[4.01 Public Comment]

>> AYE. >> ANY OPPOSED.

>> THE CONSENT AGENDA HAS BEEN APPROVED.

NEXT WE WILL TURN TO OUR PUBLIC COMMENTS LIST.

FIRST ON THE LIST IS AMBER NELSON.

>> GOOD AFTERNOON. MY NAME IS AMBER NELSON AND AS THE CALVERT COUNTY PUBLIC SCHOOL MOM I APPRECIATE THE OPPORTUNITY TO ADDRESS YOU TODAY. I FIRST REACHED OUT ON APRIL 22ND TO THE BOARD OF EDUCATION, SUPERINTENDENT AND OTHER COMMUNITY LEADERS REGARDING THE STATE OF THE GIFTED AND TALENTED PROGRAM AT CCPS. TODAY I CONTINUE THE CONVERSATION AND RENEW MY REQUEST THAT CCPS ADHERE TO THE CODE OF MARYLAND REGULATION COMMA AND GIVE STUDENTS ADEQUATE GIFTED AND TALENTED PROGRAMMING DURING THE REGULAR SCHOOL DAY FROM DESIGNATE READ GT RESOURCE TEACHERS.

LET'S GO THROUGH EACH POINT. ADEQUATE GIFTED AND TALENTED PROGRAM. PROVIDES ENRICHMENT ACTIVITIES WON BY GRANTS TO SUPPORT ITS GT MANDATE.

STUDENTS ENJOY GT ENRICHMENT ACTIVITIES THEY ARE NOT ENOUGH.

CCPS SHOULD HAVE DIFFERENTIATED CURRICULUM THROUGH CURRICULUM EXTENSION UNITS, RESEARCH PROJECTS AND GT CONTENT CLASSES, MATH, SCIENCE, ENGLISH, SOCIAL STUDIES.

REGULAR SCHOOL DAY. COMBAR REQUIRES THAT STUDENTS IDENTIFIED FOR GT SERVICES RECEIVE REGULAR SERVICES DURING THE SCHOOL DAY. CCPS CURRENTLY HAS NO REGULAR SERVICES DURING THE SCHOOL DAY. THERE ARE MANY BARRIERS TO PARTICIPATION SUCH AS CARETAKER WORK SCHEDULES, TRANSPORTATION, OTHER HIGHLY REGARDED MARYLAND PUBLIC SCHOOL SYSTEMS. WHY NOT CCPS. GIFTED AND TALENTED RESOURCE TEACHERS. CCPS CURRENTLY HAS 0 RESOURCE TEACHERS. IN THE SPIRIT OF COMAR PROVIDE INSTRUCTION TO STUDENTS DURING THE REGULAR SCHOOL DAY.

DO NOT ARE ASK GENERAL EDUCATION TEACHERS TO PROVIDE GT SERVICES AS THEY HAVE BEEN STRETCHED THIN ENOUGH.

ARE GIVE OUR STUDENTS TEACHERS THAT CAN ADDRESS THEIR SPECIFIC NEEDS. OTHER REGARDED MARYLAND PUBLIC SCHOOL SYSTEMS HAVE MULTIPLE GT TEACHERS IN EACH SCHOOL PROVIDING INSTRUCTION DURING THE REGULAR SCHOOL DAY.

WHY NOT CCPS? GIFTED AND TALENTED ADVISORY COMMITTEE, A CALL FOR ONE COMPRISED FROM PARENTS, TEACHERS AND COMMUNITY MEMBERS AND MEET REGULARLY WITH THE SUPERINTENDENT. CCPS NEED ITSELF ADVOCATES COMMITTED TO ENSURE HANDWRITING SCHOOL POLICIES AND PROCEDURES ARE IMPLEMENTED BENEFITING ALL STUDENTS INCLUDING ADVANCED LEARNERS. FUNDING WHILE SPECIAL EDUCATION HAS A LINE ITEM IN THE CCPS BUDGET, GT DOES NOT.

I ANTICIPATE THAT FUPPEDING WILL BE A BARRIER TO SWIFTLY IMPLEMENTING GT PROGRAMMING. UNTIL A GT LINE ITEM IS CREATED IN THE BUDGET WHAT ABOUT EVERY STUDENT SUCCEED ACT.

DURING THE REGULAR SCHOOL DAY FROM DESIGNATED GT RESOURCE TEACHERS. NOW IS THE TIME TO IMPLEMENT A COMAR COMPLIANT GT PROGRAM. AND I AM CONFIDENT THE CURRENT ADVANCED LEARNERS PROGRAM COORDINATOR CAN IMPLEMENT AN EXCELLENT PROGRAM. PLEASE INVEST IN THE GT STUDENT POPULATION AS REQUIRED BY COMAR. THANK YOUSO MUCH FOR YOUR TIME

TODAY. >> THANK YOU.

OUR NEXT SPEAKER IS ROBIN COX. >> MS. COX DOES NOT APPEAR TO BE WITH US TODAY. WE WILL MOVE ON TO THE NAACP.

[00:15:09]

PLEASE TURN ON YOUR MICROPHONE. >> THANK YOU.

GOOD AFTERNOON PRESIDENT CLAGET, MEMBERS OF THE CALF ERT COUNTY SCHOOL BOARD AND DR. CURRY. I AM THE CHAIR PERSON OF THE NAACP CALVERT EDUCATION COMMITTEE.

AND WITH ME TODAY IS MALCOLM FUN WHO IS THE VICE-PRESIDENT OF NAACP CALVERT. WE'RE GLAD TO HAVE MALCOLM WITH US. IT'S HIS BIRTHDAY TODAY AND HE CHOSE TO CELEBRATE WITH US. YEAH.

THANK YOU FOR THE OPPORTUNITY TO SHARE OUR CONCERNS WITH YOU TODAY. I WOULD LIKE TO BEGIN BY EXPRESSING OUR APPRECIATION FOR YOUR GOVERNANCE OVER CALVERT COUNTY PUBLIC SCHOOLS. WE REALIZE THAT THIS YEAR HAS BEEN PARTICULARLY DIFFICULT. AND WE THANK YOU FOR MAKING DECISIONS THAT SUPPORT THE SAFETY OF ALL STUDENTS.

THE MISSION OF OUR LOCAL EDUCATION COMMITTEE IS IN ALIGNMENT WITH OUR NATIONAL ORGANIZATION.

THE NATIONAL MISSION OF THE NAACP EDUCATION COMMITTEE WORKS TO ENSURE THAT ALL DISADVANTAGED STUDENTS AND STUDENTS OF COLOR ARE ON THE PATH TO COLLEGE OR A SUCCESSFUL CAREER BY ENSURING ACCESS TO GREAT TEACHING, EQUITABLE RESOURCES AND A CHALLENGING CURRICULUM. WE ARE DEDICATED TO ELIMINATING THE SEVERE RACIAL INEQUALITIES THAT CONTINUE TO PLAGUE OUR EDUCATION SYSTEM. OUR ULTIMATE GOAL IS THAT EVERY STUDENT OF COLOR RECEIVES A QUALITY PUBLIC EDUCATION THAT PREPARES HIM OR HER TO BE A CONTRIBUTING MEMBER OF A DEMOCRACY. SO TODAY WE HAVE 2 CONCERNS WE'D LIKE TO BRING BEFORE YOU. THE FIRST ONE COMES ACTUALLY FROM OUR LOCAL NAACP YOUTH COUNSEL.

THE COUNTY BRANCH OF THE NAACP HAS ESTABLISHED A YOUTH DIVISION CONSISTING OF 44 YOUTH. THESE PEOPLE WERE CONCERNED ABOUT FAILING AND DISCONNECTING STUDENTS DUE TO VIRTUAL LEARNING. RECOGNIZING MANY STUDENTS THIS YEAR ARE UNDERGOING LEARNING DIFFICULTIES DUE TO THE PANDEMIC. WHAT EFFORTS ARE MADE BY THE CALVERT COUNTY PUBLIC SCHOOL DISTRICT TO HELP THOSE STUDENTS WHO ARE FAILING. ARE THERE TARGETED PROGRAMS IN PLACE OR PLAN TO ADDRESS THE LOSS OF LEARNING.

IF AVAILABLE, HOW IS THIS INFORMATION CONVEYED TO CHILDREN AND THEIR PARENTS? TO WHAT EXTENT WILL CALVERT COUNTY PUBLIC SCHOOLS GO TO ENSURE THAT NO CHILD IS LEFT BEHIND. WE'RE REQUESTING A FEW THINGS AND WE'RE REQUESTING REPORTS SHOWING THE NUMBER OF STUDENTS THAT ARE DISCONNECTED AND ARE FAILING.

WHAT INTERVENTIONS ARE AVAILABLE FOR THESE STUDENTS? WHAT'S THE TIMELINE FOR INTERVENTIONS? WHAT EFFORTS HAVE BEEN MADE TO ESTABLISH CONTACT WITH THESE STUDENTS AND THEIR PARENTS? HOW MANY OF THESE STUDENTS ARE PARTICIPATING IN INTERVENTIONS? WHAT SOCIAL AND EMOTIONAL AND FAMILY SUPPORTS ARE AVAILABLE? WILL THESE STUDENTS HAVE ACCESS TO A SOCIAL WORK OR MENTAL HEALTH PROVIDER IF NEEDED? HOW WILL THE SUCCESS OF THE PROGRAM BE MEASURED? WHAT ARE THE NEXT STEPS FOR THOSE WHO DO NOT PARTICIPATE IN THE INTERVENTION? AND WHAT ARE THE NEXT STEPS FOR THOSE WHO PARTICIPATE BUT STILL NEED ADDITIONAL ACADEMIC

SUPPORT? >> THE NEXT CONCERN WE WOULD LIKE TO ADDRESS THE MAKE UP OF TEACHERS IN OUR SCHOOLS SHOULD REFLECT THE STUDENT POPULATION THAT THEY SERVE.

OUR PROFESSIONAL STAFF SHOULD BE DIVERSIFIED.

WE KNOW THAT THE BOARD OF EDUCATION ADMINISTRATION IS DIVERSE FROM A BOARD PERSPECTIVE.

THAT IS THE CUSTODIAL STAFF, CAFETERIA WORKS, CLERK OR ET CETERA. STUDENT FIST WITHIN THE CALVERT COUNTY PUBLIC SCHOOL DISTRICT DESIRE TO SEE TEACHERS PROFESSIONAL ARE STAFF THAT THEY CAN IDENTIFY WITH.

THAT AS THEY SAY LOOK LIKE THEM. WE ARE REQUESTING A REPORT SHARING THE FOLLOWING INFORMATION.

WHAT IS THE NUMBER OF PROFESSIONAL STAFF AT EACH SCHOOL? BULLET 2 HOW DO YOU ENSURE EQUITY IN THE TRAINING AND HIRING PRACTICES AT THE SCHOOL LEVEL AND CENTRAL OFFICE LEVEL? HOW MANY MINORITY APPLICANTS HAVE YOU RECEIVED OVER THE LAST 5 YEARS? WHAT IS THE CURRENT RECRUITMENT PLAN AND THE NAMES OF THE COLLEGES AND UNIVERSITIES INCLUDED IN THAT PLAN.

[00:20:05]

WHAT IS THE PLAN FOR RECRUITIN FOR STUDENTS IN ALL CALVERT COUNTY PUBLIC SCHOOLS.PIN CLOSIR TIME AND ATTENTION OF OUR CONCERNS. AND THE NAACP OF CALVERT IS EXCITED ABOUT THE FUTURE WORK AND ACCOMPLISHMENTS THAT WE WILL DO TOGETHER. WE WANT TO WORK WITH YOU IN ACCOMPLISHING THESE THINGS IN ANY WAY WE CAN HELP YOU, LET US KNOW.BE PART OF WHATEVER WE CANO TO MEET THESE GOALS.

EACH COMMITTEE WILL USE THE INFORMATION REQUIRED TO SUPPORT OUR ADVOCACY EFFORTS IN CALVERT COUNTY.

WE THANK YOU FOR YOUR TIME. >> HAPPY BIRTHDAY, MR. FUN.

>> HAPPY BIRTHDAY. AND THANK YOU.

>> OUR NEXT SPEAKER LUKE MCCALLY.

>> THANK YOU ALL FOR BEING HERE. I THINK WE'RE ALL HERE TRYING TO DO THE RIGHT THING FOR OUR STUDENTS AND TRYING TO MAKE SURE EVERYBODY GETS A GREAT EDUCATION.

I THANK THE OTHER COMMENTORS TOO.

I'M HERE TODAY TO EXPRESS MY CONCERN ABOUT WHAT IT DOES TO PEOPLE TO LABEL THEM AND MAKE ASSUMPTIONS ABOUT THEM BASED ON THEIR SKIN COLOR. I THINK THERE ARE SOME VERY DISTURBING PRACTICES BEING NORMALIZED IN POLICY THAT HAVE BEEN PASSED BY MOST OF THE MEMBERS OF THIS BOARD.

IN PARTICULAR IN THE POLICY STATEMENT 1018 REGARDING ANTI-RACISM PASSED ON DECEMBER 10TH 2020.

THIS KIND OF APPROACH PAVES THE WAY FOR JUSTIFYING THIS KIND OF APPROACH IN TRAINING MATERIALS. AND THE APPROACH BEING LABELING PEOPLE BY SKIN COLOR. GIVING -- AND IN HOW STUDENTS LEARN TO TREAT EACH OTHER. I HOPE THAT WHEN THE IMPLICATIONS OF THE POLICIES ARE MADE CLEAR THAT WE CAN AGREE THAT THIS IS NOT THE BEST WAY TO FOSTER A HEALTHY, CARING AND CONNECTED COMMUNITY. I'M GOING TO QUOTE FROM A VIDEO WHICH SUPERINTENDENT CURRY SHARED IN A BLOG POST LAST SUMMER, TITLED THE DANGER OF A SINGLE STORY.

SHE SAID IN THAT, SO THAT IS HOW PTO CREATE A SINGLE STORY.

SHOW A PEOPLE AS ONE THING. AS ONLY ONE THING.

OVER AND OVER AGAIN. AND THAT IS WHAT THEY BECOME.

THE SINGLE STORY, SHE GOES ON, SHE SAYS, THE SINGLE STORY CREATES STEREOTYPES. AND THE PROBLEM WITH STEREOTYPES IS NOT THAT THEY ARE UNTRUE BUT THEY ARE INCOMPLETE.

THEY MAKE ONE STORY BECOME THE ONLY STORY.

THE CONSEQUENCE OF THE SINGLE STORY IS THIS, IT ROBS PEOPLE OF DIGNITY. IT MAKES OUR RECOGNITION OF OUR EQUAL HUMANITY DIFFICULT. IT EMPHASIZES HOW WE ARE DIFFERENT RATHER THAN HOW WE ARE SIMILAR.

THE ANTI-RACISM POLICY USES THE TERMS WHITE PEOPLE, PEOPLE OF COLOR AND WHITE PRIVILEGE. THESE TERMS ARE USED LIKE A BLUNT CLUB TO MASH PEOPLE'S IDENTITY AND PEOPLE'S INDIVIDUAL COLORFUL, COMPLEX STORIE AND IDENTITIES INTO LABELS WITH ACCOMPANYING CHARACTERISTICS BASED SOLELY ON THE COLOR OF THEIR SKIN. YOU MAY RECOGNIZE THIS APPROACH IN OTHER PLACES IN HISTORY. LABELING PEOPLE INTO CLASS ITSELF BECAUSE OF THEIR SKIN COLOR.

MAKING ASSUMPTIONS ABOUT THEM THAT THEY'RE PRIVILEGED AND TELLING THAT SINGLE STORY HAS BEEN PERHAPS THE MOST EFFECTIVE AND INSIDIOUS TOOL TO HUMAN KIND TO FOSTER PEOPLE LOOKING AT EACH OTHER AS OTHER AND NOT THE SAME. AND HISTORY IS FULL OF EXAMPLES OF THE DIVISION, WAR AND OPPRESSION THAT THIS KIND OF LABELING BRINGS ABOUT IN SOCIETIES.

I BELIEVE WE HAVE COMMON GOALS IN FOSTERING EXCELLENCE AND LIFTING UP THOSE WHO ARE BEHIND. I SUPPORT THAT.

I DO NOT SUPPORT USING BLUNT LABELS AS A WAY TO ACHIEVE THAT.

LET'S DROP THIS KIND OF STEREO TYPING SO WE CAN GET TO WORK WITH LIFTING PEOPLE UP, BRINGING PEOPLE TOGETHER AND ALLOW PEOPLE TO DEFINE THEMSELVES IN THEIR OWN TERMS, BASED ON THEIR OWN

[00:25:02]

EXPERIENCES RATHER THAN HAVING IT DEFINED FOR THEM.

THANK YOU. >> THANK YOU.

NEXT WE WILL HAVE LEAH MCCABE. >> GOOD MORNING EVERYONE.

MY NAME IS LEAH MCCABE. PLEASE TAKE A MOMENT TO TRY TO GUESS MY RACE. GO AHEAD TO TRY TO GUESS MY LIFE'S ACCOMPLISHMENTS, ABILITIES, DREAMS AND STRUGGLES.

DO YOU ASSUME THOSE GUESSES ARE CORRECT? AND IF SO WHY. I'M A LATINA AMERICAN WITH AFRICAN AND NATIVE AMERICAN ROOTS AND BIRACIAL AND SPECIAL NEED RISE CHILDREN IN CCPS. I AM CONCERNED AND HORRIFIED AT CALVERT COUNTY'S ANTI-RACISM RESOLUTION FOR REASONS.

A POLITICAL SLANT THAT SETS THE STAGE OF BIAS FOR THE RESOLUTION STATING. COUNTLESS OTHER AFRICAN AMERICANS HAVE LOST THEIR LIVES BECAUSE OF RACISM AND POLICE BRUTALITY. THIS IS A POLITICAL OPINION NOT A FACT. WHAT'S CONCERNING IS THIS FLAWED STATEMENT PUBLICLY DISPUTED BY MILLIONS OF AMERICAN CITIZENS IS THE PILLAR ON WHICH RESOLUTIONS ARE BASED.

