AIDAN IS THE SON OF SANDY WALKER YOU ARE PRETTY FAMILIAR WITH, I SUPPOSE. SANDY HAS A YOUNG ER SON COMING ALONG THAT SEEMS TO THINK HE WILL TAKE AIDAN'S PLACE, WE WILL SEE. BY THE WAY, AIDAN WAS -- THROUGHOUT THE YEAR SUFFERED FROM AN INJURIES IN THE SPRING SO THAT HE WON THE STATE TITLE WHILE BEING INJURED IS PRETTY REMARKABLE. AND AIDAN WON THE DISCUS BY A SINGLE INCH AND THE PERSON WHO HE BEAT IS STANDING NEXT TO HIM.

[LAUGHTER] YOU CAN IMAGINE HOW MUCH OF A THRILL THAT WAS THROUGHOUT THE YEAR TO SEE REALLY THE STATE CHAMPIONSHIP UNFOLD EVERY DAY AT PRACTICE.

AGAIN, IT HAS BEEN QUITE A RIDE AND AIDAN WILL BE GOING TO UMBC ON A SCHOLARSHIP TO CONTINUE ATHLETICS AT THAT COLLEGE.

THEY ARE NOT JUST ALTAR LETTICS BUT STUDENT ATHLETES.

>>PAMELA COUSINS: ASK YOU TO PULL YOUR MICROPHONE CLOSER TO

YOU, PLEASE. >> CAN YOU HEAR ME NOW?

>>PAMELA COUSINS: YES, THANK YOU.

>> DO I NEED TO REPEAT -- GO AHEAD? OKAY. ONE THING THAT STRUCK ME ABOUT THIS DOCUMENT IS THERE IS NO MENTION OF MATH, SCIENCE, READING, WRITING OR ANY TYPE OF FORMAL EDUCATION INSTRUCTION.

AND SO I DID A LITTLE DIGGING AND I WANT TO PRESENT SOME STATISTICS AND FINISH WITH A QUOTE.

BASED ON STATS K-12 FOR THE 2021 SCHOOL YEAR CALVERT COUNTY PUBLIC SCHOOLS 52% PROFICIENCY IN MATH AND 59% IN READING AND LANGUAGE ARTS. AN OVERALL K-12 PUBLIC SCHOOLS.

DROPPING TO THE HIGH SCHOOL LEVEL, HUNTINGTON HIGH SCHOOL IS RANKED NUMBER ONE IN THE COUNTY. MATH PROFICIENCY AT 51%.

READING PROFICIENCY AT 85%. SCIENCE PROFICIENCY AT 55% WITH A GRADUATION RATE OF 95%. NORTHERN HIGH SCHOOL, MATH PROFICIENCY, 28%. READING PROFICIENCY, 72%.

SCIENCE PROFICIENCY AT 80. MATH 17%.

READING PROFICIENCY 74. AND SCIENCE 50 WITH A 92% GRADUATION RATE. AND FINALLY CALVERT COUNTY HIGH SCHOOL WITH A MATH PROFICIENCY OF 31, READING PROFICIENCY OF 31 AND SCIENCE PROFICIENCY OF # 2. I AM VERY CONCERNED OF THE NEXT GENERATION COMING UP. THE LADIES AND GENTLEMEN THAT WILL LEAD OUR COUNTRY AND IF WE ARE NOT DOING A BETTER JOB OF PREPARING THEM TO GO OUT IN THE WORLD AND PROSECUTE WHAT IS IN FRONT OF THEM FROM A MATH, SCIENCE AND TECHNOLOGY PERSPECTIVE, OUR COUNTRY IS GOING TO BE IN TROUBLE.

LASTLY, I WILL LEAVE YOU WITH THIS QUOTE.

[00:15:03]

THIS IS FROM THOMAS SOLL WHO MANY OF YOU MAY KNOW IS A RENOWNED ECONOMIST AND WRITTEN MANY BOOKS ON EDUCATION.

SAYS THIS. SCHOOLS EXIST BECAUSE OF EDUCATION FOR CHILDREN. AND NOT EXIST FOR IRON-CLAD FOR TEACHERS AND UNION DUES FOR TEACHERS UNION, BUREAUCRACY, OF GRADUATES FOR TEACHER COLLEGES AND A CAPTIVE AUDIENCE FOR INDOCTRINATORS. I ASK YOU AND PLEAD WITH YOU PLEASE EDUCATE OUR STUDENTS IN THE BASIC SUBJECTS.

THANK YOU. >>PAMELA COUSINS: THANK YOU, MR. JACK JACKSON.

>> OUR NEXT SPEAKER DO DONNA ESTENZO SPEAK ON BEHALF OF THE CALVERT EDUCATION ASSOCI

ASSOCIATION. >> GOOD AFTERNOON.

MY NAME IS DONNA ESTENZO. I AM AN ELEMENTARY SCHOOL TEACHER AND CURRENTLY THE PRESIDENT OF THE CALVERT EDUCATION ASSOCIATION. I WOULD LIKE TO BEGIN BY OFFICIALLY WELCOMING DR. TOWNSEL TO CALVERT COUNTY PUBLIC SCHOOLS AND I LOOK FORWARD TO WORK WITH YOU IN THE COMING MONTHS ON BEHALF OF ALL OF OUR EDUCATORS. IN THE PAST MONTH, I HAVE REFLECTED WHAT WENT WELL THIS PAST YEAR, WHAT NEEDS TO IMPROVE AND HOW WE CAN BRING ABOUT CHANGE IN THE UPCOMING SCHOOL YEAR. 11 MONTHS AGO, WE WERE ALL EXCITED TO BE RETURNING TO IN-PERSON INSTRUCTION.

BUT WE SOON REALIZED THAT OUR YEAR WILL STILL NOT BE NORMAL BETWEEN MASKS, RQS, LIMITED FIELD TRIPS, SOCIAL DISTANCING AND HEALTH GUIDELINES TO KEEP STUDENTS AS SAFE AS POSSIBLE.

EVEN AS SCHOOLINGS RELAX PROTOCOLS AND THINGS START TO FEEL LITTLE BIT MORE THAN NORMAL.

THINGS WERE STILL OFF. BEHAVIOR.

THIS IS A CONCERN BECAUSE WE ALL KNOW BEHAVIOR GOOD FOR BAD IMPACTS INSTRUCTION. I WOULD LIKE TO THANK THE ELECTED BOARD FOR UNANIMOUSLY APPROVING THE STUDENT CODE OF CONDUCTS FOR THE '22-'23 SCHOOL YEAR.

HOWEVER, I BELIEVE WE MUST REVISIT CELL PHONE USE DURING THE INSTRUCTIONAL DAY. THE ELECTRONIC WORLD THAT ALLOWS US TO ACCESS CYBERSPACE CONTINUING TO A GROWING CONCERN.

CCPS STUDENTS IN GRADES 3-12 RECEIVE ONE TO ONE DEVICES ALLOWING ALL STUDENTS THE SAME EQUITABLE ACCESS TO INSTRUCTION.

SO WHY DO CELL PHONES NEED TO BE PART OF THE INSTRUCTIONIAL DAY? THE MISUSE OF CELL PHONES CREATE A DISTRACTION AND OPPORTUNITIES FOR INAPPROPRIATE BEHAVIORS TO INCUR DURING INSTRUCTION.

WE HAVE A CODE OF CONDUCT IN PLACE THAT OUTLINES LAWS, REGULATIONS, POLICIES AND PROCEDURES AND GUIDELINES THAT GOVERN STUDENT CONDUCT AND DISCIPLINE.

WE HAD A SIMILAR DOCUMENT IN PLACE FOR YEARS BUT BEHAVIORS HAVE NOT CHANGED BUT IN SOME CASES THEY HAVE GOTTEN WORSE.

WHY? BECAUSE CONSEQUENCE ARE NOT ENFORCED AND RESTORATIVE PRACTICES ARE NOT USED DRM TOWNSEL, IT IS IMPERATIVE DURING SUMMER LEADERSHIP THAT YOU REVIEW WITH ADMINISTRATORS TO FOLLOW THE CODE OF CONDUCT SO ALL STUDENTS ARE AFFORDED AN OPPORTUNITY TO LEARN IN A SAFE AND ORDERLY ENVIRONMENT. ADMINISTRATORS MUST KNOW THEY WILL BE SUPPORTED BY CENTRAL OFFICE WHEN ENFORCING THESE GUIDELINES WE NEED TO KNOW THAT OWL TEACHERS KNOW CLASSROOM MANAGEMENT. GIVEN THE TIME WE SPEND IN SCHOOL, IT IS EXPLICITLY IMPORTANT THAT WE TEACH THEM WHAT IS EXPECTED. SUPPORT TEACHERS USING TIME AT THE BEGINNING OF THE SCHOOL YEAR TO TEACH AND CONSISTENTLY RETEACH THE EXPECTATION TO STUDENTS SO THEY CAN BE SUCCESSFUL THROUGHOUT THE YEAR. BY ALLOWING TEACHERS THE TIME TO ESTABLISH ROUTINES AND BUILD RELATIONSHIPS WITH STUDENTS FROM THE BEGINNING, TEACHERS WILL BE ABLE TO ADVANCE MORE QUICKLY THROUGH THE CURRICULUM BECAUSE CLASSROOM DISRUPTIONS WILL DECREASE DURING THE SCHOOL YEAR. CEA HAS UPDATED THE DISCIPLINARY GUIDE AND A SECONDARY GUIDE THAT FOLLOWS MARYLAND REGULATIONS AND CODE OF CONDUCT PROVIDING CONSISTENCY AND PROTOCOL OF HOW BEHAVIOR IS TO BE DOCUMENTED, COMMUNICATED TO PARENTS AND REPORTED TO ADMINISTRATION. A RESOURCE FOR INNOVATION AND CORRECTIVE STRATEGIES WHEN DEALING WITH CLASSROOM BEHAVIOR.

I WOULD ALSO LIKE TO MAKE A REQUEST DR. TOWNSEL THAT NEXT WEEK DURING THE SUMMER LEADERSHIP TIME YOU REVIEW WITH

[00:20:05]

ALL ADMINISTRATORS ARTICLE 19 MAINTENANCE OF CLASSROOM CONTROL FOUND IN THE CURRENT AGREEMENT BETWEEN CCA AND CPCS.

WHEN A TEACHER WRITES A DISCIPLINARY REFERRAL, REQUIFER BEFORE TURNING THE STUDENT TO THE CLASSROOM.

WHY IS THIS IMPORTANT? THE TEACHER NEEDS TO COMMUNICATE THEIR CONCERNS AND KNOW THEIR VIEWS ARE CONSIDERED BY THE PRINCIPAL. IT IS IMPORTANT THAT OUR SCHOOL SYSTEM TO THE BEST OF OUR ABILITY MAINTAIN SAFE, SUPPORTIVE AND POSITIVE LEARNING ENVIRONMENT FOR STAFF AND

STUDENTS THANK YOU. >>PAMELA COUSINS: THANK YOU,

[5.01 Maggie Rathgeb]

MISS ESTENZO. >> HIS COUSIN ARE THANK YOU FOR

. >> THAT CONCLUDES OUR SPEAKERS.

>> STUDENT OF THE BOARD REPORT. >> I AM MAGGIE AND I AM THE STUDENT MEMBER OF THE BOARD OF EDUCATION FOR THE 2022-2023 SCHOOL YEAR. I DON'T HAVE MUCH OF AN UPDATE SINCE I WAS OUT OF TOWN FOR THE MAJORITY OF THE TIME SINCE OUR LAST MEETING. I AM PLANNING THE MARYLAND STUDENT COUNCILS, STUDENT LEADERSHIP CONFERENCE EVENTS.

THESE ARE BOTH WONDERFUL CONFERENCE THAT'S GIVE STUDENT LEADERS AN OPPORTUNITY TO LEARN, GROW AND ADVOCATE FOR THEM AND THEIR PEERS. THESE EVENTS ARE SO SOUTHERN TO DEVELOPING GOOD LEADERS IN OUR SCHOOL SYSTEM.

ALONG WITH THAT I AM IN CONTACT WITH OTHER MARYLAND SCHOOL MEMBERS TO PLAN FOR THIS YEAR. WE HAVE BEEN ABLE TO BOUNCE IDEAS OFF OF EACH OTHER AND BE A SUPPORT SYSTEM OF YOUNG BOARD MEMBERS AND I THINK THAT IS IMPORTANT.

I WANT TO SHARE THAT I AM LOOK TO CONTINUE AND EXPAND THE STUDENT ADVISORY COUNCIL. HE DID GREAT WORK WITH THIS GROUP AND I THINK IT WILL BE CRUCIAL TO SERVE THE BEST I CAN IN THIS ROLE. LOOK OUT FOR MORE INFORMATION ABOUT THAT COMING SOON. THANK YOU FOR GIVING ME THE OPPORTUNITY TO SPEAK HERE TODAY. I AM EXTREMELY HONORED AND

[6.01 Dr. Andrae Townsel]

GREATFUL TO BE HERE. >>PAMELA COUSINS: THANK YOU.

