I APOLOGIZE FROM RUNNING. I WAS CAUGHT BEHIND AN ACCIDENT. IT WAS ONE OF THE MOST EXPERIENCES OF MY LIFE AND MY HIGH SCHOOL CAREER, IT DEFINITELY WAS. I'M THRILLED TO SERVE AS THE NEXT STUDENT MEMBER OF THE BOARD FOR CALVERT. I'VE BEEN IN CALVERT COUNTY PUBLIC SCHOOLS SINCE I WAS A KINDERGARTENER. AND I'VE GROWN TO ABSOLUTELY ADORE AND LOVE THIS SCHOOL COMMUNITY AND THE PEOPLE IN T I KNOW I HAVE HUGE SHOES TO FILL. JORDAN IS INCREDIBLE PERSON AND INCREDIBLE FRIEND AND MENTOR TO ME. AND I LOOK FORWARD TO WORKING WITH THE BOARD OF EDUCATION AND TO BRING FORTH A STUDENT VOICE AND CREATE A BETTER COMMUNITY FOR STUDENTS, PARENTS AND OTHER YOUNG STAKEHOLDERS. THANK YOU. >> A COUPLE WEEKS AGO WE WERE AT THE HIGH SCHOOL FOR THE PATHWAYS 5K. GRACE HAS BEEN BEEN DOING THE WORK. I'VE BEEN WATCHING HER AGREE AND CONTINUE TO DO IT. AND SHE'S PRETTY FAST TOO. WE VALUE YOUR COMMENTS AND CONCERNS. THIS IS A BUSINESS MEETING AND THE BOARD CANNOT COMMENT TO YOUR CONCERNS OR ENTER INTO A DISCUSSION TO YOU WITHIN THE MEETING. WRITTEN COMMENTS ARE WELCOME AT ANY TIME. FOR MORE INFORMATION, PLEASE CONTACT THE ADMINISTRATIVE ASSISTANT TO THE BOARD. >> THANK YOU. >> TODAY WE HAVE SEVEN SPEAKERS. AND OUR FIRST ONE IS SAMMY ROWE. >> GOOD AFTERNOON, BOARD MEMBERS. I'M SAMMY ROW FROM PLUMB POINT MIDDLE AND I PARTICIPATE IN DESTINATION IMAGINATION WHAT IS A STEM PROGRAM. FOR THOSE OF YOU THAT DON'T KNOW WHAT IT IS. THAT IS SCIENCE, TECHNOLOGY, ENGINEERING, ARTS AND MATHEMATICS. I HAVE PARTICIPATED IN FOR THREE YEARS. AND I HAVE TO SAY IT HAS CHANGED MY LIFE. DI HAS OPENED NEW DOORS FOR ME, DOORS OF CREATIVITY AND TEAM WORK. THERE ARE DIFFEREN LEVELS OF CHALLENGES LIKE ELEMENTARY SCHOOL, MIDDLE SCHOOL AND HIGH SCHOOL. THERE ARE ALSO DIFFERENT CHALLENGES. FOR INSTANCE, MY TEAM CHOSE THE CHALLENGE BLAST FROM THE PAST. THE SCIENTIFIC CHALLENGE WHERE WE HAD TO CREATE A PUPPET THAT MOVED. BUT WE COULD NOT BE THE PUPPET. ANOTHER THING THAT OUR TEAM HAD TO DO WAS CREATE A EXIT AND SCRIPT FROM SCRATCH. NOTHING BUT THE GUIDELINES HELPING US. NO PARENTS ARE MEMBERS THAT WERE NOT ON THE TEAM WERE ALLOWED TO HELP. IN THE SEVEN DIFFERENT CHALLENGES, INCLUDING TECHNICAL, ENGINEERS, FINE ARTS, SERVICE LEARNING AND MY TEAM'S CHALLENGE SCIENTIFIC, WE HAD NO HELP FROM THEM. SPEAKING OF CHALLENGES, THERE ARE ALSO DIFFERENT COMPETITIONS WHERE YOU HAVE TO PLACE TO CONTINUE. THE DIFFERENCE CHALLENGES ARE STATE, WHERE YOU CAN BE WITH OTHER TEAMS IN YOUR STATE AND THEN REGIONALS, IF YOU PLACE, AND THEN GLOBALS, WHERE -- THAT IS WHERE THE ENTIRE COMPETITION IS HELD, LIKE THE LARGE COMPETITION. AND WE COMPETE WITH OTHER STATES AND COUNTRIES. THIS YEAR GLOBALS IS TAKING PLACE IN KANSAS CITY. AND THERE WILL BE SO MANY ACTIVITIES. THERE ARE IS TRADING, AND YOU GET TO WATCH OTHER PERFORMANCES AND MEET TEAMS FROM ALL OVER THE WORLD, JUST FOR STARTERS. THAT BRINGS MANY HE TO MY QUESTION. WITH THIS INSIGHT, I HOPE THAT YOU'LL PROVIDE FUNDING SO OUR KIDS CAN HAVE THE SAME EXPERIENCE I HAVE AND SO DESTINATION IMAGINE TEAMS THAT HAVE THE POTENTIAL, CAN GO TO GLOBALS. THANK YOU. >> THANK YOU. >> THE NEXT SPEAKER IS TIM SINCLAIR. >> GOOD AFTERNOON. I'M TIM SINCLAIR. WHILE I'M WEARING RED TODAY AND I WISH I HAD BLUE ON HONESTLY, I'M NOT HERE TO SPEAK IN THAT CAPACITY TODAY. I'M HERE IN A MY ROLE OF A PARENT OF A MIDDLE SCHOOL STUDENT. I'VE ALWAYS LOVE TO READ. BUT AS A KID I HAD TO REREAD BOOKS A LOVE WE HAD BOOKS IN THE HOUSE. BUT WE HAD LIMITED MEANS TO BE ABLE TO GO OUT AND BY WHAT WE WANT. AND THE SMALL TOWN WAS NOT HONESTLY BIG ENOUGH TO BE CALLED A TOWN. [00:15:04] LIBRARY ACCESS WAS LIMITED TOO. UNLESS I WAS VISITING MY GRANDMOTHER, PUBLIC LIKES WAS NOT AN OPTION. I'M FOREVER INDEBTED TO THE LIBRARIANS. I FIND MYSELF RAISING ANOTHER READER. SHE PROBABLY PUTS ME TO SHAME IN THAT CATEGORY. WE HAVE BETTER MEANS NOW TO SUPPLY HER WITH THINGS TO READ. BUT THOSE VISITS TO THE SCHOOL LIBRARY ARE ONE OF THE PLACES THAT SHE FEEDS THAT APPETITE AND I HAVE FOUND OUT THAT WE HAVE BOOKS PUT BEHIND THE PER MISSION SLIP, THAT TERRORIZES ME. WHY ARE WE ARGUING WITH THEM? ANYONE WHO HAS HAD TO GET A PERMISSION SLIP SIGNED FOR ANYTHING, KNOWS FULL WELL HOW HARD THAT IS, EVEN WHEN THE PARENT DO APPROVE. WE HAVE TOOLS IN OUR COUNTY FOR PARENT TO SEE WHAT THEY CHECK OUT OF THE LIBRARY. AND IT SHOULD NOT AFFECT MY CHILD IF THEY CHOOSE NOT TO USE THEM. WITH THAT IN MIND AND OUT OF ABUNDANCE OF CAUTION, I SPENT A LIST OF EVERY SINGLE BOOK IN WINDY HILL MIDDLE SCHOOL'S LIBRARY. AND I'VE TAKEN DR. ANDRAE TOWNSEL'S PERMISSION SLIP AND I FILLED ONE OUT FOR EVERY SINGLE BOOK IN THAT LIBRARY. THAT IS MY PERMISSION FOR MY CHILD TO READ IN THE LIBRARY. THERE ARE 7,010 SLIPS IN THE TWO BOXES. ACCORDING TO THE BOTTOM OF THE FORUM, I NEED TO TAKE THEM TO THE SCHOOL LIBRARIAN. SO I WANT TO APOLOGIZE TO THE TRAINED PROFESSIONAL THAT NOW HAS TO DEAL WITH THAT. I IF THIS TAKES AWAY THE DECISION FOR MY OWN CHILD. I HOPE SHE UNDERSTANDS THE EFFORT. I WILL UNDERSTAND THIS IS PART OF MY CHILD'S EDUCATIONAL RECORD. THAT DOES THAT THE DISTRICT IS REQUIRED TO KEEP THEM BY LAW AND ALLOW ME TO VIEW THEM AT ANYTIME? WHERE AM I GOING TO STORE THEM? WHAT IT OTHER PARENTS START DOING THE SAME THING OR WHEN MY DAUGHTER GOES TO HIGH SCHOOL AND I BRING IN A FEW MORE BOXES OR WHEN MY SON GOES TO KINDERGARTEN IN A FEW YEAR. MAYBE THIS IS NOT THE BEST SOLUTION. MAYBE OPT OUT WITH THE TOOLS THAT ALREADY EXIST ALLOW DECISIONS FOR THEIR KID. >> MAYBE I'M GOING KEEP PRINTING AND WASTING PAPER IN THE NAME OF BOOKS. I THINK THE GIVING TREE WILL UNDERSTAND. >> UNDERSTAND. PARTLY CLOUDY PARTLY [APPLAUSE] >> OUR NEXT SPEAKER IS MARY CABORE. >> GOOD AFTERNOON, BOARD MEMBERS. I'M MARY CABORE. I'M A FRESHMAN AT HUNTINGTON HIGH SCHOOL. I AM A PART OF DESTINATION IMAGINATION AND ME AND ONE OF MY BEST FRIEND STARTED OUR FIRST HIGH SCHOOL TEAM IN HUNTINGTON HIGH SCHOOL. DESTINATION IMAGINATION ALLOWED ME TO EXPERIENCE SO MANY NEW THINGS ABOUT THE COMMUNITY AND SO LEARN SO MANY NEW THINGS ABOUT THE PEOPLE AND THEIR HARD WORK, ESPECIALLY IN THE CHESAPEAKE BAY DURING DESTINATION IMAGINATION, WE HAD THE OPPORTUNITY TO LEARN ABOUT POLLUTION, CLIMATE CHANGE, DEAD ZONES AND ALL THE DIFFERENT CONSEQUENCES OF OUR ACTIONS AS HUMAN BEINGS THAT HAS AFFECTED THE CHESAPEAKE BAY AND EVALUATING DIFFERENT SOLUTIONS TO COMBAT ALL THESE NEGATIVE AFFECTS AND TO HOPEFULLY HELP RESTORE THE CHESAPEAKE BAY IN THE FUTURE. AS MY TIME SERVING IN DESTINATION IMAGINATION, I HAVE EARNED HOW EMPOWERING IT IS AS A YOUNG WOMAN TOP DO SOMETHING TO BIG WITH OUR COMMUNITY, TO LEARN SO MUCH AND TO BE PART OF SUCH A BIG COMMUNITY THAT IS LEARNING SO MUCH ABOUT OUR WORLD, OUR WAY OF LIFE. AS A YOUNG GIRL, I WANT TO ENCOURAGE OTHER YOUNG GIRLS TO GO AFTER THE SAME THINGS TO IT BE EMPOWERED TO JOIN ALL OF THESE PROJECTS, ALL OF THESE COMMUNITIES AND THESE PROGRAMS BECAUSE WE ARE THE FUTURE. I HOPE THAT YOUNG GIRLS, ESPECIALLY IN ELEMENTARY SCHOOL, WILL START TO REALIZE THAT THEY CAN DO WHATEVER THEY WANT TO DO. THEY CAN BE OUR VOICE. I HOPE THAT IN THE FUTURE, THAT WILL BECOME A REALITY. THANK YOU. [APPLAUSE] [00:20:02] >> THANK YOU VERY MUCH. >> NEXT SPEAKER IS PRISCILLA BRADLEY. >> GOOD AFTERNOON PRESIDENT WHITE AND MEMBERS OF THE BOARD AND DR. ANDRAE TOWNSEL. I'M PRISS PRISCILLA BRADLEY. I WOULD LIKE TO SHARE WITH YOU AN EMPLOYEE STORY OF A SUPPORT PUBLIC SCHOOLS. AND I HAVE HIS PERMISSION TO DO SO. DYLAN BEGAN HIS EMPLOYMENT AS A SUBSTITUTE TEACHER. REMAINED EMPLOYED FOR NINE YEARS. HE HOLD A BACHELOR'S DEGREE IN MASS COMMUNICATION AND OFTEN A LONG-TERM SUBSTITUTE WORKING IN THE AS AN ASSISTANT AND TEACHER CAPABILITY. DYLAN TRIED FOR A LONG TIME TO BE HIRED AS A INSTRUCTIONAL ASSISTANT. BUT WHEN WOULD LEAVE, HE WOULD BE ASKED TO FILL A LONG TIME SUBSTITUTE TILL THEY HIRED. HE DID THIS FOR THREE YEARS. HE WAS EVENTUALLY HIRED AS A DRIVER AS A CHILD NUTRITION PROGRAM AND THEN LATER PROMOTED TO THE COPY CENTER SPECIALIST. HE HELD IT FOR FIVE YEARS. HIS MOST RURAL RATE WAS $26.06. DYLAN RECENTLY LEFT THE EMPLOYMENT OF CCPS TO JOIN THE INTERNATIONAL ASSOCIATION AND MECHANICS AEROSPACE WORKERS. HE HAS BEEN HIRED WITH LESS RESPONSIBILITIES AND FEWER OTHER DUTIES ASSIGNED. HE WOULD OFTEN WORK LATE HOURS TO MAKE SURE THAT THE PAPERWORK WAS DONE. HIS NEW HOURLY RATE IS $39.41. AND INCREASE OF $13.35 AN HOUR. OR 51% INCREASE. EDUCATIONAL SUPPORT PROFESSIONALS ARE NOT LEAVING CCPS EMPLOYMENT FOR OTHER SCHOOL SYSTEMS. OUR COMPETITIVE MARKET FOR EMPLOYEES IS MUCH, MUCH, MUCH BROADER THAN THAT. WE ARE LOSING EMPLOYEES THAT ARE SEEKING BETTER WORKING CONDITIONS, HIGHER PAY, AND OPPORTUNITY FOR GROWTH, WHICH IS NOT OFFERED HERE CURRENTLY. ONE JOB SHOULD BE ENOUGH. THANK YOU FOR YOUR TIME. [APPLAUSE] >> THANK YOU. >> OUR NEXT SPEAKER IS STACEY KAMEN. >> GOOD AFTERNOON PRESIDENT WHITE AND MEMBERS OF THE BOARD AND DR. ANDRAE TOWNSEL. I'M PRESIDENT OF THE CALVERT EDUCATION SUPPORT STAFF. IT IS TIME TO WRAP THINGS UP. NO MORE DELAYS BECAUSE THE CLOCK IS TICKING. WE WILL BE OUT OF TIME THIS TIME NEXT WEEK. THE CASES DO NOT GO BACK TO THE NEGOTIATION TABLE TILL WEDNESDAY, IF WE DO NOT SETTLE, WHAT NUMBERS WILL CCPS USE FOR THE BUDGET REQUEST FOR US. THEY HAD A FRACTION OF THE TIME THAT CCA HAD AND WE WANT THE SAME. I HAVE A FEW QUESTIONS, I WOULD LIKE YOU TO THINK ABOUT. WHY DID I ONLY RECEIVE, TODAY, A PART OF THE DATA I HAVE BEEN ASKING FOR FOR WEEKS REGARDING MY STUDY. ARE WE EXPECTED TO DIGEST ALL OF THIS INFORMATION IN LESS THAN A WEEK TO MAKE INFORMED DECISIONS REGARDING SALARY PROPOSALS AND SETTLING OUR CONTRACT. AND IF WE DON'T, WE RUN THE RISK OF NOT HAVING APPROPRIATE FUND IN THE BUDGET FOR US. THIS INFORMATION WAS DISCUSSED WITH THE DIRECTORS OVER A WEEK AGO. SO WHY DID IT TAKE SO LONG FOR CASE TO GET THE INFORMATION? THE PROMISE OF THE STUDY HAS BEEN USED TO DELAY THE ADVOCACY AND HARD WORK OF OUR MEMBERS. I HAVE ASKED FOR IT MULTIPLE TIME AND IT IS NOW ONLY BE DELIVERED AS WE ARE PUSHED UP AGAINST A DEADLINE. WHY ARE WE HIRING INSTRUCTIONAL ASSISTANTS TO BE TEACHERS AT THE END OF YEAR AND OTHER LETTERS ARE BEING PREPARED. I HOPE THERE IS TRANSPARENCY IN THE HIRING THAT THERE IS NO GUARANTEE TO GO [00:25:02] BACK TO THE INSTITUTIONAL POSITIONS SHOULD THEY BE LAID OFF FROM THEIR TEACHING POSITION IN APRIL THEY WERE HIRED. WHY HAVE WE HIRED OVER 20 SUPPORT STAFF SINCE LEARNING OF THE 22 AND A HALF MILLION DOLLARS FUNDING REDUCTION FROM THE STATE FOR NEXT YEAR? WHY AM I HEARING THAT THE DEPARTMENTS HAVE BEEN TOLD TO START CUTTING POSITIONS? IF THIS IS TRUE, WHY ARE WE HIRING? FINALLY, WHY HAVE THERE BEEN NO DIRECT CONVERSATIONS BETWEEN DR. ANDRAE TOWNSEL AND UNION LEADERS REGARDING THIS BUDGET CRISIS AND THE PROPOSED CUTS? I WANT TO MAKE A FEW THINGS VERY CLEAR. CASE IS NOT AND HAS NOT BEEN DRAGGING OUR FEET. WE HAVE SPENT TIRELESS HOURS PREPARING FOR PRODUCTIVE CONVERSATIONS. CASE WILL NOT BE BACKED IN A CORNER TO ACCEPT PROPOSALS ON THE PREMISES THERE IS NO MONEY. WE DEMAND DISCUSSIONS. THE UNIONS ARE NOT TO BLAME FOR THE BUDGET MESS OR THE REASONS THAT THE DEPARTMENTS CANNOT PLAN FOR THE COMING YEAR. WE'RE NOT RESPONSIBLE FOR THE POTENTIAL TAX INCREASES. AND WE WILL NOT SHOULDER THE BLAME. IT IS TIME TO A FAIR AND EQUITABLE AGREEMENT. THANK YOU FOR YOUR TIME. >> THANK YOU. [APPLAUSE] >> OUR NEXT SPEAKER IS LAMAR MOTT. GOOD AFTERNOON, BOARD MEMBERS. I'M WITH THE EASTERN ATLANTIC STATION REGIONAL COUNCIL OF CARPENTERS. WE HAVE A PROGRAM -- WE HAVE A FOUR-YEAR APPRENTICESHIP WHERE IT IS FREE FOR ANYBODY TO ATTEND OUR APPRENTICESHIP. YOU GET 24 COLLEGE CREDITS FORWARDS THE CONSTRUCTION MANAGEMENT DEGREE. YOU GET A RAY OF CREDENTIALS THAT MAKES YOU MARKETABLE AND MORE APPEALING TO THE CONTRACTORS THAT NEED SKILLED INDIVIDUALS. MYSELF AND MY COLLEAGUE, PATRICK, THAT IS BACK THERE WITH THE BLUE SHIRT ON, HAVE WORKED WITH HIGH SCHOOLS THROUGHOUT THE COUNTY. AND WE HAVE A PARTNER THAT WE WORK WITH RIGHT NOW CALLED MAPLE WORKSHOP. AND THROUGHOUT THE YEARS, WE NOTICED THAT THE TRADES HAVE BEEN DONE AWAY WITH IN THE MIDDLE SCHOOLS AND THINGS LIKE THAT WE HAVE A MOBILE WORKSHOP WHERE WE COME OUT TO THE ELEMENTARY, THIRD GRADE ALL THE WAY UP AND THE MIDDLE SCHOOLS. AND IT IS ALREADY TRADES WITHIN THE HIGH SCHOOLS. THIS IS SOMETHING THAT WE HAVE STARTED WITH OVER THE LAST YEAR OR SO. WE WANT TO MAKE SURE THAT WE'RE COMING DOWN HERE IN CALVERT COUNTY AND ACTUALLY SHARING THE TRADES WITHIN THE MIDDLE SCHOOLS AND ELEMENTARIES. SO ON MAY 17TH, WE'RE HAVING AN OPEN HOUSE AT OUR FACILITY IN UPPER MARLBORO, MARYLAND, 8500 PENNSYLVANIA AVENUE. I WOULD BE DELIGHTED FOR YOU ALL TO COME, IF YOU HAVE TIME THAT DAY. IT WILL BE 8:00 TO 2:00, I BELIEVE. I WOULD LOVE FOR YOU ALL TO COME JUST TO SEE THE SHOWCASE THAT WE HAVE FOR PEOPLE THAT IS GOING TO BE COMING. WE HAVE PROBABLY PUBLIC OFFICIALS THROUGHOUT THE DMV, SCHOOL BOARD MEMBERS AS SUCH. AND WE'RE GOING TO HAVE A COMPETITION WITH THIRD AND FOURTH YEAR APPRENTICES, BASICALLY SHOWING THEIR SKILLS THAT THEY LEARNED WHILE THERE WERE AT OUR APPRENTICESHIP. IF YOU CAN MAKE IT, I WOULD GREATLY APPRECIATE IT, JUST TO SEE WHAT WE REALLY HAVE TO OFFER AND ESPECIALLY SOME MEN AND WOMEN THAT WILL BE THERE, DO RESIDE IN CALVERT COUNTY. SO I WILL LOVE FOR YOU ALL TO COME. THANK YOU. >> THANK YOU. >> IT IS 8:00 TO 4:00. I SAW [00:30:04] THE E-MAIL. >> THE NEXT SPEAKER IS CHELSEA GALAHUE. >> HELLO, BOARD MEMBERS, PRESIDENT WHITE AND DR. ANDRAE TOWNSEL. I'M CHELSEA. I'M A 8TH GRADE TEACHER. AND THIS WEEK IS EDUCATOR APPRECIATION WEEK. AND I WANTED TO LET YOU KNOW HOW THINGS ARE GOING. SOME THINGS THAT MADE ME FEEL APPRECIATED AS AN EDUCATOR. I GOT A $25 GIFT CARD. MOST DAYS MY STUDENT FEEL APPRECIATED. I APPRECIATE THE CHANGES TO THE CELL PHONE POLICY THAT ARE COMING IN THE CODE OF CONDUCT. I THINK THAT LOOKS GOOD IN A WAY THAT WILL MAKE MY LIFE A LOT EASIER. THAT CHECKS OFF THAT LIST. SO SOME THINGS THAT MAKE ME FEEL NOT SO APPRECIATED. THE FACT THAT ALL NONTENURED STAFF ON WEDNESDAY THAT SAID, YOU KNOW, WE'RE NOT GOING TO FIRE YOU, BUT WE'RE GOING TELL YOU WHAT THE PROCESS IS IN CASE WE HAVE TO DO THAT AND WE'RE GOING TO DO THAT IN MY BUILDING ON FRIDAY AT 3:05. SO YOU'RE GOING TO WIG OUT ALL WEEK EDUCATOR APPRECIATION WEAK APPRECIATION WEEK AND LET YOU KNOW THE PROCESS. AND NOW THEY HAVE EXTENDED IT TILL NEXT WEEK. THAT IS NOT VERY APPRECIATION SHOWING. A LACK OF NEGOTIATIONS MOVEMENT, SPECIFICALLY FOR CASE AT THIS POINT DOESN'T MAKE ANY OF THE EDUCATORS FEEL APPRECIATED. OUR BUILDINGS DO NOT RUN WITHOUT SUPPORT STAFF. AND I DON'T KNOW WHERE I WOULD BE WITHOUT THEM AT ALL. SOMETHING ELSE IS -- SINCE WE'RE GOING TO LOOK AT THE CODE OF CONDUCT, NO TEETH FOR THE POLICY ON SKIPPING CLASSES AND TARDIES. YOU CANNOT