YOU STATE YOU MUST PROTECT THE CONSTITUTIONAL RIGHTS OF EACH PERSON WHO ATTENDS OR WORKS IN OUR DISTRICT.

IN PEOPLE WHO CARE VERSUS ROCK FORD BOARD OF EDUCATION THE MINORITY GROUP IS NOT THE SAME THING AS DISCRIMINATION.

UNLESS IT DISCRIMINATED INTENSELY AGAINST THEM.

WHICH IS WHAT CCPS PLANS TO DO FOR WHITE APPLICANTS.

THIS TOO HAS BEEN DETERMINED UNCONSTITUTIONAL ACCORDING TO TAXMAN VERSUS BOARD OF EDUCATION.

THIRD YOU STATE, IT IS TIME TO LISTEN TO, LEARN FROM AND SPEAK UP FOR THOSE WHO ENDURED DISCRIMINATION.

WILL YOU LISTEN AND LEARN FROM ME AND MILLION HIS LIKE ME WHO FIND CRT REPREHENSIBLE? OUR VOICES MATTER.

TO SPEAK UP FOR US IS TO ASSUME THAT WE CANNOT SPEAK FOR OURSELVES. TO ASSUME WE ALIGN WITH WHAT YOU'RE SAYING AND MANIPULATE OUR NARRATIVE WITHOUT OUR CONSENT.

I NEED YOU TO LISTEN TO ME NOT SPEAK UP FOR.

AND RATHER LISTEN TO WHAT WE ACTUALLY BELIEVE.

FOURTH, YOU STATE THE QUOTE CURRICULUM WILL REFLECT DIVERSITY AND INCLUDE A RANGE OF PERSPECTIVES.

WILL I BE REPRESENTED? OR PORTRAY MINORITIES LIKE MYSELF AS SO CALLED VICTIMS OF SYSTEMIC RACISM.

PERPETUATING THE RACIST STEREO TYPE THAT I CANNOT BE SUCCESSFUL WITHOUT THE HELP OF THE WHITE MAN.

THIS IS THE MOST ABHORRENTLY RACISM POLICY OF THEM ALL.

IS THIS TRUE OR WAS THIS AN ERROR IN JUDGMENT? HAVE YOU CONSIDERED HOW YOUR POLICIES WILL WORK WITH BIRACIAL CHILDREN LIKE MY OWN? I URGE YOU TO RECONSIDER THIS ANTI-RACIST POLICY. DON'T LISTEN TO THE PRIVILEGE HEAD WHITE VOICES THAT SHUT PEOPLE LIKE ME OUT.

HOW MANY OF US HAVE YOU SPOKEN TO.

AS A PREVIOUS CCPS STUDENT I WAS ONLY ONE OF A HANDFUL OF MINORITIES AT CALVERT COUNTY SCHOOLS IN NORTHERN MIDDLE SCHOOL AND NORTHERN HIGH SCHOOL WHICH I ATTENDED.

AT NO POINT IN TIME IN MY YEARS AT THAT SYSTEM DID I FEEL RACIALLY DISCRIMINATE PERIOD AGAINST OR RACIAL DISCRIMINATION UNTIL NOW. THANK YOU.

>> THANK YOU. IT'S MY UNDERSTANDING MS. COX HAS JOINED US. WE WILL GO BACK TO MS. ROBIN

COX. >> GOOD AFTERNOON.

THANK YOU FOR THE OPPORTUNITY TO SPEAK TODAY.

I WAS BORN AND RAISED AND EDUCATED HERE IN THIS SCHOOL DISTRICT. AS WERE MY CHILDREN AND NOW MY GRANDCHILDREN. THE REASON I'M HERE.

TO BE VERY CLEAR YOUR JOB IS TO EDUCATE -- NOT -- I'M SORRY YOUR JOB IS TO EDUCATE OUR STUDENTS WHILE KEEPING THEM SAFE.

NOTICE I SAID EDUCATE AND NOT INDOCTRINATE.

I HAVE IN MY HAND YOUR ANTI-RACISM RESOLUTION AS PART OF STUDENT CODE OF CONDUCT. THIS DOCUMENT IS NOTHING MORE

[00:30:02]

THAN THE LATE REST CRITICAL RACE THEORY OR CRT PITTING ONE STUDENT AGAINST THE OTHER. AND FURTHER DIVIDING OUR COUNTRY. AND JUST THE BEGINNING SLOPE OF WHERE THE SCHOOL DISTRICT IS HEADED WHICH IS BEYOND FRIGHTENING. REMEMBER DR. KING'S FAMOUS QUOTE. YOUR POLICY IS DOING THE EXACT OPPOSITE OF WHAT DR. KING CALLED FOR SO MANY YEARS AGO.

I WILL NO LONGER STAND BY AND ALLOW YOU TO RUIN THE MINDS OF ALL OUR CHILDREN REGARDLESS OF RACE NOT ON MY WATCH.

IT'S DOWN RIGHT RACIST AS WRITTEN.

AS MUCH OF IT REFERENCES AND FAVORS STUDENTS OF COLOR AND MINORITIES. THIS RESOLUTION MENTIONS ALL THE LATEST BUZZ PHRASES WHITE SUPREMACY, SYSTEMATIC RACISM, AND MARGINALIZE READ GROUPS. THIS RESOLUTION IS RACIST ON ITS FACE. IT SEEMS YOU'VE LOST YOUR WAY.

YOUR JOB IS TO EDUCATE NOT INDOCTRINATE.

ULTIMATELY CRT WEAKENS THE PUBLIC AND PRIVATE BONDS WHICH CREATES TRUST AND ALLOWS FOR CIVIC ENGAGEMENT.

IF WE DON'T WANT THE VIOLENC AND HATRED HERE IN THIS COUNTY WE MUST RID THIS DISTRICT OF THE SO CALLED ANTI-RACISM RESOLUTION. THE VERY LAST WHEREAS STATES DISTRICT PROCESSES TO CREATE RACIAL DISPARITIES IN DISCIPLINE AND SUSPENSION FOR STUDENTS OF COLOR AND MARGINALIZED GROUP SHALL BE ELIMINATED. WHAT ABOUT BEING RESPONSIBLE FOR YOUR OWN ACTIONS? ANOTHER LINE READ RISE CURRICULUM AND INSTRUCTIONAL MATERIALS FOR ALL GRADES YES KINDERGARTEN, FIRST GRADERS, GET THIS, THIS SHALL REFLECT CULTURAL AND RACIAL DIVERSITY AND INCLUDE A RANGE OF EXPERIENCES PARTICULARLY THOSE OF HISTORICALLY UNDERREPRESENTED GROUPS OF COLOR. WHAT ABOUT THE REST OF THE RACES. WHEN FOLLOWED CRT IS DESTRUCTIVE AND REJECTS -- IS DESTRUCTIVE AND REJECTS THE FUNDAMENTAL IDEAS THIS COUNTRY AND CONSTITUTIONAL REPUBLIC IS BASED UPON. AND DOING SO WOULD VIOLATE AMERICAN RIGHTS TREATING PEOPLE SOLELY BASED ON RACE.

NO PLACE IN OUR CLASSROOMS IN THIS COUNTY OR ACROSS OUR COUNTRY. PILOT THE LATEST RACIST PROGRAM PUSHED THIS COMING SCHOOL YEAR. TRANSFORMING THE CULTURE OF MARYLAND SCHOOL FOR BLACK BOYS WITH OUR SCHOOL MEMBER ON THE TASK FORCE. THIS IS SINGLING OUT ONE RACE AND ONE GENDER TO TRANSFORM THE SCHOOL FOR AND PITTING ONE STUDENT AGAINST THE OTHER. REGARDLESS OF WHAT THE HATEFUL

MAINSTREAM MEDIA, ANTI-FA. >> YOUR TIME HAS EXPIRED.

>> CHILDREN ARE NOT BORN RACIST. WHITE PEOPLE ARE NOT RACIST BASED BY THEIR SKIN TONE. IT IS NOT THE RESPONSIBILITY OF THIS SCHOOL SYSTEM TO SHOVE RADICAL, HATEFUL AND COMMUNIST TEACHERS DOWN THE THROATS OF OUR STUDENTS AT ANY GRADE LEVEL.

AND PITTING ONE STUDENT AGAINST THE OTHER REGARDLESS OF THE CHARACTER BEHAVIOR AND ACTIONS AND THE PERFORMANCE OF THE STUDENT. LASTLY DR. BEN CARSON SAYS RACE IS BEING MANIPULATED TO CREATE CHAOS IN OUR SOCIETY.

AND I WILL NOT STAND BY AND WATCH IT HAPPEN.

THANK YOU. >> THANK YOU.

[5.01 Hayden Kelly]

>> NEXT WE WILL MOVE ON TO OUR STUDENT MEMBER OF THE BOARD REPORT. MR. HAYDEN KELLY.

WELCOME FOR THE FIRST REPORT OF YOUR TERM.

>> THANK YOU. MY NAME IS IS HAYDEN KELLY AND I'M GOING TO BE THE STUDENT MEMBER FOR THE BOARD OF EDUCATION. >> 2 QUICK ITEMS. I WANT TO BE SURE TO CONGRATULATE DR. JOHNSON AND HIGH SCHOOL ADMINISTRATION FOR WONDERFUL GRADUATIONS LAST WEEK. IT WAS THE FIRST TIME THAT FOLK ITS CAN REMEMBER HAVING OUTDOOR GRADUATIONS AND THE WEATHER HELD OUT. WE GOT A LOT OF GOOD COMPLIMENTS ON THE WAY THAT WORKED. THAT MAY BE A SIGN OF THE TIMES.

MAYBE NEVER RETURN TO THE EQUESTRIAN CENTER.

WE'LL SEE. WITH REGARD TO COVID.

THIS IS THE FIRST WEEK WHERE ON THURSDAY I HAD NO POSITIVE CASES OF COVID FROM STAFF OR STUDENTS TO REPORT.

THAT IS GOOD NEWS. ADDITIONALLY FOR VACCINATIONS WE HAVE A NEW REPORT ON THE NUMBER OF VACCINES 12 TO 15-- WE HAVE APPROXIMATELY 32% OF OUR STUDENTS HAVE DONE VACCINES PLUS THE HEALTH DEPARTMENT HAVE DONE VACCINES.

CAN'T SAY WE HAVE HARD NUMBERS. ACCORDING TO THE HEALTH DEPARTMENT FOR 12 TO 15, 32% HAVE RECEIVED ONE DOSE.

16 TO 1746% HAVE RECEIVED ONE DOSE.

WE'RE MAKING PROGRESS THERE. THAT'S THE END OF MY REPORT.

>> THANK YOU DR. CURRY. WE WILL MOVE INTO ACTION ITEMS

[7.01 Approval of Code of Conduct]

FOR THE AFTERNOON. THE FIRST ACTION ITEM IS CONSIDERATION OF THE CODE OF CONDUCT.

MS. RUTH. >> GOOD AFTERNOON.

I'M KIM RUTH DIRECTOR OF STUDENT SERVICES.

BEFORE YOU TODAY I'M COMING TO ASK FOR APPROVAL FOR THE STUDENT CODE OF CONDUCT. YOU WILL NOTE THAT A COUPLE THINGS. ONE WE DID MAKE A CHANGE IN SOME OF THE ATTENDANCE LANGUAGE ON PAGE 16 OF THE CODE.

BECAUSE AFTER WE HAD ALREADY SENT IT TO YOU IN MAY, WE GOT INFORMATION THAT THERE'S CHANGE MSB CHANGED HOW ATTENDANCE WAS GOING TO -- THE LANGUAGE THAT THEY USE FOR HOW ATTENDANCE WAS GOING TO BE CALCULATED IN THE FUTURE WHICH WAS NOT THE SAME LANGUAGE THAT WE HAD. SO WE WANTED TO MAKE SURE THAT THE MOST UP TO DATE LANGUAGE OUT OF THE STUDENT RECORD MANUAL HAS BEEN PLACED IN THE STUDENT CODE OF CONDUCT FOR THE COMING SCHOOL YEAR. THAT'S THE FIRST REASON THAT THAT WAS CHANGED. ALSO, YOU WILL NOTE THAT THERE WERE QUITE A NUMBER OF COMMENTS TO THE BOARD WITH REGARD TO THE ANTI-RACIST RESOLUTION IN THE CODE OF CONDUCT.

SO AT THIS POINT I THINK I'LL TURN IT BACK OVER TO YOU, BECAUSE THAT WOULD BE YOUR DECISION IN TERMS OF WHAT YOU WOULD LIKE TO DO WITH REGARD TO THAT.

SO I'M GOING TO TURN THAT DISCUSSION BACK TO YOU.

OR IF THERE'S NO DISCUSSION, I'M GOING TO ASK IF THE BOARD WOULD VOTE ON THE APPROVAL OF THE CODE OF CONDUCT.

>> I'M GOING TO MAKE A MOTION -- I'M GOING TO MAKE A MOTION THAT THIS BE TABLED UNTIL WE HAVE SOME LEARNED, EDUCATION FROM LAW IN REFERENCE TO A COUPLE PARTS OF THIS.

[00:45:08]

THAT'S MY MOTION. >> DO I HAVE A SECOND?

>> SECOND. >> WE ARE NOW IN DISCUSSION.

>> YES. YOU KNOW, I WAKE UP EVERY DAY THINKING THAT I'M GOING TO BE JUDGED FOR MY GOOD DEEDS.

FOR MY GOOD DEEDS IN THE COMMUNITY.

I'M SURE THERE HAVE BEEN BAD DEEDS.

BUT I'D LIKE TO BE JUDGED ON MY GOOD DEEDS.

I WANT MY BIRACIAL GREAT GRANDDAUGHTER TO LOOK AT ME AND SAY YEAH, THAT'S MY POP POP. WAIT A MINUTE LITTLE GIRL, YOU MEAN THAT WHITE GUY THAT WAS A COP? WHITE MALE IS A GOOD GUY? NOT ACCORDING TO THIS WHICH IS PART OF THE CODE OF CONDUCT. WHY IN THE WORLD WOULD YOU PUT IN THE CODE OF CONDUCT AND NAME OUT THINGS LIKE BOY SCOUTS WHICH IS ALSO IN THERE. YOU KNOW, I -- THAT REALLY TAKES IT OUT OF ME. I'M THE AMBASSADOR IN THIS COUNTY TO THE GIRLS AND BOY SCOUTS.

AND WHY THEY GET PUT IN THERE IS BEYOND ME.

I COULD GO ON AND ON AND ON ABOUT THIS.

TO ME IT'S A POLITICAL PIECE. DOESN'T BELONG IN THE CODE OF CONDUCT. WE DID THIS IN DECEMBER.

CODE OF CONDUCT WAS WRITTEN IN A WAY I THOUGHT THE CODE OF CONDUCT WOULD BE WRITTEN. YOU HAVE CERTAIN OBLIGATIONS AS A STUDENT, AS A PARENT, AS A TEACHER.

BUT WHEN YOU START GROUPING PEOPLE TOGETHER, YOU BEGIN TO -- IT'S NOT A GOOD IDEA. THAT'S JUST MY OPINION.

AND MY OPINION ALONE. YOU KNOW, YOU -- FIRST OF ALL WHAT IS A WHITE SUPREMACIST? I WANT SOMEONE TO GIVE ME A DESCRIPTION. AND DON'T TELL ME WELL THAT'S HARD TO DO. IF IT'S HARD TO DO, DON'T WRITE IT. IF I SAY THERE'S AN ELEPHANT OUT THERE, AND YOU SAY WHAT IS AN ELEPHANT.

IT'S A ANIMAL THAT HAS A LONG TRUNK AND USED TO DIP IN WATER AND OTHER THINGS. IN YOUR OPINION.

I WANT YOU TO LOOK AT ME, OKAY. I'M WHITE.

OBVIOUSLY I WAS A COP. SITTING REALLY CLOSE TO THAT AMERICAN FLAG THAT REALLY GAVE SOME WOMAN FROM THE NEW YORK TIMES HEEBY JEEBIES. SO DESCRIBE TO ME I DON'T CARE ON THE BOARD, YOU, YOU, ANYBODY WHAT A WHITE SUPREMACIST LOOKS

LIKE. >> MAY I SAY THAT -- BACKGROUND TO IT IS BASED IN, STEEPED IN HUMAN RIGHTS AND THE RIGHTS OF EVERY STUDENT. THE ANTI-RACISM RESOLUTION DOES NOT CALL OUT WHITE SUPREMACISTS. IT CALLS OUT WHITE SUPREMACY.

IN TERMS OF LOOKING AT BARRIERS THAT ARE IN PLACE THAT HAVE BEEN IN PLACE FOR HUNDREDS OF YEARS THAT HAVE NEVER BEEN DISMANTLED BASED ON WHITE SUPREMACY AND BASED ON THE FACT THAT THERE ARE PROGRAMS, PRACTICES, CLASSES, COURSES, ACTIVITIES THAT ALL STUDENTS HISTORICALLY HAVE NOT HAD ACCESS TO.

BASED ON PROCESSES AND PROCEDURES THAT HAVE BEEN IN PLACE TO PREVENT THEM FROM HAVING THAT ACCESS.

SO THE INTENT OF ANTI-RACISM AND FOR DISTRICTS TO BECOME ANTI-RACIST IS TO REDUCE THOSE BARRIERS THAT ALL PEOPLE HAVE ACCESS. AND IF PEOPLE ARE CONCERNED THAT IT IS PITTING KIDS AGAINST EACH OTHER, THAT COULDN'T BE FURTHER FROM THE TRUTH. WHAT IS HAPPENING THEY ARE FIGHTING EACH OTHER BECAUSE OF RACISM.

