THE PRESENTATION FROM SOME SPECIAL GUESTS. THOSE ARE JOINING US FROM STRONG SCHOOLS MARYLAND WILL YOU PLEASE COME FORWARD TO THE TABLE.

AS MOST OF YOU KNOW, DURING THE 2020 SESSION OF THE MARYLAND GENERAL ASSEMBLY THE REVOLUTIONARY NEW PRINTER FOR MARILYN'S FUTURE LEGISLATION WAS PASSED.

SUBSEQUENTLY, GOVERNOR HOGAN VETOED THE LEGISLATION AND THE LEGISLATURE THEN OVERWROTE THE GOVERNOR'S VETO AS WELL AS MADE AMENDS TO THE BLUEPRINT TO ACCOUNT FOR ENVIRONMENTAL CHANGES DUE TO THE PANDEMIC AND THEIR 2021 SESSION. I'VE OFTEN HEARD FROM CONSTITUENTS EXPRESSING THE DIFFICULTY OF UNDERSTANDING WHAT THE BLUEPRINT FOR MARILYN'S FUTURE DOES FOR THE STATE AND HOW IT WILL IMPACT CALVERT COUNTY.

I AM NOT QUITE SURE THERE ARE ANY CLEAR ANSWERS FOR THESE QUESTIONS BUT I DID SEEK OUT ASSISTANCE FROM STRONG SCHOOLS MARYLAND TO PROVIDE SOME CLARITY FOR THIS AND OTHER FACETS OF THE BLUEPRINT. JOIN US TODAY WE HAVE MS. GARDNER, EXECUTIVE DIRECTOR OF STRONG SCHOOLS MARYLAND. MS. GARDNER MAKES HER PRIORITY TO WORK AT THE INTERSECTION OF EDUCATION, ADVOCACY AND YOUTH DEVELOP IT. SHE'S A FORMER DIRECTOR OF THE EDUCATION POLICY PORTFOLIO FOR THE NONPROFIT APPLICANTS FOR CHILDREN AND YOUTH.

SHE HAS EARNED A MASTERS DEGREE IN EDUCATION POLICY AND LEADERSHIP FROM AMERICAN UNIVERSITY AND HOLDS AN UNDERGRAD DEGREE IN POLITICAL SCIENCE FROM THE UNIVERSITY OF FLORIDA. SHE'S A PROUD FIRST-GENERATION AMERICAN AND FIRST-GENERATION COLLEGE GRADUATE. MS. TOWARDS THE BACK THERE MS. ALLIE CARTER LEAD ORGANIZER AND GABBY ARE THE POLICY ANALYSTS THAT ARE AVAILABLE TO MEMBERS OF THE BOARD AND THE GENERAL PUBLIC TO ANSWER ANY QUESTIONS AS THEY MAY ARISE. THANK YOU FOR THE OPPORTUNITY TO PRESENT TO YOU ALL ON THE COMPONENTS OF THE BLUEPRINT FOR MARILYN'S FUTURE I WOULD LIKE TO GIVE YOU A BRIEF ROADMAP OF WHERE WERE HEADED BEFORE WE DIVE IN.

YOU'LL GET INTRODUCTION OF STRONG SCHOOLS MARYLAND AS AN ORGANIZATION, WAS ABOUT THE HISTORICAL CONTEXT THAT LED US TO THIS POINT AND SPEND LESS TIME BECAUSE PRESIDENT PRESIDENT CLAGGETT ARTICULATED BEAUTIFULLY. IT WILL GO INTO AN OVERVIEW OF THE BLUEPRINT ITSELF BY FIVE MAJOR POLICY AREAS AND THEN WILL DIVE INTO EACH OF THOSE POLICY AREAS TALK ABOUT SOME SPECIFIC PROGRAMS, FUNDING THAT IS HEADED THIS WAY AND POLICY CHIPS THAT HAVE OCCURRED. WILL THEN MOVE INTO THE LIMITATION CALENDAR WHICH YOU SHOULD ALL HAVE COPIES OF IT RIGHT IN FRONT OF YOU. WE'LL TLK ABOUT THE ROLE OF THE BOARD, SOME OPPORTUNITY FOR ACTION AND OPPORTUNITIES FOR INSPIRATIONS YOU MIGHT WANT TO CONSIDER AT THIS TIME. STRONG SCHOOLS MARYLAND IS PERHAPS KNOWN AS LEADING TO STATEWIDE LEGISLATION GRASSROOTS ADVOCACY EFFORT TO GET THE BLUEPRINT FOR VALENCE FUTURE PAST. NOW THAT WERE IN THE IMPLEMENTATION PERIOD OUR FOCUS HAS SHIFTED. OUR MISSION IS TO ADVOCATE POWER AND SHARE RESOURCES WITH INVESTED MARYLANDERS THAT WE CAN CO-CREATE STRONG PUBLIC SCHOOLS THAT PRODUCE GRADUATES WHO ARE EQUIPPED TO THRIVE. REGARDLESS OF WHAT THE WORLD LOOK LIKE LOOKS LIKE.

