AS FAR AS A SUMMARY OF THE RESULTS, WE HAVE ISSUED A CLEAN, OR UNMODIFIED POSITION ON THE FINANCIAL STATEMENTS. THAT IS THE BEST OPINION WE COULD GIVE OTHER PROFESSIONAL STANDARDS.
WE DID NOT DISCOVER ANY MATERIAL WEAKNESSES, I DO HAVE A BRIEF SLIDE COMING UP THAT I WILL SHOW THE SIGNIFICANT PROCESSES. WE DID NOTE ONE DEFICIENCY THAT DEALS WITH THE FIXED ASSET ACCOUNTING AND MAINTAINING DATA TO TRACK FIXED ASSETS. LASTLY, WE ARE IN THE PROCESS OF COMPLETING A SINGLE AUDIT. WE ARE NEARLY DONE WITH THE PROCEDURES. WE HAD NO COMPLIANCE TO DATE BUT ARE WELL WITHIN HAVING THAT ISSUE BY THE DEADLINE.

THERE WAS THE ADOPTION OF A NEW ACCOUNTING STANDARD REQUIRED TO BE FOMENTED THIS YEAR AT THE SCHOOL SYSTEM IMPLEMENTED.WE ALSO CONSIDER THE KEY ACCOUNTING POLICIES IMPLEMENTED BY THE SCHOOL SYSTEM. BEFORE WE GET INTO SPECIFIC INTERNAL CONTROLS, WE ALSO LOOK AT THE CONTROLLED ENVIRONMENT.
THERE ARE FIVE INTERRELATED REPORTS FOR THE ENVIRONMENT.
THERE IS CONTROLLED ENVIRONMENT, THE CONTROL ACTIVITIES, INFORMATION COMMUNICATION AND THE MONITORING OF CONTROLS. WE HAVE CONCLUDED THAT THE ENVIRONMENT IS - - PERIOD UNDER AUDIT.

STUDENTS PUNCHING OTHER STUDENTS, THROWING CHAIRS, WALKING OR RUNNING OUT OF CLASSROOMS, GRABBING, PUSHING, HEADING TEACHERS, GETTING A TEACHERS FACE AND CUSSING THEM OUT OR TURNING TO BRING A GUN TO SCHOOL AND SHOOT - - CLASSMATES IN THE FACE THE IN 2011, MY SISTER WAS ASSAULTED IN THE CALVERT COUNTY ELEMENTARY SCHOOL AND WAS LEFT 20% DISABLED.IN 2019, ANOTHER ELEMENTARY SCHOOL TEACHER HAD HER JOB BROKEN BY A STUDENT. TO THIS DAY, SHE STILL PHYSICALLY SEPARATE FROM THE ASSAULT.
BOTH OF THESE ASSAULTS OCCURRED PRE-PANDEMIC, SO WHAT HAS CHANGED? THE INCREASE IN OUT-OF-CONTROL DESTRUCTIVE BEHAVIORS. HOW MANY TIMES IS A STUDENT ALLOWED TO ASSAULT AN ADULT - -? HOW LONG WILL WE CONTINUE TO IGNORE THE PROBLEM OR PUT A BAND-AID ON IT AS A TEMPORARY SOLUTION.
I LOVE MY PROFESSION AND BELIEVE IN PUBLIC EDUCATION.

THERE IS MORE TO RESTORATIVE PRACTICES AND A CONVERSATION CIRCLE TO TALK ABOUT FEELINGS OR ASK QUESTIONS. THERE ARE ACCOUNTABILITY MEASURES AS WELL. WHY SHOULD THE EXPECTATION BE THAT WHEN A STUDENT SMASHES OIL PASTEL FROM THE FLOOR WERE DESTROYED THE CLASSROOM, IT IS THE TEACHER CLEAN THE MESS UP FOR THE STUDENT? THAT IS NOT RESTORATIVE JUSTICE. WHY DO WE TOLERATE STUDENTS HEADING TEACHERS AND OTHER STUDENTS? INSTEAD, THEY ARE SPENDING THEIR DAYS SEEING DOCTORS AND THERAPISTS FROM BEING ASSAULTED BY STUDENTS IN THEIR SCHOOL.
STUDENTS MUST HAVE CONSEQUENCES FOR THEIR ACTIONS.
IF THEY ARE NOT SUCCESSFUL IN THE GENERAL EDUCATION SETTING, MAYBE THEY NEED A HYBRID LEARNING SETTING OR ONE-ON-ONE SUPPORT.MAYBE SOME OF OUR ELEMENTARY SCHOOLS NEED ADDITIONAL MENTAL HEALTH PROFESSIONALS WHO CAN TEACH COPING MECHANISMS TO CHILDREN AT A YOUNG AGE.

