THE FIRST ITEM ON THE AGENDA THIS EVENING, WE HAVE A COUPLE OF PROCLAMATIONS. THE FIRST ONE IS THE SCHOOL BUS SAFETY WEEK PROCLAMATION. PRESENTED BY OUR STUDENT MEMBER

>> I AM GAYLE REID. I'M A SCHOOL BUS CONTRACTOR IN CALVERT COUNTY. I'M VERY HAPPY TO BE HERE THIS EVENING. I'M VERY HAPPY TO ACCEPT THE AWARD THAT IS PRESENTED FOR THE SCHOOL BUSES... FOR SCHOOL BUS WEEK. I WILL MAKE SURE THAT KEVIN HOOK

RECEIVES IT. >> MARYLAND STUDENT TRANSPORTATION ADMINISTRATORS AND OPERATORS REMAIN DILIGENT AND COMMITTED TO ENSURING THE SAFE TRANSPORTATION OF NEARLY 700,000 STUDENTS ON A DAILY BASIS, AND THEIR EFFORTS ARE CRITICAL TO THE BRACING AND SAFETY OF OUR SCHOOLS.

ALL SCHOOL BUS DRIVERS AND ATTENDANTS EMPLOYED OR CONTRACTED BY LOCAL EDUCATION AGENCIES MUST ACHIEVE RIGOROUS AND SPECIALIZED TRAINING AS WELL AS ADHERE TO THE HIGHEST STANDARDS OF SCHOOL BUS SAFETY. DURING THE SCHOOL YEAR, THESE FLEETS COVER MILLIONS OF MILES, OPERATE IN A VARIETY OF WEATHER CONDITIONS, AND HAVE OUTSTANDING SAFETY RECORDS.

DESPITE THE EVER-PRESENT CHALLENGES THEY FACE.

MARYLAND IS PLEASED TO JOIN THE NATION IN RECOGNIZING NATIONAL SCHOOL BUS SAFETY WEEK IN ALL 23 COUNTIES, BALTIMORE CITY, AND SEED SCHOOL OF MARYLAND AND RECOGNIZE THE SCHOOL BUS DRIVERS AND ATTENDANTS WHO CONNECT OUR CHILDREN TO THEIR SCHOOL COMMUNITIES AND KEEP MARYLAND STUDENTS SAFE EVERY DAY.

NOW THEREFORE, LAWRENCE J. HOGAN, GOVERNOR OF THE STATE OF MARYLAND DOES HEREBY PROCLAIM OCTOBER 17-21, 2022 SCHOOL BUS SAFETY WEEK IN MARYLAND AND ALSO COMMENCE THIS OBSERVANCE TO ALL

WHEREAS THE MONTH OF OCTOBER IS DESIGNATED NATIONAL PRINCIPALS MONTH IN RECOGNITION OF PRINCIPALS FOR THEIR STEADFAST COMMITMENT TO ENSURING THAT EACH CHILD RECEIVES A QUALITY EDUCATION AND WHEREAS THE CALVERT COUNTY BOARD OF EDUCATION HONORS AND RECOGNIZES THE PRINCIPAL FOR THEIR POSITIVE IMPACT ON LEARNING BY SETTING HIGH STANDARDS FOR INSTRUCTION, ACHIEVEMENT, CHARACTER, AND A POSITIVE SCHOOL CULTURE AND WHEREAS PRINCIPALS SERVE AS THE EDUCATIONAL LEADER OF THEIR SCHOOLS BY DEMONSTRATED KNOWLEDGE OF EFFECTIVE INSTRUCTIONAL STRATEGIES AND PROVIDING FOR THE LEARNING AND DEVELOPMENTAL NEEDS OF STUDENTS, TEACHERS, AND STAFF.

I FOLLOWED UP WITH A CALL TO DR. I HEARD BACK FROM JOHNSON WITH MORE THAT IT IS GETTING LOOKED INTO.

