[2.01 Pledge of Allegiance/Moment of Silence]
[00:00:06]
>>> GOOD EVENING. I CALL THE BOARD OF EDUCATION MEETING TO ORDER. WE WILL START OUR MEETING WITH THE PLEDGE OF ALLEGIANCE FOLLOWED BY THE MOMENT OF SILENCE. I WOULD LIKE TO ASK YOU TO
PLEASE STAND. >>> YOU MAY BE SEATED.
[2.02 Presentation by CHS Students]
THE FIRST ITEM ON OUR AGENDA TONIGHT IS A PRESENTATION BY CALVERT HIGH SCHOOL STUDENTS. MRS. DRYER? AND STUDENTS DORIAN JONES, MAYA, KATHLEEN, AND CASSIDY DILLARD.>>> GOOD EVENING. I'M MRS. DRYER.
I'M IN MY 14TH YEAR, FINISHING MY 14TH YEAR TEACHING ONLY TEACHING AT THE CALVERT HIGH SCHOOL.
AND WE'RE HERE THIS EVENING, MY STUDENTS WERE INVOLVEDDED IN A PBL PROJECT BASED LEARNING PROJECT, WHERE I ASKED TELL ME THEM TO TAKE MARTIN LUTHER'S 95 THESES AND FIGURE OUR SOME THESES THEY HAD FOR CALVERT HIGH AND WE HAD THREE FANTASTIC PROJECTS. ONE OF THEM HAD TO DO WITH OUR SCHOOL LUNCH MENU AND DIETING, ANOTHER ONE HAD TO DO WITH TRAFFIC CONTROL AND THEN THIS GROUP HAD TO DO WITH VAPING AND OUR BATHROOM SITUATION. THESE STUDENTS HAVE WORKED EXTREMELY HARD WITH COMMUNITY PARTNERS SUCH AS BOARD MEMBERS THAT SHOWED UP AT THEIR PRESENTATION, DR. JOHNSON, CALVERT COUNTY HEALTH DEPARTMENT, ON SKILLS PRESENTATION, THEY WERE IN TOUCH WITH COMMUNITY MEMBERS TO GET STATISTIC AND DATA FOR THIS PRESENTATION TONIGHT.
THEY WILL BE OPEN TO QUESTIONS AFTER THE PRESENTATION AND I'M GOING TO TURN IT OVER TO KATHLEEN CASSIDY, WHO IS HERE ON BEHALF OF THEIR TEAM THIS EVENING.
THANK YOU. >>> OUR PRESENTATION IS ON VAPING AT CH S AND OUR THREE MAIN PROBLEMS WERE THE RIGSINGS TO STUDENT HEALTH, THE FACT THAT VAPING IS HAPPENING ON SCHOOL PROPERTY CAN THE FUNDING FOR VAPE DETECTORS WHICH IS WHY WE ARE PRESENTING TONIGHT. ANY OF THESE THREE SYMBOLS WILL APPEAR. SO WE TOOK A SURVEY OF A LITTLE OVER TEN PERCENT OF THE STUDENT BODY AT CALVERT HIGH AND IT SHOWED THAT MANY THE MAJORITY OF STUDENTS EXPERIENCED DELAYS DUE TO CROWDS IN THE BATHROOM AND SAY THAT THEY ARE CONCERNEDDED ABOUT THE AIR QUALITY THIS THE BATHROOM BECAUSE OF THE VAPING ISSUE. SPECIFICALLY 69.1 PERCENT OF STUDENTS ARE CONCERNED ABOUT THE AIR QUALITY IN THE BATHROOM.
ANOTHER QUESTION IN THE SURVEY WAS ASKING STUDENTS IF THEY'VE EVER BEEN UNABLE TO USE THE BATHROOM DUE THE VAPING AND 65.2 SAID THEY WERE COMPLETELY UP ABLE TO USE THE BATHROOM BECAUSE OF THE VAPING ISSUE. GYRE SO FEW OF THE IMPLANTS THAT VAPINGING HAS IS THERE'S DIRECT AND INDIRECT, SO FOR THE DIRECT CAUSES THERE'S IMPULSE CONTROL ISSUES, PRODUCTIVITY GOES DOWN AND A LARGER CHANCE OF GOING FOR HARD DRUG USE AND IN DISRUPTIONS THERE'S A LARGER AMOUNT OF FIGHTS OCCUR AND IT ADDS TO VANDALISM AND JUST BATHROOM AVAILABILITY GOES DOWN.
INJURY SENTIMENTS IS SHARED BETWEEN MULTIPLE SCHOOLS WITHIN THE COUNTY. A STUDENT IN NORTHERN HIGH BELIEVE THAT ADDING THE SMOKE SLASH VAPE DEDETECTORS WILL DRASTICALLY DECREASE THEIR USE AND THIS IS AN PANDEMIC ACROSS
THE COUNTRY AND ACROSS COUNTRY. >> SO THERE HAVE BEEN BEEN THREE
[00:05:02]
DIFFERENT SOLUTIONS, THERE HAVE BEEN TEACHERS PUT OUTSIDE OF THE BATHROOMS, THERE HAVE BEEN LOCKING THE DOORS OF THE BATHROOM AND THERE'S BEEN GIVEN DETENTION AND LUNCH DETENTION, NONE OF THE SOLUTION HAVE TRULY WORKED AT ALL.ASKED TEACHERS' PRESIDENT.S WHAT THEY THOUGHT OF THE CURRENT SITUATION. AND A CURRENT TEACHER SAYS THEY THINK IF THEY HAVE TO ENTER THE BATHROOM TO DETER STUDENTS FROM VAPING IT'S HOSTILE AND GETS STUDENTS WHO AREN'T IN TROUBLE IN TROUBLE EVEN IF THEY AREN'T VAPING.
OUR CURRENT SOLUTION IS PURCHASING DETECTORS FOR CALVERT HIGH SCHOOL 16 TO 18 DETECTORS WILL COST APPROXIMATELY TO FOUR THOUSAND DOLLARS. THEY SPECIFICALLY DETECT HARMFUL CHEMICALS SUCH AS NICOTINE AND THC WITH A VARIETY OF OTHER ALER TENANTS THAT BENEFITS THE DETECTORS OTHER THAN JUST VAPING, THEY CAN WORK FOR MORE AND ARE MORE COST EFFECTIVE.
IN DISTRICTS THEY USUALLY SPEND 82,000 TO 160,000 HOWEVER THEY COST CAN BE ELIMINATED OR REDUCED BY EASIER FUNDS AND 911
GRANTS. >> THE EASIER FUNDING WAS GIVEN TO CALVERT HIGH SCHOOL FOR THE COVID-19 PANDEMIC AND WAS USED TO BETTER HELP AIR QUALITY. AND THE HEALTH OF STUDENTS, NOT ALL OF THESE FUNDS HAVE BEEN SPENT.
AND SO PART OF THIS MONEY COULD BE PUT TOWARDS PURCHASING THESE DETECTORS FOR OUR SCHOOL. ANOTHER OPTION SATELLITE 911.GOV GRANTS, THESE ARE A COLLECTION OF GRANTS THAT GO TOWARDS HELPING STUDENT SAFETY AND AIR QUALITY AT SCHOOLS SO THIS WOULD FACILITY WITH THE PURCHASING OF THE DETECTORS AND WE WOULD BE ABLE THE USE THIS MONEY TO COVER THE COST.
>>> MULTIPLE COUNTIES OUTSIDE OF OUR OWN HAVE USED THESE AND THEY'VE BEEN VERY EFFECTIVE. ANDERSON COUNTY, TENNESSEE AND JEFFERSON COUNTY MISSOURI BOTH HAVE INSTALLED THESE DETECTORS AND HAVE SEEN THE AM OF VAPING GOING DOWN DRASTICALLY IN THEIR
BUILDING. >> A QUOTE FROM THE THE ASSISTANT PRINCIPLE BELIEVES THAT THIS IS NOT ONLY TO HELP THE STUDENT DEAL WITH THE HEALTH EFFECTS AND CONCERNS THAT VAPING HAS BUT DETERS THIS BEHAVIOR ENTIRE, WE'RE LOOKING OUT NOT THAT THEY'RE BASIS MISS BEHAVE BUT FOR THEIR OWN HE WANT.
WE HAVE MULTIPLE SOURCES AND WE'LL SETTLEMENT THIS POWERPOINT TO YOU ALL WHEN THIS MEETING IS OVER.
DO YOU HAVE ANY QUESTIONS? >> I WOULD LIKE TO BEGIN BY SAYING THANK YOU FOR THE PRESENTATION.
I DID ATTEND THE PRESENTATION AT CALVERT HIGH SCHOOL AND THANK YOU MRS. DRYER FOR WORKING WITH THE STUDENT STUDENTS SO THEY CAN LEARN THESE ESSENTIAL SKILLS. EACH BIG ON STUDENTS LEARNING TO ADVOCATE THE RIGHT WAY SO THANK YOU FOR YOUR WORK.
AND I'LL TURN IT TO MY COLLEAGUES FOR QUESTIONS.
>> SO THIS IS AMAZING, IT REALLY IS.
I HAVE FOUR KIDS IN SCHOOL AND I HEAR THAT ALL THE TIME, INCLUDING ONE OF THEM ALMOST GETTING IN TROUBLE BECAUSE THEY THOUGHT HE WAS VAPING, HE JUST HAPPENED TO BE IN THE BATHROOM AT THE WRONG TIME. SO IT'S A VERY BIG ISSUE T.
AND I APPRECIATE THAT WE'RE LOOKING AT IT FROM A PERSPECTIVE OF NOT JUST EVERYBODY GETTING IN TROUBLE BUT IT IS BETTER FOR YOUR HEALTH TO NOT DO THESE THINGS.
I WOULD LIKE TO KNOW HOW MANY PEOPLE DID YOU VARY FOR THIS?
I'M SORRY IF I MISSED IT. >> IT'S ABOUT TEN TO 20 PERCENT
>> I DON'T THINK WE EVER IT -- >> YOU JUST SURVEYED CALVERT
HIGH. >> YES, CALVERT HIGH BUT WE CUB USED AS A PILOT SCHOOL TO BRANCH TO OTHER SCHOOLS IN THE COUNTY.
>> SO WHAT DOES THIS DEVICE DO? DOES IT SET OFF AN ALARM?
>> NO, THEY DON'T HAVE AN ALARM. ONCE ANYTHING IS DETECTED WHICH COULD LIST FOR A VARIETY OF CAUSES, SOUNDS, THEY CAN WORK FOR MORE THAN JUST VAPING BUT THEY'RE BIGGEST IMPACT IS ON VAPING IS THAT IT WILL SEND AN E-MAIL OR TEXT TO ANY SELECT STAFF MEMBER, SOMEONE THIS THE SCHOOL OFFICER OR SOMEONE WHO COULD BE AVAILABLE TO GO AND DEAL WITH THIS IN THE BATHROOM,
[00:10:01]
AND OR IF THEY CAN NOT DEAL WITH SOMEONE THIS THE BATHROOM VAPINGING THEY CAN CHECK THE TIME AND CHECK THE CAMERAS LATER THIS THE DAY TO SEE IF THIS PERSON IN A GROUP OR PEOPLE A LOT OF THE BATHROOM AND CONTACT THOSE PEOPLE TO SEE IF THIS WERE>> THANK YOU GUYS. I'M SO GLAD TO SEE YOU HERE, YOU WERE VERY IMPRESSIVE WHEN WE SAW YOU FIRST AS WERE THE OH TWO GROUP WHO PRESENTED THEIR IDEAS. WHAT I REALLY LIKE ABOUT THIS IS YOU HAVE SOLICITED A WIDE RANGE OVERRIPE PUT, YOU'VE ANALYZED THE WAYS THAT SCHOOLS ARE TRYING TO PREVENT THIS AND IT'S NOT WORKING AND I'VE HEARD FROM TEACHERS IT'S CRAZY TO HAVE US STANDING OUTSIDE THE BATHROOMS AND WE'VE HEARD OF THEM LOCKING THE BATHROOMS AND THAT'S NOT SOMETHING WE WANT TO HEAR SO YOU'VE COME ONE A PRETTY DARN GOOD SOLUTION, AND I REFRESH TALKING WITH MR. PRAY LOW, LIKE, WHY HAND THIS MADE ITS WAY THROUGH PURCHASING AND UP TO STAFF TO EVALUATE? SO HERE YOU ARE AND I'M HOPING THAT WE CAN -- I DON'T KNOW IF WE'RE GUILTY GOING TO TAKE A VOTE ON THE DIRECTION BUT SOUNDS LIKE -- YOU'VE ALSO ANALYZED THE FUNDS CAN IT CERTAINLY FALLS AIR QUALITY GRANTS THAT ARE OUT THERE, SO THANK YOU SO MUCH.
>> I ALSO JUST WANT TO SAY CONGRATULATIONS.
I SAW IT THE FIRST TIME AND YELLOW IT JUST AS MUCH THE SECOND TIME. MY FAVORITE PART IS YOU'RE LOOKING AT THE BEST INTERESTS OF STUDENTS, YOUR PEERS KNOWLEDGE NOT ONLY FROM THE HEALTH STANDPOINT BUT YOU UNDERSTAND THAT WE WANT THE KEEP CHILDREN IN SCHOOL.
THAT TO ME WAS REALLY POWERFUL THAT IT CAN DETER THIS BEHAVIOR.
WE DON'T WANT KIDS SUSPENDED FOR THINGS, WE WANT THEM IN CLASS AND CONGRATULATIONS FOR THINKING SO DEEPLY ABOUT THE RIGHT DIRECTION FOR THIS AND I THINK IT'S A VERY FEASIBLE
POSSIBILITY. >> AND YES, I'M A GRADUATE OF CALVERT HIGH SCHOOL SO YOU KNOW, THAT'S -- LIKE TO SEE YOU GUYS STILL PUTTING IN THE WORK, AND I SEE YOU HAVE ONE COMMENT FROM A NORTHERN HIGH STUDENT SO YOU ACTUALLY REACHED TO OH STUDENTS TOSS WHAT'S GOING ON SO I THINK THAT IS PRETTY AMAZING TO MAKE SURE THAT YOU DO THAT. JUST TO BE HERE AND TO DO THIS IS REALLY IMPORTANT BECAUSE WE'RE OLD SO WE DIDN'T HAVE VIRGINIA VAPING WHEN WE WERE IN SCHOOL SO IT'S GREAT TOSS YOU PUTTING IN THE WORK, AND CONGRATULATIONS AND THANK YOU
VERY MUCH. >>> YES, SO I WOULD LIKE TO SEE IF THE BOARD IS OKAY WITH US ASKING STAFF TO EVALUATE WHAT IT WOULD TAKE TO DO PURCHASING AND WE CAN START A PILOT PROGRAM IF WE DON'T HAVE THE FUNDERS TO COVER OUR ENTIRE COUNTY BUT LOOK AT A PILOT PROGRAM FOR CALVERT HIGH SCHOOL AND IMPLEMENT THIS AS QUICKLY AS WE CAN AND EVALUATE IF IT'S MANAGEABLE.
MAYBE IT'S NOT MANAGEABLE BECAUSE A BUNCH OF KIDS COME INTO THE HALLWAY AND YOU DON'T KNOW WHO WAS VAPING BUT AT LEAST IT CAN START THE -- A BIT OF DETER RESIDENCE AND TRY TO HELP
THE ADMINISTRATORS. >>> ALL RIGHT.
ANY MORE DISCUSSION? SEEING NONE, THANK YOU SO MUCH FOR YOUR PRESENTATION THIS EVENING.
[2.03 Bid Approvals]
NEXT WE'LL MOVE INTO BID APPROVALS.>> GOOD EVENING. PRESIDENT, DOCTOR TOWNSEL.

DO I HAVE A SECOND? >> SECOND.
>> THERE'S A NOTION AND A SECOND ON THE FLOOR.
ANY DISCUSSION? >> I HAD THE QUESTION WERE YOU SURPRISED AT THE LEVEL OF THE VARIATIONS BETWEEN BIDS?
THEY'RE HUGE. >> NO, NOT EXACTLY.
THAT HAPPENS WITH VENDORS ALL THE TIME WHERE YOU HAVE EXTREMELY LOW AND EXTREMELY HIGH.
>> THE EXTREMELY LOW I IMAGINE, WHICH THIS ONE IS YOU'VE DONE ALL THE VETTING AND WE CAN BE ASSURED OF A GOOD SUPPLY?
>> THEY'RE OUR CURRENT CONTRACTOR AND HAVE BEEN FOR
SEVERAL YEARS NOW. >> THAT'S VERY GOOD NEWS.
THANK YOU. >> ANY OTHER QUESTIONS?

THE PROPOSAL IS FOR THE FY 23 AUDIT WITH THE OPTION OF EXTENDING UP TO FIVE ADDITIONAL
>> SECOND. >> I HAVE A MOTION AND A SECOND ON THE FLOOR. COLLEAGUES DO YOU HAVE ANY QUESTIONS? SEEING NONE, THOSE FAVOR.
[00:20:02]
MOTION PASSES. >> THANK YOU SO MUCH.
THIS IS CONSIDER I PARTICULARLY LIKE THE NEW PERSPECTIVE IDEA.
[2.04 Approval of SY 2024 Calendar]
THANK YOU. >>> NEXT WE WILL MOVE INTO THE SCHOOL YEAR 2024 CALENDAR. I WILL TURN TO MY COLLEAGUE,
MR. WHITE. >> I WOULD LIKE TO MAKE A MOTION THAT WE RETRACT THE VOTE FROM THE LAST MEETING AND OPEN UP FOR A NEW VOTE FOR NEW YEAR FOR THE CALENDAR 23/24.