THE NEXT ITEM ON THE AGENDA IS OUR SUPERINTENDENT'S REPORT.

>> THANK YOU VERY MUCH, PRESIDENT COUSINS.

I WOULD LIKE TO CONGRATULATE THE I DON'T YOU THINK MAN FROM HUNTINGTOWN HIGH SCHOOL FOR BEING A TREMENDOUS JOB.

I ALSO WAS A STUDENT ATHLETE AND DON'T FORGET WHEN YOU GO TO COLLEGE A STUDENT FIRST. ATHLETE SECOND.

GET THAT ACADEMICS DOWN PAT, MAKE SURE YOU ARE READY TO GRADUATE AND BALL OUT. SECOND, I WOULD LIKE TO CONGRATULATE THE HUNTINGTOWN HIGH SCHOOL AND CALVERT CAREER TECHNOLOGY AJ HALSEY FOR EARNING THE GOLD MEDAL IN THE IMAGINATION CONTEST HELD AT THE 57TH ANNUAL SKILLS USA SKILLS CONFERENCE HELD IN ATLANTA, GRA GA.

OVER 6500 SECONDARY AND POST-SECONDARY STUDENTS ACROSS THE COUNTRY THAT COMPETED IN 108 TRADE AND DIFFICULT TECHNICAL BUILDS. GREAT SHOUTOUT TO AJ.

I WOULD LIKE TO SAY THANK YOU TO MR. NOVANO, DR. JOHN, KAREN MAXIE AND DARLENE WHITE FOR SUPPORTING ME.

ON BOARDING ME. GETTING ME ACCLIMATED TO THE CALVERT COUNTY SCHOOL COMMUNITY. I APPRECIATE YOU AND WILL CONTINUE TO WORK WITH YOU. IT IS IMPORTANT TO SHARE THAT I HAVE A CLEAR VISION FOR CALVERT.CALVERT PUBLIC SCHOOLS.

I WILL PUT IT EASY FOR TO YOU HEAR FOR YOU ALL.

ENHANCING THROUGH ATHLETICS, ACADEMICS AND THE ARTS.

HOWEVER WE CAN ENHANCE THE STUDENT EXPERIENCE BY LISTEN TO THE CEA. AS CLIMATE GOES, SO DOES THE INSTRUCTION. FOLLOW THE CODE OF CONDUCT AND WE TALK ABOUT THAT TODAY. THAT WILL BE AT THE FOREFRONT.

I WILL ENSURE THAT I EDIT MY PRESENTATION NEXT WEEK AND ADD ARTICLE 19 TO PREMESSAGE AND SUPPORT AND KEEP A GOOD WORKING RELATIONSHIP WITH ALL OF OUR UNIONS AS WELL TOO.

THAT CONCLUDES MY COMMENTS. THANK YOU, BOARD OF EDUCATION, FOR LETTING ME SERVE THIS COMMUNITY.

VERY EXCITED ABOUT THE OPPORTUNITY AND WORK WITH YOU.

[7.01 Policies for Review]

THAT CONCLUDES MY FRIENDS. >>PAMELA COUSINS: THANK YOU.

WE WILL MOVE INTO OUR ACTION ITEMS. THE FIRST ITEM ON AGENDA IS POLICIES FOR REVIEW.

WHO IS GOING OVER THE POLICIES. IS THAT YOU, DR. JOHNSON?

OR GRADUATION EXERCISES. >> GOOD AFTERNOON, MISS COUSINS

[00:25:01]

AND BOARD OF EDUCATION. I PUT POLICY 33-10 IN FRONT OF YOU REGARDING GRADUATION EXERCISES.

WE REVIEWED THE POLICY AND NOT MAKING ANY SUGGESTIONS FOR CHANGES AT THIS TIME TO THE POLICY.

AND REQUEST THAT IT BE POSTED FOR 30 DAYS.

>> OKAY. I THINK I HAD A QUESTION.

POLICY STATEMENT -- ON POLICY STATEMENT A, THE LAST SENTENCE IT SAYS THE EXERCISES MAY BE PLANNED BY EACH HIGH SCHOOL'S PRINCIPAL ON THE DATE AND TIME AND LOCATION SELECTED BY THE BOARD OF EDUCATION. SO WITH THAT STATEMENT, IS THAT THE BOARD OF EDUCATION SELECTS THE LOCATION? LIKE SHOWPLACE ARENA OR THE PRINCIPALS SELECT THE LOCATION?

>> THAT IS A VERY GOOD QUESTION BECAUSE I WOULD SAY THE ADMINISTRATION DOES IT ON BEHALF OF THE BOARD OF EDUCATION FOR

THE PRINCIPALS. >>PAMELA COUSINS: OKAY, ALL RIGHT. WE CAN MAKE THAT CHANGE.

IF THAT IS OKAY WITH MY COLLEAGUES.

>> ASSOCIATED WITH THAT, WE WILL ALLOW HIGH SCHOOLS -- THEY DON'T ALL HAVE TO DO THE SAME THING. IF ONE HIGH SCHOOL DECIDED THEY DID NOT WANT TO GO TO THE SHOWPLACE ARENA AND WANTED IT ON THEIR OWN FIELDS, THAT -- THAT'S OKAY, RIGHT?

>> THAT WOULD BE SOMETHING WE WOULD ENTERTAIN -- HAVE

ENTERTAINED IN THE PAST. >>PAMELA COUSINS: OKAY.

WE WILL DO A 30-DAY REVIEW ON THE POLICY.

>> THANKS. >>PAMELA COUSINS: THE NEXT POLICY IS GRADING POLICY. MISS JACOBS.

>> GOOD AFTERNOON, PRESIDENT COUSINS, DR. TOWNSEL AND MEMBERS OF THE BOARD, I AM JACKIE JACOBS AND HERE TO PRESENT TO YOU POLICY 34-15 REGARDING GRADING. THIS POLICY HAS BEEN REVIEWED AND AT THIS TIME THERE ARE NO PROPOSED CHANGES TO THE POLICY, AND WE WOULD LIKE TO GO AHEAD AND MOVE FORWARD WITH THE 30-DAY

REVIEW. >>PAMELA COUSINS: THANK YOU.

30-DAY REVIEW. THANK YOU.

>> THANK YOU. >>PAMELA COUSINS: THE NEXT ITEM

[7.03 Bid Approval]

IS A BID APPROVAL. MR. NAVARRO AND CHRISTIE HARRIS.

>> GOOD GOOD AFTERNOON PRESIDENT COUSINS, DR. TOWNSEL AND MEMBERS OF THE BOARD OF EDUCATION. I AM TONY NAVARRO, DIRECTOR OF ADMINISTRATION. BEFORE YOU TODAY IS RECOMMENDATION OF SERVICES FOR TEACHER OF THE VISUALLY-IMPAIRED. CHRISTIE HARRIS, PRINCIPAL OF CALVERT COUNTY AND OF SPECIAL EDUCATION IS HERE TODAY TO EXPRESS DETAILS ON THIS RECOMMENDATION.

MOTION TO APPROVE? >> SO MOVED.

>> SECOND. >>PAMELA COUSINS: SECONDED BY MISS BALINSKI. ANY DISCUSSION?

>> I JUST HAD A QUESTION. WILL THESE PEOPLE BE ON-SITE FULL TIME OR JUST CONTRACTUAL AS NEEDED?

>> OUR GOAL WOULD BE FULL TIME. WE HAD A POSITION FOR A WHOLE TIME. TEACHER OF THE VISUALLY-IMPAIRED. TODAY STILL NOT RECEIVED ANY APPLICANTS. AND OVER THE YEARS, IT HAS BEEN A VERY CHALLENGING POSITION TO FILL.

SO OUR GOAL WOULD BE ONE FULL-TIME PERSON; HOWEVER, IF WE ARE NOT ABLE TO DO THAT, THEN WE COULD HAVE PART-TIME, BUT THE

SO IT WORKS OUT THAT WAY.

[7.04 Reopening Plan Update]

BE CUTE. WE HAVE AN OPENING PLAN UPDATE

BY DR. JOHNSON. >> JOINING ME TODAY ALSO IS MR.

HOOK AND MR. KURTZ. >> GOOD AFTERNOON, MISS CUSS

[00:40:24]

TINS, DR. TOWN SELL. SUSAN JOHN ON DIRECTOR OF EDUCATION AND MR. KURTZ AND MR. HOOKS, DEPARTMENT OF TRANSPORTATION. TO BRING YOU AN OUTLINE OF THE REOPENING PLAN. THE DRAFT REOPENING PLAN HAS BEEN POSTED ON BOARD DOCS AND AVAILABLE FOR THE COMMITTEE TO REVIEW AT THIS TIME. THE FIRST QUESTION FOR YOU AND OR COMMUNITY IS WHY THE REOPENING PLAN.

MOST OF THE FEED. BACK FROM THE SERVICES IN THE SPRING IS WHY DO WE EVEN HAVE A REOPENING PLAN.

WE ARE OPEN FOR BUSINESS. WE ARE OPENING AND NOT OCCURRING. AND I WANTED TO CLARIFY FOR EVERYONE THAT THE REOPENING PLAN WAS EXPECTED FOR US TO PRODUCE AS A RESULT OF THE COVID PANDEMIC.

AND ONCE OUR SYSTEM AND SYSTEMS AROUND THE STATE RECEIVED SSSR FUNDING. WE ARE REQUIRED TO GET FEEDBACK TWO TIMES A YEAR THROUGH SEPTEMBER OF 2024.

WE WILL BE REVISITING THIS PLAN THROUGH SEPTEMBER OF 2024.

I ALSO WANTED TO CLARIFY SOME OF THE REQUIREMENTS FOR THE REOPENING PLAN THIS YEAR. SO WE ARE REQUIRED AS A SYSTEM TO ADDRESS THE 12 AREAS DESIGNATED BY MSDE.

HE WANTED TO MAKE SURE WITHIN OUR REOPENING PLAN WE ARE ALIGNED TO THE CDC GUIDELINES, WE SOUTH OUT INPUT IN OUR PLAN HOW OUR PUBLIC COMMENTS ARE USED AND WE ENSURE THAT WE DESEGREGATE SERVICE DATA WHENEVER WE ARE REPORTING OUR ACADEMIC DATA AND SUBMIT THE FINAL PLAN TO MSDE WE NEED TO HIGHLIGHT OUR CHANGES. THROUGHOUT THE COURSE OF THE YEAR AND IN DECEMBER AND JANUARY, WE SOUGHT FEEDPABLG FROM STAFF AND STUDENTS AND ONCE AGAIN FROM JUNE 1 THROUGH JUNE 17, WE CONTINUE TO SURVEY OUR STUDENTS, STAFF AND STUDENTS THIRD GRADE AND ABOVE WITH ANY INFORMATION THAT THEY WANTED TO SHARE.OUR REOPENING PLAN. AS A RESULT OF THOSE SURVEYS WE ALSO MADE CHANGES WITHIN OUR CURRENT REOPENING PLAN.

MSDE REQUIRES THOSE 12 AREAS. THE 12 AREAS ARE, IT MUST BE A PUBLIC-FACING DOCUMENT ON OUR WEB SITE.

YOU CAN FIND OUR CURRENT DOCUMENT WITHOUT ANY CHANGES RIGHT NOW ON OUR WEB SITE ON THE COVID-19 TAB.

WE MUST DESCRIBE A PLAN FOR CONTINUOUS LEARNING FOR REQUIRED QUARANTINE AND SERVICE FOR STUDENTS WITH DISABILITIES.

MUST ADDRESS THE MPSS-AA ATHLETIC, OUTLINE THE COMMUNICATION PLAN FOR THE, MUST DESCRIBE HOW TO TRACK ATTENDANCE, OUTLINE PROTOCOLS FOR TRANSPORTATION OPINION WE MUST OUTLINE UP TO DATE SAFETY PROCEDURE THAT THEY ARE IN LINE.

WE HAVE TO ENSURE THAT OUR DISTRICT IS IN COMPLIANCE WITH IDOA AND TITLE 2. AND TO ALIGN TO STATE STANDARDS IN ALL CONTENTS. WE MUST EXPLAIN HOW WE COLLECT ASSESSMENT DATA FOR OUR STUDENTS INCLUDINGDIS AGGREGATED SERVICE GROUPS AND OUTLINE HOW WE MUST RECEIVE FEEDBACK AND MUST ENSURE ACCESS AND OPPORTUNITY TO ALL STUDENTS IN THE ACADEMIC SETTING FOR ACADEMICS AND SOCIAL AND EMOTIONAL WELL BEING.

WITH REGARD TO THOSE 12 EXPECTED AREAS, OUR REOPENING PLAN IS OUTLINED IN THE AREAS THAT YOU SEE ON THE SCREEN.

FORTUNATELY WE WERE ABLE TO RESUME IN PERSON INSTRUCTION.

