[2.01 Pledge of Allegiance/Moment of Silence]

[2.02 Mission Statement]

[2.03 Recognition presented by The Big Conversation]

[00:01:54]

AFTERNOON AND THANK YOU FOR LETTING US PRESENT THIS.

:1ST INTRODUCE THE GENTLEMAN, MALCOLM DOCTOR MICHAEL.

I'M READING THE LETTER. DOCTOR CURRY, ON BEHALF OF THE STEERING COMMITTEE AND THE MANY PARTNERS OF THE CONVERSATION ON DISMANTLING RACISM AND PRIVILEGE IN SOUTHERN MARYLAND WE THANK YOU FOR YOUR COOPERATION AND TIRELESS DEDICATION TO A BETTER INFORMED AND MORE EQUITABLE PUBLIC SCHOOL SYSTEM AND MUNITY. YOUR MOST NOTABLE SUPPORT FOR OUR INITIATIVES WAS YOUR WHOLEHEARTED COOPERATION FOR EPIC CONVERSATION AND PROGRAMS ÃTHIS PANEL AND COMMUNITYWIDE CIVIL CONVERSATION REGARDING THE PUBLIC SCHOOLS OF SOUTHERN MARYLAND PROVIDED GROUNDBREAKING KING CONTENT FOR AN IN-PERSON AUDIENCE OF MORE THAN 220 PARTICIPANTS.

WITH YOUR SUPPORT THE EVENT WAS HELD AT THE TOCSIN HIGH SCHOOL PROVIDING THE PERFECT VENUE FOR OUR PANEL DISCUSSION AND SMALL-GROUP CONVERSATIONS THAT FOLLOWED.

YOUR PARTICIPATION ON THE PANEL MADE IT CLEAR THAT YOU FULLY SUPPORT IT, THESE CONVERSATIONS AMONG STUDENTS, STAFF, AND COMMUNITY MEMBERS. YOU ARE A TRUE BELIEVER IN CIVIL DISCOURSE. BUT YOUR SUPPORT DIDN'T END WITH THAT EVENT. YOU'VE DEMONSTRATED YOUR COMMITMENTS, SUPPORT, AND TRUST IN NUMEROUS WAYS.

ATTENDING PARTNER'S MEETINGS, MAINTAINING OPEN COMMUNICATIONS, ENCOURAGING STAFF INVOLVEMENT.

SHARING RESOURCES AND SUPPORTING THE CREATION OF THE SOUTHERN MARYLAND EQUITY AND HISTORY COALITION.

ONE RACIAL GRAFFITI AND DAMAGE TO SCHOOL PROPERTY TOOK PLACE AT CALVERT HIGH SCHOOL, THE COMMUNITY MEDIATION CENTER OF CALVERT COUNTY AND MEMBERS OF THE BIG CONVERSATION TEAM WERE CALLED UPON TO FACILITATE DIFFICULT CONVERSATIONS AMONG STUDENTS, PARENTS, AND INSTRUCTIONAL STAFF AND ADMINISTRATIVE MEMBERS OF THE SCHOOL.

THE RESULT WAS A POWERFUL CONVERSATION THAT WAS FOLLOWED BY A NUMBER OF INITIATIVES FROM STUDENTS, STAFF, AND COMMUNITY LEADERS. YOU TRUST OF THE PROCESS.

THE WORK CONTINUED IN MANY VENUES.

YOUR ONGOING COMMITMENTS TO EQUITY AND INCLUSIVE CLIMATE, WELCOMING CULTURE, AND CIVIL ENGAGEMENT ARE EXAMPLES OF THE GUIDING LIGHTS IN OUR COMMUNITY.

[00:05:03]

THAT'S NOT TO SAY THERE HAVE BEEN CHALLENGES.

WITH GUIDANCE FROM YOUR PATIENTS AND GRACE IN THE FACE OF ANGRY FRACTIONS OF OUR COMMUNITY ARE EXAMPLES THAT WE MIGHT ALL STRIVE TO ACHIEVE. DURING YOUR EIGHT YEARS AS OUR COUNTY SUPERINTENDENT YOUR CHALLENGES HAVE RANGED FROM THE NORMAL BUDGETS, FUNDING, INSTRUCTION, SALARIES AND CONSTRUCTION TO THE EXISTENTIAL, SUPPORTING ANTIRACISM AND EQUITY, HIRING DIVERSE STAFF AND COMBATING THE PANDEMIC. NO MATTER THE LEVEL OF THE CHALLENGE, YOU ROSE TO MEET ITS.

YOU DID NOT OPT FOR THE POPULAR ANSWER, YOU AIMED FOR THE RIGHT ANSWER. PLEASE ACCEPT OUR HEARTFELT APPRECIATION AND GRATITUDE FOR YOUR EFFORTS AT MAKING CALVERT COUNTY A BETTER MORE INCLUSIVE IMMUNITY.

DR. CURRY YOU ARE A GENTLEMAN, A SCHOLAR AND DEDICATED LEADER.

WE TRUST THAT YOUR CONTRIBUTIONS TO OUR SCHOOL, OUR STUDENTS, AND OUR COMMUNITY WILL CONTINUE TO BEAR FRUIT IN THE YEARS TO COME AND WE WISH YOU WELL, SINCERELY, DIANE DAVIES, THANK YOU.

[00:15:02]

LET ME THANK YOU FOR YOUR SERVICE.

YOU ARE PUBLIC SERVANTS AND WE ALL KNOW THAT WHEN YOU'RE A PUBLIC SERVANT THERE'S A TARGET ON YOUR BACK.

IT'S NOT EASY AND SO THANK YOU FOR YOUR SERVICE AND A LOT OF TIMES THERE IS NASTINESS AND YOU SEE THE GOOD IN PEOPLE BUT THEN YOU SEE THE BACKSIDE OF PEOPLE AS WELL.

THAT'S UNFORTUNATE. THANK YOU FOR YOUR SERVICE, DR.

CURRY WISH YOU ALL THE BEST WITH YOUR RETIREMENT.

I HAVE ONE THING I WANTED TO, FOR YOUR CONSIDERATION, AND I WANT TO SHARE A STORY WITH YOU, IT'S FROM THE GOSPELS AND HAS TO DO WITH PUBLIC COMMENT. THE HEART OF JESUS WHEN HE WAS WALKING MANY KIDS WERE APPROACHING HIM, YOU MIGHT KNOW THE STORY FROM THE GOSPELS WHERE THEY WANTED TO APPROACH JESUS, THEY WANTED TO SPEAK TO HIM THEY WANTED TO TALK TO HIM AND HIS DISCIPLES, HIS DISCIPLES SAID KIDS, GET AWAY.

NO KIDS NEAR HIM. JESUS RESPONDED TO HIS CHOSEN DISCIPLES, I BELIEVE YOU ARE CHOSEN BY GOD TO BE WHERE YOU ARE. YOU BEEN APPOINTED BY GOD TO BE WHERE YOU ARE. I BELIEVE HE'S IN CONTROL.

ANYWAY, THE DISCIPLES SAID IT AWAY.

NO KIDS NEAR HIM AND THE LORD SAID, LET THEM COME, LET THEM COME TO ME, I WANT TO HEAR FROM THEM.

I WANT TO HEAR FROM THEM I WANT TO TALK TO THEM, THINGS OF THAT NATURE. THAT'S ALMIGHTY GOD WHO DID THAT. OUR EXAMPLE OF LEADERSHIP, HE'S MORE THAN AN EXAMPLE OF LEADERSHIP BUT A HIT IS AN EXAMPLE OF LEADERSHIP. I WANT TO SHARE THAT STORY WITH YOU AND I WANT TO ENCOURAGE YOU TO INCREASE PUBLIC COMMENT, WE KNOW YOU DON'T WANT TO BE HERE ALL NIGHT AND I'M SURE NO ONE WANTS TO BE HERE ALL NIGHT, NO MATTER WHICH POLITICAL PERSUASION YOU HAVE FAMILIES TO GET HOME TO BUT I THINK IF YOU INCREASED IT IF YOU AND GOT A LARGER SAMPLE SIZE UP TO MAYBE 25 OR 30 EVEN IF YOU INCREASED BY 15 THAT'S ANOTHER HOUR TO AN HOUR AND AND A HALF OUT OF YOUR EVENING AND THE PARENTS ARE WORTH IT, CERTAINLY THE STUDENTS ARE WORTH IT AND I HOPE YOU WILL CONSIDER THAT. I KNOW IT'S BEEN DEFEATED A COUPLE TIMES THAT I HOPE YOU WILL BE CONSIDERED AND I JUST HOPE YOU WILL RECONSIDER. GOD BLESS ALL OF YOU, THANK YOU FOR YOUR SERVICE, I APPRECIATE YOUR SERVICE.

>> THANK YOU FOR YOUR COMMENT. WE ARE MOVING TO OUR STUDENT

>> MOTION IS APPROVED. THANK YOU VERY MUCH.

OTHER ITEMS I WANT TO SAY THANKS TO ALL WHO WORKED ON GRADUATIONS LAST WEEK IT WAS THE FIRST TEAM BACK TO WHAT WE CALL NORMAL GRADUATION AT THE SHOWPLACE ARENA I WANT TO GIVE A BIG PAT ON THE BACK TO DOCTOR SUSAN JOHNSON FOR LEADING THE CHARGE AS WELL AS TONY NAVARRO, JACKIE JACOBS, MOLLY B EHRHARDT, LARRY TITUS WHO WERE THERE EACH AND EVERY DAY FOR THE WHOLE TIME. I KNOW A LOT OF FOLKS HAVE ASKED ABOUT SAFETY SINCE SCHOOL SAFETY IS ON EVERYONE'S MIND.

I WANT TO GIVE A LITTLE BIT OF A REMINDER THERE HAVE BEEN A LOT OF INVESTMENTS IN THE LAST FEW YEARS AND OUR FACILITIES SPECIFICALLY FOR SCHOOL SAFETY. THEY HAVE BEEN AND LOTS OF TRAINING FOR THAT AS WELL. I WANT TO REMIND EVERYONE OF THE FEW THINGS WE'VE INVESTED IN.

ELECTRONIC ACCESS CONTROL SYSTEM COMPLETED IN 2014 AND IT COST ABOUT $400,000. VANDAL RESISTANT GLAZING ON THE GLASS COMPLETED IN 2015 THAT COST ABOUT $300,000.

GUIDED VESTIBULE IMPROVEMENTS COMPLETED AT A COST OF $1.2 MILLION AND THAT MEANS NO ONE CAN GET WHEN THEY COME IN THE FRONT DOOR, THEY DON'T HAVE THE VESTIBULE AND ARE CONTAINED WITHIN THERE. WE'VE DONE A LOT OF INTERIOR CLASSROOM HARDWARE AND DOORS. 1.3 MILLION.

PERIMETER AND INTERIOR SURVEILLANCE.

I MOVED TO CALVERT COUNTY 2014 I WAS SURPRISED THAT NO SCHOOLS HAD SURVEILLANCE CAMERAS. SECURITY CAMERAS.