>> SO I DON'T BELIEVE THE VOTE NEEDS TO BE RETRACTED BECAUSE WE WERE ADVISED BY OUR BOARD ATTORNEY THAT WE NEEDED TOLEDO AFFIRMATIVE VOLTS NORTH TO RATIFY THE MOTION, SO SINCE WE DIDN'T HAVE THREE AFFIRMATIVE VOTES WE HAVE TO BRING THIS BACK TO THE TABLE TONIGHT FOR US TO THEN DECIDE HOW WE WANT TO MOVE
FOR THE. >> I MAKE A MOTION TO BRING THIS
BACK SO WE CAN MOVE FORWARD. >> IT'S BACK.
>> ANY DISCUSSION? SO I DON'T KNOW IF -- CAN I MAYBE A MOTION TO AMEND THE DISCUSSION -- WELL REALLY TO MAKE A MOTION TO AMEND THE PROPOSAL TO VOTE.
I MIGHT BE MESSING THIS UP BUT ANYWAY THE BOTTOM LINE IS TO HAVE A DISCUSSION, TO REDISCUSS AND TALK ABOUT DIFFERENT START DATES FOR THE CALENDAR. WHATEVER THAT MOTION NEEDS TO BE, SOMEBODY NEEDS TO HER HONOR TO HIGH PRESSURE ME WITH THAT.
>> TO THE FIRST MOTION -- THE MOTION THAT MR. WHITE MADE DIDN'T NEED TO BE MADE BECAUSE THE CALLED DOPPLER RADAR IS ALREADY ON THE AGENDA, SO THERE'S A MOTION BY YOU MR. WHITE, A SECOND BY MS. -- SO YOU NEED TO RETRACT YOUR MOTION BECAUSE IT'S ALREADY ON THE AGENDA.
>> OKAY. >> SO ARE YOU RETRACTING --
>> I'M RETRACTING MY MOTION. >> MOTION RETRACTED.
MERCHANDISE POST ARE YOU MAKING A MOTION?
>> I'M MAKING A MOTION TO HAVE A DISCUSSION ABOUT CHANGING THE START DATES AND OTHER DATES AS ASSOCIATED WITH THE CALENDAR.
>> SO THE MOTION DOESN'T -- NEED TO BE MADE TO HAVE A DISCUSSION.
DISCUSS IS REQUIRED AROUND ANY MOTION, SO WHAT IS YOUR MOTION?
>> TO CHANGE THE START DATE. >> THANK YOU.
DO WE HAVE A SECOND? >> SO WE HAVE A MOTION AND A SECOND. ANY DISCUSSION?
>> SO CAN I KICK IT OFF SINCE I'VE THE ONE THAT CAUSED THE CHAOS? WE RECEIVED A SIGNIFICANT AMOUNT -- AND MY APOLOGIES I WAS NOT AT THE LAST BOARD MEETING.
THERE WERE SOME THAT WERE IN FAVOR OF THE START DAYLIGHT AND THERE WERE CERTAINLY SOME THAT -- MANY MORE THAT WAS OPPOSED AND WHILE I DO RECOGNIZE THAT IT WILL BE DIFFICULT TO MAKE EVERY SINGLE PERSON HAPPY I THINK THAT WHAT IS IS CAUSING THE MOST HEART BUFFERIN IS THAT WE ARE TO THIS POINT THIS THE SCHOOL YEAR AND WE DON'T HAVE AN APPROVED CALENDAR.
I THINK THERE WERE SOME B.S TO MOVING SPRING BREAK, THERE WERE PEOPLE THAT WEREN'T HAPPY ABOUT MOVING SPRING BREAK.
I THINK 13 PLUS DAYS OF HALF DAYS MIGHT BE A LITTLE MUCH.
THAT'S NOT REALLY REQUIRED SO I THINK THAT THERE WERE A LOT OF THINGS THAT WERE THIS THIS CALENDAR THAT WE GOT A LOT OF FEEDBACK ON BUT PRIMARILY IT WAS THE START DATE THIS YEAR.
AND WHILE I THINK THAT LOOKING AT THIS YEARS OUTSIDE MIGHT NOT BE SUCH AN ISSUE AND STARTING THAT EARLY MIGHT NOT BE SUCH APP ISSUE IF THERE WAS PROPER TILE TIME AND PLANNING AND I KNOW THAT'S IMPACTING A LOT OF PEOPLE ESPECIALLY TEACHERS AND PARENT OFST WHO HAVE KIDS GOING TO CAMP.
SO IT'S A CONCERN AND EVERYBODY HAS THINGS IN PLACE ALREADY.
>> I HAVE ANOTHER MOTION, I'M GOING TO WAIT UNTIL THIS ONE IS
>> ANY FURTHER DISCUSSION ON THE START DATE?
>> I UNDERSTAND IF WE DO MAKE THE MOTION AND APPROVE THE CHANGE IN START DATES THE BOARD NEEDS TO GIVE DIRECTION ON WHICH DAYS -- THE TWO DAYS, WHERE WE WANT THEM TO PUT IT IN THE -- IN
[00:25:02]
THE CHANGE. SO SHOULD I DISCUSS WHAT I WOULDSUGGEST? >> YOU MAY MODIFY THE MOTION -- YOU MAY MAKE THE REQUEST TO MODIFY THE MOTION.
>> IF WE DO MOVE THE START DATE I WOULD SUGGEST WE TAKE ONE FROM THE INCLEMENT WEATHER DAY AND THEN ADD THE LAST ONE TO THE END OF THE YEAR. THE ONLY OTHER OPTIONINGS THAT ARE LEFT WE WOULD HAVE TO REMARE FAIR DAY, WE WOULD HAVE TO TAKE IT OUT OF THE DAY BEFORE THIS EVENING THIS EVENING OR THE DAY BEFORE CHRISTMAS OR WINTER BREAK, IF I'M CORRECT, SO THAT'S
TO ME THE LEAST IMPACTFUL. >> SO COULD IT BE TAKEN -- YOU SAID ONE OF THE POSSIBLE MAKEUP DAYS?
>> SO MS. POST DO YOU ACCEPT HER FRIENDLY 8?
>> AMENDMENT? >> SO TO BE CLEAR WE'RE TALKING ABOUT CHAIN THE START DATE FROM AUGUST 24 TO AUGUST 25 AND STARTING THE FIRST DAY OF SCHOOL OP AUGUST 28 INSTEAD OF THE TO
>> AND THEN TAKING THOSE TODAYS AND IT BEING THE FIRST SNOW DAY OR PROFESSIONAL DEVELOPMENT DAY? I REALLY WAS LISTENING BUT --
>> I WOULD TAKE IT FROM THE FIRST SNOW DAY.
>> FROM THE FIRST SNOW DAY AND THEN ADD THE SECOND ONE TO THE
END OF THE YEAR? >> I BELIEVE THAT'S WHAT SHE
>> YOU HAVE TO TURN MICROPHONE ON.
>> COULD WE TAKE TO SNOW DAYS? >> IT'S LOOKING LIKE JUNE 11 IS THE LAST DAY SO TO ANSWER YOUR QUESTION YES, I AGREE.
>> THE CURRENT MOTION ON THE FLOOR IS TO MOVE THE FIRST DAY OF SCHOOL TO AUGUST 28 AND TO THEN REMOVE THE FIRST SNOW SOMEDAY THAT THE CALENDAR COMMITTEE PROPOSED AND TO USE MOVE THE LAST DAY OF SCHOOL TO JUNE 12 INSTEAD OF JUNE 11.
ANY FURTHER DISCUSSION ON THAT MOTION?
HEARING NONE THOSE IN FAVOR. >> AYE.
>> ANY OPPOSED? MOTION PASSES.
>>> I WOULD LIKE THE TO MAKE A MOTION TO CHANGE THE EASTER BREAK FROM BEFORE EASTER TO AFTER EASTER.
WE HAVE TEACHERS IN THE COUNTY AND FAMILYIES THAT WOULD NOT BE -- HAVING THE SPRING BREAK TOGETHER.
I THINK WE SHOULD COINCIDE WITH WHAT OUR SURROUNDING COUNTIES DO AND THEY ARE AFTER EASTER, OR I'M SORRY, SPRING BREAK.
>> MOTION TO APPROVE, OUR SECOND.
>> THERE'S A MOTION AND A SECOND.
ANY DISCUSSION? >> ONE OF THE THINGS THAT I SPOKEN -- THANK YOU VERY MUCH, MS. JACOBS FOR -- I HAD TO RETHINK A LOT OF MY DECISIONS I MAID IN THE PAST AND ONE OF THEM WAS WHEN I FOUND OUT ALL THREE SURSOUNDING COUNTIES HAD DIFFERENT SPRING BREAK THAN WE DID AND WE DON'T HAVE A LOT OF AFFORDABLE HOUSING IN OUR COUNTY SO SOME PEOPLE -- WE WANT THE TY TO ACCOMMODATE TEACHERS AS MUCH AS POSSIBLE BUT TO SAY IF WE'RE THE ONLY ONE WITH A SPRING BREAK AT THIS POINT AND I CAN'T SPEND SPRING BREAK WITH MY OWN CHILDREN THAT'S TOUGH SO I'M HOPING THAT WE CAN MOVE IT AND APPARENTLY IT'S NOT THAT DIFFICULT AS FAR AS THE END OF THE MARKING PERIOD FROM WHAT I UNDERSTAND. AND SO I AM GOING TO VOTE IN FAVOR OF THIS AS WELL. BUT I WOULD LIKE FOR YOU TO SPEAK ABOUT HOW WE COULD THIS THE FUTURE POTENTIALLY IF IT'S POSSIBLE POSSIBLY COORDINATE WITH OUR OTHER COUNTY -- THE THREE COUNTIES SO WE DON'T ENCOUNTER THIS AGAIN.
>> SO THANK YOU, I'M JACKIE JACOBS DIRECTOR OF SYSTEM INSTRUCTION THAT WILL PERFORM. SO WHAT WE TRY TO DO WHEN THE CALENDAR COMMITTEE IS FORMED AND WE START TO WORK IS PULL CALENDARS FROM OTHER DISTRICTS AND AT THAT TIME DEPENDING ON WHEN WE START WE'RE SOMETIMES LIMITED ABOUT WHICH CALENDARS ARE OUT FOR THE PUBLIC BUT WE CAN REACH OUT TO THE SURROUNDING
[00:30:05]
DISTRICTS TO FIREARM OUT WHEN THEY ARE THINKING ABOUT HAVING IT IN THE FUTURE SO THAT IS SOMETHING THAT WE CAN DO.OUR PLAN IS TO RECONVENE THE CALENDAR COMMITTEE RIGHT AFTER SPRING RECESS TO START ON THE FOLLOWING YEAR CALENDAR WHICH WE THINK WILL BE VERY HELPFUL AND WE WOULD HAVE TO BE ABLE TO COORDINATE IF THE OTHER DISTRICTS HAVE THOUGHT ABOUT THAT OR HAVE THEIR SPRING RECESS DETERMINED BY THAT DATE SO WE CAN SHARE THAT WHEN WE SHARE THE CALENDAR.
>> SO I KNOW THAT SOME COUNTIES APPROVE THEIR CALL DAY AFTER IN TWO YEAR BLOCKS, SO THERE A REASON THAT WE DO NOT DO THAT? HAVE WE EVER DONE THAT OR IS IT JUST HOLLY WE JUST DO IT.
>> I KNOW WE HAVE DOPE IT IN THE PAST BUT NOT IN THE REPEAT
REPEAT RECENT YEARS AGO. >> IS THE PEOPLE THAT WE WENT THROUGH THAT IN LINE WITH THE ACCORDING TO DATE THAT IT'S USUALLY DONE YEAR AFTER YEAR OR WERE WE LATE THIS YEAR?
>> SO WE PRESENTED TO THE BOARD ONE BOARD MEETING EARLIER THAN
WE HAD THE YEAR BEFORE. >> SO ALSO WE MAY NEED TO BACK
IT UP EVEN MORE. >> I WOULD AGREE.
SO ONE THING I WOULD LIKE TO SHARE WITH THESE CHANGES THAT IDENTIFY NOTED THAT ONE OTHER THING THAT WILL HAPPEN IS THAT WE WILL HAVE TO ADJUST OUR END OF THE MARKING PERIOD DATES BAY BASED ON MOVING TO STARTING TWO DAYS LATER AND THE CHANGE IN SPRING BREAK, SO I WILL WORK WITH OUR I.T. DEPARTMENT AND THE EARLY DISMISSAL OR LATE ARRIVAL DATES, THERE ARE FOUR OF THEM THAT ARE ALIGNED WITH THE END OF THE MARKING PERIODS SO THOSE MAY NEEDS TO SHIFT BECAUSE THAT IS TEACHER WORK TIME TO WORK ON GRADES SO THE ONES THAT YOU SEE THIS THE CURRENT CALENDAR WILL PROBABLY SHIFT TWO DAYS BACK, SO WE'LL LOOK AT THAT PLACEMENT.
>> AND I'M TRYING HARD TO PICK ALL MY BATTLES WITH AND THIS IS NOT THE TIME BUT I DO WANT THE MEDICAL THE NUMBER OF HALF DAYS OR LATE ARRIVALS THAT WE HAVE IS VERY HIGH AND COMING FROM A PARENT WHO HAS CHILDREN IN THE SCHOOLS AND WHO UNDERSTANDS WHAT THE LEVEL OF INSTRUCTION IS ON A HALF DAY I THINK THAT MAYBE IT WOULD BE IN OUR BEST INTERESTS TO LOOK AT THE NUMBER OF HALF DAYS WE HAVE AND I KNOW WE HAVE TO HAVE A CERTAIN NUMBER BUT THIS IS WELL BEYOND THAT NUMBER. AND TO FIND WHATEVER THAT NUMBER IS SO IS THAT TEACHERS HAVE THEIR PLANNING TIME IN THE BEGINNING OF THE YEAR AND ALSO HAVE A LOT OF TIME BECAUSE THERE'S A LOT OF WORK THAT HAPPENS AT THE END OF THE YEAR BUT IT CANNOT BE AT THE EXPENSE OF THE CHILDREN WHEN THERE'S A TWO HOUR DELAY OR A TWO HOUR EARLY DISMISSAL ALL THE CLASS PERIODS ARE MODIFIED AND IN SOME CASES DEPENDING ON THE ABLE OF THE CHILD YOU'RE JUST GETTING THEM SETTLED AND THEY'RE PACKING UP TO GO SOMEWHERE ELSE AND I THINK GIVEN OUR CIRCUMSTANCES THAT SHOULD BE SOMETHING THAT WE CONSIDER IN THE FUTURE AS WELLMENT SO THANK YOU FOR LISTENING.
>>> ANY FURTHER DISCUSSION? HEARING NONE THOSE IN FAVOR.
[2.05 Health Curriculum Presentation]
>> WE'LL MOVE INTO OUR HEALTH CURRICULUM PRESENTATION.
MS. JACOBS. GOOD EVENING MEMBERS OF THE BOARD OF EDUCATION I AM JACKIE JACOBS.
>> AND I'M BRIT AT A SPARKS SUPERVISOR OF HEALTH PHYSICIAN EDUCATION AND JRTC WORLD LANGUAGE AND I SAW.
>>> WE ARE HERE TO TALK ABOUT OUR COMPREHENSIVE HEALTH EDUCATION PROGRAM. I'M GOING TO GIVE YOU AN OVERVIEW OF OUR CURRICULUM AND AT THE END WE'LL HAVE TIME FOR
[00:35:07]
QUESTIONS. HEALTH EDUCATION IS A CRITICAL COMPONENT OF A WELL ROUNDED EDUCATION.WHILE THE PRIMARY GOAL OF SCHOOL IS ACADEMIC LEARNING SCHOOLS AL PLAY A CRITICAL ROLE IN SHAPING MENTAL, PHYSICAL AND SOCIAL GROWTH. HEALTHY ASSUMES ARE BETTER ON ALL LEVELS OF ACADEMIC ACHIEVEMENT INCLUDING ACADEMIC PERFORMANCE, EDUCATIONAL BEHAVIOR AND STUDENTS COGNITIVE STILLS AND ATTITUDES. HEALTH AND WELL BEINGS DIRECT LIMING PACT THE ABILITY FOR STUDENTS LEARNING.
LEVEL EDUCATION IS CURRICULUM BASED ON THE NATIONAL IS IT STATE STANDARDS WHICH YOU CAN SEE HERE ON THIS SLIDE, THERE ARE EIGHT TOTAL STANDARDS, ONE OF THEM BEING THE CORE CONTENT WHICH IS LISTED ON THE RIGHT AND YOU CAN THINK OF THESE AS TOPICS OF HEALTH EGG. THE OTHER SEVEN AS YOU SEE ON THE LEFT MAYBE UP THE SKILLS AND CORE CONTENT THAT ARE USED TO CREATE DEVELOPMENTALLY APPROPRIATELY LEARNING OUTCOMES AND INSTRUCTION. SCHOOL AND ALL MARYLAND SCHOOLS USE A SKILL BASED APPROACH FOR DELIVERRERING HIGH QUALITY INSTRUCTION HELPING STUDENTS BUILD CONFIDENCE AND EMPOWERING THEM TO.COM HEALTH ENHANCING BEHAVIORS AND AVOID RISKY BEHAVIORS THAT CAN RESULT THIS IN INJURY ILLNESS DISEASE OR PREMATURE DEATH THIS. BLENDS INFORMATION WITH ACTIVITY THAT SHAPE POSITIVE ATTITUDES. STUDENTS NEEDS TO KNOW HOW TO APPLY THE CONTINUE TENT AMONG THEY LEARN.
THROUGHOUT THE K-12 HEALTH CURRICULUM STANDARDS ARE TAUGHT THAT ARE ALIGNED TO THE CORE COB TENT AND SKILLS, FOR INSTANCE SUBSTANCE ABUSE AND PREVENTION LOOKS LIKE DON'T TOUCH, TASTE OR SMELL ANYTHING THAT YOU FINDIVEN IF IT LOOKS LIKE CANDY.
