[2.03 Recognition of Outgoing SMOB]
. >> AGENDA IS THE RECOGNITION OF OUR OUTGOING STUDENT MEMBER OF THE BOARD.
>> HI. I HAVE THE HONOR OF READING A RESOLUTION ON BEHALF OF OUR WONDERFUL STUDENT MEMBER OF THE BOARD, MAGGIE. I THINK FOR ME MAGGIE HAS BEEN SO SUCCESSFUL THIS YEAR BECAUSE SHE HAS SUCH WONDERFUL COMBINATION OF PERSONALITY TRAITS AND I PUT THOSE DOWN -- THE PERSONALITY TRAITS THAT I HAVE SEEN OVER THE YEARS IS THAT SHE'S AN IMPORTANT VOICE FOR THE STUDENTS.
SHE TAKES THAT VERY, VERY SERIOUSLY.
SHE HAS A DESIRE TO LEARN AND TO ABSORB KNOWLEDGE.
WE'VE SEEN HER TAKE ON ISSUES JUST ALL BY HERSELF AND FORGE AHEAD WITH IT. AND ALSO SHE'S AN INCREDIBLE PERSON. SHE'S A VERY NICE PERSON AND THAT'S VERY IMPORTANT WHEN YOU'RE THE STUDENT MEMBER OF THE
BOARD. >> I'M SURE JORDAN CAN LEARN A LOT FROM THE WAY SHE'S MANAGED TO DEAL WITH STUDENTS WHO WERE YOUNGER THAN HER, STUDENTS THAT ARE HER PEERS AND ALL OF US OLD PEOPLE THAT SHE HAD TO BE ABLE TO INTERACT WITH EFFECTIVELY.
I THINK SHE'S BEEN WONDERFUL -- A WONDERFUL STUDENT MEMBER OF THE BOARD. SO LET ME READ THE RESOLUTION FOR HER. WHEREAS MAGGIE HAS SERVED AS
[00:05:01]
STUDENT MEMBER OF THE WORD OF CALVERT COUNTY FOR THE SCHOOL YEAR 2022-23 AND DURING HER TENURE SHE REPRESENTED OVER 15,000 STUDENTS AND WHEREAS HER ELECTION BY HER PEER SAYS THE THE EVIDENCE OF THE HIGH REGARD IN WHICH SHE'S HELD BY THE SECONDARY STUDENT BODY. WHEREAS SHE EXHIBITS LEADERSHIP SKILLS AND AS STUDENT MEMBER OF THE BOARD AND SHE DEMONSTRATED HER ADVOCACY SKILLS IN HER SUPPORT OF VOTING RIGHTS FOR CALVERT STUDENT MEMBER OF THE BOARD AND OF CHANGING ABSENTEE PROCEDURES IN CONSIDERATION OF MUSLIM AND JEWISH RELIGIOUS OBSERVANCE. AND WHEREAS SHE SURVEYED THE STUDENT BODY TO HELP INFORM THE ADMINISTRATION ON THE INTEREST AND SPECIFIC PREFERENCES OF OUR STUDENTS.WHEREAS SHE ATTENDED SEVERAL HIGH LEVEL STATE MEETINGS SUCH AS THE MARYLAND ASSOCIATION OF BOARD OF EDUCATION CONFERENCE AND THE MARYLAND STATE DEPARTMENT OF EDUCATION STRATEGIC PLAN UPDATE IN ORDER TO FURTHER HER UNDERSTANDING OF EDUCATIONAL POLICY AND HOW OUR SCHOOL DISTRICT PERFORMS VIS-A-VIS OTHER DISTRICTS IN MARYLAND.
THEREFORE, LET IT BE RESOLVED THAT THE MEMBERS OF THE BOARD OF EDUCATION OF CALVERT COUNTY COMMEND MAGGIE FOR CARRYING OUT HER RESPONSIBILITIES IN AN OUTSTANDING MANNER AND BE IT FURTHER RESOLVED THAT THE STUDENT BOARD MEMBERS WISH HER EVERY SUCCESS IN HER PERSONAL AND PROFESSIONAL GOALS.
>> WE HAVE A MOTION AND A SECOND ON THE FLOOR.
>> HEARING NONE THOSE IN FAVOR. >> AYE.
>> ANY OPPOSED? MOTION PASSES.
CONGRATULATIONS, MAGGIE. [APPLAUSE] [APPLAUSE]
[2.04 SMECO Presentation]
. >> NEXT WE HAVE SMECO PRESENTATIONS. SHEILA STEVENS.
>> GOOD AFTERNOON. I AM THE ENERGY AND TECHNOLOGY PROGRAM MANAGER WITH SMECO. IT'S AN HONOR TO BE HERE TODAY TO TALK ABOUT OUR DEMAND RESPONSE PROGRAM THAT WE HAVE BEEN PARTICIPATING IN SINCE 2011.
THIS PAST YEAR IN 2022, THE PROGRAM -- LET ME GIVE YOU A LITTLE BIT OF INFORMATION ON THE PROGRAM ITSELF.
THAT PROGRAM RUNS DURING THE SUMMER MONTHS WHERE WE'RE HITTING PEAK LOAD AND REACH OUT TO OUR MEMBERS THAT ARE PARTICIPATING, IN PARTICULAR THE SCHOOL SYSTEM, AND ASK THEM TO CURTAIL SOME -- DURING THOSE PEAK TIMES.
IN RETURN FOR THAT, WE PAY OUT CREDITS BASED ON THE AMOUNT OF LOAD THAT WAS SHAVED DURING THAT TIMEFRAME.
WE ALSO WORK WITH ITRON AND C POWER WHO ALSO MATCHED THAT BILL CREDIT IN THE FORM OF A CHECK. SO IN 2022 WHEN WE RUN OUR DEMAND RESPONSE PROGRAM IN THE SUMMER MONTHS CALVERT COUNTY SCHOOLS PARTICIPATED AND RECEIVED $1,901,737 IN BILL CREDITS FROM SMECO AND ANOTHER $19,737 FROM C POW PER THE FORM OF A CHECK TO MATCH THIS. LIKE I MENTIONED CALVERT COUNTY SCHOOLS HAVE BEEN PARTICIPATING IN THE PROGRAM SINCE WE LAUNCHED IT IN 2011. AND SINCE THAT TIMEFRAME, SMECO HAS PAID OUT $471,519 IN BILL CREDITS TO CALVERT COUNTY PUBLIC SCHOOLS. AND C POWER HAS MATCHED THAT IN THE FORM OF A CHECK SO JUST UNDER A MILLION DOLLARS HAS BEEN SENT IN FOR CALVERT COUNTY PUBLIC SCHOOLS ALONE.
AND JUST WANTED TO TOUCH A LITTLE BIT MORE.
WE'VE BEEN RUNNING THIS PROGRAM, SHEILA STEVENS HAS BEEN A BIG ADVOCATE FOR THE PROGRAM AND HAS HELPED THE SCHOOL BE SUCCESSFUL
[00:10:04]
IN THOSE GOALS. TY WORKED WITH SHEILA FOR A LONG TIME, BEEN INVOLVED IN THE COMMAND RESPONSE PROGRAM.SHE'S ALSO A BIG ADVOCATE OF OR EMPOWER MARYLAND ENERGY EFFICIENCY PROGRAM. WE JUST SPOTLIGHT SHEILA AND I'VE GOT EXTRA COPIES IF ANYBODY WOULD LIKE SOME.
WE DID A SPOTLIGHT FOR BUSINESS SOLUTIONS PROGRAM, FEATURING SHEILA ON THE BACK HERE. I WANTED TO READ SOME FROM THAT.
FOR CALVERT COUNTY PUBLIC SCHOOLS, SUSTAINABILITY STARTS IN THE CLASSROOM. IN ELEMENTARY SCHOOL -- PROVING IT PRACTICES WHAT IT PREACHES. CALVERT COUNTY PUBLIC SCHOOLS HAS COMPLETED 239 ENERGY EFFICIENCY UPGRADES THROUGH THE SMECO BUSINESS SOLUTIONS PROGRAM AND HAS RECEIVED OVER 2.1 MILLION FROM SMECO FOR UPGRADES SEPARATE FROM THE DEMAND RESPONSE PROGRAM OF $1 MILLION IN INCENTIVES.
AND JUST TO PUT THAT IN PERSPECTIVE A LITTLE BIT, THE NUMBER OF PROJECTS THAT WERE COMPLETED ON THE ENERGY EFFICIENCY SIDE LIKE I SAID WAS 239 THAT'S ALMOST 6 MILLION KILOWATT HOURS IN ENERGY SAVINGS EQUIVALENT TO EMISSIONS FROM 7 NOW 720 HOMES IN THEIR ANNUAL ELECTRICITY USAGE.
THIS WOULDN'T HAVE BEEN POSSIBLE WITHOUT SHEILA.
SHE'S A BIG ADVOCATE FOR THE PROGRAMS AND WE'VE DONE A LOT.
WE DID THE ARTICLE ON HER AND THEY FEATURED HER IN OUR CO-OP REVIEW THAT WENT OUT TO ALL OUR MEMBERS.
I WOULD LIKE TO RECOGNIZE SHEILA TODAY AND PRESENT Y'ALL WITH THE CHECK FOR THE DEMAND RESPONSE PROGRAM AND THE CHECK REPRESENTS THE BILL CREDITS AND THE CHECK THAT WAS SENT OUT THAT MATCHES THAT. SO IT'S THE TOTAL AMOUNT FOR THAT. SO JUST LIKE TO RECOGNIZE CALVERT COUNTY PUBLIC SCHOOLS FOR THEIR PARTICIPATION IN THE DEMAND RESPONSE PROGRAMS AND THE ENERGY EFFICIENCY PROGRAMS. [APPLAUSE]
. >> BEFORE WE GET UP AND HAVE A PICTURE, I WANTED TO JUST SAY THAT THIS IS -- IN ORDER TO ACCRUE THESE SAVINGS, YOU HAVE TO BE REALLY INTENTIONAL AND HAVE YOU TO DO IT DAILY. YOU HAVE TO -- AND WHAT SHEILA AND THE REST OF OUR ADMINISTRATION HAVE DONE IS TO EMBED THE THINKING OF ENERGY SAVINGS INTO ALL THE WAY DOWN THE CLASSROOM. AND WE REALLY WANT TO THANK SMECO FOR HELPING US ALONG THAT JOURNEY.
IT IS TRULY IT TOOK A LOT OF NEW THINKING WHEN IT WAS FIRST IMPLEMENTED AND THIS IS WONDERFUL THAT WE'VE ALMOST SAVED A MILLION DOLLARS IN WHAT COULD HAVE JUST BEEN -- MONEY JUST WOULD HAVE BEEN WASTED. THANK YOU VERY MUCH.
>> SHEILA TAKES THE MONEY COMING BACK FROM THE PROGRAM BACK INTO THE ENERGY EFFICIENCY UPGRADES WITHIN THE SCHOOL SYSTEM SO IT'S BEING PUT TO GOOD USE AND SAVING YOU ENERGY AND MONEY ON YOUR ELECTRIC BILL WHILE ALSO EARNING
ENSEVEN TAVS. >> AND WHAT WE'VE TAUGHT OUR STUDENTS IS THAT GOES INTO THE HOME SO HOPEFULLY THERE'S ALSO RESIDENTIAL IMPACT THROUGHOUT CALVERT.
[2.05 SGA Recognitions]
[00:16:09]
[APPLAUSE]. >> WE HAVE A MOTION AND A SECOND ON THE FLOOR. ANY DISCUSSION?
>> SEEING NONE. THOSE IN FAVOR.

