THEY WILL PROVIDE ADDITIONAL SUPPORT AND INFORMATION ABOUT THE PROJECT. FOR ANYTHING. DIRECTOR OF SCHOOL CONSTRUCTION. FOR A LITTLE BIT OF BACKGROUND. WHEN WE DISCOVERED THAT THE SEPTIC FIELD AT HUNTINGTOWN ELEMENTARY OR FAMILY IMMEDIATELY ASKED FOR THE STATE ASSISTANCE FOR EMERGENCIES FUNDS RELATED TO THAT. THEY DID OKAY FOR US. WE SPENT ABOUT A YEAR GOING BACK AND FORTH GETTING THE DESIGNED APPROVED THROUGH THE DEPARTMENT OF HEALTH AND ENVIRONMENT. IS A CRITICAL PROJECT OBVIOUSLY. WE NEED TO PROVIDE. SANITARY SERVICES. BECAUSE OF THE FAILURE OF THIS FIELD, AS A RANGE IN TERMS OF THE DEPARTMENT OF FACILITIES HAS SPENCE PUMPING THESE TANKS BECAUSE THE FIELDS ARE ESSENTIALLY FAILING. THEY BENT BETWEEN -- THEY SPENCE BETWEEN $50 -- 50,000 AND $70,000. IT IS MUCH NEEDED AND NEEDED TO GET DONE AND WERE READY TO DO WITH THE SUMMER. FOR SOME BACKGROUND, I WANTED TO SHARE THIS WITH YOU.

>> I HAVE A QUESTION. HE SAID THE STATE IS GOING TO HELP ?
>> CORRECT. I DID GO BEFORE THE BOARD OF COUNTY COMMISSIONERS TO ASK FOR ASSISTANCE. THEY STATED WE PUT IN AVENUE AND WE HAD TO COME UP WITH THE OTHER LOCAL HALF FROM THE CAPITAL OUTLAY BUDGET. WE WERE ABLE TO GARNER SAVINGS TO SOME OTHER C.A.P. PROJECTS ON THE LOCAL SIDE. WE KNOW WE NEEDED TO UNFORTUNATELY UTILIZE . THE C4 UNFORTUNATELY THESE BIDS HAVE COME IN A LITTLE BIT HIGHER THAN WHAT WE ANTICIPATED. WE HAD TO DEPEND A LITTLE BIT MORE. THE STATE IS ALLOCATING HUNDRED AND $85,000 OF THE PROJECT. WE HAVE TO SPEND ANOTHER 60 WE HAVE TO SPEND ANOTHER 60,000 OR SO. THERE IS AN OPPORTUNITY AND I'LL BE GOING BEFORE THE STATES BECAUSE THE PROJECT CAME IN A LITTLE BIT OVER BUDGET. THERE IS AN OPPORTUNITY FOR US TO GET ADDITIONAL STATE PARTICIPATION.
I'LL BE LOOKINMAXIMIZE THE STATE ALLOCATION AND MINIMIZE WHAT WE NEED TO TAKE UP FROM CAPITAL LAYOUT ALTERATIONS. THEY WERE IN THE PROCESS OF DOING THAT AFTER WE
RECEIVED APPROVAL. >> WILL BE DONE THIS SUMMER?
>> THAT IS CORRECT. IT WOULD BE DONE THIS SUMMER.
>> DOES THE CONTRACTOR WORK FOR THE SCHOOL SYSTEM BEFORE?
>> RIGHT. DURING THE TIME THAT I HAVE BEEN HERE, THEY HAVE NOT DONE ANY STEP PICK FIELD REPLACEMENT PROJECTS FOR US. WE DON'T DO VERY MANY SEPTIC REPLACEMENT PROJECTS. THEY ARE KNOWN NOT ONLY THAT THEY ARE LISTED AS ONE OF THE APPROVED THERE'S THAT WAS A REQUIREMENT THAT WE ASK FOR CONTRACTORS IN ORDER TO BE REQUALIFIED TO GET PROJECTS THEY HAVE DONE ALONG WITH REGISTRANTS AND RECERTIFIED WITH THEY DO A LOT OF WORK IN THE AREA. IT IS NORMAL FOR PUBLIC AND PRIVATE ENTITIES CANNOT CONTINUE TO SWITCH BECAUSE OF THE COST OF THE PRODUCTS AND COST TO SET IT ALL UP BECAUSE OF ALL THE MAN-HOURS. ESPECIALLY BECAUSE WE HAD SYSTEMS FOR SO LONG WE CUSTOMIZED THEM AND COMPUTER PROGRAM SPENT THOUSANDS OF HOURS CUSTOMIZING OUT OF THEM TO MEET OUR NEEDS. USERS ARE PRETTY GOOD AND PRETTY WELL-TRAINED AFTER THE FEW YEARS WE'VE BEEN ON THE SYSTEM. THEY ALREADY HAVE IT FINISHED OR DELETED ALREADY.
FOR THOSE WHO DON'T DISSEMINATE EMAILS, AS FREQUENTLY, THEY'LL GO AND TAKE CARE OF IT FOR THEM.

BY THE END OF THAT YEAR, WE BROUGHT IT DOWN TO 2%. WITH THE PHISHING EMAILS AND DIFFERENT CYBER SECURITY AWARENESS TRAININGS WE RELEASED THROUGH THE APPLICATION AS WELL AS THE QUIZZES THAT GO WITH IT. WE CONTINUE TO HAVE SUCCESS IN SUBSEQUENT YEARS. THE DANGEROUS THREATS OF RANSOMWARE AND MALWARE AND PHISHING ATTACKS AND INSIDER THREATS AND ACCESS CONTROL TO NAME A FEW. IS REASON ENOUGH WAY WE NEED TO HAVE A CHESTED SUB SECURITY NETWORK MONITORING SERVICE IN PLACE. LOCATION OF THE VENDOR ALSO PROVIDES QUICKER ON-SITE RESPONSE TIMES IN THE EVENT CYBER SECURITY INCIDENTS TAKES PLACE. IT IS IMPORTANT TO NOTE THAT INITIALLY THE CONTRACT WITH SECULAR SOLUTIONS WAS A COOPERATIVE PURCHASE THAT OPERATED A 5% DISCOUNT ON THE SUB SECURITY HARDWARE AND MONITORING SERVICES BASED ON NEGOTIATIONS WITH THE VENDOR REGARDING THE COOPERATIVE PURCHASE. WE DISCOVERED DISCOUNTS OF 11% THAT CAN BE ACHIEVED BY WORKING DIRECTLY WITH THE VENDOR. FORGOING COOPERATIVE PURCHASES ALTOGETHER. DEPARTMENT AND THE SUB SECURITY EFFORTS FROM JULY 1, 2024. THE JUNE 30, 2025. THE COST OF NOT HAVING THE CYBER SECURITY AND NETWORK MONITORING STRATEGY IN PLACE WILL BE CATASTROPHIC FOR THE DISTRICT IN THE EVENT OF A WORST-CASE SCENARIO. WE DID LOOK AT OTHER COMPANIES THAT ARE TRYING TO COME UP TO THIS LEVEL. AND THE COMPANY DOING IT NOW HAS A PATENTED ALGORITHM WITH THEIR SENSING TECHNOLOGY. WE HAVE TWO SMALL DEVICES. THEY CAN HAVE BOOTS ON THE GROUND HERE IF WE ARE IN AN INCIDENT WITHIN 45 MINUTES. WHEN THEY WERE HIT, IN 2019, THEY WERE THE COMPANY ON THE GROUND AND WE SAVED THEM SEVERAL HUNDREDS OF THOUSANDS OF DOLLARS AND BROUGHT THEM BACK ONLINE WELL BEFORE ANYBODY THOUGHT THEY COULD. BUT I CHEST
THEM. >> YOU MENTIONED THE DEVICE AT HUNTINGTON HIGH SCHOOL IN MEETING THE NARRATIVE. WITHOUT A MENTION THE DEVICE WAS AT A DIFFERENT SCHOOL? IS IT A DIFFERENT DEVICE YOU ARE SPEAKING ON?

FOR THE MICROSOFT. >> THANK YOU. WE WILL HAVE PROLONGED STATE OF EMERGENCY VIRTUAL EDUCATION PLAN. DR.