I HAVEN'T HEARD ANYTHING NEW. AT THE MEET-AND-GREET, I HEARD IT A TON WITH DR. TOWNSEL. I'M CURIOUS IF ANYONE GETS ANSWRS TO THESE QUESTIONS. I FEEL AT THE END OF THESE MEETINGS, IT WOULD BE NICE IF THE BOARD FOLLOWED UP WHAT WAS ACTUALLY DONE TO ADDRESS ISSUES FROM THE PREVIOUS MEETING.

ALSO, I WANT TO TALK ABOUT THE MAILER I RECENTLY RECEIVED ABOUT ONE OF THE CANDIDATES OF THE BOARD.

I'M DISGUSTED THAT THIS IS SOMETHING THAT WAS SENT OUT TO RESIDENT. IT IS TACKY AND MAYBE WHOEVER SENT IT SHOULD SPEAK ABOUT HOW THEY WANT TO HELP THE CALL CALVERT COUNTY PUBLIC SCHOOL SYSTEM, INSTEAD OF TEARING DOWN SOMEONE WHO HAS BEEN ACTIVE AT MEETINGS, HOLDING COMMUNITY EVENTS SO YOU CAN ASK QUESTIONS AND TRYING TO RESTORE COMMON SENSE INTO OUR SCHOOLS. THIS MAILER TALKS ABOUT DIVISION. ALL I HAVE SEEN IN SOCIAL MEDIA PLATFORMS IS EXACTLY THAT. POINTING OUT EVERYONE'S DIFFERENCES AND BULLYING OTHERS THAT DISAGREE WITH THEM.

THESE ARE INCREDIBLY IMPORTANT POSITIONS THAT WE ARE APPOINTING. AS FAR AS TURNING THIS ELECTION POLITICAL... OH, THERE IT IS. I CHALLENGE THEM TO TAKE A LOOK IN THE MIRROR. THAT IS EXACTLY WHAT YOU ARE DOING BY HAVING A SMEAR CAMPAIGN INSTEAD OF TRYING TO HELP OUR CHILDREN. THIS IS THE THIRD TIME I HAVE SPOKEN HERE, AND IT HAS NOT GOTTEN EASIER FOR ME.

I COULD PASS OUT BEFORE PUBLIC COMMENT COMES UP.

I'M JUST A PARENT WHO COMES TO THESE MEETINGS AND TRIES TO BE HEARD TO HAVE A SAY IN WHAT I WANT DONE TO PROTECT MY CHILDREN. THAT IS MORE THAN I CAN SAY ABOUT A COUPLE OF THE CANDIDATES.

WHAT WOULD REALLY BE AMAZING WOULD BE TO HAVE EVERYONE COME TO SOME SORT OF COMMON GROUND: IT FEELS AS THOUGH SOME CANDIDATES, INCLUDING THE CURRENT BOARD, DON'T FEEL OUR OPINIONS MATTER. THE BEGINNING AND THE END OF MY COMMENTS SORT OF GO HAND IN HAND.

WHY ISN'T THERE A MUTUAL CONSENSUS BEING COME TO? FOR EXAMPLE, MELISSA'S COMMENT AT THE LAST MEETING ABOUT THE BOOKS. IT WAS OBVIOUS MS. COUSINS FOUND IT ALARMING AND SAID IT SHOULD BE LOOKED INTO.

WHAT IS BEING DONE ABOUT IT? HOW ABOUT COMING TO AN AGREEMENT THAT IF THESE BOOKS ARE NOT GOING TO BE TAKEN OUT OF SCHOOLS, WHICH BY THE WAY, DOES NOT MEAN THAT THEY WON'T STILL BE IN PUBLIC LIBRARIES FOR YOUR CHILD'S READING ENJOYMENT, WHY AREN'T THEY PUT IN A SPECIAL SECTION THAT THE STUDENTS NEED A PARENT'S SIGNATURE IN ORDER TO CHECK IT OUT? THE SCHOOL SHOULD NOT BE PRAYING THEM AROUND AND BASICALLY SAYING COME READ ME. SCHOOLS ARE GIVING CHILDREN MORE RIGHTS THAN THEIR PARENTS ANYMORE.

