WHERE IS IT SCHOOL SOCIAL WORKERS HAVE WORKED WITH FAMILIES AND SCHOOLS THROUGHOUT THE PANDEMIC TO ENSURE STUDENTS REACH THEIR FULL ACADEMIC AND PERSONAL POTENTIAL.HERE IS SCHOOL SOCIAL WORKERS SERVE AS VITAL MEMBERS OF THE EDUCATION TEAM PLAYING A CENTRAL ROLE IN CREATING A POSITIVE ENVIRONMENT AT SCHOOLS. WHEREAS SOCIAL WORKERS ARE ESPECIALLY SKILLED IN IDENTIFYING AND PROVIDING SERVICES TO STUDENTS FACE SERIOUS CHALLENGES TO SCHOOLS OF SUCCESS INCLUDING POVERTY, DISABILITY, DISCRIMINATION, ABUSE, ADDICTION, BULLYING, LOSS OF A LOVED ONE AND OTHER VARIOUS TO LEARNING. WORST SCHOOL DISTRICTS AND LOCAL EDUCATION AGENCIES SHOULD CONTINUE WORKING WITH SCHOOL SOCIAL WORKERS, ADDRESS STUDENTS SOCIAL, PHYSICAL, MENTAL HEALTH AND ENVIRONMENTAL NEEDS.

ANOTHER ONE OF OUR SOCIAL WORKERS, I WOULD ALSO LIKE TO SAY THAT THEY PLAY A VITAL ROLE IN VERY CRITICAL PART IN EDUCATING OUR CHILDREN AND WORKING WITH OUR CHILDREN ON A DAILY BASIS. AND FACILITATING RESOURCES BETWEEN HER STUDENTS, FAMILIES, AND SUPPORTING THEM.
IN A LOT OF WAYS SO THAT THEY CAN BE SUCCESSFUL IN THEIR EDUCATIONAL JOURNEY. AND I AM VERY APPRECIATIVE OF THE WORK THAT THEY DO. THEY RECENTLY HELD A MENTAL HEALTH FAIR FOR OUR COMMUNITY. ONLINE, WHICH WAS EXCELLENT.

WHERE'S CALVERT COUNTY PUBLIC SCHOOLS IS COMMITTED TO PROVIDE ESPECIALLY DESIGNED INSTRUCTIONS TO STUDENTS WITH DISABILITIES THROUGH SCREENING. EVALUATING, IDENTIFYING, AND DEVELOPING INDIVIDUALIZED EDUCATION PROGRAMS TO ENSURE THE FREE AND APPROPRIATE PUBLIC EDUCATION OF ALL STUDENTS FROM BIRTH TO AGE 21. WHERE'S DEVELOPMENTAL DISABILITIES AWARENESS MONTH IS AN OPPORTUNITY TO INCREASE PUBLIC AWARENESS OF THE NEEDS AND POTENTIAL STUDENTS IN CALVERT COUNTY WITH DEVELOPMENTAL DISABILITIES.

