MEANINGFUL COMMUNITY ENGAGEMENT. TODAY, WE WILL BEGIN OUR MEETING WITH A JOINT DISCUSSION WITH THE BOARD OF COUNTY COMMISSIONERS.OUR MEETING HAS TWO PURPOSES. TO DISCUSS EXPENDITURES ABOVE MAINTENANCE OF EFFORT BY THE SCHOOL SYSTEM FOR THE PAST TWO FISCAL YEARS AS WELL AS TO DISCUSS OUR POINT, A JOINT A POINT OF A BLUEPRINT IMPLEMENTATION COORDINATOR AND THE CONSIDERATION OF A WORK GROUP.
SO I WILL BEGIN THE DISCUSSION BY ASKING STAFF TO COME FORWARD
TO DISCUSS THE EXPENDITURES. >> AS I UNDERSTAND THAT THERE -- ONE OF THE QUESTIONS IS, HOW ARE THE FUNDS THAT ARE PROVIDED THAT HAVE BEEN BY OUR FORMULA OVER THE LAST FOUR YEARS ABOVE AND BEYOND MAINTENANCE OF EFFORT TO HOW ARE THOSE FUNDS SPENT? SICKLY, THAT FORMULA RUNS ITS CALCULATIONS BEGIN WITH MOE AND WITH SEVERAL MULTIPLIERS ON IT. AND THEN THAT BECOMES OUR LOCAL FUNDING. AND SO IT IS -- WHATEVER ABOVE MOE IS NOT SEPARATED. HOWEVER, THE HUTCHINS CHIEF FINANCIAL OFFICER CAN GIVE YOU MORE INFORMATION ABOUT HOW MUCH OF THAT WAS AND ARE ADDITIONAL EXPENDITURES THIS YEAR.
>> GOOD AFTERNOON, GENTLEMEN. SO FOR FISCAL YEAR 21, THE COUNTY GOVERNMENT PROVIDED $3.2 MILLION OF FUNDING BEYOND MAINTENANCE OF EFFORT AND FISCAL YEAR 20, THE COUNTY PROVIDED $3.9 MILLION BEYOND MAINTENANCE OF EFFORT.
AND 21, IT'S BECAUSE OF THE YEAR WAS AN ANOMALY TOOK WE CANNOT SPEND ALL OF THAT MEANT WE HAD BUDGETED FOR.
HOWEVER, WE DID SPEND $3.8 MILLION MORE IN SALARIES FOR OUR TIME -- EMPLOYEES WILL BE SPENT MORE IN CONTRACTED SALARIES WE SPENT LESS ON PAYROLL ITEMS LIKE SUBSTITUTES AND OVER TIME, HOME AND HOSPITAL TEACHING, WORKSHOPS, ASSIGNMENTS. OVERALL, WE HAD A SAVINGS OF TEN LENTILS FOR FISCAL YEAR 21. SO AGAIN, WE SPENT $3.8 MILLION FOR OUR CONTRACTED SALARIES BUT WE ENDED THAT YEAR WITH A SAVINGS OF $10 MILLION AND IT CAN GET THAT IS BECAUSE PROPERLY OF THE WAY COVID IMPACT OUR OPERATIONS.
WITH OUR STUDENTS LEARNING VIRTUALLY FOR PART OF THE YEAR, SO SHOULDN'T THINGS DID NOT HAPPENED LIKE FIELD TRIPS TO ATHLETIC TRIPS FOR THE MOST PART, WE STARTED SPENDING MONEY ON ATHLETIC TRIPS LEADER IN THAT HERE INTO SPRING.
BUT FOR MOST OF THE YEAR, THERE WERE EXPENSES WE JUST DID NOT HAVE MICHAEL THEY WERE UNUSUALLY LOW.
SO MILEAGE AND STAFF DEVELOPMENT IS ONE OF THOSE AREAS WHERE WE HAD SIGNIFICANT SAVINGS AS WELL. IN FISCAL YEAR 20, AS I SAID EARLIER, THE COUNTY FUNDED $3.9 MILLION ABOVE MAINTENANCE OF EFFORT IN FISCAL YEAR 20, WE ENDED THAT YOU COULD WITH A DEFICIENCY OF REVENUES COMPARED TO THE EXPENSES.
SO WE ACTUALLY TAPPED INTO OUR FUND BALANCE BUT WE USED ALL OF THE FUNDING THAT WE GOT IN FISCAL YEAR 20 AND THEN SOME.

THEY ARE COMPETING FOR THE SAME SPACE.
THEY GET TRAFFIC JAMS. THEY ARE WORKING SOME THINGS

TWO OF THE MOST ALARMING AREAS OF CONCERN ARE THE INORDINATE OF THE LONG BUS RIDES THAT MANY CHILDREN ARE FACING AS WELL AS OVERCROWDING ON THE BUS. GIVEN THE CURRENT CLIMATE WITH COVID-19 THE HOUSE, SUCH AN OVERSIGHT HAVE OCCURRED? MOREOVER, THE VERACITY TO THE CLAIMS OF MANY BUS DRIVERS THAT THEY ARE RECEIVING REDUCTIONS IN BENEFITS BUT FINALLY, WHAT IS THE PLAN TO ALLEVIATE THIS ISSUE IN THE FUTURE? SO ALSO, ALTHOUGH THERE IS A LOT OF GOOD COMING FROM STARTING SCHOOL BACK UP AGAIN, THERE IS SOME BAD.
AND I TOOK THIS OPPORTUNITY TO GET SOME VIEWPOINTS FROM STUDENT LEADERS THE CUSTER COUNTY BY SURVEYING THE NEWLY FOUNDED ADVISORY COUNCIL. BUT BEFORE WE GET TO THE RESULTS OF THAT SURVEY, I WOULD LIKE TO THINK APPLICATIONS ARE GOING TO REMAIN OPEN FOR THE ENTIRE SCHOOL YEAR.
IF YOU GUYS HAVE ANY KIDS THAT WANT TO APPLY THAT YOU ARE MORE THAN WELCOME. IF YOU COMMITTED AN APPLICATION, IT HAS ALREADY BEEN LOOKED OVER AND FINISHED.