UNTIL WE DISMANTLE IT, UNTIL WE ENSURE THAT OUR STAFF CAN IDENTIFY AND BECOME APPROPRIATE RESPONSES THOSE PRACTICES WILL CONTINUE. KIDS CONTINUE TO FIGHT EACH OTHER. AND THE UNDERLYING ROOT CAUSE COULD BE SOMETHING THAT IS SAID OR DONE THAT IMPACTED THE

[00:50:04]

STUDENTS. WE WILL NEVER KNOW THAT UNTIL THOSE INCIDENTS ARE INVESTIGATED.

AND SOMETIMES NOT INVESTIGATED PROPERLY TO GET TO THE ROOT CAUSE. MY RESPONSIBILITY IS TO ENSURE THAT WE MEET THE NEED ITSELF OF ALL THE STUDENTS.

THAT'S A SAFE ENVIRONMENT WHEN A CHILD REGARDLESS OF WHAT THEY LOOK LIKE CAN COME TO CLASS AND NOT BEING MISTREATED BECAUSE OF THE COLOR OF THEIR SKIN. DON'T YOU WANT THEM TO FEEL SAFE

TOO. >> I UNDERSTAND WHAT YOU'RE SAYING. YOU'VE ALREADY SAID IT HERE.

YOU'VE ALREADY PICKED OUT A GROUP TO BLAME.

>> NOBODY IS BLAMING A GROUP, PAT.

THESE ARE PRACTICES AND PROTOCOLS.

THIS IS A SYSTEM. >> DO WHAT YOU WANT -- I CANNOT WITH THIS ONE PIECE. THIS IS THE ONLY PIECE.

THIS AND THE BOY SCOUTS. YOU SHOULD BE ASHAMED OF YOURSELF WHOEVER PUT THAT BOY SCOUTS THING IN THERE.

BUT I'M TELLING YOU THIS IS NOTHING BUT POLITICAL.

YOU SAY THE SAME THING 25 DIFFERENT TIMES.

TEACHERS R EDUCATORS KNOW THAT. EDUCATORS THEY'RE THERE FOR A PURPOSE TO EDUCATE. THEY SEE THINGS LIKE THIS.

YOU DON'T HAVE TO TELL THEM. THEY'RE SMART ENOUGH TO UNDERSTAND. THERE'S A PROBLEM WITH WHETHER IT'S BEING ABLE TO CATCH ONE PERSON UP TO ANOTHER.

IF THAT'S NOT SO, I WOULDN'T BE SITTING HERE TODAY.

I CERTAINLY WASN'T THE SMARTEST KID IN SCHOOL.

YOU KNOW, NO USE IN ARGUING ANYMORE.

I'M TELLING YOU THIS IS A POLITICAL STATEMENT THAT DOES NOT BELONG IN THE CODE OF CONDUCT.

AND THE WORD BOY SCOUTS SHOULD BE TAKEN OUT OF THERE.

>> I DON'T -- I ALSO DO NOT AGREE THAT IT'S A POLITICAL STATEMENT, PAT. TO ME, YOU KNOW, OUR EQUITY WORK HAS BEEN SO IMPORTANT OVER THE LAST 5 YEARS.

AND THE SCHOOL SYSTEM HAS BEEN REEXAMINING ALL OF ITS OPERATIONS AND DONE A GRAND JOB IN TALKING ABOUT HOW TO IDENTIFY KIDS THAT ARE STRUGGLING BECAUSE THERE'S BEEN, YOU KNOW, STRUCTURAL BARRIERS PUT IN FRONT OF THEM.

YOU KNOW, AFTER ALL OF THE GOOD WORK THAT WE DID, WE DID FIND THAT THERE WERE STILL MESSAGE -- MESSAGES OF HATE IN OUR SCHOOL SYSTEM. WE STILL FOUND THAT WE WERE JUST NOT ABLE TO BE ABLE TO ATTRACT, YOU KNOW, A DIVERSE WORK FORCE.

WE REALIZED WE HAD A LOT MORE WORK TO DO.

SO WE SAID WE NEEDED TO BE MORE INTENTIONAL.

THAT IS WHY WE PUT IN AN ANTI-RACISM POLICY.

IT'S -- IT'S NOT INDIVIDUAL BLAMING.

IT IS JUST TRYING TO FIX OUR ORGANIZATION SO THAT WE CAN MAKE SURE THAT EVERY STUDENT IN OUR BUILDING HAS THE OPPORTUNITY FOR TO ADVANCE TO THEIR HIGHEST POTENTIAL.

THAT'S IT. IT'S NOT ANYTHING TO DO WITH CURRICULUM. IT'S NOT ANYTHING TO DO WITH POLITICS. IT IS JUST TRYING TO MAKE IT SAFE AND WELCOMING FOR ALL STUDENTS.

>> I APPRECIATE WHAT YOU'RE SAYING.

THAT'S APPLES AND ORANGES. HAS NOT ONE THING TO DO WITH THIS. NOT ONE THING.

>> NO FURTHER DISCUSSION. THE MOTION ON THE TABLE IS TO -- THE MOTIONOR THE FLOOR IS TO TABLE THE CODE OF CONDUCT APPROVAL. SO I WILL CALL FOR A VOTE.

ALL OF THOSE IN FAVOR OF THE MOTION SAY AYE.

>> AYE. >> ANY OPPOSED?

>> AYE. >> AYE.

>> MOTION FAILS. WE WILL NOW CONSIDER A MOTION FOR APPROVAL OF THE CODE OF CONDUCT.

>> MOTION TO APPROVE. >> I SECOND.

>> I HAVE A MOTION AND A SECOND ON THE FLOOR.

ANY DISCUSSION. >> ONLY THAT IT'S SO POLITICAL

THAT IT'S SICKENING. >> ANY FURTHER DISCUSSION? HEARING NONE. THOSE FOR FAVOR A AYE.

>> AYE. >> AYE.

>> ANY OPPOSED. >> OPPOSED.

>> MOTION PASSES. 4-1.

>> THANK YOU. >> THANK YOU MS. RUTH.

[7.02 Policies for Review]

NEXT WE WILL MOVE ON TO POLICIES FOR REVIEW.

WE WILL START WITH THE 2 POLICIES RESPONSIBLE FOR MS. RUTH. POLICY 1540 REGARDING THE

[00:55:02]

PROHIBITION OF DRUGS AND ALCOHOL ON CCPS PROPERTY.

AND THEN I WILL ASK HER TO MOVE INTO POLICY 3730 REGARDING EDUCATION OF HOMELESS CHILDREN AND YOUTH, THANK YOU.

>> THANK YOU, AGAIN, I'M HERE TO ASK -- TO PRESENT TO YOU POLICY 1540 ON DRUGS AND ALCOHOL, CALVERT COUNTY PUBLIC SCHOOLS, THE PROHIBITION OF. AT THIS TIME THERE ARE NO SPECIFIC CHANGES TO THE POLICY. WE WOULD LIKE TO GO AHEAD AND

MOVE THAT FORWARD FOR REVIEW. >> THANK YOU.

>> AND MOVING INTO POLICY STATEMENT 3730 WHICH WOULD BE REGARDING THE EDUCATION OF HOMELESS CHILDREN AND YOUTH.

WE DID STRICKEN UNDER DEFINITION LETTER E AWAITING FOSTER CARE PLACEMENT. THAT WAS TAKEN OUT BY THE STATE STANDARDS WITH REGARD TO EXPECTATIONS FOR THE HOMELESS MCKINNY VENTO HOMELESS CHILDREN AND YOUTH.

THERE ARE PROCEDURES NOW IN PLACE FOR HOW SCHOOL SYSTEMS NEED TO WORK WITH STUDENTS WHO ARE WAITING FOSTER CARE PLACEMENT. THIS WAY IT'S DELINEATING.

WHILE THERE COULD BE SOME FOSTER CARE STUDENTS WHO ALSO FALL UNDER MCKINNY VENTO IT WAS STRICKEN -- ALL SCHOOL SYSTEMS

STRICKENED IT FROM THIS POLICY. >> ANY QUESTIONS? ALL RIGHT. THANK YOU FOR THAT OVERVIEW.

THOSE POLICIES WILL BE POSTED FOR PUBLIC REVIEW AND COMMENT.

NEXT WE WILL MOVE INTO REVIEW OF POLICY 6030 REGARDING HIRING, AS WELL AS POLICY 1920 REGARDING RECORDS RETENTION AND DISPOSITION. MR. SULE.

>> GOOD AFTERNOON PRESIDENT CONFEDERATE FLAGET, DR. CURRY, MEMBERS OF THE BOARD. I'M ZACK SULE DIRECTOR OF HUMAN RESOURCES. REGARDS TO POLICY 1920 I'M AREN'T RECOMMENDING ANYMORE CHANGES TO THE POLICY AT THIS

TIME. >> I WAS THINKING THAT MAYBE WE

COULD REMOVE THE TERM PAPERS. >> WE ARE LOOKING AT THE PROCEDURES. AND THERE MIGHT BE CHANGES TO SOME OF THE WORDS THAT WE USE. AND WE ARE -- AS A SYSTEM TRYING

TO GO AS PAPERLESS AS WE CAN. >> IT SAYS UNDER RECORDS UNDER DEFINITIONS IT SAYS ALL PAPERS, CORRESPONDENCE, FORMS, REPORTS.

NONE OF THEM VERY FEW OF THEM ARE PROBABLY PAPER.

I IMAGINE WE STILL HAVE PAPER. >> A FEW.

ANY OTHER QUESTIONS? REGARDS TO POLICY 6030 REGARDING HIRING. I'M ALSO NOT RECOMMENDING ANY CHANGES TO THIS POLICY AT THIS TIME.

>> MR. SULE. >> THANK YOU.

>> THANK YOU. THOSE POLICIES WILL BE POSTED

[7.03 General Funds]

FOR PUBLIC REVIEW AND COMMENT. NEXT WE WILL MOVE ON TO OUR GENERAL FUNDS REPORT. MS. HUTCHINS.

AND AFTER THAT REPORT I'LL ASK TO MOVE ON OUR BUDGET TRANSFER

REQUEST. >> GOOD AFTERNOON MEMBERS OF THE BOARD, DR. CURRY. CAN YOU HEAR ME? OKAY. CAN YOU HEAR ME? OKAY. I AM EDITH HUTCHINS CHIEF FINANCIAL OFFICER AND I WILL BE PRESENTING THE FINANCIAL REPORT THIS AFTERNOON. LOOKING AT THE GENERAL FUNDS REPORT FOR MAY OF 2021, WE SEE THAT THE YEAR TODAY INCOME $2.25 MILLION. THE YEAR TO DATE EXPENDITURES TOTALED $214.9 MILLION. WHICH REPRESENTS 94.6% OF BUDGET EXPENDITURES. THE FIRST ITEM THAT WE'RE GOING TO LOOK AT TODAY IS ON THE FIRST PAGE LOOKING AT OUR REVENUES.

YOU SEE ON THIS REPORT THAT THE BALANCE OF THE FISCAL YEAR 2021 LOCAL APPROPRIATION TO BE RECEIVED IS $25 MILLION.

WE'LL RECEIVE A FINAL PAYMENT IN JULY.

WE WILL RECORDING A RECEIVABLE TO RECOGNIZE THAT REVENUE IN

[01:00:02]

FISCAL YEAR 21. WE ERROR DUE TO RECEIVE ONE MORE PAYMENT FROM THE FEDERAL GOVERNMENT FOR THE ROTC TEACHER'S SALARIES. THAT IS EXPECTED TO BE 60 OR $61,000. TOTAL PROJECTED REVENUE RECEIPTS ARE ESTIMATED AT $228.2 MILLION. TURNING TO 2 PAGES OVER TO OUR ADMINISTRATION CATEGORY, YOU WILL SEE THAT THE COMPENSATED ABSENCES ACCOUNT BALANCE IS CURRENTLY $173,880.

OUR ESTIMATES FOR ANNUAL PAYMENTS TO BE MADE TO EMPLOYEES WHO ARE RESIGNING OR RETIRING IS NOW AT $220,422 THAT IS UP FROM LAST MONTH'S PROJECTIONS. WHILE THE COMPENSATED ABSENCES ACCOUNT DOES NOT HAVE A SUFFICIENT BALANCE TO COVER THAT ESTIMATED PAYMENT, THE ADMINISTRATION PAYMENT CATEGORY DOES HAVE SUFFICIENT SAVINGS THAT WE EXPECT THE CATEGORY TO END WITH A POSITIVE ACCOUNT BALANCE OR I SHOULD SAY CATEGORY BALANCE FOR A SURPLUS AT THE END OF THE FISCAL YEAR.

WE'RE NOT ANTICIPATING ANY ISSUES WITH THOSE PAYMENTS.

OVERALL OUR CURRENT ESTIMATES FOR FISCAL YEAR 2021 EXPENDITURES TOTAL $217.4 MILLION OF THE NEARLY $32.1 MILLION THAT YOU SEE ENCUMBERRED ON THIS REPORT.

7.9 MILLION OF THAT IS FOR NONSALARY ITEMS. THEY ARE ITEMS FOR WHICH WE HAVE OUTSTANDING PURCHASE ORDERS.

AS WE CONTINUE PROCESSING FINAL PAYMENTS FOR PO'S FOR FISCAL YEAR 20-21 AND CLOSE THOSE PO'S THAT WE NO LONGER ARE NEEDING THAT WILL CHANGE OUR YEAR LONG PRODUCTION FOR THE EXPENDITURES AND THE SAVINGS FOR THIS YEAR. OUR PROJECTED SAVINGS FOR 20-21 IS $10.8 MILLION. THAT SAVINGS WILL ROLL TO THE UNASSIGNED FUND BALANCE WHEN WE ROLL THE FISCAL YEAR 21-22.

THOSE WERE THE KEY ITEMS THAT WE WANTED TO SHARE THIS AFTERNOON.

DO YOU HAVE QUESTIONS ABOUT ANYTHING ON THE GENERAL FUNDS REPORT BEFORE WE PROCEED TO THE OTHER 2 REMAINING FINANCIAL ITEMS ON THE AGENDA TODAY? OKAY.

[7.04 Budget Transfer]

SO UP FIRST, WE WILL BE LOOKING AT THE RECOMMENDATION FOR FUND BALANCES. AND I KNOW THAT THIS MEMO IS A LITTLE BIT LENGTHY. BEAR WITH ME AS WE SUMMARIZE THIS THIS AFTERNOON. FOR THE BENEFIT OF OUR NEWER MEMBERS AS WELL AS A REFRESHER FOR OUR VETERAN BOARD MEMBERS WE DO HAVE A LOT OF DETAILS TO PROVIDE THE BACK STORY.

CALVERT COUNTY PUBLIC SCHOOLS HAS A BALANCE IN THE AMOUNT OF $3.5 MILLION. HEALTH INSURANCE IN THE AMOUNT OF $4.9 MILLION. NOW DURING THE FALL OF EACH YEAR OUR HEALTH INSURANCE PROVIDER DOES A SETTLEMENT.

DURING THAT SETTLEMENT THEY COMPARE THE TOTAL AMOUNTS THAT WE'VE PAID THEM FOR THAT PLAN YEAR TO THE TOTAL CLAIMS AND FEES FOR THAT PLAN YEAR. AND IF WE PAID MORE THAN THE S AND FEES THEY ISSUE A REFUND TO US AS HAPPENED THIS LAST FISCAL YEAR. IF WE PAID NOT ENOUGH WE HAVE A SETTLEMENT CALL THAT WE HAVE TO SEND ADDITIONAL FUNDS TO COVER.

WE MAINTAINED A RESERVE THAT WILL PAY FOR AT LEAST 2 YEARS OF SETTLEMENT CALLS. OUR LIABILITY IN ANY ONE FISCAL YEAR IS LIMITED TO 5% OF THE TOTAL CLAIMS AND FEES.

THAT KEEPS US FROM HAVING INORDINARY OR EXTRAORDINARY COSTS IN ANY ONE YEAR. IF WE WERE TO END UP WITH A CARRY OVER IF YOU WILL OF EXCESS LIABILITY, WE WOULD BE RESPONSIBLE FOR PAYING THAT EXCESS IN A SUBSEQUENT FISCAL YEAR. GIVEN THAT WE HAVE THE STOCK LOSS PROTECTION OF 5% OF TOTAL COSTS WE HAVE MAINTAINED 2 YEARS WORTH OF RESERVE TO PAY THOSE COSTS.

LAST YEAR WE ACTUALLY ENDED UP ADDING TO THE RESERVE BECAUSE WHEN WE CHANGE TODAY CARRIERS, PROVIDERS FOR OUR PRESCRIPTION

[01:05:05]

DRUG PLAN, WE LOST OUR REINSURANCE COVERAGE BECAUSE AVAILABLE FOR A STAND ALONE RAG- PRESCRIPTION DRUG PLAN.

IT COMES AS PART OF THE HEALTH INSURANCE PLAN.

WE DID WITH YOUR APPROVAL INCREASE THE COMMITTED BALANCE FOR HEALTH INSURANCE TO PROVIDE FUNDING FOR A SETTLEMENT CALL ON THE PRESCRIPTION DRUG PLAN IF YOU WILL SHOULD ONE COME.

EFFECTIVE JULY 1 AS YOU'RE AWARE WE ERROR GOING BACK TO THE ORIGINAL PROVIDER FOR THE PRESCRIPTION DRUG PLAN.

THE PRECRIPTION DRUG PLAN AND THE HEALTH PLAN WILL BE WITH THE SAME CARRIER. AND THE PRESCRIPTION PLAN WILL NOW HAVE THAT REINSURANCE COVERAGE.

SO WE NO LONGER NEED THE ADDITIONAL MONEY IN THE RESERVE FOR HEALTH INSURANCE. WE WORK WITH A CONSULTING FIRM WHO HELPS US WITH OUR HEALTH INSURANCE PLAN.

