WHEREAS THE KNOTS EARN HIGH SCHOOL MARCHING BAND FINISHED FIRST IN THE 2021 U.S. BAND GROUP 1A MARYLAND STATE CHAMPIONSHIPS WITH AN OVERALL SCORE OF 84.3 AND WINNING BEST MUSIC, BEST OVERALL EFFECT, AND BEST COLOR GUARD. AND WHEREAS THE NORTHERN HIGH SCHOOL MARCHING BAND IS UNDER LEADERSHIP OF DIRECTOR NOW BE IT RESOLVED THE MEMBER OF THE BOARD OF EDUCATION OP CALVERT COUNTY COMMEND THEIR SUCCESS, WHICH IS CONTRIBUTED TO TEAM WORK AND DEDICATION. I WANT TO APOLOGIZE. THE LAST TIME WE WERE HERE, SCHOOL SHUT DOWN. WHEN WE WALKED OUT OF THE ROOM THAT IS WHEN THE SCHOOL WENT TO SLEEP FOR COVID.

THIS IS A FANTASTIC GROUP OF STUDENTS, WE HAVE ENJOYED PUTTING ON PERFORMANCES AND BEING PART OF THE CALVERT COUNTY COMMUNITY. IT IS ALWAYS GREAT TO HAVE SO MUCH SUPPORT, NOT ONLY FROM THE BOARD OF ADMINISTRATION BUT THE BOARD OF ED. IT IS A GREAT PLACE TO MAKE MUSIC. THANK YOU VERY MUCH.

[APPLAUSE]. >> I JUST WANT TO SHARE A QUICK STORY ABOUT THEIR DEDICATION. AS YOU KNOW OUR FOOTBALL TEAM DID WELL THIS YEAR AND THIS GROUP WAS A BIG PART OF IT.

THE KIDS WILL TELL YOU ON THE TEAM THAT IT IS GREAT TO HAVE THE BAND THERE AND PEP UP THE CROWD AND THIS GROUP -- IT WAS THE DAY BEFORE THEY WERE GOING FOR THEIR STATE TITLE.

WE WANT TO READ THAT. WE WANT TO BRING UP OUR LIBRARIANS ALL RIGHT, HERE IS THE PROCLAMATION.

WHEREAS APRIL 2022 HAS BEEN DESIGNATED THE 37TH ANNUAL NATIONAL SCHOOL LIBRARY MONTH WHEREAS SCHOOL LIBRARIES PROVIDE MATERIALS FOR TEACHERS AND STUDENTS THAT ENCOURAGE GROWTH AND KNOWLEDGE. AND WHEREAS SCHOOL LIBRARIES PROVIDE MATERIALS THAT WILL DEVELOP LITERARY, CULTURAL, AESTHETIC APPRECIATION AND ETHICAL STANDARDS.

AND WHEREAS SCHOOL LIBRARIES PROVIDE MATERIALS WHICH REFLECT THE IDEAS AND BELIEFS OF RELIGIOUS, SOCIAL, POLITICAL, HISTORICAL AND ETHNIC GROUPS AND THEIR CONTRIBUTIONS TO THE AMERICAN AND WORLD HERITAGE AND CULL AND WHEREAS SCHOOL LIBRARIES PROVIDE BOOKS TO ENCOURAGE STUDENTS TO READ FOR PLEASURE, AND WHEREAS SCHOOL LIBRARIES PROVIDE MATERIALS TO MEET INDIVIDUAL NEEDS, VARIED INTERESTS, ABILITIES, SOCIAL ECONOMIC BACKGROUNDS AND MATURITY LEVELS OF THE STUDENTS SERVED. AND WHEREA SCHOOL LIBRARIES ARE A FUN PLACE FOR STUDENT TO GO AND ALL STUDENTS DESERVE A WELL-MANAGED LIBRARY TO PROVIDE FOR FREE EXPRESSION AND ACCESS TO IDEAS. NOW THEREFORE BE IT RESOLVED, CALVERT COUNTY PUBLIC SCHOOLS CONTINUES TO PROVIDE EXCELLENCE IN SCHOOL LIBRARY SFRUKS AND RECOGNIZED AS NATIONAL SCHOOL LIBRARY PROGRAM OF THE YEAR IN 2021.

