BEFORE I BEGIN I WOULD LIKE TO TAKE A FEW SECONDS TO CONSIDER A NO. 619. CAN YOU NAME 619 FELLOW EMPLOYEES? CAN YOU RECALL FACTS ABOUT EACH OF THEM AND INTEGRATE THOSE FACTS INTO INDIVIDUAL CONVERSATION WITH EACH OF THE 619 EMPLOYEES? 619 IS THE CURRENT NUMBER OF KINDERGARTEN THROUGH FIFTH GRADE STUDENTS ENROLLED AT BARSTOW ELEMENTARY. SADLY, THIS DISREGARD HAS LONG SINCE BEEN AN PROBLEM IN THE FIELD OF EDUCATION BUT DOES NOT MAKE IT ACCEPTABLE. IN THE EARLY 2000'S I ADDRESSED A PRINCIPAL THAT A GIVEN A SCHEDULE TO ARTS TEACHERS A LATER TIME AND OPENLY TOLD ME THEY DID NOT NEED AS MUCH TIME AS CLASSROOM TEACHERS. MORE RECENTLY, I'VE HEARD STORY SHARED WITH ME OF CURRENT ADMINISTRATORS SAYING ABOUT OUR TEACHERS, THEY HAVE A HOLE IN THERE SCHEDULE OR THEY'RE WORRIED ABOUT THE REAL TEACHERS RIGHT NOW. UNFORTUNATELY, EVEN SOME TEACHER COLLEAGUES LACKING A THOROUGH CONVERSEUNDERSTANDIN G OF THE DEMANDS BEING AN ART TEACHER. I SAID TO ME FROM AN ARTS TEACHER THIS MORNING, IN ELEMENTARY, WE ARE JUST PLANNING PERIOD PROVIDERS. I HAVE GLADLY WELCOMED OUR NEW SUPERINTENDENT AND HAVE GREAT APPRECIATION FOR HIS EMPHATIC SUPPORT OF AN ENRICHED STUDENT EXPERIENCE WHICH INCLUDES ACADEMICS, THE ARTS AND ATHLETICS. WHAT I KNOW FROM 31 YEARS IN EDUCATION IS THAT THE WORKING CONDITIONS OF TEACHERS ARE THE LEARNING CONDITIONS OF STUDENTS. IN FACT, DON'T JUST TAKE MY WORD FOR IT. JOHN HATTIE'S WORK WITH THE VISIBLE LEARNING HAS SHOWN TEACHER EFFICACY IS MOST STRONGLY CORRELATED WITH STUDENT ACHIEVEMENT. WHAT DOES THAT COLLECTIVE TEACHER EFFICACY? A SCHOOL STAFF BELIEVES IT CAN COLLECTIVELY ACCOMPLISH GREAT THINGS IS VITAL FOR THE HEALTH OF OUR SCHOOL AND THEY BELIEVE IN MAKING A POSITIVE EXPERIENCE. IT'S CHALLENGING TO HAVE A POSITIVE FEELING WHEN YOU ARE EXHAUSTED, OVERBURDENED AND TREATED MORE AS A BABYSITTER THAN A PROFESSIONAL EDUCATOR THAT YOU WORKED HARD TO BECOME. HERE'S BACKGROUND YOU NEED TO KNOW. AT BARSTOW WE HAVE THREE GRADES WITH FIVE GRADE LEVEL TEACHERS. BECAUSE WE DO NOT HAVE TWO FULL-TIME PE TEACHERS WE MUST SPLIT ONE OF THE FIVE TEACHERS BETWEEN THE OTHER FOUR CLASSES. THIS MEANS ONE GRADE LEVEL TEACHER HAS THEIR STUDENT GOING TO FOUR DIFFERENT RELATED ARTS EVERY DAY. FOR THE RELATED ARTS TEACHERS THAT MEANS THEY HAVE CLASSES OVER 30 STUDENTS.DESPITE THE STUDENTS HOMEROOM CLASS BEING BETWEEN 20 AND 25.
THIS IS AN ACCEPTABLE NUMBER OF STUDENTS IN THE CLASS, WHY AREN'T THE CLASSES BUILT FOR THAT? THIS MEANS LESS SPACE FOR STUDENTS AND FEWER SUPPLIES AVAILABLE. WHETHER OR NOT THE CLASS IS OVER 30, THEY ARE A GROUP OF STUDENTS ONLY TOGETHER FOR ONE SHORT PERIOD OF TIME PER DAY WHEN TEACHERS NEED EVERY MINUTE TO COVER THEIR CONTENT. AT THE SAME TIME THEY DECIDED TO SPLIT CLASSES THEY BEGAN TO CONSOLIDATE ARTS SCHEDULES. THAT MEANS THEY HAVE THEIR CLASSES PACKED TIGHTLY FOR US YOU DAYS AS POSSIBLE LEAVING A DAY OR A LARGE CHUNK OF THE DAY OPEN WHERE THEY MIGHT BE PULLED TO A CLASS TO COVER AS A SUBSTITUTE. OR RUNNING AN INTERVENTION. AS WE TALK ABOUT THE IMPORTANCE OF THE ARTS AND SOCIAL EMOTIONAL LEARNING AND RELATIONSHIP BUILDING, STOP AND CONSIDER THE MENTAL AND EMOTIONAL DRAIN PLACED ON RELATED ARTS TEACHERS. ALL OF THEM ARE RESPONSIBLE FOR THE 99 STUDENTS IN OUR BUILDING WITHIN IEP, 504 AND MORE. THOSE STUDENTS NEED ACCOMMODATIONS TO BE MET DURING INSTRUCTION AND ADDITIONAL PAPERWORK AIRED FOR MUSIC AND ART THEY ALSO GRADE 619 STUDENTS. HE IS ALMOST AS MUCH WITH 500. THAT 619 REPORT CARDS AND ANY ADDITIONAL PAPERWORK AIRED ALTHOUGH THE MEDIA SPECIALIST IS NOT INPUT GREAT SHE IS RESPONSIBLE FOR TEACHING A CURRICULUM AND STANDARDS ALL WHILE CHECKING IN AND SHELVING BOOKS FOR EVERY STUDENT IN THE BUILDING AND SHE DOES THIS WITHOUT AN INSTRUCTIONAL ASSISTANT. 