I WOULD LIKE TO FIRST SPEAK TO YOU TODAY ABOUT A COUPLE THINGS THAT CONCERN ME BUT REGARDING THE SUPERINTENDENT FOR PROPOSED BUDGET FOR FIVE YEARS AGO IN 2017, THAT KATHY HIRED DOCTOR CRYSTAL REX INTO THE NITTY-GRITTY POSITION OF COORDINATOR ADVANCED LEARNING BUT HER JOB WAS TO HELP THE CAN'T BEGIN TO: COMPLIANCE WITH OUR GIFTED AND TALENTED PROGRAMS. SHE HELPED CREATE AND DEVELOP POLICY 2350 GIFTED TALENTED AND ADVANCED LEARNING.
HOWEVER, DURING THE FIVE YEARS THAT SHE'S BEEN IN THIS POSITION, SEE CPS HAS FAILED TO GIVE HER BUDGET TO PURCHASE RESEARCH-BASED PROGRAMS TO IMPLEMENT WITH OUR GIFTED AND TALENTED STUDENTS. IN OUR MIDDLE AND ELEMENTARY SCHOOLS, WE HAVE GIFTED TALENTED EXTRA PAY POSITIONS, THAT'S ALL THE FUNDING UNDER THAT SHE'S BEEN PROVIDED.
IT'S MY UNDERSTANDING THAT WE TEACHERS, WHO WILL HELP CREATE LESS IMPLANTS FOR THE PROGRAM AND MIDDLE SCHOOL SETTING.
ELEMENTARY SETTING, SOME BUILDINGS ARE GIVING STUDENTS MATH PACKETS FULL PROBLEMS. GIVING STUDENTS A PACKET OF PROBLEMS IS NOT A GIFTED AND TALENTED PROGRAM.
IF WE WANT TO IMPLEMENT A TRUE GATE PROGRAM, MISS REX LEADS FROM THE BUDGET TO PURCHASE RESEARCH-BASED PROGRAMS FOR OUR GIFTED STUDENTS. WE NEED TO STOP THINKING THAT WE KNOW IT ALL AND WE CAN CREATE OUR OWN RESOURCES BECAUSE WE JUST CAN'T. WE NEED RESEARCH-BASED PROGRAMS. IT IS FRUSTRATING TO BE IN OUR COUNTY AND KOMAR COMPLIANCE, BUT NOT PUT MONEY TOWARDS THIS PROGRAM. WE ARE CONSTANTLY HELPING STUDENTS WHO STRUGGLE, BUT OFTEN FORGET OUR GIFTED STUDENTS. ESPECIALLY IN THE MIDDLE SCHOOL AND ELEMENTARY SCHOOL LEVELS. I WANT MY SON, A SIXTH-GRADER AND FUTURE STUDENTS TO BE ABLE TO ACCESS A TRUE GATE PROGRAM.
SECONDLY, I WOULD LIKE YOU TO RECALL A MONTH OR TWO AGO THAT MY COLLEAGUE CAME TO THE BOARD OF ED TO DISCUSS THE LACK OF GUIDANCE COUNSELORS AND OUR LARGER ELEMENTARY BUILDINGS.
VERYBODY AGREED THAT THESE ELEMENTARY SCHOOLS ARE AS LARGE AS OUR MIDDLE SCHOOLS, WHICH HAVE TWO GUIDANCE COUNSELORS PROJECT, GEOMETRY BUILDINGS THAT ARE THE SAME SIZE ONLY OF ONE COUNSELOR. THE ELEMENTARY SCHOOL LEVEL, IT'S IMPERATIVE THAT STUDENTS HAVE ACCESS TO GUIDANCE SERVICES FOR THE SOCIAL, EMOTIONAL, AND WELL-BEING.
WE AGREED AND MY COLLEAGUE WITH MY COLIC THAT WE NEED TO HIRE MORE GUIDANCE COUNSELORS AND YET, THAT DID NOT MAKE IT INTO THE PROPOSED BUDGET. I UNDERSTAND THAT ADDING GUIDANCE COUNSELORS WILL INCREASE THE BUDGET AND I'M SURE THE COUNTY COMMISSIONERS WILL IMPROVE THIS INCREASE.
AFTER ALL, THE FEBRUARY 25 LETTER THAT WAS PUBLISHED THROUGH SOCIAL MEDIA, THE COMMISSION IS IN THE LAST SENTENCE SET THEY CONTINUE TO PUT THE SAFETY OF OUR STUDENTS AND CITIZENS AT THE FOREFRONT OF OUR DECISIONS THAT THEY MAKE. I AM SURE THAT THEY WOULD AGREE THAT THE SOCIAL, EMOTIONAL, AND WELL-BEING OF OUR STUDENTS IS OUR NUMBER ONE SAFETY ISSUE. ESPECIALLY FOR THE YOUNGER LEARNERS.

