[2.02 Presentation by Harriett Brown Foundation]
YOU MAY BE SEATED. WE WILL BEGIN TODAY'S MEETING WITH THE PRESENTATION FROM THE HARRIET ELIZABETH ROUND FOUNDATION. MS. MARGARET, MR. NUTTER.THANK YOU FOR JOINING US TODAY. >> CAN YOU HEAR ME PULL YOUR
MICROPHONE A LITTLE BIT CLOSER. >> WE ARE HERE TODAY TO TALK ABOUT A LOCAL HERO HARRIET ELIZABETH BROWN.
INTERNING THE 27 ACRES ACROSS FROM CALVERT HIGH INTO A HARRIETT ELIZABETH BROWN COMMUNITY CENTER AND PARK.
I APPRECIATE EVERYTHING THAT YOU DO MY FATHER WAS SUPERINTENDENT IN THE 1950S IN THE 1960S. I KNOW HOW IMPORTANT YOUR WORK IS AND HOW DIFFICULT AND ALSO HOW VITAL YOUR VOICE AND LEADERSHIP ARE THROUGHOUT CALVERT COUNTY.
THANK YOU SO MUCH. I AM JOINED BY SEVERAL IMPRESSIVE COLLEAGUES, PAT NUTTER WHO WILL SPEAK NEXT, GOVERNOR SMITH WILL SPEAK IN A MINUTE.
IS DORIS HERE, I THOUGHT SHE WAS GOING TO BE HERE.
WE'VE ALSO BEEN ASSISTED BY THE TOWN PENN STATE DOCTORAL STUDENT IN ARCHITECTURAL ENGINEERING. TODAY WE WILL SHARE WHY HARRIETT ELIZABETH BROWN IS IMPORTANT TO WHAT SHE MEANS THE CALVERT COUNTY AND EXPLAIN WHILE OUR COUNTY NEEDS A LARGER HARRIETT ELIZABETH BROWN COMMUNITY CENTER AND PARK AND HOW IMPORTANT THIS IS TO SCHOOLS AND EDUCATION. WE ARE GOING TO TELL YOU HOW CALVERT COUNTY'S TALENTED CTA STUDENTS ARE ALREADY HELPING ALONG WITH FUTURE IDEAS FOR PARTNERSHIP THERE.
AND WE WOULD LIKE TO ASK FOR YOUR PARTNERSHIP AS WE MOVE AHEAD ON THIS WONDERFUL PROJECT. JUST TO US, HARRIETT ELIZABETH BROWN, YOU COULD READ ALL THIS OR HAVE A BETTER IDEA.
>> WERE JUST TAKING A MOMENT TO READ ABOUT CIVIL RIGHT LEADER PREACHER BECAME A FIRST-GRADE TEACHER IN CALVERT COUNTY IN 1937 WHEN SHE LEARNED THE SHOCKING TRUTH, HER AND OTHER TEACHERS OF COLOR WERE BEING PAID UNDER $500 ANNUALLY.
FEELING OUTRAGED BY THE INJUSTICE, THEY TEAMED UP WITH THE NATIONAL ASSOCIATION FOR THE ADVANCEMENT OF COLORED PEOPLE, THE MARYLAND STATE COLORED TEACHERS ASSOCIATION AND THEN YOUNG ATTORNEY THERE GOOD MARSHALL TO SUE CALVERT COUNTY OVER THIS. CALVERT COUNTY LISTENED AND MADE EQUAL PAY FOR ALL OF TEACHERS IN 1939.
IN 1941 THE ENTIRE STATE WITH THE MARYLAND PAGE EQUALIZATION LAW AND THEN THE ENTIRE NATION HARRIETT CONTINUED TO BE A TEACHER AND LATER A PRINCIPAL 30 YEARS FOLLOWING THE CASE WHILE STILL BEING A CIVIL RIGHTS ACTIVIST UNTIL HER DEATH IN 2009. HARRIETT ELIZABETH BROWN IS AN IMPORTANT CIVIL RIGHTS LEADER FROM CALVERT COUNTY, WE SHOULD CONTINUE TO REMEMBER HER WORK AND REMEMBER THE FIGHT.
>> THANK YOU. >> TORI IS HERE TODAY AND WE WILL HEAR FROM HER A LITTLE BIT LATER.
THE SALARY BUMP WAS A HUGE DEAL, EVERY AFRICAN-AMERICAN TEACHER IN CALVERT COUNTY GOT HIS OR HER SALARY DOUBLED OVERNIGHT ALSO MARYLAND. NOW EQUALLY PAY TEACHERS BECAME THE BACKBONE OF THE BLACK MIDDLE CLASS TODAY AND OUR OWN HARRIETT ELIZABETH BROWN WAS THE POINT OF THE SWORD FOR THIS PROGRESS.
I WAS HONORED TO CHAIR THE LEGISLATIVE ESTABLISHED.
ELIZABETH BROWN TASK FORCE AND WE HAD THREE RECOMMENDATIONS.
A COMMISSION PORTRAIT AND THE COURTHOUSE, DONE.
[00:05:02]
RENAME THE STRETCH OF ROUTE TWO FROM ALL SAINTS CHURCH TO THE COUNTY LINE THE HARRIETT ELIZABETH BROWN MEMORIAL PARKWAY, DONE. AND THIRD WAS TO CREATE AN AGE FRIENDLY AND PERMANENT HARRIETT ELIZABETH BROWN COMMUNITY CE CENTER, NOT DONE, RIGHT NOW IT'S A INTERIM CENTER.LET'S TALK ABOUT WHAT THE FULL CENTER WOULD BE LIKE SHOULD AND WHY IT'S SO IMPORTANT TO KIDS AND FAMILIES IN CALVERT COUNTY.
WHEN FULLY BUILT OUT IT'LL HAVE A MEMORIAL FOR MS. BROWN, GREEN SPACE, PICKLEBALL, TRAILS, PICNIC AREAS AND WHEN THE BUILDING IS COMPLETE, MEETING ROOMS, LOCKER ROOMS, TRACKS, ART AND EXERCISE STUDIOS AND MUCH MORE.
THINK OF WHAT A WONDERFUL RESOURCE THIS IS TO HOP DOWN FARRIS BEACH ROAD, PARKS AND BACK PLANS TO INVEST A MILLION DOLLARS THIS FISCAL YEAR ON DESIGN AND DISTRICT OUTDOOR WORK. THERE SHOULD BE ANOTHER 5 MILLION IN FISCAL 2025 NEXT YEAR TO COMPLETE THIS IN THE BIG MONEY FOR THE BUILDING IS NOT PLUGGED IN UNTIL FISCAL 2029.
PLEASE JOIN US TO URGE THE COUNTY COMMISSIONERS INTERSTATE REPRESENTATIVES TO MOVE QUICKLY AHEAD WITH FUNDING SO I CAN BUILD QUICKLY, EACH YEAR IT BECOMES MORE NEEDED AND MORE EXPENSIVE. IT'S IMPORTANT THE COMMUNITY CENTER PRINCE FREDERICK, IT'S ONE OF THE POO POOREST PARTS OFE COUNTY AND HAS LESS THAN MEDIAN HOUSEHOLD INCOME OF THE WHOLE COUNTY. DOUBLE THE PERCENTAGE OF PEOPLE IN POVERTY AND MORE THAN TWICE THE EMPLOYMENT RATE.
WE WOULD LIKE TO WORK WITH YOU TO MAKE THIS A REALITY.
WE APPRECIATE DOCTOR TOWNSEL'S SUGGESTION TO WORK WITH STUDENTS AT THE TECHNICAL ACADEMY ON MARKETING MATERIALS, SOMETHING THAT WE DESPERATELY NEED. THANK YOU SO MUCH.
AND TO CELEBRATE MS. BROWN AND ALSO BUILD MOMENTUM FOR THE COMMITTEE DEC CENTER PART. LOGO, ANIMATION, T-SHIRT, BUTTONS AND MORE. WE ARE GOING TO SHOW YOU A FEW OF THEIR CREATIONS. WE HAD A PULL SURVEY THAT WE SENT OUT FOR TWO SLOGAN IDEAS THESE ARE TWO SUB SLOGANS WE WOULD LIKE YOUR FEEDBACK HARRIETT ELIZABETH BROWN MADE A DIFFERENCE. ELIZABETH BROWN.
WE ARE GOING TO SHOW YOU SOME EXAMPLES OF THE CREATIVITY AND ALL THAT HAPPENS AND WE WOULD LIKE TO HAVE OUR STUDENTS, P WITH US. AND I THANK YOU PROBABLY NEED ANOTHER SEAT RIGHT HERE. WE'RE GOING TO ASK THEM TO SHARE THEIR WORK IN JUST A FEW MINUTES.
GO AHEAD. AS I GO TO THE NEXT SLIDE I WANT YOU TO QUICKLY SEE SOME OF THE AMAZING IDEAS THAT THE STUDENTS HAVE ALREADY COME UP WITH T-SHIRTS, SOCIAL MEDIA, CARTOONS, ABSTRACT ART WITH DESTINY RIGHT.
DESTINY IS HERE TODAY, DO YOU HAVE -- DO YOU WANT TO SHOW IT IN PERSON? HERE WE HAVE IT ON SCREEN.
, HOW CREATIVE CAN YOU GET, HOW WONDERFUL IT IS THAT AND WE ALSO HAVE BLACK HISTORY MONTH CONTEST WITH JOE LENNON AND WE WOULD LIKE TO ASK HIM TO SAY A FEW WORDS ABOUT THIS.
JOE? >> ONE THING I MADE A POP ART THE ANDY WARHOL INSPIRED AND I LOOKED UP TO HIM AS AN INSPIRING ARTIST. I THINK HARRIETT WOULD PAY WITH TEACHERS COMES IN A BETTER EDUCATION AND COULD ALSO PROVIDE MORE OPPORTUNITIES FOR STUDENTS AND MYSELF AND I DON'T FEEL LIKE I WOULD'VE BEEN ABLE TO DO THIS IF I WAS GIVEN THE TEACHERS AND RESOURCES COUNTY PROVIDED ME WITH.
>> THANK YOU, THANK YOU SO MUCH, JOE.
FINALLY TORI MAY CARRY WHO CREATED THE ANIMATION THAT YOU SAW EARLIER. YOU WANT TO SAY A FEW WORDS?
>> HELLO, CAN YOU GUYS HEAR ME OKAY? I AM VICTORIA AND I MADE THE ANIMATION ALL BY MYSELF, VOICEOVER. THANK YOU.
DOING FL VERY NICE BECAUSE I GOT TO REMEMBER 70 FROM HISTOR WHO
[00:10:07]
I HADN'T EVEN HEARD ABOUT BEFORE THESE LOVELY PEOPLE REACHED OUT TO US AND ASKED THEM TO HELP THEM I LOVE HISTORY AND IT'S WONDERFUL TO HEAR ABOUT HARRIETT ELIZABETH BROWN NOW IN LEARNING ABOUT HER MORE IS A GREAT OPPORTUNITY I THINK A LOT OF OUR STUDENTS SHOULD BE ABLE TO HAVE IN THIS COMMUNITY CENTER IN REACHING OUT TO STUDENTS THAT PLAY SPORTS AND SPREAD A MESSAGE OF EQUALITY AND HISTORY IN GENERAL THAT WE NEED TOREMEMBER. >> THANK YOU, THANK YOU SO MUCH.
>> WE ALSO HAVE PROTOTYPE BUTTONS THAT EACH OF YOU HAVE IN FRONT OF YOU AND THESE ARE CREATED BY THE COMMUNICATION STUDENTS. I WOULD LIKE TO SAY A SPECIAL THANKS TO THEIR TEACHER KIMBERLY CLAYMAN WHO IS RIGHT OVER THERE.
IN THE RECOGNITION IS WELL-DESERVED SINCE THIS IS ABOUT TEACHERS. WE CANNOT WAIT TO WORK WITH THESE TALENTED STUDENTS IN THE YEAR AHEAD.
I'M GOING TO TURN THINGS OVER TO PAT WHO IS GOING TO TALK A TO HIM AS A LONGTIME CALVERT COUNTY.
>> MR. NUTTER PLEASE TURN ON YOUR MICROPHONE.
THANK YOU. >> THANK YOU FOR HAVING US TONIGHT I'LL BE ON MY BEST BEHAVIOR TONIGHT I'LL BE ON MY BEST BEHAVIOR. I HAVE TWO BUTTONS ONE IS HARRY ELIZABETH BROWN. I'LL TELL YOU HOW THIS BECAME TO
>> ONE PROBABLY START A NEW THING.
ANYWAYS BACK IN 2015 MARGARET ASKED ME IF I WOULD SERVE ON THE BOARD TO RECOGNIZE A HISTORIAN AND SHE HIRED ELIZABETH BROWN AND I SAID WHO IS HARRIETT ELIZABETH BROWN INTO MY SHOCK, SOMEONE WHO THINKS THEY KNOW EVERYTHING ABOUT THE COUNTY I'M SITTING WITH A MAJOR FIGURE MARGARET AND A TITLE AND I MET THE FAMILY IN THE BACKGROUND OF. ELIZABETH BROWN AND I BECAME SO INTERESTED, IF YOU REMEMBER WHEN I SIT ON THE BOARD I ALWAYS MENTION HARRIETT ELIZABETH BROWN RIGHT NOW YOU COULD ASK SOME FOLKS WHO IS HARRIETT ELIZABETH BROWN AND WHY IS SHE IMPORTANT TO THIS COUNTY.
IF YOU LISTEN WATCH TELEVISION EVERY ONCE IN A WHILE IF YOU'RE WATCHING A MOVIE ABOUT LAW SOMEBODY WILL SAY THAT CASE WAS BROWN VERSUS THE BOARD OF EDUCATION.
WHAT THAT MEANT SHE HAD THE COURAGE AND THE HEART TO DO WHAT WAS RIGHT.
AND THAT KEPT ME GOING. AND THAT IS ONE PART OF THE STORY. THE OTHER PART OF THE STORY IS GOVERNING SMITH WHO IS HERE THAT'S BEEN WORKING WITH CHILDREN FOR YEARS AND YEARS AND MATURE ADULTS HAD THIS VISION OF A COMMUNITY CENTER, WE BEGIN TO EMERGE THAT WITH HARRIETT ELIZABETH BR BROWN.
IT WAS EASY FOR ME TO SAY WE'RE GOING TO NAME THIS THE HARRIETT ELIZABETH BROWN CENTER.
WHAT I DIDN'T KNOW THAT BUILDING WOULD NOT BE BUILT YET AND WHAT I'M WONDERING WILL I BE HERE GOING TO WORK WILL WILL. IT CAN BE MOVED.
WE NEED THE ENDORSEMENT SOMEBODY TO PICK THAT UP WHEN WERE NOT THERE. TO PICK THAT UP I MAY
[00:15:01]
NOT BE HERE TO SEE IT BUT TO HELP INSTEAD WE NEED TO CHOOSE: OXEN PUT THEM IN YOUR ROOM.TO RECKON IS THE HEROES IN THIS COUNTY OF ELIZABETH BROWN AND GOVERNOR SMITH AND WHO THE POOL IS AFTER IT AND THERE ARE SO MANY FOLKS IN THIS CABINET THAT CAN BE RECOGNIZED AND SITTING NEXT TO A STATUE IN AND SOME OF YOU, HE IS A GREAT GUY. LOCKET.
THAT'S RIGHT UP MY ALLY. ALSO HE WHO WAS AND WHAT HE MEANT TO THE AREA A LOT OF TIMES PEOPLE ASKED ME ABOUT I PUT TAR ON BARNES HAS A LOT OF HISTORY. AND THIS IS WHERE THE MAJOR ONES AGAIN IF YOU COULD PASS ALONG TO THE STUDENTS, I KNOW SOME ARE PRETTY YOUNG VIA JUNIORS AND SENIORS THAT THEY HAVE TO TELL THE COMMISSIONERS AND THE COMMISSIONERS ARE GREAT, JUST LIKE EVERYTHING ELSE IT IS FUNDING.
>> YOUR FAMOUS LINE YOU WANTED THE HARRIETT ELIZABETH BROWN CENTER TO BE --
>> I WOULD LIKE TO ASK MRS. SMITH TO SAY A FEW WORDS ABOUT WHAT THE HARRIETT ELIZABETH BROWN WILL MEET FOR STUDENTS IN SCHOOLS.
>> THANK YOU FOR THIS OPPORTUNITY I'M GOING TO GIVE A CONDENSED VERSION BECAUSE SOMEBODY'S GETTING GIVE ME THE ACTS IN A MINUTE.
I SEE YOU ARE LIGHT. I'LL BREAK IT DOWN THERE FIVE OR SIX POINTS, WHY DO I NEED IT AS A YOUTH IS GOOD TO BE IN A PLACE WE CAN SET UP TROUBLE, THIS ABUSIVE PLACE IN THE GOING TO MAKE IT SAFER BECAUSE IT ABOUT A TRAFFIC LIGHT.
FREDERICK THERE ARE A LOT OF SIDEWALKS THINK.
SOMEWHERE WHERE YOU CAN BE PART OF PHYSICAL ACTIVITY. I HEARD SOMEBODY SAY THEY NEEDED AN INDOOR TRACK THEY NEED TO GO TO PRINCE GEORGE PRACTICE INDOORS AND BE A PLACE WHERE THERE IS ONLY POSITIVE ATTITUDE ALLOWED WILL NEED TO MONITOR THAT MAKE SURE HIS POSITIVE IT'S A PLACE WHERE PEOPLE CAN COME TOGETHER ALL RACES CREEDS AND COLORS AND MAKE FRIENDS AND DEVELOP THESE FRIENDS AMONG THOSE IN THE PLACE AND FINALLY TWO OR THREE THINGS VOLUNTEER OPPORTUNITIES KIDS CAN DEVELOP LEADERSHIP SKILLS NOT JUST BE A PART OF A TEAM THAT BE LEADERS AND VOLUNTEERS FROM THE COMMUNITY, YOUNG PEOPLE CAN STAY OUT OF TROUBLE FRIENDSHIPS CAN BE MADE, OPPORTUNITIES TO VOLUNTEER AND THEY CAN PLACE THE TEAM SPORTS AND FINALLY AS THE BOARD OF EDUCATION I KNOW THAT YOU NEED ALL THE HELP THAT YOU GET IN TERMS OF YOU DEVELOPING THE ASSETS OF KIDS TO MAKE THEM SUCCESSFUL BUT YOU COULD NOT DO IT ALL. WE NEED TO DO OUR PART WE WANT TO PARTNER WITH YOU TO MAKE SURE THAT OUR KIDS COME OUT LIKE THEY SHOULD AND BE PRODUCTIVE STUDENTS IN THE COUNTY WHEREVER T ARE. THANK YOU.
>> WE WOULD LOVE TO GET YOUR FEEDBACK AND THOUGHTS AND IDEAS FOR WHAT WE CAN DO AND WAYS WE CAN PARTNER. WE REALLY APPRECIATE THIS OPPORTUNITY TO SPEAK WITH YOU.
>> THANK YOU SO MUCH FOR THE PRESENTATION, DO YOU
HAVE QUESTIONS. >> THANK YOU SO MUCH FOR THAT I WAS WONDERFUL I LOVE THE HISTORY LESSON I DID NOT KNOW WHO HARRIETT ELIZABETH BROWN WAS IN TERMS OF GETTING THIS OUT TO STUDENTS, I DO AGREE WITH YOU IT IS IMPORTANT THAT WERE EDUCATED ON THE PEOPLE WHO MADE PART OF HER EDUCATION POSSIBLE I WOULD LOVE TO GET THIS INFORMATION OUT TO STUDENTS TO COME UP WITH
[00:20:01]
SOME STRATEGIES HOW WE CAN GET THIS INCORPORATED INTO THE CLASSROOM.>> MAYBE WE CAN FIGURE OUT A TIME TO GET
TOGETHER. >> A WONDERFUL JOB AND THINKING TO THE STUD STUDENTS.
>> IT'S BEEN A LONG ROAD YOU PULLED MIRACLES AND GOT THE RECOGNITION THAT SHE DESERVES MAKES US PROUD AS A COUNTY AND IT LOOKS LIKE THIS IS THE LAST STRETCH IT'S FRUSTRATING BUT IT TAKES SO LONG. WE WILL DO WHATEVER WE CAN TO HELP YOU THANK YOU GUYS SO MUCH AS SHE SAID WE DO NEED HELP IN HAVING A COMMUNITY CENTER AND ARE CENTRAL PART OF THE COUNTY WOULD BE TREMENDOUS INPUT SERIOUS INVESTMENT IN

>> OUR NEXT SPEAKER IS RUTHIE DAVIS.
>> GOOD AFTERNOON PRESIDENT CLAGETT, BOARD MEMBERS AND DOCTOR, I AM STACY TEAM IN A 27 YEAR EDUCATION SUPPORT PROFESSIONAL CALVERT COUNTY PUBLIC SCHOOLS CURRENTLY SERVING AS A PRESIDENT OF THE CALVERT ASSOCIATION OF SUPPORT STAFF. EARLIER TODAY VIA E-MAIL I SHARED WITH EACH OF YOU THE MARYLAND STATE EDUCATION ASSOCIATION BILL OF RIGHTS AND THE RESOLUTION THAT I WOULD LIKE TO ASK THIS BOARD TO CONSIDER IN SUPPORT OF THE HARD-WORKING DEDICATED ESP'S IN CALVERT COUNTY AND ACROSS MARYLAND. ESP KNOWS TWO THINGS, ONE SCHOOLS CANNOT FUNCTION WITHOUT US AND TWO WERE OFTEN OVERLOOKED AND UNDERAPPRECIATED. WE ARE ENTRUSTED WITH THE HELP, SAFETY, NUTRITION EDUCATION OF OUR STUDENTS. WE WERE ESSENTIAL TO THE NAVIGATION OF THE PANDEMIC AND VIRTUAL LEARNING. HOWEVER, MORE THAN 50% OF ESP'S WORKING IN THE STATE OF MARYLAND EARNED LESS THAN $35000 A YEAR AND ONE IN FOUR EARNED LESS THAN $25000 A YEAR. ACCORDING TO THE MIT LIVING WAGE CALCULATOR THE LIVING WAGE IN MARYLAND IS ABOUT $41000 A YEAR BUT $46000 IN CALVERT COUNTY. WITHIN SEE C.P.S.
APPROXIMATELY 67% OF OUR ESP EASE EARNED LESS THAN THE LIVING WAGE IN OUR COUNTY.
WORKING FOR PUBLIC EDUCATION AND BEING PAID BY PUBLIC TAX DOLLARS SHOULD NOT EQUATE TO LIVE IN POVERTY. THIS BILL OF RIGHTS IS OUR CATALYST TO ENSURING THEIR WAGES, WORKPLACE SAFETY AND RESPECT FOR OUR PROFESSION.
THESE ISSUES ARE GAINING NATIONAL ATTENTION.
I HAD THE PRIVILEGE TO SPEAK ON THESE ISSUES THIS PAST MONDAY AT A SENATE PRESS CONFERENCE WITH SENATOR MARKEY FROM MASSACHUSETTS.
HE PUT FORWARD A RESOLUTION FOR A NATIONAL PARAPROFESSIONAL AND EDUCATIONAL SUPPORT STAFF, BILL OF RIGHTS TO END POVERTY LEVEL WAGES, INCREASE BENEFITS AND ENSURE WORKPLACE SAFETY. ON BEHALF OF THE MEMBERS I AM ASKING YOU THE CALVERT COUNTY BOARD OF EDUCATION TO ENDORSE OUR BILL OF RIGHTS AND THE EES PIECE OF SEE C.P.S. BY RESPECTING OUR SKILLS AND VITAL CONTRIBUTIONS TO STUDENT WELL-BEING AND SCHOOL CLIMATE. THE MSC ABE ESP BILL OF RIGHTS HAS BEEN ENDORSED BY PREVIOUS MAILING STATE SUPERINTENDENT, THE 2022 AND 23 MARYLAND
[00:30:01]
TEACHERS OF THE YEAR, THE 2022 AND 23 ESP'S OF THE YEAR AS WELL AS HUNDREDS OF ESP SCHOOL STAFF AND COMMUNITY MEMBERS FROM AROUND THE STATE. YOUR ENDORSEMENT WILL SHOW OUR HARD-WORKING ESP'S THAT YOU SEE THEM AND THAT YOU'RE WILLING TO ACT TO MAKE CERTAIN THAT OUR CAREERS ARE EXPECTED AND VALUED.THANK YOU FOR YOUR TIME. >> THANK YOU FOR YOUR
COMMENTS. >> OUR NEXT SPEAKER IS
MEGAN KLEIN. >> GOOD EVENING MEMBERS OF THE BOARD I AM MEGAN KLEIN AND EIGHTH-GRADER AT WINDY HILL MIDDLE SCHOOL.
I'M HERE REPRESENTING WINDY HILL AND THE STUDENTS FOR POSITIVITY PROGRAM FIRST I WOULD LIKE TO THANK YOU FOR GIVING MY PEERS AND I THIS OPPORTUNITY. I BEEN ENROLLED AND SEE C.P.S. FOR THREE YEARS NOW.
OVER THE PAST FEW YEARS I'VE BEEN EXTREMELY PLEASED WITH MY EXPERIENCE HERE.
I JOINED SEVERAL ATHLETIC PROGRAMS INCLUDING BASKETBALL, VOLLEYBALL AND TRACK AND FIELD. I ALSO PARTICIPATED IN ACTIVITIES SUCH AS DRAMA, ORCHESTRA AND MATH, ENGINEERING, SCIENCE AND ACHIEVEMENT.
THROUGHOUT ALL THESE ACTIVITIES I'VE SEEN THE GREAT TALENT OF SEE C.P.S. STAFF AND STUDENTS IN THE WORK THAT THEY PUT FORWARD TO CREATE POSITIVE ENRICHING EXPERIENCES.
IN THE ATHLETIC DEPARTMENT WE ARE CONSTANTLY CHALLENGED TO IMPROVE AND BE COMPETITIVE WHILE STILL LEARNING THE IMPORTANCE OF TEAMWORK AND SPORTSMANSHIP.
THE PERFORMANCE ARTS HAVE BEEN INFLUENTIAL IN MY LIFE THE MUSIC CLASS OPPORTUNITIES HAVE BEEN IMPORTANT FOR ME THROUGHOUT MY EDUCATION.
THE PAST FEW YEARS I HAVE TAKEN CLASSES THAT INSPIRE ME TO KEEP PRACTICING AND LEARNING MUSIC WHICH IS DEVELOPED INTO A COVID MECHANISM IN A WAY FOR ME TO EXPRESS MYSELF.
RECENTLY I'VE ALSO HAD THE PLEASURE OF PARTICIPATING IN THE COUNTY NO SCHOOL ORCHESTRA WHICH WAS A WONDERFUL AND EXPIRING EXPERIENCE FOR ME AND MANY OF MY PEERS.
WINDY HILL MILLS DRAMA PROGRAM IS EXTREMELY POPULAR AMONG STUDENTS DRAWING 97 PARTICIPANTS FOR LAST YEAR'S PERFORMANCE OF ANY JUNIOR. AS A MEMBER OF THE CAST I FOUND PREPARATION AND PRODUCTION OF THE SHOW TO BE HIGHLY ENGAGING IN A FANTASTIC WAY TO BUILD COMMUNITY. MY ACADEMIC EXPERIENCE HAS BEEN JUST AS PROFITABLE IN EDUCATIONAL. THROUGH MY PARTICIPATION IN WENDING HILLS PROGRESS PROGRAM I MADE MANY FRIENDS. THE SPECTACULAR TEACHERS AT WINDY HILL MIDDLE SCHOOL HAVE SUPPORTED ME IN ALL MY ENDEAVORS INCLUDING NATIONAL HISTORY FAIR AND NATIONAL JUNIOR HONOR SOCIETY. SEE C.P.S. HAS OPENED MANY INCREDIBLE OPPORTUNITIES FOR ME AND MY PEERS AND I'M GRATEFUL FOR ALL THAT THE DISTRICT HAS DONE TO IMPROVE HER EDUCATIONAL
EXPERIENCE, THANK YOU. >> THANK YOU FOR YOUR
COMMENTS. >> THAT CONCLUDES OUR

[7.01 Policies for Review]
FRIENDS. THANK YOU.NOW WE MOVE INTO ACTION ITEMS ON THE AGENDA.
