WHEREAS, THE NORTHERN HIGH PATRIOTS, HAS WON THE MARYLAND PUBLIC SECONDARY SCHOOL ATHLETI ASSOCIATION 3A CHAMPIONSHIP; AN WHEREAS, NORTHERN HIGH SCHOOL PATRIOTS WON THE THIRD FOOTBALL STATE CHAMPIONSHIP IN THE HISTORY OF CALVERT COUNTY WITH TOP 20 RANKING IN BOTH THE STAT MEDIA & THE WASHINGTON POST POLLS; AND WHEREAS, THE NORTHERN PATRIOTS WERE THE 2021 MPSSAA REGIONAL CHAMPIONS ALONG BEING STATE SEMI FINALISTS; AND WHEREAS, THE NORTHERN PATRIOTS WERE THE 2020 SMAC CHAMPIONS LAST SEASON; AND WHEREAS, THE NORTHERN PATRIOTS ACHIEVED THE FIRST FOOTBALL STATE CHAMPIONSHIP IN THE HISTORY OF NORTHERN HIGH SCHOOL; AND WHEREAS, THE NORTHERN PATRIOTS FINISHED THE SEASON RANKED 12TH IN THE WASHINGTON POST; NOW THEREFORE BE IT RESOLVED, THAT THE BOARD OF EDUCATION OF CALVERT COUNTY COMMEND THE FAMILIES, COACHES AND MEMBERS OF THE NORTHERN HIGH SCHOOL FOOTBALL TEAM FOR AN OUTSTANDIN YEAR WHICH RESULTED IN AMAZING ACHIEVEMENTS; AND BE IT FURTHER RESOLVED, THAT THE SCHOOL BOARD MEMBERS WISH THEM EVERY SUCCESS IN THEIR FUTURE.

WE'RE EXCITED ABOUT. YOU WILL SEE IN THE SLIDES SOME OF THE EXCITING CHANGES WE'RE MAKING BUT WE'RE LOOKING FORWARD THIS YEAR TO LETTING PEOPLE KNOW WHO WE ARE AND WHAT WE HAVE TO OFFER, GETTING THE WORD OUT THERE NOT ONLY TO TEACHERS, EDUCATORS BUT TO THE COMMUNITY AND THE ANY POTENTIAL COMMUNITY PARTNERS. WE HAVE A FACEBOOK PAGE AND SOME OTHER MARKETING THAT YOU WILL SEE COMING UP. AGAIN THE MEMBERSHIPS AND THE NEW PARTNERSHIPS THE LAST WITH JUST WITH CONSTELLATION YOU WILL SEE IN THE CHECK PRESENTATION LATER BIG THINGS ARE HAPPENING THERE AND WE'RE LOOKING FOR A PIPELINE OF FUNDING TO CONTINUE THE GREAT GRANT WORK WE HAVE BEEN DOING.

WE WERE GIVING OUT ABOUT $3000 WAS THE TOP WE WERE ABLE TO GIVE OUT. WE HAVE BEEN ABLE TO EXPAND THAT TO UP TO $10,000 THIS YEAR.

AND WE ARE GOING TO, INSTEAD OF AN AWARD ONE TIME A YEAR WE'RE LOOKING TO DO IT TWICE A YEAR AND SO I THINK THIS WILL BENEFIT THE TEACHERS AND THE KIDS AND HAVE EXTRA MONEY FOR THE PROGRAMS WHICH HAVE BEEN GREAT.

WE HAVE GONE THROUGH A LOT OF DIFFERENT INJURIES AND A LOT OF FUN SEEING WHAT THEY WANT AND HELPING THEM.

SOME OF THE NEW EXPERIENCES WE IMIMPLEMENT IN THE 2022 GRAND PETER HOSTING INFORMATION SESSIONS FOR APPLICANTS.

THE INFORMATION SESSIONS ARE DESIGNED TO TAKE THE FEAR OUT OF APPLYING TO A GRANT, PROVIDE SOUND INFORMATION ON ALL TIME LINES AND GIVING THEM WHAT THEY CAN EXPECT THROUGHOUT THE PROCESS AS WELL AS HEAR FROM OUR WINNERS OF THE PAST.

WE WILL HOLD GRANT WRITING SESSIONS TO IDENTIFY CRITERIA AND PROVIDE ONE ON ONE SUPPORT FOR ALL APPLICANTS TO MAKE SURE THEY HAVE EVERY OPPORTUNITY TO WRITE A SUCCESSFUL GRANT.