WE STARTED MOVING ON THAT IN ALL OF OUR SCHOOLS HAVE SECURITY CAMERAS NOW AND IT'S VERY VALUABLE TO HAVE.

NO DOUBT WE WILL CONTINUE TO HAVE MORE CONVERSATIONS IN THE FUTURE ABOUT SCHOOL SAFETY DUE TO WHAT HAPPENED IN OUR NATION BUT WE'VE MADE GOOD PROGRESS THERE.

I WANT TO POINT OUT THAT WE HAVE ON OUR AGENDA TODAY THE RETIREMENT OF JEANNIE HUTCHINS, SHE'S ALWAYS TOLD ME THAT AFTER 30 YEARS SHE WAS GOING TO RETIRE AND I DIDN'T BELIEVE HER. SHE'S COME THROUGH WITH THAT

[00:30:01]

SHE'S GOING TO CLOSE OUT THE FISCAL YEAR, RETIRE AT 1 AUGUST AND WILL BE ONE OF THE KEY POSITIONS DOCTOR TOWNSEND THE NEW SUPERINTENDENT WILL HAVE TO FILL.

I THINK FINALLY, I WANT TO JUST MENTION THAT THIS IS MY LAST SCHOOL BOARD MEETING AND I BELIEVE IT IS MY 815TH SCHOOL BOARD MEETING. AS I COUNT AFTER 34 YEARS AS A SUPERINTENDENT AND FIVE DIFFERENT SCHOOL DISTRICTS.

I WANT TO SAY THAT THIS BOARD AND I, WE WORK WELL TOGETHER.

AND PROUD OF MANY OF THE THINGS WE BEEN ABLE TO ACCOMPLISH AND I WANT TO POINT OUT A COUPLE THINGS THAT HAVE BEEN ACCOMPLISHED IN THE LAST EIGHT YEARS WITH THE SUPPORT OF THE BOARD. WHEN I FIRST CAME HERE WE WERE BEHIND FOUR STEPS ON THE SALARIES IN THE COUNTY FOLKS SAID, BAXTER'S THE NEW NORMAL. WE CONTINUE TO PUSH AND WE DEVELOPED A GOOD RELATIONSHIP WITH THE BOARD OF COUNTY COMMISSIONERS THAT LED TO A FUNDING FORMULA AND WE BEEN ABLE TO CATCH UP ON ALL OTHER BACK STEPS.

WE HAD A TEAM OF FOLKS WHO WENT TO A MEETING CALLED "FUTURE READY" WHICH LAID OUT A PLAN FOR BEING READY FOR ONE-TO-ONE TECHNOLOGY FOR EVERY CHILD TO HAVE ISSUED A LAPTOP.

DO YOU KNOW WE WERE READY TO DO IT IN THE FALL OF 20, THAT PLAN, THE PANDEMIC FELL RIGHT INTO OUR PLAN AND THERE WERE A LOT OF OTHER DISTRICTS THAT WEREN'T READY BUT WE BEGAN WITH INFRASTRUCTURE FIRST. MAKING SURE WE HAVE WI-FI EVERYWHERE, MAKING SURE THAT PIPELINE FROM THE INTERNET WAS GOING TO BE BIG ENOUGH. WE TOOK OUR TIME BOTH THE FUTURE READY PLAN, STRATEGIC PLAN, WE DIDN'T HAVE A STRATEGIC PLAN AND WE DEVELOPED STRATEGIC PLAN THAT'S BEEN OUR GUIDE FOR OUR WORK FOR THE LAST FEW YEARS.

WE FOCUSED ON THE BEST RESEARCH-BASED INSTRUCTIONAL PRACTICE KNOWN AS LEARNING FOCUSED AND THAT HAS BEEN A STANDARD TRAINING PROGRAM THAT EVERYONE HAS PARTICIPATED IN WHO CAN DENY THAT YOU SHOULD USE RESEARCH-BASED BEST PRACTICES IN THE CLASSROOM. WE'VE HAD SEVERAL FOUR YEAR EMPLOYEE UNION CONTRACTS WHERE PREVIOUS YEAR THERE WERE SOMETIMES ONE YEAR AT A TIME OR TWO YEARS AT A TIME REESTABLISH THE CALVERT COUNTY EDUCATION FOUNDATION WHICH NEVER EXISTED BEFORE. THE CONCEPT I BROUGHT WITH ME FROM MY PREVIOUS WORK. WE'VE BEEN HIGHLY VISIBLE AND ACCESSIBLE AND THE RELATIONS HAVE BEEN GOOD I LIKE TO THINK WE HAVE IMPROVED COMMUNICATIONS AND AT ONE POINT IT COMES AND GOES BUT WE DID MAKE GREAT IMPROVEMENTS IN THE DIVERSITY OF OUR ADMINISTRATIVE TEAM ESPECIALLY.

THE SCHOOL LOGO THE DISTRICT LEVEL WHICH BRENDA SIGNED IN RECENT YEARS I LIKE TO THINK OF IT AS BECOMING OUR BRAND AND FINALLY, HIRING GOOD PEOPLE ALWAYS LEADS GOOD WORK AND I CAN'T SAY ENOUGH ABOUT HOW OUR TEAM RESPONDED TO COVID IN PARTICULAR. I WILL BE HANGING IT UP AT THE END OF JUNE AFTER 48 YEARS IN THE BUSINESS AND I COLLECTED A WHOLE BUNCH OF NUMBERS THE OTHER DAY, COUNTING UP THINGS LIKE BOARD MEETINGS, 815 I THINK IT IS 60 DIFFERENT SCHOOL BOARD MEMBERS. INTERESTINGLY ENOUGH, IN THREE STATES ALOYSIUS HAD FIVE-MEMBER SCHOOL BOARD, BOTH OF THEM BOTH RULES, 24,000 HIGH SCHOOL DIPLOMAS WITH MY NAME ON THEM.

STILL THE BEST PART OF THE JOB FOR ME HAS BEEN RELATIONSHIPS, ESPECIALLY GETTING IN SCHOOLS, I WAS AT BEACH ELEMENTARY YESTERDAY, STANDING AT A FIRST-GRADE DOOR TALKING TO THE TEACHER AND A CHILD JUST JUMPED UP OUT OF THE CHAIR AND COMES OVER AND GIVES THIS GUY A HUG. TO ME THAT'S PAYDAY.

THANK YOU EVERYONE FOR YOUR SUPPORT AND ALL YOU'VE DONE.

(APPLAUSE)

>> DR. CURRY: I STARTED IN JULY 2014 AND IN JANUARY 2015 THREE OF THE FIVE SCHOOL BOARD MEMBERS WHO HIRED ME WERE GONE.

THAT'S SCARY WHEN YOU ARE A SUPERINTENDENT.

THAT'S THE NATURE OF THE JOB OF THE SUPERINTENDENT AND WHY THERE IS MUCH TURNOVER AND ARE PROUD TO HAVE BEAT THE ODDS TO STAY LONGER THAN MOST DO. PAM CAME ON AND THAT JANUARY AND WE HAD A GREAT RELATIONSHIP AND THEY KNOW THAT OUR BOARD

[00:35:05]

GETS ALONG A WHOLE LOT BETTER THAN MANY DO.

>> PRESIDENT COUSINS: AGREED, THANK YOU DR. CURRY.

[7.01 Policies for Review]

I'M SURE MY COLLEAGUES WILL HAVE MORE TO SAY IN THE BOARD COMMENTS. MOVING TO OUR FIRST ACTION ITEM FIRST ITEM ON THE AGENDA AS POLICIES FOR REVIEW.

DR. CURRY (INAUDIBLE). >> DR. CURRY: THIS IS THE WHISTLEBLOWER PROTECTION POLICY THAT HAS BEEN IN PLACE FOR A WHILE. IT REQUIRES US TO HAVE IN PLACE A SYSTEM WHEREBY STAFF MAY REPORT ANY WRONGDOING WITHOUT HAVING TO RISK BEING JEOPARDIZED IN ANY WAY.

WE DO HAVE A SYSTEM IN PLACE AND WE GET MONTHLY REPORTS WE ALSO DO AN ANNUAL REMINDER EVERY JANUARY BUT THERE IS NO RECOMMENDATION, NO CHANGES TO THE POLICY TO RECOMMEND.

>> PRESIDENT COUSINS: WE WILL HAVE THIS FOR REVIEW BY THE

[7.02 General Funds]

PUBLIC FOR 30 DAYS. THANK YOU.

THE NEXT ITEM IS THE GENERAL FUND'S REPORT.

HEALY HUTCHINS. >> GOOD AFTERNOON I AM EDITH HUTCHINS, CHIEF FINANCIAL OFFICER.

FOR THE NOW FOR THE LAST TIME I'LL BE PRESENTING A FINANCIAL

REPORT FOR YOU TODAY. >> PRESIDENT COUSINS: PULL YOUR MICROPHONE A LITTLE BIT CLOSER MS. HUTCHINS.

>> WE WILL BE LOOKING AT THE REPORT FOR THE PERIOD ENDING MAY 2022. AS OF MAY 31 THE YEAR TO DATE INCOME TOTALED $202.5 MILLION, WHICH REPRESENTS 84.7% OF BUDGETED INCOME. THE YEAR-TO-DATE EXPENDITURES PAND ENCOMPASSES TOTALED ÃÃ TODAY WE ARE GOING TO TAKE A HIGH-LEVEL REVIEW OF THE REVENUES AND THE TRANSPORTATION CATEGORY, WE REVIEWED THOSE BEFORE BUT WE ARE JUST GOING TO TAKE A QUICK LOOK AT WHERE WE ARE NOW AND WHAT WHERE WE ARE EXPECTING TO GO OVER THE NEXT FEW WEEKS AS WE WRAP UP THE FISCAL YEAR. YOU WILL SEE ON THIS MONTH'S REPORT THAT THE BALANCE OF THE FY2021 TO LOCAL APPROPRIATION TO BE RECEIVED AS $25 MILLION, SINCE WE FOLLOWED THE MODIFIED ACCRUAL BASIS OF ACCOUNTING WE RECOGNIZED REVENUES IN THE PERIOD IN WHICH THEY ARE EARNED AND EXPENSES IN A PERIOD IN WHICH THEY ARE OCCURRED WHICH MEANS WE WILL BE BOOKING A RECEIVABLE TO RECOGNIZE THE REVENUE BECAUSE THE FUNDS WILL NOT BE RECEIVED UNTIL JULY WHEN WE ARE OFFICIALLY AND FY2021 THREE WE ARE RECOGNIZING THAT REVENUE THIS YEAR.

WE ARE ALSO DUE TO RECEIVE ONE MORE PAYMENT FROM THE FEDERAL GOVERNMENT THIS FISCAL YEAR FOR NJ ROTC TEACHER SALARIES.

WE ARE EXPECTING THAT TO BE ABOUT $62,000, IF WE DON'T RECEIVE THAT BY THE END OF THE MONTH WILL BE RECORDING A RECEIVABLE FOR THAT AS WELL TO RECOGNIZE THAT REVENUE THIS YEAR. OVERALL OUR TOTAL PROJECTED REVENUE THIS YEAR ARE EXPECTED TO BE $228.2 MILLION.

