GOOD EVENING BOARD MEMBERS BE STUDENT MEMBER OF THE BOARD AND DR. TOWNSEL. I AM DONNA STENSO AND I AM A MEMBER OF THE BOARD OF CALVARY FOUNDATION.

IT IS TRULY MY HONOR TO PRESENT THE WINNERS OF THE SCHOOL FOUNDATION WINNERS FOR THE 23-24 SCHOOL YEAR.

TO PROVIDE ADDITIONAL FUNDING OPPORTUNITIES FOR STAFF AND THE COMMUNITY TO ENHANCE THE QUALITY OF EDUCATION PROVIDED BY CALVARY COUNTY PUBLIC SCHOOLS. JOINING ME IN PRESENTING THIS YEAR'S AWARD IS BARBARA MCKIMMY, KATHY PAGE, AND GUFRY SMITH.

WITHOUT FURTHER ADIEU, I WOULD LIKE TO RECOGNIZE THE GRANT WINNERS. GRACIE GRENER FROM PRINCETON ELEMENTARY TO COME FORWARD. CASEY IS RAFING A $1,295.71 GRANT TO CREATE A LIBRARY FOR EVERY STUDENT.

SHE WILL PURCHASE A CHECK OF NEW ASK DIVERSE BOOKS TO EXTEND THE BOOK COLLECTION AT BEACH ELEMENTARY SCHOOL TO PROVIDE AN OPPORTUNITY TO LEARN ABOUT CHARACTERS WITH A VARIETY OF RACE AND ETHNICITY. THIS WILL HELP PROVIDE A HEALTHY AND POSITIVE SCHOOL CULTURE. [APPLAUSE] NEXT WE INVITE KRISTIN DARE AND PRINCIPAL PATTON FROM DOWELL

ELEMENTARY SCHOOL TO COME FORWARD.

WE HAVE KRISTEN TODAY. KRISTEN WAS AWARDED $2,977.35 TO PURCHASE WHITE BOARD TABLES FOR HER KINDERGARTEN CLASSROOM TO PRESENT ALL LEARNERS WITH AN OPPORTUNITY TO SHOW THEIR THINKING IN ALL SUBJECT AREA, USING THE DRY ERASE GROUP TABLES. THE WHITE BOARDS WILL INSPIRE OPPORTUNITIES TO ENGAGE IN LEARNING AND COLLABORATION WITH OTHERS THROUGH A VARIETY OF EXPERIENCES SUCH AS GALLERY WALKS, THINK, PAIR AND SHARE. DECIDE AND DEFEND AND TALKING PENNIES. AND ADDITIONALLY THE WHITE BOARDS WILL ENABLE STUDENTS TO PRACTICE HAND WRITING, SPELLING AND MATH. CONGRATULATIONS KRISTEN.

NEXT WE WOULD LIKE BARBARA BROUSSARD.

AND PRINCIPAL RUDZINSKI FROM ST. LEONARD ELEMENTARY TO PLEASE COME FORWARD. BARBARA IS RECEIVING $650 TO SUPPORT THE MEN OF ST. LEONARD AND WOMEN OF POWER AFTER SCHOOL PROGRAM. UNDER THE GUIDANCE OF CCPS STAFF AND COMMUNITY MENTORS, STUDENTS WILL PARTICIPATE IN A VARIETY OF ACTIVITIES RELATED TO STEAM, SOCIAL INTERACTION AND TEAM BUILDING. STUDENTS ARE ENCOURAGED TO TAKE AN ACTIVE ROLE IN SCHOOL ACTIVITIES, AND SHARE THEIR LEARNED KNOWLEDGE ABOUT OTHERS. STUDENTS WILL MEET MONTHLY THROUGHOUT THE SCHOOL YEAR, AFTER SCHOOL FOR 90 MINUTES.

THE GOAL OF THE PROGRAM IS TO PROMOTE SELF CONFIDENCE, SELF WORTH AND ENCOURAGE STUDENTS TO BECOME LIFELONG LEARNERS.