THE FIRST IS POLICIES FOR REVIEW I WILL CALL UP DOCTOR JOHNSON FOR REVIEW 1620 PIA REQUEST.
>> AN AFTERNOON THIS IS CLAGETT, DOCTOR COUNCIL MEMBERS OF EDUCATION I AM SUSAN JOHNSON THE CHIEF ACADEMIC OFFICER. TODAY AND PRESENTING NEW POLICIES 1620 PUBLIC INFORMATION REQUEST, WE REVIEWED THIS POLICY AND HAVE NO SPECIFIC EDIT OF
THIS TIME. >> COLLEAGUES DO YOU HAVE ANY COMMENTS OR QUESTIONS.
>> I WAS RESPONDING TO THE REQUEST THAT WE GOT VIA E-MAIL THAT SAID IS IT POSSIBLE TO BE A LITTLE BIT MORE SPECIFIC OF WHAT TIMELY MANNER MEANS WAS SOMETHING AS PERHAPS A SUGGESTION WITH THE GOAL OF 30 DAYS WITH THE CAVEAT THAT SOMETIMES A REQUESTER IS INVOLVED THAT WILL TAKE US LONGER OR THAT WE'VE HAD 12 AT ONE TIME TO
PUT IN SOME ORDER. >> BY LAW WE ARE REQUIRED TO RESPOND TO PIA'S AND 30 DAYS SO THAT IS THE GOAL THAT WE HAVE TO RESPOND BY 30 DAYS, THERE ARE TIMES DEPENDING ON THE NUMBERS, THE PERSON THAT HANDLES THE PIA'S MAY REACH OUT EITHER BY PHONE OR BY LETTER TO LET THEM KNOW THAT THERE MIGHT BE SOME DIFFICULTY ETTING THE INFORMATION IN THAT TIMEFRAME BUT WE
[00:40:01]
CERTAINLY CAN ADD ANY INFORMATION TO PUT IN THIS POLICY FOR CLARIFICATION OF THAT>> THAT WAS CUTTING MY QUESTION ACTUALLY.
AND I WAS LOOKING IN THE MINISTRY TO PRACTICE IF THEY CALL THAT OUT. I AGREE I THINK WE CAN CHANGE A LITTLE BIT OF THE LANGUAGE TO MAKE IT MORE SPECIFIC AND ONLINE WITH WHAT THE REGULATION IS. BUT IT DOES LOOK LIKE THERE IS INFORMATION SPECIFICALLY ABOUT WHAT THOSE REQUESTER AND THE PRICE A REASONABLE TIME WITHIN TODAY'S RECORD AND THE ADMINISTRATIVE PROCEDURE PART. I WAS JUST LOOKING AT
>> I WOULD GIVE CREDIT TO JOSEPH FOR SUGGESTING THAT. HIS SUGGESTION WAS TO HAVE IT DEFINE WHERE THE DEFINITION IS.
IN AGENCY IS NORMALLY EXPECTED TO COMPLY WITH THE PIA WITHIN 30 DAYS BUT THERE MAY BE INSTANCES WHERE AN AGENCY NEEDS ADDITIONAL TIME TO LOCATE AND REVIEW THE REQUESTED RECORDS. COULD THAT BE ADDED TO
THE DEFINITION? >> WE COULD ADD WHAT THE
BOARD WOULD LIKE. >> I HAVE A QUESTION FOR YOU MS. GRENIS. WHAT IS REDEFINING WHEN
YOU READ THAT. >> A TIMELY MANNER.
>> EVEN THOUGH IT SPELLED OUT IN THE LAW WE NEED TO DEFINE TIMELY MANNER?
>> WHAT IS WRITTEN IN A TIMELY UNLAWFUL MANNER.
THAT FRAGMENT COULD BE DEFINED.
>> SO YOU'RE DEFINING TIMELY UNLAWFUL MANNER
BY WHAT YOU JUST STATED? >> YES.
>> THAT IS UP FOR CONSIDERATION, MEMBERS, COLLEAGUES HOW YOU FEEL ABOUT THAT?
>> THIS IS JUST FOR REVIEW CORRECT?
CONSIDERING A REQUIREMENT OF A DATABASE OF ALL OF THESE REQUEST TO GIVE OUT AFTER MAY CONFERENCE, HOWARD COUNTY HAS A WONDERFUL WEBSITE WHERE YOU CAN SEE ALL THE REQUEST AND IS COMPLETELY TRANSPARENT.
WOULD MAY BE A REQUIREMENT OR SUGGESTION OF THE LIMITATION OF THAT AND SEE C.P.S. BE INCLUDED IN THIS POLICY OR WOULD BE INCLUDED IN THE PROCEDURE?
>> WHATEVER THE BOARD WOULD PREFER IS WHAT WE COULD DO WE COULD PUT IN THE PROCEDURE I WOULD LIKE TO CLARIFY WE HAVE ONE PERSON THAT HANDLES PIA'S, THEY COME INTO THE OFFICE AND THEY ARE TRACKED SO THE LOGIN AND WHILE IT MIGHT NOT BE ELECTRONICALLY THERE IS A PROCESS FOR LOGGING THE PIA'S AND THEN THE RESPONDED AND GET DELIVERED TO THE DIRECTOR OF THE DEPARTMENT THAT IS RESPONSIBLE FOR RESPONDING TO THE PIA'S AND THE PERSON IS FOLLOWING UP WITH THOSE PEOPLE TO MAKE SURE THEY'RE GETTING THE INFORMATION IN A TIMELY
>> INAUDIBLE. >> MS. MAXEY COMMENTED WERE THOSE WHO CANNOT HEAR HER BECAUSE SHE DID NOT HAVE A MICROPHONE. HOWARD COUNTY HAS A FULL-TIME PERSON THAT DOES PIA'S.
HER RECOMMENDATION UNTIL WE HAVE SOMEONE WHO IS FULL-TIME DOING PIA'S, THE CONSIDERATION FOR ADDING IT TO THE POLICY NOT BE UNDERTAKEN.
COLLEAGUES, HOW DO WE FEEL ABOUT THE TWO
SUGGESTED REVISIONS? >> I WOULD LIKE MORE TIME TO CONSIDER AND DISCUSS HOW WE DO IT NOW. ESPECIALLY WHEN WE GET A
HUGE BACKLOG OF PIA'S. >> I NEED TO UNDERSTAND
HOW THE PROCESS WORKS. >> ARE YOU MAKING A MOTION TO TABLE REVIEW OF THIS POLICY UNTIL WHICH TIME COLLEAGUES HAVE TIME TO REVIEW PROCESS, PROCEDURE AND FURTHER REVISION OF THE
OKAY. >> I HAVE A MOTION TO TABLE THIS POLICY ON THE FLOOR, IS THERE A
>> IS THERE DISCUSSION? >> HEARING ON.
ANY OPPOSED? THIS POLICY IS TABLE FOR FUTURE DISCUSSION. NEXT WE WILL MOVE IN TO POLICY 2910 MS. JACOBS 2910 IS REGARDING MUSIC
ACTIVITY. >> GETTING UNDER GOOD
[00:45:14]
AFTERNOON PRESIDENT CLAGETT, DOCTOR TOWNSEL AND BOARD OF EDUCATION I AM JACKIE JACOBS OF PERFORMANCE, IMPAIRED TO PRESENT 2910.REGARDING THE ORGANIZATION ADMINISTRATION OF MUSIC ACTIVITIES AMONG SECONDARY SCHOOLS AT CALVERT, CHARLES AND ST. MARY'S.
THIS POLICY SUPPORTS THE COMBINED EFFORTS IN PROVIDING ACTIVITIES FOR OUR BAND, ORCHESTRA AND CHOIR STUDENTS. THIS POLICY HAS BEEN REVIEWED OR WERE RECOMMENDING ONE SMALL WORD CHANGE IN THE POLICY STATEMENT.
REMOVING THE WORD BETTER AND REPLACING IT WITH HIGH QUALITY. THE REASONING FOR THE WORDING CHANGE, TRI-COUNTY ENSEMBLES ARE NOT BETTER BUT THE AIM TO PROVIDE A UNIQUE EXPERIENCE PA PULLING RESOURCES AND STUDENTS FROM ALL COUNTIES. THE POLICY STATEMENT WOULD NOW READ THE CALVERT COUNTY BOARD OF EDUCATION RECOGNIZES THAT MUSIC IS AN IMPORTANT PART OF THE TOTAL EDUCATION PROGRAM.
IF FURTHER BELIEVES IT CAN OFFER HIGH-QUALITY EXTRACURRICULAR VOCAL IN ITS TERMINAL PROGRAMS THROUGH A UNITED AND COOPERATIVE EFFORT WITH CHARLES AND ST. MARY'S COUNTIES.
THUS THE BOARD OF SUPERINTENDENT TO ENSURE THAT CALVERT COUNTY PUBLIC SCHOOLS IS REPRESENTED IN A SOUTHERN MARYLAND MUSIC CONFERENCE AS MMC AND FULLY PARTICIPATES IN THE PROCESS OF WRITING AND ADMINISTRATING AS MMC RULES AND REGULATIONS.
AT THIS TIME, ARE THERE ANY QUESTIONS.
>> HEARING NINE, MS. JACOBS WITH THE EXCHANGE OF THAT WORD FROM BETTER TO HIGH-QUALITY, I FEEL HIGH-QUALITY DOES NEED TO BE DEFINED IN THIS POLICY.
I WOULD ASK THAT MY COLLEAGUES CONSIDER SUPPORTING THAT REVISION.
I THINK I AM COMFORTABLE WITH STUFF COMING UP WITH THE DEFINITION AND PLACING IT IN THE POLICY AND POSTING FOR 30 DAYS. I WILL ASK MY COLLEAGUES
IF THEY SUPPORT THE. >> PUTTING INTO
>> OKAY THANK YOU. THAT DEFINITION WILL BE ADDED IN THE POLICY WILL BE POSTED FOR A 30 DAY
>> NEXT WE WILL MOVE TO POLICY 3915, AUTOMATIC EXTERNAL DEFIBRILLATOR. CONGRATULATIONS TO YOU.
>> GOOD AFTERNOON PRESIDENT CLAGETT, DOCTOR TOWNSEL, MEMBERS OF THE BOARD MY NAME IS MOLLY WANAMAKER, SUPERVISOR AND STUDENT SERVICES. WITH ME TODAY IS LARRY TITUS, COMMUNITY SPECIALIST AND SAFETY SPECIALIST. I DIDN'T GET THAT QUITE RIGHT, COMMUNITY RESOURCE AND SAFETY SPECIALIST. WE ARE HERE TODAY REGARDING POLICY 3915 WHICH IS THE MANAGEMENT AND ADMINISTRATION OF AEDS ON SCHOOL PROPERTY.
THE ONLY RECOMMENDATION THAT WE ARE MAKING AT THIS TIME IS TO ADD MIDDLE SCHOOLS TO THE PURPOSE AS THAT HAS CHANGED IN THE LAW AND WE ARE CERTAINLY OPEN TO ANY QUESTIONS.
>> ANY QUESTIONS? >> IS THERE REASON ELEMENTARY IS NOT INCLUDED IN THAT?
>> IT IS NOT REQUIRED BY LAW FOR THEM TO BE IN ELEMENTARY SCHOOLS ALTHOUGH WE DO HAVE THEM
IN ALL OF OUR BUILDINGS. >> TODAY HEAR YOU
CORRECTLY. >> ARE NOT REQUIRED BY LAW AT THE CURRENT TIME BUT CALVERT COUNTY PUBLIC SCHOOL HAVE HAD THEM IN ALL BUILDINGS
FOR MANY YEARS. >> THEORETICALLY WE COULD PUT IT IN OUR POLICY THAT WE WANT THEM
IN EVERY SCHOOL. >> IF YOU WISH.
>> WHY NOT? >> I WOULD LIKE TO SEE
IT IN THEIR. >> I WOULD DEFINITELY SUPPORT THAT. THAT WAS MY QUESTION IS THERE IN ALL BUILDINGS I FEEL LIKE MY POLICY SHOULD INCLUDE ELEMENTARY, MIDDLE AND HIGH. I THINK WE CAN ALSO ELIMINATE THAT WORD AT A MINIMUM AND SAY PROGRAM AND ALL CALVERT COUNTY PUBLIC SCHOOL.
>> INCLUDING CALVERT COUNTY COUNTRY SCHOOL.
>> THERE'S ALSO ONE IN THIS BUILDING.
>> I THINK THE IMPORTANCE OF OUR STAFF, VISITORS AND STUDENTS IS MORE IMPORTANT THAN NOT.
>> 'S OR ANY ACCESS SUPPORTING EVENTS AT THE FIELD HOUSES OR ANY OF THE FIELDS ALSO?
[00:50:06]
>> INAUDIBLE. >> MR. TITUS PLEASE SPEAK INTO THE MICROPHONE.
THANK YOU. >> THERE ARE AEDS AVAILABLE AS WELL AS PE EVENTS BUT IN THE
FIELDHOUSE OR GYMNASIUM. >> THANK YOU.
>> WHILE THERE ARE AEDS OUR STAFF TAUGHT TO USE THEM? HOW ARE FOLKS TRAINED ON USE? TO ME IT WOULD BE IMPORTANT TO NOT JUST HAVE INSTRUCTIONS SHOULD THERE BE AN EVENT WHERE ONE NEEDS TO BE USED BUT WE NEED TO KNOW HOW TO USE THE UNITS.
>> CURRENTLY ALL OF OUR MINISTRY YEARS TO TRAIN SAFETY ADVOCATES, PHYSICAL EDUCATION, TEACHERS AND COACHES ARE TRAINED AS WELL AS BACKUP. THE WHOLE STAFF ARE NOT TRAINED AND COACHES AS WELL.
>> GREAT, THANK YOU. >> HAVE A QUESTION.
>> MS. HAYES. >> IN THE POLICY STATEMENT IT SAYS THEY WILL HAVE AN INDIVIDUAL TRAINED SO SUGGESTING ONE PERSON BE REQUIRED TO BE TRAINED FOR MIDDLE OR HIGH SCHOOL.
>> WILL MULTIPLE PEOPLE TRAINED, NOT JUST ONE.
>> I'M JUST CLARIFYING THE SPECIFIC WORDING OF THE POLICY SAYS AN INDIVIDUAL MEANING ONE PERSON NEEDS TO BE TRAINED.
>> I BELIEVE THE LAW REQUIRES A MINIMUM OF ONE PERSON IN EACH BUILDING TO BE TRAINED.
SUGGESTION. >> COULD WE POSSIBLY INCREASE THAT NUMBER FOR STUDENT SAFETY.
WERE NOT CONSTANTLY GUARANTEED THAT THERE'S GOING TO BE SOMEBODY TRAINED AND ALL OF HER SPORTING EVENTS THERE MAY BE AN ISSUE THAT ARISES FOR PERSONNEL TRAINED IN ADMINISTERING THIS OR STUDENTS GUARANTEED TO BE A LITTLE BIT SAFER TO BE NECESSARY.
>> DID I WORRY THAT CORRECTLY?
>> COLLEAGUES ARE WE SUPPORTING MS. HAYES
RECOMMENDED UPDATE? >> I THINK THAT'S AN AMAZING SUGGESTION AND THOSE ARE REALLY DESIGNED THAT THEY PROVIDE SPECIFIC INSTRUCTIONS FOR AN INDIVIDUAL TO USE THEM BUT BEING FOR MILLION UNDERSTATING HOW THEY WORK AND HOW HAVING A TRAINING MIGHT BE EFFICIENT EVERYBODY. THANK YOU FOR THAT
SUGGESTION. >> ALL OF US INDIVIDUALS ARE CERTIFIED UNDER AN UMBRELLA.
>> I THINK TO MEET MS. HAYES RECOMMENDATION MAYBE WE SHOULD LISTEN TO POLICY, WHO IS CERTIFIED WITHIN THE SCHOOL SYSTEM ON USING THE UNITS. THAT WAY THE POLICY DOES NOT STATE THAT WE HAVE THE EXPECTATION THAT ONE PERSON BE TRAINED BUT IN EXPECTATION THAT THERE ARE MULTIPLE INDIVIDUALS WHO ARE TRAINED AND CERTIFIED. I THINK STAFF CAN ACCOMPLISH THAT REVISION AND ONCE IT'S DONE WE CAN POST THE 30 DAY REVIEW.
>> FOR CLARIFICATION YOU WOULD LIKE SPECIFIC
GOALS LISTED? >> I THINK WE SHOULD SPELL OUT WHO IN THE SCHOOL SYSTEM IS TRAINED IN THE USE OF THE UNITS. WHO ARE TRAINED AND CERTIFIED IN THE AED UNITS.
THOSE INDIVIDUALS SHOULD BE OUR MINIMUM OF WHO ARE TRAINED AND CERTIFIED.
NOT SAYING WE CAN'T EXPAND BECAUSE I BELIEVE I DID HEAR THE ALL OF OUR STAFF MEMBERS SHOULD KNOW HOW TO USE AN AED BECAUSE WE NEVER KNOW WHAT'S GOING TO HAPPEN AND IT'S MORE IMPORTANT TO SAVE A LIFE THAN TO NOT SAVE A LIFE.
I THINK WE NEED TO HAVE IN OUR POLICY THAT ARE EXPECTATION IS MORE THAN ONE PERSON AND SHOULD KNOW HOW TO USE THE UN UNIT.
>> TO ADD TO THAT WHOEVER WERE DESIGNATING WILL THAT BE CONSISTENT FROM SCHOOL TO SCHOOL AS ADMINISTRATOR OR A PE TEACHER OR WHATEVER THE CASE MAY BE WITHOUT BE SOMETHING YOU WOULD CONSIDER AS WELL GENERALLY IF IT'S A SIGN THAT WAY IF FOR SOMEBODY TO LEAVE IT WOULD BE IDENTIFIABLE TO BE REPLACEMENT TRAINING OR
SOMEBODY NEW DESIGNATED. >> WE CAN CERTAINLY DISCUSS WHAT THAT SPECIFIC LANGUAGE WOULD LOOK LIKE WE MAY WANT TO CONSIDER KIND OF GIVING A RANGE OF PEOPLE BECAUSE PEOPLE COME AND GO SOMETIMES AND WE DON'T WANT TO DESIGNATE A SPECIFIC GOAL IF THAT CHANGES IN SOMEBODY ELSE IN THE BUILDING AND ONE OTHER PERSON IN THE BUILDING IS TRAINED. IF WE CAN CONSIDER WHAT THAT LANGUAGE MIGHT LOOK LIKE AND GET THAT BACK
TO YOU. >> THAT WOULD BE FINE IF
[00:55:01]
WE NEED TO BRING THE POLICY BACK FOR FURTHER DISCUSSION ON THE FUTURE AGENDA WE COULD DO THEALSO BEFORE WE POST. >> ESPECIALLY WITH COACHING STAFF WITH DIFFERENT SPORTS WITH CROSS-COUNTRY AND THINGS LIKE THAT THAT WOULD BE A LOW HANGING FRUIT BECAUSE THEY ME ALL THE TIME. I THINK WHAT THE MODEL IS LIKE THEY TALK YOU THROUGH BUT UNTIL YOU PUT YOUR HANDS ON AT ONE TIME IS DEFINITELY MORE PRESSURE IN SHOULD BE AN OPPORTUNITY TO PERJURE
HANDS ON IT. >> THANK YOU SO MUCH.
LASTLY POLICY SEVEN ZIP EIGHT.
MR. NAVARRO. >> GOOD AFTERNOON PRESIDENT, DOCTOR COUNCIL BOARD OF EDUCATION ON THE CHIEF OPERATION OFFICER.
TODAY I'M PRESENTING POLICY STATEMENT 78, BOARD OF EDUCATION REGARDING MINORITY BUSINESS ENTERPRISE PROCEDURE FROM STATE-FUNDED SCHOOL CONSTRUCTION PROJECTS.
778 PROVIDES LEGAL GUIDANCE TO ENSURE THE CALVERT COUNTY PUBLIC SCHOOLS IS IN COMPLIANCE WITH THE MARYLAND STATE LAW TO MINORITY BUSINESS ENTERPRISE PARTICIPATION WITH STATE-FUNDED CONSTRUCTION PROJECTS. AS SUCH WERE RECOMMENDED NO CHANGES TO THE POLICY WHICH CAN BE POSTED FOR
THE NEXT 30 DAYS. >> COLLEAGUES, ANY QUESTIONS, CONCERNS? SEEING ON THE POLICY WILL BE POSTED FOR A 30 DAY REVIEW, THANK YOU.
[7.02 Bid Approvals]
>> NEXT WE MOVE INTO BID APPROVALS, MR. JOHNSON.
>> GOOD AFTERNOON PRESIDENT CONGER, DOCTOR COUNCIL AND MEMBERS OF THE BOARD I AM SCOTT JOHNSON THE CHIEF FINANCIAL OFFICER WE HAVE ONE PROCUREMENT REQUEST FOR YOUR CONSIDERATION. CANDY ANDERSON IS JOINING ME FOR TODAY'S REQUEST WHICH IS TO REQUEST FORWARD APPROVAL FOR THE WORDED OF SIGNED LANGUAGE SERVICES. CALVERT COUNTY PUBLIC SCHOOLS FOR SIGN LANGUAGE INTERPRETER SERVICES THROUGH THIRD-PARTY VENDORS TO CAPACITY OF IMPORTANT AN AS-NEEDED BASIS.S ON- THIS PAST SEPTEMBER CALVERT COUNTY PUBLIC SCHOOLS ISSUED AN INVITATION TO BID TO SOLICIT PROPOSALS FROM ALL FIVE CONTRACTORS TO PROVIDE SIGN LANGUAGE INTERPRETER SERVICES FOR ELIGIBLE STUDENTS PER THEIR INDIVIDUAL EDUCATION PLAN. PROPOSALS WERE ACCEPTED FROM BIDDERS AFTER THE 3:00 O'CLOCK P.M.
DEADLINE ON OCTOCTOBER 24, 2023.
EIGHT VENDORS SUBMITTED PROPOSALS, THE CONTRACT PERIOD IS THROUGH JUNE 30, 2024 THE REST OF THIS FISCAL YEAR WITH THE OPTION TO RENEW FOR TWO ADDITIONAL ONE-YEAR PERIODS BASED ON THE REVIEW OF THE RESULTS PRESENTED ON THE RECOMMENDATION MEMO WE RESPECTFULLY RECOMMEND THAT THE BOARD CONTRACTS FOR SIGN LANGUAGE INTERPRETERS TO THE FIRMS INDICATED WITHIN THE MEMO FUNDING FOR THE SERVICES WILL BE THROUGH
THE GENERAL FUND. >> MOVED TO APPROVE.
>> SECOND. >> THERE IS A MOTION, ANY SOCKET FOR THE APPROVAL OF THE SIGN LANGUAGE INTERPRETER CONTRACT, ARE THERE ANY QUESTIONS OR DISCUSSIONS OR CONCERNS.
>> MS. POST. >> I SEE A NUMBER OF THEM HERE, HOW WHEN YOU ARE REQUESTING FOR SERVICES DO YOU DETERMINE WHICH ORGANIZATION THAT YOU USE OR WHICH BUSINESS
CLARIFYING QUESTION. >> YOU MEAN AFTER THIS
IS APPROVED. >> WHEN YOU NEED AN
INTERPRETER. >> WE SEND THE INFORMATION TO ALL OF THEM AT ONE TIME AND THEY SUBMIT RESUMES OF THE FOLKS AND WE INTERVIEW THEM TO MAKE SURE THE WORK WITH THE STUDENT OR IN THE SITUATION WERE LOOKING FOR AND WHEN WE FIND THE RIGHT MATCH.
EVERYBODY IS AN EQUAL OPPORTUNITY.
>> MS. HAYES. >> OF A FOLLOW-UP QUESTION DOES NOT PROCESS HAVE A FAST TURNAROUND OR IS THE STUDENT LEFT WITH OUT AN INTERPRETER FOR AN EXTENDED PERIOD OF TIME.
>> WE KNOW WHEN AN INTERPRETER IS LEAVING FOR SOME REASON WE TRY TO MOVE AHEAD OF TIME BUT THERE ARE TIMES TO STUDENTS THAT MOVED IN THAT THERE MIGHT BE SOME LAG.
[01:00:01]
WE HAVE A FAIRLY QUICK TURNAROUND AND SOME OF THE PROVIDERS PROVIDE FOR US AND THE TURNAROUND IS FAIRLY QUICK AND ARE E-MAILING ME IN BETWEEN SAYING I HAVE RESUMES FOR THESE KIND OF FOLKS IN THE BACK OF YOUR MIND YOU KNOW WHAT'S OUT THERE. STUDENTS CAN MOVE IN AT ANY TIME AND REGISTERING TO PUT SERVICES AND A>> I HAVE A QUESTION THIS IS A ONE-ON-ONE FOR LONG-TERM FOR THE ENTIRE SCHOOL YEAR.
>> IN SOME CASES IT IS AND SOME CASES WE USE THESE FOR A SPECIFIC MEETING HERE AND THERE IF A FAMILY NEEDS INTERPRETING SERVICES AND THE STUDENT HAS IT SO WE USE IT FOR OTHER THINGS AS WELL BUT MOST CASES LONG-TERM.
>> HOW DID WE GO FROM EIGHT PROPOSALS TO THE FIVE THAT WE SEE BEFORE US TODAY.
>> THAT'S WHAT I THOUGHT THE FIRST QUESTION WAS THAT'S WHY CLARIFIED SOME OF THE VENDORS DID NOT FOLLOW THE PARAMETERS THAT WE PUT IN THE BID, TO GIVE YOU ONE EXAMPLE WE SAID WE WOULD NOT PAY MILEAGE THAT NEEDED TO BE INCLUDED IN YOUR FIGURE AND ONE PLACE GAVE US A RATE. IF YOU DO NOT FOLLOW THE PROCESS WE JUST REMOVED YOU.
>> DO WE HAVE DOCUMENTED INTERNAL PROCEDURES TO DOCUMENT THE STEPS TAKEN TO DETERMINE WHICH ONE OF THE VENDORS WE WOULD CHOOSE FROM THE SHORT
LIST WHEN AWARDING. >> THAT MIGHT BE A SCOTT QUESTION. I WORK WITH SHELDON WERE PRETTY CONSISTENT WITH OUR INTERACTION.
>> I'M MORE OR LESS ASKING WHAT WE NEED TO PROVIDE SERVICES THROUGH STUDENT AND YOU REACH OUT GET THE RESUMES FROM EVERYONE.
IS THAT PROCESS DOCUMENTED? SO WE CAN ENSURE THAT WERE BEING CONSISTENT WITH WHAT WE ARE DOING AND NOT JUST SAYING WILL PAY THE 83-DOLLAR PROVIDER BECAUSE IT MAY BE SOMEBODY SOMEBODY KNOWS OR WILL PAY THE $60 PROVIDER BECAUSE THERE BELOW US.
I'M CONCERNED ABOUT THE CONSISTENCY AND CONTINUITY AND HOW WE ARE DOING THINGS.
>> I HAVE A WRITTEN PROCEDURE BUT I HAVE A SINGLE PERSON THAT DOES IT AND SHE'S ABLE TO SHOW YOU THE ELECTRONIC COMMUNICATION ON ALL OF THIS IN THE INTERVIEW IS HOW WE DETERMINE IF THERE'S MULTIPLE RESUMES FROM MULTIPLE SOURCES THE INTERVIEW OF THE STUDENT IS ULTIMATE
DECISION. >> OKAY I'M GOING TO DROP THE RECOMMENDATION TO MR. JOHNSON.