I DON'T KNOW ABOUT ANYONE ELSE, BUT I DID NOT HAVE KIDSES SO THEY COULD TELL ME HOW TO RAISE THEM.

IT IS OUR RIGHT TO BE ABLE TO TEACH THEM AND EXPOSE THEM TO THINGS THAT WE SEE FIT UNTIL THEY ARE 18.

THEN THEY CAN MAKE THE DECISIONS FOR THEMSELVES.

WHETHER OR NOT ANYONE ELSE FEELS THIS IS RIGHT OR WRONG.

I WANT TO START OUT BY THANKING DR. ANDERSON FOR HER CONTINUED PARTNERSHIP AND BEING THERE AND THE SUFFER THE THAT WE TALKED ABOUT IN THE FIRST MEETING, SHE HAD ACTIONABLE ITEMS ON THIS MEETING ALREADY. THAT IS FANTASTIC.

I WANT TO THANK THE SUPERVISOR FOR BEING WITH US.

AND YOU KNOW, GIVING HER CONTRIBUTIONS.

IT IS ALWAYS GREAT WHEN THE SUPERVISORS COME TO THESE MEETINGS SO WE CAN GET THAT CONVERSATION BACK AND FORTH.

WE HAD PARENTS FROM ACROSS THE COUNTY JOIN US.

I HOPE WE GET MORE PARENTS TO COME.

IN IF OFF FAMILY WITH SPECIAL EDUCATION NEEDS FROM BIRTH TO 21, PLEASE SEND THEM TO C-CAC SO WE CAN GET THEIR INPUT.

SOME THINGS WE HAVE TALKED ABOUT AT THE MEETING ON TUESDAY, CLOSING ACHIEVEMENT GAPS. ISN'T JUST FOR ACADEMICS BUT ALSO FOR ATHLETIC AND ARTS. WE WANT TO MAKE SURE OUR KIDS HAVE FULL ACCESS, NOT JUST TO CORE CURRICULUM BUT TO THE ARTS, THE MUSIC AND THE SPORTS FIELDS. WE WANT TO MAKE SURE THAT, YOU KNOW, COACHES AND TEACHERS ARE ALWAYS PRESUMING COMPETENCE.

RIGHT? WE DON'T WANT TO JUST LOOK AT THAT LABEL, HEALTH IMPAIRMENT, ADHD, AUTISM, AND ASSUME THAT A CHILD IS NO LONGER CAPABLE OF REACHING ANY PEAK.

PRESUMING CONSIDERS AND MAKING SURE THAT CHILDREN ARE GIVEN THE SUPPORTS THEY NEED TO REACH THOSE ACHIEVEMENTS OR IMPO IMPORTANT... AND WE SHOULD BE TRYING TO... YOU KNOW, LETTING OUR SUBCONSCIOUS NOT HOLD KIDS BACK FROM THINGS.

YOU TRANSITION TO HIGH SCHOOL, WE WANT TO START EACH YEAR OFF WITH A FRESH SLATE. WE TALKED ABOUT ACCESSIBILITY IN HALLWAYS AND WALKWAYS. MAKING SURE THAT OUR WHEELCHAIR AND MOBILITY-IMPAIRED STUDENTS HAVE FULL ACCESS TO THINGS.

MAKING SURE THAT THE SIDEWALKS STAY IN GOOD REPAIR.

I KNOW PLAYGROUNDS ARE EXPENSIVE, AND IT IS WHAT IT IS.

YOU KNOW, AS THE ARE 30 AND 40 YEARS OLD, AND WE REPLACE THEM,

WE WANT TO MAKE SURE THOSE KIDS HAVE FULL ACCESS TO PLAYGROUND EQUIPMENT OR STANDING CHALK BOARDS OR MUSIC EQUIPMENT OUTSIDE THEY CAN PARTICIPATE IN WITH THEIR PEERS.

THAT IS PART OF THE PEER EXPERIENCE.

FRIDAY OCTOBER 21, WE ARE GOING TO HAVE AN EVENT DOWN AT THE HARRY ELIZABETH BROWN CENTER DOWN THE STREET.