5 MINUTES IS NOT ENOUGH TIME DID I HAVE NOT EVEN TALKED ABOUT HOW TEACHERS ARE TRAVELING TO MULTIPLE SCHOOLS AND ON HOW MONDAY WE HAD TEACHERS WHO DID NOT KNOW THEIR SCHEDULE INCLUDING THE BUILDING THEY WOULD REPORT TO THE FOLLOWING DAY, THE ACTUAL FIRST DAY OF SCHOOL. THIS CURRENTLY ONLY ONE RESOURCE OFFICER FOR A SHARED ELEMENTARY, FIVE SCHOOLS HAVING ONE WITH FIVE BUILDINGS. WHAT IF THERE IS AN EMERGENCY WHEN THE OFFICER IS 15 MINUTES AWAY IN SAINT LEONARD? YESTERDAY I HAD TO STOP BY THE SCHOOL BRIEFLY TO TALK TO MY TK CHILD AND INSTEAD OF BEING BUZZED IN THEY LET ME COME IN AND I WAS STOPPED IN THE HALLWAY WHEN I SAW MY SON COMING. EVEN THOUGH I WAS ANNOYED I APPRECIATED THEY TOOK MORE MEASURES AND IN THE PAST TO MAKE SURE NO ONE IS

I'M NOT SAYING THAT SHOULD BE THE CASE BUT WHEN THE SCHOOLS GO TO FULL PRE-K SHOULD BE UP TO THEM TO HAVE BREAST TIMES. I FULLY AGREE IT SHOULD BE A REQUIREMENT. MOST CHILDREN MIGHT BE NAPPING DURING THE DAY LIKE MY OWN WHO HASN'T NAPPED IN A YEAR IS COMPLETELY EXHAUSTED AT THE END OF THE DAY. THEY ARE FOUR YEARS OLD AND THEY ARE AROUND 19 OTHER CHILDREN DURING THE DAY. IT IS SENSORY OVERLOAD. I HOPE THAT SOME TEACHERS DECIDE TO DO A NAP THAT THEY ARE NOT REPRIMANDED. MY KIDS DON'T GET PICKED UP UNTIL 9:00 AND DON'T ARRIVE FOR BREAKFAST AT ALL.FORTUNATELY THEY EAT BREAKFAST AT HOME BUT WHAT ABOUT THE ONES THAT RELY ON THAT IN THE MORNING? I KNOW WERE NOT THE ONLY BUS ARRIVING LATE AND AFTER TALKING TO OTHER PARENTS THEY ARE SEEING WHAT I AM. THE BUSES SEEM TO ARRIVE ON EVERY ROUTE ON TIME BUT FOR EVERY REASON THEY ARE SITTING AT POWELL ELEMENTARY FOR 15 MINUTES AND THEN THAT PUTS THEM BEHIND FOR THE PACK ROUTE. I DON'T KNOW WHEN THIS WAS BROUGHT ABOUT HAVING MORE BUSES BUT I STRONGLY BELIEVE YOUR DECISION SHOULD BE RECONSIDERED. ONE OTHER THING, MR. WITH THE FALL SEMESTER BEING A CONTINUATION OF THE PILOT AND THE SPRING SEMESTER BEING THE OFFICIAL SCHOOL REVIEW WHICH WILL START IN JANUARY. DURING THE LAST STATE BOARD MEETING SUPERINTENDENTS DISCOVERED THE METHODOLOGY FOR SCHOOL SELECTION AND REVISION OF THE SELECTION PROCESS USING THE THREE CRITERIA THAT YOU SEE HERE ON THE SLIDE BEING LARGEST LEARNING LOSS, LOWEST PERFORMING AND LEANING GAPS. WHILE THE DATA AND SELECTED SCHOOLS IS NOT LETYET PUBLIC WE ANTICIPATE THAT INFORMATION TO BE MADE PUBLIC ONCE SCHOOLS AND DISTRICTS ARE INFORMED. IT IS ALSO EMPHASIZED THAT HIGH-PERFORMING SCHOOLS COULD BE ON THE LIST IF SCHOOL DATA SHOWS A LARGE ACHIEVEMENT GAP BETWEEN GROUPS OF STUDENTS. ACCORDING TO THE STATE STATUTE, BEGINNING IN JULY 2025 SCHOOLS AND DISTRICTS CAN REQUEST

IN THE FALL OF 2022 MST E WILL CONTINUE THE PROCESS THAT WE BEGAN IN THE SPRING BY SELECTING A SAMPLE OF SCHOOLS FROM EACH OF THE THREE CRITERIA TO VISIT BETWEEN OCTOBER THIS YEAR. IT INITIALLY INCLUDED JUST SCHOOLS FOR THE FALL THE GOAL NOW WILL BE TO CONDUCT 8 TO 12 PILOT REVIEWS WELL ENSURING THAT THE SCHOOLS VISITED OUR GEOGRAPHICALLY DIVERSE AS WELL AS DIVERSE HIGH SCHOOL TYPE WILL SIZE AND DEMOGRAPHICS. SO, FOR FUTURE DEPLOYMENT STARTING IN 2023, 2024 SCHOOL YEAR MSDE WILL BE REQUIRED TO REVIEW A MINIMUM OF 10 PERCENT OF SCHOOLS ACROSS THE STATE ANNUALLY. THE SCHOOLS WILL BE VISITED EACH YEAR BASED ON FIVE FACTORS OF MOST RECENTLY AVAILABLE DATA.THAT BEING LARGEST LEARNING LOSS, LOWEST PERFORMING, LOWER PERFORMING, HIGHEST PERFORMING AND A RANDOM SELECTION FROM ALL OTHER SCHOOLS. WITH ADJUSTMENTS FOR SCHOOL LEVEL ANGIOGRAPHY TO CAPTURE A REPRESENTATIVE SUITABLE OF SCHOOLS ACROSS THE STATE. FOR THE FUTURE SCHOOL SELECTION IT WILL BE PUBLISHED WITH THE SUBMISSION OF THE JULY 1, 2023 EXPERT REVIEW TEAM DEPLOYMENT PLAN AND DATA WILL BE RAN ANNUALLY. CURRENTLY THE NATIONAL BOARD CERTIFIED TEACHERS HAVE VOLUNTEERED TO HELP ANYWAY THEY AND IF THEY NEED ASSISTANCE.