I THINK WE HAVE THESE CONTRACTS WITH MULTIPLE COMPANIES WHO ARE ON A SHORT LIST WE NEED TO DEVELOP AN INTERNAL PROCEDURE THAT IS PART OF A MANUAL TO SHOW HOW WE ARE CHOOSING WHO FROM THE SHORT LIST THAT WERE CHOOSING AND REQUIRING THE CHOICE BE DOCUMENTED AND HOW WE WENT THROUGH THE STEPS SO IF THERE IS QUESTIONS IN THE FUTURE THERE IS AN EXPLANATION AS TO WHY SOMEONE WAS CHOSEN OVER SOMEONE ELSE.
>> THANK YOU. >> ANY OTHER QUESTIONS
OR CONCERNS. >> WE HAVE A MOTION ON THE FLOOR TO APPROVE THE AWARDING OF THE SIGN LANGUAGE INTERPRETER CONTRACT AND A PROPER MOTION. SEE NO FURTHER DISCUSSION, THOSE IN FAVOR.
>> THE NEXT ITEM IS ALSO A BID PROPOSAL FOR SIGN LANGUAGE BID BACKUP OR IS THAT THE BACKUP DOCUMENTATION. I APOLOGIZE.
[7.03 Financial Reports]
MOVING INTO FINANCIAL REPORTS.>> TODAY ALL PRESENT THE SEPTEMBER FINANCIAL REPORT AND NEWLY DEVELOPED FINANCIAL REPORTS. THE FIRST REPORT IS A REVENUE BUDGET TO ACTION REPORT FOR THE GENERAL FUND AS OF SEPTEMBER 30 THE DISTRICT RECEIVED OVER $65 MILLION FOR 24% OF THE TOTAL REVENUE BUDGET FOR THIS FUN. THE NEXT FEW REPORTS ARE ALL EXPENDITURE REPORTS FROM THE GENERAL FUND.
FIRST EXPENDITURE IS AN EXPENDITURE REPORT SUMMARY BY OBJECT AND TYPE OF EXPENDITURE ACCOUNTS SUCH AS WAGES, CONTRACTED SERVICES, SUPPLIES, ET CETERA. THIS SABRINA REPORT FOR THIS BENEFIT. THIS REPORT PROVIDES BIRDSEYE REVIEW OF THE BUDGET TO COMPARISON OF THESE BUDGET CATEGORIES AND OBJECTS.
THE SECOND EXPENDITURE SUMMARY REPORT IS SIMILAR TO THE FIRST REPORT EXCEPT IT SHOWS THE AMOUNT BUDGETED EXPENDED AND UNCOVERED FOR EACH OF THE BUDGET CATEGORIES.
IT HAS BY WAGES, CONTRACTED SERVICES, SUPPLIES WITHIN EACH OF THE BUDGET CATEGORIES.
[01:05:02]
THIS EXPENDITURE REPORT IS A SUMMARY REPORT BUT IS MORE GRANULAR THAN THE PREVIOUS REPORT IT IS A NEW REPORT AND IT MAKES IT EASY TO COMPARE THE BUDGET WITH ACTUAL DATA WITHIN EACH BUDGET CATEGORY. A LITTLE MORE GRANULAR BASIS THAN SIMPLY ON A CATEGORY BASIS.THE THIRD EXPENDITURE REPORT IS A DETAILED EXPENDITURE REPORT THE MOST DETAILED OF THE EXPENDITURE REPORT INCLUDED IN THE REPORT PACKAGE IN THIS REPORT THAT WAS INCLUDED IN PREVIOUS YEARS FINANCIAL REPORTS.
THE NEXT TWO REPORTS ARE FROM A FOOD SERVICE FUND AND THESE ARE INCLUDED IN THE CONSENT AGENDA THESE ARE NEW WORDS TO SHOW THE AMOUNT OF REVENUE BUDGETED FOR THE FOOD SERVICE FUND AND ALSO THE EXPENDITURE BUDGET VERSUS ACTUAL FOOD SERVICE FUND. THIS CONCLUDES THE PRESENTATION THAT I WOULD BE HAPPY TO RESPOND TO ANY QUESTIONS YOU MIGHT HAVE.
>> COLLEAGUES, QUES QUESTIONS.
>> INAUDIBLE. >> ON THE VERY FIRST PAGE COMP AND TRAN WHAT HIS.
>> THAT IS FOR THE COMPENSATION STUDY AND ANTICIPATED PEOPLE TRANSPORTATION SERVICE
CONSULTING STUDY. >> I ALSO WENT THROUGH THIS AND FOUND SEVERAL TIMES WERE ASSESSED CONTRACTED SERVICES. I'M WONDERING DOES SEEM SO BROAD CONTRACTED SERVICES.
I KNOW A MONTH OR TWO AGO WE RECEIVED SOMETHING IN HER E-MAIL I SEARCHED AND SEARCHED AND COULD NOT FIND IT AGAIN.
I REMEMBER FROM CAPITAL NEW SERVICE WHICH IS A RELIABLE RESOURCE AND IT WAS AN ARTICLE ON CONTRACTED VENDOR DATABASE.
AND IT SHOWED THE CONTRACT TO MAY IN THEIR DOLLAR AMOUNT UP TO THE YEAR 2022.
I STARTED RESEARCHING NONELECTED MONTGOMERY COUNTY SCHOOLS WHICH IS THE LARGEST POPULATION IN MARYLAND. THEY HAVE JUST OVER A MILLION PEOPLE LIVING IN MONTGOMERY COUNTY AND THEY SPENT $163,000 ON MAY.
WHEN ELECTRIC CALVERT COUNTY WHERE WE HAVE A POPULATION OF 94000 AND WE SPENT OVER 2 MILLION.
YOU KNOW WHAT THAT MONEY HAS BEEN USED FOR?
>> I WOULD BE HAPPY TO LOOK INTO THE ALSO TOP
OF MY HEAD. >> I WOULD BE HAPPY TO
LOOK INTO THAT. >> OKAY, I GUESS BUT I WOULD LIKE, I WOULD LIKE TO KNOW WHAT THAT MONEY IS BEING USED FOR. I WOULD ALSO LIKE TO KNOW WHAT THE BUDGET FOR THE CURRENT YEAR IS.
I WOULD LIKE THE ACTIVITY REPORT FOR THE CONTRACTED SERVICE ACCOUNT SHOWING THE EXPENDITURE DETAILS FOR 2022, THE WAY THIS IS LAID OUT WAS 2022, 23 WHICH OF THE LAST YEAR AND WHAT HAS OCCURRED THIS YEAR UNKNOWING.
>> IT'S A CLARIFICATION IN DIFFERENT DISTRICTS PURCHASE DIFFERENT TYPES OF SERVICES AND FOR INSTANCE WE PURCHASE OUR WORKERS COMPENSATION WHEREAS ANOTHER COUNTY MAY PURCHASE TO ANOTHER RESOURCE LIKE PROPERTY AND LIABILITY INSURANCE.
IT IS NOT NECESSARILY APPLES TO ORANGES IN COMPARISON OF US AND THAT OF ANOTHER COUNTY
FOR EXPENSES. >> OKAY, THAT'S WHAT I WOULD LIKE TO EXPENDITURE.
>> WHAT MIGHT BE GOOD IS TO ASK IF THEY CAN PROVIDE A LISTING OF US COMPARED TO OTHER COUNTIES. I DON'T KNOW FOR PRIVY TO THAT BUT IT MIGHT NOT HURT TO ASK.
>> MY INTEREST WHAT ARE WE SPENDING THE MONEY ON. IT MAY BE ONE-STOP, THAT'S JUST A LOT OF MONEY.
>> I DO BELIEVE A SIGNIFICANT PORTION OF THAT AND MOST IS FOR WORKER'S COMP. BETWEEN FIVE TO $600,000 IS FOR PROPERTY LIABILITY SIGNATURE INSURANCE BUT I'D BE HAPPY TO VERIFY
THE AMOUNTS. >> I WOULD JUST LIKE TO
SEE THE REPORT. >> IF I REMEMBER CORRECTLY AND THEY MIGHT BE THE ONES TO KNOW BUT IF A LAWSUIT IS FILED AGAINST THE BOARD OF
[01:10:03]
EDUCATION AND THEY HAVE REQUESTED REMUNERATION AND THERE'S A DOLLAR AMOUNT ATTACHED TO IT THEN THEY DO LEGAL WORK FOR US, IS THAT ACORRECT STATEMENT. >> THEY DO.
>> AS PART OF THE SCOPE OF COVERAGE, THEY DO.
>> RIGHT. >> SO LEGAL AS PART OF
THAT COST AS WELL. >> I FIND IT ODD BEING IN COMPARISON TO MONTGOMERY COUNTY THAT WERE SPENDING SIGNIFICANTLY MORE ARE WE HAVING NOT MANY LAWSUITS.
>> AS PART OF THE PARTICIPATION WE ARE IN A POOL FOR WORKERS COMPENSATION AND WERE ALSO IN A POOL FOR THE PROPERTY AND CASUALTY INSURANCE AND OTHER COUNTIES TO BE SELF-INSURED SO WE WORK WITH OTHER COUNTIES LIKE US IN THE POOLING OF RESOURCES.
>> THE COUNTIES PAY DIFFERENT AMOUNTS BASED
ON INVOLVEMENT. >> LET'S NOT BELABOR THE CONVERSATION. MS. GRENIS HAS ASKED HER CONVERSATION. I THINK WHEN THE DETAILS ARE PROVIDED IT WILL SATISFY WHAT SHE IS LOOKING FOR AND SHE WILL BE ABLE TO DO THE COMPARISONS AND IF SHE HAS ANY FOLLOW-UP QUESTIONS I BELIEVE SHE WILL ASK THEM.
>> TO HAVE ANY OTHER QUESTIONS.
>> I HAVE ONE LOOKING AT THE ACCOUNT CODES AND FORGIVE ME I THINK I'M ON PAGE SEVEN.
I'M JUST CURIOUS I KNOW IN PREVIOUS CONVERSATIONS YOU MENTIONED YOU ATTEMPTED TO INTRODUCE AN OBJECT CLASS CODE TO MAKE IT EASIER. WHEN I'M LOOKING AT THIS ACCOUNT SINCE ONE OR TWO DASHES WERE ONE IS THAT FOR DIGIT YOUR OBJECT CLASS OR WHAT DOES THAT
REPRESENT. >> THE 102 REPRESENTS IN THE ONE HUNDREDS REFERS TO WHAT WAGES AND SALARIES IN 200 IS CONTRACTED SERVICES.
DOES THAT AND TO YOUR QUESTION.
>> THE 102, WHAT DO THE LAST 4189, WHAT DOES
THAT REPRESENT? >> I CAN PROVIDE MORE DETAIL ON THE SPECIFIC TYPE OF OBJECT IN IT FURTHER DEFINES THE OBJECT.
>> OKAY, IS THERE SOMEWHERE THAT THAT IS OUTLINE SO IF I WAS LOOKING AT THIS I SEE 102 JOSHUA ONE AND HOW I COULD GO BACK AND UNDERSTAND WHAT THOSE ARE FOR.
>> I WOULD BE HAPPY TO WRITE A CODE FOR THAT.
>> ANY OTHER QUESTIONS? >> MR. JOHNSON I HAVE A QUESTION ON PAGE FIVE OF THE DOCUMENT.
EXPENDITURES FOR SALARY AND WAGES UNDER CATEGORY 2 12 WHICH IS FIXED CHARGES.
DO YOU KNOW WHAT THAT IS PROBABLY NOT A FOR TOP YOUR HEAD BUT COULD YOU GIVE ME INFORMATION ON
WHAT THAT IS. >> I WOULD THINK WITHIN FIXED CHARGES WE WOULDN'T HAVE SALARY AND WAGES CHARGED WITH. I THOUGHT FIXED CHARGES WAS A BENEFITS PORTION MEANING SOCIAL SECURITY,
MEDICARE AND TAXES. >> I MISSED THE FIRST
PART OF THE QUESTION. >> THAT'S OKAY CATEGORY 2 12 FIXED CHARGES I'M LOOKING AT PAGE FIVE OF THE ACTUAL PACKAGE AND THERE IS $20000 IN SALARY AND WAGES, ACCOUNT 100.
>> PAGE FIVE I'M SORRY THE NUMBERS.
>> IT SAYS PAGE TWO AT THE TOP AND EXPENDITURE STATUS REPORT BUT IT IS PAGE FIVE OF THE PACKET.
>> IT IS CATEGORY 2 12 FIXED CHARGES.
THIS IS SALARY AND WAGES BUT UNDER EXPENDITURES ASSESS $20000. IS THAT A POSSIBLY MISCLASSIFICATION. IN MY MIND I WOULD THINK FIXED CHARGES ARE BENEFITS AND NOT
SALARIES AND WAGES. >> THAT MERITS FURTHER
INVESTIGATION. >> IF YOU COULD INVESTIGATE LET US KNOW WHAT THAT IS I WOULD
APPRECIATE THAT. >> I HAVE ONE LAST ONE.
>> MS. BALINKSKI. >> IN THE WEEKLY NEWSLETTER THAT WE GET YOU HAD MENTIONED YOU WERE HOPING BECAUSE OF THE TIMING OF THE WORKLOAD IN YOUR DEPARTMENT YOU WERE HOPING TO MOVE THESE FINANCIAL REPORTS SO LIKE SEPTEMBER'S REPORT THAT ENDS SEPTEMBER 30
[01:15:03]
WE WOULD GET THOSE RESULTS, NORMALLY WE WOULD GET THEM TWO WEEKS LATER, THEORETICALLY IN THE FIRST MEETING OF THE BOARD OF ED IN THE NEXT MONTH WHICH WOULD BE OCTOBER IN THE MIDDLE OF THE MONTH THAT SEEMS TO BE VERY FAST AND I'M SURPRISED WE WERE ABLE TO DO THE ALL THESE YEARS BUT YOU HAD PROPOSED GIVING IT TO US THE NEXT DAY TIME MEETING WHICH WOULD MAKE IT NOVEMBER IF I READ YOUR PROPOSAL CORRECT.I WONDERED IF WE COULD ADD IT.
IF WE COULD ADD IT TO THE EVENING MEETING WHICH IS CLOSER TO THE END OF THE MONTH WHICH WOULD BE OCTOBER AND IT MEANS WE WOULD HAVE TO WAIT A WHOLE ANOTHER TWO WEEKS TO SEE WHAT OUR
SEPTEMBER RESULTS WERE. >> IF THAT IS THE
BOARD'S PREFERENCE. >> A GOOD QUESTION MS. BALINKSKI. MY QUESTION WOULD BE HOW MUCH OF A BURDEN WITH THAT PLACE ON YOUR STAFF TO DO IT TWO WEEKS PRIOR TO WHAT YOUR PROPOSAL
WAS. >> IF THAT IS THE BOARD'S PREFERENCE WE CAN MAKE IT HAPPEN.
>> THIS IS ON A NORMAL MONTH LIKE JANUARY WE WOULD GET AT THE END OF FEBRUARY.
>> OKAY. >> WHAT IS THE BOARD'S PREFERENCE, MR. JOHNSON IS ASKING IF WE ARE OKAY WITH THE RECORD OCCURRED TWO MONTHS AFTER MONTH CLOSE. MS. BALINKSKI IS REQUESTING END OF MONTH FOR THE MONTH AFTER THE PRIOR MONTH CLOSE. I THINK WE NEED TO PROVIDE STAFF SOME DIRECTION ON WHAT WE WOULD LIKE TO SEE GOING FORWARD.
>> DO I NEED TO MAKE A MOTION OR IS THIS TO GET
A CONSENSUS. >> I DON'T THINK IT TAKES A MOTION BECAUSE IT WOULD BE AN INTERNAL PROCESS FOR STAFF BUT I DO THINK WE NEED TO GIVE MR. JOHNSON SOME DIRECTION SINCE WE HAVE ONE MEMBER REQUESTING THE REPORT TO BE
PROVIDED EARLIER. >> CURRENTLY WE ARE
DOING TO. >> CURRENTLY WHAT IS HAPPENING THE MONTH CLOSES SEPTEMBER 30 CLOSES, THAT IS THE MONTH OF SEPTEMBER WE WOULD GET A FINANCIAL REPORT IN OUR FIRST MEETING IN OCTOBER, MR. JOHNSON AND HIS WEEKLY REPORT IS ASKING CAN WE WAIT UNTIL THE FIRST MEETING IN NOVEMBER TO GET A REPORT ON SEPTEMBER'S FINANCIAL TRANSACTIONS SO THAT GIVES HIS STAFF TIME TO PUT REPORTS TOGETHER AND DO PROPER REVENUE REPORTING, POST EXPENDITURES AND SHOW US REPORTS THAT ARE MORE ACCURATE. MS. BALINKSKI IS ASKING INSTEAD OF THE FIRST MEETING IN NOVEMBER CAN WE OBTAIN, AND NOVEMBER AS MR. JOHNSON PROPOSED CAN WE OBTAIN THOSE REPORTS IN THE LAST
MEETING OF OCTOBER. >> AT THE GATE WOULD PREFER STAFF TO HAVE TIME TO GIVE ACCURATE INFORMATION WILL BE PRESENT, THAT WOULD BE
MY TAKE. >> ARE THERE ANY OTHER
>> I THINK THAT IS CERTAINLY SOMETHING THAT IS WARRANTED AND DOES ALLOW FOR YOUR STAFF TO DO A LITTLE BIT MORE POLISHING IF YOU WILL BEFORE YOU PRESENTED TO US, I SUDDENLY DON'T HAVE AN OBJECTION TO THINK THE CONSENSUS IS WHAT MR. JOHNSON STATED IN HIS WEEKLY IS OKAY AS A BOARD.
MR. JOHNSON I WOULD ASK IF YOU FEEL IT NEEDS TO BE PRESENTED EARLIER BECAUSE WE NEED TO MAKE DECISIONS ON BUDGET TRANSFERS OR REPORTING TO THE COUNTY COMMISSIONERS THAT YOU KEEP THAT IN MIND AND BRIEF US AS EARLY AS
POSSIBLE. >> THAT WAS MY CONCERN
[7.04 Budget Transfers]
[01:20:32]
THERE ARE TWO CATEGORIES THAT THE CHANGES PROPOSED. MOST OF THESE TRANSFERS ARE TO REBALANCE BUDGET ACCOUNTS THAT ARE IN RED INTO INCLUDE PRINCIPALS AND OTHER BUDGET ADMINISTRATORS BUDGET TRANSFER REQUEST AND THE FOODSERVICE TRANSFER IS ESTIMATED ONLINE REVENUE FROM MISCELLANEOUS REVENUE ACCOUNT TO A NEW ONLINE PAYMENT REVENUE ACCOUNT BOTH WITHIN THE LOCAL REVENUE GROUP OF ACCOUNTS.AGAIN IT DOES NOT AFFECT THE TOTAL AMOUNT OF REVENUE IT REFLECTS THE CREATION OF THE NEW REVENUE ACCOUNT. TO MAKE IT MORE CLEAR ON WHAT THE REVENUE IS FOR RATHER THAN HAVING A MILLION-DOLLAR MISCELLANEOUS REVENUE ACCOUNT. THE RECOMMENDATION OF BOARD OF EDUCATION APPROVAL AS PRESENTED IN THE GENERAL FUND WITH A CATEGORY BUDGET TRAN
>> WHAT IS YOUR DESIRE. >> MOTION TO APPROVE.
>> SECOND. >> THERE IS A MOTION IN THE SECOND OF THE REQUESTED BUDGET TRANSFER READ IS THERE ANY DISCUSSION.
>> I WOULD LIKE TO SAY AYE APPRECIATE THE REVENUE CATEGORY TO SOMETHING VERY SPECIFIC SO IT'S EASY TO GO WHEN THERE AND SEE AND NOT LEFT TO WONDER WHEN THERE IS LARGE NUMBERS LIKE THAT. THANK YOU.
>> HOW ARE WE NOTIFYING THE COMMISSIONERS ON THE
CATEGORIES. >> THEY WOULD BE E-MAILED TO THE COUNTY EXECUTIVE INFORMATION IN
ACCORDANCE WITH THE LAW. >> SO E-MAIL.
>> YES. >> MR. WHITE, NO COMMENTS OR QUESTIONS? ANY FURTHER DISCUSSION.
>> ANY FURTHER THOSE IN FAVOR.
[7.05 Proposed SY2024-25 & FY2025-26 Calendar Review]
SEEING NONE. THANK YOU MR. JOHNSON.
NEXT WE WILL DISCUSS THE PROPOSAL FOR SCHOOL YOUR 2014 AT 25. AS WELL AS SCHOOL YOUR 25 - 26 CALENDAR AND KUDOS TO HER CALENDAR FOR BRINGING US TWO YEARS OF CALENDARS.
>> IT WAS A LOT OF HARD WORK IN COLLABORATION.
GOOD AFTERNOON PRESIDENT CLAGETT, DO DOCTOR TOWNSEL IN BOARD OF EDUCATION MY NAME IS JACKIE JACOBS DIRECTOR OF SYSTEM INSTRUCTIONAL PERFORMANCE IN I'M HERE TO PRESENT CALENDARS FOR THE 24 - 25 AND 25 - 26 SCHOOL YEARS.
THIS YEAR THE CALENDAR COMMITTEE WAS ASKED TO DEVELOP PROPOSED CALENDARS FOR THE NEXT TWO SCHOOL YEARS AND FOR EACH YEAR TO DEVELOP TWO OPTIONS. THE COMMITTEE CONSISTED OF STAKEHOLDERS REPRESENTING THE EMPLOYEE ASSOCIATION, DONNA, STACY, TRAVIS MR. P A COY REPRESENTATIVE THERESE WELLS, PARENT REPRESENTATIVE STEVE NOWICKI, AND REPRESENTATIVES FROM VARIOUS DEPARTMENTS STEVE WILLIAMS, SARAH NOLAN, BETH FOSTER AND MYSELF. THE DEPARTMENT OF INFORMATION TECHNOLOGY REVIEWED THE CALENDARS AND PROVIDED RECOMMENDATION FOR INTERIM AND REPORT CARD DATES AND BUILDING THE PROPOSED CALENDARS THE COMMITTEE CONSIDERED THE REQUIREMENTS STATED IN A STATE STATUE, THE NEGOTIATED AGREEMENTS, PUBLIC, THAT WAS RECEIVED LAST YEAR END OTHER COUNTIES PROPOSED OR APPROVED CALENDARS. BEFORE SHARING THE SPECIFICS OF THE PROPOSED CALENDARS, I WANTED TO SHARE A FEW OF THE REQUIREMENTS THAT MUST BE MET ONCE THROUGH THE STATE STATUTE THAT ARE REQUIRED TO THE NEGOTIATING AGREEMENTS.
AS WE CONSIDER PUTTING THE CALENDAR TOGETHER, THE STATE STATUTE WHICH IS THE EDUCATION ARTICLE 7103 WHICH IS AROUND REQUIRING SCHOOL DAYS AND HOLIDAYS, STATES THAT SCHOOL MUST BE 180 DAYS WITH A 10 MONTH PERIOD.
MAY NOT BE OPEN ON SATURDAY, SUNDAYS OR HOLIDAYS IN THE STATE STATUE ACTUALLY SAYS WHATEVER PUBLIC SCHOOL HOLIDAYS.
THOSE INCLUDE THANKSGIVING DAY AND THE DAY AFTER, CHRISTMAS EVE AND FROM THEN JANUARY 1,
[01:25:03]
MARTIN LUTHER KING JR. DAY, PRESIDENTS' DAY, THE FRIDAY BEFORE EASTER AND MONDAY AFTER EASTER.MEMORIAL DAY IN PRIMARY ELECTION AND GENERAL ELECTION DAYS. MINUS THE ELECTION DAYS, 13 DAYS ARE REQUIRED TO BE NO SCHOOL FOR STUDENTS WHEN WE INCLUDE LABOR DAY AS ONE OF THOSE DAYS THAT GIVES US 14 DAYS THAT STUDENTS WOULD NOT BE DESIGNATED AS STUDENT DAYS.
THERE IS A PROVISION IN THE STATUTE THAT SPECIFICALLY POINTS FOR CALVERT COUNTY PUBLIC SCHOOLS COULD REMAIN OPEN DURING PRIMARY AND GENERAL ELECTION DAYS. WE ARE ONE OF SIX DISTRICTS THAT HAVE THAT PROVISION.
THAT IS WHAT THE STATE STATUTE TALKS ABOUT, THE NEGOTIATED AGREEMENT ALSO HAS SOME INFORMATION THAT WE HAVE TO CONSIDER WHEN PUTTING TOGETHER THE CALENDARS. THOSE ARE TEN-MONTH DAYS, WE HAVE TO BUILD THE CALENDAR FOR 190 TEN-MONTH STAFF DAYS, 12 MONTHS STAFF WORK TO A 45 DAYS, YOU WILL SEE ON THE THIRD PAGE OF ALL OF THE CALENDARS THE 12 MONTH CALENDAR.
WE DO HAVE 11 MONTHS STAFF IN THE NUMBER OF DAYS THAT THEY WORK IS VERY DIFFERENT AND BASED ON THE NEGOTIATED AGREEMENT.
FROM THE CEA CONTRACT, THERE WILL BE A TOTAL OF SIX, TO OUR DISMISSAL OR DELAYED OPENINGS FOR STUDENTS DESIGNATED AS TEACHER WORK TIME.
ONE DAY WHICH SHALL BE DESIGNATED AS SLO WORK TIME FOR TEACHERS, TEACHER WORK TIME WITHIN THE CALENDAR IS SCHEDULED AROUND THE END OF THE MARKING PERIOD FOR TEACHERS TO FINALIZE THEIR GRADES. WE REVIEWED OTHER COUNTIES CALENDARS AND AT THIS TIME THERE ARE LIMITED COUNTIES THAT HAVE APPROVED OR POSTED PROPOSED CALENDARS FOR SCHOOL YEAR 24 - 25.
AT THIS TIME SIX OUT OF THE 24 DISTRICTS HAVE POSTED CALENDARS FOR NEXT SCHOOL YEAR.
THEY ARE CAROL, CHARLES, HOWARD, FREDERICK, BART MOORE AND MARCIA MEAN COUNTY.
CAROL COUNTY BEGINS THEIR SCHOOL YEAR ON SEPTEMBER 3 WITH HER LAST DAY FOR STUDENTS TO BE JUNE 13, CHARLES, HOWARD AND MARCIA 10 COUNTIES BEGIN ON AUGUST 26 WITR LAST STUDENT DAY BETWEEN JUNE 11 AND JUNE 16. IN FREDERICK COUNTY BEGINS ON AUGUST 21 AND ENDS ON JUNE 6.
NO COUNTIES HAVE POSTED A CALENDAR FOR SCHOOL YOUR 25 - 26 AT THIS TIME.
WHAT I WOULD LIKE TO DO IS HIGHLIGHT THE PROPOSED CALENDARS AND MRS. MAXEY IF YOU WOULD PULL UP ANY OF THEM IF YOU WOULD GO TO THE FIRST PAGE IF YOU SEE THIS CALENDAR ON THE SCREEN FOR THE 24 - 25 SCHOOL CALENDAR IT IS LABELED AS CALENDAR A AND WE TRY TO COLORCODE THESE TO MAKE THEM EASIER TO DIFFERENTIATE BETWEEN AN CALENDAR A IS IN BLUE I'M GOING TO REFERENCE THIS BUT THE FIRST THING I'M GOING TO SHARE WITH YOU ARE SIMILAR IN ALL FOUR CALENDARS. WHERE ARE THEY THE SAME.
WHEN WE LOOK AT HOW ARE THEY SIMILAR.
