MEMBERSHIP WAS INCREASED BY 26% AND WE HAD MEDALISTS EVEN IN A VIRTUAL COMPETITION ARENA AND WE ARE SO VERY, VERY PROUD OF OUR CHAPTER. WE HAVE TWO SKILLS USA MARYLAND OFFICERS CURRENTLY AND TWO OUTGOING AND THAT'S EXTREMELY RARE AND IT SAYS A LOT. IT'S A TESTAMENT TO CALVERT COUNTY. IT'S A TESTAMENT TO CTA AND TO MS. AIKEN AND HER LEADERSHIP AND A TESTAMENT TO ROBIN WELLS AND HER COMMITMENT. WE HAVE THREE SKILLS USA BOARD MEMBERS THAT ARE MARYLAND ELECTED BOARD MEMBERS IN HAROLD GARRISON, ROBIN WELLS AND MYSELF.

ABOUT 10 OR 11% OF STUDENTS IN THE COUNTY DO RECEIVE SERVICES AND THAT'S FROM BIRTH TO 3 IN INFANTS AND TODDLERS AND FROM 3 TO 5 THROUGH CHILD FIND AND THEN 5 TO 21 IN THE GENERAL ED AND DIFFERENT PROGRAMS THROUGHOUT THE SCHOOL.
DURING THE PANDEMIC WE CONTINUED TO HOLD MEETINGS VIRTUALLY.
WE DID OUR BEST TO CONTINUE OUTREACH INTO THE COMMUNITY AND CONTACT OUR PARENTS AND STAKEHOLDERS.
WE UPDATED OUR BYLAWS THIS YEAR. WE TALKED ABOUT COMMUNITY RESOURCES AVAILABLE DURING THE PANDEMIC TO FAMILYS WHO WERE STRUGGLING. WE TALKED ABOUT THE COVID RESTRICTIONS AND POLICIES THAT WERE IN -- THAT WERE CONSTANTLY SHIFTING AND CHANGING TO KEEP ALL OF OUR KIDS SAFE AND WE APPRECIATE THAT. WE TALKED ABOUT TRANSPORTATION, BECAUSE THAT WAS AN ISSUE THIS YEAR AND WE APPRECIATE THE QUICK WORK YOU GUYS DID TO RESOLVE THAT SITUATION LAST NIGHT, THEY TALKED ABOUT THE STAFFING PLAN AND DIFFERENT PROGRAMS AND THINGS THAT ARE GOING ON IN CALVERT COUNTY TOWARD INCLUSION.
THE BENEFITS OF UNIVERSAL DESIGNED LEARNING FOR ALL STUDENTS, BECAUSE IT'S NOT JUST FOR OUR KIDS, RISING TIDE RAISES ALL BOATS SO WHEN YOU DO SOMETHING THAT HELPS A CHILD WHO IS DYSLEXIC, IT MIGHT ALSO HELP A STUDENT WHO IS NOT, TO LEARN FROM A DIFFERENT PERSPECTIVE. WE APPRECIATE ALL THE HARD WORK THAT CALVERT COUNTY PUBLIC SCHOOLS IS PUTTING IN TO MAKE SURE OUR KIDS GET THAT FREE AND APPROPRIATE PUBLIC EDUCATION IN THE LEAST RESTRICTED ENVIRONMENT.

THAT WAS A LOT FOR ME TO TAKE IN AND BE APPRECIATIVE AND HUMBLED BY TO READ THE STORIES OF EDUCATORS AND TEENS WHO GO ABOVE AND BEYOND EVERY DAY IN THE CLASSROOM.
150 INDIVIDUAL STAFF MEMBERS WERE RECOGNIZED FROM BUS DRIVERS TRANSPORTATION STAFF, INSTRUCTIONAL ASSISTANTS, CAFETERIA STAFF, BUILDING SERVICE WORKERS.
YOU NAME IT, THEY WERE RECOGNIZED.
WE HAD A HUGE GATHERING. IT WAS AMAZING.
SO WE APPRECIATE THE PARENTS INVOLVEMENT AND WE APPRECIATE WHAT STAFF ARE DOING EVERY DAY. FOR THE LAST TWO YEARS EVERY STUDENT HAS BEEN ABLE TO ACCESS FREE BREAKFAST AND FREE LUNCH REGARDLESS OF THEIR ABILITY TO PAY AND I THINK THAT HAS BEEN A VERY IMPORTANT CHANGE IN OUR COUNTRY, STATE AND COUNTY. I DON'T WANT TO GO BACK TO THE WAY IT WAS. AND I DON'T BELIEVE WE NEED TO AND I HOPE THAT THE BOARD AND THE NEW SUPERINTENDENT WILL WORK ON POLICIES THAT WILL NOT TURN ANY CHILD AWAY FROM A HOT MEAL.

