>> ALL IN FAVOR? >> AYE.

>> CONGRATULATIONS, TEAM. >> HI, EVERYONE, MY NAME IS CARLY HUGHES. I'VE BEEN ON THE VARSITY TEAM FOR FOUR YEARS AND I PLAN ON FURTHERING MY SOFTBALL CAREER AT THE COLLEGE OF CHARLESTON THIS UPCOMING YEAR.

I JUST WANTED TO SAY THANK YOU TO ALL OF MY TEAMMATES FOR NOT ONLY BEING MY BEST FRIENDS THIS YEAR BUT ALSO PUSHING ME ON AND OFF THE FIELD TO BE A BETTER PERSON EVERY DAY.

THANK YOU TO MY COACHING STAFF FOR DOING THE SAME THING AND PUTTING A SMILE ON MY FACE AFTER SOME OF THE HARDEST DAYS IN THE CLASSROOM. AND THANK YOU FOR BEING MY BEST FRIENDS AND FINISHING OFF MY SENIOR YEAR WITH A BANG.

COULDN'T BE HERE. ONE THING I THINK SHE WOULD WANT TO SHARE WITH YOU, THEY MENTIONED THE SEVEN TIME STATE CHAMPIONS. LAUREN WAS A STATE CHAMPION ON THE '05 AND 06 TEAM IN CALVERT HIGH, CAME BACK AND WAS SUPER EXCITED TO BECOME A COACH IN CALVERT HIGH SCHOOL.

OUR COACH, FULL COACHING STAFF HAS BEEN TOGETHER FOR SEVEN YEARS. THIS IS THE 8TH SEASON GOING TOGETHER. WHEN WE ENTERED THE STATE TOURNAMENT LAST YEAR AND WE LOST EXCRUCIATING EXTRA INNING GAME.

WHEN MIKE AND I WERE INTRODUCED TO THE PLAYERS TO ONE OF THE TOURNAMENT DIRECTORS AND GIVEN THE NAMES AND, YOU KNOW,

[00:05:03]

SOPHOMORE, FRESHMAN, SENIOR, WHEN WE WERE TALKING ABOUT THE TEAM, IT WAS FRESHMAN, FRESHMAN, SOPHOMORE, SOPHOMORE, JUNIOR, SENIOR, THERE'S A WHOLE LOT OF YOUNGER PLAYERS.

AND BEFORE WE EVEN SAW SOME ON THE FIELD, HE MADE A COMMENT, HE'LL BE BACK, BEFORE WE PLAYED A GAME AT THE STATE CHAMPION.

WE DID. THESE GIRLS KIND OF TOOK IT HARD WITH THE 2-1, EXTRA INNING LOSS LAST YEAR.

THEY CAME BACK AND FOUGHT SO HARD THIS YEAR.

AND JUST TO BRAG A LITTLE BIT MORE, THIS WAS THE FIRST YEAR THAT WE'VE BEATEN NORTHERN IN 15 YEARS FOR THE SMACK CHAMPIONSHIP. SO THAT WAS A BIG ONE OFF OF THAT. WE WERE ABLE TO WORK THROUGH LA PLATETA AND TEXANS TO GET TO THE STATE CHAMPIONSHIPS.

WE'RE SUPER PROUD OF THE LADIES, WHAT THEY HAVE DONE, CARLY LEADING THE TEAM AS A SHORT STOP FOR FOUR YEARS.

WHAT'S EXCITING, ALL THE OTHER LADIES YOU SEE HERE ARE COMING BACK. HOPEFULLY, WE WILL BE ABLE TO STAY HERE NEXT YEAR AND DO THE SAME THING AGAIN.

THANK YOU SO MUCH.

WE WILL UTILIZE, AND HOW DO WE GET THERE.

CALVERT, WORKING WITH THE BOARD. WE WORK WITH DIRECTOR HARRIS FOR THE LAST SEVERAL YEARS. I APOLOGIZE, I WAS NOT IN THE BOARD MEETING TO GIVE OUR THOUGHTS.

CALVERT, DOES PROVIDE THE BARE BONES TO PROILT.

AND WE WANT TO KEEP WORKING WITH YOU TO FIND AWAS TO INNOVATE, STAFF, THE SUPPORT WE NEED TO GET WHERE WE NEED TO BE.

WE LOOK FORWARD TO WORKING WITH YOU IN THE FUTURE.

THANK YOU FOR ALL YOUR SUPPORT. >> THANK YOU FOR YOUR COMMENT.

>> OUR SECOND SPEAKER IS JULIE SH

SHARP. >> THANK YOU FOR LETTING ME SPEAK. I'M CONCERNED ABOUT QUARANTINING STUDENTS, SPEAKING AS A MOM OF FOUR KIDS IN THE SYSTEM.

BY NOW WE ARE AWARE OF THE HARM DISRUPTIONS OF SCHOOLING HAS CAUSED IN THE LAST TWO YEARS BECAUSE OF O COVID.

AND I SENT YOU GUYS EARLIER AN ARTICLE THAT HAS AN AMAZING SUMMARY IN ALL OF THE WAYS THAT COVID AFFECTED OUR KIDS.

SUMMARIZES MANY WAYS COVID HAS HURT, NOT ONLY ACADEMICALLY, BUT SOCIAL. AND IT HAS PRODUCED UNINTENDED

>> CIRCUMSTANCES THAT OUTWEIGH THE BENEFITS.

NEVERTHELESS, THE PROTOCOL TO YOUR WEBSITE, PROMOTES.

AND IT SAYS, IF AN UNVACCINATED CHILD HAS -- THEY MUST REMAIN HOME FOR FIVE DAYS. THE VACCINATED CHILD HAS HAD

[00:15:01]

COVID EXPOSURE, THEY MAY ATTEND SCHOOL.

THE POLICY DISCRIMINATES, AGAINST UNVACCINATED KIDS AND EXTENDS THE DAMAGE, THAT HAS BEEN DONE BY INTERRUPTED SCHOOLING. IF THE VACCINE ELIMINATED TRANSMISSION OF COVID, THE POLICY WOULD MAKE SENSE.

UNVACCINATED PEOPLE, ARE NOT THE ONLY ONES GETTING AND SPREADING COVID. WE HAVE SEEN THAT PEOPLE WHO ARE FULLY VACCINATED AND BOOSTED ARE STILL CATCHING COVID.

IT'S NOT ACTUALLY A PANDEMIC OF THE UNVACCINATED AT ALL.

VACCINE IS LEAKY. IT DOESN'T STOP PEOPLE FROM GETTING SICK. IT DOESN'T STOP UNVACCINATED PEOPLE FROM GETTING COVID. IF WE'RE QUARANTINING PEOPLE BECAUSE THEY HAVE BEEN EXPOSED, WE SHOULD REALLY BE CONSISTENT AND NOT HAVE POLICIES THAT DISTINGUISH BETWEEN UNVACCINATED AND VACCINATED. THAT'S NOT WHAT I'M ADVOCATING.

I DON'T THINK IT'S BEST FOR EVERYBODY TO KEEP QUARANTINING.

I WOULD LIKE TO APPEAL TO YOU INSTEAD, IS CONSIDER THAT FROM OVERWHELMING. WITH QUESTIONABLE BENEFIT WHEN COMPARED TO LESS CAUTIOUS SCHOOL SYSTEMS. I WOULD LIKE TO APPEAR TO YOU, YOUR COVID POLICY REQUIRES KITS TO STAY HOME. ALL KIDS WITH NO SYMPTOMS SHOULD GO TO SCHOOL. I APPEAL TO YOU FOR A POLICY, THAT MAKES LOGICAL SENSE ACCORDING TO THE RECENT EVIDENCE AND RECOGNIZES ALL KIDS NEED PROTECTION FROM ANY FURTHER DISRUPTION IN THEIR EDUCATION. THANKS.

>> THANK YOU FOR YOUR COMMENT. .

>> OUR LAST SPEAKER IS CLAIRE HI

HILL. >> GOOD AFTERNOON, DR. TOWNSEL AND PRESIDENT, AND NOT TO MISREPRESENT ANYONE WHICH IS SCHOOL PRESIDENT, VERY IMPORTANT.