THIS YEAR GOVERNOR HOGAN ALSO RECOGNIZED APRIL AS SCHOOL LIBRARY MONTH THROUGHOUT THE STATE, MAKING 2022 A VERY SPECIAL YEAR FOR SCHOOL LIBRARIANS IN MARYLAND.

IN CALVERT COUNTY WE HAVE AN EXAMINATION NALT SCHOOL LIBRARY PROGRAM. LAST YEAR OUR DISTRICT WAS RECOGNIZED WITH NATIONAL SCHOOL LIBRARY OF THE YEAR AWARD AND WHILE I DON'T KNOW IF WE'LL EVER TOP THAT NATIONAL RECOGNITION, OUR SCHOOL LIBRARIES AND LIBRARIANS HAVE CONTINUED TO SERVE OUR STUDENTS TIRELESSLY IN THE 2021-2022 SCHOOL YEAR.

WE OFFER PRINT AND DIGITAL ELECTRONIC BOOKS, A HOST OF DATABASES AND REFERENCE RESOURCES, TEACH INFORMATION LITERACY AND MOST IMPORTANTLY, ALLOW STUDENTS TO FIND A LOVE OF READING THAT WILL LAST A LIFETIME.

SEVERAL LIBRARIANS ARE HERE WITH ME TODAY.

LEAH IS A FIRST YEAR LIBRARIAN AND RECOGNIZED AS HERB SCHOOL'S TEACHER OF THE YEAR. [APPLAUSE] AND HAD A FUNDRAISING EFFORT THAT RAISED OVER $3500 IN HER SCHOOL LIBRARY TO DONATE TO RELIEF FOR UKRAINE. TO ME, THIS SPEAKS VOLUME ABOUT THEIR POSITIVE IMPACTS ON STAFF AND STUDENTS.

CHRIS FOR ANGUS OF WINDY HILL ELEMENTARY SCHOOL WAS NAMED THE S.T.E.M. TEACHER OF THE YEAR FOR ELEMENTARY SCHOOLS.

I HAVE LIVED IN SOUTHERN MARYLAND SINCE 2005 AND I'M HERE TODAY TO SPEAK TO THE BOARD ABOUT THE IMPORTANT OF INCLUSIVE AFFIRMING EDUCATION FOR ALL YOUNG PEOPLE, BUT ESPECIALLY FOR TRANSGENDER YOUTH. THIS IS BASED ON MY EXPERIENCE WORKING FOR THE TREVOR PROJECT. OUR MISSION IS TO END SUICIDE AMONG LGBTQ YOUTH AND TREVOR IS THE WORLD'S LARGEST PROVIDER OF SUICIDE PREVENTION AND CRISIS INTERVENTION SERVICES FOR LGBTQ YOUNG PEOPLE. I HAVE WORKED FOR THE TREVOR PROJECT FOR JUST OVER THREE YEARS.

FIRST AS A CRISIS COUNSELOR, AND NOW AS A TRAINING ASSOCIATE.

MAKING SURE THAT OUR VOLUNTEER CRISIS COUNSELORS ARE PREPARED FOR THE CONVERSATIONS THEY'LL HAVE WITH YOUNG PEOPLE AND I WANTED TO TALK TODAY ABOUT THAT EXPERIENCE AS IT RELATES TO THE EXPERIENCE OF LGBTQ YUNGZ PEOPLE IN SCHOOLS.

