DRIVERS LICENSE? YOU ARE NOT SUPPOSED TO FLAG THE PROBLEM ? IS THIS A CORRECT STATEMENT? >> YES, FOR VISITOR MANAGEMENT. THAT IS CORRECT. IT SCANS THEM TO SEE IF THEY ARE ON THE REGISTERED SEX OFFENDERS LIST IN THE UNITED STATES. >> HOWEVER WE WANT TO EMPHASIZE THIS PARTICULAR BID IS NOT FOR THE VISITOR MANAGEMENT SIDE? THAT IS BUDGETED THROUGH I.T. THEY MANAGE THE BUDGET FOR THE KIOSK AND THE VISITOR MANAGEMENT. STUDENT SERVICES MANAGES THE EMERGENCY MANAGEMENT SUITE AS WELL AS THE VOLUNTEER MANAGEMENT SUITE , BUT THAT IS ACTUALLY MANAGED THROUGH HR. SO , WHAT'S IN FRONT OF YOU THAT YOU ARE APPROVING TODAY HAS NOTHING TO DO WITH THE VISITOR MANAGEMENT SUITE . >> THE VOLUNTEERS GET SCREENED TOO, RIGHT? >> CORRECT, UNDER THE EMERGENCY MANAGEMENT COMPONENT, WHICH IS THIS COMPONENT BUT WHEN YOU SAY STUDENTS OR STAFF SCANNING OR SOMEONE VISITING, AS MR. TITUS SAID, ANYONE WHO SCREENS OR FLAGS FOR A SEX OFFENSE, THOSE ARE PRIMARILY UNDER THE VISITOR MANAGEMENT , THE ISOLATED LANE OF CONSIDERATION TODAY OF SCANNING WOULD BE VOLUNTEERS. >> SO THERE IS ADDITIONAL BESIDES THE 36,000 ? THERE IS AN ADDITIONAL COST? >> OUTSIDE OF STUDENT SERVICES, THAT IS CORRECT. >> AND WE HAD TO $62,600 JUST FOR THAT PORTION UNDER YOUR DEPARTMENT? THAT'S THE COST LISTED IN THE JUSTIFICATION. >> I THINK BACK IN 2020 WHEN WE DID THE FULL IMPLEMENTATION OF RAPTOR , THAT WAS FOR BOTH COMPONENTS, THE I.T. COMPONENT AND THE STUDENT SERVICES [00:50:01] COMPONENT . >> OKAY, BUT YOUR COMPONENT RIGHT NOW IS THE 36,000? >> CORRECT. >> IT IS SO STRANGE, YOU GO THROUGH THE SAME ONLINE LIKE A MIDDLE MANAGER . YOU KNOW, I THOUGHT THEY WERE MAINLY JUST EQUIPMENT SELLERS, BUT YOU GO THROUGH THEM TO GET THREE DIFFERENT QUOTES? >> NO, NOT FOR RAPTOR . >> OH, NO . I'M SORRY. >> THAT WAS FOR THE EZOFFICEINVENTORY. >> I'M SORRY . >> WE WENT THROUGH THE PEPPM COOPERATIVE. THERE WAS DIFFERENT PRICING FOR DIFFERENT COOPERATIVES. PEPPM TIPS AND I FORGET THE NAME BUT THEY HAD A THREE DIFFERENT OPERATIVES WE COULD GET PRICING FROM. >> OKAY. THANKS. >> ANY OTHER DISCUSSION? >> I THINK IT WAS IN A MEMO. WAS STATED WE HAD PROBLEMS WITH KEEPING TRACK. WHAT TYPE OF PROBLEMS THAT WE HAVE WITH KEEPING TRACK? >> ON FREQUENT OCCASIONS, THE SYSTEM WOULD GO DOWN AND WE HAD TO SOMETIMES USE OTHER MEANS TO VET FOLKS COMING INTO BUILDINGS , COMING INTO OUR FACILITIES. THEY SAID THEY HAD ISSUES WITH AGAINST TECHNOLOGY WHICH THEY WERE WORKING ON, BUT IT COST SUCH A CONCERN FOR US THAT WE WENT OUT AND SEARCHED WHAT OTHER VENDORSWERE OUT THERE THAT COULD PROVIDE US WITH THE TECHNOLOGY THAT WE NEEDED. >> I AM ONLY ASKING BECAUSE I WENT ON AND I DID A COMPARISON BETWEEN KEEPING TRACK AND RAPTOR AND IT SAID SOME PROVIDERS WITH A RELATIVELY LOW BASE PRICE, BUT KEEP ON MOUNTAINS OF EXTRA COSTS TO ACCESS THEIR FULL FEATURES. ARE WE PAYING FOR A LOT OF ADDITIONAL FEATURES WITH RAPTOR ? >> THERE ARE ADDITIONAL FEATURES WE ARE ROLLING OUT THIS YEAR. ONE IS TEAM ASSIST AS WELL AS ROLLING OUT SOMETHING CALLED MASS NOTIFICATIONS. THOSE TWO ADDITIONAL FEATURES WE ARE NOT CURRENTLY USING BUT WE FEEL IS NECESSARY TO USE. >> DOES KEEPING TRACK OFFER THAT WITH THEIR LICENSE? >> THEY DID NOT WHEN WE HAD THEM. THEY DID NOT AT THE TIME IN 2020 . THEY DID NOT . >> OKAY, THANK YOU. >> ANY OTHER DISCUSSION? ALL IN FAVOR? >> AYE. >> OPPOSED? MOTION PASSES 4-0. >> THANK YOU. [7.03 Appointments to P3 Workgroup] NEXT WE WILL MOVE INTO APPOINTMENTS TO THE P3 