FROM 10:00 TO 2:00. A RESOURCE FAIR INSIDE.

WE ARE PARTNERING WITH THE SHERIFF'S OFFICE AND PATH-FINDERS FOR AUTISM FOR A WHAT TO DO FOR A TRAINING.

IT IS GOING TO BE A GREAT TRAINING.

THERE ARE STILL SPOTS AVAILABLE. IT IS GOING TO BE A GREAT DAY.

THEY CAN LEARN TO BE A SCOUT WHEN LOOKING FOR CREDIBLE INFORMATION, OR COME IN AT LUNCH AND PLAY BOARD GAME WITH FRIENDS. A LIBRARY IS A PLACE TO GO TO FIND ANSWERS, TO FIND OPPORTUNITY, TO FIND FUN WITH FRIENDS, AND SOMETIMES IT IS A SAFE PLACE TO BE WHEN YOU ARE GOING THROUGH SOMETHING CHALLENGING IN LIFE.

A PLACE TO FIND BOOKS WHERE YOU CAN ESCAPE FROM DAILY PRESSURES OR FIND AN ALLY WHO MAY BE GOING THROUGH SOMETHING SIMILAR TO WHAT YOU ARE GOING THROUGH. WE DESCRIBE BOOKS AS MIRRORS OR WINDOWS. WE WANT STUDENTS TO SEE THEMSELVES IN A BOOK, A MIRROR, WHERE THEY CAN RELATE TO THE MAIN CHARACTER OR SETTING OR THE STORY LINE.

WE WANT STUDENTS TO READ ABOUT PEOPLE, PLACES, AND SITUATIONS DIFFERENT FROM THEMSELVES. LIKE LOOKING OUT A WINDOW.

WE HAVE STUDENTS IN CCPS WHO FLED UKRAINE BECAUSE OF THE ATTACK BY RUSSIA. THEY CAME HERE FOR SAFETY AND OPPORTUNITY AND TO JUST BE A KID.

THEY ARE DIFFERENT, YET THEY ARE THE SAME.

JUST LIKE THE BOY IN THE BOOK. THEY HAVE LOST THEIR HOME AND FAMILY AND FRIENDS. NOW THEY JUST WANT TO FIND A PLACE TO BE A KID, A STUDENT TO FIND A NEW NORMAL.

WHERE THEIR LIFE HAS RELEVANCE. BOOKS CAN CHANGE LIVES.

A MONTH AGO AT THE FIRST SEPTEMBER MEETING, I SHARED WITH YOU THE REALITY OF BEING AN ELEMENTARY-RELATED ARTS TEACHER.

I SPOKE ABOUT CLASSES BEING COMBINED TO LARGER CLASSES AND SCHEDULES BEING CONSOLIDATED IN A WAY THAT MADE RELATED ARTS TEACHERS MORE AVAILABLE FOR LONGER CHUNKS OF TIME.

THAT IS A BARRIER TO THEIR EYE. CAN YOU IMAGINE HOW UPSET I WAS TO LEARN AT OUR CEA REPRESENTATIVE ASSEMBLY LAST MONDAY NIGHT, THIS WEEK, THAT ACROSS THE COUNTY, RELATED ARTS TEACHERS ARE REGULARLY SCHEDULED TO COVER CLASSES FOR PFC AND COLLABORATIVE PLANNING, LUNCH MONITORS AND FOR RECESS DUTY.

TO ADD INSULT TO INJURY, I HAVE BEEN TOLD IT IS BELIEVED THEY SHOULD NOT BE COMPENSATED FOR THIS TIME OF MONITORING STUDENTS OUTSIDE OF TEACHING THEIR CONTRACTED CONTENT.

I BELIEVE THAT MANY PEOPLE THINK THE EXODUS FROM TEACHING MAY NOT BE THAT BAD BECAUSE CCPS MANAGED TO START OUR SCHOOL YEAR WITHOUT AS MANY OPENINGS AS OTHER DISTRICTS.