LOOKING AT PAGE 11, WHICH IS TRANSPORTATION ÃÃPAGE 12, TRANSPORTATION. YOU SEE HERE THAT THIS CATEGORY CURRENTLY HAS A BALANCE OF $746,000 AS AN AVAILABLE BALANCE. THE REDUCTIONS INDICATE THAT THE PAYMENTS WERE MILES RUNNING APPROXIMATELY $263,000 BEYOND WHAT WE BUDGETED THIS FISCAL YEAR, PRIMARILY BECAUSE OF THE INCREASING PRICE OF DIESEL FUEL.

AT LAST CALL, WHICH WAS JUNE 1, DIESEL FUEL WAS $5.27 PER GALLON, COMPARED TO THE $2.71 PER GALLON THAT WE BUDGETED FOR THIS YEAR. WE ARE ANTICIPATING AN OVERALL SHORTAGE OF ABOUT $113,000 BETWEEN THE TWO CONTRACTED BUS ROUTES ACCOUNTS, HOWEVER, WE DON'T EXPECT THAT TO BE A PROBLEM FOR THE CATEGORY. WE ARE MAKING THE FINAL PAYMENT ON DRIVERS SICK LEAVE PAY NEXT WEEK THAT $74,000 AND EXPECTED TO YIELD A SAVINGS OF ABOUT $15,000 IN THE SICK LEAVE PAID ACCOUNTS. COMBINED WITH OTHER ACCOUNTS IN THE CATEGORY SUCH AS SOME OF THE SALARY ACCOUNTS AND TRIP ACCOUNTS WE DO ANTICIPATE THESE SAVINGS WILL PROVIDE FUNDS

[00:40:04]

NEEDED TO KEEP THIS CATEGORY IN A POSITIVE POSTURE AT THE END OF THE FISCAL YEAR. THAT'S REALLY ALL THAT WE HAD TO TALK ABOUT TODAY FOR THE MAY REPORT.

DO YOU HAVE ANY QUESTIONS ABOUT ANY OF THE ITEMS ON THIS

[7.03 BOE FY 23 Budget Approval]

REPORT? >> PRESIDENT COUSINS: NO MA'AM.

>> THANK YOU. >> PRESIDENT COUSINS: WE WILL MOVE ON TO OUR ÃÃMS. HUTCHINS, YOU ARE NEXT.

>> I DIDN'T THINK YOU NEEDED ME, SORRY.

>> PRESIDENT COUSINS: WE HAVE THE APPROVAL OF THE FY 23 BUDGET. IS THERE EMOTION?

>> I MOVED TO APPROVE THE FISCAL YEAR 2023 BOARD OF EDUCATION ADOPTED OPERATOR LOGIC.

>> PRESIDENT COUSINS: IS THERE A SECOND?

>> SECOND. >> PRESIDENT COUSINS: DISCUSSION. YOU CARE TO SHARE THE CHANGES THAT WERE SUBMITTED AND APPROVED?

>> BETWEEN THE BOARD OF EDUCATION INITIAL VOTE ON THE ADOPTED BUDGET AND THIS ITERATION OF THE BUDGET THE COUNTY COMMISSIONERS HAVE AGREED TO PROVIDE $6.6 MILLION OF LOCAL FUNDING FOR NEXT YEAR. THAT LED US TO USING IN THIS BUDGET $2.5 MILLION I BELIEVE, YES.

OF FUND BALANCE FOR NEXT YEAR. THE LOCAL APPROPRIATION IS 141.3 MILLION WITH THE PLANNED USE OF FUND BALANCE OF 2.5 MILLION. WE ALSO HAVE IN THE REAR OF THE BOOK A COUPLE OF ADDED GRANTS, THE PRE-K EXPANSION GRANT, WHICH WE DID NOT HAVE THE BOARD INITIALLY VOTED ON THIS BUDGET THAT'S IN THE STATE FUNDING SECTION.

WE ALSO HAVE $1.1 MILLION FOR THE EMERGENCY CONNECTIVITY FUNDS GRANT IN THE OTHER PROGRAMS SECTION.

WE DO HAVE AN INCREASE IN THE RESTRICTED PROGRAMS.

>> THANK YOU. ANY DISCUSSION?

ALL IN FAVOR? >> AYE.

>> PRESIDENT COUSINS: THE MOTION IS APPROVED.

THANK YOU TIRED. THE NEXT ITEM ON OUR IS SPECIAL

[7.04 Special Education Staffing Plan Review]

EDUCATION STAFFING PLAN . CHRISTIE, YOU ARE NOT CHRISTIE.

>> MY NAME IS MATTHEW AND ONE OF THE ÃÃAND PRESENTING THE STAFFING PLAN FOR SPECIAL EDUCATION ON BEHALF OF DOCTOR HARRIS AND THE DEPARTMENT.THE FIRST ONE IS FINE.

THANK YOU. WHAT YOU HAVE BEFORE YOU IS THE PROPOSED STAFFING PLAN FOR THE 2022/23 SCHOOL YEAR.

ARE STAFFING PLAN IS DESIGNED TO ENSURE AND PROVIDE GUIDANCE TO THE SUPERINTENDENT AND THE BOARD OF EDUCATION WITH COST OF PROVIDING LEGALLY REQUIRED SERVICES FOR STUDENTS WITH SPECIAL EDUCATION NEEDS IDENTIFIED THROUGH IEP.

ARE STAFFING PLAN USES THE HYBRID CENSUS -MODEL TO DETERMINE OUR STAFFING NEEDS, WHAT THAT DOES IS TAKES INTO CONSIDERATION THE TOTAL STUDENT POPULATION WITHIN A DESIGNATED SCHOOL BUILDING IN ORDER TO MAKE SURE THAT WE HAVE THE REQUIRED SERVICES FOR STUDENTS THAT ARE RECEIVING SPECIAL EDUCATION SERVICES. THIS IS A REQUIREMENT ALSO LAID OUT IN (WORD?) REGULATIONS TO MAKE SURE THE STAFFING PLAN IS SUFFICIENT TO MEET THE SERVICES OUTLINED IN IEP AND PROVIDE FREE AND APPROPRIATE PUBLIC EDUCATION FOR EVERY STUDENT WITH A DISABILITY. THE BASE FOR THE STAFFING PLAN IS ONE SPECIAL EDUCATION TEACHER PER EVERY 175 STUDENTS IN ELEMENTARY MIDDLE AND HIGH SCHOOL.

ALTHOUGH THE NUMBERS OF STUDENTS WITH IEP'S AND A DESIGNATED SCHOOL IS ALSO TAKEN INTO CONSIDERATION WHEN LOOKING AT THE ALLOCATION OF STAFF AND RESOURCES FOR THE SCHOOL.

ON THE TOP OF THE SECOND PAGE BEYOND THE REQUIREMENTS OF DIRECT SERVICE, ALSO OUTLINED ADDITIONAL RESPONSIBILITIES OF OUR SPECIAL EDUCATION AND RELATED SERVICE PROVIDERS WHICH INCLUDES CASE MANAGEMENT, ATTENDING IEP MEETINGS, DEVELOPING IEP'S, COMMUNICATION WITH FAMILIES AND VARIOUS OTHER RESPONSE ABILITIES THAT COME ALONG WITH THE RESPONSIBILITY OF THAT INDIVIDUAL TO ENSURE COMPLIANCE AND SERVICE.

BELOW BASED ON THE PROJECTED POPULATION OF STUDENTS NEXT

[00:45:01]

YEAR, LOOKING AT EXISTING SERVICES ACTIVELY RECEIVING SERVICE EDUCATION, THE PROPOSED STAFFING BY PROVIDER IS LISTED IN THE CHART BELOW ON PAGE 2. WE ALSO PROVIDE A COMPARISON CHART FOR THIS CURRENT SCHOOL YEAR VERSUS WHAT'S NEXT SCHOOL YEAR WILL LOOK LIKE. ARE MOST SIGNIFICANT INCREASE IN STAFFING IS IN OUR INSTRUCTIONAL ASSISTANCE WE ARE INCREASING THAT NUMBER BY 13 ADDITIONAL IA'S WE ARE ALSO INCREASING THE NUMBER OF SPECIAL EDUCATION TEACHERS BY APPROXIMATELY FOUR AND ADDITIONAL SPEECH LANGUAGE PATHOLOGIST WE ARE ADDING AN ADDITIONAL .5 BEHAVIOR SPECIALIST TO THE TEAM ALSO INCREASING BEHAVIOR TECHNICIAN TO PROVIDE SUPPORT, PHYSICAL THERAPIST BECAUSE OF THE NEEDS IDENTIFIED FOR STUDENTS SERVICES WE ARE INCREASING THAT BY ONE ADDITIONAL POSITION AND APPROXIMATELY TWO ADDITIONAL OCCUPATIONAL THERAPISTS ARE BEING INCLUDED.

ALL OTHER POSITIONS ARE MAINTAINING THE SAME STANDARD ALLOCATION WITH THE EXCEPTION OF THE SIGN LANGUAGE INTERPRETER BECAUSE THE NEED FOR THAT SERVICE HAS DECREASED SO THAT'S THE ONLY REDUCTION THAT HAS BEEN PROJECTED FOR NEXT YEAR. THIS IS STAFFING PLAN HAS ALREADY GONE BEFORE THE SPECIAL EDUCATION CITIZENS ADVISORY COMMITTEE, SEE CAC, THE MEETING WAS CONDUCTED ON MAY 10 SO THEY PROVIDE INPUT FROM COMMUNITY PARENTS AND OTHER ADVOCACY GROUPS WITH THE STAFFING MODEL PRESENTED THIS EVENING.

THEY WILL BE SUBMITTING SUPPORT BASED ON THIS STAFFING PLAN BASED ON THE FEEDBACK AND CONVERSATION FROM THAT MEETING.

THE FOLLOWING TABLE OUTLINES SPECIALIZED PROGRAMS FOR STUDENTS WITH DISABILITIES IN CALVERT COUNTY PUBLIC SCHOOLS.

THIS OUTLINES BASICALLY ARE STAFFING MODELS OF A NUMBER OF STUDENTS TO THE NUMBER OF TEACHER AND INSTRUCTIONAL ASSISTANCE. IS HAS REMAINED CONSISTENT WITH THE ONLY CHANGE BEING A MINOR REVISION TO OUR EARLY CHILDHOOD LEVEL PROGRAMS WHERE WE LOWERED THE NUMBER OF STUDENTS ASSIGNED TO A PROGRAM SO THEREFORE INCREASING THE ADULT TO STUDENT RATIO TO PROVIDE MORE SUPPORT NEEDS FOR THE EARLIEST LEARNERS. THE LAST .2 REALLY POINT OUT HERE RECENTLY WE'VE BEEN ENGAGED IN CONVERSATIONS WITH OUR SPECIAL EDUCATION TEACHERS THROUGH WORKGROUP WITH CAA.S WE MOVE INTO THIS NEW SCHOOL YEAR WE WILL BE ENGAGING A FORMAL WORKGROUP TO MORE CLOSELY EXAMINE CASELOAD ASSIGNMENTS, ROLES AND RESPONSIBILITIES, TO DETERMINE IF THERE NEEDS TO BE NECESSARY ADJUSTMENTS TO THE WAY THAT WE FORECAST STAFFING FOR THE 23/24 SCHOOL YEAR.