>> GOOD EVENING, MR. WHITE. MEMBERS OF THE BOARD OF EDUCATION. I AM THE CHIEF ACADEMIC OFFICER AND I AM HERE TONIGHT TO ASK FOR YOUR APPROVAL OF THE PROLONGED STATE OF EMERGENCY VIRTUAL EDUCATION PLAN. I BELIEVE THE LAST MEETING, MRS. JACOBS WAS HERE TO TALK ABOUT THE CALENDAR AND TALKED WITH YOU ABOUT DIFFERENCES IN THE VIRTUAL DAYS THAT COULD BE OFFERED. SHE SHARED WITH YOU THE SENATE BILL 610 VIRTUAL EDUCATION CHAPTER 804 WHICH WAS APPROVED TO 2023 LEGISLATIVE SESSION THAT CHANGES WOULD GO INTO EFFECT IN 24 THAT CHANGES WOULD GO INTO EFFECT IN 2425 SCHOOL YEAR. THE REMOVAL OF THE VIRTUAL TO INSTRUCTIONAL PLAN APPLICATION PROCESS AND IMPLEMENTATION OF THE CLIMATE WHETHER POLICY AND THE IMPLEMENTATION OF A PROLONGED STATE OF AN EMERGENCY VIRTUAL EDUCATION PLAN. THE FOCUS WILL BE THE PROLONGED STATE OF EMERGENCY VIRTUAL EDUCATION PLAN. SENATE BILL 610 CHAPTER 804 SUBTITLE 14 A REQUIRES ON OR BEFORE JUNE 1, 2024, COUNTY SCHOOL BOARD O EDUCATION SHALL IN CONSULTATION FOR THE COUNTY ADMINISTRATORS AND SCHOOL STAFF ADOPT A VIRTUAL EDUCATION PLAN FOR USE DURING A PROLONGED STATE OF EMERGENT SEA. THINK BACK TO THE COVID PANDEMIC. SENATE BILL 16, DEFINES A PROLONGED STATE OF EMERGENCY AS A STATE OF EMERGENCY AND TO CLARIFY THE GOVERNOR UNDER TITLE 14 OF THE PUBLIC SAFETY ARTICLE THAT PREVENTS REGULAR IN-PERSON ATTENDANCE AT A PUBLIC SCHOOL FOR AT LEAST 14 CONSECUTIVE SCHOOL DAYS. THE PLAN WAS PUT TOGETHER BY THE COUNTY STAFF AND IT WAS SENT TO MIKE WILLIS, THE COUNTY ADMINISTRATIVE WHO
[01:15:01]
SHARED THE DOCUMENT WITH HIS STAFF. THE PLAN THAT YOU HAVE BEFORE YOU IS BASED ON THE WORK OF THE CONTINUITY OF LEARNING PLANS THAT WERE DEVELOPED AFTER THE SHUTDOWN THAT WAS CAUSED BY THE COVID PANDEMIC. IN THE SUBSEQUENT REOPENING PLANS THAT HAVE BEEN SHARED WITH YOU OVER THE COURSE OF THE LAST FOUR YEARS. WE LEARNED A LOT DURING THE PANDEMIC. AND WHILE WE HAD THE PANDEMIC PLAN, WE DIDN'T HAVE A PLAN IN PLACE TO ADDRESS VIRTUAL INSTRUCTION. THROUGH THE COURSE OF THE PANDEMIC, WE HAD LEARNED A LOT AND STAFF HAS DONE A TREMENDOUS AMOUNT OF USE OF THE VIRTUAL PLATFORM IN ORDER TO DELIVER INSTRUCTION.WE TOOK ALL THE LEARNING AND PUT IT INTO THE DRAFT PLAN AND IT ADDRESSES THE KEY AREAS THAT ARE OUTLINED IN THE PLAN WE WILL GET TO IN A LITTLE BIT. THE LAW SAYS IF THERE IS A PROLONGED STATE OF AN EMERGENCY THAT REQUIRES THE C STATION UP IN SCHOOL ATTENDANCE AT A PUBLIC SCHOOL IN THE COUNTY SCHOOL BOARD DETERMINED VIRTUAL EDUCATION IS REQUIRED, THAT SHOULD IMPLEMENT THE APPROVED PLAN. AND TRANSITION THE SCHOOL IF IT IS AN ISOLATED AREA FOR SYSTEMS OF VIRTUAL EDUCATION.
WHAT THEY DO ALLOW IS THE PLAN WHILE IN PLACE AND READY TO USE THAT DEPENDING ON THE CIRCUMSTANCE, IT MAY BE MODIFIED BY THE COUNTY BOARD TO ENSURE IT MEETS SPECIFIC NEEDS OF THE SCHOOL'S AFFECT HEAD AND CIRCUMSTANCES OF THE EMERGENCY. THE ADJUSTED PLAN WHEN IT HAPPENS WILL BE SUBMITTED TO THE STATE BOARD OF EDUCATION AS SOON AS PRACTICABLE. WHILE IT IS WRITTEN, IT'LL BE DEPENDENT ON THE CIRCUMSTANCES OF THE SHUTDOWN AS TO WHETHER WE WILL NEED TO MODIFY IT. WHEN IT GOES INTO USE. FOUNDATION THAT'LL WORK IN THE SITUATIONS. THE STATE OF EMERGENCY VIRTUAL PLAN SHALL BE UPDATED BY THE COUNTY SCHOOL BOARD TWO YEARS IN THE MOST RECENT VERSION SHALL BE PUBLISHED ON THE COUNTY SCHOOL BOARD SIGNS. A PROLONGED STATE OF EMERGENCY PLAN YOU HAD BEFORE YOU ADDRESSED THE STAFFING AND PERSONNEL ASSIGNMENTS. STUDENT INSTRUCTION, STUDENT ASSESSMENT AND LEARNING SUPPORTS. SOCIAL AND EMOTIONAL SUPPORT.
COMMUNICATION TO THE COMMUNITY. TECHNOLOGY. NUTRITION AND HEALTH SERVICES. AND HOW WE RETURN TO AN IN-PERSON INSTRUCTION. THE DOCUMENT YOU RECEIVED IN DRAFT FORM REQUIRES APPROVAL AND UPON APPROVAL, IT'LL BE COMPLETED AND SUBMITTED FORM IS SIGNED BY DR. TONSIL AND MR. WHITE.
>> SECOND. >> IT'S BEEN PROPERLY MOVED
AND SECONDED. ANY DISCUSSION? >> I HAVE A QUESTION. WHEN I WAS LOOKING THROUGH THIS, I DON'T KNOW WHAT CAME FROM YOUR SIDE OF THINGS DURING COVID. ALL I CAN THINK ABOUT IS I WONDER HOW IT'LL TRANSLATE INTO THE STUDENT EXPERIENCE.
WHERE EXACTLY IS THERE MORE DEVELOPMENT AND APPRECIATION BETWEEN THIS AND HOW WE ADDRESS COVID?
>> SOMETHING THAT HAPPENED DURING COVID IS THAT, WE HAD A BLANK SLATE. WE WERE PULLING ON ALL RESOURCS TO PUT TOGETHER THE APPROPRIATE PLANS. THROUGHOUT THE COURSE THE PANDEMIC, IT EVOLVED. BASED ON THE SURVEYS WE WERE SENDING TO PARENTS AND SURVEYS THAT STAFF WERE RESPONDING TO AND SURVEYS STUDENTS WERE RESPONDING TO. EACH TIME WE DID A RENEWAL OF THE OPENING PLAN, ALL THOSE THINGS WERE PUT INTO PLACE, WHEN YOU LOOK AT THE PLAN COMPARED TO OTHER REOPENING PLANS, IT IS CONCISE. IT IS SPECIFIC TO HOW WE ARE SUPPORTING STUDENTS ESPECIALLY WITH THE SOCIAL AND EMOTIONAL PIECE THAT MAYBE WASN'T AS WELL LAID OUT AT THE BEGINNING OF COVID. AND IT BUILDS ON THE INFORMATION WE LEARNED ABOUT HOW WE USE TECHNOLOGY TO BE ABLE TO DELIVER VIRTUAL
INSTRUCTION EFFECTIVELY. >> THANK YOU.
>> WE ARE WONDERING IF THE BOARD COULD HAVE AND PUT DO THE
[01:20:07]
FIRST. >> IT IS YOU THE FIRST AND WE CAN MAKE MODIFICATION AND WE HAVE TO SEND IT THROUGH THE STATES. FOR APPROVAL WITH THE RUBRIC. IF THERE ARE ITEMS YOU WANT TO SUGGEST WE CERTAINLY CAN MAKE THE CHANGES. THIS IS THE FOUNDATION. IT IS TO BE PUT IN PLACE IN THE CASE THERE IS EVER AN EMERGENCY THAT REQUIRES A 14 DAY SHUTDOWN. IT IS OUR HOPE IT WILL NOT HAPPEN IN THE NEAR FUTURE. BUT WE DON'T KNOW.
LEGISLATION IS THERE TO ENSURE EACH COUNTY HAS A PLAN THAT'LL BE ABLE TO BE PULLED TO PROVIDE STRUCTURE FOR HOW WE DELIVER INSTRUCTION AND SUPPORT THE STAFF TO THAT OF HER.
>> I'M NOT COMFORTABLE VOTING ON SOMETHING I HAVE SEEN FOR
THE FIRST TIME. RIGHT NOW. >> THIS WAS SENT AHEAD OF TIME
LAST FRIDAY. >> WE WERE DOWN SO LONG. WE PROBABLY ARE PRETTY GOOD AT THIS.
