THE MARYLAND SEAL OF BILITERACY IS AN AWARD GIVING BY THE STATE SUPERINTENDENT IN RECOGNITION OF STUDENTS WHO HAVE STUDIED AND RETAINED PROFICIENCY IN TWO OR MORE LANGUAGES. EVIDENCE OF SKILLS THAT ARE ATTRACTIVE TO FUTURE EMPLOYERS AND COLLEGE ADMISSION OFFICERS. MARY BACKER. >> HELLO. GOOD AFTERNOON, EVERYONE. I'M MARY B OOH CKER, CALVERT COUNTY CITIZEN OF GREATER THAN 30 YEARS AND A PARENT WHOSE CHILD ATTENDED CALVERT COUNTY PUBLIC SCHOOL. AT THE LAST PUBLIC MEETING, TWO BOOKS WERE READ THAT ARE IN TWO HIGH SCHOOLS AND MIDDLE SCHOOLS IN CALVERT COUNTY. I WOULD READ FROM IT, BUT I DON'T THINK THAT'S NECESSARY. I HAVE PROVIDED A LETTER FOR THIS MEETING. PAGE 38, PORNOGRAPHY IS DEFINED AS ANYONE WRITTEN, DRAWN, PRINTED OR PHOTOGRAPHIC MATERIALS THAT THE OBSCENE, VULGAR, MAY BE OFFENSIVE OR DISRUPTIVE OUR MAY NOT BE PRODUCED, POSSESSED, OR DISTRIBUTED ON SCHOOL PROPERTY, INCLUDING SCHOOL BUSES AND SCHOOL SPONSORED EVENTS. I BELIEVE THERE ARE MANY PEOPLE FROM MANY VARIOUS BACKGROUNDS THAT BELIEVE THOSE EXCERPTS READ AT THE LAST BOARD OF EDUCATION PETING MEET THAT. WHICH IN SO DOING RESULTS IN MINORS OBTAINING PORNOGRAPHIC MATERIAL ON SCHOOL PROPERTY FROM SOME SCHOOL PROPERTY. THE GOOD NEWS IS OVERSIGHT IS BEING PROPOSED.

IF ALL THE POLICY CHANGES PROPOSED FOR POLICY 2305 ARE NOT FEASIBLE, ADDITIONAL SUGGESTIONS HAVE BEEN MADE. FOR EXAMPLE, IT WAS SUGGESTED THAT ONE REVIEW BOARD BE ASSEMBLED CONSISTING OF SELECTED SCHOOL STAFF AND PARENTS OR GUARDIANS, THE STUDENT SUPPORT SYSTEM AS DEFINED BY THE CALVERT COUNTY PUBLIC SCHOOL CODE OF CONDUCT WITH THE NUMBER OF PEOPLE ON THE COMMITTEE TO BE DETERMINED. JOHNSON. >> I'M JOSHUA JOHNSON AND I SPEAK FOR THE TAXPAYERS OF CALVERT COUNTY. OVER THE COURSE OF THE LAST 18 MONTHS THERE'S BEEN SOME STARTLING FINDS, SEVERAL UNLAWFUL APPROVALS OF EXPENSES OVER $25,000. FAILED AUDITS. MY REQUEST LED TO A SLUSH FUND THAT HAD A KEY CODE.

IT'S EXTREMELY ODD WHY PUBLIC DOCUMENTS WOULD NEED A KEY CODE.

IN 2022 YOU ASKED FOR $10 MILLION WHEN YOU HAD $10 MILLION IN YOUR BANK. INSTEAD OF MONEYS FOR THE CHILDREN THAT YEAR, THERE WAS $5 MILLION PUT INTO TEACHER'S RETIREMENT FUNDS WHEN YOU ASKED FOR THAT $10 MILLION. IN THE LAST BOARD OF EDUCATION MEETING WE HEARD, AFTER ASKING FOR $24 MILLION, THE BOARD OF EDUCATION HAS ONCE AGAIN DECEIVED THE PUBLIC BY ASKING FOR $23 MILLION WHEN THAT WAS ALREADY IN YOUR BANK ACCOUNT. AT THIS POINT YOU HAVE TO KNOW BUDGETS AREN'T FAR OFF. I MADE A REQUEST FOR A REAL BUDGET.