MANY OF THE YOUNG PEOPLE WHO REACH OUT TO TREVOR ACROSS THE COUNTRY ARE IN CRISIS AT LEAST IN PART, BECAUSE OF PULLYING AND HARASSMENT THAT THEY EXPERIENCE EITHER AT SCHOOL OR IN OTHER AREAS OF THEIR LIVES. THE MAJORITY OF LGBTQ YOUTH, 52%, EXPERIENCE BULLYING, AND WE KNOW THAT LGBTQ STUDENTS WHO HAVE EXPERIENCED BULLYING WITHIN THE LAST YEAR ARE THREE TIMES AS LIKELY TO REPORT HAVING ATTEMPTED SUICIDE IN THAT TIME.

AND RECENTLY IN CALVERT COUNTY, AS WELL AS IN MANY OTHER SCHOOL DISTRICTS ACROSS THE COUNTRY, THERE'S BEEN A GREAT DEAL OF CONTROVERSY ABOUT SOMETHING THAT SHOULD BE COMPLETELY UNCONTROVERSIAL. ACKNOWLEDGING THAT LESBIAN, GAY, BISENGS SHUL, TRANS, QUEER AND QUESTIONING STUDENTS EXIST AND DESERVE THE SAME ACCEPTANCE, RESPECT AND SUPPORT THAT THEIR CIS GENDER STRAIGHT PEERS DESERVE.

IT IS NOT ONLY APPROPRIATE, BUT ESSENTIAL TO ACKNOWLEDGE AND RESPECT THE DIVERSITY OF GENDERS, SEXUALITIES, FAMILY STRUCTURES AND OTHER EXPERIENCES OF CALVERT COUNTY'S YOUNG PEOPLE. THIS MEANS THAT WHEN READING AND WRITING ASSIGNMENTS COVER TOPICS OF FAMILY WE CAN'T ASSUME ALL FAMILIES LOOK THE SAME, JUST AS WE SHOULDN'T TREAT A FAMILY WITH A SINGLE PARENT OR ONE WHERE GRANDPARENTS ARE RAISING THEIR GRANDCHILDREN AS LESS VALID THAN A FAMILY WITH A MOTHER AND FATHER, A STUDENT WITH TWO DADS OR STUDENT WITH A NON PARENT BINARY PARENT SHOULD HAVE OPPORTUNITIES TO SEE FAMILIES LIKE THEIRS REFLECTED NORTH DAKOTA CURRICULUM.

WE NEED TO ACKNOWLEDGE THE FULL RANGE OF JENDZERS AND SEX SHULTIES THAT STUDENTS EMBODY BECAUSE WE KNOW THAT YOUNG PEOPLE HAVE THE BEST CHANCE TO FLOURISH WHEN THEIR IDENTITIES AN EXPERIENCES ARE ACCEPTED NOT TREATED AS DOOEF YARNT OR AFTER THOUGHT NOT WORTH MENTIONING. IT IS HARD TO OVERSTATE HOW IMPORTANT THE SCHOOL EXPERIENCE IS FOR YOUNG PEOPLE.

FOR FIVE DAYS OUT OF THE WEEK, NINE MONTHS A YEAR, 13 YEARS OF THEIR LIVES, YOUNG PEOPLE SPEND MORE TIME WITH THEIR CLASSMATES, TEACHERS AND SCHOOL STAFF THAN THEY DO WITH THEIR FAMILIES.

ACCEPTING AND AFFIRMING SCHOOL ENVIRONMENTS HAVE BEEN SHOWN TO HAVE A MAJOR POSITIVE IMPACT ON THE MENTAL HEALTH OF LGBTQ Y YOUTH. THE TREVOR PROJECT DOES AN ANNUAL SURVEY WHICH HAS SHOWN GREATER LEVELS OF SUPPORT AND ACCEPTANCE ARE ASSOCIATED WITH DRAMATIC DECREASES FOR ATTEMPTED SUICIDE. ISN'T THAT WE WANT FOR ALL CALVERT STUDENTS. I'D LIKE TO SHARE A KEY FINDING RELATED TO TRANSGENDER AND NON BINARY YOUTH SPECIFICALLY.