WORKGROUP . >> GOOD AFTERNOON, DR. TOWNSEL, PRESIDENT WHITE, MEMBERS OF THE BOARD. I AM THE DIRECTOR OF SCHOOL CONSTRUCTION AND I AM ESSENTIALLY BEFORE YOU TODAY BECAUSE WE ARE REQUIRED PER HOUSE BILL 515 , WHICH WAS PASSED INTO LAW WITH THE LAST GENERAL ASSEMBLY LEGISLATIVE SESSION WHICH ESSENTIALLY REQUIRES >> AYE. PUBLIC SCHOOLS TO STUDY THE FISCAL AND OPERATIONAL VIABILITY OF UTILIZING A PUBLIC PRIVATE PARTNERSHIP FOR FUTURE PROJECTS FOR CALVERT COUNTY PUBLIC SCHOOLS . SO THIS IS A PROCESS THAT HAS BEEN UTILIZED JUST FOR SOME BACKGROUND INFORMATION BY PRINCE GEORGE'S COUNTY PUBLIC SCHOOLS FOR COMPLETING A NUMBER OF CAPITAL PROJECTS. THEY ARE IN THE PROCESS OF A SECOND GO AROUND WITH P3 AND WITH THE LAST GENERAL ASSEMBLY LEGISLATIVE SESSION PREVIOUS YEAR, CHARLES COUNTY PUBLIC SCHOOLS WAS REQUIRED TO STUDY THIS AS WELL. SO ESSENTIALLY THE LEGISLATION PRETTY MUCH WAS WORD FOR WORD. CHARLES COUNTY WAS ESSENTIALLY SUBSTITUTED FOR CALVERT AND WE ARE REQUIRED TO UNDERGO THE [00:55:02] SAME EXERCISE. THE BILL DOES REQUIRE US TO SEAT A WORKGROUP . IT SPELLS OUT TWO SENATORS HAVE TO BE APPOINTED BY THE PRESIDENT OF THE SENATE, TWO DELEGATES BY THE SPEAKER OF THE HOUSE, TWO MEMBERS HAVE TO BE APPOINTED BY THE BOARD OF EDUCATION , WHICH IS WHY I AM HERE TODAY BEFORE YOU. THE CALVERT COUNTY BOARD OF COUNTY COMMISSIONERS , THEY HAVE ALREADY APPOINTED TWO MEMBERS . AND IN ADDITION, THE INTERAGENCY COMMISSION ON SCHOOL CONSTRUCTION ALSO SEATS A MEMBER, AS DOES THE MARYLAND STATE AUTHORITY SO THIS IS A WORKGROUP THAT NEEDS TO BE SEATED AND NEEDS TO REALLY, AS I SAID, STUDY THE VIABILITY AND OPERABILITY OF SEEING IF A PRIVATE PUBLIC PARTNERSHIP ARRANGEMENT COULD WORK FOR FUTURE PROJECTS FOR CALVERT COUNTY PUBLIC SCHOOLS AND NEEDS TO PRODUCE A REPORT BY DECEMBER 31, 2024. ESSENTIALLY THAT IS THE BACKGROUND AND I AM BEFORE YOU TODAY FOR ANY KINDS OF QUESTIONS YOU MIGHT HAVE. BUT ESSENTIALLY WHAT WE ARE ASKING THE BOARD TO APPOINT TWO MEMBERS FOR THIS CAUSE. >> SO YOU SAID CHARLES COUNTY WAS GIVEN A YEAR TO SEAT THEIR -- TO FIRE UP THIS COMMITTEE, RIGHT? >> ACTUALLY, THAT IS INCORRECT. NO, THEY HAVE SIX MONTHS , JUST LIKE WE DO. THEY HAD ASKED FOR A YEAR. THEY WERE NOT GIVEN A YEAR. WHEN THIS WAS GOING THROUGH THE GENERAL ASSEMBLY AS IT WAS A BILL, WE WERE ASKED WHETHER WE HAD ANY COMMENTS. WE STATED REALLY THIS TYPE OF WORK REQUIRES A YEAR, HOWEVER THAT WAS NOT TAKEN INTO CONSIDERATION, SO WE HAVE SIX MONTHS AS WELL, BUT REALLY, AT THIS POINT, WE DON'T HAVE SIX MONTHS. WE HAVE LESS THAN SIX MONTHS. >> WHAT IS YOUR RECOMMENDATION ON FINDING TWO PEOPLE QUALIFIED FOR THIS? OH, TWO BOARD MEMBERS? OH, I THOUGHT IT WAS STAFF AND I WAS LOOKING RIGHT AT THE PERSON. >> NO . >> AND THE OTHER PERSON, WHO IS OUR FINANCE PERSON . OKAY, WELL THAT PRECLUDES ME BECAUSE I WON'T BE AROUND IN SIX MONTHS, SO . THEN I'M GONE. THEN I'M GONE. >> IT STATES TWO MEMBERS THE WORKGROUP HAS TO CONSIST OF THE FOLLOWING MEMBERS AND THE LANGUAGE STATES TWO MEMBERS OF THE CALVERT COUNTY BOARD OF EDUCATION APPOINTED BY THE CHAIR OF THE CALVERT COUNTY BOARD OF EDUCATION . SO IT DOES NEED TO BE TWO MEMBERS FROM THE BOARD OF EDUCATION. >> OKAY . I HAD A BRIEF CONVERSATION WITH INEZ AND SHE IS NOT HERE TODAY, BUT SHE WILL BE ONE OF THE VOLUNTEERS. >> >> REALISTICALLY I AM SAYING THAT BECAUSE SHE HAS EXPERIENCE IN THIS AND SHE IS VERY FAMILIAR WITH IT. THIS IS IN HER WHEELHOUSE . >> ABSOLUTELY. >> YEAH, SHE'S NOT