AND WE ADMINISTERED MATH ASSESSMENT AND WE CONTINUE TO DO SO SO WE CAN IDENTIFY ANY GAP THAT'S WE SEE IN OUR STUDENTS AND CREATE A PLAN FOR CATCHING STUDENTS UP USING BOTH INFORMAL AND FORMAL INTERVENTIONS, USING DATA APPLICATIONS AND USING ACT SELL RATION STRATEGIES. OUR PLAN IS DRIVEN BY EQUITY WORK SO EACH STUDENT IS TO RIGOROUS COURSE STANDARDS AND SUPPORT THE EDUCATIONIAL REQUIREMENTS.

WE DO NOT -- AND WE HAVE NOT CHANGED ANY WAY THAT WE TRACK ATTENDANCE APT THIS POINT FOR STUDENTS ENGAGED IN DISTANT

[00:45:01]

LEARNING. WE HAVE A QUESTION TO MSDE REVOLVING AROUND REQUIRED QUARANTINE AND STUDENTS MUST HAVE ACCESS IF PLACED ON QUARANTINE AND HAVE ACCESS TO DISTANCE LEARNING THROUGH OUR CURRICULUM.

AND STUDENTS DEMONSTRATING LEARNING LOSS AND CONTINUE TO FILL GAPS AS WE MOVE THROUGH THE CURRICULUM.

I WILL TURN IT OVER TO MR. KURTZ TO TALK OF THE HEALTH AND SAFETY STANDARDS AND WHAT IT WILL LOOK LIKE IN THE FALL.

>> ONE AGAIN, WE WILL CONTINUE WITH T THE END OF LAST YEAR MASKING IS OPTIONAL. OM WINDOWS AND HATCHES THAT WILL BE OPEN OPTIONAL TO THE DRIVERS, THE CONTRACTORS.

WE ARE ROUTING FOR FULL SEATING CAPACITY.

WE ARE NOT SKIPPING SEATS OR PUTTING ONE PER SEAT.

A FULL BUSLOAD AGAIN. WE ARE GOING TO CONTINUE WITH THE FOUR-TIERED SYSTEM. ALL OF THE HIGH SCHOOLS ON THE FIRST TIER. MIDDLE SCHOOLS ON THE SECOND TIER AND ELEMENTARY IN THE THIRD AND FOURTH TIERS.

NEW FOR THIS YEAR, WE ARE GOING TO DIRECT TRANSPORT STUDENTS TO THE CTA. THERE WON'T BE ANY MORE LOSS OF EDUCATION FOR OUR CTA STUDENTS WHO HAD TO TRANSFER FROM PA TUCKS ENLT, HUNTINGTOWN AND NORTHERN AND WE HAVE TO PICK THEM UP FROM THEIR HOUSES AND CUTTING OUT THAT HALF AN HOUR RIDE. THAT IS ONE OF OOUR PROUD MOMENS THIS YEAR. WE ADJUST TO CALVERT HIGH SCHOOL TO BE ON THE SAME SCHEDULE AS THREE HIGH SCHOOLS BECAUSE THEY ARE ON THE CTA SCHEDULED. NOW THEY WILL BE ABLE TO BE ON THE SAME EXACT HIGH SCHOOL AS THE THREE OTHER HOOLGS.

THEIR STARTTIME IS ROUGHLY 7:15 INSTEAD OF 7:35 AND 7:40.

THE SAME SCHEDULE OF THE OTHER HIGH SCHOOLS.

WE MADE ONE OTHER SHIFT ON THE FOURTH TIERS AND FIFTH TIERS.

BEACH ELEMENTARY SCHOOL AND WINDY HILL ELEMENTARY SCHOOL.

WE FLIPPED THEM DUE TO LOOKING AT OUR ROUTES.

BEACH ELEMENTARY SCHOOL HAS SHORTER ROUTES WHICH MEANS IF YOU DO THE SHORTER ROUTES FIRST, YOU WILL BE ABLE TO MAKE IT TO THE FOURTH TIER SCHOOL WITH WINDY HILL WITH A LARGER FOOTPRINT OF THEIR DISTRICT. THE ROUTES WERE LONGER AND CAUSING THE BUSES TO BE LATER AT BEACH ELEMENTARY SCHOOL AND FLIPPED THEM FROM THIRD AND FOURTH BACK AND FORTH.

THAT'S IT FOR TRANSPORTATION. >> A MAJOR REVISION THIS YEAR TO OUR REOPENING PLAN IS THE REDUCTION OF SCHOOL MEALS.

OUR USDA WAIVERS WILL END JUNE 30.

OUR ENDS OF JUNE 30. SCHOOLS, BREAKFAST AND LUNCH MEALS WILL NO LONGER BE FREE FOR ALL STUDENTS IN THE COMING YEAR.

PARENTS AND GUARDIAN ARE URGED TO COMPLETE THE FREE AND REDUCED MEAL BENEFIT APPLICATION TO ENSURE THAT THEIR STUDENTS ARE ABLE TO GET APPROVED AND ELIGIBLE FOR THOSE BENEFITS.

WE HAVE A FEW INSTRUCTIONIAL UPDATES TO THE REOPENING PLAN.

WE ARE REMOVING THE STATE SFF THE PARK ASSESSMENT.

WE MOVE TO THE MCAP ASSESSMENT THIS YEAR.

WE WILL RECEIVE STRING 911MCAP RESULTS IN SPRING OF 2023.

WE LEFT THE FALL FIELD TEST SO WE HAVE AN IDEA OF THE COMPARISON WHEN WE MOVE FORWARD. WE ARE IN THE PROCESS OF ADJUSTING AND SETTING GOALS BASED ON OUR MAP DATA AND THAT WILL BE IN PLACE BY AUGUST 1 BEFORE THE FINAL PLAN IS SENT TO MSDE. EACH CONTENT SUPERVISOR AND COORDINATOR ANALYZES CONTACT DATA ARE, FEEDBACK AND DETERMINES NEXT STEPS FOR CURE RICK LAAND INSTRUCTION.

OUR VIRTUAL ACAED ME WAS REDUCED BASED ON INTEREST AND WE HAVE A SMALLER VIRTUAL ACADEMY IN STUDENTS GRADES 3-8.

AND PART OF THE CONSORTIUM FOR HIGH SCHOOLS AND DETERMINED IT WAS NOT COST EFFECTIVE DUE TO THE LOW INTEREST IN THE PROGRAM AND THE COST FOR THE APEX PRO

[00:50:01]

PROGRAM. WE HAVE ALSO OUTLINE IN THE CTE PROGRAM, OUR STUDENTS WITH OUR HEALTH AREAS, THAT -- THAT O OUR KRUSHGZTA HEALTH PARTNERS THOSE WORK THE MEDICAL ARENA TO HAVE THEIR COVID VACCINATION AND THAT WILL BE OUTLINED AND COMMUNICATED TO PARENTS AT THE BEGINNING OF THE YEAR AND STUDENTS THAT ARE IN THE PROGRAM THAT WAS COMMUNICATED LAST YEAR.

WE WILL CONTINUE TO RUN OUR SUMMER SCHOOL PROGRAMS AT EACH LEVEL. FIVE ELEMENTARY SCHOOL REGIONAL SITES, THREE MIDDLE SCHOOLS AND A HIGH SCHOOL SITE.

WE RUN OURESY AND HEAD START. AND EFFORTS OF SUPPORTING MENTAL HEALTH NEEDS FOR MATERIALS OF CALMING CORNERS AND ELEMENTARY SCHOOLS AND CALMING SPACES AT THE SECONDARY SCHOOLS AND PROVIDING TUTORING THROUGHOUT THE YEAR.

EXTRA CURE RICK LARKING ACTIVITIES ARE MOVING FORWARD WITH FULL IMPLEMENTATION. A CHANGE TO THE PROGRAM IS WE HAD LIMITED FIELD TRIPS LAST YEAR.

SO CURRENTLY WE WERE GOING TO RESUME ALL FIELD TRIPS AND WILL BE RESUMING ALL IN-PERSON EVENTS AT THIS TIME.

OUR NEXT STEPS IS TO CONTINUE TO RECEIVE PUBLIC COMMENT THROUGH AUGUST 1, 2022. AND FINAL PLAN POSTED AUGUST 15 ON OUR WEB SITE. DO YOU HAVE ANY QUESTIONS?

>>PAMELA COUSINS: GO AHEAD, DAWN.

>>DAWN BALINSKY: ON THE TUTORING.

IF A STUDENT COMES INTO SCHOOL AND IS RECOMMENDED FOR TUTORING, ARE THEY -- IS IT A REQUIREMENT THAT THEY DO IT? BECAUSE IT WOULD BE AFTER SCHOOL, RIGHT?

>> WE HAVE TUTORING THAT GOES ON BEFORE SCHOOL, DURING SCHOOL, SOMETIMES THROUGH LUNCHES AND DIFFERENT OPPORTUNITIES DURING THE DAY, AFTERSCHOOL AND ON SATURDAYS.

IT ISN'T A REQUIREMENT, BUT WE STRONGLY ENCOURAGE ANYBODY WHO HAS BEEN IDENTIFIED AS NEEDING ADDITIONAL SUPPORT TO TAKE ADVANTAGE OF THOSE OPPORTUNITIES.

ONE OF THE DRAWBACKS IS WHETHER OR NOT WE HAVE ENOUGH STAFF TO PROVIDE TUTORING. MSDE DEMONSTRATED CLEAR GUIDELINES FOR TUTORING AND THE FACT THAT IT MUST BE ONE TEACHER TO NO MORE THAN FOUR STUDENTS AND MUST ALIGNED TO CONTENT STANDARDS. SO WHAT IT LOOKS LIKE FOR TUTORING IS DIFFERENT THAN IF I WAS OFFERING SATURDAY SCHOOL AND WE WERE GOING THROUGH A STUDENT MISSING ASSIGNMENT AND HAVING THEM MAKE UP WORK. TUTORING IS SIGNIFICANT TO THE CONTENT STANDARDS AND TO HAVE SMALL GROUP ENVIRONMENTS TO ADDRESS THE NECESSARY THINGS EXIST.

>> WE ARE TRYING TO LAUNCH A ROBUST TUTORING PROGRAM?

>> WE WILL CONTINUE, ABSOLUTELY. THAT TUTOR ING -- ALL THE FUNDIG THROUGH TUTORING COMES FROM O OUR ESER GRANT.

>>DAWN BALINSKY: ABSOLUTELY. WE SHOULD TAKE FULL ADVANTAGE.

>> SO IN THE INSTRUCTIONAL UPDATES, IT SAYS THAT IT UTILIZED ASSESSMENT RESULTS TO DRIVE INSTRUCTIONAL IMPROVEMENTS. ARE THE DATA WE ARE GETTING FROM BOTH OF THOSE TESTS DIFFERENT ENOUGH TO BOTH BE USED TO DRIVE INSTRUCTIONAL IMPROVEMENT. HOW ARE THEY DIFFERENT -- HOW IS THE DATA USED DIFFERENTLY FROM BOTH TESTS.

>>MCA SPSHGZ LAGGING DATA. LONG AFTER THE TEST IS GIVEN.

AFTER MUSHGZSDE GOES THROUGH A FULL CYCLE WE WILL BE GETTING THAT DATA BACK IN A TIMELY FASHION.

WE ARE LOOKING AT THE RESULTS OF THE DATA TO SEE WHERE AGGREGATE KIDS, SERVICE GROUPS, WHERE DIFFERENT GROUPS OF KIDS SCORE AS WELL AND HOW WE ADJUST CURRICULUM AND INSTRUCTION TO ADDRESS BIG ITEMS. WHEN WE LOOK AT MATH ASSESSMENTS. ANY ASSESSMENTS WITHIN A CLASSROOM. MANY TIME 10TH GRADE AND 5TH GRADE TEACHER WITH A COMMON ASSESSMENT.

TEACHERS MAKE ASSESSMENTS THAT ARE BEING USED TO DETERMINE WHAT OUR NEXT STEPS ARE IN INSTRUCTION.

MATH IS ONE OF THOSE ASSESSMENTS THAT WE USE FROM THE DISTRICT LEVEL. WE HAVE COUNTYWIDE BENCHMARKS IN DIFFERENT AREAS THAT WE USE. AND THOSE ASSESSMENTS ARE -- ARE --. MORE FORMATIVE IN NATURE TO BE ABLE TO INFORM INSTRUCTION FOR TEACHERS IN THE CLASSROOM.

>>PAMELA COUSINS: I HAVE A COUPLE OF QUESTIONS.

HOW IS THE PARTICIPATION IN SUMMER SCHOOL FOR THOSE STUDENTS

INVITED OR ENCOURAGED TO ATTEND? >> WELL, WE HAVE A VERY HIGH NUMBER OF STUDENTS IN THE HIGH SCHOOL SUMMER SCHOOL PROGRAM.

AND OVER 300 STUDENTS AT CALVERT HIGH SCHOOL.