WE DO THIS OR ENGAGING PEOPLE. WE FIRMLY BELIEVE THAT IS THROUGH INFORMING AND ENGAGING MARYLANDERS THAT WE CAN CO-CREATE SYSTEMS TOGETHER AND BUILD THE ABILITY TO WITHSTAND REGARDLESS OF WHETHER STRONG SCHOOLS MARYLAND IS ACTUALLY AROUND.

SO LET'S TALK ABOUT A BRIEF HISTORY OF EDUCATION POLICY FUNDING.

WE ARE STARTING IN 1996, WHICH I KNOW IS NOT THE INCEPTION OF THESE ISSUES THAT THE ACLU

BROUGHT THE BRADFORD LAWSUIT AGAINST THE STATE OF MARYLAND THAT CHALLENGED THAT THE STATE WAS NOT FULLY FUNDING ITS RESPONSIBILITY TO PUBLIC SCHOOLS AS A RESULT OF THE DECISION THAT CAME FROM THAT THE (NAME?) WAS ESTABLISHED. WE CONSIDER THIS A PRECURSOR AND THIS JOB WAS ALLOW FOR THAT TO BE MORE EDUCATION FUNDING AVAILABLE TO OUR PUBLIC SCHOOLS. THEY DID THAT, WE GOT THE BRIDGE TO EXCELLENCE IN PUBLIC SCHOOLS ACT PASSED IN 2002 AND DUE TO SOME CONSTRAINTS IDENTIFYING FUNDING SOURCES, FOR EXAMPLE, WE DID NOT REALLY GET TO FULLY IMPLEMENTING THE BRIDGE TO EXCELLENCE UNTIL ABOUT 2004. IN 2008, THE GREAT RECESSION HIT AND IT LOGICALLY AND HISTORICALLY AS WE KNOW, EDUCATION SUFFERED SOME OF FUNDING CUTS AS DID MANY OTHER PUBLIC SERVICE SECTORS. THERE IS AN ISSUE THERE THAT WE WILL GET TO IN THE NEXT SLIDE BUT THIS CONSTANT, CONSISTENT INVESTMENT IN PUBLIC SCHOOLS IS CRITICAL.

ANNA TIED TO SUCCESS OF THE STUDENTS IN THE LONG TERM. IN 2016, THE CURRENT COMMISSION WAS ESTABLISHED, WE FOUGHT VERY HARD FOR MANY YEARS TO GET THE BLUEPRINT TECHNICALLY PAST.

BACK IN 2020, BEFORE THE PANDEMIC IT, OF COURSE TO THE GOVERNOR'S VETO HAD TO RELAUNCH THE OVERRIDE EFFORT IN 2021 WHERE WE WERE SUCCESSFUL. NOW THE BILL IS LAW AND WE WANT TO KNOW WHY IS IT IMPORTANT THAT WE IMPLEMENT THIS LAW WELL.

