WHEREAS THE WALLVILLE SCHOOL SERVED AS AN IMPORTANT PLACE OF LEARNING FOR HUNDREDS OF AFRICAN-AMERICAN CHILDREN FROM THE 1880'S UNTIL 1934 WHEREAS AFRICAN-AMERICAN PARENTS AND TOUCHERS IN THE WALLVILLE COMMUNITY EDUCATED THE CHILDREN WITH AFFECTION, DEDICATION AND SENSE OF DUTY. AFRICAN-AMERICAN STUDENTS AT THE WALLVILLE SCHOOL AND OTHERS LIKE IT PERSEVERED IN THE FACE OF OBSTACLES PLACED IN THE WAY BY RACISM AND DISCRIMINATION. AND WHEREAS THIS IMPORTANT STORY OF PERSISTENCE AND ACHIEVEMENT IS CONVEYED TO OVER 1,000 CALVERT COUNTY PUBLIC SCHOOLS 8TH GRADER EACH YEAR. WHERE THE WALLVILLE SCHOOL STORY COULD NOT BE TOLD WITH OUT THE SERVICES OF PROGRAM DOCENTS RESOLVES THE MEMBER OF BOARD OF EDUCATION ON THE 8TH DAY OF DECEMBER 2022 EXPRESSED THE GRATITUDE OF THIS DISTRICT TO THE DOCENTS.

HOWEVER, I COULD GO ON AND ON ABOUT THIS PARTICULAR GROUP OF INDIVIDUALS. AS YOU HEARD THE OLD WALLVILLE SCHOOL PROGRA TELLS A STORY OF SEGREGATED EDUCATION AND SEGREGATED LIFE IN CALVERT COUNTY.
WHILE THIS IS A DISTRESSING STORY WHAT DOUGH DOCENTS TOLD THE STORY OF PERSEVERANCE AND PROGRESSION. IT'S IN THE PURSUIT OF BETTER LIFE. EVERY EIGHTH GRADE STUDENT IN OUR SCHOOL TEMPERATURE VISITS THE SCHOOL BETWEEN MID SEPTEMBER AND MID NOVEMBER.
IN CASE YOU DON'T KNOW IT'S RIGHT ACROSS THE STREET ON CALVERT ELEMENTALLY SCHOOL. THIS MEANS THAT, THAT SHORT AMOUNT OF TIME WE HAD SEVERAL TRIPS RUNNING PER WEEK EVERY WEEK. AND THIS SMALL GROUP OF DOCENTS ARE THE ONES THAT MADE THE TRIP TO CLASSES TO GO. THEY DID IT WITH A PASSION.
AND THEY ALSO DID IT WITHOUT COMPLAINT.
THIS WAS EVEN IN THOSE INSTANCES WHERE WE HAD RESCHEDULED A TRIPS OR WE SAID CAN WE ADD ANOTHER WEEK. COULD WE ADD ANOTHER WEEK TO

ARPA. AND THEN ALSO THE CHILD NUTRITION CLUSTER. THOSE ARE CURRENTLY IN PROCESS AND WE'RE LOOKING TO GET THAT DONE BY THE END OF THE MONTH. A FEW REQUIRED COMMUNICATIONS. THE SIGNIFICANT ACCOUNTING ARE IN THE FINANCIAL STATEMENTS.

AND WE JUST -- THIS IS LIKE THE THIRD TIME WE CAUGHT THEM DOING THE ROUNDTELLING MUCH WE HAVE APPRECIATED THEIR SERVICE. BECAUSE I THINK ALL OF YOU KNOW IT'S NOT EASY BEING A BOARD OF ED MEMBER.

AND WHEREAS HE HAS SERVED WITH PASSION, CONVICTION AND INSIGHT; AND WHEREAS HE HAS NEVER SHIED AWAY FROM SHARING HIS PERSPECTIVE AND EXPERIENCE WHEN HE FELT THAT THEY WERE IN THE BEST INTEREST OF ALL INVOLVED.
AND HE WAS ALWAYS ASKED CLARIFYING QUESTIONS WHEN FACED WITH -- HE ASKED CLARIFYING QUESTIONS WHEN FACED WITH PERPLEXING OR CONTRADICTORY INFORMATION.

I'VE BEEN REALLY FORTUNATE TO HAVE BEEN THROUGH CALVERT COUNTY SCHOOLS. MY BROTHERS, MY CHILDREN, MY GRANDCHILDREN, HAVE BEEN THROUGH CALVERT COUNTY SCHOOL. AND MY NIECES AND NEPHEWS.
I HAVE A LOT OF PRIDE IN CALVERT COUNTY SCHOOLS.
AND THEIR EDUCATORS AND THEIR SERVICE WORKER WHICH I SEE MANY HERE TODAY. I THINK THE CALVERT COUNTY SCHOOLS ARE NOT ONLY FRONT LINE EDUCATIONAL SYSTEMS BUT YSTEMS.E SAFE EDUCATIONAL NOW NOTHING CAN BE GUARANTEED. I CAN TELL YOU WE WORK ON SAFETY AND EDUCATION AND THESE EDUCATORS PUT THEIR HEART AND SOUL INTO THE JOB. AS FAR AS THE BOARD HERE, THEY DIDN'T COME HERE FOR THE MONEY.
I CAN TELL YOU THAT. THEY PROBABLY COST THEM MORE MONEY TO DROP DOWN HERE TO SIT THERE THAN THEY WILL MAKE. YOU KNOW, I'M GOING TO LEAVE YOU WITH THIS. TO FURTHER THE CAUSE OF EDUCATION IN CALVERT COUNTY AND ACROSS THE STATE. WHEREAS SHE MET ALL CHALLENGES WITH DIGNITY, REFLECTIVE THINKING, COLLABORATION, AND MEASURED DECISION MAKING.