ALL FOUR PROPOSALS HAD THE SAME WINTER RECESS STATES FOR THE 24 - 25 CALENDAR THE RECESS STATES ARE FROM DECEMBER 23 THRH JANUARY 1 AND THE 25 - 26 CALENDAR WINTER RECESS IS FOR DECEMBER 24 THROUGH JANUARY 2.
WHETHER OPTION A OR OPTION B WINTER RECESS DAYS STAYS THE SAME IN BOTH THAT IS SIMILAR FOR SPRING RECESS. FOR THE 24 - 25 CALENDARS YOU WILL SEE SPRING RECESS APRIL 14 THROUGH THE 21ST ENDED THE 25 - 26 CALENDAR YOU WILL SEE BETWEEN MARCH 30 AND APRIL 6.
THE COMMITTEE SPOKE WITH CHARLES IN ST. MARY'S COUNTY REGARDING HOW THEY DETERMINE SPRING RECESS BECAUSE WE KNOW THAT IS SOMETHING THAT CAME UP LAST YEAR. CHARLES COUNTY SHARED THAT THEY LOOK AT SURROUNDING DISTRICTS TO DETERMINE WHEN THEY ARE GOING TO PLACE THEM.
HOWEVER, THERE 24 - 25 CALENDAR IS ALREADY OUT AND THEY HAD VERY FEW CALENDARS OUT AT THAT TIME. ST. MARY'S COUNTY HAS NWILL START TO BEGIN THE PROCESS FOR NEXT YEAR'S CALENDAR IN THE FOLLOWING YEARS CALENDAR THIS MONTH. HOWEVER, THEY DID SHARE WITH ME THAT THEY PRIMARILY SET SPRING RECESS THE WEEK BEFORE EASTER.
YOU WILL NOTICE IN BOTH CALENDAR SPRING RECESS IS THE WEEK BEFORE EASTER SO WE WOULD HOPE TO BE IN LINE WITH ST. MARY'S COUNTY AND CHARLES COUNTY FOR THE 24 - 25 IS THE WEEK BEFORE. ALL FOUR PROPOSALS HAVE A DAY OFF FOR STUDENTS AT 10 AND 11 MONTHS STAFF. ALL FOUR PROPOSALS HAVE
[01:30:03]
SIX TEACHER WORKDAYS KNOWN AS PRESERVICE DAYS PRIOR TO THE FIRST STUDENT DAY.ONE TEACHER WORK DAY AFTER THE STUDENT DAY.
ALL FOUR PROPOSALS HAVE THREE PROFESSIONAL DEVELOPMENT DAYS ONE SOMETIME IN OCTOBER THAT ALIGNS WITH THE MS EA CONFERENCE.
ONE IN NOVEMBER ALIGNED WITH VETERANS DAY AND TYPICALLY USED AT THE ELEMENTARY LEVEL FOR PARENT CONFERENCES. AND ONE IN JANUARY WHICH HALF OF THE DAY IS TYPICALLY FOR ELEMENTARY PARENT CONFERENCES AND PROFESSIONAL DEVELOPMENT. ALL FOUR PROPOSALS HAVE TWO DAYS DESIGNATED FOR INCLEMENT WEATHER.
THESE ARE DAYS WHEN SCHOOLS WILL BE CLOSED FOR STUDENTS AND 10 AND 11 MONTHS STAFF UNLESS THE SYSTEM WOULD CLOSE A INCLEMENT WEATHER.
IN THE 24 - 25 CALENDARS THEY ARE BOTH IN MARCH AND IN THE 25 - 26 CALENDAR ONE IS IN MARCH AND THE OTHER IS IN MAY. IF ADDITIONAL INCLEMENT WEATHER DAYS ARE NEEDED THE RECOMMNDATION BY THE CALENDAR COMMITTEE WOULD BE TO AMEND THE DAYS AFTER THE LAST STUDENT DAY AND THIS WOULD BE NOTED IN THE CALENDAR THAT IS SELECTED AT THIS TIME IT IS NOT NOTED THERE.
ALL FOUR PROPOSALS HAVE 12 DAYS DESIGNATED AS EARLY DISMISSAL OR LATE ARRIVAL DAYS.
SIX OF THE 12 DAYS ARE DESIGNATED IN THE NEGOTIATED AGREEMENT WHICH I SHARE JUST A FEW MINUTES AGO. TWO OF THOSE DAYS ARE DESIGNATED FOR GRADUATION.
ONE OF THOSE DAYS IS FOR PARENT CONFERENCES AND THAT DAY IS SIMILAR TO THE SHARES CALENDAR WHICH OCCURS IN OCTOBER AND ALIGNS WITH COLUMBUS AND INDIGENOUS PEOPLES DAY AND WE RECEIVED POSITIVE COMMENTS ABOUT UTILIZING THAT DAY FOR PARENT CONFERENCES THIS YEAR AND HAVING CONFERENCES WITH THE STUDENTS THAT NEEDED VERSUS WAITING UNTIL NOVEMBER, WE HAD THE ABILITY TO DO PARENT CONFERENCES IN OCTOBER.
THREE OF THE 12 DAYS OF OPERA UNDER PROFESSIONAL LEARNING AND COLLABORATIVE PLANNING WHAT OCCURS IN SEPTEMBER 1 AND R AND ONE IN MARCH.
THESE DAYS PROVIDED ADDITIONAL AVENUE TO PROVIDE TEACHERS WITH PROFESSIONAL LEARNING AND COLLABORATIVE PLANNING WE DO FIND THAT IT'S DIFFICULT TO FIND SUBS SO PULLING DURING THE DAY AND PUTTING US UP INTO THE CLASSROOM DOES NOT ALWAYS WORK SO WE HAVE THIS TIME DESIGNATED IN THE CALENDAR AND IMP PROVIDES AN OPPORTUNITY TO ENSURE TEACHERS HAVE INFORMATION THAT THEY NEED AND TO PROVIDE TIME FOR COLLABORATIVE PLANNING.
THE NUMBER OF EARLY DISMISSAL AND DELAYED ARRIVAL DAYS. I MISSED ONE PIECE.
WE CONTINUE TO HAVE BOTH EARLY DISMISSAL IN LATE ARRIVAL DAYS AT THIS TIME DUE TO THE 3-YEAR-OLD REGIONAL PRE-K GARDEN PROGRAMS RUNNING HALF DAYS. IF THOSE PROGRAMS WERE TO MOVE TO FULL DAYS THAT IS SOMETHING WE COULD COME BACK TO HAVING A CONVERSATION ABOUT ADJUSTING WHETHER THE DELAYED ARRIVAL BECOME THE EARLY DISMISSAL OR VICE VERSA WHATEVER THE BOARD WOULD FEEL IS NECESSARY TO MAKE THE CHANGE. WHAT WE TRY TO DO IS OFFSET THE IMPACT TO THOSE STUDENTS SO IF WE ONLY HAD EARLY DISMISSALS, THOSE STUDENTS WHO ARE IN THE 3-YEAR-OLD REGIONAL PROGRAM IN THE AFTERNOON WOULD MISS THOSE OPPORTUNITIES. THAT IS WHY THEY ARE STILL THERE BUT AS WE MOVE TO FULL DAY THAT CAN BE RECONSIDERED. THE NUMBER OF EARLY DISMISSAL AND DELAYED ARRIVAL DAYS IN THE COUNTY RANGE BETWEEN FOUR AND 14, LAST YEAR CHARLES COUNTY HAD 13 IN ST. MARY'S HAD 10.
ANOTHER THING THAT YOU WILL SEE IN ALL FOUR PROPOSALS HAVE A SYNCHRONOUS DAY ONE IN THE FALL AND ONE IN THE WINTER.
IN SCHOOL YEAR 24 - 251 OF THE TWO ASYNCHRONOUS DAYS FOLLOW THE GENERAL ELECTION DAY WHICH IS NOVEMBER 5. THAT IS SIMILAR TO WHAT WERE DOING WITH THE PRIMARY ELECTION THIS YEAR SO WE THOUGHT THAT WOULD BE A GOOD PRACTICE TO PUT IN FOR NEXT YEAR. THE OTHER DAY IN THE 24 - 25 CALENDAR FALLS OFF EVERY 12.
THE CALENDAR INDICATES RIGHT NOW IN ASYNCHRONOUS EARLY DISMISSAL DAY.
THE CALENDAR COMMITTEE WANTED TO ENSURE THAT THE BOARD WAS NOT INTERESTED IN UTILIZING ASYNCHRONOUS BEYOND THE GENERAL ELECTION DAY THAT THE DAY WOULD BECOME A EARLY DISMISSAL OR LATE ARRIVAL. IN THE 25 - 26 CALENDAR THE FATHER IS ON 13TH WHICH IS ALIGNED WITH THE COLUMBUS INDIGENOUS PEOPLE SAY IN THE WINTER DATE IS FEBRUARY 11. AGAIN IF THE BOARD WOULD NOT LIKE TO MOVE FORWARD WITH ASYNCHRONOUS LEARNING OUTSIDE OF THE PRIMARY OR GENERAL ELECTION THE CALENDAR COMMITTEE WOULD REQUEST
[01:35:01]
THAT THOSE DAYS MOVE TO EARLY DISMISSAL OR LATE ARRIVALS. THOSE ARE ALL THE THINGS IN THE CALENDARS THAT ARE SIMILAR.THE DIFFERENCE IN THE CALENDAR IS REALLY AROUND THE START AND END DATES.
FOR THE TOY DEPARTMENT WHAT IF I CALENDAR OPTION A WHICH IS BLUE AS STUDENTS BEGINNING ON AUGUST 21 WITH THE LAST DAY OF JUNE 5.
OPTION B WHICH IS A GREEN HAS STUDENTS BEGINNING ON AUGUST 27 WITH THE LAST DAY OF JUNE 11. THE 25 - 26 CALENDARS OPTION A IS STEEL AND HAS A STUDENTS BEGINNING ON AUGUST 20 WITH THE LAST DAY OF JUNE 4 AND OPTION B WHICH IS TAN HAS STUDENTS BEGINNING ON AUGUST 26 WITH THE LAST DAY OF JUNE 10.
THE MARKING PERIOD AND% TEACHER WORK TIME YOU WILL NOTICE THROUGHOUT THE CALENDAR ARE DIFFERENT IN THEIR BASED ON THE START DATE FOR STUDENTS AND MAPPING OUT 45 DAYS TO INDICATE WHEN THE MARKING PERIODS WITHIN.
ONCE A CALENDAR IS SELECTED WE WOULD INCLUDE ON THE CALENDAR ARE PREKINDERGARTEN AND KINDERGARTEN STAGGERED START DAYS.
I KNOW I PRESENTED A LOT OF INFORMATION AND AT THIS TIME I WOULD BE OPEN FOR ANY QUESTIONS YOU MIGHT HAVE OR HOW YOU WOULD LIKE TO PROCEED WITH OPTIONS THAT ARE ON THE TABLE.
>> THIS POST. >> THANK YOU FOR THE DETAILED EXPLANATION. IT REALLY DID HELP PUT THINGS INTO PERSPECTIVE. JUST OUT OF CURIOSITY DID ST. MARY'S TELL YOU THERE TENTATIVE OR WHAT THEIR START DATE WOULD BE FOR THE NEXT SCHOOL
WHAT WAS SHARED WITH ME THEY WOULD START TO BEGIN TO CREATE THAT CALENDAR IN NOVEMBER.
IT WOULD BE PROPOSED I BELIEVE IN JANUARY AND APPROVED IN FEBRUARY. I MIGHT HAVE MY MONTHS OFF BUT I HAVE WRITTEN DOWN IN MY OFFICE.
THEY TYPICALLY START THE WEEK BEFORE WE DO.
>> I WAS JUST LOOKING AT THAT AND I NOTICED CHARLES COUNTY STARTS ON AUGUST 26.
I'M THINKING SOME OF THE FEEDBACK THAT WE GOT ESPECIALLY FROM TEACHERS WHO TAUGHT IN OTHER COUNTIES LOOKING AT SPRING BREAK IN THOSE THINGS AND ALSO START DATES THAT THE ONLY REASON I WAS CURIOUS BECAUSE THIS PAST SCHOOL YEAR STARTED ON THE 23RD.
>> THEY STARTED THE WEEK BEFORE.
>> MS. HAYES. >> I HAD A QUESTION ABOUT THE INCLEMENT WEATHER DAY ON MARCH 31 THIS IS FOR AMV FOR THE 2024 - 25 CALENDAR THAT'S ALSO SCHEDULED FOR ONE OF THE TWO HOLIDAYS I DON'T HOW TO PRONOUNCE IT BUT IS THERE A POSSIBILITY BECAUSE OF POTENTIAL THAT THAT THEY WILL NO LONGER BE OFF TO SWITCH THE INCLEMENT WEATHER DAY WAS SOMEONE ELSE IN THE SCHOOL YEAR SO IT'S NOT AN OUTLINE AS A HOLIDAY IN THE STATE OF MARYLAND THAT WE HAVE TO TAKE OFF SCHOOL WE COULD ALSO BE RESPECTFUL TO OTHER PEOPLE'S RELIGIONS NOT JUST THE TYPICAL
UNITED STATES. >> JUST TO CLARIFY ARE YOU ASKING IF WE MOVE THE INCLEMENT WEATHER DAY THAT WOULD BE A DAY OFFER STUDENTS AND
STAFF? >> YES TAKE THE IN CLIMATE WEATHER DATA SWITCH WITH ANOTHER DAY
THAT WE HAVE OFF. >> WE COULD WITHIN CLIMOVE THEINCLEMENT WEATHER DAY AND THAT WOULD BE A STUDENT DAY UNLESS THE BOARD SAYS THAT WOULD BE A DAY OFF AND WE HAVE TO ADD A DAY AT THE END OF THE YEAR FOR A DAY EARLIER IN AUGUST WE WOULD HAVE TO FIND A DAY FOR THAT TO BE A DAY
OFF. >> I DID LOOK AT MY CALENDAR AND I HAVEN'T EXACTLY PINPOINTED IT BUT FRIDAY SEPTEMBER 27 IS A DAY THAT SCHOOLS ARE CLOSED THERE IS NO LISTING I'M SURE YOU HAVE A REASON, THERE'S NO LISTED REASONING FOR
THAT ONE. >> THAT IS FAIR DAY IT'S BEEN A DAY OFFER STUDENTS AND STAFF IN THE PAST. IT COULD BE A DAY THAT WE SAY IS A SCHOOL DAY BUT THAT HAS BEEN A TYPICAL DAY THAT HAS BEEN OFF IN THE PAST SO THAT IS WHY THAT'S LISTED.
>> I DID NOT KNOW IT IS FAIR DAY.
>> I PROBABLY NEED TO MARK THAT ON THE
CALENDAR. >> THAT'S MY ONLY POSSIBLE SUGGESTION I KNOW STUDENTS DON'T WANT TO HAVE AN EXTRA DAY TAKEN OUT OF STUDENT BREAK BUT AT THE SAME TIME WE HAD A LOT OF PUSH FOR DIFFERENT RELIGIOUS HOLIDAYS TO BE GIVEN OFF OF SCHOOL FROM THE STUDENT BODY AND NOT SOMETHING WE COULD REALLY FOCUS ON.
>> MS. HAYES IF I AM CORRECT IF WE WERE TO APPROVE THE CALENDAR SAY WE APPROVE THE CALENDAR AS IT SHOWS NO AND WE ARTICULATE THROUGH THAT YEAR AND WHETHER OCCURS AND THE SUPERINTENDENT WOULD COME BACK TO THE BOARD TO PROPOSE TO MAKE
[01:40:03]
IT THE WEATHER MAKEUP DAY THE BOARD WOULD HAVE TO AGREE FOR THAT TO BE THE WEATHER MAKEUP DAY SHOULD WE NOT CONSIDER LEAVING THE CALENDAR AND MAKE A DECISION AT THAT TIME? OR AM I NOT CORRECT IN THAT PROCESS.I THINK THAT'S HOW THE PROCESS WORKS, DOCTOR JOHNSON OR MS. JACOBS CAN YOU CLARIFY THEM.
>> TYPICALLY WHEN WE HAVE DAYS DESIGNATED AS AN INCLEMENT WEATHER DAYS THAT MEANS WE HAD SNOW IN JANUARY AND WE WOULD USE THE FIRST DAY BUT THERE COULD BE CONSIDERATION OF WHETHER WE ONLY HAVE ONE SNOW DAY AND WE DON'T USE THAT DAY BUT WE USE THE SECOND ONE.
>> WHO MAKES THAT DECISION THE SUPERINTENDENT OR THE BOARD.
>> THAT WOULD BE THE BOARD I BELIEVE.
>> TYPICALLY WHEN WE HAD THE CALENDAR IN THE PAST AND MARKED INCLEMENT WEATHER DAYS THAT THEY WOULD BE MARKED IN THE SCHOOL SYSTEM WOULD MOVE FORWARD ON THOSE DATES. TRADITIONALLY HAS BEEN OVER SPRING BREAK IN WHICH THEY WOULD BE USED AS A SECOND OR THIRD BECAUSE IT WAS OUTLINED IN THE CALENDAR. THERE WERE TIMES THAT THE SUPERINTENDENT CAME TO THE BOARD AND OFFERED ANOTHER DATE BECAUSE OF SITUATIONS MAYBE WE HAD FIVE DAYS OF SNOW AND DIDN'T HAVE THAT BUILT-IN SO THE SUPERINTENDENT WOULD COME TO THE BOARD OF EDUCATION AND ASKED TO MODIFY THE CALENDAR AND THAT WAY.
AS MRS. JACOBS HAS JUST DESCRIBED IT I WOULD THINK IN THE CALENDAR YOU WOULD WANT TO DESIGNATE DAY ONE OR DAY TO FORCE SNOW DAYS SO IT BACK TO THE BOARD TO- MOVE FORWARD IN THE BUSINESS OF OPERATING THE CALENDAR AND IT'S ARTICULATED TO THE COMMUNITY IF THERE IS A SNOW DAY IT WILL BE USE THE STATE FIRST AND THE
>> SORRY IF YOU WERE TO DEFINE THE DAYS THE BOARD WOULD NOT HAVE TO APPROVE WHAT WEATHER INCLEMENT DAYS WOULD BE. IF WE KEEP THIS DAY AND WE HAVE TO SNOW DAYS FOR THE FIRST TIME AND HOW LONG THEN THIS WILL NO LONGER BE A DAY OFFER
SCHOOL FOR STUDENTS. >> NOTING YOUR CONCERN.
MS. GRENIS. >> I WANT TO THANK YOU FOR BEING ON TOP OF THIS SO EARLY IN THE YEAR.
ETIQUETTE WONDERFUL PARENTS AND STAFF CAN MAKE ARRANGEMENTS BASED AROUND IT.
IN ADDITION MAKING IT TWO YEARS IS ANOTHER PHENOMENAL IDEA. I'M GOING TO THROW MY THOUGHTS OUT AS A TEACHER WHEN I LOOK AT THE CALENDARS AND I SEE THE BIGGEST DIFFERENCE IS STARTING A WEEK EARLY OR LATER.
THE REALITY WHEN YOU'RE GOING TO SCHOOL, THE SCHOOL YEAR WOULD END IN AUGUST, THE LAST DAY FOR STUDENTS AUGUST IS THE MOST CHALLENGING TIME TO ACTUALLY GET ACADEMICS IN AND I THINK.
>> MS. GRENIS CAN YOU CLARIFY.
>> THANK YOU. >> IT IS REALLY HARD.
IF YOU LOOK AT THE BEST INTEREST OF CHILDREN WERE BETTER GOING IN EARLY AND GETTING THEM OUT LATE. THAT IS MY THOUGHT PROCESS WITH TO TAKE ADVANTAGE OF AS MANY INSTRUCTIONAL DAYS AS POSSIBLE NOT THAT YOU'RE NOT TEACHING US INTO THE YEAR BUT IT BECOMES SO
MUCH MORE CHALLENGING. >> I DID IN-DEPTH RESEARCH AND TALK TO FOR TEACHERS AND EVERYONE SAID START AS EARLY AS POSSIBLE.
>> MS. BALINKSKI. >> I APPRECIATE YOU CORRELATING WITH ST. MARY'S THAT IS THE ONE THAT BLEW UP LAST YEAR WHERE WE HAD SUCH A DIFFERENT TIME BLOCK OF THINGS FOR SPRING BREAK AND IT MADE IT SO DIFFICULT FOR TEACHERS WHO LIVE OVER THERE, THEY WERE NOT ABLE TO TAKE VACATION WITH THE CHILDREN.
SO THAT IS WONDERFUL AND I DON'T KNOW IF WE NEED TO DO THAT WITH ANNE ARUNDEL AS WELL.
>> AT THIS TIME ANNE ARUNDEL HAS NOT POSTED TO THE CALENDAR, LET ME DOUBLE CHECK.
NOPE AT THIS TIME THEY HAVE NOT POSTED SO THE PROBABLY IN THE MIDDLE OF WORKING TO THE
PROCESS. >> IF THEY ENCOUNTER THE SAME PROBLEMS AS WE DID NAVY AS SOON AS WE APPROVE OUR CALENDAR MAYBE WE SHOULD SHOOT THEM A COPY AND SAFE YOU COULD PLEASE COORDINATE
>> IS UP FOR REVIEW OR ARE WE APPROVING.
>> IS UP FOR REVIEW AND IT WILL BE POSTED BY
[01:45:04]
REVIEW FOR A COMMUNITY AND WILL COME BACK FOR A FUTURE MEETING FOR AN APPROVAL.>> MR. WHITE. >> YES HOW ABOUT THE UNIONS DO THEY HAVE A PREFERENCE OF WHICH CALENDAR THAT THEY LIKE OR PREFER.
>> THERE WAS A LOT OF CONVERSATION AROUND THE, THE TEACHERS UNION, I WOULD SAY AND I THINK THERE IN THE ROOM SO SHE'S GOING TO SHAKE HER HEAD YES OR NO LIKE THE OPTION A.
THE SUPPORT STAFF UNION SHARED THAT EITHER OPTION WAS OPEN TO THEM AND A CONCERN ABOUT A CONDENSED SUMMER SCHEDULE AND WORKING THROUGH THAT SO THAT WOULD BE SOMETHING THAT WE WOULD DEFINITELY HAVE% TO TALK THERE BECAUSE WHERE OUR SCHOOL YEAR ENDS AND STARTING EARLIER WOULD CONDENSE THE AMOUNT OF TIME THE WORK GETS DONE IN THE SUMMER SO WE HAD THAT CONVERSATION. I'M NOT SURE I SAY FROM THE SUPPORT STAFF UNION THAT I KNOW WHICH ONE SHE WOULD PICK WHERE THEY WOULD PICK.
AND FROM THE SUPERVISORS UNION I FELT LIKE THEY LEANED TOWARDS AVA WE WANTED TO OFFER BOTH
>> ANY FURTHER CONCERNS FROM COLLEAGUES? THE CALENDARS WILL BE POSTED.
I WOULD LIKE TO INVITE OUR COMMUNITY AT LARGE TO BE SURE THAT THEY PROVIDE COMMENTS WITH AIR SUPPORT, CONCERNS, QUESTIONS, THINGS THAT THEY THINK WE MAY NOT THOUGHT ABOUT AND CALENDAR DEVELOPMENT SO WE AS MEMBERS CAN MAKE THE DECISION THAT SUPPORTS OUR COMMUNITY WOULD LIKE TO MOVE GOING FORWARD.
[7.06 Blueprint Update]
THANK YOU MS. JACOBS. >> THANK YOU.
>> GOOD AFTERNOON PRESIDENT CLAGETT, DOCTOR COUNCIL, MEMBERS OF THE BOARD I AM JOE SAMPSON THE THIRD CORRELATING WITH THEM GRANT FOR MINIMUM WITH ME IS MS. CARRIE AKINS PRINCIPLES PTA WHO DIRECTS THE CTE PROGRAMS IN A CAREER ADVISORY PROGRAM.

ALL CANDIDATES SIGNED A MEMORANDUM OF UNDERSTANDING TO PURSUE NBC THIS YEAR WE CURRENTLY HAVE 92 CANDIDATES IN PROCESS WITH 21 BEING INITIAL CANDIDATES. ANOTHER 21 BEING CONTINUING CANDIDATES AND 50 RETAKE CANDIDATES MEANING THEY ARE RETAKING ONE OR MORE COMPONENTS THE SCHOOL YEAR.
OF THOSE CANDIDATES PURSUING 31 ELEMENTARY TEACHERS AND 61 ARE SECONDARY TEACHERS.
WERE CURRENTLY WAITING ON RE-SPORTS WHICH WILL BE RELEASED ON DECEMBER THE TEACHERS SUBMITTED PORTFOLIOS LAST SPRING FOR THIS YOUR CERTIFICATION AND WE LOOK FORWARD TO RECOGNIZING THEM IN THEIR FUTURE AND WE ANTICIPATE THOSE WHO ARE READY TO SUBMIT AND WAITING FOR CERTIFICATION AND THEREFORE FORTUNATE OUR NUMBERS WILL BE DOUBLE AND EVERYBODY RECEIVES PASSING SCORES WITH 19 SELLERS IN THE BUT WE JUST HAVE TO WAIT ON THE SCORE REPORTS. REGARDING A CAREER LADDER IT MUST BE SUBMITTED TO THE AIG FOR APPROVAL ON JULY 1 OF 2024 WHICH YOU WILL SEE ON THE SLIDE ARE THE MANDATED COMPONENTS OF THE CAREER LADDER IN THE DIFFERENT LEVELS OF THE CAREER LADDER. THE SUBMISSION OF HER CAREER LADDER IS NOTABLE AFTER IMPLEMENTATION SUBMISSION WHICH IS DUE AIB RECOGNIZES IF MORE TIME IS NEEDED TO COMPLETE PLANS THUS THE EXTENSION FOR THAT COMPONENT OF IMPLEMENTATION. THERE'S ALSO A DISCUSSION ABOUT THE START DATE OF THE CAREER LADDER HE MOVED TO JULY OF 2025.
[01:50:06]
THAT GIVES US TIME ONCE WE SUBMIT APPROVAL BACK BEFORE WE PUT INTO MOTION.ALL SCHOOL SYSTEM CAREER LADDER MODELS WILL NEED TO INCLUDE AT MINIMUM LEVEL ONE THROUGH THREE.
MORE INFORMATION AT THE CAREER ADDER WILL BE PROVIDED FOR NOVEMBER 17 MEETING THAT IS AT 12:45 P.M. W.
IN THE DETAILS OF THE CAREER LADDER ARE BEING COLLABORATED BY MEMBERS ARE CAREER LADDER DEVELOPMENT BOARD WHICH IS BEEN MEETING ALL YEAR TO DETERMINE RECOMMENDATION AND STRUCTURES THAT WILL MAKE A CAREER LADDER PER CALENDAR. STAFF INPUT AND PERCEPTION OF IMPLEMENTATION, IMPLICATION ON STAFF AND STUDENTS AND THE FORMAL AND FINAL CAREER LADDER IS SUBJECT THIS YEAR THE AIB LAUNCHED A NEW TECHNICAL ASSISTANCE GRANT PROGRAM FOR FY 24, STRATEGIC FACILITATOR'S WERE SELECTED AND ABLE TO PROVIDE SERVICES TO LOCAL SCHOOL DISTRICT TO PROVIDE THE DEVELOPMENT OF THE 2024 IMPLEMENTATION PLAN AND TO SUPPORT A BLUEPRINT FOR MARILYN'S IMPLEMENTATION EFFORTS, THE AIB FACILITATOR ON BEHALF OF THE SCHOOL SYSTEM IN ACCORDANCE WITH THE GRANT AGREEMENT BETWEEN THE AIB AND STRATEGIC FACILITATOR. EACH PARTICIPATING DISTRICT HAD THE OPPORTUNITY TO INDICATE PREFERENCES TO WORK WITH ONE STRATEGIC FACILITATOR IN THE AIB. THE DISTRICTS WITH FACILITATORS BASED ON A PREFERENCE.