THIS IS VERY EXCITING FOR OUR COUNTY AND PROOF OF THE GROWTH OF NATIONAL BOARD CERTIFICATION NOT ONLY IN THE STATE OF MARYLAND IN CALVERT COUNTY. WE HAVE 13 TEACHERS ELIGIBLE FOR A SALARY IN RACE AND CLOSE TO 60 TEACHERS WHO STARTED IN NATIONAL BOARD CERTIFICATION DURING LAST YEAR. WE HAD, ADDITIONALLY, WE ARE SCHEDULING MONTHLY SUPPORT MEETINGS WHERE TEACHERS HAVE A CHANCE TO GATHER AND SHARE IDEAS AND ASK QUESTIONS TO GET FEEDBACK FROM EACH OTHER AS A COHORT.
YESTERDAY WE HAD OUR INITIAL INTEREST AND INFORMATION MEETING FROM NATIONAL BOARD CERTIFICATION AND THERE WERE CLOSE TO 62, ACTUALLY 62 REGISTERED DISCIPLINES AND CLOSE TO 50 WHO ATTENDED. WE ALREADY HAVE CLOSE TO READY TEACHERS WHO HAVE INDICATED THEY ARE GOIN TO PURSUE NATIONAL BOARDS BEGINNING THIS YEAR. AND ANOTHER 30 WHO ARE STILL UNDECIDED BUT LEANING TOWARDS PURSUING THE NATIONAL BOARD CERTIFICATION. THE ABOVE SLIDE DEPICTS POWERFUL DATA FROM A STUDY CONDUCTED AT MISSISSIPPI STATE UNIVERSITY INVOLVING KINDERGARTEN AND THIRD GRADE STUDENTS AND THE IMPACT OF NATIONAL BOARD CERTIFICATION ON STUDENTS IN MISSISSIPPI. THE DATA SHOWS THAT STUDENTS ARE 31 MORE LIKELY TO BE PROFICIENT ON THE KINDERGARTEN READINESS ASSESSMENT IF THEY HAVE A TEACHER IN NBC AND THIRD GRADERS ARE 11 PERCENT MORE LIKELY TO SCORE A HIGHER RATE ON THE MATH. THERE ARE A FEW SPEAKERS ON THE EFFECTIVENESS OF NATIONAL BOARD CERTIFIED TEACHERS. CURRENTLY THIS INFORMATION IS NOT AVAILABLE FOR MARILYN BUT OUR CURRENT STATE SUPERINTENDENT IS ANTICIPATING IN GETTING THIS AND FOR OUR STATE AND WILL HAVE DATA FOR THE NEXT COUPLE OF

IMPROVING MY SKILLS IS NONNEGOTIABLE BECAUSE EVERY TIME I GET IT RIGHT IN MY CLASSROOM SOMETHING CHANGES AND I HAVE A NEW CHALLENGE AND FINALLY THE SALARY INCREASE IS ALWAYS HELP WILL FOR ALL OF US BUT THE TRUTH IS ALL OF THOSE ARE MOTIVATORS FOR DECIDING TO GO FOR MY NATIONAL BOARD.
THESE ARE THE CHILDREN WHO SURVIVED IT WITH ME. THIS WAS MY FOURTH GRADE CLASS IN 2006 2007 DID I LOVE THEM ALL. I STAY IN CONTACT WITH QUITE U OF M AND THEIR FAMILIES READ SO MANY STORIES BUT THAT'S FOR ANOTHER TIME. THIS THE CLASS WHOSE PARENTS ALLOWED ME TO DO IT WE HAD TO GET PERMISSION AND IT WAS PRETTY RIGOROUS WHEN YOU LOOK AT ALL THE DIFFERENT THINGS. YOU SAY, IT LOOKS EASY, A SET OF STANDARDS, I DO THESE THINGS EVERY DAY AND I HAVE A GREAT TEAM AND I WORK IN A GREAT COUNTY. I WILL FOLLOW THE RULES AND IT SHOULD NOT BE HARD. THESE WERE THE COMPONENTS. LOOKING AT CONTENT KNOWLEDGE DIFFERENTIATING YOUR PRACTICE AND TEACHING ENVIRONMENT. IT IS EVER-CHANGING AND YOU'RE ALWAYS TRYING TO GET STRONGER. COMPONENT NUMBER 4 IS KEY TO NOTE. BEING EFFECTIVE IN REFLECTING ON WHAT YOU DO AS AN EDUCATOR. RIGHT? IT'S NOT JUST TEACHING AND ISOLATION.
THERE WAS ALSO -ON THE SIDE THERE WAS A COMPUTER ASSESSMENT AND THREE PORTFOLIO ENTRIES. IT'S LIKE GIVING A SYLLABUS TO A COURSE JUST DROPPED IN YOUR LAP WITH A BIG OLD BINDER. IT WAS A LOT AT THE TIME AND THIS IS WHAT HAPPENED. THIS WAS MY LETTER THAT I RECEIVED. I DID EVERYTHING I THOUGHT I COULD, I TRIED REALLY HARD AND I WORKED WITH PEOPLE WHO WERE ALSO GETTING IT AND I MISSED THE PASSINGS OR BY EIGHT POINT.