I WASN'T GOING TO SIGN UP TODAY. WE HAD ONLY TWO FOLKS WILLING TO SPEAK. I WANTED TO SAY, UNLESS THERE'S A CRISIS, IT SEEMS LIKE WE DON'T GET FOLKS WHO WANT TO COME OUT AND SPEAK AND RAISE THE TENSION IN THE AIR.

WHAT I DO WANT TO SAY IS WITHOUT DRAMA, I'M CONCERNED OVERALL AND I WANT TO MAKE THIS CLEAR, MOSTLY TO YOUR WILL WATCH THIS LATER, TO THE CITIZENS OF THE COUNTY IF YOU'RE INTERESTED IN COMING TO THE MEETINGS, THEY ARE ALWAYS OPEN AND AVAILABLE TO YOU. HOWEVER, STARTING ON SOCIAL MEDIA PAGES AND DRUMMING UP SCARE TACTICS AND DRAMA, AND HATE AND DISCORD IT'S CONCERNING FROM ONE CITIZEN TO ANOTHER.

IT'S GOT TO MAKE THE BOARD'S JOB AND INCREDIBLY, ESPECIALLY SUPERINTENDENT, INCREDIBLY DIFFICULT, TO MAKE MORE OF A CONNECTION TO STUDENTS AND PARENTS.

WE NEED TO WORK TOGETHER AS A TEAM.

A PARTICULAR SOCIAL MEDIA PAGE NEEDS TO TONE DOWN THE DRAMA THAT THEY POST CREATING THE HATE AND DISCONTENT.

I HOPE BY ME SPEAKING ABOUT IT TODAY, WE CAN FIND A WAY, TO HAVE THE FEW FOLKS THAT LOOK AT THE PARTICULAR PAGE IN THE COUNTY, TO REALIZE, THAT READING MOST OF THE MATERIAL ON THE PAGE THAT DRUMS UP HATE, ONE NEIGHBOR, HATING ANOTHER NEIGHBOR, BECAUSE YOU SAID SOMETHING ABOUT COVID.

BECAUSE YOU SAID SOMETHING ABOUT A WHOLE MIRE OF THINGS, LBGTQ.

LET'S STOP WITH THE FALSE DRAMA AND I HOPE THAT'S APPROACHING OR CLEAR TO THE CITIZENS THAT'S WATCHING THE VIDEO.

THANK YOU. >> NEXT AGENDA ITEM, STUDENT

[5.01 Maggie Rathgeb]

MEMBER OF THE BOARD REPORT. >> GOOD AFTERNOON EVERYONE.

I HOPE EVERYBODY IS ENJOYING THE FINAL MOMENTS OF YOUR SUMMER.

RECENTLY, I MET WITH MS. BALINSKI AND HE TALKED SPECIFICALLY ABOUT STUDENT BEHAVIOR AND STUDENT MENTAL

[00:20:03]

HEALTH. I CONTINUE WORKING ON THE DISCUSSIONS AND MORE SOLUTIONS AS WE MOVE INTO THE SCHOOL YEAR.

I WANT TO HIGHLIGHT THE WORK THAT STUDENT COUNCIL HAS BEEN DOING THIS SUMMER. MONDAY, OUR GROUP MET WITH MR. WALKER AND WE, ON EXCLUSIVITY SURVEY THAT WILL HELP OUR STUDENTS. WE'RE IN THE PROCESS OF PLANNING A COMMUNITY SERVICE PROJECT, THAT WILL HELP TEACHERS, WITH SETTING AUP. FIRST DATE FOR THIS IS AUGUST 16TH ON CALVERT HIGH SCHOOL. OTHER THAN THAT, I'VE BEEN GETTING READY FOR THE SCHOOL TO START.

AND I WISH ALL THE STUDENTS AND STAFF THE BEST AS WE GET READY

[6.01 Dr. Andrae Townsel]

TO GET READY FOR THE NEW SCHOOL YEAR TO BEGIN.

THANK YOU. >> MOVE NOW TO THE SUPERINTENDENT REPORT. .

>> THANK YOU, PRESIDENT COUSINS. AND THANK YOU FOR COLLABORATING AND A MEET AND GREET OPPORTUNITY FOR MYSELF AND MEMBERS OF THE COMMUNITY, THERE WERE HUNDREDS OF INDIVIDUALS IN ATTENDANCE.

I HAD AN OPPORTUNITY TO HEAR FROM 24 ORGANIZATIONS.

GREAT OPPORTUNITY FOR FEEDBACK. ADDITIONALLY, WE HAD AN ADDITIONAL 70 INDIVIDUALS GET FEEDBACK, WITH WHAT THEY THINK THE MAJOR PRIORITY SHOULD BE FOR STUDENTS AND CALVERT COUNTY PUBLIC SCHOOLS. I WANTED TO GIVE THAT SHOUTOUT.

SECONDLY, BOARD OF COMMISSIONERS, DPER RECOGNIZING TRACK N FIELD HIGH SCHOOL. BOTH -- ADDITIONALLY, THEY RECOGNIZED IT THE TEACHER OF THE YEAR AN SUPPORTS STAFF OF THE

YEAR. >> AND FOR BEING SELECTED OF THE DEPARTMENT OF DEFENSE AS THE SYSTEM AMBASSADOR FOR 2022-23 SCHOOL YEAR. ADDITIONALLY, I HAD AN OPPORTUNITY, WHERE THERE'S A SUMMER CAMP TAKING PLACE.

IT'S A THREE WEEK PROGRAM FOR INCOMING SIXTH GRADERS.

THEY HAD AN OPPORTUNITY TO ENGAGE AND PROJECT LEARNING, THINKING STRATEGIES AND FIELD TRIPS TO THE CALVERT MUSEUM AND BOYS STATE UNIVERSITY. THAT'S ALSO A PARTNERSHIP WE HAVE WITH BOYS STATE UNIVERSITY. AND I WOULD LIKE YOUR SUPPORT AS MS. BARBARA SEQUORRA AS SUPERVISOR OF FINANCE.

SHE'S CURRENTLY A STAFF, GRANTS, AND SERVED IN A POSITION SINCE 2018. PRIOR TO THIS POSITION, BARBARA WAS A STAFF ACCOUNTANT. AND AFTER MOVING HERE IN PORTLAND OSH GONE. SHE CAME TO CALVERT COUNTY PUBLIC SCHOOLS WITH OVER 30 YEARS OF EXPERIENCE.

SHE RECEIVED HER BACHELORS ART DEGREE IN WASHINGTON UNIVERSITY

IN BELLINGHAM WASHINGTON. >> MOTION TO APPROVE.

>> MOVE TO APPROVE. >> SECOND.

>> WE HAVE A MOTION BY MS. CLAGGETT, SECOND BY.

ALL IN FAVOR, SAY AYE. >> AYE.

>> I JUST WANT TO THANK YOU TO MR. TOWNSEL, SUSAN AND THE BOARD MEMBERS, FOR PUTTING ME IN POSITION AND GIVING ME THE OPPORTUNITY, TO PROMOTE GROWTH IN THE FINANCE DEPARTMENT AND CONTINUE TO STRENGTHEN THROUGH OUR DEPARTMENTS AND STAFF.

WE REALLY WANT TO SUPPORT OUR STAFF AND SUPPORTING OUR STUDENTS. THANK YOU.

>> THANK YOU. >> WE'LL MOVE INTO THE ACTION

[7.01 Review of Comprehensive Maintenance Plan]

ITEMS. REVIEW OF THE COMPREHENSIVE MAINTENANCE PLAN. MR. GUY.

THANK YOU. >> GOOD AFTERNOON, MS. COUSINS, MY NAME IS GREG GOTT AND I'M THE DIRECTOR OF SCHOOL FWA SILTS.

TODAY, I'M HERE TO REPRESENT THE FY23COM PREHENCE SIF MAINTENANCE PLAN. WE RECEIVED A COPY PRIOR TO THE MEETING. I'M NOT GOING TO GO THROUGH THE STEP BY STEP OF THE MAINTENANCE PLAN.

