(APPLAUSE). >> WE HAVE A MOTION AND A SECOND ON THE FLOOR. ANY DISCUSSION?

HEARING NONE, THOSE IN FAVOR? >> AYE.

>> ANY OPPOSED. MOTION PASSES.

CONGRATULATIONS. >> FIRST, WE WOULD LIKE TO THANK THE BOARD MEMBERS AND EVERYONE HERE TODAY FOR HONORING DOMENION. DOMENION IS A REMARKABLE YOUNG MAN. I KNOW HIS JOURNEY WAS A ROUGH JOURNEY, AND HE NEVER MADE EXCUSES.

A LOT OF TIMES IN LIFE, YOU CAN MAKE EXCUSES.

HE FOUND A WAY TO GET WHAT HE WANTED AT THE END OF THE JOURNEY. WE COMMEND HIM FOR THAT.

MS. COFFEY COULD NOT BE HERE. SHE IS THE HEAD COACH OF OUR TRACK PROGRAM. WE HAVE PARENTS HERE.

WE THANK COACH KENNEY FOR ALL HE HAS DONE FOR DOMENION.

WE ARE SO GRATEFUL. I TOLD HIM IT IS NOT WHERE YOUR JOURNEY STARTS. IT IS WHERE YOU FINISH.

HONESTLY, I BELIEVE HE HAS A CHANCE TO GO SOMEWHERE SPECIAL.

YOU MIGHT SEE HIM IN THE OLYMPICS.

HE IS ONE OF THE KIDS THAT YOU SEE, ALWAYS SMILING.

I MEAN, I'M, LIKE, HEY, YOU CANNOT BE THAT HAPPY.

HE ALWAYS HAS A NICE SMILE ON HIS FACE.

HE IS VERY QUIET AND HE IS VERY HUMBLE.

THAT IS THE KIND OF PEOPLE WHO MAKE IT TO THE NEXT LEVEL.

DOMENION, I'M VERY PROUD OF YOU. I'M HAPPY TO BE YOUR ATHLETIC DIRECTOR. KEEP DOING WHAT YOU ARE DOING.

ALWAYS REMEMBER CALVERT COUNTY. TAKE CARE.

OH. (APPLAUSE).

>> OKAY. THANKS.

I'M BETH MORTON. I'M THE PRINCIPAL OF HUNTINGTOWN HIGH. I HAVE HAD VERY FORTUNATE PRIVILEGE TO NOT ONLY BE HIS PRINCIPAL AS HE HAS LEFT CALVERT COUNTY PUBLIC SCHOOLS, BUT HE STARTED WITH ME AT PLUM POINT ELEMENTARY. I HAVE KNOWN THE MENNION FOR QUITE A FEW YEARS. EVERYTHING MR. GROSS HAS SAID IS TRUE. WHEN HE WAS YOUNG, AND NOW A YOUNG MAN OF PURE, WONDERFUL CHARACTER.

I'M LIKE A MOM RIGHT NOW. I'M NOT A PRINCIPAL.

I'M SO PROUD OF HIM AND HIS FAMILY.

I JUST WANT TO CONGRATULATE YOU. I CAN'T WAIT FOR FOUR YEARS FROM

[00:05:03]

NOW WHEN I'M AT HIS GRADUATION IN PITTSBURGH.

AND ALSO OUR ASSISTANT PRINCIPAL, SHE IS OUR ATHLETIC ADMINISTRATOR. WE WANT TO THANK HER, TOO, FOR HER SUPPORT ON THIS JOURNEY. THANK YOU.

[2.03 NHS Student Advocacy Presentation]

>> NEXT WE WILL HAVE OUR NORTHERN HIGH SCHOOL STUDENT ADVOCACY PRESENTATION. WILL OUR STUDENTS PLEASE JOIN US? THE FLOOR IS NOW YOURS TO GIVE YOUR PRESENTATION. I WILL ASK IF EACH OF YOU WILL INTRODUCE YOURSELVES BEFORE YOU BEGIN.

>> ALL RIGHT. HI, EVERYONE.

THANK YOU SO MUCH FOR THE OPPORTUNITY TO PRESENT.

MY NAME IS PAIGE. >> I'M SA MAN THAT.

>> I'M RILEY. >> WE ARE ALL RISING SENIORS FROM NORTHERN HIGH SCHOOL. WE ARE VERY EXCITED TO PRESENT FOR YOU ALL. WE WILL START WITH SAMANTHA WHO WILL TALK ABOUT HOW WE CAME UP WITH THIS IDEA.

>> I DO NOT. I'M SORRY.

OKAY. THIS STARTED OUT AS OUR CLASS PROJECTS. FOR PSYCHOLOGY.

OUR ASSIGNMENT WAS TO FIGURE OUT A WAY TO IMPROVE MENTAL HEALTH IN SCHOOLS. OUR FIRST PROPOSAL WAS TO HIRE A MENTAL HEALTH LIAISON. WHEN WE INTERVIEWED STUDENTS AROUND OUR SCHOOL, WE REALIZED THERE WAS STILL A NEGATIVE STIGMA AROUND GOING TO THE GUIDANCE OFFICE FOR HELP.

A NUMBER OF STUDENTS WEREN'T COMFORTABLE USING THIS RESOURCE TO GO TO WITH THEIR ISSUES. IT IS MORE INEFFECTIVE FOR DEVELOPMENT WHEN THE VOICES THAT ARE MEANT TO BE HEARD AREN'T LETTING THEMSELVES BE HEARD. NOW, INITIALLY, WE FOCUSED SOLELY ON MENTAL HEALTH. STUDENTS HAVE ISSUED BEYOND THAT FIELD THAT NEED TO BE ADDRESSED. AS STUDENTS, WE ARE THE MOST QUALIFIED IN UNDERSTANDING STUDENTS' PROBLEMS BECAUSE WE ARE LIVING THEM. WE THINK THAT SOON SHOULD BE PART OF THE SOLUTION. WE FOUND A WAY TO INCORPORATE THAT. WE PREPARED TO PRESENT THIS.

OH. WOULD IT BE ABLE TO PLAY?

>> I THINK YOU SHOULD BE ABLE TO CLICK ON THE CENTER OF IT.

>> YES. WE CAN GAVE QUICK SYNOPSIS BASICALLY, WE WERE INTERVIEWING STUDENTS WITHIN OUR SCHOOL ABOUT THE CHALLENGES AND WHAT THEY BELIEVE CONTRIBUTES TO MENTAL HEALTH STRUGGLES. PEOPLE WERE SAYING HOME LIFE, SCHOOL LIFE, YOU KNOW, ACADEMIC CHALLENGES.

PARENTS, SOCIAL MEDIA, EVERYTHING.

TO DO WITH THAT. WE KIND OF TALKED ABOUT HOW WE CAME TO THE CONCLUSION THAT STUDENTS CAN SERVE ON A BOARD.

SOMETHING WE CALL A STUDENT ADVOCACY BOARD.

THEY CAN COME TOGETHER TO KIND OF COMBAT THE STRUGGLES THAT STUDENTS ARE FACING. STUDENTS CAN COME TO THE BOARD.

THEY CAN TALK ABOUT THE ISSUES IN SCHOOL THAT THEY FEEL-- AND THE THINGS IN SCHOOL THEY FEEL SHOULD BE CHANGED.

AND THEN THIS BOARD WOULD SERVE AS A LIAISON BETWEEN ADMINISTRATION AND THE STUDENTS TO WORK ON SOLUTIONS TO THOSE

ISSUES. >> OKAY.

IT IS FINE. THE RESULT OF OUR RESEARCH FOUND THAT WE NEED A CHANNEL BETWEEN THE STUDENTS AND ADMINISTRATORS.

AND SO THE BOARD WOULD GIVE A COMFORTABLE SPACE TO SHARE THOSE

[00:10:01]

IDEAS ON JUST HOW TO IMPROVE THE SCHOOL SYSTEM AND ULTIMATELY,% BENEFIT THE STUDENT BODY'S WELL-BEING.

THE BOARD WOULD GIVE US THE STUDENTS A CHANCE TO ADVOCATE FOR OURSELVES. BY SHARING THOSE IDEAS DIRECTLY TO THOSE WHO CAN MAKE THAT CHANGE.

IT WOULD BE ABLE TO ADJUST ISSUES BEYOND MENTAL HEALTH THAT STUDENTS ARE PASSIONATE ABOUT. BY HAVING STUDENTS AND ADMINISTRATORS WORK TOGETHER TO FIND A COMPROMISE.

THE LOGISTICS OF THE STUDENT ADVOCACY BOARD.

BASICALLY, ADMINISTRATION AND COWENSS WOULD ANNOUNCE THAT THE APPLICATIONS ARE OPEN. INTERESTED STUDENTS WOULD APPLY FOR THE BOARD. AND THEN ADMINISTRATORS AND COUNCILORS WOULD SELECT THE STUDENTS TO SERVE ON THIS BOARD.

THIS IS HOW WE THINK THIS WOULD WORK OVER THE FIRST OR SECOND YEAR OF THE BOARD. GOING FORTH, THAT MIGHT LOOK A LITTLE DIFFERENT. CURRENT STUDENT ADVOCACY BOARD MEMBERS MAY HELP SELECT THE NEXT ADVOCACY BOARD MEMBERS.

THAT IS AN IDEA. FROM THERE, THE SELECTED BOARD MEMBERS ARE GOING TO CREATE A FORM THAT THEY WILL SHARE WITH STUDENTS. RILEY WILL GO INTO THE SPECIFICS OF THAT ON THE NEXT SLIDE. BASICALLY, IT IS A LIVE FORM THAT WOULD BE AVAILABLE THROUGHOUT THE YEAR.

THERE IS NO DUE DATE OR ANYTHING.

THE BOARD WILL TAKE INFORMATION SUBMITTED BY STUDENTS, AND EACH QUARTER OR SEMESTER, THEY WILL CREATE A REPORT.

IT IS GOING TO IDENTIFY THE COMMON PROBLEMS THAT STUDENTS ARE SEEING. IT IS GOING TO FIND SOLUTIONS TO THOSE PROBLEMS. THEN THEY ARE GOING TO PRESENT TO COUNCILORS, ADMINISTRATORS, WHOEVER THEY FEEL THE NECESSARY PARTIES FOR WHATEVER ISSUES THEY ARE COMBATING ARE.

THEY ARE GOING TO WORK TOGETHER TO FIND SOLUTIONS.

>> WITH THE SAMPLE FORM, WHEN THIS GETS SENT OUT, IT WOULD START WITH A DISCLAIMER THAT SPECIFIES IT IS NOT FOR PERSONAL USE. PERSONAL MENTAL HEALTH CHARGES.

CHALLENGES. CHALLENGES GENERALLY.

IT WOULD BRING YOU TO THE FIRST QUESTION.

WHICH GIVES YOU MULTIPLE OPTIONS WHERE YOU CAN SAY YOUR ISSUE IS SCHOOL POLICY, SCHOOL CLIMATE ISSUE.

IT ALSO INCLUDES TWO ISSUES THAT PERTAIN TO PERSONAL ISSUES FOR ANOTHER PURPOSE THATLY GET TO IN THE NEXT SLIDE.

IF YOU CHOOSE A SCHOOL CLIMATE ISSUE, IT WILL PROMPT YOU FOR MORE DETAILS. IF YOU CHOOSE THE PERSONAL PROMPTS LIKE MENTAL HEALTH OR WELL-BEING OR BULLYING AND HARASSMENT ISSUES, IT WILL REDIRECT YOU TO RESOURCES.

THESE INCLUDE EMERGENCY SERVICES, GUIDANCE COUNSELORS, AND HELP LINES THEY CAN CALL TO HELP THEM.

THIS IS A STUDENT-RUN BOARD. SO THEY-- OTHER STUDENTS CANNOT HELP STUDENTS ON SUCH PERSONAL MATTERS.

IT IS VERY CRITICAL THAT STUDENTS IN CRISIS DO GET THE HELP THEY NEED. AND THEN THE RESPONSES TO THE FORMS WILL BE USED TO CREATE A SURVEY.

THE SURVEY WILL RECORD SENTIMENTS ON ISSUES SO THE BOARD WILL KNOW HOW TO PRIORITIZE WHAT THEY PROPOSE.

AS WELL AS DIFFERENT SOLUTIONS THAT THEY CAN CONSIDER SO WE KNOW WHAT STUDENTS THINK ABOUT CERTAIN SOLUTIONS.

>> ALL RIGHT. SO PROMOTION FOR THIS GROUP WOULD BE VERY IMPORTANT. WE HAVE CREATED A FEW SAMPLES.

SO THIS IS BASICALLY A RECRUITMENT TOOL FOR STUDENT ADVOCACY BOARD MEMBERS. IT TELLS THEM WHAT THE BOARD WOULD DO AND HOW TO GET INVOLVED.

THE CENTER FLYER, SOMETHING THAT WOULD GO UP IN SCHOOL HALLS OR ON SOCIAL MEDIA, IT PROMOTES THE FORM THAT RILEY WAS TALKING ABOUT. THE FIRST FORM.

STUDENTS WOULD BE ABLE TO SCAN THE QR CODE.

IT WOULD TAKE THEM TO THE FORM. THEY WOULD BE ABLE TO ENTER INFORMATION, CONCERNS, WHATEVER THEY WOULD LIKE TO PUT.

AND THEN THE LAST ONE ALL THE WAY TO THE RIGHT.

THAT IS SOMETHING WE WOULD PUT IN OUR NHS GLASS.

A WEEKLY NEWSLETTERS TO STUDENTS AND FAMILIES.

SO THE WIDER COMMUNITY KNOWS WHAT'S GOING ON.

I ALSO WANTED TO SPEAK TO AN EXAMPLE OF HOW THIS RELATIONSHIP BETWEEN STUDENTS AND ADMINISTRATORS HAS BEEN SUCCESSFUL IN THE PAST. AND IN THE SPRING, MR. WIL WILLIAMS, NATIONAL TRANSPNORTHERN HIGH SCHOOL'SFORY LEVEL, YOU GUYS WERE DISCUSSING CHANGES.

HE WANTED TO BRING IT BACK TO THE STUDENTS.

THIS WAS A VERY DIVERSE GROUP OF STUDENTS.

DIFFERENT GRADES. GENDERS.

ETHNICITIES. WE FELT LIKE IT WAS AN OPEN SPACE WHERE WE COULD EXPRESS OUR CONCERNS.

AND IT WAS REALLY A TWO-WAY STREET.

IN THE SENSE THAT WE COULD EXPRESS OUR OPINIONS.

HE COULD GIVE US IMMEDIATE FEEDBACK.

FOR INSTANCE, SOME STUDENTS WANTED TO HAVE HATS AND HOODS IN THE BUILDING. AND HE WAS ABLE TO GIVE US A DIFFERENT PERSPECTIVE AND TELL US THAT FROM AN ADMINISTRATIVE POINT OF VIEW, AS AN ADMINISTRATOR AND A SAFETY POINT OF VIEW, THAT IS NOT THE BEST IDEA.

YOU CAN'T SEE THE IDENTITY OF THE PEOPLE IN THE BUILDING.

THE IMPORTANT THING IS WE FELT HEARD AND WE COULD MOVE ON WITH THE NEXT PROPOSAL, BECAUSE WE FELT LIKE HE WAS LISTENING TO

[00:15:03]

US. STUDENTS CAN ALSO GIVE OPINIONS ON INITIATIVES OR PROPOSED INITIATIVES IN SCHOOLS.

YOU DIDN'T SEE THE VIDEO, BUT OUR COUNCILOR, MRS. MCDONALD, THE SENIOR COUNCILOR AT NORTHERN HIGH SCHOOL.

I SPOKE TO HER ABOUT THE IDEA. SHE TALKED ABOUT SOME SORT OF INITIATIVE OR SOMETHING SHE WANTED TO START AT NORTHERN HIGH SCHOOL. AND HOW IT WOULD HAVE BEEN NICE TO HAVE A GROUP OF STUDENTS TO BE ABLE TO TALK TO AND KIND OF GET THEIR OPINIONS AND PERSPECTIVES.

THE STUDENT ADVOCACY BOARD COULD SERVE AS THAT GROUP.

I THINK WHAT WE ARE REALLY TRYING TO GET AT, THIS WOULD CREATE A PERMANENT SPACE FOR STUDENTS TO USE THEIR VOICE AND

ADVOCATE IN THEIR SCHOOL. >> OKAY.

AS PAIGE MENTIONED, THERE ARE LOTS OF WAYS THAT THE BOARD CAN MAKE AN IMPACT AT SCHOOL. THE POWER OF THE BOARD HAS THE POTENTIAL TO GO BEYOND THE SCHOOL BUILDING AND CREATE CHANGE. THIS WOULD BE SENT UP HYPOTHETICALLY ALONG WITH THE CALVERT COUNTY HIGH SCHOOL REPORTS TO THE DISTRICT LEADERSHIP MEETINGS.

ADMINISTRATORS CAN READ THROUGH AND FIND TRENDS THAT CAN BE ADDRESSED COUNTY-WIDE OR EVEN JUST SPECIFIC TO THE SCHOOL.

THANK YOU FOR LISTENING. WE LOVE YOUR SUPPORT AND PILOTING THIS AT NORTHERN HIGH SCHOOL.

WE ARE OPEN TO ANY QUESTIONS YOU MAY HAVE.