BASED ON WHAT'S BEING SHARED WITH ME, I WOULD NOT GET TOO COMFORTABLE. JUST YESTERDAY, I HAD ONE PERSON TELL ME AT LEAST 7 PEOPLE HAD BEEN IN CONTACT WITH THEM ABOUT LEAVING OR TAKING A LEAVE OF ABSENCE.

ANOTHER ONE HAD GOTTEN THREE PHONE CALLS IN THE LAST 48 HOURS. AND IT IS NOT JUST TEACHERS.

OTHER SCHOOL PERSONNEL SUCH AS INSTRUCTIONAL ASSISTANTS ARE ALSO STRETCHED OR TAKING ON RESPONSIBILITIES THAT THEY HAD NOT SIGNED UP FOR WHEN THEY TOOK THEIR JOB.

FOR EXAMPLE, TWO INSTRUCTIONAL ASSISTANTS THAT ARE BASICALLY PROVIDING ONE ON ONE SUPPORT FOR TWO STUDENTS THAT WERE SUPPOSED TO BE RECEIVING ONE HOUR OF SERVICES A WEEK.

THIS MEANS THEY ARE NOT PROVIDING THANKSGIVING SUPPORT THEY ARE SUPPOSED TO BE PROVIDING TO OTHER STUDENTS AND DURING THIS, THEY ARE BEING HIT, SPIT ON, AND STOMPED ON.

I HAVE BEEN SURE TO TELL THEM TO DOCUMENT THIS VIA WRITTEN DOCUMENTATION AND PICTURES. HONESTLY, IT IS NOT UNUSUAL FOR THERE TO BE TWO OR FOUR ADULTS AT THE SAME TIME INVOLVED WITH PROVIDING SUPPORT TO ONE OF THESE STUDENTS.

ALL OF THESE PEOPLE HAVE OTHER DUTIES TO BE DOING.

THE TEACHERS OF THESE STUDENTS HAVE HAD DAMAGE DONE TO THEIR ROOMS AND INSTRUCTION INTERRUPTED.

ONE HAS HAD TO HAVE MEETINGS WITH PARENTS BECAUSE THEY WANT TO HAVE THEIR CHILDREN REMOVED FROM HER CLASS.

WE DO NOT HAVE ENOUGH BODIES. INCLUDING ENOUGH SUBSTITUTES.

WHICH IS WHY MY PRINCIPAL ARRIVED TO MY ROOM 20 MINUTES LATE TO COVER MY CLASSROOM FOR THE PERSONAL LEAVE I'M USING TO BE HERE TODAY. QUITE FRANKLY, I HAD PLANNED TO WRITE MY SPEECH THEN. I RAN OUT OF TIME BECAUSE I DIDN'T EVEN LEAVE MY BUILDING UNTIL 2:40, I THINK.

SO THERE WAS A FULL REPORT THAT WENT OUT.

IT IS SOMETHING THAT'S BEEN KNOWN FOR A WHILE.

IT IS ALL ENCAPSULATED ASBESTOS. THERE IS NOTHING IN CEILING T TILE. MOST OF IT IS FLOOR TILE AND THE UNDERNEATH. IT IS FAIRLY WELL ENCAPSULATED.

HOWEVER, WE WERE ABLE TO GET PRICING FOR THE MILL AND OVERLY A WHICH WOULD EXTEND THE LIFE ANYWHERE FROM 12-15 YEARS VERSUS ABOUT FOUR YEARS WITH THE CAPE CEILING.

PCO NUMBER TWO FOR GRADING PERMIT REVISIONS REALLY CAME DUE TO COUNTY REVIEW COMMENTS COMING AFTER THE PROJECT HAD ALREADY BEEN BID. SO THESE ARE ESSENTIALLY CHA CHANGES, SUCH AS ADDITION OF AN OBSERVATION WELL AT THE BIOPOND, THERE WERE SOME CHANGES MADE TO THE MEDIA FOR THE MI MICROBIO-RETENTION. A FENCE THAT WAS REQUIRED.