IN THAT SAME SURVEY TRANSAND NON BINARY YOUTH WHO REPORTED MOST OR ALL OF THE PEOPLE IN THEIR LIVES RESPECTED AND USED THEIR PRONOUNS, ATTEMPTED SUICIDE OF HALF THE RATE OF THOSE WHOSE PRONOUNS WERE DISREGARDED. THIS BASIC, FUNDAMENTAL RESPECT OF BELIEVING STUDENTS WHEN THEY TELL US WHO THEY ARE CAN LITERALLY SAVE LIVES. ADDITIONALLY, LGBTQ YOUNG PEOPLE WHO HAVE AT LEAST ONE SUPPORTIVE ADULT IN THEIR LYES ARE 40% LESS LIKELY TO ATTEMPT SUICIDE. FOR MANY YOUNG PEOPLE, THAT ONE SUPPORTIVE ADULT IS A TEACHER, A COACH OR ANOTHER TRUSTED ADULT AT SCHOOL. AS WE ARE ALL AWARE, THE EVENTS AL SCHOOL CAN BE TRAUMATIC AND WE NEED TO TAKE GREAT CARE TO MAKE SURE THAT FACTORS SPECIFIC TO THE MENTAL HEALTH AND WELL BEING OF LGBTQ YOUTH ARE CONSIDERED WHEN POLICIES ARE CREATED, MAKING CALVERT COUNTY SCHOOLS WELCOMING AND ACCEPTING FOR ALL OF OUR YOUNG PEOPLES ESSENTIAL.

IN CLOSING, I'D LIKE TO THANK THE BOARD FOR THE EFFORTS YOU HAVE PUT INTO INCLUSION FOR AL CALVERT COUNTY STUDENTS AS WELL AS TEACHERS WORK HARD EVERYDAY TO MAKE SURE STUDENTS LEARN THEIR CRICK LIMB, BUT FEEL SUPPORTED, ACCEPTED AND SAFE.PW

I'D LIKE TO SPEAK ABOUT KRL CALVERT COUNTY PUBLIC SCHOOLS EQUITY POLICY TO PROVIDE A BRIEF SUGGESTED AMENDMENT TO ENSURE TEAMS FUNCTION WITH THE MOST EFFICIENT -- UTMOST EFFICIENCY WITHIN THE SCHOOL BUILDINGS. ONE OF THE STATED PURPOSES IN THE LETTER IS TO RAISE ACHIEVEMENT FOR EACH CHILD BY ELIMINATING ACHIEVEMENT AND OPPORTUNITY GAPS AMONG STUDENT SUBGROUPS. I'D SUGGEST TO ACHIEVE THE GOALS THE BOARD COULD ADD BY REQUIRING LEADERSHIP TEAMS AND B PBIS TEAMS TO SHARE THEIR RESPECTIVE SETS OF DATA AND COLLABORATE WITH EQUITY TEAMS IN THE SCHOOLS.

WHY FOR THIS ADDED PIECE WOULD BE TO ACHIEVE ENDS TO BETTER SERVE STUDENTS WHEN THEIR OVERLAPPING GOALS AMONG EACH OF THE TEAMS, SUCH AS PROVIDING A SAFE AND WELCOMING ENVIRONMENT.

I'M SUGGESTING A BRIEF AMENDMENT TO THE EQUITY POLICY, LINE F, TO READ, "TO RAISE ACHIEVEMENT BY EACH CHILD BY -- THAT THESE COLLABORATIVE EFFORTS AREN'T HAPPENING.

IT IS JUST TO CODIFY THE ORGANIZATION AND STREAMLINING OF RESOURCES WITHIN THE EQUITY POLICY SO IT REMAINS PERMANENT.

I ATTENDED THE BOCC AND THE BOE BUDGET MEETING YESTERDAY AND IT WAS A LITTLE BIT DISTURBING, TO SAY THE LEAST.