[7.01 Policies for Review]
NEXT WE MOVE INTO ACTION ITEMS. POLICIES FOR REVIEW.WE WILL BEGIN WITH POLICY 1012. POLICY DEVELOPMENT.
>> GOOD AFTERNOON. I AM SUSAN JOHNSON CHIEF ACADEMIC OFFICER FOR CALVERT COULD WANTY.
I REVIEW OF POLICY 1012, WE HAVE MADE A FEW SUGGESTED UPDATES IN LETTER E WE WANTED TO ESTABLISH WHY WE HAVE A SCHEDULE FOR POLICIES AND ADDING THE STATEMENT IN ORDER TO UPDATE AND PROVIDE NEEDED REVISIONS. WE ADDED A STEM AT THE END OF A1 INDICATING THAT STAFF CAN DISCHARGE THEIR ASSIGNED DUTY WITH POSITIVE DIRECTION AND EFFICIENT ADMINISTRATION OF SCHOOLS TO CARRY OUT THE MISSION OF THE SYSTEM.
AND WE DELETED NUMBER ONE THERE. AND THEN JUST CLARIFIED ADMINISTRATIVE PROCEDURE UNDER 2B WHICH WAS IT IS A REGULATION THAT DETAILS THE IMPLEMENTATION OF POLICY.
WE ALSO CHANGED THE CITATION. WE FOUND THE CITATION ON THE BACK WAS INCORRECT AND PROVIDED THE CORRECT CITATION.
>> COLLEAGUES ANY QUESTIONS? DISCUSSION? SEEING NONE, THIS POLICY WILL BE POSTED FOR 30 DAY REVIEW.
>> NEXT 1520. COMMUNICABLE DISEASES.
[00:45:23]
>> POLICY 3800 WE DO NOT RECOMMEND ANY CHANGES.
>> COLLEAGUES ANYTHING FOR DISCUSSION? SEEING NOTHING, POLICY 3800 WILL BE POSTED FOR 30 DAY REVIEW.
NEXT WE WILL MOVE TO POLICY 2305 SELECTION OF MEDIA MATERIALS.
THIS WAS THE POLECY THAT WAS CALLED -- POLICY THAT WAS CALLED UP.
OH, I APOLOGIZE. I SKIPPED THAT ONE.
POLICY 1525 BLOODBORNE PATHOGENS.
>> WE HAVE NO CHANGES. >> THANK YOU.
COLLEAGUES ANYTHING FOR DISCUSSION? SEEING NOTHING, WE WILL POST THAT POLICY ALSO FOR 30 DAY REVIEW. NEXT WE WILL MOVE TO POLICY 2305 SELECTION OF MEDIA MATERIALS. AND I WILL ASK ONE OF MY COLLEAGUES TO INTRODUCE THAT POLICY BECAUSE THERE ARE SOME REVISIONS.
>> GOOD AFTERNOON. POLICY 3505 A BOARD MEETINGS AGO WE HAD ASKED TO HAVE THIS BROUGHT FOR SUGGESTIONS FOR REVISION. FIRST I WANT TO SAY THAT I HAD A LOT OF INPUT FROM COMMUNITY MEMBERS SO I'M SO THANKFUL THAT FOLKS PROVIDED ME WITH INFORMATION THEY THOUGHT MIGHT BE IMPORTAT FOR THIS POLICY. SECONDLY, I WANT TO APOLOGIZE FOR THE NUMBER OF RED LINES BECAUSE IT IS RIDICULOUS AND IT IS GOING TO TAKE A BIT TO LOOK THROUGH.
I REALIZE THERE WAS A LOT HERE. THE GIST OF IT WAS THAT INITIALLY WE HAD -- I'LL SPEAK FOR ME.
LOOKED AT IT AND THOUGHT THAT JUST BASE ON SOME THINGS HAPPENING IN SCHOOLS BASED ON JUST REALLY TRYING TO IMPROVE OVERALL POLICIES THAT MAYBE WE NEEDED TO CHANGE AND ALSO UNDERSTANDING THAT THERE WAS SOMETHING THAT WAS LISTED IN COMAR THAT NEEDEDTO BE OUR POLICY NEEDED TO BE REVISED SO I TOOK A STAB AT IT. ESSENTIALLY UPDATING A SIGNIFICANT AMOUNT OF INFORMATION AND ALSO ADDING SOME ADDITIONAL CONTENT IN THERE AS YOU CAN SEE.
SO I'M NOT GOING TO READ FROM IT LINE FOR LINE IF THAT'S OKAY WITH YOU. IT'S UP FOR BOARD REVIEW I KNOW AND CERTAINLY I WOULD EXPECT THAT THERE WOULD BE A SIGNIFICANT AMOUNT OF COMMENT AND I WELCOME ANY AND ALL.
IF THERE'S THINGS THAT YOU SEE THERE'S SO MUCH IN HERE IN CMPARING THE POLICIES AT OTHER DISTRICTS.
I WAS LIKE OH THIS ONE IS A LITTLE BIT LONG.
BUT WANTED TO MAKE SURE THAT WE WERE THOROUGH IN CONSIDERING ALL THE THINGS THAT MAYBE -- AND MY BROWSER JUST RESTARTED.
ALL THE THINGS THAT WE WANTED TO CONSIDER.
>> MS. POST I'LL ASK YOU TO GO THROUGH AND GIVE AN UPDATE OR AN OVERVIEW OF THE CHANGES AND ADDITIONS TO THE POLICY.
>> SO ESSENTIALLY, THERE WERE SOME UPDATES TO THE PURPOSE FOR THE SELECTION AND PROCUREMENT OF AND WE TOOK OUT INSTRUCTIONAL AND PUT LIBRARY MATERIALS. WE HAD INSTRUCTIONAL MATERIALS AT THE TOP. I THINKNA EITHER NEEDS TO BE -- ACTUALLY THERE'S SO MANY RED LINES THERE MIGHT BE A MISTAKE IN HERE. THAT WE WANTED TO JUST ADD SOME ADDITIONAL THINGS ABOUT ENSURING THAT PUBLIC SCHOOLS WERE PROVIDING ACCESS TO A WIDE RANGE OF QUALITY LIBRARY MATERIALS TO SUPPORT CURRICULAR LEARNING, LITERARY AND THE SUPPORT OF PERSONAL INTERESTS INSTEAD OF JUST HAVING CLASSROOM INSTRUCTION. MAYBE TO SAY AND CLASSROOM INSTRUCTION AND ENSURING THE PUBLIC SCHOOLS LIBRARIES COMPLY WITH THE STATE LAWS AND REGULATIONS.
THE DEFINITION DID NOT CHANGE. AND THEN JUMPING DOWN TO LIBRARY MATERIALS, THE CURATION AND MANAGEMENT OF CREATING A COMMITTEE THAT IS APPOINTED TO REVIEW THOSE AS IT STANDS RIGHT NOW I THINK WE TAKE A LOT OF SUGGESTIONS FROM PUBLISHERS AND THAT MAY NOT NECESSARILY BE AS COMPREHENSIVE AS A LOOK INTO BOOKS IN OUR SCHOOL SYSTEMS THAT WOULD BE NEEDED.
AND THEN ALSO SOME CHANGES IN THE RECONSIDERATION COMMITTEE
[00:50:01]
AND HOW THAT IS STRUCTURED. ADDING THE FAMILY LIFE AND HUMAN SEXUALITY COMMITTEE PURSUANT TO COMAR WHERE IT WOULD BE APPOINTED TO COMMITTEE SO WE COULD REVIEW THE COMPREHENSIVE HEALTH AND INSTRUCTIONAL LIBRARY MATERIALS.EXCUSE ME, INSTRUCTIONAL AND LIBRARY MATERIALS.
AND WHAT ESSENTIALLY WHAT THE COMMITTEE SHALL BE COMPRISED OF OR MADE UP OF. THAT CONSISTS OF OBVIOUSLY QUALIFIED LIBRARIANS, LICENSED AND TRAINED EDUCATORS AND A DIVERSE GROUP OF COMMUNITY MEMBERS SET FORTH IN 2415.
ADDING IN HERE ABOUT SEXUALLY EXPLICIT, SEXUAL CONTACT, OBSCENE LIBRARY ADDING DEFINITIONS TO THAT.
AND THEN GOING DOWN AGAIN TO THE POLICY STATEMENT WHERE THERE'S JUST CHANGES ABILITY LIBRARY TEXTBOOK CLASSROOM MATERIALS AND THINGS LIKE THAT. TO THAT END THAT WE DIRECT PUBLIC SCHOOLS WILL SUPPORT AND MAINTAIN LIBRARIES FOR USE.
AND THAT -- AND THEN THIS ENTIRE SECTION HERE CURATION OF LIBRARY MATERIALS BASICALLY OUTLINES WHAT WE RECOGNIZE THE BOARD SHOULD DO AS AN EFFECTIVE SCHOOL LIBRARY INCLUDING PROFESSIONALLY CURATED COLLECTION OF RESOURCES BASED ON THEIR AUTHORITY, CURRENCY RELEVANCE SCOPE SO FORTH AND SO ON.
ALL STUDENTS ACROSS -- HIGH QUALITY LIBRARY MATERIALS THAT SUPPORT THEIR CURRICULAR NEEDS. HELPING STUDENTS EXTEND THE BOUNDARIES OF THEIR KNOWLEDGE AND EXPERIENCE, PURSUE SELF-DIRECTED LEARNING, ACCESS TO HIGH QUALITY LIBRARY MATERIALS, SORRY. ACCESS TO HIGH QUALITY LIBRARY MATERIALS SHOULD NOT VARY FROM SCHOOL TO SCHOOL AND CURATED LIBRARY MATERIALS MEET THE AMERICAN LIBRARY ASSOCIATION'S SELECTION POLICY TOOL KIT AND THIS TOOL KIT WAS OUTLINED IN ITEMS A THROUGH K. THEN WE ADDED A SECTION OF CURATION -- I KEEP SAYING WE. I SHOULD SAY I ADDED A SECTION FOR CURATION AND MANAGEMENT OF SEXUALLY EXPLICIT LIBRARY MATERIALS AND THAT SEXUALLY EXPLICIT MATERIALS ARE NOT APPROPRIATE FOR CHILDREN NOT DEVELOPMENTALLY READY TO TAKE A COMPREHENSIVE COURSE ON HUMAN SEXUALITY.
THAT THE HUMAN SEXUALITY COURSE -- ETHICAL FOUNDATIONS STUDENTS NEED TO EXPLORE AND APPRAISE INSTRUCTIONAL AND LIBRARY MATERIALS. IN MARYLAND CHILDREN MAY NOT FULLY CONSENT TO SEXUAL ACTIVITY UNTIL AGE 16 OF THE MARYLAND CODE OF CRIMINAL LAW FOR ALL THESE REASONS THE BOARD CONSIDERS SEXUALLY EXPLICIT LIBRARY MATERIALS TO BE DEVELOPMENTALLY INAPPROPRIATE FOR ELEMENTARY AND MIDDLE SCHOOL STUDENTS. THEREFORE, SEXUALLY EXPLICIT LIBRARY MATERIALS ARE PROHIBITED IN CALVERT COUNTY ELEMENTARY AND MIDDLE SCHOOL LIBRARIES. NOTHING IN THIS POLICY SHALL PRECLUDE THE ACQUISITION OF MATERIALS -- PROVIDED THE EARLY THES MEET THE CRITERIA SET FORTH AND THEY'RE TAGGED -- KEPT IN A SECURE LOCATION AT THE LIBRARY. ALL STUDENTS UNDER THE AGE OF 18 YEARS MUST HAVE PARENTAL PERMISSION.
LIBRARY MATERIALS WHICH SUPPORT THE FAMILY LIFE AND HUMAN SEXUALITY CURRICULUM MUST BE APROFED BY THE BOARD OF EDUCATION PURSUANT TO COMAR TO ENSURE THEY SUPPORT THE CURRICULUM AND COMPLY WITH RELEVANT LAWS AND STANDARDS.
[00:55:02]
LIBRARY MATERIALS THAT MEET THE MARYLAND DEFINITION OF JOB SEVENTY ARE ARE PROHIBITED. THE LIBRARY MATERIALS CURATION AND MANAGEMENT COMMITTEE ESSENTIALLY IN ORDER TO DEVELOP ADMINISTRATIVE PROCEDURES TO IMPLEMENT THIS POLICY CONSISTENTLY ACROSS CCPS A DISTRICT WIDE ANNUALLY APPOINTED LIBRARY MATERIALS CURATION AND MANAGEMENT COMMITTEE SHALL BE APPOINTED BY THE BOARD OF EDUCATION.THE COMMITTEE SHALL BE SUBDIVIDED INTO THREE COMMITTEES -- PROCESSES. ELEMENTARY SCHOOL MIDDLE SCHOOL AND HIGH SCHOOL. EACH SUBCOMMITTEE SHALL BE COMPRISED OF AT LEAST NINE MEMBERS.
MEMBERS MAY SERVE ON MORE THAN ONE COMMITTEE AT A TIME DRAWN FROM ELA SPECIALIST, LIBRARY SPECIALIST, EXPERTS ON CHILD DEVELOPMENT, TRAUMA SPECIALISTS, PUBLIC SCHOOL PARENTS.
MEMBERS OF THE MATERIALS AND CURATION AND MANAGEMENT COMMITTEE MAY NOT SERVE A TERM OF MORE THAN TWO YEARS WITHOUT GOING THROUGH THE APPLICATION PROCESS AGAIN.
FAMILY LIFE AND HUMAN SEXUALITY COMMITTEE PURSUANT TO COMAR THAT CCPS WILL ANNUALLY APPOINT A COMMITTEE TASKEDED WITH REVIEWING AND COMMENTING ON COMPREHENSIVE HEALTH AND INSTRUCTIONAL AND LIBRARY MATERIALS.
THE COMMITTEE SHALL BE COMPRISED OF AT LEAST NINE MEMBERS.
LICENSED AND TRAINED HEALTH EDUCATOR.
UNAFFILIATED CHILD PSYCHOLOGISTS AND CALVERT COUNTY PUBLIC SCHOOL PARENTS. MEMBERS OF THIS COMMITTEE MAY NOT SERVE A TERM OF MORE THAN TWO YEARS WITHOUT ALSO GOING THROUGH THE APPLICATION PROCESS AGAIN.
LIBRARY MATERIALS MUST ADHERE TO THE STEPPEDS SET FORTH IN THIS POLICY REGARDLESS OF WHETHER THEY'RE PURCHASED OR GIFTED OR OTHERWISE OBTAINED AND THEN WE HAVE RECONSIDERATION OF LIBRARY MATERIALS, CURATION AND RECONSIDERATION ARE LINKED WHEN LIBRARY MATERIALS ARE INTENTIONALLY PROFESSIONALLY AND COLLABORATIVELY CURATED PRIOR TO BEING PLACED IN CIRCULATION.
IF A FORMAL SCHOOL BASED RECONSIDERATION PROCESS BECOMES NECESSARY, AND INTENTIONALLY AND PROFESSIONALLY CURATED LIBRARY RESOURCE IS MUCH LESS LIKELY TO BE REMOVED FROM THE COLLECTION ENHANCING TRUST. WHEN EDUCATORS AND LIBRARIANS COLLABORATE ON THE CURATION OF MATERIALS ACROSS THE SYSTEM CALVERT COULD BETY IS IN -- COUNTY IS IN A MUCH STRONGER POSITION TO JUSTIFY DECISIONS WHEN THE NEED FOR RECONSIDERATION ARISES ENHANCING -- THAT'S THE SAME SENTENCE. MY APOLOGIES.
THE BOARD DIRECTS THAT THE FOLLOWING REVIEW PROCEDURES BE ESTABLISHED FOR REQUESTS FOR CONSIDERATION OF LIBRARY MATERIALS. A PROCEDURE SHALL EXIST TO HANDLE SCHOOL BASED INFORMAL COMPLAINTS, PARENTS AND GUARDIANS HAVE THE RIGHT TO DETERMINE THE APPROPRIATENESS OF LIBRARY MATERIALS FOR THEIR OWN CHILDREN AND A PROCEDURE -- -- ANNUALLY APPOINTED SCHOOL BASED RECONSIDERATION -- A LIBRARY SPECIALIST, EXPERTS IN CHILD DEVELOPMENT, TRAUMA SPECIALISTS, CHILD PSYCHOLOGISTS, AND CALVERT COUNTY PUBLIC SCHOOL PARENTS. THE DECISION SHALL BE THE LIBRARY MATERIAL WILL REMAIN, SENT TO A SCHOOL WITH A HIGHER GRADE LEVEL, OR REMOVED FROM THE SCHOOL.
THE RECONSIDERATION PROCESS SHALL NOT TAKE LONGER THAN 90 DAYS. THE SPECIALISTS FOR THE SCHOOL LIBRARIES AND DIGITAL LEARNING WILL RENDER THE COMMITTEE'S DECISION AND RATIONALE AT A MEETING TO WHICH THE PUBLIC IS INVITED TO ATTEND AND WILL ALSO ISSUE THE DECISION AND RATIONALE IN WRITING TO THE COMPLAINANT. IF THE COMPLAINANT IS NOT SATISFIED WITH THE DECISION ISSUED BY THE RECONSIDERATION COMMITTEE, THEN IT WOULD GO TO THE NEXT LEVEL WHICH WOULD INVOLVE THE CHIEF ACADEMIC OFFICER, DIRECTOR OF SYSTEM INSTRUCTION AND PER FORM MANS, SUPERVISOR -- PERFORMANCE,
[01:00:01]
SUPERVISORS, SCHOOL SPECIALISTS, EXTERNAL CHILD DEVELOPMENT AND PARENTS. AND THEN OUTLINED REDIRECT EXAMINATION THOSE DECISIONS WOULD BE THE SAME.THE CHIEF ACADEMIC OFFICER WOULD RENDER THE COMMITTEE'S DECISION -- IF THAT IS NOT SATISFACTORY, THEN THE COMMITTEE -- THEN THE -- IF THAT -- IF THAT DECISION IS NOT SATISFACTORY FROM THE DISTRICT LEVEL RECONSIDERATION COMMITTEE A PROCEDURE SHALL EXISTS TO APPEAL TO THE SUPERINTENDENT AND BOARD OF EDUCATION FOR REVIEW. THE JOINT DECISION BY THE SUPERINTENDENT AND BOARD OF EDUCATION SHALL BE BINDING FOR THREE YEARS AND ANNOUNCED AT A PUBLICLY SCHEDULED MEETING.
AND THE SUPERINTENDENT SHALL BE RESPONSIBLE FOR IMPLEMENTING THE DECISION.
EVERY EFFORT WILL BE MADE TO REDUCE OVERLAP OF COMMITTEE MEMBERS IF IT MUST -- IF OVERLAP MUST EXIST, THEN AN EXPLANATION WOULD NEED TO BE PROVIDED. DISTRICT LEVEL RECONSIDERATION COMMITTEES CANNOT HAVE PARTICIPATED IN THE PROCESS.
>> THANK YOU FOR THAT OVERVIEW. DISCUSSION FROM COLLEAGUES?
>> I WOULD LIKE TO MAKE A MOTION, GIVEN THE SIGNIFICANCE OF THE CHANGES TO THIS POLICY I WOULD LIKE TO BRING THIS BACK TO A JUNE MEETING FOR BOARD DECISION.
THIS ALLOWS STAFF AND -- TO REVIEW AND GO OVER AND GIVE US FEEDBACK OF HOW WE SHOULD PROCEED ON THIS.
>> WE HAVE A MOTION ON THE FLOOR.
>> SECOND. >> SO THERE'S A MOTION AND SECOND. ANY DISCUSSION REGARDING THE MOTION TO BRING THIS POLICY BACK TO OUR JUNE BOARD OF EDUCATION
MEETING FOR DISCUSSION? >> I FEEL UNCOMFORTABLE ABOUT BEING ABLE TO MAKE A DECISION IN JUNE.
WE NORMALLY HAVE -- ARE GIVEN MORE TIME TO REVIEW SOMETHING LIKE THIS AND THEN IT GOES FOR 30 DAY REVIEW SO IS THERE A WAY
TO MAKE IT TWO MONTHS? >> WAS IT DISCUSSION OR WAS IT DECISION?
>> I THOUGHT THE MOTION WAS FOR DISCUSSION.
>> DISCUSSION. >> OH, IT'S NOT FULL DECISION.
I HEARD DECISION. THAT'S GREAT.
>> SO THE MOTION IS TO BRING IT BACK TO THE JUNE BOARD OF EDUCATION MEETING BACK TO THE ACTION ITEM SECTION OF THE AGENDA FOR BOARD REVIEW.
>> MAY I ASK A CLARIFYING QUESTION?
>> SURE. >> SO WITH THIS POLICY IT DOES ENCOMPASS INSTRUCTION AND LIBRARY FERALS ARE YOU SUGGESTING WE HAVE TWO SEPARATE POLICIES BECAUSE YOU'RE CHANGING THE POLICY STATEMENT. WE WANT TO BE SURE ON WHAT WE'RE
RESPONDING TO. >> HONESTLY, I WENT BACK AND FOESHTH ABOUT THAT. BECAUSE I WONDERED IF IT WAS -- THAT IT NEEDED TO BE BROKEN OUT INTO SEPARATE.
I DON'T KNOW NECESSARILY THAT I'M PROPOSING THAT BE CHANGED AND I CAN CERTAINLY MAKE THAT ADJUSTMENT AND MAKE SURE THAT INSTRUCTION IS ALSO INCLUDED IN THAT POLICY UNLESS MY COLLEAGUES HAVE A BETTER IDEA. I DON'T KNOW THAT TWO POLICIES IS REQUIRED AT THIS POINT.
>> ANY FURTHER DISCUSSION ON THE MOTION? ALL RIGHT. THOSE IN FAVOR OF THE MOTION OF BRINGING THIS POLICY BACK TO OUR BOARD OF EDUCATION MEETING FOR ADDITIONAL DISCUSSION IN JUNE. ALL IN FAVOR.
>> ALL RIGHT. SO WE WILL BRING THIS BACK FOR FURTHER DISCUSSION IN JUNE.
WE WILL MOVE TO 2315 CURRICULUM DEVELOPMENT.
[01:05:02]
>> MS. POST IF YOU COULD GIVE AN OVERVIEW OF THE CHANGES TO THAT
>> AND I WOULD LIKE TO ALSO SAY THAT -- I DO APPRECIATE SO HOPEFULLY THERE WILL BE ANOTHER REVIEW AND DISCUSSION ABOUT THIS BECAUSE AFTER THE ELEMENTARY SCHOOL AUDIT, AND THINGS WE LEARNED FROM THEM ESPECIALLY ABOUT PROCEDURALLY AND THEN I GOT THIS AMAZING 500 PAGE BOOK THAT I HAVEN'T GONE THROUGH BUT THERE'S WONNED REFUL INFORMATION IN THERE.