EACH MIDDLE SCHOOL PROGRAM HAS BETWEEN 30 AND 50 STUDENTS.

AND THE STUDENTS WHO WERE INVITED WERE ATTENDING.

THERE ARE A FEW STUDENTS THAT WERE INVITED THAT DID NOT HAVE

[00:55:01]

TO COME TO SUMMER SCHOOL AT THE MIDDLE SCHOOL LEVEL WHO CHOSE NOT TO COME. BUT ALSO STUDENTS WHO WERE INVITED EVEN THOUGH THEY DIDN'T HAVE TO COME BECAUSE OF COURSE FAILURE WHO ARE ATTENDING. AT THE ELEMENTARY SCHOOL, AT THE FIVE SITES, WE HAVE MUCH GENERALLY AROUND 40 TO 60 STUDENTS PER SCHOOL IN THOSE SITES WHICH IS COMPARABLE TO

LAST YEAR. >>PAMELA COUSINS: THANK YOU.

SECOND QUESTION. REGARDING THE SCHOOL MEALS, IS THERE A WAY TO REPORT BACK TO THE BOARD ON HOW MUCH IT WOULD COST IF WE OFFERED FREE MEALS FOR THE UPCOMING SCHOOL YEAR TO OUR STUDENTS. HOW MUCH THAT WOULD COST.

AND WHERE -- HOW WOULD WE PAY FOR IT.

>> ABSOLUTELY. WE WILL HAVE TO GET THAT INFORMATION FOR YOU. WE WILL WORK WITH CHILD NUTRITION TO FIND OUT HOW MUCH IT WOULD COST TO PROVIDE FREE MEALS FOR ALL STUDENTS AND WHERE THAT MONEY WOULD COME FROM IF WE

WERE TO DO IT. >> CORRECT.

>> ABSOLUTELY. >> TO PIGGYBACK ON PRESIDENT COUSINS QUESTION. IS THERE NEED TO ADD ADDITIONAL STAFFING AND IF SO, WHERE DOES THAT STAFFING NEED TO BE ADDED AND HOW MUCH ADDITIONAL COSTS WILL THAT BE.

>> IF I CAN CLARIFY TO MAKE SURE WE HAVE IT ALL.

WE HAVE HOW MUCH WILL IT COST TO PROVIDE FREE MEALS FOR EVERYONE AND WHERE WILL THE MONEY COME FROM.

AND ALSO WHAT ADDITIONAL STAFFING OR IMPACTS TO THE CHILD NUTRITION PROGRAM AND HOW MUCH THAT WILL COST.

>> CORRECT. VERY GOOD.

>>PAMELA COUSINS: THANK YOU, ANY MORE QUESTIONS? THANK YOU. MR. KURTZ, YOU CAN STAY THERE.

[7.05 Blueprint Update]

THE NEXT ITEM IS THE BLUEPRINT UPDATE.

DR\. SAMPSON, MR. WALKER, AND MR.K MR.KURTZ.

>> GOOD AFTERNOON, PRESIDENT COUSINS.

>>PAMELA COUSINS: TURN YOUR MIC ON AND PULL IT CLOSER TO YOU.

>> GOOD AFTERNOON PRESIDENT COUSINS, DR. TOWNSEL AND I AM THE COORDINATOR FOR BLUEPRINT IN CALVERT COUNTY.

WITH ME I HAVE DR. JAMES KURTZ AND MR. SANDY WALKER AND THEY WILL INTRODUCE THEIR ROLE IN THIS PROCESS AS WE MOVE FORWARD.

TODAY WE WILL GIVE AN OVERVIEW OF THE MARYLAND BLUEPRINT RECENT UPDATES AND REVISIT OUR TIMELINE FOR IMPLEMENTATION.

ON MAY 5, THE ACCOUNTABILITY AND IMPLEMENTATION BOARD WHICH WILL BE FULLER REPRESENTED AS THE IBE MET TO DISCUSS THE TEACHER CHANGES OF REQUIREMENTS IN MARYLAND THAT WILL EXTEND THE LENGTH OF THE STUDENT TEACHING PRACTICUM OF THE FULL SCHOOL YEAR BEGINNING IN 2025.

RECENT UPDATES FROM THE IAB. THEY PROVIDED MATERIALS AND INFORMATION ON EACH PILLAR WHICH WILL ALSO BE DESCRIBED AS POLICY AREAS DURING MEET INFORMATION JUNE.

THESE WERE INFORMAL PLANNING SESSIONS DESIGN TO GIVE OVERVIEWS AND ALLOW PRESENTERS TO EXPLAIN THE PURPOSE BEHIND THE WORK. INFORMATION WAS PRESENTED AS A MEANS TO GIVE ADDED PERSPECTIVE. NO ACTION ITEMS WERE TAKEN THE AIB WILL BE IN ACTIONS, SUGGESTIONS AND TIMELINES DURING THE WORK SESSIONS. THE FIRST OF WHICH IS IN SESSION RIGHT NOW. SO BEGINNING WITH TODAY'S MEETING, THE JULY, AUGUST MEETINGS, THEIR WORK SESSIONS FOCUSING ON THE IMPLEMENTATION WHERE THEY LOOK AT THE LAW AND DIFFERENCES IN INTERPRETATION OF THE LAW, DEVELOP SOLUTIONS TO

[01:00:04]

ISSUES YET TO BE RESOLVED PPD. AND IDENTIFY ISSUE THAT'S MAY REQUIRE CHANGES IN STATUTES. THE IAB DID ANNOUNCE THE REMAINING WORKSHOP DATES FOR THE SUMMER WITH THE NEXT TWO WORKSHOP DATES JULY 20 AT 1 P.M. AND JULY 28 AT 3:30 P.M.

AGENDAS FOR THOSE WORKSHOP MEETINGS WILL CENTER ON PILLARS OR POLICY AREAS THREE AND FOUR ON THE 20TH AND POLICY AREA ONE ON THE 28TH. ADDITIONALLY, THE AIB WILL HAVE ITS WEB SITE PUBLISHED SOON WHICH WILL PROVIDE ADDITIONAL INFORMATION AND UPDATES REGARDING THE BLUEPRINT.

JUST UPDATES, THE 23RD MEETING WAS PLANNED AS PART OF THE BLUEPRINT INFORMATION SERIES AND SECTION THREE AND FOCUS ON PILLAR ONE, EARLY CHILDHOOD EDUCATION AND PILLAR FOUR, NEW RESOURCES OF THOSE WHO NEED THEM.

THE FOCUS ON INFRASTRUCTURE AND HOW SYSTEMS ARE AND CAN BE ALIGNED COMPARED TO OTHER WORLD COUNTRIES SUCH AS FINLANDS, SINGAPORE AND AUSTRALIA. THE JUNE 30 WAS A PLANS SESSION THAT FOCUSED ON PILLAR TWO, HIGH QUALITY AND DIVERSE TEACHERS AND LEADERS. AND A PRESENTATION OF THE NATIONAL BOARD CERTIFICATION PROCESS AND PROVIDED RESEARCH BEHIND THE MBC OF STUDENT OUTCOMES.

HE WILL VENTILATORING THE TEACHING PROFESSION THROUGH THE MSHGSZBTE MUCH PROCESS WITH THE MEDICAL PROFESSION WITH THE MEDICAL BOARD EXAMPLE AND THE BAR EXAM.

THE GOAL IS TO MAKE IT THE STORM ACROSS THE STATE AND THE MAJOR CHANGE TO THIS POLICY THAT TEACHER CAN NOW BEGIN THE PROCESS TO PURSUE THEIR NATIONAL BOARD CERTIFICATION ONCE THEY ENTER THE PROFESSION AS OPPOSE TO WAITING THREE YEARS AND THEN APPLY. SO ALTHOUGH THEY CAN WORK TOWARD THOSE COMPONENTS. AS SOON AS THEY WALK IN THE DOOR, THEY WON'T HAVE CERTIFICATION UNTIL AFTER THE THIRD YEAR. WHAT THIS ALSO DOES IS PUT TEACHERS IN A TRAJECTORY AND START AT LEVEL TWO OF THE CAREER LATTER AND REACH LEVEL 3 OF THE CERTIFICATION.

FUTURE IMPLEMENTATION DATES. DEADLINE ALSO BE MET OVER THE NEXT FEW YEARS AND THEY ARE REPRESENT IN THIS SLIDE.

NOT AN ALL-INCLUSIVE LIST BUT HIGHLIGHT SOME OF THE MAJOR MILESTONES. BY JULY 1, EXPERT REVIEW TEAMS -- JULY 1 OF 2023, EXPERT REVIEW HAVE BEEN DEPLOYED IN 10% OF SCHOOLS. BY JULY 1 OF 2023, WATT WAYS OF COLLEGE AND CAREER PROGRAMS WILL BE IMPLEMENTED.

JULY 1, 2026, MINIMUM STARTING SALARY FOR TEACHERS WILL BE $60,000. NOW I WILL HAND IT OVER TO MR. WALKER WILL PROVIDE INFORMATION ON POLICY AREA FOUR.

>>> THANK YOU, GOOD AFTERNOON PRESIDENT TOWNSEL AND MEMBERS OF THE BOARD. I AM SANDY WALKER THE DIRECTOR OF HE CAN WASHINGTON TEE AND SCHOOL IMPROVEMENT.

MUCH TODAY IMTELL YOU POLICY AREA 4, FOR RESOURCE TO ENSURE THAT ALL STUDENTS ARE SUCCESSFUL.

I WILL STAY THAT AS OUR WORKGROUP HAS BEEN GOING THROUGH THE LANGUAGE. WE HAVE A LOT OF QUESTIONS.

AND I THINK SOME OF THAT WILL BE RESOL OFFED WITH THE TIMELINE THAT DR. SAMPSON HAD MENTIONED AS WELL.

SO KNOWING THAT THERE ARE STILL A LOT OF QUESTIONS IN THIS AREA.

AND I WILL TALK THROUGH THAT. SO OVERALL, THE TWIN GOALS ARE TO ELEVATE THE OVERALL STUDENT PERFORMANCE OF MARYLAND STUDENTS TO AN INTERNATIONAL STANDARD AND ELIMINATE OPPORTUNITY AND ACHIEVEMENT GAPS. THE COMMISSION MADE IT CLEAR THIS IS NOT THE WORK OF ONE POLICY AREA, RALT TER PERMEATES THE RECOMMENDATIONS ACROSS ALL FIVE POLICY AREAS.

THE COMMISSION WANTS TO ENSURE PLACING A FOCUS ON STUDENTS WHO ARE OFTEN LEFT BEHIND IN EDUCATIONAL SYSTEM AND THE COMMISSION IS RECOMMENDING MORE RESOURCES TO THOSE STUDENTS WHO NEEDED IT THE MOST. ONE POINT OF INTEREST.

SOME DISTRICTS REFER TO THE STUDENTS AS "AT-RISK" BECAUSE

[01:05:01]

THEY ARE AT RISK OF FAILING TO SUCCEED IN SCHOOL.

THE COMMISSION DETERMINES AT PROMISE INSTEAD OF AT RISK BECAUSE STUDENTS HAVE THE PROMISE AND POTENTIAL TO BE SUCCESSFUL IN SCHOOL IF THE EDUCATIONAL SYSTEM IS DESIGN TO MEET THEIR NEEDS. THIS LANGUAGE IS IMPORTANT BECAUSE IT IS A KEY SHIFT FROM A BELIEF THAT SOMETHING IS WRONG WELL STUDENTS WHO ARE PERFORMING POORLY TO THE BELIEF THAT SOMETHING IS WRONG WITH THE SYSTEM AND TWEAKS FIXES WE CAN MAKE TO MEET THE NEEDS OF ALL STUDENTS.

MOREOVER, THE FOUNDATION OF THE THINKING BEHIND THE BLUEPRINT AND THAT IS -- THAT IS KEY IN AREA 4.

NEXT, I WILL SHARE WITH YOU THE ELEMENTS OF POLICY AREA FOUR.

TO BEGIN WITH BROAD AND SUSTAINED NEW ACADEMIC SOCIAL SERVICE AND HEALTH SUPPORT FOR STUDENTS IN SCHOOLS THAT NEED IT THE MOST. INCREASING FUNDING FOR SPECIAL EDUCATION SIGNIFICANTLY TO IMPROVE OUTCOMES.

CCPS HAS INCLUDED FUNDS FOR STUDENTS WITH DISABILITIES.

THESE FUNDS HAVE BEEN USED TO HIRE ADDITIONAL STAFF TO SUPPORT STUDENTS WITH STRUGGLING BEHAVIOR AND ADDITIONAL TEACHING AND INSTRUCTIONAL POSITIONS. FUNDS HAVE BEEN UTILIZED TO SUPPORT ADDITIONAL TRAINING OF AKURU, A TRAUMA INFORMED CARE APPROACH. ADDITIONAL FUNDING FOR ENGLISH LANGUAGE LEARNERS. ENGLISH STUDENTS INCLUDING EL FAMILY COORDINATORS. AT THIS TIME NO FURTHER INFORMATION AND GUIDANCE ABOUT THIS.