THERE WAS A LOT OF DISCUSSION AND IN MY OPINION, SOME DISCUSSION THAT SHOULD HAVE NOT BEEN STATED DURING THAT MEETING, OR SAID. IF FOR SOME REASON THE BORC SHOULD DECIDE NOT TO FUND THE BUDGET THAT'S BEEN PRESENTED TO THEM BY THE BOARDS OF EDUCATION AND THE I CREASE THAT IS BEING ASKED FOR THAT INCLUDED SEVERAL NEW POSITIONS, INCLUDING POSITIONS THAT WERE PREVIOUSLY FUNDED BY THE KAREN SPECIAL EDUCATION GRANT AND LEASES OF THE STUDENT LAPTOP COMPUTERS.

THAT IS THE ONLY ADDITIONS OR INCREASES THAT ARE BEING REQUESTED BY THE BOARD OF EDUCATION OF THE BOCC.

IT IS MY HOPE THAT THE BOCC WILL FUND TOTALLY, THE REQUEST THAT IS BEING MADE BY THE BOARD OF EDUCATION.

IT'S MY HOPE. I APPRECIATE THE -- I JUST -- I DON'T WANT TO USE THIS PARTICULAR WORD, BUT I APPRECIATE YOUR COMMITMENT TO THE TEACHERS, TO THE STUDENTS, AND TO THE COMMUNITY FOR THE WORK THAT YOU'RE CURRENTLY DOING AND CONTINUE TO DO. I APPLAUD YOU FOR YOUR STAMINA DURING YESTERDAY'S INTERCHANGE WITH THE BOCC AND THAT THE COMMUNITY WILL TAKE AN OPPORTUNITY IF THEY HAVE TIME TO GO BACK AND LOOK AND VIEW THE MEETING YESTERDAY.

I THINK EVERYONE IN THE COMMUNITY SHOULD GO BACK AND LOOK AT THE VIDEO FROM YESTERDAY IT WAS A LEARNING EXPERIENCE FOR ME BECAUSE I DID NOT KNOW WE HAVE SEVERAL SCHOOLS, BUT ONE SCHOOL WAS IDENTIFIED WHERE THERE IS ONLY ONE GUIDANCE COUNSELOR FOR 600 STUDENTS. OUR COST PROJECTIONS INDICATE THAT THE BALANCE TO BE PAID, OUR BUS CONTRACTORS FOR THE REMAINDER OF THIS FISCAL YEAR FOR TRANSPORTATION SERVICES CURRENTLY STANDS AT $3.1 MILLION AND THAT'S ADD FOUR REMAINING PAYS FOR THE FISCAL YEAR. AS YOU KNOW, OUR TRANSPORTATION COSTS HAVE BEEN A MOVING TARGET THROUGHOUT THIS FISCAL YEAR, FOR SEVERAL REASONS.

ONE, BEING THE CHANGE IN THE PAY TO OUR BUS DRIVERS AND WHAT WE ARE PAYING CONTRACTORS ON BEHALF OF THE DRIVERS.

INCREASING FUEL COSTS AS WHERE HE WILL AS THE CHANGING ROUTES.

OUR ROUTES DO CHANGE PRETTY REGULARLY, SO THAT IMPACTS OUR CO COSTS.

WE DEVELOPED THE FISCAL YEAR BUDGET AT $2.71 AND THE PRICE HAS BEEN STEADILY INCREASING SINCE OCTOBER OF 2021.

LAST CALL, APRIL 15, THE PRICE FOR DIESEL FUEL WAS $4.01 PER GALLON. THE OVERALL INCREASE IN THE FUEL COSTS HAS BEEN NOMINAL, A CULLREASONS FOR THAT IS THAT WE STARTED THIS FISCAL YEAR WITH 136 ROUTES AS OPPOSED TO THE TYPICAL 153 ROUTES WE'D NORMALLY HAVE.

WE ARE CURRENTLY AT 150 ROUTES, SO WE HAVE BEEN GAINING ROUTES BACK THROUGHOUT THE YEAR. AS OUR FUEL PRICES HAVE BEEN CLIMBING. THE NUMBER OF SCHOOL DAYS HAS BEEN DECREASING, SO THAT HELPS TO OFFSET THAT INCREASED COST.