OPERATES. I HAD TO INTENTIONALLY LEARN HOW TO BE A BOARD MEMBER. I STUDIED MARYLAND SCHOOL LAW ATTENDED MABE CONTINUING EDUCATION CLASSES AND VISITED SCHOOLS TO MEET STUDENTS AND STAFF.I PARTICIPATED IN COMMUNITY-BASED ACTIVITIES AND EVENTS AND THAT WORKED WITH SCHOOL BOARD COLLEAGUES AROUND THE STATE AND ACROSS THE NATION.
FAST FORWARD EIGHT YEARS LATER, TWO SUPERINTENDENTS, 7 STUDENT MEMBERS OF THE BOARD, 8 SCHOOL BOARD COLLEAGUES, AND ONE SUPER BAD BOARD ASSISTANCE, KAREN MAXEY. AND THERE'S STILL MUCH MORE I DON'T KNOW. BECAUSE I EARNED A SEAT AT THIS STTABLE ALLOWED ME TO T POLICIES AND A STRATEGIC PLAN IN PLACE THAT COMPELLED THE DISTRICT TO SEE EACH CHILD FOR WHO THEY ARE AND TEACH THEM THROUGH AN EQUITY LENS. IN THIS SEAT, I OBTAINED THE COMMITMENT TO DID MANTLE SYSTEMIC RACISM AND CREATE INCLUSIVE EQUITY ENVIRONMENT FOR EACH STUDENT AND EMPLOYEE. IN THIS SEAT, STUDENTS HAD A VOICE. IN THIS SEAT, I CHAMPIONED TO SAFE JOBS DURING THE GLOBAL PANDEMIC.
IN THIS SEAT, I WAS COMMITTED TO PROTECTING SMALL BUSINESSES. SPECIFICALLY OUR BUS CONTRACTORS. IN THIS SEAT, I LOBBY FOR SUPPORT STAFF, TEACHERS, AND ADMINISTRATORS TO BE TREATED AS PROFESSIONALS. WE DO A C-CAC SPOTLIGHT FOR PARENTS TO NOMINATE STAFF MEMBERS WHO IMPACT THEIR STUDENTS POSITIVELY. AND EVERY YEAR WE GET NOMINATION AFTER NOMINATION. NOT JUST FOR SPECIAL EDUCATION TEACHER BUT FOR SPEECH PATHOLOGY.
PHYSICAL THERAPIST. SOCIAL WORKERS.
BUILDING SERVICE WORKER, BUS DRIVER, BUS AIDS, EVERY STAFF MEMBER HAS BEEN RECOGNIZED IN SOME FORM IN THE JOB TITLES THROUG THE C-CAC AWARD.
THAT SHOWS THAT EVER WHICH ONE OF THE STAFF MEMBERS IS IMPORTANT TO THE DAY-TO-DAY. IT'S IMPORTANT FOR US THAT WE NOT JUST STAFF IT PROPERLY BUT MAKE SURE WE ARE COMPENSATING THEM PROPERLY AND FELL DISCLOSURE I'M AN ESP. WE ADVOCATE FOR MORE EVERY YEAR. AND FOR YEARS WE'VE BEEN ASKING FOR A SAFETY ADVOCATE IN EVERY MIDDLE SCHOOL.AND IT'S PRETTY MUCH COMMON KNOWLEDGE THAT OUR STUDENTS CAME BACK POST PANDEMIC A LITTLE BIT DAMAGED.
THEY ARE LACKING IN SCHOOLS IN THEIR BEHAVIOR AND SOCIAL SKILLS AND ACADEMIC SKILLS. SAFETIED A SLOW SK SKAIT -- ADVOCATE SERVES AND THEY HAVE MORE DIFFICULT TIME BOUNCING BACK AND FORTH.
THE KIDS ARE NOW E-MAILING THEIR SAFETY ADVOCATE WHEN IN ONE SCHOOL. WHERE ARE YOU.
I HAVE A PROBLEM OR SOME EMERGENCY HAS COME UP THAT'S DANGEROUS TO THE SCHOOL AND I NEED SOMEONE TO ADDRESS IT AND THEY ARE NOT THERE. WE'RE ASKING THAT MONEY IS A LOTTED THAT WE CAN HAVE THREE SAFETY ADVOCATES.
ADDITIONAL SAFETY ADVOCATES. ONE FOR EACH MIDDLE SCHOOL IF WE WERE TO HAVE THOSE AT LEAST.
WE'RE JUST -- WE'RE -- WE'RE ASKING AND WE KNOW THAT MIDDLE SCHOOL YEARS ARE THE MOST DIFFICULT YEARS OF A STUDENT'S DEVELOPMENT. AND NOW ADD POST PANDEMIC ON TO THAT TO BE ABLE TO GO THROUGH MIDDLE SCHOOL WITHOUT THE TRUSTED ADULT. SAFETY ADVOCATE IS DIFFERENT THAN A SECURITY GUARD THAT THEY HAVE OTHER SCHOOL.
SAFETY ADVOCATE IS MENTOR THAT BUILDS RELATIONSHIPS THAT SOLVES PROBLEMS AND ALSO OVERSEES THE SAFETY OF THE SCHOOL. AND WHEN THAT SAFETY ADVOCATE IS NOT THERE, THE SCHOOL IS NOT AS SAFE AS IT SHOULD BE. AND WE WOULD LIKE FOR ALL OF OUR SCHOOLS TO BE AS SAFE AS THEY CAN POSSIBLY BE.