I'M NOT GOING TO LIE, I CRIED IN THE SHOWER. I ALSO WANTED TO NOTE THAT TWO OF THE FIVE TEACHERS THAT YEAR PASSED. IT WAS VERY RIGOROUS, IT WAS VERY INTENT. HOWEVER, WE WERE SO LOW WE WERE WORKING THROUGH THIS AS BEST HE COULD. IT WAS PRETTY NEW. SO HERE IS THE RETAKE AND HERE'S PART OF MY COMPONENTS I WHICH SAY THAT NATIONAL BOARD, NEED TO BE A GOOD WRITER. CALVERT COUNTY SCHOOLS WILL PROVIDE A NURTURING AND SAFE ENVIRONMENT FOR ALL AND CALVERT COUNTY SCHOOLS WILL BUILD THE WELLNESS AND MORALE AMONG STAFF. ONE OF THE DATA POINTS MEASURED UNDER CLIMATE AND CULTURE IS TO DETERMINE IF THE NUMBER OF INCIDENTS AT OSS IS DECREASING AS A RESULT OF OUR EFFORTS.
THIS SLIDESHOW THERE WAS A SLIGHT DECREASE OF OUT OF SCHOOL SUSPENSION COUNTS FROM 2019 TO 2022 MEANING THE TOTAL NUMBER OF STUDENTS SUSPENDED IN 2022 WAS SLIGHTLY LESS THAN THAT OF THOSE IN 2019. THE FIRST GRAPH SHOWS ALL STUDENTS WHO WERE SUSPENDED ONE OR MORE TIMES IN THE SECOND GRAPH SHOWS THE NUMBER OF THOSE STUDENTS WHO WERE REPEAT OFFENDERS.
THESE ARE UNDUPLICATED COUNTS MEANING NO STUDENT IS COUNTED MORE THAN ONCE. ATTENDANCE IS ANOTHER METRIC WE LOOK AT WHEN EVALUATING CLIMATE AND CULTURE. THIS SLIDE SHOWS THE NUMBER OF STUDENTS MISSING GREATER THAN 18 DAYS IN 2022 WAS ROUGHLY 4 TIMES GREATER THAN THAT IN 2019. AT THE ELEMENTARY LEVEL THE SCHOOL COUNSELORS ARE USING AN ONLINE PROGRAM THAT IS BASED AROUND THE CORE COMPETENCIES OF SOCIAL EMOTIONAL LEARNING. THEY ARE ALSO LEARNING A SERIES CALLED A LITTLE SPOT THAT THE STUDENTS ENJOY. THERE ARE BOOK SERIES AND OTHER THINGS THAT GO ALONG WITH THAT GOOD OF NOTE, CHICK-FIL-A SPONSORED OR HAD A LITTLE SPOT IN THERE CHILDREN'S MEALS IN AUGUST, I BELIEVE. IT HAS BEEN GAINING POPULARITY BUT VERY GOOD SERIES THAT TALKS ABOUT FEELINGS AND DEALING WITH FEELINGS AT THE ELEMENTARY LEVEL. I THINK IN ALL CASES IT IS BEING DONE ONLINE WITH THE STUDENTS AND THERE IS HEALTH AND PHYSICAL EDUCATION CURRICULUM AND AT THE HIGH SCHOOL LEVEL MOST OF THOSE ARE INDIVIDUALIZED AT EACH HIGH SCHOOL DEPENDING ON THE NEEDS OF THE STUDENTS. THEY ARE STUDENT LED ADVISORY LESSONS, CHARACTER STRONG AND THE CURRICULUM IN THE HEALTH AND PHYSICAL EDUCATION CLASSROOMS. WE HAVE PRESENTED TO ALL OF ANS LAST SUMMER ON RESTORATIVE PRACTICES. ANTI-BULLYING ACTIONS THAT WE ARE DOING, WE HAVE KINDNESS GROUPS IN EVERY SCHOOL. TYPICALLY WE HAD HAD THE ANNUAL SUMMIT IN OCTOBER SINCE OCTOBER IS ANTI-BULLYING MONTH. LAST YEAR WE CHANGED FROM THE SUMMIT TO HAVING SCHOOLS APPLY AND GIVE FUNDS TO EVERY SCHOOL TO DO DIFFERENT ACTIVITIES WITHIN THE SCHOOL BECAUSE WE WANTED THEM TO TAKE MORE OWNERSHIP OF IT AND TO SHARE ACT TO BE WITHIN ALL OF THE STUDENTS RATHER THAN PULLING A FEW STUDENTS OUT OF THE SCHOOL TO PARTICIPATE IN THE ACT CAVITY. AS YOU ARE AWARE WE HAVE A MENTAL HEALTH COORDINATOR MADE OUR MENTAL HEALTH COORDINATOR HAS BEEN ENGAGED IN SEVERAL ACTIVITIES THAT HAVE BEEN GOING WELL. WE HAVE HIRED A NEW MENTAL HEALTH COORDINATOR LAST MONTH AND SHE HAS PICKED RIGHT UP AND IS CONTINUING THESE INITIATIVES.