I WOULD LIKE TO DO SOME HIGHLIGHTS, AS FAR AS THE COMPREHENSIVE MAINTENANCE PLAN IS CONCERNED.

[00:25:09]

HIGHLIGHTS FROM FY22. THIS IS THE FIRST TIME WE'VE HAD PROFESSIONAL SERVICES AT THE HIGH SCHOOL STADIUM FIELD.

THIS IS VERY IMPORTANT IN GETTING THE FIELDS TO PLAYABLE CONDITION LAST YEAR. IT WILL CONTINUE ALL THE WAY TO THE REBUILDING AND RECROWNING OF THE FIELDS.

WE COMPLETED THE VENDOR MANAGEMENT SYSTEM, IT'S ALL COMPLETE, RUNNING 100 PERCENT AND HAS FABULOUS RESULTS AND WE HAVE THE INSTALLATION OF JEN NOVA PUBLIC SYSTEM.

AND THERE'S NO BODY SITTING ON SCREEN AND WATCH THEM.

IT GIVES US A BREAK IN THE INSURANCE.

IT WILL GIVE US TOO DATE MONITORING.

WE'VE DONE. AND IN THIS ROOM AS WELL AS THE INNOVATIVE PROOMS. AND BARSTOOL ELEMENTARY PRE-.

WE CONVERTED THE COMPREHENSIVE, FROM TEAM.

IT'S NOW BEEN PURCHASED BY BRIGHTLY INDUSTRIES.

THE REASON FOR THIS, 23 OF THE COUNTIES IN MARYLAND, AND IT GIVERS US THE ABILITY TO MONITOR WHAT WE DO.

AND IT'S DIRECTED BY THE ESC SYSTEM, WITHOUT HAVING TO EVER GO OUTSIDE OF THE SYSTEM THEMSELVES.

WE ALSO INSTALLED OVER 450. AND AS, 55 BOTTLE FILLERS THROUGHOUT THE SYSTEM. AT LEAST MOST SCHOOLS HAS TWO.

>> GOALS FOR SCHOOL FACILITIES IN 23.

. >> AS I MENTIONED IN THE SPRING OF 23, THE RECROWNING OF ALL STADIUM HIGH SCHOOL FIELDS.

YOU COULD PUT IT IN DA. WE SHOULD HAVE SOME NICE FEELS NE. ALSO FOR FYTHTH F.

WE WORKED OVER THE SUMMER HOW WE GOT TO I AM MEMENT THESE.

WE WILL BE REDESIGNING. AM.

FOR ALL THE SCHOOL FACILITY STAVE.

WE ALSO INCLUDE. SO THAT THEY ARE ELIGIBLE TO USE AT THAT TO THEIR ADVANTAGE. WE ALSO PURCHASE, WILL PURCHASE AN ADDITIONAL 10 TABLETS FOR THE MAINTENANCE STAFF.

WE ARE TRYING TO GO AWAY WITH A PAPERWORK ORDER SYSTEM.

WE HAVE 20 OF OUR GUYS, USING TABLETS, PHONES, LAPTOPS, RATHER THAN ANY PAPER. WE WANT TO LOOK AT THE OPTION OF LEASING VEHICLES IT'S KIND OF VEHICLE, EVEN PICK UP TRUCKS OR.

AND MAYBE FLIEMS. AND MAYBE LEASING, FROM VEHICLES AND TIRN IT. AND I JUST HAVE SOME THOUGHTS I WANT TO PUT OUT BEFORE I WAS FINISHED.

SINCE 2020, WE HAVE INSTALLED OVER 500 PIECES OF EQUIPMENT THAT ARE BEING MAINTAINED IN THE SAME NUMBER OF FACILITIES WE CURRENTLY HAVE WE HAVE NOT ADDED STAFF ON THAT.

[00:30:06]

AND THE AT HAGS. FOR WHAT WE MAKE, IS VERY, VERY FREBBING. I JUST MENTIONEDS SFRSHGS.

WE DO ARE STILL ENCOUNTERING SUPPLY SFLOERM AND IT'S PUSHING BACK ON SOME PROJECTS.

IF ANYBODY HAS ANY QUESTIONS, PLEASE FEEL FREE TO ASK.

>> >> ANY QUESTIONS.

>> OF COURSE, I WAS GOING TO LET SOMEONE GO.

>> I WILL GO BEFORE YOU. I HAVE ONE QUESTION REGARDING THE LEASING THE VEHICLES? WHAT IS THE COUNTY DOING FOR THEIR VEHICLES? ARE WE ABLE TO WORK WITH THEM OR

PURCHASE OOR LEASE LEAKAL. >> KIRNTLY LIME DID FRORM. AND THE SMORJ THE RENTAL AGENCIES, BUDGET, THEY PURCHASE ON A LARGE SCALE SO THEY ARE DIRECTLY WITH THE FACTORY, OR SFP.

THEY ARE GUARANTEED IT IS. WE WILL BE WAY DOWN ON THE LADDER BEFORE WE GET TO PURCHASE THE VEHICLE.

>> THANK YOU FOR THAT. ARE YOU ABLE TO COLLABORATE WITH THE COUNTY IF THEY ARE LOOKING AT LEASING AS WELL.

>> I WOULD LOVE TO. I EVEN SOUTHERN.

. >> I THINK THAT WILL BE A WORTHWHILE LOOK, TO SEE IF THEY CAN BENEFIT EVERYONE, AT LEAST THE CONTRACTS. .

>> ONE QUICK STATEMENT AT LUNCH WITH THE GUY, DEALS WITH TRANSPORTATION. AND HE INDICATED SHORTLY, IS THERE ANY DIFFICULT TO GET ELECTRICAL PARTS, PIECES FOR SMALLER ELECTRONICS. HAVE YOU HEARD ANYTHING ABOUT

THAT. >> SO THE MAJOR DELAY, IN SUPPLY CHAIN IN VEHICLES CURRENTLY IS COMPUTER CHIPS.

IF YOU DRIVE BY THE BALTIMORE, THERE'S ACRE UPON ACRE OF VEHICLES. THEY DON'T HAVE THE CHIPS TO COMPLETE THE VEHICLES. THEY ARE SITTING IN A LOT WAITING TO BE DISTRIBUTED. THAT'S THE ELECTRON.

>> ALSO, PROFESSIONAL, FOR HIGH SCHOOL KIDS, 2023.

WHAT'S THE LIFE EXPECTANCY OF MAKING THOSE CHANGES.

I DON'T KNOW IF WE CAN MEASURE THAT EXACTLY.

WE'RE DOING PROFESSIONAL SERVICES TO THE FIELD NOW.

IT MEANS, AERATION, WEEDING FEEDING, WATERING.

IF YOU DID THOSE CONSISTENTLY FOR THE LIFE OF THE FIELD, IT PROBABLY HAS LONGER LIFE EXPECTANCY THAN IF YOU DO WHAT WAS DONE IN THE PAST. YOU BUILD A FIELD AND TRY TO MAINTAIN IT YOURSELF WITHOUT THE SERVICES, PROBABLY SHORTENS THE LIFE EXPECTANCY OF THE FIELD. I DON'T HAVE A NUMBER TO GIVE YOU, AS FAR AS AN EXACT HOW LONG IT SHOULD LAST.

>> BECAUSE WE KNOW THE WAR OF TURF COMES UP A LOT.

I'VE SEEN THE EFFORTS FROM LIKE SAY, HUNTINGTON HIGH SCHOOL.

THEY HAVE MORE FIELDS THAN SOME OF THE OTHER SCHOOLS.

I DON'T KNOW IF YOU DID SOME SORT OF COMPARESON TO KNOW WHAT IT LOOKS LIKE, BY DOING THE RECROWNING, COMPARED TO GOING

WITH TURF? >> THEY BOTH HAVE THEIR STRONG POINTS. THEY HAVE BOTH THEIR WEAKNESSES.

I DON'T WANT TO GET A LOT OF DETAILS ABOUT TURF.

THEY HAVE THEIR STRONG POINTS AS WELL AS GRASS FIELDS.