JUST THE QUICK REACTION OF WHERE CUTS SHOULD START IF NEEDED.
SO LET'S TALK A LITTLE BIT ABOUT NON-TEACHING POSITIONS.
WHAT DO THEY LOOK LIKE? OUR TRANSPORTATION DEPARTMENT IS NONTEACHING. SO IS PAYROLL AND HUMAN RESOURCES. AND THEY ARE ALREADY UNDERSTAFFED. I.T. IS NONTEACHING.
AND WHAT WOULD VIRTUAL LEARNING HAVE LOOKED LIKE IF CCPS DID NOT HAVE THE COMPUTER DISTRIBUTION OR THE HELP DESK THAT WAS PUT IN PLACE DURING THE PANDEMIC? MAYBE THE THOUGHT WAS MORE DIRECTED AT FOOD SERVICE. TRUST ME, WITH WHAT THEY ARE PAID, I DON'T THINK WE WILL SEE A LOT OF SAVINGS THERE.
THERE IS AN IMBALANCE IN THE WAY OUR SUPPORT STAFF ARE VIEWED IN RELATION TO OTHER CLASSIFICATIONS.
THE POSITIONS THAT I SPEAK OF TODAY ARE NOT ALL INCLUSIVE BY WHAT WE DO. WE ARE HIGHLY DIVERSE IN THE SERVICES WE PROVIDE TO THIS SCHOOL SYSTEM AND OUR COMMUNITY AND SHOULD BE CONSIDERED EQUALLY NOT AS PART OF A PERCEIVED HIERARCHY OF VALUE. I RECENTLY REACHED OUT TO A LOCAL BUSINESS WHO WAS DOING CELEBRATE TEACHERS.
I ASKED IF THEY WOULD CONSIDER EXPANDING THE RECOGNITION TO ALL SCHOOL STAFF. I MEAN MAYBE I'M BIASED.
BUT I HAVE A LOT OF FAITH IN OUR NONTEACHING HVAC TECHNICIANS WHO MAKE SURE THE AIR WE BREATHE IS CLEAN AND THE EXCHANGE RATIOS ARE APPROPRIATE. I THINK OUR NONTEACHING SECRETARIES WHO SCREEN VISITORS AND SAFEGUARD STUDENT DATA DESERVE RECOGNITION. SO, I ASKED FOR THAT.
I ASKED THAT ALL SCHOOL STAFF BE INCLUDED IN THE PROGRAM.
AND I WAS TOLD THAT THEY WOULD HAVE TO SEE HOW THINGS WENT WITH THE TEACHERS FIRST AND IF THERE WAS ANYTHING LEFT OVER, THEY MIGHT EXTEND IT. MY POINT IS NOT TO CONDEMN THIS BUSINESS. BUT TO ILLUSTRATE A POINT ABOUT THE LACK OF -- ABOUT THE DISRESPECT AND LACK OF UNDERSTANDING NOT ONLY INSIDE OUR WALLS, BUT IN OUR COMMUNITY ABOUT THE VALUE OF OUR WORK. AND I AM JUST GOING TO KIND OF TALK ABOUT MY PAST WEEK OF SCHOOL. IN THE PAST WEEK, MYSELF AND MILLIONS OF OTHER STUDENTS ACROSS AMERICA TOOK OUR FIRST EVER AP EXAM. I TOOK FOUR.
IT'S VERY STRESSFUL. THERE'S A LOT OF ANGST THAT COMES WITH THOSE TESTS BUT THAT'S EXPECTED.
I SIGNED UP FOR A RIGOROUS CLASS ROAD, I GOT A RIGOROUS EXAM THAT'S EXACTLY WHAT I EXPECTED AND THE STRESS IS ESSENTIALLY WHAT I SIGNED UP FOR. BUT I ONLY MENTION THIS BECAUSE THE MIDDLE SCHOOLERS IN CALVERT COUNTY PUBLIC SCHOOLS HAVE BEEN GOING THROUGH QUITE A BIT OF STANDARDIZED TESTING AND FROM WHAT I HAVE HEARD EVEN MORE TESTING THAN I HAVE GONE THROUGH AS A JUNIOR TAKING FOUR AP CLASSES.
AND I JUST THINK THAT IS SOMETHING THAT NEEDS TO BE ADDRESSED. MIDDLE SCHOOLERS HAVE BEEN ON AND OFF WITHSTAND HARDIZED TESTING FOR THE PAST MONTH AND THAT HAS BEEN DISRUPTING THEIR CLASSES, THEIR START TIMES, WHAT CLASSES THEY ARE ATTENDING IN A DAY AND I REMEMBER I WAS IN MIDDLE SCHOOL TOOK THE EXACT SAME TESTS AND IT REALLY DOES AFFECT THE STUDENT'S EDUCATION PROCESS QUITE A BIT.
AND AGAIN, I REALLY ONLY MENTION THIS BECAUSE THESE STUDENTS HAVE BEEN GOING ON AND OFF OF STANDARDIZED TESTING THE PAST MONTH AND NOW THEY ARE ALL HAVING TO TAKE BENCHMARKS AND FINAL EXAMS WHICH ADDS MORE STRESS ON TOP OF THE STANDARDIZED TESTING AND SOME OF THESE STUDENTS MAY NOT HAVE BEEN IN THEIR CORE CLASSES SUCH AS MATH AND ENGLISH AS CONSISTENTLY AS THEY SHOULD HAVE BEEN OR FOR THE AMOUNT OF TIME THAT THEY SHOULD HAVE BEEN IN ORDER TO PROPERLY PREPARE FOR THESE FINALS AND BENCHMARKS. SO I JUST THINK THAT'S SOMETHING THAT NEEDS TO BE CONSIDERED AND JUST -- I KNOW WE CAN'T CONTROL A LOT OF THE STANDARDIZED TESTING.