IN OUR INTERVIEW, SHE SPOKE ABOUT THE IMPORTANCE OF COMMUNICATION. SHE TALKED ABOUT HOW WE ARE LIVING IN A WORLD THAT AT TIMES FEELS HOPELESS.
THE TEACHERS ARE THE DIFFERENCE MAKERS.
THAT WE CARRY HOPE. STUDENTS ARE WATCHING, LISTENING, AND LEARNING FROM US.
WE HAVE GREAT ROLE MODELS IN OUR SCHOOL SYSTEM.

WE NEED PARENTS TO SUPPORT THEIR CHILD'S LEARNING.

WE NEED TO CALVERT COUNTY PUBLIC SCHOOL LEADERSHIP TEAM TO HEAR THEIR TEACHERS. WHEN THEY SAY THEY ARE EXHAUSTED AND THEY NEED YOU TO TAKE SOMETHING OFF THE PLATE.
WHEN IT ELECTED BOARD OF EDUCATION TO PASS THE BUDGET THAT MEETS THE NEEDS OF OUR SCHOOL SYSTEM.
AT SMALLER CLASS SIZES. ADDITIONAL STAFF TO SUPPORT THE SOCIAL AND EMOTIONAL NEEDS OF OUR STUDENTS.
AND THEN WE NEED TO COUNTY COMMISSIONERS TO FUND THAT BUDGET. REMEMBER IN THE WORDS OF HELEN KELLER. ALONE, WE CAN USE A LITTLE.

AND I'M SPEAKING IN SUPPORT OF THE FINALIST FOR CANDIDATE FOR SCHOOL SUPERINTENDENT. ONE OF US HERE HAVE A SIMILAR BACKGROUND. OUR FAMILIES HAVE BEEN HERE FOR GENERATIONS. MY GREAT-GRANDFATHER WAS NOT ALLOWED TO ATTEND SCHOOL AT ALL.
MY GRANDFATHER WAS ALLOWED TO GO TO THE SEVENTH GRADE AT A ONE ROOM SCHOOL HOUSE. IT WAS THE SAME FOR MY FATHER, WHEN HE HAD TO PAY TO GO TO BALTIMORE TO GET A HIGH SCHOOL EDUCATION. EVEN MILDER BROTHER, WHO WAS ONLY 10 YEARS OLDER THAN ME, HE GRADUATED FROM THIS SCHOOL.
BROOKS HIGH SCHOOL. AND AT THAT TIME, SEGREGATED, THERE WAS A BLACK SCHOOL SUPERINTENDENT AND FOR A COLORED SCHOOL. HIS EDUCATION CONSISTED OF ONE SEMESTER OF BEEN TRAINED AS A BLACKSMITH.
BECAUSE THAT'S ALL YOU NEEDED AT THE TIME TO TRAIN BLACK STUDENTS. BUT WE'VE SEEN PROGRESS SINCE THEN. I MYSELF STARTED SCHOOL IN 1963. IT WAS A SEGREGATED ELEMENTARY SCHOOL IN MOUNT HOPE. FINALLY INTEGRATED WHEN I WENT TO THE FIFTH GRADE. IN CALVERT COUNTY.
THINGS HAVE PROGRESSED SINCE THEN.
SLOWLY BUT HAVE PROGRESSED. WE'VE SEEN FIRST BLACK CALVERT COUNTY COMMISSIONER ELECTED MICHAEL MOORE.
WE HAVE ANOTHER GREAT COMMISSIONER IN THE AUDIENCE HERE. WILSON PARENT AND THESE PEOPLE CAN TELL YOU IT MEANS A LOT TO SEE SOMEONE IN THE POSITIONS THAT YOU ARE IN IS BOARD OF EDUCATION MEMBERS AND COMMISSION BOARDS AND OTHER THINGS.
WHERE THEY CAN TELL THEIR CHILDREN AND THEIR GRANDCHILDREN THAT ALL YOU HAVE TO DO IS APPLY YOURSELF.
AND YOU CAN ACHIEVE THESE GOALS AS WELL.
SAME SUPERINTENDENT OF COLOR IT WOULD MEAN A LOT HERE IN CALVERT COUNTY. IT'S AN EXAMPLE THAT YOU MEAN WHAT YOU SAY WHEN YOU'RE TRYING TO GET SOMETHING DONE TO GET MORE BLACK TEACHERS HERE. WORDS THAT TRY TO TELL THIS MARGINALIZED GROUP THAT THEY HAVE NO RIGHT TO EXIST. WORDS THAT HATE.
THEIR MINDS ME OF SOMETHING THAT HAPPENED LAST YEAR WHEN I SAW A BLACK STUDENT CONFRONTED WITH BLATANT RACISM AND SHE JUST SIGHED AND SAID I WISH THIS WAS THE FIRST TIME LIKE THIS HAPPENED. THOSE WORDS UTTERED IN FRUSTRATION AND RESIGNATION ALSO IMPLIED THAT THAT STUDENT KNEW ALL TOO WELL THAT IT WOULDN'T BE THE LAST TIME.