WE WILL BE ENGAGING CONVERSATIONS WITH VARIOUS MEMBERS ACROSS BUILDING LEVELS TO MORE CLOSELY EXAMINE ROLES

AND RESP AND RESPONSIBILITIES. >> YOU USE THE TERM ROLE

SEEKING, æ >> WHAT THE WORKGROUP WHAT WE ARE SEEKING IS PERSPECTIVE. WE BEEN IN CONVERSATION WITH SPECIAL EDUCATION TEACHERS ABOUT THEIR EXPERIENCES AND WE KNOW THAT THIS YEAR HAS BEEN A UNIQUE YEAR FOR ALL EDUCATORS ACROSS THE COUNTRY RETURNING FROM A PANDEMIC.

MORE CLOSELY LOOKING AT THE EQUITABLE WORK RESPONSIBILITIES AND ASSIGNMENTS AT A SPECIAL EDUCATION TEACHER HAS IN ADDITION TO ALL THE COMPLIANCE MANDATES AND FEDERAL REGULATIONS THAT GO ALONG WITH THE ROLE AND RESPONSIBILITY OF BEING A SPECIAL EDUCATION TEACHER.

WE WANT TO MAKE SURE WE ARE CLOSELY LOOKING AT THEIR CASELOAD ASSIGNMENTS, MAKING SURE THAT THEIR WORKLOAD IS EQUITABLE TO THEIR COUNTERPARTS IN GENERAL EDUCATION BECAUSE THE ROLE AND RESPONSE ABILITY IS DIFFERENT SO THAT'S REALLY MORE CLOSELY EXAMINED THAN ONE HOUR STAFFING MODEL LOOKS LIKE SO DO WE NEED TO CHANGE THE FORMULA WE USE TO THEN FORECAST THE DIRECT SERVICE PROVIDERS TO ENSURE THAT THEY CAN ACCOMPLISH ALL OF THE REQUIREMENTS OF THEIR JOB AS WELL AS DELIVERING HIGH QUALITY SERVICES TO STUDENTS THROUGH THEIR IP'S.

>> THANK YOU. >> PRESIDENT COUSINS: BASED ON THEFORECAST , WOULD YOU SAY THAT THE NUMBER OF SPECIAL EDUCATION TEACHERS CORRELATES WITH THE RATIO? YOU HAVE 169.69 STAFF MEMBERS GOING INTO THE NEXT SCHOOL YEAR AND YOU HAVE 176 IA'S. WITH THE FORECAST IS IT OPTIMAL TO ÃÃIS IT OPTIMAL TO HAVE MORE IA'S OR SHOULD IT BE REVERSE HAVING MORE SPECIAL EDUCATION TEACHERS?> A LOT

[00:50:07]

OF WHAT IA'S ARE PROVIDING, WHEN WE LOOK AT THE IA'S, SOME OF THE IA ASSIGNMENTS ARE PROVIDING ADDITIONAL ADULT SUPPORT TO STUDENTS. WE MIGHT HAVE STUDENTS WHO HAVE MORE SIGNIFICANT SUPPORT NEEDS SO THAT ADDITIONAL ADULT ÃÃ THAT GETS FACTORED INTO THE IA ROLE BECAUSE IT'S NOT NECESSARILY A PROVISION OF INSTRUCTION AS IT IS A PROVISION OF SUPPLEMENTAL AIDS AND THOSE ADDITIONAL SUPPORT FACTORS THAT A STUDENT'S IEP OUTLINES.

BASED ON THE STAFFING MODEL AND AS WE LOOK AT THIS WE HAVE MANY CONVERSATIONS WITH SCHOOLS TO MAKE SURE THAT AS WE USE THE HYBRID CENSUS MODEL BECAUSE OF LOOKING AT THE TOTAL POPULATION OF EACH SCHOOL, EVEN THOUGH MY SCHOOL THEY HAVE THEY MIGHT HAVE THE SAME NUMBER OF STUDENTS THAT DOCTOR JOHNSON SCHOOL HAS, THE INTENSITY OF STUDENTS NEEDS OR IDENTIFICATION RATE IN MY SCHOOL MIGHT BE SIGNIFICANTLY HIGHER THE DOCTOR JOHNSON SCHOOL SO IT'S ALSO LOOKING TO SEE IF WE NEED TO SHIFT STAFF FROM ONE SCHOOL BUILDING TO ANOTHER BEAUSE OF THE LEVEL OF SUPPORT NEED THAT EXISTS.

THAT'S PART OF THE ADDITIONAL WORK IN LOOKING AT HOW STAFFING

IS ASSIGNED OF SCHOOLS AS WELL. >> THANK YOU.

THE REPORT FROM SECAC IS THAT, TO YOU OR THE BOARD OR CAN WE

GET A COPY? >> WE CAN PROVIDE A COPY BUT MY UNDERSTANDING IS THAT THEY WILL BE SUBMITTING COMMENTS IN

SUPPORT OF THE STAFFING PLAN. >> PRESIDENT COUSINS: OKAY.

>> MY UNDERSTANDING NOW IS THAT THE NEXT STEP IS THAT THIS GETS

POSTED FOR REVIEW. >> PRESIDENT COUSINS: IT DOES?

>> YES. >> PRESIDENT COUSINS: ANY OTHER QUESTIONS? THANK YOU SO MUCH.

>> THANK YOU. >> PRESIDENT COUSINS: WE WILL

[7.05 Blueprint Update]

NOW HAVE THE BLUEPRINT UPDATED BY KEVIN MICHAEL.

AND MISS (NAME?). >> SPEAKER: GOOD AFTERNOON PRESIDENT COUSINS, MEMBERS OF THE BOARD.

MY NAME IS KEVIN MICHAEL I'M HERE TO PROVIDE AN UPDATE FOR THE BLUEPRINT FOR MARILYN'S FUTURE.

WE WILL BEGIN WITH TWO BLUEPRINT UPDATES FROM THE ACCOUNTABILITY AND IMPLEMENTATION BOARD.

THE FIRST IS THAT AIB IS LAUNCHING WHAT IT'S CALLING THE BLUEPRINT FOR MARILYN'S FUTURE IMPLEMENTATION PLANNING SERIES.

YOU MIGHT RECALL FROM LAST MONTH UPDATE THAT DEADLINE FOR THAT AIB TO DEVELOP A COMPREHENSIVE IMPLEMENTATION PLAN IS DECEMBER 1, 2022. AS SUCH THAT AIB IS BEGINNING A SERIES OF WEEKLY MEETINGS. THE GOAL OF HAVING A DRAFT OF A COMPREHENSIVE IMPLEMENTATION PLAN COMPLETED BY OCTOBER AND THAT WOULD ALLOW THE MONTH OF NOVEMBER FOR PUBLIC REVIEW AND COMMENT PRIOR TO BEING FINALIZED IN DECEMBER.

THE INTENT OF THE MEANS IS TO HELP DEVELOP A COMMON UNDERSTANDING OF THE BLUEPRINT LEGISLATION AND PROVIDE INPUT FOR THE ACCOUNTABILITY AND IMPLEMENTATION BOARD FROM INTERNATIONAL EXPERTS AND MARYLAND STAKEHOLDERS.

THE FORMAT OF THE JUNE MEETINGS WILL INCLUDE AN INTERNATIONAL EXPERT WHO WILL SPEAK ABOUT BEST PRACTICES A REPRESENTATIVE FROM THE CURRENT COMMISSION WHO WILL SHARE WITH THE COMMISSION'S ORIGINAL INTENT WAS IN ITS RECOMMENDATIONS.

AND THEN AIB STAFF MEMBERS WHO WILL PRESENT MATERIAL SPECIFIC TO THE CONTENT AREA FOR THAT FOCUS OF THAT MEETING.

MEETING PARTICIPANTS WILL DISCUSS ISSUES AND CLARIFY EXPECTATIONS, TIMELINES, METRICS AND MILESTONES, THIS IS WHERE WE SEE THAT IAB REALLY DIGGING IN AND BEGINNING CLARIFICATION PROCESS. JUNE MEETINGS WILL BEGIN AT 1:30 P.M.. THE LINK TO THE MEETING WILL BE POSTED ON THE MARYLAND GENERAL ASSEMBLY WEBSITE AND THIS PARTICULAR SLIDE SHOWS THE DATES FOR THE JUNE MEETINGS OF JUNE 16, THE 23RD, AND THE 30TH, IN WHICH POLICY AREAS, WHICH NOW ARE BEING RECRUITED TO ÃÃREFERRED TO AS PILLARS.

SO WHICH PILLARS WILL BE THE FOCUS OF EACH MEETING.

THE JULY AND AUGUST WEEKLY MEETINGS WILL BE GENERALLY ON THURSDAYS AND BEGIN AT 1:00 P.M.. THESE MEETINGS WILL SERVE AS A FOLLOW-UP TO THOSE MEETINGS WHICH ARE SCHEDULED FOR JUNE. AND PARTICIPANTS WILL INCLUDE STAFF FROM THE AIB, THE MARYLAND STATE DEPARTMENT OF EDUCATION, FROM LOCAL SCHOOL DISTRICTS AND ADVISORY COMMITTEE MEMBERS AND OTHER STAKEHOLDERS AND YOU'LL BE HEARING IN A MOMENT MORE ABOUT ADVISORY COMMITTEE MEMBERS.

THE JULY AND AUGUST MEETINGS WILL BE INSTRUMENTAL IN DETERMINING IMPLEMENTATION EXPECTATIONS, UNRESOLVED ISSUES, AND MAY HELP TO IDENTIFY ISSUES WHICH MAY

[00:55:03]

REQUIRE AMENDMENTS TO THE LEGISLATION.

AND IF THERE ARE AMENDMENTS NEEDED THEN THAT WOULD BE DRESSED IN SUBSEQUENT LEGISLATIVE SESSIONS.

THE SECOND UPDATE IS ALSO FROM THE AIB.

