>>> WE HAVE THREE SPEAKERS FOR TODAY.
OUR FIRST SPEAKER IS DONNA STNEZO SPEAKING ON BEHALF OF CEA.
>>> GOOD AFTERNOON. I AM AN OPTIMISTIC PERSON.
I GAVE AN OPENING DAY MESSAGE AS CEA PRESIDENT WHERE I TOLD EDUCATORS THAT SCHOOLS SHOULD BE FN, TEACHING SHOULD BE FUN AND LEARNING FUN. I STILL BELIEVE THIS.
HOWEVER, IT SADDENS ME WHEN AFTER ONLY HAVING BEEN IN SCHOOL ONE QUARTER MANY EDUCATORS THINK I'M LIVING IN A DREAM WORLD.
LAST WEEK I ASKED EDUCATORS IF THEY WERE FINDING JOY IN THE SMALL MOMENTS IN THEIR CLASSROOMS TAKING PLACE.
UNFORTUNATELY, OVER THE NEXT FOUR DAYS, I HEARD STORIES THAT CONFIRMED JUST THE OPPOSITE OF MY HOPES FOR THE SCHOOL YEAR.
BEHAVIORS ALLOWED TO GO ON IN CLASSROOMS IN SCHOOLS ARE COMPLETELY UNACCEPTABLE. I NEED EVERYONE TO UNDERSTAND THAT I AM NOT TALKING ABOUT THE MAJORITY OF OUR STUDENTS.
I AM TALKING IN MOST CASES ABOUT HOW ONE CHILD IN A CLASSROOM CAN WREAK HAVOC ON INSTRUCTION, INJURY A TEACH'S BODY BY BEING BIT OR HIT OR DESTROY THE CLASSROOM SPACE.
WHY IS IT ACCEPTABLE FOR A TEACH TORE BE TOLD BY A STUDENT TO FIRE TRUCK OFF? WHY ARE TEACHERS HAVING TO MONITOR BATHROOMS FOR THE HUGE VAPING PROBLEM IN SCHOOLS.
AND WE WONDER WHY THERE IS A TEACHER SHORTAGE.
WE HIT A BREAKING POINT IN 2019 AND THEN THE WORLD CLOSED. NOW WE'RE HERE AGAIN THREE YEARS LATER. DURING THE JULY BOARD OF EDUCATING MEETING I SPOKE ON THIS VERY ISSUE.
HOW BEHAVIOR IMPACTS INSTRUCTION AND THAT ALL STUDENTS SHOULD HAVE THE OPPORTUNITY TO LEARN IN A SAFE AN ORDERLY ENVIRONMENT.
SOMETHING NEEDS TO CHANGE AND WE'RE ALL ACCOUNTABLE FOR IT.
95% OF STUDENTS DO COME TO SCHOOL READY TO LEARN FOLLOW THE RULES SHOW KINDNESS AND BE RESPECTFUL.
[00:05:03]
PARENTS DO NOT BE COMPLACENT OR ACCEPTING OF THESE BEHAVIORS WHEN YOUR CHILD COMES HOME AND TELLS YOU THEY HAD TO EVACUATE THEIR CLASSROOM OR THAT A STUDENT PUNCHED A HOLE IN THE WALL OR THAT THEY ARE SCARED OR THAT ANOTHER STUDENT CUSSED THE TEACHER OUT IN CLASS. INSIST THAT THE CODE OF CONDUCT IS FOLLOWED. IT CLEARLY STATES THE BOARD OF EDUCATION HAS A RESPONSIBILITY TO MAINTAIN DISCIPLINE AND PROTECT THE SAFETY, SECURITY, AND WELFARE OF ITS STUDENTS, STAFF, AND VISITORS. AND AT THE SAME TIME SAFEGUARD DISTRICT FACILITIES, VEHICLES AND EQUIPMENT.DEMAND BETTER OF THE SYSTEM. ADMINISTRATORS, I KNOW IT IS NOT EASY BEING AN ADMIN STRAITER ESPECIALLY IN TODAY'S WORLD BUT AS THE ADMINISTRATOR, IT IS YOUR RESPONSIBILITY TO ENSURE THAT RULES ARE BEING FOLLOWED AND STUDENTS AND STAFF FEEL SAFE IN SCHOOL. IN RETURN, IT IS FAIR TO SAY THAT YOU EXPECT THE BOARD OF EDUCATION TO SUPPORT YOU WHEN YOU ARE MAINTAINING DISCIPLINE IN YOUR SCHOOL.
WHEN INAPPROPRIATE BEHAVIORS GO UNADDRESSED OR ACCEPTED AS THE NORM, THE UNINTENDED CONSEQUENCE OF THESE BEHAVIORS CREATES TRAUMA FOR EVERYONE INVOLVED. STAFF AND STUDENTS.
THE MESSAGE HAS BEEN TO SET THE BAR MEET THE BAR RAISE THE BAR.
WE NEED THESE SAME HIGH EXPECTATIONS FOR BEHAVIOR THAT WE DO FOR ACT DELL I BELIEVINGS. THANK YOU.
-- ACADEMICS AS WELL. THANK YOU.
>> THANK YOU FOR YOUR COMMENT. [APPLAUSE].
>> OUR SECOND SPEAKER IS RICK FERGARD SPEAKING AS A PARENT.
>> I HAVE HANDOUTS. >> I'M A PARENT OF TWO STUDENTS IN CALVERT COUNTY. PROUD PARENT BECAUSE I BELIEVE WE HAVE ONE OF THE BEST SCHOOL SYSTEMS IN THE STATE BUT ALL OVER WHEN I LOOK AT A LOT OF MY FRIENDS WHO HAVE STUDENTS IN DIFFERENT SCHOOL SYSTEMS I'M VERY PROUD AND I TOUT THE SCHOOL SYSTEM HEAVILY WHENEVER I CAN WITH MY PEERS.
I'M HERE TO TALK ABOUT THE ET PLAYBOOK PROGRAM.
AND NOT IN A NEGATIVE WAY. I THINK I'M ONE OF THE FEW PEOPLE IN THE MIDDLE ON THIS. I SEE POSITIVES.
I ALSO SEE SOME NEGATIVES. AND THAT'S KIND OF WHERE I WANT TO GO, YOU KNOW, WHEN YOU HAVE A LOT OF UNKNOWNS PEOPLE ASSUME THINGS AND THAT'S WHAT'S HAPPENING A LOT OF ASSUMPTIONS ARE BEING MADE BECAUSE THEY DON'T REALLY KNOW AND I THINK THAT'S KIND OF MY GOAL, TO UNDERSTAND MYSELF SO THAT I CAN, YOU KNOW, HELP CONVEY WHAT THE PROGRAM ACTUALLY IS.
MAYBE CONNECT SOME OF THOSE DOTS PEOPLE CAN'T CONNECT.
SO WHAT I DID WAS I GAVE YOU GUYS A BUNCH OF QUESTIONS.
OBVIOUSLY I KNOW THEY'RE NOT ANSWERED HERE TODAY.
THAT WHY MY CONTACT INFORMATION IS ON THE BACK SO YOU CAN LOOK AT THEM AND TAKE YOUR TIME. MY FIRST QUESTION THAT I HAD ON THIS WAS I WENT BACK AND WATCHED THE BOARD OF EDUCATION FROM SEPTEMBER AND I LOOKED AT IT AND WAS LIKE THERE WAS ONLY ONE PERSON ASKING QUESTIONS AND I WAS LIKE I HAVE SO MANY QUESTIONS. WHY WEREN'T MORE PEOPLE ASKING QUESTIONS ABOUT THIS? I HATE TO SAY BUT IT LOOKED LIKE JUST A STAMP. OKAY. YEP.
>> I KNOW YOU LOOKED AT THE INFORMATION BEFOREHAND.
WE DID NOT GET IT. THE TAXPAYERS DIDN'T REALLY GET IT. WE SEE $33,400,000 AND GO THIS IS A SMALL COUNTY. I COME FROM PG COUNTY.
MR. NAVARRO WAS A TEACHER AT MY ELEMENTARY SCHOOL.
AND I LOOK AT NUMBER OF STUDENTS WE HAVE HERE AND MY MIND IS BLOWN. I'M LIKE WOW THAT'S DIFFERENT FROM WHERE I'M FROM. YOU ARE KNOW.
$344,000 IN PG COUNTY I GET IT. COMING FROM DETROIT, YOU KNOW, THERE'S A LOT OF SCHOOLS. SMALLER NOT AS MANY KIDS IN THE SCHOOLS BUT A LOT OF HIGH SCHOOLS BUT A LOT MORE KIDS LIKE 27,000. SO YOU KNOW YOU LOOK AT THE MONEY I'M LIKE I DON'T KNOW WHAT WAS PAID FOR IN DETROIT IF IT WAS THE SAME AMOUNT THAT COMES OUT -- THAT'S NOT BAD PER KID BUT LOOKING HERE IN CALVERT COUNTY WHERE YOU HAVE A LOT OF HAVES AND HAVE NOTES AND NOT A LOT IN THE MIDDLE YOU KNOW TO A LOT OF PEOPLE THAT'S A LOT OF MONEY.