THANK YOU, MS. POST.COLLEAGUES, ANY DISCUSSION? >> SIGNIFICANT CHANGES TO THE POLICY ALSO I RECOMMEND THAT I MOVE THAT WE MOVE THIS DISCUSSION TO JUNE TO GIVE STAFF TIME TO GIVE US FEEDBACK ON THE
CHANGES. >> WE HAVE A MOTION ON THE FLOOR TO MOVE DISCUSSION OF THIS POLICY TO OUR JUNE BOARD OF EDUEDGE EDUCATION MEETING.
>> THERE'S A MOTION AND SECOND. ANY FURTHER DISCUSSION BY
COLLEAGUES? >> HEARING NONE THOSE IN FAVOR.
POLICY MOVED TO OUR JUNE MEETING.
THE LAST POLICY IS A NEW POLICY 3170 REGARDING STUDENT DRESS.
THIS IS A POLICY THAT I AM BRINGING FORWARD FOR COLLEAGUES TO REVIEW AND CONSIDER. I WORKED ON THIS POLICY WITH OUR STUDENT MEMBER OF THE BOARD OF EDUCATION ALONG WITH AN ADVOCACY GROUP OF STUDENTS THAT SHE PUT TOGETHER.
WE MET EARLIER IN THE YEAR TO DISCUSS STUDENT DRESS BECAUSE OF THE COMMENTS I WAS RECEIVING FROM OUR STUDENTS REGARDING THEIR ISSUES WITH DRESS CODE AND BEING DRESS CODED WITHIN THE SCHOOL. OUR STUDENTS RECOMMENDED WE PULL OUR DRESS PROCEDURES AND POLICY OUT OF OUR STUDENT CODE OF CONDUCT. THEY FEEL AS THOUGH IT WOULD GAIN BETTER RECOGNITION AND STRONGER ADHERENCE TO A POLICY BECAUSE IT WOULD BE MORE PROVE ATLANTA AND NOT NECESSARILY HIDDEN IN THE STUDENT CODE OF CONDUCT.
THOUGH OPENLY ADMITTED MANY STUDENTS DO NOT READ THAT BOOK SO MANY ARE NOT AWARE OF THE STUDENT DRESS POLICY.
SO FOLLOWING THEIR LEAD, I PULLED MUCH OF THE DETAILS OUT OF THERE AS WELL AS TOOK SOME CONTENT FROM POLICIES FROM ANOTHER COUNTY TO INCORPORATE INTO OUR POLICY WHICH WE ALSO -- WHICH I ALSO DISCUSSED WITH THE STUDENTS AND THEY THOUGHT THAT THE POLICIES I WAS USING WAS A GOOD IDEA SO I WOULD LIKE TO THANK -- FOR HER WORK ON THIS WITH ME AND I APPRECIATED HER ADVOCACY ON IT. WITH THIS POLICY I HOPE TO ENCOMPASS ALL STUDENT DRESS INCLUDING CURING HOMECOMING -- INCLUDING HOMECOMING, PROM, SCHOOL ACTIVITIES.
SECTION. YOUR DEFINITIONS - I WILL NOT READ IT TO YOU BECAUSE I ASSUME ALL ADULTS CAN READ IF SOMEONE NEEDS THE POLICY READ TO THEM, IF THEY WOULD REACH OUT TO ME I WOULD MORE THAN -- I'M MORE THAN WILLING TO DISCUSS THE POLICY IN DEPTH WITH THEM. SECTION 3 IS OUR POLICY STATEMENT JUST GIVES A REASON FOR WHY THE POLICY IS NEEDED AND WHY WE ARE PUTTING THE POLICY OUT THERE.
IT'S MAINLY BECAUSE WE'RE COMMITTED TO SAFE EDUCATIONAL ENVIRONMENTS FOR OUR STUDENT AS AND I WANTED TO CREATE A WAY FOR STAFF TO ENSURE STUDENTS ARE DRESSED APPROPRIATELY AND THAT EVERY STUDENT IS TREATED EQUALLY IN THEIR DRESS.
SECTION 4 GOES INTO GUIDELINES FOR THE POLICY SO JUST GIVING GUIDELINES FOR STAFF AND THE SUPERINTENDENT TO BE ABLE TO COME UP WITH IMPLEMENTATION PROCEDURES BEHIND -- TO SUPPORT THE POLICY AND THEN OF COURSE OUR STANDARD DELEGATION OF AUTHORITY AND EXCEPTION SECTIONS.
SO I WILL LEAVE MY COLLEAGUES TO REVIEW THE POLICY AND TO PROMULL GAIT CHANGES, CONCERNS, ALONG WITH STAFF, I WOULD APPRECIATE YOUR FEEDBACK ON THE POLICY REGARDING CHANGES AS WELL AS FROM THE COMMUNITY. AT THIS POINT, I WILL OPEN THE FLOOR FOR DISCUSSION AND MOVING FORWARD.
>> SO CAN WE FOLLOW THE SAME FORMAT WHERE IT WOULD COME BACK
IN JUNE FOR FURTHER DISCUSSION? >> WE HAVE A MOTION ON THE FLOOR
[01:25:03]
TO BRING THIS POLICY BACK TO OUR JUNE BOARD MEETING FOR DISCUSSION AS WELL. IS THERE A SECOND?>> SECOND. >> SO WE HAVE A MOTION AND SECOND. ANY DISCUSSION?
>> HEARING NONE THOSE IN FAVOR. >> AYE.
>> ANY OPPOSED? >> MOTION PASSES.
>> SO THIS POLICY WILL ALSO BE ON OUR JUNE BOARD MEETING AGENDA. MOVING TO THE NEXT ITEM ON THE AGENDA, BUDGET TRANSFERS.
I APOLOGIZE THANK YOU FOR CATCHING THAT.
[7.02 Code of Conduct Review]
CODE OF CONDUCT REVIEWS.>> GOOD AFTERNOON. TODAY I WILL BE PROVIDING A PRESENTATION OF PROPOSED CHANGES TO THE STUDENT CODE OF CONDUCT.
IT'S IMPORTANT TO NOTE AS PART OF THE CODE OF CONDUCT EDITING PROCESS A COMMITTEE WAS CONVENED THAT HELD MULTIPLE MEETINGS TO REVIEW THE CODE OF CONDUCT IN ORDER TO ARRIVE AT THE RECOMMENDED CHANGES THAT WILL BE PRESENTED TODAY.
THE COMMITTEE CONSISTED OF TEACHERS, PARENTS, SCHOOL BASED ADMINISTRATION, CENTRAL OFFICE BASED ADMINISTRATION AND STUDENTS.
I WOULD ALSO LIKE TO NOTE THAT INPUT ON THE DRESS CODE WAS SOUGHT FROM STUDENTS TO GATHER FEEDBACK ON THE CURRENT DRESS CODE AND CONTRIBUTE FEEDBACK TO THE PROPOSED CHANGES.
TODAY, WE WILL BRING YOU THE RECOMMENDED CHANGES FROM THE COMMITTEE. THE BULLYING HARASSMENT AND INTIMIDATION FORMS ARE NOW AVAILABLE TO BE COMPLETED AND SUBMITTED ELECTRONICALLY AND SO WE HAVE ADDED THAT STATEMENT TO THE CODE OF CONDUCT THAT PEOPLE CAN COMPLETE THAT AND SUBMIT THAT ELECTRONICALLY. WE DID UPDATE ONE RESOURCE ON THE RESOURCE PAGE, THE MARYLAND 211 HELP RESOURCE HAS BEEN REPLACED WITH THE 988 SUICIDE AND CRISIS LIFE LINE INFORMATION. IT'S OUR UNDERSTANDING THAT THE 211 MARYLAND HELP RESOURCE IS AVAILABLE BUT THEY ARE TRANSITIONING THAT TO THE NEW RESOURCE AND SO WE'VE UPDATED THAT IN THE CODE OF CONDUCT. AS PER PROCEDURES FOR POLICY 1018 THE CCPS PUBLIC ANTIRACISM WILL BE MADE VISIBLE AND INCLUDED IN THE STUDENT HANDBOOK.
THIS STATEMENT WAS NOT IN THE CURRENT PRINTING OF THE CODE OF CONDUCT AND SO THAT HAS BEEN ADDED THIS YEAR TO THE DRAFT.
SO THE COMMITTEE REVIEWED AT LENGTH THE DRESS CODE.
I'LL JUST STOP FOR A MINUTE AND ASK WOULD YOU LIKE US TO PRESENT THE RECOMMENDATIONS ABOUT THE DRESS CODE OR ARE WE GOING TO SWITCH THAT WITH THE REVIEW OF THE NEW PROCEDURE AND POLICY?
>> SEEING AS THOUGH THE BOARD HAS NOT VOTED ON THE NEW POLICY I WOULD SAY CONTINUE TO MOVE FORWARD.
>> OKAY. THANK YOU. THE COMMITTEE IS PROPOSING CHANGES TO THE CURRENT DRESS CODE.
THE COMMITTEE REVIEWED OUR CURRENT LANGUAGE AND THE LANGUAGE OF CODES FROM ACROSS THE STATE OF MARYLAND AS WELL AS WHOOP STATES IN THE COUNTRY AND WHAT FOLLOWS IS A SUMMARY OF THOSE PROPOSED CHANGES. THE COMMITTEE FELT THAT THESE CHANGES THAT ARE BEING RECOMMENDED INCLUDE LANGUAGE THAT IS MORE INCLUSIVE AND MORE FOCUSED ON WHAT IS ALLOWED VERSUS WHAT IS NOT ALLOWED. AND A LOT OF THE CHANGES IS JUST
[01:30:05]
SORT OF A RESTRUCTURING OF WHERE THINGS ARE LAID OUT IN THE CODE OF CONDUCT. SO THE SECTION -- THE NEW LANGUAGE WAS ADDED TO SPECIFY THAT THE DRESS CODE WILL BE IMPLEMENTED EQUITABLY REGARDLESS OF THE NOTED CHARACTERISTICS AND THAT ATTIRE CONTRIBUTES TO A SAFE ENVIRONMENT CONDUCIVE TO LEARNING. FURTHER MORE, STUDENTS MAY WEAR ATTIRE OTHERWISE NOT PROHIBITED WITHOUT FEAR OF DISCIPLINE OR DISCRIMINATION. THIS SECTION INCLUDES WHAT STUDENTS MUST WEAR AND SO THIS LANGUAGE FOLLOWING BOTTOMS IS THE LANGUAGE FROM OUR CURRENT DRESS CODE.SO SOME OF THIS LANGUAGE IS THE SAME AS WHAT IT WAS IN LAST YEAR'S VERSION. ALTHOUGH SOME OF THAT HAS CHANGED. THE COMMITTEE FELT STRONGLY THAT THIS LANGUAGE WAS IMPORTANT TO ENSURE PROPER COVERAGE AND SO THE LANGUAGE GOES ON TO SPECIFY THAT CLOTHES MUST BE WORN IN A WAY SUCH THAT THE CHEST, NAVAL, PELVIC GROIN AREA AND BUTTOX ARE COVERED AND THAT -- BUTTOCKS ARE COVERED AND NOT SEE THROUGH.
AND THEN WE HAVE A SECTION RECOMMENDED ON CLOTHING THAT CAN BE WORN AND SO STUDENTS ARE PERMITTED TO WEAR HATS, HOOD, AND HEAD WEAR AND WHAT IS CHANGED IN THIS IS WE'VE ADDED THAT STUDENT IDENTITY IS NOT CONCEALED.
THAT WAS A CONCERN OF THE COMMITTEE THAT HATS AND HOODS WILL SOMETIMES CONCEAL A STUDENT'S IDENTITY AND ADMINISTRATORS AND STAFF MEMBERS NEED TO BE ABLE TO IDENTIFY STUDENTS IN THE BUILDING. WE'VE ALSO ADDED TANK TOPS ARE PERMISSIBLE INCLUDING SPAGHETTI STRAPS AND HALTER TOPS.
SO THIS SECTION ADDRESSES WHAT IS NOT ALLOWED TO BE WORN.
ADDED TO THIS LIST WHEN CONSIDERING OUR CURRENT CODE IS VISIBLE UNDERWEAR OR BATHING SUITS AND HEAD WEAR THAT OBSCURES THE FACE EXCEPT AS A RELIGIOUS OBLIGATION, OBSERVATION OF A RELIGIOUS HOLIDAY OR A SCHOOL RELATED ACTIVITY AND THE OTHER STUDENTS ARE IN OUR CURRENT PRINTING.
SOME NEW LANGUAGE -- THIS IS A CONTINUATION OF THE LIST OF PROHIBITED ATTIRE. WE ADDED LANGUAGE THAT IS NOT IN OUR CURRENT CODE AND THAT IS THE LANGUAGE ABOUT ATTIRE THAT CONTAINS LANGUAGE OR SYMBOLS THAT DEMEAN AN IDENTIFIABLE PERSON OR GROUP OR OTHERWISE INFRIDGES ON THE RIGHTS OF OTHERS. ATTIRE THAT CAUSES OR IS LIKELY TO CAUSE A MATERIAL DISRUPTION, A SUBSTANTIAL DISORDER TO SCHOOL ACTIVITIES OR THE ORDERLY OPERATION OF THE SCHOOL OR AN INVASION OF THE RIGHTS OF OTHERS.
SO THE CHANGES IN TERMS OF WHAT WE'VE RECOMMENDED VIR SUSS WHAT IS IN THE CURREN PRINTING. WE REMOVED STUDENTS MUST WEAR CLOTHING THE CHEST TORSO LOWER EX-TRIMTIES AND UNDER GARMENTS AND REPLACED IT WITH CERTAIN BODY PARTS MUST BE COVERED FOR ALL STUDENTS. CLOTHING SHOULD BE WORN IN A WAY SUCH THAT THE CHEST NAVAL PELVIC GROIN AREA ARE COVERED.
WE REMOVED CLOTHING RIPPED OR HAS HOLES MUST COVER THE CHEST TORSO AND UNDERGARMENTS BECAUSE IT'S COVERED IN THE AFORE MENTIONED YOU WANT STATEMENT. WE MODIFIED HEAD WARE OBSCURING THE FACE AND/EARS AND WE CHANGED FOOT WARE MUST BE WORN AT ALL TIMES TO READ THAT SCHOOLS MUST BE WORN.
WE DEFINED THAT STUDENTS ARE PERMITTED TO WEAR TANK TOPS AND HALTER TOPS AND ADDED TO PROHIBITED ATTIRE INCLUDING VISIBLE UNDER WEAR AND BATHING SUITS.
MR. CASSIDY MADE SOME RECOMMENDATIONS FOR THE TRANSPORTATION SECTION. SO CHANGES TO THE TRANSPORTATION SECTION OF THE CODE RECOMMENDED INCLUDE ADDING THE STATEMENT SEEN HERE STUDENTS MAY USE THEIR PHONE OR DEVICE ON THE BUS BUT IT MUST NOT BE DISRUPTIVE OR CAUSE A DISTRACTION TO THE
[01:35:03]
DRIVER AT ANY TIME. THE SOUND MUST ONLY BE AUDIBLE THROUGH HEADPHONES OR EAR BUDS. CELLPHONES OR PERSONAL ELECTRONIC DEVICES WITH CAMERA AND/OR VIDEO FUNCTIONS MUST NOT BE USED. THE USE OF A CELLPHONE OR PERSONAL ELECTRONIC DEVICE TO SECRETLY RECORD OR INTERCEPT A PRIVATE CONVERSATION IS A VIOLATION OF STATE LAW.PHONES AND DEVICES MAY BE USED BUT MUST NOT BE DISRUPTIVE OR SERVE ANY INAPPROPRIATE PURPOSES SUCH AS LOUD EXPLICIT MUSIC OR VIDEOS. TAKE OR TRANSMIT AN IMAGE OR AUDIO VIDEO RECORDING AT ANY TIME.
AIR DROPPING, SENDING OR POSTING INAPPROPRIATE MESSAGES OR IMAGES ON TEXT OR SOCIAL MEDIA OR CYBER BULLYING AND NOSE AND TOES MUST BE FACING THE FRONT WINDSHIELD.
I WILL SHARE WITH YOU THAT AFTER THE COMMITTEE HAD IF I WERED ITS WORK AND THE RECOMMENDED CHANGES WERE PROVIDED TO THE BOARD OF EDUCATION, THERE WAS OR HAS BEEN SOME DISCUSSION ABOUT CELLPHONE USE IN SCHOOL. STUDENT SERVICES HAS SUBSEQUENTLY PARTY PATED INFORM THOSE CONVERSATIONS AND WHILE NO DECISIONS HAVE BEEN MADE, THERE HAVE BEEN LEVELLED CONVERSATIONS AT THE ELEMENTARY, MIDDLE, AND HIGH SCHOOL WITH THOSE PRI PRINCIPALS ABOUT HAVING CONSISTENCY AT EACH LEVEL STILL FALLING WITHIN THE PRESENT CODE OF CONDUCT BUT MAY DEPENDING ON THE OUTCOME OF THOSE CONVERSATIONS MAY LEAD TO SOME RECOMMENDATIONS FOR CHANGES TO THE 24-25 CODE OF CONDUCT.
THAT IS THE PRESENTATION. >> THANK YOU.
I'LL TURN TO COLLEAGUES FOR QUESTIONS.
MS. POST. >> I HAVE ONE QUESTION.
IN THE POLICY, 3170 IT SAYS TANK TOPS HALTER TOPS AN STRAPLESS TOPS AND IN OUR PRESENTATION IT JUST SAYS TANK TOPS AND HALTER TOPS OR WITH SPAGHETTI STRAPS SO WHATEVER IS DECIDED I THINK THAT WE NEED TO MAKE SURE THAT'S CON CONSISTENT.
WHAT MAKES THE CHANGES TO THIS POLICY MORE ENFORCEABLE BY
TEACHERS AND ADMINISTRATORS? >> ARE YOU REFERRING TO THE
LANGUAGE PROPOSED? >> THE UPDATES BEING MADE.
HOW WILL THIS HELP ADMINISTRATORS AND TEACHERS
ENFORCE THIS CODE OF CONDUCT? >> I HEAR ALL THE TIME THE DRESS CODE IS NOT ENFORCE. THEY DON'T CARE.
YOU KNOW, I HEAR THAT ALL THE TIME.
AND SO HOW ARE THESE CHANGES GOING TO HELP US HELP THE SCHOOL AND THE ADMINISTRATORS AND TEACHERS ENFORCE THIS DRESS
CODE? >> SOP THE CHANGES THAT WERE RECOMMENDED BY THE COMMITTEE WERE REALLY TO CLARIFY LANGUAGE IN TERMS OF WHAT CAN AND CANNOT BE WORN IN A SCHOOL BUILDING.
I THINK THE ENFORCEMENT OF DRESS CODE WHETHER IT'S POLICY OR WHAT'S IN THE CODE OF CONDUCT IS SOMETHING THAT BUILDING ADMINISTRATION TAKE VERY SERIOUSLY AND TRY TO ALIGN THEIR PRACTICES WITHIN THEIR BUILDING SO THAT THERE IS CONSISTENCY ON HOW THEY HANDLE DRESS CODE VIOLATIONS WHETHER A TEACHER HAS SENT THE CHILD OUT OF CLASS OR THEY SEE THEM IN THE HALL.
>> IN MANY CASES AND I KNOW YOU'RE NOT IN THE CLASSROOM BUT IN MANY CASES I HEAR YOU KNOW WHAT MY FRIEND WAS WEARING THE SME SHORTS I WAS. I GOT DRESS CODED AND THEY DIDN'T. THIS TEACHER DOESN'T DRESS CODE.
THIS TEACHER LOOKS AT THIS. THIS TEACHER DOESN'T DO THAT.
I WORE A TANK TOP AND I FEEL LIKE THAT TEACHER WAS JUDGING ME BASED ON THE CLOTHING THAT I WAS WEARING.
I FELT UNCOMFORTABLE BECAUSE THAT TEACHER WAS STARING AT MY CHEST. SO I'M -- THIS IS JUST FOOD FOR ALL THE THOUGHT SO THAT WE CAN COME TOGETHER AND MAKE AND
[01:40:01]
EDUCATED DECISION, A WISE OBJECTIVE DECISION ABOUT WHAT THE DRESS CODE SO IT CAN BE ENFORCED CONSISTENTLY THROUGHOUT EVERY SCHOOL. THAT'S NOT WHAT'S HAPPENING NOW.>> I WANTED TO JUST RESPOND TO WHAT MS. POST SAID.
FOR YOUR EXAMPLE ABOUT TANK TOPS AND AND GET TEE STRAPS BEING ENFORCED UNFAIRLY THAT WAS ONE O THE BIGGEST CONCERNS THAT I HEARD AND THAT'S WHY WHEN WE ADDED THIS SOME LAST YEAR THE CODE TECHNICALLY YOU WERE ALLOWED TO WEAR TANK TOPS OR SPAGHETTI STRAPS BUT WE ADDED THAT LANGUAGE THAT CLEARLY SPECIFIES THAT STUDENTS CAN WEAR THOSE THINGS SO THAT IF A STUDENT WERE TO BE DRESS CODED FOR WEARING A TANK TOP THAT WOULD BE A VIOLATION OF THE ENFORCEMENT OF THE DRESS CODE SO PREVIOUSLY STUDENTS WERE -- BECAUSE IT WAS NOT SPECIFYING IF WE COULD WEAR TANK TOPS AND THAT'S WHY WE WERE DRESS CODED SO WITH THIS ADDED LANGUAGE IT'S CLEAR IN THE DRESS CODE AND THAT
MAKES ENFORCEMENT MORE CLEAR. >> YEAH.
UNLESS IT'S A TANK TOP WHERE PART OF THE CHEST IS SHOWING.
AND THEN IT MAKES IT DIFFERENT. THAT'S THE ISSUE HERE.
IS THAT IF YOU AND I WERE WEARING THE SAME TANK TOP I WISH I WAS YOUR SIZE. I'M NOT.
BUT JUST RECOGNIZING THAT THAT'S WHERE I AM CONCERNED NOT THAT THE RULE IS THAT WE CAN WEAR A TANK TOP IT'S HOW PEOPLE AND NOT TAT WE SHOULD BE OBJECTIFIED I'M NOT TRYING TO GO DOWN THAT RABBIT HOLE I'M JUST SAYING IT BECOMES VERY SUBJECTIVE BECAUSE YES A TANK TOP BUT MY CHEST IS NOT SHOWING AND YOUR CHEST IS AND YOU GET DRESS CODED AND I DON'T AND HOW IS THAT FAIR TO ME. OR TO YOU? THAT'S REALLY MY CONCERN HERE.
>> YEAH. THAT WAS DEFINITELY ONE OF THE BIGGEST CONCERNS THAT THE COMMITTEE DEALT WITH AND PART OF THE WAY THAT WE TRIED TO REMEDY THAT WAS ADDINGS INCLUSIVE LANGUAGE AT THE BEGINNING OF THE DRESS CODE TO ENSURE THAT IT'S ENFORCED EQUITABLY AND I KNOW THAT'S NOT ALWAYS GOING TO HAPPEN PERFECTLY. I'M A STUDENT AND UNDERSTAND THAT DRESS CODE ISN'T EQUITABLY ENFORCED EVERYWHERE BUT THAT WAS JUST SOME OF THE MEASURES WE ATTEMPTED TO TAKE TO STOP THAT FROM HAPPENING.
WHAT KIND OF HOODIE ALLOWS EARS TO BE VISIBLE? I DON'T UNDERSTAND THAT. I EVEN BROUGHT A HOODIE.
>> WELL,LY TELL THAT YOU THE HATS AND HOODS WAS PROBABLY LARGE PART OF OUR DISCUSSION IN THE COMMITTEE AND WHAT SCHOOL BASED ADMINISTRATORS SHARED WITH US IS THAT STUDENTS ARE ACTUALLY VERY COMPLIANT IN PUSHING THE HOOD BEHIND THEIR EARS BECAUSE THERE IS THE RULE THAT THEY MUST DO THAT.
AND SO THAT WAS ONE OF THE CONVERSATIONS THAT WE HAD IN THE
COMMITTEE. >> WELL, I GUESS IT WORKS FOR CHILDREN WHO ARE COMPLIANT BUT TO ME THIS IS JUST OPENING ANOTHER -- TO CREATING PROBLEMS. ANYHOW I'M GOING TO MOVE ON TO THE NEXT ONE. YOU HAVE IN HERE ATTIRE THAT CONTAINS LANGUAGE OR SYMBOLS THAT DEMEANS AN IDENTIFIABLE PERSON OR GROUPS OR OTHERWISE INFRINGES ON THE RIGHTS OF OTHERS LIKELY TO CAUSE DISRUPTION THINGS LIKE THAT.
ULTIMATELY. >> SO ONE BUILDING YOU MIGHT BE ABLE TO WEAR ONE THING BUT ANOTHER BUILDING YOU'RE NOT
ALLOWED? >> WELL, I THINK THAT IS WHERE
[01:45:03]
SOME OF THE CONVERSATION HAS COME IN WITH EACH LEVEL OF ADMINISTRATION HAVING SOME DISCUSSIONS NOT ONLY ABOUT CELLPHONES WITHIN BUILDINGS BUT THE DRESS CODE SO THAT THERE ISTHAT CONSISTENCY. >> OKAY. LET ME THROW A FEW THINGS OUT THERE. COULD A STUDENT WEAR A BLM
SHIRT? >> I THINK THAT WOULD BE SOMETHING THAT WOULD BE DISCUSSED.
I MEAN, THERE COULD BE SOME STUDENTS THAT COULD WEAR THAT.
THERE COULD BE SOME STUDENTS THAT COULD WEAR SOMETHING THAT THEY BELIEVE STRONGLY IN THAT ANOTHER STUDENT DOESN'T.
I THINK THAT WE DO HAVE TO HAVE RESPECT FOR THINGS.
>> COULD I STUDENT WEAR AN MAGA SHIRT?
>> A WHAT? >> A MAKE AMERICA GREAT AGAIN
SHIRT. >> I THINK SOME OF THESE THINGS HAVE OCCURRED IN BUILDINGS OVER THE YEARS AND PRINCIPALS HAVE EITHER CONSULTED WITH STUDENT SERVICES OR OTHER SUPERVISORS TO ASK QUESTIONS ABOUT SOME OF THOSE THINGS.
>> BUT THIS IS WHERE I'M GOING WITH IT.
IF A PRINCIPAL HAS A POLITICAL AGENDA OR BELIEVES FIRMLY IN SOMETHING, AT ONE SCHOOL IT'S PERMED AND IN ANOTHER SCHOOL IT'S NOT. IT JUST DOESN'T MAKE SENSE TO ME. WE COULD GET INTO HATS IF A CHILD IS WEARING A HAT WITH A FLAG WITH A GUN ON IT.
YOU KNOW, ONE PRINCIPAL COULD SAY THAT'S A CHILD EXPRESSING -- LOOKING AT THE SECOND AMENDMENT AND SHOWING RESPECT AND ANOTHER COULD SAY WHOA A GUN ON THE FLAG THAT'S CREATING PROBLEMS WITH GUN VIOLENCE.
IT'S ALL IN HOW THAT ONE PERSON PERCEIVES IT SO IT SEEMS TO ME WE'RE CREATING SOME SERIOUS POLITICAL INFLUENCES BASED JOB WHAT THE PRINCIPAL WANTS TO -- HOW THE PRINCIPAL PERCEIVES IT.
THAT'S ALL. I THINK WE NEED TO GET SPECIFIC WITH WHAT IS AND IS NOT PERMITTED ON SHIRTS.
I THINK WE ALSO NEED TO LOOK INTO THINGS WITH TYPES OF FLAGS PERMITTED WHETHER IT'S ON A SHIRT, HAT, OR HANGING IN THE CLASSROOM. PICTURES THAT ARE PERMITTED.
I DON'T THINK IT'S FAIR THAT ONE SCHOOL CAN HAVE ONE THING AND ANOTHER SCHOOL CANNOT.
>> ANY FURTHER DISCUSSION? HOW ARE WE MOVING FORWARD?
>> YEAH. I BELIEVE THAT WE EITHER ALLOW EVERYTHING, ALL POLITICAL STATEMENTS I DON'T KNOW IF WE CAN STAY AWAY FROM THOSE EXCEPT FOR THOSE THAT DEPICT ANY TYPE OF VIOLENCE. OR HAVE ANY TYPE OF JOB SEVENTY.
SO SOMEONE COULD HAVE AN MAGA, A BLM, A SOCIALIST, THE FLAG -- THE FIST WITH THE ROSE, BECAUSE THEIR PARENTS ARE SOCIALISTS.
I DON'T KNOW HOW WE PATROL THAT. AND HOW WE MAKE A DECISION.
HOW THE ADMINISTRATOR IS SUPPOSED TO MAKE A DECISION.
WHAT IS NOT -- SHOULD NOT BE ADMISSIBLE IS ANY DEPICTION OF VIOLENCE OR OBSCENITY. BUT THAT WAS NOT MY QUESTION.
MY QUESTION HAD TO DO WITH NOSE AND TOES.
HOW IS THAT ENFORCEABLE AND CAN YOU JUST TELL ME WHAT LED UP TO THIS ADDITION OR HAS IT ALWAYS BEEN THERE.
WE SPENT THIS YEAR WITH STUDENT SERVICES TO REVISE OUR BUS DISCIPLINE REFERRAL SO IT WAS IN ALIGNMENT WITH THE SCHOOL REFERRALS AND WE MET WITH THE EXECUTIVE TEAM OF THE CONTRACTORS ASSOCIATION AND THE DRIVERS TO REALLY GET INPUT ON CONCERNS ABOUT STUDENT SAFETY ON THE BUSES.
AND BEING SAFELY SEATED WAS AT THE TOP OF THE LIST AND ANYTHING THAT DISTRACTED THE DRIVER FROM GIVING THEIR FULL ATTENTION TO THE ROAD WHILE ALSO BEING RESPONSIBLE TO STUDENT BEHAVIOR
[01:50:06]
WAS PARAMOUNT. >> YES AND I MUST ADMIT I DO NOT RIDE THE SCHOOL BUS SO I WAS THINKING KIDS ARE KIDS AND THEY'RE TALKING TO EACH OTHER. SO KIDS ARE LOOKING ACROSS THE AISLE AND I JUST WONDERED DOES THAT MEAN THERE'S AN INFRACTION
THERE. >> THAT'S WHAT WE WOULD LIKE ALL STUDENTS TO BE DOING AND IF THEY'RE SEATED WITH THEIR NOSE AND TOES FACING THE FRONT THAT'S WHAT THEY WILL BE DOING AS OPPOSED TO ON THEIR KNEES TURNED AROUND TALKING TO THE CHILDREN BEHIND THEM WHICH IS COMPLETELY UNSAFE AND WE WERE EXPERIENCING TOO MANY OF THOSE CONCERNS. SO IT'S A SIMPLE PHRASE, CATCH
PHRASE. >> IS THERE A DEFINITION OR RULING ON IF THAT'S PERMISSIBLE IN SCHOOLS NOW?
>> ARE ADDRESSING IS THE DISRUPTION TAT IT MAY CAUSE SOME STUDENTS OR STAFF TO BE UNCOMFORTABLE WITH THAT ITEM AUDIO]
I THINK THE STUDENT WAS ASKED TO REMOVE IT AND SAID SOMETHING ABOUT THE SECOND AMENDMENT BUT THANK YOU.
>> EXCUSE ME. I HAVE TO MAKE A COMMENT HERE.
THAT'S WHERE I HAVE THE ISSUE. IF IT MAKES ME UNCOMFORTABLE, MAKES WHO UNCOMFORTABLE? THE CHILD WEARING THE HAT IS PERFECTLY COMFORTABLE WITH IT. BUT SOME PEOPLE AREN'T.
WE ARE DEALING WITH SOME THINGS THAT 50% ARE GOING TO BE OKAY
AND 50% ARE GOING TO BE AGAINST. >> SO THIS BOOK IS AN ACTION ITEM ON OUR AGENDA. DO YOU HAVE PROPOSED CHANGES TO THE LANGUAGE OR CONTEXT WITHIN THE BOOK TO MOVE FORWARD WITH IT?
>> I THINK WE NEED TO DO WHAT IS SUGGESTED, IT'S EITHER ALL OR NONE. YOU KNOW.
LOOKING AT THINGS LIKE FLAGS I'M NOT TALKING ABOUT STATE FLAGS I'M TALKING ABOUT FLAGS REPRESENTING DIFFERENT THINGS.
ONE PERSON MIGHT NOT BE OFFENDED BY ONE TYPE OF FLAG BUT ANOTHER PERSON IS SO WE NEED TO BE EITHER ALL OR NONE.
>> I HAVE A QUESTION REGARDING FLAG NUMBER TWO THAT WAS PRESENTED. YOU MENTIONED THAT THERE ARE TEACHERS ON THE CODE OF CONDUCT COMMITTEE.
HOW MANY TEACHERS ARE ON THE COMMITTEE? I KNOW YOU CAN'T IDENTIFY WHO THEY WERE BUT --
>> I'M SORRY. I'M JUST TRYING TO REMEMBER WHO WAS ON THE COMMITTEE. I BELIEVE THERE WAS TWO OR THREE
TEACHERS ON THE COMMITTEE. >> AND WERE THEY FROM ELEMENTARY
>> OKAY. IF YOU COULD SEND THEIR NAMES TO THE BOARD AFTER THE MEETING, THAT WOULD BE APPRECIATED.
[01:55:02]
AND THEN TO MS. POST WHO MADE COMMENTS REGARDING HOW DOES THE CHANGES TO THE CODE OF CONDUCT IMPACT ENFORCEMENT SPECIFICALLY REGARDING THE TOPS SHE REFERRED TO, I WANT TO THANK MS. ROCKET FOR HER EXPLANATION. I KNOW WHEN I WENT THROUGH THIS WITH THE STUDENTS THAT WAS THE PARTICULAR CONCERN DID THE THERE WAS LANGUAGE ADDED THAT -- SO IF YOU'RE WEARING SPAGHETTI STRAPS YOU'RE STILL REQUIRED TO COVER YOUR CHEST.SO IF YOUR CHEST IS SHOWING, THEN OBVIOUSLY THAT'S A VIOLATION. THAT WAS WHY THERE WAS DECISIONAL LANGUAGE BEING ADDED TO CLARIFY WE SHOULD BE LOOKING AT OUR STUDENTS AND WHAT THEY'RE WEARING NOTES THEIR BODY TYPE OR WHO THEY ARE AS AN INDIVIDUAL AND THAT ADMINISTRATION SHOULD BE ASKING TEACHERS TO WHEN THEY DRESS CODE BASED ON THE ARTICLE OF CLOTHING BEING IN VIOLATION WITH WHAT'S PRINTED IN THE POLICY WE PASS A POLICY OR OUR CODE OF CONDUCT DRESS CODE SO THAT IS WHERE THE ADDITIONAL LANGUAGE WAS ADDED.
AS FAR AS HATS AND HOODS, I'LL GIVE MY OWN PERSONAL FEELING ABOUT HATS AND HOODS BECAUSE MY COLLEAGUES GAVE THEIR PERSONAL OPINIONS. HATS AND HOODS ARE A CULTURAL ARTICLE OF CLOTHING FOR MANY STUDENTS AND IF WE WANT TO RESPECT THEIR RIGHTS TO BE THEMSELVES AND TO COME TO SCHOOL AND FEEL COMFORTABLE, I FEEL AS THOUGH WE SHOULD ALLOW OUR STUDENTS TO WEAR THESE ARTICLES OF CLOTHING THAT ARE SOLD IN MANY RETAIL STORES. IT'S NO DIFFERENT THAN WEARING JEANS WITH RIPPED HOLES IN THEM. AS LONG AS THERE'S NOTHING THAT IS SHOWING OR -- YOU'RE NOT EXPOSING SOME INAPPROPRIATE PART OF YOUR BODY. I THINK STUDENTS SHOULD BE ALLOWED TO WEAR THEM. AND I THINK THAT AS ADULTS, WE SHOULD BE MODELING FOR OUR STUDENTS HOW WE ACT AND WE SHOULD BE ROLE MODELS AND SHOWING THEM HOW TO CONDUCT THEMSELVES AS WELL AS OURSELVES SO IF WE'RE ASKING THEM TO TUCK THEIR HOODS BEHIND THEIR EARS THEY SHOULD BE ABLE TO DO THAT.
IF HATS AND HOODS DO THAT I PERSONALLY DO NOT HAVE A PROBLEM WITH IT. BUT THAT'S MY PERSONAL TWO CENTS REGARDING HATS AND HOODS. I WILL SAY TO MY COLLEAGUES THAT THIS IS AN ACTION ITEM AND WE NEED A MOTION TO MOVE FORWARD.
I APOLOGIZE. IT GOES FOR 30 DAY REVIEW.
WHICH IS A GOOD THING BECAUSE THEN OUR COMMUNITY GETS TO CHIME IN AS WELL.
IS IS THERE ANY FURTHER DISCUSSION? ANY LANGUAGE OR ANYTHING THAT SOMEONE MAY WANT TO PROPOSE FOR CHANGE BEFORE WE MOVE FORWARD? ALL RIGHT. SEEING NONE, CODE OF CONDUCT
GETS POSTED FOR 30-DAY REVIEW. >> THANK YOU.
>> THANK YOU. AND I FAILED TO ACKNOWLEDGE YOU, MR. TITUS EARLIER. THANK YOU FOR COMING FORWARD.
[7.03 Budget Transfers]
NEXT ON OUR AGENDA IS BUDGET TRANSFERS.DECREASE IN ANY OF THE CATEGOR BUDGETS. FOR THE FIRST SET, THE MOST OF THE TRANSFERS ARE TO REBALANCE ACCOUNTS THAT ARE CURRENTLY IN THE RED. ONE OF THE CATEGORIES , MOST OF THE