I WILL SAY, THERE'S BEEN NO MERILL STATE CHAMPIONSHIPS EVER PLAYED IN A TURF FIELD. MARYLAND, NAVY STADIUM OR RAVEN STADIUM, WHICH ALL HAVE NATURAL GRASS.

[00:35:01]

. >> THANK YOU.

. >> I HAVE ABOUT -- THEY ARE SMALL QUESTIONS. IN THE DEPTH OF THE PACKAGE YOU GAVE TO US. YOU MENTIONED YOU ESTIMATED ABOUT $273,000 OF DEFERRED MAINTENANCE?

>> YES, MA'AM. >> WHAT KIND OF THINGS ARE BEING DEFERRED AND BY ANY OF CHANCE, IS ANY OF IT NORTHERN MIDDLE?

>> NONE OF THAT WILL BE NORTHERN MIDDLE.

THAT WOULD BE MAINTENANCE, THAT WOULD BE CONSTRUCTION.

>> WE ARE TRYING TO KEEP THE PLERNING.

>> DEFEND MAINTENANCE, IS STUFF LIKE, OOM.

MOST OF THAT IS TO GET THE CONTRACTORS TO DO IT.

THE NUMBER OF CONTRACTORS IS SMALLER THAN IT EVER HAS BEEN AND BEING ABLE TO GIT THE PEOPLE HERE TO DO THE WORK IS VERY DIFFICULT. WE'RE BEGGING PEOPLE TO COME SEE US AS FAR AS ASPHALT AND CONCRETE WORK.

>> OKAY. >> SCHEDULED FOR 2023, YOU HAVE THE INTERIOR PAINTING FOR THE PLANETARIUM.

DO YOU KNOW WHY THEY ARE DOING THAT.

>> THAT SCHEDULE WAS CREATED YEARS AGO.

WE WERE STAYING WITH THE SAME SCHEDULE.

I'M SURE WE WILL REEVALUATE THAT TO DETERMINE IF IT'S NEEDED OR

NOT. >> I WAS WONDERING IF I NEEDED TO SPEAK TO SOMEONE, IF WE HAD ANY PLANS.

>> NOT TO MY KNOWLEDGE, WE DON'T AT THIS TIME.

>> I READ, AFTER THE INSPECTION CHART FOR THE BOILER AND PRESSURE VESSELS, YOU SAID THAT MABE PROVIDES CONTRACTORS.

DOES MABE PROVIDE THE INSPECTORS FOR ALL OF THE CLOSE SYSTEMS, DO

YOU KNOW. >> AIL OF THE PARTICIPATING

SCHOOL SYSTEM, YES, MA'AM. >> ALL THE PARTICIPATING, SO THE SMALLER SCHOOL SYSTEMS. DO YOU KNOW?

>> DO YOU KNOW HOW MANY COUNTIES.

>> THERE'S 17 COUNTIES IN.

>> BECAUSE THAT SOUNDS LIKE A GOOD DEAL.

IF THEY GET GOOD PRICING FOR THAT KIND OF VOLUME.

. >> THEY PROVIDE US WHAT'S CALLED INFRASTRUCTURE REDDING TESTING. THEY GO AROUND TO THE ELECTRICAL EQUIPMENT IN THE BUILDINGS. .

>> AND SUPER. THAT'S REAL VALUE THEN.

>> ABSOLUTELY.

>>. >> I WAS READING ALL OF THE LAND IN THE COUNTY IS WITHIN ONE MILE OF WATERSHED, YOU KNOW, THE MAJ CHESAPEAKE BAY OR RIVER OR TRIB TORIES.

WHAT WE DO, THE SCHOOL SYSTEM WILL IMPACT.

>> IS THERE ANY CHANGES, GIVEN THE FACT, WE'VE HAD INCREASE OF INTENSITY IN STORMS. HAVE WE EXPERIENCED PROBLEMS IN

THE AREA? >> THE INSPECTIONS ARE TO MAKE SURE THE -- IN WORKING CONDITIONS.

IN DOING THAT, YOU NEED TO KEEP TREES OFF THE BANKS, THINGS OF THAT NATURE. THAT'S PART OF THE INSPECTION.

IF THINGS NEED TO BE ADDRESSED, WE ADDRESSED THEM AT THAT TIME STORMS CREATED, STORM ISSUES, SUM LECH TRIS, HAD REPAIR JOB.

WHAT HAPPENS, THE WATER OVERWHEMS THE PONDS.

WHEN IT DOES, OBVIOUSLY, THAT ERODS AND YOU'VE LOST YOUR CONTAINMENT AND IT HAS TO BE REBUILT.

. >> I KNOW THE DEPARTMENT OF MARYLAND HAS HAD WORKSHOPS AS FAR AS 2020.

WHAT'S IN YOUR POND. AND THEY ARE VIRTUAL.

[00:40:03]

I THINK THEY ARE ON-LINE. I DON'T KNOW IF YOU HAVE PEOPLE THAT ATTEND THAT. I'M WONDERING, AND I THINK THEY HAVE A GRANT SYSTEM, WHERE, YOU KNOW, LOCALITIES, COULD APPLY FOR IMPROVEMENTS AND PERHAPS THEY WANT TO BE MADE.

I DON'T KNOW IF THEY CAN BE COMPETITIVE.

I DON'T KNOW IF THEY ARE MAINLY URBAN-BASED.

WE CAN SEE IF WE CAN TAP INTO ANY OF THAT.

ALL OF THE REPAIRS, FALL ON US IN THE OPERATING BUDGET.

. >> THE MAJORITY OF REPAIRS, END UP COMING OUT OF THE OPERATION LINE IN CONSTRUCTION.

>> THAT'S ALL I HAVE, THANK YOU. >> ONE MORE THING, GREG.

. >> I ATTENDED THE STATE CHAMPIONSHIPS IN MABE. UNIVERSITY OF MARYLAND IS ALSO

TURF. >> AND I ATTENDED, IN THE GAME AND THAT'S NATURAL GRASS. .

>> IT'S BEEN A WHILE. >> AND THE MAIN FIELD, WHERE

THEY PLAY THE CHAMPIONSHIPS. >> IT'S BEEN A WHILE SINCE THEY PLAY THERE. .

>> IT COULD BE ANOTHER DISCUSSION.

>> SURE. >> YOU HAVE A SOURCE FOR PLAYING

FOR TURF FIELD. >> I THINK THAT SHOULD BE A LATER DISCUSSION. .

>> OKAY. . >> I DO HAVE ONE FOLLOWING QUESTION. IT MAY NOT BE FOR YOU.

WHAT'S HAPPENING WITH THE BUILDING.

IF SOMEONE WANTS TO USE THE BUILDING, WHO DO THEY CONTACT.

>> CURRENTLY, THAT BUILDING IS STILL, I BELIEVE, UNDER AN M.O.U. WITH AN AGENCY THAT'S USING IT AS A MUSEUM.

I DON'T EVEN BELIEVE THEY ARE ACTIVE, BUT THAT BUILDING HAS NOT BEEN USED FOR ANYTHING, SINCE THE E.M.O.U. HAS BEEN

DRAWN UP. >> WE'RE MAINTAINING IT.

. >> PAY THE ELECTRIC EVERY MONTH.

THE WATER BILL. >> COUSIN.

>> AND THIS PAST JULY -- >> ARE YOU ON THE MIC, TONY.

>> THIS PAST JULY, I MET ONE IN THE PLANETARIUM.

WE WALKED THROUGH IT. THE EXHIBITS ARE STILL THERE.

. >> I KNOW IT'S NOT BEING USED.

AND IF WE'RE PAYING TO MAINTAIN IT, THERE SHOULD BE SOME EDUCATIONAL VALUE, WE CAN USE FOR OUR STUDENTS.

>> I DO KNOW THAT THE MUSEUM AT PACKS RIVER.

>> THEIR MUSEUM HAS MAYBE HAVING DISPLAYS IN THERE.

I HAVE NOT SPOKEN WITH THEM FOR SEVERAL MONTHS.

USUALLY THEY REACH OUT 3-4 MONTHS, TO SEE IF THEY CAN HAVE

THEM. >> MAYBE WE CAN REPURPOSE THEM AS A C.T.A. CLASSROOMS OR SOMETHING LIKE THAT.