LEARN IF YOU'RE NOT IN A CLASSROOM. AND WHEN STUDENTS ARE SKIPPING CLASSES AND SPENDING TIME IN THE BATHROOM, DISRUPTIVE TO OTHER STUDENTS THAT LEGITIMATELY NEED TO PEE. I GRADUATED FROM HUNTINGTON IN 2005. THERE WAS ONE BATHROOM THAT WAS UNLOOKED IN THE ENTIRE BUILDING. THIS IS NOT A NEW PROBLEM. AND THEN THE LAST THING THAT MAKES ME NOT FEEL SO APPRECIATED IS COMMUNITY HEARSAY, BEING WEAPONIZED TO POLITICALIZE THE EDUCATION OF CHILDREN. CHILDREN HAVE A RIGHT TO PRIVACY AND THERE IS NO ADULT ON EARTH OTHER THAN THEIR PARENT WHO HAS A RIGHT TO KNOW WHAT DISCIPLINE THEY RECEIVED OR THE PROCESS THAT THEY WENT THROUGH. SO THINK THAT AS A COMMUNITY, WE NEED TO DO A LOT LESS JUDGING AND SUPPORT STUDENTS THAT NEED SUPPORT IN A WIDE VARIETY OF WAYS AND REMEMBER THAT IF IS NOT OUR BUSINESS AT ALL TO KNOW OTHER PEOPLE'S BUSINESS. THANK YOU. THANK YOU. [APPLAUSE] >> THAT CONCLUDES OUR SPEAKERS [5.01 Jordan Hayes] FOR TODAY. >> THANK YOU, ALL. NEXT WE'RE GOING TO GO TO THE STUDENT MEMBER OF THE BOARD, JORDAN HAYES. >> THANK YOU FOR WELCOMING ME BACK THIS AFTERNOON. I'VE BEEN SICK ALL WEEK. YOU DO NOT UNDERSTAND THE ANXIETY I HAVE WALKING IN HERE WHEN I MISSED OO MULTIPLE DAYS OF SCHOOL AND THEY KNOW THAT I MISSED MULTI-DAYS OF SCHOOL AND SHOWING UP TO A BOARD MEETING. I'VE BEEN SICK THIS WEEK. MIND MY VOICE. THANK YOU FOR WELCOMING ME AND THANK YOU FOR THE WONDERFUL RESOLUTION AND THE REST OF THE BOARD. I COULD NOT HAVE HAD MORE OF A WONDERFUL YEAR SERVING AS A STUDENT MEMBER. I WOULD LIKE TO CONGRATULATE GRACE ON HER NEW SWEARING IN. I'M SO EXCITED FOR YOU TO HEAR FROM HER AND WORK WITH HER OVER THE NEXT YEAR. SHE'S ONE OF MY FAVORITE PEOPLE TO WORK WITH SINCE THE SIXTH GRADE. SHE'S ONE OF MY CLOSEST FRIEND AND I KNOW THAT SHE'S GOING TO BE A WONDERFUL JOB. I WANT TO SAY THANK YOU TO ALL THE KID THAT TOOK THE TESTS THIS WEEK. GOOD LUCK TO ALL OF YOU THAT TESTING NEXT WEEK. I WOULD LIKE TO EXTENT A MASSIVE THANK TO THE TEACHERS. WITH THE TEACHER APPRECIATION WORK I WOULD LIKE TO THANK YOU FOR ALL OF YOUR HARD WORK AND CONSTANT [00:35:02] EFFORT THAT YOU PUT TOWARD OUR EDUCATION. IT DOES NOT GO UNNOTICED. SOME OF THE RECENT THINGS I'VE BEEN DOING MYSELF AND THE CALVERT ASSOCIATION COUNCIL, WE HAD THE OPPORTUNITY ATENT THE NORTHERN HIGH SCHOOL MENTAL HEALTH FAIR AND THE ALONG ONE PROGRAM WITH MR. WHITE. WE WERE DISCUSSING THE DIFFERENT WAYS THEY WOULD LIKE TO SEE MORE SUPPORT IN THE MENTAL HEALTH IN SCHOOL. THEY WOULD LIKE TO SEE MORE MENTAL HEALTH SUPPORT IN ATHLETIC IT'S AND IN THE CLASSROOM WHEN IT COMES TO TEST ANXIETY AND THINGS LIKE THAT. IT CREATED A GREAT AGENDA FOR WHAT TASKED TASKS LOOK LIKE FOR MY ADD VOLUNTARY MACHINE ADVOCACY AND THE NEXT YEAR. CONGRATULATIONS TO THE ONES THAT RECEIVED SCHOLARSHIPS. YOU HAVE WORKED SO HAR. I HAVE SO MANY AREAS OF PASSION AND EXCITEMENT IN MY LIFE AND I'M EXCITED TO BE IN PURSUIT OF THEM IN THE NEXT YEAR. SO THANK YOU ALL. >> THANK YOU. [APPLAUSE] [6.01 Dr. Andrae Townsel] >> SUPERINTENDENT'S REPORT. DR. ANDRAE TOWNSEL. >> THANK YOU, PRESIDENT WHITE. THIS IS TEACHER APPRECIATION WEEK. AND I WOULD LIKE TO TAKE THIS OPPORTUNITY TO HONOR AND SHOW APPRECIATION FOR ALL OF OUR REMARKABLE EDUCATORS THAT WORK TIRELESSLY TO ENHANCE THE LIVES OF OUR STUDENT EVERY SINGLE DAY. THEIR WORK AND IMPACT EXTENDS FAR BEYOND THE CLASSROOM. TOP ALL THE TEACHER IN CALVERT COUNTY SCHOOLS, ACROSS MARYLAND AND ACROSS THE COUNTRY, HAPPY TEACHER APPRECIATION WEEK. I WOULD LIKE TO OFFER MY CONGRATULATIONS TO THE STAFF AND FAMILIES OF MOUNT HARMONY ELEMENTARY SCHOOL. THEY WERE RECOGNIZED AS A PURPLE STAR SCHOOL AT THE MARYLAND STATE OF DEPARTMENT OF EDCUATION MEETING ON APRIL 30TH. I HAD THE PRIVILEGE OF ATTENDING THE TEACHER PIPELINE SUMMIT AT THE UNIVERSITY OF THE MARYLAND AND SAINT MARY'S COUNTY. THE PURPOSE OF THIS SUBMIT WAS TO ADDRESS THE WORK FORCE CHALLENGES IN OUR EDUCATIONAL SYSTEM AS WE PREPARE AND SUPPORT OUR FUTURE TEACHERS. WE KNOW THIS CAN THE NOT BE ADDRESSED. IT WILL REQUIRE THE COLLECTIVEST OF OUR SCHOOL SYSTEM, HIGHER EDUCATION AND THE COMMUNITY AT LARGE. WE CONTINUE THE RECOGNITION OF OUR STAFF, SERVICES AWARDS, SO CONGRATULATIONS TO EVERYBODY IN CALVERT COUNTY PUBLIC SCHOOLS THAT SERVE IN PUBLIC EDUCATION FOR 20 YEARS OR MORE IN THE FIELD OF EDUCATION TOTAL. TODAY, I HAD THE OPPORTUNITY TO ATTEND THE CALVERT TECH ACADEMY TOUR WITH THE ASSISTANT SECRETARY AND ADULT AND DR. LLOYD. THEY TOURED SOME OF OUR CAREER TECHNICAL EDUCATION PERHAPSES, CLASSES AND PARTICIPATED IN A YOUTH APPRENTICESHIP PRESENTATION AND WE HAD A LOVELY LUNCH BY THE CULINARY ARTS PROGRAM AND THEY HAD A NICE ITALIAN-THEMED LUNCH FOR EVERYBODY. I ALSO WANT TO TAKE THE OPPORTUNITY TO CELEBRATE OUR EARLY COLLEGE SENIORS THAT HAVE ALREADY EARNED THEIR GENERAL STUDIES TRANSFER CERTIFICATE ENHAVE THE OPPORTUNITY PARTICIPATE IN THE COLLEGE OF SOUTHERN MARYLAND GRADUATION CEREMONY. EVERYONE IN THE COMMUNITY HAVE BEEN LEANING IN AND ENGAGED IN SAFETY AND SECURITY OF ALL OF OUR STUDENTS ACROSS THE COUNTY AND MOST IMPORTANTLY, ONE OF OUR FLAG SHIP HIGH SCHOOL, CALVERT HIGH SCHOOL, I'VE BEEN GETTING A LOT OF ATTENTION LATELY. I WANT YOU TO KNOW THAT INSURING STUDENTS' SAFETY IS A NUMBER ONE PRIORITY. WHEN WE HAVE THE OPPORTUNITY GO THROUGH THE STRATEGIC PLANNING PROCESS, THE NUMBER ONE PRIORITY IN THE [00:40:02] CALVERT COUNTY PUBLIC SCHOOLS IS SAFETY. SAFETY. SAFETY. SO SINCE ALL OF THE MAGNIFYING ISSUES HAVE BEEN BROUGHT TO OUR ATTENTION, I WANT TO SHARE WHAT WE ARE WANT TO DO TO GET TO A SAFE CONCLUSION FOR THE END OF THIS ACADEMIC SCHOOL YEAR. I HAD THE OPPORTUNITY TOP MEET WITH STAFF, STUDENTS AND MEMBERS OF CALVERT HIGH SCHOOL. I WAS ALSO CALLED TO THE BOARD OF COUNTY COMMISSIONERS TO SUPPORT ADVISORY COMMITTEE ON STUDENT SAFETY AND WELL BEING. I DO SUPPORT THAT ADD ADVOCACY COMMIT AND WE NEED TO MAKE THAT YOU ARE THE KIDS ARE COMING TO OUR ENVIRONMENT PREPARED AND LEVELED UP. I WANT TO PLAN FOR THE REST OF THIS ACADEMIC YEAR, SPECIFICALLY WITH CALVERT COUNTY HIGH SCHOOL. I WANT TO SHARE THIS. THERE WILL BE ONE EXTRA SCHOOL RESOURCE OFFICER PLACED IN SUL CALVERT HIGH SCHOOL FOR THE REST OF THIS YEAR. WE STARTED SAFETY WALKS AT CALVERT HIGH SCHOOL AND ALL OF OUR OTHER HIGH SCHOOLS IN THE DISTRICT FOR THE REMAINDER OF THE YEAR. WE'RE GOING TO PICK RANDOM DAY OF THE WEEK AND A RANDOM TIME AND WALK AMONG OUR BUILDINGS, INTERACTING WITH THE ADULTS AND THE YOUNG PEOPLE AND ADULT AND MAKE SURE THAT WE HAVE OUR HAND ON THE PULSE OF WHAT IS GOING ON IN OUR BUILDINGS. WE'RE GOING TO HAVE DAILY ARRIVAL AND DISMISSAL DEPUTY AT CALVERT HIGH SCHOOL AND RANDALL PATROL CHECKS DURING OUR SCHOOL CHECKS DAILY WITH OUR OFFICERS, NOT ONLY PATROLLING THE PARAMETER AND ALSO DOING CAMPUS WALKS ON THEIR OWN AND DOING A BRIEF WALK. THE GOAL IS TO BE PROACTIVE AND TO AND SHOW TANGIBLE THINGS THAT ARE BEING DONE TO HAVE PEOPLE FEEL COMFORTABLE. NOTHING IS HAPPENING. SO WE WANT TONE SURE THAT WE ENFORCE OUREST CONSTITUTION IN CALVERT COUNTY PUBLIC SCHOOL. IF A YOUNG PERSON IT DELIBERATE BREAKING CALVERT COUNTY PUBLIC SCHOOL PROPERTY, WE'LL HOLD THEM ACCOUNTABLE AND INVOLVING THEIR PARENT IN THE PROCESS, SO WE CONTINUE TO HAVE ONE OF THE BEST SCHOOL SYSTEMS IN THE STATE. LADIES AND GENTLEMEN, I WANT YOU TO KNOW THAT THE CALVERT COUNTY PUBLIC SCHOOL IS A PREMIER SCHOOL DISTRICTS IN THE STATE OF MARYLAND. YOUNG PEOPLE WANT TOP GO HERE AND PEOPLE WANT TO BUY OUTSIDES IN THIS COMMUNITY. AND TESTIMONY IS OUR JOB TO MAINTAIN OUR TOP FIVE STATUS. BUT I'M LOOKING TO BE NUMBER ONE, TWO, THREE IN THE NEXT TWO YEAR OR SO. I WOULD LIKE TO OUR ASKED FOR OUR BOARD OF EDUCATION FOR ONE ADMINISTRATIVE APPOINTMENT FOR THE SUPERFOR TRANSPORTATION I WOULD LIKE MR. TRAVIS MISS MISTER IN THAT COMMUNITY. MR. I'M PRESENTING YOU POLICY 1925, REGARDING STUDENT GOVERNANCE AND PRIVACY. UPON THE REVIEW OF THIS POLICY AND THE STUDENT DATA COMMITTEE, WE'RE PROPOSE POSING ONE CHANGE. THAT IS TO INCLUDE THE TERM PII WITHIN THE POLICY STATEMENT TO HELP ENSURE THAT INCLUDES SAFEGUARDS TO PROTECT OUR STUDENTS PERSONALLY IDENTIFIABLE INFORMATION AND THAT OUR POLICY IS COMPLIANCE WITH THE REGULAR SET FORTH, THE FAMILY EDUCATION RIGHTS AND AN PRIVACY ACT. IN OTHER CHANGES. >> SO IN 2022, WE HAD A FINDING IN THE OFFICE OF LEGISLATIVE AUDIT THAT WE WERE NOT THAT BEBETTER BETTER SAFEGUARDS TO KEEP PERSONAL INFORMATION SAFE. UNDERSTAND THAT YOU MADE END ROADS INTO THAT AND BEING ABLE SO SECURE THAT DATA. >> I DIDN'T, WE FEEL THAT THE POLICY AS WRITTEN IS CERTAINLY SUFFICIENT. THE PROCEDURES THAT WE'RE GOING TO BE WORKING ON OVER THE NEXT 60 DAYS, THOSE GOT A LOT OF SPECIFICS IN THEM THAT I THINK WILL HELP PROVIDE THE SPECIFICS MUCH MORE. THE POLICY STATEMENT GENERAL AS MOST POLICY STATEMENTS ARE. AND WE'RE GOING TO IT BE MAKING QUITE A FEW CHANGES TO THE PROCEDURES IN THE COMING TWO MONTHS. >> OKAY. SUPER. AND WE QUARTERBACK COMMENTS FROM THE TWO BOARD MEMBERS THAT ASSISTED WITH THE POLICY REVISION PROPOSAL. >> MR. JOHNSON, YOU MENTIONED IN TWO PLACES WHERE AMOUNTS WITHIN THE POLICY HAVE CHANGED. COULD YOU REVIEW THOSE TWO ITEMS AGAIN FOR ME? >> ON PAGE THREE OF SIX IN THE STANDARD SECTION AND 4B REFERS ICPA. $100,000 OR MORE. >> OKAY. AND THERE THERE WAS -- YOU SAID THAT SOMETHING WAS MOVED FROM -- THAT WAS MOVED FROM 25 TO 100? >> THE CURRENT POLICY IS $25,000. >> FOR THAT ITEM? >> FOR PURCHASES THAT MUST BE BID. >> OKAY. AND THEN PREVIOUSLY TO THAT STATEMENT, YOU REFERENCED THAT SOMETHING WAS MOVED TO $50,000? I THOUGHT YOU MENTION TWO PLACES WHERE AMOUNTS WERE INCREASED. >> THE STATE THRESHOLD INCREASED FROM $50,000 TO $100,000. THE CURRENT POLICY REQUIRED BIDDING FOR ANYTHING $25,000 AND ABOVE. >> OKAY. THANK YOU. WOULD ASK MY COLLEAGUES TO SUPPORT ME WHEN WE POST THE POLICY FOR REVIEW TO MOVE -- ALTHOUGH THE STATE THRESHOLD WAS INCREASED, I WOULD LIKE TO ASK THAT WE CONSIDER MOVING BACK TO $25,000 AS OUR THRESHOLD. STATE LAW SAYS PRETTY MUCH THAT IS THE THRESHOLD. HOWEVER, WE CAN BE MORE RESTRICTIVE. I THINK THAT GIVEN PROVIDER OTHER PRACTICE IT IS FOR US TO HOLD ACCOUNTABLE FOR OTHER ACTIONS. I THINK THERE IS NOT ENOUGH OVERSIGHT IF IT IS $100,000. AND THE $100,000 THRESHOLD ICPA, IF I'M GOING TO ASK THE $25,000 FOR PURCHASES, MANY MY MIND, IT WOULD NOT MAKE SENSE TO HAVE THE ICPA THRESHOLD ABOVE $100,000 FOR BOARD APPROVAL. SO I WOULD ASK THAT THAT ALSO BE SET AT THE SAME AMOUNT OF $25,000. THAT IS MY MOTION ON THE FLOOR TO CHANGE THIS POLICY TO THAT BEFORE IT GETS POSTED. I HAVE A COUPLE OTHER THINGS TO ALSO DISCUSS. BUT I WILL DEFER FOR ANY COLLEAGUES TO ALSO GET THEIR COMMENTS IN. >> DO WE WANT TO TAKE CARE OF THAT MOTION NOW AND GO ON OR DO OTHER THINGS. >> SO THERE A MOTION ON THE FLOOR. IS THERE A SECOND? >> THERE IS A SECOND. >> IT'S BEEN MOVED SECOND FOR DISCUSSION. >> SO I WOULD SAY THAT I WHOLE HEARTLY AGREE WITH HER COMMENTS I THINK IT ALLOWS FOR A LITTLE MORE TRANSPARENCY AND MOREOVER SIGHT AND GIVEN THE HISTORY, I THINK IT IS IMPORTANT THAT THAT MOVE BACK AND STAY AT THAT $25,000 THRESHOLD. >> ANYONE ELSE? >> WE HAVE BEEN APPROVING THE ICPA FOR ANYTHING OVER $25,000? IS THAT A TRUE STATEMENT? >> YES. THE CURRENT THRESHOLD FOR BIDDING IS $25,000. >> RIGHT. >> THAT IS THE NUMBER THAT WE'RE COMFORTABLE WITH. SO I AGREE. >> ANYONE ELSE? IT'S BEEN PROBABLY MOVED AND SECOND. ALL IN FAVOR? I. >> OPPOSED? MOTION PASSED 5-0. [00:55:05] THANK YOU. >> I HAVE A COUPLE OF THINGS. DO YOU WANT TO KEEP GOING? ON PAGE -- I'M NOT GOING TO FIND IT NOW. ON THE FIRST PAGE, OBVIOUSLY, THE FIRST PAGE, UNDER DEFINITIONS, GOODS AND SERVICES AND THEN ITEM 2. IT SAYS THAT PURCHASES THAT ARE AND IT QUESTIONS ON AND THEN IT STATES SPECIALIZED MATERIALS. BUT THEN IS SAYS THAT IT NEEDS TO BE DEFINED. COULD WE DEFINE THAT? CERTAINLY. I THINK WE PUT THAT IN THERE WHEN WE WERE GOING TO COME BACK AND HAVE DISCUSSION AND WE NEVER GOT BACK TO HAVING A DISCUSSION. >> DO WE NEED HAVE A CONVERSATION ABOUT THAT? CAN YOU GIVE US SOME EXAMPLES? DO YOU WANT TO TALK ABOUT IT SOME OTHER TIME? >> WE CAN DEFINE IT AND WE CAN GIVE TO KAREN BEFORE WE POSTS IT, IF YOU LIKE. >> ON PAGE 2, AT THE BOTTOM IN THE BLUE, THERE IS A QUESTION, THE COMPETENCY AND THE RESPONSIBILITY AND THE RESPONSIVENESS VERSUS RESPONSIBILITY. IS THAT SOMETHING YOU ARE ASKING US TO CLARIFY? >> WE'LL CLARIFY THAT. WE HAVE FIVE OR SIX NOTES OF THAT NATURE IN HERE. SO WE'LL BE ABLE TO CLARIFY THOSE NOTES INCLUDING ON THE NEXT PAGE, WHERE YOU'LL SEE UNDER K, THE FINAL AS SOON AS THE CLARIFICATIONS CAN BE ADDED AND THEN STANDARDS, WHERE IT SAYS THAT THE PREVIOUS SENTENCE MAKE THE NEXT ITEM IT'S AND WE'LL TAKE THAT OUT. ON THE FINAL PAGE SIX, WE'LLUP DATE THE DATE . >> THAT'S ALL FOR ME. THANKS. >> ANYONE ELSE? >> SO IS THE MOTION -- WITH THE CHANGES, IT WILL BE POSTED. >> ARE WE POSTING IT? NO ONE ELSE HAS COMMENTS. I HAVE ADDITIONAL COMMENTS UNDER ITEM J AWARD CONTRACT SHOULD BE MADE TO THE RESPONSIBLE BIDDER WITH THE LOWEST COST. AT THE TOP OF THE POLICY WHERE IT STATES THE PURPOSE, OUR PURPOSE OF THE POLICY IS TO REQUIRE ON A TIMELY BASIS AT THE BEST POSSIBLE VALUE, GOODS AND SERVICES THAT IS CONFLICTING. ARE WE DOING BEST POSSIBLE VALUE OR MOVING TO LOWEST BIDDER? >> THE BEST VALUE. WE'LL CLARIFY THAT. IF THE BOARD WITH LIKE, WE'LL BE HAPPY TO BRING BACK THE FINAL POLISHED VERSION AT THE NEXT MEETING. >> I WOULD RECOMMEND THE BEST POLICY VALUE. MY COMMENTS ARE LOWEST COST IS NOT ALL PROVIDING THE BEST ITEM FOR OUR SCHOOL SYSTEM. WHEN WE USE UNION WORKERS VERSUS NONUNION WORKERS THAT A GOOD EXAMPLE OF VALUE VERSUS COST. YOUR UNION WORKER IS WORKING BY NATIONAL STANDARDS THAT HAVE BEEN SET BY VARIOUS ORGANIZATIONS. SO TYPICALLY THE COSTS ARE HIGHER. THEY PAY BETTER WAGES TO THEIR WORKERS. SO YOU'LL GET A BETTER VALUE. FROM A UNION THAN YOU WOULD GET FROM A COMPANY THAT IS NONUNION. IN CONSIDERING THAT THE SCHOOL SYSTEM MAY LEAN MORE TOWARDS TO UNION WORK WE ARES. THEY ARE CERTIFIED AND COME WITH VERIFIED SKILL AND ABILITIES. WE MAY WANT TO USE BEST POLICY VALUE INSTEAD OF LOWEST COST. THAT IS MY ARGUMENT FOR THAT ITEM. WHEN I RECOMMENDED THE CHANGE FOR UNDER THE STANDARDS. IF WE'RE MOVING IT BACK TO $25,000, I WOULD RECOMMEND THAT WE UNSTRIKE ITEM A AND B AND ADD THOSE ITEMS BACK TO THE POLICY WHICH WOULD REQUIRE THE CFO TO DO ACCEPT THINGS WHEN AN ICPA IS USED. IT INSERTS THE REQUIREMENTS OF THE STATE LAW AS OUTLINED BY THE INSTITUTE OF PROCUREMENT. REFERRING TO THE AUDIT, THE AUDITORS SPECIALLY NOTED IN OUR POLICY THAT WE DO NOT REFERENCE THIS ITEM B [01:00:01] WITHIN OUR POLICY. AND THAT WAS THE REASON WHY I BROUGHT THE POLICY FORWARD TO ENSURE THAT WE'RE NOW PUTTING IN A REQUIREMENT THAT OUR AUDITORS HAVE REQUESTED THAT WE PLACE WITHIN OUR POLICIES. I WOULD LIKE TO ADD BACK IN THOSE TWO ITEMS. >> INSTEAD OF IN B, WHERE IT SAYS THE BOARD MAY REQUIRE WRITTEN JUSTIFICATION. THAT IS ONE OF THE PARTS OF THE CHECKLIST FOR THE IPCA. >> RIGHT. >> IT SHOULD SAY THE BOARD REQUIRE WRITTEN JUSTIFICATION? >> YES. >> THANK YOU. >> ANYONE ELSE. >> I THINK WITH THOSE ITEMS, I'M COMFORTABLE WITH POSTING AND MESSAGING BEFORE. THANK YOU. >> OKAY. IT WILL BE POSTED FOR 30 DAYS. THANK YOU. >> THANK YOU. >> NEXT WE HAVE POLICY 5650. INVESTMENTS. MR. JOHNSON. >> IT IS RECOMMENDED THAT NO CHANGES BE MADE TO THE POLICY AT THIS TIME. THANK YOU. >> ALL I CAN SAY I'M HAPPY THAT YOU'RE FOLLOWING THIS POLICY. YOU HAVE SIGNIFICANTLY INCREASED THE RETURNS THAT WE GET ON OUR UNUSED CASH. I APPRECIATE THAT. >> TEAM EFFORT. THANK YOU. >> THANK YOU. THE POLICY WILL [7.02 Calendar Adjustment] BE POSTED FOR 30 DAYS. >> NEXT WE HAVE CALENDAR ADJUSTMENTS. MISS JACOBS? >> GOOD AFTERNOON, PRESIDENT WHITE, DR. ANDRAE TOWNSEL, MEMBERS OF THE BOARD OF EDUCATION. I'M JACKIE JACOBS. I'M HERE TO PRESENT TO YOU LEGISLATIVE CHANGES THAT I AM PATH THE 2024/AND 2025 SCHOOL YEAR CALENDARS. 