THE PURPOSE OF THE COLLABORATION WITH THE TRANSFORMATION BY THE BLUEPRINT.
LAST YEAR WE WERE SUBMITTING ABOUT MENTATION PLANS WHAT WE WERE CURRENTLY DOING AND THINGS THAT WE HAD HIM PLAY SUBMIT REQUIREMENTS WERE WERE MOVING TOWARD MEETING THOSE REQUIREMENTS THIS YEAR SIMPLE MENTATION PLAN REQUIRES US TO SUBMIT A TRANSFORMATIONAL APPROACH TO EDUCATION. OUR STRATEGIC FACILITATOR WILL HELP US IN THAT REGARD BY ANALYZING CURRENT EFFORTS IN ALIGNING TO MOVE REQUIREMENTS ASSIST SENIOR LEADERSHIP IN MANAGING SYSTEMS CHANGE AND FRESH PERSPECTIVES AND INTENTIONAL SUPPORT TO CLARIFY INTENTIONS AND SEE THINGS IN A WAY WE MAY NOT SEE.
WE HAVE BEEN WORKING WITH OUR STRATEGIC FACILITATOR SINCE OCTOBER.
SOME ADDITIONAL UPDATES THE AIB AND MS CE STAFF OFFERED AN OVERVIEW OF THE DRAFT LEH BLUEPRINT PLAN DURING THE MEETING WITH COURT LEADERS TODAY THEY DID NOT GO INTO SPECIFICS IT WAS AN OVERVIEW SO WE HAD TO GET AN IDEA OF THE QUESTIONS. HOWEVER, ONE THING TO NOTE LAST YEAR'S DRAFT WAS 164 QUESTIONS AND THEY TOLD US THIS YEAR SIMPLE MENTATION TEMPLATE WILL BE ROUGHLY 25 QUESTIONS.
STAFF WILL REVIEW THE STRUCTURE OF THE TEMPLATE AND MAJOR CHANGES PRIOR TO SENDING THE ACTUAL TEMPLATE OUT FOR FEEDBACK.
AS I STATED BEFORE FOR THE MEETING NEXT WEEK WILL BE DISCUSSING THE IMPLEMENTATION PLAN
TEAM. >> ALRIGHT, GOOD EVENING, EVERYONE. I'M VERY EXCITED TO BE SHARING TONIGHT INFORMATION ABOUT OUR NEW CAREER ADVISING PROGRAM.
JUST TO REFRESH YOUR MEMORY BRIEFLY FROM PREVIOUS TALKS FROM DOCTOR SAMPSON, CAREER ADVISING IS EMBEDDED IN PILLAR THREE IT REQUIRES THROUGH PILLAR THREE THE ALL SCHOOL DISTRICTS OFFER WHAT THEY HAVE TERMED INDIVIDUALIZED CAREER ACCOUNTS FOR ALL STUDENTS GRADES SIX THROUGH 12. YOU WILL NOTICE AN IMPORTANT DIFFERENCE IN OUR ADVISING PROGRAM IN THE COUNSELING WE'VE BEEN VERY INTENTIONAL CALLING IT CAREER ADVISORY PROGRAM AND THAT'S BECAUSE THE WORK IS DIFFERENT THAN THAT OF A SCHOOL COUNSELOR WE DON'T WANT THOSE TWO THINGS TO BE CONFUSED. THIS IS A PARTNERSHIP AND WITH THE MOU AND TRY COUNTY COUNSEL, CSM AND REUSED OR BLUEPRINT FUNDING TO HIRE 10 CAREER ADVISORS THERE WILL BE ONE EACH MIDDLE AND HIGH SCHOOL AND RIGHT NOW WE HAVE EIGHT OF THOSE IN PLACE SO THERE'S ONE ADVISOR WHO
[01:55:03]
IS AN ADVISOR AND SERVES AS THE COURT NADIR OF ALL OF THE ADVISORS. OUR OVER ACHIEVED GOALS OF THIS PROGRAM, OUR GOALS ARE TO PROVIDE ALL STUDENTS WITH A MEANINGFUL HEAD START TOWARDS A SUCCESSFUL FUTURE IT'D ADVANTAGE OVER STUDENTS FROM ACROSS THE COUNTRY AND AROUND THE WORLD. TO HELP STUDENTS FIND THEIR PASSION THEIR INTERESTS AND TALENTS AND HELP STUDENTS NAVIGATE HOW TO GET THERE BY BUILDING CAPACITY FOR THE STUDENTS TO KNOW WHAT KIND OF QUESTIONS TO ASK ABOUT FUTURE OPPORTUNITIES.I'LL TALK A LITTLE BIT MORE IN A MINUTE BUT THIS IS MUCH MORE ABOUT TEACHING KIDS HOW TO FISH AND NOT GIVING THEM A FISH.
I'LL EXPLAIN MORE IN A MINUTE.3 WE WANT TO PROVIDE STRATEGIC INTENTIONAL AND INDIVIDUALIZED PLANNING STUDENTS IN REACHING WHATEVER THE POST SECONDARY GOALS ARE. IT ENABLES STUDENTS TO MAKE CONNECTIONS BETWEEN THEIR COURSEWORK AND FUTURE CAREERS. WERE HOPING THAT ONE COOL OUTCOME FROM CAREER ADVISING IS GOING TO BE ANYONE THAT EVER WORKED WITH STUDENTS IN THESE GRADES SIX THROUGH 12 HAS HEARD WIDE WILL HAVE TO LEARN THIS, WHY DO WE HAVE TO DO THIS AND WERE HOPING THAT WE CAN HELP% STUDENTS MAKE CONNECTIONS BETWEEN THINGS GOING ON IN THE CLASSROOM AND HOW THEY WILL USE IN THE FUTURE.
WHAT THIS CAREER ADVISING ACTUALLY LOOK LIKE. THIS IS A FEW EXAMPLES THIS IS NOT A DEFINITIVE LIST, THE REALITY OF THE SITUATION THAT WE ARE -- SO, WHAT DOES CAREER ADVISING ACTUALLY LOOK LIKE? SO, THIS IS JUST A FEW EXAMPLES, THIS IS NOT A DEFINITIVE LIST, AND THE REAR 20 OF THE SITUATION IS THAT WE ARE STILL LEARNING ABOUT WHAT PEER ADVISERS CAN DO WITH STUDENTS , AND COLLABORATIVELY WORKING WITH FOLKS IN SCHOOLS AND WILL BE HOPEFULLY BRINGING IN COMMUNITY FEEDBACK TO FIND OUT WHAT WE CAN DO. RIGHT NOW WE ARE FOCUSING ON CAREER ADVISERS HELPING TO CONNECT STUDENTS TO A VARIETY OF EXPERIENCES SUCH AS FIELD TRIPS, GUEST SPEAKERS, CAREER FAIRS, AND OTHER SIMILAR EVENTS.
A LOT OF THOSE EVENT HAD TAKEN PLACE AND HAVE BEEN AROUND FOR A LONG TIME, BUT SOMETIMES WE ARE JUST CONNECTING STUDENTS TO THE OPPORTUNITIES. MOST IMPORTANTLY, CAREER ADVISERS PROVIDE BEFORE AND AFTER LEARNING, SO EXPERIENCES DO NOT OCCUR IN ISOLATION. IN THIS PORTION OF CAREER ADVISING WE ARE BUILDING A CAPACITY FOR STUDENTS TO KNOW HOW TO FIND THEIR WAY ON THEIR OWN. SO, WHEN WE ARE DOING ACTIVITIES WITH STUDENTS LIKE A CAREER FAIR, THE ROLE OF THE CAREER ADVISERS TO HELP PREP THEM AHEAD OF TIME IN FOLLOW-UP WITH THEM AFTER TO HELP THEM LEARNING FULL CIRCLE. CAREER ADVISERS MIGHT HAVE STUDENT GROUPS BUILT ON VARIOUS STUDENT INTEREST, SUPPORT CLUBS, SMALL GROUPS, INDIVIDUAL STUDENTS , OR PRESENT TO HOLD CLASSES AND GRADE LEVELS . IT COULD BE ANY INDIVIDUALIZED , BUT NOT NECESSARILY INDIVIDUAL ALL THE TIME, IT CAN BE INDIVIDUALIZED TO A UNIQUE GROUP OF STUDENTS. AND, WE WILL LOOK TO DEEPEN OUR USE OF THE ZILLOW EXPLORATION SOFTWARE THAT WE'VE BEEN USING A LONG TIME, SO THAT THE STUDENT CAN USE SOME OTHER FEATURES THAT ARE WITHIN THE SOFTWARE SUCH AS THE ABILITY TO BUILD RESUMES.
SO, THROUGH TRI-COUNTY COUNSEL, WE ACTUALLY HAVE CONTRACTED WITH AN OUTSIDE ORGANIZATION, ADVISERS TO HELP IN THIS , TRI-COUNTY COUNSEL WORKS WITH CARVER COUNTY, ST. MARY'S AND CHARLES COUNTY, THE GROUP THAT THEY HAVE BROUGHT IN IS CALLED EDUCATORS COOPERATIVE, THAT GROUP HAS HELPED US WITH UNDERSTANDING SOME FOUNDATIONAL THINGS TO HELP BUILD CAREER ADVISING . SO, THE FOUNDATION OF THE CAREER ADVISING PROGRAM , WE ARE REALLY DOING THIS THAT SETS US APART FROM WHAT MAY BE SOME OTHER DISTRICTS ARE DOING AT THIS POINT, THAT IS ONE OF OUR EARLY PIECES IS TO BUILD A COMMON LANGUAGE OR FRAMEWORK SO EVENTUALLY ALL OF US ARE HAVING THE SAME CONVERSATIONS AND ARE SPEAKING THE SAME LANGUAGE. THAT WAY WHEN STUDENTS ARE TALKING WITH DIFFERENT MENTORS AND ADVISERS AND TEACHERS, THEY ARE NOT HEARING DIFFERENT THINGS , WE ARE ALL ON THE SAME PAGE TOGETHER SO STUDENTS HAVE THE CLEAR FOCUS THEY NEED. WE ARE DOING THAT WITH EDUCATORS COOPERATIVE , THEY HAVE WORKED WITH US TO HELP TRAIN OUR PRINCIPLES IN THIS MODEL AND TRAIN THE CAREER ADVISERS AS WELL. AND EVENTUALLY WE WILL EXPAND THAT TO PARENTS AS WELL. BUT THIS MODEL IS ALSO CALLED HOLLAND , SOME PEOPLE MAY HAVE HEARD THAT BEFORE, IT IS JUST A LANGUAGE TO DESCRIBE DIFFERENT ASPECTS OF JOBS, VERY IMPORTANTLY IT IS THE LABELS SAFETY ARE REALISTIC, OR PEOPLE ARE CONVENTIONAL, WE SAY ASPECT LEAD IN A REALISTIC THEME. AND OUR CAREER ADVISERS, WHEN THEY ARE MEETING STUDENTS IN SMALL GROUPS OR ONE-ON-ONE, THEY ARE USING THIS MODEL CALLED THE DIALOGIC QUESTIONING. THIS IS WHERE IT GETS TO THE HEART AT
[02:00:03]
BUILDING CAPACITY WITH STUDENTS, THE STUDENTS ARE DRIVING, THEY ARE MAKING THE DECISIONS . IT IS THE ADVISERS THAT ARE FACILITATING AND LEADING THEM, OPENING DOORS AND SHOWING THEM POSSIBILITIES , BUT ULTIMATELY THE STUDENTS ARE MAKING DIGIT DECISIONS, WE ARE BUILDING THE CAPACITY FOR STUDENTS. THEY WILL BE ASKING QUESTIONS, NOT EXACTLY LIKE THIS, IF YOU LOOK AT A SIXTH GRADER AND SAY WHO YOU ARE YOU , THEY MIGHT SAY JOEY. SO, WE WILL GET THEM TO THINK ABOUT WHO ARE YOU, HOW ARE YOU GROWING, WHAT ARE YOUR OPTIONS AND WHERE ARE YOU HEADED. SO, I WANTED TO VERY QUICKLY MENTION WHAT IS NOT CAREER ADVISING, BECAUSE SOMETIMES THERE ARE MISCONCEPTIONS ABOUT WHAT IT COULD BE, WE ARE NOT GIVING STUDENTS A PATHWAY , WE ARE NOT TRACKING STUDENTS ARE MAKING SURE STUDENTS KNOW EXACTLY WHAT THEIR CAREER PLAN IS , RIGHT? THIS IS ALL ABOUT PROCESS, OF EXPLORATION FOR THE STUDENTS , BUILDING AWARENESS AND BUILDING THE CAPACITY FOR STUDENTS, WE ARE NOT FINDING JOBS FOR STUDENTS WERE GETTING THEM INTO JOBS, WE MIGHT HELP THEM CONNECT THEM TO OPPORTUNITIES , BUT ULTIMATELY WE ARE BUILDING THE CAPACITY FOR STUDENTS TO FIND THEIR JOBS, RIGHT? TO SHOW THEM HOW . WE ARE NOT WORKING WITH ONLY A CERTAIN TYPE OF STUDENT . SO, OUR CAREER ADVISING PROGRAM IS FOR STUDENTS WHO SEE THEMSELVES IN ANY NUMBER OF PATHS, AND ANY KIND OF VARIETY OF THINGS THAT THEY COULD DO WHEN THEY GRADUATE HIGH SCHOOL. IT IS NOT ONLY FOR STUDENTS WHO DON'T KNOW WHAT THEY WANT TO DO . IT IS JUST AS MUCH FOR STUDENTS WHO ARE VERY SURE ABOUT WHAT THEY WANT TO DO TO HELP CONTINUE TO EXPAND THEIR AWARENESS OF OPPORTUNITIES, A LONG PATH THEY HAVE ALREADY CHOSEN. IT IS NOT EXCLUSIVELY EDUCATING STUDENTS ABOUT CTE PROGRAMS AS MUCH AS I MIGHT LIKE THAT TO BE, THAT IS NOT HOW CAREER ADVISING WORKS, IT'S FOR ALL OF THE OPPORTUNITIES , AND WE OFFER SO MANY DIFFERENT THINGS . IT IS ALSO NOT COLLEGE ADMISSIONS ADVISING CAREER ADVISERS ARE WANT TO TALK TO STUDENTS ABOUT COLLEGE AND THE PROCESS AND HOW TO NAVIGATE THAT PROCESS, BUT ULTIMATELY THEY ARE NOT TELLING STUDENTS THAT THIS IS HOW YOU GET INTO HARVARD , THEY MIGHT HELP THEM ALONG THAT WAY, BUT THEY ARE NOT DOING THAT ASPECT, IT'S NOT CREATING A TRUE TRANSITION PLAN . THEY CAN HELP SUPPORT THAT, OBVIOUSLY , WORKING WITH ALL STUDENTS WHETHER THEY HAVE AN IEP OR NOT THINGS A STUDENT MIGHT BE INTERESTED IN TO HELP INFORM THE TRANSITION PROCESS.SO, CAREER ADVISING, AS A PROGRAM, OBVIOUSLY IS NEW THROUGH THE BLUEPRINT, BUT THE IDEA OF DOING THINGS WITH STUDENTS TO HELP THEM NAVIGATE CAREERS AND BE READY FOR CAREERS IS NOT NEW, RIGHT? BUT, IN OUR APPROACH TO IT IS THAT WE ARE KIND OF HOPING TO , YOU KNOW, MEET IN A BAR OR EXCEED THE BAR AND RAISE THE BAR. THAT'S WHERE WE ARE TRYING TO GO. SO, FOR CAREER ADVISING ME MITEL KIDS ABOUT OPPORTUNITIES. NOW WHAT WE HOPE TO DO IS GET STUDENTS TO A POINT WHERE THEY UNDERSTAND THE PROS AND THE CONS ABOUT THOSE OPPORTUNITIES AND THEY CAN EVALUATE THEM BASED ON THAT INFORMATION , WITH A WOODEN WOULD NOT CHOOSE FOR THEMSELVES . FOR THE ADULTS WHO ARE MAYBE DRIVING THE PROCESS, RIGHT? MAYBE WHO ARE KIND OF NEW OR MAYBE A STUDENT FOUND OUT ABOUT SOMETHING, HOPEFULLY , RIGHT? NOW, WE REALLY ARE FOCUSED ON THE STUDENTS DRIVING THE PROCESS. WE WANT THE STUDENTS TO BE EQUIPPED WITH HOW TO, THE WORLD OF WORK IS CHANGING SO RAPIDLY WE CANNOT POSSIBLY EDUCATE STUDENTS RIGHT NOW ABOUT ALL OF THE POSSIBILITIES THAT MIGHT LAY OUT AHEAD OF THEM IN THEIR FUTURES, WE DON'T KNOW WHAT THEY ARE, BUT WE CAN TEACH THEM HOW TO KNOW WHAT QUESTIONS TO ASK THAT YOU KNOW, WE MIGHT HAVE BEFORE SAID WHAT YOU WANT TO BE WHEN YOU GROW UP , WHAT DO YOU WANT TO DO WHEN YOU GRADUATE HIGH SCHOOL? WE WILL GET STUDENTS TO BE THINKING IN A MUCH BIGGER PICTURE, RIGHT? WHAT KIND OF LIFESTYLE DO YOU WANT TO HAVE SO WHAT DO YOU WANT YOUR JOB THAT TO FEEL LIKE AND YOUR WORK LIFE BALANCE? BECAUSE JUST PICKING A JOB IS NOT THE WHOLE PICTURE, RIGHT? OF THE SUCCESSFUL AND INTERESTING FOR HOPEFULLY WHAT STUDENTS WANT IN THEIR LIVES . IT IS NOT ADULTS TELLING STUDENTS WHAT KNOWLEDGE IS IMPORTANT IN VARIOUS CAREER FIELDS LIKE YOU NEED TO STUDY MATH IF YOU WANT TO BE AN ENGINEER. OBVIOUSLY THAT IS IMPORTANT AND THEY MAY STILL DO THAT, BUT IT IS GETTING THE STUDENTS TO RECOGNIZE WHAT THOSE CONNECTIONS ARE, BECAUSE WE HAVE CONNECTED THEM TO EXPERIENCES AND EXPOSED THEM TO THE OPPORTUNITIES , AND NOW THEY KNOW. AND IT IS NOT STUDENTS SELECTING CLASSES, BECAUSE SOMEBODY SAID YOU SHOULD DO THIS, IT'S ABOUT THE STUDENTS BEING ARMED WITH THE KNOWLEDGE OF WHAT QUESTIONS TO ASK TO ENSURE THAT CLASSES AND PATHWAYS ARE IN LINE WITH ALL OF THE
[02:05:03]
INFORMATION IN FRONT OF THEM WE HOPE THEY WILL BE EQUIPPED TO HELP CONSULT WITH IMPORTANT PEOPLE IN THEIR LIVES AND ULTIMATELY MAKE THEIR OWN DECISIONS. SO, THAT IS CAREERADVISING. >> COLLEAGUES, DO WE HAVE ANY QUESTIONS? MS. HAYES? SPINNAKER WOULD LIKE TO START BY SAYING THANK YOU FOR THAT, I DEFINITELY WENT INTO THE WHOLE CAREER ADVISING PERCEPTION IN MY MIND OF SOMEBODY SITTING DOWN WITH A SIXTH GRADER SAYING YOU WILL DO THIS FOR THE REST OF YOUR LIFE. I APPRECIATE THE EXPLANATION ON THAT, I HAVE TWO QUICK QUESTIONS. ARE THESE CAREER ADVISERS EXPECTED TO BE THE ONES TO REACH OUT AND CONNECT WITH THE STUDENTS? OR ARE THE STUDENTS EXPECTED TO REACH OUT? IT'S BEEN A GREAT QUESTION. WE ARE DOING A MIXTURE OF BOTH, THE CAREER ADVISERS ARE AVAILABLE FOR STUDENTS, AND IN SOME CASES WE ALREADY HAVE, WHERE THE STUDENTS ARE FINDING AND SEEKING OUT CAREER ADVISERS. BUT, RIGHT NOW, WE ARE DOING A LOT MORE OF THE CAREER ADVISERS WHO HAVE BEEN IN PLACE SINCE THE BEGINNING OF OCTOBER, THEY ARE DOING VERY INTENTIONAL THINGS TO REACH OUT TO STUDENTS TO START TO BUILD RELATIONSHIPS . FOR EXAMPLE IN THE MIDDLE SCHOOLS, THE CAREER ADVISER SPENT A LOT OF TIME IN THE CAFETERIA, THIS IS A GOOD PLACE TO TALK TO KIDS, AND JUST STARTED TO GET TO KNOW THEM AND BUILD RELATIONSHIPS WITH STUDENTS, KNOW WHO THEY ARE, BOTH SO THAT IF A STUDENT IN A CASUAL CONVERSATION THEY SAY I MIGHT BE INTERESTED IN THIS THE CAREER ADVISER AN SAY LET'S TALK LATER ABOUT THAT, AND VICE A RECEIPT, 20 STUDENTS AS I WILL ASK THAT LADY IN THE CAFETERIA, I WILL TALK TO THEM.
>> THANK YOU, ONE MORE QUESTION. IS THE CAREER ADVISER, FROM WHAT WE HAVE SEEN SO FAR, ABLE TO EFFECTIVELY SERVE SUCH A LARGE AMOUNT OF STUDENTS ? IT'S BEEN A VERY GOOD QUESTION AS WELL. SO, RIGHT NOW, THE FUNDING IN THE BLUEPRINT PROVIDED FOR US TO HAVE ONE PER SCHOOL. SO, WE WILL HAVE TO CONTINUE TO EVALUATE KIND OF WHAT THE LOAD IS ON THAT.
TRUTHFULLY, PART OF THE GOAL IS IN THAT, WHAT WE ARE DOING DIFFERENTLY FROM OTHER PLACES IS BUILDING THIS FRAMEWORK IN IN THIS CAREER ADVISING LANGUAGE. SO THAT WE KIND OF ARE ALL PLAYING A PART SO ALL OF THE ADULTS THAT STUDENTS ARE INTERACTING WITH KIND OF CAN PLAY A ROLE. THE CAREER ADVISERS SHOULD, AT SOME POINT, SEE EVERY STUDENT, IF NOT INDIVIDUALLY, AT LEAST IN SMALL GROUPS , BUT AGAIN, AT A SCHOOL LIKE -- WHERE THERE ARE THOUSANDS OF STUDENTS, THAT IS A BIG LIFT. SO, WE ARE GOING TO HAVE TO WORK, THAT IS PART OF THE IMPORTANCE OF THAT FRAMEWORK, WE HAVE TO WORK TOGETHER FOR ALL STUDENTS TO BE ABLE TO DO IT , BUT WE WANTED WAS TO HAVE THE BENEFIT OF THE CONSISTENT MESSAGE .
>> YOU SO MUCH. >> I AM REALLY EXCITED ABOUT THIS, I THINK THIS IS AN AWESOME OPPORTUNITY FOR CHILDREN , I HAD THE OPPORTUNITY TO MEET A LOT OF THESE CAREER COUNSELORS, AND THEY ARE AMAZING, I THINK THE COUNTY DID A REALLY GOOD JOB PICKING THE RIGHT PEOPLE FOR THE JOB, I KNOW THIS IS VERY EARLY IN THE PROCESS , ARE YOU SEEING, I AM SURE THERE ARE A LOT OF PROSE RIGHT NOW, ARE YOU SEEING ANYTHING THAT YOU FORESEE BEING A PROBLEM? WITH THIS PROGRAM?
>> I THINK THE HARDEST THING RIGHT NOW IS JUST THAT , LIKE MARKS MOST THINGS IN THE BLUEPRINT, IRONICALLY, THERE WAS NOT A BLUEPRINT OF DIRECTIONS OF HOW TO DO IT, SO WE ARE STILL KIND OF FIGURING IT OUT. RIGHT NOW I THINK THE MOST CHALLENGING PART IS JUST KIND OF NAVIGATING EXACTLY WHAT IT DOES THE DAY TO DAY LOOK LIKE. THE CAREER ADVISERS RIGHT NOW, AND BUILDING RELATIONSHIPS WITH STUDENTS, THAT IS THE NUMBER ONE PRIORITY, THEN BUILDING RELATIONSHIPS WITH OTHER FOLKS ON THE STAFF TO MAKE THOSE CONNECTIONS, AND BEHIND THAT IT IS A LOT OF WATCHING AND OBSERVING, SO THESE THINGS ARE HAPPENING, WATCHING AND LISTENING AND TAKING NOTES TO KIND OF COME BACK AND SAY OKAY, THESE ARE THE THINGS THAT ARE ALREADY HAPPENING, NOW, HOW DO WE RAISE THE BAR ON THAT SCOPE SO, THAT SOUNDS WONDERFUL, IT IS GREAT, BUT IT CAN BE HARD, RIGHT? NOBODY IS SAYING DO THIS OR DO THAT . MIKE IS THERE A COUNTY IN OUR STATE THAT HAS DONE THIS ALREADY? OR ARE WE LEAVING THE
MODEL? >> SO, OF COURSE, EVERY LDA HAS TO IMPLEMENT, AND I WOULD SAY THAT THEY ARE ALL IN DIFFERENT PLACES, I THINK SOME OTHER SYSTEMS HAVE HAD POSITIONS AT LEAST LIKE THIS, PERHAPS. BUT , WHEN I GO TO THOSE MEETINGS WITH MY COUNTERPART AND WE DISCUSSED THAT, THERE'S A LOT OF LIKE SO, EVERYBODY, HOW DO WE DO THIS? I THINK EVERYBODY IS IN THAT SAME POSITION, BUT THAT ALSO IS THE PURPOSE OF THE BLUEPRINT , IN PARTNERING WITH OUR WORKFORCE DEVELOPMENT BOARDS, FOR US TO TRY, BECAUSE THEY ARE THE EXPERTS IN CONNECTING PEOPLE TO THE WORKFORCE. SO, THAT WAS THE THINKING IN THE BLUEPRINT, IN
[02:10:08]
THAT EVERY SYSTEM HAD TO HAVE THAT PARTNERSHIP , AND IN REALITY, LETTING IT BE REALLY TAKE IN THE LEAD, BECAUSE THEY HAVE BEEN DOING THIS WORK THE WHOLE TIME .>> THANK YOU. MS. POST? >> I WANTED TO COMMENT, I THINK THAT THIS IS AWESOME, I RECENTLY HAD AN OPPORTUNITY WITH MY DAUGHTER TO HAVE A SIMILAR EXPERIENCE WHERE I LISTENED, I DID NOT REALLY PARTICIPATE, BUT , YOU KNOW, WITH SOME INFORMATION THAT WAS SHARED WITH HER, AND HOW THAT INFORMATION THAT WAS SHARED ALLOWED HER TO REALLY CRITICALLY INC. ABOUT WHAT THAT WOULD IMPACT AND WHAT IT WOULD LOOK LIKE AND WHAT HER FUTURE WOULD LOOK LIKE, EVEN SOMETHING LIKE COLLEGE AND WHAT HER CLASS CLOSE WOULD LOOK LIKE, BUT ALSO, BECAUSE SHE WAS KIND OF THE ONE THAT WAS STEERING ĆT WHAT THAT LOOKS LIKE , AND WHAT HER LEVEL OF COMMITMENT IS, I THINK IT IS GREAT TO TO GET KIDS INVOLVED IN THAT, BECAUSE YOU KNOW, THERE IS SOME OWNERSHIP THERE, AND WHEN THEY FIND SOMETHING THAT IS THERE IT NICHE OR IS THERE PASSION, THEN THEY HAVE AN OPPORTUNITY TO INVESTIGATE AND LEARN, IT CAN HELP, IN SO MANY WAYS SO THAT THEY ARE NOT POST--HIGH SCHOOL WONDERING. SO, THANK YOU.