HERE . >> THIS IS COMPLICATED AND I'VE HEARD THERE HAVE BEEN PRETTY BIG DISASTERS THAT THEY HAD NOT WORKED OUT IN THE INTEREST OF THE ECONOMIC VIABILITY . IT IS A SERIOUS -- WHOEVER IS ON THE COMMITTEE NEEDS TO TAKE IT VERY SERIOUSLY. >> CAN I HAVE A CONVERSATION WITH HER , OR DOES THIS HAVE TO BE DONE NOW? I WOULD LIKE MORE INFORMATION . IT HAS TO BE DONE TODAY? >> WELL IT LOOKS LIKE YOU ARE THE ONLY BOARD MEMBER. >> I AM WILLING TO DO IT. >> GO AHEAD . >> IS THERE A TERM LIMIT OR -- NOT A TERM LIMIT, A TERM PERIOD FOR THE MEMBERS OR ARE THEY CONSTANTLY REAPPOINTED? >> >> OKAY, SOUNDS LIKE BOARD MEMBER GRENIS AND BOARD MEMBER CLAGGETT WILL BE THE TWO. DO WE NEED TO VOTE ON THAT? I NEED A VOTE REALLY QUICK BEFORE YOU CHANGE YOUR MIND. I CAN'T MAKE [01:00:02] THE MOTION. >> OH, NOW WE DON'T HAVE A QUORUM . THAT IS CORRECT. >> YES, BUT IT'S MAJORITY . MAJORITY. AS LONG AS WE HAVE THREE. >> OKAY. MOTION TO APPROVE? TO APPOINT MISS GRENIS AND CLAGGETT? >> SECOND. >> IT HAS BEEN PROPERLY MOVED AND SECONDED . ALL IN FAVOR? >> AYE. >> YEAH, WE GOT ALL THREE. ANY OPPOSED? THE MOTION PASSED 3-0 . >> THANK YOU. >> THANK YOU. NEXT , WE HAVE -- ON MINE , I HAVE CHILD NUTRITION, BUT WE CAN GO WITH FINANCIAL REPORT ? OH, YOU ARE DOING FINE. YES . CHILD NUTRITION MEALS AND MILK PRICES [7.04 Set Child Nutrition Meals & Milk Prices] . MR. JOHNSON? >> THANK YOU, PRESIDENT WHITE , DR. TOWNSEL, MEMBERS OF THE BOARD. I AM THE DISTRICT'S CHIEF FINANCIAL OFFICER. CALVERT COUNTY PUBLIC SCHOOLS HAS CHARGED THE SAME STUDENT BREAKFAST AND LUNCH PRICES FOR THE PAST EIGHT SCHOOL YEARS. FOR FISCAL YEAR 25, A PRICE INCREASE FOR STUDENT LUNCHES IN PROPOSED. THE $0.05 INCREASE IS PROPOSED FOR MILK PRICES. THE PROPOSED PRICE INCREASES FOR ELEMENTARY, MIDDLE SCHOOL, AND HIGH SCHOOL STUDENTS ARE SIGNIFICANTLY BELOW WHAT THE PRICES WOULD BE IF THEY HAD BEEN TIED TO THE CONSUMER PRICE INDEX. THE PROPOSED FY25 STUDENT LUNCH PRICES ARE WELL BELOW THE AVERAGE STUDENT LUNCH PRICE FOR NEIGHBORING COUNTIES BEING ANNE ARUNDEL, CHARLES, PRINCE GEORGES, AND ST. MARY'S. ANY RECOMMENDATION ? THE BOARD OF EDUCATION APPROVED AS NOTED IN THE LIST BELOW, AND STUDENT MILK PRICE AS WELL. >> MY ONLY QUESTION IS THAT -- >> WE NEED A MOTION FIRST. >> MOTION TO APPROVE? >> SECOND. >> THERE HAS BEEN A PROPER MOTION AND SECOND. DISCUSSION? >> AT WHAT POINT WHAT WAS LEFT IN OUR ENTERPRISE PLAN WAS QUITE HIGH. OUR ENDING BALANCE. OUR RESERVE BALANCE, WHATEVER IT WAS CALLED. THEY WERE SUPPOSED TO BE WORKING THROUGH THAT IN OTHER WAYS. YOU KNOW, TO REDUCE THAT LEVEL TO WHAT IS THE STATUTORY LEVEL WE ARE SUPPOSED TO BE HOLDING. DO YOU KNOW IF THEY HAVE BEEN SUCCESSFUL IN THAT ? YOU KNOW, IF NOT, THEORETICALLY COULD AND WE USE SOME OF THAT FUNDING TO KEEP PRICES SET FOR ANOTHER YEAR? THAT WAS MY QUESTION. >> WE ARE IN THE PROCESS OF CLOSING OF THE BOOKS FOR FY24 AND WE WILL BE ABLE TO ANSWER THAT QUESTION DEFINITIVELY IN A COUPLE OF MONTHS REGARDING WHAT THE FUND BALANCE CHANGE WAS. IT IS TOO EARLY TO TELL FOR CERTAIN. WE DO HAVE A SPEND DOWN PLAN FOR WHAT THE STATE CALLS THE ACCESS FUND BALANCE . WE ALSO ANTICIPATE AND ARE CERTAIN OF SOME NEW ADDITIONAL COSTS FOR THE FOOD SERVICE PROGRAM FOR FY25. >> I'M SORRY, COULD YOU REPEAT THE LAST SENTENCE YOU JUST SAID? >> YES. WE HAVE SOME NEW COSTS FOR FY25. >> INCREASED COSTS? >> YES, COSTS TO THE DISTRICT. >> BUT THOSE COSTS ARE NOT BEING TRANSFERRED TO FAMILIES, CORRECT? >> THE RATES