[7.02 Blueprint Update]

. >> NEXT ITEM IN THE AGENDA IS A BLUEPRINT UPDATE. DR. SAM SON.

. >>

>> GOODS AFTERNOON, DR. TOWNSEL, PRESIDENT COUSINS, AND THE BOARD. I'M THE BLUEPRINT CALENDAR FOR CALVERT COUNTY. AND SO TODAY, I'M GOING TO PROVIDE A STATUS UPDATE FOR THE BLUEPRINT FOR MARYLAND'S FUTURE.

TIME LINE, EARLY CHILDHOOD EDUCATION AND EXPERT REVIEW TEAMS UPDATE. YOU SEE THE UPDATE ON THE BLUEPRINT THROUGH DECEMBER OF THIS YEAR.

M.'S.D.E., TRACKER REPORT ON SEPTEMBER 1ST.

THE ASSESSMENT ON OR BEFORE OCTOBER 10TH.

REPORTING ON THE EXPANSION OF BEHAVIORAL HEALTH SERVICES, TECHNOLOGY SPENDING AND STUDENT AND STAFF DEVICE CONNECTIVITY BY NOVEMBER 1ST AND NOVEMBER 15TH. BY DECEMBER 1ST, THE AIB WILL ISSUE THE FINAL DRAFT OF THE COMPREHENSIVE IMPLEMENTATION PLAN. C.C.B.S. MUST PRESENT DATA FROM THE PUBLIC AND PRIVATE PRE-K, AND STAFF MUST OBTAIN BEHAVIORAL

[00:45:08]

TRAINING, AND CU. .

>> COULD I INTERRUPT AND ASK YOU A QUICK QUESTION

>> SURE. .

>> THE 9TH GRADE TRACKER REPORT. YOU COULD EXPLAIN WHAT IS IN THAT AND WHAT WE'RE SUPPOSED TO REPORT.

>> WE'RE REPORTING ON THE READINESS OF THE STUDENTS, ACCORDING THE CCRA STANDARD. AND THAT HAS BEEN SUBMITTED.

WE'RE AHEAD OF THE TIME LINE. >> THIS IS ENTERING 9TH GRADERS.

WE REPORTED WHETHER THEY ARE COLLEGE OR CAREER READY OR NOT?

>> BY THE TIME WE FINISHED 10TH GRADE.

WHAT WE NEED TO DO, COMPILE A REPORT, STUDENTS ARE ON TRACK TO BE COLLEGE AND CAREER READY BY THE TIME THEY FINISHED TENTH GRADE. .

>> WE ALREADY KNOW AND ARE TRACKING AND HAVE REGULAR

REPORTING ON THAT? >> CORRECT.

>> SECOND QUESTION, ON THE KRA, WE ALREADY DO THAT, ALREADY,

CORRECT? >> YES.

>> THAT'S NOT NEW. >> RIGHT.

. >> SOME RECENT UPDATES ON THE LAST FEW READINGS. JULY 20TH, FOCUSED ON PILLAR 3 AND 4. JULY 28TH, FOCUSED ON PILLAR 21.

AUGUST 4TH, FOCUSED ON PILLARS 2 AND 5.

TODAY'S AIB MEETING WAS ON PILLARS 3 AND 4.

AND IT'S PROBABLY STILL GOING ON RIGHT NOW, ACTUALLY.

IT STARTED AT 1:00. THE NEXT SEVERAL SLIDES, REPRESENT A VISUAL FOR PILLARS 1 AND 2.

SPECIFICALLY THE TAX AND SUBTAX ON EACH PILLAR.

I WILL HIGHLIGHT SOME OF THE TASKS BEING ADDRESSED DURING THE SCHOOL YEAR. THE HIGHLIGHTED COLUMN ON THE RIGHT-HAND SIDE, IS ARE WE'LL FOCUS OUR ATTENTION.

THE STARS IN THE HIGHLIGHTED COLUMN, INDICATE TASKS AND SUBTASKS THAT ARE HIGHLIGHTED BY THE STATUTE AND MUST BE IMPLEMENTED. TASK 1.1, TALKS ABOUT EXPANDING FULL PRE-K. AND THE TWO MAJOR THINGS, BEING STATE AND LOCAL, WILL SHARE THE COSTS FOR FAMILIES, 3-4-YEAR-OLD CHILDREN WITH INCOMES UP TO 300 PERCENT OF THE FEDERAL POVERTY LEVEL. PRIORITY FOR AVAILABLE SLOTS, CHILDREN WITH DISABILITIES, HOMELESS YOUTH AND CHILDREN FROM HOMES, IN WHICH ENGLISH IS NOT THE PRIMARY SPOKEN LANGUAGE.

ALL THE REQUIRED TASK AND SUBTASKS ARE RELATED TO DETAILS REQUIRED, INDIVIDUALIZED ACCOMMODATIONS, EVIDENCE BASED HEALTH AND SAFETY STANDARDS AND THE QUALITY RATES ASSOCIATED WITH THE STANDARDS. NEXT SLIDE, IT'S ON TASK 1.2.

THE KINDERGARTEN READINESS ASSESSMENT AND, TO BE ADMINISTRATORED ON OR BEFORE OCTOBER 10TH.

THE NEXT ONE HIGHLIGHTS FOR PILLAR 2, TASK 2 MANDATES THE MARYLAND HIGHER EDUCATION, IMPLEMENT THE NEW TEACHER QUALITY AND DIVERSITY PROGRAM ANNUALLY AND THE STATE BUDGET INCLUDES 1 MILLION ANNUALLY TO SUPPORT THE PROGRAM.

>> SO THE FIRST SECTION IS BLANK.

DOES THIS MEAN THE STATE HAS NO PLAN ON TRYING TO HELP DRAW

ATACT TEACHERS TO MARYLAND >> NO, IT JUST MEANS, THERE'S NO MANDATES IN THE STATUTE. .

>> IT HAS ALL SECTIONS. WE'RE ADDRESSING EVERY ISSUE, BUT THE ONES MANDATED BY THE PARTICULAR SCHOOL YEAR ARE THE ONES THAT HAVE THE STARS. .

>> NEXT SLIDE IS SECTION 2.# 2. THERE'S THE ESTIMATION AND EXPECTATIONS THAT TEACHER PREP PROGRAMS ARE REVISED TO IDENTIFY PARTNER SCHOOLS, THAT HAS STUDENT BODIES REFLECTIVE ON THE DIVERSITY IN THE STATE OR THE DIVERSITY OF THE AREA WHERE THE

[00:50:01]

COLLEGE IS LOCATED. TASK 2.3 AND 2.4 HAVE SUGGESTED ITEMS FOR THE YEAR. ONE THAT IT SHOULD PROVIDE SCHOOL BASE LEADERSHIP TRAINING ON THE -- SCHOOL BASE ADMINISTRATORS, WILL BE RECEIVING BLUEPRINT TRAINING AS WELL. AND THEN THE FINAL TASK IN PILLAR 2, CENTERS ON EDUCATOR COMPE COMPENSATION. THE 2.5 ARE IMPLEMENTATION ON THE COLLEGE, FOR BOARD CERTIFIED TEACHERS BY JULY 1ST AND INCREASE FOR ELIGIBLE BOARD TEACHERS, WORKING ON LOW PERFORMING SCHOOLS BY JULY 1ST. CALVERT COUNTY DOESN'T HAVE ANY LOW PERFORMING SCHOOLS ACCORDING TO THE CRITERIA SET BY MSD.

THE NEXT SECTION WILL BE A REVIEW UPDATE ON EARLY CHILDHOOD EDUCATION. CCPS HAS 17 PRE-K PROGRAMS ACROSS THE COUNTY. THE RESPECTED SLIDES ARE LISTED IN THE SLIDES. TWO FULL DAY AND TWO HALF DAY.

CCPS CURRENTLY HAS NO PRIVATE PRE-K PROVIDERS.

>> IS IT TRUE WE WILL SEE A REDUCTION THAT WE WILL OFFER PRE-K TO BECAUSE WE MADE IT FULL KFOR THOSE SCHOOLS?