STUDENTS WILL RECEIVE 45 MINUTE SESSIONS RELATED TO CONFIDENCE BUILDING, AND SOCIAL EMOTIONAL WELL BEING.

THE GOAL OF THE PROGRAM IS TO BENEFIT STUDENTS BY INCREASING THEIR CRITICAL THINKING SKILLS ENHANCING EXECUTIVE FUNCTIONING, AND BOOSTING LEARNER ENGAGEMENT BECAUSE OF SOCIAL EMOTIONAL IMPROVEMENT IN MENTAL HEALTH. CONGRATULATIONS.

THAT'S ASSISTANT PRINCIPAL MICHELE BELL.

THEY ARE BEING RECOGNIZED FOR THEIR $300 GRANT TO SUPPORT THE SLE CALMING ROOM. THE STRUCTURED LEARNING ENVIRONMENT FOR THE SOUTHERN END OF THE COUNTY IS LOCATED AT PATUXENT HIGH SCHOOL. A CALMING ROOM HAS CONTRIBUTED TO STUDENT SUCCESS. THE GOAL OF THE CALMING ROOM IS FOR STUDENTS TO FEEL LIKE THE SPACE IS SPECIFICALLY DESIGNED FOR THEIR SUPPORT. SCHOOL COUNSELORS HAVE USED THE SPACE FOR AN ALTERNATIVE TO GIVE THEM A SUPPORTIVE SPACE FOR TIMES OF SENSORY OVERLOAD. CONGRATULATIONS MICHELE.

CONGRATULATIONS TO ALL OF THIS YEAR'S RECIPIENTS OF THE CALVARY COUNTY SCHOOL FOUNDATION GRANT. THESE GRANTS TOTALED $10,715 AND $0 $0.75.

WE ARE PROUD TO SUPPORT THE INITIATIVE THAT IS SUPPORT THE CALVARY COUNTY PUBLIC SCHOOLS. THIS IS NOT PART OF MY SPEECH.

MRS. GROSS HAS SERVED IN MANY POSITIONS SUCH AS CLASSROOM TEACHER, ADJUNCT PROFESSOR. DEAN OF STUDENTS, ASSISTANT PRINCIPAL AT MOUNT HARMONY. IT'S MY PLEASURE TO INTRODUCE MISS MARGO GROSS AS OUR NEW SUPERVISOR OF EQUITY.

THE BID FROM ONE VENDER WAS DEEMED UNRESPONSIVE BECAUSE IT REQUIRED A HARD COPY OF THE SUBMITTAL DOCUMENTATION AND A HARD DRIVE WITH THIS INFORMATION WAS PROVIDED AT THE BID OPENING INSTEAD. BASED ON THE RESULTS OF THE BID OPENING, WE RESPECTFULLY REQUEST PHASE TWO OF THE PLUM POINT MIDDLE SCHOOL TO W.L. GARY COMPANY OF WASHINGTON D.C. A TOTAL OF SIX FIRMS SUBMITTED TECHNICAL PROPOSALS TO PROVIDE PRECONSTRUCTION AND CONSTRUCTION MANAGEMENT SERVICES. AND FOUR FIRMS WERE SHORT LISTED FOR INTERVIEWS, BASED ON THE RFP SELECTION CRITERIA

>> THE SHORT LISTED FIRMS WERE INTERVIEWED ON OCTOBER 17TH, 2023, BY A SELECTION COMMITTEE AND BASED ON THE OVERALL RANKING KELLY CM WAS SELECTED. THE CONSTRUCTION MANAGEMENT SERVICES WILL BE IMPLEMENTED IN TWO PHASES.

WITH THE PRECONSTRUCTION SERVICES PHASE, INCLUDING BUT NOT LIMITED TO COST ESTIMATING, VALUE ENGINEERING, CONSTRUCTABILITY REVIEWS. DEVELOPMENT OF TRADE BID PACKAGES AND A GUARANTEED MAXIMUM PRIZE.

THE FEE FOR PRECONSTRUCTION SERVICES IS $90,000.

THE SECOND PHASE WILL CONSIST OF CONSTRUCTION MANAGEMENT SERVICES AT THE CONCLUSION OF PRECONSTRUCTION SERVICES.