>> WHEN YOU FLIP THROUGH IT IF IT HELPS A LITTLE BIT. WHEN YOU LOOK AT ITEMS THAT ARE REQUIRED IN THE PLAN EACH SECTION OF THE PLAN ADDRESSES THESE REQUIREMENTS. WE LOOK AT STAFFING AND PERSONNEL, LAYS OUT WHAT EVERYBODY IN THE SYSTEM WILL BE DOING DURING VIRTUAL INSTRUCTION. THAT INCLUDES WHETHER YOU ARE A SCHOOL STAFF MEMBER OR WHETHER YOU WORK IN THE MAINTENANCE DEPARTMENT. FRAMING OUT WHAT IT LOOKS LIKE. AND IT MOVES INTO THE SCHOOL INSTRUCTIONAL PLAN AND TALKS THROUGH WHAT SCHOOL MIGHT LOOK LIKE. WHAT WILL THE SCHEDULED STUDENTS BE? WHEN JORDAN SAYS WHAT WE LEARNED? SOMETHING WE LEARNED THAT IT IS DIFFICULT FOR STUDENTS AND TEACHERS TO HANDLE AND DELIVER INSTRUCTION, SEVEN. STRAIGHT AS WE DO ON A TRADITIONAL SCHEDULE. WE LOOK AT A BLOCK SCHEDULE. IN WHAT IT LOOKS LIKE IN MIDDLE SCHOOL, ELEMENTARY AND HIGH SCHOOL. IT THEN MOVES ON TO SAY HOW CAN WE ENSURE ATTENDANCE AND ENGAGEMENT? AND MOVES INTO THAT IN THOSE PIECES. AND TALKS ABOUT HOW WE TAKE ATTENDANCE AND SUPPORT KIDS WHO ARE PERSISTENTLY ABSENT. IT THEN TALKS ABOUT, WHAT IS A METHOD TO PROVIDE INSTRUCTIONAL MATERIALS .
SOMETHING WE HAD MOVING TO THE PANDEMIC IS WE HAD ADOPTED -- IS THE LEARNING MANAGEMENT SYSTEM. AND LISTENING TO THE TEAM FUNCTION OF OFFICE TO THE LIVER. SYNCHRONOUS INSTRUCTION.
IT ASKS HOW DO YOU SUPPORT STUDENTS WITH 504. STUDENTS WITH DISABILITIES PULLED RIGHT FROM THE REOPENING PLAN WE HAVE SUBMITTED OVER THE COURSE OF SEVERAL YEARS. THROUGH THE WORK OF SPECIAL EDUCATION AND STUDENT SERVICES LAYOUT HOW WE SUPPORT STUDENTS WITH DISABILITIES. WE MOVE INTO THE ASSESSMENT PROGRAM. SOMETHING THAT HAPPENED DURING THE PANDEMIC IS ASSESSMENT STOPPED. THEY WANT US TO BE CLEAR ON HOW WE ARE ABLE TO MONITOR WHETHER OR NOT STUDENTS ARE LEARNING.
IT OUTLINES A BENCH MIGHT ASSESSMENTS WE USE AND UNIVERSAL SCREENERS. IF WE ARE UNABLE TO YOU. WE MAKE SURE WE ADDRESS LEARNING LAWSON TIME AND THERE IS A SECTION IN THERE
THAT ADDRESSES THAT PACE. >> TO ENSURE STUDENTS ARE INTERACTIVE AND ENGAGED IN VIRTUAL ENVIRONMENTS. IT OUTLINES HOW WE WILL DO REGULAR STUDENT CHECKING. HOW TO DEPLOY SUPPORT PERSONNEL SUCH AS SCHOOL PSYCHOLOGISTS AND SOCIAL WORKERS, ET CETERA. COUNSELORS TO SUPPORT STUDENTS IN DIFFERENT WAYS. AND THEN. WHAT WAS RULES DO AND WHAT INFORMATION WILL BE USED TO DEVELOP A HEALTH PLAN TO ENSURE WE ADDRESS SOCIAL AND EMOTIONAL NEEDS OF KIDS. AND MAJOR COMPONENTS IS COMMUNICATION PLAN. WHAT IS THE COMMUNICATION PLAN. AND HOW WE ENGAGE STUDENTS FROM CULTURAL DIFFERENT BACKGROUNDS. IT TALKS ABOUT HOW WE USE MULTIPLE
[01:25:04]
METHODS OF COMMUNICATION. AND TALKS ABOUT HOW WE PRIORITIZE IMPORTANT INFORMATION. THOSE ARE THINGS THAT ARE LESSONS DURING THE COURSE OF THE PANDEMIC. WHERE PEOPLE GET INFORMATION. WHILE INFO WAS COMING FROM BOARD MEETINGS.OTHERS WAS COMING FROM TOWN HALL MEETINGS. THAT PRINCIPALS WERE HOLDING AND MAKING SURE THAT COMMUNICATION IS BOTH FROM THE SYSTEM-LEVEL AND ALSO FROM THE SCHOOL LEVEL. AND WE MOVE INTO TECHNOLOGY PLAN. OBVIOUSLY, AS WE MOVE A LITTLE BIT AWAY FROM ONE-TO-ONE, WE WERE SET UP CONSISTENTLY WITH ONE-TO-ONE GRADES 3 TO 5. AS WE SHIFT AWAY FROM IT THIS YEAR WITH REGARD TO THE BUDGET, IF SOMETHING WOULD HAPPEN NEXT YEAR, SHUT DOWN FOR 14 DAYS. WE HAVE TO FIGURE OUT WHAT TO DO.
THOSE THINGS ARE NOTED THAT WE HAVE TO DO IN ORDER TO SUPPORT IT. IT OUTLINES HARDWARE. AND LOOKS AT NUTRITION PROGRAMS. IF WE ARE PROVIDING MEALS, WHEN WE WERE SHUTDOWN, THERE WERE SPECIFIC LOCATIONS THAT WOULD PROVIDE MEALS AND HOW WE DO THAT. IT IS REITERATED IN THE PLAN. WHAT IS THE ROLE OF HEALTH SERVICES IN THE NURSES SUPPORTING STUDENTS. AND WHAT WILL THEY BE DOING. DEPENDING ON THE CIRCUMSTANCES. WE DON'T KNOW. IT'LL BE AT A SHELTER SOMEWHERE. DEPENDING ON CIRCUMSTANCES. IT OUTLINES -- MAKING SURE WE ARE RETURNING RAPIDLY AND NOT DELAYING IT. MAKING SURE WAR WE HAVE A CLEAR PROCESS FOR STUDENT ENGAGEMENT IN THE RETURN TO LEARNING PLAN.
MAKING SURE WE HAVE IDENTIFIED SPECIFIC STRATEGIES. THIS IS OUTLINES BASICALLY THE INFORMATION IN THE PLAN.
>> I APPRECIATE THAT AND I REMEMBER. YOU COVERED A COUPLE THINGS I WAS CAN ASK ABOUT. I KNOW LAST TIME, YOU HAD THE SCHOOLS AND ALSO DOWN AT THE INDUSTRIAL PARK AND PLACES LIKE THAT. I WAS GOING TO ASK AS FAR SOCIAL AND EMOTIONAL SUPPORT.
AND DOING THE CHECKS. I KNOW WE HAVE EMPLOYEES THAT DO THAT ALSO. BUT THEY WERE VITAL IN DOING IT ALSO.
>> I WANT TO APOLOGIZE. YOU EMAILED IT MONDAY, I BELIEVE.
>> I'M NOT SURE. MONDAY. >> MY CONCERN IS . HAVING GONE THROUGH THE PANDEMIC AND VIRTUAL LEARNING. IT CREATED HUGE GAPS IN THE LEARNING FOR MANY CHILDREN. THEY STILL HAVE NOT RECOVERED FROM. I THINK WE REALLY NEED TO DIGEST THIS.
DOES IT HAVE TO BE VOTED? AT THIS MEETING?
>> IT DOES NEED ABOUT TODAY TO SEND IT TO BE SENT ON. WE CAN ALWAYS BRING IT BACK TO DISCUSS IT FURTHER IF YOU WOULD LIKE TO. WE CAN MAKE MODIFICATIONS AND IT CAN BE RESUBMITTED.
LEGISLATION SAYS IT HAS A JUNE 1 DEADLINE.

REPORTS. MR. SCOTT JOHNSON? >> GOOD EVENING, PRES. WEITZ, AND MEMBERS OF THE BOARD. I SERVE AS THE DISTRICT'S CHIEF FINANCIAL OFFICER. UP PRESENT THE MARCH FINANCIAL REPORT PACKAGE. FIRST REPORT ON PAGE TWO IS THE GENERAL FUND REVENUE TAX REPORT. AS OF MARCH 31, THE DISTRICT CAN RECEIVE 192.4 MILLION. DOLLARS. OR 72.1% OF TOTAL REVENUE BUDGET FOR THE FUND. AT THIS TIME, DISTRICT IS PROJECTED TO END THE YEAR WITH REVENUES ABOVE THE AMOUNT BUDGETED DUE TO INITIAL REVENUE FROM LOCAL SOURCES. IT INCLUDES $1.2 MILLION MORE IN REVENUE

FROM THE ORIGINAL BUDGET. AND OVER $600,000 MORE IN INTEREST EARNINGS. THE SECOND REPORT ON PAGE FOUR IS EXPENDITURE SUMMARY REPORT THAT THE BUDGET CATEGORY. ISSUES AS MUCH 31, THE DISTRICT EXPANDED -- AND HAD ENCUMBRANCES OF $69.1 MILLION. THIS REPRESENTS 90.9% OF THE TOTAL GENERAL FUND EXPENDITURE BUDGETS. AS NOTED IN A PREVIOUS MONTHLY FINANCIAL REPORT WHEN EXPENDITURE POINT IS IN THE SPECIAL EDUCATION EDUCATORS OR 206. AS SHOWN ON PAGE 13 OF THE REPORT. THEY WERE NEARLY $412,000 OVER BUDGET AS OF MARCH 31. IT'LL BE PROPOSED THIS EVENING TO REDUCE SOME OF THE --. HEALTH INSURANCE IS OVER BUDGET. IN THE FIXED CHARGES CATEGORY 212.ALTHOUGH WE ARE OVER BUDGET FOR HEALTH INSURANCE, WE ARE UNDER BUDGET AND FICA. THE THREE BUDGET EXPENDITURE AREAS. WE ARE UNDER SPENT BY $1.3 MILLION THAT EXCEEDS THE AMOUNTS WE OVERSPEND ON HEALTH INSURANCE. THROUGHOUT THE GENERAL FUND BUDGET REPORT ON PAGES EIGHT THROUGH 18 THERE ARE OLDER ACCOUNTS THAT ARE OVER BUDGET. THE TRANSFERS PRESENTED IN A FEW MINUTES WILL REBALANCE SEVERAL ACCOUNTS OVER BUDGET.