804 WAS APPROVED DURING THE 2023 LEGISLATIONTIVE SESSION. THE IMPLICATIONS GO INTO EFFECT THE 24/25 SCHOOL YEAR. THEY SHARE THE CHANGES IN A SUPPORT SESSION IN JANUARY. THEY INCLUDE REMOVAL OFF THE VIRTUAL DAY INSTRUCTIONAL PROCESS AND IMPLEMENT THE STATE OF EMERGENCY PLAN. THE FIRST PART OF THIS PRESENTATION WILL REQUIRE AN ACTION BY THE BOARD OF EDUCATION AS A POSSIBLE CALENDAR CHANGE AND THE REMAINING PARTS, THE LAST TWO ON THIS SLIDE WILL BE FOR INFORMATIONAL PURPOSES MOVING FORWARD. THE FIRST PIECE IS THE REMOVAL OF THE VIRTUE PLAN PROCESS. WITH THE REMOVAL OF THIS PROCESS, SCHOOL SYSTEMS ARE ONLY ABLE TO USE VIRTUAL DAYS ASSOCIATED WITH WEATHER OR PROLONGED STATES OF EMERGENCY. THE 2024/2025 CALENDARS HAVE TWO DAYS EACH. THIS IS WHAT NEEDS TO BE ADDRESSED. SINCE WE ARE INTO LONGER ABLE TO USE THESE, THE CALENDAR COMMITTEE MET TO DISCUSS REMOVAL OF THE DAYS FROM THE BOTH CALENDARS. IN THE 24/25 CALENDAR DAYS THERE ARE FEBRUARY 5TH AND FEBRUARY 12TH A THEN FEBRUARY 13TH AND FEBRUARY 11TH. THE SUGGESTION FROM THE CALENDAR COMMITTEE WILL BE TO MOVE FEBRUARY 12TH, 2025 TO A LATE ARRIVAL DAY. OCTOBER 13TH, 2025 TO A LATE ARRIVAL DAY TO INCLUDE PARENT CARVE CONFERENCES AND THEN FEBRUARY 26TH. WE HAD SPOKE WITH THE ORIGINAL CALL CERTIFIES WERE APPROVED THAT WE COME BACK IF THEY WILL BE EARLY DISMISSALS ARE LATE ARRIVALS. SINCE THAT PROCESS OF BEING ABLE TO USE VIRTUAL DAYS HAS BEEN REMOVED, WE SUGGEST THAT GOING WITH THE EARLY DISMISSAL LATE ARRIVAL DAYS. THE DATE THAT STAND OUT FOR A DIFFERENT CHANGE IS NOVEMBER 57B8. THAT FIFTH THAT IS GENERAL ELECTION DAY. AS YOU [01:05:01] CAN SEE ON THE SCREEN ON THE LEFT-HAND SIDE ARE ALL THE POSSIBLE DATES WITHIN THE CALENDAR THAT THE COMMITTEE LOOKED AT AS MOVING TOWARDS A STUDENT DAY. THESE ARE ALL OF OUR NONSTUDENT DAYS WITHIN THE CALENDAR. THE CALENDAR COMMITTEE SUGGESTION TO USE MARCH 3RD WHICH IS CURRENTLY INDICATED AS A MAKEUP WHETHER DAY. AND THEN WE HAVE TO INDICATE IN THE CALENDAR THAT JUNE 12TH AND 13TH WILL BE MAKEUP WEATHER DAYS. WE HAVE TO HAVE THREE WEATHER MAKEUP DAYS IN OUR CALENDAR. IF WE REMOVE ONE, WE WILL HAVE TO MOVE THAT ONE TO THE END OF THE YEAR. THE OTHER ONE WAS NOVEMBER 27TH. THAT WILL BE A STUDENT DAY THAT IS THE DAY BEFORE THANKSGIVING. AND IN CONFERENCES WITH THE CALENDAR COMMITTEE, THEY LEANED TOWARDS MARCH 3RD, THE SUGGESTION FROM THE CALENDAR COMMITTEE. SO AT THIS TIME, I DIDN'T KNOW IF THERE WERE ANY QUESTIONS THAT YOU HAVE ABOUT ANY POSSIBLE CHANGES TO THE CALENDAR OR ANY DISCUSSION YOU WOULD LIKE TO HAVE ABOUT THAT BEFORE MOVING INTO THE INFORMATIONAL PIECES OF THE LEGISLATION CHANGES. >> ANY QUESTIONS? >> IN GOING TO GO UP FOR 30 DAYS OR NO? >> YOU WERE GOING TO ASK FOR ACTION TONIGHT? >> IT WILL BE IF YOU WOULD DECIDE TO MAKE THE CHANGE. WE HAVE TO MAKE THE CHANGES, IF WE MAKE THEM TONIGHT OR AT A FUTURE BOARD MEETING, WOULD BE AN ACTION THAT YOU GUYS CAN TAKE. >> THIS IS THE ONLY ONE THAT MAYBE NEED PARENT INPUT OR STUDENT INPUT. IT MAY COLOR MY DISCUSSION. I DON'T KNOW. >> DO WE -- HAVE WE RECEIVED FEEDBACK FROM INDIVIDUALS ABOUT THE LATE ARRIVAL VERSUS THE EARLY DISMISSAL? I KNOW IT WAS PUT IN PLACE BECAUSE OF PRE-K OR SOMETHING LIKE THAT. BUT THAT YOU NOW, SINCE PRE-K IS ALL DAY, THAT DOESN'T MEAN ANYTHING. >> WE CURRENTLY HAVE SOME 3-YEAR-OLD PROGRAMS THAT ARE STILL HALF DAY. SO WE WERE STILL TRYING BALANCE THE TWO. >> BECAUSE OF THE 3-YEAR-OLDS. OKAY. >> FOR WHATEVER IT IS WORTH, MARCH 3RD IS A WAY BETTER DAY. I JUST KNOW THE FRAME OF MY MIND THE DAY BEFORE THANKSGIVING. THEY'RE OVER IT. I'M SURE THAT ALL THE TEACHERS ARE OVER IT. >> WE HAD MULTIPLE CONFERENCES. THOSE ARE THE TWO THAT STOOD OUT THE MOST OF ALL THE DAYS LISTED. AND OVERALL, THE COMMITTEE MOVED TOWARDS MARCH 3RD. >> THAT IS THE ONLY CHANGE, WE NEED IT MAKE THAT ONE DAY AND THE OTHER DAYS WILL BE LATE ARRIVALS OR EARLY DISMISSALS? >> YES, THAT ARE CURRENTLY INDICATED ON THE CALENDAR. THIS IS THE ONLY REAL CHANGE. >> IF YOU GUYS WANT TO TAKE A VOTE. I'M OKAY WITH IT. BUT I STILL THINK THAT THERE MIGHT BE OTHER OPINIONS. >> MISS HAYES? >> I'M EXCITED THAT WE'RE NO LONGER DOING A -- DAYS FOR THE NEXT YEAR, BUT QUITE OPPOSED TO THEM BECAUSE THERE WAS SUCH A LOSS OF LEARNING DUE TO THE DAYS. I'M SORRY IF DEPEND WHAT COMPREHEND THE DAY OF NOVEMBER 27TH. I THINK THAT WOULD BE A GREAT DAY OFF FOR PARENT ARE TRAVELING FOR THANKSGIVING. THING THAT WOULD BE GREAT RATHER THAN AN A SINKIZED DAY. >> I MOTION TO CHANGE TO THE MARCH 3RD DAY IN LOU OF THE A -- DAY. IF YOU FLIP BACK I'LL SAY THE DATE. >> FROM NOVEMBER 5TH TO A NONSTUDENT DAY. AND MARCH 3RD TO A STUDENT DAY. >> CORRECT. >> SECOND. >> THERE A MOTION AND A SECOND. ANY OTHER DISCUSSION? >> SEEING NONE, ALL IN FAVOR? >> I, I. >> OPPOSED. MOTION PASSED 5-0. >>> THE NEXT PIECES OF THIS ARE [01:10:03] INFORMATIONAL TO SHARE SOME PREMESSAGING OF THINGS TO COME. THE CHANGE IS TO IMPLEMENT AND INCOMPLIMENT WEATHER POLICY. YOU CAN USE THEE THEM IN SEVERE WEATHER CONDITIONS. TO UTILIZE THEM, THE FOLLOWING WOULD NEED TO OCCUR, A PLAN WOULD NEED TO BE DEVELOPED, DISCUSSED AT AN OPEN BOARD MEETING WITH A VOTE TO AFFIRM AND THE PLAN WOULD THEN BE POSTED ON THE CCPS WEBSITE. VIRTUAL DAYS CAN ONLY BE USED ONCE THE THREE DESIGNATED WEATHER MAKEUP DAYS HAVE BEEN USED. SO THAT IS AN INTERESTING STATEMENT HERE. WE CAN PUT A PLAN IN PLACE THAT SAYS, ONCE YOU'VE USED ALL OF YOUR MAKEUP WEATHER DAYS, YOU CAN USE A VIRTUAL DAY OR ANOTHER DAY AS A MAKEUP DAY. THEY WILL EVERYONE SURE THAT THE ATTENDANCE IS TAKEN FOR TEACHERS AND STUDENTS S ENSURE THAT ALL STAFF AND STUDENTS HAVEN'T NECESSARY DEVICES AT HOME AND ACCESS TO WI-FI AND INCLUDES SPECIFIC STRATEGIES FOR THE INNED IMPLEMENTATION OF INDIVIDUAL EDUCATION PROGRAMS, ACCOMMODATIONS AND RELATED SERVICES. AN APPLICATION IS NOT NEEDED TO BE SUBMITTED TO THE STATE SUPERINTENDENT. HOWEVER, IF WE DID DEVELOP ONE, IT WILL BE APPROVED BY THE BOARD AND POSTED. SO THIS WILL BE SOMETHING THAT THE BOARD MAY OR MAY NOT BE INTERESTED IN. THE PART THAT WE WOULD NOT BE ABLE TO ADDRESS FULLY, WOULD BE ACCESS TO THE DEVICES AT HOME. THIS WAS JUST FOR INFORMATION PURPOSES ABOUT WHAT IS IN THE LEGISLATION. ARE THERE ANY QUESTIONS ABOUT THAT PIECE? >> I HAVE A QUICK QUESTION. SINCE WE ASSIGN -- I'M SURE YOU'RE NOT THE PERSON TO ANSWER THE QUESTION. SINCE WE ASSIGN HOMEWORK THAT UTILIZED DEVICES, WHY ARE WE NOT ABLE TO ENSURE THAT ALL STUDENTS HAVE DEVICES TO USE AT HOME? >> WE WOULD NOT BE ABLE TO ENSURE THAT ALL ELEMENTARY SCHOOL AT HOME. WE DO NOT HAVE DEVICES FOR EVERY STUDENT TO TAKE HOME. CURRENTLY RIGHT NOW IN 3 THROUGH 5, THEY HAVE ONE TO ONE. BUT THAT IS PROBABLY CHANGING NEXT YEAR TO A 1 TO 2 RATIO. >> THANK YOU FOR YOUR CLARIFICATION. I APPRECIATE IT. >> YOU'RE WELCOME. >> ANYONE ELSE? >> I HAVE ONE MORE PART OF THE PLAN. SO IMPLEMENTING A PROLONGED STATE OF EMERGENCY VIRTUAL EDUCATION PLAN, THIS PIECE WE'RE REQUIRED TO DO WE'RE WORKING ON THE PLAN TO PRESENT TO YOU? JUNE. SO THE LEGISLATION TALKS ON BEFORE JUNE 1, 2024, A COUNTY BOARD SHALL ADOPT A VIRTUAL EDUCATION PLAN FOR USE FOR PROLONG STATES OF EMERGENCIES. THE PROLONG STATE OF EMERGENCY, THAT MEANS A STATE OF EMERGENCY DECLARED BY THE GOVERNOR THAT PREVENT REGULAR IN PERSON ATTENDANCE FOR AT LEAST 14 CONSECUTIVE SCHOOL DAYS. THIS A PLAN THAT WE HAVE TO DEVELOP. WE'RE IN THE PROCESS OF DOING THAT. WE'LL BRING THAT TO YOU IN THE FIRST MEETING IN JUNE. THIS VIRTUAL EDUCATION PLAN NEEDS TO BE UPDATED EVERY TWO YEARS AND REVIEWED BY THE BOARD OF EDUCATION AND POSTED ON OUR WEBSITE. THAT PLAN MUST INCLUDE OUR STAFFING AND PERSONNEL ASSIGNMENTS, STUDENT INSTRUCTION, STUDENT ASSESSMENT AND LEARNING, SUPPORT, SOCIAL AND EMOTIONAL SUPPORT. COMMUNITY, COMMUNICATION, TECHNOLOGY, NUTRITIONAL AND HEALTH SERVICES AND RETURN TO PERSON IN INSTRUCTION. THOSE ARE THE THREE-PIECES OF LEGISLATION THAT I WANTED TO SHARE WITH YOU TODAY. ARE THERE ANY QUESTIONS? >> ANY QUESTIONS? >> I DON'T SEE ANY QUESTIONS. [7.03 Bid Approvals] THIS WILL BE THE UPDATE. THANK YOU. NEXT WE HAVE BID APPROVALS, MR. TAYLOR AND WARNER. >> GOOD AFTERNOON, PRESIDENT WHITE, DR. ANDRAE TOWNSEL AND [01:15:06] MEMBERS OF THE BOARD. I AT ONE TIME PRESENT THIS REQUEST TO APPROVE THE REWARD FOR THE TUXTON PAVING RESTORE RESTORE RACING PROJECT. THERE WERE THREE FIRMS THAT SUBMITTED BIDS. A SUMMARY OF THE BID RESULTS IS ATTACHED IN THE MEMO BEFORE YOU. IT IS IMPORTANT TO NOTE THAT THIS IS A REBID OF A SOLICITATION THAT WAS ISSUED IN FEBRUARY OF 2024 FOR TWO FIRMS SUBMITTED BIDS. AND THEY WERE BOTH DEEMED NONRESPONSIVE. BECAUSE OF THE NONRESPONSIVE DEAD NATION, DESIGNATION THERE WAS NO NEED FOR THE BOARD TO LOOK AT THE BID. AND BASE BID IN NUMBER 2 IN 2 249, $535. AND ONE IS TO REPLACE THE K EXISTING BUS LOOP AND TO RESURFACE THE SECTION. THE FUNDING FORCE WILL BE VIA CIP FUNDS. AND THE NUMBER WILL BE THE CAPITAL OUTLAY ALTERATIONS. >> I MOVE TO APPROVE. >> SENDING. >> IT'S BEEN PROPERLY MOVED. DISCUSSION? >> SO I JUST -- I KNOW WHAT CAPITAL OUTLAY IS. IT IS A HEFTY NUMBER. IN CASE PEOPLE DON'T KNOW WHAT CIPA AND CAPITAL OUTLAY, CAN YOU EXPLAIN WHAT THE PROCESS IS AND WHERE A SUM OF THIS MONEY WILL COME FROM? >> ABSOLUTE I. THE CIP, OR THE CAPITAL IMPROVEMENT PROGRAM, IS PRESENTED TO THE BOARD OF EDUCATION. IT CONSISTS OF LARGE PROJECTS THAT REQUIRE TO BE PRESENTED TO THE BOARD OF COUNTY COMMISSIONERS AND BE INCORPORATED IN THEIR OVERALL CAPITAL IMPROVEMENT PROGRAM. IN ADDITION, AS PART OF OUR OPERATING BUDGET, WE HAVE WITHIN THE CONSTRUCTION DEPARTMENT, A LINE FOR CAPITAL OUTLAY ALTERATIONS FOR SMALLER PROJECTS AND SMALLER REPAIRS. SO, FOR EXAMPLE, ONE OF THE ITEMS THAT WE HAVE IN OUR CAPITAL ALTERATIONS IS SOME MILLING WORK THAT WILL BE REQUIRED AS A GENERAL LINE THAT WE HAVE IN OUR CAPITAL OUTLAY ALTERATIONS. THE $11,330. THAT WILL COME OUT OF THE CAPITAL OUTLAY ALTERATIONS LINE. BUT THE BRUNT OF THE PROJECT WOULD BE FUNDED THROUGH THE MUCH LARGER OR CAPITAL CIP PROGRAM. I HOPE THAT ANSWERS YOUR QUESTION. >> THANK YOU VERY MUCH. >> I HEAR THAT THE COUNTY HAS BEEN CUTTING BACK ON MANY OF THE PROJECTS, LUCKILY NORTHERN MIDDLE SCHOOL MADE IT OKAY. BUT JUST IF YOU COULD SPEAK TO HOW THIS PROJECT, $238,000 FITS IN AS FAR AS A PRIORITY? IF WE'RE AS RISK OF LOSING SOME OTHER SYSTEMIC IMPROVEMENTS. I DON'T KNOW HOW THAT STACKS UP PRIORITY-WISE. >> THANK YOU FOR THE QUESTIONS. WE HAVE A PAVING LINE THAT WE'VE INCORPORATED EVERY COUPLE OF YEARS INTO THE CIP. WE HAVE SOME MONEY LEFT OVER FROM A PREVIOUS CYCLE THAT WILL BE USED TO FUND THIS. THAT COMES OUT OF THE CIP BUT IN A REQUIRE YEAR. AND THEN IN THE FC2025CIP, WE HAVE A LITTLE OVER $110,000. SO THIS PROJECT WILL UTILIZE PRIOR YEAR CIP FUNDING FOR PAVING AND IT WILL ALSO UTILIZE FY2025CIP PAVING DOLLARS. YOU'RE CORRECT? THAT THE COUNTY HAS PUSHED BACK SEVERAL OF OUR FY2025 PROJECTS. PAVING IS NOT ONE OF THEM. SO THIS PROJECT WILL BE ABLE TO FUNDED. IN FUTURE YEARS, WE'VE INTERWOVEN ADDITIONAL PAVING BECAUSE WE HAVE PAVING NEEDS AND WE'VE DONE A FAIRLY LENGTHY STUDY OVER NINE SCHOOLS [01:20:04] TO PRIORITY TIES WHERE WAIVING NEEDS TO OCCUR. SO WE TRIED TO INJECT THAT MONEY INTO THE CIP AND FUTURE YEARS. SO HOPEFULLY THOSE PIECES OF FUNDING ARE NOT PUSHED OUT AND THEY CAN REMAIN SO THAT WE CAN CONTINUE TO DO THIS TYPE OF WORK IN THE FUTURE. >> ANYONE ELSE? >> IT'S BEEN PROPERLY MOVED. SECOND. ALL IN FAVOR? >> I. >> OPPOSED. DO YOU HAVE SOMETHING ELSE TO SAY? >> NO. MOTION PASSIONED 5-0. >> YES, MISS MAXIE. NEXT IF THE REVIEW OF THE CODE OF CONDUCT . [7.04 Review Code of Conduct] >> GOOD AFTERNOON, PRESIDENT WHITE, DR. ANDRAE TOWNSEL AND MEMBERS OF BOARD OF EDUCATION K I'LL CECIL LEWIS. MR. TITUS WAS NOT ABLE TO JOIN US BECAUSE OF ANOTHER SITUATION RIGHT NOW. BUT PARTNERING WITH ME IS MOLLY WANNAMAKESSER, SUPERVISOR OF STUDENT SERVICES. >> WE'RE PRESENTING TO YOU THE PROPOSED RECOMMENDATIONS FOR APPROVAL OF THE 2024/2025 STUDENTS RIGHTS RESPONSIBILITIE S EVEN CODE OF CONDUCT. THIS WILL REVIEW AND REVISION IS OUTLINED IN THE ADMINISTRATIVE PROMISE 3162 OF THE BOARD OF OWED INDICATION REGARDING THE STUDENT CONDUCT. IT PROVIDES THE FOUNDATION NEEDED TO CLARIFY AND OUTLINE AND COMMUNICATE EXPECTATIONS OF STUDENT BEHAVIOR WHILE UNDER THE GUIDANCE OF CALVERT COUNTY SCHOOLS. I WOULD LIKE TO STRESS THE 21 MEMBERS OF THE STUDENT RIGHTS RESPONSIBILITY AND CODE OF CONDUCT COMMITTEE THIS YEAR. THEY PUT IN AFTER TIME HOURS AND PLENTY OF DISCUSSION AND INPUT FOR IN YEAR'S COAT. IT WAS AN EXPANDED MEMBER OF SHAREHOLDERS THAN EVER BEFORE, TO INCLUDE TEACHERS, SUPPORT STAFF, ADMINISTRATORS, PARENTS, GUARDIANS, COMMUNITY MEMBERS A ZONE ADVISORY COMMITTEE REPRESENTATIVE AND STUDENTS THAT HAD ALSO INCLUDED THE PAST, PRESENT AND THE FUTURE STUDENT MEMBER OF THE BOARD OF EDUCATION. I WAS BLESSEDDED BY THE PRESENCE AND SUPPORT OF THIS INCREDIBLE HE BELIEVE TEAM THAT SHARED RECOMMENDATIONS AND BROUGHT BACK FEEDBACK FROM THEIR PIERS. HAVING THE VOICE TO SO MANY VOICES WAS A VALUABLE ASSET TO THIS POSSIBLE S WE'LL GIVE YOU A OVERVIEW OF THE HISTORIC CONTEXT FOR OUR CODE OF CONDUCT CONDUCT AND CONDUCT AND DISCIPLINARY PRACTICES. THEY HAD A LENS IN THEIR REVIEW. FOLLOWING OUR POWER POINT, I PROVIDED AN OVERVIEW OF THE SUMMARY OF CHANGES THAT DOCUMENT THE RECOMMENDATION OF THE IN THE COMMITTEES AND OUTLINES THE REVISION TO THE CODE. AS THIS IS MY FIRST YEAR IN THE ROLE, MISS WANNAMAKER IS HERE TO GIVE US A LOOK AT THE HISTORICAL LENS AND TO PROVIDE BACKGROUND INFORMATION AS NEEDED. >> THE FIRST THING THAT WE NEED TO LAY A FOUNDATION OF WHAT IS THIS DOCUMENT THAT IS ALSO REFERENCED AS THE CODE OF CONDUCT. BUT IT ALSO OUTLINES STUDENTS' RIGHT AND