THAT IS WHAT YOUR LOCAL BANK EXPECTS, IT'S A LINE ITEM BUDGET. THE BOARD OF EDUCATION DENIED THAT REQUEST DUE TO EXECUTIVE PRIVILEGE. EXECUTIVE PRIVILEGE DOES NOT EXIST AFTER ANYTHING IS MADE PUBLIC. THE ASK OF $24 MILLION PUBLICLY, FIVE VIDEO FORUMS, THAT JUST MADE IT PUBLIC. WE FILED A COMPLAINT TO THE STATE, AND THE BOARD OF EDUCATION DENIED IT.

THE STATE INTERVENED AND ASKED FOR MEDIATION, AND THE BOARD OF EDUCATION DENIED MEDIATION. THE STATE INFORMED ME THEY HAVE

OPENED A CASE AND LEFT IT OPEN. SIGNIFICANT. THE COUNTY HAS NEVER SEEN ANYTHING LIKE THIS. THE COMMUNITY'S IN FULL SUPPORT OF THE NEW STAFF MEMBERS. THIS IS A PATTERN OF DECEPTION AND FINANCIAL IRRESPONSIBILITY THAT COMES FROM YEARS BASS FROM THE CHAIR AND TWO TENURE BOARD MEMBERS. IT IS A PATTERN. IT IS A PATTERN AGAINST PARENTS, TAXPAYERS AND ONE OF FINANCIAL LITERACY. THE BOARD NEEDS TO AGREE IN WRITING TO HAVE AN ACTION AUDIT AN HAVE REAL TRANSPARENT ASSISTANCE TO BE PART OF THE SOLUTION. THIS IS TIME FOR A NEW ERA. THE LIABILITY HAS GROWN TO THE POINT WE NEED TO ASK WHO IS THE CHAIR MOVING FORWARD? RESPECT IS EARNED. THERE IS NO TRUST LEFT.

THAT MONEY IS IMPORTANT ESPECIALLY IN TIMES LIKE NOW, WHICH ARE STRESSED. I'M, MY PAY IS NOT GOING UP, BUT, MY TAXES DO CONTINUE TO GO UP. SO, I SPEAK AS A CONCERNED PARENT.

ONE CHILD HAS ALREADY GONE THROUGH CALVERT COUNTY, THANK YOU FOR PUTTING THEM THROUGH CTA. I HAVE TWO STUDENTS REMAINING. I THINK THAT I'M GOING TO BE WORRIED ABOUT THE CONTINUED ASKS, WHEN I LOOKED AT THE SPECIFIC FINANCIAL RESULTS FOR JUNE 30TH, 2022, I SAW AN UNDESIGNATED FUND OF ABOUT $28 MILLION. $7.8 MILLION OF THAT MONEY IS UNACCOUNTED.

THAT'S THE HEADING, UNACCOUNTED. THAT'S $7.8 MILLION, THAT'S A LOT OF MONEY. I DON'T KNOW IF THE BOARD IS SETTING MONEY ASIDE FOR A RAINY DAY, BUT, I CAN TELL YOU THAT IN $220 MILLION BUDGET, $141 MILLION OF WHICH COMES FROM CALVERT COUNTY TAXPAYERS AND 80% COMES FROM THE STATE. I'LL TELL YOU THAT $28 MILLION IS A GOOD AMOUNT OF MONEY JUST TO SIT ASIDE. AND I WOULD HOPE THAT YOU WOULD GO THROUGH THAT MONEY BEFORE ASKING THE COUNTY COMMISSIONERS FOR MORE WHICH WOULD COME FROM MY POCKETS. I WOULD APPRECIATE THAT. THIS PAST MONTH I HAD THE OPPORTUNITY TO WORK ALONGS SIDE A PLETHORA OF STUDENT LEADERS TO PLAN THE SUMMER TRAINING. THIS TRAIN SOMETHING AN OPPORTUNITY FOR STUDENT LEADERS ACROSS THE STATE EIGHTH TO NETWORKND SHARE THEY ARE LEADERSHIP SPOOERNSS. THE EVENTS ALLOWS THE STUDENTS TO LEARN ABOUT LEADERSHIP, ADVOCACY AND ACTIVISM AND THE STUDENT VOICE. I'M PROUD TO SAY CALVERT COUNTY REGULARLY SENDS QUITE A BIT OF STUDENTS TO THIS EVENT.