WE ARE CREATING A APPLICATION TO REPLACE THE CURRENT PAPER APPLICATION. FINALLY, WE ARE CREATING A PAGE FOR THE FOUNDATION FOR EASY ACCESS TO APPLICATION MATERIALS FOR NEW POTENTIAL PARTNERS. AT THIS TIME I WOULD LIKE TO INVITE CONS TEE LAYINGS TO PRESENT A CHECK TO THE SCHOOL

AUDIT THAT WAS CONDUCTED. >>> GOOD EVENING, I'M KEVIN MIKE BAN. THIS IS A SUMMARY OF THE AUDITS REPORT FOR CALVERT COUNTY PUBLIC SCHOOLS PUBLISHED

JANUARY 2022. THE OLA PROVIDES AUDITS OF STATE GOVERNMENT AGENCIES AND LOCAL SCHOOL SYSTEMS. CCPS IS AUDITED EVERY SIX YEARS.

THE RECENT AUDIT WAS CONDUCTED FROM OCTOBER 2020 TO JUNE 2021. THE AUDIT RESULTED IN NINE FINDINGS WHERE CCPS CAN IMPROVE PERFORMANCE.

FINDING ONE DOCUMENTATION REQUIREMENTS PIGGY BACKING ON PURCHASING CONTRACTS IT UTILIZES THEM AS NEEDED AND HAS CONFIRMED THAT THE PURCHASING CONTRACTS WERE COMPETITIVELY BID. HOWEVER CCPS DID NOT DOCUMENT THE WORK. THE OFFICE OF LEGISLATIVE AUDITS RECOMMENDED THAT CCPS MAINTAIN THE REQUIRED DOCUMENTATION FOR FUTURE OCCURRENCES.

CCPS HAS DEVELOPED THE CHECK LIST THAT IS APPLIED WHEN PIGGY BACKING COOPERATIVE PURCHASING CONTRACTS AND CONFIRMATION OF CONTRACT PRICING. FINDING NUMBER 2, A NEED FOR THE BOARD APPROVAL FOR SOME PURCHASES EXCEEDING $25,000.

DURING THE AUDIT CCPS PROVIDED CLARIFICATION FOR THE OFFICE OF LEGISLATIVE AUDITORS THAT PURCHASES FOR MATERIALS AND INSTRUCTION EXCLUDED BY THE PURCHASING PROCEDURES.

WE REVIEWED WITH THE AUDITORS AND EXP EXPENSES EXCEEDNG 2 $5000 FOR UTILITIES AND BUS TRANSPORTATION.

THEY DETERMINED THAT SOME PURCHASES FOR THE SAMPLE SET COLLECTED BOARD APPROVAL AND FOR CCPS UTILIZED THE CAROL COUNTY PUBLIC SCHOOLS CONTRACT FOR HEALTH INSURANCE CONSULTS.

AND THE CONTRACT HAD BEEN UPDATED BUT UTILIZATION NEW CONTRACT HAD NOT BEEN APPROVED BY THE BOARD.

CCPS HAS IMPLEMENTED A DAILY REPORT ALL ABOVE 25,000 FOR REVIEW PRIOR TO ANY PURCHASE ORDER.

AND THE CHIEF FINANCIAL OFFICER WILL REVIEW THE NEXT SET OF

FINDING NUMBER 3. ACTUALLY IT IS A REPEAT FROM THE PREVIOUS LEGISLATIVE AUDIT DURING THE PREVIOUS AUDIT THE AUDITORS RECOMMENDED THAT CCPS HAVE AN INDEPENDENT INDIVIDUAL VERIFY TRANSACTIONS THAT WERE BY PAY ROLL STAFF.

AN ADMINISTRATOR NEEDED TO INDEPENDENTLY VERIFY THE TRANSACTIONS. WHAT HAD BEEN HAPPENING STAFF ALTERNATED REVIEWING THEIR OWN TRANSACTIONS.

SOMEONE MAKES AN ENTRY ANOTHER IN THAT DEPARTMENT OR THE TEAM REVIEWS THAT TRANSACTION FOR ACCURACY.

SO THE LEGISLATIVE AUDITORS AN ADMINISTRATOR TO DO THAT.

WE IMPLEMENTED A PROCESS AFTER THAT AUDIT WHERE AN ADMINISTRATOR DID REVIEW THE TRANSACTIONS, THEY INITIALED AND DATED THE DOCUMENTATION AS EVIDENCE OF THE REVIEW.