RECOMMENDS IN THIS CATEGORY AR TO ALLOCATE FUNDS FROM ONE DISTRICT WORKSHOP STIPENDS TO BUILDING SPECIFIC ACCOUNTS FOTHE SAME PURPOSE. >> I WILL TAKE A MOTION.
>> MOVED TO IMPROVE. >> THERE IS A MOTION TO APPROVE, AND A SECOND. ANY DISCUSSION?
>> THERE WERE TWO THINGS I WANTED TO BRING UP DURING THE BUDGET TRANSFER. ONE WAS THAT YOU HAD ASKED US IN THE PREVIOUS MEMBER MEETING WHETHER WE WOULD ENTERTAIN NOT HAVING TO BRING THESE TYPES OF BUDGET TRANSFERS TO THE BOARD FOR APPROVAL . AT THE TIME THAT WE ARE NEARING THE END OF THE REALLOCATION BASED ON SCHOOL DAYS ALLOCATION OF THE BUDGET I SEE THAT IT IS STILL COMING UP. I AM FINE WITH MYSELF, PERSONALLY , HAVING ANY ONE LIN ITEM MOVE TO OTHER NEWLY CREATED LINE ITEMS WITH ZERO BALANCE. I DON'T KNOW IF THAT' SOMETHING THAT THE BOARD COULD ACCEPT THAT WITHOUT REQUIRING APPROVAL . I STILL WOULD LIKE TO SEE FROM LINE ITEM TO LINE ITEM EVEN IF IT'S OUTSIDE OF THE CATEGORY. IF IT'S ALL WITHIN STUDENT SERVICES I STILL WANT TO SEE IT MOVING FROM SALARIES TO EQUIPMENT. I THINK WE HAVE A LIMIT OF 25,000 .
ANYTHING OVER $25,000 REQUIRES A BUDGET APPROVAL. I WOULD STILL WANT TO REMAIN WITH THAT BUT I WOULD LIKE TO MAKE A
MOTION. >> AND STICKING WITH THE AGENDA , THE ITEM BEFORE US IS THE INTER-CATEGORY BUDGET TRANSFER WE WILL MOVE INTO DISCUSSIONS ON THE INTER-CATEGORY BUDGET TRANSFER. IF THERE IS A MOTION YOU WOULD LIKE TO MAKE ABOUT OUR BUDGET POLICY YOU CAN DO THAT AT A DIFFERENT TIME .
>> AFTER THIS MOTION ? >> IF YOU MAKE THAT REQUEST,
YES. >> OKAY, WHAT DOES DEAL WITH THIS IS JUST A QUESTION. WIL THIS REPORT THAT WE RECEIVE MONTHLY , THAT HAS LINE ITEM SALARIES, WE WON'T HAVE TO SE ALL OF THE DIFFERENT SCHOOL LIN ITEMS. IS THAT CORRECT? IT WOULD STILL BE SUMMARIZED INTO ONE SALARY LINE.
>> IF WHAT? IF WE MAKE THE POLICY CHANGE YOU ARE
PROPOSING? >> NO, I HAVE TO WITHDRAW MY MOTION FOR THE POLICY CHANGE. THIS IS JUST ASKING THAT YOU HAVE BROKEN DOWN A LINE ITEM INTO 15 DIFFERENT OTHER LINE ITEMS TO ALLOCATE FUNDING TO THE SCHOOL SYSTEMS , BUILDINGS OR WHATEVER. MY QUESTION IS FOR THIS MONTHLY REPORT WE WIL STILL SEE THE SUM TOTAL OF TEACHER SUBS AND SPECIAL ED.
WE WON'T SEE 25 DIFFERENT LINE ITEMS.
>> THERE IS NO PLAN TO CHANGE THE REPORT .
>> THAT'S FINE. I'M FINE WITH THE BUDGET TRANSFERS.
>> THERE WAS A MOTION AND A SECOND ON THE FLOOR. ANY DISCUSSION FURTHER? HEARING NONE, THOSE IN FAVOR. MOTION
PASSES, 3-0 . >> BEFORE YOU LEAVE , EITHER ANY FURTHER PLANS TO CREATE NEW SUB LINE ITEMS THAT WE WILL NEED TO ADDRESS IN THE FUTURE? I DO FEEL SORRY HAVE TO BRING THIS BUDGET ADJUSTMENT REQUEST TO THE BOARD EVERY TIME YOU DO SOMETHING. WHERE I MAKES ZERO IMPACT ON THE BUDGET SERVICE WITHIN THE NEXT 2-6 WEEKS . THERE IS A POSSIBILITY
[02:05:02]
WE WILL DISAGGREGATE ADDITIONAL ACCOUNTS AS TIME GOES ON AS WE MEET THE BLUEPRINT REQUIREMENTS OF 75% OF THE BLUEPRINT COST TO THE BUILDINGS.>> I WOULD LIKE TO MAKE A MOTIO WE DO NOT REQUIRE MR. JOHNSON TO BRING BUDGET ADJUSTMENTS BEFORE THE BOARD THAT ARE THE DISAGGREGATION WHERE SOME TOTA IMPACT IS ZERO.
>> BEFORE ACCEPTING THE MOTION , I BELIEVE THAT IS AN ITEM THAT IS LISTED WITHIN THE BOAR POLICY. IF THAT'S THE CASE, BOARD POLICY NEEDS TO BE CALLE UP FOR REVIEW. SO IF YOU KNOW THE BOARD POLICY NUMBER I WILL ALLOW YOU TO CALL THAT POLICY UP FOR FURTHER REVIEW AND DISCUSSION.
>> I DO NOT KNOW THE POLICY. >> IF YOU WANT TO RESEARCH, YOU CAN CALL IT UP LATER IN THE MEETING BEFORE WE GET TO BOARD COMMENTS. THAT IS SOMETHING WE CAN ADD TO THE AGENDA FOR OUR
NEXT MEETING. >> THAT IS ALMOST A PROCEDURAL
THING. >> IS DEFINITELY A POLICY , SO YOU WOULD HAVE TO CALL TO CHANGE THE DOLLAR AMOUNT. IT'S DEFINITELY PART OF THE POLICY. THINK MR. JOHNSON IS TRYING TO
HELP YOU. >> I THINK THE POLICY NUMBER I
5515. >> ARE YOU MAKING A MOTION TO CALL UP POLICY 5515 FOR FUTURE DISCUSSION? MOTION ACCEPTED. IS THERE A SECOND? IS THERE ANY DISCUSSION , HEARING NONE ALL OF THOSE IN FAVOR FOR CALLING POLICY 5515 FOR FUTURE DISCUSSION. ANY OPPOSED? THANK YOU. MS. MAXEY , CAN YOU ADD THAT TO OUR NEXT AGENDA ? THANK YOU MR. JOHNSON