WHAT MAKES THE BLUEPRINT DIFFERENT, HOW IS ACTUALLY GOING TO PRODUCE THESE WORLD-CLASS SCHOOLS AND WHY SHOULD WE DO THINGS DIFFERENTLY THAN WE HAVE DONE IN THE PAST? SO WHAT DOES DATA TELL US? IF WE LOOK AT STUDENT ACHIEVEMENT AND SCHOOL PER-PUPIL FUNDING OVER THE COURSE OF 2000 ? 2018 THAT WE SEE FOR EVERY STUDENT GROUP AGES FOURTH GRADE, EIGHTH GRADE AND READING AND MATH A NATIONALLY NORMED STANDARDIZED TESTS WITH THE WE RECOGNIZE THEY'RE NOT THE ONLY WAY TO SEE THAT STUDENTS ARE LEARNING WE SEE A POSITIVE CORRELATION. FUNDING INCREASES OUR CORRELATED STUDENT ACADEMIC SUCCESS. THERE IS A LOT TO DIVE INTO THEIR, WE WILL NOT GET INTO TODAY. BUT I WILL PUT YOUR ATTENTION TO THE SLIDE WHICH SHOWS THE OUTCOMES FOR STUDENTS FROM A LOW INCOME BACKGROUNDS AND THEY SEE EVEN MORE SUCCESS AS RESULT OF CONSISTENT FUNDING. SO WE ARE AT THE BLUEPRINT. WE ARE AT THE BEGINNING OF A 10 YEAR IMPLEMENTATION PERIOD AND THE GOAL FOR THE FUTURE IS SIMPLE.

FIRST, ENSURE THAT WE HAVE A STRONG HIGH-QUALITY PUBLIC EARLY CHILDHOOD EDUCATION OFFERING. THIS LOOKS LIKE A LOT OF THINGS.

THIS LOOKS LIKE FUNDING CHILD CARE RESOURCE CENTERS, THIS LOOKS LIKE FUNDING FAMILY SUPPORT CENTERS, FUNDING OUR EARLY LEARNING CENTERS AND EXPANDED THE NUMBER THAT ARE AVAILABLE ACROSS THE STATE. THIS ALSO INCLUDES MAKING PRE-K ITSELF AVAILABLE TO STUDENTS WHO ARE THREE AND FOUR YEARS OLD. WITH A SPECIFIC FOCUS ON IS STUDENTS WHO ARE COMING FROM LOWER INCOME HOUSEHOLDS. IT IS NOT TECHNICALLY UNIVERSAL PRE-K IT'S CLOSE AND THERE'S AN OPPORTUNITY THAT EXISTS WITH THE CURRENT LANDSCAPE WITH ADDITIONAL FEDERAL FUNDS TO BRING MARYLAND CLOSER TO ENSURING THAT EVERY STUDENT HAS A STRONG START BEFORE THEY EVEN ENTER THE K-12 SYSTEM. THE NEXT FOCUS IS ON COLLEGE AND CAREER READINESS PATHWAYS. WE ARE ENSURING THAT ARE CAREER AND TECHNICAL EDUCATION COURSES OFFERINGS THAT STUDENTS ACTUALLY LEAVE OUR STUDENT SYSTEMS WITH, PRODUCE OUTCOMES THAT ALLOW THEM TO SUCCEED. SO IF THEY DECIDED THEY WOULD LIKE TO GO INTO POSTSECONDARY EDUCATION THAN THEY HAVE THE ABILITY TO TAKE DUAL ENROLLMENT COURSES WHILE THEY'RE STILL ENROLLED IN OUR SCHOOLS. AN ENTER HIGHER ED WITH THOSE CREDITS IF THEY DECIDE THAT HIGHER EDUCATION IS NOT THE OPTION THEN THEY CAN PURSUE A NEW REVAMPED CAREER AND TECHNICAL EDUCATION CURRICULUM OFFERING WHICH INCLUDES APPRENTICESHIPS, ACTUAL JOB TRAINING SO WHEN STUDENTS GRADUATE WITH HER TO PLUMB US THEY ARE ALSO GRADUATING WITH INDUSTRY RECOGNIZED CREDENTIALS. SO THAT ON THE NEXT DAY THEY CAN GET TO WORK, THEY WILL NOT HAVE TO ENTER TO ANYONE'S JOB TRAINING PROGRAMS. NEXT AREA IS HIGH QUALITY AND DIVERSE TEACHERS AND SCHOOL LEADERS BECAUSE WE RECOGNIZE THE IMPORTANCE OF THE ADULTS WHO ARE IN THE SCHOOL BUILDING. IT'S NOT JUST TEACHERS IT'S ALSO FOCUS ON SCHOOL LEADERS BECAUSE WE KNOW THAT TEACHERS ARE CRITICAL.