STAFF COULD CHOOSE TO TAKE A TRAUMA INFORMED APPROACH THAT WE HAD SOCIAL WORKERS AND SCHOOL COUNSELORS TAKE THAT WE HAD PE TEACHERS TAKE THE MAT YOGA COURSE FOR KIDS AND THEN WE HAD CLASSROOM TEACHERS, WELLNESS WARD NADER'S WHO TOOK THE CHAIR YOGA FOR CLASSROOMS. IT WENT REALLY WELL. IT WAS AN ONLINE COURSE THAT THE STAFF VOLUNTEERED TO PARTICIPATE IN AND WE WERE ABLE TO PAY FOR THE WORST REGISTRATION. THE STAFF WERE VERY EXCITED AND SHARED IT WITH THEIR COLLEAGUES AND WE HAD OUTREACH FOR MORE. I WAS ABLE TO TAP INTO THE SCHOOL YEAR 2022 FUNDS AND WE RAN A COURSE FROM JUNE UNTIL AUGUST. SO THAT STAFF USE THEIR TIME DURING THE SUMMER WHEN THEY WERE SO STRAPPED WITH LESSON PLANNING AND GRADING TO LEARN ABOUT THESE STRATEGIES AND IMPLEMENT THEM IN THE CLASSROOM ROUTINES AS WE BEGIN THIS SCHOOL YEAR. MINDFULNESS TRAINING IS HAPPENING SEPTEMBER 17 THROUGH AN ORGANIZATION CALLED OMM. THIS TRAINING WILL BE RESTORATIVE FOR STAFF, TOO. IT WILL BE AT CALVERT HIGH AND OPEN TO ANY STAFF MEMBER. WE HAVE 100 SPACES AVAILABLE PEOPLE TO REGISTER AND IT CAN BE A CLASSROOM TEACHER TO CALM, AN ADMINISTRATOR COME TO IMPLEMENT NEW THINGS WITHIN THEIR SCHOOL THAT THEY WOULD LIKE TO BE TRAINED. WE HAVE 100 SUBSCRIPTIONS THROUGHOUT THE DISTRICT AND THE WELLNESS COORDINATOR, SOME SCHOOLS LIKE ETA, BARSTOW, THEY HAVE CREATED A COMMON GMAIL ACCOUNT THAT THEY HAVE LINKS TO THE ACCOUNT AND THEY HAVE PROVIDED IT FOR THE WHOLE STAFF. STAFF IS ABLE TO USE IT FOR THEMSELVES AS I MADE ONE FOR CALVERT HIGH AND IF I GO INTO THE ACCOUNT DOES A LOT OF STAFF MEMBERS UTILIZING IT TO FALL ASLEEP AT NIGHT WHICH IS EXCELLENT. WHAT WERE GOING TO DO WITH THESE HIGH SCHOOL HEALTH FAIRS IS THE FIRST ONE WILL BE IN OCTOBER. I BELIEVE IT IS OCTOBER 4 AT CALVERT HIGH SCHOOL TO THE NEXT ONE WILL HAPPEN AT NORTHERN HIGH SCHOOL AND THEN IN THE SPRING WE WILL RUN ONE AT HONEY TOWN AND PROTECT SKIN. WHAT THESE HEALTH FAIRS WILL DO IS PROVIDE STUDENTS WITH ACCESS TO RESOURCES THAT THEY MIGHT NOT TYPICALLY GET. YOU HAVE A TABLE SET UP FOR THEY BEING AND HOW TO GET SUPPORT AND RESOURCES. WE WILL HAVE A TABLE SET UP FOR PREDIABETIC SCREENINGS AND WE WILL HELP STUDENTS UNDERSTAND HOW DO I TAKE MY BLOOD PRESSURE AND WHAT DO THESE NUMBERS MEAN? WE WILL HAVE LOTS OF DIFFERENT PEOPLE IN COLLABORATION OF THE HEALTH DEPARTMENT AND CALVERT HEALTH COMING INTO THE GYM SPACES AND WE WILL OPEN IT UP TO STAFF FOR AN HOUR AT THE END OF THE DAY SO THE STAFF CAN VISIT IT, TO AND GET CONNECTED WITH THESE RESOURCES. THE SECONDARY SCHOOLS, WE WERE ABLE TO PURCHASE NINE DISK GOLF COURSES WHICH IS EXCITING. PATUXENT HIGH SCHOOL COURSE

WILL BE AMAZING. IT IS AN 18 HOLE COURSE ON THE CAMPUS AND THAT WILL BE THE FIRST ONE TO BE INSTALLED. THE NEXT COURSE WILL BE TAKING PLACE AT WINDY HILL MIDDLE AND THEN WE'LL GO OVER TO CALVERT HILL AND THEN WE WILL POP SOME DISCS AT CALVERT COUNTRY AND IF YOU WANT TO WALK OVER BEFORE A MEETING AND PLAY AROUND. WITH THIS WE HAD A FANTASTIC PROFESSIONAL DEVELOPMENT COURSE IN AUGUST AND THEY HAVE BEEN INSTRUMENTAL IN SUPPORTING US WITH THIS PROJECT. OUR SCHOOL FACILITIES ARE GOING TO PUT IN THE POSTS IN OCTOBER IS WHEN WE WILL START. HOPEFULLY BY THE END OF THE SCHOOL YEAR WE WILL HAVE THE GOLF COURSES AT THE SECONDARY SCHOOLS TO GET STUDENTS OUTSIDE, ACT OF AND MOVING WITH THEIR FAMILIES.THE DISCS WILL BE DELIVERED TO CALVERT HIGH THIS WEEK. SOME SCHOOLS TALKED ABOUT AN OUTDOOR MEETING SPACE, SOME SCHOOLS TALKED ABOUT A SENSORY GARDEN. THIS IS NOT SOMETHING THAT SHOULD BE CONNECTED WITH PE OR SOME THING THAT TAKES KIDS AWAY FROM RECESS, IT IS AN ADDITIONAL SPACE TO HELP KIDS CONNECT WITH NATURE AND WORK ON THEIR EMOTIONAL HEALTH. AND THE LAST THING COMING SOON WE ARE WORKING WITH THE HEALTH DEPARTMENT ON A TOBACCO, NICOTINE, MARIJUANA EDUCATION PROGRAM. CURRENTLY THEY ARE WORKING WITH SEVENTH GRADE. EDUCATORS ARE SACRIFICING THEIR PERSONAL WELL-BEING WORK-RELATED DUTIES WHICH IS INCREASING THE RISK OF BURNOUT AND IMPACTING STAFF UNTIL HEALTH. WHAT WERE TRYING TO DO IS PROVIDE OUR STAFF WITH RESOURCES TO MAINTAIN A HEALTHY WORK LIFE BALANCE AND PRACTICE SELF-CARE