INCREASES THAT ARE PROPOSED WOULD BE AN INCREASE FOR FAMILIES. THIS REPRESENTS THE COST FOR THE ENTIRE CHILD NUTRITION PROGRAM . THE COST THAT ARE INCREASING ARE PART OF THE CHILD NUTRITION PROGRAM FOOD BUDGET , SO THEY ARE INTERRELATED, YES. >> DO YOU KNOW WHY THEY INCREASED THE ELEMENTARY MORE THAN PERCENTAGEWISE MORE THAN THE MIDDLE AND HIGH SCHOOL? OH, I'M SORRY. IT IS LESS. YEAH, SORRY. I HAD MY QUESTION [01:05:01] BACKWARDS. WHY THE MIDDLE SCHOOL AND HIGH SCHOOL HAD A HIGHER INCREASE THAN THE ELEMENTARY SCHOOL? >> I'LL BE HAPPY TO CONFIRM THAT WITH OUR FOOD SERVICE SUPERVISOR REGARDING THAT, BUT TYPICALLY THE AMOUNTS PROPOSED ARE MULTIPLES OF A NICKEL. >> YEAH. AND IT LOOKS LIKE IT IS JUST TRYING TO GET TO WHAT THE OTHER LOCAL SCHOOL DISTRICTS ARE IN. >> JUST TO CLARIFY , BECAUSE THE INCREASE IS RELATIVELY SMALL AND STILL BELOW OTHER COUNTIES, WE CAN WITH SOME CERTAINTY SAY THE INCREASE WOULDN'T HAVE A SIGNIFICANT IMPACT ON STUDENTS AND FAMILIES IN TERMS OF MAKING SURE THEY ARE STILL ABLE TO GET LUNCH IF THEY AREN'T ON FARMS OR SOME OTHER PROGRAM. >> THE PRIMARY VEHICLE WOULD BE THE FREE AND REDUCED PRICE LUNCH PROGRAM. >> SO THIS IS NOT THE PRICING FOR FREE AND REDUCED PRICE LUNCH? >> THAT IS CORRECT . >> OKAY, WELL I MEAN IF I WERE A PARENT AND I SAW A 7% INCREASE, I WOULD THINK THAT MATTERS. BUT THEY HAVEN'T SEEN AN INCREASE IN SO LONG, SO IT WOULD PROBABLY BE UNDERSTANDABLE TO MOST OF OUR FAMILIES . >> ANY OTHER DISCUSSION? ALL IN FAVOR? >> AYE. >> OPPOSED? THE MOTION PASSED 3-0. NEXT, WE HAVE SET TUITION [7.05 Set Tuition Rates] RATES. MISS CECELIA LEWIS? >> GOOD AFTERNOON. MY NAME IS SCOTT JOHNSON, CHIEF FINANCIAL OFFICER AND WE HAVE ON THE TABLE SHOWN ABOVE THAT WE HAVE RECOMMENDED TUITION ADJUSTMENT FOR IN DISTRICT -- OR IN STATE AND OUT OF STATE STUDENTS. THESE RATES ARE BASED ON A CALCULATION SHOWN ON THE ATTACHED DOCUMENT. I WOULD BE HAPPY TO RESPOND TO ANY QUESTIONS YOU MIGHT HAVE. THESE ARE SET BY THE BOARD EACH YEAR. >> MOTION TO APPROVE? >> I'M JUST CURIOUS, HOW MANY STUDENTS FROM OUT OF STATE DO WE GET? >> WE HAVE TO HAVE A SECOND FIRST. >> OH, SORRY. SECOND. >> IT HAS BEEN PROPERLY AND MOVED AND SECONDED . ANY DISCUSSION? >> DO YOU MEAN OUT-OF-STATE AS IN MARYLAND, OR OUT OF DISTRICT ? >> OUT-OF-STATE . >> OKAY . I WILL HAVE TO GET THAT DATA FOR YOU IN TERMS OF THE OUT-OF-STATE NUMBER. I DON'T HAVE THAT AVAILABLE AT THIS TIME BUT I DO HAVE A TOTAL NUMBER OF STUDENTS THAT WE HAVE WHO PAY TUITION . >> OKAY, AND WHAT WOULD THAT BE? >> WE HAVE A TOTAL OF 28 STUDENTS WITH APPLICATIONS. 20 OUR RETURNING STUDENTS. WE CURRENTLY HAVE IN THE 2023-2024 SCHOOL YEAR , 21 STUDENTS ALL BUT ONE STUDENT IS RETURNING AND WE HAVE 8 NEW APPLICATIONS. OF THAT, 15 STUDENTS ARE STUDENTS WHO PAY 35% OF THE TUITION RATE. >> THANK HEAVENS BECAUSE SOME OF THESE RATES ARE AS HIGH AS PRIVATE SCHOOLS. SO HOW IS TRANSPORTATION HANDLED FOR OUT OF COUNTY? >> THEY PROVIDE THEIR OWN TRANSPORTATION. >> THEY PROVIDE THEIR OWN? WOW. >> ANY OTHER DISCUSSION? >> ARE THE PRICES THE SAME FOR OUT OF COUNTY AND OUT OF STATE? THIS CHART JUST TALKS ABOUT OUT-OF-STATE. >> IT SAYS IN MARYLAND . THAT IS HOW TO KNOW WHICH DISTINCTION. I DON'T HAVE THAT DATA POINT BUT I WOULD BE HAPPY TO GET THAT FOR YOU, HOW MANY OF THESE 28 ARE OUT-OF-STATE . HISTORICALLY I WOULD IMAGINE THERE ARE NOT MANY OUT-OF-STATE. MOST ARE OUT OF DISTRICT. >> MAKES SENSE . THANK YOU. [01:10:05] >> ALL IN