>> I HAVE NOT BEEN MADE AWARE OF THAT.

>> WHEN WE MOVED TO ALL DAY KINDERGARTEN, THAT'S WHAT I WAS TOLD HAPPENED REDUCTION IN THE NUMBER OF STUDENTS, WE WERE ABLE TO SERVE. IT SEEMS LIKE THE SAME AND MAYBE THERE'S AN INCOME RESTRICTIONS FOR OUR PRE-K.

WE DON'T CHARGE THE PRE-K. THE IDEA, I BELIEVE, IS WHEN YOU PARTNER WITH THE PRIVATE PROVIDERS, HOPEFULLY, THAT WILL MITIGATE THAT. HOPEFULLY, I WILL HEAR A THING.

>> DO WE NOT KNOW ENROLLMENT YET?

>> IF I COULD JUST ADD TO. >> WE DO LOSE SEATS WHEN WE GO FROM HALF DAY TO FULL DAY. WHEN WE LOOKED AT IT FROM THE PREKINDERGARTEN OFFICE WHO LOOKS AT, SEE IT'S AVAILABLE IN THE COUNTY, WE WILL NOT LOSE KIDS PER SAY.

THERE WERE ALWAYS OPEN SEATS WITHIN THE PROGRAMS. WE'RE ALSO COUPLING THE PRE-K PROGRAMS WITH FULL DAY HEAD START PROGRAMS. STUDENTS WHO ARE ELIGIBLE WITH HEAD STARTS, BUT ARE NOT ELIGIBLE WITH PRE-K.

BEFORE THE FULL DAY HEAD START PROGRAMS AND FULL DAY PRE-K PROGRAMS, AND KNOWING WE HAD AVAILABLE SEATS WITH CERTAIN PROGRAMS LAST YEAR, WE WOULD BE ABLE TO SERVICE THE SAME NUMBER

OF STUDENTS. >> OKAY. .

>> THESE 11 HALF DAYS, WHEN DID THEY MOVE IN TO FULL DAY?

>> YOU SAID WHEN DO THEY >> WE'RE STILL WORKING ALONG THE TIME LINES SET FORTH IN THE BLUEPRINT.

IT'S 2024, I BELIEVE, WHEN THAT HAS TO HAPPEN.

WE HAVE SOME TIME BEFORE THEY CONVERT.

. >> NEXT SLIDE TALKS ABOUT SOME POSITIONS TO SUPPORT, BLUEPRINT IMPLEMENTATION.

THERE'S THREE POSITIONS. KINDERGARTEN SUPPORT SPECIALIST POSITION. THIS SYSTEM WILL INSIST, WITH THE MANAGEMENT OF THE MIXED DELIVERY, PRE-K ENROLLMENT PROCESS AND ASSISTING SCHOOLS IN CREDITEDATION AND -- AND GAIN ASSISTANCE TO GAIN THEIR CHILD DEVELOPMENT ASSOCIATION AND WORK WITH PRIVATE PROVIDERS ON GRANT APPLICATIONS FOR 3-4-YEAR-OLD PROGRAMS. .

>> HEAD START, AND PRIVATE PROVIDERS AND THE DEPARTMENT OF INSTRUCTION. THE SUPERVISOR WILL COLAB RATE WITH CONTENT SUPERVISORS IN THE DEPARTMENT OF INSTRUCTION AND

[00:55:04]

THE MSDE, TO DESIGN, IMPLEMENT AND MONITOR.

AND THE BUDGET WILL WORK COLLABORATIVELY, TO SUPPORT THE EFFORTS IN THE PRE-K PROCESS, ACREDITTATION AND CDA OBTAINMENT, WHILE ALSO PERFORMING FINANCIAL ANALYSIS, MAINTENANCE OF GRANTS WITH THE MAINTENANCE OF THE PRE-K APPLICATION AND THE MIXED DELIVERY DATABASE.

AIL THREE ARE IN THE PROCESS OF HIRING.

>> YOU ARE HIRING THEM NOW, ARE THEY BUDGETED FOR THE COMING

SCHOOL YEAR >> YES.

>> TWO ARE 18 MONTHS POSITIONS. THOSE CANDIDATES ARE MADE AWARE.

. >> ONE IS A YEAR POSITION WITH THE ABILITY TO APPLY UP TO THREE YEARS.

>> WILL THE POSITIONS WILL BE FUNDED BY THE BUDGET OR GRANTED

FUNDS. >> THE PRE-K -- THEY ARE SPECIFICALLY GRANT FUNDED. THEY ARE GIVEN PRE-K GRANT FUNDING TO CREATE THE POSITIONS. THE EARLY CHILDHOOD SUPERVISOR, IS PART LOCAL AND PART GRANT. THERE WAS A SHIFT BEFORE MS. HUNCHINS LEFT WITH TWO TEACHERS GOING INTO A GRANT, BEING SERVICED BY THE GRANT SO THAT HALF OF THE SUPERVISORS SALARY COULD THEN COME OUT OF LOCAL BUDGET.

>> SO ONES THE GRANT FUNDING ENDS, IS THERE A PLAN TO SHIFT THE FUNDING OVER TO THE GENERAL FUNDS OR DO YOU FORESEE THE

POSITIONS ARE NO LONGER NEEDED >> WE WILL CONTINUE TO EVALUATE THE FUNDING, WE'RE GETTING THROUGH THE STATE, THROUGH GRANTS AND MAKE THE DETERMINATION, WHETHER GRANTS, WHETHER OR NOT THE POSITION COULD CONTINUE IN THE LOCAL BUDGET. .

>> AND THE NEXT SLIDE, USED THIS YEAR, FOR PREKINDERGARTENING EDUCATION. WE'RE UTILIZING THE SYSTEM, TO TAKE ON-LINE APPLICATION. THE APPLICATIONS ARE PROCESSED AND FAMILIES ARE OFFERED SPOTS FOR SCHOOL YEAR 22-23.

THAT'S BASED ON THE INCOME LEVEL, BASED ON THE FEDERAL PROVERTY LEVEL AS STATED EARLIER.

. >> WITH THE LAST FEW SLIDES, I WILL PROVIDE AN OVERVIEW OF THE EXPERT REVIEW TEAMS AS MANDATED IN THE BLUEPRINT. REVIEW TEAMS, CONSISTS OF SIX TRAINED EXPERTS, WHO WILL REVIEW CAUSES OF STUDENT PERFORMANCE TRENDS, BEHAVIORAL HEALTH SERVICES AND BLUEPRINT IMPLEMENTATION. A RUE FORB THE WORK WAS ESTABLISHED, BASED ON THE STAKEHOLDERS.

SO THE PILOT PROCESS FOR THIS, HAD THE REVIEWERS GOING IN THE CLASSROOMS AND THEN DOING INTERVIEWS WITH PARENTS AND STUDENTS AND FOCUSED GROUPS TO DETERMINE THE CAUSES FOR THE ISSUES AND THEY WERE DEPLOYED TO SCHOOLS, AFFECTED BY THE COVID 19 PANDEMIC. AS I STATED BEFORE, THERE IS A RUBIC THAT THEY WOULD GO BY, WHICH IS NOT PUBLIC AT THIS TIME BECAUSE IT'S STILL IN THE PRIVATE STAGE.

AND THERE'S 10 INDICATORS AND 23 MEASURES IN THAT PILOT RUBIC.

FOUR IS STUDENT SUPPORT, EDUCATOR SUPPORT AND MANAGEMENT ND OPERATIONS. .

>> THREE REVIEWERS WILL GO DO CLASSROOM INSTRUCTION IN THE DAY, THREE WILL FACILITATE, FOCUS AND STUDENT INTERVIEWS.

AFTER THE OPERATIONS AND INTERVIEWS, THEY COME TOGETHER FOR CONSENSUS AND DEBRIEF TO IDENTIFY INITIAL FUNDINGS.

THE LENGTH OF THE SCHOOL VISITS, SPAN 1-2 DAYS, WHICH IS DETERMINED BY THE SIZE OF THE SCHOOL.