>> ANY QUESTIONS? ALL RIGHT.

MS. GRENIS? (INAUDIBLE).

>> SORRY. >> CONGRATULATIONS ON BEING PROACTIVE PROBLEM-SOLVERS. I THINK THAT IS WONDERFUL.

I WAS JUST WONDERING TWO THINGS. HOW IS THE INFORMATION KEPT CONFIDENTIAL? WHO ACTUALLY HAS ACCESS TO THE

FORMS THAT ARE BEING SENT IN? >> THE ONLY PEOPLE WHO HAVE ACCESS TO THE FORMS WOULD BE ADMINISTRATION, GUIDANCE, AND, OF COURSE, STUDENT ADVOCACY BOARD MEMBERS.

WE WANT TO KEEP IT AS PRIVATE AS POSSIBLE, BUT WE ALSO KNOW THAT WE DO NEED AUTHORITIES TO HAVE ACCESS TO THESE FORM RESPONSES FOR SAFETY ISSUES AND GENERAL RECORD-KEEPING.

IT WOULD BE BETWEEN THE GUIDANCE OFFICE AND ADMINISTRATOR'S

OFFICE. >> MS. POST?

>> SO I ALSO WANT TO COMMEND YOU GUYS FOR TAKING THIS INITIATIVE.

I THINK IT IS SUPER IMPORTANT TO BEGIN TO NORMALIZE THAT TALKING ABOUT THINGS THAT MAY AFFECT YOU PERSONALLY, THINGS THAT HAPPEN IN SCHOOL, AND THE STRESSORS THAT ARE INVOLVED IN LIFE, AND BEING A TEENAGER IS NOT EASY. I ONCE WAS A LONG TIME AGO.

BUT I REALIZE IT IS NOT AN EASY TASK.

YOU KNOW, BEING IN SCHOOL AND BEING AROUND KIDS AND LOTS OF DIFFERENT PEOPLE CAN BE HARD. IS AMAZING.

I ALSO LOVE THAT YOU HAVE PROVIDED ADDITIONAL RESOURCES IN HERE FOR STUDENTS THAT MAY BE STRUGGLING WITH THINGS THAT YOU GUYS-- THAT WOULD BE BEYOND THE SCOPE.

THE ONE THING THAT I WOULD LIKE TO ASK IS AT WHAT POINT DO PARENTS GET TO INTERSECT WITH THIS OPPORTUNITY HERE? SO SHOULD BIT SOMETHING THAT, YOU KNOW, MAYBE IT IS A NORMAL SCHOOL THING THAT HAPPENS. BUT WOULD THERE BE, YOU KNOW, A PROCESS THAT SHOULD SOMETHING BE DETERMINED BY THE GUIDANCE COUNCILORS OR THE SPECIALISTS, THAT PARENTS NEED TO BE INVOLVED? AT WHAT POINT DOES THAT HAPPEN?

HOW WOULD PARENTS KNOW? >> I FEEL LIKE IT IS VERY SPECIFIC TO, LIKE, THE SPECIFIC SOLUTION OR INITIATIVE THAT STUDENTS MAY BE PROPOSING. AND I WOULD HOPE THAT, LIKE, AS THE SCHOOL IS IMPLEMENTING THOSE DIFFERENT INITIATIVES, THAT THEY WOULD REACH OUT TO PARENTS AND ASK THEIR OPINIONS ON THOSE PROPOSED SOLUTIONS. YES.

>> NO. THAT IS A GOOD ANSWER.

LISTENMENT. I KNOW THAT AS TEENAGERS, PARENTS ARE KIND OF ANNOYING. I KNOW.

WE ARE. I CAN APPRECIATE THAT.

IT IS ALSO THAT, YOU KNOW, WE PLAY AN IMPORTANT ROLE IN MANY RESPECTS AND CERTAINLY SOME THINGS, IT WOULD BE BENEFICIAL FOR US TO KNOW. IF THERE WERE THINGS THAT WERE HAPPENING. IF THERE IS AN OPPORTUNITY FOR THERE TO BE PARENTAL INVOLVEMENT AT SOME LEVEL, YOU KNOW, I KNOW THAT THE INITIATIVE IS NOT TO-- YOU KNOW, DISCOURAGE CHILDREN FROM PAR DISPAILTING PARTICIPATING AND SHARING.% I JUST WANTED TO MENTION. THAT THANK YOU VERY MUCH FOR YOUR EFFORTS. MR. WHITE?

>> YES. GOOD EVENING.

HI, PAIGE. PAIGE IS ONE OF OUR FAB 42 FROM THE PHOTO GALLERY PROJECT. WELL, I WOULD LIKE TO SAY I HAVE ACTUALLY BEEN TO THE SCHOOL, TO NORTHERN AND HUNTINGTOWN.

WHEN SOME OF THESE THINGS ARE TAKING PLACE.

FOR ME, I'M JUST SO AMAZED AND GLAD THAT YOU ARE HERE.

BECAUSE I WAS BLOWN AWAY. THE WAY THAT YOU GUYS ARE THINKING. I HAVE ALWAYS SAID YOU GUYS HAVE THE ANSWERS. WE JUST HAVE TO LISTEN TO YOU

[00:20:02]

AND SUPPORT YOU, AND YOU ARE-- YOU HAVE DONE IT.

YOU ARE DOING IT. AND WHAT YOU GUYS ARE DOING CANNOT ONLY HELP YOUR SCHOOL, BUT IT IS GOING TO HELP OTHER SCHOOLS AND ALSO YOU GUYS ARE SENIORS.

YOU GUYS ARE LEAVING. YOU ARE DOING SOMETHING THAT IS GOING TO HELP OTHER CLASSMATES. THAT IS PRETTY AMAZING.

I LIKE THE INFORMATION. I'M GLAD YOU GUYS HAVE THE SUPPORT OF YOUR TEACHERS AND MRS. MCDONALD.

SHE IS PRETTY AMAZING. SHE IS VERY INVOLVED.

I WANTED TO SAY, YOU KNOW, THANK YOU GUYS FOR WHAT YOU ARE DOING.

GREAT JOB. >> MS. BALINSKI?

>> YES. SO CONGRATULATIONS.

THIS IS AN EXCELLENT IDEA. I HAVE A COUPLE OF QUESTIONS.

NUMBER ONE, IS THIS PURELY NORTHERN HIGH SCHOOL OR DID YOU ALREADY-- ARE YOU IN CONVERSATIONS WITH THE OTHER HIGH SCHOOLS AND WORKING WITH THEM TO INCORPORATE THIS TYPE OF

GROUP? >> SO OUR HOPE WOULD BE THAT WE COULD PILOT IT AT NORTHERN HIGH SCHOOL.

WE WOULD LOVE TO CREATE A BOARD AT EVERY HIGH SCHOOL AND PUT IN MIDDLE SCHOOLS LATER DOWN THE ROAD.

WE HAVE SOME STUDENTS THAT WE COULD REACH OUT TO IF THAT WAS A POSSIBILITY TO HAVE AT OTHER SCHOOLS.

>> OKAY. I JUST WONDERED IF IT WAS BEING DISCUSSED ALSO IN OTHER HIGH SCHOOLS.

SINCE YOU GUYS SEEM TO HAVE MADE A LITTLE NAME FOR YOURSELF.

SECONDLY, THIS IS AN EXCELLENT WAY TO CREATE THAT PIPELINE OF INFORMATION BETWEEN STUDENTS AND THE ADMIN.

ALL I WOULD ASK IS THAT YOU SOMEHOW INCORPORATE OUR STUDENT MEMBER OF THE BOARD SO THAT THAT INFORMATION-- THAT INPUT CAN ALSO START TO RAISE UP TO US BEFORE IT BECOMES, YOU KNOW, GENERAL KNOWLEDGE. OR SOMETHING.

YOU KNOW, IT WOULD BE GOOD FOR US TO GET A HEADS-UP ALSO OF WHAT'S BEING DISCUSSED. IT IS A GREAT WAY TO TAP INTO WHAT YOUR SURVEYS ARE AND YOUR NEWSLETTERS AND THINGS LIKE THAT. THAT WOULD BE WONDERFUL.

IF YOU COULD KEEP US INFORMED. AND THE LAST QUESTION I HAD WAS-- NO. I HAVE TWO MORE.

SECOND QUESTION WAS-- DO YOU PLAN TO HAVE ANY STAFF MEMBERS

AS A MEMBER OF THE BOARD? >> I THINK THAT WOULD BE A GOOD IDEA JUST TO HAVE, LIKE, AT LEAST AN ADMINISTRATOR OR TWO THAT COULD KIND OF ADVISE US. AND WE COULD KIND OF WORK OUT DIFFERENT THINGS WITH. AND THEN AS WELL AS HELPING US PLAN MEETINGS WITH ADMINISTRATORS, COUNCILORS,

WHOEVER WE NEED TO HELP US OUT. >> YOU KNOW, YOU COULD GO EITHER WAY. IT IS YOUR DECISION ON THAT.

AND THE LAST THING I HAD IS YOU MENTIONED AT THE VERY BEGINNING THAT THERE WAS A STIGMA SURROUNDING-- I WASN'T CLEAR IF THAT WAS A STIGMA SURROUNDING MENTAL HEALTH ITSELF OR SURROUNDING WALKING INTO A GUIDANCE COUNCILOR'S OFFICE.

YOU KNOW, OR IS IT BOTH? F.

>> SO IT WAS MENTIONED IN THE VIDEO THAT WAS PLAYED.

BUT YES, THERE ARE A LOT OF STUDENTS THAT JUST-- THERE IS KIND OF, LIKE, THIS SHAME OF WALKING INTO THE GUIDANCE OFFICE FOR A LOT OF PEOPLE. IT IS-- I MEAN, IT IS PROBLEMS WITH JUST, LIKE, THEIR MENTAL HEALTH.

LIKE, I DON'T WANT TO BE SEEN AS THAT PERSON.

I KNOW A LOT OF STUDENTS DEAL WITH THAT TYPE OF-- I DON'T KNOW. THEIR VIEW OR JUST BEING SEEN THAT WAY. THAT IS KIND OF WHAT WE WERE TALKING ABOUT. AND-- BECAUSE WHEN WE WERE INTERVIEWING STUDENTS, WE ASKED THEM WHERE WOULD YOU GO IF YOU NEEDED HELP WITH A MENTAL HEALTH CRISIS OR ANYTHING FROM YOUR GUIDE SNANS THERE WEREN'T MANY THAT SAID I WOULD JUST GO TO THE GUIDANCE OFFICE. A COUPLING JUST SAID TO THE BATHROOM. DEAL WITH IT ON MY OWN.

FIND A FRIEND. SO THIS WAS JUST KIND OF OUR WAY FOR THEM TO FEEL MORE COMFORTABLE.

BECAUSE IT IS MORE ANONYMOUS THIS WAY WHERE THEY CAN FILL OUT A FORM, AND IT IS NOT BEING DRAWN BACK TO THEIR NAME.

IT ONLY WILL BE DRAWN BACK TO THEIR NAME IF AN ADMINISTRATOR

NEEDED TO. >> I THINK IT IS IMPORTANT TO KNOW, LIKE-- IT GOES BACK TO SOME OF THE THINGS WE TALKED ABOUT IN THE VIDEO. UNFORTUNATELY, WE COULDN'T SHOW YOU. THERE ARE SO MANY THINGS

CONTRIBUTING TO MENTAL HEALTH. >> THERE ARE THINGS GOING ON IN THE SCHOOL THAT WE CAN CHANGE TO HELP STUDENTS FEEL BETTER AND IMPROVE THEIR MENTAL WELLNESS, THAT IS THE WHOLE THING.

>> OKAY. WELL, THANK YOU VERY MUCH.

>> WE HAVE ADDITIONAL COMMENTS? >> I JUST LIKE TO KNOW.

CAN YOU SEND US THE VIDEO? SO AT SOME POINT, WE CAN WATCH

IT. >> YES.

ABSOLUTELY. >> THANK YOU.

>> MS. GRENIS? >> JUST SOME FOOD FOR THOUGHT.

I'M SITTING HERE THINKING ABOUT IT.

IT WOULD BE A NICE WAY TO HAVE SOME KIND OF FOLLOW-UP, TO KNOW

[00:25:01]

WHETHER THE STUDENT WHO UTILIZED THIS RESOURCE FOUND IT BENEFICIAL. SO MAYBE SOME-- I DON'T KNOW.

ALMOST LIKE A SURVEY AFTER TO THE PEOPLE WHO SUBMITTED SOMETHING. JUST SO YOU KNOW THAT WHAT YOU ARE DOING IS TRULY HELPING PEOPLE.

MS. HAYES? >> HI.

USE MY OUTSIDE VOICE. HI.

IT IS A PLEASURE TO HAVE YOU GUYS PRESENT.

I'M IMPRESSED. I THINK I WOULD LEARN A THING OR TWO FROM YOU ALL. THAT WAS VERY WELL-SPOKEN.

GREAT JOB. I ABSOLUTELY ADORE THIS IDEA.

ONE OF MY HUGE GOALS FOR THIS YEAR IS TO WORK WITH STUDENTS TO EXPAND ACCESS IN THE COUNTY. I HAVE A COUPLE OF QUESTIONS.

I PROMISE IT IS-- WHAT ARE YOUR PLANS FOR IMPLEPTING IT? IMPLEMENTING IT? WHEN YOU THINK ABOUT EXPANDING.

>> SO PART OF IT WAS THAT WE ALSO HAVE RESOURCES FOR OTHER HIGH SCHOOLS. TO PILOT IT AT NORTHERN, WE WOULD SEND OVER OUR EXAMPLES FOR FORGES.

OUR SAMPLE HANDOUTS AND FLYERS. THEY CAN HAVE TO QR CODES.

ESSENTIALLY, THEY COULD CREATE THEIR APPLICATION POLICY.

WE WOULD PROBABLY HAVE THE BOARD CREATE SOME SORT OF END-YEAR REPORT AS TO WHAT WORKED AND WHAT DIDN'T WORK.

SO THERE IS NO REPETITION OR MISTAKES.

AND SCHOOLS CAN GET THE RIGHT FOOTING OFF OF THAT.

>> AWESOME. ONE MORE QUESTION.

THIS IS MORE A LOGISTICAL SIDE OF THINGS.

YOU TALKED ABOUT HAVING PEOPLE ON THE BOARD CURRENTLY WORKING TO, I GUESS, ACCEPT OR CHOOSE THE NEW MEMBERS FOR THE UPCOMING YEAR. HOW WOULD YOU INTEND TO GO THROUGH THE INITIAL SELECTION OF THOSE BOARD MEMBERS?

>> OKAY. INITIAL SELECTION WOULD LOOK LIKE AN APPLICATION. WE WERE THINKING WE COULD INCLUDE SOME PROMPTS. POTENTIALLY, ASKING STUDENTS WHAT PROBLEMS THEY CURRENTLY SEE IN SCHOOLS.

AND SOME SOLUTIONS THAT THEY HAVE.

WE ARE TALKING ABOUT TEACHER RECOMMENDATIONS.

BUT REALLY, THE GOAL WOULD BE TO GET STUDENTS THAT ARE PASSIONATE ABOUT THIS. HOPEFULLY, THEY CAN CON CONVEY THAT THROUGH THEIR ESSAYS AND STUFF.

AND THEN ADMINISTRATORS WOULD INITIALLY READ THEM.

AND STUDENTS IN THAT POSITION CAN THEN READ THE-- AND GAUGE

HOW THEY FEEL. >> THANK YOU AGAIN SO MUCH.

THAT WAS A GREAT PRESENTATION. I CAN'T WAIT TO SEE THIS TAKE

OFF. >> SO THANK YOU FOR THE PRESENTATION. SOUNDS LIKE OUR STUDENT MEMBERS ALSO ARE INTERESTED IN PARTNERING WITH YOU ALL IN THIS EFFORT. IT ALSO SOUNDS LIKE MY COLLEAGUES UP HERE ARE SUPPORTIVE.

I WOULD ASK THE SUPERINTENDENT AND HIS STAFF IF HE WILL WORK WITH YOU ALL IN THIS INITIATIVE, IN DECIDING WHETHER IT SHOULD BE A ROLLOUT TO ALL OF OUR HIGH SCHOOLS.

OF COURSE, YOU WOULD KNOW THAT THE PRINCIPALS WOULD HAVE TO BE SUPPORTIVE, AND THE SUPERINTENDENT AND CENTRAL OFFICE WOULD HAVE TO BE SUPPORTIVE OF YOUR EFFORTS TO STAND UP THIS BOARD. I WILL ASK THE SUPERINTENDENT IF HE WILL, YOU KNOW, WORK WITH YOU.

ADMINISTRATION AT NORTHERN HIGH SCHOOL TO SEE HOW THIS COULD BE IMPLEMENTED AND THEN ROLLED OUT TO OUR FOUR HIGH SCHOOLS AND MOVE FORWARD. THANK YOU FOR THE GREAT IDEA.

AND THANK YOU FOR THE GREAT PRESENTATION.

>> THANK YOU. (APPLAUSE) NEXTLY TAKE A MOTION

[3. Consent Agenda]

FOR CONSIDERATION OF THE CONSENT AGENDA.

>> MOTION TO APPROVE THE CONSENT AGENDA.