FAVOR? >> AYE. >> OPPOSED? THE MOTION PASSED 3-0. NEXT , FINANCIAL REPORT. [7.06 Financial Reports] MR. JOHNSON ? >> THANK YOU, PRESIDENT WHITE, DR. TOWNSEL, MEMBERS OF THE BOARD. SCOTT JOHNSON, CHIEF FINANCIAL OFFICER . THIS AFTERNOON I WILL PRESENT THE FINANCIAL REPORTS. IT MAY BE HELPFUL TO NOTE THE NUMBER OF BUDGET TRANSFERS WERE APPROVED IN JUNE , SO SOME OF THE ACCOUNT OVERAGES ON THESE REPORTS HAVE SINCE BEEN RESOLVED AND ELIMINATED WITH THE BUDGET TRANSFERS. ON THE FIRST BUDGET REPORT ON PAGE TWO, THIS IS THE GENERAL FUND REPORT AND AS OF MAY 31, THE DISTRICT RECEIVED A $238.3 MILLION REPRESENTING 89.4% OF THE TOTAL REVENUE BUDGETED FROM THIS FUND . THE SECOND REPORT, PAGE THREE, IS AN EXPENSE REPORT BY BUDGET CATEGORY AND THIS REPORT SHOWS THAT AS MAY 31, THE DISTRICT HAD EXPENDED $215.1 MILLION AND HAD OUTSTANDING OF $37.5 MILLION . COMBINED THIS ARE PRESENT 94.7% OF THE TOTAL GENERAL FUND EXPENDITURE BUDGET. AND THE THIRD REPORT ON PAGE FOUR IS THE EXPENDITURE BUDGET TO ACTUAL SUMMARY REPORT BY THE TYPE OF EXPENSE OR WHAT WE CALL OBJECT AND THE BUDGET OVERAGE THAT YOU SEE UNDER THE TRANSFERS LINE FOR THIS REPORT IS FOR THE NONPUBLIC TRANSFERS FOR SPECIAL EDUCATION THAT WE'VE NOTED IN A PREVIOUS REPORT OR TWO. BUDGET TRANSFER WAS MADE IN JUNE TO INCREASE THIS BUDGET ACCOUNT . THE FOURTH AND FINAL REPORT I WILL PRESENT THIS AFTERNOON IS ON PAGE FIVE TO SEVEN. THIS PROVIDES A BRIEF BIRD'S-EYE VIEW OF A SUMMARY OF EACH OF THE BUDGET CATEGORIES AND IS DIVIDED INTO THE TYPES OR OBJECTS. THIS CONCLUDES THE FINANCIAL REPORTS FOR TODAY. IF THERE ARE ANY QUESTIONS, I WOULD BE HAPPY TO RESPOND. >> WHAT DO YOU SEE ARE ANY MAJOR RISKS IN OUR BUDGET , OR IF THERE ARE NONE, MAJOR SAVINGS? >> THE LARGEST ONE IS THE ONE I NOTED A MOMENT AGO, BEING THE ONE WE SHARED IN PREVIOUS MONTHS. THAT IS THE NONPUBLIC TRANSFERS FOR SPECIAL EDUCATION. AGAIN, MOST OF THAT WAS RESOLVED WITH THE BUDGET TRANSFER BACK IN JUNE. >> WHICH NETTED TO ZERO, RIGHT? YOU WERE ABLE TO FIND SAVINGS AND OTHER SPECIAL EDUCATION AREAS ? >> I DON'T RECALL FOR CERTAIN IF IT WAS COMPLETELY NETTED TO ZERO, BUT IT WAS SUBSTANTIALLY REDUCED AND OVERALL I'M CONFIDENT WE WILL EXPAND THE TOTAL BUDGET FOR FY24. >> ON PAGE FOUR , LISTED IN " OTHER CHARGES," IS THERE A PLACE IN OUR ADOPTED OPERATING BUDGET I CAN FIND OUT WHAT "OTHER CHARGES" ARE? ON THIS PARTICULAR PAGE, WE ARE AT $66.8 MILLION AND THE AVAILABLE BALANCE IS 1.8 . WHAT KIND OF CATEGORY ? >> IT'S ALL THE REST OF THE CATEGORIES. IT'S MAINLY LIKE OUR CHARGES, CORRECT? >> THESE ARE CODES SPECIFIED BY THE STATE. I'M SORRY THEY ARE LABELED AND WE USED THE STATE'S FINANCIAL REPORTING AND THIS ALIGNS WITH THAT. AS MISS BALINSKI NOTED, THOSE ARE FIXED COSTS LIKE EMPLOYEE BENEFITS, FICA, RETIREMENT, WORKMEN'S COMP., DENTAL, VISION INSURANCE . I MIGHT BE MISSING ONE OR TWO. ACCIDENTAL DEATH AND DISMEMBERMENT. >> THAT'S $55 MILLION ? 56 MILLION OF THE BUDGET, OF THE 66? EVERYTHING ELSE IS CONTRACTED SERVICES. THAT WOULD BE -- IS IT EQUIPMENT TOO? IT WOULD BE EQUIPMENT TOO, WOULDN'T IT? >> I BELIEVE IT WOULD INCLUDE EQUIPMENT , YES. >> OKAY, THANK YOU. >> ANY OTHER QUESTIONS? >> YEAH, ON THE REVENUE SIDE, WHAT IS THE ESP BONUS? >> THAT THE GRANT FROM THE STATE FOR THE EDUCATIONAL SUPPORT PROFESSIONALS. THAT REPRESENTS A PAYMENT OF ALMOST $500 PER PERSON , PER ELIGIBLE ESP MEMBER. >> OH, THAT'S RIGHT. THAT'S RIGHT. SO WE PUT IT HERE AND IT GETS INCORPORATED INTO OUR [01:15:01] EXPENSE SIDE? >> YES . >> OKAY. AND THEN MY LAST QUESTION IS ALSO ON THE REVENUE PAGE. ROTC ? HAVEN'T RECEIVED MUCH ON THAT. IS THAT DUE TO THE FACT WE HAD STRUGGLED WITH KEEPING OUR INSTRUCTORS ON BOARD AND WE ARE NOT GOING TO BE REMUNERATED BY THE FEDS? IS THAT A CORRECT STATEMENT? >> I BELIEVE IT IS DUE PRIMARILY TO A TIMING ISSUE WHEN WE RECEIVED THE FUNDS, BUT I WILL VERIFY THAT. >> OH, SO IT'S COMING, THE 250,000 BUT IT'S JUST NOT HERE YET? >> I'M NOT SURE THAT THE FULL AMOUNT IS COMING BUT I WOULD BE HAPPY TO CHECK WHAT THE ESTIMATE IS. >> WE HAVE HAD TO HAVE REDUCTIONS IN THESE PROGRAMS, RIGHT? >> YES . CURRENTLY WE HAVE THE D.C. PROGRAM THAT REPLACED THE PROGRAM AT NORTHERN SO WE NO LONGER GET FUNDING FOR NJRTC FROM NORTHERN. WE HAD TWO VACANCIES AT BOTH PATUXENT HIGH SCHOOL AND HUNTINGTOWN HIGH SCHOOL . I DON'T KNOW HOW THAT WILL AFFECT THE OVERALL FUNDING WHEN WE DIDN'T HAVE TWO NAVAL SCIENCE INSTRUCTORS FOR THE SYSTEM. AND SINCE YOU BROUGHT IT UP, MISS BALINSKI, I JUST WANT TO LET YOU KNOW WE HAVE PUSHED OUT INCREASED VISIBILITY BECAUSE CURRENTLY WE HAVE TWO VACANCIES AT PATUXENT HIGH SCHOOL. WE HAVE ONE VACANCY AT HUNTINGTOWN HIGH SCHOOL THAT CONTINUES TO BE AND WE HAVE A VACANCY AT CALVERT HIGH SCHOOL AND WE ARE HAVING A VERY DIFFICULT TIME FINDING THOSE ADDITIONS. >> SUCH A SHAME. THOSE ARE VERY, VERY GOOD PROGRAMS AND A LOT OF KIDS I THINK WE ARE ENROLLING OUR STUDENTS IN THAT , RIGHT? >> WE ARE ENROLLING STUDENTS. OUR ENROLLMENT HAS DROPPED. CALVERT HIGH SCHOOL IS RIGHT NOW THE ONE WITH THE LARGEST ENROLLMENT FOR THE UPCOMING YEAR. HUNTINGTON HIGH SCHOOL CONTINUES TO BE UNDER ENROLLED FOR A SECOND YEAR BUT THEY HAVE NOT BEEN PLACED ON PROBATION. AND PATUXENT HIGH SCHOOL IS UNDER ENROLLED AS WELL AND THEY END HEARD THE FIRST YEAR OF PROBATION . OUR CONCERN GENERALLY WITH ROTC , WILL WE BE ABLE TO GET TO THE INSTRUCTORS IN ORDER TO HAVE VALUABLE PROGRAMS AT THE SCHOOLS? >> SO IF I COULD ADD, I'VE ASKED DR. TOWNSEL -- I'VE ASKED DR. JOHNSON AND THE TEAM TO REALLY HOLD OFF ON , YOU KNOW, I WAS NOT MOVING FORWARD. WE ARE GIVING IT TO THE VERY, VERY LAST MEN IF YOU LOOK ALL OVER SOCIAL MEDIA, WE SIGNAL BOOST THE JOB VACANCY. IT HAS BEEN SHEARED -- SHARED NEARLY 100 TIMES ACROSS NETWORKS. IF YOU KNOW ANYBODY, PLEASE SHARE. WE NEED THOSE INSTRUCTORS AT OUR HIGH SCHOOLS BECAUSE WE DO NOT WANT TO GET RID OF THAT PROGRAM BUT IT IS POSSIBLE DUE TO NO INSTRUCTOR AND CRITICALLY LOW ENROLLMENT. >> PATUXENT HIGH SCHOOL DID HAVE SOMEONE REACH OUT WITH INTEREST , BUT THEY ARE NOT AVAILABLE UNTIL NEXT APRIL SO THEY HAVE TO DO SOME WORK BUT HE AT LEAST HEARD FROM SOMEONE WHO MIGHT BE INTERESTED BUT THAT WILL NOT HELP US FOR MOST OF THE YEAR. >> WEIRD WE DRAW THESE PEOPLE FROM ? WE HAVE A HUGE MILITARY BASED ON THE ROAD. I WONDER , IS IT THEY ARE SPECIALLY QUALIFIED? >> THEY HAVE TO BE SPECIALLY QUALIFIED AND WE GO TO AREA FIVE OF THE NAVY, WHO GOVERNS NJRTC AND WE WORK WITH THAT AREA MANAGER TO IDENTIFY FROM THEIR BIG LIST OF PEOPLE WHO ARE AVAILABLE FOR ROTC POSITIONS AND WE PULL FROM THOSE. IF SOMEONE CONTACTS OFF SUCH AS SOMEONE THAT WOULD SAY, OH, I'M INTERESTED IN IT , WE WOULD ACTUALLY CONNECT THEM WITH THE NAVY IN ORDER TO FIND OUT IF THEY WOULD BE ABLE TO SERVE IN THAT CAPACITY. >> THANK YOU. >> IF I COULD ASK A QUICK QUESTION. SORRY, I'M NOT A BUDGET EXPERT READING THIS IS A LOT FOR ME BUT I HAD A QUESTION ABOUT ATHLETIC TRAINERS IN THE UPCOMING