THERE HAVE BEEN SEVERAL CHANGES TO THE FY 2025 PROJECT ALLOCATIONS AS WELL AS THE FY 2026 ALLOCATIONS.

I WOULD LIKE TO RECAP THOSE NOW. SO THE FY 2025 CHANGES ARE AS FOLLOWS. WE INCREASED A LITTLE BIT OF STATE FUNDING FOR NORTHERN MIDDLE AND DECREASED LOCAL FUNDING. FOR THE WINDY HILL HVAC AND THE PLUM POINT CURTAIN WALL, IT WAS ALSO DECREASED.

THE WINDY HILL PROJECT. MOST RECENT MAINTENANCE INSPECTION FOR THAT FACILITY FROM THE STATE WAS RATED AT GOOD AND THEREFORE WE ACTUALLY ARE RECEIVING FIVE ADDITIONAL PERCENTAGE POINTS OF STATE PARTICIPATION AT 61% FOR THAT PROJECT. SO THEREFORE THE LOCAL ALLOCATION HAS DECREASED. FOR THE PLUM POINT MIDDLE SCHOOL CURTAIN WALL PROJECT, WE HAD PREVIOUS DESIGN FUNDING FROM THE LOCAL BUDGET. THAT CAN BE UTILIZED TOWARD THIS PROJECT. THE LOCAL ALLOCATION IS REDUCED SOMEWHAT. LASTLY FOR FY 2025 CIP, THE MARY HARRISON PROJECT WHICH IS OUR NUMBER 5 PRIORITY, WE ARE INCREASING THE BUDGET SO THAT WE CAN ACTUALLY INCLUDE AN INDEPENDENT BOILER FOR THE MARY HARRISON CENTER THROUGH THE HVAC PROJECT RATHER THAN RELYING ON THE NORTHERN ELEMENTARY SCHOOL TO FEED THE HEATING AS THE HEATING SOURCE AS THE MARY HARRISON CENTER. CURRENTLY THE BOILER SERVES NORTHERN MIDDLE AND THE MARY HARRISON CENTER.

ONE OF THE ITEMS WE WERE TRYING TO IDENTIFY WAS WE NEEDED TO CREATE A BOILER ROOM NO MATTER WHAT TYPE OF SYSTEM WE WERE GOING TO INCORPORATE FOR HVAC WITHIN THE NEW NORTHERN MIDDLE.

HOWEVER WITH THE MARY HARRISON CENTER HVAC PROJECT THAT REPLACES THE AUDITORIUM HVAC, THE FOOTPRINT IS REDUCED TO SUCH AN EXTENT WE CAN ACTUALLY FIT AN INDEPENDENT BOILER WITHIN THE HARRISON CENTER MECHANICAL ROOM. SO WE CONSIDER THAT A WIN-WIN.

IT INCREASES THE BUDGET SOMEWHAT BUT THAT IS THE EXTENT OF WHY IT'S BECAUSE OF SCOPE IS INCREASING TO INCORPORATE THIS BOILER AS AN INDEPENDENT HEATING SOURCE FOR MARY HARRISON.

WITH THE PRESENT LEVELS OF ACADEMIC PERFORMANCE WHICH WE CALL PLAS, WE NEEDED THE ALIGNMENT APPROPRIATELY TO THE GRADE LEVEL STANDARD AND WE NEEDED A SPECIFIC MEASURABLE INSTRUCTIONAL GRADE LEVEL.

IN THE PAST, THIS WAS OKAY. THIS IS A CHANGE.

WE WERE PUTTING GRADE LEVEL RANGES.

SO IF A STUDENT WAS STRUGGLING IN READING, IT MIGHT SAY THEY WERE LIKE A 1.5 TO TWO IN THAT AREA OF THE IEP.

STATE IS ASKING FOR ONE GRADE LEVEL AND THE NARRATIVE PART SAY FLUENCY. THERE'S GREATER STRUGGLES IN FLUENCY AND THAT'S JUST A SYSTEMIC CHANGE AND WE MESSAGED THAT ALREADY. THEY ALSO DON'T WANT TO US TO BELOW GRADE LEVEL OR ABOVE GRADE LEVEL.