RESPONSIBILITIES. FOLLOWING THE RESPONSIBILITIES IS WHAT RESULTS IN THE CODE RESPONSE. ALL OUR CONSCIOUSES THAT ARE [01:25:01] OUTLINED IN THE CODE CONDUCT ARE DRIVEN BY TWO LEGISLATE LEGISLATIVE PIECES. THIS PRESENTATION WILL OUTLINE WHAT THE STUDENTS' RIGHTS ARE AND WHAT THE SUMMARY OF STUDENTS' RESPONSIBILITIES ARE. AND IT ALSO OUTLINES THE POSITIVE BEHAVIOR EXPECTATIONS TO MAINTAIN A POSITIVE SCHOOL CLIMATE. MORE SPECIFICALLY WHEN YOU LOOK AT COMAR LANGUAGE WHICH IS USED TO SHAPE OUR POLICY, NUMBER 3162, COMAR 13A1 # 10 OUTLINE THE GUIDELINES THAT ARE REQUIRED FOR THE STUDENTS' RESPONSIBILITIES AND RIGHTS. IT STATES THAT EACH LOCAL BOARD WILL HAVE A DOCUMENT AND STUDENTS' RESPONSIBILITIES AND RIGHTS NOT JUST A CODE OF CONDUCT. IT OUTLINES THAT THE DOCUMENT SHOULD CONFORM TO THE GUIDELINES ESTABLISHED BY THE STATE BOARD OF EDUCATION. IT NOT UP NOT LEA TO DETERMINE THEIR OWN PRACTICES AND POLICIES THAT ARE NOT ALIGNED TO STATE REGULATIONS. THE LOCAL DOCUMENT THAT WE CREATE IS DISSEMINATED PERIODICALLY. IT IS UP TO THE LEA TO DETERMINE WHAT THE PERIOD OF TIME IS IN THE CALVERT COUNTY PUBLIC SCHOOLS, WE CHOOSE ANNUALLY. DISSEMINATION TO EVERYONE IN THE COMMUNITY. THERE SHOULD BE A BROAD INVOLVEMENT OF REPRESENTATIVES IN THE SCHOOL COMMUNITY AND REVIEW OF THE DOCUMENTS. WE HAD AN UNPRECEDENTED AMOUNT OF INPUT FROM A COMMITTEE THIS YEAR. WHEN LOOKING AT COMAR 8111. THE LOCAL BOARDS HAS THE AUTHORITY TO ADOPT THE POLICIES DESIGNED TO CREATE SAFE SCHOOLS. GO IN A MOMENT THAT THIS PARTICULAR GUIDELINE WAS ESTABLISHED IN 2014/2015 IN WHICH EACH LOCAL BOARD SHALL REVIEW AND REVISE THE DISCIPLINE POLICIES AND REGULATIONS. IT ALSO OUTLINES WHAT THE SPECIFIC PHILOSOPHIES ON DISCIPLINE ARE IN THE STATE OF MARYLAND AND THAT EACH LEA MUST ALSO FOLLOW THAT PHILOSOPHY WITHIN THEIR PRACTICE. AS YOU CAN READ THERE, IT ALSO TALKS ABOUT THERE IS DISCRETION IN IMPOSING DISCIPLINE. WE'LL WE'LL GET INTO MORE DETAILS AS WE DISCUSS THE LEVEL OF RESPONSES. I WANT TO PROVIDE YOU ALL WITH AN OVERVIEW OF THE SHIFT THAT OCCURRED APPROXIMATELY TEN YEARS AGO. THE SHIFTS OUTLINE THE GUIDELINES DRIVE OUR DECISION-MAKING IN CALVERT COUNTY SCHOOLS WITH DISPLAIN. THE MARYLAND BOARD OF EDUCATION APPROVED IMAGINE MAJOR DISCIPLINE POLICIES AND THAT INCLUDES THE FOLLOWING. THE FIRST IS REMOVED ZERO POLICIES, WITH THE EXCEPTION OF FIREARMS. THAT IS THE ONLY EXCEPTION WHERE IT IS AN AUTOMATIC EXPULSION PER LAW. THERE IS A SHIFT IN THIS PRACTICE FROM ZERO TOLERANCE TO REDUCE AND ELIMINATE DISPORTION NALTY DISPRO PROPORTION. AND THIS CREATED A LEVEL DISCIPLINE RESPONSES IN WHICH THERE IS A PROGRESSION IN RESPONDING TO DISCIPLINARY ACTIONS THAT VIOLATE THE COOF CONDUCT. MSDEE PROVIDES. LIVE A WITH GUIDANCE ON THOSE LEVELS. SO OUR CALVERT COUNTY PUBLIC SCHOOLS ARE OUTLINED. IT DISCUSS THE RESTORATIVE APPROACHES. WE HAVE A GROWING RESTORATIVE PROCESS. AND IT FOCUSES ON STUDENT TO LEARN, UNLEARN AND RELEARN PARTICULAR BEHAVIOR EXPECTATIONS. THE GOAL IS TO [01:30:01] FOSTER POSITIVE BEHAVIOR AND, WHERE POSSIBLE, TO PREVENT STUDENT MISS MISBEHAVIOR BEFORE IT OCCURS AND REPAIR ANY HARM THAT IS CAUSED THROUGH THEIR BEHAVIOR THAT WAS INAPPROPRIATE. WHEN THE LEARNING ENVIRONMENT IS DISRUPTED, EDUCATIONAL LEADERS, OUR GOAL IS TO SEEK UNDERSTAND AND APPROPRIATELY RESTORE THE LEARNING ENVIRONMENT. LASTLY IT FOCUSED ON LONG-TERM SUSPENSION AND EXPULSION ONLY AS A LAST RESULT. THE GOAL IS TO KEEP THE STUDENTS IN SCHOOL SO THEY MAY GRADUATE FOR COLLEGE AND BE CAREER READY. THE STATE'S DATA OUTLINE THAT THE SUSPENSIONS AND EXPULSIONS DID NOT DECREASE BEHAVIORS ARE ASSIST US TO HELP STUDENT TO LEARN WHAT IS EXPECTED. SPECIFICALLY, I WOULD LIKE TO HIGHLIGHT. MSD DISCIPLINE RECOLLECTIONS AS IT RELATES TO SUSPENSIONS EVEN EXPULSIONS. THE FIRST POINT IT IS IMPORTANT FOR US TO PROVIDE THE STUDENTS WITH THE RIGHT TO ACCESS TO INSTRUCTION. MARYLAND LAW REQUIRES THAT STUDENTS THAT ARE SUSPENDED OR EXPELLED, BE PROVIDED TO KEEP ON OPPORTUNITY TO KEEP ON TRACK WITH THE CLASSROOM WORK AS IS REASONABLY POSSIBLE. BUT KEEPING IN MIND, THAT THE USE OF SUSPENSION AND EXPULSION IS HIGHLY ENCOURAGED TO BE USED AS A LAST RESORT. THERE ARE SPECIFIC TIMELINES OUTLINED IN MARYLAND LAW, REQUIRING THAT WE MUST FOLLOW PARTICULAR TIMELINE, IF WE'RE SUSPENDING OR EXPULSION FOR MORE AND IT TEN DAYS. WE MUST LOOK AT THE SHORTEST PERCENT PRACTICAL. WHEN WE'RE DEALING WITH STUDENTS WITH DISABILITIES, THERE ARE VERY SPECIFIC GUIDELINES ALIGNED TO FEDERAL LAW THAT SET FORTH THE DUE PROCESS RIGHTS OF STUDENTS WITH DISABILITIES THAT ELECTRIC RECOMMENDED FOR TUESDAY PENSION OR EXPULSION. STUDENTS WITH DISABILITIES FOR WHOM THE IEPS OR THE SECTION 504 PLANS HAVE BEEN DEVELOPED ARE FORWARDED SINK ADDITIONAL PROTECTION UNDER FEDERAL LAW. THERE SAY LOT ON THE SLIGHT. BUT IT IS IMPORTANT PAUSE WE GET LOTS OF QUESTIONS AS IT RELATES TO STUDENTS WITH DISABILITIES AND IT IT IS IMPORTANT TO NOTE THAT ALTHOUGH WE HAVE MARYLAND REGULATIONS, STUDENTS WITH DISABILITIES, THEIR LAWS ARE ALIGN THE TO FEDERAL IDEA OR SECTION 504 OF THE REHABILITATIVE AC GUIDELINE. STUDENTS WITH DISABILITIES MAY BE SUSPENDED UP TO A MAXIMUM OF TEN SCHOOL DAYS PER SCHOOL YEAR AND ALL OF THE DUE PROCESS RIGHTS OFFERED TO OTHER STUDENTS MUST BE MANY PLACE. A STUDENT WITH DISABILITY MAY BE REMOVED FROM HIS OR HER CURRENT HE HAD CAKES NAL PROGRAM FOR MORE THAN TEN SCHOOL DAYS ONLY UNDER THE FOLLOW CONDITIONS. FIRST IT IS IN COLLABORATION WITH THE IEP TEAM THAT THE DECISIONS ARE MADE. IEP TEAM HAS DETERMINED THAT THE CONDUCT THAT PROMPTED THE DISCIPLINARY ACTION WAS NOT A MANIFESTATION OF THE STUDENT'S DISABILITY. THERE HAVE SAY -- BE THERE SAY DEFINITION OF -- THE CONDUCT THAT PROMPTED THE DISCIPLINARY REHABILITATION WAS AND MAN FESTATION OF THE STUDENT'S DISABILITY. IF IT IS THE TEAM'S DETERMINATION THAT THE CONDUCT THAT PROMPTED THE DISCIPLINARY ACTION WAS A MANIFESTATION OF THE STUDENT'S DISABILITY, THE STUDENT MUST BE RETURNED TO HIS OR HER EDUCATIONAL PLACEMENT IMMEDIATELY THEREAFTER. THE ONLY EXCEPTION IS IT THE PARENT OR THE LEGAL GUARDIAN AND THE IEP AGREE TO A CHANGE IN PLACEMENT. STUDENTS WITH DISABILITIES MAY BE SUSPENDED UP TO TEN DAYS PER SCHOOL YEAR FOLLOWING THE SAME PROCEDURES AS STATED PREVIOUSLY WITH THE EXCEPTION OF NUMBER 2, THE SUPERINTENDENT OR DESIGNATED REPRESENTATIVE HAS DETERMINED THAT THE STUDENT'S RETURN TO SCHOOL PRIOR TO THE COMPLETION OF THE SUSPENSION PERIOD WOULD POSE AN IMMINENT THREAT OF [01:35:07] SERIOUS BODILY HARM TO OTHER STUDENTS OR STAFF. OR THE STUDENT HAS ENGAGED IN CHRONIC AND EXTREME DISRUPTION OF THE EDUCATIONAL PROCESS THAT HAS CREATED A SUBSTANTIAL BARRIER TO LEARNING FOR OTHER STUDENTS ACROSS THE SCHOOL DAY AND OTHER AVAILABLE AND INAPPROPRIATE BEHAVIOR AND OTHER INTERVENTIONS HAVE BEEN EXHAUSTED. THE HIGHLIGHTED PORTIONS OF IMPLEMENT OF, IT SHOULD SAY ALARM, OR CHRONIC DISRUPTION ACROSS THE SCHOOL DAY, AFTER ALL AVAILABLE AND APPROPRIATE INTERVENTIONS HAVE OCCURRED ARE VERY IMPORTANT COMPONENTS TO THE LAW. LASTLY, THE OTHER OPTION THE STUDENT MAY BE REMOVED FROM THE INTERIM ALTERNATIVE EDUCATIONAL SETTING UP TO 45 DAYS. THAT A MAXIMUM WITH STUDENT WITH DISABILITIES THROUGH 13A836. I PROVIDED TO YOU PROVIDER TO THE MEETING. AND I DID NOT PROJECT IT BECAUSE IT IS A 13-PAGE DOCUMENT. THE SUMMARY OF CHANGES FOR THE CODE OF CONDUCT. I WOULD LIKE TO GO THROUGH AND HIGHLIGHT THOSE CHANGES OR RECOMMENDATIONS MADE BY THE COMMITTEE. FOLLOWING THAT ANY QUESTIONS OR COMMENTED THAT YOU MAY HAVE. >> I CANNOT CLICK THROUGH. CAN YOU JUST MOVE IT THROUGH AS NEEDED? >> OKAY. THANK YOU. THE 21 MEMBERS OF THE COMMITTEE HAVE PROVIDED INPUT BASED ON CHECKING IN WITH HER PEER GROUPS AND FEET BACK TO MAKE THE FOLLOW RECOMMENDATIONS THAT ARE NOW PROJECTED ABOVE. WE TRIED TO ORGANIZE IT AS BEST AS POSSIBLE BECAUSE THERE ARE QUITE A BIT OF CHANGES. SOME WERE DRAMATIC CALL AND REMOVED DUPLICATE INFORMATION TO CONDENSE THE DOCUMENT AS MUCH AS AND PROVIDE FOR FURTHER CLARITY AS NEEDED. THERE A COLUMN FOR PREVIOUS VERSION IF APPLICABLE. IF IT IS NOT, IT IS LEFT BLANK OR ANY KIND OF CHANGE THAT OCCURRED. THROUGH THE THIS DOCUMENT. WE REMOVED ANY BOLD FROM THE PREVIOUS SCHOOL YEAR 23/24. THAT BOLD INDICATED NEW LANGUAGE. SO WE REMOVED ANY BOLD THAT WAS RELATED TO ANYTHING THAT WAS NEW THIS YEAR. N THE TRACK CHANGES VERSION, ANYTHING IN RED TEXT THAT IS BOLD IS NEW LANGUAGE. IF THE RED IS NOT BOLD, THAT IS LANGUAGE FROM THE PREVIOUSLY VERSION OF THE CODE. BUT WE CHANGED THE LOCATION. I WOULDN'T CLARIFY BECAUSE THIS IS A DOCUMENT OF STUDENT'S RIGHT AND CODE OF CONDUCT THERE, WAS SOMETHING IN THE FLOW OF READING. SO WE DID MOVE SOME THINGS AROUND. AND THEN LASTLY FOR A CHANGE, WHERE THE TEXT IS ALREADY BOLD, THE CHANGE WILL BE SHOWN A ITALIC. SO WE MADE ADJUSTMENTS THERE. YOU CAN REVIEW IT AS KIND 6:00 A KEY FOR YOU. THROUGHOUT THE DOCUMENT, WE UPDATED THE TERM PARENT TO ADD PARENT OR GUARDIAN WHERE IT REFLECTS OUR STUDENTS' SUPPORT SYSTEM AS APPROPRIATE. IT IS PUBLIC ANNUALLY BY THE DEPARTMENT OF STUDENT SERVICES. WE WANT TO MAKE SURE IT WAS REVISED ANNUALLY WITH PARENT, TEACHERS, STUDENT, AND IT IS PUBLISH THE BY THE DEPARTMENT OF STUDENT SERVICES AND ALL OF THE OTHER INFORMATION IS THE SAME THERE. WE UPDATED INSIDE THE FRONT COVER, THE UPCOMING STUDENT MEMBER OF THE BOARD, GRACE. ON THE RESOURCES PAGE, WE WANT TO MAKE SURE THAT WE KEPT THE MOST IMPORTANT OR PERTINENT [01:40:03] INFORMATION THAT WE THOUGHT STUDENT OR FAMILIES WOULD NEED. BUT WE DELETED THE ADDRESSES. WE FELT THAT WAS NOT NECESSARY BECAUSE THE LINKS TO THAT WILL PROVIDE THEM THE INFORMATION NEEDED. AND IN ADDITION TO THAT, WE ADD THE HEALTH DEPARTMENT LINK IN ORDER TO LIST ALL OF THE KEY RESOURCES PAUSE THAT DOCUMENT IS A LIVING DOCUMENT THAT THE HEALTH DEPARTMENT PROVIDES US AND THEY UPDATE THAT REGULARLY. WE WANT TO ENSURE THAT THE PARENTS, THEY DON'T HAVE A STAGNANT VERSION IN A BOOK. THEY ARE UPDATED REGULARLY. THE SUPERINTENDENT'S LETTER, NO CHANGES TO THE LETTER. BUT IT WAS UPDATED TO 2024 AND REFLECT THE CURRENT DATE. ON THE FIRST PAGE, WE MADE SOME ADJUSTMENTS TO MOVE. WE WANT TO ENSURE -- USED TO BE AT THE BOTTOM OF PAGE TWO. BU WE THOUGHT IT WAS IMPORTANT AT THE VERY BEGINNING OF THAT PEOPLE UNDERSTAND THAT ANY CHANGES THAT THE FEDERAL STATE AND LOCAL LAWS, CALVERT COUNTY BOARD OF EDUCATION PROMISES THAT CURSES ON OCCURS ON A REGULAR BASIS WILL SUPERCEDE ANY STATEMENTS IN THE DO YOU MEAN. SO IT WAS A MOVEMENT THERE. WE LESS CHANGED SOME LANGUAGE ON PAGE 2 CONNECTED TO YOUR RESPONSIBILITY AS THE BOARD OF EDUCATION. THAT IS IT YOUR SPEEDOMETERTY RESPONSIBILITY TO DEFINE THE EXPECTATIONS THAT REFLECT EVERYTHING ELSE THAT IS WRITTEN THERE. PAGE 3, REVIEW AND DISSEEM DISSEMINATION OF THE CODE. THIS IS AVAILABLE FOR A PRINTED COPY FOR MAIN WISHES TO HAVE SO. WE STATED THAT THE STUDENT'S RIGHTS RESPONSIBILITIES AND CODE OF CONDUCT WILL BE POSTED ON OUR WEBSITE ALONG WITH ALL REFERENCED FORMS. WE USED TO HAVE AN APPENDIX IN THE BACK OF THE BOOK. NOW WILL ALL WOULD BE A DOWNLOADABLE VERSION FOR FAMILIES. WE'LL DESIGN A DISTRIBUTE SIGNED -- THE ACKNOWLEDGEMENT OR ACKNOWLEDGEMENT PAGE AND PARENTS AND STUDENTS ARE ASKED TO REVIEW THE RESPONSIBILITIES AND CODE OF CONDUCT ON LINE AND HARD COPIES UPON REQUEST. WE'VE SHIFTED THE PRINTING OF 16,000 COPIES OF THE CODE. WE HAVE LIFTED TO 25% OF THAT. THAT CREATED A SAVINGS OF $5,000 FOR US TO PRINT LESS. WE HAVE A COVERAGE PAGE TO PRINT AS NEEDED, IF WE NEED ADDITIONAL COPIES. BUT WE'LL MAKE IT AVAILABLE AS NEEDED. WE'LL ADJUST NEXT YEAR, IF NEEDED. THE STATEMENT OF UNDERSTANDING WILL BE DISSEMINATE THE. WE UPDATED THE FORMAT OF THE STATEMENT TO MATCH WHAT ABOUT IS POSTED ON OUR WEBSITE AS IT RELATES TO ANTI-SEXUAL, ANTI-RACIAL AND WE MADE ADJUSTMENT TO THE TITLE TO WHAT ARE SOME OF MY RIGHTS AND RESPONSIBILITIES UNDER THE STATEMENT BOX. WE REMOVED THE SEXUAL HARASSMENT POSSIBLE CONSEQUENCES UNDER THAT PAGE. THAT IS OUTLINED IN THE IN THE ACTUAL CODE. IT TELLS YOU WHAT THE CONSEQUENCES ARE FOR ANY INFRACTION OF TITLE 9 OR SEXUAL HARASSMENT IT WAS DUPLICATED. AND WE REMOVED THAT. FOR STUDENT EXPRESSION WE ADDED AN IMPORTANT STATEMENT THAT MIRRORS OTHER DISTRICTS. WE CREATED OUR OWN LANGUAGE. WE HAVE INCIDENTS THAT WE'RE SEEING. AND WE WANT TO MAKE SURE THAT WE STATE THAT THE USE OF LANGUAGE THAT PROMOTE HATE OR DISCRIMINATION RELIGION, GENDER IDENTITY OR SEXUAL ORIENTATION OR RACIAL SLURS THAT CAN BE CAUSED TO CAUSE DISRUPTION OF SCHOOL OR ACTIVITIES IS NOT ALLOWED OF ANY EXPRESSION. SO WE ADDED THAT. RELATED TO THE TITLE OF RESPONSIBILITIES, WE ADDED GOVERN MY RESPONSIBILITIES VERSUS MY BEHAVIOR. THIS IS [01:45:08] ANOTHER IMPORTANT REWARD. WE MADE RECOMMENDATIONS TO UPDATE THE LANGUAGE TO ALIGN WITH OUR PRACTICE SINCE THE PANDEMIC. WE HAVE NOT RECOGNIZED PERFECT ATTENDANCE. AND WE WANT TO MAKE SURE THAT WE TOOK IT OUT OF THE CODE BECAUSE IT IS NOT SOMETHING THAT WE DO NOT PRACTICE AND HAVE NOT FOR THREE YEARS. BUILT WE'VE EX -- FOR ATTENDANCE. THE NEXT ONE IS A LOT FOR THE CELL PHONE USAGE. IT WAS PRINT THE OUT IN 2024 ALREADY 2025. OVER 25% OF THE TEACHERS WANTED AN ADJUSTMENT. WE WANTED TO HONOR THE FEEDBACK AND THE RECOMMENDATIONS MADE TO US. STUDENT MAY BRING CELLAR PHONES TO SCHOOL BUT NOT PERMITTED TO BRIDGE OTHER ELECTRONIC OR COMMUNICATION OR DEVICES OR PERSONAL LAPTOPS. WE PROVIDE STUDENTS FOR STUDENTS 1 TO 12. AND PRE-K. WE COLLABORATED FROM THE INFORMATION AND TECHNOLOGY. AND THEY HIGHLIGHTED SOME SECURITY CONCERNS OF PERSONAL DEVISED IN SCHOOL. IT WAS A REQUEST SPECIFICALLY FROM THE TEAM AND THE FEEDBACK AND THE THINGS THAT THEY WORK THROUGH ON A REGULAR BASIS. >> STUDENT CAN BRING THEIR PHONE BUT IT MUST BE OFF AND MUST BE IN A NONVISABILITY LOCATION IS WITH NOTED EXCEPTIONS. WE DID NOT CUT AND PASTE EVERY SINGLE PAGE. SO I ENCOURAGE YOU TO REVIEW THE REVISIONS THAT WE MADE RECOMMENDATIONS ON AND WE'RE HAPPY TO RESPOND TO ANY QUESTIONS THAT YOU HAVE. BUT UNDERSTANDING THAT THE DATA IN OUR SCHOOLS DO SUPPORT THAT CELL PHONES HAVE BECOME A MAJOR DISRUPTION THROUGHOUT THE DAY INSTRUCTIONALLY. INSTRUCTIONALLY. AND WE PUT IT WITH ALL CELL PHONES IN THIS SECTION, AGAIN, NOT DUPLICATING THE INFORMATION. THE CELL PHONES CAN BE USED UP TO 15 MINUTE PRIOR TO THE FIRST BELL. THAT IS OUTLINED IN THE RECOMMENDATIONS IN THE CODE. WE ALSO REMOVED THE LIST OF POSSIBLE CONSEQUENCES ON DRUGS AND ALCOHOL. AGAIN, JUST THEY'RE ALREADY LISTED IN THE CODE OF CONDUCT. รท BULLYING, HARASSMENT OR INTIMIDATION REPORTING FORM, WE CHANGED SOME LANGUAGE THAT A STUDENT OR GROUP OF STUDENTS HAS BEEN A COMPLAINT OF BULLYING, HARASSMENT OR INTIMIDATION REPORTING FORM, THAT IS ALL THE SAME. THE PAPER FORM NOW IS AVAILABLE AS WELL AS THE ELECTRONIC REPORTING FORM. IT'S BEEN