YEAR AND WHAT IT MEANS IN TERMS OF THIS FINANCIAL REPORT. I AM HEARING FROM STUDENTS THAT HAS BEEN A CONCERN ON THE ATHLETIC SIDE. AND OBVIOUSLY IT IS HARD TO RECRUIT JUST AS IT IS WITH ROTC SPECIAL ATHLETIC TRAINERS. IF YOU COULD SPEAK TO THAT, THAT WOULD BE WONDERFUL. >> THESE BUDGET REPORTS ARE FROM MAY OF 2024 UNTIL THE NEW [01:20:03] FISCAL YEAR, WHICH BEGAN LAST WEEK IT INCLUDES ATHLETIC TRAINER WAGES AND BENEFITS. >> GRACE , WE CURRENTLY HAVE THREE ATHLETIC TRAINERS THAT HAVE BEEN HIRED THAT ARE CURRENTLY WORKING. WE HAVE A VACANCY AT CALVERT HIGH SCHOOL, SO WE ARE STILL LOOKING FOR A TRAINER . >> THANK YOU. AND IS THAT TRAINER SWAPPING BACK FOR ANOTHER SCHOOL FOR CALVERT HIGH SCHOOL? >> ARE THE OTHER TRAINERS HELPING SUPPORT CALVERT HIGH SCHOOL? I DON'T KNOW THE ANSWER TO THAT YET . >> OKAY, THANK YOU. >> NOW THAT YOU BROUGHT UP ATHLETICS, I REMEMBER I HAD ONE LAST QUESTION. IT'S ON PAGE 16 , UNDER TRANSPORTATION . IT WAS ATHLETIC TRANSPORTATION AND WE HAD EXCEEDED A PRETTY LARGE BUDGET OF A $444,000 BY $100,000. I JUST WONDERED , IS THAT BECAUSE WE HAD SO MANY STATE CHAMPIONSHIPS OR SOMETHING? DO WE KNOW WHY ? I KNOW YOU PROBABLY DON'T KNOW THIS RIGHT HERE, BUT THAT WOULD BE SOMETHING INTERESTING FOR YOU TO PUT IN THE MONTHLY OR WEEKLY NEWSLETTER. WHY WE SEATED BY SO MUCH. >> COULD YOU PLEASE REPEAT WHICH LINE THAT WAS? 15? >> PAGE 16 OF THE PDF. IT'S ATHLETIC -- TRANSPORTATION. 209-3400. WE EXCEEDED BUDGET BY 25% . >> IT MAY BE PAGE NINE . >> YES, THE BOTTOM. I DON'T HAVE A PAGE NUMBER. 16 . >> THE TOP OF THE PAGE IS 9 AND THE BOTTOM IS 16. >> THANK YOU. IF YOU WOULD JUST -- BECAUSE THEN IT LEADS ME TO WORRY, HAPPY UNDER BUDGETED FOR NEXT YEAR? >> OKAY, ANY OTHER DISCUSSION? OKAY . THANK YOU, MR. JOHNSON. [8. Board Comments] NEXT, WE WILL MOVE INTO BOARD MEMBER COMMENTS. MISS MINAKOWSKI? >> THANK YOU. I WANTED TO GIVE A SHOUT OUT TO THE STUDENTS THAT GOT THEIR AP TESTS BACK. WONDERFUL WORK. WE'VE HAD HIGH RATES OF PASS IN CALVERT COUNTY, WHICH IS WONDERFUL AND IT'S AWESOME TO SEE SO MANY STUDENTS TAKING COLLEGE-LEVEL COURSES AND I'M EXCEPTIONALLY PROUD OF OUR SCHOOL SYSTEM FOR OFFERING SO MANY COLLEGE-LEVEL COURSES. ALSO, SHOUT OUT TO THE ATHLETES PARTICIPATING IN SUMMER WORKOUTS . ESPECIALLY TO THE CROSS COUNTRY TEAM, MY TEAM. AND ONE LAST THING, JUST AS A REMINDER FOR THE RISING SENIORS, APPLICATIONS OPEN AUGUST 1ST, SO IMPORTANT TO START THINKING ABOUT YOUR FUTURE AND BUILDING YOUR SCHOOLS LIST. THANK YOU , AND I HOPE EVERYONE HAD A GREAT FOURTH OF JULY. >> MISS GRENIS? >> KEEPING IN THE THEME OF A SHORT MEETING, I WILL KEEP MY COMMENTS SHORT. I WOULD LIKE TO ACKNOWLEDGE THE CCPS STAFF TEACHING SUMMER SCHOOL. I GREATLY APPRECIATE YOUR TIME AND DEDICATION TO OUR STUDENTS. AS A REMINDER, THE NEW CELL PHONE POLICY WILL TAKE EFFECT ONCE STUDENTS RETURN. PARENTS, PLEASE TAKE A MOMENT TO LOOK UP THE TELEPHONE NUMBERS FOR THE SCHOOL YOUR CHILD WILL BE ATTENDING AND ADD IT TO YOUR CONTACT LIST . TO ALL OF OUR STAFF AND STUDENTS, I HOPE YOU ARE ENJOYING TIME WITH FAMILY , FRIENDS, OR JUST TAKING TIME FOR YOURSELF TO RELAX AND REJUVENATE. ENJOY THE SUMMER AND STAY COOL. THANK YOU. >> MISS BALINSKI ? >> I WOULD LIKE TO OFFER MY CONGRATULATIONS AGAIN TO DR. TOWNSEL WHO HAS BEEN APPOINTED PRESIDENT OF THE SUPERINTENDENTS ASSOCIATION. I'VE BEEN ON THE BOARD FOR 12 YEARS AND IN THOSE 12 YEARS, I'VE HAD THREE SUPERINTENDENTS . ALL THREE WERE APPOINTED AS PRESIDENT