THEY WANT A REAL NUMBER. WE ALSO NEEDED WORK IN IMPACT STATEMENT. I HAVE BEEN TALKING ABOUT THIS WITH REGARD TO TRAINING. THE IMPACT STATEMENT REALLY NEEDS TO BE A SNAPSHOT OF THE STUDENT AND WHEN SOMEBODY PICKS UP THE DOCUMENT. THEY NEED A SENSE OF WHO THAT STUDENT IS ACADEMICALLY AND SOCIAL EMOTIONALLY.

IT SHOULD BE A REAL PICTURE. WE'RE WORKING ON THAT AND AGAIN THAT ALIGNMENT AT GREAT LEVEL STANDARDS WITH THE PROGRESS AND THE GENERAL EDUCATION. HAD TO DO WITH DOCUMENTATION.

WE HAD SOME CONCERN AROUND EXTENDED SCHOOL YEAR.

AND REGARDING THE FACTORS THAT ALLOW YOU TO QUALIFY FOR EXTENDED SCHOOL YEAR. SOME DOCUMENTATION AROUND SECONDARY TRANSITION. I JUST WANTED YOU TO SEE THE NUMBER OF FILES. WE WERE 100% IN BOTH OF THOSE.

THIS IS THE AREA THAT WHEN I GOT THE INITIAL REPORT, I WAS MOST CONCERNED ABOUT AND SPENT A LOT OF TIME.

WE WERE AT 79.58% ON POLICIES AND PROCEDURES AND PARTICULAR SPECIAL ED POLICY MANUAL. I WAS CONCERNED THOSE WERE SUBSTANTIVE PROBLEMS IN THE DOCUMENT.

THERE WAS A SHIFT IN HOW YOU WRITE YOUR POLICY MANUAL AND THEY WANTED THE ACTUAL COMAR DOCUMENTATION LISTED WITH THE COMAR NUMBER. WE HAD THE ESENCE AND NOT THE CITATION. THAT HAS BEEN CORRECTED AND HAS BEEN APPROVED. I HAVE A MEETING TOMORROW ACTUALLY BECAUSE THERE'S A YEAR LONG PROCESS OF MAKING A CORRECTION. THAT NUMBER SCARED ME INITIALLY BUT AT LEAST IT WASN'T A SUBSTANTIVE PROBLEM OF PRACTICE.

IT WAS A DOCUMENTATION ISSUE. THIS WAS THE AREA I REALLY WANTED TO HIGHLIGHT. IN THE PRIOR CYCLICAL MONITORING. THE ULTIMATE FRAMEWORK WAS A TROUBLE AREA. THIS IS AN EXAMPLE OF HOW SYSTEMS CHANGE AFTER MONITORING. THE TEAM WORKED REALLY HARD.

JANET STEPHANSON AND THE FOLKS WITH HER ON THE ALTERNATIVE FRAMEWORK. THESE NUMBERS WERE IN THE TEENS AT ONE POINT. TO BE OVERALL AT 92% IS HUGE GROWTH AND THAT'S THE ADVANTAGE OF TEAMS WHEN THEY LOOK AT DATA AND MAKE CHANGE. THIS IS A BEAUTIFUL SHIFT FOR US IN THE COUNTY. SO RESTRAINT AND SECLUSION, WE WERE AT 80% AND THE NONCOMPLIANCE WAS RELATED TO TRAINING.S AND DOCUMENTATION OF- THAT WAS THE NEW INFLUX.

SO WE WERE MONITORED AT THE FRONT END OF THAT WANT EVERY TIME I DO A PRESENTATION, I MAKE A NOTE THAT SECLUSION IS NO LONGER LAWFUL IN MARYLAND. THIS IS ALREADY WELL BEYOND THAT AND WE HAVE BEEN WORKING WITH A TEAM AND REALLY ARE AHEAD OF

I AM ALSO ON THE ASSOCIATION OF STUDENT COUNCILS.