THERE. BUT WE ALSO HAVE THE PAPER FORM THAT WAS IN THE BACK OF THE BOOK IS NOW DOWNLOADABLE THROUGH THE ELECTRONIC VERSION OF THE CODE. WE ALSO REMOVED THE REFERENCE IN THE APPENDIX. WE REMOVED THE APPENDIX FORMS. NOW THEY'RE AVAILABLE ONLINE. A LOT OF MOVEMENT. STUDENT THAT VIOLATION AND COUNSELING IS DETONATED BY THE PRINCIPAL SCHOOL ADMINISTRATOR. THIS IS A FEW LITTLE ADJUSTMENTS AND TWEAKS THERE. AND WE ALSO, AT THE BOTTOM THERE OUTLINE THE SUPPORTIVE MEASURES THAT IS THE LANGUAGE THAT WE USE. WE HAVE THIS FOR ANY BULLYING OR HARASSMENT. SPOKING AND TOBACCO USE. WE PUT SOME THE TABACCO [01:50:11] DEVICES. WE UPDATED NICOTINE DELIVERY DEVICES LANGUAGE AGAIN. WE ADDED SOME LANGUAGE, THE SAME LANGUAGE BUT JUST ADDED BASED ON THE LEVELS OF RESPONSE SECTION VIA SECTION 5 OF THIS DOCUMENT AND WE TOOK OUT THE LANGUAGE RELATED TO PROGRESSIVE DISFLYNN THIS SECTION BECAUSE PROGRESSIVE DISCIPLINE IS COVERED IN SECTION 5 OF THE DOCUMENT, TO REMOVE DUPLICATION. LANGUAGE CHANGE JUST FLIPPED THE TITLE OF SECTION 5, LEVELS OF RESPONSE. WHAT ARE THE CONSEQUENCES WHEN I BREAK THE RULES? THERE IS A LOT OF LANGUAGE ADDED HERE UNDER THE LEVELS OF RESPONSES AS I STATED IN THE POWER POINT PRESENTATION. THE STATE REGULATIONS REQUIRE US TO OUTLINE OUR DISCIPLINE PHILOSOPHY. THAT WAS NOT A PART OF OUR CODE. SO WE EXPANDED THAT AS IT RELATES TO MIRRORING WHAT THE STATE RECOMMENDS KICKED TO RESTORATIVE PRACTICES AND PROGRESSIVE DISCIPLINE. SO THAT IS A LOT OF LANGUAGE. BUT THAT IS ALIGNED TO STATE REGULARS AND REGULATIONS THAT IS TO CARR FEW FOR FAMILIES AND ADMINISTRATION. WE'RE ALMOST THERE. LEVELS OF RESPONSE. THIS IS AN IMPORTANT CHANGE. WE REFORMATTED THE ENTIRE LEVELS OF RESPONSE SECTION. WE HIGHLIGHTED THE FACT THAT WE NEEDED TO MEET WEBSITE AC ACCESSABILITY THAT WAS NOT THERE BEFORE. AND WE ADJUSTED THE READABILITY OF THE DOCUMENT. THE BIGGEST CHANGE THAT THE DISCIPLINE CODES FOR EACH BEHAVIOR WAS REMOVED AND JUST THE LITTLE OF RANGE WAS THERE, THE DISCIPLINE CODES ARE AN INTERNAL FUNCTION. NO ONE NEEDS TO KNOW WHAT THE CODE IS. AND THE STATE ONLY PROVIDES US WITH SMALL FRACTION OF THE CODES THAT WE HAVE IN OUR PARTICULAR CODE. WE'VE ADDED ADDITIONAL OFFENSES AND THEY DO THEIR BEST TO ALIGN IT FOR A STATE CODE. IN THIS CASE UNDER SEXUAL HARASSMENT, USING THE SAME CODE AS SEXUAL HARASSMENT OR BULLYING, SHOULD NOT OCCUR. AND WE HAD SOME INCIDENT TYPES THAT HAD THOSE BECAUSE THEY ARE VERY SPECIFICALLY DEFINED AND VERY SPECIFIC MEASURES THAT HAVE TO BE IN PLACE TO MEET TITLE 9 FOR SEXUAL HARASSMENT OR BULLYING SECTION. WE WILL PROVIDE OUR ADMINISTRATORS GUIDE THAT WILL A CONDENSED VERSION OF THE OVERALL DOCUMENT AND IT WILL OUTLINE THE LEVEL OF RESPONSES THAT INCLUDE THAT CODE BECAUSE THEY HAVE TO INPUT THAT YOU INTO OUR DATA SYSTEM. BUT IT IS NOT NECESSARY FOR THIS DOCUMENT. THE LAST FEW THINGS IF YOU COULD GO BACK TO PAGE 36 LEVELS OF RESPONSE. THERE A LOT OF INFORMATION HERE THAT WAS ADDED THAT IS IMPORTANT BECAUSE WE ALSO WANTED TO PROVIDE CLARITY TO FAMILIES AS TO WHAT -- IT IS NOT AND EXHAUST TOUGH LIST. BUT CERTAIN THINGS THAT HAVE TO GO INTO CONSIDERATION WHEN DETERMINING A APPROPRIATE ACTION. SO OF COURSE, THE INCIDENT AFTER THE DUE PROCESS TAKES PLACE AND THE INTERVIEWS TAKES PLACE, IT IS IMPORTANT THAT THE ADMINISTRATORS ON A REGULAR BASIS ARE USING THEIR PROFESSIONAL JUDGMENT. AS THEY INVESTIGATE AND FINE INFORMATION AND THEY KNOW THEIR KIDS, THESE ARE CERTAIN THINGS THAT ARE TAKEN INTO BEING. SO WE WANT TO MAKE SURE THAT WE KNOW THAT COMMUNITY MEMBERS ARE AWARE. AND NOW WE CAN GO FORWARD. WE ALSO SEPARATED SOME OF THE LANGUAGE TO MAKE SURE WHAT AN ATTACK ON AN ADULT MEANS. SO WE ENSURED THAT WE [01:55:03] CLASSIFIED THAT IS PHYSICAL ATTACK, ASSAULT ON A COMMUNITY MEMBER VERSUS JUST LUMPING EVERYTHING TOGETHER. WE BOLDED WHAT IT IS AND EXPLAINED AND WE MADE SURE THAT WE SEPARATED THE COMMUNITY MEMBER STAFFS BECAUSE THERE ARE DIFFERENT CODES CONNECTED TO THAT. THAT IS BROKEN DOWN A LITTLE MORE CLEARLY NOW IN THE CODE. VERY IMPORTANT POINT ON PAGE 53 ON SUSPENSION AND EXPULSION, WE ADDED THE LANGUAGE FOR PRE-K THROUGH 2. MARYLAND LAW PROHIBITS FOR TUESDAY FOR SUSPENSIONS OR EXPULSIONS IN THAT DEVELOPMENTAL RANGE AND IT SHOULD BE A LAST RESORT, CASE BY CASE, UNDER THE IMPLEMENT THREAT OF SERIOUS HARM AND DISRUPTION. BUT THERE ARE CERTAIN PROCEDURES THAT ARE IN PLACE, INVOLVING A SCHOOL WELL PSYCHOLOGIST. BUT WE WANTED TO ADD THAT SO PEOPLE DID NOT KNOW WHY KINDERGARTENER WAS NOT EXPELLED DUE TO A PARTICULAR AND THE APPEALS THING REMOVED THAT. THAT NO LONGER NEEDED TO BE THERE. THE ALT ED PROGRAMS, WE CLEANED UP THAT LANGUAGE AND WE OUTLINED LANGUAGE. WE MOVED THE FORMS IN THE BACK OF THE BOOK AND POSTED INCOME. WE'RE READY FOR ANY QUESTIONS OR COMMENTS. >> QUESTIONS? >> I ONLY HAVE 754 QUESTIONS. >> THAT'S WHAT WE'RE HERE FOR. >> JUST TO KICK THIS OFF. I DO APPRECIATE THAT YOU DO CONSOLIDATE ALL THE RESPONSES AND LEVEL OF THE RESPONSES TO THE END OF THE CODE OF CONDUCT. A LOT OF CONVERSATION THAT OCCURRED DURING COMMITTEE, IN A LOT OF CASES, STUDENTS THAN WOULD READ THE CODE OF CONDUCT AND SEE ALL THE WAYS THAT THEY WOULD BE PUNISHED FOR CERTAIN OFFENSES WERE LISTED ALONGSIDE OF THEM. SO IT WOULD FEEL LIKE STUDENT VERSUS ADD ADMINISTRATION. BUT CONSOLODATE IN THE BACK. IT LISTED THEM AND SHOWS THAT THEY HAVE THEM THAT WILL GIVE THEM HELP. I HOPE ALL OF YOU HAD A CHANCE TO READ THE "WASHINGTON POST." IF YOU DON'T KNOW WHAT I'M REFERRING TO, THE "WASHINGTON POST" POSTED AN ARTICLE ABOUT A SCHOOL. I DON'TKNOW WHERE IT WAS. THEY HAD A NEW CELL PHONE POLICY. IT WAS PHENOMENAL. IT COMPARED CELL PHONE ADDICTION TO SUGAR ADDICTION. IT WAS VERY PERSUASIVE. I DID HAVE A QUESTION RECORDING PERSONAL LAPTOPS NOT ALLOWED. I AM A STUDENT THAT USES A PERSONAL LAPTOP. ALL OF ANY INFORMATION IS THERE. IT IS EASIER SERVING IN A POSITION LIKE THIS I WAS WONDERING, BASED ON THE QUESTIONS THAT YOU HAD WITH THE DEPARTMENTS, WHAT MOTIVATES THAT ADDITION? >> SURE. IT IS PRIMARILY A SECURITY ISSUE. SO WITH ALL OF OUR CCPS LAPTOPS THERE, IS ACTUALLY SOFTWARE THAT IS STORED AND -- I'M NOT IT PERSON. BUT IT IS AND ADDED LEVEL OF PROTECTION TO PREVENT ACCESS TO CERTAIN THINGS THAT [02:00:02] ARE NOT APPROPRIATE OR SUPPORTING INSTRUCTION. WHEN YOU I THINK THERE IN YOUR PERSONAL LAPTOP. WE HAVE A COUPLE OF THINGS GOING ON, CREATING A HOTSPOTS THAT THE CIRCUMVENT OUR SECURITY SYSTEMS AND CREATES, I'M SHOULD YOU WOULD NEVER DO SOMETHING, BUT STUDENTS ARE ACCESSIN THINGS THAT THEY SHOULDN'T. WE'RE JUST TRYING TO ENSURE THAT WE ARE KEEPING STUDENTS AS SECURE AS POSSIBLE WHILE THEY'RE ON OUR CAMPUSES. SO THAT IS THE PRIMARY REASON. I'M HAPPY TO HAVE THE PEOPLE TO FOLLOW UP WITH YOU REGARDING ANY ADDITIONAL SPECIFICATIONS OF THAT. >> THANK YOU FOR YOUR CLARIFICATION. I APPRECIATE ALL OF YOUR HARD WORK GOING INTO THIS. >> THANK YOU. >> COULD IT IT BE AND INSTANCE WHERE THERE MAY BE AND EXCEPTION AND PERMISSION CAN BE GIVEN TO SPECIFIC STUDENT OR GROUP OF STUDENT. IS THAT SOMETHING THAT WE WOULD ENTERTAIN? I SAY THAT BECAUSE I THINK THAT BOTH OF THEM ARE REALLY IMPORTANT. BUT WHAT IF THERE IS SOMETHING THAT THE STUDENTS ARE DOING? I CAN SAY THAT SINCE THE SECURITY LEVEL HAVE BEEN BEEFED UP IT ALSO MAKES IT DIFFICULT IN SOME CASES TO DO CERTAIN KINDS OF RESEARCH, ESPECIALLY WHEN YOU'RE IN HIGHER LEVEL CLASSES LIKE AP CLASSES. IT HAS POSED A CHALLENGE, IN MY HOME AND IT MAY ALSO BE POSING A CHALLENGE FOR SOME OF THOSE OTHER KIDS. SO MAYBE THERE IS SOMETHING WE COULD CONSIDER. >> I'M HAPPY TO TAKE THAT BACK TO THE IT TEAM FOR CONSIDERATION. I KNOW WE MAKE EXCEPTIONS FOR MEDICAL THINGS LIKE WITH THE CELL PHONES. I'M SHOULD YOU HAVE WE CAN CONSIDER ANYTHING. BUT I WANT TO HIGHLIGHT OUR GOAL SO TO PROMOTE THE SAFETY AND SECURITY OF STUDENTS. AND HAVING PERSONAL DEVICES DOES COMPROMISE THAT. I'M HAPPY TO TAKE THAT BACK AS TO WHAT CAN BE CONSIDERED AS AN EXCEPTION. >> I HUNDRED PERCENT SUPPORT THAT. I COMMEND YOUR EFFORT AND THE HE AND TEAMS. YOU DID A THOROUGH JOB. I APPRECIATE THAT. >> I'VE GOT QUITE A FIRST? LET ME GO FIRST. ON PAGE 29. THE INDICATION THERE IS NICOTINE DELIVERY DEVICES. I GOT TO THINKING ABOUT THAT. I KNOW WE DID AN UPDATE ON THAT . >> WHERE IN THE POLICY, WHAT ABOUT ABOUT THE SMART WATCHES AND DEVICES? >> I WILL REVIEW THAT TOO. >> I HAVE A TEENAGER. SO I'M THINKING ABOUT ALL THE WAYS AROUND., ALL WAYS. >> WE'LL REVISIT THAT AS A COMMITTEE. I'LL PUT OUT SOME THINGS. BUT I'LL REVIEW FIRST TO MAKE SURE THAT IT IS NOT ALREADY IN THERE. >> THING THAT MAY INSIDE TO BE ADDED. THAT WILL BE EASY. -- ARE YOU ASKING TO ADD IT AS A RESTRICTION? >> I THINK IT NEEDS TO BE I THINK WE'VE HAD SOME -- THERE BEEN SOME EXPERIENCES, I THINK THROUGH ALL THE ELEMENTARY AND MIDDLE AND HIGH SCHOOL WITH THE DEVICES LIKE THAT. SO THING THAT MIGHT BE IMPORTANT FOR US TO ADD IN THERE. >> TO PEGGY BACK ON THAT. THE VAPING QUESTION, ON PAGE 41. ACTUAL CDS DOCUMENT, SCHOOL BUS RULES, ITEM H, YOU TALK. USE OF TOBACCO AND NICOTINE DELIVERY DEVICES ARE PROHIBITED ON THE BUS. THAT DOESN'T SPECIFICALLY PROHIBIT VAPING DEVICES BECAUSE THEY DON'T ALWAYS DELIVER NICOTINE? DOES THE CHANGE NEED TO BE MADE THERE FOR THOSE? [02:05:02] >> I WOULD SAY YES, IF IS NOT THERE. WE CAN CERTAINLY ADD THAT LANGUAGE AND INCORPORATE AS MUCH OF A CATCHALL AS POSSIBLE. >> I UNDERSTAND THIS IS OUR POLICY. I'M JUST PUTTING IT OUT THERE BECAUSE VAPING IS EXCLUDED IN THE SCHOOL BUILDING. >> SO AND INCLUSION OF VAPING IN THE TRANSPORTATION SECTION. >> ITEM H WHERE YOU TALK ABOUT TOBACCO AND NICOTINE DELIVERY DEVICES. >> YOU TALK ABOUT THE FORMS BEING DOWNLOADABLE, THE DOCUMENT AND THEN PERMISSION SLIPS LIKE THE CELL PHONE FORM BEING DOWNLOADABLE? IS THERE A CONSIDERATION OR IS THERE CONVERSATION THAT MAY BE IT CAN BE MADE A FILLABLE FORM AND THAT A PARENT MAYBE DOESN'T HAVE TO PRINT IT AND THEY COULD JUST SAVE TO THEIR COMPUTER AND SIGN IT AND SPEND IN THAT WAY. I DON'T KNOW WHAT A LIFT THAT MIGHT BE FOR. ADMINISTRATION AND THE TEACHERS. I THINK WE SHOULD CONSIDER THAT. IN THE SAME VAIN OF THAT CELL PHONE POLICY OR CELL PHONE REGISTRATION. IF THERE IS NO GRAVE REJECTION, I THINK IT WILL BE BENEFICIAL FOR US TO NOTE THAT THERE ARE CONSEQUENCES AND THAT WE ACKNOWLEDGE THAT THE PARENT AND THE CHILD ARE GOING TO ACKNOWLEDGE THAT THERE ARE CONSEQUENCES, I SUSPECT THAT ENFORCING THIS WILL BE HARDER THAN THE BELLY BUTTONS. >> THAT CELL PHONE REGISTRATION FORM IS ONLY APPLICABLE TO ELEMENTARY BECAUSE THEY'RE NOT ALLOWED IN MIDDLE SCHOOL. THAT IS A CURRENT PRACTICE. >> CAN WE TAKE THAT -- WE DON'T HAVE TO DECIDE IT TODAY, MAYBE THERE IS AND ACCEPTABLE USE POLICY OR MAYBE WE HAVE TO REGISTER PHONES THAT THE PARENT HAS TO SEE AND ACKNOWLEDGE THIS THIS I CANNOT REMEMBER WHAT I SIGNED AT THE BEGINNING OF THE YEAR AND I SIGN IT EVERY YEAR AND I HAVE FOREVER. I STILL CANNOT REMEMBER. BUT -- AGAIN, THE CODE OF CONDUCT IS DETAILED AND LENGTHY, NOT EVERYBODY IS LOOKING AT IT. MORE TIME IN MY LIFE THAT I'VE HEARD, NOBODY TOLD ME THAT OR I WAS NOT AWARE OF THAT. AND I'M GUILTY OF THAT. SOME ARE WHERE IT IS A LITTLE MORE OBVIOUS THAT THIS IS REALLY SOMETHING THAT WE NEED TO CONSIDER. SURE. I WOULD COUNTER OFFER THAT BECAUSE WE HAVE THAT STATEMENT OF UNDERSTANDING THAT DOES COMPANY TOUR EVERYTHING THAT YOU'VE AHEAD AND YOU UNDERSTAND THAT YOU'RE GOING TO COMPLY WITH THE EXPECTATIONS. WE WILL ADD MANAGE TO THAT FORM THAT IS SPECIFIC TO CELL PHONES VERSUS THAT, THAT COVERS EVERYBODY. >> THING THAT WILL BE GREAT. >> I WAS AT A CONFERENCE, I DON'T KNOW IF YOU'VE SEEN THE -- I DON'T KNOW IF YOU KNOW WHAT THIS IS. A SACK GIVEN TO EACH STUDENT. SO THE WHEN STUDENT GETS TO SCHOOL IN THE MORNING, THEY PUT THEIR PHONE IN THE SACK AND IT IS MAG MAGNETIZED. THEY HAVE STILL HAVE ACCESS TO THIS. AND THEY SMACK THE BAG ON TO THIS DEVICE AND IT UNLOCKS THE PHONE. WITH ALL THE DISTRACTIONS AND STUDENTS ARE NOT SUPPOSED TO HAVE THEIR PHONES ON, I THINK IT STARTS IN THE BEGINNING. I CAN ONLY SPEAK ABOUT MY SCHOOL AND MY EXPERIENCE WITH MY DAUGHTER THAT DAUGHTER AND THAT FIRST DAY OF SCHOOL, AND THE TEACHER SAID THERE ARE NO CELL PHONES HERE. WE HEARD THAT FROM THE BEGINNING. I DON'T SEE A LOT OF E-MAILS AND I DON'T GET A LOT OF ACTION FROM THAT BECAUSE IT WAS ESTABLISHED IN THE BEGINNING. BUT WHEN WE HAVE STUDENTS THAT ARE USING THEIR PHONES INAPPROPRIATELY, EVEN IF WE DID GO TO SOME SORT OF DEVICE WHICH LOCKS -- KEEPS THE ACCESS AWAY FROM THEIR PHONES, SOME TEACHERS HAVE STUDENTS USING THEY ARE PHONES. YOU HAVE SOME OF THE HIGH SCHOOLS THAT HAVE PATRIOT HOUR AND CAV HOUR WHERE THEY HAVE A HALF OUR SO TO UNWINED AND NOT EVERYONE IS ABUSING THEIR PHONES. BUT WHEN THERE IS SOMEONE IN A MIDDLE SCHOOL REPORTING SOMETHING, [02:10:01] THEY'RE NOT SUPPOSED TO HAVE THEIR CELL PHONE . >> IT IS AUTHORIZED BY THE TEACHER. >> CAN THEY LOSE THE PRIVILEGE? >> THAT IS IN THE CODE. THE LOSS OF PRIVILEGE IS A LEVEL OF RESPONSE FOR CELL PHONE VIOLATION OR ELECTRONIC USE. , SO, YES, THAT IS A RECOMMENDATION. >> SPEAKING OF THE LEVEL OF RESPONSE 1 TO 4, WHY WON THE WE HAVE A FIVE? >> IS THERE A FIVE? >> I MUST HAVE BEEN LOOKING AT THE OLD ONE. OKAY. OKAY. >> IT IS A LOT. >> IT IS A LOT. >> IS IT ENFORCEABLE? >> CERTAINLY. WE CAN TAKE ANY BEHAVIOR EXPECTATION AND TALK ABOUT ENFORCEMENT THAT IS ALL THE MOST DIFFICULT PART WITH BOOTS ON THE GROUND. I'VE BEEN IN THE SCHOOL AND LEADERSHIP IN WILL SCHOOL. IT IS DIFFICULT. THERE WAS A TIME THAT YOU COULD NOT HAVE HOLES IN YOUR JEANS. I REMEMBER VERY CLEARLY EERYONE MORNING WE'RE TAPING UP HOLES. THAT SHIFTED. BUT I THINK WE HAVE TO WEIGH THE BENEFITS VERSUS THE COST. WHEN WE'RE LOOKING AT SAFETY AND SECURIT AND WE RECOGNIZE THAT CELL PHONES ARE A MAJOR SOURCE OF DISRUPTION IN OUR SCHOOLS, TRULY, WE NEED TO ENCOURAGE, WHEN YOU TALK ABOUT DEVELOPING SOCIAL AND EMOTIONAL SKILLS AMONG STUDENTS, WE WANT THEM TO INTERACT THAT IS PART OF THE ISSUE THAT STUDENTS ARE ISOLATED OR CONNECTED COMPLETELY TO THEIR DEVICE. IN SCHOOL, THEY'RE NOT EVEN SPEAKING TO ONE ANOTHER. AND WE WONDER WHY THEY CANNOT RESOLVE CONFLICT. THERE IS NOT A SOCIAL CONSTRUCT IN PLACE TO HELP THEM NAVIGATE CONVERSATIONS. THEY HAVE HAVE HAVE TO. THEY CAN JUST TEXT AND SAY COME WATCH THIS FIGHT. IT IT WILL BE HEAVY TO DO IT T BUT WE EXPECT THE STUDENT TO COMPLY. IF THEY DON'T, THEN THERE ARE CONSEQUENCES. >> MISS LEWIS? MY COMMENT IS ON PAGE 29 OF THE PDF IN RELATION CELL PHONE CONVERSATION. THE BULLET IT SHOULD NOT BE USED AS A HOTSPOT. I ASK THAT IT BE CHANGED TO MUST. MUST NOT BE USED AS A HOTSPOT. [02:16:33] >> I'M NOT SAYING WE ELIMINATE THE RANGE. PERHAPS, HER ELEMENTARY. SCHOOL IT MIGHT BE THREE, FOUR, FIVE. >> EVERY LEVEL OF RESPONSE IT OUTLINES WHICH PAGE? I APOLOGIZE. BUT, ANY PREVIOUS