SO THEY HAVE MORE ENERGY, CREATIVITY AND EMPATHY FOR OUR STUDENT. WHAT WERE GOING TO DO LAST YEAR WE PILOTED A BIT AND WE REALLY REFINED IT QUITE NICELY. WE ARE GOING TO RUN FIVE DIFFERENT WELLNESS CHALLENGES THAT ARE OPEN TO STUDENTS, STAFF, FAMILY, COMMUNITY MEMBERS FOR CCPS AND IT WILL BE FREE. WERE GOING TO KICK OFF THE WELLNESS CHALLENGE FOR MENTAL HEALTH KICKING OFF MONDAY, SEPTEMBER 19 I WILL GET INTO WHAT THESE CHALLENGES WILL LOOK LIKE. IN NOVEMBER, DECEMBER, WERE GOING TO FOCUS ON NUTRITION AND HYDRATION AND IN JANUARY AND FEBRUARY WERE GOING TO FOCUS ON EXERCISE AND IN MARCH THROUGH A ROW OR GOING TO FOCUS ON GETTING QUALITY SLEEP AND THE IMPORTANCE OF GETTING PROPER REST AND WE WILL CONCLUDE THE SCHOOL YEAR WITH AN OUTDOOR PHYSICAL ACTIVITY CHALLENGE. WE DID PILOT THESE LAST YEAR AND WE REALLY LEARN FROM IT AND WE REFINED IT. THE WELLNESS CALENDAR WENT OUT TO ANYBODY WHO REGISTERED FOR THE CHALLENGE. THEN YOU COULD SEE THE OUTDOOR PHYSICAL ACTIVITY CHALLENGE CALENDAR. I THINK IT DOES COME IN FROM THE COMMUNITY THAT THERE'S CONFLICT AMONGST ADULTS, VIOLENCE HITTING THE AIRWAVES EVERY SINGLE DAY. IT IS HARD FOR STUDENTS TO SAY NO, I AM FEELING SAFE. IF WE CAN KEEP THE MESSAGE GOING THAT YOU CAN HELP BUILD THAT AND MAKE IT YOUR OWN SCHOOL SYSTEM SAFE WE CAN MAKE A DIFFERENCE THERE. THINGS LIKE THE CHALLENGES ARE GREAT, DO WE KNOW HOW MANY OF OUR STAFF DID THE OUTDOOR ACTIVITIES? DID YOU GET DATA ON THEM?

I AM THE DIRECTOR OF SCHOOL CONSTRUCTION AND I AM BEFORE YOU TODAY TO PRESENT THE FY 2023 CAPITAL IMPROVEMENT PROGRAM OR CIP. THE CIP IS DEVELOPED ANNUALLY AND IMPROVES CAPITAL BUDGET EXPENDITURES FOR THE UPCOMING FISCAL YEAR AS WELL AS A FIVE-YEAR CAPITAL IMPROVEMENT PROGRAM FOR FUTURE YEARS. PROJECTS ARE FUNDED JOINTLY BY THE STATE AND COUNTY GOVERNMENT OR THEY ARE FUNDED ENTIRELY BY OUR LOCAL COUNTY GOVERNMENT. THE CIP FOR FY22 FOR THROUGH FY22 NINE CONTINUES THE THEMES FROM LAST YEAR'S CIP IN THE MAJORITY OF THE PROJECTS ARE IMPROVEMENTS ON WINDOWS, HVAC AND PROJECTS THAT ARE ONLY FUNDED AT THE LOCAL LEVEL. AS YOU KNOW THE CIP IS DIVIDED INTO FIVE SECTIONS AS SHOWN ON THE SCREEN BEFORE YOU. IN THE PAST YEARS HAVE FOCUSED ON THE ANNUAL CIP PRESENTATION TO THE BOARD SPECIFICALLY ON SECTION NUMBER 2 HOWEVER, TODAY, WE ARE RUNNING QUITE LATE. I AM GOING TO TRY TO PROVIDE A BRIEFER OVERVIEW. I WILL TAKE YOU THROUGH A BRIEF RECAP ON HOW PROJECTS BECOME ELIGIBLE TO BECOME PART OF THE CIP AND THEN WE WILL MOVE INTO THE SUMMARY OF NOTABLE PROJECTS THAT ARE INCLUDED IN THIS YEAR'S UPDATE. HOW DO PROJECTS BECOME ELIGIBLE FOR THE CIP? WELL, THERE ARE INTERNAL FACTORS AS WELL AS EXTERNAL FACTORS WE HAVE TO CONSIDER. INTERNALLY THE COMPREHENSIVE MAINTENANCE PLAN IS ONE ASPECT THAT WE ALWAYS HAVE TO LOOK AT. LAST MONTH, MR. GOFF PRESENTED THE COMPREHENSIVE MAINTENANCE PLAN TO YOU AND THAT WAS IN THE CONSENT AGENDA FOR TODAY. THERE ARE PROJECTS WITHIN THE COMPREHENSIVE MAINTENANCE PLAN OR THE TMP SUCH AS BOILER REPLACEMENTS, CHILLER REPLACEMENTS, THAT PARTICULAR PLAN GETS SENT UP TO THE STATE AND WHEN WE DEVELOP THE CIP ON THE CIP IS REALLY INFORMED FROM THE CMP. THOSE PROJECTS NEED TO ALIGN AND THE STATE PAYS SPECIAL ATTENTION TO THAT. THE COMPREHENSIVE PLAN IS ONE OF THE TOOLS INTERNALLY THAT WE USED TO DEVELOP THE CIP. A GREAT EXAMPLE OF THIS WAS SEVERAL YEARS AGO DUCKS IN HIGH SCHOOL WHERE IT BE OPERATIONAL COSTS TO RUN THE HVAC EQUIPMENT AND PLANT ACTUALLY WAS ASTRONOMICAL AS A PERCENTAGE OF THE TOTAL SCHOOL SYSTEM. WE IDENTIFIED HVAC AS A LARGE CULPRIT OF THAT. WE HAVE AT THIS POINT GONE THROUGH THREE DIFFERENT ANNUAL CIP PROJECTS.WE HAVE REPLACED THE CHILLER PLANTS, WE REPLACED A NUMBER OF HVAC EQUIPMENT AND BE OPERATIONAL COSTS AS A PERCENTAGE OF THE WHOLE HAVE GONE DOWN SIGNIFICANTLY FOR THAT SCHOOL. IMPENDING FAILURE. OF COURSE, IF A PROJECT IS GOING TO CAUSE BREAKDOWN AND WE SEE THAT COMING DUE TO A HIGHER FREQUENCY IN WORK ORDERS OR MAINTENANCE EFFORTS TO REPLACE PARTS AND APPURTENANCES, WE KNOW THAT COULD BE AN IMPENDING FAILURE AND WE NEED TO MAKE THAT A HIGHER PRIORITY THOSE ARE INTERNAL FACTORS.