HOWEVER, THIS GO AROUND WITH THE AUDIT WHAT THE AUDITORS POINTED OUT THEY WANTED AN INDEPENDENT REVIEW AFTER THE PAY ROLL WAS RUN. WE WERE REVIEWING PRIOR TO MAKE SURE THAT WHAT ACTUALLY GOT PROCESSED WAS ACCURATE.

SO AFTER CONSULTING WITHS AUDITORS ABOUT HOW TO PROCEED, WE AGREED THAT WE WOULD ADD THE POST PAY RUN REVIEWS TO WHAT WE'RE DOING. WE'RE DOING TO REVIEWS A PRE AND POST PAY RUN REVIEW. WE'RE INITIALING AND DATING AS DOCUMENTATION THAT THE REVIEW TOOK PLACE.

THE CHANGES ARE GIVEN TO THE IT SUPERVISOR ABOUT THE TECHNOLOGIES AND SHE ENSURES THE SECURITY MODIFICATIONS ARE

THIS WILL BE DOCUMENTED AND STORED WITH THE SIGNATURES AND TIME STAMPS TO ENSURE

HISTORICAL ACCURACY. >> FINDING 6 FOCUSED ON SERVER MALWARE PROTECTION AND PASSWORD CONTROLS.

THERE WAS AN OLDER OPERATING SYSTEM WHERE MALWARE WAS NOT MANAGED BY DEFAULT. THE ENGINEERS COMPLETED THE CONVERSION OF ALL SERVERS TO A NEWER OS, WE'RE PHASING THEM INTO THE CENTRALLY MANAGED CONSOLE.

IT WILL BE COMPLETED BEFORE THE AGREED UPON DATE WE ESTABLISH WITH THE AUDITORS. REGARDING PASSWORD POLICIES THE RECOMMENDATION FROM THE DEPARTMENT OF INFORMATION TECHNOLOGY CONFLICT WITH THOSE FROM THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY WHICH ARE OUR NATIONAL STANDARDS AND DEVELOPED BY THE DEPARTMENT OF COMMERCE.

THE MARYLAND MANUAL STATES, QUOTE, SECURITY POLICIES DEVELOPED TO SECURE AN AGENCY SES INFORMATION SYSTEM A NIST STANDARD. THE NIST OR NATIONAL STANDARDS WERE UPDATED IN 2020 AFTER THE OLDER STANDARDS WERE PUBLISHED. IT IS OUR HOPE THAT THE STANDARDS WILL BE UPDATED TO MATCH THE NATIONAL STANDARDS WHICH WE PACE OUR PASSWORD POLICIES.

WE'RE INVESTIGATING WAYS TO TO MMS AND THE ENTERPRISE SYSTEMS AUDITED. FINDING 7 FOCUSED ON THREE OTHERS ISOLATING SERVERS, IMPEOPLES COVERAGE WHICH STANDS FOR INTRUSION, DETECTION AND PREVENTION SYSTEM AND ON A VPS INVESTIGATION. THAT IS VIRTUAL PRIVATE NETWORK. THE AUDIT WAS CONDUCTED THEY HAVE BEEN IMPLEMENTED ON THE FIRE WALLS AND SERVERS HAVE BEEN ISOLATED IN A ZONE BEHIND AN INTERNAL FIRE WALL.

WE HAVE PROCURED AND IMPLEMENT WITH SOLUTIONS.

AND IT MONITORS THE NETWORK 24 HOURS A DAY AND NOTIFIES OUR PROTECTION ENGINEER OF ANY INTENTION THREATS.

LASTLY BACK IN 2020, WE IMPLEMENTED GLOBAL PROTECT TO PROVIDE A VIRTUAL PRIVATE NETWORK FOR THE STAFF AS THEY STARTED WORKING REMOTELY. AS A RESULT OF THE AUDIT RECOMMENDATIONS WORKS VERY IMPLEMENTED MULTIFACTOR AUTHENTICATION ON THE VPN. MR. ED CASSIDY OF TRANSPORTATION WILL REVIEW THE NEXT SLIDE.

WITH THE PANDEMIC, THAT HAS TO TAKE A BACK SEAT TO OTHER REQUIREMENTS THAT WE WERE HAVING TO DEAL WITH.

WE DO ANTICIPATE RESUMING THAT WORK IN THE COMING MONTHS.