YOU KNOW. FOR A SMALL GROUP OF PEOPLE.
SO I THINK THAT'S ONE OF THE THINGS TOO THAT I WANT TO HELP YOU GUYS UNDERSTAND. WHY THERE'S SO MUCH CONFLICT OR QUESTIONS ABOUT THIS. JUST TON KNOWNS.
SO, AGAIN, I HAVE QUESTIONS FOR THE PROCUREMENT FOLKS ABOUT THE SOLE SOURCE. I GET IT BUT YOU HAVE TO HAVE A SOLE SOURCE JUSTIFICATION AND CURIOUS WHAT THAT WAS.
THERE'S A LOT OF PROGRAMS OUT THERE.
I'M JUST CURIOUS. WHAT ARE THE -- ARE THERE
[00:10:04]
PERFORMANCE MET RICKS ASSOCIATED WITH THIS? WHAT'S THE END GAME? WHAT IS IT THAT YOU WANT TO WITH THIS PROGRAM. ONCE YOU CONVEY THAT TO EVERYBODY THERE WILL BE A LOT MORE UNDERSTANDING AND BUY IN.>> THANK YOU. THAT WAS YOUR THREE MINUTES.
>> THAT'S MY THREE MINUTES? OKAY. ALL RIGHT.
YOU GUYS HAVE ALL MY QUESTIONS AND COMMENTS AND YOU KNOW HOW TO GET IN TOUCH WITH ME. THANK YOU FOR YOUR TIME.
>> THANK YOU FOR YOUR COMMENT. >> OUR NEXT SEEKER IS SPEAKING
AS A PARENT. >> FOR A GROUP OF PARENTS.
WHAT'S THE NAME OF YOUR ORGANIZATION AGAIN?
>> I'M THE MOTHER TO THREE CHILDREN IN CCPS.
I'M HERE TODAY TO FOLLOW UP ON MY SEPTEMBER 22ND PUBLIC COMMENT AND EMAILS THEREAFTER. ASIDE FROM THE PROCEDURE INFORMED TO HAVE BOOK RECONSIDERED FOR REMOVAL I'VE NOT RECEIVED ANY RESPONSE AFTER THAT DAY.
TODAY I'M GOING TO READ TO YOU A BOOK AVAILABLE TO OUR CALVERT HIGH SCHOOL STUDENTS IN THEIR SCHOOL LIBRARY.
THE BOOK IS CALLED LET'S TALK ABOUT IT.
AND DON'T EVERYBODY FORGET EVERYBODY'S GOT A BUTT AFTER THE TRAIN HAS LEFT THE STATION SO TO SPEAK AND YOU'VE HAD A CHANCE UP OR DOUCHE BACK THERE YOU CAN HAVE AN ASS LOAD OF FUN WITH LUBE. CIRCLE YOUR BUTT HOLE WITH YOUR FINGER PAUSING ANY TIME A SPOT FEELS EXTRA GOOD.
DIP JUST THE TIP OF YOUR FINGER INSIDE, LET YOUR ANEWS PULL IT IN WHEN IT'S READY INSTEAD OF FORCING IT.
DIVE DEEPER WITH YOUR FINGER OR A BUTT PLUG.
JUST MAKE SURE ANY OBJECTS YOU PUT UP THERE HAVE A FLARED BASE.
OTHERWISE YOU'RE HUNGRY HYPENY CAN GOBBLE IT UP AND YOU CAN ONLY GO TO THE HOSPITAL TO GET IT OUT.
WASH YOUR HANDS BEFORE TOUCHING ANY OTHER BODY PARTS ESPECIALLY THE VULVA OR WEAR LATEX GLOVES AND TOSS WHEN DONE.
A GREAT PLACE TO RESEARCH FANTASIES AND KINKS SAFELY IS ON THE INTERNET. THERE ARE TONS OF PEOPLE IN COMMUNITIES OUT THERE WHO SHARE YOUR INTEREST AND HAVE ALL KINDS OF ADVICE. ONLINE THERE IS ALSO A BUNCH OF PORNOGRAPHY SHARING THEIR SEXY ADVENTURES ONLINE.
BE CONSUMED RIGHT PORN CAN HELP YOU DISCOVER NEW ASPECTS OF YOUR SEXUAL ASSAULTY, HELP YOU SAFELY EXPLORE KINKS AND FANTASIES.
BUT DEPENDING ON YOUR AGE IT CAN ALSO BE ILLEGAL TO WATCH SO DO YOUR RESEARCH. LOOK UP INTERVIEWS WITH YOUR FAVORITE PORN PERFORMERS GO TO THE SITES THEY RECOMMEND AND PAY FOR YOUR PORN. WITH ALMOST 500% RISE IN CHILD TRAFFICKING SINCE THE START OF THE PANDEMIC I'M CURIOUS IF ANY OF YOU OR THE STAFF BRINGING THESE BOOKS INTO OUR SCHOOL SYSTEM ARE AWARE OF THE GROOMING PROCESS THESE PEDESTRIAN FILES TAKE TO SUCCESSFULLY TRAFFIC A CHILD.
IT STARTS WITH BUILDING A TRUSTING RELATIONSHIP.
THE PROCESS CONTINUES WITH LEAVING THE PARENT OUT OF THE CONVERSATION AND THEN IT CONTINUES BY ENCOURAGING THESE KIDS TO HAVE OPEN DIALOGUE WITH ADULTS NOT THEIR PARENTS ABOUT THEIR SEXUAL ASSAULTY, SEXUAL DESIRES, SEXUAL FEARS AND MORE.
THESE BOOKS ARE PROMOTING BEHAVIORS PUTTING OUR CHILDREN AT RISK FOR TRAFFICKING AND MORE.
I'M ALSO CURIOUS WHAT PART OF THE CURRICULUM THIS PARTICULARLY BOOK SUPPORTS. ENCOURAGING KIDS TO LOOK UP PORN PERFORMERS. WHY WOULD A CHILD HAVE A FAVORITE PORN PERFORMER AND WHY WOULD WE WANT THEM TO? THE JOB OF THE SCHOOL SYSTEM IS NOT TO TEACH THEM TO INSERT A BUTT PLUG SUCCESSFULLY. I RECOGNIZE KIDS HAVE SEX BUT PORN AND BUTT PLUGS ARE NOT APPROPRIATE IN SCHOOL PERIOD.
AFTER THE SEPTEMBER 22ND MEETING, I WAS ASKED FOR FOLLOW UP BY THE SUPERINTENDENT AND THE STAFF AS I WAS LEAVING I WAS ALSO APPROACHED BY A STAFF PERSON TO -- THE EMAIL RECEIVED IN RESPONSE WAS THE FORM AND POLICY ON HOW TO HAVE THE BOOK RECONSIDERED. SEPTEMBER 29TH I SENT THE FOLLOWING EMAIL VANE YET TO RECEIVE A RESPONSE.
CAN YOU TELL ME WHO IS ON THE RECONSIDERATION COMMITTEE? ALSO DO WE FIND IT APPROPRIATE TO MARKET BOOKS TO OUR YOUNG PEOPLE AS BANNED WHEN THEY'RE NOT BANNED IN OUR SCHOOL SYSTEM OR STATE. WOULDN'T THAT BE CONSIDERED FALSE ADVERTISING, BAD MARKETING? WE TEACH KIDS HOW NOT TO BE VICTIMS OF THAT IN FIFTH GRADE BUT WE'RE THE ONES DOING IT TO THEM.
INAPPROPRIATE. ADOLESCENT CHILDREN ARE DEFIANT BY NATURE TRYING TO FIGURE OUT THEIR PLACE IN THE WORLD.
BY MARKETING SOMETHING AS BANNED YOU ENCOURAGE THEM TO BREAK THE RULES. AT A TIME WHEN WE ARE SEEING CHILDREN BREAK THE RULES IN RECORD NUMBERS WITH DRESS CODES,
[00:15:02]
VAPING, DISREGARD, DISRESPECT, SMOKING, YOU THINK THE LAST MESSAGE WE'D WANT TO SEND THEM IS BREAK THE RULES BE DEFIANT.AS I MENTIONED BEFORE, WE'LL WORK ON GETTING THESE FORMS COMPLETED FOR THE BOOKS WE FOUND BUT I CHALLENGE YOU AND THE ADMINISTRATION TO THINK OBJECTIVELY AND PSYCH LOGICALLY ABOUT THE LESSONS WE ARE TEACHING THE KIDS WHO GET THESE BOOKS. DEFY ADULTS, BREAK THE RULES.
SEX WITH MULTIPLE PARTNERS IS FUN, ACCEPTABLE, NORMAL, OBJECTIFYING YOURSELF FOR OTHERS -- CONSENT IS RELATIVE.