EXTERNALLY ONE OF THE ITEMS WE LOOK AT, THIS IS A RECENT PHENOMENON. THE STATE A COUPLE OF YEARS AGO WENT THROUGH A MARYLAND WIDE FACILITY CONDITION ASSESSMENT HERE THEY ASSESSED WERE THOUSAND SCHOOLS IN THE COURSE OF SEVERAL MONTHS AND FROM THAT THEY DEVELOPED A SCORING AND THEY DEVELOPED A SCORING FOR OUR SCHOOLS AS WELL. THE FACT THAT IS UTILIZED FOR THIS IS CALLED THE FACILITY CONDITION INDEX AND WHAT IT MEASURES IS BETWEEN ZERO AND ONE, THE COMPONENTS CONTAINED WITHIN EACH AND EVERY SINGLE SCHOOL, ZERO BEING IT IS A BRAND-NEW SCHOOL, ONE BEING PIS BASICALLY READY FOR REPLACEMENT. IF THE ADDITION OF ALL THE COMPONENTS GETS CLOSER AND CLOSER TO ONE, THAT MEANS YOU REALLY NEED TO BE LOOKING AT REPLACING THAT SCHOOL. THIS IS ONE OF THE EXTERNAL FACTORS THAT WE LOOK AT IN THE CIP AS WELL. SO, MOVING ON TO STATE ELIGIBLE PROJECTS, AS YOU MOSTLY KNOW OR AS MOST OF YOU KNOW THE CIP IS COMPRISED OF PROJECTS THAT ARE ELIGIBLE FOR STATE FUNDING AS WELL AS PROJECTS THAT RICK ARE 100 PERCENT LOCAL FUNDING. SO, OUR FUNDING FORMULA FOR THIS YEAR REMAINS THE SAME AS LAST YEAR. LAST YEAR WE RECEIVED A LITTLE BIT OF A BUMP IN THE STATE CIP SHARE. IT USED TO BE 53 PERCENT. IT WENT UP TO 56 PERCENT LAST YEAR. WE WERE VERY HAPPY ABOUT THAT. THAT CONTINUES THIS YEAR. IT IS REMAINING AT 56 PERCENT WHICH MEANS THE LOCAL SHARE IS 44 PERCENT FOR STATE ELIGIBLE PROJECTS. SO WHAT DOES THE STATE DISSIPATE IN AS FAR AS STATE ELIGIBLE PROJECTS? THEY PARTICIPATE IN 56 PERCENT OF THE CONSTRUCTION COSTS, OF TO A MAXIMUM SEALANT. WHEN WE TALK ABOUT HVAC SYSTEMIC PROJECTS, ROOF PROJECTS, THAT PRE-MUCH GOES TO WHEREVER THE BIDS ARE GOING TO COME IN AND THEY WILL PARTICIPATE IN 56 PERCENT. IF THE STATE PARTICIPATION IS MAXED OUT AT 90 MILLION THEY WILL PARTICIPATE IN 56 PERCENT OF THE $90 MILLION. NOT AT THE

HOWEVER, THIS HEALTHY SCHOOL FACILITY FUND GRANT ALLOWS US TO REPLACE ALL OF THE ROOF AT MOUNT HARMONY ELEMENTARY SCHOOL AND I RECEIVED WORD THIS MORNING THAT OUR APPLICATION WAS ACTUALLY APPROVED FOR $1.6 MILLION AND THAT WILL BE A PARTIALLY STATE FUNDED, PARTIALLY LOCALLY FUNDED BUT WE CAN MOVE FORWARD WITH THAT. WE HAVE AN ADDITIOAL PROJECT NEXT YEAR THAT WE WILL BE APPLYING FOR THROUGH THE HEALTHY SCHOOL FACILITY PROGRAM. THIS PARTICULAR GRANT WILL RUN OUT IN FY 2025. WE WANT TO MAKE SURE WE PUT IN PROJECTS THAT WE CAN GET A LOCAL SHARE FROM. WE PLAN ON TRYING TO REPLACE THE AUDITORIUM HVAC AS WELL AS DOING SOME CHILLED WATER PLANT IN SOME SELECT WORK AT THE ELEMENTARY SCHOOL.

FOR THE SUGGESTION. THAT CONCLUDES OUR ACTION ITEMS WE WILL MOVE INTO OUR BOARD COMMENTS WE WILL START WITH OURSTUDENT MEMBER OF THE BOARD. >> THANK YOU. I WANTED TO FOCUS MY BOARD COMMENTS TODAY ON SOMETHING MAJOR GOING ON WITH STUDENT VOICE ON MARYLAND SCHOOL BOARDS. ON AUGUST 24 THE MARYLAND COURT OF APPEALS UPHELD THE DECISION THAT PROTECTED THE VOTING RIGHTS OF THE HOWARD COUNTY STUDENT MEMBER OF THE BOARD OF EDUCATION. IN CONTEXT 2020 PARENTS IN HOWARD COUNTY SUED THE BOARD OF EDUCATION TO STRIP THE STUDENT MEMBER OF ANY VOTING RIGHT AND TO DECLARE THAT THE STATUTE CREATING THE STUDENT MEMBER POSITION VIOLATES THE MARYLAND CONSTITUTION AND DECLARATION OF RIGHTS. THIS FOLLOWED A CONTROVERSIAL VOTE THAT THE STUDENT TOOK PART IN. THIS LAWSUIT THREATENED THE VERY POSITION OF SMALL AND STUDENT VOICES AS A WHOLE. THANKFULLY STUDENTS WERE PROTECTED IN THE CASE WAS DECIDED IN FAVOR OF HOWARD COUNTY. THIS REINFORCES THE IDEA THAT THE OPINION OF STUDENTS IS ABSOLUTELY INVALUABLE IN EDUCATION.