LEVEL OF RESPONSE IS ALSO INCLUDED IN THAT RESPONSE. SO, THAT WAS ADDED IN THE LANGUAGE HERE. ALTHOUGH, IT STATES LEVELS THREE THROUGH FIVE. ANYTHING IN LEVELS ONE AND TWO ARE ALSO APPLICABLE TO APPLY. >> THAT'S EXACTLY IS WHAT I'M SAYING THE PROBLEM. AN ASSAULT ON A TEACHER FOR A FIFTH GRADER SHOULD NOT BE THE SAME AS AN ASSAULT FOR A TEACHER ON A HIGH SCHOOL STUDENT. BRINGING THE WEAPONS ONE FOR EXAMPLE. BRINGING LIKE A LOOK-ALIKE WEAPON. I BELIEVE IT WAS ALL THE RANGES. YOU KNOW, ONE THROUGH FIVE. AND HAVING A RANGE ONE, TWO, THREE MIGHT BE APPROPRIATE FOR AN ELEMENTARY STUDENT. BUT, FOR A HIGH SCHOOL STUDENT LEVEL ONE DOESN'T SEEM APPROPRIATE. BUT, A PRINCIPAL CAN CHOOSE TO GIVE A LEVEL ONE. AND WHEN I SAY DEVELOPMENTALLY APPROPRIATE. IF YOU HAVE A CHILD WHOSE FUNCTIONING ON PERHAPS A THIRD OR FOURTH GRADE LEVEL IN HIGH SCHOOL THEN YOU WOULD GO TO THE DEVELOPMENTALLY APPROPRIATE LEVEL. >> I AGREE. SO, THERE WAS LANGUAGE ADDED IN THE RECOMMENDATIONS. I WAS TRYING TO FIND IT. BUT, THERE WAS EXTENSIVE LANGUAGE THAT WAS ADDED THAT OUTLINED THE CONSIDERATIONS IN MAKING ANY DISCIPLINARY DECISION. ONE OF THOSE CONSIDERATIONS IS THE LEVEL OF DEVELOPMENT OF THE CHILD. SO, THAT FURTHER CLARIFIED -- >> WOULDN'T IT MAKE MORE SENSE TO HAVE THESE LEVELS OF RESPONSE? BY WHAT'S APPROPRIATE FOR ELEMENTARY, WHAT'S APPROPRIATE FOR MIDDLE, AND WHAT'S APPROPRIATE FOR HIGH SCHOOL. >> I'M HAPPY TO WRITE THAT DOWN AS A RECOMMENDATION FOR THE DISCUSSION. BUT, I DO THINK IT'S COVERED IN TERMS OF THE PROFESSIONAL JUDGMENT THAT'S ALLOTTED IN THE INVESTIGATION THROUGH A PROCESS. THAT CONSIDERATIONS LIST WE ADDED TO THE CODE IS WHAT ULTIMATELY ALLOWS THAT DISCRETION PER LEVEL. >> THERE MIGHT BE SOMEWHERE THAT WYATT ARRANGES APPROPRIATE. BUT, THERE MIGHT BE SOMEWHERE IT'S NOT APPROPRIATE. YOU KNOW, FOR A MINOR INFRINGEMENT I COULD SEE IT GIVING MORE LENIENT OPTIONS FOR HIGH SCHOOL. BUT, FOR SERIOUS INFRACTIONS AND SHOULD BE MORE SERIOUS CONSEQUENCES. >> THAT'S WHAT OCCURS WITH THE RANGE. >> I'M JUST TRYING TO UNDERSTAND, BECAUSE WE DON'T WANT TO LIMIT SAYING ELEMENTARY CAN ONLY GO UP TO WITH THREE. IT COULD VERY WELL BE A DIRECT THREAT THAT IS MAYBE IN [02:20:02] SOMEONE'S EYES AS WELL, THAT'S NOT TO LAMENTABLY APPROPRIATE. BUT, IT'S A HIGH-LEVEL THREAD. THEY SHOULD HAVE MAXIMUM CONSEQUENCES. REGARDLESS OF DEVELOPMENT. FROM WHAT I'M UNDERSTANDING. FORGIVE ME IF I'M NOT UNDERSTANDING. BUT, YOU STATED ELEMENTARY ONE, TWO, THREE. MIDDLE THREE THROUGH FIVE. HIGH SCHOOL THREE THROUGH FIVE. IF YOU DO THAT YOU'RE PROVIDING MORE LIMITATIONS, AND EVERY CASE IS CASE-BY-CASE. IT'S VERY INDIVIDUALIZED, AND NUANCED BASED ON THE CHILD AND CIRCUMSTANCE. KEEPING THE RANGE BROAD GIVES US MORE LATITUDE TO SUPPORT THE INDIVIDUAL TITLES CHILD BASED ON THOSE CONSIDERATIONS THAT WERE LISTED AS ADDED. >> WELL, I KNOW THIS YEAR WE HAD A TEACHER ASSAULTED. AND A MIDDLE SCHOOL STUDENT GOT ONE DAY SUSPENSION. AND THAT'S WHERE I'M CHALLENGING THE PROFESSIONAL JUDGMENT DOESN'T ALWAYS WORK. IF WE HAD THESE LEVELS TO RECOMMENDATIONS FOR ELEMENTARY, MIDDLE, AND HIGH SCHOOL WE WOULD TIE IN TITAN THE SPAN OF WHAT AN ADMINISTRATOR COULD DO FOR SERIOUS OFFENSES. ALL RIGHT. I'M GOING TO MOVE ON TO MY NEXT QUESTION. WHY WAS REFERRED TO LAW ENFORCEMENT REMOVED? >> IT'S NOT REMOVED. THERE WAS AN ASTERIX TO MAKE ACCESSIBILITY. TO SUPPORT ACCESSIBILITY. THERE IS AN ASTERISK ADDED TO ANY OFFENSE. YOU SEE FOR EXAMPLE FOR ALCOHOL. THERE'S AN ASTERIX. RIGHT. HE SAYS LEVELS OF RESPONSE FOR STUDENT BEHAVIOR. SAYS USE LOWEST LEVEL INDICATED FIRST IF APPLICABLE. THERE'S AN ASTERIX THAT SAYS INDICATES REFERABLE TO LAW ENFORCEMENT WHEN APPLICABLE. THEN THE COLUMN THAT SAYS LEVEL RANGE. ANY RANGE THAT HAS AN ASTERIX AS APPLICABLE TO REFER TO LAW ENFORCEMENT. INSTEAD OF HAVING A SEPARATE COLUMN TO EXPAND ACCESSIBILITY, AND READABILITY WE JUST ADDED AN ASTERIX TO THOSE AREAS. OR, WAS IT REMOVED? >> I'M SORRY. I THOUGHT THE WAY IT WAS WAS SO MUCH MORE CLEAR. THIRD HIGHEST IN THE STATE. OUR OUR ARRESTS REFLECTED IN THE CODE OF CONDUCT? >> THEY ARE. THAT IS REFLECTED BY LAW ENFORCEMENT. THAT IS THE JURISDICTION OF THE SHERIFF'S OFFICE. WITHIN THEIR PROCEDURES. SINCE WE CAN'T ARREST. THAT IS TRANSFERRED TO THE AUTHORITY WHEN WE DO REFER TO THEM. >> BACK IN '21, '22 WE HAD 131 ARRESTS. THEN '22, '23 WE ARE UP TO 168. SO, THAT'S NOT THE RIGHT DIRECTION. >> IF I CAN INTERJECT RIGHT THERE TO THE COMMENT. I THINK IT'S IMPORTANT TO NOTE THAT OUR SUPERINTENDENT CONTINUES TO TELL OUR COMMUNITY THAT HE IS SETTING THE TONE AT THE TOP AND REQUIRING ADMINISTRATORS TO REPORT. NOT TO SUPPRESS. SO, IF THE MESSAGE FROM THE TOP IS ENCOURAGING, AND SAYING YOU MUST REPORT. YOU'RE GOING TO SEE AN INCREASE IN REPORTS. BECAUSE PREVIOUSLY THAT MAY NOT HAVE BEEN THE MESSAGE. SO, I JUST DON'T WANT OUR COMMUNITY TO THINK THAT THERE IS -- THERE ARE SEVERAL THINGS MOVING AT THE SAME TIME. CREATING SOME OF WHAT YOU ARE SEEING. AND HE MAY THINK OF IT HOLISTICALLY. >> OR, IS IT THAT THE CONSEQUENCES ARE TOO LENIENT? AND THE BEHAVIORS ARE ESCALATING? >> THAT COULD BE POSSIBLE. AND I BELIEVE THAT WE WOULD NEED TO DO A DEEPER DIVE INTO DATA TO FIGURE THAT OUT. >> OKAY. IF WE MOVE ONTO -- BEFORE I DO THAT I WOULD LIKE TO SHARE SOMETHING THAT I RECENTLY WAS MADE AWARE OF. AS PART OF MAKING OUR SCHOOLS SAFE SHERIFF COX IS LOOKING AT SOMETHING CALLED RAY PANIC ALERT. WHICH IS -- I BELIEVE IT'S AN APP THAT OUR COUNTY ALREADY OWNS, AND CAN BE DOWNLOADED ON PHONES. AND HIS PLAN IS TO GIVE TEACHERS THE CAPABILITY TO PUSH ONE BUT IN BUTTON AND IT GOES DIRECTLY TO [02:25:03] THE SHERIFF'S DEPARTMENT. SO, THERE IS NO DELAY IN A SERIOUS EVENT. YOU KNOW, IF YOU CALL 911 YOU ARE GOING TO BE -- GO THROUGH A PROCESS TO GET TO YOU NEED. SO, THAT'S SOMETHING OUR BOARD NEEDS TO BE AWARE OF. AND I HOPE WE WOULD SUPPORT THAT INITIATIVE. IF YOU GO TO PAGE -- I PUT MY PAGE. NOT YOURS. PAGE SEVEN ON MINE I THINK IT IS. I'LL JUST READ IT TO YOU. BECAUSE THIS WAS ALSO LEFT IN THE NEW CODE OF CONDUCT. THE DRAFT THAT YOU ARE PROPOSING. IT SAYS AND ATTEMPTS TO MAINTAIN AN ENVIRONMENT FREE OF DRUGS. SEE CPS WILL WORK WITH LAW ENFORCEMENT TO CONDUCT CANINE DRUG SCANS OF SCHOOL LOCKERS AND STUDENT VEHICLES. AND HIGH SCHOOL PARKING LOTS. THESE SCANS WILL BE RANDOM, LIMITED IN SCOPE, AND NOT TARGETING ANY INDIVIDUAL FRACTION. ALL SCANS WILL BE MONITORED BY A BUILDING ADMINISTRATOR. WE ARE NOT ENFORCING OUR OWN POLICY. I KNOW RECENTLY THAT THE CAR SCANS WERE DONE. BUT, I ALSO KNOW THAT THE CANINE SEARCH OF LOCKERS HAS NOT BEEN DONE. I DON'T BELIEVE IT'S BEEN DONE FOR A FEW YEARS. WHEN THE CANINE SEARCH WAS DONE OF THE CAR THERE WAS ACTUALLY A CAR THAT WAS IDENTIFIED. AND IT WASN'T SEARCHED. I FIND IT INEXCUSABLE. I WAS TOLD THEY WERE NOT SURE WHICH VEHICLE SHOULD'VE BEEN SEARCHED. I CONFIRM THAT IS FALSE. I'VE BEEN ASKING SINCE APRIL 17TH WHY THE VEHICLE IS NOT SEARCHED, AND I HAVE YET TO GET A RESPONSE. AS FAR AS THE LOCKER SEARCHES I SAID THEY WEREN'T DONE. SEE CSP INITIATED ONE-TO-ONE DEVICES. . >> SO I WOULD LIKE TO SEE OUR OWN POLICY BEING ENFORCED. THE NEXT ONE WAS ADD SMART WATCHES. I THINK WE COVEREDED THAT. ON PAGE 32, AT THIS POINT, I WOULD LIKE TO TRY ONE MORE TIME, I WOULD LIKE TO MAKE A MOTION TO BRING POLICY 37 I'M SORRY, 3170, BROUGHT UP FOR A DISCUSSION AT OUR NEXT BOARD MEETING TO REMOVE HOODS FROM OUR POLICY AND OUR CODE OF CONDUCT. >> SECOND. >> THERE IS A MOTION AND A SECOND. DISCUSSION? >> MS. HAZE? >> I WOULD JUST REITERATE WHAT I SAID ABOUT A YEAR AGO WHEN WE WERE DISCUSSING THE POLICY. A LOT OF WHAT GOES INTO STUDENT DRESS CODE IS COMFORT. AND WE WANT THEM TO HAVE A GOOD RELATIONSHIP AND BEING COMFORTABLE WITH THEIR ENVIRONMENT. NOW WE DO HAVE STIPULATIONS TO MAKE SURE THAT THEIR EARS ARE VISIBLE AND NOT OBSECURED. THAT IS COMING OUT OF THE DIALECT HERE. NO STUDENT IS GOING TO PUT IT HOOD ON AND SHOVE THEIR EARS OUT. IT IS SAYING THAT STUDENTS ARE NOT WILL GOING TO WEAR THE HOOD NLTS THEY EMBARRASS THEMSELVES SO THEY WILL NOT WEAR IT. IF THEY HAVE AIR PODS IN, THEY CAN'T SEE IT UNLESS THE HOOD COMES OFF. WHILE WE COULD NOT ALLOW PEOPLE TO WEAR THE HOOD, BY GIVING THEM THE OPPORTUNITY TO WEAR IT IN A WAY THAT DOESN'T DISTRACT OR CONCEAL ANY PART OF THEIR EDUCATION OR WHATEVER THEY ARE LISTENING TO, I THINK YOU DON'T NEED TO EXCLUDE IT. WE CAN PROVE TO [02:30:02] STUDENTS, WE TRUST YOU BUT THIS IS THE STIPULATION YOU HAVE TO FOLLOW. IT KEEPS THEM COMFORTABLE. AND IT CHANGES THEIR ABILITY TO LEARN BECAUSE WE HAVE TO BE ABLE TO SEE THEY ARE NOT WEARING IT AIR PODS. >> MY CONCERN IS MORE WITH SAFETY THAN COMFORT. WE ALREADY TALKED ABOUT THE EAR BUDS. STUDENTS ARE ALREADY USING HOODS TO COVER EAR BUDS. THEY ARE NOW USING IT TO HIDE VAPING. I TALKED TO A TEACHER WHO SAID THAT THE CHILD TURNED, VAPED, AND WENT BACK BUT SHE COULDN'T IDENTITY WHICH ONE IT WAS. SO THEY ARE GETTING MORE CLEVER WITH THE HOODS. IN ADDITION, I JUST SHARED A VIDEO WITH DR. TOWNENED OF AN ISSUE THAT WAS SHARED WITH ME. I BELIEVE THERE WERE FOUR OR FIVE STUDENTS WEARING HOODS. YOU COULDN'T SEE A SINGLE ONE OF THEIR FACES ON THAT VIDEO. THE ONLY REASON THOSE KIDS WOULD HAVE BEEN ABLE TO GET IDENTIFIED IS BECAUSE THEY WERE STANDING ENFRONT OF A MIRROR IN THE BATHROOM. SO THIS IS ALSO A SAFETY ISSUE. IF YOU CANNOT SEE THEIR FACE, YOU CANNOT IDENTIFY THEM. SO THOSE ARE MY THOUGHTS. I'M TRYING ONE MORE TIME. >> IS THERE ANY OTHER DISCUSSION? >> WELL, LISA KIND OF ECHOED MOY MY SENTIMENTS. I RECALL WE GOT A NUMBER OF COMMENTS FROM STAFF IN THE SCHOOLS THAT SAFETY WAS A CONCERN. IT MADE IT VERY DIFFICULT FOR THE STAFF TO IDENTIFY SOMEONE WALKING DOWN THE HALL, SHOULD THEY NEED TO BECAUSE OF A HOOD. JUST WANTED TO ADD THAT FOR CONSIDERATION. WHEN WE PASS THE HOODS ARE ALLOWEDED, DID WE LOOK AT OTHER SCHOOL DISTRICTS AROUND? DO YOU REMEMBER? I WASN'T IN THIS POSITION DURING THAT TIME SO I WOULDN'T BE ABLE TO ANSWER THAT. >> I SERVED ON A GROUP OF STUDENTS WHEN THE POLICY WAS BEING DRAFTED AND MS. FLAG WAS A PART OF THAT GROUP. WE LOOKED AT POLICIES OF OTHER DISTRICTS AND I BELIEVE THAT HOODS WERE ALSO INCLUDED AND EXPECTED TO BE ENFORCED WHEN IT COMES TO STUDENT IDENTITY. I HAD NO CLUE THAT STUDENTS WERE STARTING TO VAPE THROUGH THE HOODS. I'M GLAD YOU INFORMED EVERYONE OF THAT. DO WE HAVE DATA OR INFORMATION FROM ADMINISTRATORS TO PROVE THAT -- OR THE CORRECT WAY THAT STUDENTS SHOULD WE WEARING HOODS OR BEING ABLE TO BE IDENTIFIED IS BEING ENFORCED IN SCHOOLS R IS IT JUST LEFT TO THE STUDENTS? >> I DID ASK FOR AN A SURVEY TO BE SENT OUT BUT I DON'T BELIEVE THAT EVER WAS. I WANTED TO KNOW IF HOODS WERE AN ISSUE. AND I WANTED TO KNOW IF THE DESZ DRESS CODE WAS BEING ENFORCED BUT A SURVEY TO MY KNOWLEDGE WAS NEVER SENT TO OUR TEACHERS. >> SO IN LIGHT OF THAT, INSTEAD OF BRINGING THIS POLICY BACK TO DISCUSSION BECAUSE THAT DID CAUSE QUITE A BIT OF CONTROVERSY AND COMMUNITY EXCITEMENT WHEN WE DISCUSSED THE POLICY AND PASSED IT, I THINK PRIOR TO BRINGING IT TO DISCUSSION, I WOULD STRONGLY RECOMMEND A MOTION TO HAVE A SURVEY GO OUT TO ALL SCHOOLS TO ENSURE THIS IS BEING ADDRESSED. ANY OTHER DISCUSSION? IT HAS BEEN PROPERLY MOVED AND SECONDED. ALL IN FAVOR? >> AYE. >> OPPOSED? >> NO. >> NO. >> MOTION FAILS, 2-2. >> BUT DO WE WANT TO MAKE A MOTION THAT WE DO A FULL ON SURVEY, JUST GENERAL? >> MR. PRESIDENT SAID 2-2. THERE ARE FIVE OF US. >> MOTION FAILS, 2-3. >> AND THEN THIS IS MY AGE SHOWING BUT IF THE TEACHERS ARE WORRIED ABOUT THE HIDING THE AIR BUDS RGS DOESN'T THAT MEAN THAT STUDENT WOULD HAVE TO HAVE AN ACTIVE CELL PHONE AS WELL? YES? OKAY. SO NUMBER ONE, WE ARE TRYING TO CONTROL CELL PHONES. AND IT WOULD BE GREAT IF WE DIDN'T HAVE TO CONTROL HOODS, IF NOBODY WAS VAPING, ALSO VAPING IS ILLEGAL TOO. IF THE VAPING WAS CONTROLLED AND THE CELL PHONES WERE CONTROLLED, WE WOULDN'T HAVE TO WORRY TOO MUCH ABOUT THE HOODS. SO I WOULD LIKE TO KNOW THAT WHAT THE BOOTS ON THE GROUND, TEACHERS IN THE CLASSROOM BELIEVE AND I IMAGINE [02:35:03] YOU KNOW WHAT THE STUDENTS WOULD SAY, RIGHT? UNLESS THERE IS A CONTINGENT OF STUDENTS TIRED OF PEOPLE DISRUPTING, I DON'T KNOW. I WOULD LIKE TO MAKE A MOTION. I DON'T KNOW IF THIS IS SOMETHING THAT CAN BE DONE OVER THE SUMMER BUT THIS IS JUST IN GENERAL TO FIND OUT WHAT OUR TEACHER'S EXPERIENCES IS. SECOND. >> SO THERE'S A MOTION AND A SECOND FOR THE SURVEY. YES, ON HOODS. >> THE MOTION ON THE FLOOR IS TO HAVE A SURVEY FOR HOODS AND YOU WANT TO SURVEY THE STAFF AND STUDENTS? >> WHAT DO YOU THINK? I THINK WE HAVE ALREADY HEARD STUDENT INPUT. WE ALREADY KNOW HOW STUDENTS THAT FEEL ABOUT HOODS. THE STUDENTS THAT WANT TO CONCEAL HOODS AND LISTEN TO MUSIC WOULD LOVE TO KEEP THE HOODS. A LOT OF STUDENTS DON'T CARE ABOUT WHAT HAPPENS TO THEM. I DON'T THINK THIS IS A QUESTION ON IF STUDENTS DO OR DON'T WANT THEM. IT IS A QUESTION OF ARE WE ABLE TO ENFORCE IT TO ENSURE THAT STUDENTS ARE GETTING ADEQUATE LEVEL OF LEARNING WITH A HOOD ON. IT SHOULD ONLY BE TEACHERS AND STAFF. >> AND THERE SHOULD BE AN ENFORCEMENT QUESTION SO, IS IT ENFORCEABLE? >> OKAY. >> COULD I? YES. >> I DON'T KNOW THE PROCESS THAT GOES INTO SENDING A SURVEY TO THE STAFF SO I MAY BE MISTAKEN BUT I FEEL LIKE THIS COULD EASILY BE SOMETHING THAT WE HAVE SENT OUT AND WRAPPED UP BY THE FIRST MEETING OF JUNE WHEN SCHOOL IS STILL IN SESSION. I THINK THAT IS PRETTY ATTAINABLE BUT TELL ME IF I'M INCREDIBLY WRONG ABOUT THAT. I THINK WE SHOULD START OUR SCHOOL YEAR OFF ON THE RIGHT FOOD FOOT WITH THE SAFETY MEASURE IN PLACE HAS THE STAFF SCHOOL CLIMATE SURVEY BEEN SENT OUT ALREADY? >> IT HAS. AND AS A CONSIDERATION, THIS IS AN INUNDATION OF SURVEY TIME, EVEN SOME OF OUR SURVEYS, WE HAVE TO CONTINUE TO REITERATE THAT THIS IS NOT THAT SURVEY, PLEASE HAVE THEM DO THIS SURVEY. THERE IS A LOT GOING ON WITH SURVEYS RIGHT NOW. SO I WOULD ENCOURAGE THE BEGINNING OF THE YEAR WOULD BE A GREAT TIME BUT I'M NOT SURE. IF I CAN JUST ASK FOR A CLR CLARIFICATION, WHAT SPECIFIC QUESTIONS WOULD YOU WANT ON THE SURVEY AND HOW MANY QUESTIONS WOULD YOU WANT? THAT MIGHT HELP US MAKE THE DECISION ON THE BEST TIMING FOR THE SURVEY AND HOW LONG IT WILL TAKE FOR A STAFF MEMBER TO COMPLETE. >> THANK YOU, DR. JOHNSON, THAT WAS MY QUESTION TOO. >> PERSONALLY, I THINK THE QUESTION SHOULD BE SIMPLE. DO YOU THINK STUDENTS SHOULD WEAR HOODS TO SCHOOL AND IS THE DRESS CODE BEING ENFORCED IN YOUR SCHOOL. NOW I KNOW AT THE ELEMENTARY LEVEL, MOST TEACHERS SAY NO, YOU ARE NOT WEARING A HOOD IN MY CLASS. IT WORKS. IN MIDDLEAL SCHOOL , A LOT OF TOECHERS TEACHERS SAY THAT AND IT IS NOT AN ISSUE. THE BIGGERESHUE IS AT THE HIGH SCHOOL LEVEL. >> IF A TEACHER IS SAYING YOU CANNOT WEAR A HOOD, THAT GOES AGAINST BOARD OF EDUCATION POLICY. SO THAT WOULD BE A VIOLATION. SO YOEFL A TEACHER