THE AIB IS CONVENING ADVISORY COMMITTEES FOR PILLARS ONE THROUGH FOUR TO PROVIDE INPUT FROM A DIVERSE CROSS-SECTION OF MARYLAND, THE ADVISORY COMMITTEE MEMBERS WILL HELP TO IDENTIFY PROBLEMS AND OFFER SUGGESTIONS ON HOW TO ADDRESS THEM. THE ADVISORY GROUPS WILL ALSO PROVIDE INPUT ON HOW THE IMPLEMENTATION OF THE BLUEPRINT IS PROGRESSING. THERE WILL BE FIVE MEMBERS PER ADVISORY COMMITTEE MAKING A TOTAL OF 20 PEOPLE INVOLVED ON THE ADVISORY COMMITTEES. ANYONE IS INTERESTED, ANY COMMUNITY MEMBER, ANY STAFF MEMBER, ANY BOARD MEMBER WHO'S INTERESTED ON SERVING ON ADVISOR COMMITTEE, WHICH BY THE WAY IS A TWO-YEAR TERM COMMITMENT MAY APPLY NO LATER THAN MIDNIGHT ON JULY 20 AND THE LINK TO APPLY AN APPLICATION INFORMATION ABOUT THE APPLICATION IS ON OUR SLIDE HERE AND POSTED ON THE WEBSITE. THE LINK FOR INFORMATION ÃÃ NEVERMIND. ARE THERE ANY QUESTIONS ABOUT MY UPDATES BEFORE WE MOVE ON TO MR. NAVARRA.

NEXT I WOULD LIKE TO INTRODUCE MR. TONY NOVARES, EXECUTIVE DIRECTOR, HE SERVES AS THE FACILITATOR FOR HIGH QUALITY AND DIVERSE TEACHERS AND LEADERS WERE GROUP AND HE WILL BE PRESENTING INFORMATION ABOUT THIS ILLAR.

>> SPEAKER: OUR GOALS, THANK YOU MR. MICHAEL OUR GOALS FOR TODAY RE PILLAR NUMBER TWO, HIGH QUALITY AND DIVERSE TEACHERS AND LEADERS. THERE ARE MANY REQUIREMENTS OF THIS PILLAR INCLUDING THE CAREER LADDER AND TODAY IS JUST A START. TODAY WE ARE GOING TO FOCUS ON NATIONAL BOARD CERTIFICATION IS A FEATURE OF THIS PILLAR.

NBC LIMITATION EXEMPLIFIES SEVERAL OF THE RECOMMENDATIONS OF THE MARYLAND COMMISSION OF INNOVATION AND EXCELLENCE OF COMMUNICATION AND GUIDING PRINCIPLES FOR THE CLEAR LAB ALSO TOUCHED ON THE PROGRESS OF THE C CPS WORKER FOR BLUEPRINT FOR NUMBER TWO". AND NEXT STEPS.

THE COMMISSION MADE RECOMMENDATIONS REGARDING THIS PILLAR AND HERE ARE TWO, MAKING TEACHING A HIGH STATUS PROFESSION BY RAISING THE PAY AND STATUS OF TEACHERS INCLUDING A PERFORMANCE-BASED CAREER LADDER A MINIMUM STATEWIDE SALARY AND SALARIES COMPARABLE TO SIMILARLY EDUCATED PROFESSIONALS. A REDESIGN OF SCHOOLS TO BE A PLACE WHERE TEACHERS ARE TREATED AS PROFESSIONALS WITH A SYSTEM OF INCENTIVES AND SUPPORT A CAREER LADDER TO CONTINUOUSLY IMPROVE THEIR PROFESSIONAL PRACTICE AND THE PERFORMANCE OF THEIR STUDENTS. THE IMPLEMENTATION OF NBC CERTIFICATION AND ACCOMPANIED SALARY INCREASES ARE INTENDED TO RAISE THE TEACHING PROFESSION TO A HIGHER STATUS AND INCREASE THE SALARIES OF TEACHERS, INCLUDING THOSE TEACHERS WITH NBC CERTIFICATION.

THE IMPLEMENTATION OF THE CAREER LADDER WILL BE A REDESIGN OF THE OPERATION OF OUR SCHOOLS WHERE TEACHERS WILL HAVE A SYSTEM OF INCENTIVES AND SUPPORT TO CONTINUOUSLY IMPROVE THE PROFESSIONAL PRACTICE OF THE PERFORMANCE OF THEIR STUDENTS. WHAT ARE THE GUIDING PRINCIPLES FOR CAREER LADDER IN THE BLUEPRINT? A PROGRESSION OF TEACHERS IN A MANNER OF ENCOURAGING TEACHERS TO STAY ON THE TEACHER TRACK RATHER THAN GO TO ADMINISTRATION. TEACHER SALARY THAT ATTRACTS NEW TEACHERS TO THE RUSSIAN PDIP TEACHER SALARY THAT INCENTIVIZES EXISTING TEACHERS TO OPT INTO THE CAREER LADDER AND A TEACHER SALARY PROGRESSION AS PERFORMANCE INCREASES AS DEMONSTRATED TEACHER ACHIEVING NATIONAL MORTIFICATION. IS A GROWING NATIONAL TEACHER SHORTAGE. THESE PRINCIPLES ARE DESIGNED TO MAKE TEACHER COMPENSATION COMPARABLE TO THAT OF OTHER OCCUPATIONS REQUIRING THE SAME AMOUNT OF UNIVERSITY EDUCATION.

THE BLUEPRINT MANDATES A 10% SALARY INCREASE FOR TEACHERS, NBC SALARY INCENTIVES FOR ELIGIBLE TEACHERS, AND ADDITIONAL INCREASES UPON MAINTAINING AN NBC CERTIFICATION AND $60,000 MINIMUM STATEWIDE TEACHER SALARY BY JULY 1, 2026. IS IMPORTANT TO NOTE THE LEVELS OF THE CAREER LADDER AS NBC CERTIFICATION IS INTEGRAL AND MOVING UP THE CAREER LADDER. LEVEL I OF THE CAREER LADDER IS AN ENTRY LEVEL FOR BEING STATE CERTIFIED, TEACHERS MUST REMAIN ON THIS LEVEL FOR THREE YEARS BEFORE PURSUING AN NBC CERTIFICATION. LEVEL II IS WHERE TEACHERS

[01:00:01]

START TO PURSUE ANOTHER CERTIFICATION, NBC OR MASTERS.

LEVEL III IS BECOMING AN NBC TEACHER.

LEVEL IV IS WHERE TEACHERS ON THE TEACHER OR ADMINISTRATIVE LEADERSHIP TRACK. IS IMPORTANT TO NOTE THAT IT'S A PREREQUISITE FOR A TEACHER TO PURSUE AN NBC TO REACH LEVEL II AND ATTAIN NBC CERTIFICATION TO REACH LEVEL III AND LEVEL IV AND THEN CHOOSE THE TEACHERS LEADERSHIP OR ADMINISTRATOR TRACK. NBC MEANS NATIONAL BOARD CERTIFICATION, AS ISSUED BY THE NATIONAL BOARD FOR PROFESSIONAL TEACHING STANDARDS AND TEACHERS WILL SOON BECOME THEY IDENTIFIED IN OUR SYSTEM AS NBC TEACHER.

WHAT IS NATIONAL BOARD CERTIFICATION? THERE IS A HISTORY TO NBC CERTIFICATION AND ITS RECOGNIZES THE GOLD STANDARD IN TEACHER CERTIFICATION SHOULD BE ALIGNED TO THESE PROPOSITIONS OF NATIONAL BOARD CERTIFICATION. THERE ARE PREREQUISITES FOR NATIONAL MORTIFICATION INCLUDE HAVING A BACHELORS DEGREE, THREE YEARS OF SUCCESSFUL TEACHING AND ONE OR MORE EALY CHILDHOOD ELEMENTARY MIDDLE OR SECONDARY SCHOOLS.

THIS IS A FIRST STEP IN MOVING UP THE CAREER LADDER.

OCTOBER MRS. BRITTANY SAMMONS AT AN INFORMATION SESSION FOR TEACHERS IN CALVERT COUNTY WHERE THEY REVIEWED THE BLUEPRINT, WENT OVER NATIONAL BOARD CERTIFICATION AND WENT OVER THE ELIGIBILITY REQUIRED REQUISITES, THE NBC CERTIFICATION AREAS, THE COST AND THE TIMELINE.

THERE ARE 70 PEOPLE, 70 TEACHERS THAT ATTENDED THE INFORMATION SESSION IN OCTOBER AND WE CURRENTLY HAVE 54

TEACHERS PURSUING NBC. >> PRESIDENT COUSINS: YOU SAID

70? >> SPEAKER: 70.

WAYS TO RECEIVE GUIDANCE FROM MST E REGARDING TEACHERS THAT ARE ELIGIBLE FOR THE NBC SALARY INCREASES, THEY HAVE THE DEFINITIONS UP THERE OF EACHER, CERTIFICATED AND PRIMARILY RESPONSIBLE AND ACCOUNTABLE. THESE DEFINITIONS SERVE TO GUIDE SCHOOL SYSTEMS ACROSS MARYLAND AND IDENTIFYING THOSE TEACHERS WITH AN NBC CERTIFICATION AND BEING ELIGIBLE FOR THE SALARY INCREASES.

MS DE HAS ALSO INDICATED THAT ALL TEACHERS IN A CO-TEACHING MODEL INCLUDING EDUCATION OR EL L TEACHERS WHO MAY BE A TEACHER OF RECORD MAY BE ELIGIBLE FOR THE NBC SALARY NCREASE SO LONG AS THEY MEET ALL OTHER ELIGIBILITY EQUIREMENTS.

IT'S A STATUTORY MANDATE FOR TEACHERS THAT ARE NBC CERTIFIED AND ELIGIBLE FOR THE SALARY INCREASE THE OTHER $10,000 SALARY INCREASE EFFECTIVE JULY 1 OF 2022 AND C CPS IS IN THE PROCESS OF FINALIZING THE LIST OF NBC TEACHERS ELIGIBLE FOR THE SALARY INCREASE AND WILL INFORM THESE TEACHERS VERY OON.

OUR WORKGROUP FOR PILLAR NUMBER TWO, THIS WORK INCLUDES A COMPREHENSIVE REVIEW OF THE PILLARS REQUIREMENTS BY ANALYZING OUTLINING THE REQUIREMENTS COMPARING CURRENT PRACTICES TO BLUEPRINT PRACTICES AND FINALLY MAKING DETERMINATION OF WHAT CCPS NEEDS TO DO TO ADDRESS THE REQUIREMENTS WE WILL GAIN KNOWLEDGE NEEDED TO IMPLEMENT THTHE BLUEPRINT. ONE OF OUR OTHER NEXT STEPS IS TO FOLLOW THE WORK OF THE AIB THIS SUMMER ESPECIALLY WITH THEIR DEEP DIVES INTO PILLAR NUMBER TWO.

ARE THERE ANY QUESTIONS? >> PRESIDENT COUSINS: ANY QUESTIONS? THANK YOU FOR THE UPDATE.

>> SPEAKER: THANK YOU ALL. (SILENCE).

[7.06 Code of Conduct Approval]

[01:05:03]

>> PRESIDENT COUSINS: THE NEXT ITEM ON OUR AGENDA IS THE CODE OF CONDUCT APPROVAL. JAMES KURTZ, I WANT TO THANK EVERYONE WHO SUBMITTED PUBLIC COMMENT ON THE CODE OF CONDUCT.