NIPPING A COUPLE OF PAGES TO THE ADMINISTRATION CATEGORY, $117,832, CURRENT ESTIMATES FOR ANNUAL LEAVE PAYMENTS TO BE PAID TO EMPLOYEES 12-MONTH EMPLOYEES WHO TERMINATE EMPLOYMENT AT THE END OF THIS FISCAL YEAR, TOTALS $160,000 COMPARED TO $191,000 LAST YEAR.
THIS ESTIMATE IS BASED ON CALCULATIONS FOR 10 12-MONTH EMPLOYEES WHO ARE KNOWN TO BE EITHER RETIRING OR RESIGNING AT THE END OF THIS FISCAL YEAR. OF COURSE THAT COUNT IS SUBJECT TO CHANGE. SEVERAL OF THESE ARE GRANTS THAT WE RECEIVED APPROVAL FOR AT THE END OF FISCAL YEAR 21. SO THOSE GRANTS, THE CARRY-OVER FUNDS, IF YOU WILL, WERE SET UP AT THE BEGINNING OF FISCAL YEAR 22. INCLUDED IN THOSE GRANTS WOULD BE THE ESSER2 GRANT. WE RECEIVED $5 MILLION LAST YEAR AT THE END OF THE YEAR FOR ESSER2.
WE SPENT $174,000. WE CARRIED FORWARD THE $4.8 MILLION THAT YOU SEE ON THE TABLE THAT WAS PROVIDED.
WE ALSO RECEIVED TWO SUMMER SCHOOL GRANTS UNDER THE AMERICAN RESCUE PLAN EACH GRANT FOR $184,563.
WE SPENT ALL OF THE FIRST YEAR GRANT LAST SUMMER FOR SUMMER SCHOOL. THE OTHER GRANT HAS NOT BEEN SPENT YET. THOSE FUNDS ARE EXPECTED TO BE SPENT THIS SUMMER ON SUMMER SCHOOL.