PORN IS NORMAL AND HEALTHY. PEDESTRIAN FEEL I CAN'T IS NORMAL. THE FORM SHOULDN'T BE NECESSARY BECAUSE YOUR JOB SHOULD BE TO PROTECT THE MINDS OF OUR CHILDREN. I DO NOT WANT TO CONTINUE TO COME HERE AND READ THESE DISGUSTING BOOKS ESPECIALLY IN FRONT OF THE STUDENT MEMBER OF OUR BOARD.
HOWEVER MY EMAIL WAS NOT RESPONDED TO, THE PROCEDURE IS FLAWED AND STUDENTS WILL BEING GROOMED TO BE TRAFFIC.
WE HAVE TO DO BETTER STUDENTS AND FAMILY DESERVE BETTER AND CALVERT CAN'T SHINE WHEN WE PUT OUR KIDS AT RISK.
>> THANK YOU FOR YOUR COMMENT. >>> THE NEXT ITEM --
>> WE HAVE ONE MORE SPEAKER TODAY.
>> GOOD AFTERNOON. MY NAME IS KATIE SANDERS.
I HAVE A DAUGHTER THAT ATTENDS ONE OF OUR SCHOOLS HERE IN OUR COUNTY. I WANT YOU TO KNOW MY HUSBAND AND I MOVED HERE IN 2012. WE ARE ATTACHED TO ANDREWS BASE.
WE PURPOSELY SOUGHT OUT CALVERT COUNTY FOR OUR DAUGHTER AND BOUGHT A HOME BECAUSE OF THE SCHOOL SYSTEMS. THE SCHOOL SYSTEMS RIGHT NOW ARE NOT THE CALVERT COUNTY OUR BABIES DESERVE. MY DAUGHTER WAS A STUDENT THAT WITNESSED ABOUT WHAT OUR FIRST SPEAKER SPOKE ABOUT.
I'M A LITTLE NERVOUS. MY BABY WAS THREATENED AT SCHOOL IN THE LUNCH LINE WITH A KNIFE. SHE WAS TOLD AFTER SHE STUCK UP FOR A FRIEND WHO GOT PUSHED ON THE GROUND IF YOU TALK TO ME ONE MORE TIME I'LL GIVE YOU A BLACK EYE.
I HAVE A KNIFE IN MY BACK POCKET AND I WILL KILL YOU.
THE ANXIETY THAT THIS SCHOOL DISTRICT IS BRINGING IS HEARTBREAKING. I SPOKE TO GOT ZERO HELP. THE SCHOOL DISTRICT WILL CALL ME IMMEDIATELY WHEN MY KID BUMPS HER KNEE AND NEEDS AN ICE PACK AND IS IN THE NURSES OFFICE. I DID NOT RECEIVE ONE PHONE CALL THAT MYIFE WAS THREATENED.
THIS IS RIDICULOUS. YOU GUYS COME ON.
OUR BABIES DESERVE MORE THAN THIS.
PARENTS DESERVE MORE THAN THIS. YOU HAVE PEOPLE COMING FROM CALIFORNIA STATE TO BRING THEIR BABIES HERE FOR SCHOOL.
YOU ARE FAILING OUR CHILDREN. YOU ARE FAILING OUR PARENTS.
THIS HAS GOT TO STOP. HOW DO WE REDUCE ANXIETY? PROMOTE MENTAL HEALTH FOR OUR BABIES AND PARENTS WHEN WE'RE ALLOWING THIS IN OUR SCHOOL DISTRICT? NOBODY STOOD UP FOR MY BABY. I TOLD MR. NAVARRO MY CHILD'S LIFE IS THREATENED ONE MORE TIMELY BE AT THE SCHOOL WITH THE SHERIFF. THIS IS THE LEVEL OF ANXIETY THAT THEY ARE HAVING AND THIS IS THE TYPE OF STUFF THAT PARENTS HAVE TO DEAL WITH DAILY. I TALKED TO MR. NAVARRO AND HE SAID IT'S NOT LIKE HOW IT USED TO BE.
IT'S NOT AS EASY TO DISPLAN OUR KIDS.
THE PRESSURE THAT YOU PUT ON THESE TEACHERS FIGHTING TO KEEP OUR BABIES IN A LINE THERE'S A COUPLE HERE AND THERE.
LIKE OUR FIRST SPEAKER TALKED ABOUT.
THOSE KIDS ARE TAKING AWAY FROM THE OTHER PERCENTAGE OF THE BABIES THAT DESERVE A GOOD EDUCATION.
THE POLICIES AND THE DOCUMENTATION THAT THESE TEACHERS HAVE TO DO ONE BEHAVIOR ON TOP OF ANOTHER ON TOP OF ANOTHER AND THE DOCUMENTATION THAT THEY HAVE TO PROVE TO HELP EACH BABY AND HOW THEY'RE TRYING TO FIX THE PROBLEM MEANWHILE YOU HAVE 99% OF THE CLASSROOM DISRUPTED BECAUSE THE SCHOOL DISTRICT IS FAILING OUR KIDS AND TEACHERS.
IT HAS GOT TO STOP. WHEN IS ENOUGH? DOES MY BABY NEED TO START HAVING PANIC ATTACKS LIKE ME FOR TWO YEARS? WHAT DOES IT TAKE? THANK YOU. [APPLAUSE].
>> THANK YOU FOR YOUR COMMENT.
[5.01 Maggie Rathgeb]

[00:30:06]
GAME DO WE HAVE -- IS -- DOES THAT SCHOOL PROVIDE MEDICAL AIST CYSTANCE IF THERE'S A NEED FOR THE IT?>> I BELIEVE THEY DO. THEY HAVE IT ON SITE.
ARE YOU TALKING ABOUT SCHOOL. I BELIEVE THERE'S TRAINERS AT THE EVENTS. I DON'T KNOW IF THEY CARRY THOSE
>> ANY OTHER QUESTIONS? WE'LL HOLD THAT OUT FOR A 30-DAY REVIEW. THANK YOU.
>> AND YOU HAVE THE THIRD POLICY IS 8123.
>> OKAY. ONCE AGAIN GOOD AFTERNOON.

[7.03 Bid Approvals]
[00:35:54]
OUR NEXT AGENDA ITEM IS BID APPROVALS BY MR. TAYLOR.GOOD AFTERNOON. BEFORE YOU TODAY IS ONE REQUEST FOR YOUR CONSIDERATION. JOINING ME TODAY IS MS. ECHOLS AND JOYCE KING. TO PRESENT THE REQUEST WHICH IS TO APPROVE UTILIZATION OF THE CONTRACT TO UPDATE AND EXPAND THE PLAYGROUND EQUIPMENT AT -- ELEMENTARY SCHOOL.
ALL FUNDING FOR THIS PROJECT IS THROUGH A HEAD START PROGRAM GRANT. WE RESPECTFULLY REQUEST THAT THE BOARD APPROVE UTILIZING THE CONTRACT TO UPDATE AND EXPAND THE PLAYGROUND EQUIPMENT AND AWARD THE CONTRACT TO PLAY CORALS WHIPS WOULD YOU SAY DOING BUSINESS AS GAME TIME OF CHARLOTTE, NORTH CAROLINA. IS THERE A MOTION TO APPROVE?
>> I MOVE TO APPROVE. >> SECOND.
>> WE HAVE A MOTION AND A SECOND.
OPEN FOR DISCUSSION. >> SO WE'RE NOT GOING TO GO OUT AND GET OTHER QUOTES ON THIS OR IS THIS WHAT THE HEAD START PROGRAM RECOMMENDS? THE USE OF THIS VENDOR?
>> SO WE DID NOT GET QUOTES ON THIS PARTICULAR CONTRACT.
WE USE THIS CONTRACT IN THE PAST TO DO I BELIEVE BARSTOW ELEMENTARY SCHOOL PLAYGROUND AND APPEAL ELEMENTARY SCHOOL.
WITH THE SAME CONTRACT AND SAME VENDOR.
>> AND DOES HEAD START ITSELF SINCE IT'S THEIR GRANT GET INVOLVED IN THE APPROVAL PROCESS?
AUDIO]. >> SPEAK ON THE MIC, PLEASE.
>> WE FOLLOW CPS CONTRACTING RULES AND REGULATIONS.
WE DO TALK WITH THEM EACH MONTH ABOUT EVERYTHING AND THEY APPROVED THE FUNDS TO BE USED IN THIS MANNER.
>> THEY PROVIDE WITH THE INFORMATION, THE DRAWINGS AND THINGS LIKE THAT FROM GAME TIME IN THE AMOUNT OF COURSE AND THEN I READ IT OVER AND TOGETHER WE'RE HERE TODAY TO SEEK
APPROVAL. >> IT'S AMAZING HOW MUCH THESE THINGS COST BUT IT SURE IS A TON OF FUN OUT THERE AND THEY LOOK GOOD AND THEY'RE SAFE. SO I KNOW IT ADDS A LOT OF
SPECIAL APPEAL FOR A YOUNG KID. >> NOT NONSCHOOL BUT AS THE COMMUNITY BECAUSE THE COMMUNITY DOES USE THEM IN THE EVENING SO IT'S A WONDERFUL BENEFIT TO THE COMMUNITY AS WELL.