WHEREVER YOU ARE GOING, WE WISH YOU WELL AND SHOUT OUT TO ALL OF THOSE WHO HAD MAJOR ACCOMPLISHMENTS. LADIES AND GENTLEMEN, I WOULD LIKE TO PREMESSAGE HERE, IT LOOK OUT ARE FOR YOUR INVOLVEMENT AND ENGAGEMENT IN OUR UPCOMING STRATEGY PLAN THAT DESIGNS THE NEXT THREE TO FIVE YEARS OF WHAT STUDENT ACHIEVEMENT AND OUTCOMES LOOK LIKE FOR OUR YOUNG PEOPLE IN THE UPCOMING YEARS. THIS IS MY FIRST TIME BEING HERE AND COMPLETING MY FIRST SCHOOL YEAR, I HAD A BLAST AT THE ANNUAL JUNETEENTH CELEBRATION ON JUNE 17TH. I LOOK FORWARD TO GETTING OUT TO A LOT OF DIFFERENT COMMUNITY EVENTS THAT EXIST HERE IN CALVERT COUNTY THIS SUMMER. I WANT TO SEND A SHOUT OUT AND THANK YOU TO OUR BOARD OF EDUCATION. TO OUR EDUCATORS, TO OUR BARGAINING UNIT PRESIDENTS, MS. DONNA, AND STACY, AND MIKE, MR. TRAVIS, FOR WORKING HARD WITH US. WE WERE ABLE TO GIVE ALL OF OUR EDUCATORS AND UNITS RAISES THIS UPCOMING YEAR, I THINK TOMORROW, YOU SHOULD SEE A NICE INCREASE IN THE CHECKS THAT YOU RECEIVE. I THANK EVERYONE FOR THEIR HARD WORK. WE DON'T HAVE A REQUIRED NUMBER FOR THEM BECAUSE WE WANT THEM BASICALLY TO BE AVAILABLE WHEN THEY ARE.

BECAUSE, I KNOW, ESPECIALLY TOWARDS THE END OF THE YEAR FINDING SUBSTITUTES IS VERY CHALLENGING. AND I WANT TO BE SURE THAT WE'RE DOING WHAT WE CAN TO KEEP THEM.

YET, WE STILL ONLY HAVE ABOUT A 75% FILL RATE ON ANY GIVEN DAY DURING THE YEAR. SO, EVEN WITH THOSE NUMBER OF SUBS, THERE'S NO GUARANTY THAT THEY'RE GOING TO PICK IT UP. BUT, THAT WAS A LARGE INCREASE FROM THE PREVIOUS YEAR, WE ENDED 2022, WITH 208 SUBS SO WE WERE ABLE TO DOUBLE THROUGH SOME EFFORTS OUR NUMBER OF SUBCANDIDATES BUT WE ALSO RELY ON THEM TO BE ABLE TO BE INTERESTED IN PICKING UP POSITIONS. BUT, WE COULD LOOK AT ADDING A STATEMENT TO THE POLICY STATEMENT. IF THAT'S WHAT YOU ARE PROPOSING ABOUT THE RECRUITMENT OF SUBSTITUTES AND OUR OFFICE MAKING EFFORTS TO M