>> I'M TRYING NOT TO GET TOO EXCITED, IT'S WONDERFUL THAT WE HAVE AN ADULT IN THE BUILDING WHO WAS CONCENTRATED ON THAT FULLY, BUT , YOU ARE BUILDING THE AIRPLANE WHILE YOU ARE PLAYING IT. I HAVE TO SORT OF TEMPER MY EXPECTATIONS AND MY EXCITEMENT , HOPING THAT THEY ARE MAKING CONNECTIONS EVERY DAY, YOU KNOW? BUT, IT REALLY IS, YOU KNOW, UNLESS YOU HAVE A ROUTINE WHERE YOU HAVE AN ASSESSMENT THAT EVERY STUDENT TAKES , THAT IS APPLICABLE TO THEIR GRADE LEVEL , YOU KNOW, THAT WILL HELP THAT CAREER ADVISER KNOW SOMETHING ABOUT THOSE CHILDREN , I DON'T KNOW HOW THEY ARE JUST GOING TO, FROM SCRATCH, YOU KNOW, GET THAT DATABASE .
>> WELL, THAT IS WHERE WE ARE USING THIS PLATFORM. SO, WE HAVE DONE THAT FOR A LONG TIME WITH STUDENTS, THE SCHOOL COUNSELORS HAD LET THAT TO USE THE ZELLO PLATFORM THAT HAS BASELEVEL ASSESSMENTS THAT KIND OF GET SOME INFORMATION ABOUT STUDENTS -- SO THEY ARE ABLE TO GO IN AND KIND OF PULL THAT INFORMATION AND USE IT AS A GOOD STARTING POINT. SO, THEY ARE ALREADY USING THAT . FOR EXAMPLE, LAST MONTH WAS CYBER SECURITY AWARENESS MONTH AND THEY WERE ABLE TO GO IN AND LOOK IF THERE WERE STUDENTS THAT HAD ALREADY SORT OF I WOULD SAY IT MATCHED, BUT THERE WAS AN INDICATION OR SOMETHING IN THEIR PROFILE THAT HEY, LET ME MAKE SURE THIS STUDENT KNOWS , THESE ARE CAREERS IN CYBER SECURITY. SO, THEY ARE ALREADY KIND OF DOING NETWORK. I THINK IT IS A LITTLE BIT EASIER AT THE MIDDLE SCHOOL LEVEL RIGHT NOW IN THAT REGARD, THEN AT THE HIGH SCHOOL LEVEL, BY THE TIME THEY GET TO HIGH SCHOOL THEY ARE IN SO MANY DIFFERENT DIRECTIONS. SO, I THINK TO THAT EXTENT, I AM READY. BUT, IT IS A SLOW JOURNEY. IT IS GOING TO TAKE TIME TO BUILD ITS. IT WILL, YOU KNOW, I HOPE THAT OUR CURRENT SENIORS GET SOME BENEFIT FROM BEING ABLE TO WORK WITH CAREER ADVISERS, BUT REALLY WHERE WE SEE THIS IS MIDDLE SCHOOL STUDENTS AS THEY MAKE PROGRESSION.
>> IS, I WOULD HAVE TO SAY , MS. JULIE WALMER IS ALL IN, SHE REACHED OUT TO ME AND ASKED IF I WOULD COME AND ACTUALLY COME TO CAREER DAY, I ACTUALLY SPOKE WITH HER AND WE HAD A WONDERFUL MEAL OVER THERE AT THE CTA, I HAD AN OPPORTUNITY TO TALK TO A LOT OF THEM. AND SHE REACHED OUT TO THE COMMUNITY, SHE IS GOING TO BRING PEOPLE IN, SHE KNOWS THAT I ATTENDED MYSELF, GRADUATED IN 88. SO, SHE IS ALL IN, AND SHE HAS INVITED ME TO COME TO TALK TO THE STUDENTS. SO, I THINK IT IS A GREAT OPPORTUNITY AND IT IS GOING TO WORK VERY WELL FOR OUR STUDENTS,
THANK YOU . >> I THINK TO THAT END, WE ARE WORKING TO GATHER, ESPECIALLY WITH COORDINATORS TO BUILD MATE DATABASE, BUT LOTS OF GREAT FOLKS LIKE YOURSELF THAT ARE WILLING TO COME INTO SCHOOLS SO THAT WE CAN HAVE A COORDINATED EFFORT, RIGHT? SO YOU KNOW, THAT IS GREAT, WOW, YOU HEARD FROM MR. WHITE? SO, WORKING THROUGH SOME OF THOSE PIECES AS WELL, SO THAT WE HAVE A KIND OF CENTRAL POINT FOR ALL OF THESE
KINDS OF PIECES TOO. >> MS. POLINSKY? DID YOU HAVE
[02:15:02]
ADDITIONAL COMMENTS? >> YES, DID I HEAR YOU CORRECTLY WHEN YOU TALKED ABOUT THE SCORE REPORTS FOR THE NBC ? OUR TEACHERS SUBMITTED THEM IN THE SPRING AND THEY ARE JUST GETTING
IT BACK? >> YES, THAT'S THE WAY THAT THE CYCLE WORKS, THEY SUBMIT IN THE SPRING AND THEY WAIT AND FIND OUT IN DECEMBER , THEN THEY ARE CERTIFIED IN DECEMBER.
>> AND , HOW LONG, IS IT A TWO YEAR PROCESS?
>> IT DEPENDS ON THE TEACHER. SOME TEACHERS DO IT ALL IN ONE YEAR , AND SOME TAKE THREE YEARS TO COMPLETE IT, OR FOUR YEARS,
IT JUST DEPENDS. >> SO, THIS IS A LONG PROCESS , AND I'VE HEARD IT IS HARD, I'VE HEARD IT IS CHALLENGING. SO, KUDOS TO ALL OF THOSE WHO HAVE TAKEN THE LEAP AND ARE GOING TO
TRY . >> ANY FURTHER COMMENTS?
>> THANK YOU FOR THE PRESENTATION DR. SAMPSON, AND MS. AIKINS, MS. AIKINS I AM HIGHLY EXCITED ABOUT THE CAREER ADVISERS . I THINK YOUR EXUBERANCE AND YOUR EXCITEMENT ABOUT FILLING OUT THE PROGRAM ADDS TO THE EXCITEMENT , AND I THINK THE PERFECT INDIVIDUALS WERE PICKED FOR THE POSITIONS, I AM EXCITED TO SEE WHERE THE PROGRAM DOES AND HOW OUR
STUDENTS BENEFIT . >> THANK YOU.
[7.07 Northern Middle School Schematic Design Presentation]
>>> NEXT, WE HAVE THE NORTHERN MIDDLE SCHOOL SCHEMATIC DESIGN PRESENTATION.
OF THE BOARD, I AM MS. WARNER, DIR. OF SCHOOL CONSTRUCTION.
>> I AM LATER IN THE BOTTLE, PRINCIPAL WITH CRABTREE
ARCHITECTS . >> I'M THE SENIOR PROJECT MANAGER FROM CRABTREE ARCHITECTS .
>> AS YOU KNOW, THE DESIGN TEAM STARTED WORKING ON THE DESIGN FOR THE NORTHERN MIDDLE SCHOOL REPLACEMENT PROJECT EARLIER THIS SUMMER . WE ARE BEFORE YOU TODAY TO PRESENT THE SCHEMATIC DESIGN FOR THE PROJECT. THE DESIGN IS THE FIRST MAJOR STEP WITHIN THE PROCESS , THAT IS REQUIRED TO BE SUBMITTED TO THIS DATE. WE WILL GO INTO FURTHER DETAIL ON THE ELEMENTS THAT WERE DEVELOPED DURING THIS PHASE. THE PURPOSE OF TODAY'S PRESENTATION IS TO GET APPROVAL OF THE SCHEMATIC DESIGNS FROM THE MEMBERS OF THE BOARD OF EDUCATION, THIS WILL ALLOW US TO PROCEED WITH THE REQUIRED SUBMISSION TO THE STATE SO WE MAY CONTINUE WITH THE DESIGN PROCESS. WITH THAT I WILL TURN IT OVER TO THEM FOR THE PRESENTATION. THANK YOU, MS. WARNER. WE HAVE SOME PROJECT PARAMETERS THAT WE TALK TO, THEN WE GET INTO SOME OF THE OPTION DEVELOPMENT , AND ULTIMATELY THE SCHEDULE . SO, MARK NORTHERN MIDDLE SCHOOL HAS THE STATE RATE CAPACITY 775 STUDENTS , IT IS STATE-FUNDED GROSS SQUARE FOOT IS APPROXIMATELY 102,000 FT.Ć·, SO OUR CONCEPT OF DEVELOPMENT RIGHT NOW IS WORKING TOWARD THAT GOAL . THERE'S ABOUT 3000 FEET OF COOPERATIVE USE OF SPACE WITHIN THE BUILDING FOR THE COMMUNITY.
SO, TOTAL, WE ARE TALKING ABOUT 105,000 FT.Ć· IN THE CONSTRUCTION BUDGET WAS ESTABLISHED ABOUT $57.2 MILLION.
SO, THIS IS THE PROCESS THAT WE GO THROUGH FROM A DESIGN STANDPOINT. PHASE ONE WAS CONFIRMING SOME GOALS AND PROGRAM, WE TOOK YOUR SPEC AND HAVE LOOKED AT BIG GOALS SUCH AS THE COMMUNICATIONS PLAN , WE LOOKED AT SUSTAINABLE GOALS FOR THE PROJECT, SINCE IT IS A NEW SCHOOL, AND WE EVALUATE THE BUDGET EARLY ON, RIGHT NOW WE ARE IN SCHEMATIC DESIGN, AS WE POINTED OUT TONIGHT, WE ARE LOOKING FOR THAT APPROVAL. THIS IS WHERE WE IDENTIFY THE BIG KEY BUILDING ELEMENTS INSIGHT RELATIONSHIPS. SO, OUR ENGINEERS ARE ACTIVELY WORKING WITH US EACH DAY , TRYING TO DEVELOP THOSE OWNER REQUIREMENTS, TO MAKE SURE ALL OF THE SPECIFICATIONS, THE EDUCATIONAL SPECIFICATIONS WERE MET, GET ALL OF THE PROGRAM ELEMENTS IN TO THE BUILDING AND DESIGNS, WE ARE TALKING ON A HIGH LEVEL OF SUSTAINABLE DESIGN COMPONENTS RIGHT NOW , AND ULTIMATELY WE ARE GETTING INTO THE BASIC BUILDING CODES NOW AS WE START THE LAYOUT FOR THE BUILDING. THERE HAS BEEN A LOT OF
[02:20:02]
COORDINATION MEETINGS WITH OUR CONSULTANTS, ON HOW WE ARE ACTUALLY PUTTING THIS BUILDING ON THE SITE , AND THE INFORMATION WE ARE GLEANING FROM THAT IS WHAT WE ARE WORKING ON DAILY , IF YOU WILL. FROM HERE, WE GO ON TO DESIGN DEVELOPMENT, AND YOU WILL SEE THAT IN THE SCHEDULE COMING UP. THIS IS WHERE WE PUT MOST OF THE ENGINEERING IN THE BUILDING.THIS IS WHERE OUR ENGINEERS KNOW WHAT SYSTEMS WE ARE TALKING ABOUT, AND I REALLY TALKING ABOUT HOW THOSE COMPONENTS FIT.
THEN WE GET INTO THE CONSTRUCTION DOCUMENTS. THIS IS ALL THE DETAILING THAT WE GET INTO TO MAKE SURE WE CAN CONTRACT TO HAVE PROPER CONSTRUCTION DOCUMENTS TO BUILD FROM. IN EACH OF THESE STAGES WE HAVE AN APPROXIMATE ESTIMATE THAT GOES ALONG, THEN AS WE GET MORE REFINED , THE CONSTRUCTION MANAGER WHO IS COMING ON BOARD WILL REFINE THOSE ESTIMATES , AS WE CONSTANTLY WORK TO WARD THE BUDGET. AND ULTIMATELY WE GET INTO CONSTRUCTION STAGE FIVE. SO, WE WILL BE BACK WITH
UPDATES FOR EACH OF THESE. >> COULD I ADD ONE THING BEFORE YOU JUMP ON? SO, ONE THING THAT I WANTED TO JUST ADD DURING THE SCHEMATIC DESIGN PHASE, NOT ONLY HAS CRABTREE -- BEEN WORKING WITH CONSULTANTS LATELY, WE HAVE HAD MULTIPLE STAKEHOLDER MEETINGS WITH JAMIE WEBSTER, WITH THIS GROUP, WITH THE HEALTH , WITH THE NURSE , WITH MEMBERS TO OVERVIEW THE MEDIA LOOKING AT THE SAFETY SECURITY PIECE. I WANTED TO ADD THAT TO THAT THERE HAS BEEN A HIGH LEVEL OF STAKEHOLDER ENGAGEMENT FROM THE SCHOOL AND FROM CENTRAL OFFICE.
>> ABSOLUTELY, AS MS. WARNER MENTIONED WE HAVE ESTABLISHED BIWEEKLY MEETINGS, WE'VE BEEN MEETING SINCE THE MIDDLE TO THE END OF AUGUST UNTIL NOW, IT'S BEEN VERY PRODUCTIVE. SOME OF THESE WEEKS WE HAVE HAD MORE THAN ONE MEETING PER WEEK OR BIWEEKLY. SO, VERY PRODUCTIVE. AS MR. LOVATO MENTIONED, WE ARE IN THE FAIRLY EARLY STAGES, THIS IS THE SCHEMATIC DESIGN , WE STARTED OUT WITH A HIGH LEVEL OF ANALYSIS AND WE ARE MAINTAINING SEPARATION BETWEEN ACCESS POINTS WITHIN THESE CAMPUS SITES, IN THE BLUE, AS YOU CAN SEE, THE MIDDLE SCHOOL PARKING LOT, THE POINTER IS A CHALLENGE ON THIS SCREEN. CULTURAL ARTS IN THE GREEN BELOW OFF OF FLINT HILL AS WELL, SHARED BUS LOOP IN YELLOW , THEN THE DEDICATED HIGH SCHOOL PARKING LOT ENTRANCE OF THEIR THE TOP OF THE LIGHT. SO, AS YOU CAN SEE WITHIN THE EXISTING NORTHERN MIDDLE SCHOOL, FAIRLY CONSTRICTED SIDE, CERTAINLY SET UP A FEW OPTIONS AND OPPORTUNITIES . SO, WE STUDIED EARLY IN THE SCHEMATIC PHASE, OPPORTUNITIES WITHIN THIS FIXED FOOTPRINT , AND WE DECIDED AT THE VERY EARLY STAGES THAT EARLY DEMOLITION OR PHASE DEMOLITION OF THE MIDDLE SCHOOL, THAT IMPACT AND DESTRUCTION WILL BE A CHALLENGING SORT OF WAY TO GO WITHIN THIS SITE. SO, OUR THIS SCHEMATIC DESIGN FOCUSED ON THE OPPORTUNITY TO DEVELOP THAT REPLACEMENT SCHOOL WITHIN THAT PARKING LOT TO THE NORTH OF THE EXISTING MIDDLE SCHOOL. THIS WAS A VERY EARLY OPTION, OPTION ONE, AS YOU CAN SEE, IT IS A THREE-STORY OPTION. AND IT WILL HAVE A L STYLE CLASSROOM WHEN, VERY CLEARLY ARTICULATED SEPARATION BETWEEN RUGGEDIZED CLASSROOMS ON THREE FOURS, CENTRALIZED ACCESS NODE, AND THE LARGER CORE SUPPORT SPACES, MORE PUBLIC SPACES, KIND OF DOWN TO THE BOTTOM. THE RED DASHED LINE IS THE PERIMETER OF THE EXISTING NORTHERN MIDDLE SCHOOL. WE HAVE MAINTAINED A VERY CLEAR SEPARATION FROM THAT EXISTING BUILDING. UPON REVIEWING THIS WITH THE STAKEHOLDERS , SOME OF THE PROS ARE WE HAVE A VERY NICE OPPORTUNITY FOR A LARGE SECURED OUTDOOR LEARNING SPACE, CENTRALIZED BETWEEN , BUT SOME OF THE CONS WERE THAT AT A THREE-STORY LEVEL, PERHAPS THE IMPACT , THE OVERALL IMPACT OF THAT BUILDING ON THAT CORNER MAY BE A LITTLE BIT TOO OMINOUS. ALSO, JUST THE TRAVEL DISTANCE BETWEEN THAT CENTRAL SUPPORT NODE ALL THE WAY DOWN THE HALLWAY AND TO THE LEFT FOR STUDENTS ON ALL THREE FLOORS ACCESSING SCIENCE, JUST FELT A LITTLE BIT TOO LONG FOR TRAVEL DISTANCE, SO WE SORT OF WENT BACK TO THE TABLE AND, PARDON ME, ONCE AGAIN, THESE ARE VERY EARLY STUDIES WE DID IN WHITE, JUST TO REFLECT POTENTIALLY WITH THAT BUILDING WOULD LOOK LIKE ON THE SITE, AND AS I MENTIONED, YOU CAN'T BE THAT THREE-STORY CLASSROOM WHEN, AND HOW LARGE AND OMINOUS IT IS ON THE OUTSIDE CORNER. THOSE, HOWEVER, CREATE A NICE, INTERESTING OPPORTUNITY FOR AN OUTDOOR LEARNING AREA CENTRALIZED WITHIN THE BUILDING, AND AS YOU CAN SEE ON THE
[02:25:02]
RIGHT-HAND SIDE, THOSE LARGER ONE AND A HALF OR TWO STORY CORE SUPPORT SPACES, CAFETERIA AND GYMNASIUM AND THE LIKE.SO, ONCE AGAIN, WE WENT BACK TO THE TABLE, AND BROUGHT THAT DOWN TO CREATE MORE OF A T SHAPE CLASSROOM WING OPPORTUNITY , CERTAINLY SHORTENS THAT TRAVEL DISTANCE TO SCIENCE AND TECHNOLOGY, AS WELL AS SCIENCE IN THE CLASSROOMS ON THE UPPER LEVELS . IT ACTUALLY GIVES A NICE OPPORTUNITY FOR TWO SEPARATE OUTDOOR OPPORTUNITIES, THE UPPER ONE POTENTIALLY BEING A VERY NICE OUTDOOR LEARNING AREA, AND ONE CENTRALIZED BETWEEN THE CLASSROOM AND THE CAFETERIA AS AN OPPORTUNITY FOR OUTDOOR LEARNING AND OUTDOOR DINING. SO, WE FELT THAT IT WAS REALLY NICE TO HAVE THAT CENTRALIZED CLASSROOM WING, SORT OF TWO SEPARATE AND THAT . IT STILL IS MAINTAINING THE EXISTING NORTHERN MIDDLE SCHOOL, MAINTAINING THAT PLAZA, AND OFF OF FLINT HILL, THE DEDICATED PARKING, AND CIRCULATION SPACE IN FRONT OF THE NEW MAIN ENTRANCE. ONCE AGAIN, THE STACKED CLASSROOM WINGS. AS YOU CAN SEE IN THESE TWO OPTIONS, WE ARE TRYING TO BE AS EFFICIENT AS POSSIBLE WITH BUILDING DEVELOPMENTS AND CONSTRUCTION THAT WILL ALSO BE AS EFFICIENT AS POSSIBLE THAT CREATES A LOT OF EFFICIENCY AND SAVES MONEY AND TIME. ONCE AGAIN , THE WHITE MODEL, YOU CAN SEE, IT'S SOFT AND SET UP IN THE CORNER , AND ONCE AGAIN, CREATES A REALLY NICE OPPORTUNITY FOR THE DINING SPACE, MUSIC CURRICULUM, ACCESS FOR SERVICE, SUPPORTING THOSE SPACES , AND SUPPORT SPACES AT THE BOTTOM CENTER. SO, THIS IS AN IMAGE OF SORT OF THE FINAL SCHEMATIC DESIGN SITE PLAN, AND ONCE AGAIN, IN BLUE IS THAT THREE-STORY PROPOSED REPLACEMENT MIDDLE SCHOOL, AS YOU CAN SEE, WE HAVE MAINTAINED FULL SEPARATION, AND AS YOU CAN SEE THERE, THAT WOULD BE THE SORT OF PHASE TWO, AFTER THE BUILDING WOULD BE CONSTRUCTED, THE EXISTING SCHOOL THAT WOULD BE DEMOLISHED AND REMOVED, THEN THAT PARKING LOT WITH THE DEDICATED PARENT TO DROP OFF AROUND THE PERIMETER, THE DEDICATED PARKING WITHIN, IT CERTAINLY PROVIDES AMPLE CUEING FOR PARENT DROP-OFF IN VEHICLES AROUND THE PERIMETER AS WELL AS AMPLE PARKING FOR VISITORS AND STAFF AND MAINTAINING THE LOADING DOCK ACCESS FOR THE ARTS CENTER. AND ONCE AGAIN, MAINTAINING, WE HAVE MODIFIED SLIGHTLY THE ROADWAY COMING IN FROM THE BUS LOOP, WE HAVE SORT OF SOFT AND UP THAT HORRIBLE CURB AND OFTEN TRIED TO ALLOW THAT BUILDING TO NESTLE IN VERY NICELY THERE. SO, WE STARTED TO ANALYZE IT AT A VERY HIGH LEVEL, AND WHAT DOES THIS MEAN FOR CONSTRUCTION? ON THE LEFT-HAND SIDE YOU CAN SEE WE HAVE LABELED PHASE ONE CONSTRUCTION, EXISTING NORTHERN MIDDLE SCHOOL TO REMAIN IN THE AREA, AND READ IS WHERE THE REPLACEMENT SCHOOL WOULD BE CONSTRUCTED, THEN THE SMALL PARCEL OF EXISTING GRASS IN THE PARKING LOT ABOVE WOULD POTENTIALLY BE USED FOR CONSTRUCTION STAGING, QUEUING, A LOT OF MATERIALS . IN DOING SO, IF THERE WAS CONCERN, WE HAD A POTENTIAL OF CROSS TRAFFIC WITH BUS TRAFFIC STILL COMING OFF OF CHENEYVILLE AND CROSSING CONSTRUCTION TRAFFIC AND CONSTRUCTION VEHICLE ACCESS TO THE CONSTRUCTION SITE. SO, ONCE AGAIN, IT IS VERY EARLY, BUT THERE WERE SOME DISCUSSIONS ABOUT POTENTIAL AMOUNT OF DYING THE ROADWAY, AND ACCESSING THE SHARED BUS LOOP FROM THE HIGH SCHOOL PARKING LOT AREA, PARKING TO THE TOP RIGHT , AND ACCESSING DOWN, THEN ONCE THAT SCHOOL IS FINALLY CONSTRUCTED AND OPENED, WE THEN HAVE AN OPPORTUNITY TO MOVE THE EXISTING SCHOOL, THEN CONSTRUCT THE PARKING LOT. ONCE AGAIN MINIMIZING THE AMOUNT OF DISRUPTION ON THE EXISTING SCHOOL IS MUCH AS POSSIBLE.
LOOKING AT IT AT A VERY HIGH LEVEL SCHEMATIC, YOU CAN SEE, AS I MENTIONED, THOSE VERY CLEARLY DEFINED CLASSROOM WINGS ON ALL THREE FLOORS, PRIVATIZED AREAS IN THE CLASSROOMS, CLEAR SEPARATION , OPPORTUNITY FOR THE PRIMARY ENTRANCE FACING THAT PLAZA SPACE OFF OF THE PARKING LOT, AND CLUSTERING THE LARGER CORE SUPPORT SPACES FOR CAFETERIA, GYMNASIUM, AS WELL AS MUSIC . MECHANICAL SPACES, RECEIVING, AND BUILDING SUPPORT AT THE LEFT UPPER LEFT-HAND CORNER. MID-LEVEL WE ARE LOCATING THE MEDIA CENTER AND THE ART ROOM, THAT GIVES ACCESS FOR ALL THREE GRADE LEVELS FOR ONE FLOOR ACCESS FOR THOSE SHARED ART AND LABORATORY CURRICULUM, EIGHTH-GRADE ON THE UPPER THIRD FLOOR. FROM A CIRCULATION STANDPOINT, ONCE AGAIN, THE PRIMARY MAIN ENTRANCE AT THE BOTTOM LEVEL , ENTERING THE BUILDING ALONG THE MAIN STREET CORRIDOR , AS YOU CAN SEE THEN, THE SECONDARY EGRESS POINTS DOWN INTO THE CORE SUPPORT SPACES INTO THAT SCIENCE CURRICULUM TO THE LEFT , AS WELL
[02:30:03]
AS GENERAL CLASSROOMS TO THE RIGHT, AND THAT FOLLOWS SUIT VERY INTUITIVELY , WHICH IS CERTAINLY ENHANCING THE WAY-FINDING, AND THE IMAGES IN THE CIRCLES OF THE VERTICAL CIRCULATION, STUDENTS CAN NOT ONLY TRAVEL HORIZONTALLY, BUT EMPIRICALLY TO GAIN ACCESS TO DIFFERENT FLOOR LEVELS. FROM A SAFETY AND SECURITY STANDPOINT, ONCE AGAIN, WE ARE STARTING AT THIS VERY EARLY PHASE , TO DEVELOP THE SEPARATION OF PRIVATE AND PUBLIC SPACES. I AM FORTUNATE ENOUGH TO BE ONE OF THE FOUR DESIGN PROFESSIONALS AT THE FIRM, WE TAKE THAT VERY SERIOUSLY, WE LOOK AT THIS AT A VERY EARLY STAGE IN THE PROCESS TO MAKE SURE THAT SAFETY AND SECURITY IS DESIGNED FOR THE IMPLEMENTATION OF THE OVERALL CONCEPT . AS YOU CAN SEE IN SOME OF THESE IMAGES, WE ARE STARTING TO LOOK AT WAYS TO LOCATE CORRIDOR DOORS THAT WOULD BE OPEN DURING NORMAL HOURS, IF THERE IS AN EVENT, THE DOORS CAN THEN CLOSE AND HOPE TO ADD LAYERING AND HARDENING INTO THESE SPACES. JUST A FEW IMAGES TO SORT OF REFLECT SOME OF THAT STAKEHOLDER INVOLVEMENT IN CHANGES THAT WE HAVE HAD , WE'VE HAD SEVERAL MEETINGS, THEY FOCUS ON THE DESIGN OF THE BUILDING, BUT ARE FOCUSED IN ON A FEW OF THE MORE DETAILED SPACES, ONE OF THOSE WOULD BE THE ADMINISTRATIVE AND HEALTH SUITES, THE IMAGE ON THE LEFT WAS PROBABLY A MONTH AND A HALF AGO, LOOKING AT SOME OPPORTUNITIES TO DEVELOP THOSE BIG BOXES, AND CLEARLY HAVE A CIVIC CURED VESTIBULE WITH A SECURED AREA, HOWEVER, THE NURSES SUITE IS SORT OF REMOTE , BACK OF HOUSE, PROVIDING THE BACKSIDE HALLWAY, CENTRALIZING THE GROUP TOILET FOR ASSEMBLY USE NEAR THE GYMNASIUM , AND A LOT OF CONCERN THAT , CERTAINLY FROM THE PRINCIPLES LEVEL, THAT THAT ADMINISTRATION AND NURSES TWEET SHOULD HAVE CLOSE PROXIMITY SO THE RECEPTIONIST AND ADMIN HAVE CLEARVIEW SO, BACK TO THE TABLE, REDID THIS REVISED CENTRALIZED LAYOUT, AS YOU CAN SEE, REPURPOSED AND RELOCATED THE GROUP TOILET SO THEY HAD ACCESS FOR THE ASSEMBLY SPACE IN THE GYMNASIUM AS WELL AS THE CAFETERIA SPACE, AND CLUSTERING SOME OF THESE ORANGE VOLUNTEER OFFICES, AND ONCE AGAIN, WE REALLY TOOK A DEEP DIVE INTO THAT AND REALIZED PARKS AND REC IS REALLY TOO REMOTE, THAT SHOULD BE UP FOR THE GYMNASIUM SPACE FOR OBSERVATION AND SURVEILLANCE , CLEARLY STILL NOT CLOSE ENOUGH, THERE WAS A HALLWAY THAT SORT OF CONNECTED WAITING, THAT VISUAL CONNECTION AND CONTINUITY WAS STILL LACKING, AS YOU CAN SEE, WE WENT BACK TO THE TABLE AGAIN , AND THIS IS THE CURRENT LAYOUT, AS YOU CAN SEE THE RECEPTIONIST IN THE WAITING ROOM , WITHIN THE RECEPTION DESK IS CENTRALIZED, CLEAR VISION WITH WINDOW LOOKING INTO THE WAITING ROOM OF THE NURSES SUITE AND HEALTH SUITE, THE NURSES OFFICE HAVE CLEAR VISION INTO THE REST AREAS , WE ALSO HAD SOME DISCUSSION ABOUT THE POTENTIALLY SEPARATING TWO TOILET FIXTURES OF FOR SUPPORTO AND ACCESS, IT TURNED OUT VERY GREAT , I THINK WE HAD A MEETING JUST RECENTLY WITH A NURSE, SHE IS EXTREMELY EXCITED ABOUT THE LAYOUT , AND AS WE GO INTO DEVELOPMENT SPACE, WE CAN REFINE THOSE SPACES MORE QUICKLY. THE SAME THING WITH MUSIC. THE ORIGINAL ONES HAD THIS HALLWAY THAT MEANDERED BACK , THEN CAME BACK DOWN DIAGONALLY. AND THERE WAS SOME CONCERN ABOUT THE LACK OF SUPERVISION ACROSS THOSE UPPER HALLWAYS, A LOT OF THOSE SPACES WERE NOT OCCUIED BY STAFF AND STUDENTS WERE WALKING BACK THROUGH, WE REVISED THAT TO HAVE DIRECT VISION OF OF THAT NOTE, CLEARLY NOW MUCH MORE SUPERVISION FROM THE STAFF AND ADMINISTRATION WITHIN THE SUITE. SO, FINALLY, THE THREE FLOOR PLANS, AS I MENTIONED, SIX RATE, SEVENTH GRADE, EIGHTH GRADE IN BOTH FLOORS , SPECIAL ED IS VERY EMBEDDED IN CENTRALIZED IN EACH OF THESE FLOOR LEVELS, AS WELL AS ADMINISTRATION AND STAFF ON ALL THREE FLOORS FOR SURVEILLANCE .VERY CLEARLY DEFINED LOCATIONS OF CLASSROOMS, PRIVATIZED AREA SPACE , AS COMPARED TO SOME OF THE LARGER PUBLIC USE SPACES .