THAT CONSULTANT WAS UTILIZED TO CALCULATE THE AMOUNT OF RESERVES THAT WE NEED FOR FUTURE YEARS BASED ON LAST YEAR'S EXPERIENCES. AND HE HAS DETERMINED THAT WE CURRENTLY NEED ABOUT $3.8 MILLION IN RESERVES FOR HEALTH INSURANCE. ON ANOTHER NOTE THE HEALTH INSURANCE PROVIDER PROVIDED US WITH A $2.8 MILLION REFUND IN DECEMBER FOR THE 2019-2020 PLAN YEAR.

WE HAVE LANGUAGE IN OUR AGREEMENTS THAT STIPULATE THAT WE ARE TO PROVIDE A PORTION OF THOSE REFUNDS TO OUR EMPLOYEES AS A PREMIUM HOLIDAY AT LEAST ONE MONTH'S WORTH.

THE CONSULTANT DETERMINED THAT THE EMPLOYEE SHARE OF THAT REFUND WAS -- AND HE DETERMINED THAT THE AMOUNT NEEDED TO ACTUALLY PROVIDE THE PREMIUM HOLIDAYS WAS $796029.

SINCE THE EMPLOYEE SHARE OF THE REFUND WAS NOT SUFFICIENT TO PAY THAT PREMIUM HOLIDAY THIS PAST YEAR WE HAVE TO SET THAT MONEY ASIDE SO IT IS POSSIBLE TO PAY A PREMIUM HOLIDAY IN A FUTURE YEAR. WE WILL BE REQUESTING YOUR APPROVAL TO DESIGNATE $720081 UNTIL A COMMITTED FUND BALANCE FOR PREMIUM HOLIDAYS. AS YOU RECALL THIS TIME LAST YEAR WE WERE IN THE THROWS OF COVID 19 AND TRYING TO DEAL WITH THE RAMIFICATIONS OF THE PANDEMIC ON OUR OPERATIONS.

AND AT THAT TIME WITH YOUR APPROVAL WE DESIGNATED $4 MILLION AS COMMITTED BALANCE FOR RISK MANAGEMENT AND COVID EXPENSES AND THAT WAS TO ASSIST US WITH MEETING THE FINANCIAL NEEDS OF HAVING TO PAY FOR PERSONAL PROTECTIVE EQUIPMENT WHICH WE'VE ALSO LOOKED UPON AS INCLUDING AIR SCRUBBERS OVER THE PAST YEAR. SINCE JUNE OF 2020 WE HAVE SPENT A LITTLE MORE THAN A MILLION ON PPE AND AIR SCRUBBERS.

WE SPENT ABOUT $400,000 OUT OF THE 2020 BUDGET ON PPE.

WE'VE SPENT SO FAR THIS YEAR $431 ON PPE.

NOW WHILE THE BOARD DID APPROVE AN INCREASE IN OUR 2021 OPERATING BUDGET TO USE SOME OF THE COMMIT HEAD FUND BALANCE FOR RISK MANAGEMENT AND COVID IT WAS 6500, $7,000.

WE DO NOT SEE A NEED TO REDUCE THAT BALANCE FOR WHAT WE SPENT THIS YEAR. WE SPENT 431,000 THIS YEAR.

AND OUR BUDGET CURRENTLY HAS ENOUGH MONEY TO COVER THAT.

WITH THAT BEING SAID, WE HAVE QUITE A STOCK PILE OF PPE ON HAND. WE ALSO HAVE HAD THE FEDERAL GOVERNMENT PASS LEGISLATION THAT PROVIDES GRANTS THAT WILL ALSO ALLOW US TO UTILIZE THAT FUNDING TO PAY FOR PPE EXPENSES.

AS THE DOCUMENTS INDICATE ALLOWABLE COSTS INCLUDE ANY EXPENSES THAT ARE DESIGNED TO HELP REDUCE OR PREVENT THE SPREAD OF COVID. AS WE HAVE A SUFFICIENT INVENTORY AT LEAST AT THIS TIME AND WE HAVE OTHER SOURCES OF FUNDING FOR THESE EXPENSES, WE WILL BE REQUESTING YOUR APPROVAL TO REDUCE THE COMMITTED FUND BALANCE FOR COVID AND RISK MANAGEMENT EXPENSES. FINALLY JUST AS A REMINDER OUR 2022 OPERATING BUDGET SHOWS WE ARE SCHEDULED TO RECEIVE NEW FUNDING FROM THE STATE OF MARYLAND.

[01:10:01]

AS WELL AS $1 IN NEW FUNDING FROM THE COUNTY GOVERNMENT.

THEREFORE WE HAD TO CONSTRUCT A 2022 BUDGET TO USE $6.7 MILLION OF FUND BALANCE. AS A MAJORITY OF THE INCREASE IN THE OPERATING BUDGET IS FOR SALARIES AND BENEFITS, WE FEEL THAT IT IS PRUDENT TO HAVE A COMMITTED FUND BALANCE THAT IS SPECIFICALLY SET ASIDE FOR SALARIES AND BENEFITS TO PROVIDE THE FUNDING THAT WE NEED. SO WITH ALL OF THAT IN MIND, WE ARE REQUESTING THAT THE BOARD APPROVE THE FOLLOWING FUND BALANCE DESIGNATIONS. WE'RE ASKING YOUR APPROVAL TO TRANSFER 3 MILLION 593 THOUSAND $163 FROM THE UNASSIGNED BALANCE. TRANSFER $2.5 MILLION FROM THE COMMITTED FUND BALANCE FROM RISK MANAGEMENT AND COVID TO SALARIES AND BENEFIT. 240244 TO THE COMMITTED FUND BALANCE FOR HEALTH INSURANCE. AND TRANSFER $720081 FROM THE COMMITTED FUND BALANCE FOR HEALTH INSURANCE TO THE COMMITTED FUND BALANCE FOR PREMIUM HOLIDAYS.

I KNOW THIS IS A LOT OF INFORMATION.

I APPRECIATE YOUR PATIENCE AS WE WALK THROUGH IT THIS AFTERNOON.

DO YOU HAVE QUESTIONS FOR ME BEFORE YOU TAKE ACTION ON THIS

PARTICULAR ITEM. >> TURN ON YOUR MICROPHONE.

>> WHAT DO YOU HAVE LEFT IN FUND BALANCE.

>> IN THE UNASSIGNED FUND BALANCE.

>> YES. >> THAT WILL BE DOWN TO 19 CENTS

AT THE END OF THIS YEAR. >> DOWN WHAT?

>> 19 CENTS. >> HOWEVER WHEN WE ROLL THE FISCAL YEAR ALL OF THIS YEAR'S SAVINGS ROLL TO THE UNASSIGNED BALANCE AUTOMATICALLY. WITH THE PROJECTED BALANCE OF

$10.8 MILLION. >> I HAVE TERRY TO BRING ALL THAT TOGETHER. WHAT IS THE TIME FROM YOUR 19

CENTS TO YOUR $10 MILLION. >> TODAY IS THE 10TH.

WE WILL ROLL THE FISCAL YEAR ON JULY FIRST.

SO ABOUT 3 WEEKS. >> THANK YOU.

THAT'S ALL I NEED TO KNOW. >> YOU'RE WELCOME.

>> MOTION TO APPROVE. >> I HAVE A SECOND.

>> SECOND. ANY FURTHER DISCUSSION?

>> YES. FIRST OF ALL THANK YOU EDDIE FOR ANSWERING A TON OF QUESTIONS ON THE FUND BALANCE.

IT'S A COMPLICATED THING. THE LAST QUESTION THAT I HAVE IS WHY -- WHAT WAS THE DIFFERENCE BETWEEN THE 720,000 THAT WAS DEVELOPED FOR THE PREMIUM HOLIDAY AND THEN SOMEONE ELSE CALCULATED 796. BECAUSE THERE WAS A DIFFERENCE WE NEVER PAID IT OUT. I DON'T UNDERSTAND THAT.

>> OKAY. >> WHY WOULDN'T WE -- IF IT IS HIGHER WHY AREN'T WE PUTTING ASIDE 796?

>> REPRESENTS THE EMPLOYEE SHARE OF THE REFUND.

720,000 BELONGS TO THE EMPLOYEES.

THE 796 REPRESENTS WHAT IT WILL ACTUALLY COST US TO PROVIDE THAT PREMIUM HOLIDAY. SO WE DON'T HAVE ENOUGH FROM THAT REFUND TO BE ABLE TO PAY THE HOLIDAY THIS YEAR.

>> OUR HEALTHCARE PROVIDER CALCULATED THE 720.

>> NOT THE HEALTH CARE PROVIDER. A CONSULTANT.

A CONSULTANT WHO WORKS THROUGH THE DATA.

HE HELPS US DETERMINE HOW MUCH OF THE REFUND REPRESENTS THE EMPLOYEE SHARE OF THE COSTS PAID.

THE ACTUARY IS LOOKING AT OF THAT $30 MILLION YOU PAID X AMOUNT WAS PAID BY THE EMPLOYEES AND RETIREES OF THE 2.8 MILLION YOU GOT BACK X AMOUNT BELONGS TO THE EMPLOYEES AND RETIREES.

>> SINCE IT WAS CLOSE WE DIDN'T THINK WE SHOULD DO IT.

>> HERE'S THE DIFFERENCE. PRIOR TO THE CHANGES THAT WERE MADE TO THE NEGOTIATED AGREEMENTS THAT WERE EFFECTIVE JULY 1 IN ANY OTHER YEAR WE WOULD HAVE PAID THE PREMIUM HOLIDAY. WE HAVE HISTORICALLY PAID PREMIUM HOLIDAYS WHEN WE GOT REFUNDS.

NOW WE'RE MOVING IN TERMS OF THE AGREEMENT.

THE AGREEMENT HAS A CALCULATION THAT SAYS WE'RE GOING TO SET ASIDE X ENOUGH FOR THE EMPLOYEES.

[01:15:01]

IF IT'S NOT ENOUGH FOR A HOLIDAY IT WON'T HAPPEN THAT YEAR.

WITHOUT THAT LANGUAGE IN THE AGREEMENT WE PROBABLY WOULD HAVE PAID A HOLIDAY THIS YEAR. BECAUSE OF THE LANGUAGE IN THE AGREEMENT THEY DIDN'T HAVE ENOUGH IN THE REFUND TO COVER

THE PREMIUM HOLIDAY THIS YEAR. >> IF WE GET ANOTHER SETTLEMENT AND THEY CALCULATE IT'S GOING TO COST 796 WE CAN USE PART OF THAT

720 YOU'RE SAYING. >> THAT IS THE IDEA.

IF WE GET ANOTHER REFUND THIS YEAR, THEN THE ACTUARY CALCULATES HOUCHOF THAT BELONGS TO THE EMPLOYEES AND RETIREES.

THEN WE PAY OUT THE 796 FOR FISCAL YEAR 2021.

AND THEN IF THERE'S ADDITIONAL MONEY TO BE PAID IN A PREMIUM HOLIDAY IN 2022, WE WOULD DO THAT IN 22 IF IT'S ENOUGH.

>> THANK YOU. >> YOU'RE WELCOME.

>> I KEEP FORGETING TO TURN THAT ON.

YOU KEEP USING THE TERM HOLIDAY, WHAT DOES THAT MEAN?

>> IT MEANS THAT FOR ONE MONTH EMPLOYEES WILL NOT HAVE ANY HEALTH INSURANCE OR DEDUCTIONS FOR PREMIUMS FROM THEIR PAY.

THEY GET TO KEEP THAT MONEY IN NET PAY AND TAKE THAT HOME.

>> THAT'S THE SAME THING THEY DO WITH [INAUDIBLE].

BUT YOUR HEALTH PLAN HASN'T DROPPED DOWN.

WE'RE STILL MAINTAINING EXTREMELY GOOD HEALTH CARE,

RIGHT. >> CORRECT.

>> OKAY. >> THE QUALITY OF THE PLAN IS --

>> I'VE SEEN THE COUNTY WHERE THEY'VE MADE A TERRIBLE MISTAKE

ONCE WITH HEALTHCARE. >> WE HAVEN'T CHANGED THE QUALITY OR THE BENEFITS AT ALL IN OUR PLAN IN TERMS OF LOWERING

THEM. >> THANK YOU.

>> ANY FURTHER DISCUSSION? SO WE HAVE A MOTION AND A SECOND ON THE TABLE. CALLING FOR A VOTE.

ALL OF THOSE IN FAVOR SAY AYE. >> AYE.

>> AYE. >> ANY OPPOSED?

>> MOTION PASSES. >> OKAY THE LAST ITEM HERE IS A VERY SHORT ONE. WE ARE REQUESTING AN INTRATRANSFER TO THE NEW TECHNOLOGY EQUIPMENT ACCOUNT IN THE HUMAN RESOURCES PROGRAM WHICH IS IN THE ADMINISTRATION CATEGORY. THESE FUNDS ARE NEEDED TO REPLACE THE LIVE SCAN FINGERPRINTING EQUIPMENT THAT WE USE ALONG WITH THE RELATED MULTI-YEAR MAINTENANCE AGREEMENTS AS THE EQUIPMENT IS OUTDATED.

THE SAVINGS EXISTS IN THE RECRUITMENT ACCOUNT BECAUSE SINCE COVID IMPACTED THE WAY WE DO BUSINESS THIS PAST YEAR A LOT OF THE RECRUITMENT WAS DONE VIRTUALLY.

THEREFORE WE DID NOT HAVE THE NORMAL EXPENSES ASSOCIATED WITH TRAVELING WITH DOING RECRUITMENT IN PERSON.

DO WE HAVE THE APPROVAL FOR THIS TRANSFER.

>> MOTION TO APPROVE. >> SECOND.

>> WE HAVE A MOTION AND A SECOND.

ANY DISCUSSION. >> I HAVE A QUESTION ABOUT THE FINGERPRINTING EQUIPMENT. HAVE WE LOOKED TO SHARE RESOURCES WITH THE COUNTY FOR FINGERPRINTING OR ANY OF THE

OTHER AGENCIES IN THE COUNTY? >> THAT I CAN'T ANSWER.

I DON'T KNOW IF HR OR PROCUREMENT HAVE DONE THAT.

I'VE NOT BEEN INVOLVED IN THAT PROCESS.

I CAN FOLLOW UP WITH THEM FOR YOUR QUESTION.

>> I DON'T KNOW HOW IT WORKS. I WAS ASKING SIMPLY BECAUSE WE

ALL HAVE EMPLOYEES. >> THANK YOU.

>> YOU'RE WELCOME. >> ANY FURTHER DISCUSSION

QUESTIONS. >> HEARING NONE.

THERE'S A MOTION AND A SECOND ON THE FLOOR.

CALLING FOR THE VOTE. ALL THOSE IN FAVOR.

>> AYE. >> AYE.

>> ANY OPPOSED. >> MOTION PASSES.

>> THANK YOU. >> THANK YOU MS. HUTCHINS.

>> AND. >> YOU WANT TO STAY THERE FOR BUDGET. SHE'S MOVED BACK.

I WAS GOING TO SKIP OVER CALENDAR.

[7.06 Board of Education Operating Budget 2022 Approval]

>> SURE. >> THE BOARD OF EDUCATION OPERATING BUDGET FOR FISCAL YEAR 2022.

>> OKAY. SO YOU HAVE THE BUDGET BEFORE YOU. THE COUNTY GOVERNMENT ADOPTED ITS BUDGET ON TUESDAY. ONE THING I WILL SAY ABOUT THIS DOCUMENT, I THINK IT WAS LAST WEEK WE RECEIVED ADDITIONAL INFORMATION FROM THE STATE, UPDATED NUMBERS FROM THE STATE.

WHILE YOU ARE ADOPTING THIS BUDGET TODAY, I WILL TELL YOU THAT WE WILL BE REQUESTING SOME APPROVALS FROM YOU TO MAKE SOME TRANSFERS BECAUSE THE NEW STATE ESTIMATES ARE GIVING US AN ADDITIONAL $92,000 IN STATE FUNDING FOR NEXT YEAR WHICH WE WILL THEN USE TO REDUCE THE AMOUNT THAT WE'RE CURRENTLY SHOWING AS A PLAN TO TAKE FROM FUND BALANCE.

SO I WILL TELL YOU NOW THAT WE WILL EXPECT THIS BUDGET TO

[01:20:05]

CHANGE AT THE BEGINNING OF THE FISCAL YEAR BASED UPON THAT UPDATED INFORMATION FROM THE STATE.

BUT OTHER THAN THAT THIS BOOK IS IDENTICAL TO THE PRELIMINARY

ITEM THAT YOU APPROVED IN MARCH. >> I WILL TAKE A MOTION.

>> MOTION TO APPROVE. >> I SECOND.

>> WE HAVE A MOTION AND A SECOND.

ANY DISCUSSION? >> IS THE 92 K FOR OPERATING OR FOR A SPECIFIC LINE ITEM ORR RESTRICTED ACCOUNT?

>> IT'S IMPACTING. I CAN'T REMEMBER ALL OF THE COMPONENTS. THERE ARE 2 OR 3 SPECIFIC COMPONENTS LIKE COMPENSATORY ED. IT IS THE GENERAL STATE AID MONEY. IT'S NOT LIKE THE BLUE PRINT IN THE BACK THAT IS RESTRICTED. IT'S NOT THE RESTRICTED PIECE.

IT IS THE UNRESTRICTED PIECE. >> THANK YOU.

>> YOU'RE WELCOME. >> ANY FURTHER DISCUSSION? HEARING NONE. WE HAVE A PROPER MOTION AND SECOND ON THE FLOOR. ALL THOSE IN FAVOR SAY AYE.

>> AYE. >> AYE.

>> ANY OPPOSED? >> MOTION PASSES.

>> THANK YOU. >> WE HAVE A FISCAL YEAR 22

[7.05 Board of Education Calendar 2021-22 Approval]

>> SHE CALL TODAY LIKE A TOWN HALL THING.

>> LIKE A TOWN HALL. HAS THAT BEEN SCHEDULED?

>> THAT WOULD BE UP TO YOU. WE'RE TALKING REGULAR BUSINESS MEETINGS. THE BOARD OF EDUCATION COULD DECIDE TO HAVE MORE MEETINGS FOR BUSINESS FOR THIS MATTER.