WHILE THAT IS STILL IMPORTANT IN HIGH SCHOOL THE LESS LESSON CONTENT BEEN MORE SOPHISTICATED TO MATCH WHAT THEY MAY ENCOUNTER IN SOCIETY NOW OR IN PENDING ADULTHOOD.
AT THE ELEMENTARY LEVEL AND KINDERGARTEN THROUGH GRADE FIVE WE USE A RESOURCE PROGRAM CALLED THE GREAT BODY SHOP TIDDLIER HEALTH CRUMB LICK. THIS PROGRAM PROVIDES A MONTHLY STUDENT MAGAZINE THAT WE TEACH FROM WHICH GOES HOME AT THE END OF EACH MONTH TO PARENTS. THERE ARE FOUR LESSONS PER MONTH AND THE TEACHERS RECEIVE A TEACHER GUIDE THAT PROVIDES LESSONS AND SCRIPTS TO SUPPORT THEM.
THE PROGRAM IS PURPOSEFUL AND INTENTIONAL IN ITS INVOLVEMENT OF FAMILIES FROM THE HOME CONNECTION ACTIVITIES WITHIN EACH UNIT TO THE STUDENT ISSUE HAVING A FAMILY BULLETIN ON THE LAST PAGE. THE GREAT BODY SHOP ALSO HAS A FAMILY PORTAL. THE CLASSROOM TEACHER SENDERS HOME A CODE FOR PARENTS EACH YEAR TO ACCESS THAT FAMILY PORTAL. THIS IS THE PROGRAM OVER VIEW SHOWING THE TEN MONTHS OF UNITS OF STUDY FOR K-THROUGH-5 SO FOR INSTANCE IN SELF-MONTH ONE KINDERGARTEN THROUGH GRADE FIVE CENTERS AROUND AGE APPROPRIATE INJURY PREVENTION.
IN KINDERGARTEN WE START WITH CROSSING THE STREET IN A CROSSWALK, STOP DROP AND STROLL AND DIALING 911.
BY SECOND GRADE WE ARE MORE FIST KAYED WITH SAFETY ON THE STREET, DANGERS IN THE HOME, PET SAFETY AND INTERNET SAFETY, AND FOURTH GRADE THE LESSONS ARE AROUND COMMUNITY SAFETY, CONFLICT AND VINYL AND IN FIFTH GRADE FOCUSES ON FIST EIGHT FOR BURNS, CHECKING AND DRINKING OR EATING POISON.
THIS SLIDE REPRESENTS THE CORE COB SETTLEMENTS THAT BESEECH IN SECTION, SEVENTH AND EIGHTH GRADE AND SECTION GRADE HEALTH IS TAUGHT FOR ONE QUARTER AND IN SEVENTH AND EIGHTH GRADE IT IS THOUGHT FOR ONE QUARTER OF THE PHYSICAL EDUCATION BLOCK WHICH IS ABOUT 20 TO TWO TODAY OF INSTRUCTION.
THIS IS WHY YOU WILL SEE THAT WE HAVE DIVIDED THE CONDITION TENT ACROSS THE THREE YEARS INSTEAD OF TOO MUCHING THE SAME CONCEPTS EACH YEAR, WE WANT THE PROVIDE ENOUGH DEPTH TO CREATE MEANINGFUL INSTRUCTION RATHER THAN JUST GLOSS OVER TOPICS EACH YEAR. HERE ARE THE CORE CONCEPT WE TEACH AT THE HIGH SCHOOL LEVEL IN HEALTH ONE AND HEALTH TWO.
EACH OF THESE TOPICS ARE DRAWN FROM THE CORE CONCEPT TO SUPPORT
[00:40:05]
STUDENTS AGAIN BEING ABLE THE ADVOCATE FOR THEMSELVES, MANAGE THEMSELVES, MAYBE HEALTHY DECISION, SET GOALSES AND AND COMMUNICATE WITH OTHERWISE. WE ARE TEACHING STUDENT THE CRITICAL THINKING SKILLS TO SUCCESSFULLY NAVIGATE THE CHALLENGES THAT BEING A TEEN AS THEY NATURALLY GROW MORE END.WHILE HEALTH ONE IS TAUGHT PRIMARILY TO NINTH AND TENTH GRADERS HEALTH TWO WILL BE TAUGHT TO JUNIORS AND SENIORS.
NEXT YEAR'S JUNIORS ARE REQUIRED TO COMPLETE HEALTH TWO AS A MARYLAND STATE GRADUATION REQUIREMENT.
AN ADDITIONAL SEMESTER OF HEALTH WAS ADDED IN RECOGNITION OF A GREATER NEED FOR YOUTH WITH A COB TENT AND SKILLS AND ADDITIONAL LEGISLATION FOR HEALTH TOPICS SIMPLES OPIOID EDUCATION, HIV EDUCATION, CONSENT, DIABETES EDUCATION, AND CPR AND USE OF AEDS. IT WILL SAN FRANCISCO.
>>> ONE THING THAT'S ON MANY PEOPLE'S MIND IS THE FAMILY LIFE AND HUMAN SEXUALITY CONTENT. IF EVER THE REMAIDER OF THE PRESENTATION I WILL BE SHARING SCIENTIST I THINK AND WHAT THE STANDARDS LIKE. ONE ELEMENT THAT DRIVES OUR INSTRUCTION IS THE YEW RESTRICTION BEHAVIOR SURVEY DATA. THIS DATA SHOWS US NATIONAL TRENDS AND STATISTICS SWELL CALVERT COUNTY DATA.
WE ALSO RECEIVE DEET FROM OUR LOBE HOLT DEPARTMENT.
THIS SLIDE GIVES US A SNAPSHOT OF WHAT IS HAPPEN IN CALVERT COUNTY AND AS YOU CAN SEE 50 PER OF ALL NEW SEXUALLY TRANSMITTED INFECTIONS IN THE UNITE ARE IN TEENS AND YOUNG ADULTS.
AS YOU CAN SEE WE HAVE TEENAGERS WHO ENGAGE IN SEXUAL INTERCOURSE AND WE HAVE A PREVALENCE OF LA MID YA AND GONORRHEA.
NATIONALLY 20 PERCENT OF NEW CASES ARE IN THE 14 TO 24 AGE
GROUP. >>> THIS DATA REMINDS US THAT WHILE NATIONAL TREND DATA FOR STUDENTS ENGAGING IN SEXUAL INTERCOURSE HAS DECREASED THERE ARE STILL TEENS ENGAGING IN INTERCOURSE AND RISKY SEXUAL BEHAVIORS IN MIDDLE AND HIGH SCHOOL. A COMPREHENSIVE SEXUALITY PROGRAM PROVIDES MEDICALLY ACCURATE INFORMATION, RECOGNIZES THE DIVERSITY OF VALUES CAN BELIEFS RECOMMENDED THIS THE COMMUNITY AND COMPLEMENTS THE SEXUALITY OCEAN CHILDREN RECEIVE FROM THEIR FAMILIES, RELIGIOUS AND COMMUNITY GROUPS AND HEALTH PROFESSIONALS. COMPREHENSIVE SEX ID PROGRAMS PREVENT MISINFORMATION, RESTITUTION VIOLENCE, ABUSE AND SEXUAL EXPLOITATION AND MAKE IT EASIER FOR CHILDREN TO REPORT IF SOMEONE DOES TRY TO HARM THEM. COMPREHENSIVE SEXUALITY EDUCATION ALSO HAS BEEN SHOWN TO REDUCE THE THURL OF STUDENTS ENGAGED THIS SEXUAL ACTIVITY AND DELAY THE ONSET OF SEXUAL ACTIVITY. WITH ALL WANT STUDENTS TO MAKE HEALTHY CHOICES AND IF PARENTS WORRY THAT STUDENTS MAY HEAR SOMETHING TROUBLING WE WORRY TOO WITH THE TELEVISION CAN MEDIA OUT THERE, THAT'S WHY WE'RE SUPPORTIVE OF GIVING THEM ACCESS ACCURATE INFORMATION. YOUNG PEOPLE ARE EXPOSED TO SEXUAL CONTENT. IT IS MISSION INFORMATION AND OMISSION THAT SETTINGS CHILDREN UP TO MAYBE AVOIDABLE MISTAKES AND NOT ADVOCATE FOR THEMSELVES. AGAIN, AN PHEASANTIVE COMP HE SEXUAL EDUCATION DECREASES FREQUENCY OF SEXUAL INTERCOURSE, CREEKS NUMBER OF SEXUAL MILES AN HOURS, REDUCES RIGSING TAKING AND INCREASES CONTRACEPTIVE USE FOR THOSE WHO CHOOSE TO BE SEXUALLY ACTIVE. EVIDENCE BASED EDUCATION ABOUT HUMAN SEXUALITY AND SEXUAL REPROTECTION OVER TILE PROVIDED
[00:45:02]
BY PEDIATRICIANS, SCHOOLS AND OTHER PROFESSIONALS AND PARENTS IS IMPORTANT THE HELP CHILDREN MAYBE INFORMED POSITIVE AND SAFE CHOICE ABOUT HEALTHY RELATIONSHIPS, RESPONSIBLE SEXUAL ACTIVITY AND IS THEIR REPRODUCTIVE HEALTH.PARENTS AND GUARD YARNS DO HAVE THE RIGHT TO PROVE MATERIAL ASKS TO OPT OUT OF OF HUMAN SEXUALITY CURRICULUM.
THEY CAN OPT OUT OF UNITS OR THE LESSON WHOLE.
PARENTS RECEIVE A LETTER TO INVIE THEM TO REACH OUT TO THE TEACHER AND DISCUSS HOW CONTENT IS TAUT.
I ALWAYS RECOMMEND THAT PARENT TALKS WITH THE TEACHER TO DISCUSS THE COB CORN TEMPT BECAUSE MOST OFTEN IN OUR EXPERIENCE WHEN A PARENT TAKES THE OPPORTUNITY TO DO THIS THEY HAVE A BETTER UNDERSANDING OF HOW IT IS TAUT.
FROM JUST READING THE STANDARD IT SOMETIMES DIFFERENT TO UNDERSTAND WHAT THAT LOOKS LIKE IN IN CLASSROOM SO WE YOU WERE FAMILIES TO TALK TO THE TEACHER TO UNDERSTAND WHAT THAT STANDARD LOOKS LIKE IN INSTRUCTION. WHEN WE TALK ABOUT AGE APPROPRIATE INSTRUCTION, ELEMENTARY HEALTH EDUCATION BEGINS WITH COB SETTLEMENTS LIKES RESPECT, HEALTHY FRIENDSHIPS, ANTI-BULLYING AND BODILY AUTONOMY.
REPRODUCTIVE ANATOMY IS NOT INTRODUCED UNTIL THE FIFTH GRADE. TO STANDARDS ARE RECOGNIZE A RAIN OF WAY PEOPLE IDENTIFY AND EXPRESS GENDER AND DEMONSTRATE WAYS TO TREAT PEOPLE OF ALL GENDER IDENTITIES WITH DIGNITY AND AREN'T. NOTICE THIS IS WRITTEN IN LANGUAGE FOR HEALTH EDUCATORS, I'M GOING TO SHARE WITH YOU WHAT THAT LOOKS LIKE IN THE CLASSROOM.
FROM CART THROUGH GRADE FOUR THE FOCUS IS ON EACH OF US BEING SPECIAL AND UNIQUE FROM THE WAY WE LOOK AND TRAITS THAT WE HAVE.
WE LEARN, WE ARE ALL 11 AND WE SHOULD ALL APPRECIATE AND R.
THAT ABOUT EACH OTHER. WE RECOGNIZE THAT GIRLS AND LIKE DINOSAURS AND DOLLS. MATH IS NOT A BOY THING AND GIRLS CAN PLAY BASKETBALL. WE RESPECT AND APPRECIATE DIFFERENCES IN OTHERS AND EMPHASIZE THAT HEALTHY RELATIONSHIPS ARE RESPECTFUL AND KIND.
IN CALVERT COUNTY PUBLIC SCHOOLS FIFTH GRADE IS WHERE WE TEACH THE REPRODUCTIVE SYSTEM. THE 50 GRADE ISSUE BEGINS WITH THE ENDOCRINE SYSTEM AND HORMONES.
SOME GLANDS ARE PRESENT IN BOTH FEMALES AND MALES AND SOME ARE UNIQUE TO FEMALES AND MALES. THE MALE AND FEMALE REPRODUCTIVE SYSTEMS AND ORGAN ARE IDENTIFIED OF THEY LEARN THAT IT'S A MULTIYEAR PROCESS AND THE BEGINS AT DIFFERENT TIME FOR EVERYONE AND THAT IS ALL NORMAL. THE MENSTRUAL CYCLE IS DAVIDED AND STUDENTS LEARN THAT MENSTRUATING MEANS IS THAT PREGNANCY IS POSSIBLE. WE TALK ABOUT HOW L.ES OF PUBERTY MAY FEEL EMBARRASSING BUT TO RECOGNIZE THAT IT HAPPENS TO EVERYONE AND EVERYONE HAS THE SAME EMOTIONS ABOUT THAT.
DO NOT THESE OR BULLY SOMEONE EVEN AS WE MOVE INTO MIDDLE SCHOOL AGAIN HERE'S IS A SLIDES OF THE TOPICS RELATED TO FAMILY LIVE AND SEXUALITY IN GRADES SEVEN AND EIGHT.
WE DEFY SEXUALITY BECAUSE THERE'S AN PSALM THAT SEXUALITY MEANS SEXUAL INTERCOURSE. SEXUALLY IS AN UMBRELLA TERM USED TO INCLUDE ALL ASPECTS OF HUMAN SEXUALITY.
THE FOCUS TO HAVE SEVENTH GRADE SYSTEM IS THE REPRODUCTIVE SYSTEM AND HOW A PREGNANCY OCCURS THROUGH INTERCOURSE.
WHILE THEY LEARN HOW A WOMAN BECOMES PREGNANT WE EMPHASIZE IT IS NOT HEALTHY AT THIS AGE AND THE ONLY WAY TOE ENSURE SOMEONE IS NOT PREGNANT IS TO REMAIN ABCITY INNOCENT.
APPROPRIATE WAYS TO EXPRESS TEALS AND ATRANSACTION ARE EXPLORED SUCH AS TELLING SOMEONE WHY LIKE THEM, HOLDING HANDS, GOING A DANCE. CHARACTERISTICS OF HEALTHY RESEARCH LEADS US TO THE DANGERS OF SHARING DIGITAL IMAGE AND WE
[00:50:05]
DISCUSS APPROPRIATE REFUSAL SKILLS AND TO TURN TO FAMILY MINUTES AND TRUSTED ADULTED FOR HELP.IN EIGHTH GRADE WE STRESS HEALTHY VERSUS UP HEALTHY RELATIONSHIPS INCLUDING RESEARCHES WITH PARENTS, BOYFRIENDS, RELATIVES AND COACHES AND THEY PRACTICE PROVIDING HEALTHY ADVICE TO PEERSMENT ABCITY NEGLIGENCE IS AGAIN A LARGE TOPIC CAN WE FOCUS ON THE BENEFITS OF ABSTINENCE, THE INFLUENCES THAT EXIST, HOW TO MAKE CHOICES TO SUPPORT THEMSELVES REMAINING ABCITY INNOCENT AND HOW TO RESIST SEXUAL PRESSURE. WE TALK ABOUT METHODS OF CONTRACEPTION IN EIGHTH GRADE AS A MEANS TO PREVENT PREGNANCY.
WE STRESS IS THAT BECOMING SEXUALLY ACTIVE CARRIES CERTAIN RISKS AND CONSEQUENCES AND ADDRESS THAT PROMOTE THAT MOST TEENS IN THIS AGE GROUP ARE NOT SEXUALLY ACTIVE BUT IT'S IMPORTANT TO PROTECTS THEMSELVES FROM MISINFORMATION.
WE REITERATE THEIR RESPONSIBLE FOR THEIR SEXUAL HEALTH AND IGNORING CONSEQUENCES SHOWS A LACK OBVIOUS MATURITY.
THE UNIT ENDS WITH A SKILLS BASED LESSON WHERE STUDENTS APPLY WHAT THEY'VE LEARNED WITH REFUSAL AND NEGOTIATION SKILLS WITH ROLE PLAY THAT DEMONSTRATE RESTING SEXUAL PRESSURE.
WE END THE CLASS WITH THE QUESTION WHY IS IT IMPORTANT TO BE CONFIDENCE IN YOUR ABILITY TO SAY NO TO SEXUAL PRESSURE? IN TERMS OF FAMILY LIFE AND HUMAN SEXUALITY CONSENT OF HEALTH ONE THIS THE HIGH SCHOOL EACH SECTION OF THE FALL LIFE AND ASSUME SEXUALITY UNIT IS ABOUT TWO TO FOUR DAYS IN LENGTH WITH A FOCUS ON CONTENT. WE STILL LEAD WITH ABSTINENCE.
WE WANT THEM TO ABSTAIN. WE WANT THEM TO TALK TO THEIR FAMILY. WE DON'T WANT THEM ENGAGING THIS RISKY BEHAVIOR. THESE ARE SOME OF THE SKILLS THAT WE HAVE AS GOALSES FOR HEALTH ONE.
AGAIN THE CONCEPTS ARE TAUGHT THROUGH A SKILLS BASED APPROACH SO THIS ARE BEING ASKED TO THINK CRITICALLY AND BECOME SELF AWARE. WE WANT THEM TO@INDICATE FOR THERM AND WE WARRANT THEM TO THOUGH HOW TO ACCESS RELIABLE INFORMATION AND MAYBE INFORMED DECISION.
WE WARRANT THEM TO DEVELOP STRATEGIES TO MANAGE OR AVOID UNHEALTHY OR DANGEROUS SITUATIONS.