WE KNOW THAT THE RACIAL DIVERSITY, ACTUAL LIVED EXPERIENCES OF OUR TEACHERS, NEEDS TO BE ALIGNED WITH THE EXPERIENCES OF STUDENTS TO BOLSTER EMPATHY AND ALLOW FOR MORE CONNECTION AND BETTER LEARNING TO OCCUR. WE ALSO NOTE THAT OUR STUDENT SCHOOL LEADERS ARE CRITICAL AS WELL. SO OUR ADMINISTRATIVE, THE FOLKS THAT ARE CUSTODIAL STAFF WHO ARE WORKING THE BUSES ALSO RECEIVE SOME ADDITIONAL TRAINING AND INVESTMENT AS A RESULT OF THE BLUEPRINT. OUR FOURTH AREA IS MORE RESOURCES FOR ALL STUDENTS TO SUCCEED BECAUSE WE RECOGNIZE THAT THE FUNDING DISPARITIES HAVE ALSO WIDENED OTHER GAPS, WE SEE IT IN ACADEMIC ACHIEVEMENT WE SEE IN FIRST OFFERINGS WE SEE AND HOW STUDENTS ARE ACTUALLY LIVING AT HOME WHEN THEY GOT HOME FROM

SCHOOL. SO WRAPAROUND SERVICES INCLUDING THE OFFERINGS OF COMMUNITY SCHOOLS, HOUSING SUPPORTS, FOOD PANTRIES, ADDITIONAL ACCESS TO MORE SUPPORTIVE COUNSELORS AND BEHAVIORAL HEALTH STAFF. ARE ACCOUNTED FOR IN THE BLUEPRINT. OF COURSE, ALL OF THIS INVESTMENT NEEDS A STRONG GOVERNANCE AND ACCOUNTABILITY STRUCTURE IN ORDER TO BE IMPLEMENTED WELL AND FOR US TO BE ABLE TO SAY THAT WE SAW THESE AMAZING OUTCOMES BECAUSE OF THE INVESTMENTS WE MADE AND BECAUSE HE MADE SUCH HIGH-QUALITY INVESTMENTS. SO THERE ARE CONSTANT CHECKS AND REPORTING AND EVALUATIONS THAT ARE REQUIRED OF THE BLUEPRINT THROUGHOUT ITS 10 YEAR IMPLEMENTATION PERIOD WERE NOT WEIGHTED TO THE END TO DETERMINE WHETHER IT'S WORKING FOR OUR STUDENTS AND SCHOOLS. SO WHAT I WILL DO NEXT IS A TAKE EACH OF THOSE FIVE POLICY AREAS AND HIGHLIGHT A COUPLE OF SPECIFIC PROGRAM SHIFTS AND THIS CAN BE A NEW PROGRAM THAT'S COMING ONLINE, THIS COULD BE AN EXPANSION OF AN EXISTING PROGRAM, I WILL HIGHLIGHT FUNDING AND HIGHLIGHT ANY POLICY CHANGES THAT MAY COME ABOUT AS A RESULT OF THE LAW AND WHAT I WANT HIGHLIGHT HERE IS THAT THIS IS NOT COMPREHENSIVE.

THAT IS A 236 PAGE BILL PLUS A BLUEPRINT 2.0 SO WE CAN HAVE CONVERSATIONS AND WE WOULD VERY MUCH WELCOME THAT. SO UNDER EARLY CHILDHOOD EDUCATION AS I ALLUDED TO EARLIER ORGANIZATION EXPANSION OF OUR JUDY EARLY LEARNING CENTER.

WE'LL SEE AN EXPANSION OF THE FAMILY SUPPORT CENTERS WHICH MAY BE CALLED PATTY CENTERS.