>> SECOND. >> WE HAVE A MOTION AND A SECOND. FOR CONSIDERATION OF THE CONSENT AGENDA FOR APPROVAL. IS THERE ANY DISCUSSION?

SEEING NONE, THOSE IN FAVOR? >> AYE.

>> ANY OPPOSED? CONSENT AGENDA PASSES.

CALL MS. MAXIE: >> OUR FIRST SPEAKER IS GRACE

MONEY KOWSKE. >> CAN YOU HEAR ME? GOOD AFTERNOON, BOARD OF EDUCATION MEMBERS.

MY NAME IS GRACE MINIKOWSKI. I'M SPEAKING BEFORE YOU TODAY TO AID OUR WONDERFUL STUDENT OF THE BOARD JORDAN HAYES, TO HIGHLIGHT THE ACCOMPLISHMENTS OF YOUNG PEOPLE IN CCPS.

I WOULD LIKE TO SHARE MY STORY TO SHOW HOW STUDENTS ARE THE SINGLE GREATEST INFLUENCE ON OTHER STUDENTS AND HOW WE CAN SET THE BAR HIGH FOR THE COMMUNITY AT LARGE.

THROUGHOUT MY YEARS IN CALL VERT, I HAVE BEEN INVOLVED IN A VARIETY OF CLUBS RANGING FROM ARTS TO ACADEMICS TO ATHLETICS EACH OF WHOM HAVE MOLDED ME INTO THE PERSON I AM TODAY AND PROVIDE A COMMUNITY FOR WHICH I COULD FALL BACK ON.

TWO PARTICULAR EXTRACURRICULARS HAVE GIVEN ME MEANING OVER THEEL IS MONTHS. CROSS-COUNTRY AND GOVERNMENT ASSOCIATION. THESE TWO DRASTICALLY DIFFERENT GROUPS ARE TIED BY A COMMON THREAD.

THEY ARE RUN BY STUDENTS AND MAKING POSITIVE WAYS AMONG MY PEERS. FIRST, EVERY WEEKDAY MORNING FOR THE PAST TWO MONTHS HAS BEEN MARKED WITH THE SAME RITUAL.

I DRIVE TO HUNTINGTOWN AT 8:00 A.M. TO RUN WITH THE CROSS-COUNTRY TEAM IN PREPARATION FOR THE UPCOMING SEASON. I REALIZE THIS MAY SOUND LIKE SOCIOPATHIC BEHAVIOR TO NON-RUNNERS.

I GENERALLY GENUINELY COULD NOT ASK FOR A BETTER START TO MY DAY. MEMBERS OF THE TEAM STICK WITH EACH OTHER. WHEN I'M WITH THE TEAM, I KNOW I WILL NEVER GET LEFT BEHIND. NO ONE IS CONTRACTUALLY OBLIGATED TO BE THERE. RATHER, WE HAVE ACCEPTED THE ONLY WAY TO RACK UP POINTS THIS SEASON IS TO WORK.

WE HAVE DESIGNED A TEAM CULTURE THAT MAKES DRIVE TENET OF OUR TRAINING. SECOND, LAST WEEK, I TRAVELED TO MONTGOMERY COUNTY WITH SEVERAL CALL VERT PEERS FOR WORKSHOP CERTIFICATION, RETREAT, AND BOARD MEETING.

I SERVE AS THE DEPUTY SPECIAL ISSUES DIRECTOR AND HAVE BEEN WORKING REMOTELY WITH STUDENTS FROM ALL ACROSS THE STATE TO DESIGN OUTREACH PROJECTS REGARDING CIVIC ENGAGEMENT, SERVICE, MENTAL HEALTH, SCHOOL SAFETY, AND THE ENVIRONMENT.

DURING THE TRIP, I HAD THE OPPORTUNITY TO MENTOR OVER 100 STUDENTS OF DIFFERENT GENDERS, RACES, ETHNICITIES, RELIGIONS, AND BACKGROUNDS THROUGH PEER WORKSHOPS.

WE CERTIFIED THESE STUDENTS TO PRESENT AT THE FIRST LARGE CONFERENCE OF THE YEAR. FALL LEADERSHIP CONFERENCE WHICH TYPICALLY REACHES 500 TO 600 YOUTH ATTENDEES FROM ALL ACROSS MARYLAND. WHAT IS THE PURPOSE OF BRINGING POSITIVE COMMENTS LIKE MY OWN TO THE BOARD? I BELIEVE IT HIGHLIGHTS THE VERY REASON WE HAVE A BOARD OF EDUCATION. TO SUPPORT THE DIVERSE TALENTED ECOSYSTEM OF STUDENTS IN CALVERT COUNTY.

IT IS IMPERATIVE WE FOCUS OUR ATTENTION AND SUPPORT TO PROGRAMS LIKE CROSS-COUNTRY AND SGA FOR ME THAT SETS STUDENTS ON THE RIGHT PATH. STUDENTS ARE LEADING THE POSITIVE CHANGE AND CREATING STRONG PEER-TO-PEER NETWORKS IN OUR SCHOOL SYSTEM. IT IS IMPERATIVE.

THAT DESERVES TO BE CELEBRATED. THAT IS SETTING THE BAR HIGH FOR CALVERT COUNTY STUDENTS. THANK YOU.

>> THANK YOU FOR YOUR COMMENTS. >> OUR NEXT SPEAKER IS GAIL

REID. >> GOOD AFTERNOON.

DR. TOWNSEL, BOARD MEMBERS. I WAS NOT HERE AT THE LAST MEETING. SURPRISE.

I WASN'T HERE BECAUSE I WAS WORKING AT A READING CAMP.

THAT IS WHAT I'M HERE TO PROMOTE TODAY.

THERE ARE A LOT OF RESOURCES THAT ARE IN CALVERT COUNTY THAT WE DON'T TAKE ADVANTAGE OF. I WORK AT A READING CAMP FOR A WEEK. IT IS A VERY INTENSE PROGRAM.

WE WORK FROM 8:00 UNTIL ABOUT 4:00.

EVERY DAY. AND WE DO DIFFERENT READING PLANS TO ENCOURAGE CHILDREN TO ENJOY READING.

IT IS NOT ABOUT THE STRUCTURE AS FAR AS HOW TO DO IT WELL.

BUT IT IS ENJOYING THE READING ITSELF.

AND SO WE DO A LOT OF ACTIVES ALL DURING THAT WEEK TO

[00:35:03]

ENCOURAGE THEM TO DO THAT. WE PROVIDE-- THERE IS A CAMP IN THE NORTHERN END AND SOUTHERN END.

STUDENTS HAVE AN OPPORTUNITY TO GET THERE.

WE PROVIDE TRANSPORTATION. THIS YEAR I WAS DISAPPOINTED BECAUSE IN THE NORTHERN END, WE GENERALLY CAN TAKE 30 CHILDREN.

WE ONLY HAD 12. SCHOOLS HAVE RECOMMENDED THEM.

I'M COMING TO YOU, ASKING YOU WHEN PRINCIPALS MEET, ENCOURAGE THEM TO REFER STUDENTS TO OUR PROGRAM.

WE TAKE THEM FROM THE SCHOOL. WE ONLY DO IT ON SCHOOL REFERRALS. IF A SCHOOL SAYS A STUDENT WOULD BENEFIT FROM THIS, IT MAY BE A STUDENT WHO DOESN'T HAVE AN IEP OR A STUDENT THAT IS JUST BELOW THE GRADE LEVEL.

IT IS SOMEBODY WE COULD HELP TO GET WHERE THEY NEED TO GO.

WE HAVE HAD A LOT OF POSITIVE RESULTS.

THE STUDENT THAT CAME BACK THIS YEAR WAS VERY EXCITED.

HE DID VERY WELL. THIS YEAR.

HE FELT IT WAS BECAUSE HE LIKED WHAT HE WAS DOING.

SO WE WOULD LIKE YOUR HELP IN ENCOURAGING PRINCIPALS TO REFER STUDENTS TO THAT PROGRAM. ELEMENTARY STUDENTS.

THERE ARE A LOT OF THINGS FOR HIGH SCHOOL.

WE ARE TRYING TO DO SOMETHING FOR ELEMENTARY STUDENTS TO GET THEM UP. WE WOULD BE GLAD TO HAVE THEM.

THANK YOU. >> THAT CONCLUDES OUR SPEAKERS

FOR TODAY. >> THANK YOU, DR. JOHNSON.

[5.01 Jordan Hayes]

AND NEXT WE WILL MOVE INTO OUR STUDENT MEMBER OF THE BOARD

REPORT. >> GOOD AFTERNOON, EVERYONE.

MY NAME IS JORDAN HAYES. I'M A STUDENT MEMBER OF THE BOARD FOR THE YEAR. THIS MONTH HAS BEEN A BUSY ONE.

THE STUDENT COUNCIL HAS FINALIZED A PLAN FINALIZED A PLAN. CALVERT IS TYPICALLY ONE OF THE MOST UNDERREPRESENTED STATE IN TERMS OF PRESENTING EXECUTIVE BOARD STAFFERRING. I'M SO EXCITED TO HAVE ATTENDED THIS EVENT FOR MY FIFTH YEAR. I DID HAVE THE OPPORTUNITY TO MEET AND COLLABORATE WITH OTHER STUDENT MEMBERS ACROSS THE STATE. WE MADE A TIKTOK AND HAD A PHOTO OP LIKE TYPICAL TEENAGERS. MOST IMPORTANTLY, WE DISCUSSED OUR ROLES ON THE BOARD AND IN THE COMMUNITY.

I APOLOGIZE. WE DID DISCUSS OUR GOALS FOR OUR TERM AND HOW TO SUPPORT EACH OTHER AS WELL AS OUR ROLES ON THE BOARD AND IN THE COMMUNITY. ANYWAY, WE FORMED THE IDEA OF A SMALL COALITION. MOST OF THE CREDIT FOR THAT DOES GO TO THE PRINCE GEORGE'S STUDENT REMEMBER-- STUDENT MEMBER. YOU WILL MAER MORE ABOUT THIS NOTICE FUTURE MEETINGS. THE MARYLAND ASSOCIATION OF THE BOARD OF EDUCATION. MYSELF AND 22 OTHER STUDENT MEMBERS DISCUSSED OUR ROLES ON THE BOARD AND IN THE COMMUNITY.

OUR VALUES, OUR SCHOOL SYSTEM'S VISIONS AND IMAGE ON SOCIAL MEDIA. IT WAS A GREAT EXPERIENCE.

I FEEL MUCH MORE PREPARED TO SERVE.

FINALLY, DETAILS FOR THE STUDENT ADVISORY COUNCIL HAVE BEEN FINALIZED AND WILL BE GOING OUT WITHIN THE NEXT COUPLE OF WEEKS.

IF YOU ARE LISTENING, PARENTS, PLEASE CHECK YOUR FACEBOOK.

CONTACT YOUR SCHOOL ADMINISTRATION FOR THE APPLICATION. EVERY STUDENT IS WELCOME TO APPLY AS WELL AEND THE ANY OF OUR MEETINGS.

ONCE AGAIN, THANK YOU FOR THE OPPORTUNITY TO SIT ON THE BOARD.

[6.01 Dr. Andrae Townsel]

>> THANK YOU, MS. HAYES. NEXT I TURN TO THE SUPERINTENDENT FOR HIS REPORT, DR. TOWNSEL.

>> THANK YOU, PRESIDENT CLAGGETT.

GOOD EVENING, EVERYBODY. WE ARE CONTINUING TO WORK ON OUR STRATEGIC PLAN FOR THE NEXT FIVE MONTHS WE WILL BE COMPLETELY LOCKED INTO OUR STRATEGIC PLANNING PROCESS.

I WANT TO PRE. >> HE ISAGE HERE.

IN THE MONTH OF SEPTEMBER, WE WILL BE FOCUSING ON 22 FOCUS GROUPS AND COMMUNITY FORUMS. I ASK THAT EVERYONE ENGAGE IN THIS STRATEGIC PLANNING PROCESS. AS WE DESIGN THE NEXT 3-5 YEARS IN THE CALVERT COUNTY PUBLIC SCHOOLS.

ON JULY 17, I WAS INVITED TO BE A GUEST-READER FOR THE UPCOMING THIRD, FOURTH, AND FIFTH GRADE STUDENTS IN CALL VERT COUNTY.

THIS YEAR'S THEME WAS INSECTS. THE START OF SCHOOL FOR STUDENTS WAS AUGUST 28. WE HAVE ORIENTATION FOR SIXTH AND NINTH-GRADERS ON AUGUST 25. ALL PARENTS CHECK OUR WEBSITE.

TO VIEW-- EXCUSE ME. PLEASE CHECK OUR WEBSITE.

GO TO YOUR SCHOOL'S WEBSITE TO FIND OUT ALL INFORMATION FOR YOUR YOUNG PERSON IN THIS UPCOMING ACADEMIC YEAR.

[7.01 Policies for Review]

>> THANK YOU, DR. TOWNSEL. NEXT WE MOVE INTO THE ACTION ITEMS PART OF THE MEETING TONIGHT.

FIRST ITEM IS POLICIES FOR REVIEW.

I WILL BEGIN WITH POLICY 1047. DISTRIBUTION OF MATERIALS.

DR. JOHNSON? >> GOOD AFTERNOON, DR. TOWNSEL.

MRS. CLAGGETT, MEMBERS OF THE BOARD OF EDUCATION.

POLICY 1047 IS REGARDING DISPLAY AND DISTRIBUTION OF MATERIALS.

WE HAVE ONE EDIT TO THIS POLICY. IT IS UNDER ROMAN NUMERAL 3, POLICY STATEMENT LETTER D. WE WOULD LIKE TO CHANGE THE STATEMENT THAT APPEARS ON INFORMATIONAL MATERIALS FROM THE COMMUNITY THAT ARE APPROVED FOR DISPLAY POSTING OUR STACKING TO READ THESE EVENTS AND ACTIVE I ARE NOT SPONSORED BY THE BOARD OF EDUCATION OR CALVERT COUNTY PUBLIC SCHOOLS.

WE PROVIDE EQUAL OPPORTUNITIES TO OUTSIDE AGENCIES TO DISTRIBUTE MATERIALS THAT OFFER OPPORTUNITIES TO STUDENTS AND/OR THEIR PARENTS, BUT THE PERMISSION SHOULD NOT BE CONSIDERED A RECOMMENDATION OR ENDORSEMENT BY THE SCHOOL

DISTRICT. >> COLLEAGUES, ANY COMMENTS?

MS. POST? >> I HAVE ONE.

IN LOOKING AT THIS POLICY STATEMENT, ESPECIALLY IN NUM NUMBER-- LETTER A, I'M WONDERING IF WE CAN AFD SOMETHING ABOUT BEING ABLE TO, YOU KNOW-- OUR SCHOOLS PROVIDING A NEUTRAL ENVIRONMENT FOR STUDENTS TO LEARN.

YOU KNOW, SOMETHING TO THE EFFECT THAT, YOU KNOW, WE WANT TO MAKE SURE THERE IS NOT, YOU KNOW, THINGS THAT ARE A DISTRACTION OR DISRUPTION. ALSO WE WANT TO CREATE A NEUTRAL ENVIRONMENT FOR EVERY STUDENT TO FEEL SAFE AND COMFORTABLE TO

LEARN. >> WOULD THIS BE SOMETHING YOU WOULD WANT ADDED MAYBE TO LIMITED PUBLIC FORUM DEFINITION? THAT INDICATES THAT IS SCHOOL SYSTEM LIMITS THE SUBJECT MATTER ON SCHOOL PROPERTY. THAT INCLUDES ADVERTISEMENTS AND

SUCH. >> I DON'T KNOW IF IT BELONGS THERE NECESSARILY. BECAUSE IT MAY NOT BE SOMETHING THAT IS PROVIDED BY-- IS THIS SPECIFICALLY JUST FOR THE PUBLIC? .

>> ALL RIGHT. THIS IS REGARDING A COMMUNITY ORGANIZATION THAT HAS A FLYER. THEY WOULD LIKE TO DISTRIBUTE.

IT MONITORS THAT. >> NO.

THAT WOULDN'T BE THE PLACE. THANK YOU.

>> ANY FURTHER COMMENTS FROM COLLEAGUES? SEEING NONE, THE POLICY WILL BE POSTED FOR 30 DAYS.

>> THANK YOU. >> LY CALL UP POLICY 1115.

DISRUPTIVE BEHAVIOR. S MANY LEWIS.

SHE WILL TALK ABOUT THE SAFETY AND HEALTH POLICY ALSO.

[00:45:02]

>> GOOD AFTERNOON, PRESIDENT CLAGGETT, DR. TOWNSEL AND EACH MEMBER OF THE BOARD OF EDUCATION.

I'M CECILIA LEWIS, THE DIRECTOR OF STUDENT SERVICES.

I'LL BE PRESENTING TO YOU POLICY 1115 AND POLICY 1500.

UPON REVIEW OF POLICY 1115, REGARDING DISRUPTIVE BEHAVIOR, ON THE PROPERTY OF CALVERT COUNTY PUBLIC SCHOOLS WHICH PROHIBITS BEHAVIOR ON SCHOOL PROPERTY THAT IS DISRUPTIVE TO THE SCHOOL, ENVIRONMENT INTIM DATING TO STUDENTS, EMPLOYEES OR ANY INDIVIDUAL PRESENT AND/OR POSES A POTENTIAL THREAT OR DANGER TO SELF OR OTHERS, I'M NOT RECOMMENDING ANY CHANGES TO

THIS POLICY AT THIS TIME. >> MS. BALINSKI?