THESE FRIENDSHIPS HAVE LED US TO GO OUT OF OUR WAY TO WATCH US SUPPORT EACH OTHER IN OTHER SPORTS, GAMES AND PERFORMANCES.

I AM SO GRATEFUL FOR THESE EXPERIENCES AND ENVIRONMENTS PROVIDED BY CCPS THAT HAVE FORGED UNFORGETTABLE BONDS AMONG MY PEERS. I WANTED TO COME IN SUPPORT OF OUR STUDENT SHE CREATED A STUDENT POSITIVITY PROGRAM TO HIGHLIGHT THE GOOD THINGS IN CCPS.

I THOUGHT IT WAS TERRIFIC AND THE FACILITATOR WAS GREAT.

THE CONVERSATION WE HAD IN THE ROOM WAS OUTSTANDING.

I KNOW YOU GUYS ARE GOING TO GET A REPORT, THE THING WE HEARD OVER AND OVER AGAIN FROM PARENTS WAS THEIR CONCERN ABOUT SAFETY IN OUR SCHOOLS, THE BEHAVIOR ISSUES, THINGS THAT WE HAVE HEARD HERE TIME AND AGAIN. I AM REALLY GLAD THAT WE SENT A SURVEY OUT TO PARENTS. I'M VERY DISAPPOINTED THE SURVEY WAS ONLY A MULTIPLE CHOICE. THIS WAS NOT AN OPPORTUNITY TO GIVE FEEDBACK IN CASES WHERE THEY GAVE A STRONGLY AGREE OR DISAGREE OPPORTUNITY. IT WOULD HAVE BEEN A GREAT OPPORTUNITY FOR THE COUNTY TO UNDERSTAND WHY A PARENT OR COMMUNITY MEMBER WHOEVER IS FILLING OUT THE SURVEY WAS SAYING SOMETHING WAS UNSATISFACTORY.

SO, I KNOW WE CAN'T SEND IT OUT AGAIN BUT I DO THINK THERE'S AN OPPORTUNITY FOR US TO GATHER ADDITIONAL FEEDBACK IN LONG FORM FROM PEOPLE WHO ARE INTERESTED IN PROVIDING IT.

ANOTHER EXAMPLE THAT REVEALS THE INEQUITIES IS THE BOY'S BASEBALL FACILITY. DURING THE BUILDING OF THE NEW NORTHERN, THE BASEBALL FACILITY GOT A BRAND-NEW SIX FOOT PRIVACY FENCE, NEW SOD, NEW IRRIGATION SYSTEM, TWO DUG OUTS THAT PROTECT THE PLAYERS FROM THE WEATHER.

A NEW DUG OUT RAIL PADDING AND A NEW SEAT BEACH.

THERE'S A LARGE SCORE BOARD AND TWO BATTING CAGES.

THERE ARE TWO SECTIONS OF BLEACHERS, ONE FOR HOME AND ONE FOR THE VISITORS. THIS IS NEXT TO THE STORAGE SHED. IT'S SUCH A SPECTACULAR FACILITY THAT ONE WOULD THINK THE BASEBALL TEAM HAD WON 10 STATE

CHAMPIONSHIPS. BUT WAIT, THAT WOULD BE THE GIRLS SOFTBALL TEAM. THE BOY'S 10 HAD NEVER WON A CHAMPIONSHIPLET ALONE 10. NORTHERN WON THEIR SIXTH CONSECUTIVE TITLE AND RANKED NUMBER ONE NATIONALLY.

SO WHO GETS OUTDATED DUG OUTS? THE [BLEEP] FIELD AND ONE SECTION OF BLEACHERS, ISN'T NORTHERN NATIONALLY RANKED GIRL'S SOFTBALL TEAM. THIS IS AN EMBARASSMENT.

THE GIRLS HAVE TO ASK PERMISSION TO USE THE BOY'S BATTING CAGES

DURING THE SAEB >> THE SCORE BOARD IS 1/8TH THE SIZE OF BOY'S SCORE BOARD AND NO PLACE TO SHOWCASE THEIR CHAMPIONSHIPS. THE FEDERAL MONEY HAS TO BE SPLIT EQUALLY.