>> SHE WAS EXCITED WHEN SHE BROUGHT THAT SUGGESTION UP.

IT SEEMED LIKE A GOOD THING. I WOULD ANTICIPATE SHE WOULD EXPECT US TO FULFILL THAT OBLIGATION.

WE MADE IT PRETTY CLEAR WE WOULD DO THAT.

>> ANY FURTHER DISCUSSION ON THE CALENDAR.

>> ARE YOU SUGGESTING AN AMENDMENT TO THIS CALENDAR OR AT SOME POINT ADD -- AFTER WE DO FURTHER DISCUSSION.

>> I DIDN'T WANT IT TO SLIP MY MIND AND BRING IT UP LATER.

NOT SO MUCH AN ADDITION BUT JUST A REMINDER THAT THIS YOUNG PERSON BROUGHT THIS SUGGESTION UP AND IT WAS VERY ACCEPTABLE.

I GUESS I DON'T WANT TO. I'LL MAKE A DIFFERENT MOTION

LATER. >> I AGREE.

I WISH WE HAD DISCUSSED THAT AT ANOTHER TIME TO ADD THAT

>> YOU'RE WELCOME. >> DIDN'T WE HAVE A DISCUSSION A WHILE BACK IN THE RANKING METHODOLOGY OR RATING METHODOLOGY TO ADD A BIT MORE FOR LOCAL.

TO GIVE A POINT OR 2 WAS THAT NOT -- I THINK THE COMMISSIONERS

EVEN COSIDERED THAT. >> THAT WAS THE COUNTY

COMMISSIONERS. >> COUNTY COMMISSIONERS.

AND A NEARBY COUNTY GOVERNMENT HAD A SIMILAR THING WHICH MY UNDERSTANDING IS THEY'VE NOW DONE AWAY WITH THAT PRACTICE.

>> BECAUSE IT ESCALATES SOME PROBLEMS.

IT COULD CAUSE PROBLEMS. >> THAT'S EXACTLY WHAT HAPPENED.

SOME COUNTIES WOULD GIVE COUNTY FOLKS ADDITIONAL POINTS AND THAT'S WHEN CALVERT SAID WAIT A MINUTE IF YOU'RE GOING TO DO IT THERE, WE'RE GOING TO DO IT HERE.

ANYHOW THAT'S -- I DIGRESS. >> I WANT TO THANK YOU.

YOU ANSWERED A LOT OF QUESTIONS BEFORE HAND.

THANK YOU FOR BEING VERY THOROUGH.

>> YOU'RE WELCOME. >> MR. MICHAEL, I HAVE A QUESTION WHAT GUIDES THE DECISION TO WRITE A PURCHASING CONTRACT, VERSUS PUTTING OUT A REQUEST FOR PROPOSAL?

>> THAT'S A GOOD QUESTION. SOME OF IT COMES UP TO THE DIRECTOR OR THE PREFERENCE OF THE DIRECTOR OF THE PARTICULAR DEPARTMENT. THERE WAS AN OPPORTUNITY TOP WRITE ANOTHER CONTRACT. WE OPTED TO GO OUT WITH OUR OWN BID. SOMETIMES BECAUSE OUR CIRCUMSTANCES ARE UNIQUE ENOUGH. THE ONE THAT WE WOULD BE TRYING TO PIGGYBACK DOESN'T REALLY FIT WHAT WE NEED.

IN WHICH CASE THEN WE MAKE A DECISION.

. >> THANK YOU.

>> YOU'RE WELCOME. >> IS IT ACCEPTABLE TO GO OUT TO BID AND THEN COMPARE THE WINNING BIDDER TO WHAT YOU GET.

>> THAT PRACTICE HAS BEEN DONE IN THE PAST, YES.

SOMETIMES YOU GO OUT FOR BID FOR A TRUCK.

YOU FIND OUT WHEN YOU GET DONE YOU FIND YOU CAN GET THAT TRUCK

ON A STATE GOVERNMENT CONTRACT >> ANY FURTHER DISCUSSION?

HEARING NONE. THOSE IN FAVOR.P>> AYE.

>> AYE. >> ANY OPPOSED?

MOTION PASSES. >> THANK YOU GREG.

>> THANK YOU. >> JOINING ME NOW IS MR. JOE PALMER TO PRESENT THE FINAL REQUEST WHICH IS TO APPROVE UTILIZATION OF THE MARYLAND EDUCATIONAL ENTERPRISE CONSORTIUM CONTRACT FOR THE ACQUISITION OF APPLE I PAD EQUIPMENT AND WARRANTY SERVICES DETAILED IN THE MEMO BEFORE YOU.

FUNDING FOR THE LEASE WILL BE A COMBINATION OF GRANT AND LOCAL OPERATING BUDGET. WE ASK THE BOARD APPROVE UTILIZATION OF THE IDENTIFIED CONTRACT FROM APPLE INCORPORATED OF TEXAS IN THE AMOUNT OF $467,384.75.

>> MOTION TO APPROVE. >> SECOND.

>> WE HAVE A MOTION AND A SECOND.

ANY DISCUSSION? >> YES.

>> GO AHEAD. >> I JUST WONDERED IS THIS ONE YEAR OF THE ROLLING 3 YEAR FUTURE READY, YOU KNOW THAT WE

PHASED IN? >> THIS IS ACTUALLY WITH I PADS WE DO IT EVERY 3 YEARS. THE WARRANTY ON THOSE IS A 3 YEAR WARRANTY. WE REFRESH THOSE EVERY 3 YEARS.

THE INITIAL 3 YEARS WE DID IS ACTUALLY ENDING THIS YEAR.

>> YEAH. >> AND THEN WE DID A 2 YEAR TO MAKE SURE THAT IT WAS ENDING THIS YEAR AS WELL.

ESSENTIALLY REMOVING ALL OF THE I PADS OUT OF THE SCHOOL YEAR.

[01:35:01]

>> SO WHEREAS WE PHASED IN GRADE LEVELS OVER 3 YEARS.

IS THIS A FULL ON ALL I PADS? >> NO -- YES IT IS.

IF YOU COMPARE IT TO THE LAPTOPS EVERY STUDENT GETS ISSUED A PLA.

FOR THE TABLETS THEY'RE CLASS SETS.

AND WE'RE NOT ISSUING ONE TO EVERY CHILD.

IF YOU'RE TRYING TO ADD UP THE NUMBERS.

THIS IS K 2. K 2 IS THE APPLICATION AND NOT

ONE FOR EVERY CHILD. >> BUT WHEN WE DO THIS FOR THE LAPTOPS IT WILL BE STILL IN THAT GRADES ONLY.

>> IT'S 3 PHASES. WE JUST -- NOT AT THE LAST BOARD MEETING OR THE BOARD MEETING BEFORE THAT, WE REPLACED THE STUDENT LAPTOPS THAT WERE FOR THE FIRST TIME GOING TO EXPIRE.

THE FIRST 3 YEAR LEASE EXPIRES. WE HAVE THAT ONE THIRD COMING IN

NEW THIS YEAR. >> THAT WAS MY QUESTION ABOUT WHETHER IT WAS A REFRESH OR NOT. THANK YOU.

>> ANY FURTHER DISCUSSION? HEARING NONE.

THOSE IN FAVOR? >> AYE.

>> ANY OPPOSED? MOTION PASSES.

>> THANK YOU FOR YOUR TIME. THANK YOU MR. PALMER.

[7.08 Setting Salaries for Assistant Superintendent & Executive Director]

THANK YOU MR. MICHAELS. NEXT WE WILL MOVE TO SALARY SETTING FOR OUR ASSISTANT SUPERINTENDENT AND EXECUTE RIFF

DIRECTOR, DR. CURRY. >> THANK YOU.

SO WITH THE TRANSITION TO A NEW ASSISTANT SUPERINTENDENT THIS YEAR I AM PROPOSING THAT SUZAN JOHNSON AND ANTHONY NAVARO EXECUTIVE DIRECTOR THE SALARY BE SET.

THIS REPRESENTS 2% INCREASE FROM A 2 YEAR OLD SALARY.

>> MOTION TO APPROVE. >> SECOND.

>> WE HAVE A MOTION AND A SECOND.

ANY DISCUSSION? HEARING NONE.

THOSE IN FAVOR. >> AYE.

>> AYE. >> ANY OPPOSED?

[7.09 Grant Report]

THANK YOU. MOTION PASSES.

NEXT WE'LL MOVE TO THE GRANT REPORT.

GOOD EVENING. I GUESS IT'S EVENING.

I AM DIANN WARTMAN SUPERINTENDENT OF INSTRUCTION.

I'M HERE TO SHARE INFORMATION ON THE MULTIPLE GRANTS WE RECEIVED DUE TO COVID. TO DATE ALL OF THE FUNDS EXTENDED TO THE FEDERAL GRANTS HAVE BEEN USED TO ENHANCE THE STUDENT EXPERIENCE AND IMPROVE TEACHER CAPACITY TO TEACH UNTIL A VIRTUAL ENVIRONMENT CONCURRENTLY.

IT WAS USED PRIMARILY TO PREPARE US FOR THIS SCHOOL YEAR.

WE PURCHASED TECHNOLOGY PACKAGES FOR TEACHERS COMPRISED OF HIGH END HOVER CAMS WHICH HAD THE MICROPHONE AND A CAMERA IN ONE DEVICE SO THAT STUDENTS AT HOME COULD HEAR STUDENTS IN THE CLASSROOM AND VICE VERSA. SPEAKERS, CABLES AND TECH CARDS.

WE ALSO PURCHASED DIGITAL RESOURCES FOR TEACHERS AND STUDENTS AND PPE INCLUDING SPECIAL MASKS AND BELL COVERS FOR STUDENTS IN OUR FINE AND PERFORMING ARTS CLASSES.

AT 4:54 P.M. THIS AFTERNOON WE RECEIVED APPROVAL FOR OUR AMENDMENT. I'M GOING TO TALK ABOUT A TUTORING GRANT IN A FEW MINUTES. THOSE GRANTS HAD TO BE SPENT BY DECEMBER 30TH OF 2020. WE MOVED TUTORING FOR OUR SECONDARY SCHOOLS INTO THE TUTORING GRANT BECAUSE THEY HAD TO SPENT. AND WE ARE REQUESTED THE AMENDMENT TO PURCHASE THE I PADS.

ONCE THEY ARE PURCHASED THE ONE GRANT WILL BE CLOSED OUT.

ONE THING WE'RE TRYING TO DO IS CLOSE OUT ONE GRANT BEFORE WE BEGIN ANOTHER. YOU'LL SEE THE MULTIPLE GRANTS WE RECEIVED AND IT WOULD BE CONFUSING TO BOUNCING AROUND.

2 WEEKS AGO WE RECEIVE READ APPROVAL FOR SR 2 GRANT.

THE BULK OF THE SR 2 WILL PROMOTE PROGRAMS K THROUGH 12, MATERIALS AND INSTRUCTION AND TRANSPORTATION.

WE'VE SET ASIDE FUNDING FOR ADDITIONAL AIR SCRUBBERS IN THOSE CLASSROOMS. PRIMARILY FOR CLASSROOMS THAT WEREN'T USED DURING CONCURRENT INSTRUCTION TIS YEAR.

WHO MIGHT REQUIRE ADDITIONAL PURIFICATION DURING THE SCHOOL YEAR. WE WILL ALSO BE ABLE TO PICK UP THE COSTS FOR THE HIGH SCHOOL LAPTOPS AS A PART OF THE 3 YEAR

[01:40:04]

REFRESH PLAN. FOR AFTER SCHOOL AND SATURDAY SCHOOL TUTORING AND SECONDARY SCHOOLS.

WE ALSO HAD ANOTHER SMALLER GRANT WHICH WAS ONLY ABOUT $80,000 WHICH WAS CALLED THE GEAR GRANT.

WE WERE ABLE TO PURCHASE HOT SPOTS TO PROVIDE TO STUDENTS AND ADDITIONAL TECHNOLOGY PACKAGES FOR TEACHERS.

WE HAVE AN REOPENING SCHOOLS INCENTIVE GRANT WHICH PROVIDED US. GRANTS THE REOPENING GRANT ALLOWED US TO PURCHASE TECHNOLOGY PACKAGES.

ALL OF OUR CLASSROOMS HAVE BEEN EQUIPPED WITH THE FULL TECHNOLOGY PACKAGE EVEN THOSE CLASSROOMS WHERE CONCURRENT TEACHING WAS NOT PROVIDED DURING THIS LAST SCHOOL YEAR.

WAITING ON ONE ADDITIONAL GRANT WHICH SHOULD BRING US CLOSE TO OVER $11 MILLION. THAT IS THE SR 3 OR ARP OR AMERICAN RECOVERY PLAN. ONCE WE RECEIVE THE PROPOSAL FOR THAT GRANT WE WILL OF COURSE DRAFT IT UP.

AND LET YOU KNOW HOW THE SPENDING WILL GO FOR THEM.

ANY QUESTIONS? >> I HAVE A QUESTION.

SEE IF I CAN ARTICULATE THIS. HOW MANY OF THESE GRANTS WHEN THEY RUN OUT DO WE HAVE THE RESPONSIBILITY OF CONTINUING THE PAYMENT OR THE EQUIPMENT OR THE PERSONNEL?

>> IT'S MY UNDERSTANDING THERE IS NO SUSTAINABILITY REQUIREMENT FOR THESE GRANTS. THESE ARE FEDERAL GRANTS PROVIDED TO ALL DISTRICTS ACROSS THE NATION DUE TO COVID.

>> BUT THEY'RE NOT ALWAYS GOING TO BE THERE.

WHAT I'M ASKING IF YOU HIRE PERSONNEL OFF OF THESE GRANTS WHEN THAT GRANT RUNS OUT WE HAVE THE TO PAY THAT.

>> RIGHT WE HAVEN'T HIRED ANY NEW STAFF BASED ON THESE GRANTS.

THESE ARE SUPPORTING SPECIFIC PROGRAMS FOR SUMMER SCHOOL.

WE'VE NEVER RUN AN ELEMENTARY SUMMER SCHOOL BEFORE JUST FOR K TO 5 STUDENTS. WE ARE BECAUSE OF MISSED LEARNING OPPORTUNITIES DURING THE SCHOOL YEAR.

SO AT SOME POINT THE GRANTS WILL RUN FOR 2 YEARS ABLE TO COVER THIS SUMMER AS WELL AS NEXT SUMMER.

AFTER THAT WE WILL HAVE TO DETERMINE IF WE WANT TO CONTINUE A SUMMER PROGRAM IF THERE IS A NEED TO CONTINUE A SUMMER PROGRAM FOR ELEMENTARY. SECONDARY SCHOOLS WE'VE ALWAYS HAD A SUMMER PROGRAM. AND ALWAYS BEEN A PART OF THE

LOCAL BUDGET. >> THANK YOU.

>> TECHNOLOGY THE FUTURE READY IMPLEMENTATION PLAN HAS BEEN IN THE LOCAL BUDGET AND I'M ASSUMING THAT WILL CONTINUE IN THE FUTURE. WE HAPPEN TO BE ABLE TO USE SOME

OF THE GRANT MONEY TO COVER. >> THANK YOU.

>> ANY OTHER QUESTIONS. >> I HAVE A MINOR ONE.

WHAT IS MEANT BY ONLINE STUDENT ENROLLMENT SUBSCRIPTION?

>> SO THERE ARE CERTAIN -- I'D HAVE TO LOOK.

THERE ARE CERTAIN PLATFORMS OR DIGITAL RESOURCES WHERE STUDENTS -- I'M SORRY LET ME BACK UP. THERE IS A PLATFORM WITHIN OUR POWER SCHOOL PLATFORM WHERE WE CAN NOW HAVE OUR FAMILIES REGISTER THEIR STUDENTS ONLINE VERSUS HAVING TO COME INTO A BUILDING AND BRING ALL OF THE PAPERWORK.

THERE'S SOME PAPERWORK THAT CAN BE SUBMITTED ONLINE.

PARENTS WILL STILL HAVE TO COME IN AND BRING IN HARD COPIES OF A BIRTH CERTIFICATE AND OTHER THINGS.

WE'RE TRYING TO TRANSITION TO A WEB BASED SYSTEM.

ESPECIALLY DUE TO COVID. >> ALL RIGHT.

ANY OTHER QUESTIONS? COMMENTS, CONCERNS?

[7.10 Summer School & Virtual School Update]

THANK YOU. NOW WE WILL MOVE INTO SUMMER SCHOOL AND THE VIRTUAL SCHOOL UPDATES.

>> OKAY AND I CAN TALK ABOUT -- >> I WANT TO GIVE YOU AN UPDATE

ON WHERE THINGS ARE. >> I CAN TALK ABOUT THE ELEMENTARY. AND DR. JOHNSON CAN GIVE YOU THE RUN DOWN FOR SECONDARY. FOR ELEMENTARY SUMMER SCHOOL, WE HAVE -- CURRENTLY HAVE A TOTAL OF 101 APPLICANTS FOR SUMMER SCHOOL PROFESSIONAL POSITIONS. WE HAD BUDGETED FOR 192.

WE ANTICIPATE THAT ALL OF OUR APPLICANTS WILL BE HIRED.

WE HAD HOPED TO HAVE SUMMER SCHOOL SITES IN ALL 12

[01:45:02]

ELEMENTARY SCHOOLS. BUT BECAUSE OF THE REDUCED NUMBER OF APPLICANTS WE WILL ONLY BE HAVING SITES IN 6 SCHOOLS. BUT WE WILL BE PAIRING UP SCHOOLS. FOR INSTANCE BARSTOW AND CALVERT ELEMENTARY WILL PAIR UP TO OFFER A SITE.

THAT SITE WILL BE AT BARSTOW. THIS MEANS THAT WE'RE NOT ABLE TO -- REQUIRES THAT WE MAINTAIN LOW CLASS SIZES.