>> YES. I DO HAVE A PROBLEM WITH THE WORD "TRESPASS." WHERE IT GOES DOWN HERE AND IT SAYS "INDIVIDUALS-- THE FIRST POINT, IT SAYS, INDIVIDUALS MAY NOT TRESPASS. AND THEN THE DEFER IN ADDITION OF TRESPASS IS A WRONGFUL INTERFERENCE OF POSSESSION OF PROPERTY. I FOUND THAT VERY AWKWARD.

IN MY MIND, OUR SCHOOLS ARE OPEN TO THE PUBLIC.

FOR THINGS LIKE OUR PLAYGROUNDS AND OUR TRACKS AND STUFF.

THE PUBLIC GENERALLY CAN HAVE ACCESS.

I DON'T REALLY LIKE USING THIS TRESPASS WITHOUT DEFINING IT A LITTLE BIT BETTER. THE-- IT DOES SAY THINGS SUCH AS WE CAN DENY ACCESS FOR SCHOOL GROUNDS FOR ANYONE WHO DOES NOT HAVE LAWFUL BUSINESS TO PURSUE. WHICH WOULD INCLUDE STUDENTS AND STAFF. ANYONE SUSPENDED OR EXPELLED.

ANYONE WHO ACTS DISRUPTIVELY. OR WHO HAS BEEN BANNED FOR ACTING DISRUPTIVELY, I THINK. ANYWAY, I JUST THINK FOR US TO START OFF SAYING "INDIVIDUALS MAY NOT TRESPASS," IT IS ONLY THE INDIVIDUALS WHO HAVE-- WHO DON'T HAVE LAWFUL BUSINESS OR WHO HAVE-- WHO SHOW DISRUPTION. YOU KNOW, THOSE ARE THE PEOPLE WHO CAN'T TRESPASS. DOES ANYONE AGREE WITH THIS? I'LL BE GLAD TO FORM LATE WHAT I WOULD THINK.

YOU GUYS KNOW BETTER. I THINK IN PUTTING DOWN

"INDIVIDUALS MAY NOT TRESPASS,." >> I THINK IT MAY HAVE BEEN LAST YEAR OR THE YEAR BEFORE THAT, MOST OF THE HIGH SCHOOLS HAD THEIR TRACKS OPEN, BUT MOST OF THEM WERE CLOSED EXCEPT CALVERT.

CALL VERT WAS STILL OPEN. THEY BEGAN TO CLOSE THEM.

THAT CAUSED A RIPPLE IN THE COMMUNITY.

I ACTUALLY SPOKE WITH THE PRINCE FALL.

THE PRINCIPAL. THERE ARE A LOT OF FACTORS WITH SAFETY, WITH PEOPLE LEAVING TRASH AND THINGS AT THE FIELD AND THINGS LIKE THAT. THAT IS WHY THEY BEGAN TO CLOSE THE FIELDS. CLOSE THE TRACK.

FOR OTHER PEOPLE. PLUS, AT THAT TIME, YOU KNOW, WHEN STUDENTS ARE IN SCHOOL, DURING SCHOOL HOURS, PEOPLE WERE ACCUSTOMED DURING THE PANDEMIC. ONCE IT WAS OVER, THEY WERE NO LONGER ALLOWED TO GO THERE. STUDENTS WERE THERE.

FOR HIM, HE SAID, YOU KNOW, SOMEONE IS WALKING ON THE TRACK.

THEY GET INJURED. AND THEN THEY TRY TO SUE THE SCHOOL OR SOMETHING. THTHAT WAS ALONG THE LINES OF WHERE THEY WERE TRYING TO SECURE THE TRACK.

>> MS. POST? >> SO I TEND TO AGREE.

I THINK MAYBE THE LANGUAGE NEEDS TO BE REVISED A LITTLE BIT.

THE DEFINITION, IF YOU LOOK AT "TRESPASS," IT IS COMMITTING AN OFFENSE AGAINST A PERSON OR SET OF RULES.

I DON'T KNOW THAT THAT MATCHES UP WITH THE DEFER IN ADDITION OF TRESPASS THAT WE HAVE IN OUR POLICY.

AND I SEE YOUR POINT. YOU KNOW, IT IS SCHOOL PROPERTY.

AND THE PUBLIC ARE ALLOWED THERE.

ARE THEY TRESPASSING? YOU KNOW, UNLESS THEY ARE DEEMED THAT THEY TRESPASS. I DON'T KNOW.

MAYBE I'M-- >> AND, YOU KNOW, EACH SCHOOL CAN MAKE THE DECISION TO CLOSE, YOU KNOW, FOR A SPECIFIC SET OF REASONS. TO CLOSE OFF THE AREAS.

BUT FROM WHAT I UNDERSTAND, IS IT TRUE, OUR PLAYGROUNDS-- THE PUBLIC CAN USE OUR ELEMENTARY SCHOOL PLAYGROUNDS.

WHEN SCHOOL IS NOT IN USE. YES.

>> I THINK THE HIGHLIGHTED PIECE HERE IS IN POLICY-- THE SECTION PURPOSE OF THIS PARTICULAR POLICY IS IN 1-C.

WHERE IT SAYS THAT ANYONE WHO DOES NOT HAVE LAWFUL BUSINESS TO

[00:50:02]

PURSUE ON SCHOOL PROPERTY. I THINK THE INTENT OF THAT IS TO ENSURE THAT INDIVIDUALS WHO ARE ON PROPERTY ARE THERE UNDER LAWFUL INTENT. AND IT IS NOT CREATING A DISRUPTION OR SOMETHING TO THAT NATURE OF INTERFERING WITH THE

BUSINESS OF THE SCHOOL. >> WELL, THEN THAT MAKES SENSE.

IF I GO TO USE THE TRACK BY MISTAKE, I'M NOT REALLY TRESPASSING. I WOULD HAVE TO INTERFERE WITH

SOMETHING. >> CORRECT.

CORRECT. >> THAT IS WHY IT IS DEFINED.

AS WRONGFUL INTERFERENCE. >> RIGHT.

>> I DON'T HAVE A PROBLEM WITH THAT.

TRESPASS? BECAUSE WRONGFUL INTERFERENCE IS ALSO DISCUSSED. AND I THINK THAT I WOULD CAUTION MY COLLEAGUES TO SAY, TO BE CAREFUL WITH THE WORDING BECAUSE NOT EVERYONE IS ALLOWED ON SCHOOL PROPERTY.

AND ALTHOUGH, YES, WE ARE OPEN TO THE COMMUNITY, WE ARE OPEN TO THE COMMUNITY WHO IS THERE FOR THE PROPER REASON.

AND THOSE WHO ARE NOT THERE FOR THE RIGHT REASONS SHOULD NOT BE ON OUR SCHOOL PROPERTY. I KNOW THAT WE DO ALLOW OUR COMMUNITY TO USE OUR FACILITIES, BUT THAT IS US OFFERING OUR FACILITIES TO OUR COMMUNITY TO CONTINUE TO INVITE THE OPENNESS FOR COLLABORATION AND THERE ARE STAKE HOLDERS.

WE OFFER OUR FACILITIES FOR THEM TO USE.

>> I THINK TRESPASSING MEANS TO THE GENERAL PUBLIC, SOMETHING DIFFERENT. YOU KNOW? AND SOY WOULD JUST LIKE-- WHAT I'M GOING TO DO IS PROPOSE AND I'LL SEND IT AROUND TO EVERYBODY.

YOU KNOW, WHO IS PROHIBITED? YOU KNOW, WHAT TYPES OF PEOPLE

ARE PROIBTD? >> AND WHERE ARE YOU PULLING

THAT? >> THE CODE OF MARYLAND 26-102.

>> EDUCATION ARTICLE? >> I BELIEVE SO.

>> OKAY. >> IT IS ON ACCESS TO SCHOOL

GROUNDS. >> OKAY.

>> 26-102. IT GETS MORE SPECIFIC.

IT SAYS EXACTLY WHAT WE SAID. PEOPLE WHO HAVE LAWFUL BUSINESS OF BEING THERE. OR PEOPLE WHO HAVE ACTED DISRUPTIVELY AND ARE TOLD THAT THEY NEED-- THEY WILL BE ASKED TO LEAVE. THAT KIND OF THING.

AND EXPELLED. SUSPENDED STUDENTS.

SO I JUST THINK THAT WOULD HELP WHEN WE JUST SAY "TRESPASS," IT IS NOT A GENERAL, YOU CAN'T COME ON THE SCHOOL PROPERTY.

THAT IS NOT EXACTLY IT. >> MS. HAYES?

>> I WANTED TO KNOW IF-- I DIDN'T SEE AN ISSUE WITH THE WORDTRIES" PASSING" UNTIL WE DISCUSSED THIS.

ON THE NOTE OF THAT GENERAL TOPIC, DO WE HAVE A PROCESS IN PLACE TO DETERMINE IF SOMEBODY IS THERE FOR WRONGFUL INTENT, TO SECURE THE SAFETY OF OUR STUDENTS?

>> WE CERTAINLY HAVE SEVERAL PROSYSS-- PROCESSES IN PLACE WITH SIGN-IN AND SIGN-OUT AND IDENTIFICATION BADGES AND THINGS OF THAT NATURE. OUR SECURITY MEASURES ARE IN PLACE TO CHECK FOR ANY INDIVIDUAL WHO MAY BE UNAUTHORIZED AND TO ASK THE RIGHT QUESTIONS IF THEY ARE NOT THERE FOR-- WHATEVER THEIR PURPOSE MAY BE.

SO YES. WE HAVE PROCESSES AND PROCEDURES IN PLACE TO ADDRESS ANY UNLAWFUL ENTRY, UNAUTHORIZED ENTRY IN THE

BUILDINGS OR FACILITIES. >> CAN YOU EXPAND ON THAT A LITTLE BIT? EVERY MORNING, I SEE THE SAME WOMAN WALKING THE TRACK. SHE IS OUT THERE.

SHE IS COMMITTED. WE ALSO DON'T KNEE WHO THAT IS.

IT IS OBVIOUSLY NOT ASSUMING IT IS A DANGEROUS COMMUNITY MEMBER.

WHILE SCHOOL IS IN SESSION, YOU HAVE THESE OUTDOOR RESOURCES SUCH AS THE TRACK OR FIELD THAT THE COMMUNITY IS ABLE TO USE.

I DON'T WANT TO SAY WHAT, BUT ARE THEY-- DO THEY HAVE PROCEDURES IN PLACE DURING THE SCHOOL DAY?

>> THERE ARE. CORRECT.

YES. THERE ARE.

THERE ARE MEASURES IN PLACE. TO MANAGE ANY TYPE OF USE OF OUR

FACILITIES. >> THANK YOU.

>> YOU ARE WELCOME. >> ALL RIGHT.

SOUNDS LIKE MS. BALINSKI IS GOING TO OFFER SOME EDITS TO THIS POLICY. MS. BALINSKI, IF YOU CAN GIVE THOSE TO MS. LEWIS AND MS. MAXIE CAN SO THE POLICY CAN BE POSTED FOR REVIEW. THANKS.

MOVING ON TO THE NEXT POLICY. 1500.

SAFETY AND HEALTH. >> UPON REVIEW OF POLICY 1500, REGARDING SAFETY AND HEALTH, STATING THAT REASONABLE PRECAUTIONS WILL BE TAKEN TO PROTECT THE SAFETY AND HEALTH OF INDIVIDUALS WHO HAVE LEGITIMATE BUSINESS ON CALVERT COUNTY PUBLIC SCHOOL PROPERTY, I'M NOT RECOMMENDING ANY CHANGES OF THIS

POLICY AT THIS TIME. >> COLLEAGUES, ANY COMMENTS?

[00:55:06]

MS. BALINSKI? >> ON PART B, UNDER THE POLICY STATEMENT, JUST THE WAY THE SENTENCE READS.

THE SECOND SENTENCE SAYS "THIS PROGRAM WILL INCLUDE PROACTIVE MEASURES TO PROTECT THE SAFETY AND HEALTH." THEN IT HAS A COMMA AND SAYS "RETROSPECTIVE MESH SHOWERS ASSESS INCIDENTS." IT WOULD HAVE READ EASIER TO SAY "AS WELL AS." LOOKING AT PROACTIVE MEASURES AS WELL AS RETROSPECTIVE MEASURES. AND THEN UNDER THE POLICY STATEMENT UNDER C, IT SAYS THE SAFETY AND HEALTH PROGRAM WILL INCLUDE TRAINING, EMERGENCY RESPONSE PLANS, CRISIS INTERVENTION PLANS, PERIODIC INSPECTIONS, TIMELY AND APPROPRIATE RESPONSES TO AREAS OF CONCERN, AND ENFORCEMENT OF RULES DESIGNED TO PREVENT ACCIDENTS.

I WOULD JUST WIDEN THAT ENFORCEMENT OF RULES DESIGNED TO PREVENT ACCIDENTS AND INAPPROPRIATE ACTIVITY.

YOU KNOW, THERE ARE SAFETY IS HUGE IN OUR SCHOOLS.

AND JUST LIKE YOU MENTIONED, WE HAVE BADGES.

WE HAVE KEYS. WE HAVE PEOPLE WHO ARE SUPPOSED TO STOP PEOPLE IN THE HALLWAYS IF THEY ARE NOT PROPERLY IDENTIFIED. SOMETIMES PEOPLE LEAVE DOORS OPEN. WE DO NEED TO MAKE SURE THAT WE SAY ENFORCEMENT OF WHAT RULES WE DO HAVE IN PLACE FOR THE SAFETY OF OUR BUILDINGS. NOT JUST ACCIDENTS.

YOU KNOW, DESIGNED TO PREVENT ACCIDENTS AND SAFETY ISSUES.

YOU KNOW, I DON'T KNOW HOW YOU PHRASE IT.

IT JUST SHOULD WIDEN THAT ENFORCEMENT TO INCLUDE WHAT RULES WE HAVE IN PLACE THAT LIMIT ACCESS TO OUR BUILDING.

>> I'M JUST TRYING TO CAPTURE-- YOU ARE RECOMMENDING TO EXPAND ACCIDENTS TO INCLUDE ADDITIONAL SAFETY CONCERNS?

>> YES. OR LET'S SEE.

I'LL NEED TIME TO THINK ABOUT THAT, TOO.

I SHOULD HAVE DONE THAT BEFOREHAND.

I'LL SEND-- >> I'M HEARING YOU WANT SOMETHING TO PREVENT ILLEGAL ACTIVITIES.

>> YEAH. I GUESS.

YOU KNOW, ENFORCEMENT OF ALL THE SAFETY RULES WE HAVE IN PLACE.

IT IS NOT JUST DEALING WITH ACCIDENTS.

YOU KNOW, LIKE YOU SAID, IT GOES TO NO VAPING IN THE BATHROOMS. YOU KNOW, BUT ALSO NO ACCESS FOR PEOPLE WHO DON'T HAVE LAWFUL

BUSINESS. >> SO COULD WE ENCOMPASS THAT BY SAYING ENFORCEMENT OF SAFETY AND HEALTH RULES?

>> OKAY. >> PERIOD.

>> IS THAT GOOD? >> OKAY.

THAT IS GOOD. ENFORCEMENT.

THAT IS A BIG ONE. THANK YOU.

>> ALL RIGHT. SO WITH THAT EDIT, THAT POLICY WILL BE POSTED FOR A 30 #-DAY REVIEW.

THANK YOU, MS. LEWIS. >> THANK YOU.

>> NEXT WE WILL REVIEW POLICY 2350.

GIFTED AND TALENTED MS. JACOBS. >> GOOD AFTERNOON, PRESIDENT CLAGGETT. DR. TOWNSEL.

MEMBERS OF THE BOARD OF EDUCATION.

I'M JACKIE JACOBS, DIRECTOR OF SYSTEM AND INSTRUCTIONAL PERFORMANCE. I'M HERE TO PRESENT POLICY 2350, REGARDING PROGRAMS FOR GIFTED AND ADVANCED LEARNING STUDENTS.

THIS POLICY HAS BEEN REVIEWED. WE ARE NOT RECOMMENDING ANY CHANGES TO THE POLICY AT THIS TIME.

>> COLLEAGUES, ANY COMMENTS? SEEING NONE, THANK YOU, MS. JACOBS. WE WILL POST THIS POLICY FOR 30-DAY REVIEW.% OUR FINAL POLICY FOR REVIEW, 6110. TUITION REIMBURSEMENT.

>> THANK YOU. GOOD AFTERNOON.

PRESIDENT CLAGGETT, DR. TOWNSEL, MEMBERS OF THE BOARD.

I'M THE DIRECTOR OF HUMAN RESOURCES.

I'M HERE THIS AFTERNOON TO REVIEW POLICY 6110.

OUR CALVERT COUNTY SCHOOLS POLICY REGARDING THE REIMBURSEMENT OF TUITION, COURSE WORK, AND TRAINING FOR PROFESSIONAL AND EDUCATIONAL SUPPORT FOR EMPLOYEES.

[01:00:04]

I'M JOINED BY OUR SUPERVISOR OF HUMAN RESOURCES ALSO.