ANY DISCUSSION? >> YES, I JUST ASKED AND THANK WHOEVER ASKED IT. IF WE DON'T SEE ANY VALUE HERE BUT JUST WONDERED IF YOU WERE SEEING LARGE INCREASES IN FOOD PRICIN AND PRODUCE PRICING THAT WOULD IMPACT YOUR BUDGET FOR THIS
YEAR? >> THAT IS ONE OF THE INCREASE I WILL BE COMING IN THE NEXT FEW WEEKS . IT WILL BE SPECIFICALLY FOR THE COST OF FOODS. THEY HAVE GONE UP QUITE BIT, SOME OF THEM AS MUCH AS 30%.
>> I UNDERSTAND THAT HAD ALREAD BEEN FIGURED INTO THE 2024 BUDGET AND SOME LEVEL OF PRICING INCREASE.
>> IT IS STARTING TO LEVEL OFF BUT THAT HAS BEEN TAKEN INTO
CONSIDERATION. >> ANY FURTHER DISCUSSION? THOSE IN FAVOR? ANY OPPOSED? MOTION PASSES, 4-0 .

>> THANK YOU. MR. JOE PARMER SUPERVISOR OF INFORMATION TECHNOLOGY FOR THE SECOND REQUEST , TO GAIN APPROVAL FOR THE UTILIZING OF THE PENNSYLVANIA PURCHASE PROGRAM FOR MICROCOMPUTERS 531-7522 FO THE OUTRIGHT PURCHASE OF 2415 THIRD GRADE LAPTOPS, EQUIPMEN AND WARRANTY SERVICES. THIS WILL REDUCE THE NUMBER OF LAPTOPS BEING LEASED LOWER THE OVERALL SPENDING FOR THE THREE-YEAR LEASE WINDOW. WE REQUEST THE BOARD APPROVE THE PURCHASE LAPTOPS AND AWARD THE CONTRACT TO CD W GOVERNMENT O CHICAGO, ILLINOIS. IN THE TOTA AMOUNT OF 1 MILLION DOLLARS. THE FUNDING SOURCE IS THE SR THREE GRAND. IT'S IMPORTANT TO NOTE THE THIRD GRADE LAPTOPS WERE APPROVED BY THE BOARD FO LEASING AS PART OF LARGER STUDENT RECOMMENDATION. THIS PURCHASE TODAY WOULD ONLY NULLIFY A PORTION OF THE EARLIER LEASE FOR THE THIRD AN
SIXTH GRADE LAPTOPS. >> MOVED TO APPROVE.