AND I'LL BE GLAD TO HIGHLIGHT ANY OTHER FINANCIAL REPORTS THIS EVENING IF YOU WOULD LIKE. IF NOT, I'LL BE HAPPY TO RESPOND TO ANY QUESTIONS YOU MAY HAVE.
>> ANY DISCUSSIONS? >> MR. JOHNSON. SPECIAL EDUCATION TRANSPORTATION LOOKS LIKE WE HAD APPROXIMATELY $338,000 OF AN ANTICIPATED REVENUE. COULD YOU TELL US
WHERE THE REVENUE COMES FROM. >> THAT COMES FROM THE STATE OF MARYLAND. WHEN THE STATE PROVIDES THE REVENUE PROJECTIONS FOR THE SCHOOL DISTRICT, THEY PUT THE TOTAL TRANSPORTATION AMOUNT IN THE REGULAR EDUCATION ACCOUNT. AND WHEN WE RECEIVE THE FUNDS, THOSE ARE DISTRIBUTED AND ALLOCATED BY THE SPECIAL AND REGULAR ED. WE HAVE NOT MADE A BUDGET TRANSFER REQUEST YET THIS FISCAL YEAR. >> IT IS DUE TO FAVORABLE CLAIMS EXPERIENCED FOR THE
DISTRICT. >> WE SEE THAT WE HAVE THE BUDGETED EXPENSE SIGN ON HEALTH INSURANCE. I'M ON 662,000.
WHAT DOES IT MEAN? I THOUGHT WE KNEW THE PREMIUMS WERE. IS IT MORE THAN JUST PREMIUMS WHAT IS BEING CHARGED TO HEALTH
INSURANCE? >> INCLUDES CLAIMS. THE DISTRICT THE SOAP INSURED. IT IS DIFFERENT FROM A TRADITIONAL PLAN WHERE YOU PAY PREMIUMS. WE PAY BASED ON CLAIMS AND THAT IS BASED ON EXPERIENCE AT THE COST OF THE SERVICE. WE PAY FOR THE THIRD-PARTY ADMINISTRATOR. HEALTH INSURANCE ACCOUNT INCLUDES OTHER COSTS. THOSE BEING GENTLE ON FISSION BUT ROLLED INTO THE ONE ACCOUNT SET THAT IS TITLED HEALTH
INSURANCE. >> THIS ACCOUNTS WILL ALWAYS BE WHAT WE BUDGETED BECAUSE PEOPLE PAY FOR INSURANCE PREMIUMS. IF CLAIMS ARE LESS THAN THAT, WE WILL BE ABLE TO MAKE AN ADJUSTMENT ON THE NEW REVENUE SIDE. BUT IF THE CLAIMS ARE

HIGHER, WE SEE IT REAL-TIME? IS THAT A CORRECT STATEMENT?>> AND IF THE CLAIMS ARE SIGNIFICANTLY HIGHER. ABOVE THE THRESHOLD AT WHICH CURE FIRST PROVIDES A REFUND OF THE PREMIUM AND INSURANCE COSTS. WE WOULD NOT SEE THE REVENUE FROM CURE FIRST. IF WE SWITCH TO A DIFFERENT INSURANCE PROVIDER WHICH IS NOT BEING CONTEMPLATED AT THIS TIME. THERE'S NO GUARANTEE THE REVENUE WOULD CONTINUE.
>> OKAY. THESE ARE REAL CLAIMS WE HAVE HAD? WE ARE OVER BY THE $600,000? YOU SAID WE HAD OTHER CATEGORIES? WE HAPPEN TO HAVE OTHER CATEGORIES AND FIXED CHARGES WE DO NOT THINK WE HAVE
A BUDGET ISSUE? >> I WILL REASSESS IN THE NEXT COUPLE OF WEEKS BEFORE THE FINAL BUDGET IS PRESENTED. MID JUNE. STATE DEPARTMENT OF TAXATION BEGINS ASSESSING THE FACILITY AND THEY ASSESS IT A 100% AND DON'T CARE BUT THE 42% TAX CREDIT COMMISSIONERS GRACIOUSLY GAVE THEM. THEY USE THIS ASSESSMENT NUMBER TO PUT INTO THE FUNDING FORMULA WHICH LED TO THE 22 MILLION+ DEFICITS. THEY MADE A MOTION AT THE TUESDAY MEETING TO FUND THE MAINTENANCE OF EFFORT MINIMUM OF 152 MILLION WITH THE 22 MILLION DEFICIT TO BE PAID BY THE FUND BALANCE EVEN THOUGH SEE CPS HAD NOTHING TO DO WITH THE TAX CREDIT , TAX ASSESSMENT OR THE STATE FUNDING FORMULA.
ADDITIONALLY THE REQUEST OF THE FOLLOWING TO THE CONSIDERED A PENNY MORE. FUNDING FROM THE FISCAL YEAR 24, A FUND BALANCE REMAINING AFTER YOU PAY OUT THE 22.6 MILLION. LINE ITEM BUDGETS FROM FISCAL 23 AND 24 AND 25, DOCUMENTATION BEFORE YOU SUBMIT THE BUDGET BEFORE THE MARCH 15 DEADLINE. IN A FOLLOW-UP OF HOW THE MONEY IS BEING SPENT. IF THEY WANT TO RUN FOR BOARD OF EDUCATION THEY ARE WELCOME TO. IT IS YOUR PREROGATIVE AS BOARD OF EDUCATION TO COME UP WITH A PLAN WITH YOUR SUPERINTENDENT OF HOW TO PAY YOUR STAFF AND RUN YOUR SCHOOL SYSTEM. IT IS NOT UP TO THE COUNTY COMMISSIONERS TO DETERMINE IT.
THEY HAVE THE PURSESTRINGS AND FIDUCIARY RESPONSIBILITY. YOU ARE THE BOARD OF EDUCATION. IS THIS MY THREE MINUTES? OKAY.
THANK YOU SO MUCH. >> THANK YOU. UNION STRONG.