I KNOW THAT STATEWIDE REPRESENTATIVES FROM LOCAL SCHOOL SYSTEMS HAVE BEEN DISCUSSING AND COMPILING BEST PRACTICES. THIS MAY DEVELOP INTO GUIDELINES OR REQUIREMENTS FOR LOCAL SCHOOL DIST DISTRICTS. WE WILL KEEP YOU UP TO DATE ON IS THAT WELL. FOR STRUGGLING LEARNERS TO PROVIDE ADDITIONAL FUNDING FOR ONE ON ONE SMALL GROUP INSTRUCTION FOR STUDENTS WHO ARE NOT -- WHO ARE NOT.

OR ARE NOT ON TRACK TO READING AT GRADE LEVEL BY GRADE THREE.

READING IS A CRITICAL TOOL FOR LEARNING ALL OTHER CONTENT.

IN 019, THE READY TO ACT -- THE READY TO READ ACT WAS PASSED IN MT. TO ADDRESS READING GAPS FOR STUDENTS AT RISK FOR READING DIFFICULTIES.

THE READY TO READ ACT. SCREENING FOR ALL KINDERGARTEN STUDENTS AND IDENTIFIED FIRST GRADE, SECOND GRADE AND THIRD GRADE STUDENTS AT RISK OF PREAD. READING INSTRUCTION FOR STUDENTS, ANNUAL REPORTING REQUIREMENTS AND EVALUATION OF THE SCREENING PROGRAM. CCPS IS ALREADY COMPLETING EACH OF THESE REQUIREMENTS. THE BOARD MAY BE INTERESTED IN PERHAPS IN THE FUTURE SESSION OF RECEIVING INFORMATION ABOUT ALL OF THE WORK THAT HAS BEEN DONE TO MEET THE REQUIREMENTS OF THE READY TO READ ACT CCPS DOES NOT MEET THE CRITERIA FOR ABOVE VERITY OF SCHOOL TO PROVIDE SOCIAL SERVICES BEFORE AND AFTER SCHOOL -- BEFORE AND AFTER SCHOOL ACADEMIC PROGRAMS AND EXPANDING STUDENT ACCESS TO SCHOOL BASE HEALTH SERVICES.

THESE ARE FOCUSED ON SCHOOLS THAT HAVE A POVERTY LEVEL OF GREATER THAN 55 PEDESTRIAN WE DON'T HAVE THAT AND THIS IS A LOT OF 9 LANGUAGE IN POLICY AREA NUMBER FOUR.

AS DR. JOHNSON SPOKE EARLIER SUPPLEMENT GRANTS AND STUDENTS INK-12 AND SESSION ARE LIMITED TO NO MORE THAN FOUR STUDENTS.

HERE ARE -- I MENTIONED IT EARLIER THE KEY TIME LLINE POINTING TO IS SEPTEMBER 1S FOR CRITERIA FOR LOCAL IMPLEMENTATION PLAN. OUR HOPE IS THAT WE WILL HAVE AN UNDERSTANDING OF WHAT EXACTLY THEY WILL LIKE TO REPORT ON AND MORE DIRECTION, ESPECIALLY IN THIS AREA OF WHAT THEY WOULD LIKE FOR US TO IMPLEMENT MARCH OF '23 WHERE LOCAL DES STRICTS

[01:10:01]

WILL HAVE TO SUBMIT THEIR PLAN. DECEMBER AND SEPTEMBER ARE KEY MONTHS TO MAKE SURE WE ARE IN ALIGNMENT WITH WHAT IS BEING ASKED FOR US JUST A COUPLE OF ITEMS. TIMING OF STAFF AND BEHAVIORAL HEALTH.

WE ALREADY DO THAT AND OUR STAFF REC RECEIVEDIAL EWELL SERVICE IN THE FALL.

SCHOOLS ARE REQUIRED TO HAVE A MENTAL HEALTH COORDINATOR AND WE HAVE THAT AS WELL. RESTORATIVE PRACTICES OF THE CRITERIA FOR THE EXPECTATION OF THE PLAN.

CURRENTLY CCPS HAS A TRAIN THE TRAINER PROGRAM.

AND SO EACH SCHOOL BUILDING HAS A DESIGNATED TRAINER FOR RESTORATIVE PRACTICES AND ESA FUND TO PROVIDE STAFF WITH TRAINING AS WELL. SWITCH TO LAST BULLET OF TRAINING. WE ARE LOOKING TO IDENTIFY AS A PART OF OUR IMPLEMENTATION PLAN TO IDENTIFY A SCREENER, BEHAVIOR SCREENER FOR STUDENTS TESTING STUDENTS FOR BEING CONSISTENT IN AREAS. WE ARE -- THAT IS A PART OF OUR IMPLEMENTATION PLAN AND THAT IS WHAT OUR COMMITTEE IS DOING IS LOOKING AT THE LANGUAGE DETERMINING, OKAY, WHAT IS IT THAT WE HAVE. WHAT DO WE NEED.

AND JUST -- JUST CONTINUING TO LOOK FOR GUIDANCE WITH SOME OF THAT LANGUAGE THAT -- THAT IS IN THERE.

. THERE ANY QUESTIONS FOR MME.

>> GOOD AFTERNOON, ONCE AGAIN, PRESIDENT COUSINS AND BOARD OF EDUCATION. JAMES KURTZ, DIRECTOR OF STUDENT SERVICES. STATE AND LOCAL GUIDELINES GOVERNING THE ACCOUNTABILITY OF THE BLUEPRINT FOR MARYLAND'S FUTURE. MOST OF THE SPECIFICS OF THE GOVERNMENT AND ACCOUNTABILITY IS BEING DISCUSSED BY THE AIB AND THE INFORMATION THAT YOU HEAR WILL BE A BROAD OVERVIEW OF AREA FIVE. SUB-ELEMENTS, INDEPENDENT BOARD, TRACKING REPORTING ON SUBGROUPS, TRACKING AND RECORDING ON THE CTE PATH WARE, TRACKING TEACHER PREP PROGRAMS, FUNDS WITH THE 25% IMPLICATION AND FUND WITH THE 75% IMPLICATION.

THE. INDEPENDENT OVERSIGHT BOARD.

THEY ARE DEVELOPED TO DETERMINE A TIMELINE FOR IMPLEMENTATION OF KEEL MILESTONES, DEVELOPING GUIDELINES AND CRITERIA FOR LOCALS FOR DETAILED IMPLEMENTATION PLANS CONSISTENT WITH THE CIP. REVIEWING AND APPROVING LOCAL PLANS, MONITORING IMPLEMENTATION, GATHERING DATA TO ANALYZE THE IMPACT TO STUDENT ACHIEVE, CONTRACT WITH EXPERTS AND REPORTING PROGRESS TO THE GOVERNOR ANNUALLY.

WHAT YOU HEARD FROM PREVIOUS PRESENTATIONS OF INVESTIGATION OF POOR PERFORMANCE AND MAKE RECOMMENDATIONS FOR IMPROVEMENT.

THE EXPERT VERY VIEW TEAM WILL RESULT IN CAREER LADDER PEOPLE AND EXPERTS TEACHERS AND LEADERS.

THESE EXPERT REVIEW TEAMS WILL BE TRAINED AND THEIR PURPOSE WILL BE TO INTERVIEW, OBSERVE AND ANALYZE DATA TO DETERMINE THE EXTENT OF WHICH SCHOOLS. EXPERTS REVIEWS IN YEAR THREE AND LOWER PERFORMING SCHOOLS LESS OFTEN BUT FREQUENTLY.

ALL OTHER. SCHOOLS NOT SELECTED WILL BE ABLE TO REQUEST A REVIEW. AND REPORT BY MSD TO RECOMMEND IF MONEY SHOULD BE WITHHELD IN YEAR SIX IF IMPROVEMENT IS MADE.

ELEMENT 5-C, THE CTE COMMITTEE WILL TRACK AND REPORT ON THE

[01:15:04]

PROGRESS OF STUDENTS IN EACH MARYLAND SCHOOL WITH A CTE PATHWAY. THUS THE CTE COMMITTEE OF PERFORMANCE METRICS WITH SCHOOLS WITH CTE PROGRAMS AND PATH BY AS. IN ADDITION WILL USE STATE ACCOUNTABILITY DATA TO DETERMINE WHICH SCHOOLS ARE NOT MAKING ADEQUATE PROGRESS AND EXPERT REVIEW TERMS TO DETERMINE INADEQUATE PROCESS AND MAKE RECOMMENDATIONS ON HOW TO CORRECT THE PROBLEMS. CTE COMMITTEES WILL BE INFORMED BY THE EXPERT VERY RUE TEAMS ON THE ARE RELEASE OF THE FUNDS LINKED TO STUDENT PERFORMANCE. THEY SHOULD BE GIVEN ADEQUATE TIME TO RESPOND, BUT IT SHOULD BE NOTED THAT ADEQUATE TIME WILL BE GIVEN TO RESPOND TO THE RECOMMENDATIONS AND MAKE IMPROVEMENTS BASED ON THE FEEDBACK.

IT IS NOTED THAT THE RELEVANT STAKEHOLDERS WILL REVIEW THESE RECOMMENDATIONS AND PLANS WILL BE REQUIRED.

AS AN EXAMPLE OF A RECOMMENDATION THAT MAY BE MADE IS TO PAIR STRUGGLING SCHOOLS WITH ANOTHER SCHOOL WITH SIMILAR DEMOGRAPHICS BUT GOOD PERFORMANCE.

ELEMENT 5D, MARYLAND HIGHER EDUCATION CENTER WILL BE REQUIRED TO TRACK AND REPORT PROGRESS ON TEACHER PREP PROGRAMS IN THE STATE AND UPGRADING THE QUALITY AND STANDARDS OF THEIR PROGRAMS. THIS WILL INCLUDE REPORTING ON TEACHER QUALITY, THE NUMBER OF TEACHER APPLICATIONS AND ACCEPTANCE TO PROGRAMS. THE PROPORTION OF TEACHER GRADUATES AND EDUCATION PROGRAMS THAT MAJORED IN UNDERGRADS, THE PROPORTION OF TEACHERS HIRED WHO WERE TRAINED IN THE STATE VERSUS OUT OF STATE AND THE SATISFACTION OF THE SCHOOL DISTRICT OFFICIALS WITH NEW TEACHERS WHO HAVE RECENTLY GRADUATED FROM MARYLAND INSTIT INSTITUTIONS. ELEMENT 5-E STATES -- THE BEGINNING IN YEAR SIX, NOT LESS THAN 25% OF NEW FUNDS WILL BE RELEASED ONLY ON APPROVAL BY THE OVERSIGHT BOARD BY APPROPRIATE IMPLEMENTATION OF ANY RECOMMENDATIONS OF THE COMMISSION. THE PLAN SUBMITS -- ADDRESSING AREAS NOTE IN RECOMMENDATIONS AND THE STUDENT BODY AS A WHOLE AND SUBGROUPS MAKE ADEQUATE PROGRESS TOWARD COLLEGE AND CAREER READINESS. AND FINALLY, IN ELEMENT 5-F, STATES THAT NOT LESS THAN 75% OF THE ENROLLMENT-BASED FUNDS ALLOCATE TO SCHOOL SYSTEMS OR SCHOOLS ON THE BASIS OF THE NEEDS OF THE STUDENTS ENROLLED IN THAT SCHOOL WILL FLOW DOWN TO THE SCHOOL AND ARE TO BE USED BY THE COOL TO EDUCATE THE CHILDREN IN THE SCHOOL. THE DESIGN ASSUMPTION AND IMPLEMENTATION DECISIONS STATED FOR THIS SUB AREA ARE THAT THERE WILL BE STRONG INCENTIVES FOR IMPLEMENTATION OF RECOMMENDATIONS MADE BY EXPERT REVIEW TEAMS TO ACHIEVE PROGRESS OF UNDERSERVED STUDENT GROUPS. IT IS NOTED THAT THE COMMITTEE DOES NOT BELIEVE IN WITHHOLDING FUNDS SOLELY BASED ON STUDENT PERFORMANCE AND POOR PERFORMANCE SHOULD TRIGGER MORE INTENSIVE MONITORING BY EXPERT REVIEW TEAMS. ANOTHER ASSUMPTION THAT THE PORTION OF THE FUNDS SHALL ONLY BE WITHHELD WHEN THE DISTRICT IS NOT DOING WHAT THEY SHOULD BE DOING AND WHEN FUNDS ARE WITHHELD, IT WILL ONLY BE FOR AS LONG AS IT TAKES TO DEVELOP A PLAN.

AND THAT THERE WILL ONLY BE WITHHOLDINGS AFTER RECOMMENDATION ARE NOT BEING IMPLEMENTED A KWATSLY AFTER THE SCHOOL OR SCHOOL SYSTEM IS GIVEN SUFFICIENT TIME TO RESPOND.