STATEWIDE, NEIGHBORING COUNTIES AND HERE IN OUR OWN CALVERT COUNTY AFFECTING OUR STUDENTS AND STAFF OF THE CALVERT COUNTY SCHOOL SYSTEM.
WE HAVE RECEIVED MANY ALERTS FROM CHARLES COUNTY AND OTHER COUNTIES AROUND US. THAT HAVE EFFECTED AND ALSO KIND OF TWEAKED THE WAY WE DO THINGS IN OUR SCHOOLS TRYING TO KEEP UP WITH THE TRENDS.
I BELIEVE THESE ISSUES ALONE ALONG WITH COVID THAT WAS MENTIONED EARLIER AND THE ISSUES THAT HAS BROUGHT ON TO OUR STUDENTS STAFF, SUPPORT AND ITSELF THE BELIEF OR THE NEED FOR SAFETY ADVOCATE IN OUR MIDDLE SCHOOLS. I WANT TO DIVE A LITTLE BIT DEEPER INTO THAT AND GIVE YOU SOME INCITE INTO HOW A DAY WORKS FOR SOMEONE IN THE MIDDLE SCHOOL BOUNCING BACK AND FORTH FROM SCHOOL TO SCHOOL.
NUMBER ONE, IT EFFECTS OUR STAFF.
AT MANY LEVELS. ADMINISTRATIVE STAFF ARE STRETCHED SO THIN THAT PRINCIPALS ATTENDING PRINCIPAL MEETING, SUPERVISED MEETING.
COMMITTEE METINGS AND OTHER FIELD TRIPS AND THINGS LIKE THAT THE ADMINISTRATIVE TASKS ARE ALWAYS AT THE DISADVANTAGE AND KIND OF SHORTENED.
FOR THE OTHER ESSENTIAL THINGS WE MUST GET DONE IN SCHOOLS. WHY THIS IS SAFETY ISSUE ALONE. REDUCTION OF SUPPORT TO THE TEACHER THAT GOES TO. INVESTIGATION OF STUDENT BRING UP AND STAFF MEMBERS BRING UP IN THE SCHOOL.
WHO ALREADY HAVE PLATES FULL WITH WHAT THEY ARE DOING.
THEY HAVE THIS PUT ON TOP OF THAT WHEN SAFETY ADVOCATE IS NOT AVAILABLE. MOST IMPORTANTLY, LET'S LOOK AT HOW THAT ADDRESSES AND TRANSLATES TO OUR STUDENTS.
DEVELOPED RAPPORT WITH MANY OF MY STUDENTS.

MEANING 25 GIRLS AND 25 BOYS FROM EACH HIGH SCHOOL.
THE GIRLS SEEM TO BE GROSSLY UNDER REPRESENTED BASED ON THE STATISTICS. THERE ARE A TOTAL OF 33 GIRLS IN 164 BOYS SELECTED BY THE PRINCIPAL ACROSS THE SCHOOLS FOR THIS PROGRAM. GIRLS REPRESENT ONLY 16.75% AND BOYS REPRESENT 83.24% OF THE STUDENT PARTICIPANTS.
THIS IS A HUGE UNDERREPRESENTATION OF GIRLS IN THIS PROGRAM. LADIES, YOU ARE THE MAJORITY. YOU VOTED FOR THIS PROGRAM.
AND IT'S NOT EQUITABLE. YOU KEEP TALKING ABOUT EQUITY. BUT YOU MISSED A GOLDEN OPPORTUNITY. YOU HAVE THE OBLIGATION WHEN VOTING ON A PROGRAM SUCH AS THIS TO MAKE SURE GIRLS ARE EQUALLY REPRESENTED. THANK YOU.