>> MY APOLOGIES. MY SOUND BUTTON WAS OFF. NEXT SPEAKERS
--. >> THE ANTICIPATED IMPACT. I HAVE POURED OVER DIFFERENT PRESENTATIONS AND I CAN'T MAKE SENSE OF IT ALL. I'M TIRED OF THE FINGER-POINTING AND DEFLECTING ON WHO IS TO BLAME. IT IS NOT THE SCHOOL SYSTEMS FAULT WE ARE BEING SHORTED. IT'S NOT GOING TO GET US OUT OF THIS MESS. I'M CONCERNED WITH HOW SLOPPY THE BUDGET PROCESS HAS BEEN FROM THE SEE CPS SIDE OF THINGS. THE PROPOSED BUDGET ONLINE IS FROM MARCH AND STATES IT IS DRAFTED UNTIL IT IS BOE APPROVED. WHERE IS THE APPROVED BOOK AND WHY IS IT NOT AVAILABLE FOR THE PUBLIC TO VIEW? WHAT IS THE MUCH PROPOSED BUDGET EPIDEMIC IN $3.5 MILLION IN CUTS ACTUALLY ASK FOR $300,000 MORE THAN THE FIRST BUDGET? IT CONTAINS AN AREA PROPOSED WORKSHOP BUDGET IS $348,100. AN INCREASE OF $277,000. SHE DID NOT REQUEST THAT. THAT AMOUNT COULD SAVE A FEW JOBS. THE DATA GETS CONVOLUTED. THEY REDUCE THE SERVICE STAFF BY HALFTIME POSITION VALUED AT $35,000. IT MADE ADDITIONAL CUTS INCLUDING A HALFTIME BUILDING SERVICE WORKER VALUED AT $25,000. IS IT ANOTHER KIND AND ARE THERE TO
[01:45:02]
CUTS AND WHY IS THERE A DIFFERENCE IN THE VALUE? FROM MARCH TO MAY, WE SAW THE LAYOFFS AND I.T. TRIPLED. THE ONE PERSON NAMED BUT IDENTIFIED IN THE SLIDE HAS ACCOMPANIED TWO OTHER TEAMMATES. TWO MORE INCREASES IT BY $200,000. THERE IS A NEW PROPOSAL TO CUT A WAREHOUSE STAFF. THERE'S ONLY TWO. ALL OF IT IS CAUSING UNNECESSARY SPECULATION. I LIKE TO STATE THE CASE SPOKE OUT AGAINST THE RESTRUCTURING OF THE WAREHOUSE SERVICES AND PARTS BECAUSE IT APPEARED WE WERE TRYING TO CONTRACT THE SERVICES. IT WAS NOT BEING CONTRACTED BUT IT WAS FOR THE SAFETY OF THE STAFF. WITH THE PROPOSED CUTS OF THE WAREHOUSE STAFF. THEY LEARNED THEIR JOBS ON THE LINE THROUGH POWERPOINT PRESENTATIONS OR CONVERSATIONS WITH COWORKERS AND NOT THE DECISION-MAKERS. THERE ARE NAMES AND FACES ATTACHED TO THE PROPOSED POSITION CUTS. WE ARE TALKING ABOUT PEOPLE'S LIVES AND LIVES THAT INCLUDE FAMILIES AND RESPONSIBILITIES HE HAD ABSOLUTELY NO CONSIDERATION OR RESPECT IS BEING AFFORDED TO THEM WHILE CONTINUED EMPLOYEE AND IS PUBLICLY QUESTIONED. WE HAVE A MEETING NEXT WEEK. I SINCERELY HOPE THAT DATA IS CLEAN AND CONCISE TO MAKE ME BELIEVE THAT EVERYTHING IS ORDERED, AND HE HAVE DONE EVERYTHING YOU CAN TO HAVE STOPPED THE LAYOFFS. HE NEEDS TO GET CLEANED UP SO WE ARE NOT GIVING THE COMMISSIONERS ANY REASONS TO DENY FUNDING. THANK YOU.>> THANK YOU. >> THE NEXT SPEAKER WAS MONICA
HENDRIX. >> MEMBERS OF THE AND DEPARTMENT OF INSTRUCTION. MOST DEPARTMENT OF TECHNOLOGY AT THINK LOVED BUT IN CASE THEY ARE HERE, IT IS --. I'M HERE TODAY TO SPEAK ABOUT MAJOR ISSUES THAT IS ABOUT TO AFFECT GRADES 3 TO 5. I HAD HEARD ONE OF THE MANY POSSIBILITIES FOR REDUCING THE BUDGET NEXT YEAR IS TO MOVE TO A TWO TO ONE MODEL FOR LAPTOPS IN GRADES 3 TO 5. GRADE 3 MAY NOT BE GETTING THEM AT ALL. I DIDN'T REALIZE ANYTHING HAD BEEN FORMALLY DECIDED. I HAVE HEARD FROM MULTIPLE SOURCES IT IS " A DONE DEAL." I HAVE A FEW QUESTIONS. IS IT A DONE DEAL? IF SO, WHEN WILL TEACHERS BE NOTIFIED ABOUT THE MANY UPCOMING CHANGES THAT'LL NEED TO TAKE PLACE IN ORDER TO DELIVER INSTRUCTIONS IN A COMPLETELY DIFFERENT MANNER.
MANY ANSWERED THE CALL TO INCREASE USAGE OF TECHNOLOGY BACK IN 2010 WHEN MARILYN ADOPTED THE COLLEGE AND CAREER READY STANDARDS. WE DID NOT THE NEW METHODS OF TEACHING. WE ADDED SMART FORCE OF THE CLASSROOM, CREATED CARTS WITH LAPTOPS AND WE ADDED -- AND WE HEADED -- HAD MORE LAPTOPS AND DISMANTLED THE COMPUTER LABS AND WENT TO A ONE-TO-ONE LAPTOP RATIO IN GRADES 3 TO 12 WITH SOME IPADS AND K TO 12. WE WERE BUILDING ELEMENTARY CURRICULUMS IN GRADES 3 TO 5 AROUND THE ACCESS TO LAPTOPS. WE WERE GOING BACK AT LEAST SEVEN YEARS . IT IS WHERE WE INSTRUCT STUDENTS ON HOW TO USE THESE DEVICES AND ACCESS THE PLATFORM AND SAVE THE DOCUMENTS AND LOOK UP BOOKS. A GREAT PRESENTATION. THE GOAL IS TO MAINTAIN THE INTEGRITY AND MINIMIZE IMPACT STUDENTS AND STAFF. THESE PROPOSED CUTS SHOULD HAVE THE LEAST IMPACT ON STUDENT ACHIEVEMENT. HERE IS SOME OF THE IMPACTS. WE HAVE TEXTBOOKS ONLINE. THE HACK WAS ADDED THIS YEAR AND AUDIOBOOKS WERE STRUGGLING JUST TO NAME A FEW. WHEN I MENTIONED TO MY FOURTH GRADE AS THEY MAY NOT HAVE THEIR OWN LAPTOPS TO USE NEXT YEAR, HERE ARE SOME YOUR QUESTIONS FOR YOU. HOW CAN WE COMPLETE -- FOR THE MAP. IF WE HAVE A PERSONAL ASSIGNMENT, HOW TO BE COMPLETED? HOW WOULD WE BE ALLOWED TO BRING INTO OUR OWN DEVICES WHICH WAS BROUGHT UP IN THE CODE OF CONDUCT ESCUTCHEON A COUPLE WEEKS AGO? WON'T IT SPREAD A LOT OF GERMS HOW WOULD WE SHARE PASSWORDS? CAN I TAKE COMPUTER HOME IF I
[01:50:04]
HAVE SOMETHING TO FINISH WAS TO DO A READ BOOKS ONLINE? THESE WHICH IS FROM THE KIDS. I HAVE MORE QUESTIONS ABOUT HOW THIS WILL IMPACT THE QUALITY OF MY INSTRUCTION. CONSIDER THE CUT TO THE BUDGET AND REALIZE IT'LL HAVE AN IMPACT ON TEACHERS, STUDENTS AND OVERALL ACHIEVEMENTS.>> THANK YOU. >> THE NEXT SPEAKER IS --.
>> GOOD EVENING. MY NAME IS --. I'M CURRENTLY THE PRESIDENT OF THE CULBERT EDUCATION ASSOCIATION. I BELIEVE MY FELLOW UNION PRESIDENT , ARTICULATED VERY WELL THE MANY SHARED CONCERNS WE HAVE AROUND THE FY 25 BUDGET. I WOULD LIKE TO REFRESH IT ONCE MEMORY TO VERY NONCHALANT REMARKS MADE BACK IN JANUARY. ABOUT THE NEED TO CUT TONJA POSITIONS TO MAKE UP FOR THE LACK OF FUNDING FROM THE STATE. IN MARCH, THERE WERE PROPOSED BUDGET CUTS OF $3.5 MILLION. 134 WERE FOR STAFFING POSITIONS. LASTLY, PROPOSED AN ADDITIONAL CUT OF ALMOST $4 MILLION INCLUDING AN ADDITIONAL 83.5 POSITIONS. IN ALL, THAT IS A TOTAL OF 200 -- 2017 POSITIONS. SOME OF THE NEWEST CUTS OR IEP FACILITATORS. FIRST AND SECOND GRADE TEACHERS.
GIFTED AND TALENTED POSITIONS IN PRE-K INSTRUCTIONAL ASSISTANCE JUST TO NAME A FEW. ON A SLIDE, LOOKS LIKE A LIST OF JOBS AND NUMBERS. BUT THESE JOBS ARE HOWLED BY REAL PEOPLE ATTACH A NAME AND A FACE TO THAT DEAN IN YOUR BUILDING.
WITH A COLICKY TEACHES FIRST GRADE RIGHT BESIDE YOU. OR THE INSTRUCTIONAL ASSISTANT WHO YOU WORKED WITH ALL UNITS CREATE A SUCCESSFUL INCLUSIVE PRE-K PROGRAM. DOESN'T LOOK THE SAME AS IT DID ON THE SLIDE A WEEK AGO? DID THE PEOPLE WHO WORK IN THESE POSITIONS EVEN THOUGH THEY MADE THE LIST? I KNOW CEA IN CASE DID NOT. HERE IT IS MAY 23 AND THE NONTENURED STAFF HAVE NO IDEA THERE, GOING. THEY HAVE NO IDEA IF THEY STAY IN THE GAME WE MOVED TO A DIFFERENT SCHOOL DUE TO NUMBERS. THEY DO NOT KNOW IF THEY ARE STAYING IN THE PROGRAM WERE BEING REASSIGNED TO A SCHOOL SITE. WE HAVE APPROXIMATELY 12 DAYS OF SCHOOL LEFT. WHAT ARE WE WAITING FOR? NOW, I'M GOING TO ADDRESS MY CONCERN ABOUT THE PROPOSED CODE OF CONDUCT. I WANT TO GIVE A SHOUT AT THE STUDENT SERVICES TEAM FOR THE PROPOSED CHANGES AROUND THE USE OF CELLULAR PHONES. THERE NEEDS TO BE CHANGES MADE TOTHE LEVEL RESPONSES FOR CLASS CUTTING AND TRUANCY. IT IS A HUGE PROBLEM WITHIN THE HIGH SCHOOLS. STUDENTS WANDERING THE HALL, HANGING OUT IN THE BATHROOM. THAT IS WHEN MANY BEHAVIOR PROBLEMS ARE OCCURRING. WHEN STUDENTS ARE NOT WHERE THEY ARE SUPPOSED TO BE, IN THE CLASSROOM LEARNING.