>> SPEAKER: GOOD AFTERNOON PRESIDENT COUSINS, DR. CURRY AND MEMBERS OF THE BOARD OF EDUCATION.I COME BEFORE YOU TODAY TO PRESENT PROPOSED CHANGES TO THE STUDENT CODE OF CONDUCT, NOW THAT IT'S BEEN POSTED AND NOW THAT WE RECEIVED COMMUNITY FEEDBACK. YOU'VE RECEIVED A CHART THAT HAS A COLUMN ON THE LEFT OF THE INITIAL PROPOSED CHANGES FROM THE COMMITTEE RECOMMENDATIONS FROM THE FIRST PRESENTAION ON APRIL 21 AND COLUMN ON THE RIGHT THAT HAS THE CHANGES IN PROPOSING TODAY FOLLOWING THE PCOMMUNITY FEEDBACK WE RECEIVED AND FOLLOWING THE BOARD'S DISCUSSION DURING THE MEETING ON APRIL 21. THESE INCLUDE ONLY THE ITEMS WE RECEIVE FEEDBACK ON. FOR ITEM NUMBER ONE IT WAS NOTED BY THE BOARD THAT THE TERM LOWER EXTREMITIES WAS TOO BROAD. I PROPOSE CHANGING THIS TO READ CLOTHING THAT IS RIPPED OR HAS HOLES MUST COVER THE CHEST, TORSO, AND UNDERGARMENTS. FEEDBACK WE RECEIVED FROM ADMINISTRATORS IS THAT SOME STUDENTS ARE WEARING CLOTHING THAT REVEALS UNDERGARMENTS AND PRIVATE AREAS THAT SHOULD BE COVERED. WITH THIS LANGUAGE PROVIDES FOR STUDENTS TO WEAR CLOTHES THAT COVER THESE PARTS OF THE BODY.

FOR ITEM NUMBER TWO RECENTLY RECEIVED FEEDBACK THAT HATS" SHOULD NOT BE ALLOWED AND EARS SHOULD BE VISIBLE.

I PROPOSE CHANGING THIS BACK TO THE LANGUAGE FROM THE CURRENT SCHOOL YEAR WHICH READS HATS, HOODS, AND ANY OTHER HEADWEAR THAT OBSCURES THE FACE AND/OR EARS IS NOT PERMITTED.

FOR ITEM NUMBER THREE, IT WAS NOTED THAT THE REFERENCE TO ANY PERSON SHOULD BE CHANGED TO STUDENTS AS THIS IS A STUDENT HANDBOOK AND DOES NOT GOVERN COMMUNITY MEMBERS ON CAMPUS.

ALSO POINTED OUT THE POLICY 1540 PROHIBITING DRUGS AND ALCOHOL HONESTY CPS PROPERTY TO INCLUDE BEING UNDER THE INFLUENCE DOES ADDRESS THIS I PROPOSE A STATEMENT READS STUDENTS ADMITTING AN ODOR OF DRUGS AND ALCOHOL MAY BE REMOVED FROM THE PREMISES REFERRED TO LAW ENFORCEMENT OR BOTH. THIS INCLUDES ATTENDANCE AND EXTRACURRICULAR ACTIVITIES. FINALLY, FOR ITEM NUMBER FOUR, FEEDBACK INDICATED THAT IN THE STATEMENT THE TERM ONE AND ASKED WAS TOO BROAD, WHEN IT STATED IT GIVES ONE THE OPPORTUNITY TO, THIS PERMITS US TO ACCEPT RESPONSIBILITY.

THIS WAS IN RESPECT TO RESTORATIVE PRACTICES.

THE TERMS ONE AND ELSEWHERE CHANGE TO STUDENTS.

BECAUSE THIS IS A STUDENT HANDBOOK.

THESE CHANGES ARE UNDERLINED IN THE RIGHT-HAND COLUMN.

THAT CONCLUDES THE PROPOSED CHANGES.

ANY QUESTIONS? >> PRESIDENT COUSINS: IS THERE

MOTION TO APPROVE? >> MR. WHITE: MOVED TO APPROVE.

>> SECOND. >> PRESIDENT COUSINS: APPROVED TO MOVE, SECOND. DISCUSSION?

ALL IN FAVOR. >> AYE.

>> PRESIDENT COUSINS: MOTION IS APPROVED.

>> THANK YOU. >> PRESIDENT COUSINS: THE NEXT

[7.07 NMS Ed Spec Presentation]

ITEM ON OUR AGENDA IS THE MIDDLE SCHOOL SPEC PRESENTATION. SHOULD (NAME?).

>> SPEAKER: GOOD AFTERNOON. PRESIDENT COUSINS, DR. CURRY AND MEMBERS OF THE BOARD, I'M DIRECTOR OF SCHOOL CONSTRUCTION AND I'M HERE FOR YOU TODAY TO PRESENT THE EDUCATIONAL SPECIFICATIONS FOR NORTHERN MIDDLE SCHOOL.

THE PURPOSE OF THE AD SPECS IS TO CREATE A PROGRAM OR WISHLIST WITHIN A DOCUMENT THAT OUTLINES THE FOLLOWING.

SPACE REQUIREMENTS FOR INSTRUCTION AND SUPPORT SPACES WHERE VARIOUS INSTRUCTIONAL SUPPORT SPACES NEED TO BE PLACED FOR OPTIMAL OPERATION OF THE SCHOOL.

THE TYPES OF MATERIALS, EQUIPMENT, TECHNOLOGY AND FURNITURE NEEDS AND STAFFING NEEDS FOR THE SCHOOL.

THE ED SPECS ARE ESSENTIALLY A ROADMAPGIVEN TO THE DESIGN TEAM WHO WILL USE IT TO DO AN ANALYSIS TO SEE WHETHER THE EXISTING NORTHERN MIDDLE SCHOOL WILL MEET THE REQUIREMENTS OUTLINED WITHIN THE ED SPECS. THIS IS PART OF THE FEASIBILITY STUDY THAT COMES NEXT IN THE PROCESS.

ONCE THE FEASIBILITY STUDY IS COMPLETE WE WILL MAKE A

[01:10:06]

RECOMMENDATION AND THE BOARD WILL HAVE AN OPPORTUNITY TO VOTE ON THE OPTION THAT WE MOVE FORWARD WITH.

IF THAT OPTION IS A REPLACEMENT BUILDING, THE DESIGN TEAM WE CONTRACT WITH WILL TRANSLATE THE ROADMAP THAT'S THE ED SPECS INTO A SET OF DESIGN DOCUMENTS. THIS PROCESS INVOLVES THE STATE WHO WILL LOOK OVER TO MAKE SURE THAT THE ED SPEC REQUIREMENTS ARE BEING ADHERED TO FOR THE MOST PART.

ED SPEC IS THE FIRST PIECE WITHIN THIS ONG FACILITY PLANNING PROCESS. IS IMPORTANT TO NOTE THAT THAT THE ED SPEC BECAUSE IT'S PRODUCED SO FAR AHEAD OF ACTUAL DESIGN IS A FLUID DOCUMENT THAT CAN BE ADJUSTED.

WE HAD TO DO THIS IN THE PAST WITH CALVERT HIGH SCHOOL, FOR EXAMPLE. WHERE THE TECH ADD CLASSROOMS WERE CHANGED FOR THE PROJECT LEAD THE WAY THE PROGRAM AND THE CHILDCARE PROGRAM THAT WAS PART OF CTE WAS ACTUALLY ELIMINATED BECAUSE IT WAS NO LONGER RELEVANT AND TAUGHT ANYMORE. THERE WERE MANY PEOPLE HAVE THE SCHOOL LEVEL FROM CENTRAL OFFICE, MST E, AS WELL AS COMMUNITY MEMBERS INVITED AND INVOLVED IN THE MISSION OF THIS. IT WAS A REALLY COLLABORATIVE EFFORT AND I WOULD LIKE TO THANK THEM ALL, ESPECIALLY DOCTOR SUSAN JOHNSON WHO CHAIRED THE COMMITTEE OVER THE LAST 7.5 MONTHS. THE ED SPEC BASELINE THAT WE UTILIZED TO GET STARTED WAS CALVERT MIDDLE SCHOOL BUT BECAUSE THAT WAS COMPLETED IN APRIL 2006 IT REALLY REQUIRED AN UPDATE. WHAT THAT PROMPTED COMMITTEE MEMBERS TO DO TO TOUR NEWER SCHOOLS IN THAT REGION WE TOURED THE OLIVER ACADEMY WHICH IS A PRE-K THROUGH A NET ZERO SCHOOL IN BALTIMORE CITY AS WELL AS WILDE LAKE MIDDLE SCHOOL, GRADES SIX THROUGH EIGHT MIDDLE SCHOOL SIMILAR TO NORTHERN LOCATED IN HOWARD COUNTY.

THE COMMITTEE ALSO ARRANGED FOR OVERVIEW OF THE MARYLAND PBLUEPRINT FROM KEVIN MICHAEL T GET INSIGHT ON THE FACTORS THAT WE NEEDED TO CONSIDER FOR THE FUTURE OF PUBLIC EDUCATION IN MARYLAND AS WELL AS WE PLANNED A NEW NORTHERN MIDDLE.

IT TOOK ALL THESE FACTORS INTO ACCOUNT AS WE DETERMINED WHAT THE PROPOSED NORTHERN TO SCHOOL SHOULD INCLUDE IN ORDER TO BEST SUPPORT OUR FUTURE STUDENTS AND STAFF TO DEVELOP, LEARN, AND THRIVE. IF YOU TURN TO PAGE 1 OF THE DOCUMENT BEFORE YOU YOU WILL FIND THE INTRODUCTION AND OVERVIEW. THIS SECTION PROVIDES A BASIS FOR THE CAPACITY AND SQUARE FOOTAGE OF THE PROPOSED BUILDING. IF YOU COULD ACTUALLY GO TO PAGE 3 OF THE PDF THAT'S WHERE WE WANT TO BE.

I DON'T THINK I CAN CHANGE A PDF BECAUSE IT'S NOT A POWERPOINT. I COULD TRY.

IT WORKED.

(LAUGHING) THIS IS THE INTRODUCTION AND OVERVIEW SECTION.

THIS SECTION PROVIDES THE BASIS FOR THE CAPACITY AND SQUARE FOOTAGE OF THE PROPOSED BUILDING.

I DON'T THINK I CAN SCROLL DOWN TO THE TABLE BELOW (LAUGHING) (INAUDIBLE BACKGROUD CHATTER) THE BASIS FOR THE CAPACITY AND SQUARE FOOTAGE OF THE PROPOSED BUILDING IS INCLUDED HERE. AS YOU CAN SEE.

YOU CAN SEE WITHIN THE TABLE THE PROPOSED NORTHERN METAL WOULD HAVE A STATE RATED CAPACITY OF 775.