KNIEVEL GOING TO SHOW YOU TWO SLIDES THAT HAVE BEEN MISINTERPRETED THIS THE COMMUNITY.
THE SEXUAL TREE IS A INDIVIDUAL TO UNDERSTAND HOW WE EXPERIENCE SEXUALITY IN DIFFERENT WAYS. THIS IS MEASUREMENT TO RECOGNIZE OUR UNIQUENESS AND RESPECT THAT OF OTHERS AND REMEMBER SEXUALITY IS AN UMBRELLA MATERIAL FOR ALL THINGS RELATED TO RELATIONSHIPS, GENDER, CONSENT, SEXUAL INTERCOURSE, CONTRACEPTION AND SO ON. THE ROOTS ON THE GRAPHIC RECOMMEND THE CULTURAL LEVEL, THEY ARE THE CULTURAL NORMS OF WHERE WE ARE BORN AND RAISED. THEY ARE OUR STATE AND FEDERAL LAWS, OUR POLICIES CAN MEDIA AND CAMPS INCLUDE MARRIAGE, SEX EDUCATION, ABORTION LAWS, HEALTH CARE, AGE OF CONSENT.
THESE ELEMENTS OF OUR DEEP CULTURE ARE DIFFERENT THAN THOSE OVALE HEALTH SAY INDONESIA, IF WE HAD BEEN BORN THERE OR ANYWHERE ELSE WE WOULD HAVE MUCH DIFFERENT CULTURAL NORMS SURROUNDING DATING MARRIAGE AND RIGHTS.
THE TRUNK REPRESENTS THE LEVEL OF SEXUALITY, WE CAN EXPERIENCE SEXUALITY ON A RELATIONAL LEVEL THROUGH FRIENDS PEERS OR COWORKERS AND RELIGIOUS PRACTICES.
WE CAN ALSO EXPERIENCE SEXUALITY ON INTIMATE LEVELS REPRESENTED BY THE LEAVES OF THE TREE. WE ALSO EXPERIENCE EACH OF THE ELEMENTS OF SEXUALITY ON ANY OF THE LEVELS, FOR EXAMPLE LAWS AROUND MANGER ARE CULTURAL EVERYONE FAMILY AND RELIGIOUS BELIEVES ABOUT MARRIAGE ARE RELATIONAL AND GETTING MARRIED IS INTIMATE. SOCIAL NORMS ABOUT GENDER IS ALSO CULTURAL. MALE EQUALS TRUCKS AND BLUE.
[00:55:05]
AND FEMALE EQUAL DOLLS AND PINK. AT THE WILLINGAL AND FAMILY LEVEL INFLUENCES ON GENDER MAY BE MALE EQUALS SUPERHEROS AND OUT DOOR CHORES AND FEMALE EQUALS DOLLS CAN INDOOR CHORES.COSTS OF HEALTH CARE AND ACCESS TO IT AS A SOCIETY EXEMPLIFY THE CULTURAL LEVEL OF THE TREE. FAMILY PLANS ARE RELATIONAL AND GOING TO THE DOCTOR FOR REGULAR CHECKUPS IS IS THE INTIMATE.
IT'S NOT NARROWLY FOCUSED ON SEX.
THE ILLUSTRATION HELPS THEM UNDERSTAND WHERE THEIR VALUE COME FROM AND THAT DIFFERENT PEOPLE MAY HAVE DIFFERENT INFLUENCES AT THE CULTURAL CAN RELATIONAL LEVEL THAT IMPACT THEIR CHOICES. IT'S NOT USES AS AN ASSIGNMENT TERROR ANYTHING TO HANDS IN IT'S USES AS A TOOL THE BID SELF AWARENESS AND UNDERSTAND PERSONAL VALUES CAN BELIEF AND BUILD AN ACCEPTANCE FOR OTHERS. AT THE SIMPLE ZIGS LEVEL THE GINGERBREAD COOKIE STRAITS THE FOUR COMPONENTS OF GENDER AND HOW'VE DOES OR DOES NOT RELATE TO THE OTHER, UNDERSTANDING VOCABULARY IS THE FIRST STEP IN BEING INFORMED AND ABLE THE PARTICIPATE IN CONVERSATION OR EVEN DEBATE.
IDENTITY IS GENDER IDENTITY. WHO WE NOURICESES TO BE.
FOR MOST PEOPLE THEIR GENDER IDENTITY ALIGNS WITH THEIR BIOLOGICAL SEX AND FOR SOME IT DOES NOT.
ATTRACTION IS THE WAY WE ARE PULLED TO OTHER PEOPLE.
IT'S CALLED OUR SEXUAL ORIENTATION.
THE SEX COMPONENT IS ANATOMICAL OR BIOLOGICAL SEX, MALE OR FEMALED IT'S MADE UP OF THE BODY PARTS WE HAVE NAMEED.
FINALLY GENERAL GENDER EXPRESSION PEOPLE OFTEN THINK OF HAIRSTYLES, MUMP AND CLOTHING AND OTHER THINGS WE SEE ON THE OUTSIDE. WE ARE SOCIALIZED TO OVERSIMPLIFY THIS AND THINK ONE WE KNOW ONE THING ABOUT SOMEONE WE CAN FILL THIS THE REST OF THEIR PLANNING.
FOR EXAMPLE IF SOMEONE IS A WHO WILL WE HAVE A PICTURE IN OUR MINDER OF WHAT THAT PERSON LOOKS LIKE AND WHO SHE'S ATTRACTED TO.
WITH MIGHT ASSUME EMBODIES FEMALENESS AND IS ATTRACTED TO MEN. IS THE SIMPLEST LEVEL GENDER EXPRESSION AND CHANGE JUST BY THE WAY THEY CUT THEIR HAIR AND WEAR THEY ARE CLOTHES. THEY ARE ASKED TO PERSONALLY REFLECT ON THIS FOR THEMSELVES. WE DO NOT ASK STUDENTS TO SHARE.
LEVEL TO IS A NEW COURSE THAT WE ARE THIS THE PROCESS OF WRITING CURRICULUM FOR. I AND SHARE OUR AREAS OF FOCUS WITHIN THE FAMILY LIFE UNIT AND WHAT THE COULD YOU TELL COMES THERE. EACH OF THE FOLLOWING AREAS WILL BE ABOUT ONE WEEK INSTRUCTION. THE FIRST IS HEALTHY RESEARCHES AND CONSENT. THE SKILL WE ARE TARGETING HERE IS CAN I ANALYZE CAN THE INFLUENCES TO A HEALTHY DATING RELATIONSHIP AND USE EFFECTTIVE COMMUNICATION SKILLS.
THIS IS NOT JUST ABOUT SEXUAL ACTIVITY, THERE ARE ALL KINDS OF RELATIONSHIPS THAT APPLIES TO, LIKE FAMILIES, WORK RELATIONSHIPS, FRIENDSHIPS, SOCIAL RELATIONSHIPS AND INTIMATE RELATIONSHIPS. AND SAFETY AND VIOLENCE PREVENTION WE WANT STUDENTS TO BE ABLE TO ANSWER THIS QUESTION SUCCESSFULLY, CAN I ADVOCATE FOR VICTIM OF ABUSE.
AS STUDENTS ARE TRANSITIONING INTO ADULTHOOD CAN OUR STUDENTINGS TAKE CARE OF THEMSELVES AND FILED HELP FOR THEMSELVES OR OTHERS IF NEED TO THE STUDENTS SUCCESS CRITERIA OF THE SEXUALLY EXPLICIT MEDIA USE UNIT . . .
[01:01:10]
. >>> FINALLY, THE SEX LEVEL AND DISEASE PREVENTION UNIT SUPPORTS THESE GOAL THAT STUDENTS KNOW HOW TO ACCESS VALID AND RELIABLE SOURCES TO PREVENT UNPLANNED PREGNANCY WHILE USING EFFECTIVE COMMUNICATION TO COMMUNICATE PERSONAL VALUES AND BELIEFS AND THAT STUDENTS UNDERSTAND HEALTH SCREENINGS AND ASSETS AND WELLNESS CHECKUPS OF THEY WILL LEARN WHAT TYPE OF INFORM THEY REQUIRE AND PROMOTE THAT STUDENTS TALK WITH THEIR FAMILIES TO LEARN THAT INFORMATION AND FATHOM HISTORY. THEY IS NOTHING THAT WILL BE SHARED IN CLASS BUT IT'S SOMETHING THAT YOUNG ADULTS NEED TO UNDERSTAND HOW TO DO. STUDENTS ARE INCREASINGLY ENCOUNTERING SCENARIOS THAT REQUIRE THEM TO COMMUNICATE THEIR PERSONAL VALUES. IN THIS UNIT WE WANT STUDENTS TO ACCESS RELIBELOUSES AND SERVICES, PROTECT THEIR SEXUAL HEALTH. BE PRO-ACTIVE AND MAKE HEALTHY DECISIONS TO REDUCE RIGSING OF ILLNESS AND DISEASE AND PREMATURE DEATH AND BE AN ADVOCATE FOR HEALTHY LIVING.
CHILDREN HAVE THE RIGHT TO KNOW ABOUT THEIR OWN BODY ASKS THOUSAND THEY IF YOU THINK. THEY HAVE THE RIGHT TO KNOW ABOUT CHANGES THAT OCCURRING NOW AND ANY OTHERS THAT MAY OCCUR.
THEY HAVE THE RIGHT TO HAVE THEIR QUESTIONS ANSWERED, PEOPLE WHO EXPLORED THEIR OWN VALUE ASKS ATTITUDE CANDIDATE HAVE ACCURATE INFORMATION ARE IN THE BEST POSITION TO MAKE HEALTHY DECISIONS ABOUT THEIR SEXUAL LIVES.
WHETHER THAT TAKE PLACE IN THE SCHOOL OR HOLE OR BOTH THAT'S A PARENTAL DECISION. I'M RETURNING TO THIS SIDE SEW PARENTS AND GUARDIANS UNDERSTAND THEY HAVE THE RIGHT TO OPT OUT OF THE FAMILY LIFE AND HUMAN SEXUALITY INSTRUCTION, COMPREHENSIVE SEXUAL EDUCATION IS CRITICAL FOR YOUTH AND WE RECOGNIZE THAT SOME PARENTS WOULD RATHER THAT TAKE PLACE OUTSIDE THE SCHOOL. WHEN A PARENT WISHES TO OPT OUT DELAY CAN TELL THE TEACHER WHO TOPICS THEY WOULD LIKE THEIR CHILD NOT TO PARTICIPATE IN. WE WILL PROVIDE ALTERNATE LESSON MATERIAL FOR STUDENTS WHO NEOTAB PARKING LOT IN LESSONS RELATED TO FAMILY LIFE. WE WANT THE THANK YOU FOR THE OPPORTUNITY TO PROVIDE AN OVERVIEW OF THE CAN RECOLLECT 12 PROGRAM, WE LOOK FORWARD TO OUR CONTINUED PARTNERSHIPS WITH OUR FAMILIES IN SUPPORTING THE DEVELOPMENTS OF HEALTHY CHILDREN , AND NOW WE'LL TAKE QUESTIONS IF YOU HAVE SOME.
>> I GO BY SLIDE NUMBERS. IF WE CAN GO TO SLIDE THREE.
>> SLIDE THREE. >> I'M SORRY, LET'S GO TO SLIDE SIX. YOU CLARIFIED MY FIRST QUESTION.
>> SLIDE SIX, OKAY. >> WHAT ARE WE TELLING STUDENTS TO DEFINE A HEALTHY RELATIONSHIP?
>> CAN YOU SAY THAT AGAIN. >> IT SAID -- HEALTHY RELATIONSHIPS AND CONSENT, SO HOW ARE WE DEFINING A HEALTHY
RELATIONSHIP? >> A MULTITUDE OF WAYS BUT BASICALLY THAT HEALTHY RELATIONSHIPS ARE EQUAL RESEARCHES. SOMEONE IS TREATING YOU WITH RESPECTS AND KINDNESS AND NOT ASKING YOU TO DO THINGS YOU
[01:05:02]
DON'T WANT TO DO, IS RESPECTFUL TO HAVE YOU AND YOUR OPINIONS AND WANTS AND LIKES AND NEEDS -- REALLY MOST OF WHAT WE TALK ABOUT IN IN A HEALTHY RELATIONSHIP HASSING IN TO DO WITH SEX, IT'S HOW DO YOU HAVE A HEALTHY RELATIONSHIP WITH YOUR FAMILY AT HOME. HOW DO YOU HAVE A HEALTHY RELATIONSHIP WITH YOUR FRIENDS, WHAT MY RECOLLECTION ARELATIONSHIP UNHEALTHY. >> I KNOW IN THE PRIMARY GRADES WE'RE USING BODY WORDS, WHO'S PROVIDING THE MATERIALS TO TEACH
THIS? >> YES CREATE MATERIALS FOR
SECONDARY SCHOOL. >> THEY'RE GETTING MATERIALS
DIRECTLY FROM THE BOARD? >> YES.
>> I WANT TO CORRECT ONE THING THAT YOU SAID, YO SAID THEY'RE GETTING MATERIALS FROM THE BOARD.
>> NOT THE BOARD, CENTRAL OFF. >> CENTRAL OFFICE.
>> THANK YOU. >> IF YOU GO DO PAGE 10.
THE SECOND BULLET SAYS TOO MANY YOUNG CHILDREN RECEIVE CONFUSING AND CON FLICKING INFORMATION. THAT SOUNDS LIKE AN OPINION.
>> THE CONFUSING AND CONFLICTING INFORMATION COME FROM IMMEDIATE WHY, FROM UNINFORMED PEERS FROM TELEVISION, FROM SOCIAL MEDIA, ALL THOSE TYPE OF PLACES SO INACCURATE INFORMATION, INABRAT
EXPECTATIONS FOR RELATIONSHIPS. >> AND IT ALSO SAID AS THAT I DELAY TRANSITION FROM CHILDHOOD TO ADULTHOOD, THESE ARE STILL CHILDREN. WHAT ARE WE DOING TO INCLUDE
PARENTS IN THIS PROCESS? >> WE SEND THE LETTER HOME, WE INVITE DO DIALOGUE WITH PARENTS BUT PARENTS ARE ABSOLUTELY INVITED IN TO SHARE IN OUR MATERIALS AND GET AN UNDERSTANDING OF WHAT WE'RE GOING.
>> IT ALSO TALKED ABOUT A LACK OF HIGH QUALITY AGE AND DEVELOPMENTALLY APPROPRIATE -- HOW IS THIS CURRICULUM DIFFERENTIATED FOR STUDENTS TO MAKE IT DEVELOPMENTALLY APPROACH? BECAUSE ALL CHILDREN ARE NOT ON THE SAME PLANE, ESPECIALLY WHEN IT COMES TO SEXUALITY?
>> WELL, WE FOLLOW THE FRAMEWORK, WHICH GIVES US OUR DIRECTION OF WHAT IS AGE APPROPRIATE SO --
>> SO IT'S [INDISCERNIBLE] I THINK WHAT YOU'RE SAYING TO ME IN A CLASSROOM THERE ARE A SPECTRUM OF KIDS THAT HAVE DIFFERENT EXPERIENCES IN THEIR LIVES SO WE ARE TEACHING INTEREST THE STANDARDS AND TO THE STANDARDS.
>> ALL RIGHT. ON SLIDE 12 -- YOU WERE TALKING ABOUT OPTING OUT. CAN YOU EXPLAIN TO PARENTS WHAT
THE OPTING OUT PROCESS IS? >> IT'S A -- WE SEND A LETTER TO THE PARENTS INVITING THEM TO ACCESS THE MATERIALS AND TALK TO US IF THEY HAVE ANY CONCERNS LETTING THEM KNOW THAT THEY CAN OPTED OUT OF INDIVIDUAL LESSONS OR A UNIT IN ITS ENTIRETY AND IN INSTANCES WHERE PARENTS OPT OUT I MIGHT BE YES I WANT YOU TO DO THE HEALTHY RELATIONSHIPS AND I'VE UNCOMFORTABLE WITH THIS OTHER ASPECT SO FOR THAT PIECE I WOULD LIKE MY CHILD NOT TO PARTICIPATE, SO I THINK THE BEST IS CONSIDER WHEN THAT COMMUNICATION EXISTS ABOUT WHAT IT IS YOUR TEACHING SO I CAN MAYBE AN INFORMED DECISION ON WHERE I WANT MY CHILD TO BE PRESENT AND THIS AFTERNOON FROM THAT POINT IT'S LIKE I DON'T WANT MY CHILD TO PARTICIPATE IN THAT.
>> WHAT WOULD THIS CHILDREN BE DOING IF THEIR PARENTINGS OPTED
OUT? >> THE CHILD WOULD BE DOING A
DIFFERENT ACTIVITY. >>> ARE THERE ANY OPPORTUNITIES FOR PARENTS TO REVIEW THE CURRICULUM?
>> YES. >> DO THEY COME TO THE CLASSROOM
TEACHER? >> THEY WOULD GO TO THE SCHOOL,
[01:10:03]
I'LL GIVE SOMEBODY A CHANCE. >> THANK YOU, MS. POST?
>> WHAT WAS THE PIMP OF THIS PRESENTATION? ARE THERE CHANGE OR HAS THIS BEEN THE SAME IS THIS.
>> WELL HEALTH TO IS NEW SO THERE HAVE BEEN QUESTIONS OF WHAT ARE YOU TEACHING IN HEALTH TO? I THINK THERE HAS BEEN A -- AYE GOTTEN SOME PHONE CALLS FROM PEOPLE SAYING WHAT'S THIS THE KINDERGARTEN CURRICULUM? WHAT'S IN SECOND GRADE CURRICULUM? SO WE THOUGHT IT WOULD BE A GOOD IDEA TO PROVIDE AN OVERVIEW.
