I WOULD LIKE TO WELCOME DR. MILLER AND DR. BAILEY A RESEARCH PROFESSOR. THEY ARE GOING TO TELL US ABOUT THIS INNOVATIVE PROGRAM THAT'S BEEN GOING ON AT C.B.L..
THEY HAVE MADE A GIFT TO OUR ELEMENTARY AND MIDDLE SCHOOL PROGRAMS OF THEIR PICTURE BOOK THAT COMMEMORATES THIS PROGRAM.

WE WERE FOUNDED IN 1925 BY A GENTLEMAN CALLED REGINALD TRUEIT WHO LOOKED AROUND THE COMMUNITIES OF THE CHESAPEAKE BAY FOR WHERE TO PLACE HIS BIOLOGICAL LAB.
AND SO SINCE THAT TIME WE FELT A PARTICULAR KINSHIP TO THE PEOPLE OF CALVERT COUNTY AND WE'VE DONE EVERYTHING WE CAN TO GIVE BACK.
THAT'S CONCLUDED OUR SUCCESSFUL OPEN HOUSES.
IT'S INCLUDED OUR PUBLIC SEMINAR SERIES.
IT INCLUDES THIS PROGRAM THAT MY COLLEAGUE DR. BAILEY IS GOING TO TELL YOU ABOUT. I THOUGHT IT WAS ALSO IMPORTANT TO RECOGNIZE SOME OF THE INITIATIVES WE ARE MOUNTING DOWN AT THE LAB TO TRY AND INCREASE THE DIVERSITY OF PEOPLE IN STEM CAREERS. SO IN ADDITION TO THE BOOKS WE'VE ALREADY DONATED THERE'S ANOTHER 10 CALLED SCIENCES EVERYWHERE, SCIENCES FOR EVERYONE WRITTEN BY ONE OF OUR STUDENTS. IT IS AMED AT ELEMENTARY SCHOOL CHILDREN. SO I'LL LEAVE THESE WITH SOMEONE HERE AS WELL. AND I'LL TURN THE PRESENTATION OVER TO MY COLLEAGUE DR. HELEN BAILEY.
>> THANK YOU VERY MUCH. I'M DELIGHTED TO PRESENT THIS BOOK WHICH IS REALLY SOMETHIG THAT DEVELOPED WITH THE WHOLE COMMUNITY. WE BEGAN THIS PROGRAM CHESAPEAKE DOLPHIN WATCH IN 2017. WE WERE EXPECTED ABOUT 30 DOLPHIN SIGHTINGS TO BE REPORTED A YEAR.
WE GET NEARLY A THOUSAND DOLPHIN SIGHTINGS REPORTED EVERY YEAR AND WE HAVE 10,000 USERS. MANY OF THEM HERE IN THE COMMUNITY. MANY OF WHOM I'VE MET AND SEE THEIR PHOTOGRAPHS IN THE RIVER NEARBY.
IT'S AMAZING TO THINK A FEW YEARS AGO SCIENTISTS DIDN'T THINK DOLPHINS WERE INHABITANTS OF THE CHESAPEAKE BAY.
WE KNOW THEY ARE. IN THIS BOOK WE TELL THE STORY OF WHAT WE HAVE LEARNED. AND ALL THIS IS THROUGH PEOPLE OF THE COMMUNITY SHARING THEIR SIGHTINGS, WHAT THEY'VE SEEN, THEIR PHOTOS, THEIR VIDEOS. THROUGH THAT WE'VE LEARNED WHEN THE DOLPHINS ARE HERE. WHERE DO THEY GO? WHAT ARE THEY DOING? WE HAVE MORE QUESTIONS THAT WE WANT TO ANSWER. WE'VE LEARNED SO MUCH IN THE LAST 5 YEARS. YOU MIGHT THINK THAT'S WHEN PEOPLE HAPPEN TO BE OUT ON THE BOATS DURING THE SUMMER. WE HAVE UNDER WATER LISTENING DEVICES THAT INDICATE THE DOLPHINS ARE HERE LISTENING TO THEIR CALLS. JUNE, JULY, AUGUST ARE THE PEAK

IT IS A MIXED PICTURE AT THE MOMENT.
WHEN YOU CONSIDER HOW MANY PEOPLE HAVE MOVED INTO THE AREA AND HOW MUCH DEVELOPMENT HAS OCCURRED OVER THE LAST FEW DECADES THAT TEMPERS I THINK OUR VIEW OF SUCCESS.