I'M HERE TODAY TO EXPRESS MY CONCERN ABOUT STUDENT BEHAVIOR AND DISCIPLINE. WEEK AFTER WEEK, I HEAR FROM PARENTS AND STAFF AND SEE COMMENTS ON SOCIAL MEDIA ABOUT THE DISRUPTIVE BEHAVIOR OCCURRING IN THE SCHOOL SYSTEM. THINGS DON'T SEEM TO BE IMPROVING BUT ESCALATING. REGARDLESS OF WHO OR WHAT IS TO BLAME WE HAVE AN OBLIGATION TO GET IT UNDER CONTROL. IN 2009 AFTER NINTH GRADE STUDENT IN MARYLAND WAS EXPELLED FOR ALMOST A YEAR WITH LITTLE OR NO EDUCATIONAL SERVICES FOR FIGHTING. THE MARYLAND STATE BOARD OF EDUCATION PUT TOGETHER A FAFK FORCE AND COMPLETED A YEAR-LONG STUDY OF EXPULSION AND SUSPENSIONS.
IN FEBRUARY, OF 2011 A STUDENT IN ANOTHER STATE COMMITTED SUICIDE AFTER BEING SUSPENDED UNDER THE ZERO-TOLERANCE POLICY. WHICH LED MSDE TO CHARGE THE LOCAL SCHOOL DISTRICT IDENTIFY STEPS THAT CAN BE TAKEN TO AVOID SUCH A TRAGEDY IN MARYLAND.
IN 2012 THE TASK FORCE ISSUED A REPORT THAT DETERMINED REMOVING MISBEHAVING STUDENT DOESN'T IMPROVE SAFETY OR BEHAVIOR. SUSPENSION FOR RETRIBUTION THAT NO PLACE IN SCHOOLS AT ALL.
SUSPENSION MAKE US FEEL SAFER BUT THE DATA DOESN'T SUPPORT THAT AS THE FACT IN THE SOLUTION IN ULTIMATE RECOMMENDATION WAS REHABILITATION.
THE GUIDELINES WERE ADOPTED IN JULY OF 2014.
THEY BASICALLY STATED DO NOT REMOVE A CHILD FROM THE LEARNING ENVIRONMENT UNLESS THEY ARE SERIOUS THREAT OF HARM TO THEMSELVES OR OTHERS.
THIS IS WHERE WE REMAIN TODAY.
YET THERE'S CHILDREN AT OUR SCHOOLS NOW THAT POSE A SERIOUS THREAT AND HARM. WHY ARE THE CHILDREN BE REMOVED AND HANDLED APPROPRIATELY.
WHY DO WE REMOVE ENTIRE CLASSROOM OF STUDENT WHEN ONE OR TWO CHILDREN ARE MISBEHAVING.
DOESN'T SEEM LIKE THESE GUIDELINES ARE BEING FOLLOWED. ADD IN THE 2015 EVERY STUDENT SUCCEEDS WHERE THE MARYLAND REPORT CARD WAS LAUNCH. HUGE INCREASE IN BEHAVIORAL-RELATED INCIDENT. FOLLOWING THIS PUBLIC COMMENT TODAY I WILL BE SUBMITTED REQUEST FOR BEHAVIOR-RELATED DATA FROM 2010 TO 202.
ALSO ASKING THE SCHOOL SYSTEM CONDUCT SURVEY FOR ALL STAFF. TO GATHER REASONS WHY THEY DON'T WRITE REFERRALS. HOW SAFE THEY FEEL IN BUILDING AND IF THEY BELIEVE STUDENT BEHAVIORS ARE BETTER OR WORSE SINCE THIS REGULATION HAS BEEN PUT IN PLACE. THE LEGISLATIVE SESSION STARTS IN JANUARY. AS SOME OF YOU MAY ALREADY KNOW, WE LOST A GREAT LEADER AND ROLE MODEL RECENTLY DR. JAMES HOOK PASSED AWAY ON NOVEMBER 24TH. DR. HOOK BEGAN HIS EDUCATION CAREER IN CALVERT COUNTY PUBLIC SCHOOLS AS TEACHER AND RETIRED AS A SUPERINTENDENT IN 2003.
WE CELEBRATE DR. HOOK'S 37 YEARS OF DEDICATED AND HONORABLE STUDENTS TO STUDENT STAFF AND FAMILIES OF CALVERT COUNTY. HIS LEGACY LIVES ON THROUGH THE INDIVIDUALS HE INSPIRED AND SUPPORTED WITH HIS STRENGTH, KINDNESS AND VISION.

LAST SATURDAY I HAD THE PRIVILEGE OF ENJOYING WATCH HIGH SCHOOL FOOTBALL GAME HELD AT MARINE CORPS MEMORIAL STADIUM IN ANNAPOLIS.
IT WAS HAVE VERY GOOD GAME. GREAT OPPORTUNITY TO SEE HOW YOUNG PEOPLE COP PETE AT THE STATE LEVEL.
CALVERT COUNTY WAS WELL REPRESENTED.
I WOULD LIKE TO CONGRATULATE ALL OF THE FALL SPORTS TEAM FOR THEIR HARD WORK. A MAJOR SHOUTOUT TO THE HEAD COACH OF THE PAWTUCKET HIGH SCHOOL FOOTBALL TEAM AND ALL THOSE ATHLETES THAT PARTICIPATE INSTEAD.
STARTED EACH OF OUR HIGH VE- SCHOOLS AND THEY ARE BEING WELL RECEIVED. I HAD AN OPPORTUNITY TO VISIT TWO SCHOOLS DURING THE PLAY BOOK SESSION CALVERT HIGH SCHOOL AS WELL AS HONEY TOWN HIGH SCHOOL.
IN MONTH OF THIS MONTH, I WILL BE NORTHERN HIGH SCHOOL AS WELL AS TO SEE THE PLAY BOOK SESSIONS AND THE PLAY BOOK SESSIONS. I'VE MET WITH SEVERAL AGENCIES AND THE UNIVERSITY OF MARYLAND TO TALK ABOUT COLLABORATION WITH THEM AND CALVERT COUNTY PUBLIC SCHOOLS. I ALSO MET WITH CHELSEA FROM FEED THE PEOPLE A LOCAL ORGANIZATION THAT ARE ALWAYS LOOKING FOR COLLABORATIONS AND INSPIRATION FROM COMMUNITY AND WONDERING WHAT OUR COMMUNITY NEEDS FOR ALL OF ITS YOUNG PEOPLE. THEY ARE CURRENTLY PARTNERING WITH SOME OF THE SCHOOLS, AND THEY ARE ALSO GATHERING COATS FOR A LIST OF FAMILIES AND RAISING FUNDS TO ASSIST IN A NEW FREE PANTRY FOR SOUTHERN MIDDLE SCHOOL SO MORE EASILY ACCESSIBLE FOR THE RCOMMUNITY. TO FURTHER THE GOALS OF PROVIDING WHAT STUDENTS AND THEIR FEEM NEED OUTSIDE OF SCHOOL AND TO HELP THEM THRIVE IN THE CLASSROOM THEY WANT TO LEARN WHAT I FEEL THIS COUNTY IS MISSING AND HOW THEY CAN FILL ANY GAPS THAT WE MAY HAVE.
THE FIRST LET'S TALK SESSION WAS HELD ON MONDAY EVENING NOVEMBER 14TH. IT WAS VERY WELL ATTENDED.
AS A MATTER OF FACT IT WAS STANDING ROOM ONLY IN THERE.
WHILE IT WAS SCHEDULED TO LAST FOR ONLY AN HOUR THE MAIN SESSION ENDED AROUND 7:00 P.M. AND LASTED OVER 2 AND A HALF HOURS AND PEOPLE WERE LINED UP TO SPEAK AT THE END. WE WERE RECEIVED NUMEROUS POSITIVE E-MAILS IN HOW PRODUCTIVE THAT OPEN FORUM WAS AND WE DO LOOK TO SCHEDULE MORE OF THOSE THIS ACADEMIC YEAR. CALVERT COUNTY PUBLIC SCHOOL