IF YOU LOOK ACROSS THE STATE YOU CAN SEE SOME OF THESE NEW PROGRAMS BEING IMPLEMENTED THIS VERY SUMMER. WE ALSO KNOW THAT OVER THE 10 YEAR IMPLEMENTATION PERIOD SOME STUDENTS WILL BE ENROLLED IN PRE-K AND VARIOUS TEARS THIS IS THAT WE ENSURE THAT FAMILIES THAT ARE NOT ABLE TO PAY FOR THE COST OF LET'S SAY PRIVATE PRE-K PROGRAMS ARE STILL ABLE TO ENROLL THEIR STUDENT AND THEN HAVE THAT COST SUBSIDIZED OR TAKEN UP BY LOCAL GOVERNMENT INSTEAD. WE ALSO HOPE TO SEE A RACIALLY AND CULTURALLY UNBIASED KINDERGARTEN READINESS ASSESSMENT. BEGINNING OCTOBER OF NEXT YEAR.

THE MARYLAND STATE PERMIT OF EDUCATION IS LARGELY AS POSSIBLE FOR DEVELOPING THAT ASSESSMENT AND ENSURING THAT IT MEETS THE QUALIFICATIONS OF THE LAW.

I WOULD HIGHLY ENCOURAGE ALL TO BE PARTICIPATORY IN THAT PROCESS TO MAKE SURE THE NEEDS OF YOUR STUDENTS ARE MET. SOME OF THE NEW FUNDING WE CAN EXPECT IS JUDY CENTERS WHICH HAVE BEEN FUNDED AT A LEVEL BELOW $300,000 PER CENTER PER YEAR WILL NOW SEE THEIR FUNDING INCREASED TO WHAT ADVOCATES BELIEVE IS FULL FUNDING. $330,000 IS A HIGHER-QUALITY OFFERINGS, ADDITIONAL PAPER STAFF AND TRANSLATE TO A LOT OF BENEFITS FOR COMMITTEE MEMBERS.

SOME OF THE POLICY SHIFTS WE CAN EXPECT TO SEE, THE NUMBER OF JUDY CENTERS THAT WILL COME ONLINE AROUND THE STATE DEVELOPED OVER THE NEXT 10 YEARS.

INITIALLY, IT'LL BE A SLOW ROLLING OUT AND THEN WE GET TO FISCAL YEAR 26 WE WILL SEE 18 NEW ONES EVERY SINGLE YEAR AND AGAIN THERE IS OPPORTUNITY TO LEVERAGE EXTERNAL FUNDS TO EXPAND THIS GROWTH DEPENDING ON THE POPULATION OF EARLY LEARNERS WE HAVE IT.

THERE'S A SLIDING SCALE IMPLEMENTED FOR THE MIXED DELIVERY PRE-K SYSTEM.

WE KNOW THAT THE SCHOOLS THAT WE HAVE CURRENTLY BUILT SIMPLY DO NOT HAVE THE PHYSICAL CAPACITY TO HOUSE ALL OF THE THREE AND FOUR-YEAR-OLD PRE-K STUDENTS THAT WE WOULD LIKE TO OFFER SEATS TWO. SO THROUGH A MIXED DELIVERY SYSTEM COMBINED WITH PRIVATE PROVIDERS AND THE ADDITION OF TEARS PER STUDENTS TO MAKE SURE WERE GETTING STUDENTS WHO HAVE DEVELOP MENTAL DELAYS WHO ARE LEARNING TO SPEAK ENGLISH, WHO COME FROM LOW INCOME HOUSEHOLDS THAT WERE GETTING THEM IN THE DOOR FIRST BECAUSE WE KNOW THAT IS WHERE THE GREATEST ADVANTAGE FOR OPPORTUNITY TO BE MADE. WE ALSO WILL SEE THE INCREASE IN QUALIFICATIONS FOR OUR EARLY LEARNING EDUCATORS. UNDER TEACHERS AND LEADERS WE CAN BEGIN TO SEE THE NEW TEACHER COLLABORATIVE GRANT PROGRAM WHICH ALLOWS TEACHERS THE OPPORTUNITIES TO GET TOGETHER TO PLAN TOGETHER, TO COME UP WITH NEW IDEAS, WAYS OF CRAFTING THEIR PROFESSION AND REFINING THEIR PEDAGOGY. THERE COULD BE A CAREER LADDER IMPLEMENTED OVER THE NEXT SEVERAL YEARS TO ALLOW FOR TEACHER SALARIES TO BE TIED TO CERTIFICATIONS LIKE NATIONAL BOARD CERTIFICATIONS AND THERE WILL BE NEW SCALES TO GO ALONG WITH THAT.