AND, THEN, SOME UPDATED MODELS, YOU CAN START TO SEE IT NOW WE ARE ABLE TO ARTICULATE SOME OF THAT FRONT ENTRANCE AREA , WE ARE CERTAINLY GOING THROUGH SQUARE FOOTAGE REVISIONS AND -- TO FINE-TUNE AND COME DOWN THESE FLOOR PLANS FOR GENERATING DOCUMENTS THAT HAVE COMPARATIVE LISTINGS AND CALCULATIONS FROM THE PROGRAM SPACE VERSUS THE ACTUAL SPACE THAT IS BEING DESIGNED SO WE CAN FIGURE OUT WHERE THOSE SPOTS ARE TO BRING THE BUILDING DOWN TO THE TARGET SQUARE FOOTAGE. BACKSIDE AREA ,
[02:35:04]
OPPORTUNITY FOR VERY NICE AREA OF THE PLAZA , AND PERHAPS ANOTHER SHOT OF THAT. SO, THE LAST FEW IMAGES ARE JUST SOME IMAGES FROM PREVIOUS PROJECTS THAT WE HAVE DONE, WE DO HAVE OPPORTUNITIES AT THE SCHOOL FOR COLLABORATIVE LEARNING AREAS AND FLEXIBLE LEARNING SPACE, CORRIDOR SPACES THAT OPEN UP FOR SMALL USE , AS WELL AS FLEXIBLE EDUCATIONAL SPACES AND 21ST-CENTURY LEARNINGS. SO, SOME OF THESE SPACES ARE INSPIRATION SPACES , WE HAVE WORKED WITH A NUMBER OF OUR CLIENTS , AND EACH IS UNIQUE. THIS IS NOT SOMETHING NECESSARILY THAT YOU MAY DO , BUT IT IS OPPORTUNITIES THAT WE SEE IN CHANGING TRENDS OF EDUCATION TO REALLY GRASP STUDENTS AT DIFFERENT LEVELS, AND REALLY ENGAGE THEM LIKE THE PREVIOUS PRESENTATION. THIS IS A MAKE OR SPACE OUTSIDE OF A SERIES OF LABS, WE CAN SEE THE OVERHEAD DOORS HAVE A WAY OF MOVING STUDENTS, AND ALSO , IF YOU LOOK INTO THAT LAB ON THE RIGHT-HAND SIDE, THEY ARE EPIC SO, WE ARE INTEGRATING FURNITURE DESIGN NOW INTO ALL OF OUR SCHOOL PROJECTS . IT IS NOT AN AFTERTHOUGHT. WE ARE THINKING ABOUT THAT NOW, AND HOW STUDENTS MOVE, HOW TEACHERS CAN SET UP THEIR ROOMS, IF THEY WANT TO HAVE FLEXIBLE ENVIRONMENTS, HOW EFFICIENT IS THAT ? WE DON'T WANT TO TAKE UP EDUCATION TIME TO CONSTRUCT SOME OF THESE SPACES. AGAIN, NATURAL DAYLIGHT, WE KNOW IS INHERENT IN EDUCATION. JUST TO THE AMOUNT OF DAYLIGHT COMING INTO THE BUILDING, AS WE HAVE THESE DEEPER SPACES, OR THESE LARGER RECTANGLES, WE REALLY WANT TO GET AS MUCH DAYLIGHT IN THEIR .EVERYBODY PERFORMS BETTER IN DAYLIGHT, WE KNOW STUDENT TEST SCORES GO UP, BUT THINK ABOUT YOUR FACULTY AND STAFF THAT ARE IN THOSE BUILDINGS FOR EIGHT HOURS A DAY. IT IS INHERENT TO THAT THEY HAVE THE SAME OPPORTUNITIES TO FEEL THAT THEY WANT TO BE IN THAT ENVIRONMENT. AND STUDENTS WANT TO MOVE ABOUT, ESPECIALLY AT THE MIDDLE SCHOOL LEVEL . I KNOW IT MAKES TEACHERS NERVOUS, LIKE MIDDLE SCHOOL KIDS, THEY CANNOT GO ALL OVER THE PLACE , BUT THEY IF THEY ARE SUPERVISED AND PEOPLE CAN SEE THEM, THEN YOU HAVE OPPORTUNITIES IN COURTYARDS AND OUTDOOR SPACE, AND IT IS JUST ENHANCING EVERYBODY'S DAY .
>> ABSOLUTELY, IT CLEARLY SHOWS VERY SIMILAR LAYOUT WE HAVE FOR THE OUTDOOR LEARNING AREAS THAT I SHOWED YOU EARLIER, YOU CAN SEE THE OPPORTUNITIES FOR STUDENTS MOVING IN AND MOVING OUT, OPPORTUNITIES FOR LEARNING AND OPPORTUNITIES FOR EXTERIOR
DINING AS WELL. >> AGAIN, AND OTHER MAKERS SPACE AND FLEXIBLE LEARNING ENVIRONMENT , OPPORTUNITIES FOR ALL TYPES OF FURNITURE SYSTEMS, STUDENTS WORKING AT HIGHTOP TABLES WITH DIFFERENT TOPS SO IT MIGHT BE MORE MAKER-TYPE EVENTS, INDIVIDUALIZED DESKS THAT CAN MOVE AROUND AND BE ORGANIZED IN SMALL GROUP CLUSTERS, AND THEN, THE VISIBILITY ALL THE WAY THROUGH THIS SPACE, IS STUDENTS CAN SEE INTO A JACINTA SPACES , THEY GET INTRIGUED AND THEY WANT TO KNOW WHAT IS GOING ON IN THERE. DO I WANT TO BE A PART OF THAT PROCESS? SO, IT IS A GREAT OPPORTUNITY THAT WE TALK ABOUT , AND WE ARE STARTING TO SEE IN OUR SCHOOL SYSTEMS , AND WE ARE TALKING ABOUT IT AT THE NATIONAL LEVEL AND SOME OF THESE ASSOCIATIONS. AGAIN, FURNITURE SYSTEMS, COLOR , MAY NOT BE THE COLORS EXACTLY -- CONNECT -- YOU KNOW, I HAVE TWO OLDER KIDS NOW, AND AT THE TIME IT'S LIKE AND GOING TO PUT A DESK IN YOUR ROOM IN A CHAIR IN DAYLIGHT , DON'T TURN ON THE MUSIC, DEFINITELY NO TV, RIGHT? DID YOU GO IN THERE AND THEY HAVE HAD ON , THEY ARE TALKING TO THEIR FRIENDS ON THE PHONE AND THEY HAVE A COMMUNITY COMPUTER MONITOR APPEAR AND SITTING ON THEIR BEDS , THE DESK IS COVERED WITH CLOSE. YOU KNOW, WE'VE ALL BEEN THERE. MCGUIRE YOU UP THERE? I DON'T WANT TO BE SITTING AT A RIGID DESK THAT I JUST SENT OUT ALL DAY AT SCHOOL. AND I WANT TO BE COMFORTABLE .
WE TALK ABOUT FLEXIBLE FURNITURE THERE ARE OPPORTUNITIES FOR THAT SOCIALIZATION FACTOR WITH STUDENTS SO THEY CAN SOCIALIZE WITH THEIR FRIENDS, THEY WANT TO BE SEEN BY THEIR PEERS, THEY WANT TO INTERMINGLE AND THAT IS NOT JUST SAYING WE ARE GOING TO
[02:40:03]
IGNORE THE EDUCATION PROCESS, BUT WE WANT TO GIVE OPPORTUNITIES. ANOTHER EXAMPLE, WE ARE LOOKING AT ALL OF THE FINISHES IN THE BUILDING, YOU CAN SEE HOW BRIGHT AND NATURAL THE SPACES ARE, THEY ARE WARM AND INVITING . WE ARE SEEING, BESIDES THE FURNITURE BEING MOBILE, A LOT MORE CASEWORK IS MOBILE NOW. SO, TEACHERS HAVE THE FLEXIBILITY IF THEY ARE GOING TO TEAM TEACH AND MOVING DOWN THE HALLWAY , THEY CAN PUSH MATERIALS DOWN THERE IN CARDS . IT HAS CHANGED THE DYNAMICS OF SPACES, AND FURNITURE IS A MAJOR PART .>> THESE LARGE COLLABORATIVE LEARNING AREAS TO CREATE THESE NICE OF SPACES , NOT A RIGID HALLWAY ANY LONGER, BUT IT IS CLEARLY DEFINED WITHIN THE BULKHEAD ARTICULATED IN THE BULKHEAD ABOVE, CHANGING MATERIAL ON THE FLOOR IN THERE, YOU CAN BE THERE ARE STUDENTS THAT CAN UTILIZE THE SPACES IN THE SMALL GROUP, AND TEACHERS CAN USE IT FOR MULTI-CLASSROOM INSTRUCTION. AND IT JUST REALLY ENHANCES THE EXCITEMENT AT THE STUDENT LEVEL, ON ALL THREE FLOORS, HAVING THESE ACCESSIBLE
OFF THE HALLWAY. >> SOME OPPORTUNITIES. WE KNOW NOW , AND WE SEE IT ALL THE TIME IN OLDER SCHOOLS , THERE IS CLASSROOM SPACE, AND IF YOU HAVE TO HAVE STUDENTS , YOU PUT THEM OUTSIDE THE DOOR ON A DESK IN THE HALLWAY. THERE IS OPPORTUNITY OUTSIDE OF SPACES TO CREATE THOSE SETTINGS, AND IT IS A LITTLE NICHE FOR THAT COLLABORATIVE AREA. THE BIGGEST THING HERE IS YOU CAN SEE STUDENTS WORKING IN MULTIPLE SPACES , BUT IT IS VISUAL FROM EVERYWHERE. IT IS NOT JUST ONE TEACHER CONTROL IN THAT ENVIRONMENT, IT'S MULTIPLE STAFF MEMBERS HAVING EYES ON THOSE STUDENTS AS THEY MOVE ABOUT , AND WORK IN AND OUT OF THOSE SPACES, SO THEY CAN MAKE SURE THAT TUNES ARE ACTUALLY WORKING , AND KEEP AN EYE ON IT, THEY DON'T HAVE TO BE THE TEACHER PROVIDING THE MATERIAL .
>> AGREED, THIS IS NO SPECIFIC INSTANCE, THIS IS A LOBBY ENTRANCE WAY. AS YOU CAN SEE, THAT INTEREST WAY IS BEING UTILIZED AS MUCH OF A CLASSROOM AS WELL AS A MEDIA CENTER, WE HAVE A VERY SIMILAR OPPORTUNITY IN NORTHERN MIDDLE SCHOOL ON THE SECOND FLOOR, THAT SORT OF LOBBY SPACE THAT CONNECTS VERTICALLY IN THREE LEVELS OUT FRONT. SO, THAT IS WHERE WE ARE NOW, WE ARE STARTING TO HELP DEVELOP THAT. YOU KNOW, WE WERE DRAWING SKETCHES AS LATE AS YESTERDAY EVENING AND THIS MORNING, STARTING TO GO TO THAT NEXT LEVEL FOR DESIGNED TO SPECIFICALLY AT THE MEDIA CENTER.
>> AS FAR AS THE SCHEDULE, ONCE AGAIN, WE HAD OUR KICKOFF MEETING ON AUGUST 1. I CANNOT BELIEVE IT OR NOT LONG . WITH HAD REVIEW MEETINGS BIWEEKLY FROM THE 15TH TO THE SEVENTH, WE ARE HERE THIS EVENING ON THE NINTH FOR THE AUTHORIZATION AND PRESENTATION AND AUTHORIZATION OF SCHEMATIC DESIGN, WE ARE CONTINUING WITH THE THE BYE WEEK BIWEEKLY'S STARTING UP AGAIN IN NOVEMBER, WE WILL BE HERE AGAIN IN MARCH , I BELIEVE THE NEXT BOARD MEETING IN MARCH IS ON THE 14TH, SO THAT IS OUR TARGET GOAL RIGHT NOW FOR THE COMPLETION OF DESIGN ELEMENTS AND THAT GIVES US A FEW MONTHS , FOUR MONTHS, MORE OR LESS, TO KIND OF FURTHER REFINE THE SCHEMATIC DESIGN AND WE ARE STARTING TO FURNITURE AND EQUIPMENT AND HOW IT OPERATES , AND WE BRING IN THE ENGINEERS, AND HOW THE SYSTEMS ARE NOW WORKING WITHIN EACH ONE OF THESE FACES. AND, DOCUMENTATION AND REVIEW MEETINGS CONTINUING FROM MARCH THROUGH SEPTEMBER , THEN THAT VERY HEAVY LIFT FOR THE DETAILED DRAWINGS AND CONSTRUCTION DOCUMENTS WITH THE COMPLETED SOMETIME IN THE MIDDLE OF SEPTEMBER, BIDDING AND PROCUREMENT IN OCTOBER THROUGH NOVEMBER, WE WILL BE LOOKING AT DEVELOPING THE GMP, THE BUDGET , REVIEWING THAT, AND FINALLY APPROVING THAT NEXT YEAR. AT THE END OF NEXT YEAR, THEN CONSTRUCTION AT THIS POINT, THIS IS THE CURRENT SCHEDULE, STARTING AT THE BEGINNING OF 25 AND ENDING SOMETIME IN 27. ANY QUESTIONS?
>> MISS WILENSKY? >> I WILL BE QUICK WITH THIS. I ONLY HAVE ONE QUESTION ABOUT, YOU WERE TALKING ABOUT HOW IT WAS IMPORTANT THAT YOU NOTED WHERE ADMINISTRATORS OR PEOPLE WOULD BE FOR SUPERVISION AND CHANGE YOUR PLANS ACCORDINGLY.
DO YOU HAVE AN EVACUATION PLAN SOLIDIFIED IN KATE IN CASE OF A
FIRE OR INCLEMENT WEATHER? >> SO, TYPICALLY THE EVACUATION PLAN IS DEVELOPED, THE ACTUAL EVACUATION PLAN IS DEVELOPED THROUGH , WITH THE SCHOOL, ONCE YOU ARE OCCUPIED. HOWEVER, ONE OF THE THINGS, IN TERMS OF DESIGN , THAT THE TEAM WILL LOOK AT, IS ALL OF THE LIFE-SAFETY COMPONENTS. SO, IN ORDER TO BE
[02:45:03]
ABLE TO EVACUATE THE BUILDING , AND LOOK AT THOSE LOCKDOWN AREAS , THOSE ARE STUDIED VERY EARLY IN THE DESIGN , AND CODE OFFICIALS NEED TO BE PART OF THAT DISCUSSION, I WILL LET YOUJUMP IN ON THAT. >> YES, I WILL REITERATE THAT YES, THE SHORT ANSWER IS YES. BUT, AT THE EARLY STAGES, CERTAINLY IT IS BEING BROUGHT UP IN DESIGN, THE VERTICAL CIRCULATION STAIR TOWERS ARE DESIGNED IN SUCH A WAY TO MAINTAIN TRAVEL DISTANCE AND EGRESS CAPACITY, THE HORIZONTAL TRAVEL DISTANCE AND EGRESS ARE ALSO BEING CONSIDERED FOR SAFETY AND CODE AND FOR A.D.A., AS WELL AS SEPTA, MAKING SURE THAT PRIMARY ENTRANCES -- THERE IS NO CONFUSION AS TO WHERE THE MAIN ENTRANCE OF THE SCHOOL IS. SECONDARY ENTRANCES ARE VERY WELL-SECURED. AND, THAT LOCATIONS OF STAFF AND ADMINISTRATION, STAKEHOLDERS WITHIN THE BUILDING ARE STRATEGICALLY LOCATED FOR OPTIMAL PROVISION. IS A GREAT
QUESTION . >> THANK YOU SO MUCH.
>> DOES ONE OF THESE PLANS, I'M NOT LOOKING AT THE ACTUAL BUILDING, AND LOOKING AT THE LAYOUT OF IT . CHENEYVILLE ROAD IS NOTORIOUSLY KNOWN FOR THE CONGESTION DURING PICKUP AND DROP OFF TIME. WHICH ONE OF THESE PLANS , AS FAR AS THE OUTSIDE , BEST ADDRESSES THAT ISSUE? I THINK WE PROBABLY NEED TO GO TO OPTIONS THREE , THE SITE LAYOUT. SO, THE OPTIONS THAT WERE SHOWN, ESSENTIALLY, WHAT WE ARRIVED AT , WITH STAKEHOLDER ENGAGEMENT, WAS OPTIONS THREE , AND WHAT YOU WILL NOTICE AN OPTION THREE IS THAT IF YOU SEE , BASICALLY, YOU ARE LOOKING AT CHENEYVILLE ROAD UP IN THE NORTH SIDE OF THE DRAWING , AND FLINT HILL WROTE KIND OF TOWARD THE LEFT NORTH-SOUTH ORIENTATION OF THE DRAWING. SO, FOR THE BUS SLEEP, WHAT WOULD HAPPEN IS THAT THE BUS LOOP WOULD OPERATE THE WAY THAT IT DOES NOW. SO, IT WOULD REMAIN A COMBINED BUS LOOP, AND CURRENTLY THE HIGH SCHOOL AND THE MIDDLE SCHOOL ARE AT DIFFERENT TIERS FOR BUS TIMES. SO, ALTHOUGH THE BUS LOOP CAN ACCOMMODATE A COMBINED SINGLE TEAR, BECAUSE IT CAN ACCOMMODATE 47 BUSES, I BELIEVE. BUT, THEY USE IT AT DIFFERENT TIMES. SO, THAT WOULD CONTINUE WORKING THE WAY THAT IT IS NOW.
THE CAR RIDER ENTRANCE WOULD STILL BE ON THE FLINT HILL ROADSIDE, BUT WE HAVE DONE NOW, AS YOU CAN SEE , THERE IS A LANE THAT COMES IN, CAR-WRITERS WOULD MAKE A RIGHT-HAND TURN, AND IMMEDIATELY MAKE A LEFT-HAND TURN TO FOLLOW THAT, THERE IS THE DROP OFF. THE DROP-OFF WOULD REMAIN, IT DOES NOT MINGLE WITH THE PARKING LOT AT ALL. SO, FOLKS THAT ARE PARKING, TEACHERS, VISITORS, THEY WOULD STILL BE ABLE TO PARK IN THE CENTRAL PART OF THE PARKING LOT, BUT THE DROP OFF LANE IS COMPLETELY SEPARATE . WE HAVE ADDED A LOT MORE CUEING WITHIN THE PARKING LOT, AND THIS WAS DEVELOPED WITH A LOT OF INPUT FROM THE PRINCIPAL. BECAUSE HE KNOWS WHAT TYPE OF BACKUP HE EXPERIENCES ON A DAILY BASIS ON FLINT HILL WROTE. THIS WOULD WORK WITH, NO MATTER WHICH OPTION, WHETHER IT IS OPTION ONE OR TWO OR THREE, THERE WE WERE JUST REALLY SHOWING YOU HOW WE REFINED THE INTERNAL ADJACENCIES WITHIN THE BUILDING , BUT THE BUS LOOP HERE, THIS IS HOW THE BUS LOOP WOULD OPERATE.
SO, IT WOULD SIGNIFICANTLY IMPROVE THE CUEING SITUATION FOR
DROP OFF AND PICKUP. >> MY FOLLOW-UP TO THAT IS YOU, BEING THE PROFESSIONAL WITH THIS, WHICH OPTIONS DO YOU THINK
IS THE BEST? >> IN TERMS OF THE BUILDING? ABSOLUTELY OPTION THREE. WE WENT THROUGH THE PROCESS OF STARTING AN OPTION ONE, THERE WAS A LOT OF INPUT , THAT WE PROVIDED, AND NOT ONLY MYSELF, BUT ALSO THE END-USERS. THEY ARE THE ONES THAT ARE REALLY KNOWING HOW THE BUILDING BEST NEEDS TO OPERATE. -- TALKED ABOUT WAS -- THERE ARE
[02:50:03]
OPPORTUNITIES -- THAT IS VERY IMPORTANT. IN ORDER TO FINALIZE THOSE DECISIONS. SO, THESE ADJACENCIES, THIS IS BASED NEEDS TO GO TO THIS SPACE , AND THESE NEED TO BE LOCATED FOR, YOU KNOW, FOR THE BEST , TO BEST TO SUPPORT THE STUDENTS AND THE STAFF. SO, I BELIEVE 100% THAT OPTIONS THREE IS THE BEST WAY TO GO. AND, THIS IS JUST SCHEMATIC -LEVEL, WE WILL CONTINUE TO BE MEETING WITH STAKEHOLDERS FROM SCHEMATIC DESIGN , THROUGH DESIGN DEVELOPMENT. SO, A LOT OF THESE SPACES WILL BE FURTHER REFINED. AS WE GO.>> MISS WILENSKY? >> THANK YOU VERY MUCH, I CAN SEE THIS IS A TREMENDOUS AMOUNT OF ORK, I AM GLAD THAT YOU ARE VERY FLEXIBLE, AND LISTENING TO THE PEOPLE WHO HAVE TO DEAL WITH THIS ON A DAY-TO-DAY BASIS. MY QUESTIONS , IF WE ARE LOOKING AT THE SCHEMATIC DESIGN, CAN YOU SAY SUSTAINABLE DESIGN DOCUMENTATION, DEVELOPED OWNER-REQUIREMENTS AND SUSTAINABLE DESIGN DOCUMENTATION BUT WHAT DO YOU MEAN BY SUSTAINABLE DOCUMENTATION? IS THIS SUSTAINABLE MATERIALS? OR
IS THIS, WHAT DOES THAT MEAN? >> I CAN GO. WELL, YES. THE SHORT ANSWER IS YES. THERE IS A LOT. CERTAINLY WE ARE LOOKING AT IT FROM A MATERIAL STANDPOINT, CERTAINLY LOOKING AT IT FROM A MECHANICAL ELECTRO HOLE AND COMING STANDPOINT, AS WELL AS EVEN LOCATING THE BUILDING ON SITE, TRYING TO MAXIMIZE DAYLIGHTING AND TRYING TO MINIMIZE AS MUCH HEMPHILL DAYLIGHT AS POSSIBLE. SO, THE ANSWER IS YES. SO, WE ARE LOOKING AT IT FROM MULTIPLE FACETS TO MAKE IT AS
ENERGY-EFFICIENT AS POSSIBLE. >> TO THAT, SORRY, I WOULD JUST ADD TO THAT. SO, THIS BUILDING , AND PRIOR BUILDINGS, FOR EXAMPLE, NORTHERN HIGH SCHOOL, THAT WAS A LEAD SUSTAINABLE PATHWAY THAT WE USED, SO IT IS A LEAD SILVER BUILDING, BEACH ELEMENTARY IS ON ITS WAY TO BECOMING LEAD SILVER CERTIFIED.
FOR THIS PARTICULAR PROJECT, WE DECIDED TO GO WITH GREEN GLOBES.
IT IS AND ALTERNATE PATHWAY FOR SUSTAINABILITY, BUT IT IS RECOGNIZED AND APPROVED BY THE STATE , WE DID THAT AND -- MORE FLEXIBILITY TO REALLY INCORPORATE THE SUSTAINABILITY GOALS THAT WE HAVE HERE IN CALVERT, AS A MORE RURAL SCHOOL DISTRICT, VERSUS POTENTIALLY A MORE URBAN SCHOOL DISTRICT WITH A HAVE MORE OPPORTUNITIES FOR MASS TRANSIT AND OTHER THINGS THAT ARE VERY, VERY PRESCRIPTIVE , THAT WE, YOU KNOW, WE ABSOLUTELY CANNOT MEET AT ELITE LEVEL. SO, WE OPTED FOR GREEN GLOBES SO THAT WE REALLY COULD TAILOR THOSE SUSTAINABILITY OBJECTIVES MORE TO OUR FLAVOR AND WHAT WE NEED HERE
>> DO YOU KNOW IF YOU ARE PLANNING GEOTHERMAL? SINCE THAT
WAS DONE FOR NORTHERN? >> WE HAVE TO STUDY GEOTHERMAL.
HOWEVER, WE LOOKED AT, SO, THERE WILL BE AN ANALYSIS OF GEOTHERMAL. HOWEVER, IN ORDER TO DO GEOTHERMAL ON THE SITE, WE WOULD HAVE TO PUT IT UNDERNEATH THE BUILDING. THERE IS NOT ENOUGH REAL ESTATE PICKS THAT'S WHAT I'M SAYING, IN THAT FIELD
. >> EXACTLY, SO, THE GEOTHERMAL FOR THE HIGH SCHOOL IS UNDERNEATH THE BASEBALL FIELD, AND WE CANNOT GET FROM THEIR ALL THE WAY TO THE MIDDLE SCHOOL , THERE IS NO EFFICIENCY PIXEL, WE WOULD HAVE TO PUT GEOTHERMAL LITERALLY UNDER WELL, WE COULD NOT DO IT RIGHT NOW BECAUSE IS THE BUILDING OVER THE PARKING LOT. SO, WE WOULD HAVE TO BUILD
IT UNDER THE BUILDING. >> WAS THAT DECISION MADE?