HOSTED A BREAKFAST MEET AND GREET WHICH WAS HELD FOR PRINCIPALS AND ALL OF THE PTO'S AND GAVE THEM AN OPPORTUNITY TO MEET WITH ME AND THE TEAM TO LEARN ABOUT GRANT OPPORTUNITIES, THROUGH OUR EDUCATION FOUNDATION AND NETWORK WITH ONE ANOTHER. CURRENTLY RIGHT NOW WE'RE PARTICIPATING IN A CURRICULUM AUDIT.THIS ACADEMIC YEAR AND THE AUDITORS WERE ON SITE THIS WEEK MOOTING WITH MYSELF, DR. JOHNSON AND CENTRAL OFFICE STAFF. THEY ALSO VISITED SOME OF OUR ELEMENTARY SCHOOLS WHILE THEY WERE HERE.
THERE ARE FIVE FOCUS AREAS THAT THE -- THAT THE AUDIT LOOKS FOR. THE FIRST IS VISION AND ACCOUNTABILITY. THE CONTROL OF RESOURCES PROGRAMS AND PERM NECESSARILY.
SECOND IS CURRICULUM OUR SCOPE, QUALITY AND ALIGNMENT OF THE EDUCATIONAL PROGRAM WITHIN THE SCHOOL SYSTEM TO ESTABLISH CLEAR AND VALID OBJECTS OBJECTIVES FOR STUDENTS. THIRD, IS INTERNAL CONSISTENCY AND EQUITY IN PROGRAMS. FOURTH THE FEEDBACK THE USE OF RESULTS FROM ASSESSMENTS TO ADJUST AND IMPROVE AND TERMINATE INEFFECTIVE PRACTICES OR PROGRAMS. AND LAST, PRODUCT DIFITY THE CONTINUUAL IMPROVE IN ORGANIZATIONAL PRODUCTDITY.
AN OFFICIAL REPORT WILL BE GIVEN TO CALVERT COUNTY PUBLIC SCHOOLS IN EARLY MARCH.
HOWEVER THE TEAMS ABLE TO SHARE SOME OF THE FOLLOWING INITIAL AREAS OF STRENGTH FROM OUR DISTRICT.
THE FIRST STRENGTH THAT THE DISTRICT HAS BEGUN THE PROCESS OF DEVELOPING CURRICULUM AND HAVE SELECTED MULTIPLE CONSISTENT TEMPLATES.
ALL CORE AREAS IN KINDERGARTEN THROUGH FIVE HAVE SOME TYPE OF CURRICULUM DOCUMENT.
MATH IS HIGHLIGHT IN THE DISTRICT.
MOST USER FRIENDLY FOR ALL TEACHERS.
DEDICATED CARING TEACHERS AND PRINCIPALS ARE COMMITTED TO CALVERT COUNTY. POSITIVE SCHOOL ENVIRONMENTS FOR LEARNING. CLASSROOM ENVIRONMENTS MAY HAVE GOOD ROUTINES, LEARNING STATIONS AND SMALL GROUP INSTRUCTION. WELL MAINTAINED FACILITIES, CLEAN AND INVITING FOR STUDENTS.
MANY OF OUR RESOURCES AND TECHNOLOGY ARE AVAILABLE FOR TEACHERS TO USE AND LAST THE DISTRICT IS WORKING TO GET ASSESSMENT IN PLACE TO ASSESS STUDENT LEARNING AND BE AWARE OF THE DATA THAT WE NEED TO DIRECT THEM TO MAKE ADJUSTMENT IN THE TEACHING AND LEARNING PRACTICES.

THIS IS SOMETHING THAT WE DO ANNUALLY.
THIS TIME WE'RE ASKING ON BEHALF OF 2 PROJECTS THAT ARE IN OUR CAPITAL IMPROVEMENT PLAN THAT WE ARE REQUESTING FUNDING FOR. NORTHERN MIDDLE SCHOOL DESIGN FUNDING. AND THE BALANCE OF PLUM POINT MIDDLE SCHOOL HVAC. I WOULD LIKE TO TAKE THIS OPPORTUNITY -- BEFORE I GET THERE.
I'M PLEASED TO ANNOUNCE WE HAVE TENTATIVE AGREEMENT WITH OUR CALVERT EDUCATION ASSOCIATION TO PROVIDE A SALARY INCREASE FOR TEACHERS DURING SCHOOL YEAR '23-'24 THAT SATISFIED THE MANDATE BY THE BLUEPRINT FOR MARYLAND'S FUTURE. WE HAVE RECEIVED NOTICE TODAY THAT THE CEA RATIFIED THE TENATIVE AGREEMENT.
IN ADDITION, I WILL BE PROPOSING A COMPARABLE SALARY INCREASE FOR OUR ADMINISTRATORS AND SUPPORT STAFF IN MY FY-'24 BUDGET. IT'S IMPORTANT TO NOTE THAT WE WILL NEED ADDITIONAL LOCAL FUNDING TO PROVIDE A SIMILAR INCREASE FOR ADMINISTRATORS AND SUPPORT STAFF IN THE '24 BUDGET. THIS EQUATES TO 41% OF THE TOTAL REVENUE BUDGET FOR THIS FUND. THE SECOND REPORT IS SUMMARY BUDGET TO ACTUAL REPORT FOR EX-PUEBLO DE CHER CATEGORIES. AS OF NOVEMBER 30 THE DISTRICT SPENT 84.7 MILLION AND OUTSTANDING INCOME ENTRANCES OF 132.6 MILLION DOLLARS.
TOGETHER THIS EQUALS 88.2% TOTAL EXPENDITURE BUDGET.