>> ON BEHALF OF MR. STEPHEN WILLIAMS, I WILL PRESENT THE THIRD REQUEST TO GAIN APPROVAL FOR THE UTILIZING OF THE COOPERATIVE CONTRACT NUMBER 050819 DASH DAK FOR THE PURCHASE AND INSTALL IN NORTHERN HIGH SCHOOL IN I WOUL LIKE TO CLARIFY THE USE OF THE WORD FOOTBALL IS ONLY BEING REFLECT IF A THE LANGUAGE RECEIVED IN THE QUOTE FOR THE SCOREBOARD. THIS IS FOR A STADIUM SCOREBOARD THAT HAS MORE SPORTS THAN JUST FOOTBALL WILL BE USING IT. THE SCOREBOARD WILL REPLACE THE EXISTING WITHOUT ANY NEED FOR MAJOR RENOVATIONS AND WITHOUT THE NEED TO RUN ADDITIONAL UTILITY UNDER THE FIELD. THE CURRENT SCOREBOARD WAS INSTALLE PRIOR TO 2011 AND THE TECHNOLOG IS OUTDATED AND THE REPLACEMENT OF PARTS ARE EXPENSIVE. THE COST WILL CONTINUE TO BECOME MORE EXPENSIVE. ALL FUNDING WILL BE THE SCHOOLS BUDGETED EQUIPMENT REPLACEMENT FUNDS. WE ASKED TH BOARD APPROVE THE CONTRACT FOR THE PURCHASE OF A STADIUM SCOREBOARD AND AWARD THE CONTRACT TO BROOKING SOUTH DAKOTA IN THE TOTAL AMOUNT OF $49,000.
>> MOVED TO APPROVE. >> ANY DISCUSSION?
>> SO , SOMEONE ANSWERED MY QUESTION ON WHO IS PAYING FOR THIS. THIS IS INSIDE NORTHERN HIGH SCHOOLS OWN BUDGET. DO YO KNOW IF THIS WAS PLANNED FOR THIS YEAR OR IS THIS HAPPENING
NEXT YEAR? >> THIS WAS BUDGETED FOR 23.
>> WILL WE DO THAT INSTALL ? THIS ISN'T LABOR, THIS IS JUST
FOR THE SCOREBOARD. >> I BELIEVE THIS IS FOR PARTS AND INSTALL. I CAN DOUBLE CHECK THAT FOR YOU JUST TO BE
CERTAIN . >> I HAVE A QUESTION OUT OF CURIOSITY THE CLOSE TO 50,000, DOES THAT COME FROM THE MONEY THAT THEY MAKE FROM PEOPLE ATTENDING FOOTBALL GAMES OR DOE THAT ACTUALLY COME FROM A SCHOOL BUDGET?
>> I CAN ANSWER THAT TO THE BEST OF MY ABILITY. IT COMES
FROM BOARD FUNDS. >> AS A UNDERSTAND, BOOSTER CLUBS RUN THE CONCESSION STANDS AT VARIOUS ATHLETIC EVENTS AT OUR SCHOOLS. I BELIEVE OUR BOOSTER CLUBS HAVE THEIR OWN BANK ACCOUNTS FOR THE MONEY THEY ARE RECEIVING. IF IT THE BOOSTER CLUB THEY WOULD BE PRESENTING THE FUNDS.
>> I WAS JUST WONDERING ABOUT THAT BECAUSE FOR MANY YEARS ELEMENTARY LEVELS HAVE DONE FU RUNS TO BUY PLAYGROUND

EQUIPMENT. AT THE HIGH SCHOOL LEVEL THEY ARE RECESSED IN A SENSE . AT THE ELEMENTARY IT ISN'T. THANK YOU, JUST CURIOUS.>> MR. ANTHONY NAVARRO FOR THE FINAL REQUEST WHICH IS FOR THE REWARDING OF STRATEGIC PLANNIN CONSULTING SERVICES. IN FEBRUARY 2023 THE PUBLIC SCHOOLS POSTED A REQUEST FROM QUALIFIED FIRMS TO ASSIST IN TH DEVELOPMENT OF A THREE-YEAR STRATEGIC PLAN FOR OUR SCHOOL DISTRICT. NINE VENDOR SUBMITTE PROPOSAL. THE TECHNICAL PROPOSALS WERE REVIEWED BY AN EVALUATION COMMITTEE AND FOUR FINALISTS WERE INVITED TO PARTICIPATE IN INTERVIEWS. BASED ON THE RESULTS WE REQUEST THE BOARD WORD THE CONTRACT FO STRATEGIC PLANNING TO HAZARD YOUNG AND ASSOCIATES OF SCHAUMBURG, ILLINOIS AND THE TOTAL AMOUNT OF $68,000. THE FIRM PERFORMED VERY WELL DURING THEIR INTERVIEW AND OFFER THE MOST COMPETITIVE PRICING FOR THE LEVEL OF WORK THEY WILL COMPLETE . IT WAS DETERMINED B THE COMMITTEE THAT THE SIX-MONTH TIMELINE OF SERVICES PROVIDED WOULD DEVELOP A FIVE-YEAR STRATEGIC PLAN AT N ADDITIONAL COST. FUNDING DUE T LOCAL OPERATING BUDGET.

YEAR'S BUDGET? >> YES. DO WE KNOW IF WE BUDGET IT AT THIS LEVEL , I PERSONALLY DON'T REMEMBER. WHEN WE BUILT THE BUDGET FOR NEXT YEAR TO BE PUT IN SOMETHING CLOSE TO
68,000. >> WE ASKED FOR 75,000. THIS I THE GOING RATE. IS STRATEGIC PLAN IS VERY SERIOUS IMPORTAN UNDERTAKING. WE DO NEED QUALITY. I DON'T KNOW IF WE NEED THE QUALITY WHAT THE INTERNATIONAL CENTER FOR LEADERSHIP AND EDUCATION WANTE TO CHARGE WHICH IS $320,000.
DON'T KNOW WHAT THEY WERE THINKING. THEY DIDN'T WANT THE

[7.05 Change Order]
REQUEST. >> THANK YOU MR. TAYLOR. WE WIL MOVE INTO THE CHANGE ORDER NEXT
>> TODAY I HAVE ONE CHANGE ORDER FOR BOARD RECOMMENDATION JOINING ME TO PRESENT IS MR. GREGORY GOT , DIRECTOR OF SCHOO FACILITIES. DR. ANTHONY NAVARR , AND MR. KEVIN HOOK , SUPERVISOR OF ATHLETICS. MAY 12 2022 THE BOARD APPROVED AND AWARDED THE CONTRACT FOR MAINTENANCE TO GROWING SOLUTIONS LLC FOR THE EXISTING TURF. AND RE-CROWN AT THE FOUR HIGH SCHOOL LOCATIONS. THE TOTAL COST OF THE ONE-TIME RENOVATIONS WAS $3500. DURING THE IRRIGATION SPRING STARTED BY FACILITIES THERE WAS EVIDENCE AND CONSENT THAT THE EXISTING SPRINKLER SYSTEMS THA WERE INSTALLED BY A DIFFERENT VENDOR OR NOT ALL AT THE NECESSARY DEPTH AND IT WOULD B DAMAGED DURING FIELD MAINTENANCE.
>> BASED ON THE NEED TO RENOVAT THE FIELD GET THEM READY FOR USE IN 2024. THE CHANGE ORDER WOULD REMOVE THE EXISTING SYSTEMS AT THE PROPER DEPTH , WAS DEEMED AS A NECESSARY REPAIR. THE COST OF THE SERVICE WOULD BE UP TO $52,075 PER FIELD OR A POTENTIAL TOTAL COST OF $2000. FOR COMPETITIVE COMPARISON SCHOOL FACILITIES CONTACT ADDITIONAL VENDORS WH PROVIDED QUOTES THAT WERE HIGHER THAN THAT FOR THE SAME
WORK. >> THE REAL NEED FOR THE SERVIC
[02:20:01]
WILL BE ASSESSED ON AS NEEDED BASIS AS EACH HIGH SCHOOL FIEL IS STRIPPED AND THE SPRINKLER SYSTEM CAN BE ANALYZED. IF IT'S DETERMINED THE SPRINKLER SYSTEM NEEDS REPLACING , THE WHOLE SYSTEM WILL BE REMOVED AND A NEW SPRINKLER SYSTEM INSTALLED. STRIPPING OF THE FIELDS MAY ALSO SHOW THEY HAVE THEIR SYSTEM AT A PROPER DEPTH AND SCHOOL FACILITIES MAKE THE DETERMINATION THE SYSTEM CAN REMAIN. THE FIELD RENOVATIONS ARE READY TO BEGIN NEXT WEEK. WE REQUEST THE BOARD APPROVE THE CHANGE ORDER TO INCLUDE THE REMOVAL AND INSTALLATION OF SPRINKLER SYSTEMS ON AS NEEDED BASIS AND UP TO $2000.THE FUNDING SOURCE FOR THE CHANGE ORDER WOULD BE THROUGH THE SCHOOL FACILITIES OPERATING BUDGET.
>> MOTION TO APPROVE? >> WE HAVE A MOTION AND A SECON
ON THE FLOOR. >> YES, I ASK IF THIS WAS GOING TO BE OVER THE BUDGET AN I GOT A VERY GOOD RESPONSE THA SAYS DUE TO OTHER SAVINGS OF WHAT THE QUOTES HAVE COME IN AT WE MAY NOT BE EXCEEDIG BUDGET WHICH IS HELPFUL. NOW IT'S JUS A MATTER OF KEEPING OUR FINGERS CROSSED WE DON'T HAVE TO SPEND FOUR EVERY SINGLE FIELD . $52,000. THIS IS JUST THE WORS
CASE. >> UNTIL THEY TAKE THE TOP OF W CANNOT DETERMINE WHAT IS UNDERNEATH. YOU WANT TO MAKE SURE BECAUSE WE ARE WORKING WIT A SPECIFIC WINDOW TO COMPLETE THE PROJECT AND HAVE THE TEAMS BACK ON THE FIELD IN THE FALL THAT WE DON'T INTERRUPT THE PROCESS .
>> YOU HAVE TO HAVE FIELDS BACK IN PERFECT CONDITION BY THE TIM
SCHOOL STARTS. >> DO WE KNOW WITH THE RENOVATIONS HOW MANY YEARS WE GET WITH THIS?
>> THERE IS NO WRITTEN RULE AS TO WHAT YOU GET. THE REASON WE ARE DOING PROFESSIONAL MAINTENANCE IS BECAUSE THIS WILL PROLONG THE PERIOD OF TIM ONCE THE RENOVATION IS DONE IN THE FIELD WILL LAST. MOST CASE THE LAST BETWEEN 10-12 YEARS.
THAT MEANS WE ARE NOT LOOKING AT RHE CROWNING THESE FIELDS IN
TIME IN THE NEAR FUTURE. >> ANY FURTHER QUESTIONS? SEEING NONE, THOSE IN FAVOR? ANY OPPOSE? MOTION PASSES,

>> THANK YOU MR. TAYLOR . NEXT WE WILL MOVE TO BOARD CALENDA APPROVAL . I BELIEVE THE BOARD CALENDAR WAS SHARED WITH COLLEAGUES FOR US TO APPROVE AND REVIEW.
>> THERE IS A MOTION AND A SECOND. ANY DISCUSSION?
>> THERE HAVE BEEN PARENTS WHO HAVE BEEN CONCERNED ABOUT MEETINGS AT 330 . YOU KNOW, WORKING PARENTS . I'M WONDERING IF THERE SHOULD BE A DISCUSSION ABOUT CHANGING THE TIME TO MAK AN EQUITABLE FOR PARENTS WHO D NOT GET HOME FROM D.C. , DRIVIN
THOSE KINDS OF DISTANCES. >> HAVING BEEN ON THE BOARD TH LONGEST, USED TO ONLY HAVE DAY MEETINGS, MORNING MEETINGS AND THEN WE WENT TO A LITTLE BIT LATER IN THE AFTERNOON AND MAD IT INTO EVENING MEETINGS. HAL OF THE MONTH IS THE EVENING AND THE OTHER HALF IS AT 3:30. THE MAIN THING IS IT WAS NOT A LOT OF PARTICIPATION , NOT A LOT OF PARENTS THAT CAME IN THE EVENING AND IT REQUIRED STAFF TO STAY HERE AFTER HOURS. YOU KNOW THE MEETINGS CAN LAST FIV HOURS SO WE THOUGHT THAT WAS CRUEL AND UNUSUAL PUNISHMENT. THIS IS JUST TO HELP WITH NOT MAKING EXTENDED HOURS FOR STAFF.

QUALIFICATION SPECIFICALLY THAT ALL ELIGIBLE PREKINDERGARTEN PROVIDERS SHALL INCLUDE STRUCTURAL ELEMENTS THAT ARE EVIDENCE-BASED AND NATURALY RECORD HIGHS AS IMPORTANT FOR ENSURING PROGRAM QUALITY. THE ORIGINAL LANGUAGE STATED IN TH BEGINNING THE 2025 -26 SCHOOL YEARS FOR ALL ELIGIBLE PROVIDERS SHOULD INCLUDE STRUCTURAL EVIDENCE THAT ARE EVIDENCE-BASED AND NATIONALLY RECOGNIZED AS IMPORTANT FOR ENSURING PROGRAM QUALITY. THE NEW LANGUAGE CHANGES TO READ ĆBEGINNING IN THE 2027 -28 SCHOOL YEAR. THIS EXTENDS THE DEADLINE FOR CERTIFICATION REQUIREMENTS FOR PRE-K TEACHERS AND ASSISTANTS IN PUBLIC PROGRAMS UNTIL THE 28 SCHOOL YEAR. NO CHANGES ARE MADE TO THE CERTIFICATION REQUIREMENTS FOR PRE-K TEACHERS AND ASSISTANCE THAT WAS ORIGINALLY SPECIFIED. THE LAST PIECE I WILL REVIEW IS OUR PUBLIC AWARENESS. WE TALKED AS A COMMITTEE AND WITH THE CALVERT COUNTY COMMITTEE ABOUT PUBLIC AWARENESS AND HOW TO EXPAND OUR EFFORTS TO COMMUNITY MEMBERS AN PROVIDE BLUEPRINT INFORMATION.WE RECORDED SHORT PILLAR VIDEOS LAST MONTH. THESE VIDEOS ARE CURRENTLY IN PRODUCTION AND WIL BE RELEASED ONCE PRODUCTION IS COMPLETED. THE VIDEOS WILL PROVIDE A PALER OVERVIEW AND WILL BE SHARED IN PARENT COMMUNICATION HOUSED ON THE CC AS WEBSITE AND SHARED BY THE COUNTY GOVERNMENT. WE ARE LOOKING TO PROVIDE A QUARTERLY BLUEPRINT NEWSLETTER BEGINNING THE SUMMER. THIS IS SOMETHING OUR COMMUNITY SUGGESTED DURING OUR STAKEHOLDER ENGAGEMENT. LASTLY, SCHOOL-BASED STAKEHOLDER ROUNDTABLE MEETINGS WILL TAKE PLACE TO ENGAGE WITH STAFF. WE WILL DEVELOP A MEETING PROTOCOL IN ORDER TO GIVE THE MOST PERTINENT INFORMATION FROM ALL STAFF ABOU HOW THE BLUEPRINT IMPACTS THEM AND WHAT THEY FEEL IS MOST IMPORTANT REGARDING IMPLEMENTATION OVER THE NEXT SEVERAL YEARS. SIMILAR ROUNDTABLE SESSIONS ALSO CONTINUE WITH COMMUNITY MEMBERS AS WE HAVE DONE THIS YEAR WITH THE PILLAR STAKEHOLDER MEETINGS OTHER METHODS OF COMMUNITY ENGAGEMENT WILL BE CONSIDERED THROUGHOUT THE SUMMER AND BEYON AND COMMUNITY INPUT SUGGESTION IS ALWAYS WELCOME IN ORDER FOR US TO ENSURE TRANSPARENCY TO AND INCLUSION FOR EVERYONE IMPACTED BY THE BLUEPRINT. THA IS MY PRESENTATION. DO YOU HAVE
ANY QUESTIONS? >> COULD YOU REPEAT -- YOU SAI ADVICE PRINCIPLES. I KNOW THE WERE SUPPOSED US TO SPEND A PERCENTAGE OF TIME IN THE CLASSROOM. THAT HAD CHANGED.
WHAT IS THE REQUIREMENT NOW? >> THE 20% IS THE SAME BUT THEY CHANGED THE LANGUAGE FROM THEY SHALL TEACH IN THE CLASSROOM T NOW THEY ARE TO DO TEACHER RELATED ACTIVITIES WITH STUDENTS. I WILL READ IT AGAIN SPECIFICALLY. AN ASSISTANT PRINCIPAL SHALL PARTICIPATE IN CLASSROOM ACTIVITY INVOLVING DIRECT INTERACTION WITH THE STUDENTS. NOT NECESSARILY , OR COULD BE, BUT BEING THE LEAD TEACHER AND TEACHER OF RECORD.
IT DOESN'T SPECIFICALLY STATE THAT ANYMORE.
>> I KNOW WHEN IT'S SUPPOSED TO 60-40 THEY WERE GOING TO BE PART OF THAT 40%. THAT'S NOT GOING TO AFFECT IT?
>> A LOT OF THAT IS IN DISCUSSIONS WITH REGARD TO THE CAREER LADDER AND WHAT THAT 60/40 MIGHT LOOK LIKE. WE DON' KNOW WHAT THAT'S GOING TO BE. I JUST GIVES SCHOOL SYSTEMS A LO MORE FLEXIBILITY WITH REGARD TO HOW TO FILL THE GAP WHEN TRYING
>> ANY OTHER DISCUSSION? ALL RIGHT.
>> YOU KNOW I DO. SO, I'M SUR YOU'VE HEARD ALL THE DIFFERENT GRUMBLINGS ABOUT THE BLUEPRINT AND IT HASN'T HELPED THE REPUTATION OF THE BLUEPRINT TO HAVE MST AT ODDS . I JUST WANTED TO ASK, YOU KEPT SAYING MSD WAS REVIEWING OUR PLAN AND THEN YOU SAID AIB PERSON DEBATED AND THAT REVIEW IN SOM REGARD. DID WE RECEIVE INPUT FROM BOTH OF THOSE ORGANIZATION
OR JUST ONE? >> JUST ONE. AIB WILL REVIEW AFTER MSDE SUBMITS THE RECOMMENDATION . IT WASN'T THE

INITIAL UNDERSTANDING, HOWEVER, WE DID RECEIVE SOME COMMUNICATION CLARIFYING THAT THEY ARE WORKING COLLABORATIVEL AS WE TRY TO GET THESE PLANS APPROVED AND SO WE EXPECT THA SHOULD BE ON THE SAME ACCORD A WE MOVE FORWARD AND WHATEVER IS RECOMMENDED WE WILL HAVE TO GO THROUGH A SECOND ROUND.>> OKAY. ALL RIGHT. IT HASN'T CAUSED YOU AND OUR STAFF UNDUE
HARDSHIP QUESTION MARK >> NO. AS BLUEPRINT COORDINATORS ACROSS THE STATE W DO HAVE QUESTIONS THAT WE ARE HOPING TO HAVE ANSWERED AT OUR MEETING NEXT WEEK SO THAT WE KNOW EXACTLY HOW WE ARE MOVING FORWARD.