IT WILL BE A NEW TEACHER CAREER LADDER THAT WILL BE IMPLICATIONS FOR ADMINISTRATOR , AS WELL. AND IN TERMS OF INCREASED ALLOWED BY THE LAW.

THERE WILL BE STATEWIDE NEW TEACHER MENTORSHIP PROGRAM TO ALLOW FOR THE NEW RECRUITS THAT WE GOT. WE KNOW WE NEED MORE TEACHERS AND MARYLAND, PERIOD.

TO COME IN AND SOMEONE THAT'S BEEN AN ESTABLISHED EDUCATOR GUIDE THEM FOR THEIR FIRST YEAR, WE KNOW THAT FIRST YEAR TEACHING IS INCREDIBLE DIFFICULT AND INCREDIBLY

CRITICAL. MST WILL BE ESTABLISHING SOME SCHOOL LEADERSHIP TRAINING PROGRAMS FOR MEMBERS OF STATE AND LOCAL BOARD OF EDUCATION AS WELL AS LOCAL SUPERINTENDENTS TO BECOME MORE FAMILIARIZED WITH THE LAW AND THEIR PLACE IN IMPLEMENTING IT.

THAT FIRST COLUMN NEXT TO THE TEACHER COLLABORATIVE GRANT PROGRAM, THE FUNDING AND THE POLICY SHIFTS ARE ACTUALLY ALL RELATED. SO DECLARATIVE GRANT PROGRAM WILL GET 2 AND A HALF MILLION DOLLARS PER YEAR FOR TEACHERS TO COME UP WITH BETTER IDEAS ABOUT HOW TO PRACTICE THEIR CRAFT, ALTERNATIVE CERTIFICATION PROGRAMS WILL HAVE ADDITIONAL REQUIREMENTS, FOR EXAMPLE, YOU CANNOT BE IN A MARYLAND CLASSROOM AND CALL YOURSELF A TEACHER IF YOU HAVE NOT HAD AT LEAST 100 DAYS OF TEACHING EXPERIENCE IF YOU COME FROM AN ALTERNATIVE CERTIFICATION PROGRAM. THE REQUIREMENTS ARE INCREASING AND THAT'S OF COURSE THE QUALITY WILL BE TIED TO THAT INCREASE.

BY FISCAL YEAR 27, THAT MAY HAVE ACTUALLY BEEN PUSHED WITH THE BLUEPRINT 2.0 WE HOPE TO SEE A NEW STATEWIDE TEACHING SALARY OF $60,000 PER YEAR. WE KNOW THE ABILITY TO OFFER COMPETITIVE SALARY IS CONTRIBUTED TO MARILYN'S DIFFICULTY RECRUITING AND RETAINING TEACHERS. AND WHEREAS SUICIDE IS THE 10TH LEADING CAUSE OF DEATH IN THE UNITED STATES AND A SECOND LEADING CAUSE OF DEATH AMONG INDIVIDUALS BETWEEN THE AGES OF 10 AND 34. THE FOURTH LEADING CAUSE OF DEATH FOR THOSE AGES 25 ? 45 YEARS. WHEREAS SEPTEMBER IS A NATIONALLY RECOGNIZED IN THE UNITED STATES AS A NATIONAL SUICIDE PREVENTION AWARENESS MONTH TO RAISE AWARENESS OF THE STIGMATIZED AND OFTEN TABOO TOPIC AS WELL AS TO PROMOTE RESOURCES AVAILABLE TO USE IN OUR COMMUNITY. WHEREAS SUICIDE IS THE ONLY LEADING CAUSE OF DEATH IN THE UNITED STATES THAT HAS INCREASED EVERY YEAR FOR THE PAST DECADE WITH AN AVERAGE OF 130 SUICIDES PER DAY. WHEREAS THE CALVERT COUNTY COMMUNITY IS NOT IMMUNE TO SUICIDE DEATH OR FEELINGS OR THOUGHTS THAT COULD AFFECT ANYONE GUARD WAS OF AGE, RACE, COLOR, RELIGION, SEX, ANCESTRY OR NATIONAL ORIGIN. MARITAL STATUS, PHYSICAL OR MENTAL DISABILITY, SEX ORIENTE , GENDER IDENTITY OR EXPRESSION OR GENETIC INFORMATION.