THREE AREA VENDORS AMERICAN DESIGN, DURON AND RUDOLPH SUPPLY PARTICIPATED AND SHOW CASED SPECIFIC FURNITURE OPTION FOR THE ELEMENTARY LEVEL.
VENDOR WERE ASKED TO SHOW CASE FURNITURE THAT SUPPORTS COLLABORATIVE SMALL GROUP AND INDIVIDUAL LEARNING.
DESKS, TEACHER DESK, TEACHER CHAIR.
FURNITURE FOR SMALL GROUP INSTRUCTION.
COLLABORATIVE AREAS AND OTHER INNOVATIVE FURNISHING.

EASE OF MAINTENANCE, QUALITY, DURABILITY, APPEARANCE, AND THE ABILITY TO ARRANGE FURNITURE INTO A VARIETY OF CONFIGURATIONS FOR GROUP OR INDIVIDUAL LEARNING. FEEDBACK RESULTED THE HIGHEST MARK IN ALL CATEGORY.
FOLLOWING THE FURNITURE FAIR A MEETING WAS SCHEDULED WITH BEACH ELEMENTARY SCHOOL STAFF TO LET ME ASK YOU THIS SILT ADDITIONAL FEEDBACK REGARDING FURNITURE REQUIREMENTS OF THE VARIOUS GRADE LEVELS, AND SUPPORT SPACES. THIS INFORMATION WAS USED TO CREATE AND REFINE THE FINAL PROCUREMENT COLLECTIONS FOR THE BEACH ELEMENTARY SCHOOL REPLACEMENT PROJECT.

A LOT OF DIFFERENT TYPES OF SEATING.
SOFT SEATING, GROUP TABLES, THAT ARE PROVIDED IN THOSE AREAS. WHAT WE REALLY TRIED TO DO AS A TAKE AWAY, WAS WE WANTED TO MAKE SURE THAT WE WERE SUPPORTING ALL DIFFERENT TYPES OF LEARNER.

THE GOAL FOR TODAY WILL TO GIVE YOU UPDATES TO THE PROPOSED CHANGES TO THE IMPLEMENTATION PLAN AS OF DECEMBER 1ST BASED ON FEEDBACK FROM STAKEHOLDERS AS WELL AS WRITTEN AND VERBAL TESTIMONY. THE KEY CHANGES TO THE IMPLEMENTATION SUCCESS CRITERIA AND NEW TARGETS TO THE IMPLEMENTATION PLAN AND TIME LINE FOR CCPS.