THIS POLICY IN THE CORRESPONDING PROCEDURES ARE IN PLACE TO ENSURE THE REIMBURSEMENT OF TUITION, COURSE WORK, AND TRAINING FOR PROPROFESSIONAL AND EDUCATIONAL SUPPORT EMPLOYEES IN SPECIFIC SITUATIONS. IN REVIEWING THIS POLICY, I'M REPPING THAT THE TERM "PROFESSIONAL" BE REPLACED WITH THE TERM "CERTIFICATED" WHEN REFERRING TO EMPLOYEES.

I'M RECOMMENDING THAT WE USE THE TERM "CERTIFICATED" TO DEFINE THE CATEGORY OF EMPLOYEES THAT REQUIRE A MARYLAND DEPARTMENT OF EDUCATION CERTIFICATE. IN ADDITION, I'M RECOMMENDING THAT TH BRIEF LISTING OF CERTIFICATED EMPLOYEES INCLUDED IN THE DEFINITION THAT REQUIRE A MARYLAND PROFESSIONAL LICENSE BE REMOVED FROM THE POLICY, AS THIS DISTINCTION IS NOT NECESSARY.

THE EMPLOYEES THAT REQUIRE A MARYLAND PROFESSIONAL LICENSE ARE ISSUED A MARYLAND STATE DEPARTMENT OF EDUCATIONER IS I HAVE THE KATE ONCE OBTAINED, AND THEREFORE, ARE ALREADY INCLUDED IN THE DEFER IN ADDITION OF CERTIFICATED EMPLOYEES.

I'M NOT RECOMMENDING ANY OTHER CHANGES TO THIS POLICY STATEMENT

AT THIS TIME. >> COLLEAGUES, ANY CONCERNS? QUESTIONS? SEEING NONE, THE CHANGE IN THE LANGUAGE HERE IN THE POLICY TO CERTIFICATED VERSUS PROFESSIONAL, WILL THAT LANGUAGE BE RECOMMENDED TO BE CARRIED OUT THROUGH ANY OTHER POLICIES THAT YOU USE THAT TERMINOLOGY TO

ENSURE THERE IS CONSISTENCY? >> THAT WOULD BE THE GOAL.

YES. >> OKAY.

AND THEN MR. NAVARRO, AS WE MOVE FORWARD IN NEGOTIATIONS, WILL THOSE TERMS ALSO BE CAR RID FORWARD INTO FUTURE NEGOTIATED AGREEMENT LANGUAGE TO ASSURE WE ARE BEING CONSISTENT ACROSS POLICY AND AGREEMENTS? THANK YOU.

>> I BELIEVE AS WELL, THOSE ARE THE TERMS THAT CURRENTLY USED IN THE NEGOTIATED AGREEMENT. WE WANT THE POLICY TO MATCH AS

WELL. >> OKAY, GREAT.

THANK YOU FOR POINTING THAT OUT. COLLEAGUES, ANY OTHER COMMENTS? SEEING NONE, THANK YOU. THAT POLICY WILL BE POSTED FOR 30 DAYS. NEXT ON OUR AGENDA IS CHANGE

[7.02 Change Orders]

ORDERS. MS. WARNER?

>> GOOD AFTERNOON. PRESIDENT CLAGGETT, DR. TOWNSEL, AND MEMBERS OF THE BOARD, I'M THE DIRECTER TO OF SCHOOL CONSTRUCTION. I'M HERE BEFORE YOU TODAY TO PRESENT AND ASK FOR APPROVAL. FIRST WE HAVE CHANGE ORDER NUMBER ONE FOR THE SUITE RENOVATIONS.

PHASES TWO AND THREE PROJECT AT MULTIPLE SCHOOLS.

I WILL QUICKLY RECAP THE CHANGE ORDER PROPOSALS THAT ENCOMPASS CHANGE ORDER ONE. THERE ARE A TOTAL OF SIX ITEMS OR PROPOSED CHANGES TOTALING $86,000 620.

I ITEM NUMBER ONE IS THE ALTERNATE NUMBER TWO FOR THE REPLACEMENT OF THE ADMINISTRATION UNIT AT DOWELL ELEMENTARY SCHOOL THAT CCPS WAS UNABLE TO AWARD AT THE TIME OF ORIGINAL APPROVAL IN APRIL OF 2023.

SINCE THIS PROJECT IS 100% FUNDED THROUGH THE GRANT, WE WERE SHORT OF THE FUNDS NEEDED TO AFFORD THIS ALTERNATE AT THAT TIME. SINCE APRIL, WE HAVE BEEN WORKING DILIGENTLY WITH THE CONTRACTOR TO IDENTIFY AND FINALIZE SOME VALUE ENGINEERING SAVINGS SO WE COULD OFF-SET THE ADDITIONAL COST OF THE UNIT. AGAINST SOME SAVINGS GARNERED THROUGH THESE VALUE ENGINEERING EFFORTS.

I'LL GO THROUGH THESE OPTION THAT IS WE RECOMMEND TAKING IN ORDER TO OFF-SET THE ADDITIONAL COST OF THE UNIT AT DOWELL ELEMENTARY AT THIS TIME. SO THERE WERE FIVE VE OPTIONS.

I'LL GO THROUGH THEM ONE BY ONE. OPTION NUMBER ONE IS FOR REDUCTION IN ON-SITE SUPERVISION.

BY REDUCING THE NUMBER OF ON-SITE SUPERINTENDENTS ACROSS THE SIX SCHOOLS FROM TWO DOWN TO ONE, THE CONTRACTOR WAS ABLE TO RESCHEDULE THE PROJECT, AND THE ORDER OF HOW THEY WERE CONDUCTING THE WORK IN ORDER TO GARNER THESE SAVINGS.

VE OPTION NUMBER TWO IS ELIMINATION OF THE CROSSOVER ROOF STAIRS AT PAW TUXENT ELEMENTARY SCHOOL.

NUMBER THREE IS FOR DUCT-WORK-RELATED MODIFICATIONS

[01:05:02]

AT ALL SCHOOLS. THAT WAS FOR A CREDIT OF $86,785. BEFORE I GO INTO THAT, OPTION ONE WAS A CREDIT OF $15. $15,000.

GOING TO VE OPTION NUMBER FOUR, THIS WAS TO INSTALL WALL SENSORS WITH PROGRAMMABLE TIMERS TO TURN ON THE EXHAUST FANS IN LIEU OF TIE INTO THE BUILDING AUTOMATION SYSTEM FOR A CREDIT OF $76,805.

VE OPTION NUMBER FIVE IS UTILIZATION OF MC CABLE IN LIEU OF E.M.T. FOR A CREDIT OF $7,390.

NOW, THIS IS WORK THAT IS OCCURRING ACROSS 12 SCHOOLS.

WE ARE DOING 7 SCHOOLS THIS SUMMER AND FIVE SCHOOLS WILL BE DONE NEXT SUMMER. THIS PROJECT SPANS OVER THE SUMMER OF 2023 AND 2024, WHICH IS WHY BECAUSE THERE ARE MULTIPLE SCHOOLS INVOLVED, THE SAVINGS REALLY DO ADD UP ACROSS THE 12 SCHOOLS. THAT SUMMARIZES THE PROPOSED CHANGE ORDERS THAT ENCOMPASS CHANGE ORDER NUMBER ONE FOR THE RENOVATIONS. PHASES TWO AND THREE PROJECT AT MUTT MILLION SCHOOLS. AS I STATED BEFORE, FUNDING WOULD COME FROM THE GRANT FUNDS. RESERVED THE-- RESERVED FOR THE RENOVATION PROJECT. I WILL TAKE ANY QUESTIONS YOU

MAY HAVE AT THIS TIME. >> MS. BALINSKI?

>> I WILL GO AHEAD AND MAKE A MOTION TO APPROVE.

>> THERE IS A MOTION. IS THERE A SECOND?

>> SECOND. >> WE HAVE A MOTION AND A SECOND. ANY DISCUSSION?

MS. BALINSKI IN. >> YEAH.

I JUST WONDEDDERED, FORECAST DO THESE REDUCTIONS IN THE SCOPE OF THE WORK-- WAS IT DIFFICULT TO MAKE? IN OTHER WORDS, ESPECIALLY THIS WALL SENSOR.

DOES THAT MEAN VERSUS A CENTRALIZED SENSING AREA? DOES THIS MEAN MORE WORK FOR EVERYBODY IN THE BUILDING? IN OTHER WORDS, WAS IT DIFFICULT FOR YOU TO COME WITH THESE SAVINGS AND YOU WERE LOSING SOMETHING THAT YOU REALLY DIDN'T WANT TO LOSE BUT YOU STILL-- YOU WANTED THE DOWELL.

>> RIGHT. NO.

THAT IS NOS AN IMPORTANT QUESTION TO ANSWER.

SPECIFICALLY, GOING TO THE WALL SENSORS, CERTAINLY, THAT IS SOMETHING-- YOU KNOW, IF WE COULD-- I THINK IT IS A TRADEOFF. WE FELT THAT IT WAS MORE IMPORTANT WHEN SPEAKING WITH MAINTENANCE TO REPLACE THE ADMINISTRATIVE UNIT AT DOWELL ELEMENTARY SCHOOL WHICH ALSO IS CONNECTED TO AND SERVES THE HEALTH SUITE.

WE WERE ABLE TO ACTUALLY INCLUDE THAT WITHIN THE SCOPE.

THE EXHAUST FANS TO BE TIED INTO THE BUILDING AUTOMATION SYSTEM, ABSOLUTELY. IDEALLY, WOULD WE PREFER TO DO THAT? SURE, WE WOULD.

DOES THIS NOT MEAN THAT WHEN WE DO OTHER PROJECTS AT THOSE SCHOOLS, WE CAN PICK UP THE EXHAUST FAN AND TIE IT IN AT THAT TIME? WE COULD.

WHEN WE DO IT THIS WAY THROUGH THIS PROJECT, IT'S BUILDING AUTOMATION WORK. LOW-VOLTED WIRING, PROGRAMMING SPREAD ACROSS 12 SCHOOLS. IT IS A LITTLE MORE INEFFICIENT THAN IF A CONTRACTOR WAS GOING IN AND DOING AN HVA SYSTEM IN ONE SCHOOL AND WAS ABLE TO PICK UP THE EXHAUST FAN.

THOSE COSTS WOULD BE SIGNIFICANTLY REDUCED.

WE FELT THAT IN THE FUTURE, WE COULD REALLY DO THAT SAME WORK, A LITTLE BIT MORE EFFICIENTLY AS WE TACKLE HVAC PROJECTS ACROSS SCHOOLS. WHICH WE TEND TO DO.

I THINK IT WAS A MATTER OF JUST KIND OF LOOKING AT THOSE PRIORITIES AND REALLY KIND OF SEEING WHAT MADE MORE SENSE TO

THE SYSTEM. >> MS. HAYES?

>> YOU SAID YOU WERE PLANNING ON COMPLETING 7 SCHOOLS THIS SUMMER. CORRECT?

IS THIS PROJECT ALREADY DONE? >> SO THE FIRST PHASE OF THE PROJECT WHICH WAS THIS SUMMER, IT IS ACTUALLY WRAPPING UP REALLY BY MIDDLE OF NEXT WEEK IT WILL BE WRAPPED UP.

THEN NEXT SUMMER, IT IS REALLY THE LONGER-LEAD ITEMS. THAT IS ONE OF THE REASONS, FOR EXAMPLE, THAT THIS UNIT AT DOWELL ELEMENTARY SCHOOL, THE CONTRACTOR WOULD NEED TO MAKE SURE THAT THEY TORRID UNIT IN TIME FOR NEXT SUMMER.

THAT IS WHY THE LONGER LEAD ITEMS THAT ARE REQUIRED, THAT WORK WE RESERVE FOR NEXT SUMMER. A LOT OF THE EXHAUST FAN WORK IS OCCURRING THIS SUMMER. AND THE NEXT SUMMER, IT IS ESSENTIALLY RESERVED TO SOME OF THE LARGER UNITS BEING REPLACED.

[01:10:02]

>> WHILE YOU ARE RESERVING THE LARGER PROJECTS FOR NEXT SUMMER, WHAT IS YOUR-- I DON'T WANT TO SAY, LIKE, YOU HAVE ALL OF THE DETAILS YET FOR THE TIMELINE, BUT DO OFF GENERAL IDEA OF WHAT IT WOULD LOOK LIKE JUST SO THAT STUDENT INSTRUCTION IS NOT INTERRUPTED AS THE SCHOOL YEAR APPROACHES?

>> OH, THIS WORK IS ONLY OCCURRING DURING THE SYSTEMMER MONTHS. IT DOESN'T OCCUR DURING THE SCHOOL YEAR AT ALL. DOES THAT ANSWER YOUR QUESTION?

>> YEAH. >> IT HAS A VERY HARD STOP AND START DATE WITHIN THE CONTRACT. SO THEY ARE NOT ALLOWED TO START UNTIL SCHOOL IS OUT NEXT SUMMER. THEY NEED TO WRAP UP BY, I BELIEVE, IT IS AUGUST 15 OF 2024.

>> THANK YOU. >> YOU ARE WELCOME.

>> ALL RIGHT. >> COULD YOU SUMMARIZE VERY QUICKLY WHAT THIS DOES FOR OUR SCHOOL SYSTEM? THESE TYPES OF UPGRADES AND NOW THAT WE ARE COMING INTO FLU SEASON, YOU KNOW, AND THE RSV AND WHATEVER IS OUT THERE, DO WE BELIEVE THE KIND OF UPGRADE IS GOING TO HELP US?

>> IT IS HELPFUL. THIS WAS ONE OF THE, ONE OF THE RETRO FITS THAT WE MADE REALLY AFTER EXPERIENCING COVID.

OF COURSE, AT OUR NEWER SCHOOLS, WE ARE DESIGNING ISOLATION RO ROOMS. HOWEVER, AT OUR EXISTING SCHOOLS, SOMETIMES WE DON'T HAVE THAT LUXURY IN TERMS OF SPACE.

WHAT WE ARE BASICALLY DOING IS WE ARE INCORPORATING EXHAUST FANS AND THEN MAKING CHANGES TO THE EXISTING HVAC UNITS SO WE DON'T GET MIGRATION OF GERMS, OUTBOARD OF THE HEALTH SUITE SO WE ARE ESSENTIALLY CREATING A NEGATIVE AIR SPACE.

SIMILAR TO WHAT YOU WOULD SEE IN HOSPITALS.

OF COURSE, NOT TO THAT SOPHISTICATED LEVEL.

BUT WE ARE MAKING SURE, IN ORDER FOR GERMS AND VIRUSES TO NOT MIGRATE OUTSIDE OF THE HEALTH SUITE, THAT WE ARE CREATING

NEGATIVE AIR FLOW. >> WHAT ABOUT THE SCHOOLS NOT ON THIS LIST? DO THEY ALREADY HAVE THIS?

>> YES. CORRECT.

LAST SUMMER, WE COMPLETED SIX SCHOOLS.

SO WE HAD THE ENGINEERING FIRM OF-- THEY ASSISTED US WITH A FULL-SCALE VENTILATION STUDY DONE SEVERAL YEARS AGO.

AND WE IDENTIFIED 18 SCHOOLS. THEY DID NOT HAVE THE TYPE OF VENTILATION THAT WE NEEDED IN ORDER TO CREATE THIS NEGATIVE AIR. SIX SCHOOLS WERE COMPLETED LAST SUMMER. WE ARE DOING 7 SCHOOLS THIS SUMMER. FIVE WILL BE NEXT SUMMER.

THAT ROUNDS OUT THE LIST. ALL OF THE OTHER SCHOOLS ARE ACTUALLY OKAY. IN TERMS OF THEIR VENTILATION.

>> THANK YOU. >> YOU ARE WELCOME.

>> ALL RIGHT. THERE IS A MOTION TO APPROVE THIS CHANGE ORDER ON THE FLOOR. AS WELL AS THE SECOND MADE.

ANY FURTHER DISCUSSION? HEARING NONE, THOSE IN FAVOR?

. >> AYE.

>> ANY OPPOSED? >> MOTION PASSES 5-0.

THANK YOU, MS. WARNER. >> THANK YOU.

OKAY. THE SECOND CHANGE ORDER THAT I HAVE IS ACTUALLY FOR A MINOR CHANGE TO THE VISITOR BLEACHER PROJECT AT NORTHERN HIGH SCHOOL. THIS PARTICULAR PROJECT REQUIRED, BECAUSE OF THE GRADES AT THE-- BASICALLY, WHERE THE RAMP FOR ENTERING THE BLEACHERS ARE, THERE WAS A LITTLE BIT OF HEIGHT DIFFERENCE. SO WE FELT THAT FOR IF SAFETY'S SAKE, WE WANTED TO ADD A GUARDRAIL.

AND A LITTLE BIT OF FENCING TO THAT AREA.

THIS CHANGE ORDER IS ACTUALLY FOR $830.

TO FULL-- TO THE FULL AMOUNT OF THE $405,688.

THAT BRINGS THE TOTAL NOW TO $406,518.

ESSENTIALLY, I'LL TAKE ANY QUESTIONS THAT YOU MAY HAVE AT THIS TIME. IT DOES NOT CHANGE THE COMPLETION DATE FOR THE PROJECT, AND IT IS A FAIRLY MINOR CHANGE.