AT PRESENT, WE ARE EXPECTING THAT OUR PROJECTED COST FOR FUEL WOULD BE ABOUT $37,000 ABOVE WHAT WE BUDGETED FOR THE FISCAL YEAR, WHICH IS NOT BAD AT ALL. JUST AS A NOTE, WE BUDGETED FUEL AT.28 PER GALLON FOR FISCAL YEAR 23, ALTHOUGH FUEL IS CURRENTLY AT $4.01 PER GALLON, WE ARE NOT ALARMED AT THAT DIFFERENCE BECAUSE WE DO HAVE A COMMITTED FUND BALANCE OF $1 MILLION ON

ONE LAST CONSIDERATION FOR YOU FOR TODAY IS THAT WHEN YOU LOOK AT THE MARCH UNRESTRICTED REPORT, YOU SEE IT SHOWS A BUDGETARY SAFINGS OF $14 MILLION.

THE REVENUE PAGE SHOWS THAT THE REVENUES ARE $237 MILLION AS BUDGETEDED, HOWEVER, $11.8 MILLION OF THAT IS A PLANNED USE OF FUND BALANCE. THAT IS NOT REVENUES WE ARE ACTUALLY GOING TO RECEIVE. THAT MEANS OUR ACTUAL REVENUES FOR THIS YEAR WILL BE MORE IN THE NEIGHBORHOOD OF 228, $229 MILLION, SO THERE IS NO EXPECTATION THAT WE'LL HAVE SIGNIFICANT SAVINGS FOR THE YEAR.

IN FACT, WE ARE EXPECTING TO END THE YEAR WITH A DEFICIT WHICH WE DID PLAN FOR. THE 11.MILLION WE BUDGETED AS A PLAN USE OF FUND BALANCE AS A REMINDER IS COMPRISED OF $5 MILLION AS A CONTRIBUTION TO THE [INDISCERNIBLE] TRUST.

THE REMAINING $6.8 MILLION WAS DESIGNED TO SUPPORT BUDGETARY NEEDS FOR THIS YEAR. THE YEAR TO DATE EXPENSES TOTALED $225.4 MILLION. THERE ARE SOME EXPENSES WE'LL BE PAYING THIS YEAR THAT ARE NOT CURRENTLY ENCUMBERED.

THE BLUEPRINT ALLOWS THE OPPORTUNITY TO APPLY FOR SUPPORT FUNDING OF OUR FULL DAY PROGRAMS. THERE ARE SPECIFIC PRE-REQUISITES OF THE GRANT THAT MUST BE MET IN ORDER TO BE ABLE TO APPLY FOR THAT FUNDING. THE ONLY ORGANIZATION THAT TOLD US THEY MET THE PREWE CAN SITS WAS THE -- SO WE APPLIE FOR THE EXPANSION GRANT TO SUPPORT THE TRABS SIX OF THESE TWO CLASSROOMS. THE BLUE PRINLT WILL REQUIRE US TO SHIFT AND HOW WE IDENTIFY AND ENROLL STUDENTS IN FULL DAY PRE-K PROGRAMS. CURRENTLY CALVERT COUNTY PUBLIC SCHOOLS DETERMINES ELIGIBILITY FOR PLACEMENT IN PRE-K USING CATEGORIES. CATEGORY 1 INCLUDES ALL STUDENTS WHOSE INCOME IS AT OR BELOW 185% OF THE FEDERAL POVERTY GUIDELINES. STUDENTS IN HOUSEHOLDS WHERE ENGLISH IS NOT THE PRIMARY LANGUAGE SPOKEN, AND STUDENTS WHO HAVE BEEN IDENTIFIED AS HAVING A DISABILITY.

ONCE OUR SLOTS HAVE BEEN FILLED BASED ON STUDENTS WHO NEAT THE CATEGORY 1 STAN SDARDZ, THEN CALVERT COUNTY LOOKS TO PROARE RIDE OPEN ENROLLMENT TO FILL ANY REMAINING SLOTS.