THAT WAS IN THE BLUEPRINT PLAN. THE GOAL IS FOR ALL MARYLAND STUDENT REGARDLESS OF WHERE THEY LIVE, HOUSEHOLD INCOME, RACE ETHNICITY, GENDER, LANGUAGE SPOKEN AT HOME, DISABILITIES AND OTHER UNIQUE CHARACTERISTICS TO LEAVE HIGH SCHOOL GLOBALLY COMPETITIVE AND PREPARED FOR SUCCESS IN POST SECONDARY EDUCATION WORK AND LIFE.COMMON THEMES EMERGED THROUGH THAT FEEDBACK AROUND THE VISION AND GOAL EXPECTED OUTCOMES AND MEASURES AND TARGETS AND TIME LINES. THEREFORE, THE AIB WILL ORGANIZE AND FACILITY A WORK GROUP TO REFINE OUTCOME MEASURES AND THE INITIAL COMPREHENSIVE PLAN AND DEVELOP METRICS AND PROPOSE IMPLEMENTATION TARGETS TO MEASURE PROGRESS. THE GROUP WILL INCLUDE REPRESENTATIVES FROM AIB, MSDE, HIGHER EDUCATION, EXPERTS AND DATA AND EQUITABLE OUTCOMES INCLUDING A RACIAL EQUITY CONSULTANT. ADDITIONALLY, THE AIB WILL SOLICIT PUBLIC FEEDBACK ON THE PROPOSED OUTCOME MEASURES AND METRICS, AND TARGETS THROUGH A SERIES OF WORK SESSIONS IN THIS COMING SPRING AND THE SUMMER OF 2023 TO ADOPT THOSE MEASURES METRICS AND TARGETS AS PART OF THE UPDATED COMPREHENSIVE PLAN IN THE FALL OF '23.
THE PROCESS WILL NOT DELAY BLUEPRINT PRESENTATION, AS THE INITIAL PLANS THAT ARE DUE IN MARCH OF '23 ARE FOCUSED ON ESTABLISHING THE BASELINES FOR THE NEXT SCHOOL YEAR. WHILE THE MARCH 24 SUBMISSION WILL REQUIRE ALL OF THE IMPLEMENTATIONS THROUGH 2027. THIS NEXT SLIDE IS THE TIME LINE SET BY AIB FROM NOW THROUGH AUGUST OF '23 FOR THE IDENTIFICATION OF BLUEPRINT TARGETS AND METRICS. WITH WORK SESSIONS, FOCUSED ON PROPOSED TARGETS, TAKING PLACE IN JUNE AND JULY OF 2023. AND THEN YOU WILL SEE FINALIZED TARGETS IN METRICS THAT WILL BE ESTABLISHED IN AUGUST OF 2023. SCHOOL DISTRICT WILL ALSO RECEIVE GUIDANCE THROUGHOUT THE IMPLEMENTATION PROCESS.
AMONG THE SUPPORT TO BE PROVIDED MSDE AND AIB WILL CONSIDER DEVELOPING MODEL OR TEMPLATE FOR THE CAREER LADDER FOR OUR SCHOOL DISTRICTS TO USE AS WE LOOK TO DEVELOP OURS BY 2024. LEA SHALL IDENTIFY AND IMPLEMENT SAFEGUARDS TO MITIGATE AND ELIMINATE OPPORTUNITIES AND OCCURRENCES OF TRACKING AT THE ELEMENTARY, MIDDLE AND HIGH SCHOOL LEVELS.
AND IT'S ALSO RECOMMENDED THAT MSD SHOULD CONSIDER SELECTING EXPERT REVIEW TEAMS WITH A WIDE RANGE OF SUBJECT AREA EXPERTISE, WE BELIEVE THESE WOULD BE TEAMS REVIEWING THE IMPLEMENTATION PLANS BUT THAT HASN'T BEEN EXPLICITLY STATED. SHALL COLLECT NEEDS ASSESSMENTS TO IDENTIFY TRENDS IN THE RESULTS, THAT WILL BE USED TO INFORM THE SUPPORTS FOR COMMUNITY SCHOOLS INCLUDING PROFESSIONAL DEVELOPMENT FOR COMMUNITY SCHOOL COORDINATORS.
IT'S ALSO RECOMMENDED MSDE SHALL DEVELOP A COMPREHENSIVE FRAMEWORK FOR RACIAL EQUITY AND CULTURAL COMPETENCY WITH APPROPRIATE STATE AND SCHOOL DISTRICT REPRESENTATIVES STAKE HOLDERS AND EXPERTS.
IT'S ALSO RECOMMENDED THAT MSDE SHALL PROVIDE SPECIFIC EXAMPLE WITH RESTORABLE PRACTICES.
DEMONSTRATE HOLISTIC INSTRUCTIONAL APPROACHES TEACHER PREPARATION FROM PARTICIPANTS.
AND THEN LASTLY, MSDE AND AIB SHALL PROVIDE AND DEVELOP CAREER LADDER GUIDANCE SURROUNDING THE

AND OUR TEACHERS HAVE STAFF CONTINUE TO WORK HARD TO ENSURE THAT ALL STUDENTS ARE ABLE TO MEET THOSE EXPECTATIONS. I APPRECIATE ALL THE WORK THAT OUR STAFF HAS DONE TO CREATE THESE ENVIRONMENTS THAT HELP OUR STUDENTS TO BE SUCCESSFUL.

AND THERE ARE CERTAIN ACTIVITIES THAT HELP SUPPORT PRIOR PRIORITIES OF THE ESSA CONSOLIDATED PLAN.
THE FIRST IS THE MARYLAND WRITING PROJECT.
THE PRIMARY PURPOSE OF THE MARYLAND WRITING PROJECT IS TO SUPPORT EFFECTIVE INSTRUCTIONAL APPROACH TO LITERACY, INSTRUCTION FOR SECONDARY ENGLISH READING AND LANGUAGE ARTS. OUR TEACHER WORK THROUGH THIS DEVELOP AND DEVELOP SKILLS AND STRATEGIES AND KNOWLEDGE FOR LITERACY INSTRUCTION WITHIN A WRITERS WORKSHOP MODEL. WE ALSO CONTINUE TO HAVE MONEY THAT IS PROVIDED FOR LETTERS TRAINING.
WE'RE PROVIDING A LOT OF SUPPORT FOR LETTERS TRAINING AT THE ELEMENTARY LEVEL. THE FOCUS OF THIS TITLE GRANT AND THE LETTERS TRAINING HERE THE FOR EARLY CHILDHOOD. IT WILL CONTINUE TO SUPPORT OUR EARLY CHIDEHOOD EDUCATORS TO ENSURE THEY HAVE THE RESOURCES THAT THEY NEED AND DEEPEN THEIR UNDERSTANDING OF KNOWLEDGE AND LITERACY FOR OUR YOUNGEST LEARNERS. OUR MATHEMATICS FOCUS IS NEW THIS YEAR. WE'VE HAD IT IN OUR TITLE TWO FUNDS IN THE PAST. BUT IT HAS REEMERGED.
TO PROVIDE ONGOING PROFESSIONAL DEVELOPMENT FOCUSED ON STRONG TIER ONE INSTRUCTION THAT INCLUDES EVIDENCE-BASED INSTRUCTIONAL STRATEGIES AND THE USE OF RESEARCH MATERIALS FOLLOWED WITH SUPPORT AND INSTRUCTIONAL PLANNING FOR WHOLE GROUP AND TARGETED SMALL GROUP INSTRUCTION. AND THEN ALSO WITHIN OUR TITLE 2. WE ARE CONTINUING TO FOCUS ON RESEARCH-BASED STRATEGY ANDERS-BASED PRACTICES.
NEW TEACHERS TO OUR SYSTEM ARE TRAINED IN THE FRAMEWORK THAT ENSURES A COMMON LANGUAGE FOR TEACHING AND LEARNING IN CALVERT COUNTY. THEY PARTICIPATE IN THIS TRAINING AS PARTICIPATE OF THE NEW TEACHER SESSIONS.