>> I KNOW THIS IF PAST HEALTH ONE WITH WAS OFFERED ONLINE FOR HIGH SCHOOL BUT I NOTICE THERE'S NOT A HEALTH TWO OFFERED ONLINE.
IS THAT -- BECAUSE IT'S STILL NEW.
>> MSDE IS WORKING ON A COURSE AND IT SHOULD BE READY SOMETIME
THIS YEAR. >> SO THERE WILL BE AN ONLINE OPTION? DID YOU HAVE A QUESTION?
>> I ONLY HAVE 47 MORE QUESTIONS.
>> DO YOU HAVE MORE QUESTIONS? >> YEMEN I DO.
SO KIND OF TO LISA'S QUESTION ABOUT YOU KNOW WHAT -- WHO DETERMINES WHETHER THE CHILDREN ARE EMOTIONALLY READY, SPEAKING LESS CONSIDER I THINK AS A PARENT'S DECISION TO DETERMINE WHETHER CHILDREN ARE EMOTIONALLY READY BUT IN A CLASSROOM WHERE WE HAVE INCLUSIVE CLASSROOMS WHERE THERE MAY BE CHILDREN WHO ARE DEVELOPMENTSLY NOT READY WHO MAKE THE DETERMINATION IN THE INCLUSIVE CLASSROOMS OR DOES EVERY CHILD IN LET'S SAY THE KNICKS SIXTH OR SEVENTH GRADE -- IS THERE ANY DIFFERENTIATING
FROM ONE IN SPECIAL EDUCATION? >> I WOULD SAY A TEACHER MAKES THAT DETERMINATION ON A DAILY BASIS SO THAT WOULDN'T BE SOMETHING DIFFERENT THAT HATCHES IN A HEALTH CLASSROOM.
>> CAN I FOLLOW THAT UP WITHSOME SOMETHING? I'M THINKING ABOUT A SPECIAL ED CHILD THAT MAY NOT HAVE THE CAN GOTIVE AWARENESS. WHAT WOULD BE DONE FOR THAT
CHILD? >> ID SAY THAT WOULD BE A PLANNING DECISION TEEN THE TEACHER AND THE SPECIA EDUCATOR TO DETERMINE IF THERE ARE ENMOVINGS OR ADJUSTMENTS OR SCAFFOLDING THAT MIGHT NEED TO HAPPEN FOR THAT STUDENT, SEW THAT WOULD BE A DIALOGUE BETWEEN THE TEACH CANCER THE SPECIAL
EDUCATOR. >>> ISN'T THIS A REQUIRED
CREDIT? >> SO FOR HIGH SCHOOL THEY ARE REQUIRED CREDITS AND THEN FOR THE FAMILY LIFE AND HUMAN SEXUALITY PIECE THE PARENT HAS THE ABILITY TO OF THE OUT SO THE IS A KEY COMPONENTS SO THEY CAN OPT OUT IF THEY CHOOSE.
>>> SO CAN APPARENT OPT OUT EVEN IF THEY DON'T REVIEW THE
>> I WENT THROUGH THIS ALREADY SO EXCUSE ME.
I HAVE A -- I HAVE MY QUESTIONS HERE AND I HAVE TO SAY WE HAVE HAD A NUMBER OF CONVERSATIONS AND THANK YOU FOR ALWAYS ENTERTAINING ME. I THINK IT'S IMPORTANT THE PUBLIC HEAR AND UNDERSTAND SO BEAR WITH ME, ON SLIDE TWO SICK, THERE IS A THE 2018 DATA BUT DO WE HAVE ANY UPDATED DATA? SO FOR EXAMPLE THE YOUTH BEHAVIOR RIGSING SURVEY FROM 2021 TO 22, CAN THAT BE PROVIDED?
>> IT IS COMING OUT THIS SPRING, THE TREND DATA IS OUT AND THAT
IS JUST COMING AVAILABLE. >> MS. POST CAN YOU CLARIFY YOUR QUESTION? THERE'S NO SLIDE 26.
>> I DON'T KNOW WHAT PAGE IT IS, I'LL GO BACK AND AMEND.
>> IT WAS SLIDE NINE. >> YEAH, I DON'T KNOW WHERE I GOT PAGE 26. OP THE 2018 DATA DO WE HAVE -- CAN WE GET TREND DATA IN CAN WITH GO BACK AND GET DATA FROM
[01:15:05]
THE LAST FIVE TO TEN YEARS INSTEAD OF THIS SNAPSHOT?>> I BELIEVE WE CAN GET IT,. I DO KNOW THE NATIONAL TREND DATA THAT JUST CAME OUT FROM 2011 TO 2021 HAS SHOWN ARABS IN SEXUAL ACTIVITY FROM SCHOOL FROM 46 PERCENT TO 30 PERCENT OF SEXUALLY ACTIVE TEENAGERS IN SCHOOLS.
>> I WANT TO MAYBE MORE OF A COMMENT AND LESS OF A QUESTION TREE THAT'S -- I CLEARLY MYLITY- SLIDE IS WRONG SO WHATEVER SLIDE IT WAS THAT WAS ONLY PART OF THE LESSON THAT GOES ALONG WITH THAT SEXUALITY TREE. THERE'S ANOTHER PART OF IT AND SO I THINK IT'S IMPORTANT THAT WHEN WE WANT TO BE AS TRANSPARENT -- AND IF THESE ARE THINGS WE ARE DEEMING NECESSARY TO TEACH OUR CHILDREN I THINK IT'S IMPORTANT WE DO THE BEST WE CAN TO BE AS TRAP AS WE CAN AND WHAT IS IMPORTANT TO NOTE IS THE SEND PART OF THAT, THE THREE LEVELS OF SEXUALITY AND I HAVE IT BECAUSE I HAVE IT IN AN E-MAIL --
>> IT'S ON ITS WAY DOWN. >> WHAT? IS IT THE SECOND PART OF IT? I WAS LOOKING AT IT ON MY PHONE AND I THINK THAT'S -- AND THIS MIGHT HAVE BEEN SOMETHING FOR A TEACHER BUT I KNOW IT WAS HAPPENEDDED OUT AT A HIGH SCHOOL BUT THE NINTH GRADE ASSIGNMENT IT THAT YOU SAYS ABOUT ALL THESE DIFFERENT THINGS LIKE ABORTION, FANTASY IF THISH, SEXUAL
ORIENTATION, SKIN HUNGER. >> THAT SLIDE CHANGED A NUMBER
OF YEARS AGO. >> SO WHAT ACCOMPANIES THIS
>> I WOULD BE INTERESTED -- WE CAN REVISIT THAT AT AT TIME.
I WOULD ALSO LIKE TO TALK ABOUT THE -- THE OPT OUT POLICY AND THE PROCEDURE. I WAS LOOKING THROUGH AND THIS IS ACTUALLY ON THE AGENDA TO DISCUSS IN APRIL, THE POLICY FOR CURRICULUM DEVELOPMENT AND I WAS GOING BACK THROUGH AND DOING SOME RESEARCH WHEN IT COMES TO COMAR AND MANY THIS IT SAYS THAT INSTRUCTION SHALL BE DELIVERED BY TEACHERS TRAINED IN THE FIELD OF DRUG ADDICTION AND PREVENTION EDUCATION AND IF WE JUMP AHEAD IT SAYS THE SCHOOL SYSTEM SHALL ESTABLISH A JOINT COMMITTEE FOR IF PURPOSE OF REVIEWING AND COMMENTING OBSTRUCTIONAL MATERIALS AND IT TALKS THE SCHOOL SYSTEM ESTABLISHING POLICIES AND GUIDELINES FOR AND PROCEDURES FOR STUDENT OPT OUT REGARDING INSTRUCTION, I DON'T THINK THAT WE HAVE A POLICY ON
THAT. >> OUR PROCEDURE HAS BEEN
SENTING A LET'S HOME -- >> I WOULD NOTE THAT IS NOT CONSISTENTLY HAPPENING AND IT SAYS HERE THAT BECAUSE I ASKED IF THERE WAS SOMETHING I NEEDED TO SIGN TO OPTED SCOUT AND THE TEACHER TOLD ME TO JUST CHECK THE BOX, SO THAT'S NOT CONSISTENT. THERE'S ALSO SOMETHING IN HERE WHEN IT TALKS ABOUT TEACHING CONTINUE.
I'M CURIOUS WHAT THOSE COLLEGE COURSE ARE AND/OR STATE WORKSHOPS ARE THAT OUR TEACHERS TAKE, SPECIFICALLY LONG-TERM SUBS OR ART TEACHERS THAT ARE FILLING IN FOR HEALTH GYRE AS YOU MENTIONED THAT POLICY WILL BE FOR DISCUSSION IN A FUTURE MONTH. OUR PRESENTATION THE ONLY IS THE HEALTH CURRICULUM SO IF WE COULD STAY WITH THE SLIDES.
>> YES, THIS IS A RESULT OF WHAT YOU'RE TRYING TO SHOW US HERE BECAUSE THIS IS THOUGHTS CONSISTENT.
THERE'S NOTHING OP ON THE WEBSITE SO MY POSSIBLY IS IF IT'S PUBLIC AND WE WANT PARENT TO KNOW IT SHOULD BE AVAILABLE
[01:20:02]
WITHOUT HAVING TO JUMP THROUGH A SCIATIC NERVE AMOUNT OF HOOCHES TO GET THAT INFORMATION. THAT'S IT.>> CAN WE GO TO SLIDE 22? >> THE VERY LAST ONE I FOUND VERY CONCERNING. CAN I ACCESS HEALTH SCREENINGS AND EXAMINATIONS. ARE WE ASKING STUDENTS TO ACCESS HEALTH RELATED TREATMENTS UNDER THEIR PARENTS' INSURANCES
WITHOUT PARENT PERMISSION? >> NO.
>> CAN YOU CAN BE WHAT THAT MEANS?
>> DO THEY HAVE THEY HAVE THE KNOWLEDGE THE FIND THOSE THINGS FOR THEMSELVES AS THEY NEED THEM IN LIFE.
>> OKAY, AND DOES OUR SYSTEM REQUIRE TEACHERS TO WITHHOLD SEXUAL IDENTITY FROM STUDENT'S PARENTS?
>> SO THAT'S NOT SPECIFIC TO THE HEALTH CURRICULUM BUT THEMSDE GUIDANCE WHALE GIVES US SOME PARAMETERS AND SOME OF THE GUIDANCE IS THAT YOU NEED TO WORK WITH THE STUDENT FIRST TO ENSURE THAT THEY ARE IN A SAFE PLACE TO BE ABLE THE SHARE THAT EVEN WHEN THAT COMES IN FROM THE SCHOOLS THAT A STUDENT MIGHT BE CONCERNED ABOUT THEIR SEXUALITY, TYPICALLY THE COUNCILORRINGS IN THE SCHOOL ADMINISTRATORS REACH OUT TO THE DEPARTMENT OF STUDENT SERVICES AND WHEN THAT HAPPENS THEY TALK ABOUT AN AGE APPROPRIATE APPROACH TO THAT AND THE CONVERSATIONS THEY'RE HAVING WITH THE STUDENT IS ABOUT IS IT STUDENTS TALKING WITH THEIR PARENTS THAT IT'S IMPORTANT THERE FOR THAT INFORMATION TO COME INTEREST THE STUDENTS. BUT IF THEY'RE UP COMFORTABLE SHARE WITH THEIR PARENT THEY HAVE TO WORK THROUGH THINGS SUCH AS YOU'RE ASKING TO BE CALLED SOMETHING DIFFERENT AT SCHOOL, WHAT IF YOUR PARENTS PICK YOU UP? THERE ARE TIME WE HAVE TO WORK FOR THE PROTECTION OF THE STUDENT. IF A STUDENT INDICATES THERE MIGHT BE A VOLATILE SWAYING SITUATION OR THEY MIGHT BE ABANDONED THE SCHOOL HAS TO PUT THE STUDENT FIRST AND THEY MIGHT NOT ENGAGE IN THAT CONVERSATION AT ALL.
>>> THANK YOU >>> MS. POST DO YOU HAVE ADDITIONAL QUESTIONS? YOUR LIGHT IS LIT.
>> NO, THAT'S ALL, THANK YOU. >> MR. WHITE?
>> NO, I WANTED TO SAY THAT THIS IS CRITICAL INFORMATION FOR YOUNG PEOPLE TO HAVE AND I KNOW IT'S PROBABLY SOME AWKWARD CONVERSATIONS BUT IT IS SO NECESSARY.
YOU HAVE TO FORTH THAT -- TEACH KIDS HOW TO ACCESS THAT INFORMATION BECAUSE THEY'RE SO BOMBARDED, SO HAVING A SAFE PLACE TO TALK ABOUT THIS IS VERY IMPORTANT.
>>> I'M SORRY, I THINK WHAT'S ALSO IMPORTANT TO NOTE IS WHAT WE'RE SEEING HERE IS NOT INDICK TIFF OF WHAT WE'RE SEEING IN THE CLASSROOM SO AS PARENTS ARE LISTEN CAN GO WATCHING IT'S IMPORTANT YOU TALK ABOUT TO YOUR TEACHER BECAUSE IT'S INCONSISTENT FROM SCHOOL TO SCHOOL WHAT LESSONS ARE BEING TAUGHT. WHAT SLIDE PRESENTATION, WHAT HANDEROUTS CAN BE DIFFERENT FROM SCHOOL TO SCHOOL AND THE TEACHERS HAVE THE LIBERTY TO GO OUT AND FIND RESOURCES THAT THEY DEEM NECESSARY SO THERE ARE SOME INCONSISTENCIES IN WHAT WE SEE HERE VERSUS WHAT MAYBE WE SEE THIS THE CLASSROOM SO I THINK THAT'S IMPORTANT TO NOTE, THANK YOU.
>>> YES, I WANT TO SAY THANK YOU.
I GRADUATED THIS 1988 AND THINGS HAVE CHANGED SO I CAN IN PEEL WHO ARE EDUCATED AND GETTING MORE KNOWLEDGE OF THINGS THAT THE WAY THIS THINGS ARE CHANGE AND MAKE SURE THEY UNDERSTAND WHAT'S GOING ON, SO I DEFINITELY HAVE AN APPRECIATION FOR THAT.
AND I ALSO AS FAR AS THE OPT OUT I DON'T THINK THAT ANY ONE PERSON SHOULD SAID I DON'T WANT THIS FOR MY CHILD SO NO ONE
[01:25:02]
SHOULD HAVE IT SO I THINK IT'S IMPORTANT TO HAVE THAT ALSO TO GIVE PARENTS A CHOICE OF WHAT THEY WOULD LIKE TO HAVE.BUT THANK YOU VERY MUCH FOR CLEARING UP A LOT OF THINGS THAT
HAVE BEEN FLOATING AROUND. >> ALL RIGHT.
SEEING NO FURTHER DISCUSSION, THANK YOU.
[2.06 General Funds and Other Financial Reports]
>>> NEW YEAR'S WE'LL FIVE INTO OUR GENERAL FUND AND FINANCIAL
REPORT DISCUSSION, MR. JOHNSON. >> THANK YOU PRESIDENT.
MY NAME IS SCOTT JOHNSON I'M THE DISTRICT'S CHIEF FINANCIAL OFFICER. THIS EVENING WE HAVE FOUR BUDGET REPORTS FOR THE DISTRICT'S TWO PRIMARY FUNDS THE GENERAL FUND AND THE GRANT FUND. THE FIRST REPORT IS THE REVENUE BUDGET TAX REPORT FOR THE GENERAL FUND AND AS SHOWN THE DISTRIBUTE THAT IS RECEIVED 145.2 MILLION OR 59 PERCENT TO HAVE TOTAL REVENUE BUDGET FOR THIS FUND AS OF FEBRUARY 28.
THE SECOND REPORT IS THE BUDGET TO ACTUAL SUMMARY FOR EXPENDITURES. THIS REPORT COMPARE THE ACTUAL OBSERVATION EXPENDITURES INCURRED TO AT A TIME AND THIS COMPARES THE DATA FOR THE 13 BUDGET CATEGORIES AND AS OF FEBRUARY 28 THE DISTRICT HAD SPENT ORABLE COMBERRED NINE SEX 96 PERCENT OF THE ANNUAL GENERAL FUND BUDGET AND AS IN PREVIOUS MONTHS THERE'S ONE CATEGORY ON THIS PAGE, TRANSPORTATION THAT IS EXPERIENCING CONTINUED COST PRECIOUS THIS CATEGORY WAS $550,000 OVER BUDGET AS OF FEBRUARY 28 AND MAY INCREASE IN THE MONTHS AHEAD, BUDGET INCREASE WILL BE PROCESSED FOR THE TRANSPORTATION CATEGORY THE SPRING.
THE NEXT REPORT PROVIDES MORE GRANULAR DATA FOR THE 14 -- 13 BUDGET CATEGORIES AND A OF FEBRUARY THE DISTRICT 7 FOYER 3.8 PERCENT OF THE TOTAL BUDGET. THAT CONCLUDES THIS EVENING'S PRESENTATION, I WOULD BE HAPPY TO ANSWER ANY QUESTIONS.
>> COLLEAGUES, ANY QUESTIONS? >> SO THE 1.2 MILLION HA YOU CREATED A NEW ACCOUNT TO REPORT OUR -- THIS IS A HEALTH CARE SETTLEMENT. IS THAT A CORRECT STATEMENT?
>> THAT'S MIKE, YES FROM CARE FIRST.
>> SO EVENTUALLY WE'LL DO A BUDGET ADJUSTMENT TO ADDS TO THAT AND WE WILL ALSO THEN APPLY -- THEORETICALLY THIS CAN HE HAVE US WITH THINGS LIKE OUR INTERESTING OVERAGE.