ON APRIL 22, MSDE RELEASED AN FAQ DOCUMENT DESIGNED TO PROVIDE GUIDANCE ON WHO IS ELIGIBLE FOR THE MBC SALARY INCREASE THAT GOES INTO EFFECT NEXT SCHOOL YEAR. CCPS IS CURRENTLY REVIEWING THIS DOCUMENT AND STAFF IS SCHEDULED TO MEET LATE THEY ARE MONTH TO DISCUSS IT FURTHER. ON APRIL 26, MR. SUTTON AND I PRESENTED TO THE CTE LOCAL ADVISORY BOARD AT THE INVITATION OF MS. AIKENS, WE PROVIDED AN OVERVIEW OF THE BLUEPRINT AND ITS SPECIFIC IMPACT ON COLLEGE AND CAREER PROGRAMS. AND ON MAY 4, THE CALVERT COUNTY BLUEPRINT COMMITTEE HELD ITS INITIAL MEETING. THE AGENDA REVIEWED THE CHARGE MUCH THE COMMITTEE AND PROVIDED AN OVERVIEW OF THE BLUEPRINT LEGISLATION. THE NEXT MEETING IS SCHEDULED FOR JUNE 8. ON MAY 5, THE ACCOUNTABILITY AND IMPLEMENTATION BOARD MET TO DISCUSS MSDE'S PROPOSED CHANGES TO TEACHER PREPARATION REQUIREMENTS IN MARYLAND.

THEY NOTE THAT DOUBLING THE PROPORTION OF STUDENTS THAT ACHIEVE THIS COLLEGE AND CAREER READINESS WITHIN 10 YEARS WOULD BE A REMARKABLE ACHIEVEMENT, BUT ALSO AN ATTAINABLE ONE BECAUSE OTHER SYSTEMS AND EVEN ENTIRE NATIONS HAVE ACCOMPLISHED THIS AIM. HOWEVER, THESE INITIATIVES TAKE TIME TO RESEARCH, BUILD AND IMPLEMENT.
SO IN THE MEANTIME, THE COMMISSION ASSERTS IT IS NECESSARY TO DEVELOP A TRANSITIONAL PROGRAM TO PROVIDE ADDITIONAL ACADEMIC SUPPORT THROUGH SUPPLEMENTARY INSTRUCTION TO ADDRESS THE NEEDS OF STRUGGLING LEARNERS PARTICULARLY AT THE K-3 LEVEL UNTIL THE NEW SYSTEM IS FULLY IN PLACE. WE HAVE SEEN THE BEGINNINGS OF THE SUPPORT THROUGH THE TUTORING AND THE GRANTS.

ONE OF THOSE THREE PATHWAYS WOULD BE WHAT THE STUDENTS ENROLL IN AFTER ACHIEVING CAREER READINESS.
THESE PATHWAYS CANNOT PRECLUDE ACCESS TO ANY CLASSES SO A STUDENT CAN BE WORKING IN OPTIONS FROM MULTIPLE DIFFERENT PATHWAYS ALONG THE WAY MSDE BUILT OUT DRAFT EXAMPLES TO HELP ILLUSTRATE HOW IT MIGHT WORK WITHIN THE CURRENT SLATE OF GRADUATION REQUIREMENTS SO THE NEXT FEW SLIDE WILL BE EXAMPLES OF WHAT THIS COULD LOOK LIKE FOR DIFFERENT STUDENTS.

SADLY, THE CONTENT OF THE COURSE OR SUBJECT AREA THAT CAUSES THAT OFTEN HAS LITTLE TO DO WITH THEIR CAREER CHOICE OR ABILITY TO SUCCEED WITH THE REST OF THEIR COURSE WORK. CONSIDER POTENTIAL STUDENTS IN PSYCHOLOGY, SOCIOLOGY OR LINGUISTICS FAILING TO GRADUATE BECAUSE OF AN ALGEBRA CREDIT THAT HAS VERY LITTLE RELEVANCE FOR THE WORK THEY WILL DO. THIS WAS NOT MATCHED WITH ANY TEST SCORE OR OTHER STAND AROUNDIZED MEASURE. BEHAVIORAL DATA IS SLOWLY PREDICTIVE AND BIASED WITHIN STUDENTS WITHIN HISTORICALLY UNDERSERVED GROUPS AND IS DISCOURAGED FOR TRACKING.
WE ARE IN THE PROCESS OF LEVERAGING TEC TECHNOLOGY.
CALVERT COUNTY HAS RECEIVED SUPPLEMENTAL SUPPORT THROUGH TUTORING GRANTS AND ESSER FUNDING.
THESE GRANTS HAVE SUPPORTED OUR EFFORTS TO RUN BEFORE-SCHOOL OR AFTER-SCHOOL TUTORING. THE GRANT OUTLINES SPECIFIC EXPECTATIONS FOR TUTOR INCLUDING FOCUSING ON ELA AND MATH AT THE ELEMENTARY LEVEL. AND MATH SCIENCE AND SOCIAL STUDIES AT THE SECONDARY LEVEL. TUTORING SHOULD ALIGN TO STUDENTS BEING TAUGHT AND ONLY FOUR TO FIVE STUDENTS PER GROUP.
FUNDING SUPPORTS NOT ONLY TUTORING PROGRAMS BUT ALSO SATURDAY SCHOOL PROGRAMS AT THE SECONDARY LEVEL USED IN CONJUNCTION WITH OTHER EFFORTS AT THE SCHOOL TO SUPPORT STUDENTS IN UNDERSTANDING ALL CONTENT ASSIGNMENTS AND COMPLETION OF THOSE. ESSER FUNDING ALSO SUPPORTS SUMMER SCHOOL PROGRAMS. WE HAVE OFFERED SUMMER SCHOOL EXPERIENCES AT ALL LEVELS THAT SUPPORT THE WHOLE CHILD.
THIS FUNDING PRIMARILY PROVIDES FOR STAFF SALARIES A SMALL NUMBER OF RESOURCE, AND TRANSPORTATION FOR SUMMER SCHOOL. THESE FUNDS ARE AVAILABLE THROUGH 2024. ALSO WORTH MENTIONING IS THE FACT THAT THE COUNTY CALCULATOR FOR PER-PUPIL YIELD FOR APARTMENTS, THAT MEANS THE NUMBER OF STUDENTS THAT ARE COMING FROM EACH APARTMENT UNIT, IS POINT 199.
BUT OUR CALCULATION, WHEN WE LOOK AT BEACHTREE AND CALVERT HILLS IS HIGHERRER. AT BEACH TREE OUR PER PUPIL YIELD IS .394 COMPARED TO THE COUNTY'S .199.