CLASSES OR MORE ENGAGING. IT IS A BETTER OVERALL LEARNING ENVIRONMENT. AND SOME TEACHERS ARE EVEN EASING THE STUDENTS BACK INTO IT WHICH I THOUGHT WAS VERY NICE TO HEAR. SO CLASSES, ALL THOSE AP CLASSES AND ACCELERATED CLASSES, THERE'S -- BUT IT IS NICE TO SEE THAT SOME OF THE TEACHERS ARE TRYING TO GET THE STUDENTS MORE WE ACCLIMATED TO THE IMPRISONED SCHOOLING.
ALSO, FISCAL ISSUES AVAILABILITY FOR -- IF YOU ARE ABSENT.

STARTING PAY IS $18 AN HOUR. I CAN'T THINK THE TRANSPORTATION DEPARTMENT ENOUGH FOR THE EXTRA HOURS THEY PUT IN TRYING TO CONSOLIDATE SOME BUS RUNS AS WELL AS FOR SOME OF THE COMPANY PUTTING DRIVING BUSES THEMSELVES.
THERE ARE JUST SEVEN PEOPLE THAT MAKE UP THE ENTIRE TRANSPORTATION OFFICE. AND SOME DAYS, SIX OF THEM ARE DRIVING BUSES. ED CASSIDY IS THE DIRECTOR AND KEVIN HOPE IS THE SUPERVISORS AND ALL OF THEIR TEAM ARE USING -- ALWAYS ARE USED TO AND DURING A CERTAIN AMOUNT OF STRESS BUT THERE HAS BEEN NOTHING LIKE THIS.
JUST GOT WE WERE SHORT 16 DRIVERS.

PROJECTS ARE FUNDED EITHER JOINTLY BY STATE AND COUNTY GOVERNMENTS OR THEY ARE FUNDED ENTIRELY BY OUR LOCAL COUNTY GOVERNMENT.
THE CIP FOR THE FY 2023 CONTINUES THE SAME THEMES FROM LAST YEAR'S ERP. IN THAT A MAJORITY OF THE PROJECTS ARE SYSTEMIC RENOVATION PROJECTS SUCH AS NEW ROOFS, WINDOWS, AND HVAC SYSTEM REPLACEMENT.

INCLUDING SYSTEMIC'S. ALSO, THEY ARE PARTICIPATING IN FF&E OR FURNITURE FIXTURES AND EQUIPMENT COSTS CAP OUT AT 5% FOR RENOVATION OR NEW CONSTRUCTION PROJECTS.
THE LIST OF ELIGIBLE FF&E IS FORTHCOMING FROM THE STATE IN THE NEAR FUTURE. SO WE WILL FIND UP WITH THAT EXACTLY MEANS IN TERMS OF ELIGIBILITY AND I WILL CERTAINLY UPDATE YOU ON THAT. CONSTRUCTION FUNDING WAS PUSHED OUT FROM FY 24 AND 25 TO FY 26 AND 27 WITH A LARGE MAJORITY OF FUNDING OCCURRING IN FY 20 PROTECTING. I'M HAPPY TO REPORT THAT CALVERT HAS BEEN ALLOCATED AN ESTIMATED $4,860,199 IN BUILD TO LEARN ACT FUNDING OR BTL FUNDING. THERE ARE ALLOCATIONS THAT ARE ASSIGNED TO EACH AND EVERY SINGLE BASED ON A FORMULA DERIVED BY THE STATE AND THAT IS OUR SHARE.
THIS FUNDING CAN BE USED TOWARDS ANY OF OUR FUTURE CIP PROJECTS, MEETING CERTAIN MINIMUM COST THRESHOLDS BUT WE BELIEVE THAT WORKING TOWARDS THE NORTHERN MIDDLE SCHOOL PROJECT PROVIDES SEVERAL ADVANTAGES. FIRSTLY, WE ARE ALLOWED TO USE A PART OF THE BEJEWELED FUNDS TOWARDS DESIGNED.

BUT YOU WILL ALSO NOTICE TO CIP THAT ARE THE LOCAL LEVEL, WE ARE INCLUDING FUNDING REQUESTS RELATED TO THE SEVERAL ATHLETIC FACILITIES AT AL HIGH SCHOOLS. EARLIER THIS YEAR, THE REQUEST OF DR. SO JUST, IT IS CONFUSING WHEN PEOPLE SAY THAT PHYSICAL SCIENCE OUT THERE THAT WOULD SAY THAT MASKS ARE NOT READY. BUT THERE'S ALSO STATISTICS STATISTICS ARE SAYING THERE'S -- WENT MASKING IS IN PLACE, THERE'S LESS TRANSMISSION. AND WE HAVE PUT IN VENTILATION SYSTEMS AND WE HAVE IMPROVED OUR VENTILATION SYSTEMS IN THE SCHOOLS. MASKS, IN MY MIND COULD HELP US TO JUST LET THEM DO THEIR JOB EASIER.