>> THAT'S CORRECT. >> DO WE HAVE ANY HAD HEALTH CARE SETTLEMENTSES THAT WERE UP USED? SO IN THE PAST WHEN WE ACCUMULATE A CERTAIN DOLLAR AMOUNT OR STAFF GETS A HEALTH HOLIDAY?
>> PREMIUM HOLIDAY. >> PREMIUM HOLIDAY ACCORDING TO
THE AGREEMENT WITH CEA AND CASE. >> SO WHERE IS THE.
A FROM THE PREVIOUS YEAR THAT WE WERE HOLDING? BECAUSE AS I UNDERSTOOD THERE WAS A BALANCE FROM THE PREVIOUS YEAR THAT WE WERE HOLDING ON TO FOR THE FUTURE PREMIUM HOLIDAY? GYRE THERE IS A POT THAT CONTAINS THE AMOUNTS ACCORDING TO C E. A CASE FOR A PREMIUM HEALTH CARE HOLIDAY ACCORDING TO THAT FORMULA IN THE AGREEMENT.
>> SO WILL THAT POT BE COUPLED WITH THIS OR WILL WE NOT SEE
THAT HAPPEN? >> SO IF THEY'RE REPORTED IN AN ASSIGNED FUND BALANCE THERE THAT BE BROUGHT TO US IN THE FUTURE? IS THAT HOW IT'S GOING TO BE HANDLED GOING FORWARD?
>> I MISS SPOKE, IT'S ASSIGNED FUND BALANCE.
>> THAT MAY HAVE BEEN ME NOT YOU AT THE.
I'M NOT GOING PUBLIC COMMENT. >> SO WILL THAT ASSIGNED FUND BALANCE AMOUNT BE ACCUMULATEDDED WITH THIS AT THE END OF THE YEAR
[01:30:03]
AND WE'LL OFFER THE PREMIUM HOLIDAY AT THE APPROPRIATE TYPETIME? >> WE WOULD OFFER THE PREACH HOLIDAY AT THE APPROPRIATE TILE. I'LL BE HAPPY TO DOUBLE
DOUBLE-CHECK. >> I DON'T KNOW WHO CAN TALK ABOUT THIS, BUT THE HOME AND HOSPITALFUL I THOUGHT THAT WE HAD MORE -- IT SHOWS HERE A BUDGET OF 75,000 I THOUGHT WE HAD MORE THAN THAT. IT SAID CROSS TO 200 SO WEB ANSWER THAT OFFLINE BUT WHO WOULD BE BEST TO TALK ABOUT THE OVERAGE AND HOW WITH WE THE REMEDY THIS AND WHAT THIS MEANS
TO US? >> I'LL BE HAPPY THE FOLLOW UP
WITH THE APPROPRIATE PERSON. >>> HOME AND HOSPITAL IS OUT OF THE DEPARTMENT OF STUDENT SERVICE SERVICES SO THEY WOULD MANAGE THAT BUDGET AND THE SERVICES RELATED TO HOME AND
HOSPITAL INSTRUCTION. >> I DO REMEMBER SPEAKING WITH -- THERE WAS AN EVENT HELD AT THE LIBRARY FOR OUR WONDERFUL PRE-K, IT WAS ACTUALLY INFANT AND TODDLER AND THERE WAS QUITE A LOTS OF ACTIVITY AND THEY WERE HOPING FOR ADDITIONAL RESOURCES AND I WAS WONDERING WHAT HAPPENED, IF WE WERE ABLE THE ALLOCATE THAT. I APPRECIATE THE NOTES THAT YOU PUT BY THE DIFFERENT OVERAGINGS AND SAVINGS.
AND FORTUNATELY WE'RE ALL IN AN OVERAGE SITUATION AND WE'VE TALKED ABOUT THE TRANSPORTATION SO WE KNOW WE HAVE A RISK THERE AND HOPEFULLY THAT CAN HELP. CAN YOU EXPLAIN WHY WATER SEWAGE ACCOUNT WILL BE RECLASSIFIEDED TO CONTRACTED SERVICES?
IT'S ON PAGE 9. >> I WOULD BE HAPPY TO CHECK MY NOTES. I DON'T RECALL SPECIFICALLY WHY BUT I DO BELIEVE THAT THERE WAS THE NEED TO PUMP OUT -- ACTUALLY SOME COSTINGS RECOMMENDED TO WATER AND SEWER WERE CHARMED TO THE WATER AND SEWAGE ACCOUNT THAT SHOULD HAVE BEEN CHARGED TO A -- I BELIEVE IT WAS FOR DRAINING A FIELD SEW THAT WITHOUT FOR THE PURCHASE OF WATER IT'S FOR PUMPING ARRISHES
RENTAL OF THE EQUIPMENT. >> SO THAT MIGHT NOT BE A TRUE OVERAGE THEN,THE COUNTY DIDN'T RAISE RATES TREMENDOUSLY.
>> THIS WAS DUE TO CHURCH RANCHING OF COST THAT WERE
REALLY NOT WATER OR SEWAGE. >> ALL RIGHT.
THANK YOU. >> COLLEAGUES ANY OTHER QUESTIONS? SEEING NONE, THANK YOU.
[2.07 Budget Transfers]
NEXT MOVE TO BUDGET TRANSFERS. >> THANK YOU, IN ACCORDANCE WITH CALVERT COUNTY PUBLIC SCHOOL COILS APPROVAL IS REQUESTED FOR CATEGORY BUDGET TRANSFERS THIS TIME FOR ONE SET AND THAT WOULD BE FOR FIXED COST PRIMARILY FOR RETIREMENT, SOCIAL SECURITY, HEALTH INSURANCE ACCOUNTINGS THAT WERE BUDGETED AT DISTRICT WIDE LEVEL AND ARE PROPOSING TO REALLOCATE THOSE. .
AS WITHIN THE SAME CATEGORY AND WE HAVE BEEN CHARGING VARIOUS COSTS IN THE FIXED COST CATEGORY TO THESE INDIVIDUAL LINE ITEMS BUT THE BUDGET WAS INITIALLY APPROVED AT THE BUILDING -- I'M SORRY THE DISTRICT LEVEL SO THIS WOULD MOVE THE DOLLARS TO THE ACCOUNTS THE DOLLARS WILL BE EXPENDED FROM AND IT WILL BETTER ALIGN WITH THE AMS SPENT BY BUILDING.
>>> MOVE TO APPROVE. >> SECOND.
>> WE HAVE AMOTIONS AND A SECOND.
ANY DISCUSSION? HEARING NONE ALL THOSE IN FAVOR.
>> AYE. >> THOSE OPPOSED? MOTION PASSES. THANK YOU MR. JOHNSON.
[2.08 Budget Approval]
[01:35:01]
>> NEXT WE'LL MOVE INTO CONSIDERATION OF THE FISCAL YEAR 2024 PROPOSEPOSED BUDGET. WHO WOULD LIKE TO BEGIN?
MR. WHITE YOUR LIGHT IS LIT. >> OH YOU JUST TURNED IT OFF.
YOU HAVE NO COMMENT? >> YES, I WOULDLIKE TO MAKE A MOTION TO ADD TWO GATE TEACHERS TO THE BUDGET.
>> WE HAVE AMOTIONS. >> THERE'S AMOS ON THE FLOOR, IS
THERE A SECOND? >> THERE'S AMOTIONS AND A SECOND. ANY DISCUSSION? THERE WAS A MOTION ON THE FLOOR TO ADD TWO GATE TEACHERS TO THE CURRENT BUDGET. THERE WAS A SECOND BY MS. POST.
ANY DISCUSS? >> SO WHEN YOU SAY THAT MEANS YOU WANT TO ADD DOLLARS ON TO OUR BOTTOM LINE OF OUR EXPENDITURES IN THAT'S WHAT THAT TEENS THEN I'M NOT IN SUPPORT OF THAT. WHAT I WOULD LOOKS LIKE TO ASK THE SCHOOL SUPERINTENDENT IF HE COULD ADD OR TO PLEASE ADD TWO GATE TEACHERS. THE GIFTED AND TALENTED FOR THOSE WHO AREN'T AWARE BUT TO SEE IF WE CAN FIND SAVINGS IN OTHER AREAS SO IN OTHER WORDS NOT INCREASE THE BOTTOM LINE.
I KNOW WE ALSO HAVE A INTERESTING TRANSPORTATION RISK AND THAT ONE I ALSO WOULD LIKE TO ASK THEM TO FIND THE SAVINGS IN OTHER PARKING LOTS SO THOSE ARE MY ONLY TWO -- ACTUALLY I HAVE A THIRD BUT I'LL GET TO THAT LATER.
>> SO ARE YOU OFFERING A FRIENDLY AMENDMENT TO
MR. WHITE'S MOTION? >> I GUESS THAT'S WHAT IT WOULD BE SO TO SAY AN AMENDMENT WOULD BE TO SAY WITHOUT IMPACTING THE
FINAL TOTAL EXPENSE NUMBER. >> I ACCEPT.
>> SO WE HAVE A MOTION ON THE FLOOR TO ADD TWO GATE TEACHERS TO THE CURRENT PROPOSED BUDGET AMOUNT AND TO NOT INCREASE THE
BUDGET THAT WAS PROPOSEED. >> I HAVE DISCUSSION.
ARE THESE TEACHERS BEING PULLED OUT OF THE CLASSROOM TO BECOME GATE TEACHERS AND WHERE ARE THEY BEING ASSIGNED IS THIS.
>> SO IT'S MY UNDERSTAND THAT DR. RIKKS PUT TOT A COMPREHENSIVE PRESENTATION FOR A BUDGET THAT WENT UP TO CENTRAL OFFICER AND SHE SUGGESTED TO GATE TEACHER IN HER PRESENTATION SO I BELIEVE MR. WHITE'S MOTION ADDS TO THE BUDGET TWO GATE TEACHERS. SO NOW WE WOULD ADD TWO ADDITION
AT HER DISCRETION. >>> THAT'S CONCERNING THE TO ME IF THEY'RE PULLING TO TEACHERS -- WELL THIS IS FOR
NEXT YEAR. >> ADDITION OF TWO TEACHERS, WE'RE NOT PULLING SO INCREASING OUR STAFFING COMPLEMENT.
>> MS. POST YOUR LIGHT IS LIT, DO YOU HAVE DISCUSSION?
>> YES, I WILL TELL YOU I WOULD HAVE LIKE TO HAVE SEEN AN OPPORTUNITY FOR RESTORATIVE PRACTICES TRAINING, I KNOW THAT'S SOMETHING WE'RE SUPPOSED TO PRACTICE BUT THERE'S ONLY A SELECT FEW TEACHERS SO SPECIFICALLY IT'S GOING TO BE
FOR EVERY TEACHER? >> WOULD YOU LIKE TO LIGHT UP
AND SPEAK? >> YES THE GOAL FOR US TO TALK ABOUT BEHAVIORAL SUPPORTS IS TO TALK ABOUT ALL TYPE OF SPOTS WHICH INCLUDES RESTORATIVE PRACTICES SO THAT LINE ITEM CAN ABSOLUTELY SUPPORT RESTORATIVE PRACTICES.
>> SO I WOULD ALSO SAY THAT IN THAT LINE I'M SPECIFICALLY THAT WE'RE TALKING ABOUT I KNOW WE'RE NOT REALLY MARRIED TOENAILING BUT MY BRAIN AUTOMATICALLY GOES TO WONDERING WHAT KIND OF RESEARCH WE'VE DONE AND IS THAT DOLLAR AMOUNT TOO MUCH OR IS IT ADEQUATE OR IS IT NOT ENOUGH SO HOW MUCH IS RESTORATIVE PRACTICE
[01:40:04]
TRAINING FOR TEACHERS IS THIS HAVE WE LOOKED AT WHAT OOMSES ARE AVAILABLE, WE KNOW ABOUT THE PLAY BOOK BUT WHAT OTHER ITEMS MIGHT THERE BE AND I WOULD HAVE LIBBED IN THAT DOLLAR.A TO HAVE SEEN SOMETHING A LITTLE MORE CONCRETE, I THINK IT WOULD HAVE HELPED ME UNDERSTAND WHAT THOSE WOULD BE BECAUSE WEB ALL ACKNOWLEDGE THAT WE NEED THEM BUT JUST FOR THE FUTURE.
>> SO WE HAVE AMOTIONS AND A SECOND MOTION REGARDING ADDING A STAFFING COMPLEMENT OF TWO TO OUR CURRENT BUDGET.
ALL THOSE IN FAVOR? ANY OPPOSEED? MOTION PASSES. STILL HAVE OUR BUDGET TO CONSIDER? IS THERE DISCUSSION ON THE
BUDGET? >> YES I WOULD LIKE TO MAKE A MOTION THAT WE REDUCE OUR BUDGET BY 500,000 WHICH WE PUT IN 500,000 FOR [INDISCERNIBLE] WHICH WAS A GOOD FAITH EFFORT THAT WE -- THE RULE HAS BEEN FOR THE LAST COUPLE YEARS IS THAT IF WE HAVE OFAGES AND WE HAVE SURPLUS IN OUR FUND BALANCE WE GIVE@COUNTY AS MUCH AS WE CAN TO PAY DOWN THE OTHER POST EMPLOYMENT B.S FOR OUR TEACHERS AND FOR OUR EMPLOYEES, I BELIEVE AND IN THE PASSION WE'VE GIVEN AS MUCH AS 5 MILLION-DOLLARS BECAUSE OF OUR COVID SAVINGS, BUT WE'VE NEVER BIT IT INTO OUR BUDGET BUS IT'S BATESED ON WHAT WE END THE YEAR WITH SO I THINK IT'S A GAVE EFFORT BUT I DON'T KNOW IT'S APPROPRIATE TO TO ADD
IT TO THE BUDGET. >>> THERE'S A MOTION ON THE FLOOR. IS THERE A SECOND?
>> SECONDS. >> ANY DISCUSSION REGARDING THE 500,000? ALL THOSE IN FAVOR? THAT MOTION PASSES. COLLEAGUES ANY OTHER DISCUSSION ON THE BUDGET? MOTION?
>> JUST A COUPLE OF OTHER THINGS.
I WANT TO MAKE SURE THAT -- THIS WAS A VERY DIFFICULT TASK IN LOOKING AT THIS BUDGET CAN THERE WERE A LOT OF PEOPLE THAT SPENT A LOT OF TIME WORKING ON IT AND STAFF SALARIES ARE RAVEL IMPORTANT TO US. I WOULD SAY THAT I THINK THAT WE HAVE -- I WOULD HAVE LIKED TO SEE A LITTLE MORE ATTENTION IN THE BUDGET FOR SPECIAL GIVEN THE GROWING SPECIAL EDUCATION POPULATION THAT WE HAVE AND I WOULD IN THE FUTURE BECAUSE WE'RE HERE NOW LIKE TO SEE THAT MAYBE WE TAKE A LOOK AND ANALYZE THE AMOUNT OF TECHNOLOGY AND WHAT WE SPEND OUR MONEY ON AS IT RELATES TO THE DECLINE IN TEST STORES AND ARE WE REPLACING WHAT WAS TRADITIONAL TEACHING METHODS WITH TECHNOLOGY AND HOW IS THAT WORKING AND MAYBE THAT'S A PLACE WHERE WE SHALL HAVE COST SAVORING. I ALSO FEEL LIKE THERE'S A LOT IN THIS BUDGET THAT IS NOT CENTERED THIS THE CLASSROOMS SO GOING FORWARD I THINK THAT IT WOULD BEHOOVE US TO LOOK AT ALL THE CONTRACTS AND SERVICE THAT WE HAVE AND SEE HOW WE CAN PUT AS MUCH MONEY AS WE OBVIOUSLY CAN BACK INTO THE CLASSROOMS.
THANK YOU. >>> MS. POST I APPRECIATE YOUR COMMENTER ABOUT THE CLASSROOMS, HOW ARE I THINK MR. JUDGES GEOLOGIST'S MOVE TO RECLASSIFY OBSERVATION PENDTURES TO BE FOCUSED ON BILLIONS AS OPPOSED TO ALLOCATING THEM TOGETHER IN ONE ACCOUNT WILL GIVE US A BETTER IDEA OF HOW MUCH MONEY IS GOING INTO THE CLASSROOMS I THINK IT WILL BECOME MORE I FELT THAT WE ARE ACTUALLY FOCUSING OUR ATTENTION ON THE CLASSROOMS WE JUST NEED TO FOCUS MORE AND ENCOURAGE THE STITT TO PROVIDE THE CORRECT AMOUNT OF RESOURCES TO OUR COUNTY UNDER THE BLUEPRINT TO ENSURE THAT WE'RE GIVING OUR STUDENTS IN THE
CLASSROOM WHAT THEY NEED. >> YOU KNOW, I ALSO THINK IT'S IMPORTANT WHEN WE LOOK AT THAT AND TALK ABOUT THE STUDENT TO TEACHER RATIO AND MAKE SURE WITH THAT.
ONE OF THE THINGS THE ADMINISTRATOR SAID WHEN DELAY PRESENTED THE PLAY BOOK WAS THEY GOT TO SPEND A LOT OF EXTRA TIME
[01:45:03]
WITH THE STUDENTS AND THEY FELT LIKE THAT WAS A WAY THE HELP THEM BECAUSE THEY FELT LIKE THEY BECAME MENTORS TO THE STUDENTS AND THE STUDENTS FELT LIKE SOMEBODY WAS PAYING ATTENTION BUT THE RATIO WAS SMALLER AND I THINK IS IS PART OF TRYING TO FOCUS ON MAKING SURE OUR STUDENT TO TEACHER RATIO STAYS AS SMALLAS WE CAN. >> I'LL ENTERTAIN A MOTION
REGARDING THE BUDGET. >> I WOULD LIKE TO MAKE A MOTION TO 17 ACCEPT THE BUDGET LESS THE 500,000.
>> SENDS. >> THERE'S BEEN AMOTIONS PUT FORTH AND AMOTIONS IS ON THE FLOOR.
