THERE HAS BEEN SIGNIFICANT CRITICISM OF THE BOARD'S EFFORTS AT PAST MEETINGS AND ON PUBLIC FORMS. AND WHILE I APPRECIATE PEOPLE'S WILLINGNESS TO STATE THEIR POSITIONS, MOST OF THIS CRITICISM STRIKES ME AS CONSTRUCTIVE, CONSPIRATORIALLY MINDED AND LARGELY INCOHERENT.
AS I UNDERSTAND IT, OPPONENTS TAKE ONE OF TWO POSITIONS: ONE, THEY ACKNOWLEDGE THE OUTCOMES AND ASSUME THEY REFLECT THE SHORTCOMING OF INDIVIDUAL STUDENTS RATHER THAN SEVERAL BIASES IN THE SYSTEM. GIVEN THAT THESE OUTCOMES ARE RACIALLY DETERMINED, WE COULD CALL THIS THE RACIST POSITION.

EQUALITY IS A MORAL IMPERATIVE TO WHICH WE SHOULD BE COMMITTED AND COLORBLINDNESS IS AN IMPORTANT DESPERATION.
BUT OF CRITICS NEED TO OFFER THE BOARD A CLEAR STANDARD TO WHICH THEY KNOW IT HAS BEEN ACHIEVED.
TO MY MIND, THAT MEANS BEING SERIOUS ABOUT THE RESULTS OF BOARD POLICIES RATHER THAN FEAR MARKETING ABOUT COMMUNISM.
TO THAT END, IN ADDITION TO THE SUPERINTENDENT'S ANNUAL REPORT, I WOULD LIKE TO REQUEST A CLEAR DISPLAY OF RELEVANT DISEASE STATISTICS, PREFERABLY ALIGNED WITH THE EQUITY POLICIES GUIDELINES SECTION. SO THAT VOTERS FULLY UNDERSTAND THE SCOPE OF RACIAL INEQUALITIES IN OUR DISTRICT AND DEBATE ABOUT SOMETHING MEANINGFUL.

WE WHOLLY REJECT THE ANTIRACISM ENVIRONMENT THAT THE CALVERT COUNTY SCHOOLS INSTILLS IN OUR CLASSROOMS. TO ALIGN YOURSELF WITH ANTIRACISM DOCTRINE IS TO SAY THAT YOU BELIEVE ALL SYSTEMS ARE RACIST DUE TO UNEQUAL OUTCOMES AND ACHIEVEMENT. AND ? ? BEING ANTIRACIST RETRACTS A MERITOCRACY.

OBVIOUSLY WE ARE NOT TEACHING FIRST-GRADERS ABOUT LAW.
HOWEVER, THE IDEAS ARE PUT INTO PRACTICE THROUGH EQUITY PROGRAMS AND ANTIRACISM POLICIES.
IF IMPLEMENTED CORRECTLY, THESE ARE GREAT.
BUT WHEN THEY ARE IMPLEMENTED INCORRECTLY, THEY DO THE EXACT OPPOSITE OF WHAT THEY ARE DESIGNED TO ACHIEVE.HAT WE WANT IS A POLITICALLY NEUTRAL CLASSROOM.
ONE WHERE STUDENTS DIFFERENCES ARE CELEBRATED AND THEIR SHORTCOMINGS ARE IDENTIFIED EQUALLY.

THE CONCEPT OF INTERSECTION ANALOGY WAS DEVELOPED BY PROMINENT CRITICAL RACE THEORIST KIMBERLY CRENSHAW. THE CHART LOOKS LIKE THIS.

BUT ONE OF THE OPPRESSED GROUPS ACCORDING TO THIS CHART ARE ASIANS. THE AVERAGE ANNUAL INCOME OF ASIAN HOUSEHOLDS IS $10,000 MORE THAN WHITES.
HOW CAN THAT HAPPEN TO AN OPPRESSED MINORITY? AND CATHOLICS ARE ALSO OPPRESSED ACCORDING TO THE CHART. IN THIS CASE, I GUESS THE AUTHORS OF THE CHART DIDN'T GET THE MEMO THAT WE HAVE A CATHOLIC AS THE PRESIDENT OF OUR COUNTRY.