THANK YOU. >> WHAT COMMITTEE HOLDS THE FUNDS. IS THAT THE STATE COMMITTEE? I MEAN, A POLICY IS A POLICY, AND IT WILL GO ON FOREVER BECAUSE THEY WILL ALWAYS BE A POLICY CHANGE.

BUT WHO IS FUNDING ALL THESE FUNDS?

IS IT STATE, FEDERAL, COUNTY? >> I BELIEVE IT IS THE STATE.

>> AT THIS POINT? >> IT'S IMPLIED IN THE PLAN IT

WOULD BE THE STATE. >> SO THE PLAN FOR THIS GOES OUT TO 2032. AND SO THE IDEA IS THAT MSD IS GRANTING THESE FUNDS THROUGHOUT THAT TEN-YEAR PERIOD?

>> THANK YOU. >> HAVE WE -- HAVE YOU GUYS ESTABLISHED A RELATIONSHIP WITH COUNTY COMMISSIONERS OR MEET

WITH THEM OR UPDATING THEM? >> WE HAVE BEEN AND ACTUALLY I HAVE ONE MEETING SCHEDULED TOMORROW WITH THE CO-CHAIR TO TALK THROUGH SOME THINGS IN PREPARATION OF THE NEXT MEETING.

>> THANK YOU. >> SID QUESTIONS OF THE EXPERT REVIEW TEAMS. IT SOUNDS LIKE A TREMENDOUS IDEA

[01:20:01]

THAT THEY ACTUALLY PUT EXPERTISE ON THE GROUND.

WE ARE INTO THE SCHOOLS TO HELP SOME SCHOOLS MEET THE GUIDELINES OF THE -- OF THE WHOLE BLUEPRINT.

AND YOU KNOW, WE ALWAYS SAID WE SHOULD BE -- THE STATE SHOULD HELP US SHARE BEST PRACTICES, RECEIPT.

YOU KNOW, SOME SCHOOLS DO GREAT. BRING THOSE METHODOLOGIES THE STRUGGLING SCHOOLS. SO IT SOUNDS LIKE THAT IS WHAT THE EXPERT REVIEW TEAMS ARE. BUT DO YOU HAVE ANY FEELING FOR HOW MANY OF THESE? BECAUSE IF WE ARE TALKING BY 2023 TO HAVE AT LEAST THREE DISTRICTS HAVE 10% OF THEIR SCHOOLS COVERED WITH EXPERT VERY RUE TEAMS, DOES THAT MEAN THERE CAN JUST BE ONE EXPERT REVIEW IN EACH DISTRICT AND THEY GO AROUND TO THE DIFFERENT SCHOOLS. DO WE KNOW PHYSICALLY HOW THIS WILL WORK AND HOW MUCH TIME THEY CAN DEVOTE TO A SCHOOL SYSTEM?

>> WE DON'T RIGHT NOW. THE TRAINING IS GOING ON RIGHT NOW. AND I BELIEVE THEY HAVE HIRED JUST OVER 100 EXPERT REVIEWERS FOR THIS COMING SCHOOL YEAR.

WITH THE ANTICIPATION OF EXPAND THAT NUMBER EACH YEAR.

>>DAWN BALINSKY: ARE THESE CURRENT EMPLOYEES IN THE SCHOOLS OR ARE THEY WORKING FOR THE STATE?

>> THEY COULD BE TEACHERS. THEY COULD BE ADMINISTRATORS.

CENTRAL OFFICE PERSONNEL. IT JUST DEPENDS.

AND AN INTERVIEW AND HIRING PROCESS.

SO IT JUST -- IT VARIES BY DISTRICT.

>>DAWN BALINSKY: THEY ARE WORKING FOR THE STATE OR STILL

WORK THE SCHOOL SYSTEMS? >> THEY ARE STILL WORKING AT THEIR RESPECTED ROLES BUT ALSO WORKING FOR THE STATE.

>>DAWN BALINSKY: LIKE A EXTRA DUTY, EXTRA PAY KIND OF THING.

OKAY. OKAY, THAT'S ALL I HAD.

>> MY QUESTION IS RARTDING THE 5-F.

THE SLIDE WITH 5-F INDICATING THAT 75% BASED EVER ENROLLMENT FUNDS HAVE TO GO TO SCHOOLS. HAVE WE DONE PRELIMINARY ASSESSMENT WITH OUR BUDGET WHERE WE FALL WITH REGARD TO THAT?

>> I DON'T BELIEVE SO, NO. >> IS THAT SOMETHING WE CAN WORK TOWARD TO ENSURE WE ARE REACHING OR PLAN TO REACH THAT BENCHMARK?

>> SO IN OUR WORK GROUPS. ALL OF OUR WORK GROUPS ACTUALLY, PART OF WHAT WE ARE DOING IS TRYING TO GET A JUMP START IN OUR IMPLEMENTATION AND HOW WE ARE GOING TO ACHIEVE ALL OF THESE ELEMENTS. SO THAT IS IN THE WORKS.

BUT UNTIL WE GET GUIDANCE FROM THE AIB IN TERMS OF WHAT THE CRITERIA IS, WE EXPECT GET TOO DEEP INTO THAT, BUT, YES, THAT WILL BE A DISCUSSION THAT WILL BE HAPPENING.

>> I AM CONFUSED, THE 75% MEANS THE SCHOOL DISTRICT WILL RECEIVE AT LEAST 75% OF THE OF ADDITIONAL, BLUEPRINT MONEY IF THEY ARE ADEQUATELY IMPLEMENTING THE GUIDELINES, RIGHT.

SO WE HAVE TO ASSUME WE WILL GET 100% BECAUSE WE SHOULD BE ALWAYS IMPLEMENTING -- YOU KNOW, MEETING.

THAT IS THE WAY I READ IT. AND JUST LASTLY, THE -- THE FACT THAT THEY ARE GOING TO BE TRACKING THE TEACHER QUALITY AND MAKING SURE THAT TEACHERS ARE TEACHING IN THE FIELD, STUDIED AND THE LIKE. MY WHOLE THING WITH THE STATE IS THEY ARE THE ONE THAT'S COULD HELP INCREASE THE NUMBER TEACHER THAT ARE BEING GRADUATED IN MARYLAND.

AND SO, I AM HOPING THAT THEIR PART -- THEIR RESPONSIBILITY FOR THIS BLUE PRINT IS -- JUST -- YOU KNOW, TRYING TO SOLVE THE TEACHER SHORTAGE, YOU KNOW, IN OUR AREA AND WE CERTAINLY HAVE ISSUES HERE AND WE ARE ALWAYS HAVING TO BRING IN FROM OUT OF STATE. SO HOPEFULLY YOU CAN KEEP ELEVATING THAT MESSAGE THAT THEY NEED TO TRY TO HELP INCREASE THE NUMBER OF TEACHERS IN THE STATE OF MARYLAND.

>> I THINK THAT IS ALL OF MY QUESTIONS.

THANK YOU SO AS MUCH FOR THE PRESENTATION TODAY.

>> THANK YOU. >>PAMELA COUSINS: THE NEXT ITEM

[7.06 Strategic Plan Update - Community Engagement]

ON THE AGENDA IS THE STRATEGIC PLAN UPDATE IN THE AREA OF COMMUNITY ENGAGEMENT BY TRACY THOMAS AND CARRIE AIKENS.

>> CAN YOU HEAR ME? OKAY.

SO GOOD AFTERNOON, PRESIDENT COUSINS, MEMBER OF THE BOARD AND WELCOME DR. TOWNSEL, TRACY THOMAS AND THE COORDINATOR OF HUMAN RESOURCES AND I OVERIS A SEE ALL PARTNERSHIP AND COMMUNITY ENGAGEMENT FOR CALVERT COUNTY PUBLIC SCHOOLS.

[01:25:03]

WITH ME TODAY IS MISS CARRIE AIKENS, PRESIDENT OF -- WAS GOING TO SAY TECHNICAL, TECHNOLOGY ACADEMY AND TO OVERSEE CTE PROGRAMS NATIONWIDE. WE WILL RECEIVE A STRATEGIC UPDATE ON COMMUNITY ENGAGEMENT. SCHOOL YEAR 2021-2022 PROVIDED US WITH MANY CHALLENGES, BARRIERS AND OPPORTUNITIES FOR COMMUNITY ENGAGEMENT. WE WERE ABLE TO BRING VOLUNTEERS BACK INTO OUR SCHOOLS ON A LIMITED BASIS.

STUDENT TEACHER INTERNS RETURNED TO OUR CLASSROOMS AND OUR STUDENTS WERE ABLE TO GAIN EXPERIENCES THROUGH INTERNSHIPS, MENTORSHIPS AND APPRENTICESHIPS. WE WILL FOCUS ON VOLUNTEERS IN OUR SCHOOLS. BASED ON THE RECOMMENDATIONS OF THE CITIZENS ADVISORY COMMITTEE, WE CREATE A CENTRALIZED APPROACH TO WELCOMING VOLUNTEERS IN OUR BUILDINGS THE COUNTY COUNTY SCHOOL FOUNDATION IS CELEBRATING ITS FIVE-YEAR ANNIVERSARY FOR COMMITMENT OF SUPPORTING THE INNOVATIVE IDEAS OF TEACHERS, STAFF AND SCHOOL. A COMPLETE REBRANDING OF THE CALVERT COUNTY SCHOOL FOUNDATION TO INCLUDE LOGO, WEB SITE, UPDATED APPLICATION, TIMELINES, FUNDING, RESOURCES, AND MATERIALS. WE ARE IN THE PROCESS OF DEVELOPING A CONTINUUM OF WORK-BASED LEARNING FROM CAREER EXPLORATION THROUGH REGISTERED APPRENTICESHIP WITH THE APPRENTICESHIP MARYLAND PROGRAM. FINALLY WE WILL HIGHLIGHT COMMUNITY ENGAGEMENT AND OUR COMMITMENT TO ENHANCING THE EDUCATION SYSTEM THROUGH VALUED BUSINESS AND COMMUNITY PARTNERSHIPS AND RELATIONSHIPS. IN 2020, THE CITIZENS ADVISORY COMMITTEE REVIEWED ALL COMPONENTS OF THE VOLUNTEER PROCESS FOR CALVERT COUNTY PUBLIC SCHOOLS.

THEY NOTED THERE WAS A CLEAR LACK OF A COHESIVE VISION AND THE PROCESS SHOULD BE MANAGED FROM A CENTRAL LEVEL.

WE DEVELOPED A VOLUNTEER HANDBOOK, VOLUNTEER TRAINING VIDEO, ONLINE APPLICATION AND A FINGERPRINTING APPLICATION.

ALL OF THE UPDATED RESOURCES AND DOCKS{SUFFIX}MENTS ON THE CCPS WEB SITE VIA BECOME A VOLUNTEER ON QUICK LINKS.

THE CCPS VOLUNTEER HANDBOOK AND TRAINING VIDEO IS REQUIRED COMPONENTS OF BEING A VERIFIED VOLUNTEER IN OUR SYSTEM.

HANDBOOK OF VIDEO INCLUDE GUIDELINES, RULES, EXPECTATIONS FOR ALL VOLUNTEERS AS PART OF SAFETY EFFORTS.

CCPS HAS INSTITUTED A VOLUNTEER SUPPORT SYSTEM TO ENSURE THAT ALL VOLUNTEERS RECEIVE PROPER TRAINING AND INFORMATION.

TOPICS COVERED IN BOTH THE HANDBOOK AND THE VIDEO ARE THE APPLICATION PROCESS, THE TRAINING PROCESS, A VOLUNTEER CODE OF ETHICS, SAFETY AND SECURITY.

CONFIDENTIALITY, CHILD ABUSE REPORTING, RESIGNATION AND DISMISSAL, AND THE RIGHTS AND RESPONSIBILITIES OF OUR VOLUNTEERS. IN AUGUST OF 2021, WE PUBLICLY SHARED OUT OUR NEW PROCESS WITH THE COMMUNITY.

BY SEPTEMBER OF 2021, WE HAD 1991 PEOPLE COMPLETE AN APPLICATION TO BECOME A VOLUNTEER WITH US FOR THE 2021-2022 SCHOOL YEAR WE HAD 4179 VOLUNTEERS OR PEOPLE COMPLETE AN APPLICATION TO BECOME A VOLUNTEER THIS AUCTION AND SEPTEMBER WE CONDUCT A REFRESHER TRAINING FOR THOSE IN SCHOOL BUILDINGS TO PREPARE FOR THE INCOMING SCHOOL YEAR.

YOU HAVE RECEIVED -- I GUESS IT WAS A FEW MONTHS AGO A PRESENTATION ON THE CALVERT COUNTY SCHOOL FOUNDATION AND I WILL PROVIDE A FEW UPDATES FROM THE LAST PRESENTATION.