ANY DISCUSSION? HEARING NONE THOSE IN FAVOR? MOTION PASSES 3-TWO. IS IT POSSIBLE TO ASK WHAT THE OPPOSITION WAS FOR? SHOULD WE TALK ABOUT THAT.
>> IF MY COLLEAGUES WHO OPPOSE WOULD LIKE TO EXPLAIN THEIR VOTE
THAT IS THEIR LIBERTY. >> I'VE HAPPY TO EXPLAIN.
I THINK WHAT WHAT I TALKED ABOUT ABOUT IS WHY I'M IN OPPOSITION BOPPING THERE'S ENOUGH EVIDENCE PROVIDED TO MED TO HAVE A COMFORT LEVEL TO APPROVE A BUDGET AT THIS LEVEL KNOWING ALL OF THE THINGS THAT WE HAVE THAT ARE IN THERE THAT ARE EBBING PENDED AND KNOWING THAT -- I JUST NEEDED A LITTLE MORE EVIDENCE THAT WE HAD DONE A SOLID JOB AT LOOKING THROUGH WITH A FINE TOOTH COMB AND FIND EVERY COST SAVINGS THAT WE POSSIBLY CAN. SO AS IT RELATES TO THE THINGS I TALKED ABOUT, SEEING WHERE WE COULD HAVE BEEN MORE INNOVATIVE AND LOOKING AT SOME OF THESE MEASURES AND THANK YOU FORKING
AND ME. >> FOR ME THIS BUDGET SHOULD BE HYPER FOCUSED ON STUDENT CHIEF. AND SALARIES.
PRIORITIES MUST BE MADE AND SACRIFICES MUST BE MADE AND I FEAR THIS BUDGET COULD LEAD TO POTENTIALLY HIGHER TAXES SO I NEED TO BE ENSURED THAT ABSOLUTELY EVERY EFFORTS HAS BEEN MADE TO ENSURE THERE IS NO WASTEFUL SPENDING IN THE BUDGET.
I TALK ABOUT THAT AT JUST ABOUT EVERY MEETING.
IS. >>> I HAVE A STATEMENT TOO THAT I WOULD LIKE TO READ, I KNOW THIS IS A HUGE ASK AND OUR COUNTY COMMISSIONER ARE PROBABLY NOT GOING TO BE ABLE TO FULLY FUND IT AND WHEN I FIRST SAW THE SUPERINTENDENT'S PROPOSAL I WAS PROBABLY AS STUNNEDDED AS THE COMMISSIONERS WERE AND I SET TO WORK AND I WENT THROUGH EVERY SINGLE ACCOUNT LINE I'M.
I WENT THROUGH EVERY SINGLE DEPARTMENT AND I WAS TRY TO FIND THOSE AREA WHERE WE COULD FIND SAFERRINGS AND THERE ARE PROBABLY SOME SAVINGS WE COULD DO, SO WHEN MORE EXPENSIVE TEACHERS RETIRE THAT WILL ALWAYS BE A MOVING TARGET IN ANY KIND OF BUDGET BUILDING BUT LET ME WALK THROUGH WHERE WHAT I FOUND AND I DO APPRECIATE THE RESPONSES THAT WE GOT FROM OUR BUDGET QUESTIONS, WE QUESTIONED AND WE QUESTIONED AGAIN AND THEN I WAS ABLE TO SIT DOWN WITH THE CFO AND HASH OUT OUR SPENDING SO I APPRECIATE THAT, BUT TO KEEP IT SHORT I'M GOING TO FOURS ON THE SALARY AND BENEFIT EXEMPT. SALARIES AND BENEFITS MAKE UP 81 PERCENT OF OUR BUDGET. I THINK I SAW ANOTHER SCHEDULE THAT SAID 65 PERCENT BUT THAT MUST HAVE NOT INCLUDED THE
[01:50:05]
BENEFITS BUT OF THAT $219 MILLION FLORIDA SALARY AND BENEFITS WHICH IS 81 PERCENT OF OUR BUDGET TEACHERS MAKE 76 PERCENT OF THAT SO I LOOKED AT THE TEACHER BUDGETS AND WHAT'S IS REFLECTED IS THE MANDATED BLUE PRINT SALARY INCREASES WHICH IS A NICE FIVE AND A HALF PERCENT.THE BUDGET INCREASE THEN WE HAD TO INCREASE STAFF TO RAMP UP OUR PRE-K PROGRAM AND THAT IS MANDATORY AND SO ALL TOGETHER THIS ADDS UP TO $13.1 MILLION ADDITIONAL MONEY IN OUR BUDGET FOR TEACHERS. WHICH IS CLASSROOM SPENDING.
THEN WE ASKED OUR SUPERINTENDENT TO INCLUDE EQUIVALENT RAISE TO ALL THE OTHER STAFF BECAUSE OF THEIR INSTRICKEN -- AND THAT ADDS TWO AND A HALF MILLION AND WHEN YOU PUT ON THE COLAS AND STEPS IT COME TO 5 MILLION. IN OUR 24 BUDGET WE HAVE SOME DILIGENCE HEAD COUNT. WE'RE ADDING BACK TWO ASSISTANT PRINCIPALS THAT HAD BEEN ADDED TWO YEARS BACK, THIS PUTS MORE ADULT IN THE BUILDING AND THEY I BELIEVE OUR TWO HIGH SCHOOLS WHO HAD IT REMOVED WOULD BENEFIT GREATLY FROM THEM.
WE HAVE ALSO ADDED THREE SAFETY ADVOCATES TO HAVE FULL COVERAGE OF OUR MIDDLE SCHOOLS WHICH AGAIN HAVING MORE ADULTS IN THE BUILDING WILL MAKE FOR MORE RESPONSIBLE STUDENTS.
OUR ONE FULL-TIME COMMUNICATIONS OFFICER WHO WAS BROUGHT ON THIS YEAR AND THEN SOME BUS ASSISTANCE TO HELP WITH BUS LOADS AND I.T. TECHS. ALL TOLD THE NEW STAFF ADD UP TO I BELIEVE AROUND A MILLION DOLLARS, SO ADDING IT ALL UP OUR BUDGET INCLUDES ADDITIONAL SALARIES AND BENEFITS OF 18.3 MILLION DOLLARSFUL IF WE SUFFER A TERRIBLE REDUCTION IN THE.
A THE COMMISSIONERS CAN GIVE US THE IMPLICATIONS ARE BEGIN DIRE AND WILL REQUIRE DRASTIC ACTION. IVELY LIST WHAT THE MOST OBVIOUS OF THOSE ARE, THE FIRST WOULD BE TO CUT HEAD COUNT WHICH MEANS WE'RE GOING TO BE HOBBLING ON OUR PROGRESS OP BEHAVIORAL ISSUES. THE SECOND WOULD BE TO INCREASE CLASS SIZE, THOSE ARE WORDSES WHICH ARE THE MOST DREADED WORDS. TEACHERS ARE ALREADY OVERLOADED AND ARE TASKED WITH THE WORK OF CATCHING OUR STATE YOUR LAST NAMES WITH THE COVID LEARNING WE HAVE TO GIVE THEM THE RESOURCED TO DO THEIR JOBS WELL AND TIME IS ONE OF THOSE RESOURCES. WE CANNOT REDUCE THE TIME THAT TEACHERS SPEND WITH EACH CHILD. LASTLY WE WE WOULD HAVE TO RENEGE ON OUR CONTRACTS WITH OUR UNIONS AND THAT IS INCREDIBLY PAINFULMENT IT IS A. SO THAT'S MY STATEMENT.
>>> CAN I FOLLOW THAT UP, PLEASE?
>> DID YOU EXPLAIN YOUR VOTE PREVIOUSLY?
[01:55:01]

OUR NEXT PEEK SPEAKER IS CARLOS CHILD SPEAKING ON BEHALF OF AN ORGANIZATION. .
>>> HELLO BOARD MEMBERS AND SUPERINTENDENT.
OWNERSHIP HERE TO TALK TODAY ABOUT THE RECENT RESTRICTION ON THE BOOK BLANKETS. HISS DECISION ACTUALLY WENT AGAINST THE LIBRARY BOOK RECONSIDERATION COMMITTEE WHICH VOTED TIES TO NOT BAN OR RISK ACCESS TO THE GRAPHIC NOVEL BLANKETS AND HISS DECISION GOES AGAINST THE MISSION STATEMENT WHICH STATES INTELLECTUAL FREEDOM IS EVERY LEARNER'S RIGHT. TO THIS END ALL ASSISTANTS WILL PARTICIPATE THIS A STUDENT CENTERED INQUIRY BASED SCHOOL LIBRARY CURRICULUM, AND ON TOP OF THIS TO MAKE MATTERS WORSE RESTRICTING ACCESS TO BLANKETS ALSO GOES AGAINST STUDENT'S FIRST AMENDMENT RIGHTS. BLANKETS IS A GRAPHIC NOVEL THAT COVERS A MYRIAD OF DIFFERENT TOPICS, IT COVERS RELIGIOUS IDENTITY, FAMILY AND SOCIAL DYNAMICS, SIGNS OF POTENTIAL ABUSE AND MORE. STUDENTS CAN USE THIS BOOK THE IDENTIFY POSSIBLE SEXUAL ABUSES THAT THEY MAY BE GOING THROUGH, BULLYING AND OTHER ISSUES IF THAT THEIR LIFE SO THEY CAN START THE PROCESS TO SEEKING HELP KNOWING WHAT TRAUMA LOOKS LIKE TO BE ABLE THE SAY I IDENTIFY WITH THAT AND I NEED TO SEEK HELP BECAUSE I'VE SHOWING THE SAME SIGNS THIS PERSON ISMENT AS SOME OF YOU MAY KNOW WE'RE AT A TIME WHEN WE SEE A LOT OF BAD FAITH ACTORS WORKING TO RISK ACCESS TO DIVERSE PUBLIC SCHOOL LIBRARY BOOKS AND THE CALVERT COUNTY SCHOOL BOARD AND
[02:05:01]
THE SUPERINTENDENT SHOULDN'T BE WORKING WITH IS THE SAME BAD FAVORITE ACTORS SO BAN ACCESS TO THESE BOOK.TO KEEP GOING ON THE BANK RISKING ACCESS AND CENSORING OF BOOKS ISN'T GOING TO STOP WITH BUT NOVEL.
THE SAME BAD FAVORITE ACTORS ARE GOING TO EXTEND TO BOOKS WITH RELIGIOUS MINORITIES AND OTHER SOCIALLY CORK LITERATURE THATCHES STUDENTS UP TO DIVERSE PERSPECTIVE PERSPECTIVES THEY MAY OR MAY NOT BE GETTING AT HOME.
WITH DON'T NEED FOR YOU ALL THE HELP THESE PEOPLE BAN THESE BOOKS BECAUSE WE'RE DOWN IS DISSERVICE TO CALVERT COUNTY PUBLIC SCHOOL HENCH BUT FOR ALL THESE REASONS THAT ACLU OF MARYLAND IS CALLING ON THE BOARD AND THE SUPERINTENDENT TO ONE REVERSE THE DECISION ON AGE RESTRICTING OUT BLANKETS, TO ADD A STUDENT MEMBER TO THE LIBRARY BOOK RECONSIDERS COMMITTEE.
STUDENTS SHOULD HAVE A SAY ON WHAT THEY WANT TO READS AND WHAT'S IS AVAILABLE TO THEM WITHOUT HAVING A PARENT HAVE TO SIGN OFF AND SAY I WANT TO GIVE MY CHILD ACCESS TO THIS BOOK, AND PASS LEGISLATION TO MANDATE LEGISLATION THAT BEFORE A BOOK IS SEND ZEROED CENSORED FOR A PUBLIC HEARING SO STUDENT CAN HAVE A SAY, WE SHOULD BE DOING EVERYTHING TO MAKE SURE KIDS ARE NOT JUST STAYING INSULAR WITH THEIR LEARNING THAT THEY ARE OPENED UP TO A BROAD SPEAK OF DIFFERENT STORIES TO BE ABLE TO EXPAND THEIR MINDS. WE NEED TO HAVE LIVE IN THE PUBLIC SCHOOL LIBRARY TO MAKE SURE THAT KIDS CAN SAY YOU KNOW WHAT I CAN SEE MYSELF IN THIS CHARACTER, JUST BECAUSE SOMEBODY IN A BOARD DOESN'T SEE THEMSELVES IN THAT BOOK, DOESN'T MEAN STUDENTS WON'T SEE THEMSELVES IN THOSE BOOKS, SEW IT'S FOR ALL THESE REASONS THAT I'M IMPLORING YO YOU TO DO RIGHT FOR THE STUDENTS OF CALVERT COUNTY SCHOOLS.
>> THANK YOU FOR YOUR COMMENTS. >> OUR NEXT SPEAKER IS NATHAN
PARK SPEAKING AS AN INDIVIDUAL. >> THANK YOU FOR ALLOWING ME TO
BE HERE AND -- [INDISCERNIBLE] >>> MY CONCERN IS WHEN WE SIT HERE AND TALK ABOUT THE HEALTH INITIATIVE OR THE HEALTH CURRICULUM THAT'S BEING TAUGHT WE TALKED ABOUT MISINFORMATIONER THEY MADE THE COMMENCEMENT SEVERAL TIMES ON MISINFORMATION BUT THEY SAID THERE WAS A LOT OF MISINFORMATION FROM THE INTERNET AND SOCIAL MEDIA BUT WHEN ASKED WHERE THEY WERE GETTING THEIR INFORMATION IT SEEMED LIKE IT LAY IN THESE TWO INDIVIDUALS SITTING HERE SO I'M CONCERNED THAT WE MAY BE FOCUSING ON THE WRONG THING. MA'AM WHY YOU HAVE TALK ABOUT THE BEHAVIOR ISSUES THAT ARE COMING OUT OF COVID AND HOW WE'RE WANTING TO INCREASE STAFF BEHALF BEHAVIOR ISSUES.
AREN'T WE FOCUSED ON THAT INSTEAD? IF WE TAKE A LOOK AT THE SEXUALITY PASS THE GALLOP STUDY FOR 2022 STATES THAT 22 PERCENT OF AMERICANS ACTUALLY IDENTIFY OR EVEN POSSIBLY THINK THEY COULD IDENTIFY IN THE LGBTQ COMMUNITY AND AND LESS THAN FIVE PERCENT IN HIGH SCHOOLS ARE QUESTIONING THEIR SEXUALITY SO WHY DO WE FEEL LIKE WE NEED TO FOCUS ON THAT? INSTEAD WHY DON'T WE LOOK AT THE LOVE AND CARE OF AWE ALL THE STUDENTS AND WE FOCUSED THAT
[02:10:11]
SECTION ON RELATIONSHIPPING ALL PEOPLE? I BELIEVE THE STATEMENT IS SET A STANDARD AND KEEP THE STANDARD.WHAT IF WE GOT BACK TO BEING THE TOP IN OUR STATE IN ACADEMICS? HAVE WE POLLED OUR STUDENT ASKS SEEN IF THIS IS THING THEY'RE REALLY CONCERNED ABOUT? I THINK EVERY CHILD DESERVES SUPPORT WHICH IS WHY MY WIFE AND I HAVE FOSTERED OVER FIVE SETS OF CHILDREN. MY DAUGHTER IS ONE OF THOUGH WHO IDENTIFIES AS A LESBIAN AND WE LOVE HER AND SPOT HER EVERY DAY.
I BELIEVE WE OWE IT TO THESE CHILDREN TO PREPARE THEM FOR THE FUTURE. THROUGH THE FUTURE ONE OUT OF
FIVE. >> MR. SPARKS YOUR TIME HAS
>> I'M SORRY, MR. PARK SON PLEASE FINISH YOUR SENTENCE.
>> RIGHT NOW IN MESH LESS THAN FOUR PERCENT OF OUR POPULATION QUALIFIED TO SERVE IN THE MILITARY, ONE PERCENT CHOOSE TO.
WHAT WE'RE FACING HERE IS ANISH IF WE DEFERENT CREATE A CULTURE OF RESPECT IT'S WHAT WASHINGTON FEARED THIS THE EARLY 1800S AND THAT IS INSTEAD FORMING TO CULTURE INSTEAD OF PREPARING FOR
THE FUTURE. >> THANK YOU FOR YOUR COMMENTS.
>> OUR NEXT SPEAKER IS LUCINDA KELLER SPEAKING AS AN
MY NAME IS LUCINDA KELLER. I WANT TO GO BACK TO THE ISSUE OF THE BOOK BAN ON RESTRICTIONS ON BLAB BLANKETS.
JUST WANT THE ADDS A FEW THING ON MY OWN, AS A FORMER CCPS PARENT, MY BABY GRADUATEDDED IN 2012, IT'S BEEN A LONG TIME, SO I READ A LOT AS A CHILD AND I CONFESS I READ SOME BOOK AS A TEENAGER THAT SOME PARENTS PROBABLY DO NOT WANT THEIR KIDS TO READ. HENRY MILLER, DH LAWRENCE, THE RISQUE STUFF AND A LOT OF GRAPHIC NOVELS CAN I TURNED OUT OKAY, AND QUITE BORING ACTUALLY AND BUT I THINK A DECENT HUMAN BEING AND WHAT I KNOW IS THAT THE READING BOOKS THAT ARE MAYBE OUTSIDE ONE'S ENVIRONMENT OR COMFORT ZONE OR HAVE DIFFERENT PEOPLE DOES NOT MAKE YOU WEIRD, DEVIANT, BAD OR MENTALLY ILL, RATHER IT EXPANDS YOUR UNDERSTANDING OF OTHERS AND HELPS DEVELOP A SENSE OF EMPATHY FOR OTHERS THAT ARE NOT LIKE YOU AND WHICH I THINK WE'RE SORELY IN NEED OF THESE DAYS.