BUT REALLY, WE FELT IT WAS IMPORTANT FOR SAFETY'S SAKE.

>> COLLEAGUES, I'LL TAKE A MOTION.

>> MOTION TO APPROVE. >> SECOND.

>> THERE IS A MOTION AND A SECOND.

ANY DISCUSSION? SEEING NONE, THOSE IN FAVOR?

>> AYE. >> ANY OPPOSED? MOTION PASSES. 5-0.

THANK YOU. >> THANK YOU.

[7.03 Bid Approvals]

>> NEXT ON THE AGENDA IS BID APPROVALS.

MR. TAYLOR? >> GOOD AFTERNOON.

[01:15:17]

PRESIDENT CLAGGETT, DR. TOWNSEL, MEMBERS OF THE BOARD.

I'M SHELDON TAYLOR, SUPERVISOR OF FINANCE AND PROCUREMENT.

TODAY THERE IS A TOTAL OF THREE REQUESTS FOR YOUR CONSIDERATION.

FIRST UP, TODAY IS MS. VALARIE PARMER, ACTING SUPERVISOR OF CHILD NUTRITION. THE FIRST REQUEST IS TO GAIN APPROVAL FOR THE USE OF THE CECIL COUNTY PUBLIC SCHOOLS CONTRACT FOR THE PURCHASE OF BREAD AND RELATED BAKED GOODS THAT WILL BE USED BY THE CHILD NUTRITION PROGRAM THROUGHOUT THE DISTRICT. INITIALLY, WE PUT OUT THE JOINT RFP. WE DID NOT RECEIVE ANY BIDS.

FUNDING FOR THIS REQUEST WILL BE THROUGH THE PROGRAM BUDGET.

WE RESPECTFULLY REQUEST THAT THE BOARD APPROVE THE USE OF THE IDENTIFIED CONTRACT TO PURCHASE BREAD AND BAKED GOODS.

AND AVOID THE-- WITH THE POSSIBILITY OF EXTENSIONS.

SCHMIDT BAKING WAS OUR APPROVED VENDOR THROUGH FY '23.

>> MOTION TO APPROVE. >> THERE IS A MOTION.

IS THERE A SECOND IN. >> SECOND.

>> A MOTION AND A SECOND ON THE FLOOR.

IS THERE ANY DISCUSSION? MS. BALINSKI IN.

>> I'M GOING TO USE THIS AS AN EXAMPLE FOR THE INTERGOVERNMENTAL COOPERATIVE PURCHASING AGREEMENT.

THIS IS ONE OF THOSE. CORRECT?

>> CORRECT. >> SO AS YOU KNOW, WE GOT SOME FINDINGS IN A PREVIOUS AUDIT THAT SAID THAT WE WEREN'T USING ALL OF THE WHOLE CHECKLIST OF BEST PRACTICES.

AND I THINK THIS IS ONE THAT YOU PUT RIGHT HERE.

A COPY OF SOMETHING THAT IS PART OF THAT CHECKLIST WHICH IS TO VERIFY WHAT THE PRICES ARE. I THINK.

IT WAS PART OF THE CHECKLIST. AND WHY YOU-- WHAT IS DRIVING YOUR DECISION TO USE THIS ICPA. AND SO MY QUESTION IS HAVE WE GONE THROUGH ALL OF THE REST OF THEM-- OF THIS CHECKLIST? WHICH MEANS WERE OTHER ICPAS LOOKED INTO IN.

>> YES. WE SEARCHED OTHER COOPERATIVES.

OTHER AGREEMENTS TO OTHER SCHOOL DISTRICTS.

AS I MENTIONED, WE DID GO OUT TO BID.

THERE WASN'T ANY INTEREST. >> RIGHT.

>> BETWEEN MYSELF AND VAL, WE DID TRY TO FIND OTHER VENDORS.

SCHMIDT BAKING WAS THE ONLY ONE OUT THERE WHO WOULD HAVE BID.

FOR WHATEVER REASON, THEY DID NOT SEE OUR PROPOSAL OUT THERE.

THEY DID NOT BID AT THAT TIME. WE DID FIND THE VEHICLE TO USE

THEM THROUGH CECIL COUNTY. >> THAT ANSWERS-- THAT CHECKS THE LIST OF ONE OF THE OTHER THINGS THAT SAYS THAT YOU NEED TO PROVIDE-- WHAT BENEFIT IS THIS ICPA OVER OTHER PURCHASING OPTIONS. YOU HAD NO RESPONSE.

IN YOUR PURCHASING. THAT IS THE MAYBE BENEFIT.

THAT IS THE MAIN BENEFIT. THIS BROUGHT UP A QUESTION FOR ME. YOU HAVE TO GET SCHMIDT'S.

YOU CONTACT THE COMPANY DIRECTLY, THEN.

IS THAT WHAT YOU DO? >> WE CAN.

SO THERE IS COOPERATIVE GROUPS OUT THERE.

THEY DO THAT LEG WORK FOR US. SCHMIDT DID TELL US THEY HAD A VEHICLE THROUGH CEASE YELL COUNTY.

THAT IS WHAT WE GOT. THAT IS WHY WE ARE HERE TODAY.

>> OKAY. >> WHO PROVIDED THIS SERVICE BEFORE? WHO PROVIDED THE BAKED GOODS

BEFORE? >> WE HAD THE SAME COMPANY PR PRIOR. THEY DID NOT BID ON THE ONE THAT

WE HAD POSTED. >> OH, I SEE.

>> THEY ACTUALLY APOLOGIZED. THEY SAID THEY MISSED IT.

>> I SEE. OKAY. >> CORRECT.

IT IS NICE, TOO, TO BE ABLE TO-- NOT THAT IT WORKS OUT THIS WAY ALWAYS. YOU HAVE TO LOOK FINANCIALLY AS WELL. IT IS NICE IF WE CAN HAVE A CONSISTENT PRODUCT. IF IT IS-- YOU KNOW, WE HAVE GOOD SERVICE AND GOOD PRODUCT. IF WE CAN FIND SOMETHING THAT IS A COMPETITIVE RATE. IT IS NICE TO BE ABLE TO STAY WITH THOSE COMPANIES. WE ALSO HAVE ALMOST 500 STUDENTS WITH SPECIAL DIETARY NEEDS. IF YOU DON'T HAVE TO MAKE TOO MANY CHANGES AT ONE TIME, CERTAINLY, WE PREFER TO DO THAT.

[01:20:03]

THERE IS A LOT OF TRICKLE DOWN THAT OCCURS WHEN THAT HAPPENS.

WE HAVE A NEW GROCERY DISTRIBUTOR.

THAT IS A LOT OF CHANGE. I WAS ACTUALLY VERY HAPPY TO SEE WE WERE ABLE TO STAY WITH THAT SAME COMPANY.

>> OKAY, GOOD. THAT IS GOOD TO HEAR.

OKAY. THANK YOU.

>> ANY OTHER QUESTIONS? I WOULD JUST PIGGYBACK ON THE COMMENTS OF MS. BALINSKI. TO SAY THAT PLEASE ENSURE THAT OUR PROCEDURES AND OUR PROCESS FOR REVIEWING THE ICPAS AND PROCUREMENT REGULATIONS ARE PROPERLY DOCUMENTED.

BECAUSE AS WE ARE AUDITED, WE DO GET DINGEDST, AS MENTIONED, FOR LACK OF DOCUMENTATION. ACCOUNTABILITY ON OUR PART IS TO ENSURE THAT THAT DOCUMENTATION IS BEING MAINTAINED.

IN OUR FILES. SO THERE IS A MOTION AND A SECOND ON THE FLOOR TO APPROVE THIS BID.

IS THERE FURTHER DISCUSSION? SEEING NONE, THOSE IN FAVOR?

>> AYE. >> ANY OPPOSED? MOTION PASSES. THANK YOU.

>> THANK YOU. >> JOINING ME NEXT, IS MS. JOYCE KING, SUPERVISOR OF STATE AND FEDERAL GRANT PROGRAMS. TO REGAIN APPROVAL TO USE THE WASHINGTON COUNTY PUBLIC SCHOOLS CONTRACT NUMBER 20032-42. VEHICLES FOR HEAD-START.

WE WERE HERE ON JUNE 15, 2023. THE BOARD APPROVED USE OF THE IDENTIFIED CONTRACT FOR THE PURCHASE OF TWO VEHICLES FOR A FIXED PRICE OF $64,525. NOW, THE RICE WAS ASSOCIATED WITH TWO SPECIFIC VEHICLES FROM AN APPROVED VENDOR.

PACIFICO FORD. WHICH ENDED UP BEING SOLD TO ANOTHER BUYER. BY THE TIME WE GAINED BOARD APPROVAL. TODAY'S REQUEST PROVIDES HEAD-START THE FLEXIBILITY TO CHOOSE TWO VEHICLES POST-APPROVAL INSTEAD OF ASKING THE VENDOR TO HOLD SPECIFICS VEHICLES. WE RESPECTFULLY REQUEST THAT THE BOARD REAPPROVE THE USE IN THE TOTAL AMOUNT OF UP TO $70,000.

THE FUNDING WILL BE THROUGH HEAD-START FUNDS.

>> MOTION TO APPROVE. >> SECOND.

>> THERE IS A MOTION AND A SECOND ON THE FLOOR.

ANY DISCUSSION? MS. GRENIS?

>> HOW MANY TOTAL VEHICLES DOES HEAD-START HAVE?

>> CURRENTLY HAVE FIVE. THEY CURRENTLY HAVE FIVE.

>> HOW MANY PEOPLE SHARE THE FIVE VEHICLES?

>> PROBABLY 12-14. >> OKAY.

THANK YOU. >> ANY OTHER QUESTIONS?

>> MY QUESTION IS IF WE ARE USING WASHINGTON COUNTY PUBLIC SCHOOLS CONTRACT, DOES THAT CONTRACT SPELL OUT THE PRICE FOR DIFFERENT VEHICLES? IS THAT WHY YOU ARE ASKING FOR FLEXIBILITY IN BEING ABLING TO CHOOSE IN.

>> IT DOESN'T SPELL OUT THE PRICE SPECIFICALLY FOR DIFFERENT VEHICLES. IT TELLS US WHAT THE MSRP IS AND WHETHER IT IS OVER OR UNDER. BASED OFF THE WASHINGTON COUNTY AGREEMENT THEY HAD WITH PACIFICO FORD.

WHAT WE ARE LOOKING TO DO IS JUST HAVE THE FLEXIBILITY TO NOT HAVE TO CHOOSE VEHICLES' PREAPPROVAL.

BY THE TIME WE GOT AROUND TO GAINING APPROVAL LATER ON THAT AFTERNOON, OR EVENING, WE WERE NOTIFIED THEY HAD ALREADY BEEN SOLD. WE DIDN'T WANT TO PUT A DEPOSIT DOWN. THAT WAS NOT REFUNDABLE.

JUST IN CASE WE DIDN'T GAIN APPROVAL TO PURCHASE THOSE

VEHICLES. >> OKAY.

TELL ME ONCE AGAIN, MAYBE I'M JUST NOT UNDERSTANDING.

IT IS HOT IN THIS ROOM. MAYBE MY MIND IS NOT PROCESSING WHAT YOU ARE SAYING. WHAT DOES THE WASHINGTON COUNTY PUBLIC SCHOOLS CONTRACT THAT WE ARE BUMPING ON TO MAKE THIS PURCHASE, WHAT DOES IT SAY? IT DOES NOT ITEMIZE?

A VEHICLE AND A COST? >> IT DOES.

IT DOES TO A CERTAIN DEGREE. IT WILL SAY FORD ESCAPES ARE AT A CERTAIN COST. PLUS A CERTAIN AMOUNT OF ABOVE OR BELOW THE MSRP. DEPENDING ON WHAT VEHICLE WE

WERE LOOKING FOR. >> WHAT CAN BE THOSE PLUSES AND

MINUSES? >> THAT IS JUST THE AGREEMENT.

I DON'T HAVE IT IN FRONT OF ME. IF IT IS A FORD ESCAPE.

I DON'T KNOW, THE MSRP IS $34,000.

THE AGREEMENT MAY SAY PLUS $550. ANY FORD ESCAPE THAT WE CHOOSE WOULD BE PLUS THAT $550. OR MINUS, DEPENDING ON HOW THE

AGREEMENT CAME TOGETHER. >> OKAY.

BECAUSE I DO KNOW THAT DEALERSHIPS DO CHARGE, LIKE, DESTINATION CHARGES, PROCESSING FEES, AND THINGS LIKE.

[01:25:02]

THAT IT IS POSSIBLE THAT THAT $500 PLUS OR MINUS MAY BE THOSE FEES. SO THAT, MORE OR LESS, EXPLAINS IN MY MIND, WHY WE ARE ASKING FOR A RANGE IN FUNDS AND NOT SPECIFICALLY A DOLLAR AMOUNT. THANK YOU.

>> YOU ARE WELL KOPP. >> ANY OTHER QUESTIONS?

>> YES. >> MS. BALINSKI?

>> YOU STARTED OUT WITH GETTING A QUOTE FROM APPLEFORD.

IS THAT CORRECT? >> CORRECT.

>> IS THAT A STAND-ALONE PLACE IN MARYLAND?

>> THEY ARE IN UPPER-- UP ABOVE HOWARD COUNTY.

THAT WAS BACK IN 2022. IT WAS APPROVED HERE AT THE BOARD FOR THREE VEHICLES. CORRECT? THREE VEHICLES. WE WERE ONLY ABLE TO GET ONE FROM THEM. AND THEN THEY STOPPED MAKING THAT MODEL OF VEHICLE. WE WEREN'T ABLE TO GET ANY MORE FROM APPLE FORD. WE DID TRY TO UTILIZE THAT SAME AGREEMENT, BUT THE LEAD TIMES WERE TOO LONG.

WE DIDN'T HAVE VERY GOOD COMMUNICATION BACK AND FORTH AT THAT POINT WITH THE VENDOR. WE DECIDED TO MOVE ON TO PACIFICO FORD. THROUGH THIS PURCHASING AGREEMENT. AFTER WE DID GO OUT AND TRY TO FIND OTHER PURCHASING AGRE AGREEMENTS, I BELIEVE JOYCE WAS ABLE TO-- THEY GOT AN EXTENSION ON THOSE FUNDS.

>> YEAH. THE FUNDS WERE ABOUT TO RUN OUT.

AND WE HAD, LIKE, THREE MONTHS TO ASCERTAIN THE VEHICLES.

WE DECIDED TO GO WITH ANOTHER VENDOR.

TRY TO SEE IF THEY COULD PRODUCE SOME CARS.

AND THEY COULDN'T EITHER. BECAUSE-- BUT WE DID GET ANOTHER YEAR. WE HAVE ANOTHER-- NOW WE ARE AT TEN MONTHS. WE CAN DO IT THIS TIME. %-ƚ. SO THEN YOU ANSWERED MY QUESTION, THEN.

YOU DID GO OUT AND TRY AND LOOK AT SEVERAL DIFFERENT --

>> YES. >> PLACES TO PURCHASE.

>> YES. JUST SO I COULD MAKE IT CLEAR.

I TRY TO DO THAT FOR EVERY COOPERATIVE THAT WE LOOK FOR.

YOU KNOW, IF THEY ARE OUT THERE, I GO IN AND SEE IF THEY HAVE SOMETHING THAT IS EQUIVALENT. A LOT OF TIMES, THEY DO.

AND YOU KNOW, WE CHECK PRICES. THE DEPARTMENTS DO THAT AS WELL.

WE CLUES THE ONE THAT IS MOST BENEFICIAL AND COST-EFFECTIVE

FOR THE DISTRICT. >> OKAY, GOOD.

AS MS. CLAGGETT SAID, WE NEED TO DOCUMENT THAT.

BECAUSE THAT IS WHAT THEY ARE LOOKING FOR.

ACTUALLY, THAT STATEMENT ON OUR PERFORMANCE, IT WAS REPEATED ON OTHER DIFFERENT SCHOOL SYSTEMS. EVERYBODY SORT OF TENDS TO NOT DO A GOOD JOB OF DOCUMENTING IT. THEY MIGHT BE DOING THE WORK.

THEY MAY NOT BE DOCUMENTING IT. THANK YOU.

>> RIGHT. >> ALL RIGHT.

ANY FURTHER COMMENT? >> SO IS THIS RESEARCH, THIS MARKET RESEARCH DOCUMENTED CURRENTLY?

>> IS IT DOCUMENTED CURRENTLY? >> YES.

>> I WOULD GO BACK AND PULL DOWN THE OTHER INFORMATION FROM BACK IN JUNE. THAT WE RESEARCHED.

BEFORE WE CHOSE THIS AGREEMENT. PURCHASING AGREEMENT.

I'LL GO BACK AND MAKE SURE THEY HAVE INFORMATION.

AND HOLD ON TO THAT AS WELL. >> EVEN EMAILS.

RIGHT? I MEAN, IF YOU SEND AN EMAIL AND ASK A QUESTION. I MEAN, MARKET RESEARCH IS VERY SIMPLE. IT COULD BE A PHONE CALL AND DOCUMENTTATION THAT THE PHONE CALL WAS MADE.