WE WANT TO KEEP LOW CLASS SIZES IN ORDER TO GIVE STUDENTS THE INDIVIDUALIZED ATTENTION THAT THEY NEED.

SO WE ARE WORKING PRINCIPALS ARE WORKING NOW TO HIRE STAFF, IDENTIFY STUDENTS, CONTACTING PARENTS TO DETERMINE IF THE PARENTS ARE WILLINGTO BRING THEIR CHILDREN IN.

STUDENTS WILL BE ADMINISTERED PRE AND POST ASSESSMENTS TO EVALUATE THE EFFECTIVENESS OF THE PROGRAM AND ALSO TO MEASURE THE STUDENT ACHIEVEMENT. FOR ELEMENTARY WE ALSO HAVE SUMMER PROGRAMS FOR TITLE 1 WHICH WE RUN EVERY SUMMER EXTENDED SCHOOL YEAR FOR SPECIAL EDUCATION STUDENTS.

THERE IS A HEAD START PROGRAM JUDY CENTER PROGRAM.

WE HAVE 2 ESA TEACHERS WHO WILL BE RUNNING SUMMER PROGRAMS FOR ESL STUDENTS. ANY QUESTIONS ABOUT ELEMENTARY?

>> I HAVE A QUESTION. YOU SAID YOU HAVE 6 SCHOOLS AND YOU'RE STILL IDENTIFYING STUDENTS AND YOU WON'T BE ABLE TO INVITE ALL THE STUDENTS. DO YOU HAVE AN IDEA OF WHAT THAT DELTA IS. WHAT ARE WE GOING TO DO WITH THOSE STUDENTS THAT WE CAN'T ACCOMMODATE IF THEY ARE TRULY IN

NEED OF SERVICES. >> WE HAVE FUNDING IN THE SR 2 GRANT TO OFFER AFTER SCHOOL TUTORING FOR NEXT YEAR.

THE STUDENTS WE CAN'T INVITE WE'LL BE LOOKING AT PROVIDING ADDITIONAL SUPPORT NEXT SCHOOL YEAR.

A COUPLE OF OUR SCHOOLS THIS YEAR RAN AFTER SCHOOL TUTORING PROGRAMS. EASIER TO GET TEACHERS TO STAY FOR AN HOUR OR 2 AND WORK WITH SMALL GROUPS OF STUDENTS.

>> WE HAVE TO KEEP IN MIND THAT INVITING AND AGREEING TO PARTICIPATE. AS FOLKS RESPOND AS THEY DROP OUT SAY NO I DON'T WANT TO DO THAT T THEN WE CAN INVITE MORE.

>> THAT WAS MY QUESTION. PAM'S QUESTION WAS WE INVITED A RASH PROBABLY WHAT THE 192 WAS BASED OFF OF.

>> WE DID NOT. PRINCIPALS WERE WAITING TO SEE THEY WERE WAITING TO SEE HOW MANY TEACHERS WE WOULD HAVE.

WE ARE INVITING APPROXIMATELY 10 STUDENTS PER TEACHER.

SOME SCHOOLS YOU MAY RECALL WE WERE RUNNING TWO 2 WEEK SESSIONS. AND INITIALLY WE WERE GOING TO INVITE STUDENTS FOR 2 SESSIONS OR 1.

SOME SCHOOLS THAT ARE PREPARED ARE INVITING STUDENTS FOR A 2 WEEK SESSION SO THEY COULD REACH MORE STUDENTS.

PRINCIPALS HAVE NOT INVITED STUDENTS YET.

THEY'RE IN THE PROCESS STARTING YESTERDAY.PSCHOOLS WILL HAVE ON

PER GRADE LEVEL. >> AND I -- THE INITIAL PROJECTION OF 192 CAME FROM JUST IMAGINING ALL 12 ELEMENTARY SCHOOLS HAVING A TEACHER AT EVERY GRADE LEVEL.

AT LEAST ONE CLASS IN EVERY GRADE LEVEL.

EVERY SCHOOL IS GOING TO HAVE SUMMER SCHOOL REGARDLESS OF HOW

MANY STUDENTS MIGHT NEED IT. >> EXACTLY.

>> IS THERE TRANSPORTATION? >> STUDENTS WILL RECEIVE TRANSPORTATION AND THEY WILL RECEIVE A GRAB AND GO BREAKFAST.

AND WE ALSO HAVE WE BELIEVE RETIREES.

TRYING TO FILL -- AS WE CAN. THAT 101 INCLUDES THE RETIREES INSTRUCTIONAL ASSISTANTS. WE HAVE ONE STUDENT TEACHER WHO COMPLETED STUDENT TEACHING WITH US THIS YEAR WHO HAS APPLIED.

>> I'M BEING SLOW HERE. 101 ARE TEACHERS, INSTRUCTIONAL ASSISTANTS, INTERNS WHATEVER THAT HAVE APPLIED AND SAID THEY WOULD LIKE TO BE -- IS THAT OUR LIMITING FACTOR?

>> YES ABSOLUTELY. >> THAT'S WHY YOU DROP TODAY

FROM 12 TO 6. >> YES.

>> AND SO IF WE GOT MORE MAGICAL INFLUX OF PEOPLE WILLING TO TEACH DURING THE SUMMER WE COULD OFFER MORE.

>> YES. >> THE OTHER CHALLENGE IS TRANSPORTATION. IN SPEAKING WITH MR. CASSIDY WE

[01:50:03]

ARE LOW ON BUS ASSISTANTS. WE HAVE MANY INSTRUCTIONAL ASSISTANT APPLICANTS. LOOKING TO SEE IF WE COULD USE INSTRUCTIONAL ASSISTANTS AS BUS ASSISTANTS.

>> IS THE PAY NEGOTIATED FOR SUMMER SCHOOL?

>> IT IS NEGOTIATED, YES. >> BUT IT'S FIXED, RIGHT.

IN OTHER WORDS IT'S FIXED PER HOUR.

SO IF YOU ARE CLOSER TO THE STARTING LEVEL THAT'S A GOOD RATE. BUT IF YOU'RE 20 YEAR TEACHER --

>> KEEP IN MIND. YES IT'S FIXED.

IT IS -- IT'S THE SAME FOR A 30 YEAR TEACHER AND A BEGINNING TEACHER. IT'S A PRETTY GOOD RATE.

$42 AN HOUR. $52 AN HOUR FOR A LEAD TEACHER.

AND WE HAVE -- KEEP IN MIND ALSO WE HAVE NEVER DONE THIS MUCH SUMMER SCHOOL. WE HAVE A SMALLER CORE OF FOLKS WHO ARE USED TO YEAH, I LIKE TO TEACH SUMMER SCHOOL.

AFTER THIS GIVEN YEAR IN PARTICULAR, THERE ARE MANY FOLKS LOOKING FOR TIME OFF. BUT WE WERE ABLE TO GET MORE FOR SUMMER SCHOOL THAN WE NORMALLY HAVE.

>> GOOD AFTERNOON. I'M SUZAN JOHNSON DIRECTOR OF SECONDARY SCHOOL IMPROVEMENT, FOR SECONDARY SCHOOLS WE HAVE 3 OPPORTUNITIES FOR SUMMER SCHOOL. 2 AT THE HIGH SCHOOL AND ONE AT THE MIDDLE SCHOOL. I'M GOING TO START WITH THE HIGH SCHOOL FIRST. IN OUR TRADITIONAL FASHION WE WILL CONTINUE TO RUN CREDIT RECOVERY SUMMER SCHOOL AT CTA.

THERE ARE 2 OPPORTUNITIES A MORNING SESSION AND AN AFTERNOON SESSION THAT STUDENTS CAN ATTEND IN ORDER TO TAKE COURSES TO RECEIVE THEIR CREDIT THAT THEY DID NOT EARN DURING THE REGULAR SCHOOL YEAR. THAT IS A TRADITIONAL MODEL THAT WE ERROR CONTINUING TO RUN. JUST BY LISTENING TO THE CONVERSATION EARLIER WHEN YOU ASKED WILL THERE BE A RESIDUAL COST. THERE IS A LAW PASSED THAT YOU CAN NO LONGER CHARGE FOR SUMMER SCHOOL.

MOVING FORWARD IN THE FUTURE THAT'S SOMETHING WE HAVE TO ACCOUNT FOR. WE CANNOT CHARGE FOR CREDIT RECOVERY COURSE THAT WE RUN IN OUR SUMMER SCHOOL.

THAT WILL BE SOMETHING TO CONSIDER.

AND ALSO AT THAT CTA SUMMER SCHOOL, THE CTA IS WHERE IT'S HOUSED WE USUALLY HAVE BETWEEN 150 AND 200 STUDENTS THAT ATTEND FOR THOSE COURSES THAT ARE OFFERED THERE.

AT THE SCHOOL LEVEL, THIS YEAR WITH OUR FUNDS WE WERE ABLE TO PROVIDE A DIFFERENT EXPERIENCE FOR HIGH SCHOOL STUDENTS AND IT ACTUALLY STARTS ON . IT'S A 3 WEEK EXPERIENCE.

THE HIGH SCHOOL STAFF FELT STRONGLY THAT IT NEEDED TO BE CREDIT RECOVERY. THAT WAS IN RESPONSE TO THE STUDENTS WHO WERE STRUGGLING THROUGHOUT THE YEAR.

SO WITHIN THAT 3 WEEK PROGRAM, THERE WILL BE OPPORTUNITY FOR CREDIT RECOVERY THAT IS SIMILAR TO THE CTA PROGRAM THAT WE RUN IN THE SUMMER. THERE'S ALSO OPPORTUNITIES FOR STAFF TO BUILD IN SOCIAL EMOTIONAL LEARNING ENGAGEMENT ACTIVITIES TO RECONNECT STUDENTS TO SCHOOLS.

THE FOCUS OF THE SCHOOL BASED HIGH SCHOOL SUMMER LEARNING PROGRAM IS TO RECOOP CREDITS AND REENGAGE STUDENTS IN SCHOOLS.

EACH SCHOOL LOOKS A LITTLE BIT DIFFERENTLY BASED ON THE STAFF THAT APPLIED. THEY LOOKED AT THE NUMBER OF STAFF THAT APPLIED. THEY EACH HAD A SLOT OF 12.

SOME LOOK A LITTLE BIT DIFFERENTLY.

SOME TEACHERS ARE FOR LACK OF A BETTER TERM JOB SHARING.

I'LL WORK HALF OF IT, IF YOU'LL WORK THE OTHER HALF.

THEY'RE TAKING ONE POSITION. BASED ON THE TEACHER EXPERTISE ARE THE COURSES THAT THEY'RE OFFERING IN THAT SUMMER SCHOOL PROGRAM AT THE SCHOOL. WE KNEW THAT WE WOULDN'T BE ABLE TO OFFER EVERY COURSE THAT A STUDENT MAY NEED.

HAVING 3 OPPORTUNITIES BETWEEN THE HOME SCHOOL AND THEN WHAT WE OFFER AT THE CTA IN THE SUMMER WOULD HELP STUDENTS WHO NEEDED TO RECOOP CREDITS FOR THAT. OUR MIDDLE SCHOOL PROGRAM STARTS NEXT WE THINK AS WELL. IT IS A 3 WEEK PROGRAM GOING FROM MONDAY TO JULY FIRST. IT IS A REGIONAL PROGRAM SET AT WINDY HILL MIDDLE SCHOOL. CALVERT MIDDLE SCHOOL AND MILL CREEK MIDDLE SCHOOL. THE STUDENTS AT PLUM POINT IN CALVERT MIDDLE WILL ATTEND CALVERT MIDDLE.

NORTHERN MIDDLE AND WINDY HILL MIDDLE WILL ATTEND AT WINDY HILL. WE WERE ABLE TO CREATE A PROGRAM. BASED ON STUDENTS WHO WERE NOT

[01:55:01]

SUCCESSFUL IN A CORE COURSE DURING THE YEAR.

OUR TRADITIONAL MANNER OF DETERMINING WHETHER A STUDENT NEEDS SUMMER SCHOOL. WE DETERMINED IF THERE WERE ANY OTHER STUDENTS THAT WOULD BENEFIT FROM RECOVERY SERVICES.

IN OUR MIDDLE SCHOOL PROGRAM IT IS A 4 HOUR PROGRAM WHERE STUDENTS WILL ATTEND THE ENTIRE TIME.

IT IS ABOUT REENGAGEMENT AND CONNECTION.

IT IS LOW TECH, NO TECH. WE DON'T WANT TO HAVE STUDENTS ON THE SCREEN DURING THAT SUMMER SCHOOL.

IT IS BASED ON SKILLS. AND IT'S AN INTEGRATED APPROACH ON LITERACY, SPEAKING, LISTENING AND REALLY EXPLORING AND INNOVATING IN THE AREAS OF SCIENCE, SOCIAL STUDIES, MATH AND ELA. WE'RE EXCITED ABOUT THIS DIFFERENT APPROACH. HOPE THAT THIS APPROACH WILL BE A BETTER APPROACH FOR ADDRESSING SUMMER SCHOOL IN THE FUTURE FOR MIDDLE SCHOOL. I DON'T HAVE SPECIFIC NUMBERS FOR YOU. AS YOU KNOW SCHOOL ENDED YESTERDAY. THEY'RE FINISHING UP MAKING PHONE CALLS AND PRESERVICE FOR TEACHERS START TOMORROW.

AND WE'LL HAVE A BETTER IDEA OF THE TOTAL NUMBERS IN EACH PROGRAM STARTING BY THE END OF THE DAY TOMORROW.

AGAIN AS MS. WORTMAN SAID TRANSPORTATION IS GOING TO BE PROVIDED. THE ONE CAVEAT FOR TRANSPORTATION AT THE SECONDARY LEVEL, HIGH SCHOOL WILL HAVE MORE DEPOT STOPS INSTEAD OF DOOR TO DOOR STOPS.

WE NEEDED A PRIORITY BASED ON THE NUMBER OF BUS DRIVERS WE COULD GET WITH HIGH SCHOOL AND MIDDLE SCHOOL RUNNING THE SAME DATES NOT NECESSARILY THE SAME TIMES.

WE NEEDED MORE SPECIFIC TRANSPORTATION FOR MIDDLE SCHOOL. THE DEPOT STOPS FOR THE HIGH SCHOOL THERE WOULD BE A GENERAL STOP IN THE NEIGHBORHOOD.

THE KIDS WOULD CATCH THE BUS IN THE NEIGHBORHOOD AT THAT ONE STOP INSTEAD OF GOING THROUGH NEIGHBORHOOD.

THAT'S WERE WE ARE IN SECONDARY SCHOOL.

>> DO WE PROVIDE MEALS? >> GRAB AND GO JUST LIKE

ELEMENTARY. >> GRAB AND GO BREAKFAST.

>> AND LUNCH? >> IN THE MIDDLE SCHOOL IT'S A 4 HOUR PROGRAM. AT THE HIGH SCHOOL IT'S A 3 AND A HALF HOUR PROGRAM. THEY'LL GET THE MEAL AS THEY'RE

COMING IN THE DOOR. >> SO THE CREDIT RECOVERY FOR FOLKS -- BECAUSE THAT'S REALLY IMPORTANT.

THE FOLKS THAT CANNOT GET THE TRANSPORTATION THEY WILL HAVE A

CHANCE TO DO VIRTUAL? >> WE'RE NOT OFFERING VIRTUAL AT THIS TIME. TRANSPORTATION TYPICALLY HAS NOT BEEN AN ISSUE FOR CREDIT RECOVERY.

IF THERE IS A STUDENT HAVING TRANSPORTATION ISSUES FOR THE HIGH SCHOOL BASED PROGRAM WE ARE RUNNING TRANSPORTATION.

FOR THE CTA FOR THE FIRST TIME THIS YEAR WE ROLLED LIKE TO CONTINUE TRANSPORTATION. MR. CASSIDY AND HIS GROUP ARE WORKING TO PROVIDE THAT STOP FOR THE CTA SUMMER SCHOOL AS WELL.

>> THANK YOU. >> SO NOW THE STUDENTS WHO ARE INVITED FROM MIDDLE SCHOOL, SAY. THESE ARE -- THESE ARE STUDENTS WHO HAVE BEEN PROMOTED BUT JUST DID POORLY IN SOME COURSES?

>> FIRST AND FOREMOST YOU ARE INVITED BECAUSE YOU ARE NOT PROMOTED AND FAIL ONE OF THE CORE COURSES.

THERE WAS A SECOND LAYER IN STUDENTS IDENTIFIED IN NEEDING RECOVERY SERVICE BASED ON SCHOOL PERFORMANCE OR BASED ON THEIR INDIVIDUAL EDUCATION PLAN. USING THOSE 3 CRITERIA IS HOW SCHOOLS DECIDED WHO WAS BEING INVITED TO SUMMER SCHOOL.

>> I'M IN 6TH GRADE BUT I DIDN'T PASSISM PASS ENGLISH.

>> BUT I WOULD NOT BE PROMOTED -- NEXT YEAR I WOULD HAVE TO REPEAT 6TH GRADE. SO IF I'M INVITED TO SUMMER SCHOOL AND THAT'S JUST TO HELP ME BUT I'M STILL NOT GOING TO BE

STARTING 7TH GRADE. >> IF YOU ATTEND SUMMER SCHOOL AND YOU ENGAGE AND YOU PARTICIPATE AND ARE SUCCESSFUL, THE FEEDBACK -- WITH THE FEEDBACK AND SKILLS THAT WE'RE WORKING ON THROUGH SUMMER SCHOOL YOU WILL BE MOVED TO THE NEXT

GRADE. >> SUPER.

>> THIS IS ESPECIALLY TRUE FOR THE RISING -- WHO WOULD BE RISING SENIORS, MISSING A CREDIT TO BECOME A SENIOR IS THAT TRUE? IF THEY FAIL THE CLASS AND COULD NOT -- COULD NOT MOVE INTO THE

12TH GRADE. >> CURRENT SENIORS WHO MAY NOT

HAVE GRADUATED. >> NO, NO, THE RISING SENIORS.