>> RIGHT. >> THANK YOU FOR ADDING THAT CAVEAT. THAT WAS MY QUESTION.
I COULDN'T REMEMBER IF THIS PLAYGROUND WAS STILL OPEN TO THE COMMUNITY FOR COMMUNITY USE. THANK YOU FOR CLARIFYING.
>> ANY OPPOSED? >> MOTION PASSES 4-0.
[7.04 End of Course Assessments Presentation]
>> OUR NEXT PRESENTATION IS THE END OF COURSE ASSESSMENTS BY DR. JOHNSON.
>> GOOD AFTERNOON. I'M SUSAN JOHNSON THE CHIEF
[00:40:04]
ACADEMIC OFFICER. >> SO AS WE DISCUSSED THIS TOPIC WE WILL FOCUS ON THE MARYLAND COMPREHENSIVE PROGRAM SPECIFICALLY FOR HIGH SCHOOL. TRADITIONALLY STUDENTS IN HIGH SCHOOL TAKE ENGLISH 10, ALGEBRA 1, BIOLOGY AND GOVERNMENT.
THIS WILL CONTINUE NEXT YEAR WITH THE CAVEAT THAT STUDENTS WHO TAKE AL GENTLEMEN GRAS BRA IN MIDDLE SCHOOL WILL ALSO TAKE GEOMETRY OR ALGEBRA II. MOST STUDENTS TAKE THE MATH ASSESSMENT AND BIOLOGY IN NINTH GRADE AND ENGLISH AND GOVERNMENT IN TENTH GRADE. ON THE CONVENE YOU WILL SEE THE ORIGINAL TIMELINE IN THE 1920 SCHOOL YEAR BUT IN THE PANDEMIC THAT SHIFTED. IN 2021 WE PARTICIPATED IN FIELD TESTING AND DON'T HAVE THOSE SCORES BACK YET.
ANOTHER SHIFT YOU'LL BE SEEING FROM THE STATE IS THAT THEY'RE RENAMING THE PERFORMANCE LEVELS STUDENTS RECEIVE.
PRIOR TO THIS YEAR STUDENTS RECEIVED LEVEL TITLES OF BASIC PROFICIENT AND ADVANCED AND THE STATE WILL USE THE DESCRIPTIONS ON THE SLIDE FOR ALL ASSESSMENTS GRADES THREE THROUGH HIGH SCHOOL DEMONSTRATING A YOUTH MINDSET SO ALL ASSESSMENTS REGARDLESS OF GRADE LEVEL WILL HAVE THIS REPORTING STRUCTURE.
LEVEL ONE BEGINNING LEARNERS THROUGH LEVEL FOUR WHICH IS DISTINGUISHED LEARNERS. IN HIGH SCHOOL OUR ENGLISH ASSESSMENT CONTINUES TO BE ENGLISH 10.
OUR MATH ASSESSMENT IS ALGEBRA 1 AND IF THEY TOOK THAT IN MIDDLE SCHOOL THEY'LL TAKE GEOMETRY OR ALGEBRA II.
BOTH ENGLISH 10 AND THE MATH ASSESSMENT IS DETERMINING WHETHER OR NOT A STUDENT IS COLLEGE AND CAREER READY BY TEND OF TENTH GRADE. IN SCIENCE STUDENTS TAKE BIOLOGY AND IN SOCIAL STUDIES STUDENTS TAKE GOVERNMENT.
BIOLOGY IS A FEDERAL AND STATE ACCOUNTABILITY TEST AND GOVERNMENT IS A STATE ACCOUNTABILITY TEST.
AND THERE'S A REASON WHY I'M SHARING THAT RIGHT NOW AND YOU'RE GOING TO SEE THAT LATER IN THE PRESENTATION.
SO PREVIOUSLY STUDENTS HAD TO TAKE AND PASS THE ASSESSMENT IN ORDER TO GRADUATE FROM HIGH SCHOOL.
MOVING FORWARD, STUDENTS WILL SIT FOR THESE ASSESSMENTS IN THE SPRING THAT THEY TAKE THE COURSE.
THE SCORE THAT THEY WILL RECEIVE WILL BE CONVERTED INTO A GRADE.
AND THAT GRADE WILL BE COMPUTED AS 20% OF THE FINAL GRADE OF THE COURSE. SO THIS IS A MAJOR SHIFT IN HOW THE STATE HAS WORKED WITH ASSESSMENTS AND WHAT OUR STUDENTS WILL BE EXPERIENCING MOVING FORWARD.
THE STATE IS CREATING CONVERSION TABLES FOR THE SCORES, THE SCALED SCORES THAT THE STUDENTS RECEIVE ON THE ASSESSMENTS INTO THOSE GRADES. SO WHAT DOES THAT LOOK LIKE FOR TIMELINE? SO ON THE SCREEN YOU'LL SEE THE COHORT TRANSITION TIMELINE. THIS WAS JUST FINALIZED THIS FALL SO YOU CAN SEE TEND OF COURSE REQUIREMENT WILL BEGIN FOR ALL STUDENTS FIRST TIME NINTH GRADERS IN THE SCHOOL YEAR 23-24 MEANING NEXT YEAR'S NINTH GRADERS NEXT YEAR'S FIRST TIME NINTH GRADERS WILL HAVE THE END OF COURSE ASSESSMENT REQUIREMENT BE COMPUTED AS PART OF THEIR COURSE GRADE.
20% OF THEIR COURSE GRADE. >> SO I ASSUME THAT THIS WAS DONE BECAUSE STUDENTS WHO KNEW THAT THESE TYPE OF ASSESSMENTS WERE NOT PART OF THEIR GRADES WEREN'T TRYING.
IS THAT THE REASONING BEHIND THIS?
>> I DON'T KNOW IF THAT'S EXACTLY THE REASONING.
WHAT I WOULD SAY IS THAT THE STATE BOARD OF EDUCATION SO WHEN STUDENTS HAD TO TAKE AND PASS AN ASSESSMENT AS PART OF THE ASSESSMENT PROGRAM FOR GRADUATION THAT, THAT CREATED A HIGH STAKES ASSESSMENT AND BY HAVING THE EXAM BE PART OF THE GRADE LESSENS THAT OPPORTUNITY BECAUSE IT'S BALANCED WITH THE FOUR QUARTERS OF THE INSTRUCTIONAL GRADE THAT THE STUDENT GETS AND RECEIVES AS PART OF OUR COUNTY INSTRUCTIONAL
[00:45:03]
PROGRAM AS OPPOSED TO IT BEING THIS BIG EVENT THAT IF THEY DON'T PASS IT THEY DON'T GRADUATE.SO IN ACTUALITY I BELIEVE WHAT THEY WERE TRYING TO DO IS LESSEN THE EFFECT OF THE HIGH STAKES EXAM AS PART OF THE GRADUATION
REQUIREMENT. >> THAT'S A VERY DIFFERENT STORY FROM WHAT I WAS THINKING. SO THAT'S GOOD.
I WOULD THINK THAT WOULD BE POSITIVE BECAUSE YOU HAVE ONE BAD DAY, YOU TAKE A TEST AND IT'S A BAD DAY.
THAT COULD REALLY IMPACT YOU. SO THAT'S GREAT.
>> IT COULD BE POSITIVE. I DON'T KNOW THAT WHERE -- TO BE VERY TRANSPARENT BUT WE FELT IT DEFINITELY TAKES AWAY FROM THAT HIGH STAKES EVENT OPPORTUNITY. IF YOU LOOK AT THE SCREEN YOU CAN SEE IN NINTH GRADE MOST OF OUR STUDENTS TAKE BIOLOGY IN NINTH GRADE WHICH IS WHERE IT WILL BE AFFECTED NEXT YEAR IN TENTH GRADE WE HAVE GOVERNMENT SO THOSE STUDENTS IS WILL HAVE THAT SAME EXPERIENCE IN GOVERNMENT AS TENTH GRADERS.
>> BEFORE YOU MOVE ON SINCE WE'RE ASKING QUESTIONS, I HAVE A QUESTION ABOUT WHETHER THE STUDENT IS TAKING ALGEBRA II OR GEOMETRY. HOW IS THAT DETERMINE SNIDE WHEN
YOU TAKE ONE? >> IF A STUDENT TAKES FUN MIDDLE SCHOOL, THEN AS PART OF THEIR COURSE SELECTION THEY COULD TAKE ALGEBRA II OR GEOMETRY AND STUDENTS HAVE THAT CHOICE.
>>> THANK YOU. >> SO WHAT IS OUR APPROACH? THIS YEAR MOVING FORWARD FOR NEXT YEAR ANY STUDENT WHO IS ENROLLED IN BIOLOGY OR GOVERNMENT WILL TAKE THE END OF COURSE ASSESSMENT ALIGNED TO THE COURSE.
THAT'S NOT ANY DIFFERENT THAN WHAT WE'RE GOING TO EXPECT THIS YEAR SO OUR STUDENTS ARE REQUIRED TO TAKE THE TEST AT THE END OF THE YEAR NEXT YEAR THEY'LL CONTINUE TO BE REQUIRED TO TAKE THE ASSESSMENT AT THE END OF THE YEAR.