. >> PRIOR TO THE ON-SIGHT BUSINESS, AND SCHOOL LEADERSHIP MEET WITH THE REVIEW TEAM

[01:00:02]

MEMBERS TO PREP FOR THE VISIT. ON-SIGHT AGENDA ARE ESTABLISHED AND SHARED. ANY ADDITIONAL INFORMATION OR DOCUMENTS, FOR THE VISITOR SHARED, OBSERVATIONS LAST FOR AT LEAST 20 MINUTES PER CLASS AND FOLLOW THAT RESEARCH-BASED PROTOCOL AND INTERVIEWS ALSO FOLLOW A RESEARCH-BASED PROTOCOL WITH DEFINED QUESTIONS. THE REVIEW TEAM WILL ENGAGE IN THE DEBRIEF AND CENTRAL OFFICE STAFF AND SCHOOL LEADERS TO DISCUSS NEXT STEPS. AFTER, A DRAFT IS COMPLETED WITH A CHANCE FOR THE SCHOOL PERSONNEL TO TALK ABOUT FACTUAL INFORMATION TO BE INCLUDED IN AN APPENDIX.

THE REPORT IS FINALIZED. THE FINAL REPORT IS SENT TO THE SCHOOL, DISTRICT OFFICE AND PUBLISHED ON MSD'S WEBSITE.

. >> THE IMPACT ON THIS, ON CCPS, IT WILL AFFECT US IN THE NEAR AND DISTANT FUTURE.

IT WILL ALLOW THE EXPERT REVIEW TEAM PROCESS, WILL ALLOW US TO BE A SUPPORT FOR CLOSING AND ACHIEVEMENT GAPS AND COLAB RATING WITH OTHER EDUCATORS ACROSS THE STATE.

IT WILL HELP US WITH MODELS OF INSTRUCTIONAL BEST PRACTICES AND PROVIDE US WITH THE POTENTIAL FOR RETHINKING OR REMANAGING PROFESSIONAL DEVELOPMENT ACROSS OUR DISTRICT.

OFFERING US A RANGE OF PERSPECTIVE BECAUSE EACH OF THE REVIEW TEAM MEMBERS IN CALVERT COUNTY HOLDS A DIFFERENT POSITION. JUST HAVING THAT AS WE COME TOGETHER, WILL BE HELPFUL IN DEVELOPING AS WE MOVE FORWARD IN CALVERT COUNTY. ANY QUESTIONS?

>> ANY FURTHER QUESTIONS FRJS YEP, YEP.

>> I READ THAT 400 APPLICATIONS HAD BEEN RECEIVED FOR IT TO BE COMMON EXPERT AND 120 WERE HIRED.

DO YOU KNOW ANY WERE FROM OUR SYSTEM.

>> WE HAD FOUR IN CALVERT COUNTY.

. >> THEY GIVE A LITTLE STIPPEN, SO THAT MEANS, WE HAVE TO RELEASE AND PROVIDE FOR THEM; RIGHT? WHILE THEY ARE ON THEIR VISITS?

>> ANY OF THE TEACHERS, WOULD RECEIVE SUBSTITUTES FOR THEIR

VISITS. >> RIGHT, RIGHT.

. >> DO WE, WHAT'S THE -- HOW FAR IN ADVANCED DO YOU THINK A SCHOOL WILL KNOW, WHEN THEY'VE

BEEN CHOSEN TO BE REVIEWED? >> FIVE WEEKS.

>> IT WILL BE PROBABLY BE AWHILE BEFORE THEY GET HERE.

>> THERE'S GOING TO BE 60, BEFORE THE SCHOOL YEAR.

TWO IN THE FALL AND THE OTHER 48 IN THE SPRING.

AND CALVERT COUNTY WILL PROBABLY NOT BE IN THE FIRST YEAR LIST BASED ON THE WAY THEY RANKED THE SCHOOLS TO BE OBSERVED DURING THE CYCLE. .

>> RIGHT, IT SAYS, CHOSEN BASED ON LEARNING LAWS AND ACHIEVEMENT GAPS. WE'RE RIGHT THERE WITH EVERYBODY ON ACHIEVEMENT GAPS. I THINK WE'VE DONE BETTER IN THE OTHER AREAS. I FULL SLE SUPPORT TO SPENDING BEST PRACTICES, IDENTIFYING BEST PRACTICES AND SPREADING IT AROUND MAKES MUCH SENSE. I HOPE WE CAN TAKE ADVANTAGE ON

IT IN OUR SCHOOL SYSTEM. >> THANK YOU.

[7.03 Ethics Committee Appointments]

. >> THANK YOU SO MUCH.

. >> NEXT AGENDA ITEM IS OUR ETHICS COMMITTEE APPOINTMENTS. WE HAVE TO APPOINT THREE MEMBERS OF THE ETHICS COMMITTEE. WE'VE GOT FIVE YEAR TERMS FOR THE ETHICS ASSIGNMENT. WE'RE APPOINTING ALL THREE MEMBERS THIS YEAR, BECAUSE EVERYBODY WHO SERVED BEFORE COMPLETED THEIR FIVE YEAR OBLIGATION.

I MAKE A MOTION TO APPOINT THE THREE MEMBERS TO THE ETHICS COMMITTEE. THEIR NAMES ARE MARGO ELIZABETH BACK HURLEY. CREAGH ASHLEY JACOBSON AND KAREN

RICHARDSON. >> SECOND.

>> AND WE HAVE A MOTION BY MS. CLAGGETT AND SECOND BY MR. WHITE. ANY DISCUSSION? AS THE MEMO SUGGESTS, WE WANT TO THANK THE OUTGOING COMMITTEE

[01:05:07]

MEMBERS FOR THEIR SERVICE. ANY OTHER DISCUSSION?

ALL IF FAVOR? >> AYE.

>> MOTIONS APPROVED. THANK YOU.

[7.04 CAC Committee Appointments]

. >> FINAL ACTION ITEM CAC

COMMITTEE APPOINTMENTS >> MEMBERS OF THE BOARD AND DR. TOWNSEL. IN FRONT OF YOU IS A MEMO, REGARDING THE APPLICANTS WHO APPLIED FOR THE CITIZEN ADVISORY COMMITTEE FOR THE UPCOMING YEAR. THE NAMES IN RED REPRESENTS RETURNING MEMBERS. WE ASKED THAT THE BOARD APPROVED THE APPOINTMENT OF THE APPLICANTS.

>> MOTION TO APPROVE. >> SECOND.

>> MOTION TO APPROVE BY MS. CLAGGETT SECOND BY MS. BALINSKI.

ANY DISCUSSION >> I WOULD LIKE TO SAY, THANK YOU EVERYONE FOR APPLYING. IT LOOKS LIKE WE HAVE A VERY GOOD DIVERSE SECTION. A LOT OF DIFFERENT BACKGROUNDS OF INTEREST. I'M HOPING THERE WILL BE SOME

ROUSING CONVERSATIONS. >> ALL IN FAVOR.

>> AYE. >> MOTIONS APPROVED.

[8.01 Comments by the Board]

THANK YOU. .

>> OUR FINAL AGENDA ITEM IS OUR BOARD COMMENTS.

WE'LL START WITH MAGGIE, OUR STUDENT MEMBER OF THE BOARD.

>> I WANT TO GIVE A BIG CONGRATULATIONS FOR CALVERT HIGH SCHOOL SOFTBALL TEAM FOR THE STATE CHAMPIONSHIPS, AS WELL AS THE INDOOR TEAM NORTHERN. ALONG WITH OUR OTHER NEWS ABOUT OUR ATHLETICS, I KNOW A LOT OF THE FALL SPORTS RYEOUTS ARE TAKING PLACE THIS WEEK. GOOD LUCK TO OUR ATHLETES AND

COACHES. >> THANK YOU, MR. WHITE?

>> GOOD AFTERNOON. MY DAUSH, WAS PART OF THE GIFTED AND TALENTED PROGRAM WITH MR. RICKS.

AND IT WAS GOOD TO GO TO THE MARINA TO SEE THE ECOSYSTEM WE HAD AND ALSO TO GO TO BULLY SCHOOL UNIVERSITY, TO SEE THE STUDENTS WHO ARE INTERESTED IN TEACHING TO BE INVOLVED.