THE BLUE PRINT WILL REQUIRE A SHIFT IN USING A TIERED SYSTEM TO IDENTIFY ELIGIBILITY FOR ENROLLMENT IN FULL DAY PRE-K PROGRAMS. TIER 1, OUR CHILDREN WHO ARE 3 OR 4 YEARS OLD WHOSE FAMILY INCOME IS LESS THAN OR EQUAL TO 300% OF THE FEDERAL POVERTY LEVEL.

TIER 2 MEANS THE CHILD WHO IS 4 YEARS OLD WHOSE FAMILY INCOME IS MORE THAN 300%, BUT NOT MORE THAN 600% OF THE FEDERAL POVERTY LEVEL. AND A TIER 3 CHILD WOULD REPRESENT A CHILD 4 YEARS OLD, WHOSE FAMILY INCOME IS MORE THAN 600% OF THE FEDERAL POVERTY LE LEVEL. THE BLUEPRINT WILL REQUIRE THE LEVEL OF SLIDING SCALE FOR PAYMENTS OF FAMILIES WHO FALL INTO TIER 2 OR TIER 3 CATEGORIES.

THE BLUEPRINT FUNDING EACH YEAR IS BASED ON THE TOTAL SEPTEMBER 30 FULL DAY ENROLLMENT COUNT FOR CHILDREN FROM FAMILIES THAT FALL IN TIER 1 CATEGORY. LOCAL FUNDS WOULD BE NEEDED IF CALVERT COUNTY EXPANDS AND OFFERS PRE-K TO FAMILIES IN TIER 2 OR TIER 3. THIS IS ABOUT THE FULL DAY PROGRAM, NOT THE HALF DAY PROGRAMS THAT WE CURRENTLY HAVE.

IN ADDITION TO THE INCOME ELIGIBILITY SHARED IN THE PREVIOUS SLIDE, THE BLUEPRINT DOES SHARE PRIORITIES FOR ENGS ANDING FULL DAY PRE-K SLOTS TO STUDENTS WITH DISABILITIES, REGARDLESS OF THEIR INCOME, HOMELESS YOUTH AND CHILDREN FROM HOMES IN WHICH ENGLISH IS NOT THE PRIMARY SPOKEN LANGUAGE.

THIS IS ALIGNED WITH OUR CURRENT PRACTICE FOR PLACEMENT FOR CHILDREN IN OUR CURRENT PRE-K PROGRAMS. THE BLUEPRINT REQUIRES ALL FULL DAY PRE-K PROGRAMS TO MEET THE FOLLOWING REQUIREMENTS BIT SCHOOL YEAR 2025-2026.

A STAFF TO STUDENT RATIO OF ONE STAFF FOR EVERY TEN STUDENTS.

A MAXIMUM CLASS SIZE OF 20. A MARYLAND EARLY CHILD CERTIFICATED TEACHER. ONE INSTRUCTIONAL ASSISTANT THAT EITHER HAS A CHILD DEVELOPMENT A SOYSUATE CERTIFICATE OR CDA, OR AN ASSOCIATE'S DEGREE THAT INCLUDES STUDENTS WITH DISABILITIES TO ENSURE ACCESS TO FULL PARTICIPATION IN ALL PROGRAMS AND OPPORTUNITIES. ENROLLMENT BASED ON INCOME TIERS AND ACCREDITED THROUGH THE MARYLAND EXCEL'S PROGRAM.

THIS IS A REQUIREMENT OF BOTH PUBLIC AND PRIVATE PROVIDERS WHO SELECT TO APPLY FOR THE GRANT AND RECEIVE FUNDING THROUGH THE BLUEPRINT. THERE ARE TWO AREAS THAT WILL HAVE THE BIGGEST IMPACT ON CALVERT COUNTY PUBLIC SCHOOLS.