ANY FIRST TIME NINTH GRADER WHO IS ENROLLED IN BIOLOGY OR GOVERNMENT WILL HAVE THE CONVERTED SCALE SCORE ON TEND OF COURSE ASSESSMENT CONTRIBUTE TO 20% OF THE BIOLOGY OR GOVERNMENT
[00:50:04]
FINAL COURSE. I INCLUDE GOVERNMENT HERE BECAUSE THERE IS A POSSIBILITY THAT A STUDENT COULD TRANSFER IN AS A NINTH GRADER FROM A MARYLAND PUBLIC SCHOOL WHO OFFERS GOVERNMENT AND NINTH GRADE.IF THAT WERE TO HAPPEN THEN THOSE STUDENTS WOULD NEED TO HAVE THAT END OF COURSE ASSESSMENT CALCULATED IN AS PART OF THEIR GRADE AND WE WOULD DO THAT AFTER THE FACT.
SO THAT WE COULD ACCOUNT FOR THAT.
IF WHEN WE LOOK AT NINTH GRADE WE HAVE SET UP THE STRUCTURE IN THE GRADE BOOK SO THAT SCORE WOULD AUTOMATICALLY GO ALL IN AND IT WOULD BE COMPUTED AS PART OF THE FINAL GRADE FOR THE YEAR.
SO IT WOULD BE DONE AS PART OF THAT REPORT CARD REPORTING PROCESS. FOR STUDENTS NOT FIRST TIME NINTH GRADERS IN BIOLOGY SO WE HAVE STUDENTS WHO ARE SITTING CURRENTLY IN BIOLOGY THAT MIGHT BE TENTH GRADERS THEY MIGHT BE TENTH GRADERS OR SHOULD BE TENTH GRADERS BUT DON'T HAVE ENOUGH CREDITS SO THEY'RE DEEM AID NINTH GRADER SO THEY MIGHT BE A SECOND YEAR NINTH GRADER REPEATING THE COURSE.
SO FOR STUDENTS THAT ARE NOT FIRST TIME NINTH GRADERS IN BIOLOGY THE CONVERTED -- THEY WILL HAVE THE CONVERTED SCALE SCORE CALCULATED AS 20% OF THEIR GRADE.
HOWEVER, WE HAVE DETERMINED THAT MOVING FORWARD FOR THOSE STUDENTS WHO ARE NOT FIRST TIME NINTH GRADERS THAT IT WILL NOT HURT THEIR OVERALL GRADE. THAT WE WILL ONLY USE THAT CONVERTED SCORE TO HELP THEIR GRADE.
AND WE'RE DOING THIS BECAUSE OF OUR PREVIOUS SLIDE OF WHAT IS REQUIRED BY THE STATE. SO WHEN WE THINK ABOUT WHAT IS REQUIRED FOR FIRST TIME NINTH GRADERS WE DON'T WANT TO OVERPENALIZE OR REPEAT NINTH GRADERS WHO HAVE NOW OR SITTING INTO A COURSE THAT HAS THIS REQUIREMENT.
WE WANT TO HAVE THEM TAKE THE ASSESSMENT SERIOUSLY AND BUT FORTH THEIR BEST EFFORT AND HAVE A CONVERTED SCORE TO BENEFIT THEIR GRADE IF THEY'RE NOT A FIRST TIME NINTH GRADER.
ADVANCED PLACEMENT AND DUAL ENROLLMENT.
THERE IS CURRENTLY A QUESTION ABOUT ADVANCED PLACEMENT.
EARLIER I SAID THAT BIOLOGY IS BOTH A FEDERAL MANDATE AND A STATE MANDATE. AND BECAUSE OF THAT, THE 23SH FOR FEDERAL ACCOUNTABILITY ALL STUDENTS HAVE TO TAKE A BIOLOGY ASSESSMENT. MOST STUDENTS TAKE BIOLOGY IN NINTH GRADE. THE STANDARD BIOLOGY COURSE.
THERE ARE STUDENTS I BELIEVE WE HAVE TWO RIGHT NOW WHO HAVE TRANSFERRED INTO OUR DISTRICT THAT ARE TAKING AP BIO AS THEIR ORIGINAL BIOLOGY CREDIT WHICH IS COMPLETELY FINE TO DO.
BECAUSE THEY'RE UPPER CLASSMEN. ACROSS THE STATE, THAT NUMBER INCREASES. I DON'T KNOW THE EXACT NUMBER FROM ACROSS THE STATE BUT IT REFLECTS A SMALL NUMBER OF THE TOTAL POPULATION. BECAUSE OF THAT, THE STATE IS TRYING TO FINALIZE WHETHER OR NOT ALL STUDENTS IN AP BIO WILL SIT FOR TEND OF COURSE ASSESSMENT.
AND THE REASON I BRING THIS OUT AT THIS FORUM IS WHEN WE'RE TALKING ABOUT OUR NUMBERS, ALL BUT TWO STUDENTS SITTING IN AP BIOLOGY WILL HAVE ALREADY TAKEN THE END OF COURSE ASSESSMENT AND OUR STANDARD BIOLOGY COURSE THEY TAKE IN NINTH GRADE.
[00:55:15]
IS ATHEY WILL TAKE IT THIS YEAR AND THEY WILL TAKE IT NEXT YEAR AS WELL. IN 2024, THE END OF COURSE ASSESSMENT WILL BE COMPUTED AS 20% OF THEIR FINAL GRADE.WE ALSO DON'T WANT TO DISCOURAGE STUDENTS FROM TAKING THE AP EXAM SO THE STATE HAS INDICATED THAT A STUDENT WHO SCORES A THREE OR HIGHER WILL ALSO MEET TEND OF COURSE MANDATE.
SO THIS BRINGS A LITTLE BIT OF TROUBLE TO A LOCAL SCHOOL DISTRICT BECAUSE WE FINALIZE GRADES AT THE END OF JUNE WE GET AP EXAM SCORES BACK IN JULY. SO ANY STUDENT THAT SCORES A THREE OR HIGHER ON THE AP GOVERNMENT WOULD HAVE MET THE END OF COURSE ASSESSMENT REQUIREMENT.
BUT IF THEY DON'T, THEN THEY WON'T HAVE AN END OF COURSE GRADE. SO WHAT ARE CONVERSATION -- WHAT OUR CONVERSATION HAS BEEN AND OUR DECISION MOVING FORWARD WOULD BE FOR STUDENTS IN AP IS THAT THEY TAKE TEND OF COURSE ASSESSMENT AND ANYONE WHO TAKES THE AP EXAM AND SCORES A THREE OR HIGHER WOULD HAVE THEIR GRADE COMPARED WITH THE 20% EOC SCORE AND ALSO WITH THE AVERAGE OF THE FOUR QUARTERS.
WHICHEVER SCORE IS HIGHER IS THE ONE THAT WILL BE THE FINAL GRADE FOR THE SNOOPED THE CLASS. THIS WOULD TAKE PLACE IN JULY AFTER THE AP SCORES ARE RECEIVED BY THE DISTRICT AND THE COMPARISON IS MADE, GRADE CHANGES ARE COMPLETED, AND NEW REPORT CARDS ISSUED TO THE STUDENTS WHO ARE POSITIVELY AFFECTED BY REMOVING THAT 20% MCAP SCORE.
JUST PAUSING TO MAKE SURE EVERYONE IS --
>> YEAH. I FORESEE THIS WILL TAKE A LOT OF COMMUNITY CONVERSATION. MANY WILL ASK WHY AM I RECEIVING
A NEW REPORT CARD. >> ABSOLUTELY WHICH IS WHY WE FELT IT WAS IMPORTANT TO DO THIS TODAY AND WE'RE GOING TO HAVE MULTIPLE COMMUNICATIONS OUT OBVIOUSLY RIGHT NOW WE'RE IN THE PROCESS OF REVISING THE HIGH SCHOOL EDUCATION PLANNING GUIDE SO THERE WILL BE INFORMATION PLACED IN THERE. WE WILL SEND INFORMATION OUT TO OUR STUDENTS WHO WILL BE FIRST TIME NINTH GRADERS SO THEIR PARENTS ARE AWARE OF THIS.
WE WILL ALSO MAKE SURE THAT STUDENTS IN AP GOVERNMENT ARE CLEARLY PREPARED AND HAVE INFORMATION TO SHARE WITH THEIR FAMILIES ABOUT WHAT THAT MEANS FOR THEM.
WE WOULD NOT MAKE ANY SPECIFIC GRADE CHANGE UNTIL WE NOTIFY THE FAMILIES AND TALK TO THEM ABOUT WHY THE GRADE CHANGE IS BEING MADE. WE'RE HOPING THAT HAVING ALL THE AP STUDENTS SIT THIS SUMMER -- THIS YEAR FOR THE END OF COURSE ASSESSMENT WE WILL BE ABLE TO MAKE THAT COMPARISON TO SEE HOW MANY STUDENTS EARNED THE SCALE SCORE VERSUS HOW MANY SCORED THE TREE OR HIGHER ON THE AP EXAM SO THAT WE CAN MAKE SOME PREDICTIONS ABOUT HOW THAT WILL IMPACT US IN THE FUTURE.