>> IF THEY WERE NOT SUCCESSFUL AND FAILED A COURSE, THEN THEY HAVE THE OPPORTUNITY 3 DIFFERENT OPPORTUNITIES TO ACTUALLY EARN THAT CREDIT BACK. THEY COULD GO TO THE SCHOOL BASED SUMMER SCHOOL OR GO TO THE CTA SUMMER SCHOOL WHERE THEY

[02:00:03]

HAVE 2 OPPORTUNITIES FOR CREDIT. >> SO I GOT MYSELF CONFUSED.

>> ON A LIMITED BASIS. WE DON'T OFFER A FULL CONTINUUM

OF COURSES FOR CREDIT RECOVERY. >> THE SENIORS THAT WERE NOT GIVEN THEIR CERTIFICATE THIS YEAR, I DON'T KNOW HOW MANY THERE WERE. DO YOU REACH OUT TO THEM TO SAY, YOU REALLY -- THIS IS THE ONLY THING BETWEEN YOU WALKING ACROSS

THIS STAGE RIGHT HERE. >> THAT STARTS MIDYEAR, THOSE CONVERSATIONS PROBABLY START EARLIER THAN THAT WITH THE ASSISTANT PRINCIPAL IN CHARGE OF THE SENIOR CLASS AS THEY LOOK TO SEE. I'M SURE THOSE COUNSELORS AND TEACHERS ARE DOING CONVERSATIONS EARLY ON.

AS THE YEAR GOES ON AND THE STUDENT IS STRUGGLING THE SCHOOLS ARE REACHING OUT TO SENIORS TO MAKE SURE THEY KNOW WHAT TO DO. THEY GIVE THEM OPPORTUNITIES WHEN THE LAST DAY OF SENIORS COME THE TEACHERS WORK WITH THE KIDS TO MAKE SURE THEY HAVE OPPORTUNITIES TO TURN IN ANY MISSING WORK THAT THEY HAVE. IF PUSH COMES TO SHOVE THEY ARE NOT ABLE TO MAKE IT AND NOT ABLE TO EARN THEIR DIPLOMA IN THAT YEAR THEY GET THEM CONNECTED AND SIGNED UP FOR SUMMER SCHOOL SO

THEY CAN BE A SUMMER GRADUATE. >> THANK YOU.

>> SO STUDENT REGISTRATION FOR VIRTUAL SCHOOL HAS ENDED.

WE HAVE 318 STUDENTS WHO HAVE APPLIED TO ATTEND THE VIRTUAL PROGRAM. 93 IN ELEMENTARY.

111 IN MIDDLE SCHOOL AND 114 IN HIGH SCHOOL.

SO WITH ELEMENTARY THAT WILL REQUIRE US TO HAVE 5 TEACHERS.

2 THIRD GRADE TEACHERS, ONE FOURTH GRADE TEACHERS AND TWO 5TH GRADE TEACHERS. AT THIS POINT WE WILL STILL BE LOOKING FOR ADDITIONAL TEACHERS TO TEACH IN THE VIRTUAL PROGRAM.

RIGHT NOW THAT'S OUR BIGGEST CHALLENGE.

ONCE WE HAVE OUR TEACHERS, WE'LL BE LOOKING -- I'LL BACK UP AGAIN. WE ARE LOOKING AT THE STUDENTS WHO HAVE REGISTERED. WE WANT TO MAKE SURE THE STUDENTS WHO HAVE APPLIED WERE SUCCESSFUL THIS PAST YEAR LEARNING VIRTUALLY. WE HAVE I BELIEVE 6 STUDENTS IN ELEMENTARY SCHOOL THAT WERE COMMUNICATING WITH PRINCIPALS, ASKING THEIR OPINION. LOOKING AT THEIR RECORDS.

TALK WITH TEACHERS. WHAT WAS THE REASON FOR POOR GRADES. AND THEN HAVE PRINCIPALS HAVE CONVERSATIONS WITH THE PARENTS. WE CONTINUE TO RECRUIT ADDITIONAL TEACHERS SO WE CAN OFFER THE FULL ELEMENTARY EXPERIENCE. DR. JOHNSON I DON'T KNOW IF YOU HAVE -- SECONDARY IS MORE COMPLICATED TO SCHEDULE THAN

SECONDARY -- THAN ELEMENTARY. >> YES.

CURRENTLY WE HAVE 9 APPLICANTS FOR VIRTUAL SCHOOL.

ONE ELA TEACHER, 2 SOCIAL STUDIES, ONE SCIENCE, ONE PE AND 4 SPECIAL EDUCATION TEACHERS. WHEN WE LOOK AT THAT.

THAT IS NOT ENOUGH TO OFFER BOTH A MIDDLE SCHOOL AND HIGH SCHOOL PROGRAM. WE ARE EXPLORING A COUPLE THINGS. WE WANT TO SEE WHAT WE COULD OFFER TO HAVE A VERY STRONG MIDDLE SCHOOL PROGRAM.

WE'RE IN THE STAGE AT THE HIGH SCHOOL OF LOOKING AT THE COURSE REQUEST OF ALL THE STUDENTS THAT APPLIED AND DETERMINE WHAT WE CAN OFFER THROUGH THAT. WE CAN GO BACK TO SEE WHETHER OR NOT THERE ARE DIFFERENT WAYS TO OFFER VIRTUAL HIGH SCHOOL PROGRAM. WE SENT TO HIGH SCHOOL STAFF TO SEE IF THERE WOULD BE A WAY TO ALIGN THE VIRTUAL PROGRAM WITH OUR CURRENT SCHOOL SCHEDULES. A TEACHER MIGHT BE INTERESTED IN TEACHING ONE VIRTUAL CLASS AND 5 FACE TO FACE CLASSES.

SO WE'RE CURRENTLY EXPLORING THAT.

THE OTHER THING THAT WE'RE GOING TO HAVE TO DO IS TO SHARE WITH THE COMMUNITY, SHARE WITH THE STUDENTS WHO HAVE SAID THAT THEY'RE INTERESTED IN THE VIRTUAL PROGRAM TO SAY THAT THESE ARE THE COURSES THAT WE CAN OFFER VERSUS WHAT YOU'VE SIGNED UP FOR. WE NEED TO WAIT TO SEE WHAT'S GOING TO HAPPEN WITH THE DECISIONS THAT STUDENTS AND PARENTS ARE MAKING REGARDING WHAT WE CAN OFFER.

CURRENTLY AS WE LOOKED AT THE COURSE REQUESTS OF THE HIGH SCHOOL STUDENTS THERE ARE MANY MANY COURSE REQUESTS.

AND IT EQUATES TO 1, 2, 3 OR 4 STUDENTS IN A CLASS.

AND IT IS NOT ECONOMICAL TO OFFER THAT IN A PROGRAM LIKE

[02:05:02]

THAT. IT'S DIFFICULT TO OFFER EVERYTHING THAT THEY WOULD NEED. WE ARE TRYING TO OFFER A FULL COMPLIMENT SO THAT ALL STUDENTS REGARDLESS OF THEIR GRADE 9 THROUGH 12 WOULD BE ABLE TO SEE SOMETHING THAT WOULD BENEFIT THEIR PROGRAM. PROBABLY MORE ABLE TO OFFER STRONGER NINTH AND 10TH GRADE PROGRAM.

AT THE 11TH AND 12TH GRADE LEVEL THEY'RE STARTING TO TAKE MANY

MANY DIFFERENT ELECTIVES. >> MY QUESTION IS WHEN THEY DID THE VIRTUAL AND THEY HAD SOME STUDENTS COME IN, WASN'T IT VERY HARD ON THE EDUCATOR TO DO THAT? I MEAN --

>> YOU'RE REFERRING TO CONCURRENT INSTRUCTION.

OUR PLAN IS NOT TO HAVE NECESSARILY CONCURRENT INSTRUCTION. I WILL SAY ON THE SURVEY WE DID SEND OUT ARE YOU WILLING TO TEACH -- WOULD YOU KNOW WILLING TO TEACH CONCURRENTLY TO SEE IF THERE ARE TEACHERS WHO WOULD CONSIDER HAVING 2 OR 3 VIRTUAL STUDENTS IN THEIR CLASS AT THE SAME TIME THEY'RE TEACHING. WHEN WE TALK ABOUT WHETHER OR NOT THEY'RE INTERESTED IN TEACHING A VIRTUAL CLASS WE'RE INTERESTED IN SEE REGULAR WHETHER OR NOT IF I HAD ONE PERIOD TEACHING FULLY VIRTUAL BUT I DON'T WANT TO LOSE THE CONNECTION TO MY HOME SCHOOL BECAUSE I WANT TO TEACH KIDS IN FRONT OF ME AS WELL, IMPTARE YOU CONCERNED DURING THE MIDDLE OF THE YEAR THAT YOU MIGHT HAVE STUDENTS SAY, GEEZ, IT'S EASIER TO STAY AT HOME AND DO THIS ON TV.

>> WELL, I THINK WE SAW THAT THIS YEAR.

IT'S EASIER INSTEAD OF COMING BACK TO HYBRID, THE OLDER KIDS DID MAKE DECISIONS TO STAY AT HOME INSTEAD OF COMING TO SCHOOL. WITH THE VIRTUAL ACADEMY WE'RE ASKING FOR A COMMITMENT IF YOU ARE IN THE VIRTUAL ACADEMY YOU WOULD BE THERE THE ENTIRE YEAR. THERE ISN'T THAT SAME OPTION.

WE WOULD TAKE IT ON A CASE BY CASE BASIS.

WE WOULD HAVE TO WORK THROUGH THAT AND A LOT OF THAT WILL BE

BASED ON WHAT WE'RE OFFERING. >> WE HAVE ACTUALLY STOPPED ACCEPTING VIRTUAL REGISTRATIONS AT THIS POINT.

THEY WILL BE OPEN FOR NEW FAMILIES TO THE DISTRICT IN CASE THEY WOULD LIKE TO APPLY. AND PARENTS COULD APPLY AND PLACE THEIR CHILDREN ON A WAIT LIST.

>> SO HOW MANY STUDENTS HAVE APPLIED DID YOU SAY.

9 TEACHERS BUT HOW MANY STUDENTS FROM MIDDLE AND HIGH.

>> FROM MIDDLE 111. AND FROM HIGH SCHOOL 114.

>> IT WAS RIGHT THERE. I ALREADY WROTE IT DOWN.

AND SO YOU SAID THAT YOU WERE TALKING ABOUT -- ASKING PEOPLE IF THEY WERE OKAY WITH CONCURRENT.

THOSE WERE THE TEACHERS THAT WERE PLANNING TO DO IN PERSON, RIGHT. THEN ALL OF A SUDDEN THERE'S ONE KID WHO WANTED TO SIT IN ON THAT COURSE.

WOULD THAT BE CONSIDEREDONERUS FOR THAT

TEACHER. >> IT WAS FOCUSSED TO SAY THIS IS WHAT WE ARE OFFERING AT THIS POINT.

THE IDEA BEHIND WOULD YOU KNOW TO TEACH CONCURRENTLY IN THIS VIRTUAL WORLD IF PUSH CAME TO SHOVE, WE NEEDED TO OFFER THIS ONE COURSE AND THIS WAS THE TEACHER WHO COULD TEACH IT WOULD THEY BE WILLING TO DO THAT? THAT'S DOWN THE LINE AS WE'RE STARTING TO EXPLORE WHAT OUR OPTIONS ARE WITH VIRTUAL.

>> OUR EXPERIENCE THIS YEAR OPENED UP OUR EYES TO OTHER PREVIOUSLY. WE PREVIOUSLY HAD STUDENTS WHO WERE TEMPORARILY REQUIRED TO STAY HOME FOR MEDICAL ISSUE, SURGERY, BROKEN THIGH BONE, SOMETHING LIKE THAT.

THEY COULDN'T GET INTO SCHOOL. WE MIGHT HAVE SOME OF THAT ON OCCASION WHERE THE OLD WAY WOULD BE TRY TO KEEP UP WITH YOUR STUDIES AND SEND A TEACHER TO YOUR HOME TO SAY YOUR WHOLE SCHEDULE, MAYBE ASK THOSE TEACHERS TO DO SOME CONCURRENT TEACHING WHILE THAT CHILD IS TEMPORARILY LAID UP.

REMEMBER EVERYONE WAS ALL EXCITED ABOUT THE I PAD ON A ROBOT? WE'VE GOT 7 OF THOSE.

THAT'S REALLY CONCURRENT TEACHING.

WHERE WE -- THE STUDENT WAS HOME BECAUSE OF A HEALTH ISSUE AND SHE STAYED WITH HER CLASS WITH HER ROBOT AND HER FACE ON THE I PAD IN THE ROOM. WE DID THAT A COUPLE YEARS AGO.

>> I HAVE A QUESTION FOR ELEMENTARY SCHOOL PARENTS WHAT DOES -- WHAT AGREEMENT DO THEY NEED -- DO THEY SIGN THAT SAYS

[02:10:03]

THAT THEY AGREE TO HAVE SUPERVISION BASICALLY, RIGHT.

>> RIGHT WE DID SPECIFY THAT STUDENTS WILL STILL NEED SUPPORT. THEY NEED TO ENSURE THAT THE STUDENT HAS AN AREA SET UP WHERE HE OR SHE CAN PARTICIPATE IN THE VIRTUAL LEARNING. KIDS HAVE TO BE ONLINE JUST LIKE STUDENTS HAVE TO BE AT SCHOOL AT A GIVEN TIME, CHILDREN WILL HAVE TO BE LOGGED ON TO THE COMPUTER AT A GIVEN TIME AND STAY ACCORDING TO THE SCHEDULE. PARENTS MIGHT HAVE TO COME TO SCHOOL TO PICK UP RESOURCES. PARENTS HAVE TO AS WE'VE SAID HAVE STRONG INTERNET. WE WILL I BELIEVE GIVE A DEVICE FOR OUR STUDENTS AS THEY ARE PART OF FUTURE READY AND COMMIT TO PROVIDING THAT SUPPORT TO THEIR CHILDREN.

WE DID ASK FOR THE YEAR'S COMMITMENT SO THAT WE DON'T HAVE STUDENTS BOUNCING BACK AND FORTH.

>> ARE THERE ANY STUDENTS PRIMARY AND HIGH -- ELEMENTARY AND SECONDARY THAT ARE COMPLETELY LOST TO THE SYSTEM BY NOW? DO WE KNOW? HAVE WE CONTACTED EVERY STUDENT THAT MIGHT HAVE DISAPPEARED SOMETIME DURING THE SCHOOL YEAR THAT MIGHT NOT HAVE PARTICIPATED IN VIRTUAL OR HYBRID? ARE THEIR STUDENTS IN THAT

CATEGORY? >> I WOULD SPEAK FOR K TO 12.

OUR PPW'S HAVE BEEN WORKING WITH OUR COUNSELING OFFICE.

ANYBODY WHO HAS DROPPED OFF. OUR SCHOOL STAFF IDENTIFY PEOPLE WHO THEY DON'T SEE. THE SCHOOL COUNSELORS, SCHOOL ADMINISTRATION, OUR PPW'S WORK TO GET OUT THERE AND FIND EVERYONE. I AM NOT IN THE POSITION TO SAY RIGHT NOW THAT WE HAVE FOUND EVERYONE.

THERE COULD BE SOME STUDENTS WHO ARE STILL MISSING.

THEY MAY HAVE MOVED OUT OF DISTRICT AND NOT REPORTED THAT.

THAT WILL BE THE CONTINUED WORK THAT WE'RE DOING THROUGHOUT THE SUMMER TO MAKE SURE WE KNOW WHERE ALL THOSE STUDENTS ARE AND MAKE SURE THAT THEY ARE GETTING THE SERVICES THAT THEY NEED.

>> NO NUMBER. NO IDEA.

OKAY. >> WE HAD TO COLLECT THAT DATA THROUGHOUT THE SCHOOL YEAR FOR MSDE AND PRINCIPALS WERE REPORTING THAT THEY HAD MADE CONTACT WITH EVERY STUDENT.

HOWEVER WE DO KNOW THAT JUST THAT CONTACT OFTEN WASN'T ENOUGH. WE STILL HAVE STUDENTS WHO DIDN'T ENGAGE HARDLY AT ALL. SCHOOLS WILL BE WORKING TO BUILD THE SKILLS THAT THE STUDENTS WHERE THEY MISSED INSTRUCTION.

BUT FOR THE MOST PART OUR PRINCIPALS, PPW'S, COUNSELORS, ASSISTANT PRINCIPALS MADE MANY MANY HOME VISITS TO TRY TO PROBLEM SOLVE FOR THE PARENTS AND HELP TO GET THE STUDENTS

ENGAGED. >> WHEN DO WE KNOW WHETHER THE ENROLLMENT NUMBERS WILL TURN TO PRECOVID.

>> WE KNOW WHERE THE NUMBER HIS ARE TODAY.

THE NUMBER THAT COUNTS IS SEPTEMBER THIRD.

>> MY QUESTION IS SO IF I KEPT MY KIDS HOME.

I DEENROLLED MY KIDS LAST YEAR HOW LONG DO I HAVE BEFORE I HAVE

TO TELL CALVERT COUNTY SCHOOLS. >> THEY CAN CLOSE A HOME SCHOOL ANYTIME. REENROLL ANY DAY.

THERE'S NO GUIDELINES FOR THAT. NO LIMITS TO THAT.

>> WE ARE SEEING AN INCREASE OF STUDENTS THAT ARE REENROLLING IN SCHOOL FROM PARENTAL INSTRUCTION AS THEY ARE HAVING THEIR REVIEWS. THEY ARE ASKING PARENTS FOR A COMMITMENT. SOME ARE SAYING I'M RETURNING.

AND THE NUMBER OF REGISTRATIONS COMING BACK IN SCHOOLS ARE ON THE UPTICK. WE ARE SEEING MORE AND MORE STUDENTS THAT ARE RETURNING. I DON'T HAVE A NUMBER FOR YOU.