>> RIGHT. >> AND SOMEBODY TOLD YOU IT WAS

X DOLLARS. >> LY GO ONE STEP FURTHER AND EVEN JUST-- PULL DOWN THE INFORMATION FROM THE WEBSITE.

YOU COPY AND PASTE IT. MAKE SURE WE HAVE THAT

INFORMATION AS WELL. >> THANK YOU.

>> ALL RIGHT. SEEING NO FURTHER QUESTIONS,

THOSE IN FAVOR? >> AYE.

>> ANY OPPOSED? MOTION PASSES.

THANK YOU. >> THANK YOU.

>> GOOD LUCK IN GETTING YOUR VEHICLE.

>> THANK YOU. UP NEXT IS MR. RICK LIPPERT, SUPERVISOR OF INFORMATION TECHNOLOGY, TO PRESENT AN ADDITIONAL Q TO GAIN APPROVAL FOR DATA BACKUP SOFTWARE

LICENSES. >> GOOD AFTERNOON, PRESIDENT CLAGGETT, DR. TOWNSEL, MEMBERS OF THE BOARD.

MY NAME IS RICK LIPPERT. I'M THE SUPERVISOR OF INFORMATION TECHNOLOGY IN CHARGE OF THE NETWORK DIVISION.

IN FRONT OF YOU IS A REQUEST FOR APPROVAL TO USE THE OMNIA PARTNERS COOPERATIVE PURCHASING PROGRAM.

CONTRACT NUMBER R190301 TO PURCHASE LICENSING FOR VERSION 12. ENTERPRISE BACKUP SOFTWARE.

THIS SOFTWARE PROVIDES BACKUP FOR APPLICATION AND RECOVERY OF THE ON-PREMISES DATA SYSTEMS. CALVERT COUNTY PUBLIC SCHOOLS EXCEED THE HIGHEST STANDARDS FOR DISASTER RECOVERY AND RESPONSE.

WE ARE ABLE TO BACK UP OUR CRITICAL DATA ON AN HOURLY BASIS. OUR RECOVERY OBJECTIVE IS LESS THAN 60 MINUTES OF FULL DATA DISRUPTION.

[01:30:11]

FUNDING THEY ARE THIS LICENSING WILL BE THROUGH THE INFORMATION TECHNOLOGY OPERATING BUDGET. I RESPECTFULLY REQUEST THAT THE BOARD APPROVE THE USE OF THIS SPECIFIED CONTRACT TO PURCHASE LICENSING FOR VERSION 12, ENTERPRISE BACKUP AND RECOVERY SOFTWARE AND AWARD THE CONTRACT TO TSR, FRANK PARSONS OF BALTIMORE, MARYLAND FOR A TOTAL OF $33,610,.72.

>> MOVE TO APPROVE. >> SECOND.

>> WE HAVE A MOTION AND A SECOND ON THE FLOOR.

ANY DISCUSSION? MS. POST?

>> I DON'T KNOW. >> SEEING NONE --

>> NO. I DO.

>> MS. BALINSKI? >> IF I UNDERSTAND IT CORRECTLY, WE ARE BEING ASKED TO SIGN OFF ON THIS BECAUSE NOW THE PRICE IS OVER THE $25,000. AND I THINK YOU MENTIONED THAT IT IS BECAUSE YOU HAD-- YOU EXTENDED THE TERM?

>> CORRECT. IN THE PAST, WE USED AN EXPIRATION ON THE LICENSESTING OF A YEAR.

THIS ONE DOESN'T EXPIRE UNTIL JUNE OF 2026.

WE DID THIS TO LOCK IN PRICING AS WE KNEW THAT THE SOFTWARE WAS GOING TO GO UP IN PRICE. AT CURRENT PRICING, IT SAVES US 24% OVER THE LIFE OF THE SUBSCRIPTION.

>> THAT IS WONDERFUL. YOU DID-- IT DOES FIT IN YOUR BUDGET. THAT IS THE ONLY QUESTION.

>> IT DOES FIT INTO OUR BUDGET, YES.

>> OKAY. THANK YOU.

>> ALL RIGHT. THERE IS A MOTION AND A SECOND ON THE FLOOR TO APPROVE THIS BID PROPOSAL.

AL THOSE IN FAVOR? >> AYE.

>> ANY OPPOSED? >> MOTION PASSES 5-0.

THANK YOU. >> THANK YOU.

[7.04 Review of Comprehensive Maintenance Plan]

NEXT WE WILL MOVE INTO REVIEW OF THE COMPREHENSIVE MAINTENANCE PLAN. MR. GOTT.

>> GOOD AFTERNOON, MS. CLAGGETT. DR. TOWNSEL, AND MEMBERS OF THE BOARD. I'M THE DIRECTOR OF SCHOOL SOURCES. I'M HERE TO RENT YOU WITH THE 2024 COMPREHENSIVE MAINTENANCE PLAN.

ALL OF YOU HAVE RECEIVED A COPY OF THE FULL COMPREHENSIVE MAINTENANCE PLAN, SO I'M GOING TO GO INTO A LITTLE PRESENTATION THAT WILL SUMMARIZE SOME OF THE HIGHLIGHTS OF THIS PLAN.

SO I WANT TO BRING UP SOME OF THE HIGHLIGHTS FROM FY '23.

THE FIRST BEING THE HIGH SCHOOL STADIUM FIELD RENOVATIONS.

THE RECROWNING OF FOUR FIELDS, A NEW DRAINAGE SYSTEM AT PAWTUXET HIGH SCHOOL. A NEW IRRIGATION SYSTEM ON ALL FOUR FIELDS. THE SECOND IS THE CREATION OF THE ATHLETIC FACILITIES ADVISORY COMMITTEE.

THE THIRD, REPURPOSING OF KITCHEN EQUIPMENT FROM OLD BEECH ELEMENTARY SCHOOL FOR THE NEW CASE CLASSROOM AT CTA.

WE HAD SOME FLOORING REPLACEMENTS AT BOTH PLUM POINT ELEMENTARY SCHOOL AS WELL AS PAC.

WE FILLED THE ELECTRONICS TECHNICIAN POSITION THAT HAD REMAINED OPEN FOR 18 MONTHS. WE REMOVED TWO-IN-THE-GROUND FUEL STORAGE TANKS. ONE HERE AT THIS FACILITY AS WELL AS THE ONE AT BEECH ELEMENTARY SCHOOL.

THAT WILL BE DONE AWAY WITH. WE DID A TOTAL RENOVATION OF HUNTINGTOWN HIGH SCHOOL'S GYM FLOOR.

THESE ARE THE GOALS OF SCHOOL FACILITIES FOR FY '24.

THE FIRST BEING THE REPAIR OF THE TENNIS COURT AT PAWTUXET HIGH SCHOOL. WE WOULD LIKE THE CREATE PROCEDURES TO ABIDE FOR SCHOOL FUND-RAISERS.

THE CONTINUED EMPHASIS ON PROFESSIONAL DEVELOPMENT OPPORTUNITIES FOR ALL STAFF. THE CREATION OF A POLICY AND PROCEDURE FOR THE PURCHASE OF NON-INSTRUCTIONAL EQUIPMENT BY SCHOOLS AND DEPARTMENTS AS WELL AS THE IMPLEMENTATION OF A CHEMICAL-FREE WEED REMOVAL PRACTICE.

[01:35:03]

THESE ARE SOME THOUGHTS THAT I WOULD LIKE TO SHARE WITH YOU.

WITH THE ADDITION OF BEECH ELEMENTARY SCHOOL, THE CALVERT COUNTY PUBLIC SCHOOLS HAS MORE THAN 500 NEW PIECES OF MECHANICAL EQUIPMENT OVER THE LAST THREE YEARS.

THE SCHOOL FACILITIES STAFF WILL HAVE TO MAINTAIN THIS EQUIPMENT WITHOUT ANY ADDITIONAL STAFF. AS SCHOOLS AGE, THE ABILITY TO FIND REPLACEMENT PARTS CONTINUES TO SHRINK.

SOME OF OUR CONCERNS BEING THE NUMBER OF QUALIFIED CONTRACTORS FOR SERVICES HAS DECREASED SINCE 2019.

THE CONTINUED INCREASE IN PROPRIETARY RIGHTS OF MECHANICAL SYSTEM IS A CAUSE FOR CONCERNS WITH THE ABILITY FOR US TO MAKE IN-HOUSE REPAIRS IN REASONABLE TIME FRAMES.

I'M OPEN FOR ANY QUESTIONS THAT YOU MAY HAVE.

>> MS. HAYES. >> HI.

IF WE COULD GO BACK TO SLIDE THREE VERY QUICKLY.

THE SECOND BULLET POINT DISCUS IT IS CREATION OF PROCEDURES FOR SCHOOL FUND-RAISERS. WHAT WOULD THESE PROCEDURES LOOK LIKE? AND HOW WOULD IT AFFECT STUDENT-LED CLUBS AND ORGANIZATIONS, INCLUDING SPORTS

TEAMS? >> SO CURRENTLY, THERE IS NO-- THERE IS NO POLICY OR PROCEDURES IN PLACE FOR SCHOOL FUND- FUND-RAISERS. THEY VARY FROM SCHOOL TO SCHOOL.

WE WOULD LIKE TO PROPOSE-- WE WOULD LIKE TO PUT TOGETHER A COMMITTEE AND DRAFT SOME TYPE OF PROCEDURES WHERE EACH SCHOOL IS DOING EVERYTHING ON THE SAME LEVEL PLAYING FIELD.

>> THANK YOU. >> BEFORE I GO TO MY COLLEAGUES, I HAVE A QUESTION REGARDING THAT.

HOW DOES THAT-- THE CREATION OF PROCEDURES FOR SCHOOL FUND-RAISERS TIE INTO SCHOOL FACILITIES?

>> SO WHEN SCHOOLS MAKE A DECISION TO HAVE A FUND-RAISER, WHATEVER THEY MAY BE, THERE ARE ASSOCIATED COSTS TO GO ALONG WITH THOSE FUND-RISERS. IF WE ARE TURNING A BUILDING BACK ON ON A SATURDAY AND RUNNING THE ELECTRICITY AND ALL THE UTILITIES AND SUPPLYING WATER AND PAPER AND SOAP, THERE IS AN EXPENSE THAT GOES ON TO FACILITIES BASED ON THE DECISION ON WHAT TYPE OF FUND-RAISER TO HAVE.

THERE ARE FUND-RAISERS THAT CAN BE LITTLE OR NO COST.

THERE CAN BE FUND-RAISERS THAT COULD BE QUITE EXPENSIVE, DEPENDING ON WHICH PARTS OF THE BUILDING YOU ARE ACTUALLY

RUNNING DURING CLOSED HOURS. >> OKAY.

YOU ARE MOST CONCERNED WITH THOSE FUND-RAISERS IMPACTING SCHOOL FACILITIES SPECIFICALLY. IF A GROUP IS COMING IN ON SATURDAY, TO RUN A FUND-RAISER, SAY, THEY ARE DOING A CAR-WASH.

THEY ARE USING THE SCHOOL'S WATER.

AND THE SCHOOL'S FACILITY TO RUN THEIR FUND-RAISER.

>> CORRECT. >> OKAY.

THANK YOU FOR THAT ARE. CLARIFICATION.

>> YOU ARE REFERRING TO THIS AS GOALS.

THE ONE CONTINUED EMPHASIS ON STAFFER PROFESSIONAL DEVELOPMENT OPPORTUNITIES. EXCUSE ME.

WHAT IS IT EXACTLY YOU ARE GOING TO DO?

>> SO WHAT WE HAVE DONE-- UPNOT SURE IF YOU ARE FAMILIAR WITH THE ORGANIZATION-- THE MARYLAND ASSOCIATION OF SCHOOL BUSINESS DISTRICTS. WE HAVE EXPANDED THE NUMBER OF PEOPLE WITHIN THE SYSTEM THAT ARE MEMBERS TO THAT.

THAT IS A PROFESSIONAL DEVELOPMENT ORGANIZATION.

THAT IS WHAT THEY DO. THEY PROVIDE PROFESSIONAL DEVELOPMENT. BE IT LEADERSHIP, BE IT FACILITIES, BE IT I.T., FINANCE. THEY PROVIDE ALL THOSE TYPE OF PROFESSIONAL DEVELOPMENTS. AND WE HAVE ALSO INCORPORATED THAT INTO OUR BUILDING SERVICE STAFF.

PROVIDING ADDITIONAL PROFESSIONAL DEVELOPMENT FOR THOSE THAT WOULD LIKE TO PROGRESS THEIR CAREER.

SO INSTEAD OF PEOPLE BEING STUCK IN A JOB IF THEY HAVE INTERESTS IN MOVING UP, WE WANT TO MAKE SURE WE PUT THE TOOLS IN FRONT OF THEM FOR PROFESSIONAL DEVELOPMENT SO THEY ARE ABLE TO

PROGRESS THEIR CAREERS. >> OKAY.

ONE FOLLOW-UP QUESTIONS. ON THE NEXT SLIDE, IT SEEMS THAT WE ARE LOOKING AT SOME VERY SERIOUS CONCERNS.

WHAT EXACTLY ARE WE DOING TO ADDRESS THE SHORTAGE OF

PERSONNEL IN THE MULTIPLE AREAS? >> SO THE ONLY THING WE COULD DO IS REQUEST ADDITIONAL STAFF. WE HAVE NOT APPROACHED THAT AS OF YET. IIT HAS KIND OF HAPPENED PRETTY QUICKLY. AN EXAMPLE, OLD NORTHERN HIGH SCHOOL BASICALLY HAD 20 ROOFTOP UNITS WE WERE SURFACING.

[01:40:01]

NEW NORTHERN HIGH SCHOOL HAD 600 PIECES OF EQUIPMENT THAT WE ARE ENHANCING. IT IS SIMILAR TO CARS.

YOU OPEN THE HOOD ON A 1970, IT DEFINITELY DOESN'T LOOK LIKE A

2020 CAR. >> MS. HAYES, YOU LOOKED LIKE

YOU HAD SOME COMMENTS. >> I HAD A FOLLOW-UP QUESTION TO YOUR NOTE, PRESIDENT CLAGGETT. FUND-RAISERS THAT MIGHT REQUIRE BUILDING USE OUTSIDE OF HOURS. IS THERE A POLICY IN PLACE FOR FUND-RAISERS NOT OUTSIDE OF SCHOOL HOURS?

>> YES. SOMEBODY CALLED ME TODAY AND ASKED ME TO GUIDE THEM THROUGH IT.

>> MS. POST, YOU HAVE QUESTIONS? >> I'M WONDERING.

HAVE WE EVER ENTERTAINED A DISCUSSION ABOUT LEVERAGING THE STUDENT FROM CTA THAT ARE LEARNING SOME OF THESE TRADES? AND MAYBE THEIR ABILITY TO LEARN AND-- I DON'T KNOW.

HELP FIX OR MAINTAIN THESE THINGS.

I KNOW SOME OF IT IS MUCH LARGER THAN THAT.

BUT -- >> MS. AIKENS AND I HAVE HAD CONVERSATIONS FOR APPRENTICESHIP TYPE PROGRAMS. I THINK THAT IS PART OF THEIR CURRICULUM.

THE APPRENTICESHIP PROGRAMS. WE WOULD LOVE TO HAVE THAT.

WE POST FOR SUMMER HELP EVERY YEAR.

WE HAVE HAD IN THE PAST, AS MANY AS 10 OR 12 SUMMER HELPERS.

WE HAVE ONE. >> WELL, I HAVE THREE YOUNG BOYS. THEY ARE NOT OLD ENOUGH YET.

REST ASSURED. HELP IS COMING.

A COUPLE OF YEARS. >> I APPRECIATE THAT.

>> ONE LAST QUESTION. ALONG THOSE SAME LINES OF POLICY CREATION. ON THE SLIDES WHERE YOU DON'T HAVE TO GO BACK WITH THE CREATION AND POLICY AND PROCEDURES FOR THE PURCHASE OF NONINSTRUCTIONAL EQUIPMENT BY SCHOOLS AND DEPARTMENTS, CAN YOU GIVE ME AN EXAMPLE OF

NONINSTRUCTIONAL EQUIPMENT? >> A SET OF BLEACHERS.

A GOAL POST ON A FOOTBALL STADIUM.

FURNITURE. WE PURCHASED A HUGE AMOUNT OF FURNITURE THAT COMES UNASS UNASSEMBLED.

WE REALLY DON'T HAVE THE STAFF PUT THAT STUFF TOGETHER IF YOU

DON'T BUY IT ASSEMBLED. >> MR. WHITE?

>> WITH THE WORK YOU ARE DOING TO THE HIGH SCHOOL FIELD, HOW MANY YEARS WILL WE GET AFTER THE RENOVATIONS AND IRRIGATION AND

EVERYTHING? >> I HAVE SAID SOMEWHERE BETWEEN 10-12 YEARS. SPEAKING WITH OUR CONTRACTOR OVER THE PAST COUPLE OF WEEKS, HE SEEMS TO BELIEVE IF WE CONTINUE TO DO THE PROFESSIONAL MAINTENANCE TO THESE FIELDS ONCE THEY ARE COMPLETED, WE COULD LOOK AT MAYBE 20-25 YEARS.

BEFORE THE FIELD NEEDS TO BE RE-CROWNED.

>> OKAY. THANK YOU.