AROUND THAT SPECIFIC FACILITY. AND PERMANENT SOIL STABILIZATION MATTING. THERE WERE ALSO A COUPLE OF CHANGES MADE TO PAVEMENT MARKINGS THAT THE COUNTY REQUESTED. OR REQUIRED.

SUCH AS THERMO-PLASTIC. WE ADDED SOME ADDITIONAL GUTTER FOR THE CURBING OF THE SITE. PCO NUMBER THREE, TWO NEW LIGHT POLES. THE PROJECT INCLUDING...

INCLUDED TWO EXISTING LIGHT POLES THAT NEEDED TO BE REMOVED AND REINSTALLED. HOWEVER, WHEN THEY WERE REMOVED, THEY WERE FOUND TO BE IN VERY MUCH OF A DETERIORATING CONDITION. WE WERE ABLE TO REPLACE THEM AS PART OF THE CHANGE ORDER. PCO4 WAS FOR A PATIO, CONCRETE PATIO AT THE SIDE OF THE BUILDING.

IF YOU ARE FAMILIAR WITH HUNTINGTOWN ELEMENTARY.

THERE ARE A NUMBER OF SIMILAR PATIOS.

ALONG THE BUS AND VEHICULAR ENTRANCE.

ONE OF THE PATIOS WAS IN QUITE DETERIORATED CONDITION.

SO IT MADE SENSE FOR US TO ACTUALLY REPLACE THAT.

THERE WERE ALSO SOME UNSUITABLE SOILS THAT NEEDED TO BE REPLACED. THAT IS NOTED IN PCO NUMBER 5.

PCO NUMBER 6 INCLUDES SOME ADDITIONAL ASPHALT AT THE PARENT TURN-AROUND IN THE ORIGINAL SCOPE.

THIS WAS JUST A GRASS ISLAND. WE FELT THAT ASPHALT CURB NEEDED TO BE ADDED SO PARENTS WOULDN'T DRIVE THROUGH THE GRASS.

NOT THAT ANY PARENTS WOULD. (LAUGHTER) LASTLY, PCO7 HAS TO DO WITH CHANGES THAT WERE MADE DUE TO SOME... DUE TO EXISTING SEPTIC FIELD THAT IS WERE FOUND ACTUALLY TO PARTLY BE UNDER THE BIO-RETENTION POND. THE COUNTY REQUIRED US TO DIG BACK AND CAP THOSE LINES, SO THAT IS WHAT MAKES UP ESSENTIALLY THE CHANGE ORDER. THE COMPILATION OF PCO'S 1-7.

THE SOURCE OF THE FUNDS WILL BE CIP FUNDS AND A SMALL PORTION OF THE PCO WILL COME OUT OF CAPITAL OUTLAY ALTERATIONS.

WE WERE PRETTY FORTUNATE BECAUSE WE MET WITH THE COUNTY.

WE THOUGHT PERHAPS WE WERE GOING TO BE ASKED TO MOVE THE BIO-RETENTION FACILITY FOR ALL OF THE DRAINAGE FOR THIS PARKING LOT PROJECT. AS A SEPARATE CHANGE ORDER.

HOWEVER, THE COUNTY REALLY WORKED WITH US.

THAT WAS ABLE TO BE KEPT IN PLACE.

SO ALL THEY REQUESTED WAS THAT WE DIG BACK AND UNCOVER SOME REMAINING SEPTIC FIELD PIPING. THE DRAIN FIELDS.

AND CAP THOSE LINES. AT THIS POINT, WHAT MAINTENANCE IS DOING UNTIL WE ARE ABLE TO GET THE EMERGENCY FUNDING COMPLETELY IN HAND IS THEY ARE PUMPING THE SEPTIC TANK ON A WEEKLY BASIS. SO UNTIL WE GET THE PROJECT DESIGNED AND WE ARE TRYING TO FAST-TRACK THAT, AND YOU KNOW, GET IT BID OUT, THAT WILL HAVE TO BE THE PROCESS THAT WILL HAVE TO BE DONE. BUT THE IMPACT TO THIS PROJECT

WAS FAIRLY MINIMAL. >> AND THIS DOES IMPROVE THE TRAFFIC FLOW. IS THAT A CORRECT STATEMENT?