THE COUNTY DOES HAVE AN APFO WHICH RESTRICTS DEVELOPMENT WITHIN THE COUNTY.
THEY DO THAT BY PARTLY LOOKING AT THE ENROLLMENT WITHIN THE SCHOOL AS A PERCENTAGE OF ITS CAPACITY.
THE COUNTY RESTRICTS DEVELOPMENT BY CLOSING SCHOOL ZONES BUT ONLY FOR A PERIOD OF SIX YEARS. SO IT'S BASICALLY A TEMPORARY THROTTLED BACK OF DEVELOPMENT. SO THEREFORE, BASED ON THE COUNTY'S CAPACITY CALCULATION FOR SCHOOL ZONE, THE FINAL APPROVAL OF A RESIDENTIAL SUBDIVISION CAN BE DELAYED UP TO SIX YEARS. LAST YEAR, DUE TO A DECREASE IN ENROLLMENT, ALL GEOGRAPHICAL REGION INCLUDING THE NORTHERN REGION WHICH HAS HISTORICALLY SEEN SCHOOLS CLOSED WERE RECOMMENDED FOR SUBDIVISIONS. I HAD ALSO INDICATED LAST YEAR THAT AT THAT TIME, THERE WERE NO SUBDIVISIONS IN THE PIPELINE THAT ESSENTIALLY JUST HAD TO GO THROUGH THE FINAL RECORDING PROCESS SO THERE WAS NOTHING THAT WAS GOING TO ESSENTIALLY GET FINAL RECORDATION THAT WOULD HAVE THEN PUT US IN A BIND IN TERMS OF THOSE ZONES BEING OVERCROWDED.

SHE STARTED HER CAREER HERE AS MATH TEACHER AT CALVERT MIDDLE IN 2003 AND HAS HELD POSITIONS WITHIN THE SYSTEM TO INCLUDE MATH INTERVENTIONIST, CORE LEAD MATH TEACHER SECONDARY MATH LEARNING SPECIALIST, MATH TEACHER SPECIALIST IN THE DEPARTMENT OF INSTRUCTION AND SHE'S CURRENTLY AN ACTING VICE PRINCIPAL AT CALVERT HIGH SCHOOL.

AND AS A PARENT, THE TEACHERS AT BARSTOW THAT MY DAUGHTER HAS ARE SIMPLY AMAZING AS FAR AS WITH COMMUNICATION AND JUST THEIR ABILITIES AND THE WAY THAT THEY ARE TREATING OUR STUDENTS, I CAN TELL YOU HONESTLY, FROM WHAT I HAVE SEEN IN THESE SCHOOLS AND ALSO THE NURSES ALSO, EVERYONE'S DOING SUCH AN AMAZING JOB AND IT'S NOT MISSED BY US, YOU KNOW.