>> HOW DO YOU THINK THIS WILL IMPACT STUDENT DECISION TO EVEN TAKE THIS AP GOVERNMENT FOR EXAMPLE.
AND I KNOW YOU COULD TAKE THE CLASS BUT WHETHER YOU OPT TO TAKE THE TEST IS A DIFFERENT STORY.
>> RIGHT. >> SO IF THAT'S THE CASE IF THEY FELT THEY WOULD NOT PROBABLY WON'T TAKE THE TEST ANYWAY DO YOU THINK THEY MAY BE IMPACTED WHETHER THEY WOULD DECIDE TO
TAKE IT AT ALL IS THIS >> I DON'T THINK SO.
I THINK STUDENTS TAKING AP GOVERNMENT ARE INTERESTED IN HAVING THE OPPORTUNITY TO TAKE AN AP COURSE SO I DON'T THINK NECESSARILY THE FACT THAT THEY WOULD HAVE TO TAKE THE END OF COURSE ASSESSMENT IS GOING TO IMPACT THAT.
I WILL TELL YOU THAT THE END OF COURSE ASSESSMENT AND WHEN THE AP EXAM IS, IS GOING TO BE VERY CLOSE TOGETHER.
AND THE REASON IT -- WHEN WE HAD THE HIGH SCHOOL GOVERNMENT EXAM PREVIOUSLY THERE WERE PROBABLY ABOUT THREE WEEKS IN BETWEEN THE AP GOVERNMENT TEST AND THE HIGH SCHOOL ASSESSMENT.
THIS ALSO ALLOWED TEACHERS TIME TO BRIDGE ANY INFORMATION THAT MIGHT NOT HAVE BEEN TAUGHT IN AP GOVERNMENT THAT IS ASSESSED ON THE HIGH SCHOOL ASSESSMENT. FOR EXAMPLE, MARYLAND GOVERNMENT. SO MARYLAND GOVERNMENT IS SOMETHING ON THE END OF COURSE EXAM BUT IS NOT ASSESSED IN AP GOVERNMENT PROGRAMS. SO I THINK THAT COULD IMPACT MORE -- THESE DECISIONS WOULD IMPACT MORE ABOUT AS A STUDENT AM I READY TO TAKE TWO EXAMS SO CLOSELY TOGETHER.
HOW DO I FEEL ABOUT THE CONTENT ON THE AP EXAM BUT I DON'T KNOW THAT IT WOULD NECESSARILY DETER A STUDENT FROM TAKING THE EXAM.
[01:02:21]
OUR I.T. DEPARTMENT HAS BEEN INCREDIBLE WORKING WITH US TO MAKE SURE OUR STUDENT MANAGEMENT SYSTEM CAN TAKE CARE OF THESE PROCESSES THAT THE STATE HAS IN PLACE.AND WE ARE GOING TO CONTINUE. WE HAVE RECEIVED SCALED SCORES FOR OUR SCORES THIS YEAR. WE HAVE NOT RECEIVED ANY SCALED SCORE CONVERSIONS FOR GOVERNMENT.
WE'VE ASKED FOR THEM SO THAT WE CAN START TO LOOK AT THAT DATA TO SEE WHAT THE IMPACT IS. WE'RE OPEN TO QUESTIONS OR FEEDBACK ANYONE WOULD LIKE TO PROVIDE.
>> I HAVE AN ADDITIONAL QUESTION.
IS MCAP SCORED BY MSDE OR BY THE DISTRICT?
>> IT IS A STATE ASSESSMENT THAT I BELIEVE IS SCORED BY PEERSON RIGHT NOW IS THE COMPANY THAT'S BEING USED.
>> OKAY. THAT'S CONCERNING BECAUSE IN THE PAST WHEN YOU HAVE ASSESSMENTS, SCORES TACK A WHILE TO RETURN BACK TO THE DISTRICT SO NOW THAT WE'RE HAVING THIS END OF COURSE SCORING GOING ON AND INTEGRATION INTO YOUR FOUR QUARTER GRADES, IT WILL BE REALLY INTERESTING TO SEE THE TURN AROUND TIME ON THE ASSESSMENTS SO THAT THE GRADES CAN BE INTEGRATED.
>> AND THAT'S ONE OF THE REASONS THEY'RE MOVING THE WINDOW UP INTO WHAT WE TRADITIONALLY STAY AWAY FROM WHICH IS THE AP WINDOW.
>> THANK YOU. FOR THE PRESENTATION.
[7.05 Virtual Snow Make-Up Days]
AND WE WILL CONTINUE WITH THE VIRTUAL SNOW DAY MAKE UP CONVERSATION. GOOD AFTERNOON.I AM HERE TO SHARE AN OPTION PROVIDED BY MSDE THIS YEAR FOR VIRTUAL INSTRUCTION DAYS. MSDE HAS CREATED A PATHWAY FOR LOCAL SCHOOL SYSTEMS TO REPURPOSE CERTAIN DAYS AS VIRTUAL DURING THE 22-23 SCHOOL YEAR.
AS SCHOOL SYSTEMS CONSIDER THIS PATHWAY THEY MUST DEVELOP A PLAN THAT ADDRESSES EQUITABLE VIRTUAL INSTRUCTION THAT IS ACCESSIBLE TO ALL STUDENTS. CONSIDERATIONS INCLUDE ENSURING ACCESS TO DEVICES AND WIFI AND THE PLAN MUST NOT NEGATIVELY IMPACT ANY EMPLOYEE PAY NOR SHOULD IT NEGATIVELY IMPACT ANY STUDENT GRADE. MSDE HAS INDICATED THAT THESE DAYS COULD BE USED FOR INCLEMENT WEATHER DAYS, STAFF PROFESSIONAL LEARNING DAYS, HIGH SCHOOL GRADUATION DAYS TO ENABLE TEACHERS TO ASSIST WITH OR ATTEND THE GRADUATION AND
[01:05:05]
SIMILAR CIRCUMSTANCES. MSDE HAS PROVIDED US THAT THE SCHOOL SYSTEM CAN USE A TOTAL OF EIGHT SCHOOL DAYS WITH NO MORE THAN THREE OF THOSE DAYS USED AS ASYNCHRONOUS.AS WE LEARNED THROUGH VIRTUAL INSTRUCTION SYNCHRONOUS LEARNING IS THAT REMOTE LEARNING THAT HAPPENS IN REALTIME WITH TEACHERS AND STUDENTS IN A VIRTUAL CLASSROOM SETTING SUCH AS TEAMS. ASYNCHRONOUS LEARNING OCCURS ON OR OFF LINE WITHOUT REALTIME INTERACTION OR INSTRUCTION BY AN EDUCATOR. NOW THAT YOU'VE HEARD A LITTLE BIT ABOUT WHAT MSDE IS EXPECTING, I WOULD LIKE TO SHARE WITH YOU WHERE WE ARE IN DEVELOPING A PLAN.
PREVIOUSLY WHEN CALVERT COUNTY PUBLIC SCHOOLS HAS HAD INCLEMENT WEATHER THE DAYS HAVE BEEN ADDED FROM THE END OF THE SCHOOL YEAR OR TAKEN FROM A 3R50E6OUSLY INDICATED DAY OFF FOR STUDENTS.
WE PLAN TO LEVERAGE THIS VIRTUAL DAY OPPORTUNITY TO ALLEVIATE THE IMPACT OF THE INCLEMENT WEATHER DAYS ON THE INSTRUCTIONAL PROGRAM. CURRENTLY CALVERT COUNTY PUBLIC SCHOOLS CALENDAR INDICAES THAT APRIL 3RD, 4TH, AND 5 GD WOULD BE USED IF SCHOOLS MUST CLOSE FOR INCLEMENT WEATHER.
WE WOULD CONTINUE TO USE THESE THREE DAYS AS MAKE UP DAYS AND IS NOW LOOKING TO INCLUDE THE FLEXIBILITY OF PROVIDING INSTRUCTION ON THESE DAYS USING A BLEND OF ASYNCHRONOUS AND SYNCHRONOUS INSTRUCTION. AS WITH THE CURRENT CALENDAR IF THE SCHOOL SYSTEM WOULD NEED TO USE THESE DAYS, ONE OR MORE OF THESE DAYS WOULD BE USED OR WOULD BECOME STUDENT INSTRUCTIONAL DAYS AND STAFF WORK DAYS.
NOTIFICATION OF SCANNING VERY IMPORTANT.
WE WOULD NOTIFY THE COMMUNITY AND STAFF ONCE RECEIVING APPROVAL. THIS WILL SHARE THE PLAN AND INFORMATION TO RELATED HOW AND WHEN THE VIRTUAL DAYS WOULD BE USED IN THE EVENT OF INCLEMENT WEATHER REQUIRING STUDENT MAKE UP DAYS. A SECOND NOTIFICATION WOULD OCCUR AT LEAST THREE WEEKS PRIOR TO THE USE THESE DAYS.