CAN EXCLUDE A HOOD BECAUSE CURRENTLY THE POLICY ALLOWS A HOOD. I ALSO THINK THAT STUDENTS PRIMARILY WEAR HOODS IN FALL AND WINTER. SO IF A SURVEY WAS DONE, THE FIRST WEEK THAT STAFF RETURNS TO THE BUILDINGS, MAYBE THAT IS AN AMENABLE COMPROMISE. IF A SURVEY IS APPROVED, MAYBE THAT IS THE TIME TO DO IT. DR. JOHNSON? >> I WILL MAKE A MOTION THAT A SURVEY BE SENT OUT. WE ALREADY HAVE A MOTION ON THE FLOOR. >> I WAS GOING TO OFFER THAT IF THE SURVEY IS SHORT AND WE ARE CONSIDERATE OF THE QUESTIONS WE ARE ASKING, AS I SIT HERE, I'M [02:40:03] THINKING OF A COUPLE MORE THAT COULD BE VALUABLE INFORMATION BUT IF WE WOULD HAVE A LITTLE TIME TO PUT THAT TOGETHER, AND IF WE BELIEVE THAT OUR STAFF WOULD WANT TO RESPOND TO SOMETHING LIKE THAT, WE CERTAINLY COULD GET THAT OUT BEFORE THEY LOAVE FOR THE SCHOOL YEAR SO THE STAFF HAS THE OPPORTUNITY TO SEE IT AND THE BOARD MEMBERS WOULD BE ABLE TO DO THAT. I THINK WHEN WE HAVE EXPECTATIONS THAT EVERY STAFF MEMBER IS REQUIRED TO FILL IT OUT, THAT CHANGES IT. BUT IF IT IS A VOLUNTARY SURVEY AND IT IS SHORT, WE WOULD BE ABLE TO PUT SOMETHING TOGETHER FOR STAFF. >> I DON'T SEE WHY IT COULDN'T BE TWO OR THREE QUESTIONS AND I AGREE. I THINK IT WOULD BE IMPORTANT TO HAVE A DISCUSSION ABOUT IT. >> I APPRECIATE THAT, THANK YOU. >> JUST ONE MORE. >> GO AHEAD. I HAVE A COMMENT ALSO. >> I THINK THAT IS THE MOST IDEAL SOLUTION BECAUSE STUDENTS DON'T DO VERY WELL. AT THE BEGINNING OF THE YEAR, YOU SET YOUR EXPECTATIONS AND THEN TWO WEEKS INTO THE YEAR WE CHANGE THE EXPECTATIONS, IT WILL THROW THEM FOR A LOOP. EVEN THOUGH IT IS JUST HOODS, YOU CAN SEE A LOT OF ISSUES AND DISRUPTIONS REGARDING HOODS. SO HAVING THE INFORMATION AND SETTING THE EXPECTATIONS DURING THE SUMMER FOR THE STUDENTS WOULD BE IDEAL. GREAT SUGGESTION. VOLUNTARY SURVEYS, I'M NOT FOR OR AGAINST THE SURVEYS . WE ARE GOING TO COLLECT DATA. LET'S KEEP IN MIND THAT THE SURVEY IS VOLUNTARY AND 15 PEOPLE ANSWER AND WE HAVE OVER 3,000 EMPLOYEES, WHAT DOES THAT MEAN? EVERYONE CAN TAKE THAT DATA TO BE EXTREMELY DIFFERENT. SO WHILE WE CONTINUE TO DO SURVEYS, WE ALWAYS SAY, ONLY THIS AMOUNT OF OUR STAFF ANSWERS THE QUESTION. DOES THAT HELP US MAKE A DECISION ON WHICH WAY WE SHOULD GO? NO, IT DOESN'T. I DON'T KNOW. SHOULD WE DO VOLUNTARY? I'M JUST PUTTING IT OUT THERE, PLAYING DEVIL'S ADVOCATE AT THIS POINT. I THINK THAT IS A VERY VALID POINT BUT I THINK THAT IT IS NO DIFFERENT THAN US POLLING THE COMMUNITY AND THE METRIC BEING PRESENTED AS MORE THAN 50% OF THE PEOPLE KNEW ABOUT THE BLUEPRINT. WHEN IT WASN'T 50% OF THE COMMUNITY, IT WAS 50% OF THE PEOPLE THAT RESPONDED. SO WHETHER IT IS VOLUNTARY OR NOT, WHEN THE DOCUMENTATION IS PRESENTED, WE NEED TO KNOW THAT THE NUMBER OF PEOPLE WHO RESPONDED WITH THE RATIO OF POTENTIAL RESPONDENTS. I THINK THAT WOULD BE IMPORTANT TO HAVE THAT. >> I WOULD LIKE TO ACTUALLY ADD A THIRD QUESTION. DO HOODS REPRESENT A SAFETY CONCERN? >> WHEN WE ARE TALKING ABOUT SURVEYS, ARE WE SURVEYING EVERYONE IN THE BUILDING, JUST TOECHERS, SUPPORT STAFF, SAFETY? >> I THINK STAFF AND ADMINISTRATORS. OUR TEACHERS AND OUR PRINCIPALS. I THINK THEY SHOULD BE INCLUDED AS WELL. MAYBE IT COULD BE SEPARATED WHEN THEY RECEIVE IT TO SEE WHAT PRINCIPALS SAY AND WHAT TEACHERS SAY? >> I THINK THE EASIEST THING TO DO IS TO SEND IT TO ALL STAFF AND MAKE SURE THERE ARE DISCRYPTERS THERE AND WHAT GROUPS THEY REPRESENT. >> I WOULD ASSUME SAFETY ADVOCATES WOULD BE THE ONES WE WANT TO HEAR FROM. I THINK WHEN WE HERE IT IS FROM THE SUPPORT STAFF AND IT DOESN'T MATTER WHAT POSITION THEY ARE IN. IF THEY WANT TO COMPLETE THE SURVEY FROM THEIR VIEW POINT, THEY SHOULD BE ABLE TO COMPLETE THE SURVEY. >> EXCELLENT. SO WE HAVE A MOTION ON THE FLOOR FOR THE THREE TO FOUR QUESTION SURVEY THAT WOULD GO OUT TO ALL STAFF. AND WE ARE THINKING ABOUT DOING IT AT THE BEGINNING? NO RGS END OF THE SCHOOL YEAR. >> END OF THIS SCHOOL YEAR. IT HAS BEEN PROPERLY MOVED AND SECONDED. IS THERE ANY MORE DISCUSSION? ALL IN FAVOR? AYE OPPOSED? MOTION PASSES 5-0. ALL RIGHT. I WOULD LIKE TO MOVE ON NOW TO PAGE 33 OF THE CODE OF CONDUCT. ONE OF THE THINGS I NOTICED WAS STUDENTS ADMITTING AN ODOR OF DRUGS OR ALCOHOL MAY BE REMOVED FROM THE PREMISES. I WOULD LIKE THAT TO BE WILL BE REMOVED FROM THE PREMISES. [02:45:05] >> SO WE DON'T HAVE ZERO TOLERANCE POLICIES. SO THE CONSIDERATION FOR THAT IS THAT THERE ARE STUDENTS WHO RIDE TO SCHOOL WITH THEIR PARENTS WHO MAY SMOKE MARIJUANA. AND THAT CHILD GETS OUT OF THE CAR AND THEN THEY SMELL OF THAT. AND AGAIN, THAT IS AN INVESTIGATION THAT IS LAUNCHED BY THE ADMINISTRATION AND THEY PROVIDE INFORMATION. THERE ARE LOTS OF ELEMENTS, TIME OF DAY, WHAT'S HAPPENING TO CREATE THAT. BUT TO SAY YOU ABSOLUTELY WILL REMOVE A CHILD THAT SMELLS OF SOMETHING IS A ZERO TOLERANCE POLICY THAT DOES NOT FALL IN THE ALLOWANCE OF THE STATE REGULATIONS. OKAY. PAGE 39. UNDER J, VAPING, ALMOST TOWARDS THE BOTTOM. IT SAYS THE DWOIS MAY BE TURNED INTO LAW ENFORCEMENT. I BELIEVE IT SHOULD SAY THE DEVICE WILL BE TURNED INTO LAW ENFORCEMENT. >> I WILL DOUBLE CHECK WITH LAW ENFORCEMENT PARTNERS ON THAT. I BELIEVE IT IS CONNECTED TO ONLY IF IT IT HAS A VIOLATION DIRECTLY CONNECTED TO AN ILLEGAL DRUG OR ALCOHOL AND THAT IS DOCUMENTED IN THE DATA. BUT I WILL CERTAINLY FOLLOW UP ON THE ALLOWANCE FOR THAT ONE. >> WHEN I SAY LAW ENFORCEMENT, I'M THINKING SRO OFFICER. >> I MEET WEEKLY, THERE IS A DEBRIEFING WITH THE SUPERVISOR OF THE SRO AND I WILL BRING IT UP. >> I THINK YOU ADDRESSED THIS ONE AND I WILL SAY IT JUST IN CASE. YOU KNOW PAGE 50, I'M PRETTY SURE YOU ADDRESSED IT BUT THE CELL PHONE, IT WAS NOT IN THE LEVEL OF RESPONSES. I CERTAINLY BELIEVE THAT IS SOMETHING THAT SHOULD BE ADDED TO THE LEVEL OF RESPONSES. I BELIEVE YOU SAID IT WAS IN THERE SOMEWHERE BUT I THINK THAT SHOULD BE CLEARLY LISTED IN THERE. >> IT SAYS ELECTRONIC DEVICES BUT I THINK CELL PHONES AND SMART WATCHES SHOULD BE SPECIFICALLY LABELLED IN THAT. >> SO WE ARE ADDING IN THE DESCRIPTER, INCLUDING CELL PHONES AND SMART WATCHES? IT WOULD BE A SEPARATE LINE BUT ADDING THAT DESCRIPTER. I KNOW IN OUR OLD CODE OF CONDUCT, REFERRAL TOLAW ENFORCEMENT, THERE WERE SEVERAL THINGS THAT COULD BE REFERRED TO LAW ENFORCEMENT. IN LOOKING AT THE NEW ONE, YOU SAID ANNAST RISK. WAS IT TAKEN AWAY OR WAS IT CONSISTENT WITH WHAT IT WAS? >> IT IS CONSISTENT. IT USED TO BE A BIG CIRCLE. IT HAS TURNED TO ANNAST RISK IN THE COLUMN AND IT IS ALL ALIGNED TO WHAT WAS PREVIOUS LETHERE, NO CHANGES AS TO WHAT WOULD BE REFERRED TO LAW ENFORCEMENT. >> OKAY. >> ON PAGE 70, UNDER LENGTH OF PROGRAM THE VERY LAST ONE, STUDENTS MAY BE RESTRICTED FROM EXTRA CRICKLER ACTIVITIES. IF YOU HAVE BEHAVIORS THAT HAVE PUT YOU INTO THE ALTNER TIVE EDUCATION PROGRAM, I BELIEVE THE WORDING SHOULD BE CHANGED TO STUDENTS WILL BE RESTRICTED FROM EXTRA CURRICULAR ACTIVITIES. THAT IS WINN THE RANGE OF CONSIDERATION OF THE LEVEL OF RESPONSE BUT I BELIEVE THAT IS CURRENT. I APPRECIATE THAT, THANK YOU. [02:50:06] >> THOSE WERE A LOT OF CHANGES THAT WE WERE ABLE TO GET AND ONE MOTION. SO THANK YOU FOR THE PRESENTATION. AND IT WILL BE POSTED FOR 30 DAYS, THANK YOU. THANK YOU. [7.05 Review Educational Facilities Master Plan] >> NEXT WOE HAVE A REVIEW OF EDUCATIONAL FACILITIES MASTER PLAN. MS. WARNER? >> GOOD AFTERNOON OR GOOD EVENING, PRESIDENT, MEMBERS OF THE BOARD. I'M DIRECTOR OF SCHOOL CONSTRUCTION AND I'M BEFORE YOU TODAY TO REVIEW THE DRAFT VERSION OF THE EDUCATIONAL FACILITIES MASTER PLAN FOR FY2026. THE MASTER PLAN OR EFMP AS I WILL REFER TO IT IS A LONG RANGE PLANNING DOCUMENT THAT IS PRODUCED ANNUALLY BY CCPS STAFF. IT REFLECTS THE OPERATING PROCEDURES OF CALVERT COUNTY SCHOOLS, PLANNING, AND COMMUNITY ANALYSIS. CCPS INVENTORY EVALUTION AND ENROLLMENT DATA. IT IS ALSO THE BASIS ON WHICH THE FUTURE PLANNING DECISIONS ARE MADE. THE EDUCATIONAL FACILITIES MASTER PLAN IS THE ROAD MAP ON WHICH THE CAPITAL IMPROVEMENT PROGRAM IS BASED. THIS DOCUMENT WILL BE AVAILABLE IN THE NEXT 30 DAYS FOR PUBLIC COMMENT FOR B.O.E. AND STAFF COMMENT AND AGENCY COMMENT FROM THE COUNTY SUCH AS COUNTY PLANNING AND ZONING DEPARTMENT. ONCE THE COMMENT PERIOD IS OVER, WE WILL COME BACK TO DRESS ADDRESS REVISIONS AT THE JUNE 13 BOARD OF EDUCATION MEETING. AT THAT POINT IN TIME, AND NO LATER THAN JULY 1, WE WILL BE SUBMITTING THE EFMP TO THE MARYLAND DEPARTMENT OF PLANNING AS REQUIRED BY STATE LAW. I WOULD LIKE TO MENTION A FEW KEY ITEMS RELATED TO THE FINALIZATION OF THE DOCUMENT. NUMBER ONE, THE ENROLLMENT PROJECTIONS INCLUDED WINN THIS REPORT HAVE BEEN SUBMITTED TO THE MARYLAND DEPARTMENT OF PLANNING AND HAVE BEEN APPROVED BY MDP. TYPICALLY THE DEPARTMENT OF PLANNING LOOKS TO MAKE SURE THE PROJECTIONS ARE WINN 5% OF THEIR PROJECTIONS WHICH IS THE CASE. THE LETTER OF ENDORSEMENT FROM MDP WILL BE INCLOUDED IN THE FINAL FACILITIES MASTER PLAN. THE ENFORCEMENT INCLUDED ON PAGE 90 WILL REQUIRE SIGNATURES FROM PRESIDENT WHITE AND DR. TOWNSAL PRIOR TO SUBMISSION TO THE STATE. AND THE DOCUMENT HAS BEEN SUBMITTED TO THE COUNTY FOR REVIEW AND SUBSEQUENT ENDORSEMENT. THE DOCUMENT YOU HAVE BEFORE YOU TODAY WILL BE THE DOCUMENT THAT IS PROPOSED TO BE SUBMITTED TO THE STATE EXCEPT FOR ANY REVISIONS PENDING COMMENTS WINN THE 30 DAY PERIOD. FOLLOWING THE JUNE 13 BOARD MEETING, THE DOCUMENT WILL BE POSTED ON THE WEBSITE AND BE PUBLICLY AVAILABLE. THE ONLY DIFFERENCE IS THAT THE PUBLIC DOCUMENT WHICH WILL BE ON THE WEBSITE WILL NOT CONTAIN BUILDING FLOOR PLANS AS WE DO NOT MAKE OUR FLOOR PLANS AVAILABLE IN PRINT OR ONLINE BECAUSE OF SECURITY REASONS. I WILL NOW DIRECT YOUR ATTENTION TO VARIOUS SECTIONS OF THE DOCUMENT, COMPARED TO LAST YEAR'S PLAN AND I WILL KEEP IT BRIEF AND TAKE ANY QUESTIONS YOU MAY HAVE. ON PAGE 15, THE COUNTY POPULATION ESTIMATE FOR 2024, 95, 778, AN INCREASE OF 938 RESIDENTS OVER THE CALENDAR YEAR FROM LAST YEAR. ON PAGE 17, ON TABLE ONE, RESIDENTIAL BUILDING PERMITS, YOU WILL NOTICE THAT THE NUMBER OF BUILDING PERMITS IN 2023 DECLINED BY 23% FROM 2022 FIGURES. THIS IS THE LOWEST NUMBER OF PERMITS ISSUED IN THE LAST NINE YEARS AND REPRESENTS A SIGNIFICANT DECREASE FROM 2015 WHEN 299 PERMITS WERE ISSUES. IT SUGGESTS THAT THE NUMBER OF INTEREST RATES WE ARE EXPERIENCING WITH ROLL PRICES COULD BE A FACTOR. BETWEEN 2021 AND 2022, RESIDENTIAL SALES IN THE COUNTY DECROSEDED BY 27.4% [02:55:07] AND THE ANNUAL MEDIAN PRICE INCREASED BY 6.4% MAKING CALVERT THE SEVENTH MOST EXPENSIVE COUNTY IN MARYLAND AND THE MOST EXPENSIVE IN SOUTHERN MARYLAND. IN 2023, BASED ON DATA FROM MARYLAND ASSOCIATION OF REALTORS, THE MEDIAN SALES PRICE INCREASED BY ANOTHER 2.4% TO $425,000. HOWEVER, THERE ARE A NUMBER OF HIGH DENSITY ATTACHED DWELLING UNIT SUBDIVISIONS PROGRESSING THROUGH THE PLANNING STAGES WINN THE COUNTY AS THESE ADVANCE IN THE QUEUE, PERMIT ACTIVITY MAY INCREASE AGAIN. THE NEXT ITEM I WOULD LIKE TO BRING TO YOUR ATTENTION IS THE SCHOOL SITE ANALYSIS WHICH IS FOUND ON PAGES 33-39. PLEASE REMEMBER THAT THE COUNTY'S ADEQUATE PUBLIC FACILITIES RATED CAPACITY FOR OUR SCHOOLS IS DIFFERENT THAN THE STATE RATED CAPACITY NUMBER. BUT THE COUNTY'S APFO IS WHAT THEY USE TO CLOSE ANY ZONES FOR FURTHER DEVELOPMENT FOR A RESTRICTED PERIOD OF TIME. THE COUNTY HAS AN ADEQUATE PUBLIC FACILITY ORDINANCE WHICH KUZRESTRICT DEVELOPMENT IN THE COUNTY WHICH LOOKS AT ENROLLMENT IN THE SCHOOL AS A PERCENTAGE OF THE ACCEPT BASED ON THEIR CALCULATION. THE COUNTY RESTRICTS DEVELOPMENT BY CLOSING SCHOOL ZONES BUT ONLY FOR A PERIOD OF 6 YEARS. THIS IS OUR OPPORTUNITY TO GET A PROJECT IF WE NEED TO IN THE CIP AND REACT TO THAT APFO DECISION. IT IS ESSENTIALLY THEIR WAY OF THROTTLING DOWN AND A PLANNING TOOL THEY USE BASED ON THE COUNTY CAPACITY, THE FINAL APPROVAL OF A RESIDENTIAL SUBDIVISION CAN BE DELAYED UP TO SIX YEARS. THIS YEAR THE REPORT INDICATES THAT ONLY HARMONY ELEMENTARY IS OVER CAPACITY AT 7.15% AND THEREFORE CLOSED FOR FINAL RECORDING OF RESIDENTIAL SUBDIVISIONS AND RESIDENTIAL SITE DEVELOPMENT PLANS. NORTHERN MIDDLE SCHOOL AND NORTHERN HIGH SCHOOL ARE JUST BELOW THE ORDINANCE THRESHOLD BY A RAZOR THIN MARGIN BY 99.6% AND 99.9% RESPECTIVELY. ON PAGE 41, YOU WILL FIND TABLE TWO WHICH TON TAINS ANNUAL BIRTH AND DEATH DATA. UNFORTUNATELY, THE 2022 DATA IS NOT YET AVAILABLE FROM MARYLAND'S CENTER FOR HEALTH STATISTICS. IF WE RECEIVE THE INFORMATION PROIR TO FINALIZING THE REPORT, WE WILL CERTAINLY INCLUDE THAT INFORMATION IN THE FINAL AFM PRGS. ALTHOUGH BIRTH AND DEATH RATES INCREASED THAT YEAR, THE DEATH RATES WERE SLIGHTLY HIGHER, THEREFORE THE RATIO TO BIRTHS TO DEATHS HAS GONE DOWN SLIGHTLY. ON PAGE 43, WHICH CONTAINS TABLE 3, SHOWS THE PUBLIC VERSUS PRIVATE SCHOOL ENROLLMENT IN CALVERT COUNTY. COBLIC SCHOOL ENROLLMENT DID INCREASE SLIGHTLY IN 2023, 2024 SCHOOL YEAR. THEREFORE IT COMPRISES AROUND 5% OF THE TOTAL ENROLLMENT. SO THAT GONE UP. IT IS PROJECTED TO GROW SLOWLY, NOT RECOVERED FROM PREPANDEMIC LEVELS. IF WE GO TO TABLE 5 ON PAGE 46, YOU WILL SEE A GRAPHIC REPRESENTATION OF OUR ENROLLMENT PROJECTIONS THROUGH 2023. WHEN OUR ENROLLMENTS ARE PROJECTED TO BE AROUND 15301 THAT IS IN THE NEXT TEN YEARS AN INCREASE OF 402 STUDENTS. THIS IS OBTAINED THROUGH THE MARYLAND DEPARTMENT OF VITAL STATISTICS, COUPLED WITH TRENDS THAT ARE NOTED AND CAPTURED IN THE EDUCATIONAL FACILITIES MASTER PLAN. WE ARE SHOWING A MODEST INCREASE OVER THE NEXT TEN YEARS. FINALLY, STARTING ON PAGE 80 OF THE FMP, WE OUTLINE OUR FACILITIES NEEDS. WE SUMMARIZED OUR MAJOR CIP PROJECTS WHICH REFLECT CONSTRUCTION AT NORTHERN MIDDLE SCOL. IT DOES INCLUDE FUTURE MAJOR PROJECTS >> WE KNOW THE COMMISSIONERS ARE CONSIDERING PROSCIUTTO PROJECTS. HOWEVER, WE DON'T KNOW IF THAT IS HAPPENING, SO FOR THE BASIS OF THE THAN NORTH SCHOOL WILL REQUIRE A STUDY TO [03:00:10] DETERMINE THE BEST APPROACH FOR THAT INDIVIDUAL PROJECT THEN ON PAGES 81 THROUGH 84 WE LIST OUR SYSTEMIC PROJECTS. WHEN WE COME BEFORE YOU IN THE FALL, WE WILL PROVIDE MORE INFORMATION ON THESE PROJECTS AND OUR OVERALL CAPITAL IMPROVEMENT PROGRAM NEED SO THAT WRAPS UP MY PRESENTATION WITH THE DRAFT EDUCATIONAL FACILITY MASTERS PLAN FOR FY 2026. AS I STATED BEFORE, THE DRAFT WILL BE AVAILABLE FOR REVIEW OVER THE NEXT MONTH AND UPON CONCLUSION, WE WILL MAKE ANY NECESSARY REVISIONS AND ASKED THE BOARD FOR YOUR ENDORSEMENT OF THE JUNE 13 BOARD MEMBER -- MEETING AND WITH THAT I WILL TAKE ANY QUESTIONS YOU HAVE AT THIS TIME. >> I JUST WANT TO SAY WHAT I SAY EVERY SINGLE YEAR AND THAT IS I WOULD RECOMMEND TO EVERYONE THAT THEY REVIEW THIS STUFF. IT IS IN EXCELLENT SYNOPSIS OF HOW CALVERT COUNTY IS LAID OUT, WHAT THE GROWTH TRENDS HAVE BEEN WHAT THE GROWTH IS, BUT THE PRESSURES AND THINGS LIKE THAT , IT'S AN EXCELLENT SUMMARY OF CALVERT COUNTY AND SINCE I WILL BE LEAVING THE BOARD IN DECEMBER I SAY THIS -- I'VE SAID THIS ABOUT THE LAST FIVE YEARS, EVEN AFTER WE OPEN NORTHERN HIGH SCHOOL, WE HAVE OUR NORTHERN SCHOOLS , FACING OVERCROWDED CONDITIONS COMPARED DRASTICALLY COMPARED WITH THE SOUTHERN REGION SO THAT GIVES RISE TO THE DREADED REDISTRICTING. WE'VE LIMPED ALONG FOR THIS LONG, AND YOU KNOW , IT IS A PAINFUL EXERCISE BUT IF THERE WILL BE SOME COMING POPULATION INCREASES WITH A HIGH DENSITY POTENTIALLY, THE BOARD'S RESPONSIBILITY IS TO REALLY KEEP AN EYE ON THAT, AND TO MAKE THE DISTRIBUTION OF OUR STUDENTS IN OUR SCHOOLS AND A MORE EQUITABLE MANNER. THAT'S THE ONLY THING I HAVE TO SAY. >> ANYONE ELSE? THANK YOU VERY MUCH. [8. Board Comments] >> THANK YOU. >> EXCELLENT WORK. >> NEXT WE WILL MOVE INTO BOARD COMMENTS . MS. HAYES. >> THANK YOU ALL FOR HAVING ME AGAIN TODAY. I'D LIKE TO BEGIN BY SAYING THANK YOU SO MUCH TO OUR TWO STUDENTS WHO CAME AND PROVIDED , REGARDING DESTINATION IMAGINATION. IT WAS GREAT TO HEAR THEIR SUPPORTAND PASSION ABOUT THIS PROGRAM. SO, THANK YOU AGAIN TO MARY AND SAMMY. I WOULD LIKE TO REITERATE MY EXCITEMENT ABOUT THE EXCLUSION OF FROM OUR CALENDAR. AS YOU KNOW, I'M NOT IN SUPPORT OF THAT AT ALL. I'VE NEVER THOUGHT IT WAS VERY PROACTIVE OR SOMETHING BENEFICIAL TO STUDENTS. HAVING BEEN A STUDENT DURING COVID I DON'T UNDERSTAND HOW MUCH LEARNING LOSS CUTS OUT OF THAT SO I THINK IT'S GREAT WE ARE NOT INCLUDING THAT IN OUR CALENDAR PAST THIS YEAR AND I WOULD REALLY JUST LIKE TO CLOSE BY SAYING THANK YOU VERY MUCH FOR WELCOMING ME THROUGHOUT THIS PAST YEAR. I AM EXCITED THAT I HAVE ONE MORE MEETING TO GO BUT NONETHELESS, THIS IS STILL VERY BITTERSWEET HAVING HAD THIS RESOLUTION TODAY AND AGAIN, GRACE, I'M VERY EXCITED FOR YOU TO SERVE. >> THANK YOU. MS. GRENIS. >> I WOULD LIKE TO THANK EVERYONE INVOLVED IN THE CONTRACT NEGOTIATIONS. I AM PLEASED THAT ALL PARTIES FOR CEA CAME TOGETHER TO AN AGREEMENT . I SINCERELY HOPE THE NEW CONTRACT REFLECT THE VALUE THE TEACHERS BRING TO THE CLASSROOM EACH AND EVERY DAY. HOPEFULLY WE WILL SEE THAT MOMENTUM CONTINUE FOR TEACHERS A HAPPY TEACHER APPRECIATION WEEK AS WELL AS A HAPPY VERSUS APPRECIATION WEEK. A SPECIAL THANKS TO ALL THE STUDENTS, PARENTS, PRINCIPALS AND ANYONE ELSE THAT ACKNOWLEDGED THE HARD WORK AND DEDICATION OF OUR TEACHERS AND NURSES. NOW, ONTO AN ITEM OF CONCERN. IT IS NATIONAL [03:05:03] APPRECIATION WEEK AND OUR LEADERSHIP BESIDES -- DECIDES IT'S AN APPROPRIATE TIME TO WARN OUR NONTENURED TEACHERS ABOUT A POSSIBLE REDUCTION IN FORCE. WHILE OTHER DISTRICTS ARE CELEBRATING THEIR TEACHERS, SEE CPS IS SCARING HER TEACHERS. IT IS SHOCKING. DR. TOWNSEND AND HIS STAFF SAY IT IS A BUDGET ISSUE, THE RESULT OF SHORTFALL IN FUNDING. I THINK IT IS HELPFUL TO REMIND EVERYONE THAT AN AUDIT WAS PROPOSED LAST FALL AND IT WAS VOTED DOWN. IF THE AUDIT HAD BEEN APPROVED AND COMPLETED, WE MIGHT NOT HAVE BEEN ABLE -- WE MIGHT HAVE BEEN ABLE TO PREVENT THIS MESS AND WE MAY HAVE BEEN ABLE TO PREVENT CONVERSATIONS ABOUT LAYING OFF NONTENURED TEACHERS. WHAT IS ALSO DISHEARTENING IS THAT MONEY IS BEING SPENT FOR THINGS LIKE THOUSANDS OF DOLLARS FOR SOME STAFF TO TRAVEL AND ATTEND CONFERENCES. I'M STILL WAITING TO HEAR THE TOTAL COST SPENT ON FEES, AIRFARE, HOTEL AND FOOD WITHOUT ANY. DM LIMITS. MORE THAN $70,000 TO HIRE AN OUTSIDE CONSULTANT TO WRITE THE STRATEGIC PLAN, SOMETHING WE COULD HAVE DONE OURSELVES IN MANY SCHOOL DISTRICTS DO. MONTHLY RENTAL FEES TO STORE EXPIRED COVID PPP, AIR FILTERS, COMPUTER EQUIPMENT, ET CETERA. HIRING TWO PUBLIC RELATIONS PEOPLE, SPENDING THOUSANDS TO RECRUIT TEACHERS AND STAFF WITH NO CLEAR DATA ON THE RETURN ON INVESTMENT. TOTAL AMOUNTS WE ARE ALSO WAITING TO RECEIVE. PERHAPS THE MOST EGREGIOUS ARE THE SIGNIFICANT FUNDS SEE CPS SPENDS TO ONBOARD AND TRAIN NEW TEACHERS NOW JUST TO SEE THEM POTENTIALLY LAID OFF OR RESIGN ON THEIR OWN. OUR TEACHERS AND STAFF SHOULD ALWAYS BE THE NUMBER ONE BUDGET PRIORITY. I WANT TO THANK ALL OF THE TEACHERS AND SUPPORT STAFF HERE TODAY. WE HEAR YOUR UNITED VOICE LOUD AND CLEAR. THANK YOU. >> THIS POST. I HAD AN OPPORTUNITY RECENTLY TO ATTEND A FIELD STRIP TO WASHINGTON, D.C. WITH A FANTASTIC GROUP OF KIDS. WHEN I GET TO HAVE AN OPPORTUNITY TO INTERACT WITH THE KIDS, IT DOES ALSO REMIND ME THAT THERE ARE A LOT OF AMAZING STUDENTS AND A LOT OF AMAZING STAFF, ALTHOUGH I THINK THE PRINCIPAL WAS PUT ON MY BUS ON PURPOSE BUT THAT'S WHATEVER. MAYBE IT WAS TO KEEP ME IN LINE. THAT COULD'VE BEEN IT. I ALSO HAD AN OPPORTUNITY TO GO WATCH THE MIDDLE SCHOOL PLAY OF MARY POPPINS. THEY'RE A WONDERFUL, TALENTED GROUP OF YOUNG KIDS AND I CAN'T WAIT TO SEE WHAT THEY DO AT THE HIGH SCHOOL. TODAY I HAD AN OPPORTUNITY TO GO PARTICIPATE WITH THE CULINARY LUNCHEON AT THE CTA . AGAIN, AN AMAZINGLY TALENTED GROUP OF INDIVIDUALS, AND SO GRATEFUL FOR ALL OF THE STAFF AND THE ADULTS WHO WERE PARTICIPATING IN MAKING THE EVENT SUCCESSFUL IN HELPING THEM FIND A CAREER. IN A FEW WEEKS, I WILL BE LOOKING FORWARD TO A TRIP WITH HIGH SCHOOLERS TO GERMANY AND FRANCE, SO PRAY FOR ME. I LASTLY WOULD LIKE TO CLOSE BY THANKING SHERIFF COX FOR PROVIDING ADDITIONAL SUPPORTS TO OUR SCHOOLS AND TO DR. TOWNSEL TO BEING OPEN AND RECEPTIVE TO ENSURING THE SAFETY OF OUR STUDENTS AND OUR STAFF. THANK YOU. >> MS. BALINSKI. >> YES. I'VE BEEN TO SO MANY EVENTS RECENTLY THIS IS A WONDERFUL MONTH OF MAY FOR THERE ARE SO MANY AWARD CEREMONIES EVERYWHERE THAT I CAN BARELY REMEMBER THEM BUT I WAS ABLE TO SPEND A FULL DAY AT THE ENVIROTHON. IT'S REALLY AMAZING, HOW EDUCATED THOSE STUDENTS ARE. I HOLD DEAR IN MY HEART THE ENVIRONMENTAL SCIENCES AND THEY ARE LEARNING JUST A TREMENDOUS AMOUNT, SO CONGRATULATIONS TO , I THINK IT WAS NORTHERN HIGH SCHOOL WHO [03:10:03] WON THE OVERALL AWARD BUT THE GREAT NEWS ABOUT THIS ENVIROTHON IS THAT ALMOST EVERY HIGH SCHOOL WON IN ONE PARTICULAR CATEGORY, SOILS OR FORESTRY OR LIGHT -- WILDLIFE. THAT WAS A ROUSING DAY TO SHOWCASE THE CALIBER OF STUDENTS WE HAVE IN IN THE CULINARY LUNCHEON TODAY. OH MY GOSH, IT WAS JUST AMAZING SO CONGRATULATIONS TO THE STUDENTS, TOO, AND THANK YOU ALSO TO EVERYONE WHO SPOKE TODAY , ESPECIALLY OUR WONDERFUL STUDENTS WHO TALKED VERY ELOQUENTLY ABOUT DESTINATION IMAGINATION. WE CAN'T HEAR ENOUGH ABOUT THOSE TYPES OF PROGRAMS AND I AM SO GLAD THEY ARE TAKING ADVANTAGE OF IT. I WOULD LIKE TO SAY, AS FAR AS THE BUDGET AND HOW IT RELATES TO THE PERFORMANCE AUDIT THAT THE COMMISSIONERS HAVE EMBARKED ON, THE BUDGET PROBLEM WAS NOTHING RELATED TO THAT AUDIT. THE BUDGET PROBLEM WAS RELATED TO A COUNTY ISSUE THAT HAD DROPPED $20 MILLION, SO THE AUDIT, WHICH WE WERE FINE WITH, I GUESS, IS TO DO WITH PURCHASING AND PROCUREMENT PROCEDURES, SO THAT REALLY WOULD NOT HAVE SAVED ANY KIND OF MAJOR LAYOFFS OR ANYTHING LIKE THAT BUT LOVE TO SAY WE DO APPRECIATE EVERY SINGLE STAFF MEMBER IN CALVERT COUNTY . SO GLAD THAT WE GOT THE CEA AND NEGOTIATIONS FINALIZED AND HOPEFULLY , THE UNION WILL VOTE IN FAVOR OF THAT AND THEN WE CAN MOVE RIGHT INTO CASE, SO WE NEED TO MAKE EVERY SINGLE STAFF MEMBER HAPPY WITH THEIR REMUNERATION AND THEIR BENEFITS AND BECAUSE THEY HAVE TO KNOW THAT THEY ARE CHERISHED, SO THANK YOU. >> VICE PRESIDENT CLAGGETT. >> THANK YOU, PRESIDENT WHITE. THANK YOU TO THE STUDENTS BECAUSE WE HAD TODAY. ALWAYS ENCOURAGING TO SEE OUR STUDENTS COMING OUT AND USING THEIR VOICE . IT ENCOURAGES AND BUILDS THEIR CONFIDENCE AS THEY MATRICULATE THROUGH OUR SYSTEM. I WOULD LIKE TO PERSONALLY THANK MISS HAYES FOR ATTENDING THE CALVERT LOCAL SCHOLARSHIP APPLICATION PROGRAM THAT WAS HELD DURING THE WEEK ON TUESDAY NIGHT. SHE WAS THE GUEST SPEAKER. SHE WAS PHENOMENAL . ALTHOUGH SHE IS A JUNIOR, AND SHE WAS SPEAKING TO THE SENIORS, WHO WERE RECEIVING SCHOLARSHIP AWARDS, SHE GAVE A FANTASTIC MOTIVATIONAL SPEECH TO THEM BY TALKING ABOUT GOING BACK IN TIME AND HOW THEY FELT AS ELEMENTARY, MIDDLE STUDENTS, MATRICULATING THROUGH THE SYSTEM, SO THANK YOU, MISS HAYES TO BEING OPEN TO BEING THE GUEST SPEAKER. DR. TOWNSEL, STACY TAME AND WHEN SHE GAVE PUBLIC COMMENT, RAISED QUESTIONS. IF YOU COULD PROVIDE INFORMATION TO THE BOARD IN RESPONSE TO THE QUESTIONS SHE ASKED, THAT WOULD BE APPRECIATED. THANK YOU TO OUR EDUCATORS. THANK YOU TO OUR EDUCATORS. THANK YOU TO OUR EDUCATORS. WHILE I WAS NOT -- WAS INFORMED THAT OUR STAFF WAS DOING SOME EDUCATION WITHIN OUR BUILDING REGARDING A RISK -- RIF PROCESS, I ASKED DR. TOWNSEL TO MOVE THAT INFORMATION SESSION TO ANOTHER TIME BECAUSE IT IS EDUCATION APPRECIATION WEEK. I WOULD LIKE TO THANK HIM FOR HAVING THAT DONE. I KNOW THE SCHOLAR, WHO CAME FORWARD AND GAVE PUBLIC COMMENT, WAS A LITTLE TORN ON THAT DECISION. I WANTED TO SHARE THAT I COULD POSSIBLY BE RESPONSIBLE FOR THE REASON WHY THAT WAS MOVED AND IT WAS NOT DONE OUT OF AN INTENT TO HURT OR HARM. I JUST WANTED OUR EDUCATORS TO HAVE A FANTASTIC WEEK, KNOW THAT WE APPRECIATE ALL OF THE WORK. I KNOW THIS MAY BE SOMETHING THAT IS REQUIRED . THE INFORMATION SYSTEM OR INFORMATIONAL MEETING MAY BE REQUIRED, AND HAS TO BE DONE. I JUST DID NOT FEEL IT WAS AN APPROPRIATE TIME DURING THIS WEEK BECAUSE WE DO WANT TO ASSURE OUR EDUCATORS THAT THEY ARE IMPORTANT TO US. THEY SHOULD BE CELEBRATED AS ALL OF OUR STAFF ARE PROPERLY CELEBRATED DURING THEIR ASSOCIATED WEEKS. AS FAR AS THE AUDIT, MS. BALINSKI ALLUDED TO THE AUDIT. THE BOARD DID VOTE AGAINST HAVING A PERFORMANCE AUDIT CONDUCTED AS REQUESTED BY MS. GRENIS . THE COUNTY COMMISSIONERS MADE A REQUEST TO [03:15:04] MSD FOR THEM TO FIND AN AUDITOR TO PERFORM A PERFORMANCE AUDIT ON THE SCHOOL SYSTEM. MSD DOES NOT DENY THOSE REQUESTS , SO IN DECEMBER AND AUDITOR WAS DECIDED UPON AND TO MY KNOWLEDGE, THERE HAS BEEN AN OPENING MEETING WITH THE COMMISSIONERS AND AND LIAISON HAS BEEN ASSIGNED TO BE THE MIDDLE PERSON BETWEEN THE AUDITOR AND THE SCHOOL SYSTEM I HAVE ASKED BOARD PRESIDENT WHITE TO CONSIDER PLACING ON THE AGENDA, A TIME SLOT FOR THE AUDITORS TO SIT BEFORE THE BOARD FOR US TO ASK QUESTIONS AS WELL AS FOR THEM TO PROVIDE INFORMATION TO THE COMMUNITY AND WHAT THEY PLAN TO AUDIT , WHAT IS THE PURPOSE OF AN AUDIT, WHAT DO THEY DO DURING THE AUDIT TO ENSURE OUR COMMUNITY IS PROPERLY EDUCATED AS TO HOW AN AUDIT IS CONDUCTED. ALSO I WANT TO SEND MY APOLOGIES FOR NOT BEING ABLE TO PULL AWAY FROM MY FULL-TIME JOB TO ATTEND THE CTA EVALUATION MEETING TODAY. IT SOUNDS LIKE I MISSED OUT ON A DELICIOUS MEAL. CTA STUDENTS ALWAYS GO ABOVE AND BEYOND WHEN THEY ARE PREPARING MAIL SELECTIONS FOR WHATEVER PROGRAMS THEY'RE DOING, SO THANK YOU FOR OUR STUDENTS FOR DOING THAT AND I JUST WANTED TO SAY MY APOLOGIES THERE. DR. TOWNSEL, AS ALWAYS, THANKS FOR BEING OPEN TO ENSURING THE SAFETY AND SECURITY OF STAFF THROUGHOUT THE SCHOOL SYSTEM AND FOR YOUR OPENNESS AND WILLINGNESS TO WORK WITH THE COMMISSIONERS ON THE WORKGROUP OR TASK FORCE THEY PLAN TO STAND UP RELATED TO SCHOOL SAFETY AND SECURITY. I WILL CONTINUE TO SUPPORT YOU IN YOUR EFFORTS AS YOU CONTINUE TO WORK ON ISSUES OCCURRING AT CALVERT HIGH SCHOOL AND I ASK THAT MY FELLOW COLLEAGUES AS WELL AS THE COMMUNITY, THE STUDENTS, TEACHERS ALL STAND BEHIND THE SUPERINTENDENT AS WELL AS EACH OTHER TO HEAL THE SORES THAT ARE OCCURRING AT CALVERT HIGH AND THAT WE COME TOGETHER AS A COMMUNITY TO WORK ON INCREASING THE SAFETY AND SECURITY AND ENSURING THAT ALL OF OUR STUDENTS ARE COMING TO SCHOOL , AND FEEL SAFE AND ARE ABLE TO GO THROUGHOUT THEIR DAY TO RECEIVE THEIR EDUCATION SO THEY CAN MATRICULATE AND GO ON TO ACHIEVE THEIR GOAS, AND THAT IS IT. >> THANK YOU. I WOULD LIKE TO START BY CONGRATULATING THE STUDENTS WHO HAVE PARTICIPATED IN THE HISTORY FAIR LAST WEEKEND AND ALSO AT MESA . THE DESTINATION IMAGINATION THE STUDENTS WERE TALKING ABOUT, THEY HAD DIFFERENT PROGRAMS LIKE TOUCH A TRUCK AND FOOD TRUCKS IN DIFFERENT EVENTS LIKE THAT. BETWEEN DESTINATION IMAGINATION ON THE PROJECT -BASED LEARNING PROGRAMS THESE ARE JUST TWO PROGRAMS REALLY DOING A LOT OF GREAT THINGS IN OUR SCHOOLS . I WANTED TO SAY THANK YOU TO NORTHERN HIGH SCHOOL LAST FRIDAY. I WAS INVITED TO ATTEND A BREAKFAST THAT HAD 90 STUDENTS WHO HAD A GPA OF 3.9 OR HIGHER , SO IT WAS PRETTY AMAZING TO TALK TO 90 STUDENTS AS FAR AS THEIR FUTURES. THEY ALSO HAD A MENTAL WELLNESS FAIR . THAT WAS EARLIER THIS WEEK . LAST FRIDAY , SO I REMEMBER JORDAN HAYES WAS THERE AND MISS KELLY. SHE SPOKE UP EARLER. IT'S AMAZING TO SEE HOW OUR HIGH SCHOOLS ARE REALLY TATHEY HAVE THESE FARES SO KIDS CAN COME AND IF YOU CAN SEE THE DISPLAY JORDAN HOUSE, SHE WAS MASTERFUL. SHE HAD ICE POPS, SO OF COURSE EVERYONE WENT TO HER STATION BUT FOR HER TO ENGAGE IN FOR THE STUDENTS TO TELL HER OR ACTUALLY WRITE OUT WHAT THEY NEEDED, WHAT THEY WOULD LIKE TO SEE, WAS PRETTY AMAZING TO SEE. ALSO WHILE I'M TALKING ABOUT NORTHERN HIGH SCHOOL, CONGRATULATIONS TO THE GIRLS LACROSSE TEAM. THEY WON THE CHAMPIONSHIP SO CONGRATULATIONS TO THEM. NOW WE'RE MOVING DOWN TO HUNTINGTON HIGH SCHOOL. I THINK THEIR BOYS LACROSSE TEAM WON THE CHAMPIONSHIP THERE. CONGRATULATIONS TO THEM AND IT SEEMS LIKE EVERY YEAR WE SEE CONGRATULATIONS TO THE HIGH SCHOOL BASEBALL TEAM. THEY WIN JUST ABOUT EVERY YEAR SO CONGRATULATIONS TO THEM AND AT CALVERT HIGH SCHOOL WE'VE HAD A FEW MEETINGS AND I SEE A LOT OF THE TEACHERS HERE WHO OPEN UP THEIR CLASSROOMS AND I SPENT TWO DAYS THRE AND I WANT TO SAY THANK YOU BECAUSE SOME OF THE STUDENTS REALLY HAD SOME GREAT THINGS TO SAY IN ONE OF [03:20:06] THE CLASSES AND THERE IS A PROJECT-BASED LEARNING PROGRAM TAKING PLACE THERE WAS MS. LISTER. SHE WAS HERE EARLIER. YOU KNOW, WE'RE TALKING ABOUT THE ISSUES AND BEHAVIORS AND TRYING TO DO A LOT OF THINGS BUT I LIKE THAT WE ARE ACTUALLY ASKING THE STUDENTS ALSO, AND THEY HAVE TWO PROJECTS THAT I HOPE THEY WILL COME HERE TO PRESENT TO US BECAUSE THEY ARE PRETTY PHENOMENAL. WE CAN SEE THAT WE HAVE SOME AMAZING STUDENTS HERE AND THEY ARE BRAVE AND THEY ARE BRILLIANT, SO I LOOK FORWARD TO HEARING FROM THEM. I HAD THE OPPORTUNITY TO GO TO ST. LEONARD ELEMENTARY SCHOOL ALSO, WITH MISS BROUSSARD'S THIRD GRADE CLASS FOR THEIR FINAL ADDRESS OF THEIR PROJECT-BASED LEARNING. THEY'RE TRYING TO GET TWO MORE WATER FILTRATIONS INTO THEIR SCHOOL AND TO HEAR THESE THIRD-GRADERS PRESENT AND TELL US WHAT THEY NEED AND HOW THEY NEEDED AND WHY WAS PRETTY AMAZING TO BE A PART OF. ONCE AGAIN, THANK YOU TO EVERYONE FOR ALL THE HARD WORK YOU PUT IN. THANK YOU, COLLEAGUES AND JORDAN, YOU HAVE COME A LONG WAY FROM TAKING ME AT A BASKETBALL GAME TO DOING AN AMAZING JOB WITH A SMILE AND AS FAR AS THE NEGOTIATION TEAMS, THANKS FOR THE COMMUNICATION AND THE HARD WORK THAT YOU GUYS CONTINUE TO DO WITH THAT. ALSO, MS. MAXEY, SHOUT OUT. THANKS A LOT BACK THERE FOR EVERYTHING YOU DO, ALSO. SO, IF THERE IS NOTHING ELSE, MEETING IS ADJOURNED, THANK YOU. * This transcript was compiled from uncorrected Closed Captioning.