TO MAKE SURE THAT WHEN BUSES WERE COMING THROUGH THE ENTIRETY OF THE PARKING LOT, IN SOME INSTANCES, I BELIEVE THERE HAD BEEN SOME INCIDENTS WITH POSSIBLY THE TALE OF A BUS HITTING A PARKED VEHICLE. IT WAS DEFINITELY VERY DIFFICULT TO MANEUVER. WHAT WE HAVE DONE NOW IS WE HAVE CREATED SEPARATE LANES FOR BUSES AND FOR VEHICLES.

AND THE BUSES ACTUALLY HAVE A TURN-AROUND, SO THEY ESSENTIALLY HAVE A TRAFFIC CIRCLE AT THE NORTH END OF THE SITE.

THEY IMMEDIATELY TURN AROUND AT THAT TURN-AROUND.

AND VEHICLES THROUGH THEIR SEPARATE LANE, CONTINUE INTO THE PARKING LOT. SO THEY ARE USING... PARENTS ARE USING THE SAME LOOP THEY WERE USING.

HOWEVER, BUSES HAVE BEEN SEPARATED ENTIRELY.

BEFORE YOU TODAY IS A CHART OF THE MAIN COMPONENTS OF THE MOU. THE CHART INDICATES A AGREED.

SO STARTING WITH THE USE OF INDOOR AND OUTDOOR FACILITIES, INDOOR FACILITIES, PARKS AND REC HAS ACCESS TO OUR ELEMENTARY AND MIDDLE SCHOOLS IN THE EVENINGS AND DURING THE WEEKENDS.

PLEASE KNOW THAT SCHOOLS HAVE PRIORITY USE BEFORE PARKS AND REC. FOR EXAMPLE, IN THE FALL, IF A SCHOOL IS HAVING BACK-TO-SCHOOL PARENT NIGHT, PARKS AND REC ACTIVITIES WOULD BE CANCELED FOR THIS NIGHT WHICH IS TYPICALLY A TIME FOR FOOTBALL PRACTICE AND CHEERLEADING: THIS IS OUTSIDE THE BUILDING, THE PARKING LOTS ARE NEEDED FOR PARENTS TO PARK.

WITH RESPECT TO FIELDS, PARKS AND REC USES MOUNT HARMONY, NORTHERN MIDDLE, PLUM POINT, PLUM POINT MIDDLE SCHOOL, SOUTHERN MIDDLE, ST. LEONARD, WINDY HILL ELEMENTARY SCHOOL, AND WINDY HILL MIDDLE. EXAMPLES FOR THE USE OF THESE FIELDS. IN AUGUST, THERE IS FOOTBALL AND CHEERLEADING. IN THE SPRING, THERE IS BASEBALL, LACROSSE, SOFTBALL AND SOCCER AS WELL.

ANY QUESTIONS ABOUT... SO FAR? YES.

NOW, WITH RESPECT TO CCPS USING FACILITIES, WE USE THE CHESAPEAKE HILLS GOLF COURSE AND THE AQUATIC CENTER.

FOR EXAMPLE, OUR GOLF TEAM PRACTICES AND COMPETITIONS AT THE GOLF COURSE AND OUR SWIM TEAMS HAVE PRACTICES AND COMPETITIONS AT THE AQUATIC CENTER.

BUT ALSO AND AT TIMES, CCPS MAY FIND IT NECESSARY TO USE... TO UTILIZE COUNTY FIELDS OR TENNIS COURTS IF OUR OWN FACILITIES ARE UNDER REPAIR OR RENOVATION. DURING THE NORTHERN HIGH SCHOOL REPLACEMENT PROJECT, NORTHERN HIGH SCHOOL USED THE BASEBALL FIELD AND THE TENNIS COURTS AT DUN KIRK DISTRICT PARK.