WE CREATE AN OPPORTUNITY FOR LEADERSHIP DEVELOPMENT THROUGH TITLE2. IN OUR TITLE IV FUNDS.
STUDENT EXPERIENCES. WINDOWS MIRROR AND SLIDING DOOR IS PROJECT THAT'S SUCCESSFULLY IMPLEMENTED THROUGH THE COLLABORATION OF FINE ARTS SUPERVISOR AND SUPERVISOR OF EQUITY. AND IT'S FOCUSED ON ENSURING PROFESSIONAL DEVELOPMENT TOO TEACHERS SO THEY CAN PROVIDE DIVERSE EXPERIENCES IN THE FINE ARTS LOOM.
WE HAVE SEE ME STEAM. WHICH SUPPORTS THE ADVANCE LEARNING PROGRAM. THIS PROVIDES STUDENTS AND GIFTED EDUCATION WITH A SOLID FOUNDATION FOR STEAM LITERACY. ENGAGEMENT AND EXPERIENCE, INCREASING DIVERSITY, EQUITY AND INCLUDE AND STEAM EDUCATION AND PREPARING UNDERREPRESENTED STUDENTS FOR TEAM WORK FORCE IN THE FUTURE.
OUR COLLABORATIVE AND PROACTIVE SOLUTIONS.
IS CPS AND FOCUSED ON WORK WITHIN OUR CONSULTANT LIVES IN THE BALANCE. THAT'S TO HELP SCHOOLS IDENTIFY WHAT THE LAGGING BEHAVIORS ARE FOR STUDENT AND HOW TO ADDRESS THE LAGGING BEHAVIORS IN SCHOOLS. THEY GET -- THEY ARE ENGAGED WITH LEARNING THE PROCESS OF COLLABORATIVE AND PROACTIVE SOLUTIONS. HOW YOU ENGAGE THE STUDENT AND THE PARENTS IN INVOLVING PROBLEMS IDENTIFYING THE BEHAVIOR THAT'S LAGGING AND HELPING TO SUPPORT STUDENTS IN CHANGING THAT BEHAVIOR. WE USE THE FUND TO PROVIDE SOCIAL MENTALLY LEARNING PROGRAM FOR MIDDLE SCHOOL.
WE USE CHARACTER STRONG AS PART OF THE PLATFORM.
WE HAVE TECHNOLOGY ASPECT OF TITLE IV FUNDS THAT FOCUS ON CURRICULUM AND THAT'S ART AND EDUCATION.
AND THIS CURRICULUM FOCUS ON PROFESSIONAL DEVELOPMENT SO THAT TEACHERS CAN PROVIDE CULTURALLY RESPONSIVE DIVERSE ARTS EXPERIENCES USING THE FLEX CURRICULUM.
OUR TITLE 3 FUNDS ARE NOT UP HERE.
BUT I WANT TO FOCUS AND LET YOU KNOW THE TITLE 3 FUNDS ARE USED FOR ENGLISH LEARNERS.
AND THIS YEAR THOSE FUNDS ARE BEING USED TO PROVIDE LICENSES THAT HELP STUDENT INCREASE FOUNDATIONAL READING KNOWLEDGE. TRANSITION OPPORTUNITIES AND MOST SPECIFICALLY SIGN UP TRAINING FOR OUR TEACHERS SO THEY CAN INTEGRATE ACADEMIC ACHIEVEMENTS STRATEGIES FOR OUR ENGLISH LEARNERS IN THE CLASSROOMS. IT REALLY HELPS THEM TO USE DIFFERENT STRATEGIES TO REACH OUR STUDENTS WHO ARE ENGLISH LEARNERS.
THE FOCUS OF OUR COLLECTIVE WORK WILL PROVIDE EACH STUDENT THE ELEVATED STUDENT VOICE AND LEARNING ACTIVITIES ROOTED IN RESEARCH AND EVIDENCE NECESSARY TO DEMONSTRATE PROFICIENCY IN GRADE LEVEL STANDARD. AND I WAS AT THE NORTHPOINT DATA WALK FROM MSD LAST NIGHT. ITS NICE TO SEE THAT CALVERT IS WELL POSITIONED VIS-A-VIS THE OTHER TWO COUNTIES IN SOUTHERN MARYLAND, EVERYBODY STILL HAS A LONG WAY TO GO.
YOU KNOW, THE NEW STATE SUPERINTENDENT IS VERY INSISTENT UPON THROWING DATA IN OUR FACES AS THAT WE DEFINITELY HAVE EXPERIENCED LEARNING LOSS.
AND WE DEFINITELY HAVE A LONG WAY TO GO TO MAKE UP FOR THAT. WE'RE COMMITTED.
WE KNOW THAT WE'RE GOING TO BE HELD ACCOUNTABLEMENT.
AND WE'RE TRYING TO WORK WITH EVERY ONE OF OUR STAFF MEMBERS TO JUST HELP US IN THIS JOURNEY BECAUSE IF ANYONE IN CALVERT COUNTY IN THE STATE OF MARYLAND HAS A CHANCE TO MAKE INROADS AND CLOSING GAPS AND IN RAISING THE BAR AS YOU SAY, IT REALLY SHOULD BE US.