THE FIRST IS REQUIREMENT OF INSTRUCTIONAL ASSISTANCE TO HAVE EITHER A CHILD DEVELOPMENT ASSOCIATE CERTIFICATE OR ASSOCIATE'S DEGREE. WE ARE BEGINNING WITH AN AUDIT OF OUR CURRENT IAS AND DETERMINE THING BEST WAY TO SUPPORT OUR CURRENT STAFF IN MEETING THIS REQUIREMENT.

THE SECOND IS THE ACCREDITATION THROUGH THE MARYLAND EXCEL'S PROGRAM CURRENTLY APPEAL CAMPUS HAS GONE THROUGH AN ACCREDITATION PROGRAM THROUGH MARYLAND EXCELS AND CALVERT ELEMENTARY IS IN THE PROCESS ANY PRIVATE PROVIDER THAT IS AWARDED THE GRANT WILL HAVE AN MOU WITH CALVERT COUNTY PUS TO INCLUDES COLLABORATION AND PROFESSIONAL DEVELOPMENT AND SUPPORT AND IMMATERIAL ELEMENTSATION. AND FINALLY, I WANTED TO END WITH A PARTIAL TIMELINE FOR IMPLEMENTATION OF POLICY AREA 1.

THE FIRST IS FOR NEXT SCHOOL YEAR THAT WE'D BEGIN TO ENROLL TIER 1, 3 AND 4-YEAR-OLDS AND TO INCREASE THEN ROLEMENT ANNUALLY INTO FULL DAY PROGRAMS. THE PRY SERRATE PROVIDERS WOULD ACCOUNT FOR 30% OF THE FULL DAY SLOTS AND INCREASE BY 5% EACH YEAR. WE DO KNOW THAT THIS IS ONE AREA OF THE TIMELINE THAT WE WILL NOT MEET AND THIS IS ONE AREA OF THE TIMELINE THAT MANY COUNTIES IN THE STATE OF MARYLAND WILL NOT MEET BECAUSE IT WILL BE DEPENDENT ON WHETHER OR NOT THE PRIVATE PROVIDERS APPLY FOR THE GRANT.

IT IS A CLOSED GRANT. WE DON'T KNOW WHO HAS APPLIED, BUT WE WILL KNOW -- WE ARE HOPING BY MAY 11, WHO AS APPLIED AND HAS BEEN APPROVED FOR THE GRANT.

THERE IS A WAIVER PROCESS FOR THIS PIECE OF THE TIMELINE.

BY 24-25, WE COULD BEGIN TO ENROLL TIER 2 CHILDREN IF WE CHOOSE OR IF SPACE IS ALLOWED. IN 25-26 FULL DAY PRE-K PROGRAMS MUST MEET STAFFING IN MARYLAND EXCEL'S PRIERM REQUIREMENTS AN BY 26-27 THEY ARE LOOKING THAT PRIVATE PROVIDERS ACCOUNT FOR 50% OF THE FULL DAY SLOTS. AS LOT OF THIS COMMUNITY WAS ABLE TO BE PRAISED AND PEOPLE WROTE LETTERS TALKING ABOUT HOW THEIR KIDS ARE BEING IMPACTED AND IT WAS JUST SIMPLY AMAZING TO HEAR THE STORIES OF HOW PARENTS ARE REALLY -- THEY CONSIDER THESE TEACHES TO BE THESE KIDS PARENTS OUTSIDE THESE SCHOOLS AND SOME OF THE LENGTHS SOME OF THE TEACHERS GO THROUGH TO MAKE SURE THESE KIDS ARE SOW PORTED WAS SIMPLY AMAZING.

LAST MONTH THE CTA HAD A FOOD TRUCK AND WE WERE ABLE TO SEE BEFORE IT EVEN GOT STARTED, CULMINATION OF THE CULINARY DEPARTMENT, THE CARPENTERS, GRAPHIC ARTS, AND ALSO WITH SOME ASSISTANCE FOR JESSIE JASHGS I-JAY'S LATIN INSPIRED KITCHEN.

THE FOOD WAS AMAZE ING. IT SEEMS LIKE I EVERY TIME I'M HERE I'M TALKING ABOUT THE FOOD AT THE CTA.