WE HAD A VERY EXCITING YEAR. WE HAD CELEBRATED FIVE YEARS AS A FOUNDATION FUNDED NUMEROUS PROJECTS WITHIN OUR SCHOOL SYSTEM. AND NOW OVERHAULED THE APPLICATION MATERIALS, RESOURCES AND TIMELINES.

ONE OF THE FUNCTIONS OF THE FOUNDATION IS TO SUPPORT STAFF BY PROVIDING GRANT FUNDING FOR INNOVATIVE IDEAS AND ACTIVITIES THAT ARE OUTSIDE WHAT IS AVAILABLE THROUGH CCPS.

THIS YEAR, THE FOUNDATION HAS EXPANDED ELIGIBILITY TO INCLUDE COMMUNITY PARTNERS THAT WISH TO PARTNER WITH CCPS FOR A GRANT OPPORTUNITY. THE AWARD RANGES WERE EXPANDED TO THREE DIFFERENT TIERS. THE FIRST TIER IS UP TODAY 3500.

THE SECOND TIER IS $3500 TODAY 7,000.

FINALLY THE THIRD TIER IS 7001 UP TODAY 10,000.

ADDITIONALLY WE ESTABLISHED TWO GRANT PERIODS MUCH FROM APRIL 1

[01:30:03]

TO JULY 1. SO WE JUST ENDED AND HAVE ABOUT 16 APPLICATIONS FOR THE NEW GRANT PROCESS.

AND THE NEXT ONE WE WILL OPEN UP WILL BE DECEMBER 1 THROUGH FEBRUARY 1. ADDITIONALLY WE OFFERED TWO GRANT-WRITING WORKSHOP TO ASSIST ALL GRANT APPLICANTS WITH WRITING A PROPER APPLICATION. AND -- I DIDN'T -- WE ARE INCREDIBLY THANKFUL FOR CONSTELLATION FOR CHOOSING THE CALVERT COUNTY SCHOOL FOUNDATION TO BE THE RECIPIENT OF THEIR CHARITABLE FOUNDATION. MULTIPLE COMMUNITY PARTNERS AND BUSINESSES CAME TOGETHER LAST YEAR AND SUPPORTED AND RAISED $27,000 SPECIFICALLY FOR THE CALVERT COUNTY SCHOOL FOUNDATION GRANTS. WE LOOK FORWARD FOR AN UPCOMING GOLF TOURNAMENT IN SEPTEMBER AND OTHER EVENTS THAT WILL SUPPORT THE IDEAS OF OUR DEDICATED STAFF.

SO NOW I WILL TURN IT OVER TO CARRIE AIKINS.

>> GOOD AFTERNOON. SO I AM VERY EXCITE THAT WE HAVE BEEN WORKING VERY HARD ON A CONTINUUM OF WORK-BASED LEARNING EXPERIENCES FOR OUR STUDENTS. MANY ARE CONNECTED TO THE CAREER IN EDUCATION AND MANY HAVE NOT. OUR GOALS IS TO GIVE STUDENTS A VARIETY OF OPPORTUNITIES TRYING TO FIGURE OUT WHAT KIND OF THINGS THEY MIGHT LIKE TO DO, WHETHER IT IS JUST A BASIC ON-THE-JOB KIND OF EXPERIENCE WHERE THEY JUST GET TO EXPERIENCE A PARTICULAR WORK ENVIRONMENT.

UP TO AND INCLUDING A REGISTERED YOUTH APPRENTICESHIP A VERY FORMALIZED PROCESS AND HAVE SPECIFIC PARAMETERS THAT GO ALONG WITH IT. THE END RESULT IS TO HELP GUIDE STUDENTS IN CHOOSING A PRO IF EGGS AND CAREER THAT SUITS THEM AND GIVES THEM AN OPPORTUNITY DO THAT NO YOU NOW.

WE ARE VERY FORTUNATE TO HIRE A FULL-TIME TEACH THEIR COORDINATES OUR APPRENTICESHIP MARYLAND PROGRAMS AND ABLE TO BRING THAT ON BOARD AS A PILOT. ACROSS OUR CONTINUUM, WE HAVE SEEN A LOT OF SUCCESS WITH OUR STUDENTS IN THESE SLAR VARIOUS PROGRAMS AND EXPERIENCES. AND WE DID, OF COURSE, SEE NUMBERS IN OUR CAREER EXPLORATION PROGRAM AND SOME OF OUR WORK. BASED LEARNING DURING COVID.

WE HAD -- SOME OF THOSE FELL OFF IN SOME PLACES.

OF COURSE APPRENTICESHIP MARYLAND IS NEW AND FIGURES FOR LAST SCHOOL YEAR AND PROJECTED FOR THIS COMING SCHOOL YEAR.

OUR CAREER EXPLORATION PROGRAM IS UNGRADED CREDIT AND 50 HOURS.

THE GOAL IS -- IT IS IN ANY CAREER FIELD THAT THE STUDENT REQUESTS. BASICALLY AT THE TIME OF APPLICATION, THEY TELL US WHAT KIND OF CAREER OR SPECIFIC CAREER THEY ARE FROM IN. ONCE WE HAVE THAT INFORMATION, WE GO OUT AND SEEK A PARTNER THAT IS WILLING TO TAKE ON THE STUDENT FOR THOSE 50 HOURS. OUR GOAL IS TO TRY TO HAVE THE STUDENT IN THE SAME PLACEMENT FOR ALL 50 HOURS.

SOMETIMES THEY MOVE TO DIFFERENT PLACE{SUFFIX}MENTS IN A SIMILAR INDUSTRY. WE HAVE 35 STUDENTS THAT EXPRESSED INTEREST AND SOME OF THEM ARE ALREADY DOING THESE EXPLORATIONS OVER THIS SUMMER AT THE CLEE WHEN A LOT OF THE STUDENTS CHOOSE TO DO IT AS ADMINISTER RISK OVER THE NUMBERS AND SOMETIMES WE ARE NOT ABLE TO PLACE THEM BECAUSE THEY ARE INTERESTED IN SPECIFIC FIELDS THAT WE CAN'T FIND ANYTHING.

WE DO TRY IF WE CAN'T FIND A CAREER OPPORTUNITY THAT WILL PLACE THEM IN SOMETHING THAT IS SIMILAR TOO AND GIVE THEM ANS EXPERIENCE THAT WILL BE HELPFUL FOR THEM IN TRYING OUT THE FIELD. WE HAVE STUDENTS THAT WILL JOIN THAT PROGRAM. ALL 35 WILL BEGIN AND IT IS BY DESIGN AND GET 20 HOURS IN. THEY ARE LIKE I DON'T WANT TO DO THIS. THAT'S OKAY.

THAT IS KINDS OF WHAT IT IS THERE FOR.

WE HAVE OUR TRADITIONAL WORK-BASED LEARNING, INTERNSHIP AND OPPORTUNITIES THROUGH OUR CTE PROGRAMS AND PROGRAM SPECIFIC. ALL OF THE HOURS IN THE SPECIFIC REQUIREMENTS DEPEND ON THE CPE PROGRAM THEY ARE ATTACHED TO.

AS YOU WILL NOTE WITH THE NUMBERS, I THINK WE WILL HAVE EXCELLENT PARTNERSHIP TO DO THIS.

IN PARTICULAR, CALVERT HEALTH IS A INVEST SOUTHERN I HAVE IT AND INCREASE OF NUMBERS FROM THIS YEAR TO NEXT YEAR REPRESENT SOME NEW THINGS WE ARE HOPE TO ADD NEXT YEAR WITH CALVERT HEALTH AND BIOMEDICAL STUDENTS IN ALL FOUR SCHOOLS.

FINALLY THE APPRENTICESHIP MARYLAND PROGRAM IS A VERY SPECIFIC PROGRAM THAT IS REGISTERED YOUTH APPRENTICESHIP.

WITH THE MARYLAND DEPARTMENT OF LABOR.

450 HOURS OF MUCH PAID APPRENTICESHIP SERVICE.

DURING THAT, STUDENTS HAVE A FORMAL APPRENTICESHIP MENTOR.

LAST YEAR WE STARTED WITH TWO STUD EX-WITH VERY SUCCESSFUL EXPERIENCES. THIS YEAR SEVEN AVAILABLE APPRENTICESHIPS. I SAY AVAILABLE IF ANYONE IS WATCH THIS PRESENTATION, WE HAVE SPACE THAT ARE YET TO FILL.

STUDENTS, PARENTS, REACH OUT. WE ARE EXCITED ABOUT THIS

[01:35:02]

PROGRAM. THE IDEA IS FOR STUDENTS TO GET TO WORK WHILE A SENIOR IN HIGH SCHOOL.

START OFF IN A CAREER. FIND A GOOD FIT.

HOPEFULLY A LOT OF TIMES STUDENTS WILL WORK WITH A PARTICULAR COMPANY AND APPRENTICESHIP.

THEY WILL LOVE THE STUDENT. WANT TO KEEP THEM FOREVER AND PAY FOR THEM TO GO TO SCHOOL AND THEY WILL COME BACK AND CONTINUE TO PAY THEIR WAY THROUGH SCHOOL. I WANT TO THANK MICHELLE M MC GURRIN WHO HAS DONE A TREMENDOUS JOB GOING OUT THERE AND BUILDING THESE BUSINESS PARTNERSHIPS.

>> SO LOOKING AT -- WE ARE GOING TO TALK -- THERE WE GO.

WE ARE GOING TO TALK ABOUT WHAT IS HAPPENING AND LOOKING FORWARD. SO WHAT IS HAPPENING, WE HAVE REALLY GREAT SUCCESS. WE COLLABORATE WITH THE LOCAL WORKFORCE DEVELOPMENT, TRI-COUNTY COUNCIL, INDUSTRY, CONSTELLATION, SPECIFICALLY THE NEEDS PROJECT AND STEM ACADEMIES AND THE REGIONAL INTEGRATED BUSINESS NETWORK.

THESE ARE ALL -- THE INDUSTRY PARTNER ALLIANCES ARE IN MANY DIFFERENT FIELDS. WHAT WE DO IS WORK WITH THEM AND LOOK AT WHAT ARE THE NEEDS OF THE WORKFORCE AND HOW ARE WE AS A SCHOOL SYSTEM CAN TRANSLATE TO STUDENTS NOT ONLY THROUGH CTE YOU HAVE ABOUT THROUGH OUR SCHOOL SYSTEM.

THE CHAMBER OF COMMERCE EVENTS. ALL THREE CCPS, CTA AND THE CALVERT COUNTY SCHOOL IS MEMBERS OF THE CHAMBER OF COMMERCE.

PETITION ATTEND EVENTS AND PRESENTING NUMG RUSS SOMETIMES THROUGHOUT THE YEAR TO BUILD THOSE INTERNSHIPS, GAIN OPPORTUNITY FOR APPRENTICESHIPS AND MENTOR HIPS.

>> WE HAD AN OPPORTUNITY TO PRESENT IN THIS PAST SCHOOL YEAR TO THE CHAMBER OF COMMERCE MEMBERS SPECIFICALLY ABOUT APPRENTICESHIP AND WE APPRECIATE THAT.

IN CAREER AND TECHNICAL EDUCATION.

A LACK AND A LOCAL ADVISORY COUNCIL BILL.

A GROUP OF INDIVIDUALS WHO REPRESENT THE VARIOUS INDUSTRIES IN OUR COMMUNITY TO ADVISE CTE PROGRAMS. WITHIN EACH RO PROGRAM IS A PAC, PROGRAM ADVISORY COMMITTEE.

THEY ARE PARTNER WITH TEACHERS AND STAFF AND IMPLEMENTING A SPECIFIC PROGRAM AND WHAT WE ARE TEACHING THE STUDENTS IS WHAT THEY NEED TO BE SUCCESSFUL IN THOSE FEEDS.

WE ARE EXCITE THAT WE HAVE THROUGH THE LAC ANDPAC, 120 DIFFERENT BUSINESSES AND ORGANIZE THAT IS ARE REPRESENTED. AND AS WE LOOK FORWARD, THE PILLAR OF COMMUNITY ENGAGEMENT CONTINUES TO GROW.

WE PLAN EXPANDED ENGAGEMENT WITH ALL DEPARTMENTS AND SCHOOLS.

OUT-OF-SCHOOL PROGRAMS TO SUPPORT STUDENTS ACADEMICALLY, THROUGH SOCIAL AND EMOTIONAL LEARNING AND EXPLORATORY ACTIVITIES AND ADDITIONALLY WORK WITH MSDE AND OTHER COUNTIES TO DEVELOP A COMMUNITIES ENGAGEMENT INTEREST UNIFORM LIMITS COMMUNITY ENGAGEMENT ACTIVITIES OF STATE SUPERINTENDENT CHOWDERY AND NEW DISTRICTS. WE ARE CREATING NEW WEB PAGES OF COMMUNITY PARTNERSHIPS AND COMMUNITY ENGAGE.