I WANT TO THANK BEVERLY, YOUTH SERVICE COORDINATOR, SHE ALWAYS DOES AN AMAZING JOB. ONCE AGAIN, I LIKE TO THANK EVERYBODY FOR THE MEET AND GREET.

AND THE ENERGY IN THE ROOM WAS AMAZING.

A LOT OF PEOPLE WERE ABLE TO SHARE AND CONNECT.

AND THIS WEEK, WE LAID TO REST, MR. MALCOLM FUND.

THAT'S THE REASON I HAVE A BOW TIE IN MEMORY OF MR. FUND.

I WOULD LIKE TO SAY THANK YOU TO ALL THE STUDENTS AND TEACHERS AND EVERYONE RESPONSIBLE FOR SUMMER SCHOOL.

I THINK THEY WILL BE WRAPPING UP NEXT WEEK.

SO CONGRATULATIONS TO THOSE STUDENTS ALSO.

AND THAT'S ABOUT IT. .

>> THANK YOU. .

>> I, TOO, WOULD LIKE TO SEND MY WISHES AND JUST HEART FELT FEELING ABOUT MALCOLM FUND, WHO WAS A GOOD FRIEND OF MINE FOR YEARS. AND ANNETTE, I CALLED THE PRINCIPAL. AND LOT OF PEOPLE SAY, WHY DON'T YOU CALL ANNETTE THE PRINCIPAL. WHEN I WAS IN SCHOOL, AND A TEACHER WALKED BY, I CARRIED ON. WHEN A PRINCIPAL WALKED BY, I STRAIGHTENED UP. IF YOU DIDN'T KNOW ANNETTE FUND OR MALCOLM, SHE WAS JUST A WONDERFUL PERSON SO I WILL MISS MALCOLM. IT'S FUNNY, I WAS SCHEDULED TO HAVE A MEETING WITH HIM THIS MORNING FOR THE HARRY ELIZABETH BROWN FOUNDATION, WHICH I'VE BEEN A MEMBER FOR SIX YEARS.

AND THAT'S WHAT SURPRISED ME, HOW MANY PEOPLE IN THE COUNTY, HAD NO MERE IDEA, WHO HARRY ELIZABETH BROWN IS.

GOOGLE IT. LOOK IT UP.

IT'S PART OF CALVERT COUNTY HISTORY.

I MEAN, REALLY, IT'S A VALUABLE THING TO LEARN.

I WAS AT WALNUT CHURCH. SPEAK OF MALCOLM, FOR EACH YEAR FOR FIVE YEARS, UNTIL COVID CAME AROUND, I WOULD BRING A BAND FOR

[01:10:05]

THE BROOKS ALUMNI ASSOCIATION. SO HE WILL BE MISSED. ONCE AGAIN, I WOULD LIKE TO MAKE MY MOTION THAT WE CLEAR 10 LIMIT SPEAKERS. I THINK THE RECEPTION, WHEN WE PUT A NUMBER ONE SPEAKERS, THAT THE PERCEPTION, WE ARE AFRAID OF HEARING SOMETHING. I'M NOT EXACTLY SURE WHAT THE PROBLEM IS. WE HAD THREE SPEAKERS TODAY.

I BET YOU, YOU WON'T GET THREE SPEAKERS.

IF YOU GET 11, YOU WILL GET 11. I WILL MAKE THE MOTION, WE

ELIMINATE THE LIMIT NUMBER. >> SECOND.

. >> MOTION AND SECOND BY MS. CLAGGETT. ANY DISCUSSION?

ALL IN FAVOR? >> AYE.

>> AYE. >> ALL OPPOSED.

>> OPPOSED. .

>> MOTION FAILS 3-2. .

>> CONGRATULATIONS TO CALVERT HIGH SCHOOL SOFTBALL TEAM.

I ALSO ATTENDED THE SUMMER PROGRAM.

I WAS MESSAGING THE GROUP WHILE AT THE MARINA MUSEUM.

I LEARNED FROM ONE OF THE TEACHERS THERE, THAT THEY HAD WORKED THIS -- THIS ONE TEACHER WORKED IN MANY DIFFERENT DISTRICTS ACROSS THE STATES. THIS IS THE FIRST DISTRICT, WHERE THERE'S NOT A GIFLTED AND TALENTED TEACHER IN EVERY SCHOOL. I WAS TAKEN BACK BY THAT.

I'M GLAD WE STARTED THIS PROGRAM AND THAT WE'RE GIVING DR. RICK'S FULL SUPPORT. HOPEFULLY, WE CAN GROW THE PROGRAM, TO WHERE IT'S AS IMPRESSIVE AS IT CAN BE.

I HAD A WONDERFUL CONVERSATION WITH THE STUDENT MEMBER OF THE BOARD, MAGGIE. IT'S NICE TO KNOW, THE FUTURE IS IN GOOD HANDS, WHEN WE HAVE CARING AND INTELLIGENT AND WONDERFUL STUDENTS LIKE MAGGIE, WHO IS WILLING TO STEP UP AND TO TRY TO GET THINGS HAPPENING. SO THANK YOU, MAGGIE AND I LOOK FORWARD TO CONTINUING TO WORK WITH YOU.

THE MEET AND GREET IS IMPRESSIVE.

I DIDN'T EVEN KNOW SOME OF THE ORGANIZATIONS EXISTED IN CALVERT. WE HAVE SUCH A WARM AND COMPREHENSIVE SAFETY NET OUT THERE.

I'M HOPING THAT PEOPLE WHO NEED IT, KNOW ABOUT IT.

SO -- AND I HOPE OUR SCHOOL SYSTEM EMBRACES THEM AS MUCH HELP WE CAN GIVE THEM AS POSSIBLE.

. >> MY CONDOLENCES TO THE FUND FAMILY. ANNETTE FUND WAS ONE OF THE FIRST WOMEN CALVERT WOMEN I MET MOVING HERE 27 YEARS AGO.

I JOINED THE LEAGUE OF WOMEN VO VOTERS. I LERNDZ EVERYTHING FROM HER.

SHE WAS TREMENDOUS, INSTA GATE CIVIL DUTY.

THAT'S WHERE I LEARNED IT FROM. SO SHE WAS TREMENDOUSLY IMPORTANT TO ME. MALCOME, AS SOMEONE SAID IN THE PAPERS, HE WAS A BRIDGE. AND HE WAS IN MANY, MANY DIFFERENT ORGANIZATIONS THERE'S A BIG HOLE IN CALVERT BECAUSE WE LOST BOTH OF THEM. MAYBE OTHERS WILL STEP IN.

THAT'S ALL I HAVE. >> THANK YOU, MS. CLAGGETT.

>> I WANT TO CONGRATULATE OUR STUDENTS, WHO WILL BE GRADUATING FROM SUMMER SCHOOL NEXT WEEK. I WILL BE UNABLE TO ATTEND THE CEREMONY. I WILL BE ON BUSINESS TRAVEL.

I WANT TO SAY A HUGE SHOUTOUT TO THEM AND SAY CONGRATULATIONS.

THANK YOU. >> I WON'T BELABOR THE POINTS MADE BY MY COLLEAGUES, ABOUT MR. FUND.

I'M NOT GOING TO SPEAK ON IT, BECAUSE I MAY NOT GET THROUGH WHAT I WANT TO SAY. I DID ECHO THE COMMENTS.

THE MEET AND GREET, SAME THING. IT WAS VERY POSITIVE.

WE HAD A LOT OF ENERGY IN THE ROOM.

WE WON'T MEET AGAIN BEFORE SCHOOL STARTS.

CONGRATULATIONS AND BEST WISHES TO A START OF A PHENOMENAL BRAND-NEW SCHOOL YEAR WITH A NEW START AND NEW SUPERINTENDENT.

EVERYBODY IS EXCITED ABOUT ABOUT THE POSSIBILITIES AND I LOOK FORWARD TO WORKING WITH WORKING WITH DR. TOWNSEL AND OUR BOARD AT LEAST UNTIL DECEMBER 31S