THEY PUT CALVERT TAXPAYER FUNDS AT RISK AS WELL AS FEDERAL FUNDING FOR OUR PUBLIC SCHOOLS. ALL THE CASES THAT I CITE IN MY STATEMENT OUR UNITED STATES SUPREME COURT CASES AND ARE BINDING AND APPLICABLE TO THE ACTIONS OF THE SPORT.
AS A MATTER OF WELL-SETTLED LAW, POLICIES THAT CLASSIFY PEOPLE BY RACE ARE INVALID UNDER THE EQUAL PROTECTION CLAUSE OF THE 14TH AMENDMENT AND SUPREME PRECEDENT.
UNDER PARENTS VERSUS SEATTLE SCHOOL DISTRICT, WHEN THE GOVERNMENT DISTRIBUTES BURDENS OR BENEFITS UNDER THE RACIAL CLASSIFICATION, THAT ACTION IS REVIEWED UNDER STRICT SCRUTINY.
PTHE GOVERNMENT HAS THE BURDEN OF PROVING THAT RACIAL CLASSIFICATIONS ARE NARROWLY TAILORED MEASURES THAT COMPEL GOVERNMENT INTEREST. FURTHER, THE USE OF RACE IN A MANNER THAT VIOLATES THE EQUAL PROTECTION CLAUSE OF THE PART 14TH AMENDMENT ALSO VIOLATES THE CIVIL RIGHTS ACT OF 1960S FOR UNDER ALEXANDER VERSUS SANDOVAL.
SO ARE THERE ANY CIRCUMSTANCES UNDER WHICH THE BOARD COULD LAWFULLY ADOPT POLICIES THAT OVERTLY FAVOR ONE RACE OVER ANOTHER? THE ANSWER IS YES.
TO REMEDIATE PAST DISCRIMINATION AND PROVIDE A LEGAL TEST IS MET. GENERALIZED STATEMENTS ABOUT REMEDYING PAST DISCRIMINATION UNSUPPORTED BY RECORD ARE INSUFFICIENT TO ENGAGE IN RACE-BASED PREFERENCES UNDER THE CITY OF RICHMOND VERSUS. NAME].
THE FOLLOWING LEGAL TESTS MUST BE MET ? FIRST, THE POLICY MUST TARGET A SPECIFIC EPISODE OF PAST DISCRIMINATION.

AT THE SAME MEETING, MS. COUSENS STATED, THE POLICIES INTENDING TO REMOVE BARRIERS THAT HAVE BEEN IN PLACE FOR HUNDREDS OF YEARS AND THAT HAVE NEVER BEEN DISMANTLED BASED ON WHITE SUPREMACY. THESE STATEMENTS AMOUNT TO

WE WILL ALSO BE IMPLEMENTING ALL OF OUR IEPS AND 504 PLANS AT FULL REALM OVER THE COURSE OF THE LAST YEAR, YOU HAVE HEARD SOME OF THE CONVERSATIONS ABOUT DISTANCE LEARNING PLANS THAT ARE I.E. AND OUR NEIGHBORS AROUND THE STATE WHO HAVE HAD SCHOOL INSTRUCTION UP FOR BID HAVE FOUND THAT THE BIDS COME IN UNAFFORDABLE. WE HAVE BEEN TOLD BY THE STATE POWERS THAT BE THAT WE COULD USE SOME FUNDS FROM THIS FEDERAL GRANT IF WE NEEDED TO TO HELP US AFFORD BEACH ELEMENTARY WHEN THE BIDS COME IN.
ONE OF THE UNIQUE ASPECTS IS THAT IF WE USE FEDERAL DOLLARS TO PAY FOR A PORTION OF THE SCHOOL, IT REQUIRES THAT THE SALARIES BE PAID TO THE CONSTRUCTION FOLKS BASED UPON THE DAVIS-BACON WAGES, AS OPPOSED TO THE PREVAILING WAGE OF MARYLAND. THE DAVIS-BACON REQUIREMENTS ARE LITTLE BIT LESS. AND COULD CONCEIVABLY SAVE US SOME IN OUR CONSTRUCTION COSTS, BECAUSE IT WOULD CONTROL THE WAGE REQUIREMENTS FOR ALL PROJECTS CONNECTED WITH THAT BUILDING OF BEACH ELEMENTARY. SO SOMETHING TO THINK ABOUT.
WE COULD ALSO USE MONEY TO REDO THE VENTILATION IN ALL OF OUR NURSES SUITES TO CREATE A NEGATIVE AIRFLOW.
SO NONE OF THE AIR GETS RECIRCULATED INTO THE SCHOOL.
SO THAT'S SOMETHING TO CONSIDER.
AND THERE'S OTHER SAFETY INITIATIVES THAT HAVE BEEN PROPOSED BY THE TRANSPORTATION DEPARTMENT.
LIKE I SAID, MYSELF AND STAFF WILL BE LOOKING AT THINGS THAT WILL BE ONE-TIME EXPENSES.