THE STATE RATED CAPACITY CALCULATION FOR MIDDLE SCHOOLS IS THE SAME AS IT IS FOR HIGH SCHOOLS, HOWEVER, MIDDLE SCHOOLS BECAUSE OF HOW THEY OPERATE ARE NEVER AS EFFICIENT WITHIN THEIR UTILIZATIONS OF THE STATE RATED CAPACITY OFTEN APPEARS INFLATED. AT THE END OF THE DAY THE STATE WILL PARTICIPATE IN FUNDING AND SQUARE FOOTAGE AMOUNT FOR THE NEW NORTHERN MIDDLE OR THE PROPOSED NORTHERN MIDDLE BASED ON THE ENROLLMENT PROJECTION FOR THE EXISTING NORTHERN MIDDLE COMBINED WITH THE ADJACENT MIDDLE SCHOOL COMPARED AGAINST THEIR RESPECTIVE EXISTING STATE RATED CAPACITIES. THAT'S WHAT DETERMINES HOW MANY STUDENTS THEY WILL COUNT TOWARDS SQUARE FOOTAGE PER STUDENT CALCULATION WHICH THEN PROVIDES US WITH THE TOTAL SQUARE FOOTAGE THE STATE IS WILLING TO PARTICIPATE IN.

BASED ON OUR CURRENT ENROLLMENT PROJECTIONS THE STATE'S PARTICIPATION WOULD BE FOR A BUILDING AROUND 102,000 SQUARE FEET, THEY WILL ADDITIONALLY PARTICIPATE IN UP TO 3000 SQUARE FEET OF COMMUNITY USE SPACE THAT WE WILL BE TAKING

[01:15:01]

FULL ADVANTAGE OF. THE TOTAL STATE PARTICIPATION WOULD BE FOR PROPOSED BUILDING THAT'S A LITTLE UNDER 105,000 SQUARE FEET. SHE IS STILL NOT BACK.

(LAUGHING) OKAY. I THINK I OVERSHOT.

IF YOU TURN TO PAGE 2 OF THE DOCUMENT YOU WILL FIND THE BACKGROUND AND PURPOSE OF THE ASPECTS.

WE NOTE THE JUSTIFICATION WE ANTICIPATE COMMENCING FALL OF 2024 IN A PHASED MANNER. JUST TO GO OVER A COUPLE QUICK TIMELINES AFTER THE ED SPECS ARE APPROVED, THEY RE SENT TO THE STATE, ONCE THEY APPROVE THE ED SPECS WE CAN THEN MOVE FORWARD WITH THE FEASIBILITY STUDY WHICH WE PLAN TO DO THIS CALENDAR YEAR.ONCE THE FEASIBILITY STUDY IS SENT TO THE STATE AND APPROVED, WE THEN HAVE THE GREEN LIGHT TO MOVE FORWARD WITH DESIGN. WE ARE ASKING FOR DESIGN APPROVAL OR PLANNING APPROVAL IN OUR NEXT CIP CYCLE WHICH COINCIDES WITH THIS TIMELINE. AT THAT POINT THE DESIGN WOULD BE POTENTIALLY A 12 TO 14 MONTH TIMEFRAME SO THAT IS WHAT THE CONSTRUCTION FUNDING IS BASED ON.

WE WOULD ANTICIPATE STARTING CONSTRUCTION AROUND THE FALL OF 2024 AND DEPENDING ON WHAT THE FEASIBILITY STUDY BEARS OUT, BECAUSE IT WOULD BE A MULTIPHASE PROJECT, IT COULD POTENTIALLY GO FOR 3 TO 3.5 YEAR PROCESS.

WE WILL KNOW THAT MORE ONCE WE ACTUALLY GO THROUGH THE REMAINDER OF THE PROCESS. .

SHE'S BACK. PAGE 10 OF THE DOCUMENT, WHICH IS PDF PAGE 5 IF WE COULD TURN TO THAT.

THAT SHOWS THE ACTUAL DESCRIPTION AND THE SPECIFIC SECTIONS OF THE ASPECTS. THERE ARE FOUR SECTIONS SECTION 1 CONTAINS THE INSTRUCTIONAL AREAS OF THE BUILDING SECTION 2 OF THE ADMINISTRATIVE AREAS. SECTION 3 HAS THE GENERAL BUILDING CONSIDERATIONS INCLUDING SITE AND SUSTAINABILITY REQUIREMENTS IN THE FINAL SECTION SECTION 4 OUTLINES THE STAFFING ADJACENCY REQUIREMENTS IN THE SUMMARY TABLE OF THE SPACES WITHIN THE PROPOSED BUILDING.

I WOULD LIKE NOW TO TAKE A FEW MINUTES AND GO INTO SOME KEY DETAILS AROUND SOME OF THE ED SPEC COMMUNITY DECISIONS REGARDING SPACES ON THE PROPOSED BUILDING.

IF YOU WOULD PLEASE TURN TO PAGE 134 THE DOCUMENT YOU WILL SEE THE SUMMARY OF SPACE REQUIREMENTS.HAT WILL BE THE NEXT PAGE YOU GO ON. THE SCHOOL, THE SCHOOL IS LARGELY PLANNED AROUND TWO TEACHERS PER INTERDISCIPLINARY AREA PER GRADE. THAT PLANNING ALLOWS FOR FLEXIBILITY OF USAGE BECAUSE OF A DETERMINATION WERE TO BE MADE TO USE A TEAM-BASED APPROACH VERSUS CURRENT MODEL WE USE CAN EASILY BE ACCOMMODATED IN THE FUTURE.

ALL GENERAL CLASSROOMS ARE 900 SQUARE FEET WHICH IS SLIGHTLY BIGGER THAN THE SIZE IS NOTED FOR CALVERT MIDDLE WHICH WERE 850 SQUARE FEET. THE COMMITTEE FELT STRONGLY IMP TEACHERS TO CREATE A VARIETY OF STUDENT GROUPINGS WITHIN THE CLASSROOM. THERE WAS DISCUSSION BASED ON SITE VISITS AND FOCUS ON THE BLUEPRINT THAT THE BUILDING MUST HAVE APPROPRIATE SPACE ALLOCATED NOT ONLY FOR FUTURE PLANNING BUT ALSO FOR SMALL GROUP INSTRUCTION.

THE COMMITTEE THEREFORE INCLUDED MULTIPLE SPECIALTIES IN THE ED SPEC THAT WOULD SERVE BOTH THE FUNCTIONS.

THE SPACES ARE LABELED AS COLLABORATIVE PLANNING/SMALL GROUP INSTRUCTION. IT WILL BE INCORPORATED THROUGHOUT THE BUILDING FOR TEACHER USE.

WE'VE INCORPORATED OPEN COLLABORATIVE LEARNING AREAS OR CLA'S WITHIN THE BUILDING THAT WOULD BE CENTRALLY LOCATED AMONGST THE CLUSTERS OF CLASSROOMS, THESE ARE SORT OF WIDENED OPEN HALLWAYS THAT ARE ADJACENT TO A GROUP OF CLASSROOMS AND THESE ARE REALLY ADVANTAGEOUS AND CAN BE USED FOR TUTORING, INFORMAL SMALL STUDENT GROUP INSTRUCTIONS, PROJECT-BASED LEARNING AND GROUP WORK.

THE COMMITTEE MEMBERS SEE SUCH ACTIVITIES HAPPENING IN OUR SCHOOLS OUTSIDE THE FOUR WALLS OF THE CLASSROOM AND WANTED TO PROVIDE A SPACE FOR FOSTERING THIS.

ADDITIONALLY, INSTEAD OF A SPECIFIC FAMILY AND CONSUMER SCIENCE OR FAX CLASSROOM OR COMPUTER SCIENCE CLASSROOM, THE COMMITTEE DETERMINED THAT A BETTER APPROACH WOULD BE TO DESIGN A LARGER FLEX CLASSROOM AT 950 SQUARE FEET WITH ADJOINING STORAGE. THIS WOULD ALLOW THE BUILDING TO ACCOMMODATE A VARIETY OF DIFFERENT CLASSES TO BE

[01:20:04]

SCHEDULED AND TAUGHT WITHIN THE SETTING AS NEEDED STOP IF WE NOW GO TO THE NEXT PAGE, PAGE 135 OF THE DOCUMENT.

TOWARDS THE BOTTOM OF THE PAGE YOU WILL FIND THE SECTION ON THE PROPOSED HEALTH SUITE AS WE ARE DOING AT THE NEW BEACH ELEMENTARY WE'VE INCORPORATED A SEPARATE ISOLATION ROOM WITHIN THE GENERAL HEALTH SUITE AND WE WILL CONTINUE TO DO THIS AT LEAST AS FAR AS WE FORESEE FOR THE FUTURE PROJECTS.

THE GUIDANCE SECTION IS LISTED FOR THE TOP AND GUIDANCE WE HAVE INCLUDED A SEPARATE SPACE TO ALLOW COUNSELORS TO HAVE THE ABILITY TO RUN SMALL GROUP SESSIONS FOR STUDENTS WITHOUT HAVING TO USE A CONFERENCE ROOM WHICH MIGHT BE SCHEDULED FOR MEETINGS. THE SPACES LABELED GUIDANCE SUPPORT SERVICES. THEN FINALLY, ON PAGE 137, WHICH IS THE LAST PAGE OF THE DOCUMENT.

YOU WILL NOTE THE COOPERATIVE USE SPACE, WE SPOKE OF COUNTY PARK AND REC REGARDING THEIR INTEREST IN CONTINUING USE OF NORTHERN MIDDLE'S GYM FOR THE PROGRAMS. AND SPACES FOR THIS USAGE HAS BEEN ALLOCATED.

ADDITIONALLY, A VOLUNTEER RUN WILL BE PART OF THE COMMUNITY USE SQUARE FOOTAGE AS WELL. THAT WRAPS UP THE PRESENTATION OF THE PROPOED NORTHERN MIDDLE SCHOOL ED SPECS.

WE WOULD BE LOOKING FOR APPROVAL AT THE NEXT BOARD MEETING IN JULY, AT THAT POINT THE ED SPEC WOULD BE'S SENT TO THE STATE FOR THEIR REVIEW AND APPROVAL SO WE CAN COMMENCE THE PROJECT. I WILL TAKE ANY QUESTIONS THAT

ANYBODY HAS AT THIS TIME. >> PRESIDENT COUSINS: ANY QUESTIONS? NO QUESTIONS.

IT WILL BE POSTED FOR 30 DAYS FOR PUBLIC COMMENT: THANK YOU.

>> PRESIDENT COUSINS: THANK YOU SO MUCH.

[8.01 Comments by the Board]

THE LAST ITEM ON OUR AGENDA IS BOARD COMMENTS.

WE WILL START WITH OUR STUDENT MEMBER OF THE BOARD.