DEAR CALVERT COUNTY PUBLIC SCHOOL MEMBERS, I COME TO YOU THIS EVENING WITH VERY SERIOUS CONCERNS AS A CALVERT COUNTY RESIDENT, PARENT AND FATHER OF CHILDREN THAT HAVE UTILIZED THE SERVICES OF CALVERT COUNTY PUBLIC SCHOOLS.
THESE CONCERNS ARE AT THE CORE FROM MY PERSPECTIVE INDICATING UNETHICAL, IMMORAL AND MISCONDUCT BEHAVIORS EXHIBITED BY CIVIL SERVANTS EMPLOYED BY CALVERT COUNTY PUBLIC SCHOOLS.
UNLIKE MANY OTHER SCHOOL JURISDICTIONS SUCH AS ARA RUNDLE COUNTY, PRINCE GEORGES COUNTY, AND BALTIMORE CITY BECAUSE I'VE RESEARCHED EXTENSIVELY IN MARYLAND.
CALVERT COUNTY FROM WHAT I'VE BEEN ABLE TO ASCERTAIN DOES NOT HAVE LIKE THOSE OTHER COUNTIES A SEPARATE COMPREHENSIVE POLICY OR PROCEDURE DEALING WITH EMPLOYEE MISCONDUCT.
EXCUSE ME. THEY HAVE SIGNIFICANT NEGATIVE IMPLICATIONS TO COMMUNITIES, FAMILIES, PARENTS AND STUDENTS.
ESPECIALLY IF THE MISCONDUCT OF THE EMPLOYEE OCCURRED USING THEIR OWN PRIVATE TECHNOLOGY SOURCES.

WE ARE AT THE END OF A PANDEMIC. TIME TO STOP USING OUR CHILDREN AS MILE MARKERS. ON DECEMBER 7TH, 22ND 21 THE STATE OF MARYLAND BOARD OF EDUCATION ANNOUNCED IT WILL BE EXTENDING THE MASK MANDATE TO JUNE 30TH, 2023.
THIS IS HEART BREAKING AND FRUSTRATING FOR SO MANY PARENTS AND FOR OUR CHILDREN. AT THIS TIME I'M ASKING TO YOU CHALLENGE THE STATE BOARD OF EDUCATION RULING.
THIS SHOULD NOT BE EXTENDED FURTHER.
THIS SHOULD NOT BE IN EFFECT IN FEBRUARY 22.

CHILDREN HAVE A 99.995% RATE AGAINST COVID 19.
OUR OTHER STATES HAVE SUCCESSFULLY NAVIGATED CONTROVERSIAL MANDATES BASED ON SCIENCE RATHER THAN POLITICAL IDEOLOGY. WHY ARE WE STILL MASKING IN MARYLAND? ARKANSAS, FLORIDA, IOWA, MONTANA TENNESSEE AND TEXAS HAVE DROPPED MASK MANDATES FOR CHILDREN.
WENT AS FAR AS TO PREVENT LOCAL GOVERNMENT AND SCHOOL DISTRICTS FROM REINSTATING THEM. THE C.D.C. WEBSITE SHOWS THAT SOUTHERN STATES HAVE SOME OF THE LOWEST CASE LOADS OF COVID 19 CURRENTLY IN THE UNITED STATES. THEY ARE NOT REQUIRING CHILDREN TO WEAR MASKS. PARENTS NEED TO HAVE THE OPTION TO MASK OR NOT MASK, VACCINATE OR DECLINE A VACCINATION.
WE ARE THEIR CARE GIVERS. WE ARE THE ULTIMATE DECISION MAKERS FOR ALL OF THEIR MEDICAL DECISIONS.