I HAV LEARNED SO MUCH FROM YOU FROM THIS ESSENCE YOU OFFER AND WHEN I LOOK AT THIS FEEDBACK SHEET I THINK IT'S AMAZING THAT PARTIALLY MET WAS SO HIGH AND THAT WE HAVE ABSOLUTELY NO DOE NOT MEET. THANK YOU FOR EVERYTHING YOU'VE DONE TO GET US WHERE WE ARE RIGHT NOW.
>> IT'S A CREDIT TO THE TEAM WE HAVE. OUR WORKGROUPS AND ARPELAR CHAIRS ARE THE ONES REALLY PUSHING THE WORK SO WE SUPPORT EACH OTHER THROUGH THAT EFFORT.

[7.08 Educational Facilities Master Plan]
IT'S A HEAVY LIFT AND WE TOTALL UNDERSTAND THAT. WE APPRECIATE EACH OF YOU. THANK YOU SO MUCH FOR THE PRESENTATION.>> THANK YOU. >> NEXT WE WILL MOVE INTO REVIE OF OUR EDUCATIONAL FACILITIES MASTER PLAN. GOOD TO SEE YOU AGAIN. IT WAS NICE TO BE WITH YOU THIS AFTERNOON.
GOOD AFTERNOON PRESIDENT CLAGETT , DR. COUNCIL AND MEMBERS OF THE BOARD. DIRECTOR OF SCHOOL CONSTRUCTION. TODAY, I AM BEFORE YOU TO PRESENT THE DRAFT VERSION OF THE EDUCATIONAL FACILITIES MASTER PLAN FOR FY 2025. THE EDUCATIONAL FACILITIES MASTER PLAN OR EF MP AS I WILL REFER TO IT FROM NOW ON BECAUSE IT IS SO LONG SOUNDING IS A LONG-RANGE PLANNING DOCUMENT THAT IS PRODUCED ANNUALLY BY CC S STAFF. THE EFMP OPERATING PROCEDURES FOR PUBLIC SCHOOLS, PLANNING AND COMMUNITY ANALYSIS CCP S INVENTORY AND ALLEGATION AND ENROLLMENT DATA. THE EFMP IS THE BASIS UPON WHICH FUTURE FACILITY PLANNING DECISIONS ARE MADE. IN OTHER WORDS, THE EDUCATIONAL FACILITIES MASTER PLAN IS REALLY THE ROAD MAP UPO WHICH THE CAPITAL IMPROVEMENT PLAN IS BASED . AS IN YEARS PAS THIS DOCUMENT WILL BE MADE AVAILABLE OVER THE NEXT 30 DAYS FOR PUBLIC COMMENT, FOR VLE AN STAFF COMMENT AND AGENCY COMMENT SUCH AS OUR COUNTY PLANNING AND ZONING DEPARTMENT.
ONCE THE COMMENT PERIOD IS OVE WE WILL COME BACK TO THE BOARD TO ADDRESS COMMENTS AND REVISIONS. WE WILL ASK FOR APPROVAL OF THE FY 2025 EFMP A THE JUNE 15TH BOARD OF EDUCATIO MEETING. AT THAT POINT IN TIME AND NO LATER THAN JULY 1ST WE WILL BE SUBMITTING THE EDUCATIONAL FACILITIES MASTER PLAN TO THE MARYLAND DEPARTMENT OF PLANNING AS IS REQUIRED . I' LIKE TO MENTION A FEW KEY ITEMS RELATED TO THE FINALIZATION OF THIS DOCUMENT. NUMBER ONE, THE ENROLLMENT PROJECTIONS INCLUDED WITHIN THE REPORT HAVE BEEN SUBMITTED TO AND APPROVED BY MARYLAND DEPARTMENT OF PLANNING TYPICALLY, MDP LOOKS TO MAKE SURE THEY ARE ALIGNED WITHIN 5 OF THEIR PROJECTIONS. THIS IS THE CASE. THE LETTER OF ENDORSEMENT FROM MDP HAS ACTUALLY BEEN INCLUDED WITHIN THE FINAL EFMP BEFORE YOU. TH BOE ENDORSEMENT FORM INCLUDED ON PAGE 90 WILL REQUIRE SIGNATURES FROM PRESIDENT CLAGETT AND DR. COUNCIL PRIOR T SUBMISSION TO THE STATE. NUMBE THREE, THE DOCUMENT HAS BEEN SUBMITTED TO THE COUNTY FOR THEIR REVIEW AND SUBSEQUENT ENDORSEMENT WHICH WILL BE INCLUDED AS WELL BEFORE THE JULY ONE SUBMISSION DATE. THE DOCUMENT YOU HAVE BEFORE YOU
[02:45:03]
TODAY WILL BE THE DOCUMENT THA IS PROPOSED TO BE SUBMITTED TO THE STATE EXCEPT FOR ANY REVISIONS PENDING COMMENTS WITHIN THE 30 DAY PERIOD . FOLLOWING THE BOARD MEETING THE FINAL DOCUMENT WILL BE POSTED ON OUR WEBSITE AND WILL BE MADE PUBLICLY AVAILABLE. THE ONLY DIFFERENCE BETWEEN THE DOCUMENT ADMITTED TO THE STATE AND WHAT WILL BE MADE PUBLICLY AVAILABLE IS THAT THE PUBLIC DOCUMENT WIL NOT CONTAIN BUILDING FLOOR PLAN AS WE DO NOT MAKE OUR FLOOR PLANS AVAILABLE IN PRINT OR ONLINE FOR SECURITY REASONS. I WOULD LIKE TO NOW DIRECT YOUR ATTENTION TO VARIOUS SECTIONS OF THE DOCUMENT COMPARED WITH LAST YEAR'S PLAN. IF YOU GO TO PAGE 16 OF THE DOCUMENT, IN THE POPULATION ESTIMATES AND PROJECTION TABLE YOU WILL SEE THAT THE COUNTY'S POPULATION ESTIMATE FOR 2023 IS 94,750 WHICH IS AN INCREASE OF 210 RESIDENCE OVER THE CALENDAR YEAR. ON PAGE 18 , IN TABLE 1 WHICH CONTAINS RESIDENTIAL BUILDING PERMITS DATA YOU WILL NOTICE THAT THE NUMBER OF PERMITS IN 2022 HAS DECLINED SHARPLY BY 45% FROM 2021 FIGURES. THERE HAVE BEEN CHANGE IN STORMWATER MANAGEMENT REGULATIONS THAT ARE MORE DIFFICULT AND MORE COSTLY TO COMPLY WITH. ADDITIONALLY, THERE WAS A NEW , FAIRLY EXTENSIVE PROJECT SUBMISSION STEP LIST THAT WAS ADOPTED BY DEPARTMENT OF PUBLIC WORKS IN THE SECOND HALF OF 2022. THAT REQUIRED ALL PROJECTS IN THE COUNTY REVIEW PIPELINE AT THE TIME TO RETROACTIVELY COMPLY. THEY HAD TO GO BACK WITHIN THE QUEUE. BOTH OF THESE FACTORS AS WELL AS THE RISE IN INTEREST RATES MAY VERY WELL BE THE CONTRIBUTING FACTORS TO THE SLOWDOWN IN DEVELOPERS AND BUILDERS APPLYING FOR PERMITS I 2022. IF WE GO TO THE SCHOOL SITE ANALYSIS SECTION WHICH IS LOCATED FROM PAGES 33 THROUGH 3 YOU WILL NOTICE WHAT THE COUNTY ADEQUATE PUBLIC FACILIT ORDINANCE HAS NOTED IN TERMS OF ZONES THAT HAVE BEEN CLOSED FOR GEOGRAPHICAL LOCATIONS VERSUS ZONES THAT ARE OPEN. PLEASE REMEMBER THE COUNTIES APF, ADEQUATE PUBLIC FACILITY RATED CAPACITY THAT THEY USED TO MAKE THESE CALCULATIONS, IS DIFFERENT THAN THE STATE RATED CAPACITY. I WOULD BE HAPPY TO G INTO THAT A LITTLE BIT MORE ONC WE GO TO THE QUESTIONS IF SOMEBODY WOULD LIKE TO KNOW MOR ABOUT THAT I CAN CERTAINLY SHAR MORE INFORMATION VIA EMAIL AS WELL. IT IS KIND OF A CONFUSIN CALCULATION THE WAY THEY ARE DIFFERENT. THE COUNTY HAS AN ADEQUATE PUBLIC FACILITIES ORDINANCE WHICH RESTRICTS DEVELOPMENT WITHIN THE COUNTY PARTLY BY LOOKING AT ENROLLMENT WITHIN THE SCHOOL AS A PERCENTAGE OF ITS CAPACITY. TH COUNTY RESTRICTS DEVELOPMENT B CLOSING THE SCHOOL ZONES BUT ONLY FOR A PERIOD OF SIX YEARS AFTER THAT, THE CLOCK BEGINS TO TAKE AGAIN. THEREFORE, BASED ON THE COUNTIES CAPACITY CALCULATION FOR A SCHOOL ZONE THE FINAL APPROVAL OF A RESIDENTIAL SUBDIVISION CAN BE DELAYED BUT ONLY UP TO THAT SI YEAR TIME PERIOD. AFTER THAT IT CAN BEGIN AGAIN WITHIN ITS PROCESS. LAST YEAR, IT'S IMPORTANT TO NOTE THAT THE ONLY GEOGRAPHICAL AREAS THAT WERE CLOSED FOR FINAL OF SUBDIVISIONS WHERE MOUNT HARMON ELEMENTARY AND NORTHERN HIGH SCHOOL. THE REMAINING AREAS WER OPEN FOR FINAL OF SUBDIVISIONS. THIS YEAR, THE COUNTY'S SPRING ADEQUATE PUBLIC FACILITIES BOARD INDICATES THAT , AT THIS TIME, ONLY MOUNT HARMONY IS OVE CAPACITY AND THEREFORE CLOSED FOR FINAL REPORTING OF RESIDENTIAL SUBDIVISIONS AND RESIDENTIAL SITE DEVELOPMENT PLANS . NORTHERN HIGH SCHOOL IS NOW BELOW THE ORDINANCE THRESHOLD BY A RAZOR THIN MARGI AT 99.6%. IT IS OPEN. I WOULD ALSO LIKE TO POINT OUT THAT IN SPRING OF 2022 WHEN THE NORTHER HIGH SCHOOL ZONE WAS CLOSED THERE WERE NO SUBDIVISIONS WITHIN THE PIPELINE THAT WERE BEING HELD FOR FINAL PREPARATION. I HAD VERIFIED, A OF TODAY FROM PLANNING AND ZONING, THAT THERE ARE NO SUBDIVISIONS WITHIN THE MOUNT HARMONY ZONE THAT THAT REQUIREMENT EITHER. THERE ARE N SUBDIVISIONS THAT ARE BASICALLY STOPPED AT THIS POINT IN THEIR TRACKS. ON PAGE 42 YOU WILL FIND TABLE 2 WHICH CONTAINS THE ANNUAL BIRTH AND DEATH DATA. THE 2021 DATA IS NOT YET AVAILABLE FROM MARYLAND CENTER O FOR HEALTH STATISTICS . IF WE RECEIVE THIS INFORMATION PRIOR TO FINALIZING THE REPORT WE WIL CERTAINLY INCLUDE IT. THE 2020[02:50:01]
DATA DOES SHOW THAT BOTH THE BIRTH AND DEATH RATES INCREASE FOR THAT YEAR , HOWEVER, BECAUS THEY BOTH INCREASED PROPORTIONALLY THAT RATIO OF BIRTH TO DEATH REMAINS AT 1.15 ON PAGE 44, WHICH CONTAINS TABLE 3, THIS SHOWS YOU THE PUBLIC VERSUS PRIVATE SCHOOL ENROLLMENT DATA IN CALVERT COUNTY . THE PUBLIC SCHOOL ENROLLMENT DECREASES SLIGHTLY IN FY 22-23. IT WAS 658 IN 22-23 VERSUS 671 THE PREVIOUS 21-22 SCHOOL YEAR. IT REMAINS AROUND 4% OF THE TOTAL ENROLLMENT IN PROPORTION TO OU ENROLLMENT. THE CALVERT COUNTY PUBLIC SCHOOLS ENROLLMENT CONTINUES TO GROW VERY SLOWLY AND IT HAS STILL NOT RECOVERED TO PRE-PANDEMIC LEVELS. I WILL GO INTO OUR ENROLLMENT PROJECTIONS NEXT. OUR ENROLLMEN PROJECTIONS DATA STARTS ON PAGE 45 AND IT GOES THROUGH PAGE 59.IF YOU GO TO TABLE 5 ON PAGE 4 YOU WILL SEE A GRAPHIC REPRESENTATION OF OUR ENROLLMEN PROJECTIONS THROUGH 2030 THROUG WERE OUR ENROLLMENT ARE PROJECTED TO BE AROUND 18,851.
A FEW PIECES OF IMPORTANT DATA TO NOTE. ALL THE ELEMENTARY SCHOOL ENROLLMENTS HAVE SEEN A SLIGHT GAIN OF STUDENTS THERE HAS BEEN OFFSETS TO A GREATER DEGREE BY SEEING LOSSES OF THE MIDDLE AND HIGH SCHOOL LEVELS. ALSO, IT'S IMPORTANT TO NOTE THAT THE NUMBER OF HOMESCHOOLIN APPLICATIONS IS ACTUALLY DECREASING. THIS YEAR WE SAW, IN SEPTEMBER, THOSE HOMESCHOOL APPLICATIONS WERE 984 VERSUS 1308 THE PREVIOUS YEAR. BASED ON THESE TRENDS WE ARE SHOWING MODEST GROWTH IN OUR OVERALL ENROLLMENT PROJECTIONS. FINALLY, STARTING ON PAGE 80 W OUTLINE OUR FACILITIES NEEDS. WE SUMMARIZE OUR MAJOR CIP PROJECTS ON PAGE 80 , WHICH REFLECT PLANNING AND CONSTRUCTION FOR NORTHERN MIDDL SCHOOL, AS WELL AS FUTURE MAJOR PROJECTS AT CALVERT ELEMENTARY CALVERT COUNTRY AND MOUNT HARMONY AS REFLECTED IN OUR CURRENT CIP. ALL THE PROJECTS I JUST MENTIONED OTHER THAN NORTHERN MIDDLE SCHOOL WILL REQUIRE A STUDY TO DETERMINE THE BEST APPROACH FOR EACH PROJECT. ON PAGES 81 THROUGH 8 WE LIST OUR SYSTEMIC RENOVATION PROJECTS. WHEN WE COME BEFORE YOU IN THE FALL FOR OUR CIP WE WILL PROVIDE MORE INFORMATION O THESE PROJECTS AT THAT TIME.
THAT WRAPS UP MY PRESENTATION O THE DRAFT EDUCATIONAL FACILITIES MASTER PLAN FOR FY 2025. AS STATED, THE DRAFT WILL BE AVAILABLE FOR REVIEW FOR THE NEXT MONTH . UPON CONCLUSION OF THE COMMENT PERIOD WE WILL MAKE NECESSARY REVISIONS AS I STATED AND WE WILL ASK THE BOARD FOR YOUR ENDORSEMENT OF THE JUNE 15TH BOARD MEETING. I WILL TAKE ANY QUESTIONS YOU MAY HAVE AT
THIS TIME. >> IF YOU TURN TO PAGE 24 -- THE SPECIAL EDUCATION STAFFING IS REFERRED TO AS A HYBRID CENSUS MODEL . ON PAGE 29 IT'S REFERENCING A WHOLE CONTINUUM OF SERVICES.
OTHER STAFF IF WE NEED TO MAKE CHANGE WE CAN CERTAINLY DO THAT THINGS. THE STAFFING MODEL IS BASED ON CENSUS SO SCHOOL POPULATION CONTINUUM OF SERVICES TALKS ABOUT THE WIDE RANGE OF SERVICES WE ACTUALLY PROVIDE TO STUDENTS WITH DISABILITIES. THEY ARE NOT RELATED AS IT CONCERNS THE
STAFFING CENSUS MODEL. >> OKAY. MY UNDERSTANDING IS THAT IT'S FOR ONE SPECIAL AND CHILDREN IT'S 175 STUDENTS. IS
THAT CORRECT? >> ONE MORE TIME?
>> THE CCPS WEBSITE THERE IS ONE SPECIAL EDUCATION TEACHER
FOR EVERY 175 STUDENTS. >> THE CENSUS MODEL FOR SPECIAL EDUCATION THAT WAS PUT IN PLACE YEARS AGO IS THAT THEY LOOK AT THE SCHOOL POPULATION. FOR EXAMPLE, IF A MIDDLE SCHOOL HA
[02:55:03]
500 STUDENTS FOR EVERY 175 STUDENTS IN THE BUILDING THEY PLACE ONE SPECIAL EDUCATION TEACHER AND ONCE THAT IS DONE THEN THE SPECIAL ED DEPARTMENT ACTUALLY LOOKS AT EACH CASELOAD SO, HOW MANY STUDENTS WITH DISABILITIES ARE ACTUALLY BEING SERVICED IN THAT BUILDING? THEY MAKE THE ADJUSTMENTS BASED ONTHAT. >> I CAN SEE AT ONE SCHOOL WHERE, IN THAT 175 OR WHATEVER THE NUMBER IS, THERE MIGHT BE 3 SPECIAL ED STUDENTS BUT AT ANOTHER SCHOOL THERE COULD BE
THREE. >> YEAH. THAT IS THE INITIAL STAFFING PLAN AND THEN THEY LOOK AT WHAT THE ACTUAL CASELOA IS. WHAT YOU JUST SUGGESTED. HOW MANY STUDENTS WITH DISABILITIES? HOW MANY IEP'S? HOW MANY REGIONAL PROGRAMS DO THEY HOUSE ? THEY WILL STAFF ADDITIONALLY BASED ON THAT.
COMING UP IN FUTURE MEETINGS SPECIAL ED IS PRESENTING THEIR
STAFFING PLAN TO. >> THANK YOU.
>> I HAD A QUESTION. I JUST WONDERED IF PAGE 70, WHICH SHOW THE PROJECTED ENROLLMENT OF THE CALVERT COUNTRY SCHOOL, WHAT IS THE REASONING BEHIND BRINGING THAT DOWN BASICALLY TO ZERO? IS IT BECAUSE WE ARE GOING TO BE RESOLVING ALL OVER IDENTIFICATION PROBLEMS OR ARE WE GOING TO BE HANDLING OUR NEEDIEST CHILDREN DIFFERENTLY?
>> THANK YOU FOR THE QUESTION. WE ARE CERTAINLY NOT PLANNING T GET RID OF THAT BUILDING. WE EMPLOYED A DIFFERENT MECHANISM FOR ENROLLMENT PROJECTIONS , WHICH WE STARTED LATE LAST YEAR AND THERE ARE CERTAINLY SOME TWEAKS WE NEED TO MAKE. IT IS DIFFICULT TO BE ABLE TO MAKE THE PROJECTION FOR CALVERT COUNTRY SCHOOL . SO, IN OUR PRIOR PROJECTIONS, FOR THE OUT YEARS WE HAD SORT OF MADE AN ASSUMPTION THAT THOSE LEVELS WOULD STAY ABOUT THE SAME. WE NEED TO REALLY REVISIT THAT PROJECTION MODEL TO SEE WHETHE SOME OF THOSE NUMBERS NEED TO I FACT CHANGE . THANK YOU FOR BRINGING IT TO OUR ATTENTION.
THAT IS SOMETHING I NOTED AS WELL THAT THOSE NUMBERS ARE BEGINNING TO DECLINE AS YOU GO OUT SEVERAL YEARS AND BY THE TIME YOU GET TO 10 YEARS YOU HAVE A HANDFUL OF STUDENTS. I DON'T ANTICIPATE THAT HAPPENING
>> JUST A TECHNICAL ISSUE. >> IT IS.
>> SO, I'M SURPRISED WE ARE AT 15,008 50. IT LOOKS LIKE IT IS ALL EVENLY SPLIT BETWEEN ELEMENTARY AND MIDDLE SCHOOLS , NOT SO MUCH HIGH SCHOOLS BY 2032 AT LEAST JUST LOOKING AT WHERE WE ARE NOW VERSUS PROJECTIONS IN 2032. BUT, IT STILL SHOWS BOARD OF ED THAT WE ARE GOING TO BE POTENTIALLY NEEDING TO REDISTRICT IN THE FUTURE. YOUR 2032 PROJECTIONS FOR NORTHERN HIGH SCHOOL IS GOING TO BE AT 140% CAPACITY .
OUR OTHER HIGH SCHOOLS ARE, SURPRISINGLY , BASICALLY SAYING FLAT. WE HAVE A PROBLEM THERE. WE HAVE KNOWN THAT. WE JUST HAVE TO WORK SLOWLY TOWARD SOME GOOD SOLUTIONS OVER TIME.
>> CERTAINLY. THAT IS SOMETHIN THE PROJECTIONS ARE SHOWING.
THEY SEEM TO BE SHOWING A PRETTY LOPSIDED ENROLLMENT
GROWTH IN THE NORTH. >> I SAY THIS EVERY YEAR. IF THE PUBLIC WANTS TO KNOW ABOUT CALVERT COUNTY IN GENERAL AND HOW THE SCHOOL SYSTEM FITS INTO IT THIS IS AN EXCELLENT DOCUMENT. IT TAKES YOU THROUG A LITTLE BIT OF HISTORY. IT TAKES YOU THROUGH CURRENT DEVELOPMENT PLANS. IT EVEN BREAKS DOWN BIRTHRATES. IT SHOWS THE IMPACT OF DENSITY I OUR DIFFERENT DISTRICTS. IT'S FASCINATING DOCUMENT. YOU GUYS ALWAYS DO SUCH A GOOD JOB ON THAT. I ENCOURAGE IT AS FAR AS
NIGHTTIME READING. >> THANK YOU.
>> ALL RIGHT. SEEING NO FURTHE DISCUSSION, THANK YOU, MISS