WHEREAS CONVERSATIONS ABOUT DEPRESSION AND SUICIDE ARE CENTRAL TO PREVENTING FURTHER SUICIDE AND ENDING THE STIGMA ATTACHED TO THE TOPIC. AND WHEREAS CALVERT COUNTY PUBLIC SCHOOLS EMBRACES THE CHARGE OF SUICIDE AWARENESS AND PREVENTION AND COLLECTIVELY SUPPORTS OUR SCHOOLS LEADERSHIP, ADMINISTRATORS, SCHOOL RESOURCE OFFICERS, SCHOOL COUNSELORS, EDUCATORS, SUPPORT STAFF, ATHLETIC COACHES, PARENTS AND CHILDREN AS PARTNERS IN AWARENESS AND PREVENTION. AS WE REVIEW THE START OF OUR GREAT COUNTRY WE HEAR THE ELEVATED WORDS OF THE DECLARATION OF INDEPENDENCE THAT STATES THAT WE ALL ARE CREATED EQUAL. BUT THEN OUR COUNTRY HAS CIVIL WAR OVER SLAVERY AND AMENDED OUR CONSTITUTION TO END SLAVERY AND THEREFORE TRY TO PURSUE A MORE PERFECT UNION. SORT GREAT COUNTRY CAME ALONG THE WAY BUT WERE STILL TRYING TO CREATE A MORE PERFECT UNION. I AM AN 84-YEAR-OLD WHITE MALE BORN AND RAISED IN SOUTHWEST VIRGINIA. I GRADUATED FROM HIGH SCHOOL IN 1955, ONE YEAR AFTER THE SUPREME COURT ISSUED ITS BROWN VERSUS THE BOARD OF EDUCATION DECISION DESEGREGATING SCHOOLS.

VIRGINIA, LIKE MOST SOUTHERN STATES WAS VERY SLOW IN DESEGREGATING THEIR SCHOOLS.

DURING MY HIGH SCHOOL YEARS I WONDERED WHY THERE HAD TO BE TO TRICKY FOUNTAINS IN DEPARTMENT STORES. ONE FOR BLACK PEOPLE AND ANOTHER FOR WHITE.

I WAS ALSO PUZZLED BY THE TWO SEPARATE WAITING ROOMS IN A BUS AND TRAIN STATIONS.

I DID NOT FULLY UNDERSTAND WHY PEOPLE OF COLOR WERE REQUIRED TO RIDE IN THE BACK OF THE BUS.

THOSE OVERT PRACTICES AND POLICIES HAVE BEEN ILLUMINATED OVER THE YEARS.

SO OUR GREAT COUNTRY HAS COME A LONG WAY BUT WERE STILL TRYING TO CREATE A MORE PERFECT UNION.

AFTER HIGH SCHOOL, I SERVED FOUR YEARS IN THE U.S. NAVY AS PAN ELECTRONIC TECHNICIAN AND OBTAINED A JOB WITH IBM AFTER THE DISCHARGE. MY FIRST COMPUTER CLASS WITH IBM CONSISTED OF 25 WHITE MALES. I AM SURE THAT I WOULD NOT HAVE GOT A JOB WITHOUT IN 1959 IF MY SKIN HAD BEEN BEEN LACK OR BROWN OR IF I HAD BEEN FEMALE.

MY JOB WITH IBM IS A GOOD EXAMPLE OF WHITE PRIVILEGE PRACTICE AT THAT TIME.

UNFORTUNATELY, NOW WE HAVE MORE HIDDEN PRACTICES TO CONTROL JOBSEEKERS.