THOUGHTHE DECISION IS EXCLUSIVE TO HOWARD COUNTY IT SETS A PRECEDENT FOR THE FUTURE OF STUDENT VOICE ON MARYLAND BOARDS OF EDUCATION. I JUST THOUGHT THAT WAS PRETTY IMPORTANT TO SHARE. AND THEN I KNOW THIS WAS ALREADY MENTIONED BUT I WANTED TO REMIND EVERYONE TO WEAR YELLOW TOMORROW TO SCHOOL FOR SUICIDE PREVENTION. ;-).

EVERYTHING AS A PARENT, THE VERY FIRST DAY OF SCHOOL I AM ALWAYS COOKING BREAKFAST AND I AM THERE TO PUT MY CHILD ON THE BUS AND I WAS ABLE TO HAVE A CONVERSATION WITH THE BUS DRIVER TO FIGURE OUT IF MY DAUGHTER WAS GOING TO GET ON THE BUS GOING DOWN OR COMING UP OR WHATEVER SO THE COMMUNICATION WAS VERY VITAL AND IMPORTANT TO US. IT DID NOT STOP THERE. HER TEACHERS HAVE ALL EMAILED ME AND WE HAVE EMAILED BACK. THE COMMUNICATION AS A PARENT THAT I'M ABLE TO HAVE NOT ONLY WITH CCPS BUT THE PERSONAL CONNECTIONS YOU CAN HAVE IT THE TEACHER IS INVALUABLE AND I REALLY APPRECIATE THAT AS A PARENT. I WAS ALSO ABLE TO VISIT ABOUT FIVE SCHOOLS AND GO TO A COUPLE OF FOOTBALL GAMES AND EVENTS LIKE THAT HERE THE ENERGY AND EXCITEMENT THAT ARE IN THE SCHOOLS IS ALMOST IMMEASURABLE RIGHT NOW. I AM HOPING THAT WE KEEP THIS ENERGY UP AND ONCE AGAIN I VISITED A COUPLE OF FOOTBALL GAMES. I DIDN'T GET TO SEE ANY OF THE GAMES BECAUSE CONVERSATIONS, PEOPLE OF THINGS GOING ON AND THEY WANT TO HAVE CONVERSATIONS AND GET ANSWERS. I DEFINITELY ENJOYED THAT. I ALSO WANTED TO THANK JAMES KURTZ AND HIS TEAM AND ALSO NORTHERN HIGH SCHOOL FOR REALLY SUPPORTING THE MENTAL HEALTH AND SUICIDE PREVENTION AWARENESS IN NORTHERN HIGH SCHOOL SHARED IT ON ALL OF THEIR SOCIAL MEDIA AND THINGS LIKE THAT AND IT WAS REALLY IMMEASURABLE ON SATURDAY WE HAD THE ONE MORE NIGHT AT 6:30 AT JEFFERSON PATTERSON PARK. SATURDAY IS WORLD SUICIDE PREVENTION DAY. LAST YEAR WE PRESENTED THE PROCLAMATION FOR SUICIDE AWARENESS AND MENTAL HEALTH. I REALLY APPRECIATE SEE CPS AND EVERYTHING THAT THEY ARE DOING TEACHING WITH SO MANY PEOPLE ON THIS EVENT. ONCE AGAIN IT IS AT 6:30 AT JEFFERSON PATTERSON PARK. AND LAST BUT NOT LEAST, DR. TOWNSEL TOUCHED ON A ROTARY RIDE THAT TOUCH ON A NEED THAT WE HAVE IN THE COMMUNITY. IT WAS SO AMAZING THEY CAME TOGETHER TO MAKE THE EVENT HAPPEN. KUDOS TO EVERYONE. THANK YOU ALL AND WE HOPE ALL THE KIDS ARE HAVING AN AMAZING COUPLE OF WEEKS AND I LOOK FORWARD TO EVERYTHING THAT EVERYONE IS DOING INCLUDING THE BOARD MEMBERS AND SUPERINTENDENT TO CONTINUE THEAWESOME TRAINING. TO THE EDUCATORS I THANK YOU. I HAD ANOTHER MOMENT WHERE I GOT TO DO SOMETHING THAT MIGHT BE ONE OF THE PROUDEST THINGS OF EVER DONE. I WAS A LITTLE CONCERNED ABOUT IT AT FIRST BUT THEY ASKED ME TO SAY IF YOU TO LEGALLY A FEW WORDS FOR THE HIGH SCHOOLS. SO, REALLY, WHAT I GOT TO DO IS TO THANK A NUMBER OF EDUCATORS AND I USE THE TERM EDUCATORS USUALLY AS OPPOSED TO TEACHERS. THEY ARE EDUCATORS. THESE EDUCATORS ARE NOT HERE ANY LONGER. THEY HAVE BEEN LONG GONE. AND I'M SURE THAT IF THEY WERE OUT THERE LOOKING UP ON THIS STAGE THEY WERE PROBABLY SAYING I DID NOT KNOW THE BOARD HAD IT IN THEM. BUT I WANTED TO THANK THOSE LONG GONE WONDERFUL EDUCATORS THAT BROUGHT ME TO A PART IN LIFE WHERE I COULD STAND UP ON THE STAGE AND MAKE THEM PROUD.