AND I'M HERE TO SPEAK TO YOU TODAY ABOUT THE SCHOOL BASED COVID VACCINE CLINIC PROVIDED BY THE HEALTH DEPARTMENT.
I'M AWARE OF THE SCHOOL BASED CLINICS IS TO SERVE THE UNDER PRIVILEGED POPULATION IN CALVERT COUNTY.
THESE CLINICS HAVE BEEN SUCCESSFUL.
MY ROLE AND RESPONSIBILITIES FOR THE OUTREACH CLINICS HAVE BEEN CLEARLY COMMUNICATED THROUGH THE HEALTH DEPARTMENT OR MY SUPERVISOR PRIOR TO THE EVENT. CLINIC REGISTRATION HAD A CLEAR START AND END DATE FOR PROVIDING PARENTAL CONSENT, ALLOWING ME TO REVIEW MEDICAL CONCERNS AND CONTRA MEDICATIONS.
THAT COULD BE SHARED WITH STAFF MEMBERS AS WELL AS ADMINISTRATION. EDUCATION REGARD REGULAR ADVERSE REACTIONS WOULD BE PROVIDED TO STAFF MEMBERS PRIOR TO THE EVENT ALLOWING FOR QUESTIONS AND CONCERNS TO BE ADDRESSED.
ONE OUTREACH CLINIC WAS HELD PER DAY TO PROVIDE EXTRA STAFFING TO COVER HEALTH ROOMS OR ASSIST WITH THE HEALTH DEPARTMENT CLINICS. SAFETY MEASURES WERE PUT IN PLACE. BECAUSE OF THIS THE CLINICS RAN SMOOTHLY AND EFFECTIVELY. THE COVID CLINICS REMEMBER HELD IN THE SCHOOLS WERE RUSHED. INFORMATION REGARDING DATES, HOURS, ALONG WITH MY ROLE AND RESPONSIBILITY WERE SHARED WITH SHORT NOTICE. SOME CLINICS WERE SCHEDULED FOR THE SAME WEEK AS THEY WERE ANNOUNCED.
MULTIPLE SCHOOL BASED CLINICS WERE HELD ON ONE DAY MAKING IT DIFFICULT FOR EXTRA STAFF TO HELP WITH LOGISTICS.
BECAUSE OF THE SHORT NOTICES I WAS UNABLE TO PROVIDE ADEQUATE EDUCATION ON ADVERSE REACTIONS TO MY STAFF.
FAMILIES HAVE HAD THE ABILITY TO CONSENT TO THE VACCINE OR RESCIND THE CONSENT DURING THESE CLINIC HOURS.
NOT HAVING AN END DATE OR TIME FOR REGISTRATION MEANS THE STUDENT LIST CAN CHANGE UP UNTIL THE HEALTH DEPARTMENT LEAVES THE BUILDING. THIS DOES NOT ALLOW ME TO HAVE A LIST OF STUDENTS THAT ARE RECEIVING THE VACCINES.
MEANS I CANNOT REVIEW THE MEDICAL CONCERNS OR CONTRA INDICATIONS. NOT HAVING SAFETY MEASURES IN PLACE CAN CREATE AN ENVIRONMENT WHERE ERRORS CAN OCCUR.
MY CONCERNS WERE SHARED WITH THE ADMINISTRATION AND NURSE SPECIALISTS. IT HAS MADE MY ABILITY TO PERFORM MY JOB DIFFICULT. RELATIONSHIP WITH FAMILIES THAT I'VE WORKED HARD TO MAINTAIN ARE STRAINED.
I'VE HAD FAMILIES UPSET THAT THEIR STUDENTS WERE CALLED TO THE HEALTH ROOM FOR AN ANNOUNCED ROUTINE SCREENING.
FAMILIES ARE TELLING THEIR CHILDREN DO AREN'T GO TO THE NURSE. I AM NOT OPPOSED TO THE COVID VACCINE CLINICS. I WANT THEM TO BE SAFE.
I BELIEVE FUTURE OUTREACH CLINICS CAN BE PROVIDED PRIOR TO

IN A NONPANDEMIC SCHOOL YEAR TEACHERS ARE ARGUABLY WORLD CHAMPION MULTI-TASKING MAGICIANS.
TEACHERS HAVE BEEN EXPECTED TO SPECIALIZE IN DEVELOPING HIGHLY ENGAGING LESSON PLANS, DEVELOPING S.L.O.S, MANAGING CLASSROOM BEHAVIORS, IMPLEMENTING ACCOMMODATIONS AND MODIFICATIONS TO ENSURE ALL STUDENTS NEEDS ARE BEING MET, BUILDING AND FOSTERING MEANINGFUL RELATIONSHIPS, CONTINUING EDUCATION THROUGH PROFESSIONAL DEVELOPMENT AND STATE MANDATED TESTING. TEACHERS HAVE CONTINUED TO BALANCE ALL OF THE BEFORE MENTIONED AND SIMULTANEOUSLY MANAGED ONLINE AND IN PERSON LEARNING.