>> I JUST WANTED TO START MY COMMENT BY THINKING DR. CURRY FOR ALL THE WORK HE'S DONE FOR OUR COUNTY, SPECIFICALLY THE STUDENTS. I FIRST MET DR. CURRY IN FIFTH GRADE WHEN HE AGREED TO MEET WITH OUR ELEMENTARY SCHOOL STUDENT COUNCIL. SINCE THEN HE HAS ATTENDED EVERY CALVERT ASSOCIATION OF STUDENT COUNCIL'S MEETING THAT I CAN RECALL, AT EVERY EVENT LISTENING TO THE STUDENTS AND TRULY CARING ABOUT WHAT WE HAD TO SAY. BELIEVE THAT'S A TRUE TESTAMENT TO DR. CURRY'S DEDICATION TO THE STUDENT VOICE AND I KNOW I REALLY HAVE APPRECIATED THAT THROUGHOUT MY TIME IN CALVERT COUNTY AND I KNOW MANY OTHER STUDENT LEADERS HAPPY STEP THANK YOU DR. CURRY, I WILL MISS YOU IN THE NEXT YEAR. AS YOU ALL KNOW TODAY IS MY FIRST BOARD MEETING SO I JUST WANTED TO THANK EVERYONE HERE FOR BEING SO WELCOMING TO ME. I LOOK FORWARD TO WORKING WITH

YOU ALL THIS YEAR. >> PRESIDENT COUSINS: THANK YOU. MR. WHITE.

>> MR. WHITE: GOOD AFTERNOON, WELCOME, LOOK FORWARD TO WORKING WITH YOU ALSO. OVER THE LAST COUPLE WEEKS MY COLLEAGUES AND I HAVE SPENT PROBABLY ABOUT 50 TO 60 HOURS BETWEEN GRADUATIONS, AWARD CEREMONIES, RETIREMENTS, THINGS LIKE THAT. IT'S A BLESSING TO DO THESE THINGS TOGETHER. WE'VE HAD A LOT OF LAUGHS, WE'VE LEARNED A LOT, GO CELTICS (LAUGHING) ALSO AFTER THESE AWARDS WE HAVE THE OPPORTUNITIES TO ACTUALLY COME AND MEET SOME OF THE PEOPLE WHO SEND US EMAILS, THEY COME UP AND WE HAVE CONVERSATIONS AND GET CLARIFICATIONS ON THINGS AND I THINK THAT'S PART OF WHAT WE SAID WE WERE GOING TO DO AS ELECTED OFFICIALS.

WE DO READ A LOT OF EMAILS AND THANK GOODNESS WE DO BECAUSE WHEN PEOPLE COME UP THEY ASK US ABOUT THESE EMAILS SO WE DO READ THEM ALL. I WANTED TO TOUCH ON CONGRATULATING CALVERT SOFTBALL TEAM, THEY ACTUALLY WON THE STATE TITLE. CONGRATULATIONS TO THEM.

ALSO PLUM POINT MIDDLE SCHOOL BASEBALL AND SOFTBALL TEAMS ALSO WON THEIR CHAMPIONSHIPS. I ALSO WAS TOLD THAT CALVARY HIGH ROTC PLACED IN JUST ABOUT EVERY CATEGORY THIS YEAR.

WITH THEIR DIFFERENT COMPETITIONS THROUGHOUT THE YEAR. I JUST WANTED TO CONGRATULATE THEM. LAST BUT NOT LEAST, DR CURRY ONCE AGAIN, THANK YOU FOR VERYTHING YOU'VE DONE. WHEN I WAS A CANDIDATE WE MET SEVERAL TIMES AND I'VE LEARNED A LOT FROM YOU IN THESE PAST COUPLE YEAR AND AND A HALF OR SO. INCLUDING THE 11:00 P.M.

CONVERSATIONS I WOULD HAVE A FEW WHEN SOMEONE REACHED OUT TO ME SO I APPRECIATE YOUR GUIDANCE AND YOU BEING THERE

[01:25:03]

AND TAKING THE TIME TO WORK WITH US AND IT'S DEFINITELY BEEN A VERY TOUGH TIME TO BE ON THE BOARD BUT A LOT OF TIMES I REMEMBER MY VERY FIRST MEETING I THOUGHT I WAS GOING TO HAVE TO MAKE A VOTE ABOUT VIRTUAL SCHOOL OR NOT SO I WAS READY ALL DAY FOR IT AND YOU CAME IN AND YOU SAID, THIS IS WHAT I'M DOING. A LOT OF TIMES YOU TOOK THE LEAD ON SOME THINGS AND I APPRECIATE THAT.

CONGRATULATIONS AND ENJOY YOUR RETIREMENT.

>> PRESIDENT COUSINS: THANK YOU.

MR. NUTTER. >> MR. NUTTER: DR. CURRY, IF YOU REMEMBER I WAS COUNTY COMMISSIONER WHEN YOU CAME HERE. AND HAD A YEAR WORKING ON HERE AND I HAVE TO TELL YOU, I DON'T ALWAYS AGREE WITH WHAT YOU SAY BUT I WILL GET AN HONEST ANSWER.

AND THAT'S MORE IMPORTANT. I WANT TO THANK YOU FOR THAT.

I WANT TO THANK YOU FOR THE TIME.

COURSE ON NOT WANT TO BEAT AROUND THE BUSH SO WHEN I ASKED THE QUESTION I GET AN HONEST ANSWER.

AND IF I DON'T LIKE THE ANSWER THAT I SHOULDN'T HAVE ASKED THE QUESTION. WANT TO THANK YOU FOR THAT.

THANK YOU FOR YOUR TIME. PLEASE VOLUNTEER FOR EVERYTHING YOU CAN WHEN YOU RETIRE. I'D LIKE ONCE AGAIN TO APOLOGIZE TO THE STUDENTS AND FACULTY OF CALVERT COUNTY SCHOOLS. THERE WAS A TIME WHEN I DIDN'T MISS ANYTHING, I THINK I SAID THIS AT THE LAST MEETING.

INCLUDING I WOULD GO TO THE BUDGET HEARINGS WITH ÃÃBACK THEN I THINK IT WAS THE RETIRED TEACHERS ASSOCIATION.

IT LATER BECAME I GUESS THE TEACHERS ASSOCIATION.

I WOULD EVEN GO TO THEIR BUDGET HEARINGS.

I PROBABLY SPENT MORE TIME AT BEACH ELEMENTARY SCHOOL THAN ANY SCHOOL. WHEN YOU TALK ABOUT SECURITY, I WAS ON THE BOARD OF COUNTY COMMISSIONERS ONE WE PUT OUT A LOT OF FUNDING ÃÃI MADE SURE I WENT TO EVERY SCHOOL TO CHECK THEIR URITY. AND SHOW ME HOW IT IT WORKED.

AND WHAT WE WERE DOING SO I FEEL REALLY GOOD ABOUT OUR SCHOOLS AND OUR SAFETY. THAT DOESN'T MEAN THAT WE LAY OUR HEADS DOWN. WE KEEP ON WITH THINGS.

YOU MENTIONED ROTC OUT YESTERDAY.

HAD ONE FROM HUNTINGTON HIGH SCHOOL 2014, WHICH WAS VERY NICE ÃÃTHE REASON I COULDN'T BE AT SOME OF THESE THINGS ARE JUST CIRCUMSTANCES OUT OF MY CONTROL RIGHT NOW.

I WANT TO APOLOGIZE FOR THAT. AND WANT TO MAKE MY USUAL MOTION, I DON'T DO THIS MOTION TO BE FUNNY.OF THE COMMITTEE TIMES I MAKE THIS MOTION BECAUSE I REALLY THINK THAT WHAT YOU SAY, THE MEETING IS OPEN, IF YOU ARE THE 11 PERSON HERE YOU CAN SPEAK. I THINK IT MAKES US LOOK MORE TRANSPARENT, I DON'T THINK YOU'RE GOING TO GET THAT MANY THAT ARE GOING TO SPEAK. WE ARE IN THE MIDDLE OF THE DAY HERE. DURING THE EVENING YOU'VE GOT PEOPLE RUSHING TO GET HERE, WHICH IS REALLY NOT GOOD.

I WILL QUIT MAKING THIS MOTION, IF YOU CAN CONVINCE ME WHY IT'S A BAD MOTION BUT WITH THAT, I AM MAKING A MOTION THAT WE LIFT

ANY LIMIT ON SPEAKERS. >> PRESIDENT COUSINS: IS THERE

A SECOND? >> SECOND.>> PRESIDENT COUSINS: WE HAVE A MOTION ON US AND A SECOND, ANY FURTHER DISCUSSION? ALL IN FAVOR.

>> AYE. >> ALL OPPOSED.

>> OPPOSED. >> PRESIDENT COUSINS: MOTION

FAILS 1 Ã3. >> I WOULD LIKE TO CONGRATULATE OUR GRADUATES, CONGRATULATIONS TO THE CLASS OF 2022, LOOKING FORWARD TO READING ABOUT EACH OF YOU AS YOU ENDEAVOR INTO YOUR NEW JOURNEY, ALSO I WANT TO THANK DR. CURRY FOR HIS SERVICE. WE DID HAVE A LOVELY DINNER TO RECOGNIZE YOU AND THAT WAS FUN. I DO APPRECIATE YOUR HONESTY AND SERVICE TO THE SYSTEM AND I HOPE YOU ENJOY YOUR RETIREMENT AND I'M GOING TO SAY OPPOSITE OF MR. NUTTER, DON'T VOLUNTEER

[01:30:02]

FOR EVERYTHING, TAKE TIME TO TRAVEL, DO THE THINGS THAT YOU WANT TO DO, FISH, ENJOY THE OUTDOORS.T'S YOUR TIME FROM HERE ON OUT. I'D ALSO LIKE TO DO A LITTLE THING DIFFERENT AND CONGRATULATE OUR STUDENTS WHO WERE NOT GIVEN AWARDS THIS YEAR.

WE HAVE MANY STUDENTS COME TO SCHOOL EVERY DAY, WORK HARD, DO THEIR BEST AND JUST DON'T GET RECOGNIZED OR RECEIVE AWARDS.

IT DOESN'T MEAN THAT THEY ARE DEPRECIATED AND SHOULD I GET RECOGNIZED. IT JUST MEANS THAT SOMEONE ELSE BEAT THEM TO THE FINISH LINE AND RECEIVED AN AWARD.

CONGRATULATIONS TO ALL OF OUR STUDENTS WHO ARE DOING THEIR BEST COMING TO SCHOOL EVERY DAY AND WORKING TO ACHIEVE THEIR GOALS. THAT'S IT FOR ME.

>> PRESIDENT COUSINS: THANK YOU MS. CLAGGATT.

I CONCUR THE SENTIMENTS THUS FAR ABOUT OUR DEPARTING BOARD MEMBER DR. CURRY, BEING APPOINTED AS THE VICE CHAIR COMING IN THE DOOR THAT WAS VERY ALARMING FOR ME BUT WORKING WITH YOU AND MY OTHER COLLEAGUES MADE IT BEARABLE AND I CONTINUE TO LEARN AND I APPRECIATE YOU FOR EVERYTHING YOU'VE DONE. AND WAS GOING TO LIST SOME OF THOSE THINGS YOU LISTED ALREADY AS FAR AS ACCOMPLISHMENT SO THANK YOU FOR DOING THAT BECAUSE WE HAVE ACHIEVED A LOT OF SUCCESS ALONG THE WAY WITH YOU AS LEADERSHIP HERE IN THE DISTRICT AND FOR THAT I THINK YOU.

IF THERE'S NO OTHER COMMENTS, THAT CONCLUDES OUR BOARD MEETING FOR TODAY. WE ARE ADJOURNED.