AND, UM, THE, BENEFIT OF THAT, I THINK IS OBVIOUS. THE COST OF THAT IS WHAT CATCHES UP TO YOU. SO, AFTER THREE, FOUR, FIVE YEARS, THAT BOOK WILL HAVE TO BE REPLACED AND IF YOU JUST ADDED UP TO SOCIAL STUDIES, WE'RE NOW TALKING ABOUT IN THE NEXT COUPLE OF YEARS IN THE MILLIONS OF DOLLARS OF RENEWALS. SO, SOMETIMES HAVING A STATIC COPY THAT YOU COULD DEPEND ON IS IMPORTANT. THAT SAID, WHEN WE PURCHASE THIS, WE DO HAVE THE OPPORTUNITY AND I WOULD LOOK AT IT, I WOULD LOOK AT OUR NUMBERS AND LOOK AT WHAT WAS BUDGETED. WE CAN GET A 5-YEAR DIGITAL LICENSE WITH THIS. IN OTHER WORDS WE WOULD GET THE HARD COPY AND THE DIGITAL UPDATE. IF THEY MADE A CHANGE OR A MINOR TWEAK TO THE TEXTBOOK, WE WOULD GET THAT DIGITALLY. SOMETIMES THEY WILL ADJUST A COURSE OUTSIDE OF WHAT IS STILL SUPPORTED BY THE TEXTBOOK THAT DISTRICTS MIGHT OWN. THEY HAVE DONE SMALLER FEASIBIL FEASIBILITY STUDIES FOR THE BOARD OF EDUCATION BUILDING IN TERMS OF THE ULTIMATE USE AND WHAT WE NEED FOR THE BOARD OF EDUCATION BUILDING KEPT OF LOOKING AT THE FUTURE IN TERMS OF ULTIMATE NEEDS. SO, THAT HAS BEEN OUR EXPERIENCE WITH THEM. HOWEVER, THEY ARE A LARGE FIRM AND THEY DO A NUMBER OF ELEMENTARY, MIDDLE, HIGH SCHOOLS, THEY HAVE SIGNIFICANT EXPERIENCE IN MARYLAND. AND IN PENNSYLVANIA. I BELIEVE THAT NOT TALKING ABOUT THINGS BECAUSE IT'S UNCOMFORTABLE AND KEEPING KIDS IN THE DARK ABOUT THE WORLD AROUND THEM WILL LIMIT THEIR CAPACITY TO FULLY UNDERSTAND THE SOCIETY THEY LIVE IN. PARENTS ACTUALLY HAVE THE HEAVIEST OF RESPONSIBILITIES IN THE REALM OF KEEPING THEIR KIDS WELL-INFORMED. THEY'RE THE ONES THAT HAVE TO CONTROL ALL THE INPUTS THAT THEIR KIDS RECEIVE OUTSIDE OF SCHOOL TO THE WORST OF SOCIAL MEDIA TO THE MULTITUDE OF INTERNET SITES TO UNFORTUNATE NEIGHBORHOOD STREET TALK. I FEEL STRONGLY THAT ONE OF THE MOST IMPORTANT JOBS OF YOUR SCHOOL SYSTEM IS TO HELP KIDS GET COMFORTABLE WITH THAT DIVERSITY AND TO TEACH THEM HOW TO EMBRACE IT IS SOMETHING THAT WILL ENRICH THEIR LIVES.

REJECTION OF PEOPLE WHO ARE DIFFERENT FROM US MAKES FOR A NARROW VISION ONE THAT CAN GIVE RISE TO MISUNDERSTANDING AND NEEDLESS HOSTILITY. SO, IN CLOSING, I WOULD LIKE TO SAY THAT EVERYONE ON THIS BOARD KNOWS THE IMPORTANCE OF PARENTAL INVOLVEMENT IN THEIR CHILDREN'S EDUCATION. IT IMPRESSES UPON THE CHILD HOW IMPORTANT EDUCATION IS, AND IT THEREFORE MAKES OUR SCHOOL STRONGER.