AT ONE POINT IN TIME. WHEN YOU THINK ABOUT IT, THERE ARE 24 SCHOOL SYSTEMS, SO THREE CAME FROM CALVERT COUNTY WITHIN 12 YEARS. I THINK THAT SPEAKS WELL OF THE -- I WOULD THINK THEY'RE TRYING TO ELECT [01:25:01] SUPERINTENDENTS WHO HAVE QUALITY SCHOOL SYSTEMS, SO THANK YOU. I HOPE YOU CAN CARRY ON A GOOD TRADITION THERE. AND CONGRATULATIONS TO ALL OF THE NEW APPOINTMENTS. DR. JOHNSON , IT IS VERY BRAVE OF YOU TO JUMP INTO THE OPERATIONAL SIDE. AS YOU KNOW, THERE ARE A LOT OF CHALLENGES THERE, BUT I ALSO EXPEND -- EXTEND MY APPRECIATION TO TONY NAVARRO FOR THE STEPS YOU ARE WALKING INTO. HE, YOU KNOW, HAD SUCH DEDICATION TO CCPS AND WE APPRECIATE THAT SO MUCH, SO GOOD LUCK. AND MS. JACOBS , JACKIE, GOOD LUCK TO YOU IN YOUR NEW ROLE. THE TWO OF YOU WORKING TOGETHER WILL BE VERY IMPORTANT FOR OUR SCHOOL SYSTEM GOING FORWARD. AND THEN WHEN YOU MENTIONED A T -- AP , GRACE, I JUST WANTED TO GIVE A PERSONAL STORY. WHEN MY DAUGHTER WAS ACCEPTED TO THE UNIVERSITY OF NORTH CAROLINA AT CHAPEL HILL, THE VERY FIRST DAY I REMEMBER WE WERE THERE SHE WAS STANDING IN LINE TO GET HER ROOM ASSIGNMENT IN THE DORM AND STUFF AND WHEN THEY HEARD SHE WAS FROM OUT OF STATE THEY SAID, "YOU MUST BE SMART." THEY ACCEPT VERY FEW PEOPLE. THEN WHEN THEY HEARD THE NUMBER OF AP COURSES SHE HAD AVAILABLE TO HER, THEIR MOUTHS DROPPED. HER ROOMMATE SAID THEY HAD TO GO OUT ON THEIR OWN AND TAKE IT BECAUSE THEIR HIGH SCHOOLS DIDN'T HARDLY OFFER ANYTHING AND THEY HAD TO SEARCH AND SEARCH AND DO IT ON THEIR OWN TIME AND AT THEIR OWN COST OF EVERYTHING. I JUST TOOK IT FOR GRANTED , YOU KNOW, THAT OUR STUDENTS HAD SO MUCH AND THE DEPTH OF THE AP COURSE OFFERINGS ARE VERY, VERY APPRECIATIVE. CONGRATULATIONS ALSO TO OLIVIA HERRON FROM NORTHERN HIGH SCHOOL. IT WILL BE A NATIONAL SECRETARY FOR FB L.A.. HAVING A NATIONAL OFFICER , SO THAT IS A WONDERFUL THING , SHE WILL BE ABLE TO BRING BACK THAT PERSPECTIVE ON THE NATIONAL BASIS TO US HERE. ALSO FOR THE SKILLS USA PEOPLE , WE ARE ALWAYS VERY PROUD OF THEM. THEY HAVE DONE AN OUTSTANDING JOB AT THEIR COMPETITIONS. AND , YES, THANK YOU TO THE SUMMER SCHOOL. I KNOW IT'S TOUGH, ESPECIALLY WITH THIS 105 HEAT INDEX. YOU WANT TO GET OUT RATHER THAN SIT IN THE BUILDING. THANK YOU TO THE TEACHERS FOR SUMMER SCHOOL AND GOOD LUCK TO EVERYBODY WHO IS PARTICIPATING IN SUMMER SCHOOL. I WILL BE THERE AT THE GRADUATION IN AUGUST . THANK YOU. >> MISS POST ? >> WHAT GOOD TIMING. I CAME BACK AT THE END. SORRY. TO ECHO A BIT OF WHAT DAWN SAID, SPECIAL THANK YOU TO THE TEACHERS THAT ARE TEACHING SUMMER SCHOOL AND THE TEACHERS TEACHING ONLINE CLASSES. TWO OF WHICH MY CHILDREN ARE PARTICIPATING IN AND HAVING A REALLY GREAT EXPERIENCE. I ALSO WANTED TO SAY THANK YOU TO THE STAFF IN THE BUILDINGS CONTINUING TO WORK AND ARE BUSY ON SCHEDULES AND ALL OF THE THINGS AND PREPARATION FOR THE SCHOOL YEAR. IT HAS ALLOWED US TO HAVE A BIT OF A SLOWER PACE . I APPRECIATE EVERYONE'S EFFORT AND I HOPE EVERYONE ENJOYS THEIR SUMMER AND THAT'S IT. HAVE A GOOD EVENING. >> THANK YOU GUYS FOR ALL OF YOUR HARD WORK. THANK YOU GUYS FOR BEING HERE. AS I AM SITTING HERE LOOKING , I'VE HAD CONVERSATIONS OR CONTACT WITH MOST OF THE PEOPLE IN THIS ROOM AND YOU COULD BE ANYWHERE BUT YOU ARE HERE SHOWING YOU CARE ABOUT OUR SYSTEM, SO I APPRECIATE YOU GUYS SHOWING UP ALSO. CONGRATULATIONS. I ENJOYED EVERYTHING EVERYONE SET UP THERE. THANK YOU, * This transcript was compiled from uncorrected Closed Captioning.