THE PURPOSE IS TO IDENTIFY THE PROTOCOLS FOR INVESTIGATION AND PROSECUTION OF REPORTED CASES OF CHILD ABUSE IN CALVERT COUNTY.
THESE PARTICLES ARE DESIGNED TO REDUCE THE TRAUMA TO CHILD VICTIMS, EXPEDITE THE SHARING OF INFORMATION AND ENHANCE RESOURCES NEEDED TO CONDUCT INVESTIGATIONS AND PROSECUTIONS. WE DEVELOPED AND RECEIVED ALL INPUT FROM OUR SURVEYS AND ALL THE QUALITATIVE DATA FROM OUR OVER 40 FOCUS GROUPS AND COMMUNITY FORMS. WE START IN JANUARY WITH PHASE 3 OF THE STRATEGIC PROCESS WHICH CONSISTS OF PUTTING TOGETHER A STRATEGIC PLANNING COMMITTEE, WHICH WE ALSO HAVE MEMBERS OF OUR BOARD OF THE COMMITTEE.

IN PROGRESS OF ACHIEVING ENGLISH LANGUAGE PROFICIENCY, CALVERT COUNTY PUBLIC SCHOOLS PROFESSION FOR ALL STUDENTS IN MATH, AND ENGLISH ARTS SHOW GAINS AT ALL LEVEL FROM THE PREVIOUS YEAR.
SPECIFICALLY MATH, ELEMENTARY, ALL STUDENTS, THE PERCENT IMPROVEMENT FROM THE PRIOR YEAR IS 6.6%.

THE RANK DROPPED BUT THAT POINTS THERE WAS A TWO POINT DIFFERENCE. I JUST WANT TO HIGHLIGHT THAT AND ALSO I WANT TO HIGHLIGHT THAT THERE ARE THREE SCHOOL DISTRICTS THAT HAD ONE POINT HIGHER SO ALL THREE OF THEM IN THAT RANKING WITH THAT ONE POINT HIGHER. OUR STUDENTS WITH DISABILITIES IMPROVED BY 30.8% AND THESE NUMBERS REPRESENT STRIDES FROM THESE GROUPS AND THEY ARE, NEEDLESS TO SAY, REALLY IMPORTANT COMPONENT TO OUR OVERALL PERFORMANCE . MOVING ONTO EIGHTH GRADE SOCIAL STUDIES , WHAT WE REFER TO AS BASELINE DATA . SPECIFICALLY I'M TALKING ABOUT THE PHYSICAL AND VERBAL ASSAULTS BY TEACHERS . THIS IS A SERIOUS ISSUE AND IT IS NOT NEW TO CCPS BUT IT WAS RECENTLY BROUGHT TO LIGHT BY A BRAVE TEACHER IN OUR COUNTY WHO WAS BOTH PHYSICALLY ASSAULTED AND VERBALLY ASSAULTED. I'M SORRY VERBALLY THREATENED. THE ASSAULT WAS SO TRAUMATIZING THAT THIS TEACHER IS CONSIDERING GIVING UP HER PROFESSION THAT SHE LOVES WITH A 25 YEAR CAREER . THE LETTER DETAILING THAT SHE SENT TO US BOARD MEMBERS STATING WHAT HAPPENED IS SHOCKING TO SAY THE LEAST AND A TESTAMENT TO A GROWING PROBLEM. THE LETTER STATES THAT THE STUDENT WAS PHYSICALLY VIOLENT AND THREATENED TO HARM THE TEACHER . FOR THIS, THE STUDENT RECEIVED A ONE DAY, IN SCHOOL SUSPENSION . . THE TEACHER ALSO STATED IT IS THE FOURTH TIME A TEACHER HAS BEEN ASSAULTED IN HER SCHOOL. MANY STUDENTS CLEARLY FIND THIS TO BE UNACCEPTABLE BEHAVIOR . I FOUND IT INCREDIBLY DISTURBING AND IT PROMPTED ME TO RESEARCH THE CALVERT COUNTY PUBLIC SCHOOLS POLICY ON STUDENT VIOLENCE AGAINST TEACHER, STAFF AND STUDENTS SPECIFICALLY THE CODE OF CONDUCT. DISCIPLINARY ACTION IS DETERMINED ON A CASE-BY-CASE BASIS, WHICH CAN BE TOO LENIENT . THIS IS UNACCEPTABLE AND DETRIMENTAL TO OUR ABILITY TO OPERATE SAFE SCHOOLS AND HOLD STUDENTS ACCOUNTABLE . THESE ASSAULTS AREN'T HAPPENING -- ARE HAPPENING FREQUENTLY ENOUGH THAT IT'S A PROBLEM THAT NEEDS TO BE ADDRESSED . I'M REQUESTING THAT DR. TONSIL AND MY FELLOW BOARD MEMBERS SUPPORT AND ESTABLISH A ZERO TOLERANCE POLICY THAT IS DEVELOPMENTALLY APPROPRIATE TO OUR CODE OF CONDUCT FOR PHYSICAL ASSAULTS ON TEACHERS , STAFF MEMBERS, STUDENTS AND OTHER ADULTS ON SCHOOL GROUNDS . WE OWE THIS TO OUR TEACHERS AND STAFF WHO ARE DOING THE BEST THEY CAN EVERY DAY TO HELP OUR STUDENTS RECEIVE A QUALITY EDUCATION. WHILE EACH FACTOR MAY PRESENT UNIQUE CHALLENGES, THEY SHARE A COMMON THREAD. OUR COLLECTIVE FAILURE TO ACT .