WARNER. WE WILL MOVE INTO BOAR COMMENTS.>> THANK YOU. I FIRST WANTED T RECOGNIZE THE WORK OF THE CODE
[03:00:05]
OF CONDUCT COMMITTEE WE SAW TODAY. I'M GLAD THAT THE NEW DRESS CODE THAT WAS DEVELOPED WAS REFLECTED IN THE REVIEW POLICY AND PROPOSED CODE OF CONDUCT IS REPRESENTATIVE OF SO MUCH STUDENT INPUT. FROM THE STUDENT MEETINGS WITH MS. CROCKETT TO GENERAL ASSEMBLY ASSOCIATION STUDENT COUNCIL ROUNDTABLES AND SCHOOL-BASED MEETINGS. A LOT OF WORK BY MANY PEOPLE WENT INTO THE CHANGES PRESENTED. I LOOK FORWARD TO IT IMPACT ON STUDENTS IF WE CHOOSE TO MOVE FORWARD WITH IT.ALTHOUGH I DO HAVE ANOTHER MEETING, BUT GIVEN THAT WRECKED -- I WANTED TO PRESENT MY GRATITUDE FOR THIS TERM. THANK YOU FOR YOUR KIND WORDS EARLIER TODAY AND THANK YOU TO EVERYONE WHO HAS SUPPORTED ME AND TAUGH ME NEW THINGS DURING THIS YEAR.
I LEARNED A GREAT DEAL AND I WILL NEVER FORGET THIS
EXPERIENCE. THANK YOU. >> THANK YOU.
>> IT'S BEEN A PLEASURE SERVING ON THIS BOARD WITH YOU. YOU ARE A RAY OF SUNSHINE EVERY TIME W GET TOGETHER. TODAY, WE GOT THE OPPORTUNITY TO TOUR THE NE PARCEL ELEMENTARY SCHOOL -- I'M SORRY , IT IS SPECTACULAR. I AM REALLY EXCITED FOR THE STUDENTS AND FAMILIES THAT WIL BE ENTERING THAT SCHOOL. THEY ARE UNDER GREAT LEADERSHIP WITH BROCK FULTON . I CANNOT WAIT FOR ITS OPENING AND I PLAN TO VISIT AS SOON AS IT DOES OPEN.
TONIGHT, I WANT TO HONOR TEACHER APPRECIATION WEEK. I'D LIKE TO THANK THE CALVERT COUNT SHOWING UP EVERY DAY FOR THEIR STUDENTS AND MEETING EVERY CHALLENGE TO THE BEST OF THEIR ABILITY. TONIGHT, I'D LIKE TO SPEAK ON BEHALF OF THE TEACHERS WHO HAVE REACHED OUT TO ME DURING THE FEW MONTHS THAT I'VE SERVED ON THIS BOARD. WHILE THE DEMANDS OF TEACHERS INCREASE ACCOUNTABILITY ON STUDENT APPEARS TO BE DECREASING.
THAT'S VERY WORRISOME TO ME. W HAVE MENTAL HEALTH ISSUES INCREASING BUT SUPPORT IN THE CLASSROOM DECREASES. TEACHER RETENTION DECREASES. SUPPORT STAFF DECREASES. KIDS ARE VAPIN IN THE BATHROOM GETTING 50% FOR DOING NO WORK . DESTROYING TEACHERS PERSONAL PROPERTY. WE MUST EMPHASIZE THAT THE CODE O CONDUCT IS NOT A CODE OF SUGGESTIONS. THIS CODE OF CONDUCT MUST BE STRICTLY ENFORCED. THERE ARE MANY POSITIVE THINGS HAPPENING IN OU SCHOOLS , BUT WE CANNOT TURN A BLIND EYE OR SUGARCOAT THE NEGATIVE. WE HAVE TO DEAL WITH THEM TO MAKE CHANGES. WHAT I WOULD LIKE TO SEE IS US FOCUSIN ON THESE THINGS TO GET THEM FIXED FOR OUR TEACHERS . LET'S WORK ON MAKING NEXT YEAR A BETTER YEAR FOR TEACHER APPRECIATION WEEK. THAT'S HOW WE SHOW OUR TEACHERS HOW MUCH W
APPRECIATE THEM. THANK YOU. >> THANK YOU.
>> YES. YOU HAVE ONE MORE MEETING WITH US SO WE CAN SAY GOODBYES THEN. EVERYTHING I SAID WAS TRUE. YOU HAVE ADDED GREAT VALUE TO THE SPORT. AS FAR AS TEACHER APPRECIATION GOES, I HAVE TO SAY THAT, ARGUABLY, THE JOB OF THE TEACHE NOT ONLY MATTERS BUT IT IS ARGUABLY THE MOST IMPORTANT JOB IN THE WORLD. WITHOUT TEACHERS OUR SOCIETY WOULD BE CHAOS IN BASKET CASE. THANK YOU TO ALL OF THE QUALITY TEACHERS THAT WE HAVE IN THIS COUNTY. WE ARE VERY, VERY LUCKY AND I HOPE THE KNOW THEY ARE TRULY APPRECIATED THE TOUR OF BEECH ELEMENTARY SCHOOL HAS BEEN A LONG TIME COMING AND IT'S VERY EXCITING THAT IT CAN BE BUILT RIGHT BEHIND THE CURRENT SCHOOL SO THEY CAN WATCH IT GOING UP. THEY CAN START TO BE EXCITED ABOUT IT. THEY ARE NOT DISRUPTED. THE CONSTRUCTION LOOKS LIKE IT HAS GONE VERY WEL AND IT IS A FUN THEME. THERE ARE THEMES THROUGHOUT THE BEAUTIFUL BUILDING AND THE FACT IT IS THREE STORIES HIGH WILL ALLOW INCREDIBLE VISTAS AND OPPORTUNITIES FOR TEACHING METEOROLOGY . YOU SEE THE STORMS MOVING ACROSS THE CHESAPEAKE BAY. IT'S GOING TO B WONDERFUL. I AM VERY HAPPY FOR THOSE STUDENTS AND TEACHERS WH HAVE ENDURED THE OLDEST BUILDING IN OUR COUNTY. I WAS ALSO AT THE CALVERT HIGH SCHOO MENTAL HEALTH FAIR. I WAS VERY
[03:05:03]
SURPRISED BY THE INCREASE IN THE NUMBER OF SMALL BUSINESSES THAT HAVE COME IN AND ARE ABLE TO HELP OUR STUDENTS , FAMILIES AND EMPLOYEES WITH NOT ONLY THEIR HEALTH IN GENERAL BUT MENTAL HEALTH . THAT WAS VERY ENCOURAGING AND I HOPE PEOPLE ARE ABLE TO TAKE ADVANTAGE OF THIS INCREASE IN WHAT APPEARS TO BE RESOURCES. THIS IS THE START OF THE CELEBRATION OF AWARD CEREMONIES. I WILL BE AT MANY, MANY OF THEM. THERE'S ALREADY A SIGNING DAY FOR THEIR CAREER TECHNOLOGY ACADEMY WHICH WAS VERY EXCITING. I'M GLAD WE ARE MAKING A BIG DEAL OUT OF THAT AND HELPING TO CELEBRAE WITH THE STUDENTS AND THEIR FAMILIES THEIR ACCOMPLISHMENTS. THANK YOU.>> THANK YOU. MR. WHITE. >> YES. I WOULD LIKE TO SAY CONGRATULATIONS TO HUNTING TOW HIGH SCHOOL BOYS AND GIRLS .
BOTH OF THEM WON THEIR SMACK CHAMPIONSHIPS . I WOULD LIKE T THANK MS. CLEVELAND . SHE INVITED ME TO THEIR SCHOOL PLAY AND IT WAS PRETTY PHENOMENAL TO WATCH THE ELEMENTARY SCHOOL KIDS WITH THEIR PRODUCTION . AT SUNDERLAND ELEMENTARY THEY HAD A PRODUCTION OF THE WIZARD OF O THAT WAS REALLY NICE. DAVE WALTON DOES AN AMAZING JOB WIT SO MANY OF THE ELEMENTARY SCHOOLS. THANK YOU FOR ALL OF THE PEOPLE. WE HAD ABOUT 225 PEOPLE THAT ATTENDED THE IT'S VALID PHOTO GALLERY AT CSM. IT WAS NICE TO SEE SO MANY PEOPLE SHOW UP AND SHOW THAT MENTAL WELLNESS IS SOMETHING THAT IS VERY IMPORTANT , ESPECIALLY DURING MENTAL WELLNESS MONTH. THE STUDENTS HAVE TOLD US WHAT' IMPORTANT TO THEM AND THEIR MENTAL WELLNESS IS WHAT'S IMPORTANT. NOW THAT WE HAD SO MANY PEOPLE SHOW UP NOW IT'S TIME TO PUT ACTION TO THAT TO CONTINUE TO SUPPORT OUR STUDENT AND STAFF. ONCE AGAIN, NOT ONLY TEACHER APPRECIATION BUT NURSE APPRECIATION IS GOING ON ALSO. WE HAVE NURSES AT OUR SCHOOLS THAT DO PHENOMENAL JOBS SO I WANTED TO SAY THANK YOU.
>> THANK YOU, MR. WHITE. MY COLLEAGUES COVERED MY CALL FOR THESE EVENING. DO WE NEED A MOTION TO GO BACK IN THE CLOSE
[9. Closed Session]
I KNOW WE VOTED AT THE BEGINNING. ALL RIGHT. I WILL TAKE A MOTION TO MOVE BACK INTO CLOSE .>> I WOULD LIKE TO MAKE A MOTIO FOR THE BOARD OF EDUCATION OF CALVERT COUNTY TO GO BACK INTO CLOSED SESSION TO DISCUSS NEGOTIATIONS AND MATTERS RELATE TO NEGOTIATIONS. AS PERMITTED B THE MARYLAND MEETING ACT SECTIO 3305 B9 AND SECTION 103 OF TH GENERAL PROVISION ARTICLES OF THE CODE OF MARYLAND.