AND LAST -- THIS IS VERY I AM VERY EXCITE AND PROUD OF THE COLLABORATION CAN CALVERT HEALTH, CALVERT BEHAVIOR VALUE HEALTH AND THE HEALTH DEPARTMENT.

TO HELP WITH CESSATION, DIABETES SCREENING AND DIABETES MONITORING. PRESENT AT THE CCPS-LEADERSHIP.

AND WELLNESS FAIRS SET UP AND PROVIDE OPPORTUNITIES FOR MENTAL HEALTH AWARENESS, PHYSICAL HEALTH AWARENESS AND BEHAVIORAL HEALTH FOR EVERY STAFF MEMBER WITHIN OUR SYSTEM.

THAT CONCLUDES OUR PRESENTATION. ARE THERE ANY QUESTIONS?

>> YES, THE APPRENTICESHIP. ARE THESE AVAILABLE FOR STUDENTS

THAT ARE NOT AT CTA? >> YEAH, ACTUALLY SPECIFICALLY, WE BROUGHT THE PROGRAM ON BOARD TO FILL CAPS WHERE IT IS A GREAT OPPORTUNITY FOR STUDENTS TO BE ABLE TO ENGAGE IN DIFFERENT INDUSTRIES WHERE WE CAN'T OFFER CTE.

WE HAVE A STUDENT DOING APPRENTICESHIP WITH BAYSIDE FIRE SERVICES. HE IS HELPING -- ONE OF THE ROLES IS TO HELP WITH THE SPRINKLERS AT NEW BEACH ELEMENTARY WE IS EXCITING AND SOMETIMES THEY START IN A PROGRAM AT CTA AND A SPECIFIC APPRENTICESHIP AND SOMETIMES WE DO THESE APPRENTICESHIP NO PRIOR CTE.

AND ALONG WITH THE 450 HOURS OF WORK HAD-BASED EXPERIENCE.

THEY TAKE ONE CREDIT OF WHAT WE CALL RELATED TECHNICAL INSTRUCTION. SOMETIMES THAT IS BEFORE WE START THE APPRENTICESHIP AND SOMETIMES CORE CURRENT.

AND HOPING TO ADD TO THE TOTAL NUMBER OF STUDENTS WITH A ACT

[01:40:06]

EXPERIENCE BY OFFERING APPRENTICESHIP MARYLAND, NOT

NECESSARILY TO DUPLICATE. >> YOU SAY SEVEN AVAILABLE.

THESE ARE COMPANIES THAT HAVE COMMITTED TO HAVING AN

APPRENTICE? >> SIX COMPANIES.

ONE IS OFFERING TWO. BUT, YES, THAT HAVE -- SO SEVEN -- WE COULD HAVE UP TO SEVEN STUDENTS IN THE COMING SCHOOL YEAR. WE ALREADY HAVE A COUPLE MORE THAT WE ARE WORKING ON BRINGING ON BOARD.

THE ON-BOARDING PROCESS FOR YOUTH APPRENTICESHIP REQUIRES A LITTLE BIT OF TIME BECAUSE WORKING THROUGH THE DEPARTMENT OF LABOR SITE VISITS, LITTLE BIT OF PAPERWORK AND ULTIMATE HEE HAS TO BE APPROVED BY AN APPRENTICESHIP BOARD BEFORE IT IS OFFERED TO THE STUDENTS. A LITTLE BIT OF A TIME PERIOD.

MISS MC GUFFIN, THE LEAD TIME WILL BE IN THE CALVERT FALL WHEN THEY START SCHEDULING FOR THE NEXT SCHOOL YEAR.

>> THEY SCHEDULED IN JANUARY FOR SEPTEMBER APPRENTICESHIP?

>> THAT'S CORRECT. THE STUDENTS ARE SCHEDULED.

THEY RECEIVE SCHOOL GRADES FOR COMPLETE WILLING THE APPRENTICESHIP. THEY SCHEDULE IT LIKE ANY OTHER

CLASS. >> LAST QUESTION, ARE THESE

MAINLY TRADES? >> NO, ACTUALLY, THEY ARE ACROSS A VARIETY OF FIELDS. YOU KNOW LOVING CARE HOME SERVICES IS A GREAT SUPPORTER AND STUDENTS LAST YEAR AND WILL HAVE STUDENTS THIS YEAR. HEALTH CARE, HOSPITALITY, MARITIME TRADES. WE FOUND A LOT OF GREAT

OPPORTUNITIES IN THE COMMUNITY. >> EXCELLENT.

THANK YOU. >> I WAS ALSO WONDER WITH CASE.

A LOT OF YOUR STUDENTS -- IS THERE SOME SORT OF DIRECT RELATIONSHIP OR A WAY FOR STUD TO LEAVE RIGHT FROM THE CTA.

I SEE YOU GUYS LOOKING AT EACH OTHER AND SMILING LIKE IT HAS ALREADY BEEN DISCUSSED IF WHICH CASE DO YOU MEAN.

OUR UNION CASE OR CTE PROGRAM CASE.

THAT IS WHY WE HAVE LOOKED A EACH OTHER.

>>. >> COMMUNITY CASE.

IS THERE SOME SORT OF RELATIONSHIP FROM THE STUDENTS WITH THE CTA GOING DIRECTLY TO WORK WITH US, WORK WITH THE

SCHOOL SYSTEM? >> CERTAINLY THROUG THE TEACHER ACADEMY OF MARYLAND PROGRAM AND CTE, THAT CAN HOPEFULLY PREPARE STUDENTS THAT WANT TO ENTER DIRECTLY INTO TEACHING AND COULD PREPARE STUDENTS IN SOME COUNTY FIELDS.

WITHIN SOME OF OUR TESTIMONY SUPPORT STAFF AREA WILL LOVE TO EXPLORE THAT AND HAVE MAINTENANCE AND FACILITIES.

>> PG COUNTY HA WAYS AND IF THERE ARE WAY TO AMP THIS UP AND GET STARTED. WE HAVE SOME STUDENTS WHO WORK WITH THE SCHOOL SYSTEM DURING SUMMER OPPORTUNITIES; HOWEVER, I THINK IF WE EXPAND THAT, THAT WILL BE WONDERFUL.

>> THANK YOU. I COULDN'T TELL FROM THE VOLUNTEER APPLICATION. IS THE FINGERPRINTING AT NO COST

TO VOLUNTEERS? >> NO.

IF YOU LOOK ON THE HAND BOOK ON PAGE TWO, YOU WILL SEE DIFFERENT TIERS. VOLUNTEER LEVEL 1 DOES NOT PROVIDE FINGERPRINTING. BUT IF THEY DO REQUIRE

FINGERPRINTING IT IS $40. >> ANY CONSIDERATION TO OFFERING SOME SUPPORT FOR VOLUNTEERS WHO MAY NOT BE ABLE TO AFFORD OR PAY TO VOLUNTEER TO GET THEIR FINGERPRINTS DONE?

>> THERE IS. SOME SCHOOLS THAT OFFER SUPPORT

FOR THEIR VOLUNTEERS. >> OKAY.

>>PAMELA COUSINS: ANY OTHER QUESTIONS?

THANK YOU SO MUCH. >> THANK YOU.

SO JUST -- I WANTED TO REVISIT SOMETHING THAT WE TALKED ABOUT DURING THE REOPENING PLAN. AND -- OH -- OKAY.

THAT WAS THE FUTURE OF THE FREE MEAL PROGRAM FOR STUDENTS.

AS SOMEONE WHO IS IN THE CAFETERIA ON A DAILY BASIS DURING THE SCHOOL YEAR BECAUSE I AM A STUDENT.

I THINK THIS PROGRAM HAD A GREAT IMPACT ON STUDENT LUNCH THIS YEAR REGARD CAN INCLUSIVITY AND EQUIPPING OUR STUDENTS WITH THE NECESSARY RESOURCES THEY NEED TO SUCCEED DURING THE DAY.

IF FUNDAMENTAL ARE AVAILABLE, I WILL SAY IT SHOULD BE ENCOURAGED THE CONTINUATION OF THIS PROGRAM.

AND OTHER THAN THAT, I WOULD LIKE SAY THAT WELCOME TO DR.

FORWARD TO CONTINUING THAT. >>PAMELA COUSINS: THANK YOU.

TOWNSEL AND TO ALL THE NEW ADMINISTRATORS AND TEACHERS WE HAVE COMING TO OUR SYSTEM. AT OUR LAST MEETING, A FEW PEOPLE REACHED OUT TO ME OF SCHOOL SAFETY.

IT IS DEFINITELY SOMETHING THAT IS TOP OF MINDS NOT ONLY WHEN SOMETHING HAPPENS BUT EVERY DAY. SNCE THAT TIME, I HAVE BEEN IN COMMUNICATION WITH THE REPRESENTATIVE FROM THE SCHOOLS AND FROM THE SHERIFF'S DEPARTMENT.

AND I CAN SAY THAT I FEEL VERY COMFORTABLE WITH A LOT OF THE THINGS THAT THEY ARE DOING AND A LOT OF THE THINGS THEY WOULD LIKE TO DO. OUR SROS ARE PRETTY AMAZING AND GO ABOVE AND BEYOND. >>PAMELA COUSINS: THANK YOU, MR. NUTTER.

>>PATRICK NUTTER: I THANK EVERYONE FOR COMING TODAY.

WE HAD A VERY NICE RECEPTION, I HOPE, FOR NEW SCHOOL ADMINISTRATOR. AND I WOULD LIKE TO TAKE JUST A MOMENT. THERE ARE A LOT OF IMPORTANT PEOPLE OUT THERE, BUT THERE IS RUN FELLA OUT THERE THAT RALPH PERRIN WHO I LEARNED MORE FROM THAN YOU CAN IMAGINE.

HIS KNOWLEDGE AND HIS ABILITY TO PUT THINGS TOGETHER IS BEYOND BELIEF. THANK YOU.

AND THANK YOU FOR BEING HERE. I AM GOING TO GIVE A QUICK SHOUT OUT TO ONE OF MY GRANDDAUGHTERS WHO GRADUATED FROM NOTRE DAME WITH A -- I GUESS A BACHELOR'S IN ART THERAPY.

LAST WEEK WE WENT TO -- WHAT WAS THAT -- THE EVENT WE WENT TO.

I HAD THE PAPER WITH ME. IT'S THAT WAS HELD WITH THE

EDUCATORS AND THE STUDENTS AT -- >> THE SUMMER ARTS ACADEMY.

>>PATRICK NUTTER: THE SUMMER ARTS ACADEMY.

WHAT A TURN OUT. IT WAS REALLY NICE.

BIG TURNOUT. NOW I WILL MAKE MY USUAL MOTION TO OPEN UP -- NOT TO HAVE A LIMIT ON SPEAKERS AND I THINK THAT IS MORE IMPORTANT NOW SINCE WE DO HAVE A NEW SCHOOL A MR\.

F FOR.

I THINK IT IS IMPORTANT THAT WE THAT WE OPEN IT IF YOU HAVE SPEAKERS THAT COME HERE AND THEY HAPPEN TO BE THE 11 TH OR 12TH.

TO BE HONEST WITH YOU, I THINK IF YOU -- IF IT GETS -- OPENS UP, YOU JUST ARE NOT GOING TO -- YOU KNOW, YOU THINK YOU ARE GOING TO HAVE 50 SPEAKERS AND YOU ARE REALLY NOT.

YOU KNOW. UNLESS IT IS -- IT IS SOMETHING THAT WE WOULD HAVE TO PROBABLY USE ONE OF THE SCHOOLS.

AND THEY HAVE -- A MOTION IS TO LIMIT THE NUMBER OF SPEAKER

[01:50:06]

THAT'S MAY SHOW UP TO BE HEARD. >> SECOND.

>>PAMELA COUSINS: WE HAVE A MOTION AND A SECOND.

ANY DISCUSSION? IN ALL FAVOR.

>> AYE. >> AYE.

>>PAMELA COUSINS: ALL OPPOSED. MOTION FAILS 3-2.

THANK YOU. MISS BALINSKI.

>>PATRICK NUTTER:I CAN'T CONTINUE TO UNDERSTAND THAT.

>>PAMELA COUSINS: MISS BALINSKI. >>DAWN BALINSKY: CONGRATULATION TO THE HUNTINGTOWN ATHLETES. AND OUR NEW ADMINISTRATION.

GLAD WE CAN CONTINUE TO ATTRACT HIGH-QUALITY PEOPLE.

THANK YOU FOR ALL OF THE PUBLIC COMMENTS.

AND WE DO KNOW THAT STUDENT BEHAVIOR IS AN ISSUE NOW.

AND A LOT OF GOOD DISCUSSION DISCUSSION IS HAPPENING.

AND I FEEL LIKE WE ARE GOING TO HAVE THIS FOCUS THAT WE HAVEN'T HAD IN THE PAST. SO HOPEFULLY WE -- THE TEACHER ALSO SEE A CALMING DOWN OF THE BEHAVIOR RALE PROBLEMS THAT WE ARE HAVING. WELCOME, DR. TOWNSEL.