STUDENTS PARENTS AND STAFF WILL BE NOTIFIED VIA SCHOOL MESSENGER AT LEAST THREE WEEKS PRIOR WHEN ONE OR MORE WOULD BE USED AS A MAKE UP DAY DUE TO INCLEMENT WEATHER.
IF WE HAVE INCLEMENT WEATHER LATE IN THE SEASON WE WOULD PROVIDE THAT NOTIFICATION AS SOON AS POSSIBLE.
INSTRUCTIONAL MATERIALS AND ASSIGNMENTS WOULD BE POSTED ON OUR LEARNING MANAGEMENT SYSTEM WHICH IS SCHOOLOLOGY FOR STUDENTS TO ACCESS AND SUBMIT WORK AT THIS TIME.
STUDENTS KINDERGARTEN THROUGH GRADE TWO WOULD ALSO RECEIVE A PACKET PROVIDED MARCH 31ST. INSTRUCTION ON THESE DAYS FOR GRADES THREE FOR 12 THOSE STUDENTS WOULD EXPERIENCE INSTRUCTION THROUGH A BLEND OF ASYNCHRONOUS AND SYNCHRONOUS LEARNING. ALL INSTRUCTIONAL MATERIALS AND ASSIGNMENTS WILL BE POSTED. TEACHERS WILL CREATE TEAM LINKS USED FOR SMALL GROUP INSTRUCTION AND USED BY STUDENTS TO REQUEST SUPPORT AND ASK QUESTIONS TO SUPPORT THEIR UNDERSTANDING OF THE POSTED LESSONS. STUDENTS WOULD RECEIVE THOSE TEAMS LINKS NO LATER THAN MARCH 31ST.
STUDENTS IN GRADES PREKINDERGARTEN THROUGH TWO WILL RECEIVE -- SCHOOLOLOGY PREEN VIEDED TO THEM ON THE # 1ST.
TEACHERS WILL CREATE LINKS FOR STUDENTS AND PARENTS TO USE WHEN REQUESTING SUPPORT AND TO ASK QUESTIONS TO SUPPORT THEIR LEARNING. TEACHERS WILL ALSO CALL INDIVIDUAL STUDENTS WHO MAY NOT HAVE ACCESS TO DEVICES AND WIFI TO SUPPORT THEM DURING THE INSTRUCTIONAL DAY.
THIS PLAN DOES INCORPORATE A BLEND OF LRNING TO MEET THE VARIED NEEDS OF OUR LEARNERS. IF SCHOOLS WERE TO CLOSE
[01:13:32]
TOMORROW FOR INCLEMENT WEATHER WE WOULD NOT NECESSARILY BE TILE PROVIDE OUR STUDENTS THAT 35 ET BEFORE THEY LEFT NOR WOULD WE BE ABLE TO VERIFY THAT ALL STUDENTS HAD THEIR DEVICES GOING HOME WITH THEM BEFORE THAT INCLEMENT WEATHER HIT.IF THERE WAS THAT OPPORTUNITY WHERE WE KNEW WELL IN ADVANCE AND COULD GET THEM WHAT THEY NEEDED THAT COULD BE AN OPTION BUT WE WERE NOT ABLE TO WORK THROUGH THE LO JUSTICES OF THAT SO THAT ALL STUDENTS WOULD BE PREPARED AND HAVE WHAT THEY NEED
TO BE ABLE TO PARTICIPATE. >> THANK YOU.
>> AND IF WE LOSE POW PER THE COUNTY YOU NEVER KNOW WHO HAS
ACCESS THAT WAY. >> ABSOLUTELY.
WHICH IS WHY ONE OF THE THINGS THAT MSDE DOES REQUIRE IS THAT DURING THIS TIME IT WOULD NOT P GRADE SO WHAT THEY'RE WORKING ON DURING THAT TIME IF THEY'RE NOT ABLE TO COMPLETE THAT THEY WOULD BE PROVIDED ADDITIONAL TIME. TO MAKE UP THAT WORK.
>> SO I KNOW DURING VIRTUAL LEARNING THERE WAS AN ASSESSMENT BY EVERY SCHOOL BUILDING ON HOW MANY STUDENTS EITHER HAD INTERNET OR DID NOT HAVE INTERNET OR BROADBAND.
HAS THAT BEEN -- IS THAT A CONSIDERATION -- BECAUSE I KNOW
[01:15:01]
ENROLLMENT CHANGES TO DETERMINE WHAT THAT LOOKS LIKE BEFORE WE EVEN GO DUNE ROAD OF IDENTIFYING THESE THREE DAYS?>> SO THE REOPENING PLAN SURVEY WILL HAVE THOSE SAME QUESTIONS BACK ON THERE ASKING WILL THEY HAVE -- SO FOR PRE-K THROUGH 2 DO YOU HAVE ACCESS TO A DEVICE AT HOME THAT YOU COULD UTILIZE AND THEN DO YOU HAVE ACCESS TO WIFI FOR ALL STUDENTS AND THEN THERE ARE ADDITIONAL QUESTIONS THAT KIND OF BREAK THAT DOWN TO WHAT COULD BE PROVIDED. AND THIS IS PROPOSED FOR WHAT?
>> THIS CURRENT SCHOOL YEAR. >> I THINK I READ THAT WRONG.
YOU NEED A DECISION FROM THE BOARD?
>> TODAY IS REALLY ABOUT FEEDBACK AND THEN WE WILL FINALIZE A PLAN TO SUBMIT BACK TO YOU THE FULL PLAN FOR YOU TO
APPROVE. >> OKAY. AND WILL THAT PLAN INCLUDE LIKE IT'S A SNOW DAY IN JANUARY, FOR EXAMPLE.
AND THE ROLLOUT OF -- I THINK YOU SAID MARCH 31ST OR SOMETHING
LIKE THAT? >> WE WOULD HAVE ENOUGH NOTICE ONCE YOU PUT THIS PROPOSAL TO INCORPORATE ADVANCED PLANNING FOR K WILL YOU 2 WOULD WE NOT IF WE WANTED TO --
>> IT IS SOMETHING THAT WE CAN LOOK AT AND FIGURE OUT WHAT THAT
MIGHT LOOK LIKE. >> OKAY. THANK YOU.
I WAS GOING TO SAY THAT WE'VE ALSO RECEIVED A COUPLE OF EMAILS FROM TEACHERS WITH DIFFERENT SUGGESTIONS AND THINGS LIKE THAT SO JUST TO KNOW THAT WE'RE PUTTING IT OUT NOW BUT ARE STILL WAITING TO HEAR BACK SO IT'S JUST REFRESHING TO KNOW.
>> AND JUST FOR THE SAKE OF EVERYONE KNOWING WHEN WE SEND OUT THAT SURVEY PARENTS RECEIVE A SURVEY STAFF RECEIVED A SURVEY SIGNS IN SECONDARY SCHOOLS RECEIVE A SURVEY.
>> CAN YOU TALK ABOUT A LITTLE BIT WHAT IS CONTAINED IN THE SURVEY? ARE YOU ASKING FOR FEEDBACK REGARDING BUILDING THIS VIRTUAL DAY PLAN OR ARE YOU ASKING FOR
JUST DATA RELATED TO THE T? >> WE'LL ACTUALLY PROBABLY ASK FOR FEEDBACK RELATED TO THE PLAN.
TO TELL YOU WHAT THE ITEMS ARE RIGHT NOW.
I CAN'T BECAUSE WE HAVEN'T BUILT IT.
WE ACTUALLY HAVE A MEETING SCHEDULED IN THE COMING WEEKS TO FINALIZE WHAT THAT LOOKS LIKE BECAUSE IT'S GOING TO CONTAIN SEVERAL THINGS IN ADDITION TO JUST THIS BECAUSE WE'RE GOING TO ASK QUESTIONS REGARDING THE REOPENING PLAN.
ASK QUESTIONS ABOUT THE VIRTUAL MAKE UP SNOW DAYS.
ASK QUESTIONS ABOUT THE MARYLAND BLUEPRINT AND ABOUT COMMUNICATION SO THERE'S DIFFERENT LAYERS OF THE SURVEY
>> NO FURTHER QUESTIONS. THANK YOU AT THIS TIME.
[8.01 Comments by the Board]
>> WE'LL NOW MOVE INTO BOARD COMMENTS.
WE'LL START WITH OUR STUDENT MEMBER OF THE BOARD.
>> THANK YOU. I HAD THE PLEASURE OF MEETING WITH THE SUPERINTENDENT THIS WEEK AND AGAIN THIS MONDAY WITH THE ASSOCIATION OF STUDENT COUNCILS.
WE HAD A GREAT CONVERSATION AND WE WERE SUPER APPRECIATIVE OF HIS PARTICIPATION BEING THERE ON MONDAY NIGHT.
[01:20:43]
>> BE AN INFLUENCE OR AT LEAST WORK WITH OUR VETERANS AND OUR SENIORS. THIS BRINGS ME TO THE SEPTEMBER 2ND 27B MEETING WHERE I WAS NOT HERE.