EXPECTATIONS MUST BE SET AND BEHAVIORS ADDRESSED AT THE START OF THE SCHOOL YEAR. STAFF MUST NOW INVESTIGATORS ARE GOING TO FOLLOW THROUGH WITH CONSEQUENCES. PARENTS MISUNDERSTAND THIS IS NOT NEGOTIABLE. ATTENDING SCHOOL IS THE RIGHT BUT ALSO A PRIVILEGE THAT SHOULD NOT BE TAKEN FOR GRANTED. IT COMES WITH RESPONSIBILITY. THANK YOU.
>> THANK YOU. THAT CONCLUDES THE SPEAKERS FOR THIS EVENING.
[3.02 Board Comments]
>> NEXT WE WILL GO TO BOARD COMMENTS. MS. HAYES?
>> GOOD EVENING, EVERYONE. THANK YOU ALL FOR WELCOMING ME AGAIN. HOLD ON, I NEED A MOMENT. MY MOM TELLS ME WHEN YOU HAVE TO CRY, YOU HAVE TO SUPPORTER AND LOOK UP. BUT YOU CAN'T SPEAK INTO THAT. THANK YOU ALL FOR WELCOMING ME AGAIN ONE FINAL TIME. I WANT TO GIVE A MASSIVE CONGRATULATIONS TO THE VOLUNTEERS OF THE YEAR. HARD WORK WAS INCREDIBLE AND APPRECIATED BY THE COMMUNITY THEY SERVE. I WANT TO GIVE A SPECIAL SHOUT OUT TO WHATEVER -- TO MR. JORDAN BRANCH. HE'S BEEN AN ACTUAL INTEGRAL PART OF THE ENVIRONMENT AS FAR AS ANY OF US COULD REMEMBER. HE TAKES TIME TO LEARN ABOUT OR KNOW THE STUDENTS AND HE'S MY FAVORITE GOSSIP BUDDY. TONIGHT, HE WAS RECOGNIZED AND HAD AN OCEAN OF SUPPORT FROM THE PHS ATHLETES.
I WANT TO THANK HIM FOR COMING OUT. HUGE SHOUT OUT TO MY BROTHERS, CARTER AND ETHAN AND MY FRIEND, JACKSON FOR PROVIDING AMAZING STUDENT COMMENTS. I APPRECIATE THEM FOR
[01:55:01]
THAT. I WANT TO CONGRATULATE THE SKILLS HE WAS A MEDALISTS AND YOUR HARD WORK IS ABSOLUTELY PAID OFF. I REMEMBERED WATCHING ALL OF THEM WORKING HARD IN THE CLASSROOMS . IT WAS COOL TO SEE WHAT THEY ALL DID AND I REALLY DO WISH THEM THE BEST OF LUCK IN THE FUTURE AND I KNOW THEY WILL DO BIG THINGS. I WANT TO THINK OF THE MIDDLE SCHOOLS THAT OF WELCOME TO ME SO FAR AND I VISITED CALVIN AND WENDY HILL THIS YEAR. I AM A NOT BE TECHNICALLY THE STUDENT MEMBER OF THE BOARD ANYMORE. AND I'VE GOT THE BLUEPRINT. I WANT TO THANK EVERYBODY FOR GIVING ME THE TIME TO TALK TO STUDENTS AND THE ADMIN AND SCHOOL AND TEACHERS EVERYBODY WHO DONATED INSTRUCTION TIME TO ME. IT'S YOUNG ADVOCATES WERE EXCITED.>> IF YOU CAN'T TELL YET, THIS COMMENT IS LITTLE BIT LONGER THAN MY TYPICAL ONES. I KNOW IT HAS BEEN A LONG. BUCKLE YOUR SEATBELT, WE ARE ALMOST THERE. THAT MEANS A LIFE-CHANGING EXPERIENCE WILL BE DONE AND I DON'T WANT IT TO BE OVER.
THROUGHOUT MY TIME, I DEVELOPED A DEEP APPRECIATION AND PEOPLE PUTTING EFFORT INTO MY SUCCESS UP A DAILY BASIS. I NEVER REALIZED HOW DIFFICULT THE JOB WORKING THE SCHOOL SYSTEM WAS NOR DID I REALIZE HOW REWARDING IT WAS FOR SO MANY PEOPLE HOW MUCH TIME, EFFORT, THOUGHT AND ENERGY SO MANY PEOPLE PUT INTO THEIR JOBS. THIS PAST YEAR WAS DRIVEN BY UNDERSTANDING THAT THERE IS ALWAYS ROOM TO PROVE AND GROW THE EDUCATION SYSTEM WORKS INCREDIBLY HARD FOR US. WORKING WITH ALMOST 15,000 STUDENTS TO LEARN ABOUT THE DIFFERENT WORKING PARTS OF THE EDUCATION. WHAT I DISCOVERED ABOUT THE PROCESS OF MEETING WITH TALKING AND STUDENTS AS THEY BECOME MORE MOTIVATED WHEN IT COMES TO THEIR EDUCATION. THEY UNDERSTOOD PARTS BEHIND IT AND ARE MORE ENGAGED IN LEARNING. IS IT GAINED RESPECT FOR THE EFFORT PEOPLE ARE PUTTING IN FOR THEM. WATCHING HER DEVELOP HAS BEEN THE MOST IMPORTANT COMPASS MEANT FOR ME THIS YEAR. BEFORE I CLOSE FOR GOOD, I WANT TO SHARE QUICK GAME PLAN FOR MY SENIOR YEAR WITH YOU ALL BECAUSE YOU HAVE ONE MORE YEAR WITH ME. I WILL NOT BE SERVING ON THE BOARD OF EDUCATION ANYMORE. I'LL BE REMAINING IN AVID ADVOCATE. I WORK WITH ELEMENTARY SCHOOLS ACROSS THE COUNTY TO DEVELOP STUDENT GOVERNMENTS IN THEIR SCHOOLS AND WILL BE CONNECTING WITH COUNTLESS COMMUNITY ORGANIZATIONS OVER THE SUMMER TO CONNECT STUDENTS WITH VOLUNTEER AND ADVOCACY OPPORTUNITIES IN AREAS THEY ENJOY. I'M EXCITED TO CONTINUE ADVOCACY ON A NEW PLATFORM THIS YEAR. I'LL BE SERVING AS THE STUDENT ASSOCIATION COVER COUNTY VICE PRESIDENT.
ALONGSIDE MY BEST FRIEND. SHOUT OUT. I WANT TO THANK THE BOARD OF EDUCATION MEMBERS WHO HAVE BEEN SUPPORTIVE THIS YEAR. YOU ALL HAVE BECOME A SUPPORT SYSTEM LIKE NO OTHER. MY FIRST DAY I REMEMBER SCARED OF LOOKING YOU IN THE EYE. AND BEING COMFORTABLE TO SEND AN EMAIL AT 10:00 IN THE MORNING ABOUT A QUESTION ON THE DOCKET I WAS READING. THIS HAS BEEN SUCH A LIFE-CHANGING EXPERIENCE. GOING OFF THE BOOK FOR THIS. I DON'T KNOW HOW TO EXPRESS MY GRATITUDE AND APPRECIATION. FOR ALL OF YOU. AND ALL OF YOU WHO HAVE MADE IT POSSIBLE. I AM EXCITED I GET TO BE IN CCPS ONE MORE YEAR. AND I GET TO SEE WHAT MY WORK IS 22 THIS PAST YEAR. AND I GET TO SEE THE TRAJECTORY OF THE SCHOOL SYSTEM. THANK YOU.
>> THANK YOU, MS. HAYES THIS --?
>> FIRST, I WANT TO ADDRESS THE CASE MEMBERS WHO ARE HERE TODAY AND ALL CASE MEMBERS THROUGHOUT THE COUNTY. I CAN TELL YOU. AS A FORMER FIRST-GRADE TEACHER. I COULD NOT HAVE FUNCTIONED WITHOUT AN INSTRUCTIONAL SYSTEM. AND, I WANT TO ADD TO THAT THAT MY STUDENTS WOULD NEVER HAVE ACHIEVED WHAT THEY DID WITHOUT. YOU ARE AN INCREDIBLY VALUABLE PART OF OUR SYSTEM. I ALSO WANT TO THANK JORDAN FOR DOING SUCH AN EXCELLENT JOB SERVING ON THE BOARD. YOU CERTAINLY HAVE A BRIGHT FUTURE WHEREVER YOUR JOURNEY TAKES YOU. AND I WANT TO WELCOME GRACE MCCASKEY AS ANY STUDENT BOARD MEMBER.