WINDY HILL HAS 661 STUDENTS. AND BARSTOW ELEMENTARY HAS 650.
EACH OF THESE BUILDINGS HAS ONE SCHOOL COUNSELOR.
THESE POPULATIONS ARE CONSISTENT WITH THE MIDDLE SCHOOL POPULATIONS WHICH HAVE 2 COUNSELORS PER BUILDING.
DURING THE PAST SEVERAL YEARS YOU HEARD FROM ELEMENTARY STAFF ABOUT THE NEED FOR SOCIAL, EMOTIONAL AND BEHAVIORAL SUPPORTS IN OUR SCHOOLS. NEWS REPORTS AND ARTICLES THAT I'VE READ SINCE THE PANDEMIC HAVE HAD A GREAT EMPHASIS ON MENTAL HEALTH. STRATEGIC PLANS CLIMATE AND CULTURE GOALS ARE INTEGRATE SOCIAL EMOTIONAL LEARNING INTO DAILY INSTRUCTION. BUILD AND SUSTAIN WELLNESS AND MORALE AMONGST STAFF. SCHOOL COUNSELORS ARE A VITAL PART OF MAINTAINING THE CLIMATE AND CULTURE WITHIN THESE SCHOOLS. THAT WAS NICE TO SEE STUDENTS FROM CALVERT GETTING OUT AT A STATE LEVEL AND PARTICIPATING IN A BIG CONFERENCE. NEXT I WAS A PANELIST AT THE LEADERSHIP SOUTHERN MARYLAND EDUCATION DAY.

WE'VE HEARD TODAY AND A FEW OTHER TIMES ABOUT BARSTOW AND WINDY HILL ELEMENTARY I AGREE ON THE PERCENTAGES RATIO PER STUDENT THAT THEY LOOK LIKE THE PROBLEM WE HAD WITH NORTHERN AND HUNTINGTOWN.
I WOULD SUPPORT AT LEAST LOOKING AT ADDING 2 GUIDANCE COUNSELORS TO THAT PROGRAM. PURELY BASED ON THE NUMBER OF STUDENTS. EQUITY, WE CAN'T PUT IT AT EVERY SCHOOL FOR AN EQUITABLE STAND POINT.
AS FAR AS EQUITY WITH THE STUDENT COUNT POPULATION THAT MATCHES THE GOAL WE HAD WITH THE 2 HIGH SCHOOLS A COUPLE YEARS AGO. AND OF COURSE I THINK WE ALREADY HAVE OUR GIFTED AND TALENTED TEACHERS PROGRAM THAT WE'RE

SOCIAL WORKERS AND OF COURSE THE SCHOOL PSYCHOLOGISTS WHICH ARE DIFFICULT TO COME BY. IF WE CAN JUST EKE OUT A LITTLE BIT MORE TIME OF THOSE VERY NEEDED PROFESSIONALS IN OUR SCHOOLS THAT WOULD BE VERY VERY HELPFUL.

JUST TO SEE THE SCHOOLS IN ACTION.
I MAKE IT A POINT TO VISIT WITH THE NURSES AND HAVE CONVERSATIONS WITH THE NURSES TO MAKE SURE THEY'RE OKAY.
AND THEY HAVE EVERYTHING THEY NEED.
THEY SEEM TO HAVE BEEN DOING A LOT BETTER WHEN THEY RECEIVED ASSISTANCE TO HELP WITH CONTACT TRACING AND THINGS LIKE THAT.
NICE TO SEE THE SCHOOLS FUNCTIONING AND A LOT OF THAT HAS TO DO WITH THE PRINCIPALS. I WENT TO ONE OF THE MIDDLE SCHOOLS AND ALMOST FELT I WAS IN THE MOVIE LEAN ON ME.
THAT PRINCIPAL WAS INTERACTING WITH THE STUDENTS AS THEY WALKED THROUGH THE HALLWAYS. EVERYTHING THAT IS GOING ON.