SOMATISTS IT SEEMS IT'S MY JOB TO OFFEND PEOPLE.
I THINK THAT'S WHAT PEOPLE THINK ANYHOW.
SO WE'VE SPENT $344,000 FOR A MOTIVATIONAL SPEAKER.
FIRST LET ME TELL YOU, I HAVE NO IDEA WHO THIS PERSON IS.
TEACHERS PARENTS ARE GREAT MOTIVATORS.
SOME PEOPLE MOTIVATE THEMSELVES. HOW THIS PERSON IS WORTH $344,000 WHICH COULD HAVE GONE TO SCHOOLTEACHERS, IT COULD HAVE GONE TO COUNSELORS, SERVICE PEOPLE.
IT'S BEYOND ME. BUT I WOULD HAVE VOTED NO BUT I CAN ASSURE YOU THAT MY VOTE WOULD HAVE FAILED.
SO WITH THAT SAID, LET ME MOVE ON.
NOT ONLY AS A SCHOOL BOARD MEMBER BUT A PARENT, GRANDPARENT, UNCLE, GREAT GRANDPARENT, AYE BEEN AROUND THE BLOCK A LOT. I KNOW I'M UP IN AGE BUT I'VE BEEN AROUND THIS BLOCK A LOT INCLUDING AND NEW YORK. AND YOU KNOW THE VERY THING THAT'S INVOLVED IN A LOT OF THAT STUFF? THIS TYPE STUFF. WHY IS THIS IN A SCHOOL SYSTEM? A SCHOOL SYSTEM THAT HAS DROPPED FROM NUMBER ONE AND TWO TO 11.
WHY ARE WE TEACHING SUCH THINGS OR MAKING AVAILABLE SUCH THINGS WHEN THE UNITED STATES WAS 25TH IN READING AND 40TH IN MATH? GIVE ME SOME EXPLANATION. IT'S NO USE ME SITTING HERE SAYING I WANT TO MAKE A MOTION FOR MORE THAN TED SPEAKERS.
IT'S JUST NOT GOING TO PASS. NOBODY HAS NERVE ENOUGH TO TELL YOU OR THE REST OF THE COUNTY WHY THEY DON'T WANT MORE THAN TED SPEAKERS BUT I'M NOT GOING TO MAKE THAT MOTION BECAUSE YOU NOW HAVE TWO NEW BOARD MEMBERS, GOD, THANK YOU.
AND YOU, YOU KNOW, I GUESS I WANT TO GET OFF MY SOAP BOX.
I DON'T KNOW HOW MANY PEOPLE I'VE OFFENDED AND I REALLY DON'T CARE. [APPLAUSE].
>> THAT'S IT. >> FIRST HAPPY VETERANS DAY AND THANK YOU FOR YOUR SERVICE. AND I AM GLAD THAT THE MARY MORE YOUTH ADVISORY COUNCIL HAS POSTPONED IT BECAUSE I WAS NOT GOING TO BE ABLE TO MAKE IT TOMORROW OR SATURDAY.
BUT SO I WANT TO KEEP IN TOUCH ON THAT AND FIND OUT EXACTLY WHEN THEY WILL HAD RESCHEDULED. AND I WOULD LIKE TO SAY A FEW WORDS ABOUT THE PLAYBOOK. WE PUT IN -- WE ASK A LOT OF QUESTIONS BEFOREHAND. AND I DO BELIEVE THAT THERE'S JUST BEEN MAYBE IT'S JUST THE TELEPHONE TYPE OF SYNDROME BUT THERE'S BEEN SOME MISINFORMATION OUT THERE ON WHAT IT IS AND I WANT TO JUST TELL YOU AGAIN MY THOUGHTS ON IT.
AND THERE'S ALSO BEEN THOUGHTS OF WHY ARE WE SPENDING IT ON A COUPLE OF KIDS AND MY POINT IS THAT WE'VE BEEN SPENDING MONEY ON TARGETING MONEY FOR CERTAIN GROUPS FOREVER.
[01:25:55]
THIS PROGRAM IS JUST ANOTHER TOOL TO HELP PRODUCE SUCCESSFUL KIDS AND THAGS OUR JOB. WE ALLOCATE FUNDING ALL THE TIME TO TARGETED GROUPS. IT'S INCUMBENT UPON US TO MEET TOO NEEDS OF OUR STUDENTS WITH DIFFERING DEVELOPMENTAL CHALLENGES SO WE SPEND $27 MILLION A YEAR IN THAT AREA.WE HIRED DR. CRYSTAL RICKS TO LEAD OUR EFFORTS IN THE GIFTED AND TALENTED AREA BECAUSE IT'S IMPORTANT FOR US TO MEET THE NEEDS OF OUR STUDENTS WHO CAN ASPIRE TO ADVANCED LEARNING.
AND OVERALL, ALONG TIME AGO WE DECIDED TO PAY SOME OF THE HIGHEST TEACHER SALARIES IN THE STATE SO THAT WE COULD ATTRACT HIGH QUALITY TEACHERS TO TEACH ALL OF OUR STUDENTS.
BUT DESPITE THAT, YEAR AFTER YEAR AFTER YEAR IT SEEMS THAT THERE ARE GROUPS OF STUDENTS WE'VE NOT BEEN ABLE TO REACH WHO ARE EITHER AT RISK OF NOT GRADUATING OR WHO NEED THAT EXTRA ASSISTANCE TO TAKE THEIR PERFORMANCE TO THE NEXT LEVEL.
SO THIS PLAYBOOK THAT WE'VE BEEN -- THAT WE HAVE VOTED ON COMES WITH THE HIGH EXPECTATION FOR OUR STUDENTS.
SETTING DAILY READING GOALS, REQUIRING BEHAVIORAL COMMITMENTS AND THINGS OF THAT THAT NATURE. STUDENTS WILL HEAR MESSAGING INTENDED TO WAKE THEM UP LIKE WHAT THE REAL WORLD STATISTICS ARE FOR HIGH SCHOOL DROPOUTS AND TO INSPIRE THEM SUCH AS HOW LIFE CAN BE CHANGED SIMPLY BY SETTING A GOAL AND WORKING TOWARD IT.
AND THEY WILL HEAR TESTIMONIES FOR SOME PRETTY IMPRESSIVE PEOPLE WHO MIGHT HAVE BEEN IN THE SAME BOAT AS THEM BUT WHO HAVE BECOME VERY SUCCESSFUL IN THEIR OWN RIGHT.
WE WILL TRACK THE RESULTS OF THIS PROGRAM CAREFULLY TO HELP US UNDERSTAND THE IMPACT ITS HAD.
AND I HAVE HIGH HOPES THAT IT CAN DO THAT FOR THEM.
>> TOO AM EXCITED THAT THE DATE FOR THE MARYLAND YOUTH ADVISORY COUNCIL MEETING HAS BEEN MOVED AS I HAD A CONFLICT ON MY CALENDAR ALTHOUGH I DID REGISTER FOR THE VIRTUAL SESSION HOPING TO BE ABLE TO DO TWO THINGS AT ONCE.
SO I LOOK FORWARD TO THAT RESCHEDULED DATE IN DECEMBER AND HOPEFULLY CAN PUT MY FULL ATTENTION INTO THAT WORK.
I ALSO LOOK FORWARD TO ATTENDING MY FIRST BOARD OF DIRECTORS MEETING IN A COUPLE OF WEEKS. EXCITED ABOUT THAT AND WORKING WITH MY COLLEAGUES ACROSS THE STATE IN EDUCATION AS THE MARYLAND GENERAL ASSEMBLY BEGINS THE GEAR UP HERE IN DECEMBER IN HELPING TO ADVOCATE FOR THE BLUEPRINT AND MAKING CHANGES OR MAYBE NOT MAKING CHANGES BUT HOPEFULLY MAKING IMPROVEMENTS TO LAWS ON THE BOOKS FOR THE BLUEPRINTS TO MAKE OUR EDUCATION
[01:30:02]
ARENA JUST THAT MORE MAGNIFICENT IN THE STATE OF MARYLAND AND THAT IS IT FOR ME.>> HAPPY VETERANS DAY TO ALL MY FELLOW VETERANS.
SHOUTOUT TO MY HARMONY ELEMENTARY SCHOOL FOURTH GRADE STUDENTS AND THEIR EDUCATORS. ANOTHER PHENOMENAL OPPORTUNITY THIS YEAR FOR THEM TO HIGHLIGHT VETERANS AND THE PARENTS OF AND A LOT OF PARENTS WHO ARE VETERANS FOR THOSE STUDENTS AND I LOOK FORWARD TO THAT EVERY YEAR AND IT'S A VERY INSPIRING, EMOTIONAL, FUN EXCITING OPPORTUNITY TO SHOWCASE THE KIDS AND THEIR TALENTS. SO I LOOK FORWARD TO THAT ALL THE TIME. I DON'T HAVE ANY OTHER ADDITIONAL COMMENTS. SO WE ARE ADJOURNED.