CONGRATULATIONS. AS WE APPROACH THE END HERE, I WANT TO CONGRATULATE ALL THE MANY STUDENTS AND SENIORS RECOGNIZED FOR THEIR HARD WORK AND ACHIEVEMENT. LAST WEEK, I HAD THE PRIVILEGE TO ATTEND THE NORTHERN HIGH SENIOR AWARD CEREMONY AND IT WAS ESPECIALLY GRATIFYING TO SEE SO MANY SCHOLARSHIPS AND SPECIAL AWARDS PRESENTED TO STUDENTS. WE ARE FORTUNATE TO HAVE MANY COMMUNITY LEADERS AND ORGANIZATIONS SHOW THEIR SUPPORT FOR C CPS. AT THE COUNTY COMMISSIONERS MEETING, THE SHERIFF WILL BE AWARDING THE NORTHERN HIGH SCHOOL STUDENTS WHO IS SETTING CRIMINAL JUSTICE . A $1000 SCHOLARSHIP SOMETHING HE HAS BEEN DOING FOR THE PAST THREE YEARS. SHERIFF COX SAID " MY PURPOSE IN THE SCHOLARSHIP IS TO GIVE BACK TO THE PROGRAM
[02:00:03]
THAT GOT ME STARTED IN MY CAREER." OF COURSE ALL OF IT WILL NOT HAPPEN WITHOUT THE AMAZING TEACHERS AND STAFF.INCLUDING OUR SUPPORT STAFF. WHO WORKED TIRELESSLY TO PROVIDE OUR STUDENTS WITH THE BEST ACADEMIC EXPERIENCE POSSIBLE. A BIG SHOUT OUT GOES TO ALL THE PARENTS, GRANDPARENTS, AUNT, UNCLES AND VOLUNTEERS WHO ACTIVELY PARTICIPATE IN PUTTING STUDENTS ON PATHWAYS TO SUCCESS. A PERSONAL THANKS TO CHERYL COX FOR CREATING THE CALVERT COUNTY STUDENT SAFETY AND ADVISORY COMMITTEE. I'M APPRECIATED OF DR. -- WHO IS FULLY ON BOARD. THEY BEEN OCCURRING IN SCHOOLS AND I'M HEARING VERY POSITIVE FEEDBACK. IF YOU ARE INTERESTED IN APPLYING TO PARTICIPATE IN THE COMMITTEE, WILL GO CALVERT COUNTY MARYLAND STUDENT SAFETY AND WELL-BEING COMMITTEE.
GOOGLE DAD. FOLLOW THE LINKS TO THE APPLICATION. I WANT TO CORRECT SOMETHING I SAID AT THE LAST WEEK'SNEEDS, TWO WEEKS AGO. AND POINTING OUT AREAS WE CAN SAVE MONEY. I INCORRECTLY MENTIONED THE HIRING OF TWO PUBLIC RELATION POSITIONS. ONE POSITION WAS ACTUALLY A TRANSITIONING OF THE ROLE ON THE COMMUNICATIONS TEAM. WHICH BY THE WAY, DOES A GREAT JOB.
ON JUNE 13, I BELIEVE WE ARE LOOKING AT REVIEWING THE CODE OF CONDUCT. AT THE LAST MEETING. WE RECOMMEND SEVERAL CHANGES AND FOCUSED ON THE DRESS CODE. SPECIFICALLY THE IMPACT OF WEARING HEADS IN SCHOOLS. THE IMPACT IT HAS ON THE LEARNING EXPERIENCE. TO BETTER UNDERSTAND THE ISSUE. A SURVEY WAS CONDUCTED TOGETHER FEEDBACK FROM THE TEACHERS AND STAFF THROUGHOUT THE SYSTEM. THE RESULTS OVERWHELMINGLY INDICATED THE WEARING OF HERDS AND OTHER DRESS CODE VIOLATIONS PRESENTS SIGNIFICANT CHALLENGES TO TEACHING AND SCHOOL SAFETY.
THE NUMBER OF STAFF MEMBERS WHO BELIEVE STUDENTS SHOULD BE ALLOWED TO WEAR THE HOODS IS TOO MUCH AND 36. THE NUMBER OF STAFF MEMBERS AGAINST STUDENTS WEARING HEADS WAS ONE DOES AND 35. I LOOK FORWARD TO REVIEWING THE SURVEY AND ZEROING IN ON THE DRESS CODE BEFORE THE BOARD FINALIZES THE CODE OF CONDUCT AND VOTES. THANK YOU VERY MUCH.
>> THIS MEETING, A GOOD REPRESENTATION ABOUT WE HAVE HERE IN CALVERT. IT STARTED OFF FOR WE HAD TRUTH WE ARE CONSERVING ENERGY IN THE SCHOOL SYSTEM FOR GETTING A WONDERFUL CHECK FOR $20,000 FROM THE PARTNERS. WE SHOWED THE NATIONAL BOARD CERTIFIED TEACHERS AND SKILLS USA INCREDIBLY WONDERFULLY CAPABLE STAFF AND STUDENTS ARE AND VOLUNTEERS ARE GENEROUS WITH THEIR TIME. THOSE THINGS ARE WONDERFUL THINGS THAT SUPPORT THE SCHOOL SYSTEM. AND WE HAVE EMPLOYEES WHO TELL US WHAT THEY NEED. THEY DON'T MINCE WORDS.
THEY ARE INVOLVED. THEY TELL IT LIKE IT IS. SOMETHING THAT I LIKE IS TO ASK -- YOU'RE GOING TO THREAD THE NEEDLE WITH THE COMMISSIONERS ON HOW WE WILL GET THE RESPONSE TO THEM. THEY HAVE ASKED FOR. IT DOESN'T SEEM LIKE IT IS A BIG STRETCH.
I THOUGHT THEY HAD AN ITEMIZED BUDGET FOR QUITE A LONG TIME AND WE SHOULD HAVE MADE SURE THEY GOT IT. AND TO GET THE REQUEST AS QUICKLY AS POSSIBLE. IF YOU NEED HELP, BOARD MEMBERS I'M SURE CAN HELP TO DO THIS IF WE NEED TO SIT DOWN WITH THEM. I WANT TO GET IT SETTLED AND COMMUNICATE AS TRANSPARENTLY AS POSSIBLE WITH OUR STAFF. THERE ARE PEOPLE THAT ARE THINKING THEIR JOBS ARE GOING AWAY THAT'S NOT FAIR IN THE END OF SCHOOL YEAR. WE HAVE STUDENTS LIKE JORDAN WILLING TO GIVE TREMENDOUS AMOUNT OF TIME THIS YEAR. AND PUT YOURSELF OUT THERE. I'M SURE YOU HAVE GOTTEN IN HAD DIFFICULT TIMES BECAUSE HERE IN THE HOT SEAT. I'M GLAD YOU'RE
[02:05:01]
GOING TO BE HERE AT SCHOOL AND SHE KNOW I WILL CONTINUE TO TAP IN TO THE WELL REASONED COUNSEL THROUGHOUT NEXT YEAR. ALWAYS EMAIL US IF YOU HEAR OF ANY OTHER NEWS AND THINGS COMING ON WE SHOULD KNOW ABOUT. I CAN'T WAIT FOR GRADUATION. IT IS A WONDERFUL TIME. I WISH EVERYBODY THE BEST IN THE NEXT COUPLE OF WEEKS FOR THE END OF THE SCHOOL YEAR.>> I WANT TO THANK THREE STUDENTS WHO GAVE PUBLIC COMMENTS TONIGHT. ALWAYS WELCOMING STUDENTS IS A GREAT THING BEFORE DOES. THANK YOU FOR ENCOURAGING THEM TO COME AND GET PUBLIC COMMENTS TONIGHT. YOU'RE ALWAYS SUCH A GREAT ADVOCATE TO WORK WITH. I'LL CONGRATULATIONS TO YOU AS YOU MOVE INTO THE NEXT CHAPTER. FROM BEING PART OF US INTO BEING AN ADVOCATE FOR THE STUDENTS ADVOCATING FOR THE COMMUNITY AND STUDENT ANGLE TO THE BOARD MEMBERS. I LOOK FORWARD TO YOUR CONTINUED ADVOCACY IN HEARING WHAT YOU HAVE TO SAY. I WAS GOING TO ASK -- IF YOU CAN ANSWER COMMISSIONER QUESTIONS. MY FELLOW BOARD MEMBER ALREADY MADE THAT REQUEST. I LOOK FORWARD TO SEEING ANSWERS AND MAKING SURE THEY ARE PROVIDED WITH INFORMATION THEY ARE SEEKING. THAT IS IT FOR ME. WERE DOING PRETTY GOOD ON TIME.
>> TODAY. WE HAD THE FIRST INTRODUCTORY MEETING WITH THE COMPANY DOING THE AUDIT. IT WAS A GOOD MEETING. WE HAD THE COUNTY. AND EXECUTIVE STAFF AND I. WHAT THEY WILL DO. BY TOMORROW. THEY WILL SEND US A LIST OF THE ITEMS THAT THEY WILL BE LOOKING FOR IN THE AUDIT. ONCE WE RECEIVE IT, WE HAVE ABOUT THREE WEEKS TO SEND THEM THE INFORMATION THAT THEY ARE ASKING ABOUT. IF THE LIST AND THE SCOPE OF WHAT THEY ARE ASKING ABOUT CAN BE PROVIDED TO THEM WITHIN THREE WEEKS. IT MAY TAKE A LITTLE BIT MORE TIME TO GET IT TO THEM. THINGS THEY ARE GOING TO HAVE IN THE SCOPE IS THE SALARIES INCREASES OVER THE YEARS. I WANT TO GET AS MUCH INFORMATION TO THEM AS POSSIBLE. BUDGETS AND POLICIES AND PERSONNEL ACTION MEANING HIRING AND FIRING. AND PROCUREMENT. THIS WAS THE INITIAL MEETING WITH EVERYBODY INVOLVED. THEY WILL COME HERE AND WILL BE ON SITE. MAKE SURE THEY MET WITH ALL THE BOARD MEMBERS AND THEY WILL MEET WITH DIFFERENT STAKEHODERS AND OTHER PEOPLE TO INTERVIEW THEM THROUGHOT THE PROCESS. AS FAR AS THE AUDIENCE TO COME TO FRUITION. THIS IS SOMETHING THE COMMISSIONERS WANTED AND WE WILL FIND IT. FIRST COMMUNICATIONS CAME BACK ON DECEMBER 26, 23. SECOND COMMUNICATION CAME IN APRIL 2. 2024. WE RECEIVED IT MAY 3. WE HAD TO SIGN A LETTER SAYING WE WOULD MOVE FORWARD WITH IT BY THE 17TH. WE HAD TO HAVE A MEETING BY THE 24TH. ONCE WE GOT COMMUNICATION ABOUT IT, WE MOVED FORWARD. WE WERE MAKING IT HAPPEN NOW BUT IT TOOK US A WHILE TO GET INFORMATION ABOUT IT. BUT NOW WE HAVE IT WE ARE MOVING FORWARD. AS FAR AS STUDENT SAFETY AND WELL-BEING ADVISORY COMMITTEE, ANY TIME WE CAN COLLABORATE AND HAVE RESOURCES COME TOGETHER, I'M ALL FOR IT. TALKING TO STAFF AND SEEING SOME OF THE SCHOOLS, A LOT OF THINGS HAPPENING IN THE SCHOOLS ARE HAPPENING IN THE COMMUNITY. IT'LL BE A BETTER IDEA TO HELP THE CALVERT COUNTY COMMUNITY SAFETY AND WELL-BEING ADVISORY COMMITTEE.