A DIFFERENT MARGINALIZED GROUP AND STILL THE SAME OUTCOMES.

TRADITIONALLY, IN MY WELCOME LETTER TO STUDENTS AND PARENTS AT THE BEGINNING OF THE YEAR, I STATE MY DUE DATE AND DEADLINE POLICY FOR ASSIGNMENTS. THERE IS A SET DUE DATE AND WORK WILL NOT BE ACCEPTED AFTER THE DEADLINE DATE.
HOWEVER, I ALSO STATE THAT IF AN ISSUE ARISES THAT IS EXTRAORDINARY LIKE A DEATH IN THE FAMILY OR STUDENT MENTAL AND PHYSICAL ILLNESS TO PLEASE COMMUNICATE WITH ME SO WE CAN MAKE ADDITIONAL ARRANGEMENTS. AND SO, THAT ASK WAS MADE. WE KNOW THAT WE DO NOT BELIEVE THAT WE CAN ASK FOR MORE THAN THE 9 MILLION THAT WE INCREASE FOR LAST YEAR'S BUDGET. WE DID ASK FOR THE COMMISSIONERS. WE JUST NEED TO PERHAPS ÃTHIS BILLING INITIATIVES IT'S IMPORTANT ENOUGH THAT IT NEEDS TO GET WRAPPED IN FOR THIS COMING YEAR'S BUDGET.

THEY USED THE FORMULA TO DEVELOP WHAT THEY BELIEVE OUR SCHOOL SYSTEM BUDGET SHOULD BE THIS YEAR.
AND THAT IS LOWER BY $5.8 MILLION.
WE ASKED 499 DOLLAR INCREASE AND THEY WOULD TAKE AWAY A BIG PORTION OF THAT. IF YOU GUYS REMEMBER, AND BECAUSE OF OPERATIONAL SAVINGS, THE SCHOOL SHUT DOWN JUST AS WE ENDED UP ÃÃAT THE BEGINNING OF LAST YEAR WITH A NICE CHUNK OF CHANGE THAT WAS UNSPENT.
AVINGS FROM THE LAST YEAR'S BUDGET.O, WE BASICALLY DID NOT ASK THE COMMISSIONERS FOR ANY MONEY LAST YEAR.

SO, FOR THIS YEAR, WE ARE PAYING FOR OUR TEACHER SALARY INCREASES AND EVERYTHING THAT WE BUILT AND OFF THE NEW INITIATIVES AND THE TECHNOLOGY THAT WE USED.
WE HAD AN INCREASE IN SPENDING, BUT WE USED THE SAVINGS FROM THE PREVIOUS YEAR. JUST TRYING TO GET THIS ÃÃTHE MECHANICS OF HOW WE BUILT THIS BUDGET.