THE CIVIL RIGHTS ACT OF 1964 AND THE VOTING ASKED RATE OF 65 WERE BENEFICIAL FOR PEOPLE OF COLOR AND FOR OUR COUNTRY. THEREFORE, WE CAN SAY OUR COUNTRY HAS MADE SOME PROGRESS IN REDUCING RACIST POLICIES AND PRACTICES. SO OUR GREAT COUNTRY HAS COME A LONG WAY BUT WE ARE STILL TRYING TO CREATE A MORE PERFECT UNION.

THIS YEAR WE HAD A POLICE OFFICER CONVICTED FOR THE MURDER OF A NONVIOLENT BLACK CITIZEN. UNFORTUNATELY, WE ALSO KNOW SOME POLICE OFFICERS STILL OVERREACT IN THEIR USE OF FORCE ESPECIALLY TOWARDS PEOPLE OF COLOR.

IN 2017, WE SAW THE UNITED RIGHTS GATHERING IN THE CHARLOTTES, NORTH HIGHLAND.

ONE PERSON LOST HER LIFE. LAST MONTH, THE CHICAGO SUN-TIMES REPORTED ON OUT WHITE SUPREMACIST GROUP GATHERING IN CHICAGO. ON JANUARY 6 OF THIS YEAR AND ATTACK ON THE CAPITAL BUILDING IN DC TRY TO STOP THE ILLEGAL TRANSFER OF POWER FOR OUR U.S.

GOVERNMENT. THIS ACT OF INSURRECTION WAS CARRIED OUT BY GROUPS ATTACKING POLICE OFFICERS AND WAS ESPECIALLY BRUTAL TO BLACK OFFICERS.

OVERALL, IT IS LIKELY THAT CHILDREN EXPERIENCE MORE ANXIETY AND DEPRESSION WHICH ARE ALREADY AT EXTREME A HIGH LEVELS BECAUSE OF THE PANDEMIC. YOU WILL SEE THAT THERE IS ABOUT $1.5 MILLION IN SAVINGS FOR BUS ROUTES AND ATHLETIC TRIPS. THE LIONS SHARE OF THE SAVINGS ARE TIED TO THE SAVINGS ON FUEL COSTS WITH OUR MODIFIED OPERATIONS LAST YEAR. WE ALSO SAW IN THE AREA OF TRANSPORTATION SAVINGS OF $436,000 FOR THE TRANSPORTATION COST RELATED TO FIELD TRIPS AS WE DID NOT TAKE ANY FIELD TRIPS LAST YEAR AS WELL AS SAVINGS FOR FINE ARTS PROGRAMS, TAXI SERVICES AND THE SUMMER PROGRAMS TRANSPORTATION FOR STUDENTS WHO ARE IN SCHOOLS THAT ARE OUT OF COUNTY. WE EXPERIENCE $311,000 IN ELECTRICITY, $284,000 FOR CONSULTANTS AND CONTRACTED PSYCHOLOGISTS.

AND THESE TECH CONCERT TICKETS WERE EXPENSIVE AND HARD TO GET AND THEY WERE FOR BALTIMORE. WELL, THE CONCERT, THE BAND I FOLLOW, THEIR STOP WAS IN JACKSONVILLE, FLORIDA THURSDAY NIGHT.

NOW THEY DRAW 1000 OR MORE PEOPLE TO WATCH. LIKE ALL CONCERTS, WHEN YOU HAVE A MAJOR GROUP YOU ALWAYS HAVE A GROUP THAT STARTS OUT BEFORE THEY COME ON.

HALFWAY THROUGH THAT CONCERT, BEFORE THE OTHER BAND, ONE BE A MEMBER HAD COVID.

THEY HAD TO STOP THE CONCERT RIGHT THERE. AND, THAT WAS THE END OF THAT.

CONCERT IN BALTIMORE, THAT'S ALL TWO. BY THE WAY, THE SAME ORGANIZATION WAS SUPPOSED TO PLAY AUGUST 13, 2020 SO THIS IS A MAKEUP, SO IT'S NOT A MAKEUP AGAIN. LIKE THE MASKS. I DON'T GO ANYWHERE WITHOUT A MASK IN MY POCKET. I AM NOT WEARING IT TODAY.