WITH RESPECT TO MAINTENANCE THAT ALSO INCLUDES STAFFING, WHEN THE BOARD OF EDUCATION USES A COUNTY INDOOR FACILITY, A REPRESENTATIVE OF THE BOARD MUST BE PRESENT TO MONITOR AND SUPERVISE THE BOARD OF ED'S SUPERVISED ACTIVITY.

AN EXAMPLE WOULD BE WHEN THE CCPS TEAM IS AT THE CHESAPEAKE HILLS GOLF COURSE OR AT THE AQUATIC CENTER, A CCPS COACH OR STAFF MEMBER WILL SERVE AS A BOARD REPRESENTATIVE TO SUPERVISE THE TEAM. NOW THE BOARD REQUIRES A

CUSTODIAL REPRESENTATIVE TO BE PRESENT WHEN PARKS AND REC INDOOR ACTIVITIES ARE HELD AT SCHOOLS OR WHEN OUR SCHOOLS OR OFFERSES ARE CLOSED. THE BOARD REPRESENTATIVES SHALL BE RESPONSIBLE FOR SCHEDULING THIS REPRESENTATIVE, AND THIS REPRESENTATIVE SHALL REMAIN ON SITE AND AVAILABLE FOR CUSTODIAL SUPPORT OF PARKS AND REC ACTIVITIES.

AND A PARKS AND REC REPRESENTATIVE WILL REMAIN ON SITE TO ENFORCE THE RULES FOR THE SAFETY OF USE.

FOR EXAMPLE, DURING WINTER MONTHS, AND THERE IS WEEKEND GAMES AT NORTHERN MIDDLE SCHOOL, A STAFF MEMBER WILL BE ON SITE AS WELL AS A PARKS AND REC REPRESENTATIVE.

NOW, WITH RESPECT TO MAINTENANCE ON THE PART OF THE COUNTY, THE COUNTY MAINTAINS OUTDOOR FACILITIES AT 11 LOCATIONS FOR PROGRAMS THAT PROVIDE COMMUNITY BENEFIT SUCH AS BASEBALL, SOCCER, AND LACROSSE. AND THEY CONDUCT ROUTINE FIELD MAINTENANCE SUCH AS DRAGGING AND RAKING THE INFIELD DIRT AT THE BASEBALL FIELDS AND THAT IS DONE A MINIMUM OF ONE TIME PER WEEK PER FIELD WEATHER-PERMITTING AT THE SCHOOL SITES.

ALSO, A PARKS AND REC REPRESENTATIVE WILL BE PRESENT TO MONITOR AND SUPERVISE THE USE OF ANY BOARD FACILITY THAT PARKS AND REC IS USING AT THIS SAID TIME.

AND THIS IS INCLUDING WHEN WE ARE OPERATING DURING NORMAL HOURS AND WHEN OUR BUILDINGS ARE CLOSED BUT OPEN TO PARKS AND REC EVENTS. WITH RESPECT TO REIMBURSEMENT, CCPS PAYS FEES AT THE AQUATIC CENTER.

AND THE GOLF COURSE AS INDICATED IN THE CHART.

PARKS AND REC DOES PAY FOR THE TIME THAT CCPC... CCPS WORKERS ARE IN THE BUILDING WHEN IT SHOULD BE OTHERWISE CLOSED.

PARKS AND REC DOES NOT PAY CCPS FOR ANY USE OF FACILITIES.

SUCH AS HOURLY UTILITY FEES, ADMINISTRATIVE FEES OR RENTAL FEES AS INDICATED IN OUR USE OF FACILITIES APPLICATION WHEN THE BUILDINGS ARE OPEN DURING NORMAL HOURS OR OPEN ON WEEKENDS WHEN OUR SCHOOLS ARE CLOSED. THE COUNTY AGREES TO ALLOW THE USE OF THE AQUATIC CENTER AND THE GOLF COURSE BY THE BOARD OF ED WITH NO ASSOCIATED RENTAL FEES PROVIDED THE USE IS DURING NORMAL HOURS OF OPERATION. AND JUST ONE FINAL COMMENT: IT IS IN THE MUTUAL OF INTEREST TO KEEP THIS MOU.