I DISAGREE WITH RELEVANTING ACCESS TO BOOKS LIKE BLANKETS JUST BECAUSE SOME PARENTS WITH UNCOMFORTABLE WITH IT.
IT IS CENSORSHIP. IT IS GRAFFIC NOVEL THAT EXPLORES A LOT OF TOPICS THAT ARE RELEVANT TO GROWING TEENS AND SO IN WHICH CASE I PUTS US SQUARELY -- IT BELONGS IN A HIGH SCHOOL LIBRARY AND SHOULD BE ACCESSIBLE WITHOUT RESTRICTIONS.
I'M NOT ADVOCATING THAT YOU NOT PARENT YOUR CHILD OR CHILDREN BE ALLOWED TOE READ ANYTHING BUT IT SEEMS TO ME THAT WE ALREADY HAVE A GOOD SYSTEM IN PLACE TO OFFER AGE APPROPRIATE READING
[02:15:08]
MATERIALS AND MANY PASSION PAST AND PRESENT AUTHORITARIAN SOCIETIES ARE PUT BOOK BANS THIS CONTROL SO TODAY BLANKETS AND TOMORROW I'M AFRAID AND I WANT TO READ SOME OF THE MOST COMMONLY BAND BOOKS IN AMERICA, COLOR PURPLE, GREAT GATSBY, I KNOW WHY THE CAGED BIRD SINS, TO KILL A MOCKING BIRD, ANIMAL FARM AND SLAUGHTER HOUSE FIVE. THESE ARE ALL MASTERPIECES OF LITERATURE AND JUST BECAUSE SOMEONE WAS UNCOMFORTABLE WITHTHEM. >> THANK YOU MS. KELLER.
>> OUR NEXT SPEAKER IS CLAIRE HILL SPEAKING ON BEHALF OF AN
ORGANIZATION. >>> I WILL SHARE MORE DETAILS
[02:20:54]
ABOUT MY CONCERN SEPARATELY WITH THE BOARD.BUT THE SUPERINTENDENT'S DECISION TO BAN THE BACK BLANKETS IS NOT RESCINDED I PLAN TO SUBMIT AN APPEAL TO THE BOARD OF EDUCATION WHERE IN ACCORDANCE WITH THE BOARD'S ADMINISTRATIVE PROPERTY PROCEDURES I WILL REQUEST A REVIEW OF WITH A I BELIEVE AN ERROR OR INJUSTICE COMMITTED BY THE SUPERINTENDENT.
THANK YOU FOR THE OPPORTUNITY TO OFFER MY FEEDBACK ON THIS IMPORTANT TOP EBB, BUT RISKING AND BANNING AND SOFTLY CENSORING
BOOKS IS NOT THE ANSWER. >> THANK YOU FOR YOUR COMMENTS.
>> OUR NEXT SPEAKER IS EDGAR [INDISCERNIBLE] SPEAKING AS AN
MY NAME IS EDGAR. I'M A SENIOR AT CALVERT HIGH AND THIS IS MY FOURTH YEAR IN THE THE ROTC PROGRAM, SO I'M NOT JUST SPEAKING FOR CALVERT I'VE SPEAKING FOR OILHOLES.
HIGH SCHOOLS. A LOUISIANA YEAR WE HAD A SUCCESSFUL RUN AND WE WENT TO NATIONALS IN ALL THREE OF THE COMPETITIONS IN ALABAMA, CALIFORNIA AND FLORIDA.
I PERSONALLY WENT TO TWO OF TELL THEM.
SO THESE TRIPS MAKE LIFELONG LONG-TERMS CAN MEMORY AND FRIENDS AND WE DO OUR OWN FUND RAISING AND THAT'S OFTEN ESPECIALLY THIS YEAR IT'S REALLY SHOWN THAT WE'VE BEEN STRUGGLING TO GET TRANSPORTATION, AND WE HAVE TO RELY ON PARENTS AND I THINK THE ORIENTATION TRIPS REALLY HELP EXPAND THE MIND OF OTHER CADETS AND SHOW THEM OF WHAT THE FUTURE HOLDS FOR THEM.
I DIDN'T KNOW IT AT THE TIME BUT I WILL BE GETTING A FULL RIDE NAVY SCHOLARSHIP AND IF IT WEREN'T FOR THAT TRIP I WOULD HAVE NEVER KNOWN OF THE OPPORTUNITY OF NOT JUST COLLEGE BUT WHAT OTHER THINGS ARE OUR OUT THERE.
AND THAT'S REALLY ALL I HAVE IS THESE TRIPS MEAN A LOT TO NOT JUST ME BUT ALL THE CADETS THAT GET AN OPPORTUNITY TO GO ON THEM AND THERE ARE A LOT OF GREAT THINGS AND BENEFITS THAT CAN COME FROM THEM. I JUST ASK THAT YOU GIVER A THOUGHT TO NEXT YEAR'S BUDGET WHEN YOU ALLOCATE MONEY.
>> OUR NEXT SPEAKER IS -- IS IT KYLE CORTEZ.
>> GOOD EVENING. I'M ALSO A MEMBER OF THE NJ ROTC
[02:25:08]
STUDENT. I WANT TO TALK ABOUT WHY ROTC IS IMPORTANT. FOR ME I STARTED OUT MY FRESHMAN YEAR VERY INTROVERTED AND I WAS PLACED IN AN ENVIRONMENT WHERE THERE WAS A LOT OF OPPORTUNITIES FOR US . . .>>> THIS IS THE FUTURE OF OUR NATION.
IF WE DON'T TRAIN THEM RIGHT THEN WE'RE NOT GOING TO GO ANYWHERE. THIS HAS ALSO LED ME TO A SCHOLARSHIP AT A NAVAL -- FOR A NAVY ROTC.
WITH CREATING THE LEADERS OF TOMORROW GIVE GIVING MONEY TO US WOULD BE GREATLY APPRECIATED. THANK YOU
>>> THANK YOU FOR YOUR COMMENTS. >> OUR NEXT SPEAKER IS CORBIN BRADNER SPEAKING AS AN INDIVIDUAL.
>> GOOD EVENING. I AM CORBIN BRADNER AND I'M ALSO A MEMBER OF THE ROTC UNIT. WE FIND OURSELF AS A PROGRAM THAT TRIES TO BUILD UP INDIVIDUAL STUDENTS OR CAN CAN CADETS TO BE RESPONSIBLE MEMBERS OF THE COMMUNITY.
WE WERE NUMBER ONE IN THE MID ATLANTIC REGION WHEN IT COME TO THINGS LIKE COMMUNITY SERVICE AND AWARDS IN EVENTS.
THE OPPORTUNITY OF THE FIELD TRIPS WHICH IS ONE OF OUR MAJOR APPEALS TO THE UNIT ARE WHAT ALLOW US TO MOVE OUR CADETS TO EXPERIENCE DIFFERENT THINGS, GO TO MUSEUMS OR INTERACTED WITH HIGH SCHOOLS THAT THEY WOULD NEVER GET TO PARTICIPATE IN.
I FOUND MYSELF PERSONALLY A MEMBER OF MULTIPLE TEAMS LAST YEAR, WON THIS EVERY SECTION IS THAT WE HAVE DIVIDED INTO FROM ACADEMICS FROM ATHLETIC TEAMS AND DRILL TEAMS AND RIFLE TEAM.
WE PARTICIPATED AT A HIGH LEVEL BUT UNLIKE LAST YEAR THIS YEAR WAS NOT SO FORTUNATE. WHEN IT CAME TO OUR FUND-RAISER ROUGHLY 20 PERCENT OF CADETS PARTICIPATED AND OUT OF THAT 20 ONLY TEN KIDS MANAGED TO BRING MONEY IN AND THE AVERAGE SCHOOL BUS PRICE FOR US TO GO ON TRIPS IS ABOUT $500 BUT IN TOTAL THIS YEAR WE ONLY RAISED TEN OR $15,000 SO THAT ONLY FUNDS MAYBE 34 TRIPS AND THAT'S NOT COUNTERING THE OTHER EVENTS WE NEED TO SED UP AND FROM THE LACK OF FUNDING THISSIER WE SAW THAT A LOT OF OUR PROGRAMS HAD TO BE ENDED EARLY AND WE SAW ON OUR TEARING -- WE FOUND THAT WE WERE UNABLE TO COME TRAININGS AND OUR CADETS TO EXPERIENCE THE BEAUTIFUL NATIONAL PARK.
FIND OURSELF WITH A BULLET THAT WE HAVE TO BUDGET OURSELVES IN
[02:30:05]
ORDER TO ACHIEVE FIELD TRIPS. I SAW PERSONALLY THAT EVEN THOUGH I AM UNDER A LOT OF STRESS BECAUSE I'M DOING I'LL END MY STATEMENT BY SAYING THAT WITH TRY TO BUILD EACH OTHER UP AS MEMBERS OF THE COMMUNITY IN WHICH WE CAN ALL SUCCEED AND LEAD AMERICA TO A BRIGHTR FUTURE.>> THANK YOU FOR YOUR COMMENTS. >> OUR NEXT SPEAKER IS JOSH JOHNSON SPEAKING ON BEHALF OF AN ORGANIZATION.
>>> HELLO I'M JOSH JOHNSON WITH CALVERT COUNTY CONCERNED PARENTS. I WOULD LIKE TO THANK THE SUPERINTENDENT FOR FINDING COMMON GROUND LATELY SO APPRECIATE THE HARD DIALOGUE THAT YOU'VE BEEN THROUGH.
I'M HERE FOR THE ROTC TODAY. I CAME HERE TWO MONTHS, I WANTED TO MAKE YOU AWARE OF THE STRUGGLES THAT ROTC HAS BEEN THROUGH. MY DAD WAS A PASTOR AND I'M PRETTY PASS GNAT AND AT THE END OF THE DAY I WOULD LIKE TO ASK THE 860 THOUSAND DOLLARS PLAY BOOK TO GIVE $100,000 TO THE ROTC PROGRAM. THESE ARE CALVERT VALUES, COULDN'T BE PROUDER OF THE THREE YOUNG CADETS THAT WERE HERE TODAY, THEY SAID IT IN THEIR OWN WORDS.
IT'S INSPIRING FOR THEM TO FIND WHAT THEIR UNIQUE TALENTS ARE.
ONE SIDE NOTE, THERE SEALED TO BE WITH THE NEW BUDGET I UNDERSTAND A LOT OF THINGS GOING ON AND I APPRECIATE THAT, THERE SEEMED TO BE A THREAD OF LARGER CLASS SIZES WHEN YOUR DATA SHOWS A DOE INCLINE IN STUDENTSES SO MIGHT WANT THE CHECK THATMENT
THANK YOU FOR YOUR TIME. >> OUR NEXT SPEAKER IS SILVIA
SPEAKING AS AN INDIVIDUAL. >> GOOD EVENING, MY NAME IS SILVIA PARKER AND I'M A FIRM BELIEVER IN BEING FAIR, FIRM AND CONSISTENT. MY CONCERN IS HAVING PERCENT THAT WILL AGENDAS AND FANFARE WHICH DOES A DISS SERVICE FOR THE SCHOOL, COMMON SENSE AND FOR CALVERT COUNTY.
I LISTENED TO THE PUSH BACK BY THE PLAY BOOK PROGRAM, THE PURPOSE OF THE PROGRAM WAS TO REACH OUT AND TO HELP THOSE WHO STRUGGLE. FIT HELPED AT LEAST ONE STUDENT SUCCEED ITS MISSION WAS ACCOMPLISHED.
SOMETIME YOU HAVE TO DIG DEEP AND THINK OUTSIDE THE BOX TO REACH THEM BECAUSE YOU MAY NOT NOW OR UNDERSTAND THE CIRCUMSTANCES OF WHY THEY DON'T PERFORM AS WEATHER WELL AS THEIR PEERS. A SELECT GROUP OF PARENTS CONSTANTLY SUGGESTS BANNING BOOKING BOOKS AND THINGS ALSO A DISSERVICE TO THE STUDENTS. WHAT SOME PARENTS MAY FEEL IS TOO HARSH FOR THEIR CHILD MAY BE A STASH REALITY FOR OTHERS.
EASY ACCESS TO CELL PHONES, SIRI, SOCIAL MEDIA AND PEERS IS EC DIFFERENT THAN HAVING A BOOK AND FROM PARENTS SHELTERING THEIR CHILDREN AND HELICOPTERING THEIR CHILDREN IT CREATES MISGUIDED DOESN'TS WHO BELIEVE THE WORLD OWES THEM EVERYTHING AND ALSO LAST BUT NOT LEAST PLEASE DO NOT LET THE ROTC PROGRAM FALL BY THE WAYSIDE, I WAS THERE WHEN IT STARTED AND IT OPENED UP A PART OF ME WHERE I HAD NO INVITATION AND BY THE TIME I GRADUATED I WAS 30 IN COMMAND AND ALSO I'VE HAD THREE DECADES OF FRIENDSHIP FROM THOSE THAT I SERVED WITH, AND MR. WHITE WAS THERE, SO I DO WANT TO SAY PLEASE DO NOT LET
[02:35:04]
THE ROTC FALL BY THE WAYSIDE. THANK YOU.>>> OUR LAST SPEAKER TODAY IS STEVE SPEAKING FOR AN
ORGANIZATION. >> MY NAME IS STEVE PLYLER SPEAKING FOR VINE. GOING TO REFER TO SOME HISTORY ACTUALLY. CHANGE IS GOOD AND I THINK IT'S LEO TOLS TOY, TRUE LIFE HAPPENS WHEN CHANGES OCCUR.
TAKE YOU BACK TO MARCH 21, 2023, ANYONE RECALL WHAT HAPPENED IT WAS A MAJOR PLANNED ACTIVITY BY OUR GOVERNMENT AND IT WAS SHOCK AND AWE AND WE HAD OBVIOUSLY THE INTELLIGENCE AGENCIES, STATE DEPARTMENT AND A LOT OF INTELLECTUALS SO I ASKED THE MILITARY TO DO THEIR JOB, THEY DID THEIR JOB IN SHOCK AND AWE AND DID IT WITHIN 30 DAYS, HOWEVER WITH REALIZED IN 20 YEARS THE ORGANIZATION THAT PLANNED IT HAD ALL THE TIME BECAUSE THERE'S PLENTY OF TIME IN ADVANCE, DIDN'T UNDERSTAND ITERS THEY NEEDED TO KNOW WHAT'S THE GOAL AND HOW WE'RE GOING TO VACATE OR EXIT OR WHATEVER SO THAT WENT ON.
SO ON JANUARY 12 I SAT HERE AND I HEARD A STATEMENT THAT WAS BY THE HUMAN RESOURCES DIRECTOR AND I'LL READ IT TO YOU.
YOU CAN FIND IT AT ONE OUR SIX MINUTES AND SAYS . . .
THAT REALLY TROUBLED ME, IT STRUCK ME AS BEING RACIST BECAUSE I LOOK AT THE MOST CAPABLE TEACHERS, THE PEOPLE WITH THE QUALITY OF CREDENTIALS AND ALSO THE DESIRE TO TEACH SEEMED TO NETWORK WITH STUDENTS AND HAVE SUCCESSFUL CLASSROOMS. SO BEING BOTHERED BY THIS I HAVE A FRIEND THAT IS A NIGERIEN AND I SPEND A LOT OF TIME WITH HER AND SHE'S NEW TO THE COUNTRY AND SHE WATCHES THE VIDEOS AND CRITIQUES ME IF I SPEAK, AND I WAS AT HER BABY SHOWER AND THE POINT BEING IS WE GOT INTO A DISCUSSION ABOUT EDUCATION, HOW VITALITIES AND ONE OF THE REASONS SHE KALE HERE WAS THE FACT THAT EDUCATION IN A CIVILIZED SOCIETY IS ITED SO WE TALKED ABOUT HOW NIGERIENS DO IT, THEY DETERMINE EMPHASIZE SPORTSS A MUCH AS A QUALITY EGG, SO WE HAD A GOOD DISCUSSION ABOUT IT AND HER HUSBAND BROUGHT UP THE FACT THAT IN EDUCATION THERE ARE A LOT OF BLACK MARK IN AMERICA AND WE GET THROUGH IT CAN IT GOES BACK TO THE TOPIC I'M SPEAKING OF, MINORITIES, AND I SPOKE WITH A BLACK MAN WHO SAYS HE COULDN'T GO IN AND A WHITE GUY COULD.
BUT IT SEEMS THAT WE INDOCHINESE, SLAVERY WAS ARRAYMENT, JILL CROW WAS ARRAYMENT, NO MATTER WHO WAS BEHIND IT, SEGREGATION WAS A REALITY AND IT'S PAST AND NOW WE GO THROUGH THIS PERIOD OF PERIOD OF TIME AND OVERCOME THE HURTS THAT CAUSE SOCIETY TO SUFFER. RITA WENT ON TO SAY THAT I SAW THINGS THAT MADE ME FEEL AMERICA IS BE BEING DIEDED . . .
[02:40:16]
SO WHEN YOU THINK ABOUT IT I GOT HOME AND I ASKED HER WHAT ARE THE CORE THINGS AND SHE SAID IT'S TO BE BETTER AND THAT'S WHY SHE CAME HERE. SHE TOLD ME LOOK UP SOME FACTS ABOUT NIGERIENS AND SURPRISINGLY THEY WEREN'T THE NUMBER ONE MINORITY GROUP TO GET AN EDUCATION.>> MR. PILER THAT IS YOUR TIME. >> SO IT'S BACK TO OPENNESS.
THANK YOU FOR YOUR TIME. >>> DR. JOHNSON WAS THAT OUR
[3.02 Board Comments]

WE'RE GOING TO CHANGE THAT AND IT WILL ACCOMMODATE 20 PEOPLE BUT WE'LL NO LONGER BE HAVING FIVE FOUR GROUPS.