YOU HAVE THE SHERIFFS DEPARTMENT IN THE SCHOOLS AND A LOT OF ISSUES AND THINGS UP AND BROUGHT TO LIGHT. RECENTLY, ESPECIALLY FROM CALVERT HIGH SCHOOL AND ALL THE COMMUNICATIONS AND STAFF WORKING TO FIX THOSE PROBLEMS AND ISSUES IS MOVING IN THE RIGHT PLACE BUT A LOT OF RESOURCES SHOULD GO TO THE COMMUNITY. I KNOW WITH THE ADVISORY COMMITTEE, IT'LL BE FAITH-BASED AND COMMUNITY ORGANIZATIONS AND A LOT OF PEOPLE. FOCUSING ON THE COMMUNITY IS WHERE THE ENERGY SHOULD GO. WITH THE BUDGET.
[02:10:04]
COMMISSIONERS, THEY VALUE THE COMMUNITY. THEY VALUE STUDENT AND EDUCATION AND ALL THE EMPLOYEES. THEY SHOW THIS BY WANTING TO FORM THIS COMMITTEE. BUT THEY COULD PROBABLY REALLY SHOW SUPPORT BY FUNDING US. THERE ARE NAMES ATTACHED LIKE WE HEARD EARLIER TODAY. THERE ARE PEOPLE FEELING THIS AND NOT KNOWING IF THEY WILL HAVE A JOB. THEY ARE UNCOMFORTABLE. I DON'T THINK THE WAY TO FIX IT IS TO WITHHOLD FUNDING. OR RESOURCES OR PEOPLE TO LOSE JOBS. WE NEED TO PUT MONEY AND IF NEED BE AND WE HAVE THE AUDIT. THAT'S SOMETHING THEY WERE HOUNDING ON, MAKING SURE WE HAVE THE AUDIT. IT IS IN PLACE AND IT WILL BE STARTING AND HAPPENING. WE CAN MOVE ON.TRYING TO MAKE SURE I'M NOT BEING AGGRESSIVE. IF THERE WAITING TO RECEIVE SOME THINGS, WE ARE SEEING COMMUNICATION BACK AND FORTH TAKING PLACE AND HOPE LAY WITHIN 24 HOURS THEY WILL HAVE IT. ONCE IT'S ON THE LIST OF EVEN ASKING FOR, THE AUDIT IS HAPPENING AND IT SHOULDN'T BE ANYTHING ELSE THERE. WE DIDN'T CALL THE SHORTFALLS. WHY SHOULD WE PENALIZE STUDENTS AND STAFF CALVERT COUNTY FOR SOMETHING WE DIDN'T CAUSE? DESTINATION IMAGINATION. ONE WALK . I HOPE ALL IS WELL. I'M IN KANSAS CITY WITH EIGHT CALVERT COUNTY TEAMS ACCOMPANIED WITH CHRISTINA DAVIS AND A GIFTED AND TALENTED TEACHER. AND THOMAS LAURA. STUDENTS ARE COMPETING AT GLOBALS AGAIN STUDENTS FROM ACROSS THE WORLD FOR DESTINATION IMAGINATION. CAN YOU WISH OUR TEAMS FROM THE ELEMENTARY , MIDDLE AND IN BARSTOW THE BEST WISHES WELL COMPETING THIS WEEK. IN THE CLOSING CEREMONY IS THIS SATURDAY. I WANT TO SHARE THOUGHTS AND WE HAVE AMAZING KIDS ON AMAZING THINGS ON A GLOBAL LEVEL. DEFINITELY CONGRATULATIONS TO THEM. MS. HAYES WAS TALKING ABOUT, SHE DID A PROGRAM WITH MENTAL ILLNESS AT NORTHERN HIGH SCHOOL. AN IDENTIFIED ONE OF THE AREAS IN WHICH SOME STUDENTS SAID THEY NEEDED SUPPORT WAS WITH SPORTS. THOSE 10:00 EMAILS AND WHATEVER BACK AND FORTH. WE HAD SOME OF THOSE. SHE WAS REACHING OUT TO KEVIN ABOUT MENTAL WELLNESS TRAINING FOR THE COACHES. THERE IS ACTUALLY IN A STATE LAW THAT WE WILL GO , AFFECTING THIS YEAR THAT MANDATES ALL COACHES IN THE STATE MUST HAVE MENTAL HEALTH TRAINING ALONG WITH CONCUSSION, HEAT ILLNESS AND CARDIAC ARREST TRAINING EACH YEAR. WE ARE WAITING FOR GUIDANCE AS TO WHAT MUST BE INCLUDED IN THE MENTAL HEALTH TRAINING COMPONENT. THIS NICE TO SEE THE STATING CALVERT COUNTY HIGH SCHOOL ARE TAKING MENTAL HEALTH SERIOUSLY. CONGRATULATIONS TO THE LADY TIGERS. THEY WON THE CALVERT COUNTY STATE TRACK MEET. MILL CREEK BOYS WON THE COUNTY TRACK ME. ONE POINT MIDDLE SCHOOL SOFTBALL AND THIS IS THEIR THIRD YEAR IN A ROW WINNING.
NORTHERN MIDDLE SCHOOL BASEBALL ALSO WON THE COUNTY CHAMPIONSHIP. TOMORROW AT 5:30, HUNTINGTOWN HIGH SCHOOL SOFTBALL TEAM WILL BE COMPETING AT THE UNIVERSITY OF MARYLAND.
AND -- FROM -- HIGH SCHOOL IS A TWO WAY GIRLS HIGH JUMP CHAMPION. CONGRATULATIONS TO ALL THE CTA KIDS WHO SIGNED A COUPLE WEEKS AGO. IT IS PRETTY AMAZING. AS WE MOVING FORWARD.
ESPECIALLY OVER THE PAST MONTH OR TWO. I KNOW MY EYES HAVE
[02:15:01]
BEEN OPENED WIDE TO A LOT OF THINGS THAT THE EDUCATORS ARE EXPERIENCING THE SCHOOLS AND LISTENING TO THEM AND TO STUDENTS. AREAS WE HAVE TO WORK ON WITH CELL PHONES IN DIFFERENT BEHAVIORS AND THINGS LIKE THAT. A LOT OF THINGS ARE TAKING PLACE SO I KNOW THEY WILL BE BETTER AND I THINK WHEN WE COME BACK FOR THE NEW SCHOOL YEAR, WE HAVE TO CHANGE THE CULTURE. AS SOMEBODY SAID EARLIER. THEY CAN SHOW THE ADMINISTRATION'S BACKING THE TEACHERS AND THINGS IN THE AREA. WITH CELL PHONES INTEREST POLICIES AND LIKE THAT.STUDENTS ARE WITH THIS FOR SEVEN AND EIGHT HOURS. WHEN THEY LEAVE, THEY GO HOME SO THEY GO BACK TO A DIFFERENT ENVIRONMENT. IT IS IMPORTANT TO MAKE SURE WE ARE GETTING INTO THE COMMUNITIES AND WE HAVE THE PARTNERSHIP WITH THE PARENTS, STAFF AND STUDENTS TO MAKE SURE WE ARE WORKING TOGETHER TO MAKE IT BETTER. I'M A LITTLE OLDER AND I DON'T KNOW HOW MANY OF YOU REMEMBER THE MOVIE LEAN ON ME WITH JOE CLARK. I DON'T KNOW IF WE CAN GO TO THAT EXTREME BUT WE HAVE TO SUPPORT THE PRINCIPLES AND WE HEAR YOU GUYS WANT CHANGE. AND IT'S IMPORTANT FOR US TO TAKE TIME FOR THE NEXT MONTH. A COUPLE OF MONTHS TO WORK ON AREAS. WHEN WE COME BACK, WE CAN COME BACK AND START STRONG. THAT IS IT FOR ME. THANK YOU FOR ALL YOUR COMMENTS IN PRESENTERS AND PUBLIC SPEAKERS. WITH