AND ALSO, THE CREATION OF ATHLETIC FACILITIES ADVISORY COMMITTEE. WHAT WOULD THEIR

RESPONSIBILITIES BE? >> IT EXISTS.

WE HAVE MET TWICE ALREADY. IT CONSISTS OF ALL THE ATHLETIC DIRECTORS, ALL THE PRINCIPALS, THE CONSTRUCTION DEPARTMENT, MR HOOK OVER IN OUR SPORTS DEPARTMENT AT TRANSPORTATION.

WE ARE LOOKING TO PROVIDE RECOMMENDATIONS TO THE CIP AS WE ARE PLANNING FUTURE PROJECTS. WHAT THE NEEDS ARE THROUGHOUT THIS SYSTEM. AND IT GIVES, IT GIVES EACH SCHOOL THE OPPORTUNITY TO SEE WHAT THE OTHER NEEDS.

SO THAT THEY ARE NOT LOOKING AT IT FROM JUST THE INDIVIDUAL SCHOOL BASIS. THEY ARE ABLE TO TAKE A SYSTEMIC LOOK AT-- HEY, THESE ARE THE THINGS WE NEED TO INSERT INTO THOSE FUTURE CONSTRUCTION PROJECTS.

BECAUSE THEY ARE LARGER THAN SCHOOL FACILITIES.

THEY ARE ACTUALLY ON THE CIP BUDGET.

>> AND THEIR RECOMMENDATIONS GO TO THE SUPERINTENDENT?

>> WELL, THEY GO INTO THE PLANNING PROCESS WHICH TYPICALLY, IS THE SCHOOL FACILITIES DEPARTMENT AND THE CONSTRUCTION PUT TOGETHER, THE CIPP PROGRAM.

>> OKAY. THANK YOU.

>> NEXT MONTH, THEY WILL HAVE RECOMMENDATIONS FOR FUTURE

PROJECTS. >> THANK YOU.

>> DID YOU ASK WHO SERVED ON THAT COMMITTEE?

>> YEAH. HE SAID THE FOUR ATHLETIC

DIRECTORS. >> ALL THE ATHLETIC DIRECTORS, ALL THE PRINCIPALS. MR. HOOK.

[01:45:03]

SPORTS AS WELL AS CONSTRUCTION. FACILITIES.

>> TONY IS NOT ON THERE? >> MR. NAVARRO IS ON THE COMMITTEE AS WELL. (LAUGHTER).

>> TONY SAID HIS WORK IS STRETCHED.

HE DOESN'T NEED TO BE ON ANOTHER COMMITTEE.

THEY CAN REPORT TO HIM. HE CAN GIVE HIS ADVICE AND MOVE

ON. >> HE IS MUCH APPRECIATED.

>> ANY OTHER QUESTIONS OR CONCERNS?

MS. BALINSKI IN. >> YES.

BUT IT HAS TO DO WITH THE PLAN. THE OTHER DOCUMENT? AND IT IS JUST ON THE LAST PAGE. I DON'T KNOW HOW TO DESCRIBE IT TO YOU. COULD WE PUT THAT UP? THE SECOND DOCUMENT. THE CMPFY '23, '24.

>> I HAVE IT IN FRONT OF ME. >> THE VERY LAST PAGE.

AND IT IS A CHART. ONE, TWO, THREE.

THE FOURTH COLUMN. IT SAYS "PREVIOUS FISCAL YEAR

ACTUAL." >> OKAY.

>> WHERE IT SAYS ALL MAINT MAINTENANCE, IT HAS $34,285,649.

IS THAT SQUARE FOOTAGE? WHAT IS THAT?

>> SO YES. THAT IS SQUARE FOOTAGE.

>> OKAY. ALL RIGHT.

GO GOTCHA. BECAUSE THIS IS-- YOU SHOULD PUT DOLLAR SIGNS BY, LIKE, WHERE YOU MENTIONED THE BUDGET.

SO THAT YOU KNOW-- THE BUDGETS WORK.

THAT IS EXACTLY WHAT WE HAVE IN THE BUDGET RIGHT NOW.

AND SO THE WAY YOU ARE-- YOU JUDGE OR YOU ARE LOOKING AT YOUR PARAMETERS HERE, YOU HAD LAST YEAR GFS.

WHAT PER SQUARE FOOT? >> GROSS SQUARE FOOTAGE.

>> OH. THAT IS ACTUAL PER-- OKAY.

THAT IS 1455. THEN IT DROPS TO 1374.

WHERE YOU SAY CURRENT YEAR. EXPLAIN TO ME WHAT THAT MEANS.

>> THAT IS SPENDING PER SQUARE FOOT.

>> OKAY. THAT IS DOLLARS.

>> THAT IS HOW MUCH WE SPEND PER SQUARE FOOT ON THIS.

>> SO YOU HAVE REDUCED THE SQUARE FOOTAGE SPENDING PROBABLY FOR A LOT OF DIFFERENT REASONS? MAYBE NEWER EQUIPMENT COMING IN IN THE NEW SCHOOLS. BUT ALSO LESS PEOPLE.

I DON'T KNOW. >> I BELIEVE OUR BUDGET IS NOW SMALLER WITH THE REDUCTIONS, TOO.

>> OKAY. WELL, THE BUDGET ITSELF INCREASED. BUT THE SQUARE FOOTAGE INCREASED. ANYWAY, THAT IS IMPRESSIVE.

THAT YOU ARE ACTUALLY BEING ABLE TO MANAGE THIS TYPE OF REDUCED DOLLARS PER SQUARE FOOT. AND STILL STAY SANE.

WE UNDERSTAND THAT IT IS A BIG JOB.

A BIG JOB. AND YOU NEVER KNOW WHAT'S COMING EVERY DAY. I'M SURE.

>> NO. WE TRY TO PUT THINGS OUT AS QUICKLY AS POSSIBLE. IF YOU REFERRED TO THE PART WHERE WE PUT THE DOLLAR AMOUNTS THAT INDIVIDUAL TYPES OF MAY NOT FANS-- MAINTENANCE, SCHEDULED OR UNSCHEDULED.

OUR GOAL IS TO INCREASE PREVENTATIVE MAINTENANCE.

THE STATE PUSHES US TO DO THAT. IF YOU ARE MAINTAINING SOMETHING, YOU SHOULD GET A LONGER LIFE SPAN OUT OF IT.

THAT IS WHY THEY LIKE US TO SPEND OUR MONEY THAT WAY.

IN THE PAST, THAT HAS BEEN A GOOD PRACTICE.

UNFORTUNATELY, AS THINGS AGE, I DON'T THINK WE GET THE SAME LIFE SPAN OUT OF NEWER EQUIPMENT. THAT WE GOT OUT OF EQUIPMENT THAT WAS INSTALLED. IN THE 80S OR 90S.

>> EVERYTHING NOW HAS -- >> A SHORTER LIFE SPAN.

>> SHORTER LIFE SPANS. AND ALL MOTHER BOARDS AND EVERYTHING THAT CAN GO WRONG. ALL RIGHT.

WELL, THANK YOU. >> SEEING NO FURTHER QUESTIONS,

[8.01 Comments by the Board]

THANK YOU. WE ARE NOW AT THE END OF OUR AGENDA. WE WILL BEGIN BOARD COMMENTS.

LY START WITH OUR STUDENT MEMBER, MS. HAYES.

>> ALL RIGHTY. ONCE AGAIN, GOOD EVENING, EVERYONE. I WOULD LIKE TO EXTEND A THANK YOU TO THOSE WHO DELIVERED PUBLIC COMMENTS TODAY.

OUR FIRST COMMENTER, I HAVE BEEN WORKING WITH HER A VERY LONG TIME. I HAVE KNOWN HER SINCE SIXTH GRADE. I REALLY DO APPRECIATE THE WORDS THAT SHE SAID. SHE WILL BE THE FIRST OF MANY STUDENTS THAT YOU ALL WILL SEE AT BOARD MEETINGS.

SHE IS A MEMBER OF THE STUDENTS FOR POSITIVITY PROGRAM.

IT IS A GROUP OF STUDENTS FIFTH THROUGH 11TH GRADE.

THEY HAVE BEEN WORKING VERY HARD TO DISCOVER AND SHARE SOME

[01:50:02]

EXCITING CCPS HIGHLIGHTS ABOUT THE SCHOOLS.

ESPECIALLY AS WE GET BACK, WE WILL BE HEARING A LOT FROM THEM.

I WOULD LIKE TO THANK THE REPRESENTATIVES FROM NORTHERN HIGH SCHOOL WHO PRESENTED REGARDING THE STUDENT ADVOCACY BOARD. THEY DID A FANTASTIC JOB.

I AM VERY EXCITED TO WORK WITH THEM IN THE FUTURE.

IT HAS BEEN VERY REFRESHING, ONCE AGAIN, TO HEAR EVERYONE'S COMMENTS AND TO SERVE FOR ANOTHER MEETING.

THANK YOU ALL. >> THANK YOU, MS. HAYES.

MS. GRENIS? >> SINCE OUR LAST MEETING, THERE ARE TWO THINGS THAT I THINK ARE NOTEWORTHY THAT HAVE HAPPENED.

FIRST I WOULD LIKE TO THANK THE COUNTY COMMISSIONERS FOR HOLDING A JOINT MEETING WITH THE BOARD OF EDUCATION ON JULY 31.

THAT FOCUSED ON SAVING MONEY FOR THE BOARD OF EDUCATION.

WHICH BENEFITS EVERYONE. I RECOGNIZE THE SINCERE EFFORT ON THEIR PART TO DO THE RIGHT THING FOR THE CALVERT COUNTY TAXPAYERS. THE OTHER THING IS THAT I ALSOD THAT PRIVILEGE OF VISITING DR. RICKS AND MS. IZZY, THE YOUTH SERVICE COORDINATOR OF CALVERT COUNTY LIBRARIES.

ALONG WITH THE STAFF AND MIDDLE SCHOOL STUDENTS THROUGHOUT THE COUNTY. THESE MIDDLE SCHOOL STUDENTS WERE PARTICIPATING IN THE GIFTED AND TALENTED PROGRAM.

IT WAS A SUMMER CAMP AT THE PRINCE FREDERICK LIBRARY.

I HAVE TO COMMEND THEM. THE STUDENTS WERE COMPLETELY ENGAGED AND ENJOYING THE EXPERIENCE.

I THINK IT IS AN AMAZING OPPORTUNITY FOR GIFTED AND TALENTED STUDENTS. THANK YOU.

>> THANK YOU, MS. GRENIS. MS. POST?

>> I TOO WANT TO COMMEND THE STAFF-- EXCUSE ME.

NOT THE STAFF. THE STUDENTS FROM NORTHERN HIGH SCHOOL. IT IS AWESOME THEY CONTINUED TO UTILIZE THEIR TIME OVER THEIR SUMMER BREAK TO CHAMPION SUCH A PROJECT. I THINK IT IS GOING TO REALLY BE BENEFICIAL. I WOULD ALSO LIKE TO TAKE THIS OPPORTUNITY TO PROVIDE A SHAMELESS PLUG FOR ALL THE VARIOUS COMMITTEES THAT THE PUBLIC SCHOOL SYSTEM AND THE BOARD HAS RIGHT NOW FOR MEMBERS OF THE COMMUNITY.

ESPECIALLY PARENTS WHO HAVE CHILDREN INVOLVED IN THE SCHOOL SYSTEMS TO PARTICIPATE IN. THERE ARE A NUMBER OF WAYS IN WHICH YOU CAN ENROLL. THERE WERE SOME FORMS THAT WENT OUT. THERE WAS AN EMAIL BLAST.

WE HAD THE CITIZENS ADVISORY COMMITTEE AND OTHER COMMITTEES.

IF YOU AREN'T AWARE AND YOU WOULD LIKE MORE INFORMATION, PLEASE REACH OUT. I THINK IT WOULD BE AN AWESOME OPPORTUNITY FOR EVERYBODY TO GET INVOLVED.

AND I HOPE EVERYONE ENJOYS THE REST OF THEIR SUMMER.

I LOOK FORWARD TO A REALLY PRODUCTIVE SCHOOL YEAR.

>> THANK YOU. >> THANK YOU, MS. POST.

MS. BALINSKI? >> YES.

I ALSO WOULD LIKE TO-- I'M VERY EXCITED WE ARE GETTING SO MUCH STUDENT INPUT. THANK YOU VERY MUCH.

BECAUSE THAT IS WHY WE ARE ALL HERE.

AND IT IS SO REALLY WONDERFUL TO SEE THE STUDENTS, LIKE YOU SAID, TAKING THE LEAD ON CREATING THAT PIPELINE OF INFORMATION BETWEEN THEM, THE STUDENT BODY AND THE ADMINISTRATION IN THE BUILDING.

I LOOK FORWARD TO SOME GREAT THINGS COMING OUT OF THAT.

AND JUST, I WISH EVERYBODY A WONDERFUL AND SAFE END OF SUMMER. WE LOOK FORWARD TO STARTING BACK

FULL-FORCE. >> THANKS, MS. BALINSKI.

MR. WHITE? >> YES.

GOOD EVENING, EVERYONE. I WOULD LIKE TO-- I'M LOOKING FORWARD TO THE SUMMER SCHOOL GRADUATIONS WHICH WILL TAKE PLACE ON AUGUST 16. AND ALSO ON AUGUST 17, THERE IS A NEW TEACHER ORIENTATION. I'M LOOKING FORWARD TO BEING THERE ALSO AND WELCOMING NEW TEACHERS TO OUR SCHOOLS.

AS FAR AS THE PROJECT-BASED LEARNING, SCOTT MCCOMB AND ASHLEY KURTIN, THEY DID AN AMAZING JOB.

I HAD THE OPPORTUNITY TO GO TO HUNTINGTOWN HIGH SCHOOL YESTERDAY WHILE THEY WERE RECEIVING THEIR TRAINING.

THIS IS THE SECOND YEAR OF THE GRANT.

AND JUST THE WORK THAT THOSE STUDENTS ARE DOING IS PRETTY AMAYING. EARLIER THIS YEAR, WE HAD CALL VERT-- CALVERT HIGH SCHOOL. THEY CAME AND PRESENTED AS FAR AS VAPING. AS A FOLLOW-UP TO THAT, YOU KNOW, I THINK PEOPLE THOUGHT THAT THE KIDS WERE GOING TO TEAR THEM DOWN AND DESTROY THEM AND THINGS LIKE THAT, WHICH THEY DIDN'T. I HAVEN'T REALLY FOUND OUT EXACTLY THE RESULTS OF WHAT HAS TAKEN PLACE.

IT SEEMS LIKE, YOU KNOW, NOW BY THEM PRESENTING HERE AND US LISTENING AND SUPPORTING THEM, WE HAVE SEEN A DIFFERENCE.

SO I WOULD LIKE TO PUT IN A SHAMELESS PLUG FOR THE PRO PROJECT-BASED LEARNING PROGRAM. I HOPE THAT THEY CONTINUE TO DO IT. THERE WERE ABOUT 40 TEACHERS WHO ARE A PART OF THAT PROGRAM. THEY ARE TAKING THEIR TIME OVER THIS SUMMER. TO CONTINUE TO LEARN.

AND WHAT THEY ARE DOING IS THEY ARE THINKING OUT OF THE BOX.

YOU KNOW, THE WAY THAT WE ARE LEARNING OR OUR STUDENTS ARE

[01:55:02]

LEARNING IS CONSTANTLY CHANGING. THEIR APPROACH IS BY HAVING THESE PROJECTS AND EMPOWERING THESE STUDENTS TO ACTUALLY HELP US HELP THEM. SO I REALLY LIKE THAT-- THE PREMIS OF WHAT THEY ARE DOING. THIS IS ALSO TRICKLING DOWN TO THE ELEMENTARY SCHOOL. I HAD THE PLEASURE OF TALKING TO THE TEACHER AT DOWELL ELEMENTARY SCHOOL.

SHE IS FOCUSING ON BULLYING. I JUST REALLY HOPE THAT EVERYONE GETS ONBOARD AND SUPPORTS THESE PROJECTS AND SUPPORTS THE STAFF THAT ARE DOING THESE PROJECTS AND HOPEFULLY, WE WILL CONTINUE IT. AND THAT IS ABOUT IT.

THANK YOU. >> THANK YOU, MR. WHITE.

I'M GOING TO TAKE MY OPPORTUNITY TO SAY CONGRATULATIONS TO THOSE WHO ARE GRADUATING NEXT WEEK. I WILL BE ON BUSINESS TRAVEL AND, UNFORTUNATELY, WILL NOT BE IN CALVERT COUNTY.

TO BE ABLE TO ATTEND THE GRADUATION.

CONGRATULATIONS TO THOSE GRADUATES.

ALSO, WELCOME TO OUR NEW TEACHERS.

THEY WILL BE ATTENDING NEW TEACHER ORIENTATION NEXT WEEK WHILE I'M OUT OF TOWN. I LOOK FORWARD TO EACH-- TO MEETING EACH OF YOU IN YOUR ENVIRONMENT.

AS I VISIT SCHOOLS OVER THE NEXT SCHOOL YEAR.

AND GETTING TO KNOW YOU AND WELCOMING YOU TO CALVERT COUNTY.

WE HOPE YOU STAY FOR A VERY LONG TIME.

AND THOSE ARE MY COMMENTS FOR THIS EVENING.

WE ARE AJOWRNTD.