>> WELL, THE STATE REQUIRES US TO STUDY GEOTHERMAL, IT IS ONE OF THE SYSTEMS THAT ARE REQUIRED TO BE STUDIED AND SUBMITTED WITH OUR DESIGN DOCUMENTATION. HOWEVER, SO, IT IS GOING TO BE STUDIED REALLY, AT THIS POINT. DURING DESIGN DEVELOPMENT. HOWEVER, JUST LIE WITH BEACH ELEMENTARY SCHOOL, BECAUSE OF THE CONSTRAINED SITE , AND THE TIMING OF

CONSTRUCTION, THAT WAS NOT THE MOST FEASIBLE APPROACH . SO, WE HAVE TO REALLY LOOK AT IT ON A CASE-BY-CASE BASIS PIXEL, WE DON'T REALLY SEE THAT GEOTHERMAL IS GOING TO BE AN AVENUE THAT WE CAN REALISTICALLY PURSUE, BUT WILL HAVE TO STUDY IT, REGARDLESS. BUT, REGARDLESS , ANY SYSTEM THAT WE UTILIZE IS GOING TO HAVE TO BE ENERGY-EFFICIENT, THAT IS A REQUIREMENT , BY LAW AND BY CODE, SO WE ARE GOING TO DO THAT. >> WILL, I LIKE THE THREE STORY CONCEPT , JUST BECAUSE YOU ARE ABLE TO GET A LOT OF LIGHT FOR EVERYONE , AS OPPOSED TO HIDING THEM IN SOME INTERIOR SPACE .
BUT, I DID WONDER ABOUT THE ROOF LINE. AND, I GUESS , NOW IT SOUNDS LIKE OPTION THREE SO, I AM SCROLLING DOWN TO OPTION THREE, WHICH I AGREE, I REALLY LIKE THAT IDEA OF OPENING UP AND MAKING IT AN ENTRANCE, A REALLY VISIBLE ENTRANCE TYPE RING. BUT, YES, THAT PICTURE RIGHT THERE. I JUST WONDERED, I UNDERSTAND ABOUT THE GYMNASIUM NEEDING YOU KNOW, THE ADDITIONAL VOLUME FOR SPACE, BUT, I AM JUST WONDERING , IS THE CAFETERIA THE SAME THING? YOU ARE TRYING TO FIT A CERTAIN NUMBER OF PEOPLE AND YOU HAVE TO HAVE A CERTAIN ELEVATION?
>> IS, THE CAFETERIA CERTAINLY IS NOT AS HIGH AS THE GYM, THE GYMS BASIS THE HIGHEST VOLUME . THE CAFETERIA SPACE IS A VERY LARGE ELEMENT, WE SEE THAT IS NOT A SINGLE STORY, BUT CERTAINLY NOT A TWO STORY, SOMEWHERE IN THE MIDDLE.
>> IS WEIGHTED IN DIFFERENT? >> IS, IT COMES UP A LITTLE BIT, SOME OF THE LOWER ROOF AREAS ARE MORE SUPPORT STATE , LOCKER ROOM SPACE, MECHANICAL SPACE, THAT WOULD BE , LET'S SEE IF I CAN GET IT TO WORK. IT IS HARD TO SEE. BUT, ALL OF THAT LOWER ROOF AREA, THAT IS THE SUPPORT SPACE IN THE BACKSIDE . MUSIC SPACE AT THE FAR LEFT IS A LITTLE BIT HIGHER FOR BAND AND ORCHESTRA , A LITTLE BIT MORE VOLUME IN THERE, BUT WE ARE TRYING TO KEEP IT AS CLOSE TOGETHER AS WE CAN AND MAKE IT
AS EFFICIENT TO POSSIBLE. >> THEN, MY QUESTION IS , THE PART THAT IS ABOVE THE ENTRANCE HALLWAY, WHY IS THAT HIGHER THEN SAY , THE GYMNASIUM? > RIGHT NOW I THINK IT IS AN ARTISTIC APPROACH , THAT IS GOING TO CERTAINLY BE REVISED AND WILL COME BACK. BUT, WE CERTAINLY LOOK AT OPPORTUNITIES FOR MAKING MEDIA CENTERS LOOKDOWN, WE HAVE AN OPPORTUNITY FOR THE MEDIA CENTER IN NOT LOBBY SPACE, THAT IS WHERE WE ARE DESIGNING NOW AND IT IS SO HARD TO SEE. BUT, IT LOOKS OUT OVER THE CAFETERIA SPACE TO GET SOME DAYLIGHT, SOME DIFFERENT OPPORTUNITIES PERHAPS FROM THE MEDIA CENTER TO LOBBY SPACE.
>> I'M SORRY, YOU SAID THAT FROM THE MEDIA CENTER , YOU LOOK
DOWN TO THE CAFETERIA AREA? >> WELL, EITHER DOWN INTO THE CAFETERIA OR OUT OVER IT, WE ARE DEVELOPING THOSE ACTIONS . BUT, YES, THERE ARE NICE OPPORTUNITIES TO GET SOME LIGHT INTO THE MEDIA CENTER SPACES AND THOSE OTHER SPACES PIXEL, YES.
THAT IS PART OF OUR DESIGN AND REFINEMENT.
>> YEAH, SO, ONCE AGAIN, THAT CENTER YELLOW SPACE , WE ARE NOW DESIGNING THAT MEDIA CENTER TO ENGAGE THE DEAL A LITTLE BIT MORE. WITH THAT THAT WOULD BE COMING ACROSS, IT SEEMED LIKE IT WAS A NO MAN'S LAND, BUT PART OF OUR PROCESS WE HAVE BEEN WORKING ON AT THE END OF LAST WEEK AND BEGINNING OF THIS HAS BEEN TRYING TO REDESIGN SOME OF THAT MEDIA CENTER TO ENGAGE YELLOW SPACE AND MAYBE RELOCATE THE ELEVATOR , HELPING TO OPEN THAT UP TO THE LOBBY SPACE FOR CIRCULATION , THEN ONCE AGAIN, AS YOU CAN SEE, IT LOOKS KIND OF OUT AND OVER INTO THE COURTYARD SPACES . IT GIVES THE PURPLE SPACE , MAYBE THAT IS WHERE THE SGI GOES. AND THEN YOU GET INTO THAT OUTDOOR SPACE PIXEL, THAT IS BEING CONSIDERED RIGHT NOW.
>> OKAY. >> AND OTHERS A SQUARE FOOTAGE IS YOU, WE ARE TRYING TO STAY AS COMPACT AS POSSIBLE. BUT, THE CLASSROOM SPACE, OUR BEACH ELEMENTARY SCHOOL HAD , IF I'M REMEMBERING, HAS A LOT MORE CENTRAL FLEX SPACE. YOU KNOW, WHERE CLASSROOMS CAN COME OUT , AND THEY CAN HAVE A TEAM
[03:00:04]
MEETING, YOU KNOW, IN BETWEEN THE CLASSROOMS , AND WE JUST DON'T HAVE THE ROOM THERE, IS THAT CORRECT ? TO MIRROR THAT?>> WELL, I CAN'T SPEAK TO THAT. SO, WHERE YOU SEE THE CLUSTER OF SIXTH GRADE, AND YOU SEE CLA, THAT IS A COLLABORATIVE LEARNING AREA, THAT IS BASICALLY AN EXPANSION OF THE HALLWAY. AND THEN, BEHIND IT, THE SGI, THAT IS A SMALL GROUP INSTRUCTION PIXEL, THAT IS A CLOSED AREA WHERE A SMALL GROUP WITH A TEACHER COULD GO FOR LIKE SMALLER SUPPORT PULL OUT SPACE, ET CETERA, THEN THE HALLWAY ACTUALLY OPENS UP MORE , SO THAT IS A CLA SPACE, IF YOU GO INTO THE SCIENCE WING, UC AND OTHER CLA SPACE THERE AS WELL, THERE ARE CENTRALIZED CLA SPACES, THEY MAY LOOK A LITTLE BIT DIFFERENT THAN THEY DID WITH EACH, BUT THEY ARE CERTAINLY THERE. THERE'S REALLY TWO CLA SPACES PER FLOOR, AND SMALL GROUP INSTRUCTION SPACES THAT REALLY SUPPORTS IT ON EACH FLOOR AS WELL. I JUST WANTED TO JUMP INTO SAY ONE THING. JUST TO MAKE SURE TO CLARIFY. UNLIKE WHEN WE DID THE FEASIBILITY STUDY , WHERE THE BOARD OF EDUCATION WAS REALLY TASKED WITH SELECTING AN OPTION, WE ARE NOT REALLY DOING THAT HERE TODAY, WE WERE JUST SHOWING YOU , ESSENTIALLY, THAT WHAT WE DID DURING THE SCHEMATIC DESIGN IS THAT WE STARTED WITH WHAT LOOKED LIKE OPTION ONE, TO SHOW YOU WHERE WE STARTED, AND HOW THAT DESIGN PROGRESSED THROUGH STAKEHOLDER FEEDBACK INTO AUCTIONED OPTION TWO. THEN, ULTIMATELY , HOW IT RESOLVED ITSELF INTO, OPTIMALLY, OPTION THREE. SO, THE DECISION FOR THE BOARD TONIGHT IS TO ESSENTIALLY APPROVE THE SCHEMATIC DESIGN , WHERE IT IS NOW, WHICH IS AT OPTION THREE, THROUGH ALL OF THE STAKEHOLDER ENGAGEMENT AND REFINEMENT THAT HAS OCCURRED. I WANTED TO CLARIFY THAT, IN CASE SOMEBODY NEEDED THAT CLARIFICATION.
>> SUPER, I HAVE TWO MORE QUESTIONS. SO, THIS DESIGN , THEN, WILL GO TO THE STATE , AND THE STATE, DOES THE STATE , DO THEY EVER COME BACK WITH, YOU KNOW, ANY KIND OF POTENTIAL
CHALLENGES TO THIS DESIGN? >> SURE. SO, WHAT HAPPENS IS THAT SCHEMATIC DESIGN AT THIS LEVEL GOES TO MARYLAND STATE DEPARTMENT OF EDUCATION, AND WE HAVE AN OFFICE OF , OH GOSH, SCHOOL FACILITIES, THERE IS AN ARCHITECT WHO IS ASSIGNED TO OUR PROJECT, SHE HAS BEEN ATTENDING ALL OF OUR MEETINGS
PICKS GOOD, EXCELLENT . >> RITUALLY PICKS SO, WE HAVE BEEN IN CONSTANT COMMUNICATION , AND THE REASON FOR THAT IS SO THAT WHEN WE DO SUBMIT THE SCHEMATIC DESIGN , IT IS NOT THE FIRST TIME THAT THEY ARE SEEING IT. SO, THEY HAVE BEEN PLAYING IN DURING THE COURSE OF THESE LAST COUPLE OF WEEKS . SO, WE EXPECT PROBABLY SOME COMMENTS, BUT CERTAINLY THOSE COMMENTS WOULD GET REFINED AND WE WOULD RESPOND TO THOSE DURING THE DESIGN DEVELOPMENT PROCESS. SO, IT IS JUST REALLY FEEDBACK.
THEN, AFTER THAT POINT , THEY LOOK AT IT, THEY WILL PROVIDE A REVIEW , IT IS NO DIFFERENT THAN ANY OTHER PROJECT AND WE WILL RESPOND TO THOSE, THOSE ARE GENERALLY SUGGESTIONS, NOT A YAY OR NAY, AND WE MOVE ON TO THE DESIGN DEVELOPMENT.
>> WELL, WONDERFUL, I AM SO THRILLED , POOR NORTHERN MIDDLE SCHOOL. IT IS GOING TO BE IN A BUILDING THAT THEY CAN BE VERY PROUD OF. AND THE MODULAR FURNITURE IS SO IMPORTANT , JUST TO GIVE EVERYBODY THAT FLEXIBILITY IS GOING TO BE REALLY EXCITING. SO, THANK YOU VERY MUCH.
>> MS. HAYES? >> SO, I UNDERSTAND THAT THIS IS LIKE , WE ARE JUST APPROVING THE SCHEMATIC PLAN FOR THIS OPTION .
HAVE YOU SPOKEN TO STUDENTS ABOUT POSSIBLE CONCERN OF HAVING ONE BATHROOM FOR EACH FLOOR? THERE'S NOT JUST ONE BATHROOM FLOOR. THE LOWER LEVEL. SO, THAT IS DENOTING GROUP TOILETS. THOSE ARE GROUP TOILETS, YOU CAN SEE ON THE FIRST FLOOR , FOR THE CAFETERIA AND GYM, THERE ARE A SET OF TOILET THERE. IF TWO OVER INTO THE CLASSROOM-GRADE WING, YOU WILL SEE GROUP TOILETS THERE AS WELL , THEN IF YOU GO UP TO THE
[03:05:08]
SECOND AND THIRD FLOOR, THOSE ARE CONSIDERABLY SMALLER FLOOR PLATES SO, THERE ARE GROUPED WITH THEIR, THERE ARE ALSO SINGLE TOILETS AS WELL , JUST OUTSIDE OF THE GROUP TOILETS .YOU CANNOT REALLY SEE THEM THAT WELL , BUT BASICALLY, THEY ARE SINGLE TOILETS, JUST ON THE EDGES THERE AS WELL. WHEN THE ARCHITECTURAL TEAM DOES THE DESIGN, THEY HAVE TO BE VERY, VERY COGNIZANT TO PROVIDE THE CODE MINIMUM PLUMBING FIXTURES PIXEL, THAT IS A REQUIREMENT PER CODE THAT THEY HAVE TO LOOK AT.
GROUP BATHROOMS , IT SEEMS THAT , ARE YOU TALKING THAT EACH BATHROOM IS GOING TO HAVE ITS OWN SEPARATE DOOR? FOR
SINGULAR? >> NO, WHAT I AM SAYING IS THAT WE HAVE GROUP TOILETS THAT ARE SHOWN , WE DON'T HAVE ALL OF THE STALLS AND EVERYTHING SHOWN, BUT, IN ADDITION, JUST THERE ARE SINGLE UNISEX TOILETS IN THE HALLWAY.
>> OKAY . >> THAT IS WHAT I WAS SAYING.
COMMENTS? IF NOT, I WILL TAKE A MOTION FOR HOW WE WOULD LIKE TO
MOVE FORWARD. >> MOTION TO APPROVE THE ADOPTION OF OPTION THREE FOR THE SCHEMATIC DESIGN FOR NORTHERN MIDDLE SCHOOL . MEXICAN. IN A MOTION THEN THE SECOND ON THE FLOOR TO APPROVE THE SCHEMATI DESIGN OPTION THREE FOR NORTHERN MIDDLE SCHOOL, ANY FURTHER DISCUSSION? SEEING NONE, THOSE IN FAVOR? ANY OPPOSED? MOTION PASSES.

>> THANK YOU . >> AND KEEP YOUR PRESENTATION.
NEXT LET'S MOVE INTO BOARD COMMENTS, I WILL START WITH MS. HAYES. MYKAEL WRIGHT, THANK YOU EVERYONE FOR HAVING ME TONIGHT.
I WOULD LIKE TO START OFF WITH A THANK YOU TO MY FELLOW BOARD MEMBERS , TONIGHT WAS MY FIRST MEETING WHERE I REALLY SUGGESTED SOME CHANGES TO THINGS, AND I APPRECIATE YOUR SUPPORT.
FOLLOWING THAT I WOULD LIKE TO GIVE A CONGRATULATIONS TO ALL OF OUR FALSIES AND ATHLETES ON AN AMAZING SEASON FOR CALVERT COUNTY , WHILE SOME ARE STILL GOING ON, WE ARE MAKING THE TRANSITION TO THE NEXT COMING WEEK. AND I WOULD LIKE TO SAY GOOD LUCK TO THE STUDENTS TRYING OUT FOR WINTER SPORTS. I WOULD LIKE TO CONGRATULATE THE TEACHERS THAT ARE BEING RECOGNIZED FOR THEIR YEARS OF SERVICE , MY THIRD GRADE TEACHER WAS JUST RECOGNIZED AND THAT WAS VERY EXCITING. IN REGARDS TO THE PRESENTATION WE HAD, IT WAS VERY ENLIGHTENING TO LEARN ABOUT ELIZABETH BROWN AND I WOULD LIKE TO THANK THE STUDENTS WHO WERE PART OF THAT PROCESS, JOE WENT IN, DESTINY RIGHT IN JORDAN MCCREARY. AND ALSO HIGHLIGHT THE STUDENTS FOR POSITIVITY SPEAKER, MEGAN CLIENT, IT WAS EXCITING TO HAVE ANOTHER ONE OF THE STUDENTS THAT I WORK WITH SPEAK AT THE MEETINGS. THAT IS ALL I HAVE TO SAY, THANK YOU FOR HAVING ME.
>> MS. POST? SPINNAKER PROMPTS SOME FROM AS I DID NOT COPY OFF OF HER NOTES, BUT I KIND OF ECHO THOSE SENTIMENTS. I FIRST LEARNED ABOUT HARRIET BROWN THROUGH A SIGN AND THOUGHT LET ME GOOGLE TO SEE WHO THAT IS, THAT QUICK SEARCH DOES NOT DO HER JUSTICE PIXEL, IT IS EXCITING TO SEE STUDENTS AND OTHER MEMBERS OF THE COMMUNITY REALLY DIGGING IN AND UNDERSTANDING , AND IS HAVING AN OPPORTUNITY TO REALLY HIGHLIGHT A LOT OF THE GREATNESS THAT CAME AND CONTINUES TO COME FROM THIS COUNTY. I REALLY ALSO ENJOYED THE STUDENT POSITIVITY, AND I APPRECIATE THOSE STUDENTS THAT COME HERE TO SPEAK, IT IS NERVE-RACKING, I REALIZE , AND I HOPE TO SEE MORE STUDENTS DO THAT IN THE FUTURE PIXEL, THANK YOU .
>> THANK YOU, MS. POST . >> MS. GOMEZ?
>> IT HAS BEEN A VERY BUSY WEEK. THIS MORNING I HAD THE HONOR OF ATTENDING THE MOUNT HARMONY ELEMENTARY SCHOOL, WHERE THEY DID A TRIBUTE, THE FOURTH-GRADERS DID A TRIBUTE , LIKE A VETERANS DAY PROGRAM. THEY DID A MAGNIFICENT JOB PAYING TRIBUTE TO THOSE WHO HAVE SERVED, MANY PARENTS AND GRANDPARENTS WERE RECOGNIZED AND HONORED, IT WAS HEARTWARMING TO HEAR THE CHILDREN SPEAK. I ALSO WANT TO THANK EVERYONE WHO WAS INVOLVED IN THE 23-24 CALVERT BASIC SERIES, WHICH OFFERS PARENTS INNOVATIVE WAYS TO ENRICH THEIR CHILD'S DEVELOPMENT WITH HANDS-ON ACTIVITIES. I INTENDED YESTERDAY'S EVENT WHICH INCLUDED ACTIVITIES DESIGNED FOR CHILDREN FROM BIRTH TO THREE YEARS OLD, THERE ARE THREE MORE EVENTS PLANNED . IF YOU KNOW OF ANYBODY THAT HAS A CHILD FROM BIRTH TO
[03:10:04]
3, PLEASE HAVE THEM LOOK INTO THESE ACTIVITIES, THERE'S ONE ON JANUARY 30, FEBRUARY 28, AND MAY 8. YOU CAN ALSO CALL 443550 443-550-8380 FOR MORE INFORMATION. THIS WEEK I ALSO ATTENDED A COUPLE OF HEADSTART MEETINGS , THERE ARE STILL SLOTS OPEN FOR THREE AND FOUR YEARS OLD , SO PLEASE SHARE THAT INFORMATION IF YOU KNOW ANYONE WITH A 3 OR 4 -YEAR-OLD WHO MIGHT BE INTERESTED. LAST NIGHT , THERE WAS AN ALL-COUNTY MIDDLE SCHOOL AND HIGH SCHOOL'S HONORS COURSE , WHICH PUT ON A WONDERFUL PROGRAM , DR. TOWNSEND WAS THERE , AND IT JUST GOES TO SHOW THAT THERE I A LOT OF TALENT HERE IN CALVERT COUNTY.FOLLOWING TONIGHT'S MEETING I WAS SUPPOSED TO HEAD TO THE FAIRGROUNDS WHERE THE OPTIMIST CLUB OF CALVERT, PRINCE FREDERICK AND SOLOMON CELEBRATE YOUTH APPRECIATION WEEK, I'M NOT SURE I WILL MAKE IT , BUT I WILL TRY MY BEST, THEY ARE GOING TO BE HONORING STUDENTS FROM OUR HIGH SCHOOLS, WHO ARE FINDING BALANCE IN AREAS SUCH AS ACADEMICS, ATHLETICS, ARTS, COMMUNITY SERVICE, CHARACTER AND LEADERSHIP AND I AM HOPING TO ATTEND THAT, IF NOT, I WISH THEM THE BEST OF LUCK. THIS WEEK WE WILL BE CELEBRATING VETERANS DAY, THE DAY TO REMEMBER AND HONOR THOSE WHO HAVE SERVED IN THE MILITARY , I WANT TO ACKNOWLEDGE ALL OF OUR FORMER SERVICEMEN AND WOMEN AND WOULD LIKE TO THANK THEM FOR THEIR SERVICE FOR HELPING TO KEEP THE GREATEST NATION EVER TO EXIST SAFE AND FREE, THANK YOU.
>> THANK YU. MYSLINSKI? >> YES, IT HAS BEEN A BIG COUPLE OF WEEKS, ACTUALLY, AND THE BLUEPRINT MEETING WAS LAST NIGHT, THAT WAS VERY INTERESTING, THERE WAS A LOT OF GOOD SUPPORT ON CAREER ADVISING . WE HAD , I WAS SO THRILLED TO BE ABLE TO PARTICIPATE IN A STUDENT PROJECT , AND MR. HEISTER'S AP ENGLISH COURSE . THOSE STUDENTS CREATED COMPANIES, THEY CREATED WITH EACH OTHER DESIGNING A MONUMENT FOR THE LOCAL TRIBES , AND THEY DID THE FULL ON PRESENTATION, AND THEY HAD JUDGES , IT WAS SO IMPRESSIVE, AND IT IS SO AFFIRMING AS A BOARD MEMBER, TO SEE THIS KIND OF CLASSROOM ACTIVITY , AND THAT THE STUDENTS PERFORMED AS WELL AS THEY DID , ONE OF THEM IS SITTING RIGHT NEXT TO US. AND, SO, THEY ARE LEARNING MORE THAN JUST AN INTAKE OF KNOWLEDGE, THEY ARE LEARNING KNOW HOW , HOW TO WORK TOGETHER AS A TEAM, HOW TO PUT TOGETHER A PROJECT, AND HOW TO PRESENT IT PIXEL, THAT WAS A LOT OF FUN. I ALSO WANT TO THANK MS. REED WHO IS HERE TONIGHT, SHE PROVIDED A LETTER TO US SAYING THAT THE COMMUNICATION WITH CONTRACTORS WAS DOING VERY WELL, THANK YOU . AND, THAT IS REALLY, THAT MAKES MY HEART FEEL GOOD , BECAUSE OF HOW IMPORTANT THESE CONTRACTORS ARE TO US , AND WE NEED THAT, HAVING A GOOD COMMUNICATION FLOW , IT SOUNDS LIKE IT HAS BEEN GOING WELL. SO, THANK YOU FOR THAT INFORMATION. I ALSO WOULD LIKE TO THANK MEGAN FROM THE MIDDLE SCHOOL WHO PROVIDED HER INPUT ON THE POSITIVE THINGS, AND THE BREADTH OF EXPERIENCE THAT SHE HAS HAVING IN HER MIDDLE SCHOOL IS WONDERFUL. AND I HOPE THAT ALL OF THE OTHER STUDENTS CAN TRY TO EMULATE THAT PARTICIPATION.
HAPPY VETERANS DAY TO EVERYONE , AND THANK YOU FOR YOUR SERVICE, THOSE WHO SERVED , AND THE LAST THING I WANTED TO MENTION, AND ASK , IF THE BOARD WOULD APPROVE, OR JUST HAVE A CONSENSUS ON MY ASKING FOR THE UPDATE TO OUR ATHLETIC FACILITIES STATUS, IN OTHER WORDS, LISTING THE PRIORITIES AND WHAT IMPROVEMENTS HAVE BEEN MADE, AND WHAT IMPROVEMENTS AND WHAT ARE THE PRIORITIES TO PUT INTO OUR NEXT BUDGET AND CAPITAL BUDGET. I HAD A MEETING -- HAD ARRANGED , AND JUST LISTENING TO THE PRINCIPAL AND THE ATHLETIC DIRECTOR , YOU KNOW, ONE OF THE THINGS THAT I LEARNED ABOUT WAS THAT WE ARE LOSING STUDENTS IN CALVERT COUNTY THAT ARE MIGRATING OVER FOR OTHER TYPES OF ATHLETIC OPPORTUNITIES , TO OUR COUNTY TO
[03:15:02]
HAVE BEEN VERY AGGRESSIVE IN UPGRADING THEIR FIELDS. SO, JUST TO THAN THE LACK OF FIELDS THAT WE HAVE. SO, IF WE COULD TRY TO COME TOGETHER , AND HAVE DEEP DISCUSSIONS ON DIFFERENT FUNDING FLOWS, ONE OF THE THINGS THAT STUCK WITH ME THAT MR. HART SAID WAS THAT THE COMMISSIONERS CANNOT HELP THE SCHOOL SYSTEM IF THEY DON'T ASK. SO, LET'S PUT A PLAN TOGETHER, IF WE COULD , AND SEE TOGETHER IF WE COULD FIGURE OUT A WAY TO KEEP OUR ATHLETIC FACILITIES AS COMPETITIVE AS WE CAN WITH OUR SURROUNDING COUNTIES , THANK YOU.>> THANK YOU, MYSLINSKI. I WILL START OUT WITH THIS FIRST COMMENT, I WAS NOT AT THE MEETING THAT YOU ATTENDED, BUT IT IS VERY INTERESTING TO ME THAT COMMISSIONER HART MADE THAT STATEMENT. I FEEL OUR LAST BUDGET SUBMISSION WAS AND ASK AND THE COMMISSIONERS LEFT FUNDING ON THE TABLE, AND DID NOT PROVIDE US ALL THAT WE ASKED FOR . SO, WE WILL CONTINUE TO ASK FOR WHAT WE NEED TO EDUCATE THE STUDENTS OF CALVERT COUNTY.
I WANT TO SAY THANK YOU TO MS. KLEIN FROM WINDY HILL , FOR COMING TONIGHT AND GIVING PUBLIC COMMENT , AS I ALWAYS STATE, IT IS ENCOURAGING WHEN WE SEE STUDENTS COME BEFORE US TO GET PUBLIC COMMENT, BECAUSE THE IS A FEAT TO SIT BEFORE ALL OF US ADULTS WHO HAVE OUR OWN PERSONALITIES AND OPINIONS AND SHARE YOUR IDEAS AND THOUGHTS. SO, THANK YOU TO THE STUDENTS THAT PRESENTED ON THE COMMUNITY CENTER. I REALLY WOULD LIKE TO ASK MY COLLEAGUES TO CONSIDER SUPPORTING THAT EFFORT FOR THE CHILDREN OF THE COUNTY , DEFINITELY THE MORE COMMUNITY CENTERS THAT WE HAVE GIVES OUR RESIDENTS AND FAMILIES AND STUDENTS AN OPPORTUNITY TO GET TOGETHER TO LEARN ABOUT ONE ANOTHER, TO DO THINGS IN A POSITIVE ENVIRONMENT, AND IT KEEPS OUR STUDENTS ACTIVE SO THAT THEY DON'T GO OUT TO DO THINGS THAT THEY SHOULD NOT BE DOING . HAPPY VETERANS DAY TO ALL OF OUR VETERANS ACROSS THE NATION, AND THANK YOU FOR YOUR SERVICE. AND WITH THAT, OUR MEETING IS