BUT THE TREND IS UPWARD. >> I DID ASK ELEMENTARY PRINCIPALS AND THEY HAVE REPORTED BACK THEY HAVE 190 STUDENTS OR PARENTS WHO HAVE CONTACTED THEM.

OR THE PRINCIPALS CONTACTED THE PARENTS TO SAY THAT THEY ARE RETURNING THEIR STUDENT FROM PARENTAL INSTRUCTION.

>> FIRST THEY HAVE TO REGISTER WITH THEIR HOME SCHOOL.

>> UH-HUH. >> AND THEN BE HAVING HOME SCHOOL. THEN THEY MIGHT ALSO ASK ABOUT

VIRTUAL. >> MANY OF THE PRINCIPALS ARE

[02:15:03]

CALLING THE PARENTS. THEY KNOW THE CHILDREN HAVE WITH DRAWN FROM PARENTAL INSTRUCTION THIS YEAR AND THEN INVITING THE

CHILDREN BACK. >> SO I HAVE ONE MORE QUESTION.

I MAY GET CUT OFF. IT HAS TO DO WITH SCHOOL ENROLLMENT. THERE IS A PERSON THAT OWNS A BUSINESS IN DUNN KIRK THAT'S BEEN THERE FOR 8 YEARS.

ONLY BECAUSE SHE ASKED ME TO ASK.

AND SHE WANTS TO KNOW AND SO DO I -- DOES SHE HAVE THE RIGHT TO BRING HER CHILD HERE TO GO TO SCHOOL HERE AS THOUGH SHE WERE A RESIDENT. SHE LIVES IN CALVERT COUNTY?

>> SHE OWNS A BUSINESS AND HAS FOR MANY MANY YEARS.

>> THIRDLY, SHE'S WELCOME TO REGISTER HER CHILDREN HERE.

THERE'S A TUITION COST. >> [INAUDIBLE]

>> ANY OTHER QUESTIONS? THANK YOU DR. JOHNSON.

[7.11 CIP Project Reprioritization Approval]

NEXT WE WILL MOVE INTO THE CIP PROJECT PRIORITIZATION.

>> AS COMES UP. LET ME REMIND YOU.

WE'RE ASKING FOR APPROVAL OF A LETTER THAT WE SENT IN MAY.

WE WOULD NEED TO DO THAT. HERE TO ANSWER ANY QUESTIONS

ABOUT REVISING OUR CIP PRIORITY. >> DIRECTOR OF SCHOOL CONSTRUCTION. SO I AM BEFORE YOU TO REQUEST APPROVAL OF REPRIORITIZATION OF 2 OF THE PROJECTS IDENTIFIED WITHIN OUR FY 2022 CIP. I CAN GO OVER THE BACKGROUND FOR THE REASON BEHIND PRIORITIZATION I CAN DO THAT NOW OR I WOULD BE

HAPPY TO TAKE YOUR VOTE. >> MOVE TO APPROVE.

>> WE HAVE A MOTION AND A SECOND.

ANY DISCUSSION. >> HAVE YOU HEARD ANYTHING BACK?

>> I HAVE HEARD BACK THAT WE HAVE BEEN APPROVED FOR OUR FULL FUNDING REQUEST FOR BEACH ELEMENTARY SCHOOL FOR THIS YEAR WHICH IS GREAT NEWS. SOUTHERN MIDDLE SCHOOL WE RECEIVED FULL FUNDING. AND SO ONCE WE ARE ABLE TO PROVIDE THE MEETING MINUTES FROM THIS MEETING AND FLIP FLOP THE REPRIORITIZATION OF HUNTINGTON ELEMENTARY WITH CALVERT ELEMENTARY WE WILL HAVE ENOUGH FUNDING TO BE ABLE TOL MOVE THAT PROJECT FORWARD AND POTENTIALLY BID IT IN THE LATE FALL EARLY WINTER. THAT WOULD ALLOW US TO GET MOVING WITH 3 OF OUR PROJECTS WHICH WOULD BE GREAT.

>> ANY OTHER DISCUSSION. HEARING NONE.

ALL THOSE IN FAVOR. >> AYE.

>> AYE. >> ANY OPPOSED?

MOTION PASSES. >> THANK YOU.

>> THANK YOU MS. WARNER. AND NEXT WE CONSIDER THE MEET

[7.12 Meet and Confer MOU Approval]

AND CONFER MLU. >> BEFORE YOU IS THE ASSESSOR AGREEMENT FOR THE MEET AND CONFER GROUP OF NONCERTIFICATED SUPERVISORS. CONCURRENTLY WITH 2021 TO 2025.

>> TAKE A MOTION. >> MOTION TO APPROVE.

>> SECOND. >> WE HAVE A MOTION AND A SECOND. ANY DISCUSSION? HEARING NONE. THOSE IN FAVOR?

>> AYE. >> ANY OPPOSED? MOTION PASSES. THANK YOU MR. NAVARO.

[8.01 Comments by the Board]

AND NEXT WE WILL MOVE INTO BOARD COMMENTS FOR THE AFTERNOON.

I'LL START WITH OUR STUDENT MEMBER OF THE BOARD MR. KELLY.

>> I JUST WANTED TO THANK EVERYBODY FOR ALLOWING ME TO BE HERE AND GIVE MY OPINIONS. FIRST OF ALL I WANT TO GO OVER SOMETHING THAT WAS BRIEFLY MENTIONED.

IT WAS THE TOWNHALL. YOU GUYS CAN HEAR ME FINE, RIGHT? YES.

THE TOWNHALL BROUGHT UP. I THINK THAT'S A FANTASTIC IDEA.

ONE OF THE FIRST TIMES I MET DR. CURRY WAS ACTUALLY AT A TOWNHALL. IT'S A GREAT OPPORTUNITY FOR THE

[02:20:03]

STUDENTS OF CALVERT TO GET MORE INVOLVED WITH THE BOARD OF EDGE.

I WANTED TO PUBLICIZE MY SUPPORT FOR THAT EVENT.

>> THANK YOU MR. KELLY. MR. WHITE.

>> GOOD EVENING EVERYONE. I JUST WANTED TO BRIEFLY TALK ABOUT A PARTNERSHIP COLLABORATION BETWEEN THE ROTARY CLUB, THE CTA AND EVOKE. I MET WITH DR-- I MEAN CARIE ATKINS THE PRINCIPAL OF CTA. THE CONVERSATION SPAWN PERIOD INTO SOME OF HAD THE NEEDS THAT THEY HAD.

LONG STORY SHORT WE HAD A FUNDRAISER OVER THE WEEKEND IN WHICH WE RAISED $14,000 TO PAY FOR ALL OF THE CERTIFICATIONS AND TESTINGS FOR 71 STUDENTS AT THE CTA.

SO IT WAS A TREMENDOUS EVENT SO WE'RE VERY GLAD TO SEE THAT A PARTNERSHIP BETWEEN STUDENTS FOR THE COMMUNITY, THE WAY THE COMMUNITY CAME OUT TO SUPPORT THESE STUDENTS WAS PRETTY AMAZING. AND ALSO I WANTED TO SAY CONGRATULATIONS TO THE LIBRARIANS OF CALVERT COUNTY

AGAIN. >> THANK YOU MR. WHITE.

MR. NUTTER. >> FIRST I WANT TO SAY THAT I ENJOYED GRADUATION SO -- HOW YOU FOLKS AND EDUCATORS AND THE SERVICE PERSONNEL PUT SUCH A GLORIOUS GRADUATION CEREMONY.

AND I WENT TO HUNTING TOWN. THE FIRST THING THERE'S A LOT OF STEPS GOING DOWN HUNTING TOWN. I HAVE 4 TEACHERS THERE.

MR. NUTTER DO YOU WANT TO WALK DOWN THE STEPS WITH YOU.

DO I LOOK THAT OLD? ANYHOW IT WAS JUST REALLY GREAT.

I HOPE THAT IT HAPPENS AGAIN NEXT YEAR.

MAYBE I'M GOING OUT ON A LIMB THERE.

IT WAS REALLY GREAT. I'M GOING TO TELL YOU ABOUT THE -- A LOT OF PEOPLE SEE ME DOING THIS.

I WASN'T LOOKING TO SEE WHAT TIME IT IS.

I BUY THIS WATCH THAT KEEPS TRACK OF MY HEART BEATS AND STUFF. I'M REALLY HEALTHY.

DARN THING IT WILL SEND A PICTURE AND SAY YOU KNOW YOU'VE BEEN SITTING TOO LONG. AND THEN WHEN I GET UP IT SHOWS GITE JUMPING UP SAYING HOORAY YOU'RE MOVING.

I HAD TO CHECK MY HEART BEAT A FEW TIMES.

ANYHOW, I WANT TO SAY SOMETHING ELSE.

WE HAVE A BOARD HERE. WE MAKE DIFFICULT DECISIONS.

WE'RE NOT ALWAYS GOING TO BE ON THE SAME FRAME OF MIND.

AND IF WE WERE -- THEN WE WOULDN'T BE WORTH A HOOT.

IT WOULD BE JUST A BOARD THAT WOULD ROTATE OR MOLLIFY EACH OTHER. YES, YES, YES.

OR NO NO NO. OCCASIONALLY YOU'LL SEE THAT.

IT MAKES FOR GOOD TELEVISION IF YOU WANT TO WATCH OUR BOARD MEETING. YOU KNOW.

BUT IN THE END AFTER THE DECISIONS ARE MADE, WE HAVE TO MOVE ON TO THE NEXT DECISION. MAY BE A DIFFICULT ONE.

MAY BE AN EASY ONE. BUT BEING ON THIS BOARD IS REALLY -- IT'S REALLY KIND OF SPECIAL.

AND THE PEOPLE THAT YOU -- AND THE EDUCATORS THAT YOU GET TO MEET AND WATCH THEM MOVE UP. YOUNG LADY GETTING READY TO TAKE OVER THE REIGNS IN PENNSYLVANIA. AND YOU KNOW, I REMEMBER BEEN HERE FOR YEARS. AND MS. JOHNSON WHO IS NOW, YOU KNOW MY GRAND KIDS WERE GRADUATES WHEN SHE WAS A PRINCIPAL OVER THERE. I JUST WANT TO THANK THE BOARD AGAIN. I WANT TO THANK THE PERSONNEL.

I WANT TO THANK THE GRADUATES WHO -- THEY JUST HAD A BLAST DOWN THERE. JUST COULDN'T ROBBERY BETTER.

I WENT TO THE HUNTING TOWN. AND THERE WAS A TEACHER THAT SHE WAS DRESSED LIKE SPRING. I MEAN SHE HAD ON THIS BIG HAT.

AND I JUST THOUGHT THAT WAS THE COOLEST THING I'D EVER SEEN.

GETTING READY TO CALL YOUR NAME. GET READY.

I'M NOT SURE WHO IT WAS. ANYHOW THAT'S IT.

>> THANK YOU MR. NUTTER. >> HI, YES I AGREE THAT THE GRADUATIONS WERE SO WELL RECEIVED, SO WELL ORGANIZED.

AND I WENT TO ALL 3 CALVERT AND ALL 3 PATUXANT.

I LIKED THE WAY THEY COULD PERSONALIZE EACH OF THE 3 SEPARATE SECTIONS. THEY COULD EACH CHOOSE THEIR GRADUATE OF DISTINCTION SPEAKER AND THE LIKE.

I THOUGHT IT MADE A LOT MORE PERSONALIZED FOR THE HIGH

[02:25:06]

SCHOOLERS. I CONGRATULATE ALL THE SENIORS AND THE PRINCIPALS AND EVERYONE AND ADMIN FOR PULLING IT OFF.

SECONDLY I WANT TO THANK DIANN SO VERY MUCH FOR ALL THE WONDERFUL WORK. YOU KNOW, IT WAS A SCARY THING WHEN YOU CHANGED SUPERINTENDENTS AS A BOARD WHEN YOU MAKE A DECISION, ESPECIALLY BRINGING IN SOMEONE FROM THE OUTSIDE.

YOU KNOW, I WAS SO HAPPY. YEAH, YEAH, I WAS SO HAPPY THAT WE HAD DIANN AND TONY THERE. IT MADE THE TRANSITION SO MUCH NICER. AND THEY'VE DONE SUCH A TREMENDOUS JOB. THANK YOU VERY MUCH.

AND KEEP IN TOUCH. I WANT TO SEE HOW IT GOES.

>> THANK YOU VERY MUCH. >> AND ALSO MS. RUTH.

I WROTE A NOTE THANKING HER FOR HER SERVICE.

WE'RE HAVING CHANGES. QUITE A FEW CHANGES HERE.

MS. PAGE AND OTHERS THAT I'M NOT REMEMBERING.

SECONDLY OR THIRDLY I WOULD LIKE TO ENCOURAGE EVERYONE IN THE COUNTY TO GET A VACCINATION IF POSSIBLE.

THERE'S SO MUCH GOOD -- MARYLAND HAS DONE SUCH AN EXCELLENT JOB IN BRINGING DOWN OUR COVID RATES.

WE ARE ALMOST NIL. CALVERT COUNTY THIS PAST WEEK DID VERY GOOD. I'M PROUD OF PEOPLE.

THINGS ARE STILL OUT THERE. AND THE VARIANTS, I DON'T WANT TO THINK ABOUT IT. IF IT COMES IN AND SNEAKS IN AND GETS US WE'RE IN A WORLD RECEIVE HURT.

WE DON'T WANT TO BE THERE AGAIN. PLEASE PLEASE PLEASE GET VACCINATED AGAIN. I WOULD LIKE TO WELCOME OUR STUDENT MEMBER OF THE BOARD. HAYDEN IT'S GREAT TO HEAR YOUR IDEAS AND PUSHING US TO DO NEW IDEAS AND THE LIKE.

AND I THINK THAT'S IT. >> THANK YOU.

MS. COUSINS. >> MS. WORTMAN AND YOUR 9 MEMBERS. WELCOME MR. KELLY, LOOKING FORWARD TO WORKING WITH YOU. THANK YOU FOR BEING HERE.

DR. CURRY, I HAVE A COUPLE OF FOLLOW-UP QUESTIONS.

ONE IS REGARDING THE GIFTED AND TALENTED.

MY QUESTION IS BASED ON ENROLLMENT IN THE FALL ARE THE ADMINISTRATORS AT LIBERTY TO IF THEY HAVE 4 ELEMENTARY SCHOOL TEACHERS AND THEY HAVE ENROLLMENT FOR MAYBE 3 ELEMENTARY SCHOOL TEACHERS ARE THEY AT LIBERTY TO POTENTIALLY DO A GIFTED AND TALENTED TEACHER.

NOT REQUIRING AN ANSWER NOW JUST A QUESTION.

AND NAACP, I BELIEVE THEY HAD QUESTIONS FOR FOLLOW-UP AS WELL.

I HAVE TO READ THEM AGAIN. I'M LOOKING FORWARD TOL SEEING THE ANSWERS TO THOSE QUESTIONS. AND I JUST WANTED TO ADD THAT THE CALVERT COUNTY BOE HAS ADOPTED THE ANTI-RACISM POLICY AND THE STATEMENT AS A COMMITMENT TOWARD AN ANTI-RACIST SCHOOL DISTRICT. AND I FEEL LIKE I HAVE THE RESPONSIBILITY AS A BOARD MEMBER TO THE COUNTLESS STUDENTS, STAFF FAMILY AND COMMUNITY MEMBERS WHO HAVE REACHED OUT TO ME TO SHARE THE REALITY OF THEIR LIVED EXPERIENCES IN SCHOOL ON THE SCHOOL BUSES AND ON SOCIAL MEDIA.

AND I'M MORE THAN HAPPY TO MEET WITH ANYONE IN THE COMMUNITY WHO DESIRES TO LEARN ABOUT THOSE IMPACTS AND BARRIERS THAT THEY FACED OR TO GLEAN AN UNDERSTANDING OF WHAT BEING AN ANTI-RACIST IS OR ISN'T MY RESPONSIBILITY IS TO ENSURE RACISM IS DISMANTLED. TO CREATE AN INCLUSIVE EDUCATIONAL EQUITABLE ENVIRONMENT FOR EACH CHILD IN THIS DISTRICT. EDUCATING STAFF ON CULTURALLY RELEVANT PRACTICES IS A PATH TO ELIMINATE RACISM IN OUR SCHOOLS.

MY RESPONSIBILITY IS TO ENSURE THAT BASIC HUMAN RIGHTS, CIVILITY AND RESPECT IS GIVEN IN A SAFE LEARNING ENVIRONMENT.

EACH OF OUR STUDENTS AND STAFF DESERVES THAT REGARDLESS OF THEIR SKIN COLOR, DISABILITY, GENDER IDENTITY R RELIGION, NATIVE LANGUAGE, ECONOMIC STATUS ZIP CODE OR HOME LIFE.

AND I WILL NEVER ABANDON MY POSITION ON UPHOLDING MY

COMMITMENT TO THIS WORK. >> THANK YOU MS. COUSINS.

>> I WOULD LIKE TO SAY THANK YOU TO THOSE WHO ATTENDED THE MEETING TODAY TO PROVIDE PUBLIC COMMENT HIS.

CONGRATULATIONS TO THE CLASS OF 20-21.

IT WAS NICE TO SIT OUTSIDE WITH YOU AND ATTEND YOUR GRADUATION AND SEE YOU ALL CELEBRATE WITH YOUR FAMILIES, TO SEE YOUR

[02:30:02]

BEAUTIFUL FACES. CONGRATULATIONS TO OUR STUDENTS WHO ARE NOW RECEIVING A BREAK FOR THE SUMMER TO RETURN NEXT SCHOOL YEAR TO A GREAT YEAR. ALSO CONGRATULATIONS TO OUR STAFF WHO WILL BE MOVING INTO SUMMER BREAK.

ENJOY YOUR SUMMER. REST, RELAX AND HAVE A GREAT TIME. AND THAT ENDS OUR MEETING FOR THIS EVENING AND SEEING NO FURTHER BUSINESS
